    WASHINGTON — The Federal Deposit Insurance Corporation (FDIC) approved a Bank Merger Act (BMA) application submitted by WesBanco Bank, Inc., Wheeling, West Virginia, to acquire and merge with Premier Bank, Youngstown, Ohio. The resulting bank will operate in West Virginia, Indiana, Kentucky, Maryland, Michigan, Pennsylvania, and Ohio, and will operate under the name, WesBanco Bank, Inc.

    When reviewing applications pursuant to the requirements of the BMA, the FDIC considers certain statutory factors, including the competitive effects of the transaction, the financial and managerial resources and future prospects of the existing and proposed institutions, the convenience and needs of the communities to be served, the risk to the stability of the U.S. banking or financial system, and the anti-money laundering records of the institutions involved. The FDIC found favorably on those factors as well as additional requirements applicable to the transaction as an interstate merger under section 44 of the Federal Deposit Insurance (FDI) Act.

    The transaction shall not be consummated until all necessary approvals, exemptions, and/or non-objections have been obtained from all relevant federal and state regulatory authorities.

    As noted by FDIC Acting Chairman Travis Hill earlier this week, improving the bank merger approval process is a high priority for the agency going forward.

    The Ministry of Panchayati Raj (MoPR) has invited more than 600 Panchayat Leaders as Special Guests to witness the Republic Day Parade at Kartavya Path, New Delhi, on 26th January 2025. These Special Guests have been selected for their outstanding contributions on saturation of beneficiaries under the flagship schemes in their respective Panchayats.     Union Minister of Youth Affairs & Sports Dr. Mansukh Mandaviya honoured the Indian Physical Disability (PD) Cricket Team today on winning the PD Champions Trophy 2025 in Colombo, Sri Lanka. The team defeated England in the tournament final, demonstrating exceptional skills and resilience.

    The Indian PD Cricket Team, supported by the Differently Abled Cricket Council of India (DCCI) and accessibility organization Svayam, was felicitated at the Sports Authority of India.

    Dr. Mandaviya emphasized the government’s commitment to supporting athletes with disabilities, quoting Prime Minister Narendra Modi’s vision of inclusive sports participation. “Hon’ble Prime Minister Shri Narendra Modi has assured commitment towards ‘divyang’ athletes. If you are a ‘divyang’ person, it doesn’t mean you cannot make the nation proud. And your victory is a testament to that. The passion shown by the Indian PD Cricket Team, from the rigorous process of selection to the performance in Sri Lanka, brings to light your immense mettle. Winning 5 matches out of six and beating England, Sri Lanka and Pakistan is no mean feat,” Dr Mandaviya said.

    The selection process of the Indian PD Cricket Team took place in Udaipur where over 450 cricketers from 28 States turned up for the Nationals. From the list, 56 were picked up for the Challenger Trophy in Jaipur and finally, 17 were shortlisted to represent India.  

    Mentioning the growing list of achievements brought to the nation by the specially-abled athletes, from the Paris Paralympics to the PD Champions Trophy 2025, Dr Mandaviya added, “Our ‘divyang’ athletes are giving us many reasons to be proud and pushing us to step up our support towards them. The government is with you and you have to use your success to inspire more youth through various platforms.” 

    The event on Friday was also attended by the full team, coaches, DCCI General Secretary Ravikant Chauhan, Svayam Founder-Chairperson Sminu Jindal, and Sports Ministry officials.

  • MIL-OSI USA: Senator Murray Applauds Historic Presidential Apology to Tribes for Federal Indian Boarding School Era, Affirms Commitment to Tribal Nations

    Seattle, WA – Today, U.S. Senator Patty Murray (D-WA), Chair of the Senate Appropriations Committee, issued the following statement in response to President Joe Biden’s historic and formal Presidential apology for the Federal Indian Boarding School era.

    “To have the President of the United States formally acknowledge the harms of our past and issue a direct apology to Tribal nations is powerfully important. It’s long past time for our government to fully come to terms with the horrific legacy of Indian boarding schools, which were designed to systematically strip away Native language, religion, and heritage—in brutal and traumatic ways. The next step is to pass our bipartisan bill to establish a Truth and Healing Commission so that we can help Native families and communities in Washington state and across the country heal from this painful chapter in our nation’s history.

    “Importantly, I am proud to have partnered with the Biden-Harris administration to deliver historic investments in our Tribal communities. As a voice for Washington state’s Tribes in the Senate, I will continue to fight to live up to our commitments to our Tribal partners with action and real, meaningful investments.”

    The bipartisan Truth and Healing Commission on Indian Boarding School Policies in the United States Act (S.1723), cosponsored by Senator Murray, would establish a formal commission to investigate, document, and acknowledge the injustices of the federal government’s Indian boarding school policies. These policies include the ordered termination of Native cultures, religions, and languages; the removal and kidnapping of Native children; forced assimilation; and egregious human rights violations. The commission would also develop recommendations for how Congress could provide aid to Native families and communities and provide a forum for victims to speak about their personal experiences.

    For over 150 years, the federal government ran boarding schools that forcibly removed generations of Native children from their homes to boarding schools often far away. Native children at these schools endured physical, emotional, and sexual abuse, and, as detailed in the Federal Indian Boarding School Investigative Report by the Department of the Interior (DOI), at least 973 children died in these schools. The federally-run Indian boarding school system was designed to assimilate Native Americans by destroying Native culture, language, and identity through harsh militaristic and assimilationist methods. There were 15 Indian boarding schools in the State of Washington. In April of 2023, as part of her “Road to Healing” tour, U.S. Secretary of the Interior Deb Haaland met with Native survivors of the federal Indian boarding school system and their descendants in Tulalip.

    Murray has been a strong advocate for Tribes in the United States Senate. Over the years, Murray has secured hard-won updates to the Violence Against Women Act to better protect Native women and fought to deliver the largest-ever federal investment in Tribes in the American Rescue Plan to support Tribal communities as they confronted the health and economic impacts of the pandemic.

    As Appropriations Chair, Murray protected funding for the Indian Health Service (IHS) despite tough budget caps and fought for a $61.4 million increase in Fiscal Year 2024 to ensure IHS can hire more providers to meet increased patient demand. Importantly, Murray secured advance appropriations for IHS for the upcoming fiscal year to provide more certainty and limit disruptions so the agency can better plan and provide continuity of care for Tribes. Murray has also been a strong advocate of the Indian Housing Block Grant (IHBG) program. The IHBG is the largest source of federal resources for housing for Tribal communities—providing flexible funding for the construction for new affordable housing, rental assistance, housing improvements and rehabilitation, and other supportive housing-related services. Murray has fought to increase funding for the IHBG program every year, and in Fiscal Year 2024, as Appropriations Chair, she was able to secure a record $1.111 billion for the program—a $324 million increase over Fiscal Year 2023—in the Transportation and Housing and Urban Development spending bill signed into law in March of 2023. Across government spending, Murray has always fought to prioritize the needs of Washington state Tribal communities.

  • MIL-OSI Security: Chicago Rapper Lil Durk Arrested on Complaint Alleging He Ordered Murder Attempt that Resulted in Fatal Shooting Near Beverly Center

    LOS ANGELES – A Grammy Award-winning Chicago rapper has been arrested on a federal criminal complaint alleging he conspired with others to murder a rival rapper, resulting in a shooting and murder that took place at a gas station near the Beverly Center shopping mall in Los Angeles in August 2022 – an attack that resulted in a family member of the rival being shot and killed, the Justice Department announced today.

    Durk Banks, 32, a.k.a. “Lil Durk,” was arrested near Miami International Airport late Thursday on a complaint charging him with conspiracy to use interstate facilities to commit murder-for-hire resulting in death.   

    He made his initial appearance this afternoon in United States District Court for the Southern District of Florida and remains in federal custody. His arraignment is expected to occur in Los Angeles federal court in the coming weeks.

    “Mr. Banks is charged with orchestrating a cold-blooded murder that resulted in the death of a rival’s family member,” said United States Attorney Martin Estrada. “Not only that, the shooting occurred in the open, at a gas station at a busy intersection, endangering many others in the area. Violent gun crime of this sort is devastating to our community and we will have zero-tolerance for those who perpetrate such callous acts of violence.” 

    “The apprehension of Mr. Banks as he attempted to leave the United States is once again proof that the FBI and our extraordinary partners at the Los Angeles Police Department have a long reach” said Akil Davis, Assistant Director in Charge of the FBI Los Angeles Field Office. “No excuse can justify this violent act and let me be clear: While you’re going about your life, thinking you ‘got away with it,’ the FBI is piecing together the facts that will serve as your undoing.”

    “Cases like these that span multiple states and jurisdictions are complicated and can oftentimes only be resolved through the collaboration of multiple departments,” said Los Angeles Police Chief Dominic Choi. “This arrest is the culmination of the combined efforts of our partners in the U.S. Attorney’s Office, the FBI, and LAPD’s Operation West Bureau Homicide detectives who discovered that Durk D a.k.a. Lil Durk was involved in this heinous murder. The hundreds of hours spent on the investigation included surveillance, authoring numerous search warrants, using forensic technology, and tireless investigative travel and collaboration alongside our federal partners led to this arrest. I am appreciative of the dedication of those involved.”

    According to the complaint filed Thursday night, Banks is the leader of the Chicago-based rap collective known as “Only the Family” or “OTF.” Law enforcement believes OTF also acts as a group of individuals who engage in violence – including murder and assault – at Banks’ direction and to maintain their status in OTF.

