    The CGST Faridabad Commissionerate under CGST & CX Panchkula Zone, Central Board of Indirect Taxes and Customs (CBIC) with a focus on Citizen Centric initiatives under Special Campaign 4.0 has installed ten solar lights in an athletics stadium at Village Athletics Stadium, Ratta Kalan, Mahendergarh, Haryana.

    The newly-installed sensor-based solar lights at the Village Athletics Stadium, Rattan Kalan

     

    The project is funded out of Swachhta Funds provided to the Commissionerate. The sensor-based solar lights lit up only in dark to save energy and provide 16 hours back up. The illumination from solar lights would facilitate late evening/night practice by the athletes. The project is made possible with convergence of Swachh Bharat, Khelo India and Prime Minister’s vision of promoting Saur Urja.

    The project was virtually inaugurated by Shri Manoj Kumar Shrivastava, Chief Commissioner CGST & CX Panchkula Zone, in presence of Shri Reyaz Ahmad, Commissioner CGST, Faridabad, and senior officers of the Commissionerate. The sarpanch of the village Smt. Rajni Devi, Shri Mehtab Singh, Nambardar and other Panchayat members were also present during the inauguration.

    In his virtual address on the occasion, Shri Shrivastava commended the efforts of CGST Faridabad Commissionerate and also appreciated the Panchayat and stakeholders for support provided to make this project possible.

     

     

    Also, in order to create healthy environment conducive for education, CGST Faridabad Commissionerate renovated girl’s toilet, installed a water cooler with RO facility and ceiling fans, and provision of daris (rugs) for students at Government Senior Secondary School, Ratta Kalan, under the Swachhta Hi Sewa campaign.

    Indian Cybercrime Coordination Center (I4C), MHA has issued an against illegal payment gateways created using mule bank accounts by Transnational Organized Cybercriminals facilitating money laundering as a service. Recent nation-wide raids by Gujarat Police (FIR 0113/2024) and Andhra Pradesh Police (FIR 310/2024) have revealed that trans-national criminals have created illegal digital payment gateways using mule/rented accounts. These illegal infrastructure facilitating money laundering as a service are used for laundering proceeds of multiple nature of cybercrimes.

    Under the leadership of Prime Minister Shri Narendra Modi and guidance of Union Home Minister Shri Amit Shah, Ministry of Home Affairs (MHA), in collaboration with all Law Enforcement Agencies (LWAs), is taking all steps to create a Cyber Secure Bharat.

    As per the information received from State Police Agencies and analysis by Indian Cybercrime Coordination Center, following details were identified:

    1. Current accounts and saving accounts are scouted through social media; majorly from Telegram and Facebook. These accounts belong to shell companies / enterprise or individuals.
    2. These mule accounts are controlled remotely from overseas.
    • III. An illegal payment gateway is then created using these mule accounts are given to criminal syndicates for accepting deposits on illegal platforms like fake investment scam sites, offshore betting and gambling websites, fake stock trading platforms etc.
    • IV. Funds are immediately layered to another account as soon as the crime proceeds are received. Bulk Payout facility provided by banks are misused for the same.

    Some of the payment gateways identified during operation are PeacePay, RTX Pay, PoccoPay, RPPay etc. These gateways are learnt to be providing Money Laundering as a Service and are operated by foreign nationals.

    I4C has advised citizens not to sell/rent their bank accounts/company registration certificate/Udhyam Aadhaar Registration certificate to anyone. Illicit funds deposited in such bank accounts can lead to legal consequences, including arrest.     The Prime Minister, Shri Narendra Modi laid the foundation stone and inaugurated various development projects worth over Rs 4,900 crores in Amreli, Gujarat today. Today’s development projects comprise rail, road, water development and tourism sectors. They will benefit the citizens of Amreli, Jamnagar, Morbi, Devbhoomi Dwarka, Junagadh, Porbandar, Kachchh and Botad districts of the state.

    Addressing the gathering, the Prime Minister highlighted the festive spirit of Dhanteras and Diwali noting that while these festivals celebrate culture, the ongoing progress in development is equally significant. He shared updates on several major projects across Gujarat mentioning his visit to Vadodara where he inaugurated India’s first factory dedicated to manufacturing Made in India aircraft for the Indian Air Force. The Prime Minister mentioned inaugurating Bharat Mata Sarovar in Amreli earlier today and said that several large projects related to water, roads and railways have been inaugurated and the foundation laid here. He said that these projects would ease the lives of people in Saurashtra and Kutch, accelerate regional development, enrich local farmers and create new employment opportunities for the youth. He congratulated everyone on the development projects of today.

    Remarking that the land of Amreli in Saurashtra had given many gems to India, the Prime Minister said that Amreli has a glorious past in every way, historically, culturally, literary- related and politically. He added that Amreli is the karmabhoomi of Shri Yogiji Maharaj and Bhoja Bhagat as well as folk singer and poet Dulabhayya Kag, poets like Kalapi, world-famous magician, K Lal and the leader of modern poetry, Ramesh Parekh. He further added that Amreli has also given Gujarat its first Chief Minister, Shri Jivraj Mehta ji. Shri Modi noted that the children of Amreli have also earned a big name in the business world with huge contributions to the society. He added that this tradition has been strengthened by the Dholkaiya Family, which was associated with the 80/20 schemes related to water conservation of the Gujarat government. The Prime Minister also noted that the changes were evident due to the continuous efforts in the last two and a half decades.

    The Prime Minister emphasized the importance of water, particularly for the people of Gujarat and Saurashtra who have long faced water-related challenges. He reflected on the past when Saurashtra was known for migration due to water scarcity and said, “Today, the situation has transformed. Now, Narmada water reaches villages” as he lauded government initiatives like Jalsanchay and the Sauni scheme that have significantly raised groundwater levels. He said that the issue of floods can be mitigated and rainwater can also be stored effectively with river deepening and the construction of check dams. He further added that issues related to drinking water in surrounding areas would also be addressed benefitting millions of people.

    The Prime Minister highlighted Gujarat’s remarkable progress over the past two decades in ensuring water reaches every household and farm, setting an example for the entire nation. He said that the state’s continuous efforts to provide water to every corner are ongoing and today’s projects will further benefit millions of people in the region. Shri Modi informed that the Navda-Chavand Bulk Pipeline project would benefit nearly 1,300 villages and over 35 cities impacting districts like Amreli, Botad, Junagadh, Rajkot, and Porbandar.  He said that the initiative would supply an additional 30 crore liters of water every day to these regions. Referring to the foundation stone laying for the second phase of the Pasvi Group Saurashtra Regional Water Supply Scheme, the Prime Minister said that it would address the needs of Talaja, Mahuva, and Palitana talukas. “Once completed, around 100 villages will directly benefit from this project”, he informed.

    The Prime Minister said that the water projects of today exemplify the collaborative power of government and society with public participation at the core. He highlighted the success of linking India’s 75th year of independence with water conservation initiatives through the creation of at least 75 Amrit Sarovars in each district. Shri Modi expressed happiness over 60,000 Amrit Sarovars constructed across villages leaving behind a legacy for future generations. He praised the Catch the Rain campaign, which is gaining momentum under the leadership of Shri C R Patil. The Prime Minister informed that the campaign is making significant strides in states like Rajasthan, Madhya Pradesh, and Bihar with thousands of recharge wells being constructed through community participation. Shri Modi also acknowledged the enthusiasm of people coming forward to build recharge wells in their ancestral villages, stressing how the initiative ensures local water retention in villages and fields. He noted the commencement of hundreds of projects today, aimed at promoting agriculture and livestock through water conservation.

    The Prime Minister underscored that now due to the availability of more water, farming had become easier and with the water of Narmada, three-season farming was now possible in Amreli. “Today, Amreli district has emerged as a leader in the field of farming”, exclaimed the PM. He noted that cultivation of crops like cotton, groundnut, sesame and millet was getting a boost and Amreli’s pride, Kesar mango, had received a GI tag. He added that GI tag status meant Amreli’s identity was associated with Kesar mango, wherever it was sold in the world. The Prime Minister also emphasized that Amreli was rapidly emerging as a major center of natural farming and the country’s first Natural Farming University was being built in Halol. He added that under this university, Amreli had got Gujarat’s first Natural Farming College. Shri Modi said that the effort was to ensure more and more farmers can engage in animal husbandry and also be benefitted from natural farming. Highlighting that Amreli’s dairy industry has grown tremendously in recent years, Shri Modi said it was possible only due to the joint efforts of the government and cooperatives. Reminiscing the inception of Amar Dairy in 2007 when government committees of 25 villages were associated with it, Shri Modi said “Today more than 700 cooperative societies were associated with Amar Dairy and about 1.25 lakh liters of milk was being collected every day”.

    Touching upon Amreli’s rise to fame in the sweet revolution, Shri Modi said honey production had given the farmers an additional source of income. He noted that hundreds of farmers of Amreli had started businesses related to honey after being trained in beekeeping.

    Speaking about the PM Surya Garh Yojana to eliminate electricity bills and generate income from electricity ensuring an annual savings of ₹25,000 to ₹30,000 for each family, the Prime Minister informed that approximately 200,000 solar panels have been installed on rooftops across Gujarat in just a few months since its implementation. He highlighted that Amreli district is rapidly advancing in solar energy exemplified by Dudhala village, where hundreds of households have solar panels installed. As a result, the Prime Minister said, the village is saving around Rs 75,000 per month in electricity bills with each home benefiting from an annual saving of ₹4,000. “Dudhala is quickly becoming Amreli’s first solar village”, he added.

    Noting that Saurashtra is a significant hub for tourism hosting numerous sacred sites and places of faith, the Prime Minister emphasized the importance of Sardar Sarovar Dam as a major tourist attraction. He informed that over 50 lakh visitors came to see the world’s tallest statue of Sardar Patel last year. He spoke about visiting the site in two days for Sardar Saheb’s Jayanti and witnessing the Rashtriya Ekta Parade.

    The Prime Minister emphasized that Kerly Recharge Reservoir would become a major centre of eco-tourism in the times to come and Adventure tourism will get a big boost. He further added that it would also give a new identity to Kerly Bird Sanctuary in the world.

    Highlighting the long coastline of Gujarat, Shri Modi remarked that the development along with preservation of  heritage was the priority of the Government. Therefore, he added, that the centuries-old heritage related to fisheries and ports was being revived. The Prime Minister noted the approval of the construction of the National Maritime Heritage Complex in Lothal by the Government and said that the move would introduce and inspire the country and the world to India’s glorious maritime heritage.

    “Our endeavor is that the blue water of the ocean should give impetus to the blue revolution”, stated Shri Modi. He added that Port-led development should strengthen the resolve of a developed India. The Prime Minister informed that better infrastructure was being expanded for fishermen in Jafrabad, Shiyalbet; while the modernisation of the Pipavav port in Amreli had created new employment opportunities for thousands of people today along with the capacity to handle more than 10 lakh containers and thousands of vehicles. Shri Modi emphasized the Government’s endeavor to modernize the connectivity of Pipavav port and every such port in Gujarat with other parts of the country.

    The Prime Minister reiterated that infrastructure such as pucca homes for the poor, electricity, roads, railways, airports and gas pipelines is essential for building a Viksit Bharat. He affirmed that the government in its third term is working swiftly on infrastructure development. He highlighted that the benefits of improved infrastructure connectivity in Saurashtra have significantly boosted industrial growth. “Launch of the ro-ro ferry service has simplified connectivity between Saurashtra and Surat with over 7 lakh people benefiting from it in recent years. More than 1 lakh cars and over 75,000 trucks and buses have been transported, saving both time and money”, he added.

    The Prime Minister also mentioned the rapid progress in constructing the economic corridor from Jamnagar to Amritsar-Bhatinda, stating, “This project will benefit all states from Gujarat to Punjab. Today’s inaugurations and foundation-laying of road projects will improve connectivity for major industrial centers like Jamnagar and Morbi, enhancing access to cement factories as well as facilitating easier pilgrimages to Somnath and Dwarka.” He further added that the expansion of railway connectivity in Kutch will further strengthen tourism and industrialization in Saurashtra and Kutch.

