    Minister of State for Rural development Dr Chandra Sekhar Pemmasani addressed concluding session of   two day Workshop on Modern Technologies in Survey-Resurvey for Urban Land Records at Dr. Ambedkar International Centre (DAIC), New Delhi today.  Minister of state during his speech emphasized that more than administrative tools, accurate land records are the back bone of socio economic planning, public service delivery and conflict resolution .This  international workshop explored range of innovations including advances in survey-Resurvey techniques, geo spatial tools, drone and aircraft technologies and GIS integrated solutions. The collective insights shared in this workshop will act as bedrock for building smarter and more efficient urban management system in India. This event has brought together global experts and leaders united in the mission to explore innovative solution for urban land survey, he added.

    Dr. Pemmasani said that as rural land records evolved urban land management must also rise to meet the demand of rapid urbanisation of cities and land administration must keep pace to ensure equitable development. We now stand at a pivotal moment in urban governance where technology meets opportunity. More than tools like Drones, aircraft based survey and satellite imagery offer unparalleled precisions, these technologies provide Ortho rectified images (ORI) , geo referenced maps  that are both accurate and truth to the earth surface. By deploying these tools we reduce human errors increase efficiency and collect consistent up-to-date data in the most challenging urban environment with tall buildings, dense vegetation and complex land usage patterns. Integrating these images into GIS platforms will turn data into actionable insights enabling urban planning real estate development infra structure management, and even disaster preparedness with unprecedented precisions.

    The union minister of State added over the past decade, India, under the visionary Leadership of  Prime Minister Shri Narendra Modi has made significant strides with initiatives such as the Digital India Land Records Modernization Programme (DILRMP). He added that India has digitized Records of Rights (RoR) across over 6.25 lakh villages, launched the Unique Land Parcel Identification Number (ULPIN), also known as Bhu-Aadhaar, and created seamless integration between revenue and registration systems. However, as rural land records evolve, urban land management must also rise to meet the demands of rapid urbanization. Cities are expanding vertically and horizontally, and land administration must keep pace to ensure equitable development. He emphasized that urban land management is not just a technical exercise but is the foundation of economic growth, industrial development, and social harmony.

     Dr Pemmasani said that moreover by creating spatially enabled land records we can resolve longstanding issues such as overlapping ownership claims, inconsistent land valuations and boundary disputes. The time has come to move beyond traditional costly and time consuming surveys and adapt these advanced technologies for a new era in urban governance.  Union minister of state  pleased to learn that this workshop features impactful case studies  and representative from several countries across the globe US, South Korea, Spain, Germany, India and other countries shared experiences overcoming the challenges of urban land management . This workshop is not the end but the beginning of a transformative journey. The insights gained here will shape national programme to modernize urban land records.  We envision the creation of pilot projects across select cities combined with capacity building initiatives for local bodies and state officials. As we leave this workshop let us Carrie with a shared commitment to apply the knowledge technologies and solutions discussed here. Together we will create a transparent efficient and equitable system of urban land management, he added.  Dr Pemmasani emphasised that urban land management is not just a technical exercise and it is the foundation of economic growth, industrial development and social harmony.

    The Department of Land Resources has sanctioned a pilot programme called the “National geospatial Knowledge-based land Survey of urban Habitations (NAKSHA)” with a view to create Land Records in about 130 cities in all the States / UTs within an expected time of one year to be followed by more phases to complete the whole exercise in about 4900 Urban Local Bodies within an expected period of 5 years.

    The workshop was organized with a view to consult experts of other countries on creation and collation of land records, discuss and understand the global best practices in usage of new and emerging technologies for the benefit of the stakeholders, especially the representatives of State Governments. The workshop facilitated discussions on Advanced Land Mapping with Accurate and Efficient Ortho Rectified Image Generation using aerial photography for mapping urban land parcels and properties. The speakers from Industry partners and international experts from USA, Spain, South Korea, France, Germany, Netherlands, UK, Japan and Australia presented their views during the workshop. The workshop facilitated presentations on successful case studies innovative approaches, policy frameworks, technological advancements and stakeholder involvement.

    The workshop has been an excellent gathering of experts and leaders from across the globe and from within the country and one of its kind on the important topic of Urban land survey. It facilitated discussions on the advancements and innovations in modern technologies in survey-resurvey for urban land records and also showcased cutting-edge technologies by both Indian and international firms that can revolutionize land administration in urban areas of our country.

    Union Home Minister and Minister of Cooperation Shri Amit Shah, today inaugurated several farmer welfare schemes worth ₹300 crore during the National Dairy Development Board’s (NDDB) diamond jubilee celebration along with the commemoration of birth anniversary of Shri Tribhuvandas Patel in Anand, Gujarat. On this occasion, several dignitaries were present, including the Union Minister for Panchayati Raj, Fisheries, Animal Husbandry & Dairying, Shri Rajiv Ranjan Singh.

    In his address, Shri Amit Shah said that under the leadership of Prime Minister Shri Narendra Modi, the Standard Operating Procedures (SoP) for the recently launched White Revolution 2.0 have been released, incorporating all the key farmer-friendly points outlined by the Prime Minister. He mentioned that Cooperative Sector will empower one lakh new and existing dairies, and the second white revolution will expand milk routes.

    Shri Shah said that Tribhuvandas ji was a personality whose hardworking life is difficult to describe. Setting aside his personal interests, Shri Tribhuwandas Patel worked with a unique vision for the empowerment of the country’s poor farmers. He worked for the empowerment of the poor farmers of the country by renouncing self. Throughout his life, Tribhuvandas ji distanced himself from personal gain and dedicated his efforts to connecting every farmer in the country with the true spirit of cooperation, achieving great success in this endeavor. Shri Shah said that it is because of Tribhuvan Das Ji that 5 crore cattle rearers of the country sleep peacefully and today crores of farmers of the country, especially women, are prospering. Tribhuvan Das Ji created a small cooperative society which today is doing business worth thousands of crores of rupees by connecting 2 crore farmers of the country with the cooperative sector.

    Union Home Minister and Minister of Cooperation said that in 1964, former Prime Minister Shri. Lal Bahadur Shastri visited Amul Dairy and decided that not only Gujarat but livestock owners across the entire country should benefit from this successful model. Following this, Shastri ji decided to establish the NDDB. He said that in 60 years, NDDB has not only empowered and organised cooperative sector, farmers and mothers and sisters across the country, but has also worked to raise their awareness about their rights. He said that when animal husbandry is done through cooperatives, it not only brings prosperity to farmers but also addresses the issue of malnourished children in the country.  The trust built through Amul has not only empowered women but also laid the foundation for creating strong citizens by providing nutrition to children.

    Shri Amit Shah said that NDDB accelerated the development of the rural sector and the country as well as made agriculture self-reliant. He said Tribhuvan ji had laid the foundation of NDDB which has today become a very big institution not only in the country but in the world. He said that in 1987, NDDB became an official institution, and from 1970 to 1996, it developed and implemented the Operation Flood program, which led to the White Revolution. He noted Amul is conducting annual business worth ₹60,000 crore today which was initially built on the very small shared capital from women. Shri Shah said that in 1964, when Lal Bahadur Shastri ji decided to establish NDDB, no one knew that it will grow akin to a small seed growing one day into a massive banyan tree. NDDB’s liquid milk sales have reached 427 lakh liters per day, with procurement at 589 lakh liters per day. Its revenue has increased from ₹344 crore to ₹426 crore, and the net profit stands at ₹50 crore.

    Union Home Minister and Minister of Cooperation said that NDDB has started processing vegetables, allowing the vegetables produced by our farmers to reach the entire world, and the profits will be distributed down to the grassroots under the cooperative model. He said that the Gobardhan scheme has led to the conservation and enhancement of our land, increased yields, improved farmer prosperity, and a cleaner environment. Gas and fertilizer are being produced from cow dung, and carbon credit payments are reaching our mothers and sisters. Shri Shah stated that Prime Minister Shri Narendra Modi has implemented the Gobardhan scheme on the ground through visionary decision-making. He also mentioned that NDDB has registered 10,000 Farmer Producer Organizations (FPOs).

    Shri Amit Shah mentioned that after NDDB’s initiative, all plants in the dairy sector will now be built in India under the Make in India program. He mentioned that today the foundation stone was laid for a Mother Dairy fruit and vegetable processing unit worth ₹210 crore. Additionally, the Badri Ghee from Uttarakhand and the Gir Ghee brand from Mother Dairy were also launched today. He said that branding the cooperative’s products and preparing them to compete in the market with corporate goods is key to success. Today, our Amul brand holds the top position globally, which is a significant achievement for us. He also mentioned that farmers of apricots from Ladakh, apples from Himachal, and pineapples from Meghalaya will benefit from the initiatives launched today.

    Union Home Minister and Minister of Cooperation said that the Ministry of Cooperation has established three new national-level cooperative institutions. Such new initiatives can only be taken when the leadership is genuinely concerned about the farmers. He said that Prime Minister Shri Narendra Modi has implemented several initiatives and schemes in the cooperative sector. Currently, there are approximately 22 state federations and 231 district federations, along with 28 marketing dairies and 21 milk-producing companies operating in the sector.

    Shri Amit Shah said that the Modi government is going to establish 2 lakh new Primary Agricultural Credit Societies (PACS), which will significantly strengthen our cooperative framework. He said that this initiative will enhance the strength of all entities in the cooperative sector. He highlighted that India has surpassed the United States of America with a milk production of 231 million tons, securing the top position in the world. Our milk production growth rate is 6%, while the global growth rate is only 2%. Today, eight crore rural families produce milk daily, but only one and a half crore are connected to the cooperative sector. He emphasized that this means the remaining 6.5 crore families are not receiving fair prices and are being exploited. Union Minister of Cooperation asserted that the government’s goal will be to ensure that in the future, all eight crore farming families involved in milk production receive full compensation for their hard work and are able to connect with the cooperative sector.

    Union Home Minister and Minister of Cooperation said that as a result of the campaign to empower cooperatives, the availability of milk in the country which was 40 kilograms per person in 1970, increased to 103 kilograms in 2011, and further rose to 167 kilograms per person in 2023. He noted that the average global milk availability per person is 117 kilograms.

  • MIL-OSI Asia-Pac: A Historical Milestone, a Step Towards Responsible Coal Mining: Issuing of Mine Closure Certification by Ministry of Coal

    Ministry of coal announces a significant achievement in sustainable mining practices with the issuance of final mine closure certificates for the Pathakhera Area of M/s WCL. It marks a major step forward in environmental rehabilitation efforts within the coal mining sector.

    The event was graced by the presence of Shri G. Kishan Reddy, Union Minister of Coal and Mines, Shri Satish Chandra Dubey, the Union Minister of State for Coal and Mines, Shri Vikram Dev Dutt, Secretary, Ministry of Coal, Shri Sajeesh Kumar N, Coal Controller, and senior officials from the Ministry of Coal, Coal Controller Organisation and CMDs of Coal/Lignite PSUs.

    This certificate is accorded to the effect that protective, reclamation and rehabilitation works in accordance with final mine closure provisions as per the approved mining plan have been carried out by the mine owner. Coal Controller Organisation, a subordinate office of Ministry of Coal, is the Issuing Authority.

     

    The three mines which received closure certificates are:

    • Pathakhera Mine No-II UG: Originally opened in January 1970 under NCDC ownership in Betul District. This mine has been closed due to the exhaustion of coal reserves.
    • Pathakhera Mine No- I UG: Established on May 16, 1963, in Betul District, Madhya Pradesh. This mine has been closed due to the exhaustion of extractable reserves in all three coal seams.
    • Satpura II UG Mine: Opened in June 1973 in Betul District. This mine has been closed due to depletion of coal resources within approved project limits.

    The Final mine closure certificates were received by Shri JP Dwivedi CMD, WCL, Shri Deepak Rewatkar, GM (safety)WCL & Shri LK Mohapatra, Area General Manager, Patharkheda Area WCL.

     

    It highlights the joint dedication and commitment of the Coal sector, towards responsible and environment friendly coal mining by revitalizing landscapes and generating employment opportunities. This marks as a milestone as such certificates have been granted to the Coal Mines for the first time in the Indian coal mining history.

    Raksha Mantri Shri Rajnath Singh and Minister of Defence of Singapore Dr Ng Eng Hen co-chaired the sixth India-Singapore Defence Ministerial Dialogue in New Delhi on October 22, 2024. Both Ministers acknowledged the deep and long-standing bilateral defence relations based on shared outlook on regional peace, stability and security.

     

    This meeting assumes significance in the backdrop of India marking a decade of its Act East policy, in which Singapore has played a key role in promoting economic cooperation & cultural ties, and developing strategic connectivity with countries in the region.

    Both Ministers expressed satisfaction at the growing defence cooperation between the two countries. There have been regular engagements between the Armed Forces of the two countries in recent years.

     

    As 2025 marks 60 years of establishment of diplomatic relations between India and Singapore, both Ministers agreed to further step up defence cooperation and agreed to achieve new feats. They also agreed to extend bilateral agreement on Joint Military Training Army for the next five years.

    Recognising that both nations are natural partners for commencing co-development and co-production of defence equipment, both sides agreed to enhance industry cooperation, including exploring collaboration in niche domains such as automation and Artificial Intelligence. The two Ministers also decided to take forward the cooperation in emerging areas like cyber security.