    Banks feuded with a victim, identified in court documents as “T.B.” The feud stemmed from a November 6, 2020, murder in which an associate of T.B. shot and killed an OTF rapper named Dayvon Bennett, a.k.a. “King Von.” Bennett and Banks were close friends. 

    In response to Bennett’s murder, Banks allegedly put a bounty on T.B.’s life.

    On August 19, 2022, several OTF members and associates used two vehicles and worked in tandem to track, stalk, and attempt to murder T.B. for hours, culminating in a shooting at a gasoline station located near the Beverly Center mall. The co-conspirators fired at least 18 rounds at T.B.’s vehicle, striking and killing a victim identified in court documents as “S.R.,” who was T.B.’s family member who had been traveling with T.B.

    Banks allegedly ordered T.B.’s murder and the hitmen used money from Banks and OTF-related finances to carry out the hit. Bank and flight records show that an OTF member and close associate of Banks coordinated and paid for five co-conspirators to travel from Chicago to California on the day before the murder. Around the time the one-way flights were purchased, Banks told the OTF associate booking the flights, “Don’t book no flights under no names involved wit [sic] me.”

    The same day the hitmen traveled from Chicago to California, Banks also traveled to California in a private jet with another conspirator, Kavon London Grant, 28, a.k.a. “Cuz” and “Vonnie.” Later that day, Grant allegedly purchased ski masks for the shooters to use to commit the murder and paid – using a credit card in Banks’ name – for the other co-conspirators’ hotel room.

    On Thursday morning, federal and local law enforcement in the Chicago area arrested Grant and four other defendants charged in a four-count federal grand jury indictment alleging their roles in the murder-for-hire plot. After law enforcement made the arrests and executed search warrants in Chicago, the FBI learned that Banks had been booked on three international flights scheduled to leave the United States on Thursday. When banks arrived near one of the departing airports – in Miami, specifically – law enforcement personnel arrested him.

    In additional to Grant, the defendants charged in the separate indictment, which a grand jury returned on October 17, are:

    • Deandre Dontrell Wilson, 33, a.k.a. “DeDe,” of Chicago;
    • Keith Jones, 33, a.k.a. “Flacka,” of Gary, Indiana;
    • David Brian Lindsey, 33, a.k.a. “Browneyez,” of Addison, Illinois; and
    • Asa Houston, 36, a.k.a. “Boogie,” of Chicago.

    These four defendants along with Grant are charged with one count of conspiracy, one count of use of interstate facilities to commit murder-for-hire resulting in death, and one count of using, carrying and discharging firearms and a machine gun and possession of such firearms in furtherance of a crime of violence resulting in death. Jones faces and additional count of possession of a machine gun.

    These defendants made their initial appearances on Thursday in the Northern District of Illinois and are expected to be arraigned in United States District Court in downtown Los Angeles in the coming weeks. 

    A complaint and indictment contain allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until and unless proven guilty in court.

    If convicted, Banks and the five defendants charged in the separate indictment each would face a statutory maximum sentence of life in federal prison.

    The FBI and the Los Angeles Police Department are investigating this matter.

    CORYDON, Ind., Oct. 25, 2024 (GLOBE NEWSWIRE) — First Capital, Inc. (the “Company”) (NASDAQ: FCAP), the holding company for First Harrison Bank (the “Bank”), today reported net income of $2.9 million, or $0.87 per diluted share, for the quarter ended September 30, 2024, compared to net income of $3.1 million, or $0.94 per diluted share, for the quarter ended September 30, 2023.

    Results of Operations for the Three Months Ended September 30, 2024 and 2023

    Net interest income after provision for credit losses increased $415,000 for the quarter ended September 30, 2024 as compared to the same period in 2023. Interest income increased $2.0 million when comparing the periods due to an increase in the average yield on interest-earning assets from 3.96% for the third quarter of 2023 to 4.53% for the third quarter of 2024. The average balance of interest-earning assets increased from $1.13 billion for the quarter ended September 30, 2023 to $1.17 billion at September 30, 2024. The increase in the yield was primarily due to an increase in the yield on loans to 6.09% for the third quarter of 2024 compared to 5.74% for the same period in 2023. In addition, the Company’s lower yielding securities continue to mature with proceeds being reinvested in higher yielding loans or federal funds sold. When compared to the quarter ended September 30, 2023, the average balance of the Company’s securities decreased $59.0 million, while the Company’s average loans and federal funds sold balances increased $40.6 million and $58.0 million, respectively, during the quarter ended September 30, 2024. Interest expense increased $1.5 million when comparing the periods due to an increase in the average cost of interest-bearing liabilities from 1.30% for the third quarter of 2023 to 1.87% for the third quarter of 2024, in addition to an increase in the average balance of interest-bearing liabilities from $813.2 million for the third quarter of 2023 to $875.8 million for the third quarter of 2024. The Company had no outstanding advances from the Federal Home Loan Bank (“FHLB”) during the quarter ended September 30, 2024 compared to $3.3 million with an average rate of 6.03% during the quarter ended September 30, 2023. The Company had average outstanding borrowings under the Federal Reserve Bank’s Bank Term Funding Program (“BTFP”) of $33.6 million and $13.0 million with an average rate of 4.89% and 5.02% during the quarters ended September 30, 2024 and 2023, respectively. As a result of the changes in interest-earning assets and interest-bearing liabilities, the net interest margin increased from 3.02% for the quarter ended September 30, 2023 to 3.12% for the same period in 2024.

    Based on management’s analysis of the Allowance for Credit Losses (“ACL”) on loans and unfunded loan commitments, the provision for credit losses increased from $290,000 for the quarter ended September 30, 2023 to $463,000 for the quarter ended September 30, 2024. The increase was due to loan growth during the period, the increase in nonperforming assets during the quarter described later in this release, as well as management’s consideration of macroeconomic uncertainty. The Bank recognized net charge-offs of $64,000 and $19,000 for the quarters ended September 30, 2024 and 2023, respectively.

    Noninterest income decreased $147,000 for the quarter ended September 30, 2024 as compared to the same period in 2023. The Company recognized a $196,000 loss on equity securities for the quarter ended September 30, 2024 compared to a loss of $131,000 for the same quarter in 2023. The Company did not sell any securities during the quarter ended September 30, 2024. The Company recognized a net $63,000 gain on sale of securities during the quarter ended September 30, 2023. During the quarter ended September 30, 2023, the Company sold securities available for sale with a market value of $9.4 million and an amortized cost basis of $9.5 million resulting in a net loss of $94,000. The net loss was more than offset by the $157,000 gain on sale of the Company’s VISA Class B stock in September 2023. In addition, other income decreased $54,000 during the quarter. These were partially offset by increases of $17,000 and $13,000 in ATM and debit card fees and service charges on deposit accounts, respectively.

    Noninterest expense increased $543,000 for the quarter ended September 30, 2024 as compared to the same period in 2023, due primarily to increases in professional fees and compensation and benefits of $213,000 and $160,000, respectively. The increase in professional fees is primarily due to increased costs associated with the Company’s annual audit and fees being accrued for the Company’s ongoing core contract negotiations. The increase in compensation and benefits is due to standard increases in salary and wages as well as increases in the cost of Company-provided health insurance benefits. In addition, data processing, advertising, and occupancy and equipment expenses increased $51,000, $45,000, and $41,000, respectively.

    Income tax expense decreased $35,000 for the third quarter of 2024 as compared to the third quarter of 2023 primarily due to a decrease in the Company’s taxable income. The effective tax rate for the quarter ended September 30, 2024 was 15.6% compared to 15.4% for the same period in 2023.

    Results of Operations for the Nine Months Ended September 30, 2024 and 2023

    For the nine months ended September 30, 2024, the Company reported net income of $8.7 million, or $2.59 per diluted share, compared to net income of $9.7 million, or $2.89 per diluted share, for the same period in 2023.

    Net interest income after provision for credit losses increased $72,000 for the nine months ended September 30, 2024 compared to the same period in 2023. Interest income increased $5.3 million when comparing the two periods due to an increase in the average yield on interest-earning assets from 3.80% for the nine months ended September 30, 2023 to 4.37% for the same period in 2024.   The increase in the yield was primarily due to an increase in the yield on loans to 5.99% for the first nine months of 2024 compared to 5.57% for the same period in 2023. In addition, the Company’s lower yielding securities continue to mature with proceeds being reinvested in higher yielding loans or federal funds sold. When compared to the nine months ended September 30, 2023, the average balance of the Company’s securities decreased $49.7 million, while the Company’s average loans and federal funds sold balances increased $50.8 million and $15.5 million, respectively, during the nine months ended September 30, 2024. Interest expense increased $5.0 million as the average cost of interest-bearing liabilities increased from 0.98% for the nine months ended September 30, 2023 to 1.72% for the same period in 2024, in addition to an increase in the average balance of interest-bearing liabilities from $805.1 million for the first nine months of 2023 to $846.8 million for the same period of 2024. The Company had average outstanding advances from the FHLB of $2.3 million and $2.6 million with an average rate of 5.69% and 5.49% during the nine months ended September 30, 2024 and 2023, respectively. The Company had average outstanding borrowings under the Federal Reserve Bank’s BTFP of $33.1 million and $6.4 million with an average rate of 4.84% and 5.03% during the nine months ended September 30, 2024 and 2023, respectively. As a result of the changes in interest-earning assets and interest-bearing liabilities, the net interest margin decreased from 3.10% for the nine months ended September 30, 2023 to 3.09% for the nine months ended September 30, 2024.

