    The Ministry of Ports, Shipping & Waterways (MoPSW), Shri Sarbananda Sonowal celebrated the ‘Rashtriya Ekta Diwas’ (National Unity Day) as all the organisations virtually took the pledge to preserve the unity, integrity and security after the Union Minister read out the pledge along with thousands of colleagues who virtually joined the programme.

    Speaking on the occasion, Shri Sonowal said, “The idea of Sardar Vallabh Bhai Patel for a strong Bharat has been immortalised with sincere and renewed effort of Nation Building by the Narendra Modi led government for more than a decade. PM Modi has worked tirelessly to inspire the national consciousness and to use it to unify the country. The ‘Sabka Sath, Sabka Vikas’ philosophy is akin to Sardar Patel’s effort to bring all the princely states to join force for a strong nation. On this strong foundation laid down by the valiant & selfless efforts of Sardar Patel, the country is moving towards realising the idea of ‘Ek Bharat, Shresth Bharat’. The path laid down by Sardar Patel is the one that PM Narendra Modi ji has taken to lead the country towards creating an inclusive development of the country. I offer my homage to this great persona of Sardar Patel for his invaluable contribution towards building a strong nation.”

    The event started when the Union Minister Shri Sonowal did ‘Pad Puja’ by offering floral tributes to Sardar Vallabhbhai Patel image at the event.

    The Prime Minister, Shri Narendra Modi today participated in the Rashtriya Ekta Diwas celebrations at the Statue of Unity in Kevadia,Gujarat. The  Prime Minister offered a floral tribute to Sardar Vallabhbhai Patel on his  birth anniversary. Shri Modi also  administered the Ekta Diwas pledge and witnessed Ekta Diwas Parade on the occasion of  Rashtriya Ekta Diwas which is celebrated every year on October 31to commemorate the birth anniversary of Sardar Vallabhbhai Patel.

    The Prime Minister said, “Sardar sahab’s powerful words…this program near the Statue of Unity…this panoramic view of Ekta Nagar…the wonderful performances held here…this glimpse of mini India…everything is so amazing…it is inspiring.” Extending greetings to all the countrymen on National Unity Day, the Prime Minister said that just like 15 August and 26 January, this event on 31 October fills the entire country with new energy. 

    On the occasion of Diwali  the Prime Minister conveyed his wishes to all the Indians living in the country and the world. He noted, this time the National Unity Day has brought a wonderful coincidence of celebrating this festival of unity along with the festival of Deepawali. “Deepawali, through the medium of lamps, connects the whole country, illuminates the whole country. And now the festival of Deepawali is also connecting India with the world”, he added.

    The Prime Minister underlined that this year’s Ekta Diwas is more special as Sardar Patel’s 150th birth anniversary year is starting from today. For the next 2 years, the country will celebrate Sardar Patel’s 150th birth anniversary. This is the country’s tribute to his extraordinary contribution to India. The Prime Minister emphasised that this celebration of two years  will strengthen our resolve for one India, great India. This occasion will teach us that even the seemingly impossible can be made possible, he added.

    Shri Modi underscored how Chhatrapati Shivaji Maharaj united everyone to drive away the invaders. Raigad Fort of Maharashtra still tells that story. Raigad Fort has been the sacred land of the values ​​of social justice, patriotism and nation first, he added. “Chhatrapati Shivaji Maharaj had united the different ideas of the nation for one purpose in the Raigad Fort. Today here in Ekta Nagar, we are seeing the image of that historic fort of Raigad…. Today, in this background, we have united here for the accomplishment of the resolution of a developed India”, the Prime Minister said.

    The Prime Minister, Shri Narendra Modi reiterated how  India has seen remarkable achievements in strengthening unity and integrity,  over the past decade. This commitment is evident in various government initiatives, exemplified by Ekta Nagar and the Statue of Unity. This monument symbolises unity not just in name but also in its construction as it is built with iron and soil gathered from villages nationwide. Ekta Nagar features Ekta Nursery, Vishwa Van with flora from every continent, Children Nutrition Park promoting healthy foods from across India, Arogya Van highlighting Ayurveda from different regions, and Ekta Mall, where handicrafts from around the country are showcased together, the Prime Minister underlined.

    The Prime Minister exhorted that being a true Indian, it is the duty of all of us to celebrate every effort towards unity of the country. He underlined that the emphasis on Indian languages under the new National Education Policy, including granting classical status to Marathi, Bengali, Assamese, Pali, and Prakrit, has been warmly welcomed and reinforces national unity. Alongside language, connectivity projects like expanding rail networks to Jammu and Kashmir and the North East, high-speed internet access to Lakshadweep and Andaman-Nicobar, and mobile networks in mountainous areas are bridging rural and urban divides. This modern infrastructure ensures that no region feels left behind, fostering a stronger sense of unity across India.

    “Pujya Bapu used to say that  our ability to live with unity in diversity will be constantly tested. And we have to keep passing this test at all costs”, the Prime Minister underscored. Shri Modi said that in the last 10 years, India has succeeded in every effort to live with unity in diversity. The government has constantly strengthened the spirit of Ek Bharat, Shreshtha Bharat in its policies and decisions. The Prime Minister lauded other government initiatives, including “One Nation, One Identity” through Aadhaar, and additional efforts to establish “One Nation” models like GST and the National Ration Card, creating a more integrated system that connects all states under a single framework. As part of our efforts for unity, we are now working on One Nation, One Election, One Nation, One Civil Code, i.e. Secular Civil Code”, the Prime Minister added.

    Reflecting on ten years of governance, the Prime Minister celebrated the removal of Article 370 in Jammu and Kashmir as a milestone, declaring, “For the first time, the Chief Minister of Jammu and Kashmir took the oath under the Indian Constitution,” calling it a major milestone for India’s unity. He praised the patriotic spirit of the people of Jammu and Kashmir for rejecting separatism and terrorism, and standing by the Constitution and democracy of India.

    The Prime Minister detailed other steps taken to address national security and social harmony, noting progress in resolving long-standing conflicts in the Northeast. The PM emphasised how the Bodo Agreement has ended 50 years of conflict in Assam, and the Bru-Reang Agreement allowed thousands of displaced individuals to return home. He underscored the success in diminishing the influence of Naxalism, which he described as“a significant challenge to India’s unity and integrity, saying that due to persistent efforts, Naxalism is now breathing its last.

    The Prime Minister highlighted that today’s India has vision, direction and determination. An India which is strong as well as inclusive. Which is sensitive as well as cautious. Which is humble as well as on the path of development. Which understands the importance of both strength and peace. The Prime Minister lauded India’s rapid development amidst global unrest, positioning India as a beacon of peace while maintaining strength. Amidst conflicts in various parts of the world, he said, “India emerges as a global friend.” He also underscored the importance of unity and vigilance, stating that some forces are troubled by India’s progress and aim to harm India’s economic interests and sow divisions. He urged Indians to recognize these divisive elements and safeguard national unity.

    As the Prime Minister concluded his address, he quoted Sardar Patel, urging the nation to remain committed to unity. “We must remember that India is a land of diversity. Only by celebrating diversity can unity be strengthened.” ‘‘The next 25 years are very important in terms of unity. Therefore, we should not let this mantra of unity weaken. It is necessary for rapid economic development. It is necessary for social harmony. It is necessary for true social justice, for jobs, for investment,” he said. The Prime Minister called on every citizen to join in strengthening India’s social harmony, economic growth, and commitment to unity.