     

    Shri Rajnath Singh thanked Dr Ng Eng Hen for Singapore’s support as country coordinator for India in ASEAN Defence Ministers’ Meeting – Plus from 2021 to 2024. The Defence Minister of Singapore acknowledged that India is a strategic voice for Asia’s peace and stability. The bilateral relationship was recently elevated to Comprehensive Strategic Partnership during the visit of Prime Minister Shri Narendra Modi to Singapore.

    Prior to the Dialogue, the visiting dignitary was accorded a ceremonial welcome and a Tri-Service Guard of Honour.

     

    Earlier, the Singaporean Defence Minister laid a wreath and paid homage to the fallen heroes at the National War Memorial, New Delhi.

     

    Dr Ng Eng Hen is on a visit to India from October 21-23, 2024.

    Third Quarter Financial Results

    Net income for First Busey Corporation (“Busey,” “Company,” “we,” “us,” or “our”) was $32.0 million for the third quarter of 2024, or $0.55 per diluted common share, compared to $27.4 million, or $0.47 per diluted common share, for the second quarter of 2024, and $30.7 million, or $0.54 per diluted common share, for the third quarter of 2023. Adjusted net income1, which excludes the impact of acquisition and restructuring expenses, was $33.5 million, or $0.58 per diluted common share, for the third quarter of 2024, compared to $29.0 million, or $0.50 per diluted common share, for the second quarter of 2024 and $30.7 million or $0.55 per diluted common share for the third quarter of 2023. Annualized return on average assets and annualized return on average tangible common equity1 were 1.06% and 12.80%, respectively, for the third quarter of 2024. Annualized adjusted return on average assets1 and annualized adjusted return on average tangible common equity1 were 1.11% and 13.41%, respectively, for the third quarter of 2024.

    Third quarter results included $0.8 million in net securities gains, nearly all of which were unrealized, as well as immaterial follow-on adjustments from the mortgage servicing rights sale previously announced in the first quarter of 2024. Excluding these items, adjusted noninterest income1 was $35.1 million, or 29.9% of operating revenue1, during the third quarter of 2024, compared to $33.9 million, or 29.1% of operating revenue, for the second quarter of 2024 and $31.3 million, or 28.7% of operating revenue, for the third quarter of 2023.     Our fee-based businesses continue to add revenue diversification. Total noninterest income was $36.0 million for the third quarter of 2024, compared to $33.8 million for the second quarter of 2024 and $31.0 million for the third quarter of 2023. Busey’s Wealth Management and FirsTech operating segments contributed $16.2 million and $5.6 million, respectively, to our noninterest income for the third quarter of 2024, representing 60.4% of noninterest income on a combined basis.

Non-operating pretax adjustments for acquisition and restructuring expenses1 were $1.9 million in the third quarter of 2024. Busey believes that its non-GAAP measures (which are identified with the endnote labeled as 1) facilitate the assessment of its financial results and peer comparability.     We remain deliberate in our efforts to prudently manage our expense base and operating efficiency given the economic outlook. Noninterest expense was $75.9 million in the third quarter of 2024, compared to $75.5 million in the second quarter of 2024 and $70.9 million in the third quarter of 2023. Adjusted core expense1, which excludes the amortization of intangible assets and new markets tax credits, acquisition and restructuring expenses, and the provision for unfunded commitments, was $71.0 million in the third quarter of 2024, compared to $71.1 million in the second quarter of 2024 and $66.0 million in the third quarter of 2023. The year-over-year comparable period growth in adjusted core expense can be attributed primarily to the acquisition of M&M and general inflationary pressures on compensation and benefits and to a lesser extent certain other expense categories.

    Quarterly pre-tax expense synergies resulting from our acquisition of Merchants and Manufacturers Bank Corporation (the “M&M acquisition”) are anticipated to be $1.6 million to $1.7 million per quarter when fully realized. Quarterly run-rate savings are projected to be achieved by the first quarter of 2025. During the third quarter of 2024, we achieved approximately 79% of the full quarterly savings. We expect to continue to prudently manage our expenses and to realize increased rates of M&M acquisition synergies during the final quarter of 2024.

    Planned Partnership with CrossFirst

    On August 26, 2024, Busey and CrossFirst Bankshares, Inc. (“CrossFirst”) entered into an agreement and plan of merger (the “merger agreement”) pursuant to which CrossFirst will merge with and into Busey (the “merger”) and CrossFirst’s wholly-owned subsidiary, CrossFirst Bank, will merge with and into Busey Bank. This partnership will create a premier commercial bank in the Midwest, Southwest, and Florida, with 77 full-service locations across 10 states—Arizona, Colorado, Florida, Illinois, Indiana, Kansas, Missouri, New Mexico, Oklahoma, and Texas—and approximately $20 billion in combined assets, $17 billion in total deposits, $15 billion in total loans, and $14 billion in wealth assets under care.

    Under the terms of the merger agreement, CrossFirst stockholders will have the right to receive for each share of CrossFirst common stock 0.6675 of a share of Busey’s common stock. Upon completion of the transaction, Busey’s stockholders will own approximately 63.5% of the combined company and CrossFirst’s stockholders will own approximately 36.5% of the combined company, on a fully-diluted basis. Busey common stock will continue to trade on the Nasdaq under the “BUSE” stock ticker symbol.

    Completion of the merger is subject to customary closing conditions, including the approval of both Busey and CrossFirst stockholders and the regulatory approvals for the merger and the bank merger. With approvals, the parties expect to close the merger in the first or second quarter of 2025. The combined holding company will continue to operate under the First Busey Corporation name and the combined bank will operate under the Busey Bank name. It is anticipated that CrossFirst Bank will merge with and into Busey Bank in mid-2025. At the time of the bank merger, CrossFirst Bank locations will become banking centers of Busey Bank. In connection with the merger, Busey incurred one-time pretax acquisition-related expenses of $1.3 million during the third quarter of 2024.

    Busey’s Conservative Banking Strategy

    Busey’s financial strength is built on a long-term conservative operating approach. That focus will not change now or in the future.

    The quality of our core deposit franchise is a critical value driver of our institution. Our granular deposit base continues to position us well, with core deposits1 representing 96.5% of our deposits as of September 30, 2024. Our retail deposit base was comprised of more than 253,000 accounts with an average balance of $22 thousand and an average tenure of 16.7 years as of September 30, 2024. Our commercial deposit base was comprised of more than 33,000 accounts with an average balance of $97 thousand and an average tenure of 12.6 years as of September 30, 2024. We estimate that 29% of our deposits were uninsured and uncollateralized2 as of September 30, 2024, and we have sufficient on- and off-balance sheet liquidity to manage deposit fluctuations and the liquidity needs of our customers.

    Asset quality remains strong by both Busey’s historical and current industry trends. Non-performing assets decreased to $8.3 million during the third quarter of 2024, representing 0.07% of total assets. Busey’s results for the third quarter of 2024 include an insignificant provision expense for credit losses and a $0.4 million provision expense for unfunded commitments. The allowance for credit losses was $85.0 million as of September 30, 2024, representing 1.09% of total portfolio loans outstanding, and providing coverage of 10.34 times our non-performing loan balance. Busey recorded net charge-offs of $0.2 million in the third quarter of 2024. As of September 30, 2024, our commercial real estate loan portfolio of investor-owned office properties within Central Business District3 areas was minimal at $2.1 million. Our credit performance continues to reflect our highly diversified, conservatively underwritten loan portfolio, which has been originated predominantly to established customers with tenured relationships with our company.

    The strength of our balance sheet is also reflected in our capital foundation. In the third quarter of 2024, our Common Equity Tier 1 ratio4 was 13.78% and our Total Capital to Risk Weighted Assets ratio4 was 18.19%. Our regulatory capital ratios continue to provide a buffer of more than $580 million above levels required to be designated well-capitalized. Our Tangible Common Equity ratio1 increased to 8.96% during the third quarter of 2024, compared to 8.36% for the second quarter of 2024 and 7.06% for the third quarter of 2023. Busey’s tangible book value per common share1 increased to $18.19 at September 30, 2024, from $16.97 at June 30, 2024, and $15.07 at September 30, 2023, reflecting a 20.7% year-over-year increase. During the third quarter of 2024, we paid a common share dividend of $0.24.

    Community Banking

    In July 2024—based on their community involvement and academic achievements—Busey awarded 10 deserving students from across Busey’s footprint in Illinois, Missouri, Florida, and Indiana, a $2,500 scholarship to support their continuing education and bright futures. With 70 applications received, and a record number of eligible applicants, the students with the top scores, as determined by Busey’s Scholarship Committee, averaged a 4.16 GPA. Since the inception of the Busey Bank Bridge Scholarship program in 2022, Busey has awarded 30 scholarships to deserving students for a total $75,000.     BALANCE SHEET STRENGTH

    Our balance sheet remains a source of strength. Total assets were $11.99 billion as of September 30, 2024, compared to $11.97 billion as of June 30, 2024, and $12.26 billion as of September 30, 2023.

    We remain steadfast in our conservative approach to underwriting and disciplined approach to pricing, particularly given our outlook for the economy in the coming quarters, and this approach has impacted loan growth as predicted. Portfolio loans totaled $7.81 billion at September 30, 2024, compared to $8.00 billion at June 30, 2024, and $7.86 billion at September 30, 2023.

    Average portfolio loans were $7.87 billion for the third quarter of 2024, compared to $8.01 billion for the second quarter of 2024 and $7.83 billion for the third quarter of 2023. Average interest-earning assets were $10.94 billion for the third quarter of 2024, compared to $10.99 billion for the second quarter of 2024, and $11.12 billion for the third quarter of 2023.

    Total deposits were $9.94 billion at September 30, 2024, compared to $9.98 billion at June 30, 2024, and $10.33 billion at September 30, 2023. Average deposits were $10.00 billion for the third quarter of 2024, compared to $10.07 billion for the second quarter of 2024 and $10.14 billion for the third quarter of 2023. Deposit fluctuations over the last several quarters were driven by a number of elements, including (1) seasonal factors, including ordinary course public fund flows and fluctuations in the normal course of business operations of certain core commercial customers, (2) the macroeconomic environment, including prevailing interest rates and inflationary pressures, (3) depositors moving some funds to accounts at competitors offering above-market rates, and (4) deposits moving within the Busey ecosystem between deposit accounts and our wealth management group. Core deposits1 accounted for 96.5% of total deposits as of September 30, 2024. Cost of deposits was 1.85% in the third quarter of 2024, which represents an increase of 10 basis points from the second quarter of 2024. Excluding time deposits, Busey’s cost of deposits was 1.50% in the third quarter of 2024, an increase of 14 basis points from the second quarter of 2024. Non-maturity deposit cost of funds has increased as Busey Bank continues to offer savings account specials to customers with larger account balances, with the intention of migrating maturing CDs to these managed rate products. Pressure on non-interest bearing deposits along with some elevated balances of higher rate seasonal business and public funds accounts also contributed to increases in overall deposit funding cost during the quarter. Spot rates on total deposit costs, including noninterest bearing deposits, increased by 5 basis points from 1.75% at June 30, 2024, to 1.80% at September 30, 2024. Spot rates on interest bearing deposits increased by 1 basis point from 2.45% at June 30, 2024 to 2.46% at September 30, 2024.

    There were no short term borrowings as of September 30 or June 30, 2024, compared to $12.0 million at September 30, 2023. We had no borrowings from the Federal Home Loan Bank (“FHLB”) at the end of the third quarter of 2024, the second quarter of 2024, or the third quarter of 2023. We have sufficient on- and off-balance sheet liquidity5 to manage deposit fluctuations and the liquidity needs of our customers. As of September 30, 2024, our available sources of on- and off-balance sheet liquidity totaled $6.37 billion. We have executed various deposit campaigns to attract term funding and savings accounts at a lower rate than our marginal cost of funds. New certificate of deposit production in the third quarter of 2024 had a weighted average term of 8.1 months at a rate of 4.18%, 67 basis points below our average marginal wholesale equivalent-term funding cost during the quarter. Furthermore, our balance sheet liquidity profile continues to be aided by the cash flows we expect from our relatively short-duration securities portfolio. Those cash flows were approximately $81.1 million in the third quarter of 2024. For the remainder of 2024, cash flows from our securities portfolio are expected to be approximately $97.1 million with a current book yield of 2.18%.

    ASSET QUALITY

    Credit quality continues to be strong. Loans 30-89 days past due totaled $10.1 million as of September 30, 2024, compared to $23.5 million as of June 30, 2024, and $5.9 million as of September 30, 2023. The decrease in loans that were 30-89 days past due is primarily attributable to a single commercial real estate loan in the second quarter that is no longer past due as of September 30, 2024. Non-performing loans were $8.2 million as of September 30, 2024, compared to $9.1 million as of June 30, 2024, and $12.0 million as of September 30, 2023. Continued disciplined credit management resulted in non-performing loans as a percentage of portfolio loans of 0.11% as of both September 30, 2024, and June 30, 2024, and 0.15% as of September 30, 2023. Non-performing assets were 0.07% of total assets for the third quarter of 2024, compared to 0.08% for the second quarter of 2024 and 0.10% for the third quarter of 2023. Our total classified assets were $89.0 million at September 30, 2024, compared to $95.8 million at June 30, 2024, and $59.6 million at September 30, 2023. Our ratio of classified assets to estimated bank Tier 1 capital4 and reserves remains low by historical standards, at 5.9% as of September 30, 2024, compared to 6.4% as of June 30, 2024, and 4.1% as of September 30, 2023.

