  • MIL-OSI USA: SBA Announces Over $3 Million in Awards to Advance Local Entrepreneurial Ecosystems for STEM, R&D-Focused Small Businesses and Startups

    WASHINGTON – Today, Administrator Isabel Casillas Guzmanhead of the U.S. Small Business Administration (SBA) and the voice in President Biden’s Cabinet for America’s more than 34 million small businesses, announced the 2024 Growth Accelerator Fund Competition (GAFC) Stage Two winners. Forty-four accelerator partnerships received between $50,000 and $150,000 each to advance their work supporting small businesses and startups in STEM and research and development (R&D) across priority areas like national and economic security, domestic manufacturing and production, and sustainability and biotechnology. 

    “Innovation happens everywhere and the Biden-Harris Administration is continuing to build on its commitment to promote sustainable and inclusive entrepreneurial ecosystems that advance research and development and commercialization in communities across the nation,” said Administrator Guzman. “The 2024 GAFC Stage Two award winners will drive forward the Investing in America agenda and strengthen America’s global competitiveness by continuing to support the expanding and increasingly diverse entrepreneurs across the nation and provide them with the opportunities that lower barriers for market and capital access.”

    GAFC Stage One prizes emphasized ecosystem network building, while Stage Two efforts focus on the enhanced support that can be provided to small businesses and startups through these Growth Accelerator Partnerships. These partnerships span public, private, nonprofit, and academic institutions, fostering collaboration across industries and geographies, with lead awardees headquartered in 34 U.S. states and territories, including Washington, D.C., and Puerto Rico, and assisting innovators nationally.

    “Since its launch in 2014, the SBA’s Growth Accelerator Fund Competition (GAFC) has made a positive difference to local and national innovation-focused entrepreneurship organizations and the communities they support. The competition has grown to be a core component and vital source of support to our nation’s innovation ecosystem.     U.S. Congressman Chuck Edwards (NC-11) today delivered remarks on the floor of the U.S. House of Representatives in support of upholding the merit-based process when recognizing federal tribes, including the Lumbee community.

    “I rise today to express my deep opposition to any circumvention of the merit-based process set out in law, which would grant federal recognition to the Lumbee community through political means.

    “I am proud to represent North Carolina’s 11th District, which is the home of the Eastern Band of Cherokee Indians, a Tribal Nation rich with culture, language, and sovereignty that is a treasure to the State of North Carolina and the United States.

    “I am proud to have the representatives of the Eastern Band with us in the gallery today.

    “The Eastern Band Cherokees are the descendants of those that fought to stay in their traditional homelands in the face of forcible federal removal efforts.

    “Some Cherokee, including a man named Junaluska, made the forced journey and then walked back to the mountains of Western North Carolina to return home.

    “It must be noted that the Lumbee community has no standing treaties with the federal government, no reservation land, and no common language.

    “As Members of Congress, one of our most sacred duties is making sure that laws are drafted and implemented in an objective and equal manner.

    “For over 40 years, the Department of the Interior has carried out a merit-based process, as set out by Congress and administered by the Office of Federal Acknowledgment (OFA), to make determinations on federal recognition of tribes.

    “If the administration or Congress allows the Lumbee to bypass the OFA, it sends a clear message that other groups with dubious claims for tribal recognition can also avoid the deliberation and scrutiny that the OFA petition process is designed to provide.

    “We need the OFA process to protect Indian country and the public. The process requires verification that the persons who claim to be tribal members actually have Native American descent.

    “Believe it or not, the OFA has determined that some petitioning groups are comprised entirely of people that cannot demonstrate Native American ancestry. Not a single person.

    “Regarding the Lumbee, in one fell swoop, the federal government would recognize a tribe that would soon be the largest in the country, and all enrolled members would likely gain full access to all federal benefits, which will further strain the Bureau of Indian Affairs and Indian Health Service’s already-stretched budgets.

    “As a member of the Interior & Environment Subcommittee on House Appropriations, I’m proud that we funded the needs of the Indian Health Service and other critical priorities for our nation’s tribes in the FY25 bill recently approved in the House.

    “That said, if the overall tribal population covered by these services is allowed to swell by tens of thousands of people, many of whom have no Native ancestry, I fear that necessary appropriations cannot feasibly keep pace.

    “That is the crux of the issue to me – if there was actual merit behind the Lumbee case for federal recognition, they’d go through the OFA process as set out in the law.

    “But as they know it won’t hold up under a deliberative process, they’ve instead sought to get special treatment through other avenues, all in the face of credible opposition by multiple federally recognized tribes.

    “More than 140 established tribes from across the country have said that the Lumbee and other groups should go through the federal recognition process at the Department of Interior to demonstrate the merits of their claim to be a tribe. I agree.

    “I urge all of my colleagues to take these concerns into account, and I hope that the merit-based process put in place by Congress decades ago on federal tribal recognition will be adhered to.

    “And Mr. Speaker, while I have the floor, I’d also like to urge you and my colleagues to move H.R. 7227, the Truth and Healing Commission on Indian Boarding School Policies Act, to create a commission to get a better understanding of the grievous wrongs done to Native American children in federally run boarding schools.

    “Our tribal nations deserve the dignity to understand what happened to their family members at these schools. It’s the very least this country can do.”

    Eastern Band of Cherokee Indians Chief Michell Hicks said“We commend Congressman Edwards for his leadership in defending Indigenous sovereignty from those seeking to undermine the OFA process. The Lumbees, who have repeatedly failed to meet the standards for federal recognition – attempt to circumvent the established process through political pressure and maneuvering in Congress by blocking the return of historic and sacred lands back to tribes across the country and other key legislation impacting Federally-recognized tribes.

    “Additionally, the Lumbees are taking millions of dollars in Federal Funding through HUD, HHS and other Federal agency funding sources blocking hundreds of Tribes from receiving these critical resources. We will continue to fight these political tactics and will continue to fight to protect the sovereignty of Indigenous communities and uphold the integrity of our nation’s processes.”

    Home Newsroom Attorney General Labrador Leads 29-State Coalition Against Maryland’s Bizarrely Unconstitutional Gun Ban

    [BOISE] – Attorney General Raúl Labrador, joined by 28 other states, has filed an amicus brief with the Supreme Court of the United States.  The broad coalition requests a writ of certiorari, asking SCOTUS to take up the case of Snope v. Brown, where the Fourth Circuit Court of Appeals upheld Maryland’s unconstitutional ban on hundreds of styles of firearms, including the AR-15, the most popular modern semi-automatic sporting rifle in America.  Inexplicably, the Fourth Circuit simply declared that the AR-15 was “military-style” and therefore not an “arm” protected by the unambiguous language of the Second Amendment.
    “It is gravely concerning for a federal court to blatantly ignore the most recent clarifying decisions regarding the right to keep and bear arms to ever come from SCOTUS,” said Attorney General Labrador.  “The AR-15 is the most common and prolific semiautomatic rifle in our country and the very definition of a firearm used for sport, personal protection and civil defense.  These arms are lawfully owned and used by tens of millions of citizens across the country, and a textbook definition of the firearms protected by the Second Amendment from capricious government overreach.”
    The Fourth Circuit decision flies in the face of recent SCOTUS decisions Relying on sparse and irrelevant historical evidence, including some that the Supreme Court has already considered and rejected, the Fourth Circuit erroneously concluded this nation has a tradition of banning the possession of commonly owned firearms like the AR-15.
    There is no such tradition. Nor could there be in a free nation.
    The brief argues, “…there is no principled distinction between weapons that are ‘for military use’ and weapons that are ‘for private use.’ By pretending otherwise, the Fourth Circuit authorizes itself to ignore the Second Amendment whenever it thinks a weapon looks too much like a soldier’s.  And this leaves citizens, businesses, and regulators guessing as to what supposedly makes an arm ‘most useful in military service’ – after all the Fourth Circuit said that even weapons with only semi-automatic capabilities may be considered best suited for military…even if the military does not actually use such weapons.”
    Joining Idaho’s Attorney General Labrador in this effort are attorneys general from Alabama, Alaska, Arkansas, Florida, Georgia, Indiana, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, West Virginia, Wyoming, and the Arizona and Wisconsin Legislatures.

  • MIL-OSI Security: Fort Qu’Appelle — Fort Qu’Appelle RCMP: two arrested after robbery

    On September 23, 2024 at approximately 4:05 p.m., Fort Qu’Appelle RCMP received a report of a robbery at a business in Balcarres, SK.

    Investigation determined two adult females entered the business, assaulted an employee with a golf club and stole two bottles of liquor. The victim reported non-life-threatening injuries to police.

    The suspects fled in a vehicle.

    Officers immediately responded and located the vehicle travelling near Balcarres. They activated their emergency lights and attempted a traffic stop. The vehicle did not stop and turned into a field. Officers boxed the vehicle in, then arrested the females without further incident.

    One of them threatened a police officer while being transported to the detachment.

