    Mr. Donal Brown, Associate Vice President of the International Fund for Agricultural Development (IFAD), called on Dr. Devesh Chaturvedi, Secretary of Department of Agriculture and Farmers Welfare (DA&FW) at Krishi Bhawan in New Delhi today. During the meeting, Mr Brown appreciated India’s role as a founding member of IFAD, and longstanding and productive partnership with IFAD. Mr. Brown briefed the Secretary about IFAD’s collaborative projects with state governments, particularly in the North Eastern and Himalayan regions, focusing on building climate-resilient agricultural value chains; empowering women, youth, tribal communities; supporting marginalized farmers; and strengthening rural infrastructure.

    During the meeting Agriculture Secretary Shri Devesh Chaturvedi highlighted the Ministry’s key priorities, including food and nutritional security, climate-resilient agriculture, sustainable farming practices, and improving farmer incomes. He also stressed the importance of ensuring the sustainability of Farmer Producer Organizations (FPOs), utilizing Self-Help Groups (SHGs) to support agriculture, promoting integrated farming systems, and fostering agricultural entrepreneurship through scaling up innovative, cost-effective solutions. He also noted IFAD’s continued support for integrated farming models, FPOs engagement, entrepreneurship development and co-financing initiatives.

    Discussion were held to identify further area of collaboration based on Ministry’s key priorities to prepare the Country Strategy Plan of IFAD.

    The IFAD delegation included Ms. Pieternel Marianne Boogaard, Managing Director, Office of Technical Delivery; Mr. Abdelkarim Sma, Country Director, Ms. Meera Mishra, Country Programme Coordinator; and Ms. Elisabeth Steinmayr, Programme Officer. The Indian side included Ms. Maninder Kaur Dwivedi, Additional Secretary (DA&FW), the Joint Secretary (IC), Joint Secretary (Marketing) and representatives from NABARD.

  • MIL-OSI Asia-Pac: PRAYAGRAJ AIRPORT SETS NEW BENCHMARKS AS THE GATEWAY TO MAHAKUMBH

    Under the leadership of the Prime Minister Shri Narendra Modi and Civil Aviation Minister Shri Ram Mohan Naidu, Prayagraj Airport has transformed into a modern gateway to the city of devotion, culture and the grand Maha Kumbh Mahotsav. Major expansion efforts were undertaken to accommodate the influx of devotees from January 13 to February 26, 2025.

    The efficient operations at Prayagraj Airport result from meticulous planning and coordination. On December 8, 2024, Shri Ram Mohan Naidu reviewed terminal expansion, construction progress and traveler amenities, and issuing time-bound directives. Regular inspections and review meetings with state authorities, DGCA, BCAS, and AAI ensured timely completion of projects. On January 9, 2025, Minister of State Shri Murlidhar Mohol reviewed the work progress at Prayagraj airport.

    To facilitate the sacred journey, 81 additional new flights were introduced into schedule in January 2025. Currently, there are 132 flights operating with approximately 80000 monthly seats to Prayagraj from across India. Presently, Prayagraj is connected directly with 17 cities across India as against 08 cities in December 2024. With direct and connecting flights reaching to 26 cities, including Srinagar and Visakhapatnam; Prayagraj is now a well- connected hub for devotees.

    As per directions of Union Minister of Civil Aviation Minister Shri Ram Mohan Naidu to ensure that airfares remain in check as the festival’s peak days approach, especially during the forthcoming Shahi Sanan on January 29th, February 3rd, and other important Sanan on February 4th, February 12th, and February 26th, 2025; DGCA has advised airlines to ensure sufficient capacity to accommodate passengers. Accordingly:

    1. Akasa Air will begin operating flights on January 28th and 29th, connecting Ahmedabad and in February plans to operate 09 flight from Ahmedabad and 12 flight from Bangalore to Prayagraj adding approximately 4000 seats.

    2. SpiceJet is set to launch flight services between Delhi, Chennai, Guwahati, Bangalore, Ahmedabad, Mumbai, Jaipur and Hyderabad to Prayagraj, adding approximately 43000 seats in February 2025.

    These new flights are part of the ongoing efforts to ensure regional connectivity and accommodate the influx of travelers to Prayagraj during the Maha Kumbh period. The addition of these flights is expected to ease the pressure on airfares and improve overall accessibility for devotees and tourists.

    During Maha Kumbh, the airport witnessed 30,172 passengers and operated 226 flights in just one week, surpassing 5,000 passengers in a single day for the first time. Night flights were also introduced, enabling 24/7 connectivity for the first time in 106 years.

    The airport’s modernization included expanding the terminal area from 6,700 sq. m. to 25,500 sq. m., reconfiguring the old terminal to handle 1,080 peak-hour passengers (up from 540) and operationalizing a new terminal for 1,620 passengers. Parking capacity increased from 200 to 600 vehicles, while check-in counters rose from 8 to 42, and XBIS- HB machines increased to 10 from 4. Aircraft movement efficiency was enhanced with an additional taxi track, parking bays increased from 4 to 15, conveyor belts from 2 to 5 and airport gates from 4 to 11. Additional aerobridge and more security infrastructure, including door-framed metal detectors were added.

    Passenger comfort saw notable improvements with the addition of lounges, a child care room, and boarding bridges (increased from 2 to 6). F&B counters were increased, complemented by the UDAN Yatri Cafe for affordable food. New services include meet-and-greet assistance for differently-abled individuals, prepaid taxi counters, and a city bus service in collaboration with the UP Government. Medical facilities were bolstered with ambulance deployment and air ambulance services; while arriving pilgrims receive floral welcomes for a warm start to their journey.

    This transformation underscores the government’s commitment to delivering world-class infrastructure, ensuring seamless connectivity and unmatched travel experiences for all devotees visiting Maha Kumbh 2025.

    Indian Railways Achieves Significant Milestone

    Indian Railways has achieved a significant milestone by upgrading over 23,000 track kilometers (TKM) of the Indian Railways network to support train speeds of up to 130 kilometres per hour (kmph). This remarkable progress underscores the government’s commitment to modernizing railway infrastructure, improving connectivity, and reducing travel times for millions of passengers nationwide. With nearly one-fifth of India’s railway network now equipped for higher speeds, these advancements have been made possible through robust safety measures such as modern signalling systems and strategic fencing, marking a new era of efficiency and reliability in train travel.

    The modernization of track infrastructure involves comprehensive upgrades, including the strengthening of tracks to ensure stability and durability for high-speed operations, the implementation of advanced signalling systems for precise communication and safe train operations, and the installation of safety measures such as fencing at vulnerable locations to enhance security and mitigate risks. These efforts align with Indian Railways’ goal of fostering a safer and more efficient railway network, catering to the needs of both passenger and freight demands.

    The upgrades prominently feature sections of the Golden Quadrilateral and Golden Diagonal networks, vital corridors linking the nation’s major cities. These routes, which handle a significant portion of India’s passenger and freight traffic, are now better equipped to accommodate higher speeds, ensuring faster transit and improved logistics.