    Based on management’s analysis of the ACL on loans and unfunded loan commitments, the provision for credit losses increased from $833,000 for the nine months ended September 30, 2023 to $1.1 million for the nine months ended September 30, 2024. The increase was due to loan growth during the period, the increase in nonperforming assets described later in this release, as well as management’s consideration of macroeconomic uncertainty. The Bank recognized net charge-offs of $149,000 for the nine months ended September 30, 2024 compared to $380,000 for the same period in 2023.  

    Noninterest income decreased $79,000 for the nine months ended September 30, 2024 as compared to the nine months ended September 30, 2023 primarily due to the Company recognizing a $270,000 loss on equity securities during the nine months ended September 30, 2024 compared to an $86,000 loss during the same period in 2023.   This was partially offset by increases of $77,000 and $30,000 from gains on sale of loans and service charges on deposit accounts, respectively.

    Noninterest expenses increased $1.2 million for the nine months ended September 30, 2024 as compared to the same period in 2023. This was primarily due to increases in professional fees, compensation and benefits, data processing, and other expenses of $424,000, $374,000, $130,000, and $179,000, respectively, when comparing the two periods. The increase in professional fees is primarily due to increased costs associated with the Company’s annual audit and fees being accrued for the Company’s ongoing core contract negotiations. The increase in compensation and benefits is due to standard increases in salary and wages as well as increases in the cost of Company-provided health insurance benefits. The increase in data processing expense is primarily due to increased debit card interchange fees. Increases in other expenses included a $77,000 increase in the Company’s support of local communities through sponsorships and donations, $26,000 in increased dues and subscriptions and $24,000 of additional FDIC insurance assessments for the nine months ended September 30, 2024 compared to the same period of 2023.

    Income tax expense decreased $238,000 for the nine months ended September 30, 2024 as compared to the same period in 2023 resulting in an effective tax rate of 15.0% for the nine months ended September 30, 2024, compared to 15.4% for the same period in 2023.

    Comparison of Financial Condition at September 30, 2024 and December 31, 2023

    Total assets were $1.19 billion and $1.16 billion at September 30, 2024 and December 31, 2023, respectively. Net loans receivable and total cash and cash equivalents increased $16.2 million and $51.3 million from December 31, 2023 to September 30, 2024, respectively, while securities available for sale decreased $28.8 million, during the same period. Deposits were $1.03 billion at December 31, 2023 and September 30, 2024. The Bank had $33.6 million in borrowings outstanding through the Federal Reserve Bank’s BTFP at September 30, 2024 compared to $21.5 million at December 31, 2023. Nonperforming assets (consisting of nonaccrual loans, accruing loans 90 days or more past due, and foreclosed real estate) increased from $1.8 million at December 31, 2023 to $4.5 million at September 30, 2024.   The increase was primarily due to the nonaccrual classification of two commercial loan relationships totaling $2.6 million. Loans in the relationship are secured by a variety of real estate and business assets.

    WASHINGTON – U.S. House Natural Resources Committee Ranking Member Raúl M. Grijalva (D-Ariz.) today issued the following statement on President Biden’s issuance of a formal apology to Native Americans for the federal government’s role in Indian boarding schools. For more than 150 years, the U.S. government removed Native American children from their homes and communities, forcing them to attend boarding schools, where they were physically, sexually, and psychological abused in an effort to erase their cultural identity.

    “Today’s apology brings into light one of the darkest chapters in our nation’s history,” said Ranking Member Grijalva. “While there are no words or actions that can ever return to Indigenous peoples all that was taken from them or right the atrocities committed against them, a formal acknowledgment is a much needed and long overdue step in the path to healing. I want to thank President Biden and Secretary Haaland for their continued commitment to supporting Indian Country. But even more so, I want to express my deep reverence to Native communities for their resilience through pain, loss, and mourning in pursuing a true and full account of our history.”

    On May 12, 2022, under the leadership of then-Chair Grijalva, the Natural Resources Committee led the first-ever congressional hearing on the Indian boarding school era. The hearing featured testimony from boarding school survivors. U.S. Department of the Interior Secretary Haaland has also led the first Federal Indian Boarding School Initiative to investigate the forced assimilation efforts and injustices committed by the federal government through these schools. In this work, the Biden-Harris administration released reports in 2022 and 2024 that outlined the current and intergenerational impact of boarding schools and made policy recommendations.

    ADDITIONAL BACKGROUND

    During today’s visit to Gila River Indian community, President Biden also spoke to the administration’s many executive actions to support Indian Country, including the 2022 Memorandum on Uniform Standards for Tribal Consultation, which closely mirrors Ranking Member Grijalva’s landmark RESPECT Act.

    The Biden-Harris administration has also deployed historic investments in tribal communities through the American Rescue Plan, Inflation Reduction Act (IRA), and Infrastructure Investment and Jobs Act (IIJA). Ranking Member Grijalva and Natural Resources Committee Democrats were instrumental in securing these investments, including $2.5 billion for tribal water rights settlements, $216 million for climate adaptation and community relocation efforts, and $200 million to improve dams, water sanitation, and other facilities in the IIJA, as well as $235 million for climate resilience and $216 million for emergency drought relief in the IRA.

  • MIL-OSI Security: McLaughlin Man Sentenced for Assault

    ABERDEEN – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Charles B. Kornmann has sentenced a McLaughlin, South Dakota, man convicted of Assault Resulting in Serious Bodily Injury. The sentencing took place on October 21, 2024.

    Ronald Long Feather, 25, was sentenced to 34 months in federal prison, followed by three years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund.

    Long Feather was indicted by a federal grand jury in November of 2023. He pleaded guilty on July 23, 2024.

    Shortly before 7:00 p.m. on March 9, 2023, in McLaughlin, which lies within the Standing Rock Sioux Indian Reservation, a belligerent and intoxicated man hurled a plastic snow shovel at Long Feather’s front door, damaging the screen. Long Feather, heavily intoxicated himself, stepped outside and confronted him on the stoop. During the ensuing scuffle, Long Feather stabbed the man in the neck. The man fled on foot to his uncle’s home, who turned him away, opining the blood would scare the children. No one called 911. The man wandered the snow-covered streets of McLaughlin until Good Samaritans rendered aid and called for an ambulance. The man’s heart stopped twenty minutes before reaching the Mobridge Hospital. Resuscitation efforts were unsuccessful.

    This matter was prosecuted by the U.S. Attorney’s Office because the Major Crimes Act, a federal statute, mandates that certain violent crimes alleged to have occurred in Indian country be prosecuted in Federal court as opposed to State court.

    This case was investigated by the FBI and the Bureau of Indian Affairs – Office of Justice Services. Assistant U.S. Attorney Carl Thunem prosecuted the case.

    Long Feather was immediately remanded to the custody of the U.S. Marshals Service.

  • MIL-OSI Security: Calera Resident Sentenced To 25 Years For Child Exploitation Crimes

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Ryan John Capps, age 25, of Calera, Oklahoma, was sentenced to 300 months in prison for one count of Coercion and Enticement, and 300 months in prison for one count of Sexual Exploitation of a Child/Use of a Child to Produce a Visual Depiction.  Capps was also sentenced to 180 months in prison for one count of Sexual Abuse of a Minor in Indian Country.  The sentences were ordered to be served concurrently.

    The charges arose from an investigation by the Durant Police Department and the Federal Bureau of Investigation.

    On May 1, 2024, Capps was found guilty of the charges by a federal jury.  According to investigators, in the autumn of 2022, while employed as a teacher and coach at Durant Middle School, Capps enticed a minor student to produce child sexual abuse material and engage in sexual activity.  The crimes occurred in Bryan County, within the boundaries of the Choctaw Nation Reservation of Oklahoma, in the Eastern District of Oklahoma.

    “This defendant abused his position of trust as a teacher and coach by sexually exploiting a student he was supposed to protect,” said FBI Oklahoma City Special Agent in Charge Doug Goodwater.  “I’m grateful for the dedicated efforts of the FBI, the Durant Police Department, and the US Attorney’s Office to remove this predator from the lives of innocent children through the justice system.”

    “The defendant violated the trust placed in him as a teacher in order to exploit the victim for his own prurient interests,” said United States Attorney Christopher J. Wilson.  “The jury’s verdict and the sentences imposed by the Court are a resounding message that those who commit these deplorable acts will be subjected to the justice system and severely punished.”

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.  Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.  For more information about Project Safe Childhood, please visit http://www.justice.gov/psc.

    China, Wang said after Xi’s trip to the Russian city of Kazan, has once again played a vital role as a driving force of BRICS cooperation as well as a core member of the Global South.

    During the summit, Xi elaborated on the direction and fundamental principles of greater BRICS cooperation, emphasized that BRICS nations were gathering for their shared pursuit, and called for joint efforts to build BRICS into a primary channel for strengthening solidarity and cooperation among Global South nations and a vanguard for advancing global governance reform, said Wang, also a member of the Political Bureau of the Communist Party of China Central Committee.

    Xi pointed out that BRICS countries should build a BRICS committed to peace, innovation, green development, justice, and closer people-to-people exchanges, and act as defenders of common security, pioneers of high-quality development, promoters of sustainable development, forerunners in reforming global governance, advocates for harmonious coexistence among all civilizations, and announced eight pragmatic measures to support the high-quality development of BRICS cooperation, Wang said.

    This year marks the 75th anniversary of the establishment of diplomatic relations between China and Russia, Wang said, noting that during the meeting between Xi and Russian President Vladimir Putin, the two heads of state believed that China and Russia have found the right way to get along with each other, which features non-alliance, non-confrontation and not targeting any third party.

    The global community has paid extensive attention to Xi and Indian Prime Minister Narendra Modi’s bilateral meeting, their first formal one in five years, Wang said.