    Net charge-offs were $0.2 million for the third quarter of 2024, compared to $9.9 million for the second quarter of 2024, and $0.3 million for the third quarter of 2023. Charge-offs in the second quarter of 2024 were primarily in connection with a single commercial and industrial credit relationship that also experienced a partial charge-off during the first quarter of 2024. The allowance as a percentage of portfolio loans was 1.09% as of September 30, 2024, compared to 1.07% as of June 30, 2024, and 1.17% as of September 30, 2023. The ratio was impacted in 2024 by the acquisition of M&M’s Life Equity Loan® portfolio, as Busey did not record an allowance for credit loss for these loans due to no expected credit loss at default, as permitted under the practical expedient provided within the Accounting Standards Codification 326-20-35-6. The allowance coverage for non-performing loans was 10.34 times as of September 30, 2024, compared to 9.36 times as of June 30, 2024, and 7.64 times as of September 30, 2023.

    Busey maintains a well-diversified loan portfolio and, as a matter of policy and practice, limits concentration exposure in any particular loan segment.

    NET INTEREST MARGIN AND NET INTEREST INCOME

    Net interest margin1 was 3.02% for the third quarter of 2024, compared to 3.03% for the second quarter of 2024 and 2.80% for the third quarter of 2023. Excluding purchase accounting accretion, adjusted net interest margin1 was 2.97% for the third quarter of 2024, compared to 3.00% in the second quarter of 2024 and 2.79% in the third quarter of 2023. Net interest income was $82.5 million in the third quarter of 2024, compared to $82.4 million in the second quarter of 2024 and $77.8 million in the third quarter of 2023.

    After raising federal funds rates by a total of 525 basis points between March 2022 and July 2023, the Federal Open Market Committee (“FOMC”) lowered rates by 50 basis points in September 2024. In anticipation of the FOMC pivot to an easing cycle, we limited our exposure to term funding structures and intentionally priced savings specials to encourage maturing CD balances to migrate to managed rate non-maturity products. During September we began lowering rates on special priced deposit accounts and other managed rate products to benefit from the FOMC rate cuts. In addition, approximately 6% of our deposit portfolio is indexed and immediately repriced with the rate cuts by the FOMC. With our short duration CD balances comprising only 15% of the deposit funding base, we also have the ability to quickly reprice the book at lower market rates. We continue to offer CD specials with shorter term structures as well as offering attractive premium savings rates to encourage rotation of maturing CD deposits into nimble pricing products. Components of the 1 basis point decrease in net interest margin1 during the third quarter of 2024 include:

    • Increased cash and securities portfolio yield contributed +3 basis points
    • Increased loan portfolio and held for sale loan yields contributed +2 basis points
    • Increased purchase accounting contributed +2 basis points
    • Reduced borrowing expense +2 basis points
    • Reduced time deposit funding costs contributed +1 basis point
    • Increased non-maturity deposit funding costs contributed -11 basis points

    Based on our most recent Asset Liability Management Committee (“ALCO”) model, a +100 basis point parallel rate shock is expected to increase net interest income by 2.1% over the subsequent twelve-month period. Busey continues to evaluate off-balance sheet hedging and balance sheet restructuring strategies as well as embedding rate protection in our asset originations to provide stabilization to net interest income in lower rate environments. Time deposit and savings specials have provided funding flows, and we had excess earning cash during the third quarter of 2024. Since the onset of the current FOMC tightening cycle that began in the first quarter of 2022, our cumulative interest-bearing non-maturity deposit beta peaked at 41%. Our total deposit beta for the completed tightening cycle was 34%. Deposit betas were calculated based on an average federal funds rate of 5.43% during the third quarter of 2024. The average federal funds rate decreased by 7 basis points compared to the average rate of 5.50% in the second quarter of 2024.

    NONINTEREST INCOME

    Noninterest income was $36.0 million for the third quarter of 2024, as compared to $33.8 million for the second quarter of 2024 and $31.0 million for the third quarter of 2023. Excluding the impact of net securities gains and losses and immaterial follow-on adjustments from the previously announced mortgage servicing rights sale, adjusted noninterest income1 was $35.1 million, or 29.9% of operating revenue1, during the third quarter of 2024, $33.9 million, or 29.1% of operating revenue, for the second quarter of 2024, and $31.3 million, or 28.7% of operating revenue, for the third quarter of 2023.

    Consolidated wealth management fees were $15.4 million for the third quarter of 2024, compared to $15.9 million for the second quarter of 2024 and $14.2 million for the third quarter of 2023. Wealth management fees for the third quarter of 2024 declined by 3.4% compared to the second quarter of 2024 primarily based on seasonal tax preparation fees. On a segment basis, Wealth Management generated $16.2 million in revenue during the third quarter of 2024, a 12.7% increase over revenue of $14.4 million for the third quarter of 2023. Approximately $0.8 million of revenue attributed to the wealth segment is reported on a consolidated basis as part of other noninterest income. Third quarter of 2024 results marked a new record high reported quarterly revenue for the Wealth Management operating segment. The Wealth Management operating segment generated net income of $5.6 million in both the third quarter of 2024 and the second quarter of 2024, compared to $4.8 million in the third quarter of 2023. Busey’s Wealth Management division ended the third quarter of 2024 with $13.69 billion in assets under care, compared to $13.02 billion at the end of the second quarter of 2024 and $11.55 billion at the end of the third quarter of 2023. Our portfolio management team continues to focus on long-term returns and managing risk in the face of volatile markets and has outperformed its blended benchmark6 over the last three and five years.

    Payment technology solutions revenue was $5.3 million for the third quarter of 2024, compared to $5.9 million for the second quarter of 2024 and $5.2 million for the third quarter of 2023. Excluding intracompany eliminations, the FirsTech operating segment generated revenue of $5.6 million during the third quarter of 2024, compared to $6.2 million in the second quarter of 2024 and $5.7 million in the third quarter of 2023.

    Noninterest income generated from our Wealth Management and FirsTech operating segments comprised 60.4% of our total noninterest income for the quarter ended September 30, 2024, providing a balance to spread-based revenue from traditional banking activities.

    Fees for customer services were $8.2 million for the third quarter of 2024, compared to $7.8 million in the second quarter of 2024 and $7.5 million in the third quarter of 2023.

    Net securities gains were $0.8 million for the third quarter of 2024, comprised primarily of unrealized gains on equity securities.

    Other noninterest income was $4.8 million in the third quarter of 2024, compared to $2.3 million in the second quarter of 2024 and $3.0 million in the third quarter of 2023. Revenue associated with certain wealth management activities reported as other noninterest income on a consolidated basis was $0.8 million for the third quarter of 2024, compared to $0.2 million for the second quarter of 2024 and $0.1 million for the third quarter of 2023. Fluctuations in other noninterest income are primarily attributable to increases in venture capital investments, referral fees, and swap origination fees, partially offset by decreases in commercial loan sales gains. Increases for the year also reflect the addition of Life Equity Loan® servicing income beginning in the second quarter of 2024.

    OPERATING EFFICIENCY

    Noninterest expense was $75.9 million in the third quarter of 2024, compared to $75.5 million in the second quarter of 2024 and $70.9 million for the third quarter of 2023. The efficiency ratio1 was 62.1% for the third quarter of 2024, compared to 62.3% for the second quarter of 2024, and 62.4% for the third quarter of 2023. Adjusted core expense1 was $71.0 million in the third quarter of 2024, compared to $71.1 million in the second quarter of 2024 and $66.0 million in the third quarter of 2023. The adjusted core efficiency ratio1 was 60.2% for the third quarter of 2024, compared to 60.9% for the second quarter of 2024, and 60.2% for the third quarter of 2023. We expect to continue to prudently manage our expenses and to realize increased rates of M&M acquisition synergies during the final quarter of 2024.

    Noteworthy components of noninterest expense are as follows:

    • Salaries, wages, and employee benefits expenses were $44.6 million in the third quarter of 2024, compared to $43.5 million in the second quarter of 2024 and $39.7 million in the third quarter of 2023. Busey recorded $0.1 million of non-operating salaries, wages, and employee benefit expenses in the third quarter of 2024, compared to $1.1 million in the second quarter of 2024 and none in the third quarter of 2023. The increase in the third quarter of 2024 over the second quarter of 2024 was primarily attributable to performance metrics tied to bonus and equity compensation. Our associate-base consisted of 1,510 full-time equivalents as of September 30, 2024, compared to 1,520 as of June 30, 2024, and 1,484 as of September 30, 2023. The increase in our associate-base in the second quarter of 2024 was largely due to the M&M acquisition.
    • Data processing expense was $6.9 million in the third quarter of 2024, compared to $7.1 million in the second quarter of 2024 and $5.9 million in the third quarter of 2023. Busey recorded $0.1 million of non-operating data processing expenses in the third quarter of 2024, compared to $0.3 million in the second quarter of 2024 and none in the third quarter of 2023. Busey has continued to make investments in technology enhancements and has also experienced inflation-driven price increases.
    • Professional fees were $3.1 million in the third quarter of 2024, compared to $2.5 million in the second quarter of 2024 and $1.5 million in the third quarter of 2023. Busey recorded $1.4 million of non-operating professional fees in the third quarter of 2024, as compared to $0.4 million in the second quarter of 2024 and $0.1 million in the third quarter of 2023.
    • Other noninterest expense was $9.7 million for the third quarter of 2024, compared to $10.4 million in the second quarter of 2024 and $11.7 million in the third quarter of 2023. Busey recorded $0.4 million of non-operating costs in other noninterest expense in the third quarter of 2024, compared to $0.3 million in the second quarter of 2024 and none in the third quarter of 2023. In connection with Busey’s adoption of ASU 2023-02 on January 1, 2024, Busey began recording amortization of New Markets Tax Credits as income tax expense instead of other operating expense, which resulted in a decrease to other operating expenses of $2.3 million compared to the third quarter of 2023. Other items contributing to the fluctuations in other noninterest expense included the provision for unfunded commitments, mortgage servicing rights valuation expenses, fixed asset impairment, marketing, business development, and expenses related to recruiting and onboarding.

    Busey’s effective tax rate for the third quarter of 2024 was 24.8%, which was lower than the combined federal and state statutory rate of approximately 28.0% due to the impact of tax exempt interest income, such as municipal bond interest, bank owned life insurance income, and investments in various federal and state tax credits.

    Effective tax rates were higher in 2024, compared to 2023, due to the adoption of ASU 2023-02 in January 2024. Upon adoption of ASU 2023-02 Busey elected to use the proportional amortization method of accounting for equity investments made primarily for the purpose of receiving income tax credits. The proportional amortization method results in the cost of the investment being amortized in proportion to the income tax credits and other income tax benefits received, with the amortization of the investment and the income tax credits being presented net in the income statement as a component of income tax expense as opposed to being presented on a gross basis on the income statement as a component of noninterest expense and income tax expense.

    CAPITAL STRENGTH

    Busey’s strong capital levels, coupled with its earnings, have allowed the Company to provide a steady return to its stockholders through dividends. On October 25, 2024, Busey will pay a cash dividend of $0.24 per common share to stockholders of record as of October 18, 2024. Busey has consistently paid dividends to its common stockholders since the bank holding company was organized in 1980.

    As of September 30, 2024, Busey continued to exceed the capital adequacy requirements necessary to be considered “well-capitalized” under applicable regulatory guidelines. Busey’s Common Equity Tier 1 ratio is estimated4 to be 13.78% at September 30, 2024, compared to 13.20% at June 30, 2024, and 12.52% at September 30, 2023. Our Total Capital to Risk Weighted Assets ratio is estimated4 to be 18.19% at September 30, 2024, compared to 17.50% at June 30, 2024, and 16.72% at September 30, 2023.

    Busey’s tangible common equity1 was $1.04 billion at September 30, 2024, compared to $970.9 million at June 30, 2024, and $841.2 million at September 30, 2023. Tangible common equity1 represented 8.96% of tangible assets at September 30, 2024, compared to 8.36% at June 30, 2024, and 7.06% at September 30, 2023. Busey’s tangible book value per common share1 increased to $18.19 at September 30, 2024, from $16.97 at June 30, 2024, and $15.07 at September 30, 2023, reflecting a 20.7% year-over-year increase. The ratios of tangible common equity to tangible assets1 and tangible book value per common share have been impacted by the fair value adjustment of Busey’s securities portfolio as a result of the current rate environment, which is reflected in the accumulated other comprehensive income (loss) component of shareholder’s equity.