    As a result of continued investigation, 19-year-old Serenity Fink from Balcarres and 38-year-old Isabelle Starr from Fort Qu’Appelle are each charged with:

    • one count, robbery, Section 344(1)(b), Criminal Code; and
    • one count, flight from police, Section 320.17, Criminal Code.

    Fink is also charged with:

    • one count, operation of a conveyance while impaired, Section 320.14(1)(a), Criminal Code; and
    • one count, operation while impaired over 80 mg, Section 320.14(1)(b), Criminal Code.

    Starr is also charged with one count, uttering threats, Section 264.1(1)(a), Criminal Code.

    They were remanded into custody to appear via video in Fort Qu’Appelle Provincial Court on September 26, 2024.

    Indian Head RCMP, White Butte RCMP and the File Hills Police Service assisted with this investigation.

  • MIL-OSI USA: Governor Ron DeSantis Issues Updates on State Preparedness Efforts Ahead of Hurricane Helene

    TALLAHASSEE, Fla.—Today, Governor Ron DeSantis was joined by Florida Division of Emergency Management (FDEM) Executive Director Kevin Guthrie in Tampa to meet with power and utility linemen staged and ready to respond to power outages caused by Hurricane Helene, and to provide updates on state preparedness efforts before the storm’s landfall.

    Following Governor DeSantis’ request, FEMA approved the state’s pre-landfall disaster declaration request. This will provide important resources and assistance from the federal government, including personnel, equipment and supplies, as well as making available funding sources for emergency protective measures. The pre-landfall declaration request is for the 41 Florida counties included in Executive Order 24-208.

    Governor DeSantis issued Executive Order 24-209 on September 24, updating EO 24-208 and declaring a state of emergency for 61 counties, which allows for state officials to make critical resources available to communities ahead of any potential storm impacts.

    Voluntary and mandatory evacuation orders are in effect in multiple counties statewide. Residents need to evacuate as soon as possible if they are under a mandatory evacuation order. Counties under evacuation orders can be found at FloridaDisaster.org/EvacuationOrders.

    Residents in need of assistance finding or going to a shelter in the Big Bend region for Hurricane Helene can call (800) 729-3413. FDEM team members will be conducting callbacks from messages received last night, as well as accepting new calls today, to facilitate shelter coordination. For additional resources and assistance, residents can call the State Assistance Information Line (SAIL) at (800) 342-3557. Assistance is available in English, Spanish and Haitian-Creole.

    As of 11AM ET, the storm has strengthened into Hurricane Helene, with maximum sustained winds of 80 mph. Helene is expected to move across the eastern Gulf of Mexico and to the Florida Big Bend coast by Thursday evening. Additional strengthening is forecast, and Helene is expected to be a major hurricane when it reaches landfall.

  • MIL-OSI Security: Browning Man Admits Assaulting Woman with Belt on Blackfeet Indian Reservation

    GREAT FALLS — A Browning man accused of beating and then using a belt to assault a woman on the Blackfeet Indian Reservation admitted to an assault charge today, U.S. Attorney Jesse Laslovich said.

    The defendant, Briar Joseph Crawford, 29, pleaded guilty to assault with a dangerous weapon. Crawford faces a maximum of 10 years in prison, a $250,000 fine and three years of supervised release.

    Chief U.S District Judge Brian M. Morris presided. The court will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing was set for Jan. 29, 2025. Crawford was detained pending further proceedings.

    The government alleged in court documents that on Aug. 6, 2023, Crawford went to Twin Lakes go fishing with the victim, identified as Jane Doe. They got into an argument, and Crawford began to severely beat Doe over several hours as they traveled from Twin Lakes to the East Glacier Cut Across Road. At one point, Crawford removed his belt, wrapped it around Doe’s neck, grabbed it and lifted her weight off the ground until she blacked out. Doe suffered numerous injuries from the prolonged assault.

    The U.S. Attorney’s Office is prosecuting the case. The FBI and Blackfeet Law Enforcement Services conducted the investigation.

    One of the most daunting tasks for new leaders is making decisions that impact others. Although the average person makes thousands of conscious decisions each day — some estimates suggest as many as 35,000 — when it comes to making decisions in the workplace, many hesitate.

    A lack of experience often causes new leaders to hold back, intimidated by the fear of making mistakes. The stakes can feel high, as their choices can have far-reaching consequences, not only for themselves but also for the organization and its employees.

    New leaders might face decisions such as delegating responsibilities among team members, prioritizing projects with limited resources or managing conflicts between employees.

    With time and practice, leaders learn to develop decisiveness — the ability to listen to their intuition for making effective, quick decisions. Decisiveness is not about being rash, but about having the confidence to act based on evidence and experience.

    Effective decision-makers balance competing priorities and options while staying deeply aware of the needs of their stakeholders, from employees and colleagues to customers and investors. Once they reach a decision, they follow through with firm, resolute action.

    A bar above the rest

    What sets effective leaders apart is their ability to consistently make decisions that drive organizational success. These leaders understand the difference between operational and strategic decisions, and how each serves a different purpose.

    Operational decisions deal with immediate concerns, focusing on day-to-day activities that require quick responses to keep the business running smoothly. For example, an operational decision might involve addressing a staffing shortage, resolving a technical issue or adjusting a production schedule.

    Strategic decisions, on the other hand, are more complex, involve higher risks and require a broader perspective. They focus on the future direction of the organization and may involve a careful assessment of external factors, such as launching a new product or restructuring a department.

    Building decision-making skills

    But how do emerging leaders develop the skill to confidently make decisions, especially when there are many possible options? To build a strong foundation for decisive leadership, consider these three practical strategies:

    1. Clarify your values

    Understanding your core values is crucial for effective and ethical decision-making. When you and your staff are clear on what matters most to you, decision-making becomes easier.

    For example, if you believe in transparency, you will communicate the decision-making process and outcomes to your team. They will trust that even if they don’t all agree with your decision, they’ll be informed promptly and consistently.

    To gain clarity about your values, reflect on past decisions, consider what felt right or wrong, and identify common themes that guided your actions. You can also use one of the many free assessments available online.

    2. Use a decision-making framework

    There are several tools to help guide confident decision-making, especially early in your career. One simple and effective option is the 5 Ws Framework.

    The framework helps leaders think through these essential questions: Who will be affected? What are the available options? When does the decision need to be made? Why is this decision necessary? And how will the decision be executed?

    Using this framework helps emerging leaders quickly assess all angles of a situation and make thoughtful decisions that ensure no critical factors are missed.

    3. Learn from your network

    One of the most effective ways to develop leadership skills is by learning from others. Observe how your peers and more experienced leaders make decisions, ask them insightful questions and seek their feedback on your own decisions.

    Reflecting on your interactions with them can help you refine your decision-making style and identify areas for growth. It can also help you become more comfortable with ambiguity, risk and uncertainty. The support from your network will boost your confidence and provide much-needed encouragement in times of doubt.

    Other things to keep in mind

    Leaders in AI-integrated workplaces will need not only strong decision-making skills but also the ability to apply a critical ethical lens.

    Artificial intelligence offers many opportunities to accelerate decision-making and improve efficiency. However, the interconnectedness of algorithms, people and data also brings with it complex ethical and sustainability problems.

    To avoid the unintended consequences of AI such as algorithmic bias or privacy violations, leaders across all sectors must carefully evaluate the ethical implications of all decisions and ensure they align with principles of fairness and long-term sustainability.

    In technology-dependent workplaces, emotional intelligence becomes a crucial asset. Leaders who are self-aware and in tune with their emotions can pause to make thoughtful, deliberate decisions, instead of reacting impulsively.

    Pentagon Spokesman Eric Pahon provided the following readout:

    Deputy Secretary of Defense Kathleen Hicks hosted Indian Foreign Secretary Vikram Misri at the Pentagon today to discuss priorities for strengthening the U.S.-India defense partnership through defense industrial cooperation, technology innovation, and operational cooperation.

    She noted that the United States and India continue to break new ground in areas of cooperation that will enhance the security of both countries, as well as the broader Indo-Pacific region.

    Deputy Secretary Hicks thanked Foreign Secretary Misri for India’s strong support of the maritime security and logistics initiatives announced at the Quad Leaders Summit last weekend.

    They also discussed ongoing efforts to co-produce jet engines, land mobility systems, and munitions, as well as the continued progress through the India-U.S. Defense Acceleration Ecosystem (INDUS-X) to foster joint innovation among defense industry stakeholders in both countries.

    Deputy Secretary Hicks highlighted the success of the recent INDUS-X Summit, which resulted in the announcement of a new joint innovation challenge for space domain technologies, as well as an upgraded memorandum of understanding between the U.S. Defense Innovation Unit (DIU) and the Indian Defense Ministry’s Innovations for Defense Excellence (iDEX) office.

    The two officials also discussed regional security issues and a range of operational cooperation initiatives aimed at promoting stability and security in the Indo-Pacific.