    She’s the first — but it’s clearly not the last — Native American Cabinet secretary ever.  (Applause.)  And her historic and dedicated leadership is strengthening the relationship between the Tribal Nations and the federal government — is unlike ever happened before. 

    That’s why we’re here today. 

    You know, when I got to the Senate, I was only 29 years old.  I had to wait 17 days to be eligible.  And I had — after I got elected, w- — while I waiting, my wife and daughter were killed and my two boys were badly injured.

    And a guy that came to my assistance was a guy named Danny Inouye.  And the first thing he taught me — not a joke — was, “Joe, it is not ‘Indians.’  It’s ‘Indian Nations’ — Indian N-” — (applause) — No, I — he was serious, deadly earnest about it.

    It’s been 10 years since a sitting president — president came and visited Indian Country.  That’s simply much too long.

    And that’s why I am here today not only to fulfil my promise to be a president that — first president to visit Indian Country but, more importantly, to right a wrong, to chart a new path toward a better future for us all.

    I am also here because, as I said, my wife Jill has been here 10 times in Indian Country, literally.  The first lady sends her love and said, “Joe, make sure you come home.”  (Laughter.)  Because every time she goes — she spent a lot of time in, excuse me for saying this, the Navajo Nation.  I’m worried — (applause) — every time she goes, I’m worried she’s not coming home.  (Laughter.)

    I watched that beautiful performance just now, and it moved me deeply.  It’s a reminder of everything Native people enjoy and employ: sacred traditions, culture passed down over thousands of — thousands of years.  (Applause.)  

    Long before there was a United States, Native communities flourished on these lands.  They practiced democratic government before we ever heard of it, developed advanced agriculture, contributed to science, art, and culture.  (Applause.)

    But eventually, the United States was established and began expanding, entering treaties with sovereign Tribal Nations.  But as time moved on, respect for s- — for Tribal sovereignty evaporated, was shattered, pushing Native people off their homelands, denying — denying their humanity and their rights, targeting children to cut their connection to their ancestors and their inheritance and their heritage. 

    At first, in the 19- — 1800s, the effort was voluntary, asking Tribes to sell their children — to send their children away to vocational schools.  But then — then the federal government mandated — mandated the removal of children from their families and Tribes, launching what’s called the Federal Indian Boarding School era — era.  Over a 150-year span — 150 years — from the early 1800s to 1870 — to 1970.  One of the most horrific chapters in American history.  We should be ashamed.  A chapter that most Americans don’t know about.  The vast majority don’t even know about it. 

    I was — I was at my hotel today.  I told the pe- — the hotel staff, as we were leaving.  They said, “Where are you going?”  I told them.  They said, “What are you doing?”  I told them.  They said they’re Natives here.  They said, “I never knew that.  I never knew that.”  Think of how many people don’t know.

    As president, I believe it’s imper- — important that we do know — know generations of Native children stolen, taken away to places they didn’t know with people they never met who spoke a language they had never heard.  Native communities silenced.  Their children’s laughter and play were gone. 

    Children would arrive at schools.  Their clothes taken off.  Their hair that they were told was sacred was chopped off.  Their names literally erased and replaced by a number or an English name. 

    One survivor later recounted her days when taken away.  She said, quote, “My mother standing on that sidewalk as we loaded into a green bus.  I can see the image of my mom burned into my mind and my heart where she was crying.”

    Another survivor described what it was like at the boarding school, and I quote, “When I would talk in my Tribal language, I would get hit.  I lost my tongue.  They beat me every day.”

    Children abused — emotionally, physically, and sexually abused.  Forced into hard labor.  Some put up for adoption without the consent of their birth parents.  Some left for dead in unmarked graves. 

    And for those who did return home, they were wounded in body and in spirit — trauma and shame passed down through generations. 

    The policy continued even after the Civil Rights Act, which got me involved in politics as a young man.  Even after the Civil Rights Act was passed in 1964, it continued. 

    All told, hundreds and hundreds of Federal Indian Boarding Schools across the country.  Tens of thousands of Native children entered the system.  Nearly 1,000 documented Native child deaths, though the real number is likely to be much, much higher; lost generations, culture, and language; lost trust. 

    It’s horribly, horribly wrong.  It’s a sin on our soul.

    I’d like to ask, with your permission, for a moment of silence as we remember those lost and the generations living with that trauma. 

    (A moment of silence is observed.)

    After 150 years, the United States government eventually stopped the program, but the federal government has never — never — formally apologized for what happened until today. 

    I formally apologize — (applause) — as president of the United States of America, for what we did.  I formally apologize.  And it’s long overdue.

    At the Tribal school — at a Tribal school in Arizona, a community full of tradition and culture, and joined by survivors and descendants to do just that: apologize, apologize, apolo- — rewrite the history book correctly.  (Applause.)

    I have a solemn responsibility to be the first president to formally apologize to the Native peoples — Native Americans, Native Hawaiians, Native Alaskans — and [at] Federal Indian Boarding Schools. 

    It’s long, long, long overdue.  Quite frankly, there’s no excuse that this apology took 50 years to make. 

    The Federal Indian Boarding School policy and the pain it has caused will always be a significant mark of shame, a blot on American history. 

    For too long, this all happened with virtually no public attention, not written about in our history books —

    AUDIENCE MEMBER:  Yeah, what about the people in Gaza?

    THE PRESIDENT:  — not taught in our schools.

    AUDIENCE MEMBER:  What about the people in Palestine, huh?

    (Cross-talk.)

    AUDIENCE:  Booo —

    AUDIENCE MEMBER:  (Inaudible.)

    THE PRESIDENT:  Let her talk.  Let her talk.

    AUDIENCE MEMBER:  (Inaudible) empty promise for our people.  How can you apologize for a genocide while committing a genocide in Palestine?

    Free Palestine!  Free Palestine!

    AUDIENCE MEMBER:  Get out of here!

    AUDIENCE MEMBER:  Free Palestine!

    THE PRESIDENT:  No, no.  Let — let her go.  There’s a lot of innocent people being killed. 

    AUDIENCE MEMBER:  (Inaudible.)

    THE PRESIDENT:  There’s a lot of innocent people being killed, and it has to stop.

    For those — (applause) — for those who went through this period, it was too painful to speak of.  For our nation, it was too shameful to acknowledge.  But just because history is silent doesn’t mean it didn’t take place.  It did take place.  (Applause.)

    While darkness can hide much, it erases nothing.  It erases nothing.  Some injustices are heinous, horrific, and grievous.  They can’t be buried, no matter how hard people try. 

    As I’ve said throughout my presidency, we must know the good, the bad, the truth of who we are as a nation.  That’s what great nations do.  We’re a great nation.  We’re the greatest of nations.  We do not erase history; we make history.  We learn from history, and we remember so we can heal as a nation.  It takes remembering.

    This formal apology is the culmination of decades of work by so many courageous people, many of whom are here today: survivors and descendants, allies and advocates — like the nation’s Native American Boarding School Healing Coalition and other — (applause) —

    All of you who are part of that, stand up.  Stand up.  (Applause.)  As my grandfather would say, you’re doing God’s work.

    And other courageous leaders who spent decades shining a light on this dark chapter.  And leaders like Secretary Haaland, whose grandparents were children at one of those boarding schools. 

    U.S. Interior Department, the same department that long ago oversaw Federal Indian Boarding Schools — guess what? — the extensive work on the — breaking ground, it’s happened with her.  It’s appropriate that she is bringing an end to what that very agency did.  (Applause.)  Groundbreaking report documenting what happened. 

    We owe it to all of you across Indian Country.  The truth — the truth must be told.  And the truth must be heard all across America. 

    But this official apolocy [apology] is only one step toward and forward from the shadows of failed policies of the past.  That’s why I’ve committed to working with Indigenous communities across the country to write a new and better chapter of our — in our history, to honor the solemn promise the United States made to Tribal Nations, to fulfill our federal trust and treaty obligations.  It’s long, long, long overdue.  (Applause.)

    And I say this with all sincerity, from day one, my administration, Jill and I, Kamala and Secretary Haaland, our entire administration have worked to include Indigenous voices in all we do.  Along with Secretary Haaland, I’ve appointed Native Americans to lead across the federal government.

    I signed a groundbreaking executive order to give Tribes the — more autonomy to make your own decisions — (applause) — requiring federal agencies to streamline grant appro- — grant appropriations and applications, to comanage federal programs, to eliminate heavy-handed reporting requirements.  It’s about representing your autonomy.  And, I might add, it’s a hell of a lot more efficient when you do it too.  (Applause.)

    Folks, I’m proud to have reestablished the White House Council on Native American Affairs — (applause); relaunched the White House Tribal Na- — Tribal Nations Summit — (applause); and taken historic steps to improve Tribal consultation.  (Applause.) 

    With the historic laws I’ve signed, we’re making some of the most significant investments in Native communities ever — ever in American history. 

    It’s part of my Invest in America agenda, and it’s helping all Americans from every state and every Tribe, and that’s good for all America. 

    Helping Native communities get through the pandemic with vaccine shots in arms and checks in pockets. 

    I’m proud this helped cut child poverty in Native communities by more than one third.  (Applause.) 

    I’m proud our economy — our economic plan has created 200,000 jobs for Native Americans, record-low [un]employment in Native communities. 

    With the strong support from Secretary Haaland and all of you, we’re finally modernizing Tribal infrastructure, for God’s sake — (applause) — building new roads, new bridges; delivering clean water, affordable high-speed broadband in every Native community; and so much more. 

    Folks, we’re just getting started.  We’re making historic climate investments in clean energy, conservation, and clean water [for] Native communities, including co-stewardships of our land and waters. 