    “As India is developing rapidly, India’s pride in the world is also increasing continuously”, said the Prime Minister. He added that today the world was looking at India with a new perspective and recognizing India’s potential and listening to India seriously. Noting that everyone was discussing India’s possibilities these days, Shri Modi emphasized that Gujarat had a huge role in it. He remarked that Gujarat had shown the world about the potential India has in every city and village. Mentioning his recent visit to the BRICS conference in Russia, Shri Modi emphasized that everyone wanted to connect and invest in India. The Prime Minister also mentioned the recent visit of the Chancellor of Germany and the signing of many agreements with him. He added that Germany had now increased the annual visa quota to 90 thousand as against the current 20 thousand which would benefit the Indian youth. Shri Modi also highlighted today’s visit of the President of Spain to Gujarat and the huge investment of Spain in the form of a transport aircraft manufacturing factory in Vadodara. He added that it would give a boost to thousands of small and micro industries in Gujarat along with the development of a complete ecosystem for aircraft manufacturing leading to creation of lakhs of new employment opportunities.

    Concluding the address, the Prime Minister said, “When I was the Chief Minister of Gujarat, I used to say that the country develops through the development of Gujarat. A Viksit Gujarat will strengthen the path to a Viksit India”, as he congratulated everyone for the development projects of today.

    Governor of Gujarat, Shri Acharya Devvrat, Chief Minister of Gujarat, Shri Bhupendra Patel, Union Minister of Jal Shakti, Shri C R Patil and Member of Parliament, Shri Parshottam Rupala were present on the occasion among others.

     

    Background

    The Prime Minister inaugurated the Bharat Mata Sarovar in Dudhala, Amreli. This project was developed through a collaboration between the Government of Gujarat and the Dholkaiya Foundation under the Public-Private Partnership (PPP) model. Dholkaiya Foundation improved a check dam, which originally, the dam could hold 4.5 crore litres of water but after deepening, widening, and reinforcing it, the capacity has increased to 24.5 crore litres. This improvement has raised water levels in nearby wells and bores which will help local villages and farmers by providing better irrigation.

    Further, the Prime Minister inaugurated and laid the foundation stone of projects worth around Rs 4,900 Crore at Amreli, Gujarat. These projects will benefit the citizens of Amreli, Jamnagar, Morbi, Devbhoomi Dwarka, Junagadh, Porbandar, Kachchh, and Botad districts of the state.

    The Prime Minister inaugurated and laid the foundation stone for various road projects worth more than Rs 2,800 crores. The projects include four-laning of various sections of NH 151, NH 151A and NH 51 and the Junagadh bypass. The foundation stone for the four-laning project of the remaining section from the Dhrol bypass in Jamnagar district to Amran in Morbi district, will also be laid.

    The Prime Minister dedicated to the nation Bhuj-Naliya Rail Gauge Conversion Project, completed at a cost of around Rs 1,100 crores. This extensive project features 24 major bridges, 254 minor bridges, 3 road overbridges and 30 road underbridges, and will play a crucial role in enhancing the socio-economic development of Kachchh district.

    The Prime Minister inaugurated and laid the foundation stone for various development projects worth over Rs 700 crore of the water supply department from Amreli district. Projects inaugurated include Navda to Chavand bulk pipeline which will provide an additional 28 crore litres of water to approximately 67 lakh beneficiaries across 36 cities and 1,298 villages of Botad, Amreli, Junagadh, Rajkot, and Porbandar districts. The foundation stone of Pasavi Group Augmentation Water Supply Scheme Phase 2 in Bhavnagar district will also be laid which will benefit 95 villages in the Mahuva, Talaja, and Palitana talukas, in Bhavnagar district.

    The Prime Minister also laid the foundation stone for tourism-related development initiatives which includes transforming the Karli Recharge Reservoir at Mokarsagar in Porbandar district into a world-class sustainable eco-tourism destination, among others.

    The Union Minister of Ports, Shipping & Waterways (MoPSW), Shri Sarbananda Sonowal visited the Pandu Port Complex to review the ongoing construction activities including the Northeast India’s First Ship Repair Facility as well as the Elevated Road corridor here today. The Union Minister also met with the senior officials of the Ministry as well as the Inland Waterways Authority of India (IWAI), the nodal agency for the development of waterways in the country, to assess the progress of various projects being developed along the river Brahmaputra (National Waterways 2) with an investment of ₹645 crores.

    Speaking on the occasion, the Union Minister, Shri Sonowal said, “Waterways have always been the lifeline for the people along the river. Under the dynamic leadership of Prime Minister Shri Narendra Modi ji, this important aspect of our civilisation became a focal point of renewed attempt at finding sustainable solutions for economic development and prosperity. The National Waterways 2 or our beloved Mahabahu Brahmaputra brings with tremendous potential for the people of Assam. In order to usher in a new age of marine transportation via inland waterways, the Modi government has made substantial investment to develop this. Apart from regular activities like dredging to maintain a Least Available Depth (LAD) for smooth passage of ships, vessels and cargo boats, we have also made provisions for development of infrastructure along the river. As many as 10 key projects on the river Brahmaputra are being developed with a capital expenditure of ₹645 crores. They are designed to create capacity in order to boost river tourism, public transportation as well as cargo movement. Apart from slipways at strategic locations like Majuli and Dhubri, new passenger terminals are being developed at Ghagor in North Lakhimpur and Bahari in Barpeta. We discussed about these projects here with senior officials of the Ministry and IWAI. It gives me satisfaction that the work is going on to execute these key projects.”

    The Union Minister also inspected the ongoing construction of Ship Repair Facility. It is also noteworthy this repair facility is being constructed with an investment of ₹208 crores and is being developed through Hooghly-Cochin Shipyard Limited (HCSL). The last mile connectivity to Pandu Port Complex, through alternative road to NH27, with an investment of ₹180 crores, was also reviewed.

    Speaking after physical inspection at the capacity expansion at the Pandu Port Complex, Shri Sonowal said, “Pandu is a very important location for the waterways of the Northeast because of its strategic advantage. Keeping this in mind, the Honourable Prime Minister Shri Narendra Modi ji laid the foundation stones to develop the region’s first Ship Repair Facility here. This project is a gamechanger for the shipping & vessel operators in the region, as it minimises their operating cost substantially. We are also constructing an elevated road corridor from the Pandu port to connect with NH27 for smooth and swift access for logistical operations. These projects will elevate the proposition of Pandu Multi Modal Port as multiplier of value for the business and trading interests of the region. I am also happy to inform that the union government has taken steps to fasten the construction work on the Majuli Bridge as we reviewed and took steps to correct course for speedy yet quality construction and completion of the project.”

    In Assam alone, projects exceeding ₹760 crore are currently underway, signifying the government’s dedication to the region’s progress. The MoPSW is also developing River tourism and water sports along Brahmaputra under which seven tourist jetties will be constructed at Oriumghat, Bhupen Hazarika Setu, Koliabhom ora Bridge at Tezpur, Bogibeel Bridge, Dikhow Mukh, Kalongmukh and Uzanbazar in Guwahati.

  • MIL-OSI Asia-Pac: TRAI’s Continued Efforts to Combat Spam Calls and SMS Abuse

    The Telecom Regulatory Authority of India (TRAI) has taken significant measures to curb the menace of spam calls and prevent the misuse of SMS headers and content templates by unscrupulous elements in forwarding malicious/fraudulent messages. These measures are aimed at safeguarding consumer interests and ensuring a clean and secure messaging ecosystem.

    Key Actions Taken:

    • Stringent Measures against Spam Calls: TRAI issued Directions on 13th August 2024, mandating that any entity found to be making promotional voice calls in violation of regulations would face strict consequences. This includes disconnection of all telecom resources, blacklisting for up to two years, and a ban on new resource allocation during the blacklisting period. In response to these directions, over 800 entities/individuals have been blacklisted, and more than 18 lakh SIP DID/Mobile Numbers/Telecom resources have been disconnected which is a significant step towards cleansing the systems of commercial calls.
    • Mandatory URL, APK, and OTT Link Whitelisting: In compliance with TRAI’s Directions dated 20th August 2024, Access Providers have implemented mandatory whitelisting of URLs, APKs, or OTT links in messages with effect from 1st October 2024. This way, only safe and approved links can get through the SMS, protecting consumers from harmful or fake websites, apps, or other online threats.
    • Migration for Telemarketing Calls to the Distributed Ledger Technology (Blockchain) platform: With effect from 1st October 2024, Telemarketing calls starting with the 140xx numbering series have been migrated to the Distributed Ledger Technology (Blockchain) platform for strict monitoring and control.
    • Enhanced Message Traceability: Access Providers have implemented technical solutions to ensure traceability of entities (Senders/Principal Entities) involved in sending a message to recipients. This new system ensures that each person who handles the message, from the sender to the final delivery, is tracked. This involves defining Principal Entity (PE)-Telemarketers (TMs) chain through which messages travel before reaching the Access Provider. To provide a transition time for awareness, technical upgrades, and chain declaration, TRAI, vide its Direction dated 28th October 2024, in partial modification of its earlier Direction dated 20th August 2024, has directed Access Providers to ensure PE-TM chain declaration by all PEs and TMs at the earliest, and the PEs and TMs who default on PE-TM chain binding to be issued a warning by respective Access Providers on daily basis until 30th November 2024. With effect from 1st December 2024, any traffic (messages) where the chain of Telemarketers is not defined or does not match with pre-defined chain shall be rejected.

    Union Minister of Youth Affairs & Sports and Labour & Employment, Dr. Mansukh Mandaviya, has unveiled a nationwide volunteering initiative titled ‘This Diwali with MY Bharat – Ye Diwali MY Bharat Ke Saath’, set to take place from 27th to 30th October 2024. This special event, aimed at celebrating the first anniversary of the MY Bharat Portal, will see the participation of over 2 lakh volunteers across 500 locations in India, fostering a spirit of social service and volunteerism during the festive season.

    Through this initiative, volunteers will work together to enhance urban amenities such as roadways, markets, and basic healthcare facilities, ensuring that citizens enjoy a more vibrant and seamless festival experience. The effort aims to strengthen the bond between local communities and volunteers, showcasing the power of community-oriented action. Activities planned under this mega event include:

    • Market Cleaning: In collaboration with the All India Traders Association, volunteers will clean identified marketplaces.
    • Hospital Volunteering: Volunteers will assist in enhancing access to health services for patients.
    • Traffic Volunteering: Assisting Traffic Police in managing traffic congestion at critical chokepoints.

    The event will see collaboration from various stakeholders, including the Department of Youth Affairs, the Confederation of All India Traders (CAIT), registered MY Bharat volunteers, Youth Clubs, NSS units, Market Associations, Traffic Police departments, and selected hospitals.

    Department of Youth Affairs invites the youth across the country to actively participate by registering on the MY Bharat Portal at www.mybharat.gov.in and engaging in activities planned during the festive season. Participants are encouraged to share their photos and videos of the activities on the Mega Event Page, using the hashtag #DiwaliWithMYBharat.

    Enhanced Coordination and Inspections Ordered by CAQM to Control Pollution from Multiple Sectors

    With an aim to ensure strict enforcement of measures to control air pollution in the National Capital Region (NCR) especially during the current period of Graded Response Action Plan (GRAP) in-force, the Sub-Committee on Safeguarding & Enforcement of the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) held a meeting on Friday, to monitor and review status of sector specific enforcement actions taken by the concerned NCR State Governments/ GNCTD and Punjab to abate air pollution in the NCR.