    Deputy Secretary Hicks expressed the importance of continuing to advance progress across all areas of the Major Defense Partnership, and pledged to deepen cooperation to promote a shared vision for a free and open Indo-Pacific.

    Prime Minister Narendra Modi has given the idea of making India a self-reliant  and developed country. Lok Sabha MP Anurag Singh Thakur has asserted that this concept will pull out our country out of the slavery mindset.

    He was speaking as the Chief guest at a program organized under the ‘Viksit Bharat Ambassador – Yuva Connect’ initiative at MIT World Peace University College, Kothrud, Pune. Under the ‘Viksit Bharat Ambassador – Yuva Connect’ initiative, interactive session are being organized to guide the  youth about their participation and responsibility towards achieving the goal of a developed India in various colleges of Maharashtra.

    Myers MIT Institute Trustee Rahul Karad, MIT World Peace University Vice-Chancellor Dr. R. M. Chitnis, National Skating Champion Jinesh Nanal, Viksit Bharat Youth Ambassador Kritika Bhandari and other dignitaries were present on the occasion.

      

    Trees were planted in the premises of the institute under the Ek Ped Maa Ke Naam initiative of the Central Government at the beginning of the program. Later, Anurag Singh Thakur paid  floral tributes to the statue of Sant Dnyaneshwar in the institute.

      

    Vice-Chancellor Dr. R. M. Chitnis welcomed the dignitories in his introductory speech. Kritika Bhandari then briefed all the students about the My Bharat portal run by the Union Ministry of Youth Affairs and Sports and urged them to register themselves on the portal. National Skating champion Jinesh Nanal shared experience of his sports journey while interacting with the students.

    ANDY MARKS [PRO VICE-CHANCELLOR WSU]: Morning, everybody. My name is Andy Marks from Western Sydney University. I want to acknowledge the traditional owners of the land on which we’re meeting today and pay my respects to elders past, present and emerging. This is a fantastic next stage on a journey that we’ve been on in [the] Hawkesbury that goes back more than a hundred years, in fact, when this facility was one of Australia’s first in pioneering the education and research of agriculture in Australia. What we see today with the announcement of stage one funding for the Agri Tech Hub is something that takes that to another level. It’s about an array of infrastructure investments in Western Sydney on the part of the Federal Government, and how they can do the main game for [the] Hawkesbury, which is generating jobs and jobs of the future. So I won’t say any more today other than to introduce our distinguished guests. First of all, the most distinguished, our local member, Susan Templeman. Susan, please.

    SUSAN TEMPLEMAN [FEDERAL MEMBER FOR MACQUARIE]: Thanks, Andy.

    ANDY MARKS: No offence, guys.

    SUSAN TEMPLEMAN: Yeah. Susan Templeman, Member for Macquarie. It is such a pleasure to be here to bring to fruition a conversation that started several years ago and followed with an election commitment of $16.7 million, and to now be at this point knowing that the investment that we are making as a federal government is going to have long term benefits economically for this community, and importantly, for agriculture across not just New South Wales, but Australia – and, we hope, the world. What we’re able to bring here and what we’ll see grow over time is an agritech precinct that is really going to, as Andy has said, take that story of agriculture in the Hawkesbury, which began when colonial settlers saw how fertile this area was. This is the area that fed Sydney when it was in famine, and these are really significant things in the settlement of Australia. And of course, we looked at how [the] First Nations used this land – they also found it was bountiful. So, this is an exciting next step to take agriculture for the Hawkesbury region and Western Sydney into the 21st century. I’m very pleased to have the Minister for Infrastructure, Catherine King, who has supported this project from the start and was key to it being an election commitment and being able to announce that. And I’m so delighted that she’s here to take this next step.

    CATHERINE KING [MINISTER]: Thanks.

    Thanks very much. It’s great to be here. Susan, and also with George as well. And it’s my first opportunity to actually come on site to see the delivery. Now we’re releasing- the stage one funding is being released for this project, and an important project it is, not just for the Hawkesbury but for Western Sydney overall, making sure that we are investing in new technology for agriculture. Agriculture we want to grow to a much more significant level in this country than we have currently. It’s incredibly important, and being able to have the sorts of technology, the research and development here, I’m looking forward to being able to look at some of the research that’s being done on vanilla bean producing, barramundi producing out on this site, but also looking at what that means for the future.

    With only sort of 40 minutes to the new Western Sydney International Airport, this university will also be an incredibly important way that our agriculture sector can look at how it can preserve goods to getting them to market much more quickly. That over $5 billion investment we’re investing in building the airport actually is very critical to this university here as well in making sure that we’ve got the technology, the research into the future. So I do want to commend Western Sydney University for the foresight on actually developing this site in the way in which they have. And really, the investment- we’re going to be looking forward to seeing not only lots of students here involved and being part of this site, but very much the research that is to come out of Western Sydney University for agriculture into the future. Making sure we’ve got a sustainable, good and healthy food supply is pretty critical to not just our nation, but the world. So I do want to commend them and very pleased to be here on site today. I might hand over to George.

    GEORGE WILLIAMS [VICE-CHANCELLOR AND PRESIDENT WSU]: Thank you minister, and thank you to the local member for their [sic] steadfast support of this project. This is something special for Western Sydney and Hawkesbury. It’s special because it’s bringing AI to agriculture in a way that’s going to transform jobs in this area. We expect there’ll be 240 jobs supporting this facility. And it’s a really great example of taking Western Sydney to the world. This is a world-leading facility that is going to be looking at how we have sustainable, effective agriculture from the beginning to the end of the food chain, and it’ll be doing that in ways that will be of enormous international interest. In our case, we’ve already got great interest from India, for example, who want to work with us because of this facility to bring the technology, the expertise not only to India, but to Asia and the Middle East. And that will be a great initiative for us to lead in this area with our researchers and partners, to actually deal something quite special that will be transformative here and more broadly.

    It’s also a particularly special investment because of Western Sydney. And of course, it’s not just an investment in agritech we’re seeing, it’s agritech plus the airport, plus the enormous growth in infrastructure, plus all of the great developments we’re seeing in people around this region. And this is the sort of investment that goes back not only to 1891 when the Hawkesbury College was first established, but of course much further back to colonial times. And it’s expression of that now in a world class, high tech way that will not only drive jobs, but actually drive that investment through the airport and the like, to bring this to the world and to do something that we think not just for Western Sydney University, but more importantly for our students, for our staff, but also the community is going to deliver enormous benefits, not just next year, but over the coming decades. So thank you. We appreciate the support and we believe with this, this is going to be a game changer for agriculture and technology in this region.

  • MIL-OSI United Kingdom: Association sings praises of Music Service at awards

    It was one of 15 teams and organisations from across the region to be showcased at the annual event, which celebrates and enables councils to share best practice.

    Wolverhampton Music Service provides high quality tuition and musical opportunities for youngsters from schools across the city, including the chance to perform with its flagship groups, Wolverhampton Youth Orchestra and Wolverhampton Youth Wind Orchestra.

    Last year, it delivered around 500 hours of tuition to nearly 7,000 children in 82 schools across the city every week, and runs 15 free ensembles enjoyed by over 500 children and young people on a weekly basis.

    Staff performed concerts to 54 primary schools in May during its #LiveMusicWton week and curated 4 large scale events at The University of Wolverhampton at The Halls enjoyed by over 7,000 pupils. Meanwhile, 66 students took part in a successful tour to Europe this summer where they performed 3 concerts in Italy.

    The Music Service also works with partners to deliver additional Youth Theatre shows, rock and pop projects, inclusive music making sessions for special schools, Indian music provision and continued professional development for school staff.

    Councillor Jacqui Coogan, the City of Wolverhampton Council’s Cabinet Member for Children, Young People and Education, said: “Music is an incredibly important part of a child’s education.

    “It helps pupils develop their concentration and memory, improves their confidence and – in an era when you can get everything at a touch of a button – teaches them about perseverance, because learning to sing or play an instrument takes a great deal of time and commitment.

    “Our Music Service does a fantastic job, inspiring and educating thousands of children and young people every week, and I am delighted that it has been recognised for its work by the West Midlands Association for Directors of Children’s Services.”

    Jo Britton, Chair of West Midlands ADCS Network, said: “This year we have a real variety of disciplines represented, including those working in the fields of youth justice, early help and education.

    “For me, this cuts to the core of what we do, and what we do is the best for our children, young people and their families. It doesn’t matter if we are working with a child who may be on the edge of criminality, or supporting another who has a passion to play a musical instrument, because when it comes to it, working holistically means we support each child in the right way and at the right time.”

  • MIL-OSI Australia: Press Conference Government House, Adelaide

    Minister for Trade, Don Farrell: Good afternoon everybody, and please take a seat, don’t stand on formality. I thank the Governor for making her home available to us today to hold this press conference with my very good friend, the Trade Minister for India, Piyush Goyal, it’s absolutely wonderful to have you here.