    WASHINGTON – Arizona Senators Kyrsten Sinema and Mark Kelly announced approximately $107,000,000 coming to the Gila River Indian Community to fulfill long-term water conservation agreements critical to Arizona’s water future and the long-term health of the Colorado River System. 
    The $107 million – allocated through the Sinema and Kelly shaped Inflation Reduction Act – will fund three projects for the Gila River Indian Community: $64 million to replace and upgrade irrigation systems on Gila River Farms, $26 million to concrete line more than 7.5 miles of earthen canals in the Blackwater area, and $17 million to construct a regulating reservoir to capture flows that are currently being spilled from the Santan Canal when too much water is accidentally ordered or delivered into the system.
    “Arizona continues to lead the way in water conservation. I’m proud to help secure nearly $107 million for the Gila River Indian Community – a critical step towards securing Arizona, and the entire West’s, water future for generations to come,” said Sinema. 
    “Upgrading irrigation systems and improving water management will help the Gila River Indian Community conserve more water and strengthen Arizona’s resilience to drought,” said Kelly. “These projects and the leadership of the Gila River Indian Community are essential to building a sustainable water future for Arizona, that protects the Colorado River and the communities that rely on it.” 
    “Our congressional champions, especially Senator Sinema, worked hard to include drought relief funding for the Colorado River in the IRA. Their foresight and determination provided us with the resources necessary to launch these projects.  By investing time and energy into careful planning, and in close partnership with our trustee, the Bureau of Reclamation, we were able to not only sign the first Bucket 2 infrastructure investment agreements, but also to break ground on all three of them this month,” said Governor Lewis. He continued, “Arizona is leading the way in combatting drought, and we are proud that we have been able to be the first to put the resources our congressional champions and this Administration made available to us.”
    In June, the U.S. Department of the Interior and the U.S. Bureau of Land Management announced an initial $700 million investment from the Inflation Reduction Act to support long-term water conservation and protect the health of the Colorado River System. 
    The agreements with the Gila River Indian Community represent the first long-term agreements to be signed and have the potential to create system conservation of over 73,000 acre-feet within the next 10 years. 
    Last year, Sinema secured a nearly $64 million investment to fulfill new water conservation agreements across Arizona – including from tribal communities, local municipalities, and a farm – which will conserve up to 162,710-acre feet of water in Lake Mead through 2026.
    Between Sinema’s bipartisan Infrastructure Investments and Jobs Act and the Inflation Reduction Act, the Senator has secured more than $12 billion in drought relief and Western water funding that made this investment possible.

    KAZAN, Russia, Oct. 22 — Chinese President Xi Jinping on Tuesday underscored the role of BRICS as “a pillar” in promoting a multipolar world and fostering an inclusive economic globalization ahead of leaders’ formal meetings at the 2024 BRICS summit in Kazan, Russia.

    The BRICS mechanism is the world’s most important platform for solidarity and cooperation between emerging markets and developing countries, Xi said during a meeting with Russian President Vladimir Putin on the sidelines of the summit.

    The Kazan Summit marks the first in-person BRICS gathering since the group expanded its membership last year in Johannesburg, South Africa. More than 30 countries attend this year’s summit which runs until Thursday.

    Xi told Putin, who chairs the summit, that he expected to have an in-depth discussion with Putin and other world leaders on the future development of the BRICS cooperation mechanism, so as to secure more opportunities for the Global South.

    One of the key priorities of Russia’s BRICS chairmanship is integrating the new members into the BRICS framework, according to the official website. Other areas of practical cooperation include boosting trade and direct investment, as well as fostering a balanced and equitable transition to a low-carbon economy.

    BRICS countries are expected to deepen consensus on strategic communication and practical cooperation for the group’s future development, said Wang Lei, director of the BRICS Cooperation Research Center at Beijing Normal University.

    Wang also expressed hope for productive engagement between BRICS and the broader Global South at the summit to promote shared global development and uphold the effectiveness of multilateral governance systems.

    Kazan, the capital of Tatarstan and the fifth-largest city in Russia, holds historical and cultural significance. During their meeting, Xi told Putin that around 400 years ago, the Great Tea Road that connected the two countries went past Kazan, through which tea leaves from China’s Wuyi Mountain region found their way into many Russian households.

    The city is also home to Kazan Federal University, where notable figures like the Russian writer Leo Tolstoy and Russian revolutionary leader Vladimir Lenin studied.

    Around noon on Tuesday, Xi arrived at Kazan International Airport, greeted by Russian officials. Kazan Mayor Ilsur Metshin told Xinhua that the city is honored to host the Chinese leader.

    Guards of honor lined both sides of a red carpet to salute the Chinese leader, while Russian youths in traditional attire offered a warm welcome. Russian fighter jets escorted Xi’s plane before its landing.

    “It is very important that, at the moment, we have such a good leader who can introduce new initiatives,” said Timirkhan Alishev, vice rector for International Affairs, Kazan Federal University, speaking of Xi’s role in international affairs.

    Alishev told Xinhua that all initiatives introduced by China are rooted in multilateralism, fostering communication and dialogue on multiple levels.

    “We see China puts a lot of efforts to develop BRICS,” said Alishev. “There are no preconditions for BRICS cooperation … You can start dialogue on equal basis with everybody.”

    The term BRIC was initially coined in 2001 by Jim O’Neill, former chief economist at Goldman Sachs, as an investment concept referring to emerging market economies of Brazil, Russia, India and China. With South Africa’s inclusion in 2010, BRICS officially took shape.

    After last year’s expansion, BRICS grouping now accounts for about 30 percent of the global GDP, nearly half of the global population and one-fifth of global trade. “Measured by GDP, the BRICS countries have already surpassed the G7 in importance,” said Dilma Rousseff, president of the New Development Bank (NDB), in a recent interview with Xinhua.

    “I think this BRICS meeting is very important … At the moment, the countries of the Global South are in great need of funding. And the conditions for obtaining it are quite complicated,” Rousseff said during a meeting with Putin in Kazan on Tuesday.

    Observers see the BRICS Summit as an opportunity for Global South countries to voice their needs. Victoria Fedosova, deputy director of the Institute for Strategic Research and Forecasts of the Russian Peoples’ Friendship University, said the very dynamic development of BRICS and the growth in membership reflect a demand for a platform for addressing global issues.

    “The BRICS mechanism has enormous potential in adjusting the imbalances in global development accumulated over the last 80 years,” said Fedosova.

    Other than the countries that became new full members on Jan. 1, 2024, over 30 countries like Thailand, Malaysia, Türkiye and Azerbaijan have either formally applied for or expressed interest in its membership, while many other developing countries are seeking deeper cooperation with the group.

    As its influence expands, BRICS has gained appeal among many countries, particularly in the Global South, by offering them concrete advantages, said Zukiswa Roboji, a researcher at Walter Sisulu University in South Africa.

    Scurvy is is often considered a historical ailment, conjuring images of sailors on long sea voyages suffering from a lack of fresh fruit and vegetables.

    Yet doctors in developed countries have recently reported treating cases of scurvy, including Australian doctors who reported their findings today in the journal BMJ Case Reports.

    What is scurvy?

    Scurvy is a disease caused by a severe deficiency of vitamin C (ascorbic acid), which is essential for the production of collagen. This protein helps maintain the health of skin, blood vessels, bones and connective tissue.

    Without enough vitamin C, the body cannot properly repair tissues, heal wounds, or fight infections. This can lead to a range of symptoms including:

    • fatigue and weakness
    • swollen, bleeding gums or loose teeth
    • joint and muscle pain and tenderness
    • bruising easily
    • dry, rough or discoloured skin (reddish or purple spots due to bleeding under the skin)
    • cuts and sores take longer to heal
    • anaemia (a shortage of red blood cells, leading to further fatigue and weakness)
    • increased susceptibility to infections.

    It historically affected sailors

    Scurvy was common from the 15th to 18th centuries, when naval sailors and other explorers lived on rations or went without fresh food for long periods. You might have heard some of these milestones in the history of the disease:

    • in 1497-1499, Vasco da Gama’s crew suffered severely from scurvy during their expedition to India, with a large portion of the crew dying from it

    • from the 16th to 18th centuries, scurvy was rampant among European navies and explorers, affecting notable figures such as Ferdinand Magellan and Sir Francis Drake. It was considered one of the greatest threats to sailors’ health during long voyages

    • in 1747, British naval surgeon James Lind is thought to have conducted one of the first clinical trials, demonstrating that citrus fruit could prevent and cure scurvy. However, it took several decades for his findings to be widely implemented

    • in 1795, the British Royal Navy officially adopted the practice of providing lemon or lime juice to sailors, dramatically reducing the number of scurvy cases.

    Evidence of scurvy re-emerging

    In the new case report, doctors in Western Australia reported treating a middle-aged man with the condition. In a separate case report, doctors in Canada reported treating a 65-year old woman.

    Both patients presented with leg weakness and compromised skin, yet the doctors didn’t initially consider scurvy. This was based on the premise that there is abundant vitamin C in our modern food supply, so deficiency should not occur.

    On both occasions, treatment with high doses of vitamin C (1,000mg per day for at least seven days) resulted in improvements in symptoms and eventually a full recovery.

    The authors of both case reports are concerned that if scurvy is left untreated, it could lead to inflamed blood vessels (vasculitis) and potentially cause fatal bleeding.

    Last year, a major New South Wales hospital undertook a chart review, where patient records are reviewed to answer research questions.

    This found vitamin C deficiency was common. More than 50% of patients who had their vitamin C levels tested had either a modest deficiency (29.9%) or significant deficiency (24.5%). Deficiencies were more common among patients from rural and lower socioeconomic areas.

    Now clinicians are urged to consider vitamin C deficiency and scurvy as a potential diagnosis and involve the support of a dietitian.

    Why might scurvy be re-emerging?

    Sourcing and consuming nutritious foods with sufficient vitamin C is unfortunately still an issue for some people. Factors that increase the risk of vitamin C deficiency include:

    • poor diet. People with restricted diets – due to poverty, food insecurity or dietary choices – may not get enough vitamin C. This includes those who rely heavily on processed, nutrient-poor foods rather than fresh produce

    • food deserts. In areas where access to fresh, affordable fruits and vegetables is limited (often referred to as food deserts), people may unintentionally suffer from a vitamin C deficiency. In some parts of developing countries such as India, lack of access to fresh food is recognised as a risk for scurvy

    • the cost-of-living crisis. With greater numbers of people unable to pay for fresh produce, people who limit their intake of fruits and vegetables may develop nutrient deficiencies, including scurvy

    • weight loss procedures and medications. Restricted dietary intake due to weight loss surgery or weight loss medications may lead to nutrient deficiencies, such as in this case report of scurvy from Denmark

    • mental illness and eating disorders. Conditions such as depression and anorexia nervosa can lead to severely restricted diets, increasing the risk of scurvy, such as in this case report from 2020 in Canada

    • isolation. Older adults, especially those who live alone or in nursing homes, may have difficulty preparing balanced meals with sufficient vitamin C

    • certain medical conditions. People with digestive disorders, malabsorption issues, or those on restrictive medical diets (due to severe allergies or intolerances) can develop scurvy if they are unable to absorb or consume enough vitamin C.

    How much vitamin C do we need?

    Australia’s dietary guidelines recommend adults consume 45mg of vitamin C (higher if pregnant or breastfeeding) each day. This is roughly the amount found in half an orange or half a cup of strawberries.

    When more vitamin C is consumed than required, excess amounts leave the body through urine.

    Signs of scurvy can appear as early as a month after a daily intake of less than 10 mg of vitamin C.

    Eating vitamin C-rich foods – such as oranges, strawberries, kiwifruit, plums, pineapple, mango, capsicum, broccoli and Brussels sprouts – can resolve symptoms within a few weeks.

    Vitamin C is also readily available as a supplement if there are reasons why intake through food may be compromised. Typically, the supplements contain 1,000mg per tablet, and the recommended upper limit for daily Vitamin C intake is 2,000mg.

    TERRE HAUTE, Ind., Oct. 22, 2024 (GLOBE NEWSWIRE) — First Financial Corporation (NASDAQ:THFF) today announced results for the third quarter of 2024. During the quarter, the Corporation closed its acquisition of SimplyBank, Dayton, Tennessee. The quarter was impacted by purchase accounting adjustments and charges, which are reflected in the results.

    • Net income was $8.7 million compared to $16.3 million reported for the same period of 2023;
    • Diluted net income per common share of $0.74 compared to $1.37 for the same period of 2023;
    • Return on average assets was 0.64% compared to 1.35% for the three months ended September 30, 2023;
    • Credit loss provision was $9.4 million compared to provision of $1.2 million for the third quarter 2023; and
    • Pre-tax, pre-provision net income was $19.9 million compared to $20.5 million for the same period in 2023.1

    The Corporation further reported results for the nine months ended September 30, 2024:

    • Net income was $31.0 million compared to $48.3 million reported for the same period of 2023;
    • Diluted net income per common share of $2.63 compared to $4.02 for the same period of 2023;
    • Return on average assets was 0.82% compared to 1.33% for the nine months ended September 30, 2023;
    • Credit loss provision was $14.2 million compared to provision of $4.8 million for the nine months ended September 30, 2023; and
    • Pre-tax, pre-provision net income was $51.1 million compared to $63.1 million for the same period in 2023.1

    Average Total Loans

    Average total loans for the third quarter of 2024 were $3.71 billion versus $3.15 billion for the comparable period in 2023, an increase of $558 million or 17.74%. On a linked quarter basis, average loans increased $508 million or 15.89% from $3.20 billion as of June 30, 2024. Increases in average loans over both periods were mostly a result of the acquisition of SimplyBank as further detailed in Total Loans Outstanding section below.

    Total Loans Outstanding

    Total loans outstanding as of September 30, 2024, were $3.72 billion compared to $3.12 billion as of September 30, 2023, an increase of $598 million or 19.17%. On a linked quarter basis, total loans increased $511 million or 15.96% from $3.20 billion as of June 30, 2024. The main driver of the increase was $467 million in loans acquired in the SimplyBank acquisition. Organic growth was primarily driven by increases in Commercial Construction and Development, Commercial Real Estate, and Consumer Auto loans.