  • MIL-OSI Asia-Pac: Special Campaign 4.0 is in full swing in MSDE to achieve efficiency in decision making and disposal of pending items

    Government of India has announced Special Campaign 4.0 from 2nd October to 31st October 2024 with a focus on Swachhata and reducing pendency in the Government, as envisaged by Prime Minister Shri Narendra Modi. The Special Campaign 4.0 places a greater emphasis on field/outstation offices in addition to the Ministries, Departments, and their subordinate offices under the aegis of Department of Administrative Reforms and Public Grievances (DARPG).

    As part of the special campaign 4.0, the Ministry of Skill Development and Entrepreneurship (MSDE) is giving special attention reducing the pendency in number of references from Members of Parliament, Public Grievances and Public Grievance Appeals.   Secretary, MSDE addressed all the senior officers and nodal officers of the Ministry to reduce these on a day-to-day basis and further to that randomly consult the individual Grievant if his grievance is specifically addressed, as instructed by the Prime Minister.  A workshop with National Archives of India, was also organised to sensitize the officers of Ministry and attached field offices on the necessity of Record Management.

    Entire MSDE including all its attached offices and autonomous organisations as one family resolved to reduce the pendency in number of references from Members of Parliament, Public Grievances and Public Grievance Appeals.  As a result, till 30thOctober,l 2024, nine references from MPs, three Parliament Assurances, 466 Public Grievances and 23 Public Grievance Appeals have been disposed of. Five Rules have been identified and simplified.

    As part of Record Management, 4,813 files have been reviewed and 597 files have bee weeded out.  855 e-files have been reviewed out of which 217 filed have been closed. About 21,087 Square feet of space has been freed due to weeding out of files.

    The Special Campaign 4.0 is helping to bring about greater degree of awareness to maintain clean office environment and the need for overall environmental protection.  MSDE is committed to achieve the targets identified during the preparatory phase.

    Raksha Mantri Shri Rajnath Singh virtually dedicated to the nation ‘Desh ka Vallabh’ statue of Sardar Vallabhbhai Patel, and Major Ralengnao ‘Bob’ Khathing ‘Museum of Valour’ at Tawang, Arunachal Pradesh on October 31, 2024. Raksha Mantri carried out the inauguration from 4 Corps Headquarters in Tezpur, Assam. He was supposed to visit Tawang, but could not due to bad weather. The unveiling coincided with the festival of lights ‘Deepawali’ as well as ‘Rashtriya Ekta Diwas’ which is celebrated on 31stOctober every year to commemorate the birth anniversary of first Deputy Prime Minister and Home Minister Sardar Vallabhbhai Patel.

    Raksha Mantri began his address by referring to the broad consensus achieved by India and China to restore the ground situation in certain areas along the LAC. “India and China have been holding talks at both diplomatic and military levels to resolve the differences in some areas along the LAC. As a result of the talks, a broad consensus was developed on the basis of equal and mutual security. The consensus includes the rights of patrolling and grazing in traditional areas. Based on this consensus, the process of disengagement is almost complete. Our efforts will be to take the matter beyond disengagement; but for that, we will have to wait a little longer,” he said.

    Shri Rajnath Singh paid glowing tributes to Sardar Patel, also known as the Iron Man of India, acknowledging his instrumental role in unifying over 560 princely states post-independence, a feat that stands as a testament to his indomitable resolve and commitment to a unified India. “This statue ‘Desh Ka Vallabh’ will inspire people reminding them of the strength in unity and the unwavering spirit required to build a nation as diverse as ours,” he said.

    Raksha Mantri also paid homage to Major Bob Khathing, an extraordinary figure who made invaluable contributions to the Northeast region and national security. “Major Khathing not only led the peaceful integration of Tawang into India but also established essential military and security frameworks, including the Sashastra Seema Bal, Nagaland Armed Police, and the Naga Regiment. The ‘Museum of Valour’ now stands as a tribute to his bravery and foresight, inspiring generations to come,” he said.

    Shri Rajnath Singh underscored the significance of unity & harmony, and the North-East’s unique role in the nation’s identity. He reiterated Prime Minister Shri Narendra Modi’s vision of ensuring economic & infrastructure development of the entire region. “Holistic development of the nation is possible only when the North East prospers. We will create such a North East which is strong & prosperous not only naturally and culturally but also economically,” he added. 

    Raksha Mantri highlighted the crucial role of Border Roads Organisation (BRO) in the progress of the region. He made special mention of the Sela Tunnel linking Assam and Tawang, a project which enhances connectivity across Northeast regions. “In the times to come, the Arunachal Frontier Highway project will play a major role in connecting the entire North East region, especially the border areas. This 2,000-km long highway will prove to be an important strategic & economic asset for the region as well as the entire nation,” he added.

    Shri Rajnath Singh also commended the Armed Forces’ engagement in the region, from NCC initiatives and local economic support to crucial disaster relief efforts. “Armed Forces not only provide security, but also become a medium for development in that region by cooperating with the people of the border areas. This further strengthens India’s commitment to ensuring development, peace, and security in the Northeast,” he said.

    Governor of Arunachal Pradesh Lt Gen KT Parnaik (Retd), Chief Minister of Arunachal Pradesh Shri Pema Khandu; Union Minister of Parliamentary Affairs Shri Kiren Rijiju; Chief Minister of Manipur Shri N Biren Singh; Deputy Chief Minister Of Arunachal Pradesh Shri Chowna Mein and the family of Major Bob Khathing were present at the inauguration site.     The ‘Kendriya Grihmantri Dakshata Padak’ has been awarded to 463 personnel of various States/Union Territories (UTs)/Central Armed Police Forces (CAPFs)/Central Police Organisations (CPOs) for the year 2024.

    The medal is given to recognize excellent work, promote high professional standards and boost the morale of the concerned official/officer in the following four fields:

     

    (i) Special Operation.

    (ii) Investigation.

    (iii) Intelligence.

    (iv) Forensic Science.

    Initiated under the leadership of Prime Minister Shri Narendra Modi and guidance of Union Home Minister and Minister of Cooperation Shri Amit Shah, ‘Kendriya Grihmantri Dakshata Padak’ will boost the morale of all police personnel

    The ‘Kendriya Grihmantri Dakshata Padak’ has been instituted vide Ministry of Home Affairs’ Notification dated 1st February, 2024. It is to be conferred on members of the Police Forces, Security Organization, Intelligence Wing/Branch/Special Branch of State/UTs/CPOs/CAPFs/National Security Guard (NSG)/Assam Rifles; and Forensic Science (Central/State/Union Territories) in consideration for excellence in Operations, outstanding service in Investigation, exceptional performance indomitable & daring intelligence service, meritorious work done by Serving Government Scientists in the field of  Forensic Science.

    The medal will be announced on 31st of October every year, i.e., on the occasion of Birth Anniversary of Sardar Vallabhbhai Patel.

    The Eurostat report of 14 October 2024 shows a serious imbalance between EU imports and exports of green energy products.

    The EU imported solar panels to the value of EUR 19.7 billion in 2023, while exporting EUR 0.9 billion worth of that product, with 98 % of the solar panels imported coming from China. At the same time, we purchase – mainly from China, Great Britain and India – almost twice as much liquid biofuel as we export, making this another product in which the EU has a negative trade balance.

    On the other hand, sales of wind turbines have recovered strongly over the past two years, with EU exports increasing by 49 % to EUR 2 billion in 2023, while turbines worth EUR 0.3 billion were imported from outside the Union. That is encouraging progress.

    As a member of the Committee on International Trade, I would like to know what steps the Commission envisages taking in the very near future to encourage the manufacturing and export of green energy products in the EU?

    Europe is falling behind. It’s true. And so is France. Mario Draghi’s report highlights the productivity gap, which is largely due to the tech sector. Tech players in Europe and the United States believe that the gap first emerged during the digital revolution that began in the mid-1990s.