    Additionally, around 54,337 TKM of tracks have been upgraded to support speeds up to 110 kmph. This systematic enhancement ensures seamless connectivity across various regions and bolsters the overall operational efficiency of Indian Railways.

    Indian Railways’ flagship semi-high-speed train, the Vande Bharat Express, exemplifies the success of these infrastructure improvements. Capable of achieving speeds up to 160 kmph, the Vande Bharat Express symbolizes a new era in Indian train travel, offering passengers a faster, more comfortable, and premium travel experience. To accommodate such speeds safely, Indian Railways has prioritized safety fencing along high-speed track sections. These measures not only ensure the smooth operation of trains but also minimize the risk of accidents. Compared to the previous year, specialised train services during periods of peak demand increased significantly by 54%, reaching to 57,169 services.

    Increased Revenue

    A 4% rise in earnings between April and December of the current fiscal year, 2024-25 with ₹1.26 lakh crore revenue from freight operations. The passenger segment earnings increased by 6%, reaching Rs 55,988 crores.

    Higher Capital Expenditure

    2% higher capital expenditure in 2024-25 where the capital investments increased to ₹1.92 lakh crore during the current fiscal year, 2024-25 showcasing the government’s commitment to infrastructure development.

    Enhanced Freight Efficiency

    For the January-24 to November-24 period, the revenue earning freight loading on Indian Railways has been 1473.05 metric tonnes, recording a growth of 3.86% over the corresponding period of last year.

    The ongoing modernization drive of Indian Railways extends far beyond track upgrades. With a focus on adopting cutting-edge technologies, strengthening infrastructure, and enhancing passenger amenities, Indian Railways is setting the stage for a transformative travel experience. These initiatives are aimed at improving the reliability and efficiency of train services, fostering economic growth by enabling the faster movement of goods and passengers, and ensuring an inclusive and accessible railway system that caters to the diverse needs of the population.

    With the successful completion of these upgrades, Indian Railways is establishing new benchmarks in speed, safety, and service. These efforts not only enhance the travel experience for millions of passengers but also reaffirm the role of Indian Railways as the lifeline of the nation.

    India’s Pathway to the 2036 Olympics; Rashtriya Raksha University Hosts First International Olympic Research Conference

    The first International Olympic Research Conference was inaugurated today by the Union Minister of Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, at Rashtriya Raksha University. The four-day conference aims to establish India as a significant player in the global Olympic ecosystem, focusing on financial sustainability, strategic planning and collaborative networks to bolster India’s bid for the 2036 Olympics.

    In his inaugural address, Dr. Mansukh Mandaviya emphasized that the research and innovation at Rashtriya Raksha University reflect the transformation and progress of the nation under the leadership of Prime Minister Narendra Modi. He stated, “The university represents the changing face of India. I would call the B-CORE initiative of the university the ‘core of India’ because the nation is prioritizing research and innovation in this era of transformation. We must advance, progress, and strive to achieve our goals, for which research and innovation play a crucial role. Without research or the implementation of new ideas, one cannot stay ahead in the world. If we want to lead, we must prioritize research and innovation.” He highlighted that Rashtriya Raksha University has taken a significant step by focusing on research in sports and the Olympics.

    Dr. Mandaviya remarked that the Olympics are not just competitions but a symbol of sports and their integral role in our lifestyle. He said sports can provide solutions to numerous challenges, which is why Prime Minister Modi initiated major campaigns like Khelo India and Fit India to keep the nation fit. He further added, “PM Modi has envisioned hosting the Olympics in 2036, which symbolizes India’s growing strength. As we move toward a developed India, the nation will celebrate its centenary of independence in 2047. By then, India will be among the developed nations. The role of Fit India is crucial in ensuring not just physical fitness but also mental fitness among citizens. A mentally and physically fit person contributes to building an ideal society, which paves the way for a prosperous nation. Hence, sports are a symbol of our rising strength. By 2036, Modi Ji has set the goal for India to rank among the top 10 nations in sports, and by the centenary year of independence, we aim to rank among the top 5. To achieve this, we must step onto the field, compete, and win. Those who win leave their mark and convert their victories into medals. Sports science plays a vital role in enhancing our medal tally. Therefore, when we talk about Olympic research, it involves studying its social, youth, exposure, and international perception impacts, which together create comprehensive Olympic research.”

    He further stated, “This conference is not a small event; over 60 research papers will be presented here. Researchers from many countries conducting research on the Olympics are participating in this conference. This is the first such conference in South Asia, and it will have a significant impact not only on our nation but globally. This will take sports one step further.”

    Dr. Thomas Bach, President of the International Olympic Committee (IOC), conveyed a powerful message emphasizing the integration of sports and education to create a holistic approach to youth development and nation-building.

    The Vice Chancellor of RRU, Prof. (Dr.) Bimal N. Patel, expressed pride in hosting this landmark event, highlighting the anticipated publication of over 60 research papers post-conference. He emphasized the significance of sports in shaping the youth and transformative impact on the country’s development.

    A high-level panel discussion featured prominent personalities, including Dr. Utsav Chaware, Director of BCORE, Shri (Dr.) Mansukh Mandaviya, Prof. (Dr.) Bimal N. Patel VC Rru,Prof. (Dr.) Kalpesh H. Wandra, Pro Vice-Chancellor Rru,Prasanth Shanthakumaran Partner KPMG in India and Mr. Lambis Konstantinidis, Executive Director of Planning and Coordination for Paris 2024 Olympics. The panel deliberated on India’s bid for the 2036 Olympics, potential challenges from other bidders, sustainable infrastructure planning, and the importance of avoiding mistakes on the global stage. Mr. Konstantinidis highlighted critical aspects India must address, including sustainability, technical planning, and creating a compelling narrative that showcases India’s uniqueness and readiness to host the Games.

    Shri Harsh Sanghavi, Hon’ble State Minister of Sports, Gujarat, highlighted the state’s grassroots sports initiatives, particularly the record-breaking participation in the Khel Mahakumbh. He emphasized aligning sports with youth education and underscored the critical role of a strong sports culture in preparing India’s youth for international platforms.

    The day concluded with a keynote presentation by Mr. Lambis Konstantinidis, offering an insightful roadmap for India’s Olympic preparations. He stressed the importance of sustainable development, strong leadership, and technical expertise to ensure the success of the sports. He posed five thought-provoking questions for India’s strategic planning, including what the Games can offer India, what India can contribute to the Olympics, and the long-term legacy of hosting the event.

    The conference, set to run until January 30, 2025, is poised to leave a lasting impact on India’s Olympic ambitions, bringing together policymakers, academicians, and global experts to create a sustainable, innovative, and collaborative pathway to the 2036 Olympics.

    Office of the Principal Scientific Adviser (PSA) to the Government of India, Indian Institute of Science (IISc) and the Ministry of External Affairs (MEA) jointly organised an international technology policy summit titled “Technology Dialogue 2025: Exploring New Frontiers in Technology Diplomacy” on 24 and 25 January 2025 in IISc, Bengaluru as a continuation to Dialogue 2023 held in November 2023.