    A special emphasis was laid on the following aspects during the meeting:

    • Status of monitoring and enforcement actions taken by the State Governments, in respect of control on paddy stubble burning
    • Status of implementation of CAQM Directions / Guidelines in respect of Transport Sector and Vehicular Pollution
    1. Action taken on liquidating EOL / overaged vehicles during 2024, in accordance with RVSF Rules, 2021 and extant policies
    2. Status of capacity utilization of RVSFs with respect to scrapping of impounded vehicles.
    3. Effectiveness of PUCC regime – challans issued against vehicles with invalid PUC, visibly polluting vehicles, uncovered vehicles carrying C&D materials etc.
    4. Status on enforcement of Direction No. 78 dated 19.10.2023 regarding cleaner intercity buses from NCR States to Delhi and other areas in NCR.
    5. Status of migration of clean inter-city bus services to Delhi-NCR from the States of Uttarakhand, Himachal Pradesh, Madhya Pradesh, Punjab and UT of J&K targeted latest by 31.12.2024 in terms of Direction No. 81 dated 14.06.2024.
    6. Action by Urban Local Bodies in Delhi for enhancement parking charges in terms of Direction No.82 dated 20.08.2024.
    7. Status of augmentation of City Bus services (as per respective procurement plans) in Delhi, Gurugram, Faridabad, Ghaziabad, Meerut, Noida and Greater Noida
    •  Status of implementation of CAQM Directions / Guidelines in respect of Industries
    1. Compliance of Direction No. 65 dated 23.06.2022 and addendum dated 03.04.2023 related to standard list of approved fuels for NCR.
    2. Compliance of prescribed standards of emissions by industries.
    3. Inspections conducted by the SPCBs / DPCC.
    4. Action initiated in respect of gross non-compliances during such inspections.
    • Prohibition/ restriction on Manufacturing, Storage, Sale and Use of Firecrackers in NCR and Adjoining Areas
    • Pending issues under the project for abatement of air pollution from Dispersed Sources in Delhi and other identified NCR cities
    1. Status of resolution of all pending short-term issues.
    2. Plan of action for liquidating long-term issues.

    The Commission has issued a revised schedule under GRAP in September, 2024 extensively capturing the preventive and restrictive actions to be taken across various air pollution causing sectors depending upon the different stages of adverse air quality in Delhi. 

    The GRAP envisages 27 actions under Stage – I; 11 under Stage – II; 11 under Stage – III and 08 under Stage – IV. They inter-alia include intensifying mechanized sweeping, use of anti-smog guns, water sprinklings, enforcement of PUC norms for vehicles, control and regulated use of DG sets, ensure uninterrupted power supply by DISCOMs, restrictions on the plying of end-of-life vehicles and BS III and BS IV petrol and diesel vehicles, etc.

    The compelling necessity for ensuring strict and efficient implementation of GRAP Stage-II presently invoked for abatement of air pollution from different sectors was reiterated by the Commission as GRAP is a comprehensive document enlisting all major actionable steps to control pollution depending upon the stage of air quality.

    The Commission directed all concerned agencies to work in coordination to ensure that the AQI levels in the region do not compel the necessity to invoke further Stages of GRAP in days to come. Further, NCR State Governments/ GNCTD were directed to intensify inspections for violations across different sectors and take strict and necessary actions against the concerned for flouting the Statutory directions of the Commission.

    Moreover, NCR States/ GNCTD were also directed to further augment the capacity and intensify use of mechanized road sweeping and sprinkling of water, identify more high-rise buildings for installation of Anti-Smog Guns, and deploy Nodal Officers specifically to address air pollution from hotspots, as per the Plan of action. The strict implementation of Orders of the Hon’ble Supreme Court and related orders on fire crackers was highlighted, in view of the fact that festivals this year coincide with the peak paddy harvesting season in northern India.

    It was committed at the meeting by various implementing agencies that they will regularly review air pollution control measures and take strict and effective action across various sectors as well as those listed under GRAP.

    Diwali, the festival of lights, beautifully embodies the spirit of cleanliness and harmony. As families come together to celebrate joy, prosperity, and unity, a common thread in every household is the tradition of cleaning—safai. Diwali is the perfect time to extend the commitment to cleanliness beyond homes to neighbourhoods and communities. In alignment with this vision, the Swachh Bharat Mission, under the Ministry of Housing and Urban Affairs (MoHUA), rolls out the ‘Swachh Diwali Shubh Diwali’ campaign from October 28th to November 3rd, 2024.

     

    Launching the Swachh Diwali Shubh Diwali campaign, Union Minister, Shri M.L. Khattar highlighted how the festival of Diwali and Swachhata go hand in hand and how it has integrated the ethos of Swabhav Swachhata Sanskar Swachhata. “We should not limit this tradition of cleanliness only to our homes and courtyards, but should take it from the streets, neighbourhoods to the cities and thus keep our country Swachh during festivals”, he added. Emphasizing the collective effort of Swachhata Hi Seva, he said,” What began as a fortnightly initiative should not end there. We must sustain this momentum until all Cleanliness Target Units are thoroughly cleaned and we achieve our goal of Garbage Free Cities”. Reminding everyone of Mahatma Gandhi’s ideas of swachhata of how cleanliness is the most important thing, he encouraged all to celebrate an ecofriendly, plastic-free Diwali, advocate vocal for local. He urged all to focus this Diwali around lighting lamps and spreading joy. “We must make a concerted effort to spread joy and foster a sense of togetherness. Let’s brighten the lives of those in urban slums, night shelters, orphanages, and other organizations by sharing the spirit of Diwali with them. This gesture will mean a great deal and help rekindle their festive joy,” he said. “Chalo jalayein deep wahan jahan ab bhi andhera hai”, he added.

    Speaking on the occasion, Minister of State, MoHUA, Shri Tokhan Sahu said, “to promote cleanliness among the masses on this auspicious occasion of Lakshmi Puja, it’s important to remember that Goddess Lakshmi blesses only those homes that embrace swachhata. This tradition is deeply rooted in our culture, where we clean our streets, create beautiful rangoli designs, and light lamps as part of our rituals. Let us embrace these practices and share their significance with everyone.”

    Commending the States, cities, and Ministries for their outstanding commitment, demonstrated through their participation in SHS 2024 Secretary, MoHUA, Shri Srinivas Katikithala said, “your continued efforts are ensuring that swachhata becomes not just an initiative but a way of life, a true sanskaar, for us all”. Speaking on Swachh Diwali Shubh Diwali campaign, the Secretary said, “let us continue to work together for ‘Swabhaav Swachhata’ ensuring that this Diwali brings light, not only to our homes, but to every corner of our cities and towns – and continues to shine well beyond the festive season.”

    The campaign includes a) Transformation of Cleanliness Target Units (CTUs) b) General Cleanliness Drives: Conducted in neighbourhoods during the campaign and within 24 hours after Diwali to boost local cleanliness and safety. c) Public Engagement with RRR Centres: Encouraging the collection of old items to promote the principles of Reduce, Reuse, and Recycle and d) Swachhata Mein Bhaagidari: Focusing on ‘Vocal for Local,’ establishing Swachh Food Streets, creating Waste to Art projects, promoting ‘Light a Lamp’ initiatives, and advocating for a single-use plastic-free Diwali.     At the invitation of the Prime Minister of India, Shri Narendra Modi, President of the Government of Spain, Mr. Pedro Sanchez paid an official visit to India on 28 -29 October, 2024. This was President Sanchez’s first visit to India and the first visit by a President of the Government of Spain to India after 18 years. He was accompanied by the Minister of Transport and Sustainable Mobility and the Minister of Industry and Tourism, and a high-level official and business delegation.

    The two leaders noted that this visit has renewed the bilateral relationship, infusing it with fresh momentum and setting the stage for a new era of enhanced cooperation between the two countries across various sectors. They also expressed satisfaction at the progress of bilateral relations since Prime Minister Modi’s visit to Spain in 2017. Both leaders instructed their teams to continue upgrading the bilateral agenda further and forging cooperation in all dimensions of political, economic, security, defence, people-to-people and cultural cooperation.

    President Sanchez was granted a cultural welcome, and held delegation level talks with Prime Minister Modi at Vadodara.He also visited Mumbai where he interacted with prominent business leaders, cultural figures and representatives of the Indian film industry.

    President Sanchez and Prime Minister Modi jointly inaugurated the Final Assembly Line Plant of C-295 aircraft co-produced by Airbus Spain and Tata Advanced Systems Ltd. at Vadodara. This plant will roll out the first ‘Made in India’ C295 aircraft in 2026, out of a total of 40 aircrafts to be manufactured in India. Airbus Spain is also delivering 16 aircrafts in ‘fly-away’ condition to India, out of which 6have already been delivered to the Indian Air Force.

    Political, Defence, and Security Cooperation

    1. The two leaders reviewed the warm and cordial bilateral ties between the two countries and highlighted that the foundation of the growing partnership lies in the shared commitment to democracy, freedom, rule of law, a fair and equitable global economy, a more sustainable and resilient planet, a rules-based international order and enhanced and reformed multilateralism. They also highlighted the enduring historical ties and long-standing friendship between the two nations as central to this cooperation.

    2. Both leaders emphasised that regular high-level interaction is giving momentum to the partnership. They noted that the ongoing bilateral cooperation between the foreign, economy and commerce and defence ministries is working well, and stressed the importance of holding regular dialogues between the concerned ministries/agencies of the two sides with a view to strengthening and diversifying bilateral cooperation in key areas of defence, security including cyber security, trade and economic issues, culture, tourism, education and people-to-people ties.

    3. Both leaders expressed satisfaction on the progress made in the C-295 aircraft project as a symbol of the growing defence industrial cooperation between the two countries. In line with this growing partnership, and in recognition of the advanced capabilities and competitiveness of the Spanish defence industry and its contribution to the goals of the ‘Make in India’ initiative, they encouraged their respective defence industries in other sectors to set up similar joint projects in India.

    Economic and Commercial Cooperation

    4. President Sanchez and Prime Minister Modi welcomed the recent positive developments in bilateral trade and investment partnership, buoyed by the positive economic outlook in both countries and called for stronger ties between the businesses of the two countries.

    5. Prime Minister Modi congratulated President Sanchez on the growth and the resilience of the Spanish economy. President Sanchez complimented Prime Minister Modi on India’s fast economic growth and lauded the various government initiatives to promote a business-friendly environment. President Sanchez highlighted Spain’s commitment to the ‘Make in India’ initiative through the activities of about 230 Spanish companies present in India. Both leaders reiterated their strong support for an open rules-based multilateral trading system, and a business-friendly investment scenario in both countries.

    6. Recognizing the expertise of Spanish companies in areas such as energy, including renewables, nuclear, and smart grids, food processing, healthcare and health services, automotive and transport infrastructure, including trains, roads, ports and transport network management, the two leaders welcomed further collaboration in these areas. President Sanchez welcomed the positive contributions being made by Indian companies to the Spanish economy in fields such as information technology, pharmaceuticals and automobile and auto components. Both leaders welcomed the establishment of a ‘Fast Track Mechanism’ to facilitate mutual investments in India and Spain.

    7. The two leaders took note of the progress made by the 12th session of the India-Spain ‘Joint Commission for Economic Cooperation’ (JCEC) held in 2023 and agreed to convene the next session of the JCEC in Spain in early 2025. In this context, they also agreed on the importance of deepening economic ties and exploring strategic cooperation in key sectors such as renewable energy, technology, and sustainable infrastructure. The two leaders looked forward to an early conclusion of Memorandum of Understanding on Urban Sustainable Development.

    8. Both leaders welcomed the Second meeting of the India-Spain CEOs Forum as well as India-Spain Business Summit in Mumbai on October 29, 2024,to promote trade and investment cooperation between the two countries.

    9. Both leaders recognized the vital importance of innovation and the startup ecosystems in driving forward the bilateral partnership and called for all such opportunities to be explored in mutual interest. They encouraged relevant agencies of both countries to work to deepen any such exchanges in the future, including through frameworks such as Rising Up in Spain and the Startup India initiative.

    10. The two leaders expressed satisfaction at the signing of a Memorandum of Understanding on cooperation in the field of rail transport and the agreement of cooperation and mutual assistance in customs matter.

    11. The leaders acknowledged the role of tourism in driving economic and business opportunities and enhancing understanding between the people of both countries and agreed that it should be further promoted. Both leaders welcomed the interest shown by airlines to establish direct flights between Spain and India.

    The Year 2026 as India-Spain Year of Culture, Tourism and AI

    12. Taking into account the deep relationship between India and Spain and the long lasting friendship between the two peoples, Prime Minister Modi, and President Pedro Sanchez, have agreed to make 2026 as the Year of India and Spain in Culture, Tourism and Artificial Intelligence (AI).