    Average Total Deposits

    Average total deposits for the quarter ended September 30, 2024, were $4.71 billion versus $4.00 billion as of September 30, 2023, an increase of $705 million or 17.63%. Increases in average deposits over both periods were mostly a result of the acquisition of SimplyBank as further detailed in Total Deposits section below.

    Total Deposits

    Total deposits were $4.72 billion as of September 30, 2024, compared to $4.04 billion as of September 30, 2023, a $676 million increase, or 16.74%. On a linked quarter basis, total deposits increased $585.2 million, or 14.16%. $622 million in deposits were acquired in the SimplyBank acquisition. Non-interest bearing deposits were $831.6 million, and time deposits were $791.1 million as of September 30, 2024, compared to $770.5 million and $471.6 million, respectively for the same period of 2023.

    Shareholders’ Equity

    Shareholders’ equity at September 30, 2024, was $566.0 million compared to $470.2 million on September 30, 2023. During the last twelve months, the Corporation has not repurchased any shares of its common stock. 518,860 shares remain available for repurchase under the current repurchase authorization. The Corporation paid a $0.45 per share quarterly dividend in July and declared a $0.45 quarterly dividend, which was paid on October 15, 2024.

    Book Value Per Share

    Book Value per share was $47.93 as of September 30, 2024, compared to $40.00 as of September 30, 2023, an increase of $7.93 per share, or 19.82%. Tangible Book Value per share was $37.84 as of September 30, 2024, compared to $32.10 as of September 30, 2023, an increase of $5.74 per share, or 17.88%.

    Tangible Common Equity to Tangible Asset Ratio

    The Corporation’s tangible common equity to tangible asset ratio was 8.33% at September 30, 2024, compared to 8.04% at September 30, 2023.

    Net Interest Income

    Net interest income for the third quarter of 2024 was $47.2 million, compared to $41.2 million reported for the same period of 2023, an increase of $6.0 million, or 14.63%.

    Net Interest Margin

    The net interest margin for the quarter ended September 30, 2024, was 3.78% compared to the 3.74% reported at September 30, 2023. On a linked quarterly basis, the net interest margin increased 21 basis points from 3.57% at June 30, 2024.

    Nonperforming Loans

    Nonperforming loans as of September 30, 2024, were $14.1 million versus $12.6 million as of September 30, 2023. The increase was due primarily to the SimplyBank acquisition. The ratio of nonperforming loans to total loans and leases was 0.38% as of September 30, 2024, versus 0.40% as of September 30, 2023.

    Credit Loss Provision

    The provision for credit losses for the three months ended September 30, 2024, was $9.4 million, compared to $1.2 million for the third quarter 2023. The Corporation recorded $5.5 million in provision for the acquisition of SimplyBank. The increase in provision was also related to one previously identified credit, reflecting further deterioration in collateral values during the quarter.

    Net Charge-Offs

    Third quarter net charge-offs were $4.6 million compared to $2.1 million in the same period of 2023.

    Allowance for Credit Losses

    The Corporation’s allowance for credit losses as of September 30, 2024, was $46.2 million compared to $39.0 million as of September 30, 2023. The allowance for credit losses as a percent of total loans was 1.24% as of September 30, 2024, compared to 1.25% as of September 30, 2023. On a linked quarter basis, the allowance for credit losses as a percent of total loans increased 4 basis points from 1.20% as of June 30, 2024. The Corporation recorded $8.5 million in allowance for the acquisition of SimplyBank, which included $3 million to record purchased credit deteriorated (“PCD”) reserves.

    Non-Interest Income

    Non-interest income for the three months ended September 30, 2024 and 2023 was $11.2 million and $11.6 million, respectively.

    Non-Interest Expense

    Non-interest expense for the three months ended September 30, 2024, was $38.6 million compared to $32.3 million in 2023. This includes $844 thousand of acquisition-related expenses during the quarter, as well as an overall increase in operating expenses as a result of the acquisition.

    Efficiency Ratio

    The Corporation’s efficiency ratio was 64.43% for the quarter ending September 30, 2024, versus 59.57% for the same period in 2023.

    Income Taxes

    Income tax expense for the three months ended September 30, 2024, was $1.7 million versus $3.0 million for the same period in 2023. The effective tax rate for 2024 was 16.44% compared to 17.37% for 2023.

  • MIL-OSI United Nations: 4 ways countries are strengthening women’s participation in security efforts

    The full, equal and meaningful participation of women in all peacekeeping areas has been found to make our operations more effective and lets us better reflect and engage with the communities we serve. However, according to the latest data available, women still make up approximately 10% of peacekeeping’s police and military personnel.

    As UN military and police personnel are contributed by Member States, drawing from their own security institutions, troop and police contributors are critical to closing this gender gap. To help empower women peacekeepers and increase their numbers, UN Member States have committed to promote equal opportunity for all in their own security and defence institutions by identifying and removing barriers to women serving. This is making their own security sectors stronger while also leading to the deployment of more diverse military and police contingents to peacekeeping missions.

    On 17 October, the UN released its first-ever report on this issue, “Towards Equal Opportunity for Women in the Defence Sector.” It highlights that, despite the efforts of Member States to achieve gender equality, challenges and barriers still exist, making this a key issue for all. The report also showcases some innovative solutions that countries are using to boost women’s participation. Here are four standout best practices from the report:

    1. India: expanding opportunities for women in the armed forces

    India, a top contributor to UN peace operations, has made significant strides toward integrating women into its military forces. In 2020, the Indian Army began offering women permanent positions, giving them equal opportunities for career advancement. By 2022, the National Defence Academy admitted its first female cadets, symbolizing progress in building gender-equal pathways in military leadership.

    2. Canada: reforming military culture to promote inclusivity

    Canada is spearheading military reforms to eliminate gender bias and address sexual misconduct. In 2021, they established a Chief of Professional Conduct and Culture (CPCC to foster a safe and respectful environment for all service members. This cultural shift enhances the operational effectiveness of Canadian forces and, in turn, strengthens Canada’s peacekeeping deployments by ensuring inclusive participation.

    Colonel Marie-Ève Bégin, the Director General of the CPCC, highlighted that “the creation of [this new structure] shows our commitment to improving our organization’s culture.”

    3. Uruguay: empowering women in the armed forces through family support

    Uruguay has introduced initiatives to support women in its military, with a focus on deployment, helping them balance military service with caregiver responsibilities. With support from the Elsie Initiative Fund, the Ministry of Defence provides scholarships to cover childcare and elder care costs for deployed women and single parent families, regardless of gender, ensuring that caregiver obligations do not hinder participation in military operations and peacekeeping deployments.

    4. Ghana: training women for leadership in peacekeeping

    Ghana, another of UN Peacekeeping’s top troop-contributing countries, is addressing the challenge of advancing women’s careers in the national army by focusing on skills development, including in operational and tactical fields that are traditionally male-dominated, as well as on leadership opportunities.

    “We should continue to challenge gender stereotypes, call out discrimination, draw attention to biases and seek out inclusion,” says Commodore Faustina Anokye, the highest-ranking female officer in the history of the Ghanaian navy who also served as Deputy Force Commander of the UN peacekeeping mission in the Western Sahara (MINURSO).

    A global commitment to inclusive security

    Removing barriers to women who want to serve in the defence sector is a key way Member States are meeting their commitment to promote gender equality in peacekeeping missions. “If these institutions are not inclusive and representative,” said Alexandre Zouev, Assistant Secretary-General for Rule of Law and Security Institutions, “our gender parity efforts in peacekeeping will inevitably fall short.”

    Departments across the UN, through their Security Sector Reform (SSR) initiatives, are supporting Member States’ efforts to promote women’s participation in their defence sectors. The UN has also launched the Braking Barriers, Building Peace advocacy campaign, which is promoting equal opportunities in defence and security sectors around the world.  Through this work, the UN and its Member State partners are making peacekeeping more representative and responsive to diverse security needs, which is especially critical in today’s complex conflict environments.

    By committing to gender equality, the UN and its Member States are building more inclusive societies and enhancing sustainable peace and security for all.

  • MIL-OSI USA News: FACT SHEET: Biden-⁠ Harris Administration Continues Recovery Efforts in North Carolina Following Hurricane  Helene

    Following Hurricane Helene’s devastating impacts across the Southeast and Appalachia, the Biden-Harris Administration continues its robust Federal efforts to help communities recover and rebuild. The storm heavily impacted North Carolina, where the Administration continues to surge resources and assist families, business owners, farmers, and other impacted communities receive the support and assistance they need and deserve.

    Federal disaster assistance for Hurricane Helene survivors has surpassed $474 million – including more than $86 million in housing and other types of assistance for survivors in North Carolina. Survivors can register for assistance at one of three Disaster Recovery Centers in Caldwell, McDowell, and Buncombe Counties, or on disasterassistance.gov, by calling 1-800-621-3362, or via the FEMA app.

    The Department of Defense continues to support search-and-rescue operations, route clearance, and commodities distribution across western North Carolina with 1,500 active-duty troops. The Department of Defense is also employing additional capabilities to assist with increasing situational awareness across the remote terrain of Western North Carolina. The Army Corps of Engineers continues missions supporting debris removal, temporary emergency power installation, infrastructure and water and wastewater assessments, and technical assistance. Over 2,000 North Carolina National Guard personnel along with over 200 Guardsmen from 15 States are conducting response operations in western North Carolina.

    As response efforts continue in North Carolina, more than 1,250 FEMA staff remain on the ground, with more arriving daily. Nearly 400 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date.  

    Power has been restored to more than approximately 96 percent of customers, as a result of 10,000 utility personnel working around the clock. Cellular restoration also continues to improve, with more than 93 percent of cellular sites in service. FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other.

    Commodity distribution, mass feeding, and hydration operations continue in areas of western North Carolina. FEMA continues to send commodity shipments and voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties. The Salvation Army has 20 mobile feeding units supporting this massive operation and has provided emotional and spiritual care to survivors. To date, the American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    Additional recovery efforts in North Carolina include:

    Supporting Infrastructure Recovery

    As part of the robust, whole-of-government response to Hurricane Helene, the U.S. Department of Transportation is supporting response and recovery efforts in impacted communities in North Carolina. DOT personnel are on the ground in multiple locations of the state.

    On October 5, the Department of Transportation’s Federal Highway Administration (FHWA) announced $100 million in Quick Release Emergency Relief funding to support North Carolina. The funding helps pay for the costs of immediate emergency work resulting from Hurricane Helene flood damage. Additional funding will flow to affected communities from the Emergency Relief program.

    FHWA worked closely with North Carolina and other federal agencies to assess infrastructure damage, including supporting hundreds of bridge inspections and other critical infrastructure assessments across the Southeast. On October 8, FHWA Acting Administrator Kristin White visited the region with Governor Roy Cooper, North Carolina Department of Transportation Secretary Joey Hopkins and other federal, state and local officials and got a first-hand look at impacts from the storm and recovery efforts.   

    The Federal Aviation Administration (FAA) continues to work with partners in affected parts of North Carolina and Tennessee, as the national airspace steadily returned to normal operations.

    The FAA Air Traffic Organization Technical Operations Team is on-site and leading communications restoration efforts at air traffic facilities. FAA also supported the North Carolina Air National Guard by providing advisory services at Rutherford County Airport and Avery County Airport.

    The FAA worked with state and local governments, critical infrastructure owners and operators, and first responders to enable drones to support response and recovery. The FAA granted permission to allow Wing to temporarily conduct beyond visual line of sight drone package deliveries for Walmart’s pharmacy in western North Carolina, delivering essential items including prescription medicine, medical supplies, and medical equipment to hard-to-reach locations.

    Additionally, President Biden’s approval of a Presidential Emergency Declaration for North Carolina affords the state a period of emergency regulatory relief from Federal Motor Carrier Safety regulations, including flexibility around driving time for property- and passenger-carrying vehicles. This allows truck drivers to get essential supplies to affected areas in North Carolina. It may also provide opportunities for motorcoach buses to deliver relief teams to response locations and allow for the transport and evacuation of residents.

    On October 10, Environmental Protection Agency (EPA) Administrator Michael Regan joined Governor Cooper, Senator Tillis, Congressman Edwards and local officials to assess federal and state recovery efforts in response to Hurricane Helene. EPA and its state partners have made significant progress bringing drinking water and wastewater systems back online, including restoring service to more than 75 drinking water systems that serve approximately 260,000 people in the Asheville area. EPA is also providing technical assistance and drinking water testing to systems and private drinking water well owners across the Asheville area through their Mobile Drinking Water lab – giving residents clear data and confidence that their water is safe to drink. The lab is capable of testing 100 samples per day. Water utilities and private well owners must request sampling services through their local health departments. EPA will remain on the ground in North Carolina helping area residents as long as their assistance is needed.  

    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts, and responders remain deployed to FEMA regional response coordination centers. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department of Energy has been coordinating continuously with energy sector partners on the ongoing Hurricane Helene response. As noted above, there are 10,000 line workers supporting power restoration efforts.

    The National Oceanic and Atmospheric Administration continues to support post-disaster imagery flights following Hurricane Helene, already totaling over 68 flight hours during 20 flights, including over western North Carolina. This imagery not only supports FEMA and the broader response community, but the public at large.