    Recognising the importance of technology in driving India’s global partnerships, the summit focused on India’s international technology engagement framework, and the need for leveraging strategic partnerships on critical and emerging technologies such as quantum, AI, semiconductors, space tech, and bioeconomy.

    The summit was inaugurated with a keynote address on International Technology Engagement Framework (ITEF) by the Hon’ble Minister of State (Independent Charge) for Science and Technology, Dr. Jitendra Singh, who highlighted various national initiatives and missions aimed at advancing India’s technological aspirations while emphasizing the importance of global partnerships and collaborations. Hon’ble Minister Dr Singh also emphasised the need for a structured framework and approach in elevating India’s International Technology Engagements. The inauguration ceremony was joined by Prof. Ajay Kumar Sood (Principal Scientific Adviser to the Government of India), H.E. Pavan Kapoor (Deputy National Security Adviser, Government of India), Shri S. Raghuram (Joint Secretary of Policy Planning & Research, Ministry of External Affairs), Prof. G. Rangarajan (Director of IISc), and Dr. Kiran Mazumdar-Shaw (Chairperson and Managing Director of Biocon), and was chaired by Prof. G.K. Ananthasuresh (Dean of the Division of Mechanical Sciences, IISc). PSA Prof. Ajay Kumar Sood delivered a special address on conceptualisation and building blocks of ITEF. Dr. Kiran Mazumdar-Shaw delivered a special address on industrial perspective that should shape India’s ITEF.

    The summit featured a keynote address on leveraging strategic partnerships on critical and emerging technologies for India by H.E. Pavan Kapoor (Deputy National Security Adviser, Government of India). This was followed by a featured panel on expanding the contours of international engagements for technology partnerships featuring H.E. Chandru Iyer (His Majesty’s Deputy Trade Commissioner for Investment for Souh Asia, Deputy High Commissioner of the United Kingdom to Karnataka and Kerala), H.E. Carly Partridge (Minister Counsellor,  Australian High Commission), H.E. Alfonso Tagliaferri (Consulate General of Italy in Bengaluru), Dr Soren Tranberg Hansen (Consulate General of Denmark) and Dr Rama Swami Bansal (Chief Scientist & Head, International S&T Affairs Directorate, Council for Scientific and Industrial Research (CSIR).

    The second day began with a keynote address on Technology and Development Partnerships of India by Shri Periasamy Kumaran, Special Secretary (ER & DPA), Ministry of External Affairs where he highlighted the ongoing bilateral efforts of Government of India with multiple countries in emerging and critical technologies.

    Thematic panel on ‘Fostering Collaboration for Quantum Revolution’ was organised on to deliberate on advancements in quantum technologies and policy imperatives globally. The panel began with a lead presentation by Prof. Ajay Kumar Sood highlighting features of India’s National Quantum Mission (NQM). The panel also featured Prof Andrew White (ARC Australian Laureate Fellow), Dr Amith Singhee (Director, IBM Research India) and Prof Urbasi Sinha (Professor at Raman Research Institute), moderated by Mr Luke Preskey (Chief Revenue Officer, Resonance).

    The summit also featured a dialogue between Dr S Somanath (Former Secretary, Department of Space and former Chairman of ISRO), and Dr Koichi Wakata (Astronaut and CTO, Asia-Pacific at Axiom Space) on the theme, ‘Unlocking Potentials of Space Tech’ discussing space exploration boom, the entry of private entities, industry partners and foreign investment, as well the encouraging growth of space startups.

    The panel on ‘Accelerating Artificial Intelligence (AI) Innovation’ featured Shri S Krishnan (Secretary, Ministry of Electronics and Information Technology), H.E. Arthur Barichard (Deputy Ambassador for Digital Affairs, Ministry for Europe and Foreign Affairs, Republic of France), Ms Laxmi Shenoy (Managing Director, Accenture), Shri Biswajit Das (Head – Data Analytics and AI, Amazon Web Services), and Dr Leah Junck (Global Center on AI Governance, South Africa), moderated by Prof Chiranjib Bhattacharyya (Chair, Department of Computer Science and Automation, IISc). The panel deliberated on building a trustworthy AI ecosystem, focusing on AI governance, the future of work, and AI for public interest.

    The panel on ‘Advancing India’s Bio-Economy’ featured Dr Alka Sharma (Adviser, Department of Biotechnology), Shri Krishna Mohan Puvvada (Senior Vice President, MEIA Novonesis), Mr Peter Bains (Group CEO of Biocon Group), Prof Usha Vijayraghavan (Dean, Biological Science Division, IISc) and Dr Bhuvnesh Shrivastava (Director- Healthcare, US-India Strategic Partnership Forum (USISPF), moderated by Prof Gayatri Saberwal (Dean, Institute of Bioinformatics and Applied Biotechnology). The panel discussed the importance of international collaboration for India to achieve its bio-economy ambitions.

    The valedictory session featured a keynote address on driving sectoral transformation through independent and synergistic technology advancements by Dr Parvinder Maini, Scientific Secretary, Office of the Principal Scientific Adviser to the Government of India. The session also featured a fireside chat on positioning India in the global semiconductor value chain between Shri Utpal Shah (Senior Vice President – Strategy and Business Development, Tata Electronics) and Prof Andrew White, chaired by Prof Navakanta Bhat (Dean, Division of Interdisciplinary Sciences, IISc).

    The Technology Dialogue 2025 also featured the India-France AI Policy Roundtable: Roadmap for the AI Action Summit 2025. The roundtable was co-chaired by Shri Abhishek Singh, Additional Secretary, Ministry of Electronics and Information Technology (MeitY), Government of India, and Chief Executive Officer of the IndiaAI Mission, representing India, and H.E. Mr. Marc Lamy, Consul General of France in Bengaluru, representing France. The discussion focused on key policy positions related to global AI development and governance, while also exploring opportunities for collaboration and synergy between India and France. The roundtable focused on the following key objectives:

    ●          Understanding AI Technologies and Implications

    ●          Addressing Digital Divide and Market Concentration

    ●          Common and Open AI Infrastructure

    ●          Cultural and Linguistic Diversity in AI

    The India-France AI Policy Roundtable, during Technology Dialogue 2025, served as a platform for discussions leading up to the 2025 AI Action Summit to be co-chaired by Hon’ble Prime Minister Shri Narendra Modi.

    The two day summit exploring technology policy and diplomacy efforts with key partner countries witnessed the participation from various foreign missions in India, global thought leaders on critical and emerging technologies, industry and academia thought leadership in various technologies, industries bodies, start-ups and scholars of public policy.

    The Ministry of Tourism, Government of India, participated in one of the leading travel fairs – IFEMA being held in Madrid, Spain for positioning India as a potential leading destination in the source market of Spain and Latin America. The exhibition at FITUR, considered to be a benchmark event in the tourism sector, was held from 22nd – 26th January 2025. FITUR is the global meeting point for tourism professionals and leading fair for inbound and outbound markets in Ibero-America.