    13. During the year, both sides will make the maximum effort to boost the cultural presence of the other in their museums, art, fairs, film, festivals, literature, meetings of architects and circles of debate and thought.

    14. Likewise, special attention will be paid to ways of increasing tourist flows, promote reciprocal investments and share experiences in the many areas of hospitality, architecture, cuisine, marketing, both in urban and rural tourism, which benefits harmonious development and improvement for both countries.

    15. In accordance with the G20 New Delhi Leaders Declaration, India and Spain can play a very important role for the use of AI for good and its positive implementation in many fields. Both countries commit to hold during the year, events to foster positive use of AI and will work for the practical implementation of new advances in the field of AI in the productive economy.

    16. To mark the importance of this initiative, both leaders directed the concerned stakeholders to celebrate the year in the respective countries in the most befitting manner.

    Cultural and People-to-People Ties

    17. The two leaders acknowledged the role of cultural ties in bringing nations closer and lauded the rich and diverse cultural heritage of India and Spain. They appreciated the long-standing cultural exchanges and enrichment between India and Spain, particularly the role of Spanish Indologists and Indian Hispanists. They welcomed the signing of a Cultural Exchange Program to promote bilateral exchanges in music, dance, theatre, literature, museums and festivals.

    18.The two leaders applauded the growing interest in the study of the cultures and languages of both countries. Spanish is among popular foreign languages in India. They stressed the mutual interest in further strengthening India – Spain cultural cooperation and the reinforcement of cooperation among cultural institutions of both countries such as Instituto Cervantes in New Delhi and Casa de la India in Valladolid.

    19. The two leaders welcomed the establishment of the ICCR Chairs on Hindi and on Indian Studies at the University of Valladolid. India is bringing transformational changes in education sector in India under National Education Policy (NEP) 2020. In this context, Prime Minister Modi encouraged leading Spanish universities to strengthen academic and research partnership with Indian institutions; build institutional linkages through joint/dual degree and twinning arrangements and explore the possibility of setting up branch campuses in India.

    20. President Sanchez is also giving the keynote address at the 4th Spain-India Forum, co-organized by Spain-India Council Foundation and Observer Research Foundation, in Mumbai. The leaders recognized the valuable contributions of this institution, which has a complementary role to that of governments in strengthening the links between Indian and Spanish civil societies, companies, think tanks, administrations and universities, helping to enhance bilateral ties by fostering a strong partnership between their members and its activities and bringing the two countries together in order to increase their mutual knowledge.

    21. The two leaders welcomed the installation at Valladolid of the bust of Gurudev Rabindranath Tagore gifted to the people of Spain by ICCR and the placing of the translated works of Tagore in the vaults of Instituto Cervantes in Madrid which is a testament to increasing cultural connect between peoples of the two countries.

    22. The two sides noted with satisfaction the growing cooperation in the field of film and audio-visuals, with India being the Guest Country at the SEMINCI International Film Festival in 2023, and the award of the IFFI Satyajit Ray Lifetime Achievement to the legendary Spanish director Carlos Saura. Acknowledging the large film and audio-visual industries in India and Spain, both leaders agreed that the scope of collaboration between the two countries under the Audio-Visual Co-Production Agreement can be enhanced and welcomed the creation of a Joint Commission to improve cooperation between the two countries in the audiovisual field and promote and facilitate the co-production of films.

    23. To enhance people-to-people ties and consular services in two countries, the two leaders welcome the operationalisation of India’s first Consulate General in Spain at Barcelona and the decision to open Spain’s Consulate General in Bengaluru.

    EU and India relations

    24. Prime Minister Modi and President Sanchez reaffirmed their commitment to strengthening the India-EU Strategic Partnership and to advancing the EU-India triple negotiations of comprehensive Free Trade Agreement, Investment Protection Agreement and Geographical Indications Agreement.

    25. They agreed to enhance their collaboration to fully realize the objectives of the EU-India Connectivity Partnership, and recognized the potential of the India-Middle East-Europe Economic Corridor Project (IMEEC) to boost connectivity between India and Europe. They explored avenues for cooperation among regional countries in areas such as trade, investment, technology, energy, logistics, ports, and infrastructure development.

    Global Issues

    26. The leaders expressed their deepest concern over the war in Ukraine and reiterated the need for a comprehensive, just and lasting peace in line with international law, and consistent with the purposes and principles of the UN Charter, including respect for sovereignty and territorial integrity. They underlined the importance of dialogue and diplomacy as well as earnest engagement between all stakeholders to achieve a sustainable and peaceful resolution of the conflict. Both sides agreed to remain in touch to support efforts aimed at negotiated settlement of the conflict.

    27.They shared their firm commitment to achieving peace and stability in the Middle East, and expressed their deep concern at the escalation of security situation in West Asia and called for restraint by all concerned. They urged that all issues be addressed through dialogue and diplomacy. The two leaders unequivocally condemned the terror attacks on Israel on October 7, 2023, and agreed that the large-scale loss of civilian lives and the humanitarian crisis in Gaza is unacceptable and must end as soon as possible. They called for the immediaterelease of all hostages, immediate ceasefire and safe, sustained entry of humanitarian aid into Gaza. They emphasized the urgent need to protect the lives of civilians and urged all parties to comply with international law. They reiterated their commitment to the implementation of the two State solution,leading to the establishment of a sovereign, viable and independent state of Palestine, living within secure and mutually recognized borders, side by side in peace and security with Israel as well as their support for Palestine membership at the United Nations.

    28. Both sides reiterated their concern on escalation and violence in Lebanon, and the security situation along the Blue Line and reaffirmed their commitment to the full implementation of UNSC Resolution 1701. As major troop contributing countries, they condemned the attacks on UNIFIL and highlighted that the safety and security of peacekeepers are of paramount importance and must be ensured by all. Inviolability of UN premises and the sanctity of their mandate must be respected by all.

    29. Both sides emphasized the promotion of a free, open, inclusive, peaceful, and prosperous Indo-Pacific, anchored in a rules-based international order, mutual respect for sovereignty, and the peaceful resolution of disputes, supported by effective regional institutions. They highlighted the importance of unimpeded commerce and freedom of navigation, in compliance with international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS) 1982. Both sides acknowledged India’s invitation to Spain to participate in the Indo-Pacific Oceans Initiative (IPOI) for collaborative efforts aimed at the management, conservation, sustainability, security, and development of the maritime domain in the Indo-Pacific. They also recognized the complementarity between India’s Indo-Pacific Vision and the EU Strategy for Cooperation in the Indo-Pacific.

    30. Noting the growing political and commercial relations between India and Latin American region and the historical, economic and cultural links it shares with Spain, both leaders recognized the immense potential of triangular cooperation for investments and development in the region. Spain welcomed India’s application to join the Ibero-American Conference as an Associate Observer, which will offer a platform to strengthen the ties with Latin American countries. Both sides committed to finalise the process by the Ibero-American Summit, to be held in Spain in 2026, so that India may actively participate in the activities of Spain´s Pro Tempore Secretariat.

    International and Multilateral Cooperation

    31. Both leaders agreed to enhance cooperation and coordination within the United Nations, including the UN Security Council (UNSC), and other multilateral forums. They emphasized the importance of a rules-based international order for ensuring global peace and development. Both sides committed to advancing multilateralism that reflects present-day realities, making international organizations, including the UNSC, more representative, effective, democratic, accountable and transparent. India expressed its support for Spain’s UNSC candidature for the term 2031-32, while Spain expressed its support for India’s candidature for the period 2028-29.

    32. Both leaders look forward to the Fourth International Conference on Financing for Development to take place in 2025 in Sevilla (Spain) as a critical opportunity to identify priority actions to help close the resource gap needed to implement the Sustainable Development Goals.

    33. President Sanchez congratulated Prime Minister Modi on the exemplary chairmanship of G20, which successfully and inclusively addressed important and complex Global South issues. Prime Minister Modi appreciated the valuable contributions made by Spain to the discussions as a Permanent Invitee to the G20.

    34. The two leaders agreed to strengthen cooperation in promoting sustainable energy and adapting to climate change. They recognize the urgency of accelerating global actions to combat climate change and commit to collaborating in the context of the upcoming Climate Summit in Baku (COP29) to achieve an ambitious outcome including on a New Collective Quantified Goal on Climate Finance that helps achieve the temperature goal of Paris Agreement. They also highlighted the need topromote actions to strengthen countries’ resilience and adaptation capacities in the face of the increasing impacts of climate change worldwide. The two leaders looked forward to the early conclusion of Memorandum of Understanding in the field of Renewable Energy. Prime Minister Modi appreciated Spain’s commitment towards a green transition and welcomed Spain to the International Solar Alliance. President Sanchez appreciated advances made by India in achieving the renewable energy goals much ahead of the target year. Both leaders also agreed that a concerted global effort would be needed in order to address climate change concerns. Both sides will respond positively to the outcomes of COP28, including the first Global Stocktake in light of national circumstances.

    35. Spain has invited India to join IDRA, the International Drought Resilience Alliance, which was launched in 2022, a platform to promote concrete actions to reduce the vulnerability of countries, cities and communities to drought through preparedness and adaptation measures.

    36.Both leaders unequivocally condemned terrorism and violent extremism in all its forms and manifestations, including the use of terrorist proxies and cross-border terrorism. Both sides agreed that terrorism remains a serious threat to international peace and stability, and called for bringing the perpetrators of all terrorist attacks to justice without delay. They urged all countries to take immediate, sustained and irreversible action to prevent territory under their control from being used for terrorist purposes, and stressed the need for firm implementation of relevant resolutions of the UN Security Council, as well as the implementation of the UN Global Counter-Terrorism Strategy. They also called for concerted action against all terrorist groups proscribed by the UNSC including Al Qa’ida, ISIS/Daesh, Lashkar-e-Tayyiba (LeT), Jaish-e-Mohammad (JeM) and their proxy groups. Prime Minister Modi appreciated Spain’s multilateral initiatives in support of the Victims of Terrorism and their empowerment.

    37. President Sanchez thanked Prime Minister Modi for the warm reception and hospitality extended to him and his delegation during the visit, and invited him to undertake a visit to Spain in the near future.

    Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology, Earth Sciences, PMO, Atomic Energy, Space, and Personnel, Public Grievances and Pensions today inaugurated the new complex of India’s first Biomanufacturing Institute, “BRIC-National Agri-Food Bio-Manufacturing Institute” (BRIC-NABI) aimed at enhancing India’s agri-food sector through advanced biotechnology.

    Addressing the assembly of scientists, industry leaders, and stakeholders,the Minister emphasized the government’s dedication to fostering innovation in agriculture, creating job opportunities, and promoting environmental sustainability—essential elements in achieving Prime Minister Narendra Modi’s vision of “Viksit Bharat.”

    During the inauguration, Dr. Jitendra Singh underscored the Modi government’s robust prioritization of science and technology, referencing recent landmark decisions such as the newly launched BioE3 policy. This initiative, which stands for biotechnology in the service of the economy, employment, and the environment, exemplifies the administration’s focus on fostering a high-impact science sector. “Biotechnology and synthetic production will not only transform agriculture but redefine India’s role in global scientific advancements,” stated the Minister.

    In his address, Dr. Jitendra Singh noted that India is among the first nations to implement an exclusive biotechnology policy. This shift, he emphasized, will propel a significant transformation from traditional manufacturing to synthetic production through sustainable, eco-friendly solutions that rely on modern, cost-effective technology. The Minister lauded India’s rapid rise from “fragile five” to “first five” in global economic standing, crediting this progress to the government’s science-focused strategy.
     

    The BRIC-National Agri-Food Biomanufacturing Institute (BRIC-NABI), formed through the strategic merger of NABI and CIAB, is poised to transform India’s agricultural landscape by uniting biotechnology and bioprocessing expertise. This newly established entity aims to streamline the journey from research to commercialization, facilitating pilot-scale production and delivering innovative agri-tech solutions to the market.