    When I first became the Trade Minister for Australia, I was lucky enough to be invited to Piyush’s home in New Delhi, and have a wonderful feast with him and his wife, and a little bit later on today I’m going to return the favour. We’re heading out to the magnificent Clare Valley, and we’re going to have a wonderful meal out in the Clare together this evening.

    We’ve just wrapped up our face‑to‑face meeting, and it’s the first meeting that we’ve had since the Modi Government was recently re‑elected, and of course follows on the weekend’s events between our Prime Minister and Prime Minister Modi in Delaware, with the Japanese and the American leaders.

    I think it’s fair to say that the relationship between Australia and India has never, ever been closer. And to reflect that, is the economic relationship between our two countries, and it has never ever been better.

    Following our Trade Agreement that was ratified during the course of this Parliamentary session, trade with India is turning out to be a really big win for Australia, and today we held in‑depth discussions on how to accelerate that trading relationship. And in addition to that, our investment relationship viability on the enormous growth that we’ve just seen in recent times.

    Just to give you some examples of that, in the 18 months since our Trade Agreement with India came into force, nearly $30 billion worth of Australian exports have entered India either with zero tariffs or lower tariffs than any of our competitors.

    Agricultural exports to India are up around 60 per cent to $1.6 billion, and we know how important that is to the South Australian economy.

    Industrial equipment and manufacturing exports are up 66 per cent or $145 million, and our health exports to India have increased by nearly 40 per cent to $33 million.

    Australian consumers are of course benefitting by our trade deals with savings at the checkouts worth around $225 million, thanks to the lower tariffs on products that are coming in from India.

    During our meeting, Minister Goyal and I discussed how we can grow our two‑way trade and investment even more. The key focus of today’s discussion was our next free trade agreement called the Comprehensive Economic Cooperation Agreement.

    Our trade negotiators recently met in Sydney, and today’s discussions show that there’s real momentum here to get an agreement as we work out the details.

    For Australia, we’ve made it clear that we have much to offer our friends in India, particularly in agriculture, as well as the emerging sectors we are building as part of our Future Made in Australia.

    We also exchanged a Memorandum of Understanding on investment cooperation between Austrade and Invest India, which will help boost two‑way investment between our countries.

    Our Government has also wrapped up consultations on our new India Economic Roadmap. We’ve held over 400 consultation sessions across every Australian State and Territory and in India.

    Over the past two days, Minister Goyal has heard from a range of Australian businesses who see wonderful opportunities to partner with India in sectors like green energy, education skills, tourism, agriculture and technology, and in a few moments the Minister and I will walk up to the Australian Space Agency headquarters to meet some of the Australian space start‑ups that are partnering directly with India.

    Our Government is committed to driving more practical cooperation between Australian and Indian businesses. That’s why today I’m announcing $10 million in new grants for Australian businesses, organisations and universities to boost cooperation with India.

    By extending the $10 million Maitri Grants program, the Government will deliver, firstly, $5 million for Australian organisations working on projects that boost trade and innovation, cultural ties and community leaders, and then a further $5 million for scholars and fellowships to support Australian universities to host some of the brightest Indian students in their research, on some of our biggest shared challenges.

    As I indicated before, the Minister and our wives, will be heading out to the magnificent Clare Valley, and we’ll continue to discuss the wonderful opportunities between our two countries. I’ll invite my good friend Piyush to say some words about today’s events and his time in Australia.

    Indian Minister for Commerce and Industry, Shri Piyush Goyal: Thank you very much Honourable Don Farrell, Member of Parliament and Minister for Trade and Industry, someone I look upon as not only a friend and well‑wisher, but a brother who has been a guide, who has helped me understand trade nuances, very sensitive, ever‑smiling, and a well‑wisher of the Australia-India partnership.

    Thank you very much for your warm hospitality, thank you very much for bringing me to Adelaide for the first time. What a beautiful city, charming, a place we’ve heard about from childhood. Where cricket matters and in the good old days, we had five‑day test matches where every wicket falling was blown all over the television and radio. But to actually be right across from the Adelaide stadium is truly a memorable visit for me.

    We had very good engagement with Australian business persons in Sydney over the last two days, the excitement is truly palpable on both sides, Australian business and Indian business.

    For the first time ever both our major chambers, the conflagration of Indian industries and the conflagration of Indian chambers of commerce and industry were represented by their top leadership together as a testimony of the importance that the Australia relationship is to India.

    We are looking at significantly upscaling our partnerships in trade, investment, tourism and technology, and therefore one of the first announcements I’d like to make is that we shall shortly be setting up in Sydney an office covering all these four areas, ITTT, investment, trade, technology, and tourism. With representatives of Invest India, representatives of the organisation responsible for building industrial smart cities and townships, meeting representatives of our Export Trade and Guarantee Corporation, and other officials related to trade and tourism.

    Along with the private sector, CII jointly manning these offices to act as a bridge between investors and businesses on both sides and working closely together with Austrade with whom Invest India has today exchanged an MOU for mutual investment promotion, technology and trade facilitation, and other insights into economic trade.

    Thank you very much, Don, for giving us the encouragement to work together on these areas. And I’m sure the unprecedented ties that our two countries are sharing today with nine in‑person meetings since May 2022, in less than three years, nine in‑person meetings of our senior leaders, both Prime Ministers, reflecting the big bonding that both Prime Ministers, political leadership have with business-to-business and people‑to‑people connect that Australia and India share.

    Friends, today is a very important day in India. We are celebrating 10 years of our Making India Program. Prime Minister Modi on 25 September 2014, had launched this initiative, and through the Making India Program over the last 10 years we have significantly had a whole of government approach to addressing the challenges that manufacturing in India increase. Whether it’s provision of plug-and-play infrastructure, a national single window for all approvals, regulators reducing compliance burden or decriminalising laws, opening up foreign direct investment in newer sectors making it easier to invest in India, or encouraging the start of ecosystem. It’s been a multi‑pronged approach to attract manufacturing in India, and I do see a lot of promise between the Making India Program and the Future Made in Australia program that your government has launched, so that we can exchange the technologies, exchange opportunities and encourage businesses on both sides to work with each other.

    This enhanced cooperation via education, via skill development, tourism, investments, critical minerals, which we discussed at length today, or renewable energy, green ecosystem towards sustainability, all of these other areas where this relationship holds tremendous potential. And India is committed to partner with Australia to provide a bouquet of opportunities to our business persons on both sides so that we can work towards a greater and more ambitious relationship on the economic front.

    Friends, as Minister Farrell mentioned, ECTA, and I think some of you may recall, ECTA in India, in Hindi, is unity. This agreement has truly been a game‑changer providing greater market access to businesses on both sides and has resulted in a significant increase in merchandise trade. We’re looking at further strengthening the ECTA through to the Comprehensive Economic Partnership Agreement, the CECA, and we do hope to see a greater flow of goods and services along with investments flowing out of the CECA, which we are looking to conclude at an early date to unlock new dimensions in this partnership and provide further momentum to this business relationship.

    Friends, I must mention that we have also discussed at length greater cooperation at various multilateral fora like the WTO, the G20, the IPEF and other international organisations where Australia and India share common interests.

    India is the world’s fastest growing economy today. We grew at 8.2 per cent last year. The economy today is the fifth largest in the world, expected to become the third largest in the next three years. We will cross the $7 trillion mark by 2030, and the $10 trillion mark by 2034, 10 years from now.

    We are very confident of achieving a developed country status by 2047. [Indistinct] 2047 is our ambition, is our goal, taking up our economy to 10 times today’s size, to $35 trillion economy in the next 25 years or so, so that we can meet the aspirations of 1.4 billion Indians for a better quality of life. And I see Australia playing an important role in this journey towards making India a developed nation, a role to greater trade, a role to exchange of technologies, a role in our common goals for sustainability and a significant role when it comes to provision of high-tech services and investments.

    India offers the advantage of four Ds. The first is our democracy. We have a vibrant democracy, the world’s largest democracy, the Rule of Law prevails, it provides safety and security for investment and people. And I think in today’s day and age, two democracies working together provides a great comfort to investors in the long run.

    The second D is our demographic dividend, a young population with an average age of 28.4 years, expected to remain young for many, many more years to come, with two‑thirds of our population in the working age to providing skills, talent and huge manpower force to help the economy to move faster.

    The third D is demand. 1.4 billion aspirational Indians, demanding high quality goods and services is a huge market opportunity, and growth opportunity.

    And the fourth D is decisive leadership. The Prime Minister Narendra Modi and the Government are willing to reform, transform and perform to take the country to greater heights. I’m very confident that together we shall make the Australia-India partnership a defining partnership of the decade, if not the 21st Century. The kangaroos and the tigers together have a combined strength which is unstoppable. Thank you.

    Minister for Trade: I think we should give Piyush a clap for that. Thank you, very much, my friend, and we’ll open to questions.

    Journalist: This one’s for both Ministers. Can you give an update on the CECA negotiations? You made progress of the outstanding points of difference, and do you see an agreement for Australia [indistinct]?