    The Incredible India pavilion at FITUR was inaugurated by H.E. Shri Dinesh K. Patnaik, Ambassador of India to Spain, in the presence of officials from the Ministry of Tourism, State governments and co-exhibitors on 22nd January 2025. The Indian delegation comprised of more than 23 co-exhibitors, including the State Governments of Karnataka, Sikkim, Chhattisgarh and Jharkhand amongst others showcased their unique tourism products and experiences under the Incredible India banner at FITUR. The international exhibition, provided a platform to the stakeholders to network and connect with potential clients and partners in the Spanish source market.

  • MIL-OSI Security: Sapulpa Couple Sentenced for Their Role in Abusing Three-Week-Old Baby

    TULSA, Okla. – Today, U.S. District Judge Sara E. Hill sentenced Jeannie Rene Romero, 25, for Child Abuse and Child Neglect in Indian Country. Judge Hill ordered Jeannie to serve 60 months, followed by five years of supervised release.

    In October 2022, Jeannie was taking care of her three-week-old baby. While changing the baby’s diaper, Jeannie admittedly used unreasonable force, breaking the baby’s femur in half. She failed to seek medical attention for more than 48 hours. Doctors noted that the baby had additional injuries consistent with abuse.

    In June, Judge Hill sentenced Jeannie’s husband, Jacob Alejandro Romero, 24, for Child Neglect in Indian County. Jacob was at work when the abuse occurred. However, the infant’s injury was noticeable, and he failed to seek help. Judge Hill ordered Jacob to serve 24 months imprisonment, followed by five years of supervised release.

    The baby and its sibling were removed from the home and placed in the care of the family members. Jeannie and the baby are citizens of the Muscogee (Creek) Nation.  

    Jeannie will remain in custody pending transfer to the U.S. Bureau of Prisons. Jacob was previously released on bond and taken into custody following his sentencing in June. 

    The FBI and Sapulpa Police Department investigated the case. Assistant U.S. Attorney Stephanie N. Ihler prosecuted the case.

    “Fortunately, cooler—and perhaps wiser—heads prevailed. Prime Minister Starmer agreed to welcome President Trump to the negotiating table. This is great news. Friends don’t strike deals behind each other’s backs, especially when our shared security is on the line.”

    Background
    On Jan. 15, Prime Minister Keir Starmer announced that he wanted President Trump and his administration to weigh in on any deal struck between the U.K. and Mauritius regarding the transfer of the Chagos Islands, including the transfer of the U.S.-U.K. shared military base on the island of Diego Garcia. 
    The U.K. had previously announced on Oct. 3, 2024, that it had reached a deal with Mauritius to cede the sovereignty of the Chagos Islands. The decision to consider ceding sovereignty of the islands to Mauritius followed a years-long pressure campaign from the United Nations.
    On Oct. 23, 2024, Kennedy wrote to then-Secretary of State Antony Blinken seeking answers about the Biden administration’s involvement in the deal between the U.K. and Mauritius.
    Kennedy also penned this op-ed in Oct. arguing that the Biden administration owes the American people an explanation for its decision to allow this deal between the U.K. and Mauritius to move forward.
    Former Rep. Mike Waltz (R-Fla.), President Trump’s nominee for National Security Advisor, has criticized the deal, saying, “Should the U.K. cede control of the Chagos to Mauritius, I have no doubt that China will take advantage of the resulting vacuum.”
    Secretary of State Marco Rubio has similarly condemned the deal and said it “poses a serious threat to our national security interests in the Indian Ocean and threatens critical U.S. military posture in the region.”

    Red envelopes, known as hongbao in Mandarin, are a cherished cultural tradition in China and many other parts of Asia.

    In China, the vibrant red colour symbolises good fortune and joy. Hongbao can be given during many various festive and joyful occasions, and they are a prominent feature of Lunar New Year.

    Receiving a hongbao is something most Chinese people, particularly children, eagerly anticipate every Lunar New Year. It was also one of my fondest childhood memories. But what’s the history behind this tradition?

    A historical tradition

    The origins of hongbao can be traced back to the Han dynasty (206 BCE–220 CE) when amulet-like items in the shapes of coins were worn.

    Early practices resembling money giving took place in the Tang dynasty court (618–907 CE), where coins were scattered in springtime as part of celebrations.

    Giving children money during celebrations became an established custom during the Song and Yuan dynasties (960–1368). In the Ming and Qing dynasties (1368–1911/12), this tradition evolved further with money being given to children threaded on red string.

    The modern concept of hongbao emerged in early 20th-century China. Elders would give money wrapped in red paper to children during the Lunar New Year as a talisman against evil spirits, known as sui (祟).

    The red envelopes given to children, or in some cases unmarried adults, during Lunar New Year are also called ya sui qian.

    Colloquially, ya sui qian translates to “suppressing age money”, as sui (岁) also means age. Ya sui qian reflects the belief this money could ward off misfortune and slow ageing.

    In traditional contexts, the amount of money inside the envelope carries symbolic meaning.

    Even numbers, except for the number four (considered unlucky due to its phonetic similarity to the word for “death” in Chinese), are regarded as lucky. Six (symbolising smooth progress) and eight (symbolising prosperity) are particularly favoured.

    Beyond monetary value, the act of giving and receiving hongbao represents a gesture of goodwill, reinforcing social bonds and conveying respect and care.

    The digital revolution

    Today, hongbao straddle the worlds of tradition and modernity, adapting to societal changes while preserving their cultural essence.

    Super-apps like WeChat and AliPay have transformed this age-old practice from a physical tradition into a digital, virtual experience.

    WeChat popularised the concept of “digital red envelopes” in 2014, incorporating gamified elements such as randomised monetary amounts and group exchanges.

    In 2017, WeChat recorded a staggering 14.2 billion hongbao transactions on the eve of Lunar New Year alone. While the initial excitement around the digital hongbao has waned over time, the practice remains popular. On Lunar New Year’s Eve in 2024, WeChat users recorded approximately 5.08 billion digital hongbao transactions.

    The shift to digital formats aligns with our increasingly cashless society, making it easier for people to participate in the custom, even across great distances. Families separated by migration can partake in this tradition in real time, maintaining connections that might otherwise weaken over long distances.

    My child doesn’t get to see my parents very often, but my mother promised to send a “large” hongbao to her grandchild on the eve of the Lunar New Year this year. Despite the geographical distance spanning the ocean between Australia and China, the tradition of giving hongbao transcends borders, connecting our family members across continents every Lunar New Year.

    Societal significance

    The enduring popularity of hongbao highlights its importance in Chinese culture. It serves not only as a means of giving but also as a way to uphold tradition amid rapid modernisation.

    The act of giving hongbao, whether physical or digital, reinforces intergenerational ties and preserves cultural heritage. Parents and grandparents giving hongbao to children during Lunar New Year continue to embody the traditional values of family and unity.

    But the digitisation of hongbao has sparked debates about its impact on traditional values. Some argue the ease of sending digital hongbao reduces the personal touch and thoughtfulness inherent in the physical exchange.