    We just des- — designated the first National Marine Sancrutary — Sanctuary proposed by Indigenous communities, which is off the coast of California.  We just got that done.  (Applause.)  And I have restored and designated multiple national monuments to honor Tribal Nations, including the Ancestral Footprints of the Grand Canyon, right here in Arizona, where I had the honor of visiting.  (Applause.)  It was breathtaking.  It was breathtaking.

    I secured the first-ever advanced funding for Indian Health Services — (applause) — so Tribal hospitals can plan ahead, order supplies, hire doctors and know that the money will be there.  (Applause.)  

    We’re also preserving ancestral Tribal homelands, restoring salmon and other native fish, recognizing the value of Indigenous knowledge and languages, especially those damaged in the boarding school era. 

    In fact, my administration was proud to defend the Indian Child Welfare Act — (applause) — an act that was passed in 1970 [1978] in no small part to remedy the harms of 150 years of taking Native children away from their families. 

    But you all know, that act was challenged just a few years ago in the summer of 2023.  Those who opposed us challenged — challenged on the grounds that Native families should not have priority over everyone else in adopting Native children.  Well, I took that all the way to the Supreme Court and we won.  We won.  (Applause.)

    We also extended mental health programs through the Bureau of Indian Education so young people have the tools to end cycles of generational trauma. 

    As an educator, this is something Jill cares deeply about, my wife, just as she’s traveled across Native communities to increase access to health care and so much more, including helping open the first cancer cure [care] center in Navajo Nation.  (Applause.)

    And more to do — a lot more to do.

    And, by the way, the infrastructure bill is over a trillion dollars.  It’s not a decade.  I mean, it’s not a quarter.  It’s going to be there for a decade.  Much, much more to come, and you got to get your fair share.   

    By [re]authorizing the Violence Against Women Act — an Act I took great pains in writing 30 years ago, we also — (applause) — we also reasirmed [reaffirmed] Tribal sovereignty and expanded Tribal jurisdiction in cases where outside predators [perpetrators] harm members of your Nation. 

    And as we mark Native Americans History Month in November — this November, we recognize the contributions of Indigenous people in — to American history.  You — you are the first Americans.  I might add, you’re among the most patriotic Americans.  (Applause.)  Well, that’s a fact.  The whole of America should know, all Americans should know Indigenous people volunteer to serve in the United States military five times more than any other single group.  (Applause.)  Five times.  Five.  Five.  Five.  (Applause.)  Many having paid the ultimate sacrifice in every war since our founding. 

    To all of you, thank you — thank you for serving in so many ways — as first responders, artists, entrepreneurs, educators, doctors, scientists, and so much more — sharing your culture and your knowledge for the good of future generations, believing in possibilities — the possibility to usher in a new era to a nation-to-nation relationship grounded in dignity and respect.  It matters. 

    My dad used to have an expression.  He’d say, “Joey, everyone — everyone — is entitled to be treated with dignity.  Everyone.”  “Everyone is enti-” — he meant it.  (Applause.)

    Well, let me close with this.  It’s about restoring your dignity.

    I know no apology can or will make up for what was lost during the darkness of the Federal Boarding School policy.  But today, we’re finally moving forward into the light. 

    As president of the United States, I’ve had the honor to bestow our nation’s most prestigious medals to distinguished people and organizations all across America.  That includes Native Americans who survived the boarding school era. 

    Early in my term, I bestowed the Medal of Freedom — our highest civilian honor — on a man my grandfather, who was an Irish immigrant and was not treated very well because he was an Irish Catholic in the coal-mine era in Scranton — but he went on to be an all-American football player at Santa Clara.  And every time they’d talk about all-Americans, he’d say, “Joey, the greatest athlete in American history is Jim Thorpe.”  (Applause.)  Oh, I’m seri- — I knew a lot about Jim Thorpe before some of you probably even knew.  (Laughter.)

    As a child, Jim was taken from his home but went on to become one of the greatest athletes ever, ever, ever in all of American history. 

    And earlier this week, I bestowed two other revere- — revered medals — the National Medals of Arts and the National Medal of the Humanities — to 39 extraordinary Americans and organizations, including Roseta Wrol [Rosita Worl], an Alaskan Native.  (Applause.) 

    More than 80 years ago, she was a six-year-old when she was taken to a federal boarding school.  She spent three years without her family, her family not knowing if she’d ever come home.  Nine years old, she was one of those who did come home. 

    Over the next seven decades, she became a leading anthropologist and advocate, building a new era of understanding.  Her story, from being taken from her home as child to standing in the Oval Office receiving one of the nation’s most consequential medals, is a story of the truth, the power of healing. 

    When Roseta [Rosita] sees young people signing tradi- — singing traditional songs, just like we heard today, she says, and I quote, “We will hear the voices of our ancestors, and we are now hearing it through our children.”

    For too long, this nation sought to silence the voices of generations of Native children, but now your voices are being heard.    

    That’s the America that we should be.  That’s the America we can all be proud of.  That’s who we are.  For God’s sake, let’s make sure we reach out and embrace, because you make us stronger.  You are America.

    God bless you all.  And may God protect our troops.

    Chinese President Xi Jinping attended the 16th BRICS Summit from Tuesday to Thursday in Kazan, where he also had in-depth exchanges with world leaders on BRICS cooperation, bilateral relations and the current international situation.

    The following are some of the highlights of Xi’s remarks and statements.

    On Global South

    — The collective rise of the Global South is a distinctive feature of the great transformation across the world. Global South countries marching together toward modernization is monumental in world history and unprecedented in human civilization.

    — Standing at the forefront of the Global South, we should use our collective wisdom and strength, and stand up to our responsibility for building a community with a shared future for mankind.

    — We should strengthen global security governance, and explore solutions to address both symptoms and roots of hotspot issues.

    — The Global South emerges for development and prospers through development. We should make ourselves the main driving force for common development.

    — We should play an active and leading role in the global economic governance reform, and make development the core of international economic and trade agenda.

    — Diversity of civilization is the innate quality of the world. We should be advocates for exchanges among civilizations.

    — China will coordinate with others to form a Global South Think Tanks Alliance to promote people-to-people exchanges and experience-sharing in governance.

    — No matter how the international landscape evolves, we in China will always keep the Global South in our heart, and maintain our roots in the Global South.

    — We support more Global South countries in joining the cause of BRICS as full members, partner countries or in the “BRICS Plus” format so that we can combine the great strength of the Global South to build together a community with a shared future for mankind.

    On China-India relations

    — China and India should strengthen communication and cooperation, enhance strategic mutual trust, and facilitate each other’s pursuit of development aspirations.

    — China-India relations are essentially a question of how the two large developing countries and neighbors, each with a 1.4-billion-strong population, treat each other.

    — The two sides should continue to uphold their important understandings, including that China and India are each other’s development opportunity rather than threat, and cooperation partner rather than competitor.

    — The two countries should maintain a sound strategic perception of each other, and work together to find the right and bright path for big, neighboring countries to live in harmony and develop side by side.

    On China-Iran relations

    — No matter how the international and regional situation changes, China will unswervingly develop friendly cooperation with Iran.

    — The Chinese side supports Iran in safeguarding national sovereignty, security and national dignity, steadily advancing its own economic and social development, and improving and deepening good-neighborly and friendly relations with neighboring countries.

    — China is willing to strengthen cooperation with Iran within BRICS and other multilateral frameworks, further volume up the influence and voice of the Global South, and push forward the development of the international order in a more just and reasonable direction.

    On China-Egypt relations

    — China is willing to be a sincere friend that looks out for each other and a close partner for joint development with Egypt.

    — The two sides should continue to firmly support each other, consolidate political mutual trust, deepen practical cooperation, jointly build the Belt and Road with high quality, strengthen people-to-people and cultural exchanges, and push bilateral relations toward the goal of building a China-Egypt community with a shared future in the new era.

    — China appreciates Egypt’s efforts to promote a ceasefire and end of war, and stands ready to strengthen coordination and cooperation with Egypt to jointly push for an early end to the Palestinian-Israeli conflict and the easing of the regional situation.

    Union Minister for Rural Development Shri Shivraj Singh Chouhan inaugurated the International Workshop on the use of “Modern Technologies in Survey-Resurvey for Urban Land Records” at Dr. Ambedkar International Centre in New Delhi today through video conferencing. Shri Shivraj Singh Chouhan, in his keynote address as the Chief Guest reaffirmed the commitment of Govt. of India in boosting digitization and maintenance of land records under the Digital India Land Records Modernization Programme (DILRMP). Highlighting the importance of the quality land records, Minister stated that digitally updated and transparent land records facilitate optimization of the land resources and sharing of information with various agencies for assisting in policy and planning. He elaborated that for a robust property record and tax administration, seamless access to land records is crucial to enhance the effectiveness and efficiency of public service delivery through various schemes of the Centre and States. Minister emphasized the need for close coordination in the Central and State Governments and requested the Department of Land Resources and State Governments to work in close coordination.  

    He also discussed the steps taken by the Government of Madhya Pradesh in creating urban land records and informed that drone flying has been completed in 34 towns and Orthorectified Imagery (ORI) production is complete in 12 towns. He expressed his happiness on the pilot programme called the “National geospatial Knowledge-based land Survey of urban Habitations (NAKSHA)” of the Department of Land Resources with a view to create Land Records in Urban Areas. The Pilot project will be started in more than 100 cities/towns in all the States / UTs and it is expected to be completed in one year’s time. This will be followed by full-fledged survey which would cover the entire urban area in the country within a period of 5 years.   Shri Chouhan added that he is happy to report that aerial photography with 3D imagery is a powerful tool for urban planning. Considering the rainfall and flood situation at the local level, it is very important to develop better drainage and flood management. Aerial photography with accurate GPS coordinates will help in accelerating the speed of land survey, which will ultimately be useful in property tax assessment, better transport system, planning of drainage and flood management and preparation of master plans for our urban areas. 