    Minister for Trade: We are very optimistic that the good work that was done today will result in an expanded agreement. As we saw with the United Arab Emirates, when both parties put their mind to it we can very quickly expedite the discussions to finalise an agreement. I’d be hopeful that goodwill on both sides, and you can see today, that’s been demonstrated here – I think with goodwill we can very quickly resolve this issue, and we can have a new upgraded agreement between Australia and India.

    Piyush Goyal: Madam, I think the important and defining feature of our discussions and negotiations is the sensitivity that both sides have to each other’s issues, defensive interests, offensive interests. All are considered together in a manner which will only result in a win‑win situation. So any issue that I can see Australia will be uncomfortable with I would not like to push, press on that, and likewise our approach has been that if something is very sensitive to a large Indian population given our current status of development, Australia has been very gracious in their understanding of our sensitivities.

    It is my deep confidence in each other that helps us to resolve issues very fast, and I’m very confident that the final agreement will only help grow this relationship. You saw that our first agreement didn’t have any negative press or any negative public outcry. I’m sure the second agreement will correspondingly be a good mix of the good things that people want out of the agreement.

    Minister for Trade: I think it’s worthwhile repeating that when we were last in India together we committed to increasing our trade from its current $49 billion two‑way trade to $100 billion by the end of the decade, and I think we’re ‑ I’m certainly happy, and I think I speak for Piyush here, to restate that today.

    We want to double that trade between our countries between now and the end of the decade.

    Journalist: Just on that, Minister Goyal, India has traditionally been hesitant about removing barriers to Australian exports in sensitive sectors like dairy. Have you had consultations with those domestic producers and has the Government consulted with its Coalition partners on any of those sensitivities?

    Piyush Goyal: First of all, the Government in India is a strong government. The Coalition is a pre‑poll alliance. So we have very seamless consultations and very seamless understanding of any decisions that the Government takes.

    As regards dairy, that sector was discussed even before we started the negotiations with Australia three years ago, and Indian dairy is very significantly different from Australian dairy.

    Our average holding with a farmer is a small two‑acre, three‑acre farm with three or four livestock, whereas Australia’s farms and dairy farms are both very large, and it would be near impossible for these large farms and these small farms to compete with each other on a common footing.

    We have discussed this issue even three years ago and on earlier occasions, and dairy is such a sensitive subject that in any of our FTAs across the world, we have not been able to open up the dairy sector with duty concessions there is permitted in India, but there are certain duties imposed on that.

    This is one sector where there’s no discussion with any Coalition partner, even when we were a full majority government there was no opening up of the dairy. It’s actually two very unequal situations and would not lend themselves to fair trade between the two countries, or between any countries. We have neither opened up dairy in Europe, or planning to open up dairy in Europe, nor have we opened it up even with Switzerland and Norway, with whom we have recently concluded an FTA under the EFTA grouping – Switzerland, Norway, Lichtenstein and Iceland. Even then we have not opened up dairy. It’s the first agreement Switzerland has signed without any component of dairy in it.

    Journalist: You predicted that China will bring its pursuit of all lobster type business. Given your previous predictions on the subject have proven optimistic, why do you have the confidence that this will be resolved in the next few months?

    Minister for Trade: I’m an optimistic sort of person, and I think the only way you can do this job is to be optimistic. If you think about this, when we came to government two and a half years ago, we had $20 billion worth of impediments between Australia and China.

    We have reduced that over time to less than $1 billion and one product that is still outstanding unfortunately is lobster.

    We’ve recently had meetings both with the Chinese Premier, and also my counterpart, Wang Wentao, in fact as Piyush has done. They both came to Adelaide, it’s becoming a bit of a feature of international trade these days, everyone’s coming to Adelaide. I’m confident that we can resolve the outstanding issues in a timely manner.

    It is unfortunate that that issue hasn’t been resolved. The Government is doing its absolute best to resolve it, but these issues do take time, and we’ll continue to work very closely with the Chinese Government to put aside all of the outstanding issues between our two governments.

    Journalist: Paul Starick from The Advertiser in Adelaide. Two questions, one for both ministers. You mentioned agriculture as a significant component of the next stage of your agreement. Do you care to elaborate on that, what particular opportunities do you see? And secondly, for Senator Farrell, regarding an unrelated issue at the Whyalla steelworks. The Premier has talked about the importance of that as a national enterprise. Do you agree, and what response given its current predicament do you think is appropriate at a national level?

    Minister for Trade: Well, look, in terms of agriculture, we’re talking about the removal of all of the tariffs that weren’t removed at the last process, so we’ve made very significant progress, but as the Minister said, some of the more difficult issues were not resolved at that issue, we put them to one side, they’re all back on the table. So things like chickpeas, pistachios, and apples. So, all of the issues, all of the products where there are still tariffs ‑ wine is another one ‑ we are seeking to have those tariffs removed.

    I’m not going to go to the details of the negotiations, it’s not appropriate to do that here, but we’ll continue to work through, and as Piyush said, where issues are difficult, we understand that, and we’re not going to make life any more difficult for the Indian Government.

    On the other issue, I’m aware that there have been some discussions between the Prime Minister and the Premier over the issue of Whyalla. Obviously steel making is a very important business in Whyalla. As a government we want to see steel making continue, and of course all of those jobs be protected, and we will, of course, continue those discussions between the Prime Minister and the Premier.

    Minister, you might like to answer that first question.

    Piyush Goyal: I think as you very rightly put it, we let the negotiators take the discussions forward and give them a chance to look at what other possibilities as we conclude the CEPA.

  • MIL-OSI Asia-Pac: India’s Coal Imports See Marginal Increase Amid Surge in Coal-based Power Generation

    India, endowed with the fifth-largest coal reserves in the world, stands as the second-largest consumer of coal, driven by a rapidly growing economy. However, the current consumption landscape reveals a critical need for imports, particularly for coking coal and high-grade thermal coal, which are not sufficiently available within domestic reserves. This shortfall necessitates imports to support key industries, including steel.

    Coal imports during April-July period of FY 2024-25 experienced a marginal increase of 0.9%, reaching 90.51 million tonnes (MT) compared to 89.68 MT in the previous year. Notably, non-coking coal imports increased by 2% during this timeframe, while coking coal imports declined by 2.6%. In July 2024 alone, coal imports rose by 15.9%, reaching 21.81 MT compared to 18.82 MT in July 2023.

    Despite a notable growth of 10.18% in coal-based power generation from April 2024 to July 2024 compared to the same period last year, imports for blending purposes decreased by 8.2% during the same period. This decline underscores India’s steadfast commitment to achieving self-sufficiency in coal production and reducing reliance on imports. Increase in coal import for power sector is attributed to the substantial quantity of coal import by imported coal-based power plants (designed to utilize imported coal only) i.e. 17.69 MT during this period, up from 10.12 MT in the corresponding timeframe last year. Additionally, coal imports by the non-regulated sector saw a significant decline of 11%, falling from 50.53 MT to 44.97 MT during the same time frame.

    Moreover, coal production during the April-July 2024 period demonstrated a commendable increase, reaching 321.40 MT compared to 293.35 MT in the same period of FY 2023-24, marking a growth of 9.56%. This upward trend reflects the government’s ongoing efforts to streamline coal usage and enhance domestic production capabilities.

    The Ministry of Coal continues to implement strategic initiatives aimed at bolstering coal production and improving availability. These efforts are not only focused on safeguarding foreign reserves but also on enhancing the nation’s energy security. The proactive measures taken by the government to increase domestic coal output will ultimately reduce dependence on imports and contribute to the overall sustainability of India’s energy landscape. In conclusion, while the dynamics of coal imports present certain challenges, the Indian government’s strategic focus on increasing coal production and curbing coal import reflects a positive outlook for the country’s energy future. The commitment to achieving self-sufficiency in coal production is vital for maintaining economic growth and ensuring energy security in the coming years.

    Prime Minister Shri Narendra Modi will visit Pune, Maharashtra on 26th September. At around 6 PM, from District Court Metro Station, he will flag off the Metro train scheduled to run from District court to Swargate, Pune. Thereafter at around 6:30 PM, he will inaugurate, lay the foundation stone and dedicate to the nation various projects worth over Rs. 22,600 crore.

    The inauguration of Pune Metro section of District Court to Swargate will mark the completion of Pune Metro Rail Project (Phase-1). The cost of the underground section between District Court to Swargate is around Rs 1,810 crore.

    Further, Prime Minister will also lay the foundation stone for Swargate-Katraj Extension of Pune Metro Phase-1 to be developed at the cost of around Rs 2,950 crore. This southern extension of around 5.46 km is completely underground with three stations namely Market Yard, Padmavati and Katraj.

    Prime Minister will lay the foundation stone for the Memorial for Krantijyoti Savitribai Phule’s First Girls’ School at Bhidewada.