    Others view it as an evolution that keeps the practice relevant and accessible in a fast-paced world.

    Regional variations

    While hongbao is most closely associated with Chinese culture, similar traditions exist across Asia, each with notable regional variations.

    In Korea, during the Lunar New Year (Seollal), elders give money to young or unmarried adults after receiving their New Year’s bow (sebae). One legend suggests the Korean tradition originates from China. However, unlike the red envelopes used in Chinese culture, the money in Korea can be presented in white envelopes, as whiteness in Korean culture symbolises purity and new beginnings.

    In Singapore, where a diverse population blends Chinese, Malay and Indian traditions, the giving of hongbao (also known as ang bao or ang pow in Hokkien) is a common practice. This tradition has extended beyond the Chinese population, reflecting the cultural influence of Chinese diasporic communities.

    While red envelopes are traditional, envelopes in other colours, such as pink or gold, are also considered acceptable.

    The Future of hongbao

    As technology continues to shape societal norms, the practice of giving hongbao is likely to further evolve.

    The advancement of E-CNY (China’s digital currency), regardless of its ultimate success, could introduce new dimensions to traditional practices, enabling more innovative and secure forms of exchange.

    The enduring appeal of hongbao lies in its core values: the celebration of relationships, the sharing of blessings, and the preservation of cultural heritage.

    As the Lunar New Year of the Snake approaches, it’s wise to have some hongbao ready, whether digital or physical, to avoid being caught off guard by a playful youngster cheerfully exclaiming, “May you be prosperous, now hand over the red envelope!” (“gong xi fa cai, hong bao na lai”). This light-hearted and catchy greeting cleverly combines good wishes with a cheeky request for a hongbao.

    La Perouse is a biennial, multilateral exercise demonstrating a shared commitment to enhance regional and international cooperation in support of a free and open Indo-Pacific.

    This exercise is designed to advance maritime security in the region through maritime surveillance, interdiction, and air operations through progressive training and information sharing.

    This exercise provided an opportunity for U.S. and allied and partner navies, who have shared values, fulfill maritime integration training objectives by emphasizing collaboration, warfighting, and readiness in a dynamic theater, resulting in enhanced maritime security and continued deterrence.

  • MIL-OSI Security: Indianapolis Man Sentenced to Over Six Years in Federal Prison for Armed Carjacking of U.S. Postal Service Truck

    INDIANAPOLIS— Robert Powell, 23, of Indianapolis, has been sentenced to 79 months in federal prison, followed by three years of supervised release, after pleading guilty to robbery of mail.

    According to court documents, on the morning of June 15, 2022, a United States Postal Service worker was in a Postal truck delivering mail at an apartment complex in Avon. At approximately 10:15 a.m., Powell approached the postal worker on foot, wearing a mask over his face and displaying a firearm. Powell ordered the carjacking victim to get out of the truck and leave her belongings inside.

    Powell stole the truck and drove it out of the apartment complex at a high rate of speed for about a mile before pulling over to meet with another person waiting in a Mazda 6 sedan. Another letter carrier in the area saw the victim’s mail truck speed by and noticed that something was amiss. The second letter carrier followed the stolen truck and saw Powell and the other individual take mail and parcels from the postal truck and put them in the Mazda. The pair noticed the second mail truck and fled the scene, leaving the stolen postal vehicle behind as the second carrier called 911.

    As the investigation continued, U.S. Postal Inspectors located Powell’s Facebook account, “Syko Bob.” On this account, Powell regularly solicited bank account information from other users, in furtherance of a type of fraud called card cracking, even going as far as attempting to recruit a USPS mail carrier into his scheme. Card cracking is deceptive practice where scammers convince individuals to share their bank account information, so the scammer can use their account to deposit fraudulent checks or other financial instruments. Scammers obtain these stolen checks by either stealing mail (as Powell did in this case) or purchasing stolen checks from other criminals. The scammer then alters the stolen checks, deposits them into the other individual’s account, and withdraws the funds as quickly as possible, sometimes splitting the profit with the account holder.

    “This criminal chose to threaten the life of a letter carrier at gun point, engaging in gun violence to facilitate the fraud scheme he perpetrated against countless victims. Fortunately, the letter carrier was not physically harmed, but the lasting trauma he inflicted is palpable,” said John E. Childress, Acting United States Attorney for the Southern District of Indiana. “Letter carriers should not have to live in fear of gun violence simply for doing their jobs. Americans should not have to fear that their important financial documents will be stolen and exploited by fraudsters who wreak financial havoc. The serious federal prison sentence in this case demonstrates that there will be serious consequences for violence against public servants and fraud against the public. I commend the Postal Inspection Service, the Avon Police Department, and our federal prosecutor for their commitment to seeking justice for letter carriers and the public who depend upon them.”

    “As postal inspectors, we are committed to ensuring the safety of USPS employees and the sanctity and security of the mail. Thanks to the hard work of our inspectors and the Avon Police Department, Mr. Powell can no longer threaten these,” said Inspector in Charge Rodney Hopkins. “I would also like to extend my appreciation to AUSA Massa for ensuring justice was served in this case.”

    The U.S. Postal Inspection Service and Avon Police Department investigated this case. The sentence was imposed by U.S. District Judge James R. Sweeney II.

    Acting U.S. Attorney Childress thanked Assistant U.S. Attorney Kelsey L. Massa, who prosecuted this case.

The club was created by HSE experts to discuss tools, trends and insights on cooperation between Russia and the countries of Southeast Asia, the Near and Middle East, and North Africa.     It is no coincidence that the first event of the Eastern Perspective was dedicated to India. Today, this country is the fastest growing economy in the world among the G20 countries with more than 7 percent annual GDP growth, a growing consumer market and high rates of technological progress. This opens up unique opportunities for Russian companies, emphasized the moderator of the event, Deputy Director for Marketing Communications at the National Research University Higher School of Economics Dmitry Chubarov.

    India is one of the most promising countries for entrepreneurs planning to start or grow their business.

    Olga Kharina reviewed several cases related to the development of business of Russian entrepreneurs in India. Their experience showed that obtaining all the necessary permits for work in this country is a more complicated process than expected. It is also important to take into account the specifics of working with local regulatory authorities and carefully study the legislation and tax procedures.

  • MIL-OSI Security: U.S. Attorney Charges Mountainair Man Charged with Domestic Assault

    ALBUQUERQUE – A federal grand jury has indicted a Mountainair man for domestic violence offenses committed in Indian Country.

    According to court records, on or about September 18, 2023, Aiden Richesin, 20, allegedly assaulted the victim, resulting in substantial bodily injury. The indictment further alleges that on the same date and location, Richesin strangled and attempted to strangle the victim.

    Richesin will remain in the third-party custody pending trial, which has not been scheduled. If convicted, Richesin faces up to ten years in prison.

    U.S. Attorney Alexander M.M. Uballez made the announcement today.

    The Pueblo of Isleta Police Department investigated this case. Assistant U.S. Attorney Robert James Booth II is prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Global: Why Trump’s tariffs can’t solve America’s fentanyl crisis

    Americans consume more illicit drugs per capita than anyone else in the world; about 6% of the U.S. population uses them regularly.