    The question now is whether the boost that the United States got from the mid-1990s will continue with artificial intelligence, the accumulation of data centres and the exploitation of these data. This is the key issue. In Europe we need to roll up our sleeves and make an effort to keep those companies that start out here and then develop themselves elsewhere. We need to try to make them stay.

    So what is the solution? Do you think the gap will remain?

    We need to look at why Europe is falling behind. The energy component is key, especially as regards data centres. Labour is also important, with mobility being much greater in the United States. And regulation is a crucial issue, too. In overly simple terms, the United States is developing AI very quickly, and already has a number of major players. In the meantime, not only is Europe lacking such big players, but it has also become a pioneer in AI regulation. This causes players in this sector to say “OK, let’s do this elsewhere. It’ll be easier and we’ll have fewer obstacles and fewer restrictions”.

    What about the public funding provided to businesses in the United States?

    The fourth factor that is contributing to Europe falling behind is the “light” industrial policy pursued by the United States. It’s not light in terms of money because the Inflation Reduction Act of August 2022 is very large, but there are relatively few criteria to qualify for funding to start a company on US soil. When I ask manufacturers, they pretty much all agree that in Europe, the process is complicated and unwieldy. And on top of the multi-layered European system, you then have those of the Member States.

    The final factor is private funding. In the United States there are pension fund plans and other financial instruments that make it possible to channel savings and get savers (employees or retirees) interested in the future of the economy or the evolution of the stock market. In many European countries, these plans are still a long way off of those mechanisms, especially share participation and company profit sharing. Hence the need to develop a capital markets union.

    But we have been talking about this project for the past 15 years. And when Mario Draghi’s report was published, Germany immediately opposed common borrowing. Is Europe really capable of reacting?

    You’re right. We have been talking about a capital markets union since the time of Jean-Claude Juncker (President of the European Commission from 2014 to 2019), and little progress has been made. The Letta and Draghi reports are a wake-up call for Europeans, a warning. The assessment is severe but fair and provides specific recommendations. It suggests that all Europeans should gear up and be ready to give up a bit of sovereignty to ‘combine the best,’ to paraphrase what Paul Valéry once said. But what gives me hope is the engagement of all European institutions on the capital markets union. The ECB’s Governing Council is firmly engaged as well. We must use this momentum.

    In 2020, the plan for a collective European loan of €750 billion was a major step forward. Four years later, less than half of the loan has been allocated. Should we see this as another example of European slowness?

    We had exactly the same problem during the Greek crisis. The administrations of the different countries are not always able to quickly manage the incoming funds. The finance ministers of countries receiving a lot of funds tell you that they have of course identified what bridge or railway line should be constructed, but that they need to obtain local authorisations as well as permissions to expropriate property, and that environmental organisations are taking court actions. All of this takes a lot of time.

    In this context, what consequences could the US elections on Tuesday 5 November have for Europe?

    I do not want to give an opinion on any particular candidate. But US international trade policy will of course have an impact on economic activity in the rest of the world, and primarily on China. Whoever wins, if trade fragmentation worsens, the effect on global GDP will be negative, with losses reaching 9% in a severe scenario of full decoupling according to ECB simulations. But remember: when Joe Biden was elected, everyone thought that he would remove the customs barriers erected by his predecessor (Donald Trump). Nothing came of that.

    Between China, which is withdrawing towards Asia, and the United States, which is closing up again, isn’t Europe, as a partner to both powers, the big loser?

    That’s why we need to act and roll up our sleeves. Will Europe need to undergo another crisis for it to bring about reforms? It’s always in times of crisis that we are able to make things happen. That may be why Mario Draghi speaks of “agony”, it’s a way of saying “the crisis is here, now, do something!”.

    There is talk of a European decoupling. But isn’t there a French decoupling within Europe?

    If you compare today’s GDP figures with those of 2019, the United States has grown by 10.7%, the European average by 4.8% and France by 3.7%. France is lagging behind the European average.

    What is your view of the surge in the French deficit?

    The prospect of returning in line with European standards by applying European fiscal rules should serve as a binding guideline.

    And are the French promises to restore public finances credible?

    As I said, applying European fiscal rules should serve as a binding guideline.

    Will we be heading towards a recession in Europe in 2025?

    Based on the information now available and our current assessment, we don’t see a recession in 2024, nor in 2025, nor in 2026.

    What will drive this growth, given the weakness in demand?

    The two levers are exports and domestic demand, which is set to pick up. Today, with wages rising and inflation falling, disposable income is increasing. For the moment, this benefits savings more than consumption. But we are convinced, and economic history shows us, that this additional disposable income will ultimately flow towards consumption.

    How do you explain the fact that it is proving so difficult for consumption to recover?

    We can indeed ask why households are choosing to save their money instead of spending it. It could be that people are reluctant to make major purchases owing to geopolitical uncertainty. A second explanation could be related to the return on their savings, which is still fairly high in the euro area. A third could be that people are deciding it’s better to save rather than spend when they expect their taxes or other contributions to go up.

    Euro area inflation was at 1.7% in September, below your 2% target. Is it now under control?

    The target is in sight but I’m not going to tell you that inflation is defeated yet. Inflation stood at 1.7% in September. Excluding energy and food, it was still at 2.7%. We are pleased about the 1.7% figure, but we also know that inflation is going to rise again in the coming months simply because of base effects. In September energy prices were 6.1% lower than a year earlier, bringing down the cost of the consumption basket. Besides, inflation in the services sector – which is highly dependent on wages – is still at 3.9%. So, prudence is warranted.

    How do you respond to those who say the ECB was too late in reacting to the rise in inflation?

    I tell them we should look at the facts. Don’t forget that inflation was at 10.6% two years ago. It has fallen back to 1.7%. Perhaps we could have started a few months earlier. But we raised rates at the fastest pace ever and we managed to bring down inflation considerably in a short period of time. I now want to see inflation reach the 2% target on a sustained and durable basis. Unless there is a major shock, this will happen during the course of 2025.

    And what do you say to those who now accuse you of cutting rates too late and not quickly enough?

    The pace at which interest rates are cut will be determined by the economic data we receive in the coming weeks and months – based on our updated assessment of the inflation outlook, the dynamics of underlying inflation and the strength of monetary policy transmission. And to revitalise growth, urgent action is needed in the area of structural reforms.

    The spread between France and Germany has increased from 0.5% to 0.8% since the French National Assembly was dissolved. The ECB has an instrument that it can use to intervene and calm the markets. Are you ready to use it?

    We have clearly outlined the conditions under which we will use this instrument. And that is not an issue today.

    A number of emerging countries brought together by the BRICS (Brazil, Russia, India, China and South Africa) are thinking about a payments system to circumvent the dollar. Is dedollarisation happening?

    That would require another country to be able to take on the role of reserve currency. China is preparing for that, but it isn’t ready yet. I won’t see the renminbi take the place of the dollar in my lifetime.

    Crowders Mountain, Gorges, Grandfather Mountain and Lake Norman state parks, as well as Rendezvous Mountain, will reopen at least partially on Nov. 1, the Division of Parks and Recreation announced. These parks were temporarily closed through October after impacts from Hurricane Helene.