    In line with his commitment to make India self-reliant in the field of Supercomputing technology, Prime Minister will dedicate to the nation three PARAM Rudra Supercomputers worth around Rs. 130 crore, developed indigenously under the National Supercomputing Mission (NSM). These supercomputers have been deployed in Pune, Delhi and Kolkata to facilitate pioneering scientific research. Giant Metre Radio Telescope (GMRT) in Pune will leverage the supercomputer to explore Fast Radio Bursts (FRBs) and other astronomical phenomena. Inter University Accelerator Centre (IUAC) in Delhi will enhance research in fields like material science and atomic physics. S.N. Bose Centre in Kolkata will drive advanced research in areas such as physics, cosmology, and earth sciences.

    Prime Minister will also inaugurate a High-Performance Computing (HPC) system tailored for weather and climate research. This project represents an investment of Rs. 850 crore, marking a significant leap in India’s computational capabilities for meteorological applications.  Located at two key sites, the Indian Institute of Tropical Meteorology (IITM) in Pune and the National Center for Medium Range Weather Forecast (NCMRWF) in Noida, this HPC system has extraordinary computing power. The new HPC systems are named ‘Arka’ and ‘Arunika,’ reflecting their connection to the Sun. These high-resolution models will significantly enhance the accuracy and lead time of predictions related to tropical cyclones, heavy precipitation, thunderstorms, hailstorms, heat waves, droughts, and other critical weather phenomena.

    Prime Minister will launch and dedicate to the nation various initiatives of petroleum and natural gas sector worth Rs. 10,400 crore. These initiatives will focus on energy, infrastructure, safety and convenience of truck and cab drivers, cleaner mobility and a sustainable future.

    To enable ease of driving, Prime Minister will launch the Way Side Amenities for truck drivers at Chhatrapati Sambhajinagar, Maharashtra; Fatehgarh Sahib, Punjab; Songadh, Gujarat; Belagavi and Bangalore Rural, Karnataka. With the objective of developing modern facilities for the comfortable journey break at one place designed to cater to the needs of truckers and cab drivers during their long journeys, way side amenities such as affordable boarding and lodging facilities, clean toilets, safe parking space, cooking area, WiFi, Gym, etc. are being developed at a cost of around Rs. 2,170 crore at 1,000 retail outlets.

    To develop multiple energy choices like petrol, diesel, CNG, EV, CBG, Ethanol blended petrol (EBP), etc. at one retail outlet, Prime Minister will launch Energy Stations. Nearly 4,000 energy stations would be developed over Golden Quadrilateral, East-West and North-South Corridors and other major highways over next  5 years at a cost of around Rs. 6000 crore. Energy stations will help in providing seamless mobility through provision of alternate fuels under one roof to the energy seeking customers.

    To facilitate smooth transition to Green Energy, De-carbonization and Net Zero Emission and reducing the range anxiety of Electric Vehicle drivers, Prime Minister will dedicate to the nation 500 EV charging facilities. Further, 10,000 EV Charging stations (EVCS) are being targeted to be developed by FY 2025 at an estimated cost of Rs. 1,500 crore.

    Prime Minister will dedicate to the nation 20 Liquefied Natural Gas (LNG) stations across the country including 3 in Maharashtra. To promote the adoption of clean fuel such as LNG for long distance transportation, 50 LNG Fuel Stations will be developed in various states of the country by Oil and Gas companies at a cost of around Rs. 500 crore.

    Prime Minister will also dedicate to the nation 1500 E20 (20% ethanol blended) petrol retail outlets worth around Rs 225 crore.

    Prime Minister will inaugurate the Solapur Airport which would significantly improve connectivity, making Solapur more accessible to tourists, business travellers and investors. The existing terminal Building of Solapur has been revamped to serve around 4.1 lakh passengers annually.

    Prime Minister will dedicate to the nation Bidkin Industrial Area, a transformative project covering an expansive 7,855 acres under the National Industrial Corridor Development Program of Govt. of India, situated 20 kms south of Chhatrapati Sambhajinagar in Maharashtra. The project developed under Delhi Mumbai Industrial Corridor holds immense potential as a vibrant economic hub in the Marathwada region. Central Government has approved this project with an overall project cost of over Rs. 6,400 crore for development in 3 phases.

    The Ministry of Agriculture and Farmers’ Welfare has released Final Estimates of production of Major Agricultural Crops for the year 2023-24. These estimates have been primarily prepared on the basis of information received from States/ UTs. The crop area has been validated and triangulated with information received from Remote Sensing, Weekly Crop Weather Watch Group and other agencies. Crop yields estimates are majorly based on Crop Cutting Experiments (CCEs) conducted nationwide. The process of recording CCEs has been re-engineered with the introduction of the Digital General Crop Estimation Survey (DGCES), which was rolled out in major States during the 2023-24 agricultural years. The new system has ensured the transparency and robustness of the yield estimates.

    The total Foodgrain production in the country during 2023-24 is estimated at record 3322.98 LMT which is higher by 26.11 LMT than the production of food grains of 3296.87 LMT achieved during 2022-23. Food grain production witnessed record increase due to good production of Rice, Wheat and Shree Anna.

    Total Rice production during 2023-24 is estimated at record 1378.25 LMT. It is higher by 20.70 LMT than previous year’s Rice production of 1357.55 LMT. The Wheat production during 2023-24 is estimated at record 1132.92 LMT. It is higher by 27.38 LMT than previous year’s wheat production of 1105.54 LMT and production of Shree Anna is estimated at 175.72 LMT as compared to 173.21 LMT during previous year.

    During 2023-24, there were drought-like conditions in southern states, including Maharashtra & prolonged dry spell during August especially in Rajasthan. The moisture stress from the drought also affected the Rabi season. This mainly impacted production of pulses, coarse cereals, soybean & cotton.

    The Ministry of Textiles in a landmark initiative to strengthen public health and safety, has notified the Medical Textiles (Quality Control) Order, 2023. The Quality Control Order (QCO) is set to take effect on October 1, 2024. This regulation establishes stringent quality standards for critical medical textile products, including sanitary napkins, baby diapers, reusable sanitary pads, and dental bibs.

    The introduction of mandatory certifications under this QCO is aimed at ensuring that these products consistently meet essential quality benchmarks. Compliance with these standards will be legally required, with non-compliance potentially leading to fines and other penalties. Recognizing the challenges faced by small-scale enterprises, particularly Self-Help Groups (SHGs), the government has exempted them from the requirements of this QCO.

    Disposable Sanitary napkins and baby diapers are essential consumer products that play a vital role in safeguarding human health and the environment while disposing of them. Consequently, it is crucial that all mandatory testing related to public safety and satisfaction is incorporated into their manufacturing and import processes. The notified specifications (IS 5404:2019 for sanitary napkins and IS 17509:2021 for disposable baby diapers) cover critical performance criteria such as pH levels, hygiene testing, bacterial and fungal bioburden, biocompatibility evaluations, and biodegradability. Notably, there is a strong emphasis on testing for phthalate levels in baby diapers, as these chemicals can pose risks to both the users and the environment.

    The implementation of the QCO is part of the government’s comprehensive strategy to enhance the quality and safety of essential consumer products. Following the enforcement date of the regulations, all products falling under this QCO will require a  Bureau of Indian Standards (BIS) license for manufacturing, importing, distributing, selling, hiring, leasing, storing, or displaying products for sale. This crucial measure is designed to ensure that widely used products adhere to the highest safety standards, safeguarding both children and adults.

    A Women in Space Leadership Programme (WiSLP) was launched by Department of Science and Technology (DST) in collaboration with the British Council as part of the UK-India Education and Research Initiative (UKIERI) on September 24, 2024.

    The initiative focuses on supporting institutions in strengthening gender-inclusive practices to foster women’s leadership in space sciences by developing a strategic leadership framework. Coventry University is the delivery partner in this initiative.

    “This programme is a significant step towards creating a gender-inclusive environment in space sciences. By building a robust leadership framework, we can empower women to contribute meaningfully to scientific research and innovation,” said Dr. Vandana Singh, Head of the Women in Science and Engineering (WISE)-KIRAN division at DST.

    Michael Houlgate, Deputy Director of the British Council India, emphasized the importance of collaboration in solving global challenges and called for increased representation of women in STEM fields.

    Dr. Elena Gaura from Coventry University, UK, emphasized the importance of looking for women who can transform the culture rather than simply reproduce it. The programme aims to build the leadership capacity of 250 early career researchers, equipping them with the tools to navigate gender biases and build a sustainable support network. 

    Prof. Annapurni Subramaniyam, Director of the Indian Institute of Astrophysics (IIA), encouraged women to engage early in the growing field of space science, which is expanding into diverse areas such as engineering and social sciences.

    Participants in the workshop, including academics and policymakers, discussed the national and global contexts for promoting gender equity in space sciences.

    The programme would involve building sustainable mentoring networks and enhancing scientific innovation by integrating a gender perspective into critical areas such as astrophysics and telecommunications.