    One such drug, fentanyl – a synthetic opioid that’s 50 to 100 times more potent than morphine – is the leading reason U.S. overdose deaths have surged in recent years. While the rate of fentanyl overdose deaths has dipped a bit recently, it’s still vastly higher than it was just five years ago.

    Ending the fentanyl crisis won’t be easy. The U.S. has an addiction problem that spans decades – long predating the rise of fentanyl – and countless attempts to regulate, legislate and incarcerate have done little to reduce drug consumption. Meanwhile, the opioid crisis alone costs Americans tens of billions of dollars each year.

    With past policies having failed to curb fentanyl deaths, President Donald Trump now looks set to turn to another tool to fight America’s drug problem: trade policy.

    During his presidential campaign, Trump pledged to impose tariffs on Canada and Mexico if they don’t halt the flow of drugs across U.S. borders. Trump also promised to impose a new set of tariffs against China if it doesn’t do more to crack down on the production of chemicals used to make fentanyl. He reiterated his plan on his first day back in office, saying to reporters, “We’re thinking in terms of 25% on Mexico and Canada because they’re allowing … fentanyl to come in.”

    Speaking as a professor who studies social policy, I think both fentanyl and the proposed import taxes represent significant threats to the U.S. While the human toll of fentanyl is undeniable, the real question is whether tariffs will work – or worsen what’s already a crisis.

    Fentanyl: The ‘single greatest challenge’

    In 2021, more than 107,000 Americans died from overdoses – the most ever recorded – and nearly seven out of 10 deaths involved fentanyl or similar synthetic opioids. In 2022, fentanyl was killing an average of 200 people each day. And while fentanyl deaths declined slightly in 2023, nearly 75,000 Americans still died from synthetic opioids that year. In March of that year – the most recent for which full-year data on overdose deaths is available – the then-secretary of homeland security declared fentanyl to be “the single greatest challenge we face as a country.”

    But history shows that government efforts to curb drug use often have little success.

    The first real attempt to regulate drugs in the U.S. occurred in 1890, when, amid rampant drug abuse, Congress enacted a law taxing morphine and opium. In the years that followed, cocaine use skyrocketed, rising 700% between 1890 and 1902. Cocaine was so popular, it was even found in drinks such as Coca-Cola, from which it got its name.

    This was followed by a 1909 act banning the smoking of opium, and, in 1937, the “Marihuana Tax Act.” The most comprehensive package of laws was instituted with the Controlled Substances Act of 1970, which classified drugs into five categories based on their medical uses and potential for abuse or dependence. A year later, then-President Richard Nixon launched the “War on Drugs” and declared drug abuse as “public enemy No. 1.” And in 1986, Congress passed the Anti-Drug Abuse Act, directing US$1.7 billion for drug enforcement and control.

    These policies have generally failed to curb drug supply and use, while also causing significant harm to people and communities of color. For example, between 1980 and 1997, the number of incarcerations for nonviolent drug offenses went from 50,000 to 400,000. But these policies hardly put a dent in consumption. The share of high school seniors using drugs dipped only slightly over the same period, from 65% in 1980 to 58% in 1997.

    In short, past U.S. efforts to reduce illegal drug use haven’t been especially effective. Now, it looks like the U.S. is shifting toward using tariffs – but research suggests that those will not lead to better outcomes either, and could actually cause considerable harm.

    Why tariffs won’t work

    America’s experiments with tariffs can be traced back to the founding era with the passage of the Tariff Act of 1789. This long history has shown that tariffs, industrial subsidies and protectionist policies don’t do much to stimulate broad economic growth at home – but they raise prices for consumers and can even lead to global economic instability. History also shows that tariffs don’t work especially well as negotiating tools, failing to effect significant policy changes in target countries. Economists generally agree that the costs of tariffs outweigh the benefits.

    Over the course of Trump’s first term, the average effective tariff rate on Chinese imports went from 3% to 11%. But while imports from China fell slightly, the overall trade relationship didn’t change much: China remains the second-largest supplier of goods to the U.S.

    The tariffs did have some benefit – for Vietnam and other nearby countries with relatively low labor costs. Essentially, the tariffs on China caused production to shift, with global companies investing billions of dollars in competitor nations.

    This isn’t the first time Trump has used trade policy to pressure China on fentanyl – he did so in his first term. But while China made some policy changes in response, such as adding fentanyl to its controlled substances list in 2019, fentanyl deaths in the U.S. continued to rise. Currently, China still ranks as the No. 1 producer of fentanyl precursors, or chemicals used to produce illicit fentanyl. And there are others in the business: India, over that same period, has become a major producer of fentanyl.

    A question of supply and demand

    Drugs have been pervasive throughout U.S. history. And when you investigate this history and look at how other nations are dealing with this problem rather than criminalization, the Swiss and French have approached it as an addiction problem that could be treated. They realized that demand is what fuels the illicit market. And as any economist will tell you, supply will find a way if you don’t limit the demand. That’s why treatment works and bans don’t.

    The U.S. government’s ability to control the production of these drugs is limited at best. The problem is that new chemical products will continually be produced. Essentially, failure to restrict demand only places bandages on hemorrhaging wounds. What the U.S. needs is a more systematic approach to deal with the demand that’s fueling the drug crisis.

  • MIL-OSI Global: Understanding paranormal beliefs and conspiracy theories isn’t just about misinformation – this course unpacks the history

    What prompted the idea for the course?

    My training and professional work have been in Mesoamerican archaeology, but I’ve had a lifelong fascination with paranormal concepts. In fact, I considered studying the UFO community for my doctoral research in cultural anthropology.

    I eventually fused these two interests in my book “Spooky Archaeology: Myth and the Science of the Past,” which examines why archaeology shows up so much in ideas about the mysterious and weird. Most people are familiar with pop culture characters like Indiana Jones seeking magical artifacts. Perhaps less immediately obvious is just how common archaeological topics are in paranormal and conspiracy culture.

    The popularity of paranormal ideas – from television shows and thousands of podcasts to UFOs on the front page of The New York Times and in government investigations – made it clear that a course on paranormal culture would be an excellent way for students to get a taste of social science research.

    What does the course explore?

    The material begins with premodern ideas of magic, myth and metaphysics. The narrative that “Western” societies tell of the development of the modern world is that the Enlightenment cast off supernatural thinking in favor of science. The historical reality, however, is not so simple.

    As science based on observation of material evidence emerged in the 17th through 19th centuries, so did a paranormal worldview: theories about a nonmaterial or hidden reality beyond the mundane, from monsters to psychic powers. Some of these ideas were tied to older religious notions of the sacred or strange but not divine phenomena. Others were new – particularly those suggesting the hidden existence of prehistoric extinct creatures or lost cities.

    In either case, the key element was that proponents of these ideas often tried to support their existence with the kind of evidence used in science, though their “proofs” fell short of scientific standards. In other words, the paranormal is in conflict with the knowledge and worldview of modernity but also attempts to use the concepts of modernity to oppose it.