    The following areas are open at each park:

        • Crowders Mountain — trails and day-use will reopen, all camping will remain closed through November

        • Gorges — Grassy Ridge Access (visitor center, trails to Rainbow and Upper Bearwallow Falls, RV/trailer/tent camping and cabins) will reopen; the backcountry area (Frozen Creek Access, including Auger Hole and Canebrake trails and backcountry campsites) will remain closed

        • Grandfather Mountain — most trails and campsites will reopen; Profile Trail, Profile Connector Trail, and Profile Campsite will remain closed

        • Lake Norman — day-use and tent/trailer/RV and group campsites will reopen; some sections of mountain bike trail may be closed; cabins remain closed to new reservations; existing reservations are being honored

        • Rendezvous Mountain — all areas

    The following parks remain closed entirely: Chimney Rock, Elk Knob, Lake James, Mount Mitchell, New River, South Mountains, and Stone Mountain state parks, as well as Mount Jefferson State Natural Area.

    “We are very excited to be able to reopen these parks, and we hope to open additional facilities in November,” said State Parks Director Brian Strong. “We know our visitors have been missing our closed parks, and we hope these reopenings will help our neighbors, local towns, and communities.”

    The division continues to assist with emergency and rescue efforts in western North Carolina. To date, over 150 division staff have been deployed with the North Carolina Emergency Operations Center as well as to assist with Incident Management Teams and with cleanup projects at western state parks.

    “Our priority first and foremost is visitor and staff safety,” Strong said. “There are areas that will be marked closed due to hazardous trees and branches with a high likelihood of falling as well as unsteady bridges and washed-out trails. We ask that visitors follow signage and do not attempt to access areas that have been closed off.”

    Some of the remaining closed parks may reopen partially in November, depending on progress with cleanup and hazard mitigation. Chimney Rock, Mount Mitchell, and South Mountains will be undergoing extended closure. Reservations for campsites anticipated to be closed have been refunded in full.

    Data on lending and deposit rates of scheduled commercial banks (SCBs) (excluding regional rural banks and small finance banks) received during the month of October 2024 are set out in Tables 1 to 7.

    Highlights:

    Lending Rates:

    • The weighted average lending rate (WALR) on fresh rupee loans of SCBs stood at 9.37 per cent in September 2024 (9.41 per cent in August 2024).

    • The WALR on outstanding rupee loans of SCBs was placed at 9.90 per cent in September 2024 (9.91 per cent in August 2024).1

    • 1-Year median Marginal Cost of fund-based Lending Rate (MCLR) of SCBs remained unchanged at 8.95 per cent in October 2024 from that of September 2024.

    Deposit Rates:

    • The weighted average domestic term deposit rate (WADTDR) on fresh rupee term deposits of SCBs stood at 6.54 per cent in September 2024 as compared to 6.46 per cent in August 2024.

    • The weighted average domestic term deposit rate (WADTDR) on outstanding rupee term deposits of SCBs was placed at 6.95 per cent in September 2024 (6.93 per cent in August 2024).1

  • MIL-OSI Economics: The future of finance

    The title of this panel is “The Future of Finance”. I know this is an issue you have thought a lot about and one that has been a key focus area for the BIS throughout your tenure as General Manager. Why is the topic so important? How should the financial system change?

    Financial innovation is important because finance is important – it is the bloodstream of the real economy.

    Today’s financial system falls short in many dimensions: many financial transactions are too slow; many are too costly; for these reasons, useful transactions don’t take place. And in too many countries, too few people are able to access financial services. Improving the functioning of the financial system could make everyone better off.

    It is appropriate for the private sector to take the lead in financial innovation. But the public sector has a role as a catalyst for innovation, for instance, by providing the pipes and rails on which finance runs.

    Many public institutions – including central banks – are not natural innovators. They may lack experience, expertise and budgets.

    Moreover, many countries face similar challenges.

    For this reason, there can be great value in working together. 

    That is why we at the Bank for International Settlements (BIS) established the BIS Innovation Hub as a mechanism for collaboration among central banks to develop technological public goods.

    When we first came up with this concept, the idea was to have a small unit of four staff members, based in Basel. It quickly became apparent that the appetite among our member central banks to work together and innovate went far beyond that.

    Today we have more than 100 staff working in our seven Innovation Hub centres in eight locations throughout North America, Europe and Asia, as well as a strategic partnership with the Innovation Centre of the New York Federal Reserve.

    The Innovation Hub undertakes projects across six broad themes: (i) suptech and regtech, (ii) next generation financial market infrastructures, (iii) open finance, (iv) cyber security, (v) green finance and (vi) central bank digital currency, or CBDC. Our CBDC work accounts for a large part of the Innovation Hub’s project portfolio and certainly accounts for much of the public attention. But we have made important contributions in each theme.

    Since establishing the Innovation Hub, we have completed 28 projects, with another 27 currently under way. Central banks, of course, are doing their own innovations, and there are many other initiatives under way by both the public sector and the private sector.

    While all of the technological innovation has been important, it would be fair to say that it has had modest real-world impact to date. If you compare the degree of progress in the application of digital technologies in, say, the communications industry to that in the financial industry, I am sure you will agree.

    The issue is not the technology itself. As I mentioned, there have been great advances there.

    What has been lacking is a vision of how the various initiatives should fit together, and of what the financial system of the future should look like and how it should function.

    Together with Nandan Nilekani – Chairman of Infosys and the driving force behind India’s digital public infrastructure initiatives – I wrote a paper earlier this year that laid out such a vision. We call it the “Finternet”. The aim of the Finternet is to use technology to make the financial system much more user-centric and to eliminate many of the frictions that add cost and complexity to today’s financial system. It does not advocate for a specific technology, but instead aims to add some guidance about what we want to achieve.

    Let me delve more deeply into the Finternet. What does it involve, concretely?

    The Finternet rests on three broad pillars. The first is a robust economic and financial architecture. The second is the application of advanced technology. The third is a sound legal and regulatory basis. Let me address each in turn.

    The basic economic and financial architecture would resemble that of today’s financial system. As is the case today, there would be a two-tier banking system. Central bank money would be at the core, with commercial bank money accounting for the bulk of the money used day to day. This money, however, would have a more advanced digital representation. We would have tokenised central bank money, which could exist in wholesale form – the digital equivalent of central bank reserves – or retail form – the equivalent of digital banknotes. And we would have tokenised commercial bank deposits.

    But tokenising money is just the first step. To get the real benefits of tokenisation you need to combine money with other financial assets, ideally residing on the same ledger.

    Government bonds strike me as a natural starting point. These are incredibly important assets in today’s financial system. They serve as the basis for pricing all other financial assets.

    Once you have money and government bonds residing on the same platform, you essentially have the basis of the current financial system. Adding other assets to the platform would naturally follow.

    Tokenising financial assets would bring many benefits. In particular, if the assets were on a common ledger, there would be much less need for complex messaging and clearing, which are the source of so much cost and delays in today’s financial system. Tokenised assets can settle atomically, helping to further reduce the time needed for financial transactions. And tokenised assets can be programmed. This could open up a huge array of financial transactions that are not possible today.

    Of course, not all assets will be tokenised and not all tokenised assets will reside on the same ledger. So we need some way of moving assets across ledgers and from the tokenised to the non-tokenised world. Technology can also help achieve this.

    Other technologies can also help to turn the Finternet into reality. For example, compliance with anti-money laundering and countering the financing of terrorism regulations – which I would emphasise is hugely important – can also be extremely costly. Technology should allow us to automate such checks, allowing for greater reliability, lower costs and faster processing speeds. Data governance and privacy would draw on the latest privacy-preserving technology. There are many related topics we explore through our projects. One good example is Project Mandala, which has shown how to embed regulatory compliance in cross-border transaction protocols. Beyond economics and technology, the Finternet will also rest on a sound legal and regulatory basis. At a minimum, this should respect all existing laws and governance measures. Privacy, cyber security and related concerns will also need to be addressed. However, technology should also allow us to achieve greater security in the financial system.