    Shri Shivraj Singh Chouhan said that he is happy to inform that his department is making tireless efforts in this direction.  He wanted to consult with experts from other countries on creation and reconciliation of land records and this two-day conference is an effort to discuss and understand global best practices in the use of new and emerging technologies in this regard. He is sure that the distinguished participants will put forth their views which will be discussed in detail during the sessions. He requests the representatives of the State Governments present here to actively participate in the discussions, because only with the cooperation of the States will we be able to integrate modern technologies in urban land administration and improve efficiency and transparency in land management systems. We will benefit from the presence of experts from around the world and the knowledge they present will help us apply modern technologies in land management.

    Union minister extended his best wishes for successful organization of this event and he hope that the information gained from the workshop will help the government in formulating policies to further strengthen the urban local bodies.

    Secretary, Department of Land Resources, Ministry of Rural Development, Shri Manoj Joshi said that this international workshop has been organized and along with this we have started a pilot program to conduct surveys in urban areas. For this, Survey of India is our technical partner so that drone flying can be done in all the cities. From the images obtained from drone flying, the revenue and urban departments of the states will prepare urban land records, master plans and drainage records of cities. The objective of this workshop is that foreign experts in land records can take advantage of the experts in software. States which have done the land record survey work. They will be able to share information with each other. We will be able to complete this work of land records in one year.

    In the inaugural session, Shri Kunal Satyarthi, Joint Secretary, Department of Land Resources, Govt. of India welcomed the participants and set the agenda of the workshop. Shri Abedelrazq Khalil, World Bank’s Practice Manager for Urban and Land, South Asia Infrastructure Department highlighted the importance of land records in Urban area. Shri Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, Govt. of India shared experience of SVAMITVA Scheme and stressed the urgent need for digital land records for urban area too.

    The first session of the Workshop on International Best Practices in Establishing and Maintaining Urban Digital Land Record was chaired by Shri Manoj Joshi, Secretary, Department of Land Resources and moderated by Mr. Klaus Deininger, Lead Economist, World Bank. This session had global participation from the land registration/survey departments of South Korea, Spain, Netherlands, France, United Kingdom, Australia, Japan, USA, Germany.  The importance of registration laws, land surveying, aerial mapping and the integration and implementation of GIS was discussed extensively, during this session.

    The workshop is a unique gathering of the stakeholders from the Ministries/Departments of the Government of India, Revenue and Urban Development Secretaries of 34 States/UTs, the Municipal Commissioners, international experts, Municipal officers /CEOs of around 120 Urban Local Bodies which are taking part in the Pilot programme National Geospatial Knowledge based Survey of habitations (NAKSHA) for Modernization of Urban Land records and industry &technology partners from India and abroad.

    Further, a Technology Exhibition on survey and resurvey featuring more than 30 Technology Companies from India as well as abroad was inaugurated by Shri Manoj Joshi, Secretary, Department of Land Resources, Govt. of India.

    In a significant event marking the completion of one year of Namo Bharat operations, Hon’ble Minister of Housing and Urban Affairs and Minister of Power, Shri Manohar Lal, took a ride on the Namo Bharat train and visited key stations along the Delhi-Ghaziabad-Meerut RRTS corridor.  Union Minister said that work of Rapid rail transit system is going on in full speed, equipped with newer technologies, that will make intercity travel very convenient for the travellers. He said that while average speed of metro rail is 30 km/hr, the RRTS has an average speed of 80 km/hr, with a maximum operational speed of 160 km/ hr

    The Minister boarded the Namo Bharat train from Sahibabad station in a driving cab, where he interacted with the women train operators, acknowledging their vital contributions to the operations of India’s first RRTS corridor. He also engaged with passengers, gathering firsthand feedback on their experiences with the Namo Bharat service. 

     

    Shri Manohar Lal expressed satisfaction with the overwhelmingly positive response from passengers, who praised the convenience, speed, and comfort of Namo Bharat trains. Many highlighted how this new mode of transportation has significantly improved their daily commute, offering a hassle-free and reliable alternative to traditional modes of transport.

    Additionally, NCRTC celebrated the one-year anniversary of Namo Bharat train operations with a special visit from school students in the morning. The children enjoyed speedy and joyful rides, fulfilled with chocolates. Commuters were welcomed with festive dhol beats, chocolates, and mementos as tokens of appreciation for their continued support. The stations were adorned with entry gates for Namo Bharat Diwas, creating a festive atmosphere.

     Shri Manohar Lal started his visit from Anand Vihar RRTS Station, where he was received by NCRTC MD, Shri Shalabh Goel. The Minister received a detailed briefing on the station’s unique design and its significance within the overall RRTS network.

    He was informed about the strategically designed Anand Vihar RRTS Station, constructed just one level below ground to ensure ease of access and seamless integration with multiple modes of transport, positioning it as a vital commuter hub. With its proximity to two Metro lines, a railway station, and one bus terminals (ISBTs) in Kaushambi, Uttar Pradesh, and another inter-state bus terminal in Anand Vihar, Delhi is set to become one of the region’s busiest transit hubs. The station’s multimodal connectivity facilitates smooth transitions between various modes of transportation, enhancing convenience and accessibility for daily commuters and creating a comprehensive network of networks.

    The trial run of the Namo Bharat trains have recently been commenced to connect New Ashok Nagar and Anand Vihar RRTS station with already operational Sahibabad station. Hon’ble Minister then proceeded to Sahibabad RRTS Station, where he saw the various passenger-centric amenities developed for the commuters. He was presented with live models, as well as augmented reality (AR) and virtual reality (VR) demonstrations, which offered an immersive understanding of the innovative infrastructure, advanced technologies, and services being employed in the development of the RRTS.

    From the very first day of Namo Bharat’s operations, passengers have benefited from the convenience of the National Common Mobility Card (NCMC), enabling seamless travel across multiple modes of transport under the Government of India’s “One Nation, One Card” initiative.

    The  Minister was apprised that since their launch on October 21, 2023, Namo Bharat trains have significantly transformed commuting across Ghaziabad, Sahibabad, and the surrounding regions, successfully serving over 40 lakhs passengers in their first year of operations. Ghaziabad RRTS Station registered the highest footfall over the past year, followed closely by Sahibabad and Meerut South RRTS Stations. The Minister was also apprised of several groundbreaking technologies, many being used for the first time globally, are part of the implementation of the Namo Bharat project under the ‘Make in India’ and ‘Aatmanirbhar Bharat’ initiatives. These cutting-edge developments, aligned with the Hon’ble Prime Minister’s vision, are driving the transformation of public transport infrastructure in India.

     

    The Honourable Prime Minister of India inaugurated the first 17-kilometer Priority Section between Sahibabad and Duhai Depot on October 20, 2023, marking the historic launch of India’s first RRTS. On March 7, 2024, another 17-kilometer stretch between Duhai and Modinagar North was inaugurated, followed by the operationalization of Meerut South RRTS Station on August 18, 2024.

    Currently, Namo Bharat services operate on a 42-kilometer stretch covering nine stations, including Sahibabad, Ghaziabad, Guldhar, Duhai, Duhai Depot, Muradnagar, Modi Nagar South, Modi Nagar North, and Meerut South. The corridor will soon extend to 54 kilometers with the addition of the Sahibabad to New Ashok Nagar section, which includes key stations such as Anand Vihar and New Ashok Nagar.

    RRTS distinguishes itself from other modes of transport by providing high-speed connectivity between suburban areas, significantly reducing commuting times for longer distances. This system is especially effective in addressing the challenges posed by urban expansion into new regions, such as the National Capital Region (NCR). By enabling travellers to cover greater distances in a shorter time frame, RRTS enhances accessibility and convenience, making it an ideal solution for commuters navigating the growing urban landscape.

    Once the entire 82-kilometer corridor is completed by June 2025, passengers will be able to travel from Delhi to Meerut in under an hour, revolutionizing regional connectivity and enhancing the overall commuter experience.

    Raksha Mantri Shri Rajnath Singh and Minister of Defence, Singapore Dr Ng Eng Hen will co-chair the sixth India-Singapore Defence Ministers’ Dialogue in New Delhi on October 22, 2024. The meeting aims to carry forward defence cooperation between the two countries. Both sides will also exchange views on regional and global issues of shared interest.

    India and Singapore share a Comprehensive Strategic Partnership. The bilateral defence relations form a significant pillar to this collaboration. The engagements have diversified to include wide-ranging contacts between the Services, military-to-military exchanges, high-level visits, capacity building and training programmes, cooperation in UN Peacekeeping, ship visits and bilateral exercises.

    Singapore is a key pillar of India’s Act East Policy, and an important partner of the Indo-Pacific vision. Defence and security partnership between the two countries is an important factor of stability in the Indo-Pacific region.

    The Singaporean Defence Minister will be on a visit to India from October 21-23, 2024. The fifth edition of the Defence Ministers’ Dialogue took place in January 2021 through virtual teleconference.

    Setting the context for Karmayogi Saptah, ‘Samuhik Charcha’ for officers of the Ministry of Personnel, Public Grievances, Union Minister of State (Independent Charge) for Science and Technology, Minister of State (I/C) for Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr Jitendra Singh, briefed about Mission Karmayogi, National Learning Week and Karmayogi Competency Model.