    Union Minister for Commerce and Industry Shri Piyush Goyal announced the setting up of an office for trade promotion in Sydney, Australia with representatives of Invest India, NICDC, ECGC, other officials related to trade and tourism along with the private sector represented by CII. While addressing a joint press conference at Adelaide today along with the H.E. Don Farrell, Minister for Trade & Tourism, Australia, Minister Goyal said these offices will act as a bridge between investors and businesses on both sides. Minister Goyal said the focus is to upscale the partnerships in trade, investment, tourism and technology.

    Minister Goyal stated that India celebrates ‘10 years of Make in India’ today. The programme provided a whole of the approach in addressing the challenges of the manufacturing sector, he said. It provided provisions for ‘Plug and play’ for infrastructure, single window system for approvals, easing compliance burden, decriminalising laws, opening up FDI in newer sectors and encouraging the startup ecosystem, signifying a multi-pronged approach to attract manufacturing in India.

    Minister Goyal noted a lot of promise between the Make in India Programme of India and the Make in Australia programme of Australia to exchange technologies, opportunities and encourage businesses to work with each other. The Minister added that enhanced cooperation in education, skill development, investment, tourism, critical minerals, green ecosystem for sustainability are areas where the partnership holds significant potential.

    Speaking about his visit to Australia, Minister Goyal said that for the first time, the leadership of both the CII and FICCI were represented in Australia, signifying the importance of the partnership. He added that the unprecedented ties between the two countries with 9 in-person meetings of senior leaders being held since May 2022 reflected the deep-bonding of leaders and supplements the business-business and people-people to connect.

    Minister Goyal added that India and Australia are working towards strengthening Economic-Cooperation and Trade Agreement (ECTA) through Comprehensive Economic Cooperation Agreement (CECA). He said that the ECTA agreement has resulted in market access to both sides and resulted in significant increase in merchandise trade.

    Shri Goyal highlighted Australia’s role in India’s journey through greater trade, exchange of technologies, common goals for sustainability, and provision of high-tech services and investment. “India offers advantages of 4 Ds- democracy, demographic dividend, demand and decisive leadership with leadership under Shri Narendra Modi, willing to reform, perform and transform the country”, further added the Minister.

As a part of these efforts, Secretary (Border Management) Shri Rajendra Kumar administered the Swachhata Shapath to the officers and employees of the Ministry of Home Affairs in North Block.

     

     

    The officers and employees of the Ministry of Home Affairs also did Shramdaan for cleanliness in the North Block premises. This event is one of the several efforts being made by the Ministry of Home Affairs towards ensuring cleanliness and active participation of people under the Swachh Bharat Abhiyan. The Swachhata pledge emphasized on the importance of keeping our surroundings clean, promoting responsible disposal of waste and adopting sustainable practices in daily life.

    NICDC Logistics Data Services Ltd. (NLDSL) announces the launch of Unified Logistics Interface Platform (ULIP) Hackathon 2.0, a competitive event aimed at fostering innovation and developing digital solutions to tackle pressing challenges in the logistics industry. The Hackathon was officially launched at an event held under the chairmanship of Shri Rajeev Singh Thakur, Additional Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), at Vanijya Bhawan.

    The launch event witnessed more than 1800 attendees joining the kick-off physically and virtually, reflecting widespread industry interest in the initiative. Hackathon 2.0 marks a significant step in leveraging innovation and technology to reshape and streamline India’s logistics and supply chain sector.

    Speaking on the occasion, Shri Rajeev Singh Thakur, said, “We are excited to launch ULIP Hackathon 2.0, an initiative that fosters creativity, problem-solving, and collaboration. With the tremendous success of Hackathon 1.0, we are confident that this year’s event will generate even more innovative solutions to shape the future of India’s logistics ecosystem.”

    As part of its ongoing commitment to transforming the logistics sector, NLDSL also announced the launch of the Track Your Transport (TYT) application powered by ULIP. This app is designed to empower small-scale transporters and traders by addressing various facets of logistics management, from providing tracking of cargo via all modes to verification of vehicles and drivers.  TYT eliminates the need for heavy IT infrastructure investments, making it a cost-effective and user-friendly tool for the unorganized sector.

    Shri Rajat Kumar Saini, CEO & MD, NICDC and Chairman, NLDSL highlighted that the TYT app is a key milestone in their efforts to bring digital empowerment to small traders and transporters. He stated, “The app provides the tools necessary to enhance operational efficiency and visibility, ensuring that small players can compete on a level playing field with the rest of the industry.” 

    Track Your Transport app can be accessed via the web at www.trackyourtransport.in or downloaded through Android, iOS, and Digital India App Stores.

    ULIP is a digital gateway that allows industry players to access logistics-related datasets from various Government systems through API-based integration. Currently, the platform integrates with 37 systems from 10 ministries via 118 APIs, covering over 1800 data fields. Private sector participation in ULIP has been instrumental in amplifying its impact, with over 1000 companies registered on the ULIP portal (www.goulip.in). Additionally, these companies have developed over 100 applications, leading to more than 54 crore API transactions.

    Union Minister of State for Health and Family Welfare, Smt. Anupriya Singh Patel addressed a high-level side event at the United Nations on the theme “Revitalized Multilateralism: Recommitting to Ending AIDS Together.” The event was organized by UNAIDS, the Global Fund, and PEPFAR.

    In her intervention, the Minister reaffirmed India’s commitment to achieving the United Nations’ Sustainable Development Goal (SDG) of ending HIV/AIDS as a public health threat by 2030. The Minister outlined India’s progress and key strategies in the ongoing fight against HIV/AIDS, including the 5th phase of the National AIDS and STD Control Programme (2021-2026), fully funded by the Government of India. As per the recent India HIV Estimations 2023 report, over 2.5 million people are living with HIV in India, but thanks to concerted efforts, the adult HIV prevalence is at 0.2 % and estimated annual new HIV infections are at around 66,400. New annual HIV infections have decreased by 44% since 2010, outperforming the global reduction rate of 39%.

    “India has made great strides in combating HIV/AIDS through innovative programs and robust partnerships,” the Minister said, pointing to a variety of youth-targeted initiatives like Red Ribbon Clubs in educational institutions and mass-awareness activities such as the annual RED RUN Marathon.

    Smt. Patel pointed out that “India offers comprehensive HIV and Syphilis testing to all pregnant women with more than 30 million free HIV tests being conducted annually”. “In total, more than 1.7 million people are receiving free Anti-retroviral Therapy (ART) through public healthcare systems”, she said.

    She also highlighted India’s role as the world’s largest supplier of anti-retroviral drugs. The country currently supplies over 70% of global anti-retroviral medicines, ensuring affordable access for nations in need. “We are proud to contribute to the global fight against HIV/AIDS by making quality treatment accessible worldwide,” said the Minister.

    Smt. Patel said that “efforts to address stigma around HIV have been bolstered through the HIV and AIDS (Prevention and Control) Act 2017, which ensures that all Indian states appoint ombudsmen to handle grievances and promote HIV prevention policies. Additionally, India’s approach to integrating national health programs, including efforts to tackle tuberculosis, viral hepatitis, and non-communicable diseases, is helping address co-morbidities faced by people living with HIV”.

    The Minister concluded her address by urging continued global cooperation, stating, “Breaking silos and building synergies is the mantra of the Government of India. Through collaboration, we will strengthen the fight against HIV/AIDS and build a healthier world for all.”

    The Government of India remains steadfast in its goal of ending HIV/AIDS as a public health threat by 2030 through inclusive strategies, partnerships, and renewed multilateralism.

    The Prime Minister, Shri Narendra Modi has hailed the completion of 10 Years Of Make In India initiative. Shri Modi underlined that ‘Make in India’ illustrates the collective resolve of 140 crore Indians to transform the nation into a manufacturing and innovation powerhouse. He reiterated the government’s commitment to encouraging ‘Make in India’ through all possible ways. 

    The Prime Minister posted on X:

    Ministry of Statistics and Programme Implementation (MoSPI) organized the interaction with Forecasters & Economists of GDP and CPI on 24th September,2024 in Mumbai. The interaction was attended by Shri Ajay Seth, Secretary, Department of Economic Affairs, Dr. V. Anantha Nageswaran, Chief Economic Advisor, Shri Nilesh Shah, Member of Economic Advisory Council to the Prime Minister of India, eminent economists – Shri Ganesh Kumar, Member, National Statistical Commission, Ms. Ila Patnaik, Former Principal Economic Advisor, Shri Deepak Mishra, Director, ICRIER among others. The event was joined by more than 50 forecasters & economists of various Organizations/Institutions such as Reserve Bank of India (RBI), Citibank, ICICI Prudential AMC, Sunidhi Securities & Finance Ltd, Bloomberg Economics, Nirmal Bang Institutional Equities, Nirmal Bang, RBL Bank, Motilal Oswal Financial Services, Morgan Stanley, Nomura, ICICI Bank, ICICI Bank Ltd, etc.