    This all sounds very promising in principle. But can it be delivered? How could one turn the Finternet vision into a reality?

    Absolutely. Indeed, we are already taking active steps to turn it into reality, including through our Innovation Hub projects.

    Let me give you a concrete example of one such project, called Project Agorá.

    This is probably our largest Innovation Hub Project to date. We have teamed up with six central banks and more than 40 private sector institutions, coordinated by the Institute for International Finance. I should mention that Santander is one of the participants.

    The specific aim of Project Agorá is to look at whether, using tokenised deposits integrated with tokenised wholesale central bank money, we can streamline cross-border payments.

    This is an area ripe with inefficiencies, and where services in some jurisdictions have actually worsened in recent years due to the shrinkage of the correspondent banking system. One important reason is that the system, by and large, rests on legacy systems. This implies long sequences of messages being sent back and forth, across national borders, using systems that do not necessary communicate with each other very well. The various regulatory compliance measures – which are particularly important in cross-border transactions – often require manual processes, which add delays and lead to errors.

    In principle, using tokenised assets residing on unified ledgers could ease many of these burdens. Transactions using tokenised assets can settle atomically – that is immediately – with all parts of the transaction settling at once. Compliance with regulatory norms can be embedded programmatically inside the tokens. So they will be adhered to with certainty and without the need for manual intervention.

    So this is a big project, with big potential gains.

    But even more than the specific application, what really excites me about Project Agorá is that it has central banks and commercial banks working together to craft a structure that could form the basis for a future financial system.

    I mentioned before the useful catalytic role for central banks in initiating technological innovation. But central banks cannot do it alone. The two-tier banking system lies at the heart of today’s financial system. The system needs money. But very little money comes from the central bank. Commercial bank money provides the bulk of it.

    The two-tier banking system helps deliver two foundational principles. The first is the singleness of money. This ensures that a euro is a euro, whether it is the banknote in my pocket or in my deposit at Santander or any other bank. The second is settlement finality, which comes about through the final settlement of all transactions on the balance sheet of the central bank.

    We do not know what the financial system of the future will look like. But it is hard for me to imagine that it will not require a two-tier banking system. This means that as well as tokenised central bank money – particularly in wholesale form – it will require banks to provide their customers with tokenised deposits. Project Agorá provides a powerful use case, and I hope that it will spur further innovation.

    At the same time, cross-border payments can be a controversial topic. For example, I have noted media speculation recently that one of your projects – Project mBridge – could provide the basis for a BRICS initiative to circumvent sanctions. Is that plausible? Can you comment on this?

    In the Innovation Hub we try to be a catalyst for innovation. The way it works is that we talk with the community of central banks, identify their needs and then develop projects. And we do them in partnership with central banks.

    MBridge has been a project we have been involved with for four years. We have several central bank partners and many, many observers. I think the project has been a big success. It’s a payment system where through wholesale CBDCs you could facilitate tremendously cross-border transactions.

    I would say that the project has been so successful that we can declare that we have graduated out. The BIS is leaving that project, not because it was a failure and not because of political considerations but instead because we have been involved for four years and it is at a level where the partners can carry it on by themselves. That has happened already with other projects.

    At the same time, I have to say that mBridge is not mature enough to start operating; it is many years away from that.

    With respect to political aspects, the noise out there, mBridge is not the “BRICs bridge” – I have to say that categorically. mBridge was not created to cater to the needs of the BRICs. It was put together to satisfy broad central bank necessities. 

    We at the BIS – I think this is an opportunity to set record straight – we always try to be good global citizen. And the BIS does not operate with any countries, nor can its products be used by any countries that are subject to sanctions. This will continue to be the case. And all central bank members are in this mindset that we need to be observant of sanctions and whatever products we put together should not be a conduit to violate sanctions.

    The time has come: in a few days, Lufthansa Allegris First Class, the flagship of the new cabin on long-haul routes, will take off on a scheduled flight for the first time. The first destinations will be Bangalore on November 9 and Mumbai (both in India) a little later, on November 15, which will then be served alternately with the new First Class. Two individual suites and the globally unique Suite Plus in the A350-900 will then take off on a scheduled flight for the first time. After a technical introduction phase, Lufthansa will initially present the new, innovative product to its most loyal guests by invitation. As soon as more aircraft with the new First Class are part of the fleet, targeted upgrades by passengers and later targeted bookings will be possible step by step.

    The furnishings in the First Class Suite set new standards: guests can heat or cool their almost one-meter-wide seats in the suite according to their personal needs. The separate suites with ceiling-high walls and lockable door, large table and wide seat, a huge screen and wireless over-ear headphones, set new standards in comfort and individuality in the highest class. A personal wardrobe in the suite provides ample storage space so that travelers can change comfortably and have all their personal items to hand. Individual lamps allow travelers to create their very own feel-good atmosphere. The Suite Plus also combines maximum comfort for individual guests with the unique option of traveling together with a travel partner in a suite.

     

    Lufthansa receives APEX Innovation Award for research into VR headsets in in-flight entertainment

    Lufthansa has received the award for the world’s best in-flight entertainment innovation 2024 from the Airline Passenger Experience Association (APEX). In collaboration with Meta and MSM.Digital, the airline has launched a ground-breaking in-flight entertainment initiative and is currently testing mixed reality technologies for guests. On all flights equipped with Allegris, guests in the Business Class Suite now have the opportunity to use the headsets and give feedback on what they particularly enjoyed.     DIRECTING PLAN FOR RECOGNITION OF LARGEST TRIBE EAST OF MISSISSIPPI RIVER: Today, President Donald J. Trump signed a Presidential Memorandum to the Secretary of the Interior to submit a plan to advance full federal recognition of the Lumbee Tribe of North Carolina.

    • The memorandum establishes that it is the policy of the United States to support federal recognition and full tribal benefits for the Lumbee Tribe of North Carolina.
    • It directs the Secretary of the Interior to submit a plan to assist the Lumbee Tribe in obtaining full federal recognition through legislation or other available mechanisms, including the right to receive full federal benefits.  

    FULL FEDERAL RECOGNITION IS LONG OVERDUE:The Lumbee have long been recognized at the state and federal level, but further federal action is required for full federal recognition and the accompanying benefits and protections.

    • The State of North Carolina recognized the Lumbee Tribe in 1885, and in 1956, President Dwight D. Eisenhower signed the 1956 Lumbee Act, which recognized the Lumbee but denied them some federal benefits.
    • Tribes can gain federal recognition by: (1) Act of Congress; (2) the Department of the Interior’s Office of Federal Acknowledgement process; or (3) federal court decision.
      • President Trump’s memorandum directs the Secretary of the Interior to analyze these legal pathways for advancing Lumbee recognition.
    • Federal recognition grants tribes’ certain governmental autonomy, land protections, and access to federal programs and services, like health care through the Indian Health Service.

    DELIVERING ON PROMISE TO SUPPORT RECOGNITION: President Trump promised to support federal recognition of the Lumbee Tribe.

    On September 23, 2024, President Trump stated: “Today, I’m officially announcing that, if I am elected in November, I will sign legislation granting the great Lumbee Tribe federal recognition that it deserves.”

  • MIL-OSI Global: Colonialism, starvation and resistance: How food is weaponized, from Gaza to Canada

    For more than a year, the Israeli state has been engaged in a massive incursion into Gaza following the October 2023 Hamas attack against Israel.

    In March 2024, Francesca Albanese, the United Nations Special Rapporteur on the situation of human rights in the Occupied Palestinian Territories, announced: “There are reasonable grounds to believe that the threshold indicating the commission of the crime of genocide…has been met.”