    The Minister emphasised that Mission Karmayogi underlines a paradigm shift from “Rule” to “Role” and focuses that Civil Servants should not be bound by rules but by responsibilities.
    The Union Minister outlined how the Ministry of Personnel, Public Grievances and Pensions has been the first among the ministries to start this cycle of regular learning. During the occasion, Minister also recounted the journey of setting up Mission Karmayogi, which was after taking inspiration from Prime Minister Shri Narendra Modi. He also applauded the Capacity Building Commission (CBC) for taking up this task.

    Union Minister stressed that Mission Karmayogi has led to the development of a new culture in governance which is responsive, dynamic and allied with contemporary India. He further outlined that Mission Karmayogi will help bureaucrats in performing the diverse range of works in government in different ministries.

    Union Minister highlighted that how Mission Karmayogi creates a layer of sustainable ecosystem with the ‘One Government’ approach to realise the dream of Viksit Bharat. He also stated that given the needs of changing times, one should be continuously engaging in the learning processes. This will carry much significance for the bureaucrats who will be at the forefront of Vikasit Bharat 2047.

     

    He remarked that this brainstorming cycle of Samuhik Charcha will aid in the creation of an allied, vast framework, a vast ecosystem, aligned across industries, across the department, and whole of the Government.

    Furthermore, the aim of the ‘Samuhik Charcha’ for the officers of the Ministry of Personnel, Public Grievances and Pensions is to facilitate and entrench learning on a chosen theme by bringing officers across departments within the Ministry together. The ‘Samuhik Charcha’ is designed to enable officers to contemplate and exchange ideas on a chosen theme derived from a webinar that comprises part of the ‘National Learning Week’ programme.

    Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) has reached a remarkable milestone by achieving sales worth Rs. 1000 Crores in October 2024, a significant advancement from previous year when this target was met in December, 2023. This achievement highlights the growing trust and reliance of the people on affordable and quality medicines. This was possible only with the unwavering support of the citizens, who have embraced the initiative by purchasing medicines from over 14,000 Jan Aushadhi Kendras across the country. This substantial growth is a testament to PMBI’s commitment to making healthcare accessible and affordable for all by reducing out of pocket expenditure.  Notably few days ago, PMBI had sold medicines worth Rs. 200 crores in one single month of September 2024.

    In the last 10 years, there has been a growth of more than 170 times in number of Kendras which were only 80 in 2014 and have now grown to more than 14,000 Kendras covering almost all the districts of the country.

    In next 2 years, there will be 25000 Jan Aushadhi Kendras in the country. The product basket of PMBJP comprises 2047 medicines and 300 surgical devices covering all major therapeutic groups such as Cardiovascular, Anti-cancers, Anit-diabetics, Anti-infectives, Anti-allergic, Gastro-intestinal medicines, Nutraceuticals, etc. Almost 1 million people are visiting these popular people-friendly Kendras daily.

    The PMBJP initiative continues to empower communities, ensuring that quality healthcare is within reach for every citizen. The record-breaking sales not only highlight the success of the program but also it plays a vital role in promoting health equity in the country.

    Union Minister of Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya launched “eShram – One Stop Solution” in New Delhi today. Union Minister of State for Labour & Employment, Sushri Shobha Karandlaje, Secretary and other senior officials of Ministry of Labour & Employment were also present on the occasion.

    Speaking at the launch event, Dr. Mandaviya emphasized the growing trust in the eShram portal, noting, “Every day, around 60,000 to 90,000 workers are joining the eShram platform, which demonstrates their confidence in this initiative.” He said that eShram – One Stop Solution will provide seamless access of different Social Security Schemes to the unorganised workers registered on eShram,

    Dr. Mandaviya also highlighted that the primary purpose of the eShram One Stop Solution is to simplify the registration process for unorganised workers and facilitate their access to government welfare schemes. “This platform will act as a bridge, connecting the workers to the numerous benefits offered by the government and making the registration process easier and more transparent,” he said.

    Dr. Mandaviya urged all unorganised workers to register on the eShram portal and take advantage of the various welfare schemes designed for their benefit. He emphasized that onboarding to the platform will enable workers to access a wide range of social security and welfare initiatives launched by the government, aimed at improving their livelihoods and ensuring their well-being.

    Sushri Shobha Karandlaje emphasised on the integration of State Governments portal with eShram in order to ensure last mile connectivity. This initiative will also help in ensuring saturation of the schemes through identification of left-out potential beneficiaries, State/ District-wise, she added.

    One Stop Solution entails consolidating and integrating data from various Central Ministries/ Departments into a single repository as per the recent Budget Announcement and 100 days agenda of Ministry of Labour and Employment. Key welfare schemes such as One Nation One Ration Card, Mahatma Gandhi National Rural Employment Guarantee Act, National Social Assistance Programme, National Career Service, Pradhan Mantri Shram Yogi Maandhan etc. have been integrated with eShram, and onboarding of other welfare schemes is also in progress.

    Ms. Sumita Dawra, Secretary, Ministry of Labour and Employment, pointed out that eShram One Stop Solution will serve as a facilitator to enable seamless access to various Government schemes to the unorganised workers. She informed that the ongoing exercise of ‘One Stop Solution’ will continue to integrate all Social Security/ Welfare Schemes on eShram Portal.

    During the first 100 hundred days of new Government, several meetings were held with concerned Ministries/ Departments to integrate their Social Security / Welfare Schemes with eShram demonstrating a good example of whole of Government approach for welfare of unorganised workers.  

    eShram portal was launched by Ministry of Labour & Employment on 26th August 2021, and more than 30 crore workers have already registered themselves on eShram in a span of 3 years.

    On 21st October 2024, the Indian Air Force (IAF) and Republic of Singapore Air Force (RSAF) commenced the 12th edition of the Joint Military Training (JMT) exercise at Air Force Station Kalaikunda, West Bengal.

    The bilateral phase of the exercise will be conducted from 13 to 21 November 2024 and is expected to generate intense collaboration between the two forces, as they engage in advanced air combat simulations, joint mission planning and debriefing sessions. The bilateral phase aims to enhance interoperability, sharpen combat readiness and promote the exchange of knowledge between the two Air Forces.

    The RSAF is participating with its largest contingent till date, comprising of aircrew and support personnel from F-16, F-15 squadrons alongwith G-550 Airborne Early Warning and Control (AEW&C) and C-130 aircraft. The IAF will be participating with Rafale, Mirage 2000 ITI, Su-30 MKI, Tejas, MiG-29 and Jaguar aircraft.

    Since its inception, JMT has been conducted under the ambit of a bilateral agreement signed between the two nations. JMT exercise comes right after RSAF’s participation in one of the largest multinational aerial exercises, Ex-Tarang Shakti hosted by the IAF, which is reflective of a growing professional association between the two Air Forces. In addition to air operations, the personnel of the two air forces will exchange best practices, as they interact during a multitude of sports and cultural activities over the next seven weeks.

    JMT-2024 highlights the strong bilateral defence relationship built over years of collaboration and joint exercises, as well as the mutual respect between India and Singapore.

    Candy Leaf (Stevia rebaudiana (Bertoni) Bertoni) a plant recognized for its natural non-caloric sweetening characteristics, also has therapeutic properties for diseases like endocrine, metabolic, immune, and cardiovascular diseases, because of its effect on cellular signalling systems according to a new study.

    Assam exports Stevia worldwide. The North Eastern Council (Government of India) also highlighted stevia cultivation’s potential to help the northeast Indian economy due to high demand and use.

    At the Institute of Advanced Study in Science and Technology (IASST) in Guwahati, an autonomous institute of Department of Science and Technology, a team of researchers Dr. Asis Bala, Associate. Professor, Prof. Ashis K. Mukherjee, Director, and Ms. Piyali Devroy, Research Scholar did pioneering research on Stevia’s medicinal properties, effects on cellular signalling mechanisms to prove the Assam’s Stevia’s therapeutic qualities.

    Their multimodal strategy integrated network pharmacology with in vitro and in vivo techniques, showing that the plant used phosphorylation of Protein Kinase C (PKC) to inhibit a crucial cellular signalling route.

    PKC is connected to inflammatory, autoimmune, endocrine, and cardiovascular illnesses. Stevia suppresses PKC phosphorylation, which alters downstream pathways that cause inflammation, a significant cause of endocrine metabolic and cardiovascular issues.

    The study shows Stevia’s promise in this field for the first time. The study also found that active stevia molecules strongly interact with AMPK, highlighting the need for additional research.

    This work published in the journal “Food Bioscience” revealed Stevia’s potential and identified new targets for immunological endocrine and cardiovascular problems. It could have therapeutic effect on diabetes, type 1, type 2, autoimmune diabetes, pre-diabetes, chronic inflammation related auto immune disease – rheumatoid arthritis; chronic kidney diseases and cardiovascular diseases like hypertension; vasculopathy and so on.

    The study illuminates an undiscovered facet of Stevia, underlining the necessity of creative tactics and scientific data to support traditional therapeutic practices.

    A new study has revealed a previously unexplored ionospheric connection between the massive eruption of the Tonga volcano, a submarine volcano in the South Pacific, on 15 January 2022 and the formation of Equatorial Plasma Bubbles (EPBs) or an ionospheric phenomenon near the Earth’s geomagnetic equator at night time over the Indian subcontinent.

    It highlights how volcanic eruptions can trigger ionospheric disturbances and space weather that affect satellite communication and navigation systems.

    In today’s world, satellite-based communication and navigation systems are critical for numerous sectors. Understanding how natural disasters, like volcanic eruptions, can impact the ionosphere is essential for predicting and mitigating disruptions in these systems. While previous studies have established that EPBs can disrupt satellite signals, the role of terrestrial events in shaping space weather has not been explored.