     

    Dr. Jitendra Singh highlighted that this consolidation would drive efficiency in agricultural R&D, paving the way for high-yield, disease-resistant crops, biofertilizers, and biopesticides. These advancements not only align with the government’s ambition to double farmers’ incomes but also promote sustainable, eco-friendly practices, creating new income avenues for farmers and supporting broader environmental objectives.

     

    A significant highlight was the establishment of the BioNest Incubation Centre, designed as a collaborative hub for industry partnerships, innovation, and public-private initiatives to nurture startups. The BioNEST BRIC-NABI Incubation Center aims to empower local youth, women, and farmers by supporting startups in agriculture, food, and bioprocessing, bridging research with industry for faster commercialization of agri-food innovations.

    Through joint efforts with both public and private sectors, the Minister said, BioNEST strives to drive inclusive economic growth, aligning with the “Make in India” vision and advancing India’s journey toward self-reliance. Dr. Jitendra Singh emphasized the need for active private sector involvement, noting that investment in such incubators can unlock market potential and provide sustainable employment for India’s young workforce.

    In line with its mission to advance biomanufacturing, Dr. Jitendra Singh announced the Biomanufacturing Workshop 1.0, set to take place in December 2024. This pioneering workshop will delve into biomanufacturing’s applications across agriculture, food, pharmaceuticals, and energy, offering insights into cutting-edge techniques that harness biological systems for sustainable production.

    Aimed at researchers and industry professionals, this event supports the government’s BioE3 policy and reflects India’s commitment to eco-friendly, innovation-driven industrial growth, the Minister noted.

    Dr Jitendra Singh also addressed the brain drain of Indian scientists, encouraging young talent to pursue research and entrepreneurship within India, emphasizing the country’s competitive resources and a growing scientific ecosystem that rivals global institutions. This national focus on developing indigenous expertise, he believes, will strengthen India’s global influence in science and innovation.

    The establishment of the BRIC-National Agri-Food Bio-Manufacturing Institute marks a pivotal step in India’s journey toward an integrated, science-powered economy, aligned with the Modi government’s ambitious development goals. Through initiatives like BioE3 and BioNest, India positions itself not only as a knowledge leader but as a dynamic incubator of innovation that is ready to contribute to sustainable growth worldwide.     The Department of Drinking Water and Sanitation (DDWS) today organized a transformative workshop at Bharat Mandapam, New Delhi for the National Visioning Workshop on Water, Sanitation, and Hygiene (WASH). This workshop, marking a pivotal moment in a decade of Swachh Bharat Mission – Grameen (SBMG) and five years of Jal Jeevan Mission (JJM), assessed achievements and forged plans for sustainable community engagement.

    The event saw participation from key dignitaries and senior officials, including Smt. Vini Mahajan, Secretary, DDWS; Shri Ashok K.K. Meena, Officer on Special Duty (OSD), DDWS; Dr. Chandra Bhushan Kumar, Additional Secretary & Mission Director, NJJM; Smt. Richa Misra, Joint Secretary & Financial Advisor, DDWS; Shri Jitendra Shrivastava, Mission Director & Joint Secretary, SMBG; and Smt. Swati Meena Naik, Joint Secretary, NJJM. Officials from various states and Union Territories, including Secretaries, Mission Directors, Engineer-in-Chiefs actively participated in the workshop, emphasizing their commitment to advancing WASH goals across the country.

    The dual goals of the workshop were to assess progress and refine strategies for the future, with a focus on effective and sustainable community engagement. The assembly also expressed gratitude to Smt. Vini Mahajan. Officials acknowledged her pivotal role in shaping India’s WASH landscape and the seamless alignment of SBM and JJM with national development goals.

    Smt. Vini Mahajan reflected on the progress and challenges faced by JJM and SBM. Acknowledging the need for extension in both time and funding, she advocated for rigorous community engagement and accountability to ensure WASH initiatives resonate deeply with rural citizens. Smt. Mahajan called on state leaders to strengthen local outreach through Information, Education, and Communication (IEC) and Behavior Change Communication (BCC) to secure ownership and sustainability of WASH facilities among communities.

    Reflecting on the tangible successes of SBM and JJM, Sh. Ashok Meena emphasized the importance of a community-centered approach for sustainable impact. He expressed optimism about the continued evolution of WASH efforts under the stewardship of Secretary Mahajan, highlighting ongoing initiatives like ODF Plus Model Villages and calling for fresh, people-centric solutions under SBM-G 3.0.

    Dr. Chandra Bhushan Kumar underscored the achievements of SBM and JJM, celebrating the programs’ substantial impact over the past decade. He introduced a pilot initiative in collaboration with NITI Aayog to implement WASH solutions in select aspirational districts. State representatives were encouraged to share insights that could further enhance the effectiveness of these programs. Dr. Kumar gave an insightful presentation on ‘JJM: Functionality, IEC, Future’, highlighting the significant expansion of piped water supply across rural India, facilitated by JJM’s shift from a habitation-based to a household-based approach. He emphasized the role of IEC and BCC for the effectiveness of the mission in the rural landscape. He further applauded states like Gujarat and Manipur for their exemplary progress, while stressing the importance of robust financial planning for the upcoming 16th Grants Commission.

    Sh. Jitendra Srivastava emphasized the importance of collaboration and convergence across departments to drive WASH progress. He noted the strides made under Smt. Mahajan’s leadership, expressing hope that camaraderie and convergence among MDs and Secretaries would continue to strengthen WASH outcomes. Reporting on the status of SBM-G, Sh. Srivastava cited the substantial increase in ODF Plus Model Villages and advancements in Faecal Sludge Management (FSM) and plastic waste management. He encouraged states to adopt innovative revenue models for sustainable waste management and increase the usage of SBM funds to enhance toilet access and utilization across rural areas.

    The workshop witnessed the launch of “Drinking Waterscape in Rural India – Jal Jeevan Mission,” a comprehensive resource documenting JJM’s contributions to the rural water supply landscape.

    The workshop concluded with a call to action for state representatives to leverage community leadership and prioritize maintenance of WASH assets. With renewed dedication to sustainable solutions, the Ministry reaffirmed its commitment to achieving universal access to safe water and sanitation for all by 2027. The assembly was further encouraged by the anticipated appointment of Sh. Ashok K.K. Meena as the next Secretary, with hopes that his leadership will elevate the WASH sector to new heights.

    The exhibition open to innovators, startups and MSMEs organised as part of the third edition of the Naval Innovation and Indigenisation Organisation’s annual event, Swavlamban, was inaugurated by Admiral Dinesh K Tripathi, Chief of the Naval Staff, at Exhibition Hall 14, Bharat Mandapam, on 28 Oct 24.  The theme of Swavlamban 2024 is “Strength and Power through Innovation and Indigenisation”.

    Open for public viewing on 28 and 29 Oct 24, the exhibition showcases niche innovative technologies, concepts and products designed and developed by Indian defence startups and MSMEs.

    Events of 28 Oct 24 included an interactive outreach session aimed at discussing problem statements and challenges posed as part of the Defence Innovation Organisation’s ADITI 2.0 launch under the iDEX scheme, as also the bringing together of ‘Fund Seekers’ (i.e. startups/ MSMEs) and ‘Fund Providers’ (i.e. venture capitalists/ incubators).

    Wide participation of eminent dignitaries, the Defence Attaché Corps, members of the three Armed Forces and CAPFs, the academia and the general public in the exhibition is expected to provide fillip to the spirit of innovation and strengthen the culture of creativity in addressing emerging challenges to national security.

    The exhibition will remain open to visitors on 29 Oct 24 from 1000 hrs to 2000 hrs.

    Consumers empowered to verify Hallmark Unique Identification on BIS Care App

    As the festival of Dhanteras approaches, Bureau of Indian Standards (BIS) urges consumers to adopt a more thoughtful approach to gold and silver buying that is backed by the enduring trust of Hallmark.

    Traditionally, Dhanteras marks the time when families invest in gold, a symbol of good fortune, wealth, and future security. BIS has been instrumental in driving this transformation, encouraging consumers to make informed purchases by promoting the importance of hallmarked gold and silver jewellery.

    Hallmarking in gold jewellery comprises of 3 markings; namely the BIS Standard Mark, Purity of Gold in carats & fineness; and 6-digit Alphanumeric HUID code. HUID – Hallmarking unique ID is a unique 6-digit alphanumeric code which is marked on each gold jewellery article.

    Shri Pramod Kumar Tiwari, Director General, BIS said “We are committed to safeguarding consumers’ gold investments during Dhanteras and beyond with BIS HUID based Hallmark. With BIS Hallmark and the easy-to-use BIS CARE App, consumers can be assured of the authenticity of their jewellery purchases.”

    Consumers are also empowered now to verify the authenticity of HUID on Hallmarked gold jewellery by using the ‘Verify HUID’ icon on the BIS Care App. The hallmarking charges for gold jewellery are Rs 45/- per article, excluding taxes. Consumers can get their Hallmarked jewellery tested at any of the BIS recognized Assaying and Hallmarking Centres (AHCs) after paying testing charges of Rs. 200/-.

    Hallmarking is the accurate determination and official recording of the proportionate content of precious metal in the precious metal article. Hallmarking provides consumers third party assurance and satisfaction that they get right purity of gold (or silver). Under Hallmarking Scheme of BIS, registration is granted to jewellers for selling hallmarked jewellery and recognition is given to Assaying and Hallmarking Centres for hallmarking jewellery based on purity observed during testing.

    BIS has been successful in implementing the Mandatory Hallmarking of Gold Jewellery and Gold Artefacts in 256 districts of the country with effect from 23 June 2021, in the first phase, further including 32 more districts in second phase and 55 districts in the third phase. Since the implementation of mandatory hallmarking, the number of registered jewellers have increased from 43,153 to 1, 93,567 while AHCs have increased from 948 to 1,611. Also, more than 40 crore articles of gold jewellery have been hallmarked with HUID.

    Steel Authority of India Limited (SAIL) today inaugurated Vigilance Awareness Week (VAW) from 28th October till 3rd November, 2024 to promote integrity, transparency and ethical practices in SAIL. The program commenced at SAIL’s Corporate Office with Shri Amarendu Prakash, Chairman, SAIL, Shri VS Chakravarthy, Director (Commercial), Shri AK Tulsiani, Director (Finance), Shri KK Singh, Director (Personnel), Shri AK Singh, Director (Technical, Projects & Raw Materials) and Shri SN Gupta, CVO, SAIL offering floral tributes to Bharat Ratna Sardar Vallabh Bhai Patel. Thereafter, Integrity pledge was administered by Shri Amarendu Prakash, Chairman, SAIL to the SAIL collective.

    The VAW will see an array of activities across SAIL Plants and Units aimed at reinforcing ethical standards within SAIL. These activities include slogan writing, quiz, painting competitions and interactive sessions among others. SAIL employees, family members and students across SAIL Plants and Units will be participating in these activities. During the VAW Campaign period (from 15th August to 15th November, 2024), various outreach programmes such as Gram Sabhas, Vendor meets, programmes / activities by Ethics Clubs in SAIL townships are being conducted in SAIL Plants and Units to create awareness among stakeholders & school children.

    My friend, Mr. Pedro Sanchez, is visiting Bharat for the first time. From today, we are giving a new direction to the partnership between Bharat and Spain. We are inaugurating the factory for the production of the C-295 Transport Aircraft. This factory will not only strengthen Bharat-Spain relations but also empower our mission, ‘Make in India, Make for the World’. My best wishes to the entire Airbus and Tata teams. Recently, we lost the great son of the nation, Ratan Tata ji. Had Ratan Tata ji been with us today, he would have been the happiest among us. Wherever his soul may be, I am sure he would be feeling immense joy today.

    The C-295 aircraft factory reflects the new work culture of New Bharat. From idea to execution, the speed with which Bharat operates today is evident here. The construction of this factory began two years ago in October. And this factory is ready for aircraft production in October itself. I have always focused on avoiding unnecessary delays in planning and execution. When I was the Chief Minister of Gujarat, a decision was taken to set up a factory to manufacture Bombardier train coaches in Vadodara. That factory was also set up for production within a record time. Today, we are exporting metro coaches made in that factory to other countries. I am confident that aircraft produced in this factory will also be exported worldwide in the future.