    A core element of this apparent genocide includes food militarization and weaponization, a tactic that has also been used by Canada to exterminate, dispossess and control Indigenous populations.

    We have come together as a group of critical food systems scholars to examine the parallels between the weaponization of food in Gaza and Canada to bring about the systematic destruction of Indigenous Peoples. But we’ve also observed that food has been a powerful tool of resistance and resurgence.

    Food as a weapon

    Throughout modern history, food has been deployed as a weapon by colonial regimes to control and displace Indigenous populations. The current crisis in Gaza has brought this into sharp focus as the Israeli state has engaged in the systematic destruction of Palestinian food systems, with devastating consequences.

    Israel’s blockade of Gaza, in place since 2007, has cut off access to essential agricultural areas and restricted fishing activities. Gaza farmers are often unable to access their land, while fishers are constantly barred from accessing the coast, harassed, intimidated and even killed by Israeli forces.

    This blockade, combined with military operations that destroy farmland, trees and infrastructure, has resulted in more than 95 per cent of people in Gaza facing severe food insecurity and a famine declared by the United Nations experts in the summer of 2024.

    Canada’s use of food weaponization

    Throughout the 19th and 20th centuries, the Canadian government employed similar tactics to restrict Indigenous Peoples’ access to land, food and water. Colonial policies like the Indian Act, the Homesteading Act and the Pass System confined Indigenous Peoples to reserves, prohibited hunting and fishing and forced reliance on inadequate government food rations.

    This led to malnutrition and starvation, particularly in response to Indigenous resistance to settler expansion. The use of food as a weapon was part of a broader project to eliminate or otherwise undermine Indigenous identity and self-determination, a process that continues today.

    From ongoing boil-water advisories to environmental degradation caused by mining, oil and gas extraction, forestry, agriculture and chemical production, settler governments and industries continue to dispossess Indigenous Peoples from their lands and undermine their livelihood.

    These practices have severely and disproportionately impacted Indigenous health and well-being, as well as their food systems.

    Israel targets food infrastructure

    In the occupied Palestinian territories, Israeli control over land and resources reflects a similar colonial dynamic. Laws like the Absentee Property Law of 1950 facilitated the expropriation of Palestinian land.

    Meanwhile, the Israeli military has systematically targeted Gaza’s food infrastructure and used starvation as a weapon of war, according to Human Rights Watch. Satellite imagery shows that 70 per cent of Gaza’s tree cover has been eliminated or damaged, and about one-third of greenhouses have been demolished.

    Tanks and trucks have decimated orchards, field crops and olive groves.

    An estimated 800,000 tonnes of asbestos among the debris of destroyed buildings will result in asbestos-related diseases for generations to come. Under the Geneva Conventions, destruction of civilians’ means of survival and starvation as a tool of warfare is strictly prohibited.

    Food as resistance

    Food has also long been mobilized as a powerful tool of resistance. Among Palestinians, struggles for food sovereignty have played a critical role in self-determination.

    Palestinians continue to cultivate their land under the rubble, grow olive trees despite ongoing violence and maintain food practices that connect them to their lands and their cultural heritage.

    Similarly, Indigenous nations and communities across Canada have used food as a form of resurgence. Alongside land back movements, efforts to revitalize Indigenous food systems — such as hunting, fishing, growing and gathering — are central to movements for Indigenous sovereignty.

    Learning about and enacting traditional food practices are important acts of resistance, as these practices sustain communities, strengthen connections to land and assert rights over the unceded territories Indigenous Peoples are fighting to reclaim. By reclaiming and rebuilding their land and food systems on their own terms, they continue to challenge colonial structures.

    Food, colonialism and resistance

    The destruction of food systems in Gaza and Canada is part of a larger effort of land dispossession and capitalist accumulation. By severing Indigenous Peoples’ connection to their food systems, settlers and colonial regimes have sought to control not only the land but also the people who depend on it.

    Yet, through food sovereignty movements, these same populations are reclaiming their right to self-determination and building global networks of solidarity.

    The struggle for food sovereignty is inseparable from broader struggles for land, justice and self-determination.

    Connecting the dots between the Palestinian territories and Canada provides powerful examples of global colonial relations and struggles for justice and self-determination. It challenges us to critically examine the role of food in these struggles and demand government accountability.

    On October 30, 2024, the National Economic Forum named after D.S. Lvov was held at the Information Technology Center of the State University of Management, within the framework of which a new master’s educational program of the Eurasian Network University “Economics of Integration Processes in the Eurasian Economic Union” was opened.

    The plenary session was attended by: Vice-Rector of the State University of Management Maria Karelina, Co-Chair of the Forum, Corresponding Member of the Russian Academy of Sciences, Head of the Department of Institutional Economics of the State University of Management Georgy Kleiner, Corresponding Member of the Russian Academy of Sciences, Director of the Central Economics and Mathematics Institute of the Russian Academy of Sciences Albert Bakhtizin, Head of the Scientific Direction “Macroeconomics and Institutional Theory” of the Central Economics and Mathematics Institute of the Russian Academy of Sciences Viktor Dementyev, Director of the Department of Support of New Businesses of the State Corporation “Rosatom” Dmitry Baidarov, Academician of the Russian Academy of Sciences, Head of the Department of Economic Policy and Economic Measurements of the Institute of Economics and Finance of the State University of Management Sergey Glazyev. The moderator was Director of the IEF of the State University of Management Galina Sorokina.

    The renewal of the tradition of holding the Forum will allow the State University of Management to advance in economic science. This was stated by the Vice-Rector of the State University of Management Maria Karelina. Addressing all participants, students of Academician Dmitry Lvov and future economists, she also noted that this decision will contribute to interdisciplinary research, which is especially relevant today.

    It should be noted that this year marks the 70th anniversary of Dmitry Lvov’s graduation from the Moscow Ordzhonikidze Engineering and Economics Institute (now the State University of Management). The head of the Department of Institutional Economics at our university, Georgy Kleiner, delivered a report to the audience. Georgy Borisovich drew attention to the fact that not many economists offered their economic paradigm to the world. Academician Lvov saw the essence of economics in the fusion of material factors, spiritual quests, emotions and institutional influences. It is thanks to this science that we are a society. A person is not only the main resource of the economy, but also a beneficiary, a source of progress. He should not be a hostage to the economic system, but a part of it. Dmitry Lvov’s key idea was that the economy should be a link between man and humanity. It was to study such global issues that Academician Lvov created the first Department of Institutional Economics in Russia at the State University of Management.

    During the active work of Dmitry Lvov, the Internet had not yet penetrated into all spheres of life, but today the academician’s speeches would be constantly on everyone’s lips, because he outraged the space with uncomfortable questions. This was very subtly noted by the director of the Central Economics and Mathematics Institute of the Russian Academy of Sciences, Albert Bakhtizin. Back in 2004, he drew attention to the depopulation of Russia, the unfair division of resources, noted the importance of contacts with China, described the instruments of pressure of the USA on other countries, that is, he saw the contours of the future world order. The speaker analyzed modern economic problems in detail, in particular, he noted that even experts in the USA understand how harmful excessive dollarization is for the world economy.

    Viktor Dementyev, head of the Macroeconomics and Institutional Theory research department at the Central Economics and Mathematics Institute of the Russian Academy of Sciences, gave a report on the topic of “The Resilience of Russian Regional Economies under Different Shocks.” According to him, the modern economy has experienced four shocks: the Great Recession of 2009, the sanctions wave of 2015, the pandemic, and, of course, the second wave of sanctions, which is still ongoing. Research has shown that entities that are resilient to one shock are also resilient to others. But at the same time, methods for successfully overcoming one crisis do not always work under another.