    Providing Financial Flexibilities to Homeowners and Taxpayers

    The U.S. Department of Housing and Urban Development (HUD) is providing a 90-day moratorium on foreclosures of mortgages insured by the Federal Housing Administration (FHA) as well as foreclosures of mortgages to Native American borrowers guaranteed under the Section 184 Indian Home Loan Guarantee program. Additionally, affected homeowners that have mortgages through Government-Sponsored Enterprises – including Fannie Mae and Freddie Mac – and the FHA are eligible to suspend their mortgage payments through a forbearance plan for up to 12 months.

    HUD announced $3 million for the State of North Carolina to support people experiencing homelessness in communities impacted by Hurricane Helene. Funding from the Rapid Unsheltered Survivor Housing program will help residents and families who are experiencing or at risk of homelessness and have needs that are not otherwise served or fully met by existing Federal disaster relief programs.

    This summer, HUD launched a new streamlined process for requesting additional flexibility on existing grants after a disaster is declared. Recipients of annual HUD funding – including in North Carolina – may request waivers to unlock and accelerate the use of their funding for disaster response and recovery. With the updated waiver process, HUD is proactively issuing maximum flexibility to communities impacted by disasters. These flexibilities will expedite the recovery process, reduce administrative burden, and allow impacted jurisdictions to quickly tailor programs and activities to address the post disaster needs of their communities. The Disaster Assistance and Recovery Team within HUD’s Office of Housing Counseling continues to conduct focused meetings with housing counseling agencies in each state impacted by these disasters to discuss their unique response and recovery challenges and identify resources available to assist.

    The Internal Revenue Service announced disaster tax relief for all individuals and businesses affected by Hurricane Helene in North Carolina. North Carolina taxpayers now have until May 1, 2025, to file various federal individual and business tax returns and make tax payments.

    Protecting Public Health

    The U.S. Department of Health and Human Services (HHS) declared a Public Health Emergency for North Carolina to address the health impacts of Hurricane Helene. HHS’s Administration for Strategic Preparedness and Response (ASPR) continues to provide medical support for Hurricane Helene, predominantly onsite in North Carolina. These ASPR personnel are deployed to support Hurricane Helene response operations, which include four Disaster Medical Assistance Teams and personnel from a Disaster Mortuary Operational Response Team (DMORT) in North Carolina. ASPR Health and Medical Task Forces and ASPR Disaster Medical Assistance Teams from the National Disaster Medical System are providing 24-hour surge support to three hospitals: Mission Hospital in Asheville, Blue Ridge Regional Hospital in Spruce Pine, and Caldwell Memorial in Lenoir. To date, ASPR teams have seen nearly 1000 patients. ASPR will continue to work with federal, state, and local partners to prioritize medical assistance to other areas affected by Hurricane Helene as required and requested.  

    Supporting Workers and Worker Safety

    Working alongside the Department of Labor, the States of North Carolina has announced that eligible workers can receive federal Disaster Unemployment Assistance to compensate for income lost directly resulting from Hurricane Helene. And, through the Department of Labor’s innovative partnership with the U.S. Postal Service, displaced workers in North Carolina can now go to the post office in any other state and verify their ID for purposes of getting their benefits quickly.

    Supporting Farmers and Agriculture

    The U.S. Department of Agriculture (USDA) has put contingency plans and program flexibilities into place to ensure farmers, foresters and communities are able to get the support they need, such as by extending program signup opportunities, expediting crop insurance payments, and using waivers and emergency procedures to expedite recovery efforts on working lands. USDA’s Food and Nutrition Service has issued flexibilities and waivers for North Carolina to ensure that food and nutritional assistance reaches those in need as soon as possible. In North Carolina, waivers have been issued to increase access to WIC products, replace benefits through Summer EBT, allow the purchase of hot foods through SNAP, and more.

    Additionally, USDA is currently coordinating over 200 staff on the ground in North Carolina, including saw support teams and emergency road clearance teams, to help clear trees and debris, including in Waterville, Marion, Newton, and Weaverville.

    Supporting Students and Student Loan Borrowers

    The Department of Education has offered technical assistance to states and local educational agencies to support recovery efforts and shared critical resources, including those developed by other federal agencies and organizations, to support restoring the teaching and learning environment.

    The Department’s office of Federal Student Aid (FSA) has flexibilities that are automatically available to affected institutions of higher education to help their continued management of the federal student aid programs. These flexibilities help schools if they need to adjust their academic calendars, such as due to unexpected closures, and also help students who may need to take a leave of absence. The flexibilities also help students avoid reductions in their federal aid due to any state or federal disaster assistance provided. FSA will also work with affected institutions that need help on other areas, such as paying credit balances. FSA has communicated with schools located in the areas impacted by Hurricane Helene. Those communications included existing Department guidance about how natural disasters impact schools and their administration of financial aid, resources, and links to FEMA disaster aid information. FSA’s communications also included a way for schools to share more information about the disaster impact on their campus and submit questions about administrative relief and flexibilities.

    The Department is ensuring affected borrowers in areas impacted by the hurricanes can focus on their critical needs without needing to worry about missing their student loan payments. Direct Loan borrowers and federally-serviced FFEL borrowers in the affected area who miss their payments will be automatically placed into a natural disaster forbearance. During forbearance, payments are temporarily postponed or reduced, and interest is still charged. Thanks to regulations issued by the Biden-Harris Administration, months in this forbearance will count toward PSLF and IDR forgiveness. Direct Loan and federally serviced FEEL borrowers are not required to take an action but have the option to call their servicer if they wish to enroll in the forbearance proactively. Perkins loan borrowers should contact their loan holder to request natural disaster forbearance. 

    Continuing to Survey Data

    The Department of the Interior’s U.S. Geological Survey (USGS) continues working to measure river levels and flow, and repair streamgages that transmit critical data. USGS crews continue working to determine the extent of flooding by surveying for high-water marks. These flood-peak data and high-water marks are used to determine flood frequency and are critical in the design of infrastructure and in determining flood plain boundaries. USGS stood up a landslide response team that now includes 32 USGS scientists, 19 of which ware mapping landslides, to provide technical assistance to the North Carolina Geological Survey and Tennessee Geological Survey. Their work includes reconnaissance using satellite imagery, flights, and on-the-ground assessments to map landslides.

  • MIL-OSI China: Greater BRICS spearheads Global South cooperation as leaders meet in Kazan

    Chinese President Xi Jinping will attend the 16th BRICS Summit on Oct. 22-24 in the Russian city of Kazan at the invitation of Russian President Vladimir Putin.

    BRICS is an acronym for Brazil, Russia, India, China, and South Africa, five major emerging markets with considerable economic potential. It has now evolved into an influential international cooperation mechanism with an expanded membership.

    Over the past 18 years, China has upheld the BRICS spirit of openness, inclusiveness, and win-win cooperation and helped drive the BRICS cooperation mechanism to a new level, serving as a constructive force for safeguarding world peace, promoting common development, improving global governance and facilitating democratization of international relations.

    This year marks the beginning of greater BRICS cooperation. During the upcoming summit, the first such gathering to be held after the BRICS expansion, Xi and leaders of other BRICS countries are expected to draw a blueprint for the development of its mechanism, inject new impetus into a multipolar world, facilitate economic globalization and democratization of international relations, and open up a new chapter for the solidarity and development of the Global South.

    New starting point

    “BRICS is an important force in shaping the international landscape. We choose our development paths independently, jointly defend our right to development, and march in tandem toward modernization. This represents the direction of the advancement of human society, and will profoundly impact the development process of the world,” said Xi during the 15th BRICS Summit in August 2023.

    Other than the countries that officially joined the BRICS family on Jan. 1, 2024, over 30 countries like Thailand, Malaysia, Türkiye and Azerbaijan have either formally applied for or expressed interest in its membership.

    After the expansion, the BRICS countries account for about 30 percent of the global GDP, nearly half of the global population and one-fifth of global trade.

    China has been committed to deepening mutually beneficial cooperation with its BRICS partners. In the first quarter of this year, China’s imports and exports to BRICS countries increased by more than 11 percent year on year.

    Ahmed Al-Ali, a researcher based in Dubai, the United Arab Emirates (UAE), said that the BRICS has become an important engine to drive global economic recovery and maintain world peace and stability thanks to its steady economic growth, and equal and extensive cooperation opportunities.

    “Ethiopia’s BRICS membership could significantly boost the country’s socio-economic development through various economic opportunities, including increased investment, expanded South-South cooperation and trade partnerships,” said Balew Demissie, a researcher at the Policy Studies Institute of Ethiopia.

    China’s cooperation with other BRICS members has strongly defended multilateralism and promoted the democratization of international relations, said Evandro Carvalho, a Brazilian professor at the Getulio Vargas Foundation, an economic think tank.

    The appeal of the BRICS cooperation mechanism comes from its spirit of openness, inclusiveness, and win-win cooperation. “BRICS countries gather not in a closed club or an exclusive circle, but a big family of mutual support and a partnership for win-win cooperation,” Xi said during the 14th BRICS Summit in June 2022.

    From the “BRICS Plus” cooperation approach proposed in 2017 to the historic expansion of BRICS membership, the mechanism is widely welcomed, with growing influence and appeal.

    The BRICS cooperation mechanism respects the interests of all parties involved and is an “attractive platform for cooperation and mutual benefit,” said Elshad Mammadov, an Azerbaijani economics expert.

    Fruitful achievements

    At present, the mechanism is at a crucial stage of building on past achievements and ushering in a new era of cooperation. China is working with other BRICS partners, embarking on a new journey of greater BRICS cooperation.

    “We should navigate the trend of our times and stay in the forefront. We should always bear in mind our founding purpose of strengthening ourselves through unity, enhance cooperation across the board, and build a high-quality partnership. We should help reform global governance to make it more just and equitable, and bring to the world more certainty, stability and positive energy,” Xi has said.

    Applauding more participants and exploring new ways of cooperation within the mechanism, the BRICS countries will also have more opportunities and their roles in the global arena will continue to expand, said Ivan Melnikov, first vice-chairman of the Russian State Duma and chairman of the Russia-China Friendship Association.

    China and its BRICS partners have worked together to advance practical cooperation and deepen mutual benefit, setting up projects such as the China-BRICS Science and Innovation Incubation Park for the New Era and the China-BRICS AI Development and Cooperation Center, as well as hosting the BRICS Forum on Partnership on New Industrial Revolution and BRICS Industrial Innovation Contest.

    Set up by the BRICS and opened in 2015, the New Development Bank (NDB) aims to mobilize resources for infrastructure and sustainable development projects in BRICS and other emerging market economies and developing countries.

    Meanwhile, people-to-people and cultural exchanges among BRICS countries are in full swing with popular events such as film festivals, sports games, and co-productions of films and documentaries.

    The first special session for BRICS countries of the International Youth Poetry Festival kicked off in the Southeastern Chinese city of Hangzhou in July, attracting 72 poets from BRICS countries.

    In mid-September, over 60 media leaders from more than 40 countries joined the BRICS Media Summit in Moscow, discussing the role of BRICS media in promoting a multipolar world.

    People-to-people exchanges have deepened among BRICS countries, and BRICS member states have worked towards a closer friendship, providing a “BRICS model” for promoting exchanges and mutual learning among civilizations, said Ahmed Hamadi, a political commentator of the Aletihad News Center of the UAE.

    Bright future

    Thanks to the concerted efforts of all parties, the BRICS has increasingly become an important force in shaping the international landscape and safeguarding global stability.

    The BRICS cooperation mechanism is now a key venue for emerging markets and developing countries to strengthen solidarity and cooperation and safeguard common interests, thereby serving as the most pivotal mechanism representing the Global South.

    China is a significant promoter of BRICS cooperation and a natural member of the Global South. Beijing has all along stood with other developing countries through thick and thin.     The 44th and 45th summits of the Association of Southeast Asian Nations (ASEAN) took place in Vientiane, the capital of Laos, from October 6 to 11. During the meetings, the United States, Japan, Australia, India, the Republic of Korea, and other like-minded countries expressed concern about the situation in the South China Sea and underlined the importance of peace and stability in the region. The Ministry of Foreign Affairs (MOFA) welcomes and affirms these statements.

    A chorus of parties at the summits highlighted recent tensions in the South China Sea. US Secretary of State Antony Blinken, Australian Prime Minister Anthony Albanese, and Japanese Prime Minister Shigeru Ishiba voiced concern about escalating militarization and unlawful coercion in the region. They also pledged to work on maintaining freedom of navigation and overflight in the South China Sea. The joint statement from the ROK-ASEAN summit called on all parties to respect international law and settle disputes in accordance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS). In his remarks, Indian Prime Minister Narendra Modi emphasized that peace, security, and stability were in line with the general interests of the Indo-Pacific region. MOFA affirms the positions of the above parties, which correspond with the policy that Taiwan has consistently promoted with regard to the South China Sea.

    A reception marking the inauguration of the Taipei Economic and Cultural Center (TECC) in Mumbai and celebrating the National Day was held on the evening of October 16. The event was cohosted by Ambassador Baushuan Ger, Representative of the TECC in India, and Director General Chang Chun-yu of the TECC in Mumbai. More than 100 guests attended and expressed congratulations, including former Indian parliamentarian Sujeet Kumar, representatives of various sectors, and members of the local consular corps.

     

    Minister of Foreign Affairs Lin Chia-lung delivered a prerecorded address, noting that bilateral relations had seen remarkable growth since Taiwan and India established representative offices in each other’s countries in 1995.     A large communications satellite has broken up in orbit, affecting users in Europe, Central Africa, the Middle East, Asia and Australia, and adding to the growing swarm of space junk clouding our planet’s neighbourhood.