    On January 15, 2022, the Tonga volcano located 65 km (40 mi) north of Tongatapu, Tonga‘s main island in Polynesia, erupted with extraordinary force sending shock waves through the atmosphere.  Scientists were intrigued by the subsequent formation of EPBs in the evening hours over the Indian region.

    Scientists at Indian Institute of Geomagnetism (IIG) Navi Mumbai, an autonomous institute of Department of Science and Technology explored the connection between the Tonga volcanic eruption and the EPBs.

    They found that the eruption produced strong atmospheric gravity waves that propagated into the upper    atmosphere, triggering ionospheric conditions favorable to trigger EPBs. They used ionosonde observations from Tirunelveli and Prayagraj to detect spread-F traces –a phenomenon in the ionosphere where electron density become irregular causing spread in radio signals and leading to fading or disruptions in communications. Concurrently, satellite data from Swarm B and C confirmed significant electron density depletions, directly linked to the formation of EPBs.

    The scientists analyzed various atmospheric and ionospheric data to understand how disturbances triggered by the eruption led to the generation of EPBs.

    Observations from NASA’s Ionospheric Connection Explorer (ICON) (wind, ion density, and temperature) and Swarm satellites provided a comprehensive view of the ionospheric changes during the event, confirming that the eruption-induced gravity waves played a crucial role in initiating these plasma instabilities.

    Plasma blobs, as well as enhanced Pre- Reversal Enhancement (PRE) –sharp increase in the ionospheric eastward electric field in the dusk sector before it turns to westward in the late-night hours, triggered by atmospheric disturbances were also detected.

    Further analysis of iso-frequency and Total Electron Content (TEC) data from Global Navigation Satellite System (GNSS) measurements across the Indian region revealed gravity wave-like oscillations/Traveling Ionospheric Disturbances (TIDs) moving across Indian longitudes in the equatorial ionosphere.

    This indicated that the volcanic eruption had a widespread impact on the ionosphere and acted as seeding mechanisms for EPB generation.

    This comprehensive utilization of data from multiple sources gave the researchers a multi- dimensional view of the ionospheric disturbances.

    By combining ground-based and satellite data, the study published in “Journal of Geophysical Research: Space Physics” offers new insights into how natural disasters like volcanic eruptions can significantly influence space weather, affecting satellite communication and navigation systems.

    The Tonga Volcano identified as a cause for these ionospheric disturbances is a real-world example showing the need for monitoring space weather conditions in the aftermath of major geological events, adding to existing knowledge of ionospheric dynamics.

    The research by the team consisting of R K Barad, S Sripathi, S Banola, and K Vijaykumar, underscores the role of terrestrial events in shaping space weather, adding to existing knowledge of ionospheric dynamics.

    The connection established between geological events and ionospheric dynamics is important for satellite communication and relevant for sectors like defense, agriculture, aviation, disaster management, and any other areas that rely on Global Positioning Systems (GPS) and satellite-based technologies.

    The study can help improve forecasting of ionospheric disturbances leading to better early warning systems that involve satellite signal interference, benefiting fields like navigation, aviation, and military operations. This will allow governments and industries to better prepare for and mitigate disruptions in essential services like GPS, air traffic control, and satellite communications.

  • MIL-OSI Security: Evansville Methamphetamine Ring Dismantled, Trio Sentenced to a Combined Thirty One Years in Federal Prison

    EVANSVILLE—Michael Bravo, 27, of Conroe, Texas, George Hartley, 66, of Evansville, have each been sentenced to ten years in federal prison, and Patricia Latouche, 44, of Evansville, has all been sentenced to 140 months in federal prison after each of the defendants pled guilty to conspiracy to distribute methamphetamine. Each of the defendants will also serve five years of supervised release following their release from prison.

    According to court documents, between June and November of 2020, the group worked together to distribute over 30 pounds of methamphetamine into the Evansville area. Bravo trafficked methamphetamine from Texas to his Evansville-based co-conspirators. After obtaining the methamphetamine from Bravo, Hartley and another individual, who is now deceased, further distributed it to mid-level dealers within the drug trafficking organization, including Patricia Latouche.

    “Methamphetamine and other deadly controlled substances have devastating impacts on users, their loved ones, and our communities,” said Zachary A. Myers, United States Attorney for the Southern District of Indiana. “Drug traffickers like these defendants, responsible for pushing this poison from across the country into our neighborhoods must be held accountable for the suffering they cause in search of quick profits. This operation is an outstanding example of the impact we can have with the help of our state and local law enforcement partners. I commend the efforts of the DEA and Evansville Police Department to make our communities safer by getting meth and meth dealers off our streets.”

    The DEA and Evansville Police Department investigated this case. The sentences were imposed by U.S. District Judge Richard L. Young.

    Defendant fled the United States after being indicted and remained a fugitive for 19 months

    BOSTON – A Lawrence woman was sentenced in federal court in Boston for using stolen identities of taxpayers and businesspeople to defraud the Internal Revenue Service (IRS), a bank, and the Small Business Administration (SBA).

    Luz Paulino, 42, was sentenced by U.S. District Court Judge Richard G. Stearns to 54 months in prison, four years of supervised release, and ordered to pay $37,056 in restitution to MetaBank and $456,300 to the Small Business Administration. In June 2024, Paulino pleaded guilty to one count of bank fraud conspiracy, one count of bank fraud, two counts of wire fraud and two counts of aggravated identity theft.

    Paulino was arrested in December 2020 and indicted by a federal grand jury in January 2021. While on pretrial release, Paulino fled the United States and remained a fugitive for 19 months.  Panamanian authorities ultimately returned her to the United States, where she was arrested for a second time.

    Paulino owned and operated Agape Financial Services, a Lowell-based company that provided tax preparation and notary services. In 2019 and early 2020, Paulino filed false and fraudulent federal tax returns using the stolen identities, names and Social Security numbers of individual victims. The fraudulent tax returns reported false information regarding wages, employers and dependents, among other things, to claim tax refunds. To conceal her involvement, Paulino falsely represented to the IRS that the returns had been prepared by two former employees of Agape. Paulino then used the fraudulent returns to obtain Refund Advance Loans from a bank in the names of her victims.  Paulino and others she recruited then cashed the loan checks using false identification documents and forged signatures.  

    Paulino separately used stolen identities of businesspeople living in California, Michigan, Indiana and elsewhere to apply to the SBA for $2.1 million in COVID-19 Emergency Injury Disaster Loans. Between June 2020 and October 2021, Paulino’s false applications listed fictitious companies that purportedly lost revenue during the pandemic. She used the fraudulently obtained loan proceeds to wire more than $395,000 to the Dominican Republic and to buy a 2020 Cadillac for $86,000, among other purchases.
        
    Acting United States Attorney Joshua S. Levy; Jodi Cohen, Special Agent in Charge, Federal Bureau of Investigation, Boston Field Division; Harry Chavis, Jr., Special Agent in Charge of the Internal Revenue Service’s Criminal Investigations; and Melix Bonilla, Acting Chief of the Lawrence Police Department made the announcement today. Assistant U.S. Attorney Victor A. Wild of the Securities, Financial & Cyber Fraud Unit prosecuted the case.

The Task Force bolsters efforts to investigate and prosecute the most culpable domestic and international criminal actors and assists agencies tasked with administering relief programs to prevent fraud by augmenting and incorporating existing coordination mechanisms, identifying resources and techniques to uncover fraudulent actors and their schemes, and sharing and harnessing information and insights gained from prior enforcement efforts.     TULSA, Okla. – A federal jury returned a guilty verdict on all four counts of an Indictment filed in March 2024. Cameron Lynn, 34, was convicted of First Degree Murder in Indian Country, Assault with a Dangerous Weapon with Intent to do Bodily Harm in Indian Country, Carrying, Using, Brandishing, and Discharging a Firearm During and in Relation to a Crime of Violence, and Assault Resulting in Serious Bodily Injury in Indian Country.

    “Our community is a much safer place due to Cameron Lynn’s conviction,” said U.S. Attorney Clint Johnson. “I want to thank the Tulsa Police Department and the FBI for their hard work in solving this case and working collaboratively during this investigation.” 

    According to evidence presented at trial on February 24, 2024, Tulsa Police officers were dispatched around midnight to a call where someone was shot. The caller was in a heavily wooded area near railroad tracks, flagged down officers and led them to the encampment. Officers found two victims in their tents that were shot. Medical personnel arrived on the scene and rendered aid to both victims. One victim was shot in the abdomen and transported to a local hospital. The other victim, Alcides Monroig, died at the scene.

    The caller and surviving victim told officers that they were asleep when Lynn approached their encampment. They explained that Lynn started going through their belongings, stating he was trying to find his stuff. They told officers they shined a flashlight, trying to see Lynn, and asked him to leave. Lynn refused and shot several times at both tents before fleeing.

    Several witnesses testified that they saw Lynn heading towards the encampment. After they heard several shots fired, Lynn ran toward the witnesses, telling them that they needed to leave the area and that he shot in self-defense. Before being detained, Lynn attempted to alter his appearance to avoid detection by officers. When interviewed by Tulsa Police detectives, Lynn claimed that his brother was the shooter.

    Lynn is a member of the Choctaw Nation of Oklahoma. He will remain in custody. Sentencing will be scheduled at a later date.

    The FBI and the Tulsa Police Department investigated the case, which was prosecuted by Assistant U.S. Attorneys Kenneth Elmore and Stephen Flynn.