    Dmitry Baidarov, Director of the Department for Support of New Businesses at the Rosatom State Corporation, expressed the opinion that economic challenges facing Russia did not appear after the start of the SVO or during the pandemic – they have always been there, it’s just that the attitude towards them was different before. The history of Rosatom shows that if you pay attention to a gap in the economy in time, you can quickly and effectively fill it. For example, the corporation currently fulfills 88% of global orders for the construction of nuclear power facilities. Dmitry Baidarov regretfully noted that the paradigm of a competitive rather than a partnership economy, imported from outside, still prevails in Russia. The speaker said that Rosatom only realized two years ago how much engineers and economists are needed in production, and there are almost none left on the labor market, so the focus of the State University of Management on training just such specialists is very timely.

    Sergey Glazyev, Head of the Department of Economic Policy and Economic Measurements at the Institute of Economics and Finance at the State University of Management, said that Dmitry Lvov was his academic advisor, with whom they substantiated the priorities of Russia’s new economic development and discussed the need to create state corporations as opposed to the fragmentation of production cycles. China has followed this path and achieved a lot, and we are facing dynamic catch-up, which is also impossible without the creation of state corporations. For an economic breakthrough, we need not just a sharp increase in investment, but targeted investment lines. The experience of Asian economies shows that this is the only way it works. If we followed the ideas of Lvov, who claimed that money cannot be a moral value and the core of the economy, we would already be world leaders along with India and China, where this is carefully monitored.

    The second part of the plenary session was no less interesting and productive. It was dedicated to the opening of the educational program of the Eurasian Network University “Economics of Integration Processes in the Eurasian Economic Union”.

    The program was presented by the Vice-Rector of the State University of Management Dmitry Bryukhanov, who noted that questions about the “fifth freedom”, freedom of knowledge, are becoming increasingly loud today, so the opening of the new program is fully supported by the Ministry of Science and Higher Education of the Russian Federation and Rossotrudnichestvo. The Vice-Rector reported that the program was developed with the assistance of the Eurasian Economic Commission and about 20 master’s students have already been enrolled, and training will start this week. The process will be hybrid, for which a special information environment has been developed.

    One of the developers of the program, Deputy Director of the Department of Macroeconomic Policy of the Eurasian Economic Commission Kanybek Azhekbarov wished all applicants good studies and drew the attention of those gathered to the fact that the program was created on the basis of additional professional education, which has already trained 40 specialists.

    The head of the program, Sergey Glazyev, thanked the Ministry of Science and Higher Education of the Russian Federation, the government of Kyrgyzstan and the State University of Management for their support. He shared plans to expand the program and noted that the Eurasian Economic Union and its labor market cannot effectively exist without a common educational space, and the State University of Management is an excellent platform to begin forming it.

    At the end of the new program, students were presented with a symbolic pass to the State University of Management. After the break, the Forum continued in sections and round tables.

    Following guidelines from the Central Vigilance Commission (CVC) and under the direction of RINL’s Chief Vigilance Officer, Dr. S. Karuna Raju, IAS, As part of Vigilance Awareness Week (VAW) 2024, the Vigilance Department of RINL, the corporate entity of Visakhapatnam steel plant  organized a Grama Sabha at  ZP High School Deshapatrunipalem, Parawada Mandalam of Anakapalli district, today.

    Grama Sabhas are conducted in villages to encourage direct, participatory governance. This open forum allows villagers to monitor and evaluate the activities, minimizing corruption and promoting accountability. This also serves as a platform for raising awareness on critical social issues, like anti-corruption during Vigilance Awareness Week. By conducting Gram Sabhas, rural communities can be more actively involved in shaping their development and improving their quality of life. The initiative is aimed to promote awareness about anti-corruption measures, ethical practices, and to foster a culture of integrity in the community.

    Today’s event saw enthusiastic participation, with over 200 attendees, including students, parents, teachers, and local villagers. Officers from the Vigilance Department facilitated the program, working closely with the Headmistress of the school, Smt. R. Sujatha, and community supporter, Sri Jagannadam, to bring together a diverse and engaged audience.

    During the Grama Sabha, Mr. P. Satyanarayana, Senior manager(Vigilance),RINL highlighted the significance of the Vigilance Awareness Week (VAW) 2024 theme and its pivotal role in strengthening the anti-corruption movement. He emphasized the importance of fostering transparency, accountability, and integrity at all levels of society to combat corruption effectively. Mr. Satyanarayana encouraged collective efforts to build an environment that discourages corrupt practices, underlining that each citizen’s active participation is essential to creating a fair and just community. His address inspired attendees to embrace ethical conduct and reinforce the spirit of vigilance for a corruption-free society.

    Students, villagers and RINL officials took the “Integrity pledge” on the occasion.

    The gathering was also addressed by V. Sugunakara Rao, DGM (Vigilance), RINL who highlighted the critical role of transparency and honesty in building a prosperous nation. Headmistress Smt. Sujatha also addressed the attendees, underscoring the importance of ethical values in everyday life. Students and parents openly shared their perspectives, reflecting the strong community engagement fostered by the event.

    Senior Vigilance officers, including S. Kiran Kumar, DGM (Vigilance), K. Rajeswara Rao, AGM (Vigilance), T. Srinivasa Rao, Sr Mgr, were also present and engaged actively with the community.

    Participants expressed heartfelt gratitude for the Vigilance Department’s initiative, appreciating RINL’s commitment to fostering integrity within the community.

    The Gram Sabha not only provided a platform for raising awareness but also strengthened the resolve of the attendees to adopt and promote ethical practices, contributing to the vision of a corruption-free society.

    Mock Drill Planned to Enhance Operational Readiness for Animal Disease Responses in the Country

    The 8th meeting of the Empowered Committee for Animal Health (ECAH) of the Department of Animal Husbandry and Dairying (DAHD) was held on October 28, 2024, under the chairmanship of Prof. Ajay Kumar Sood, Principal Scientific Adviser to the Government of India, and vice-chaired by Mrs. Alka Upadhyaya, Secretary, DAHD, at Vigyan Bhawan.

    The representatives of Indian Council of Agricultural Research (ICAR), Central Drugs Standard Control Organization (CDSCO), Indian Council of Medical Research (ICMR), Department of Biotechnology (DBT) etc. were present as a member to discuss advancements in India’s animal health sector.

    During the meeting, the department highlighted the efforts and the achievements made so far in regulatory streamlining of animal drugs, vaccines, biologicals, and feed additives. The department also reported significant progress made in various on-going vaccination programs for livestock diseases such as Foot-and-Mouth Disease (FMD), Brucellosis, Peste des Petits Ruminants (PPR), and Classical Swine Fever (CSF) that is receiving 100% central funding under the Livestock Health & Disease Control Program (LH&DCP). Notably, all these vaccines are developed indigenously and manufactured domestically, demonstrating India’s commitment to self-sufficiency and global cooperation in animal health. Furthermore, the Principal Scientific Advisor was also briefed about the progress made on the National Digital Livestock Mission (NDLM), that aims to digitally identify and register all livestock and animal husbandry activities, including vaccination, breeding, and treatment in the country. The digital platform is currently handling over 16 transactions every second, showcasing the program’s extensive reach and efficiency.

    Under the One Health Mission, the department will soon conduct a mock drill focused on animal disease response to improve operational readiness for disease management. Prof. Ajay Kumar Sood also lauded the launch of the $25 million G -20 Pandemic Fund Project recently along with The Standard Veterinary Treatment Guidelines (SVTG) and the Crisis Management Plan (CMP) for Animal Diseases. The Pandemic Fund Project aims to fortify laboratory capacities, enhanced disease surveillance and strengthen human resource to bolster resilience in animal health systems in the country.