    The class examines how this tension produced 20th century “-ologies” like parapsychology, which examines evidence for consciousness beyond matter, and cryptozoology, which searches the ends of the Earth for creatures tied to the mythic past. We also learn about UFOlogy, whose proponents have collected alleged contacts with technology and beings from beyond this world ever since the Cold War, as great earthly powers filled the skies with secretive hi-tech aircraft and spaceships.

    As the class concludes, we examine how the “-ologies” declined after the Cold War, alongside the cultural capital of science, whose height of public respect was in the mid-20th century. Since then, proving the existence of paranormal things to institutional scientists has become less important in paranormal communities than promoting them to a broader public.

    Why is this course relevant now?

    Beyond public interest in paranormal topics, the paranormal is entwined with sociocultural forces that have dramatically increased the role of conspiracy rhetoric in the United States and elsewhere. At their core, both types of belief claim to have figured out some kind of supposedly hidden knowledge.

    Furthermore, the conspiracy theories that are now commonplace in American political discourse are more rooted in paranormal ideas than in previous decades. Conspiracy theories about the JFK assassination or even 9/11 were still largely within the materialist realm. People argued that “the truth” had been covered up, but their arguments did not rely on metaphysical ideas. Today, major conspiracy theories involve secret cabals, mystical symbols and code words, demonic forces and extraterrestrial entities.

    What’s a critical lesson from the course?

    Evidence must be interrogated on its own, regardless of whether it fits your perspective. I find time and again that students have a hard time approaching evidence without bias, whether that bias is conscious or not: “knowing” that something must be true, or must be absurd.

    One person apparently makes a death bed confession of faking a famous Loch Ness Monster photo, pleasing skeptics. Another claims to have seen a Bigfoot at close range, pleasing believers. Without further evidence, both are stories: no more, no less.

    The issue isn’t to draw an equivalence between the bigger concepts. Not all narratives are equally well-founded. But students learn how to collect evidence, rather than simply rely on their gut sense of what is plausible or not.

    What will the course prepare students to do?

    This course is meant to help students discern useful and reliable information about claims and events, separating them from irrelevant or inaccurate narratives or sources. The goal is not just “critical thinking” aimed at combating disinformation, though that is part of what they should learn. Students practice evaluating evidence but also develop an approach for analyzing and understanding phenomena behind it: how factors like history, culture and institutions of authority, such as science and government, shape what people trust and what they believe.

  • MIL-OSI Global: ‘Sorry, I didn’t get that’: AI misunderstands some people’s words more than others

    The idea of a humanlike artificial intelligence assistant that you can speak with has been alive in many people’s imaginations since the release of “Her,” Spike Jonze’s 2013 film about a man who falls in love with a Siri-like AI named Samantha. Over the course of the film, the protagonist grapples with the ways in which Samantha, real as she may seem, is not and never will be human.

    Twelve years on, this is no longer the stuff of science fiction. Generative AI tools like ChatGPT and digital assistants like Apple’s Siri and Amazon’s Alexa help people get driving directions, make grocery lists, and plenty else. But just like Samantha, automatic speech recognition systems still cannot do everything that a human listener can.

    You have probably had the frustrating experience of calling your bank or utility company and needing to repeat yourself so that the digital customer service bot on the other line can understand you. Maybe you’ve dictated a note on your phone, only to spend time editing garbled words.

    Linguistics and computer science researchers have shown that these systems work worse for some people than for others. They tend to make more errors if you have a non-native or a regional accent, are Black, speak in African American Vernacular English, code-switch, if you are a woman, are old, are too young or have a speech impediment.

    Tin ear

    Unlike you or me, automatic speech recognition systems are not what researchers call “sympathetic listeners.” Instead of trying to understand you by taking in other useful clues like intonation or facial gestures, they simply give up. Or they take a probabilistic guess, a move that can sometimes result in an error.

    As companies and public agencies increasingly adopt automatic speech recognition tools in order to cut costs, people have little choice but to interact with them. But the more that these systems come into use in critical fields, ranging from emergency first responders and health care to education and law enforcement, the more likely there will be grave consequences when they fail to recognize what people say.

    Imagine sometime in the near future you’ve been hurt in a car crash. You dial 911 to call for help, but instead of being connected to a human dispatcher, you get a bot that’s designed to weed out nonemergency calls. It takes you several rounds to be understood, wasting time and raising your anxiety level at the worst moment.

    What causes this kind of error to occur? Some of the inequalities that result from these systems are baked into the reams of linguistic data that developers use to build large language models. Developers train artificial intelligence systems to understand and mimic human language by feeding them vast quantities of text and audio files containing real human speech. But whose speech are they feeding them?

    If a system scores high accuracy rates when speaking with affluent white Americans in their mid-30s, it is reasonable to guess that it was trained using plenty of audio recordings of people who fit this profile.

    With rigorous data collection from a diverse range of sources, AI developers could reduce these errors. But to build AI systems that can understand the infinite variations in human speech arising from things like gender, age, race, first vs. second language, socioeconomic status, ability and plenty else, requires significant resources and time.

    ‘Proper’ English

    For people who do not speak English – which is to say, most people around the world – the challenges are even greater. Most of the world’s largest generative AI systems were built in English, and they work far better in English than in any other language. On paper, AI has lots of civic potential for translation and increasing people’s access to information in different languages, but for now, most languages have a smaller digital footprint, making it difficult for them to power large language models.

    Even within languages well-served by large language models, like English and Spanish, your experience varies depending on which dialect of the language you speak.

    Right now, most speech recognition systems and generative AI chatbots reflect the linguistic biases of the datasets they are trained on. They echo prescriptive, sometimes prejudiced notions of “correctness” in speech.

    In fact, AI has been proved to “flatten” linguistic diversity. There are now AI startup companies that offer to erase the accents of their users, drawing on the assumption that their primary clientele would be customer service providers with call centers in foreign countries like India or the Philippines. The offering perpetuates the notion that some accents are less valid than others.

    Human connection

    AI will presumably get better at processing language, accounting for variables like accents, code-switching and the like. In the U.S., public services are obligated under federal law to guarantee equitable access to services regardless of what language a person speaks. But it is not clear whether that alone will be enough incentive for the tech industry to move toward eliminating linguistic inequities.

    Many people might prefer to talk to a real person when asking questions about a bill or medical issue, or at least to have the ability to opt out of interacting with automated systems when seeking key services. That is not to say that miscommunication never happens in interpersonal communication, but when you speak to a real person, they are primed to be a sympathetic listener.

    With AI, at least for now, it either works or it doesn’t. If the system can process what you say, you are good to go. If it cannot, the onus is on you to make yourself understood.

  • MIL-OSI Global: How does raw water compare to tap water? A microbiologist explains why the risks outweigh the benefits

    Water that comes straight from natural sources, dubbed “raw water,” is gaining popularity. Raw water advocates reject public water supplies, including tap water, because they don’t enjoy the taste or believe it’s unsafe and depleted of vital minerals.