    The Intelsat 33e satellite provided broadband communication from a point some 35,000km above the Indian Ocean, in a geostationary orbit around the equator.

    Initial reports on October 20 said Intelsat 33e had experienced a sudden power loss. Hours later, US Space Forces-Space confirmed the satellite appears to have broken up into at least 20 pieces.

    So what happened? And is this a sign of things to come as more and more satellites head into orbit?

    A space whodunnit

    There are no confirmed reports about what caused the breakup of Intelsat 33e. However, it is not the first event of its kind.

    In the past we’ve seen deliberate satellite destructions, accidental collisions, and loss of satellites due to increased solar activity.

    What we do know is that Intelsat 33e has a history of issues while in orbit. Designed and manufactured by Boeing, the satellite was launched in August 2016.

    In 2017, the satellite reached its desired orbit three months later than anticipated, due to a reported issue with its primary thruster, which controls its altitude and acceleration.

    More propulsion troubles emerged when the satellite performed something called a station keeping activity, which keeps it at the right altitude. It was burning more fuel than expected, which meant its mission would end around 3.5 years early, in 2027. Intelsat lodged a US$78 million insurance claim as a result of these problems.

    However, at the time of its breakup, the satellite was reportedly not insured.

    Intelsat is investigating what went wrong, but we may never know exactly what caused the satellite to fragment. We do know another Intelsat satellite of the same model, a Boeing-built EpicNG 702 MP, failed in 2019.

    More importantly, we can learn from the aftermath of the breakup: space junk.

    The amount of debris in orbit around Earth is increasing rapidly. The European Space Agency (ESA) estimates there are more than 40,000 pieces larger than 10cm in orbit, and more than 130,000,000 smaller than 1cm.

    The total mass of human-made space objects in Earth orbit is some 13,000 tonnes. That’s about the same mass as 90 adult male blue whales. About one third of this mass is debris (4,300 tonnes), mostly in the form of leftover rocket bodies.

    Tracking and identifying space debris is a challenging task. At higher altitudes, such as Intelsat 33e’s orbit around 35,000km up, we can only see objects above a certain size.

    One of the most concerning things about the loss of Intelsat 33e is that the breakup likely produced debris that is too small for us to see from ground level with current facilities.

    The past few months have seen a string of uncontrolled breakups of decommissioned and abandoned objects in orbit.

    In June, the RESURS-P1 satellite fractured in low Earth orbit (an altitude of around 470km), creating more than 100 trackable pieces of debris. This event also likely created many more pieces of debris too small to be tracked.

    In July, another decommissioned satellite – the Defense Meteorological Satellite Program (DMSP) 5D-2 F8 spacecraft – broke up. In August, the upper stage of a Long March 6A (CZ-6A) rocket fragmented, creating at least 283 pieces of trackable debris, and potentially hundreds of thousands of untrackable fragments.

    It is not yet known whether this most recent event will affect other objects in orbit. This is where continuous monitoring of the sky becomes vital, to understand these complex space debris environments.

    Who is responsible?

    When space debris is created, who is responsible for cleaning it up or monitoring it?

    In principle, the country that launched the object into space has the burden of responsibility where fault can be proved. This was explored in the 1972 Convention of International Liability for Damage Caused by Space Objects.

    In practice, there is often little accountability. The first fine over space debris was issued in 2023 by the US Federal Communications Commission.

    It’s not clear whether a similar fine will be issued in the case of Intelsat 33e.

    Looking ahead

    As the human use of space accelerates, Earth orbit is growing increasingly crowded. To manage the hazards of orbital debris, we will need continuous monitoring and improved tracking technology alongside deliberate efforts to minimise the amount of debris.

    Most satellites are much closer to Earth than Intelsat 33e. Often these low Earth orbit satellites can be safely brought down from orbit (or “de-orbited”) at the end of their missions without creating space debris, especially with a bit of forward planning.

    In September, ESA’s Cluster 2 “Salsa” satellite was de-orbited with a targeted re-entry into Earth’s atmosphere, burning up safely.

    Of course, the bigger the space object, the more debris it can produce. NASA’s Orbital Debris Program Office calculated the International Space Station would produce more than 220 million debris fragments if it broke up in orbit, for example.

    Accordingly, planning for de-orbiting of the station (ISS) at the end of its operational life in 2030 is now well underway, with the contract awarded to SpaceX.

  • MIL-OSI Global: Paper mills: the ‘cartel-like’ companies behind fraudulent scientific journals

    Science and Nature, two leading science journals, have revealed a growing problem: an alarming rise in fraudulent research papers produced by shady paper mill companies. This wave of fake studies is creating a major headache for the academic world, putting the integrity of global academic research at risk.

    Paper mill companies offer authorship services to researchers, academics, and students who want their names listed as an author of a scientific article published in reputable scientific journals.

    By paying around €180 to €5000 (approximately US$197 – $5472), a person can have their name listed as the author of research paper, without having to painstakingly do research and write the results. No doubt, some experts refer to these paper mills as illegal and criminal organizations.

    A 2023 research highlights a dramatic increase in fraudulent scientific artiles traced back to paper mills. In just five years, the numbers of retractions soared jumped from 10 in 2019 to 2,099 in 2023.

    Paper mills have also extremely overwhelmed major scientific journal publishers. Hindawi and Wiley, publishers of open access journals in the UK, for example, retracted around 1,200 paper mill articles in 2023. SAGE, a global publisher of books, journals and academic library resources and Elsevier, a scholarly publisher in the Netherlands also retracted hundreds of paper mill articles in 2022.

    Paper mills are found operating in countries whose research policies incentivise researchers to produce as many scientific articles as possible, such as China, Russia, India and Iran.

    However, their customer profile is quite diverse, from both developed and developing countries, including Indonesia, Malaysia, Germany, and the United States (US).

    Based on research data and investigative journalist reports from the last five years, I summarise how these paper mills operate and how to detect them.

    The paper mill playbook: tactics and oddities

    1. Problematic articles

    Paper mills generally manipulate the process of publishing scientific articles. These articles usually plagiarise other published articles, contain false and stolen data, or include engineered and duplicated images.

    They also offer to rewrite scientific articles using generative artificial intelligence tools, such as ChatGPT and Quillbot, or to translate published articles from other languages into English.

    2. A promised path to publication

    In some cases, paper mills offer authorship slots before an article is accepted for publication.

    In other cases, they offer authorship slots after the article is ready to be published by the journal.

    Therefore, it is not uncommon for paper mills to sell authorship slots with a guarantee that the article will definitely be published. In fact, according to the conventions generally accepted in the academic community, no well-run journal can give such a guarantee.

    Publishing decisions are normally made only after editors have considered the feedback from peer reviewers. This means, there is no possibility for a manuscript to secure acceptance before passing the peer review process.

    3. Fake reviews and corrupt deals

    Paper mills also offer a wide range of additional services. For example, they offer fake peer review services to convince potential buyers that the offered articles have passed rigorous review.

    To smooth the way for their operations, some paper mills even operate like a cartel, bribing rogue journal editors to ensure publication. A 2024 investigation by a Science journalist revealed that some scientific journal editors were offered as much as $20,000 to cooperate with these schemes. This investigation resulted in more than 30 editors of reputable international journals identified as involved in paper mill activities.

    4. Unusual collaboration patterns

    One of the peculiarities of paper mill articles is its strange mix of authors. An article on the activity of ground beetles attacking crops in Kazakhstan, for example, is written by authors who are neither affiliated with institutions in Kazakhstan nor experts in insects or agriculture. The authors’ backgrounds are suspiciously heterogeneous, ranging from anaesthesia, dentistry, to biomedical engineering.

    5. Anonymous co-authors

    Prospective customers of paper mill services usually have to agree to the rules of confidentiality. By agreeing to this rule, buyers have no idea which journal their article will target or who their co-authors will be. Often, the authors listed on the same paper don’t even know each other.

    Spotting the red flags: how to detect paper mills articles

    Detecting scientific articles produced by paper mills often begins with analyzing retraction patterns carried out by journals.

    This can be done in two ways: by tracking post-publication peer reviews on platforms like PubPeer, or by checking the Retraction Watch database, a website that documents retractions of problematic scientific articles.

    However, journals rarely state outright that a retraction is due to paper mill fraud. Instead, articles are typically pulled for reasons like improper inclusion of the name and order of authors, inclusion of many irrelevant citations or references, plagiarism, or inclusion of manipulated or duplicated images.

    The proportion of scientific articles retracted for being associated with paper mills is much smaller than the estimated total number of paper mill articles currently in circulation.

    Retraction Watch data, as of May 2024, only recorded 7,275 retractions of articles related to the paper mill out of a total of 44,000 retractions recorded. In fact, it is estimated that up to 400,000 paper mill articles have infiltrated scientific literature over the past two decades.

    Despite significant efforts from publishers and the academic community through organizations such as United2Act, a global alliance initiated by Committee on Publication Ethics (COPE) and STM, these attempts are barely enough.

    How paper mills hurt the public

    The UK Research Integrity Office—an independent UK charity that offers support to the public, researchers and organisations to promote good academic research practice—estimates that the paper mill industry has gained around $10 million globally.

    For example, a Russian paper mill could earn $6.5 million if they sold all the authorship of scientific articles it produced from 2019 to 2021.

    In Indonesia, this financial loss directly impacts the public. Public universities rely on the state budget, funded largely by taxpayers, and tuition fees from students to cover operational expenses, including research grants and publication incentives.

    Though the exact financial toll of these paper mills is hard to pin down, it is clear that the public are footing the bill for fraudulent research practices, siphoning resources away from enuin academic advancements.

    Australia, Japan, and U.S. forces joined the host India Navy for an opening ceremony to celebrate the launch of field-training exercise Malabar 2024 in Vishakhapatnam, India, on Oct. 9.

    The ceremony and associated shore-phase activities will be followed by scheduled at-sea exercises in the Bay of Bengal, India.

    “I’m fired up to be here today with my counterparts as our navies train together in the Indian Ocean to strengthen our combat readiness, maritime integration, and interoperability,” said Adm. Steve Koehler, commander, U.S. Pacific Fleet. “Malabar is a great example of a combined team operating together in order to deter conflict and reinforce our shared commitment to a free and open Indo-Pacific.”

    This year marks the 28th iteration of the Malabar exercise, which began in 1992 as a bilateral exercise between the United States and India. The exercise has since evolved in scope and complexity and now includes Japan and Australia. This marks the fifth time that all four nations have participated in Malabar to advance the collective planning, integration and employment of advanced warfare tactics across participating nations.

    “Malabar 2024 reaffirms Indian Navy’s commitment to maritime security and cooperation among like-minded nations in the Indo-Pacific,” said Vice Adm. Rajesh Pendharkar, Flag Officer Commanding-in-Chief, Eastern Naval Command (ENC). “Our joint efforts aim to enhance operational synergy and foster stronger bonds of friendship. Together, we look towards safeguarding our shared values and achieve peace and stability in the region.”

    At-sea exercises are scheduled to include combined training in the surface, sub-surface, air and information domains.

    Eight ships and nearly a dozen aircraft are scheduled to take part in the exercise.

    “It has been 17 years since the JMSDF participated in Malabar for the first time in 2007,” said JMSDF Vice Adm. Katsushi Omachi, commander in chief, Self Defense Fleet. “I believe Malabar will contribute to the peace and stability, as well as the rules-based maritime order, which lead to a free and open Indo-Pacific. Japan-U.S.-India-Australia collaboration is now getting closer than before and I am expecting the multilateral bonds among the navies will deepen.”

    Representing the U.S. in the exercise are a P-8 Poseidon aircraft assigned to Commander, Task Force 72 and the Arleigh Burke-class guided missile destroyer USS Dewey (DDG 105), which operates under Commander, Task Force 70 and Destroyer Squadron (DESRON) 15, the Navy’s largest DESRON and the U.S. 7th Fleet’s principal surface force.

    The Murasame-class destroyer JS Ariake (DD 109) is representing the Japan Maritime Self-Defense Force. Australia is represented by the Royal Australian Navy Anzac-class frigate HMAS Stuart (FFH 153) and a Royal Australian Air Force P-8A Poseidon maritime patrol aircraft. The host contingent from India includes the first-in-class guided-missile destroyer INS Delhi (D 61), as well as at least four other surface combatants and aircraft.

    Australian, Indian, Japanese, and U.S. maritime forces routinely operate together across the Indo-Pacific in support of regional security and stability.

    “Exercise Malabar is a significant Indo-Pacific maritime activity that deepens interoperability and collaboration among key regional partners,” Australia’s Joint Force Maritime Component Commander, Commodore Jonathan Ley, said. “Australia has participated in previous iterations of Exercise Malabar, was honoured to host the exercise in 2023 and is pleased to participate again in 2024 as part of the Australian Defence Force’s ongoing program of regional presence and engagement.”

    The lead of this year’s exercise is India. The Malabar planning and exercise lead rotates each year among participating nations, along with the exercise location to demonstrate the combined ability to exercise across the entire Western Pacific and Indian Ocean.

    U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

    As of Oct. 19, FEMA has approved more than $154 million in federal disaster assistance to help more than 211,047 South Carolina households recover from Hurricane Helene. This includes: 

    • More than $11 million in housing grants to help pay for home repair, home replacement and rental assistance for temporary housing.
    • More than $142 million in Other Needs Assistance grants to help pay for personal property replacement and other serious storm-related needs, such as moving and storage fees, transportation, childcare, and medical and dental expenses.