     The ECAH also deliberated upon the recently released Poultry Disease Action Plan that lays emphasis on proactive disease management through biosecurity measures, enhanced surveillance, and vaccination protocols, thereby safeguarding both poultry population and public health in India. In response to the High Pathogenic Avian Influenza (HPAI) outbreaks in Kerala in the past, the department has developed a comprehensive strategy to control and contain the disease spread, preventing significant public health hazards. It was informed, during the meeting that Compensation rates for forced culling of poultry  were revised and communicated to all states and UTs during the month of September by the department.

    It was also highlighted that World Organisation for Animal Health (WOAH) has recently recognized ICAR-NIVEDI, Bangalore for PPR and Leptospirosis as WOAH Reference Laboratories in India. Previously, ICAR-NIHSAD, Bhopal (for Avian Influenza) and KVFSU, Bangalore (for Rabies) have already been given this recognition highlighting DAHD’s continued commitment to enhancing animal health.

It will deepen the cultural bonds between India and Thailand, says the PM.

Prime Minister had extensive discussions with young civil servants on improving governance with the spirit of Jan Bhagidari. The importance of having strong feedback mechanisms and improving grievance redressal systems was also highlighted by the PM. The Prime Minister urged the young civil servants to improve ‘Ease of Living’ for citizens.

    Railway Protection Force Enhances Security Measures for Diwali 2024 Travel Rush – Shares Essential Safety Tips for Rail Passengers

    With the festive rush of Diwali and Chhath Puja adding to the daily passenger traffic, RPF is dedicated to ensuring safe and enjoyable journeys for rail travelers across India’s extensive railway network.

    If you come across any suspicious substances on railway premises, please inform the Railway Protection Force (RPF) using the designated helpline. As Diwali approaches, bringing light, joy, and a surge in travel across the country, the RPF has implemented strengthened safety measures to ensure secure and seamless train journeys for millions of passengers.

    To ensure safe travel during this festive season, RPF has launched an all-encompassing safety drive to curb fire hazards and prevent accidents on the railway network. In collaboration with various stakeholders in Railways, RPF’s awareness campaign includes distributing leaflets, displaying eye-catching posters, performing engaging street plays (Nukkad Nataks), and broadcasting public announcements. Social, print, and electronic media are being mobilized to reach all travellers. Enhanced luggage inspections and parcel checks, alongside monitoring of vendors and hawkers using portable stoves (sigris), have been underway since October 15, 2024, to prevent any fire risks.

    So far, this proactive drive has led to 56 individuals being booked under the Railway Act for carrying hazardous, inflammable items. Additionally, 550 people have been penalized for smoking on trains and 2,414 individuals were booked under various provisions of Cigarettes and Other Tobacco Products Act (COTPA).

    “Diwali and Chhath are festivals of joy and togetherness, and the safety of our passengers remains our top priority,” said Shri Manoj Yadava, Director General, RPF. “We urge passengers to be vigilant and cooperate with our personnel to ensure a secure journey,” he added

    With the aim of preventing accidents and crimes, RPF has issued a comprehensive safety advisory to safeguard passengers travelling in railways

    · Report any firecrackers, inflammable items, or suspicious objects or individuals on trains or at stations immediately to RPF/GRP personnel or Railway Authorities.

    · Keep your valuables close and in sight.

    · Travel light and choose digital payments for added safety.

    · Ensure children are always accompanied by adults.

    · Pay attention to announcements and follow railway staff instructions.

    Security Measures In Full Force:

    · Increased surveillance through CCTV cameras at major stations

    · Intensified patrolling by RPF personnel in trains and stations

    · Collaboration with Government Railway Police (GRP) for effective crime prevention

    · Regular checks on luggage and passengers

    · Passengers shall report any security concerns Rail Madad web portal (https://railmadad.indianrailways.gov.in) or through mobile application or can even dial the 139 helpline number.

    Some reports published in the media recently claiming shortage of Di-ammonium Phosphate (DAP) in Punjab and its resultant effect on prospects of Rabi crop are misleading, misplaced and devoid of factual position.

    It is clarified that the Government has already provided sufficient quantities of the DAP and Nitrogen, Phosphorus and Potassium (NPK) Fertilizers to the state of Punjab to ensure the adequate availability of the Phosphorus & Potassium (P&K) fertilizers.

    It may be noted that at the beginning of October-2024, 99,000 Metric tonnes (MTs) of DAP, 59,000 MTs of NPKs and 78,000 MT of Single Superphosphate (SSP) fertilizer was available in the stock of the state. Further, in Oct-2024 (upto 29.10.24), 92,000 MT of DAP, 18,000 MT of NPKs and 9,000 MT of SSP have been supplied to the state by the Department of Fertilizers, Government of India. Thus, in Oct-24 (upto 29.10.24), Department has ensured total availability of 1,91,000 MT of DAP, 77,000 MT of NPKs and 87,000 MT of SSP.

    As per data in Oct-2024 (upto 29.10.2024), 1,00,000 MT of DAP, 28,000 MT of NPKs and 12,000 MT of SSP have been consumed in the state for Rabi-2024-25 cropping season. Thus, at present about 90,000 MT of DAP, 49,000 MT of NPK and 76,000 MT of SSP are available in the state for farmers and the Department of Fertilizers is dispatching about 50,000 MT of DAP in the first week of Nov-2024.

    It may be noted that the department of fertilizers, Government of India in coordination with the State Agriculture Department has ensured comfortable availability of fertilizers in the country during the Kharif 2024 Season.

    Recently, the import of DAP got affected due to the Red Sea crisis, ongoing since January, which has resulted in fertilizer ships to reroute an additional distance of 6500 km via the Cape of Good Hope. Despite these challenges, the Government of India has maintained stable fertilizer prices (₹1350 for a 50 kg bag) through two back-to-back cabinet decisions, ensuring affordability for farmers.

    Further it is clarified that the domestic production of DAP and NPK is running at optimum level. The department is continuously monitoring state requirements and import flows to manage the situation effectively. Situation is being monitored very closely through effective coordination with M/o Railways, State Government, Port Authorities & Fertilizer Companies.

    The Ministry of Tourism, Government of India, in collaboration with the Ministry of Culture and the Sangeet Natak Akademi, is thrilled to announce the Mysuru Sangeetha Sugandha Festival 2024, a celebration of Karnataka’s rich musical and cultural heritage. The festival, set to take place from 8th to 10th November 2024 in Mysuru, will showcase Karnataka’s vibrant traditions, especially its profound connection to Carnatic music.

    The Mysuru Sangeetha Sugandha Festival aims to position Mysuru as a premier destination for music lovers across India and the world. Through this festival, Mysuru will be highlighted as a center of the timeless traditions of Carnatic music. This celebration also provides an excellent opportunity to promote lesser-known destinations around Mysuru, unveiling the region’s scenic landscapes, historical temples, and hidden cultural treasures for travellers seeking unique experiences. By spotlighting these gems, the Ministry hopes to drive regional tourism growth and support local communities.

    A special highlight of the festival is its tribute to the Dasa Tradition, a significant influence in the evolution of Carnatic music. The compositions and contributions of the Dasas have shaped this classical art form, making Mysuru a fitting venue to celebrate these timeless musical legacies.

    To generate excitement and connect communities across Karnataka, the Ministry is pleased to announce a series of prequel events, to be held at four culturally significant locations. These prequel events will feature distinguished Carnatic musicians and create a buildup to the main festival.