    The famous Spanish poet Antonio Machado once wrote: 

    “Traveler, there is no path… The path is made by walking.” 

    It implies that the moment we take the first step towards our goal, paths begin to form. Today, Bharat’s defence manufacturing ecosystem is reaching new heights. Had we not taken solid steps a decade ago, it would have been impossible to reach this milestone today. At that time, no one could imagine large-scale defence manufacturing in Bharat. Priorities and identity then were centred on imports. But we chose to tread a new path, setting new goals, and today we can see the results.

    To transform any possibility into prosperity, the right plan and the right partnership are essential. The transformation of Bharat’s defence sector is an example of the right plan and the right partnership. In the past decade, the country has made decisions that fostered a vibrant defence industry in Bharat. We expanded private sector participation in defence manufacturing, made public sector units efficient, converted ordnance factories into seven large companies, empowered DRDO and HAL, and developed two major defence corridors in UP and Tamil Nadu. These initiatives have infused the defence sector with new energy. Schemes like iDEX (Innovation for Defence Excellence) have fuelled start-ups, and in the last 5-6 years, nearly 1,000 new defence start-ups have emerged in Bharat. In the past 10 years, Bharat’s defence exports have increased by 30 times. Today, we are exporting defence equipment to over 100 countries in the world.

    Today, we are highly focused on skills and job creation in Bharat. This factory by Airbus and Tata will also generate thousands of jobs in Bharat. The indigenous manufacturing of 18,000 aircraft parts is set to begin due to this project. One part may be manufactured in one part of the country, while another part may be produced elsewhere, and who will manufacture these parts? Our micro and small enterprises (MSMEs) are going to lead this work. We are already one of the largest suppliers of parts to major aircraft companies worldwide. This new aircraft factory will give a boost to new skills and new industries in Bharat.

    I see this event as going beyond just manufacturing transport aircraft. Over the past decade, you have seen unprecedented growth and transformation in Bharat’s aviation sector. We are expanding air connectivity to hundreds of smaller cities across the country. We are working to make Bharat a hub for aviation and MRO (Maintenance, Repair, and Overhaul). This ecosystem will pave the way for ‘Made in India’ civil aircraft in the future. You must be aware that various Indian airlines have placed orders for 1,200 new aircraft. This means that in the future, this factory will play a crucial role in the design and manufacturing of civil aircraft to meet the needs of both Bharat and the world.

    Vadodara city will act as a catalyst in these efforts of Bharat. This city is already a strong centre for MSMEs, and we also have the Gati Shakti University here. This university is preparing professionals for various sectors. Vadodara has numerous companies related to the pharma sector, engineering and heavy machinery, chemicals and petrochemicals, and power and energy equipment. Now, this entire region is set to become a major hub for aviation manufacturing in Bharat. I congratulate the Gujarat government, Chief Minister Bhupendra Bhai, and his entire team for their modern industrial policies and decisions.

    Vadodara has another special characteristic. It is an important cultural city in Bharat, a city of heritage. Hence, I am especially pleased to welcome all of you from Spain here. Cultural connections hold a special significance between Bharat and Spain. I recall Father Carlos Valles, who came from Spain and settled in Gujarat, dedicating fifty years of his life here and enriching our culture through his thoughts and writings. I was fortunate to meet him several times. We honoured him with the Padma Shri for his remarkable contributions. In Gujarat, we lovingly called him Father Valles, and he used to write in Gujarati. His books have enriched Gujarati literature and our cultural heritage.

    I have heard that yoga is very popular in Spain. Indian fans also admire Spain’s football. Yesterday’s match between Real Madrid and Barcelona was widely discussed in Bharat, and Barcelona’s stunning victory became a topic of discussion here too. I guarantee that fans of both clubs in Bharat engage in banter just as passionately as those in Spain.

    Food, films, and football—all these elements are part of a strong people-to-people connection between our nations. I am delighted that Bharat and Spain have decided to celebrate 2026 as the India-Spain Year of Culture, Tourism, and AI.

    Vigilance Awareness Week 2024 commenced today with the theme “Culture of Integrity for Nation’s Prosperity with the administering of the integrity pledge to the officials of the Commission by the Commission – Shri Praveen Kumar Srivastava, Central Vigilance Commissioner and Shri A.S. Rajeev, Vigilance Commissioner at 11 am at Satarkata Bhawan, New Delhi.

    The Vigilance Awareness Week 2024 is being observed from October 28 to November 3, 2024. Since last couple of years, the Commission has been running a three-month campaign leading upto the Vigilance Awareness Week. This year, the campaign associated with the Vigilance Awareness Week is being undertaken from August 16 to November 15, 2024.

    The Commission will also be having a function on the occasion of Vigilance Awareness Week at Vigyan Bhawan on November 8, 2024. Hon’ble President of India will grace the function as the Chief Guest.

    All Ministries/ Departments/ Organizations of the Central Government have been advised to undertake the three-month campaign on five different focus areas namely Capacity Building Programs, Identification and implementation of Systemic Improvement measures, Up-dation of Circulars/Guidelines/Manuals, Disposal of complaints received before 30.06.2024 and Dynamic Digital Presence. It is believed that focused attention on these Preventive Vigilance measures would build transparent and accountable systems.

    Union Minister of Consumer Affairs, Food and Public Distribution, and New & Renewable Energy, Shri Pralhad Joshi launched the Mobile Application of FCI Grievance Redressal System (FCI GRS) for Rice Millers today in New Delhi. This is one of the measures taken by the Union Government to enhance transparency, accountability, and stakeholder’s satisfaction. The mobile application will facilitate rice millers in addressing their grievances with the FCI in an efficient and transparent manner. The FCI GRS Application is part of the Government’s ongoing efforts to harness technology for good governance. This mobile application is available for download on Google Play Store for Android users.

    Aligned with the Digital India initiative, the mobile application aims to improve responsiveness and accountability by providing rice millers with a convenient platform to lodge complaints, monitor its status and receive responses on their mobile device in end-to-end digitized manner. Key Features of the App is as under:-

    User-Friendly Grievance Submission: Millers can easily register their grievances on their mobile through a user-friendly interface, simplifying communication with FCI. They have to register only once and thereafter any number of grievances can be lodged wherein each grievance will have Unique Grievance ID.

    Real –Time Tracking: The App offers real-time updates on grievance status, keeping millers informed and ensuring transparency.

    Automatic Assignment & Fast Resolution: Within FCI, once grievance is received, it will be automatically assigned to concerned Nodal Officers for further action. The App provides facility to Nodal Officer to either get grievance investigated by Quick Response Team or get feedback from the concerned Division. 

    Geo-Fencing for Quick Response Teams (QRTs): Where grievance redressal involves visit to site by QRT team, the mobile application will capture the physical visit by the team members through the geo-fencing tool.

    This initiative underscores the Government’s dedication to enhance accountability, transparency and stakeholders’ satisfaction by providing a robust grievance redressal mechanism. This launch marks another milestone in the commitment of FCI to facilitate the procurement operations with improved service standards.

    Indian Coast Guard (ICG) simultaneously launched two Fast Patrol Vessels (FPVs) ‘Adamya’ and ‘Akshar’, with over 60% indigenous content, built by Goa Shipyard Ltd. (GSL) on October 28, 2024. The vessels are part of the contract signed with GSL for eight such FPVs to be built at a cost of Rs 473 crore. With the primary role of protection, monitoring, control and surveillance, these advanced FPVs will help ICG protect offshore assets and island territories.

    Each FPV has a length of 52m, breadth of 8m, max speed of 27 knots, Controllable Pitch Propeller-based propulsion system and displacement of 320 tons. The ships have been designed and constructed to meet the specific requirements of the ICG under stringent dual class certification of American Bureau of Shipping and Indian Register of Shipping.

    In a first, two vessels were launched simultaneously utilising the state-of-art Ship Lift System. The FPVs were inaugurated and named in a ceremonious way by Smt Priya Paramesh in the presence of Director General ICG Paramesh Sivamani, and veterans to the chants of ‘Atharva Veda’.

    Addressing the gathering, DG, ICG appreciated the efforts of GSL and various industries in ensuring that all ship-building requirements of ICG are fulfilled indigenously. Congratulating employees of GSL on achieving this critical milestone, he exhorted them to ensure that the march towards ‘Aatmanirbharta’ in defence is pursued in the right earnest.

    The ceremony was attended by Chairman & Managing Director, GSL Shri Brajesh Kumar Upadhyay and senior officials from Indian Navy, ICG, GSL and the classification societies.

    In a significant initiative as part of the nation-wide ‘Act4Dyslexia’ campaign, the highest offices of the Government and key monuments in Delhi, including Rashtrapati Bhawan, Parliament House, North and South Blocks, and India Gate, have been illuminated in red, the colour for Dyslexia Awareness.

    The event aligns with similar illuminations across major cities, including Patna, Ranchi, Jaipur, Kohima, Shimla, and Mumbai, spotlighting the need to remove stigma and foster greater understanding of dyslexia and other learning disabilities.

    This initiative aims at raising awareness about learning disabilities, which are estimated to affect 20% of India’s population, including 35 million students. It is being organized in collaboration with UNESCO Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP)  & ChangeInkk Foundation.

    To amplify the message of inclusion, the ‘Walk4Dyslexia’ was flagged off by Shri Rajesh Aggarwal, Secretary of the Department of Empowerment of Persons with Disabilities (DEPwD), alongside Mr. Shombi Sharp, UN Resident Coordinator in India. This walk symbolizes collective action to act for Dyslexia, emphasizing the need for equal opportunities and support for individuals with learning disabilities. The walk, that saw the participation of over 300 supporters, was co-organized by ChangeInkk Foundation, UNESCO MGIEP, Orkids Foundation, and Soch Foundation, commenced on the morning of 27th October from Vijay Chowk to India Gate.

    Expressing his enthusiasm for the campaign, Shri Rajesh Aggarwal said, “The ‘Act4Dyslexia’ is a well-thought campaign, as we need to take action to make progress. I’m happy to see the growth from last year’s campaign, with over 1,600 walks across the country and over 4 lakh people participating this year. I’m also happy to learn about the introduction of the Purple Flame Chatbot, which will help schools, teachers, doctors, and other stakeholders to diagnose and support people with learning disabilities. The Government looks forward to working with like-minded organizations that support people with  disabilities and ensure access to equal opportunities for growth and development.”

    Sharing his perspective on the occasion, Mr. Shombi Sharp said, “On behalf of the UN in India and representing the UN Secretary-General, it’s my great honor to support Dyslexia Awareness Month and the ‘Act4Dyslexia’ campaign with ChangeInkk, supported by UNESCO MGIEP and other organizations. We walked across the Kartavya Path to India Gate to raise awareness on the importance of the rights of people with learning disabilities. It is incredible to see that when given equal opportunities, individuals with learning disabilities have achieved great success, including becoming inventors, Nobel laureates, and entrepreneurs. We need to truly unleash the potential of this talent for societal development, and if India can achieve this, it can deliver on the Sustainable Development Goals at a global level.”

    In a nationwide movement for Dyslexia awareness, this year the campaign has expanded significantly, with over 1,600 walks organized across the country—spanning State capitals, Districts, Blocks, Villages, and schools. The initiative engaged over 4 lakh participants, who collectively took over 2 billion steps toward driving awareness for ‘Act4Dyslexia’. These walks were led by State Education Departments, parent groups, and educational institutions, in collaboration with over 150 organizations, demonstrating a united effort by government bodies, parents, educators, civil society organizations, and the private sector.

    Why Dyslexia Awareness Matters

    Dyslexia is often misunderstood as the ‘slow-learner syndrome’. Though individuals with learning disabilities struggle to comprehend, speak, read, write, spell, or to do mathematical calculations, yet they are associated with skills vital for higher-order thinking, including logical reasoning, critical thinking, problem-solving, and innovation. Notably, 40% of self-made millionaires have dyslexia, and many renowned inventors, like Albert Einstein, were dyslexic.