    On the surface, raw water might seem alluring – the natural surroundings may look beautiful, and the water may look clean and taste refreshing. But unlike tap or commercially bottled water, raw water is not evaluated for safety. This leaves the people who drink it vulnerable to infectious microbes or potentially other toxic contaminants.

    I’m a microbiology researcher studying infectious diseases. From a public health perspective, clarifying misconceptions about tap water and the health hazards of raw water can protect consumers and curtail the spread of infectious diseases.

    A short history of public drinking water

    Archaeological evidence suggests that humans have long associated dirty water with negative health outcomes. As early as 1500 BCE, ancient Egyptians added a binding agent to their water to clump contaminants together for easy removal.

    Two major developments in the mid-1800s showed why impure water is dangerous. First, physician John Snow traced a deadly cholera outbreak to contaminated water from London’s Broad Street pump. Second, Louis Pasteur advanced the germ theory of disease, which postulated that microbes can cause illness. Pasteur established that consumable liquids like raw water and milk can harbor disease-causing pathogens.

    These discoveries paved the way for large-scale infrastructure projects in the 20th century to ensure the public water supply is safe.

    Today, the process of cleaning water begins with the same steps employed by the ancient Egyptians, followed by extensive filtration to get rid of debris as well as most germs and chemicals. Chlorine is added to kill lingering pathogens, including those that may reside in the service pipes carrying the water to the faucet. Beginning in the 1940s, a small amount of fluoride was added as an inexpensive, safe and effective means to improve dental health.

    The cleanliness and fluoridation of the water supply has dramatically reduced infectious disease and cavities, and has been heralded as one of the 20th century’s greatest public health achievements.

    Is raw water healthier than tap water?

    People who champion raw water claim it has health benefits, such as essential minerals and beneficial bacteria called probiotics, that are stripped from tap water. Let’s unpack each of these claims.

    Water dissolves bits of soil and rock at its source; therefore, its mineral content depends on the local geology. Areas with a lot of limestone, like the Midwest, have water that is higher in calcium. Water from deeper in the ground may have higher mineral content since it passes through more rock on its way to the surface.

    The idea that tap water is depleted of essential minerals is not true, as these nutrients are too small to be excluded by the filtration process. Test kits can determine the mineral content of your water, and if you find it lacking, mineral supplements can be added. Experts suggest, however, that most minerals you need come from your diet, not water.

    Some also claim that raw water contains probiotics that are removed from tap water. The amount of probiotics in water would also vary by location, and the notion that health-promoting bacteria reside in raw water has not been proved.

    There are no studies associating raw water with any health benefit. Anecdotal claims about smoother skin or increased energy are likely to be placebo effects. Even the idea that raw water tastes better might be more psychological than physiological – a 2018 study showed that most people preferred tap water over bottled water in a blind taste test.

    Risks of drinking raw water

    Raw water carries the risk of serious gastrointestinal infection from a wide variety of pathogens.

    Water-borne viruses include rotavirus and norovirus, which cause rapid-onset diarrhea and vomiting, and hepatitis A, which infects the liver. Bacteria such as E. coli and Salmonella, or parasites like Cryptosporidium and Giardia, also cause severe diarrhea that can lead to dangerous levels of dehydration. Toxoplasma gondii can also lurk in raw water and can cause miscarriage or birth defects if consumed during pregnancy.

    Carriers of diarrheal infections can transmit them to others if they swim in public pools or fail to properly wash their hands before touching others or preparing food. Norovirus is particularly durable and can survive on surfaces for days, increasing chances of it infecting someone else.

    Raw water can also contain algae that release toxins causing abdominal issues and damage to the brain and nervous system.

    Cholera, dysentery and typhoid fever are no longer health burdens in the U.S. thanks to a robust water treatment system. But areas of the world lacking this privilege suffer high child mortality and widespread diarrheal diseases.

    How safe is tap water in the US?

    Tap water in the U.S. is among the safest to drink in the world. The Biden administration took steps to further improve it, including funding to replace lead pipes and new rules to monitor forever chemicals like perfluoroalkyl and polyfluoroalkyl substances, or PFAS, which have been linked to cancer and developmental disorders.

    Importantly, raw water is not necessarily free from lead, arsenic, pesticides or industrial contaminants. Raw water sources are not reliably monitored by experts, so it is difficult to say which ones pose less risk. In addition, the water may be acceptably safe one day, but not on another. For example, soil runoff from a storm could introduce new germs or pollutants into the area.

    The Environmental Protection Agency routinely screens for nearly 100 contaminants to ensure tap water is safe. In contrast, raw water remains untested, unregulated and untreated, leaving its safety to drink in question. In terms of risks and benefits, there are no demonstrated health benefits from drinking raw water, but clear evidence that you may be exposing yourself to harmful infectious and toxic contaminants.

  • MIL-OSI China: Chinese FM calls on China, India to foster cooperation, not division

    China and India should strive for mutual understanding, support and collaboration, rather than fostering suspicion, alienation and consuming each other, Chinese Foreign Minister Wang Yi said Monday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a meeting with India’s Foreign Secretary Vikram Misri in Beijing.

    Noting that since the leaders of the two countries met in Kazan last year, the two sides have earnestly implemented the important consensus reached by the leaders, carried out active interactions at all levels, and accelerated the process of improving China-India relations, Wang said both sides should seize the opportunity to meet each other halfway and explore more substantive measures.

    The improvement and development of China-Indian relations are fully in line with the fundamental interests of the two countries and peoples, and are conducive to safeguarding the legitimate rights and interests of the Global South countries and contributing to the peace, stability, development and prosperity of Asia and the world, Wang added.

    Misri said that India and China have carried out a series of useful dialogues and communications in accordance with the consensus reached by the leaders of the two countries in Kazan, properly managed and resolved differences, and promoted the resumption of pragmatic cooperation in various fields.

    India is willing to celebrate the 75th anniversary of the establishment of diplomatic relations with China, and will fully support China’s work as the presidency of the Shanghai Cooperation Organization, Misri added.

    The Reserve Bank of India (RBI) has, by an order dated January 24, 2025, imposed a monetary penalty of ₹1.50 lakh (Rupees One Lakh Fifty Thousand only) on The Kheralu Nagrik Sahakari Bank Limited, Dist. Mehsana, Gujarat (the bank) for non-compliance with directions issued by RBI on ‘Investment by Primary (Urban) Co-operative Banks’ and ‘Know Your Customer (KYC)’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Sections 46(4)(i) and 56 of the Banking Regulation Act, 1949.

    The statutory inspection of the bank was conducted by RBI with reference to its financial position as on March 31, 2023. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions. After considering the bank’s reply to the notice and oral submissions made during the personal hearing, RBI found, inter alia, that the following charges against the bank were sustained, warranting imposition of monetary penalty:

    The bank had:

    1. breached the prescribed ceiling of total investments held under Held to Maturity (HTM) category; and

    2. failed to carry out periodic review of risk categorization of certain accounts at least once in six months.

    This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.