    FEMA has completed more than 23,000 home inspections for Hurricane Helene survivors. Along with state and federal partners, nine Disaster Recovery Centers have been opened with more to come in affected areas.

    In addition, the National Flood Insurance Program has received 302 claims from South Carolina policyholders and has paid out $213,000.

    The 41st Tehran International Short Film Festival (TISFF) kicked off on Friday in the Iranian capital, the official news agency IRNA reported.

    According to IRNA, 107 short works will compete for top awards in the festival’s international section.

    The submitted works, including 59 fiction films, 21 animated movies, 18 documentaries, and nine experimental films, were from India, China, Poland, the United States, Egypt, Greece, France, Palestine, Türkiye, Spain, Argentina, Brazil, Russia, Australia, Japan, Germany, Italy and Cuba.

    Held for consecutively over the past four decades, the TISFF is one of the oldest short film festivals in the region.

  • MIL-OSI Australia: Opinion piece: Data-driven decisions: the case for randomised policy trials

    In medicine, randomised trials are commonly used for evaluating effectiveness. When a new pharmaceutical is being tested, half the recipients will get the true treatment, while half will get a placebo. By tossing a coin to decide whether a person gets the treatment or the placebo, we can be confident that any observed differences are due to the real effect of the drug.

    Increasingly, randomised trials are being used by governments and businesses too. Randomised trials of policing strategies have shown that hot spots policing reduces crime. A randomised trial found that when people in India were given a financial incentive to get their licence earlier, they were more likely to bribe the tester. A randomised trial in Mexico found that road upgrades boost property prices and reduce poverty. A randomised trial with airline pilots found that providing feedback on fuel use led captains to be more economical, saving the airline a million litres of fuel.

    Yet by comparison with health, the uptake of randomised trials in social sciences remains modest. From the 1990s to the 2020s, the number of randomised trials in health has exploded from 10,000 to almost 250,000. Yet over the same period, the number of randomised trials in the social sciences has risen from a few thousand to less than 20,000. For every randomised trial in the social sciences, there are around 10 randomised trials in health.

    This is all the more startling given the breadth of the social sciences, covering education, crime, employment, homelessness and political engagement. In budgetary terms, governments spend much more on those areas than on health alone. Yet in terms of randomised trials, health remains far further ahead.

    In Australia, a study from the think tank CEDA examined a sample of 20 Australian Government programs conducted between 2015 and 2022. The programs had a total expenditure of over $200 billion. CEDA found that 95 per cent were not properly evaluated. CEDA’s analysis of analysis of state and territory government evaluations reported similar results. Across the board, CEDA estimates that fewer than 1.5 per cent of Australian Government evaluations use a randomised design.

    The relatively small number of randomised trials of social programs is particularly troubling given what the evidence tells us about the programs that are rigorously evaluated. In health, only one in 10 drugs that look promising in the laboratory make it through Phase I, II and III clinical trials and onto the market. In education, an analysis of randomised trials commissioned by the US Department of Education’s Institute of Education Sciences found that only one in 10 produced positive effects. Google estimates that just one in 5 of their randomised trials help them improve the product.

    This suggests that the best approach in business and government is what US President Franklin D. Roosevelt once called ‘bold, persistent experimentation’. If many promising policies do not work as well as intended, then rigorous evaluation is essential to building a cycle of continuous improvement. Rigorous evaluation guarantees that government policies in a decade’s time will be more effective than they are today. A failure to evaluate runs the risk that we will unwittingly repeat our mistakes. Evaluation puts us in a virtuous feedback loop. Without it, we can end up in a doom loop.

    How can governments and companies encourage more rigorous evaluation? There are 5 approaches that can promote more high‑quality evaluations, especially randomised trials.

    First, encourage curiosity. Employees quickly come to understand the culture of an organisation. When managers make clear that they value new insights, they give permission for everyone in the organisation to question accepted wisdom and gather better evidence, an approach famously dubbed ‘Test‑Learn‑Adapt’.

    Second, aim for simplicity. People charged with sending out letters, emails or text messages should have the functionality to send 2 versions, so they can continuously improve the language and messaging of their correspondence. This kind of A/B testing has been standard for market research companies for decades, yet remains rare elsewhere. Another initiative is grant rounds to fund low‑cost randomised trials. In 2024, the Paul Ramsay Foundation, Australia’s largest charitable foundation, issued a call for proposals for 7 projects of up to $300,000 to be randomly evaluated.

    Third, subject trials to ethical scrutiny. This isn’t just the right thing to do; it’s also important for creating an environment in which further trials can be conducted. Ethical scrutiny ensures that the interests of vulnerable people are considered, and that the trial can be expected to improve overall wellbeing.

    Fourth, create institutions that promote high‑quality evaluation. In 2023, the Australian Government established the Australian Centre for Evaluation. Located within Treasury, the centre has a budget of around $2 million per year, and a staff of around a dozen people. Its mandate is to ‘put evaluation evidence at the heart of policy design and decision‑making’. The main goal of the centre is to work collaboratively with government departments to conduct rigorous evaluations, especially randomised trials.

    Fifth, think internationally. A few years ago, when researching my book Randomistas, I met with a kidney health researcher whose work involved running large‑scale randomised trials. He told me that he no longer worked on single‑country trials. Multi‑country trials, he told me, provided an inbuilt replication function, and greater assurance that interventions worked across people of different ethnicities. In policymaking, Australia could collaborate with other advanced English‑speaking democracies to create Living Evidence Reviews – research syntheses on key topics such as homelessness, job training or policing.

    Randomised trials embody a spirit that is at once modest and scientific, accountable and democratic. By acknowledging that some policies might not achieve their goals, we recognise that all of us are fallible. And by rigorously testing what works, we put ourselves on a cycle of continuous improvement. Just as your doctor today has better treatments available than she did a decade ago, programs in education and employment should be more effective than they were a decade ago. Randomised trials can shape better policies, one coin toss at a time.

    Migrant workers contracted to sites in Saudi Arabia franchised by French retail giant Carrefour were deceived by recruitment agents, made to work excessive hours, denied days off and cheated of their earnings, said Amnesty International.

    In the new report, “I would fear going to work”: Labour exploitation at Carrefour sites in Saudi Arabia, the human rights organization also documents how workers were made to live in squalid accommodation and feared being ‘fired’ if they complained or resisted working additional overtime.

    The abuses suffered by some of the contracted workers likely amount to forced labour including human trafficking for the purpose of labour exploitation, yet neither Carrefour Group nor its partner Majid Al Futtaim, which operates the franchise in Saudi Arabia, took adequate action to stop them or offer redress to workers.

    “Workers thought they were opening the door to a better life but instead many were subjected to appalling exploitation and abuse. Carrefour’s inaction meant it failed to prevent this suffering, which for some contracted workers likely amounts to forced labour including human trafficking,” said Marta Schaaf, Amnesty International’s Director of Climate, Economic and Social Justice, and Corporate Accountability Programme.

    “Carrefour has a clear responsibility under international human rights standards to ensure abuses do not occur throughout its operations, including its franchises.     Amnesty International’s report comes just two weeks before the International Labour Organization (ILO) Governing Body will consider a landmark complaint against the Saudi Arabian government regarding wage theft, forced labour and the prohibition of trade unions. The complaint was submitted by global trade union Building and Wood Workers’ International (BWI) in June 2024, supported by Amnesty International and other organisations.

    Deceived, overworked and underpaid

    Amnesty International’s investigation follows a 2023 report published by the organization exposing abuses at Amazon facilities in Saudia Arabia, involving one of the same labour supply companies. The latest research was based on interviews and information provided by 17 men from Nepal, India and Pakistan. They all worked in various Carrefour facilities in Riyadh, Dammam and Jeddah between 2021 to 2024 and nearly all are or were employed by labour supply companies and contracted out to Majid Al Futtaim.

    To secure jobs the workers paid recruitment agents in their home countries an average fee of $1,200, and often took on high-interest debt to do so, despite such charges being outlawed by Saudi legislation and prohibited by Majid Al Futtaim’s own policies.

    Almost all the workers interviewed were lied to or misled by the agents, sometimes with the involvement of labour supply companies, about the nature and benefits of the jobs in Saudi Arabia or tricked into believing they were being hired directly by international companies. Many only found out they would be employed by Saudi Arabian supply companies – which are notorious amongst workers – after paying the fees, by which time most could not recoup the money paid and therefore felt unable to backout.

    In Saudi Arabia the men were met with arduous work and repeated underpayment. They described regularly walking more than 20km per day and working 60-hour weeks, sometimes up to 16 hours a day, especially when business was booming in periods such as ‘salary weeks’ and the month of Ramadan. In breach of both Saudi Arabia’s laws and Majid Al Futtaim’s policies, workers said managers at the facilities – which included supermarkets and warehouses, or ‘dark stores’ – would sometimes cancel their weekly rest days. 

    Anand*, a former warehouse ‘picker’, told Amnesty: “Inside Carrefour stores, workers are not treated as humans. They treat workers as animals. They keep on saying, ‘yallah, yallah’ [‘let’s go’, ‘let’s go’]. They cling to our T-shirt to make us work fast.

    Many of the workers said the hardest part of the experience was not being paid properly for these overtime hours as required by national law and company policies. As a result, they were often denied dozens of additional hours’ pay a month, amounting to hundreds of dollars each year.

    Accommodation provided by the labour supply companies was often dirty and overcrowded, contrary to Majid Al Futtaim’s requirements. Workers said they slept six or eight to a room, with one describing it as “like a cowshed”.

    Contracted workers described a culture of fear. Workers who raised complaints directly with managers at the Carrefour facilities said they were ignored or told to take up the matter with the labour supply companies instead. Some workers who did speak out experienced retaliation from the supply companies or Carrefour facility managers, intimidating others into silence. Although Majid Al Futtaim told Amnesty International that it prohibits retaliation against anyone sharing a “good-faith concern”, workers reported that if they resisted working extra hours, they would be threatened with not being paid or facing dismissal.

    Baburam* told Amnesty International:

    “It was tough to work that long. But the manager wouldn’t let me go… He would say, ‘You must complete the order process, then you can go.’ What could I do? If we didn’t work 15 hours, he would also say, ‘I will terminate you. I won’t pay for your overtime’.”

    Being ‘terminated’ from these facilities could result in workers being made ‘jobless’ until their labour supply company found them a new role – often weeks or months later. During this time, the worker would be left with no income from the supply company or support from the Saudi Arabian state.

    Gopal* said: “Had I complained, I could have lost my job. That’s why I couldn’t complain. Once, 14 or 15 workers complained about it, and they were expelled from the job. When a worker loses his job, the supply company makes him jobless for four to five months.”

    High risks of forced labour        

    The experiences of workers interviewed by Amnesty International indicates that the two key elements of forced labour – involuntary work and threat of penalty – are present in Carrefour Group’s franchise operations in Saudi Arabia.

    While Carrefour Group’s policies make clear it is aware of its responsibilities and has committed to upholding international human rights standards, including throughout its franchises and suppliers, Amnesty International’s research demonstrates that its due diligence processes are wholly inadequate. This is despite the fact that in Saudi Arabia, the severity and frequency of labour abuses – including forced labour – are acute and well-documented.

    “It is well known that despite some reforms, migrant workers in Saudi Arabia continue to be subjected to the country’s Kafala sponsorship system, have no guaranteed minimum wage and are prohibited from joining or forming trade unions. Carrefour has no excuse for failing to protect its workers from exploitation, and no justification to avoid paying them the compensation they deserve,” said Marta Schaaf.

    “The high risk of exploitation in Saudi Arabia highlights an undeniable need for fundamental reform of the country’s labour system. The ILO Governing Body should urgently open an investigation into violations of workers’ rights and ensure Saudi Arabia brings its labour laws and practices fully in line with international standards.”

    In response to Amnesty International’s findings, Carrefour Group and Majid Al Futtaim said they have launched an internal investigation into the treatment of migrant workers in their Saudi Arabia facilities, while Carrefour Group has also instructed a third-party audit of its franchise partner’s operations. Majid Al Futtaim detailed steps it has taken to remediate abuses since Amnesty International first alerted it, including moving some workers to new housing; reviewing policies on overtime and the ban on recruitment fees; increasing screening of new suppliers and improving access to its employee hotline.

    “Serious questions remain, however, as to why neither company identified or addressed long-standing abuses prior to being alerted by Amnesty International in mid-2024, including after we published our investigation into one of their suppliers last year.Neither company has yet committed to reimburse recruitment fees or compensate workers for harms suffered,” said Marta Schaaf.

    Migrant workers contracted to sites in Saudi Arabia franchised by French retail giant Carrefour have been deceived by recruitment agents, made to work excessive hours, denied days off and cheated of their earnings, said Amnesty International today in a new report. 

    In a 56-page report – ‘I would fear going to work’: Labour exploitation at Carrefour sites in Saudi Arabia – Amnesty also shows how workers have been made to live in squalid accommodation and to fear being fired if they complained or resisted working overtime.

    The research – based on interviews with 17 men from Nepal, India and Pakistan who worked in various Carrefour facilities in Riyadh, Dammam and Jeddah between 2021 to 2024 – shows that the abuses suffered by some of the workers are likely to amount to forced labour, including human trafficking for the purpose of labour exploitation.