    Specific Learning Disabilities, including dyslexia, were officially recognized under the Rights of Persons with Disabilities Act of 2016, which mandates equal opportunities in education, employment, and other aspects of life. The National Education Policy 2020 reinforces this mandate, emphasizing inclusive education from foundational to higher education levels. NEP 2020 reforms focus on early identification, teacher capacity building, and providing necessary support and accommodations to students.

    Indian Navy’s frontline stealth frigate, INS Talwar, arrived at La Réunion on 27 October 24 as a part of her ongoing deployment in Indian Ocean Region. The visit to La Reunion aims to strengthen India – France partnership to tackle regional maritime security challenges,

    The ship will undertake cross-deck visits and interactions with the French Navy during the port visit. Earlier, the ship was kept open for visit by Pravasi Bharatiya on 27 October 2024.

    India and France have traditionally enjoyed friendly relations and share a deep, enduring strategic partnership.

    INS Talwar was commissioned on 18 June 2003 and is part of the Indian Navy’s Western Fleet under the Western Naval Command. The ship is currently commanded by Captain Jithu George. The ship had recently participated in the IBSAMAR VIII multilateral exercise held in South Africa.

  • MIL-OSI Security: Aldie man sentenced to seven years and six months in prison for multi-million-dollar investment scheme

    ALEXANDRIA, Va. – An Aldie man was sentenced today to seven years and six months in prison for scheme to defraud dozens of investors in Virginia, Maryland, North Carolina, New Jersey, Missouri, and elsewhere, causing $15 million dollars in losses.

    According to court documents, Babu Ramaraj, 47, owned DAB Inspection and Consulting Services, LLC (DAB), a small home contractor with modest revenues doing patio and deck projects. Ramaraj claimed to investors and potential investors that DAB had lucrative contracts with the Federal Aviation Administration, the Virginia Department of Transportation (VDOT), and others, and was a joint venture partner on a Washington DC Water Clean Rivers Project, for tens of millions of dollars each, supposedly to perform engineering inspection work on huge infrastructure projects.

    Ramaraj claimed he needed to make large upfront bond payments to secure the work but could not obtain bank financing because of the relative youth of DAB as a company and the speed with which DAB needed to secure the funding, which was supposedly not feasible with banks.

    In support of his claims, Ramaraj supplied to victims falsified contract award letters, invoices, DAB financial records, and other documents to induce dozens of investors to loan funds to DAB. The supposed bonds were never paid.

    From January 2020 through May 2024, Ramaraj pitched individuals, including members of his Loudon County cricket league, the opportunity to loan DAB money at high interest rates, annualized at 30% or more.  Using money from later investors, Ramaraj paid initial investors the promised returns to entice them to continue investing and to recruit other friends and family to invest.

    After being confronted by two investors and signing an acknowledgment in October 2023 that he had “tampered” with numerous contracts and financial records, Ramaraj continued to make material misrepresentations concerning DAB to other investors and potential investors. Ramaraj was pitching investors up to the time he was arrested on May 30, 2024. He has been held in custody as a flight risk since his arrest.

    Instead of paying for the promised bonds, Ramaraj electronically transferred investor funds to his online brokerage accounts to engage in securities trades; wired over $1 million to accounts in India; purchased several automobiles, including several Teslas; obtained real properties; incurred millions in stock market trading losses, and made other payments to fund his lifestyle. Ramaraj took in nearly $40 million and caused losses to investors of approximately $15 million.

    In addition to the prison sentence, the Court ordered Ramaraj to pay over $15 million in restitution.

    Jessica D. Aber, U.S. Attorney for the Eastern District of Virginia; David E. Geist, Acting Special Agent in Charge of the FBI Washington Field Office’s Criminal and Cyber Division; and Jehmal T. Hudson, Chair of the Virginia State Corporation Commission, made the announcement after sentencing by Senior U.S. District Judge Claude M. Hilton.

    Assistant U.S. Attorney Russell L. Carlberg prosecuted the case. Assistant U.S. Attorney Annie Zanobini is handling asset recovery efforts in the case.

  • MIL-OSI Security: Former Henry County Jail Corrections Officer Charged in Federal Court with Using Excessive Force on an Inmate

    INDIANAPOLIS— Federal charges have been filed against Curtis Doughty, 27, of Muncie, with deprivation of rights under color of law.

    According to court documents, Doughty was employed as a corrections officer in the Henry County Jail, as well as a member of the Sheriff’s Emergency Response Team. On February 13, 2024, Doughty participated in a scheduled search of an inmate housing pod in the jail. During the search, inmates were moved into a holding area in the recreation yard while officers searched the cells for contraband.

    During the search, Doughty was one of two officers responsible for directing inmates to face the wall and remain seated. When inmate turned his head away from the wall, Doughty, without warning, shot his pepper ball gun at point blank range into the inmate’s spine. The pepper ball shot caused bodily injury to the inmate. Doughty then yelled to the other inmates in the holding area, “congratulations, you all inhale that now,” in reference to the pepper ball gas.

    Shortly after the incident, other members of the team reported the incident to a commander. The commander pulled Doughty from duty and sent him home.

    The FBI investigated this case, with valuable assistance provided by the Henry County Sheriff’s Office. If convicted, Doughty faces up to ten years in federal prison.

    U.S. Attorney Myers thanked Assistant U.S. Attorney Peter A. Blackett, who is prosecuting this case.

    A criminal information is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Former Correctional Officers Sentenced to Three Years in Federal Prison for Using Inmates’ Stolen Identities in International Fraud Scheme

    INDIANAPOLIS—Martins Tochukwu Chidiobi, 34, and Lawrence Onyesonwu, 38, of Muncie, have each been sentenced to three years in federal prison, followed by two years of supervised release and payment of a $5,000 fine, after pleading guilty to aggravated identity theft and making false statements to a financial institution.

    According to court documents, between on or about 2015 and their arrest date in January 2019, Chidiobi and Onyesonwu worked as Correctional Officers at the New Castle Correctional Facility, a privately managed prison within the Indiana Department of Corrections. During that time, Chidiobi and Onyesonwu stole at least five inmates’ personally identifiable information, including names, dates of birth, and social security numbers. The defendants used the stolen identities of the victim inmates to open at least nine accounts at various Indiana banks using fraudulent passports. The fraudulent passports were purportedly issued by Nigeria, Liberia, and Ghana, and included pictures of the defendants, but the names and other information of the identity theft victims.

    The accounts opened by the defendants with the stolen identities were then used to receive the proceeds of broader fraud schemes. A total of at least $331,282 was deposited into the defendants’ fraudulent bank accounts from at least 11 sources. Investigators worked to identify and contact individuals who deposited funds into fraudulent accounts. Of the eleven depositors able to be identified, each was themselves the victim of a “romance scam” or other fraud scheme. Further investigation revealed that the defendants also received deposits of apparent fraud proceeds into their own personal bank accounts.

    The vast majority of the over $331,282 in apparent fraud proceeds received by the defendants was withdrawn as cash. A large portion of the money was transferred into Nigerian bank accounts.

    “It is simply reprehensible for correctional officers to exploit their positions to steal inmates’ identities and further the financial exploitation of scam victims,” said Zachary A. Myers, U.S. Attorney for the Southern District of Indiana. “Transnational fraud schemes have lasting repercussions for victims all over the country, and everyone who commits these crimes must be held accountable. The federal prison sentences imposed here should serve as a warning that the FBI and U.S. Attorney’s Office are committed to pursuing financial criminals and holding them accountable.”

    “This sentence highlights the FBI’s resolve to investigate and prosecute those who exploit their authority for personal gain. The men and women of the FBI are committed to showing respect for the dignity of all those we protect including victims who are incarcerated,” said FBI Indianapolis Special Agent in Charge Herbert J. Stapleton. “I am extremely proud of the work we do to protect the rights of all Americans.”

    The FBI investigated this case. The sentences were imposed by U.S. District Judge James P. Hanlon. 

    U.S. Attorney Myers thanked Assistant U.S. Attorneys Tiffany J. Preston and Corbin D. Houston, who prosecuted this case.

  • MIL-OSI Security: Anderson Accountant Sentenced to More Than Three Years in Federal Prison for Embezzling Nearly One Million Dollars from his Employer

    INDIANAPOLIS—Nathaniel Wills, 34, of Anderson, has been sentenced to 41 months in federal prison, followed by three years of supervised release, and ordered to pay $877,507 in restitution after pleading guilty to wire fraud. 

    According to court documents, for nearly six years, Wills was employed as an accountant and Director of Administration for an Indiana business. In these roles, Wills was entrusted with performing business accounting functions including among other things, writing and signing checks, making electronic payments, performing reconciliations between the company’s accounting and banking records, and maintaining the company’s accounting ledgers.

    Beginning in August 2020, and continuing until at least February 2022, Wills defrauded his employer by transferring nearly $1 million to which he knew he was not entitled from the company’s payroll and operating accounts to his personal bank accounts.

    The stolen funds were used to pay off his outstanding personal debts and for his own personal use, including online gambling.

    It an attempt to conceal his scheme, Wills made false entries in the company’s accounting system by recording that transfers of funds were payments of invoices, falsifying inventory logs, listing jobs as unpaid, and voiding checks. Wills also obtained a principal advance of $80,000 from his employer’s line of credit in order to meet the company’s payroll and vendor payment obligations.

    In total, Wills stole approximately $952,237.06 from his employer through 120 transactions. Wills’ conduct resulted in substantial financial hardship to the company.

    “For a year and a half, this defendant repaid the trust of his employer with deceit and theft, helping himself to nearly one million dollars and cooking the books to hide the evidence,” said Zachary A. Myers, U.S. Attorney for the Southern District of Indiana. “Fraud and embezzlement can have devastating effects on the victim individuals and companies. The federal prison sentence imposed here demonstrates that those who commit financial crimes will pay a serious price. I commend the FBI and our federal prosecutors for their efforts to investigate these crimes and hold the defendant accountable.”

    “This was not just a financial crime but an act of betrayal of the defendant’s employer that could have had a devastating and crippling effect on the business and its employees,” said FBI Indianapolis Special Agent in Charge Herbert J. Stapleton. “Anyone who believes they can steal without consequence will find out the FBI aggressively pursues those who exploit their positions of trust for personal gain to ensure they are held accountable.”

    The FBI investigated this case. The sentence was imposed by U.S. District Judge James P. Hanlon. 

    U.S. Attorney Myers thanked Assistant U.S. Attorneys Meredith Wood and Tiffany J. Preston, who prosecuted this case.

    In the context of the Fiftieth Meeting of the IMFC that took place in Washington, D.C. on 24th and 25th October, several IMFC members discussed the global macroeconomic and financial impact of current wars and conflicts, including with regard to Russia, Ukraine, Israel, Gaza, Lebanon, and in other places. IMFC members underscored that all states must act in a manner consistent with the Purposes and Principles of the UN Charter in its entirety. They acknowledged, however, that the IMFC is not a forum to resolve geopolitical and security issues which are discussed in other fora.

    Securing a soft landing and breaking from the current low growth-high debt path are the policy priorities for the global economy. We welcome the IMF’s efforts to enhance its surveillance, lending toolkit, and capacity development, and become more representative. Looking ahead, we remain committed to multilateral cooperation to promote global prosperity and address shared challenges.

     

    1. The global economy has moved closer to a soft landing. Economic activity has proven resilient, with global growth steady and inflation continuing to moderate. However, this masks important divergences across countries. Uncertainty remains significant and some downside risks have increased. Ongoing wars and conflicts continue to impose a heavy burden on the global economy. Medium-term growth prospects remain weak, and global public debt has reached record highs.
    1. We will work to further secure a soft landing while stepping up our reform efforts to shift away from a low growth-high debt path and address other medium-term challenges. Fiscal policy should pivot toward consolidation, where needed, to ensure debt sustainability and rebuild buffers. Consolidation should be underpinned by credible medium-term plans and institutional frameworks while protecting the vulnerable and supporting growth-enhancing public and private investments. Monetary policy must ensure inflation returns durably to target, consistent with central bank mandates, remain data-dependent, and be well communicated. Financial sector authorities should continue to closely monitor risks in banks and non-banks, including from property markets. We will continue to enhance financial regulation and supervision, including via timely finalization and implementation of internationally agreed reforms, and harness the benefits of financial and technological innovation, while mitigating the risks. We will pursue well-calibrated and sequenced growth-enhancing structural reforms to ease binding constraints to economic activity, boost productivity, increase labor market participation, promote social cohesion, and support the climate and digital transitions.
    1. We remain committed to international cooperation to improve the resilience of the global economy and build prosperity, while ensuring the smooth functioning of the international monetary system. We reiterate our commitments on exchange rates, addressing excessive global imbalances, and our statement on the rules-based multilateral trading system, as made in April 2021, and reaffirm our commitment to avoid protectionist measures.
    1. We will continue to support countries as they undertake reforms and address debt vulnerabilities and liquidity challenges. We welcome the progress made on debt treatments under the G20 Common Framework (CF) and beyond. We remain committed to addressing global debt vulnerabilities in an effective, comprehensive, and systematic manner, including stepping up the CF’s implementation in a predictable, timely, orderly, and coordinated manner, and enhancing debt transparency. We look forward to further work at the Global Sovereign Debt Roundtable on ways to address debt vulnerabilities and restructuring challenges. We encourage the IMF and the World Bank to develop further their proposal to support countries with sustainable debt but experiencing liquidity challenges.
    1. We welcome the policy priorities set out in the Managing Director’s Global Policy Agenda, and welcome the start of Ms. Kristalina Georgieva’s second five-year term as Managing Director.
    1. We support the IMF’s surveillance focus on country-tailored advice to help members assess risks, bolster policy and institutional frameworks, and calibrate macrofinancial and macrostructural policies to enhance resilience, ensure debt sustainability, and boost inclusive and sustainable growth. We look forward to the Comprehensive Surveillance Review that will set future surveillance priorities.
    1. We welcome the recent reforms to the lending toolkit. We welcome the completion of the review of PRGT facilities and financing that aims to bolster the IMF’s capacity to support low-income countries in addressing their balance of payments needs, mindful of their vulnerabilities, while restoring the self-sustainability of the Trust. We welcome the Review of Charges and the Surcharge Policy, which will alleviate the financial cost of Fund lending for borrowing countries, while preserving their intended incentives and safeguarding the Fund’s financial soundness. We welcome the enhanced cooperation with the World Bank on climate action, and with the World Bank and the World Health Organization on pandemic preparedness, which will further enhance the effectiveness of IMF support through the Resilience and Sustainability Trust (RST). We look forward to the Review of the GRA Access Limits, the Review of Program Design and Conditionality, the Review of the Short-term Liquidity Line, and the comprehensive Review of the RST. We continue to invite countries to explore voluntary channeling of SDRs, including through MDBs, where legally possible, while preserving their reserve asset status.
    1. We support the IMF’s efforts to strengthen capacity development and to secure appropriate financing. We welcome the ongoing work with the World Bank on the Domestic Resource Mobilization Initiative.
    1. We reaffirm our commitment to a strong, quota-based, and adequately resourced IMF at the center of the global financial safety net. We have secured, or are working to secure, domestic approvals for our consent to the quota increase under the 16th General Review of Quotas (GRQ) by mid-November this year, as well as relevant adjustments under the New Arrangements to Borrow (NAB). As a safeguard to preserve the Fund’s lending capacity in case of a delay in securing timely consent to the quota increase, creditors for Bilateral Borrowing Agreements are working to secure approvals for transitional arrangements for maintaining IMF access to bilateral borrowing. We acknowledge the urgency and importance of realignment in quota shares to better reflect members’ relative positions in the world economy, while protecting the quota shares of the poorest members. We welcome the Executive Board’s ongoing work to develop by June 2025 possible approaches as a guide for further quota realignment, including through a new quota formula, under the 17th
    1. We welcome the new 25th chair on the Executive Board for Sub-Saharan Africa, strengthening the voice and representation of the region. We also welcome Liechtenstein as a new member. We appreciate staff’s high-quality work and dedication to support the membership. We encourage further efforts to improve staff diversity and inclusion. We reiterate our commitment to strengthen gender diversity at the Executive Board and will continue to work to achieve the voluntary objectives to increase the number of women in Board leadership positions.
    1. We reiterate our strong commitment to the Fund on its 80th anniversary and look forward to further discussing at our next meeting ways to ensure the Fund remains well-equipped to meet future challenges, in line with its mandate, and in collaboration with partners and other IFIs. We ask our Deputies to prepare for this discussion.

    Headline: DHS Conducts Removal Flight to the Republic of India

    DHS continues to enforce U.S. immigration laws and deliver tough consequences for those who enter unlawfully. This includes swiftly returning those without a legal basis to remain in the United States, while encouraging the use of lawful pathways. Since June 2024, when the Securing the Border Presidential Proclamation and accompanying Interim Final Rule went into effect, encounters between ports of entry along the southwest border have decreased by 55%. In Fiscal Year 2024, DHS removed or returned over 160,000 individuals and operated more than 495 international repatriation flights to more than 145 countries—including India. 

    “Indian nationals without a legal basis to remain in the United States are subject to swift removal, and intending migrants should not fall for the lies of smugglers who proclaim otherwise,” said Senior Official Performing the Duties of the Deputy Secretary of Homeland Security Kristie A. Canegallo. “The Department of Homeland Security will continue to enforce our nation’s laws.”  

    DHS regularly engages with foreign governments throughout the hemisphere and around the world to accept repatriations of their nationals without a legal basis to remain in the United States. This is one tool among many DHS uses to reduce irregular migration, promote the use of safe, lawful, and orderly pathways, and hold transnational criminal networks accountable for smuggling and exploitation of vulnerable people. Over the last year, DHS has removed individuals to a range of countries around the world, including Colombia, Ecuador, Peru, Egypt, Mauritania, Senegal, Uzbekistan, the PRC, and India. As a result of these efforts, DHS removed or returned more individuals in FY2024 than any year since FY2010, and DHS continues to expand removal flights operations.

  • MIL-OSI USA: Empire of pain: City of London Police foil £1m illegal pharma drug gang with two people jailed and over 1,000,000 pills seized

    Three people have been sentenced today for their role in the large scale importation and distribution of unregulated pharmaceutical drugs into the UK from India where they were then repackaged and distributed internationally.

    The three defendants were found guilty during a 6 week trial and were sentenced today at Southwark Crown Court with the following:

    • Salman Ansari, 33, of Central Road, Wembley, was found guilty of 12 counts of possession with intent to supply drugs (Class A, B and C), one count of conspiracy to supply Class C and one count of money laundering. Salman Ansari received a six year sentence.
    • Waqas Saleem, 33, Sylvia Gardens, Wembley, was found guilty of 12 counts of possession with intent to supply drugs (classes A, B and C), one count of conspiracy to supply Class C and one count of money laundering. Waqas Saleem received a sentence of two and a half years.
    • Juhi Ansari, 32, of Central Road Wembley, was found guilty of one count of money laundering and received a suspended sentence but will be required to complete100 hours unpaid work and 25 days rehab.

    Over 730kg of drugs were seized during the operation. This included strong opioids such as tapentadol and tramadol, and benzodiazepines including zolpidem, zopiclone and nitrazepam. Both types of drugs are commonly misused for their sedation effect and can be fatal when combined. In total there were more than 1,000,000 tablets seized.

    In total, there were nine different drugs that were categorised as being Class C (zolpidem, zopiclone, nitrazepam, tramadol, etizolam, pregabalin, flubromazolam, bromazolam, alprazolam), one Class B (cannabis resin) and one Class A (tapentadol).

    Detective Constable Syed Shah, from the Serious Organised Crime Team, City of London Police said:

    “Today’s result is the culmination of numerous law enforcement agencies, working together from across the world, over a period of more than three years.

    “The illegal importation of drugs has a devastating impact on the public These drugs in particular are subject to an emerging trend of misuse due to their availability and affordability. Many of the drugs seized are unregulated products for the UK market, with the investigation team encountering counterfeited brands such as Xanax with flubromazolam where the pills dose and potency unknown. The withdrawal from drugs such as pregabalin can be more severe than opiate withdrawal and presents the user with a risk to life.

    “This investigation involved partnership working with colleagues from  UK Border Force, as well as crucial support overseas from US law enforcement, principally the Homeland Security Investigations (HSI), Customs and Border Patrol and the Food & Drug Administration (FDA). From everyone at City of London Police, we thank you all for your hard work.

    “To those individuals which have assisted or benefitted financially from this criminal enterprise, you all now become the focus of future investigations with law enforcement targeting you in the UK and overseas.”

    Special Agent Fernando McMillan, FDA Office of Criminal Investigations, New York Field Office said:

    “Selling and importing unapproved pharmaceutical drugs across international borders and into the United States puts the public health at risk. FDA is grateful for the partnership with the City of London and multiple law enforcement agencies to bring these criminals to justice.”

    “Maintaining vigilance and collaboration with our counterparts in the U.K. remains critical to safeguarding public health and safety, and we will continue to enhance international cooperation and enforcement strategies to combat the illegal shipment of regulated products.”

    Special Agent Michael J. Krol, Homeland Security Investigations (HSI), New England said:

    “This pharmaceutical smuggling ring was systematically disrupted and dismantled through the hard work of law enforcement on both sides of the Atlantic working together towards the same goal: a safe supply chain the public can trust. We live in a global society and crimes do not confine themselves to one country. We must work together to tackle transnational threats to ensure a safer world for all.”

    The investigation can be traced back to October 2020 where US Customs and Border seized numerous shipments sent from the UK found to contain illicit pharmaceutical drugs. A referral was then made to the City of London Police’s Serious Organised Crime Team (SOCT). By tracing the packages being sent from the UK, SOCT were able to identify Salman Ansari and Waqas Saleem being responsible for the shipment of the drugs and the location they were storing the drugs. Information sharing with US counterparts the Food and Drug Administration (FDA)  led to successful warrants being executed in June 2021 in Vermont, USA, where pharmaceutical drugs were found at a property.

    By tracing the packages being sent from UK airports to JFK, officers were able to identify drop-off locations of the drugs, as well as vehicles used by Salman Ansari and Waqas Saleem. This led City of London Police officers to a storage unit in Wembley.

    Following a focused and in-depth proactive investigation , Salman Ansari and Waqas Saleem were arrested in July 2021and both were arrested within the storage unit for conspiracy to supply controlled drugs and money laundering.

    Contained within the storage unit were a significant quantity of large cardboard boxes which contained thousands of blister packs of what purported to be pharmaceutical grade drugs. These included Tramadol, Zopiclone, Atizolam, Xanax, Nitrazepam, Zolpidem, Pregabalin as well as what was believed to be cannabis resin. A total of 175 exhibits were seized from the storage location.

    At the same time, SOCT officers attended the Ansari home address and arrested Salman’s wife Juhi Ansari for money laundering.

    Financial investigations revealed that Salman Ansari had over 11 bank accounts in his name, with a credit turnover of £1.09m, which vastly outweighed any declared or legitimate income expressed to HMRC. Between March 2018 and September 2021, over 158 transactions were made from Salman Ansari to his wife Juhi Ansari, totalling more than £265,0000 and during the same time frame Juhi Ansari sent over £147,000 to Salman Ansari. It was also established that Salman Ansari sent Waqas Saleem over £7,000 during April 2021 and July 2021.

    Additionally, various complex money laundering techniques were utilised, where funds from illicit sales were made in various cryptocurrencies such as Bitcoin and USD and transferred to individuals in India. Additionally, Salman sent funds to India approximating to $62,120 (around £46,458) and similarly, Juhi Ansari sent approximately $55,050 (around £41,194) also to India.

    All defendants put in a plea of not guilty, however during the 6 week trial extensive evidence was put to the jury which outlined the global drug network that Ansari and Saleem had orchestrated. The jury were unanimous in the their verdict of guilty on all counts for all three defendants.

    City of London Police advice to the general public

    Unregulated drugs can have a devastating impact on people’s wellbeing, as without thorough testing and regulation by registered drug distributors, they can have potentially fatal results.

    Never buy any drugs or pharmaceutical medicine on the black market or online, you could be putting yourself and others at risk of serious health complications.