    While setting the context to the event, Dr. Saurabh Garg, Secretary, Ministry of Statistics and      Programme Implementation highlighted various macro-economic indicators released by MoSPI and also updated about the Base Year revision initiated for GDP, CPI and IIP. He also appraised the participants about the newly launched eSankhyiki portal for easy access of time series data on the released indicators. Secretary, MoSPI further informed the participants that MoSPI is planning to launch web-based CAPEX survey to fill the gap in the Private Sector investment.

    This was followed by two subject specific presentation detailing present methodology and updates on base revision exercises undertaken for GDP and CPI. Dr. V Anantha Nageswaran, Chief Economic Advisor, appreciated the initiative of MoSPI for CAPEX Survey. Shri Nilesh Shah, Member, EAC-PM, MD Kotak Mahindra Asset Management Company Limited suggested MoSPI to look for avenues of improvement to ensure data accuracy and reduce time lag of release.

    Shri Ajay Seth, Secretary, Department of Economic Affairs, Government of India suggested availability of timely and consistent data for better clarity, investing, business and policy decisions. He emphasized use of advanced technologies for better data governance.

    An open house discussion ensued afterwards which witnessed enthusiastic participation from the forecasters and economists. Based on the discussion, the following major suggestions emerged:

    • Frequent Household Consumption Expenditure Surveys may be conducted to ensure frequent base revision of Consumer Price Index and other macro-economic indicators. Availability of old indices for chain linking was also requested by users.
    • Spatial dimension of GDP may also be given adequate emphasis in terms of dis-aggregations like urban /rural, District domestic product etc.
    • Attempts may be made to reduce discrepancy in estimation of GDP from two approaches.
    • Possibility of better coverage of services in the revised series of CPI may be explored. Request for frequent such interactions, to understand the methodologies of data collection of education, health services and data for housing index, was also made.
    • To have a uniform understanding of core inflation, MoSPI may explore compilation of Core inflation
    • Lag for GDP data release may be reduced. Release time of these indices may be changed to provide sufficient time for analysis by the users on the same day.
    • Employer provided dwellings may be excluded from CPI to ensure consistency in the data. The methodology for compilation of Housing index may be re-visited.

    The participants commended the initiative of MoSPI for organizing this interaction which provided greater clarity and better understanding among users and suggested MoSPI to organize frequent interactions.

    Union Minister of Parliamentary Affairs and Minority Affairs,Shri Kiren Rijiju  today addressed a press conference at CGO Complex,New Delhi  on 100 days’ achievements of the Ministry of Parliamentary  Affairs and Minority Affairs .The Minister spoke of the following initiatives while highlighting the achievements of Ministry of Parliamentary Affairs:-

    1. National eVidhan Application – NeVA2.0
    2. NeVA Mobile App Version 2.0
    3. National Youth Parliament Scheme (NYPS) Portal 2.0
    4. National Youth Parliament Competition for Eklavya Model Residential Schools
    5. Subordinate Legislation Management System (SLMS)
    6. Consultative Committees Management System (CCMS)

    Minister gave details of key features of the above initiatives:

     National e-Vidhan Application (NeVA) 2.0 Portal- for ‘Digital State Legislatures’

    NeVA, a  Mission Mode Project based on the theme ‘One Nation- One Application’  for Digital Legislatures was launched in March, 2020 to transform all State Legislatures into ‘Digital House’, thereby enabling them to transact their entire parliamentary work on digital platform in paperless mode. So far, 25 State Legislatures have signed MoU to implement the project. Funds have been released to 22 Legislatures out of which 14 Houses have already implemented the project and have gone Live on NeVA platform. During last 3 months, Ministry of Parliamentary Affairs has taken many new initiatives on this project like Content translation from one language to other in 13 languages using Bhashini API, Modification in Members interface and New design, look and feel of the software etc. Assam Vidhan Sabha has also been onboarded NeVA on 12th August, 2024. It was inaugurated by CM, Assam. Further the projects for two new States-Rajasthan and MP have been sanctioned.  Search Engine Optimization (SEO) for NeVA has also been developed for increasing its visibility. During this period NeVA Cloud Infrastructure has also been augmented for ensuring glitch free Sessions of Assemblies and Councils.

    Neva 2.0 Mobile App

    Dashboard count for Notices, Questions, Bills, Committee Reports and Members etc. has been created. Detailed Bio profile of Members has also been introduced besides new feature of Agenda with provision of Today, Previous and Upcoming items.

    National Youth Parliament Scheme 2.0

    Ministry is organizing Youth Parliaments Competitions in various educational institutions of the country since 1966 with a view to strengthen the roots of democracy, inculcate healthy habits of discipline, develop tolerance of divergent views and to familiarize the students with the parliamentary functioning and procedures.  This covers Delhi Schools, KVs, JNVs and Colleges/ Universities. On 26th November, 2019, to enhance the outreach, NYPS portal- a completely digital initiative was launched by Hon’ble President. It was opened to all educational institutions to participate and get certificate. Now Revamped  NYPS 2.0 portal has been launched on 11th September, 2024 permits, apart from all educational institutions, groups/ individuals also to participate in the programme and get certificate. Now any one can participate in this program and get certificate.

    National Youth Parliament Competition for Eklavya Model Residential Schools (EMRSs)

    Earlier EMRSs were not included under National Youth Parliament Competition. A new Scheme exclusively for EMRSs has been launched on 11th September, 2024.This new scheme of National Youth Parliament Competition for Eklavya Model Residential Schools in collaboration with National Education Society for Tribal Students (NESTS) has been introduced with a view to strengthen the roots of democracy in the tribal areas of the country, to develop tolerance of divergent views and inculcate healthy habits of discipline among tribal students and familiarize them with the parliamentary functioning and procedures. Entire tribal students’ community will be the beneficiaries of the scheme

    Committee on Subordinate Legislation Management System

    This new initiative has been launched on 11th September, 2024. Earlier it was an offline process. It is Digital mechanism to deal with framing and laying, monitoring and review of Subordinate Legislation.This will impact Govt. Depts., Legislators and public at large.

    Consultative Committees Management System

    Digital mechanism to automate all processes and procedures relating to meetings of consultative committees was also launched on 11th September, 2024. This will impact Govt. Depts., Legislators and ultimately the public at large.

     Minister also stated that under Swachhta Hi Seva Abhiyan 2024, Ministry of Parliamentary Affairs, besides undertaking different activities, organized Mass Cleanliness Drive on 23 September, 2024 with Shramdaan for Swachhata under Swachhata Hi Seva (SHS) Jan Andolan to achieve the objective of clean India. To imbibe the spirit of Swachhata amongst students, an Essay writing competition was held in the Kerala Education Society Sr. Sec. School, R. K. Puram, New Delhi on the theme of SHS 2024 “Swabhaav Swachhata, Sanskar Swachhata” wherein around 120 students from different classes participated and winners were awarded with cash prizes and certificates. In line with the campaign, a tree plantation drive was also undertaken under ‘Ek Ped Maa Ke Naam Abhiyan’ in the same school premises. A mass Cleanliness drive was also undertaken in the same school, besides its park and on the road in front of the school. Students of the School also participated in the drive with full enthusiasm.

    Union Minister of State, Shri Prataprao Jadhav conducted a pivotal review meeting on the National Health Mission (NHM) with senior officials of the Union Health Ministry and state officials from Punjab, Karnataka, and West Bengal, here yesterday. Officers from National Health Authority and Ministry of Ayush were also present.

    The agenda encompassed a comprehensive assessment of Financial Progress and Physical progress under National Health Mission including Infrastructure projects and human resources, 15th Finance Commission, Emergency Covid Response Package, Pradhan Mantri Ayushman Bharat Health Infrastructure Mission, and Progress under AYUSH.

    Shri Jadhav listened to the suggestions given by the States while also reiterating the need for States to comply with guidelines and ensure efficient utilization of funds being given by Center under various schemes. He further emphasized the need for collaboration and effective communication among states and Centre to address issues and improve healthcare services across the nation. He urged all officials to work diligently towards achieving the objectives of NHM for better health outcomes.

    Shri Saurabh Jain, Joint Secretary, MoHFW; Shri Harsh Gupta, Principal Secretary Health, Karnataka; Dr Naveen, Shri Ghanshyam Thori and Shri Abhishek Tiwary (MDs NHM of Karnataka, Punjab and West Bengal respectively) and senior officials of the Union Health Ministry were present on the occasion.

  • MIL-OSI Asia-Pac: Measures by MCA to address concerns and guide stakeholders for compliances on MCA21 Portal

    The Ministry of Corporate Affairs has taken several steps towards Ease of Doing Business, including easy and quicker process of incorporation and exit of companies and Limited Liability Partnerships (LLPs), expeditious approval of mergers etc.

    In this connection, for regulatory compliances by the Companies and LLPs on MCA-21 Portal, the MCA has a system of regular review of the concerns of the Stakeholders raised through emails, helpdesk system, ticketing tools, chatbot and Social Media handles.

    As a further measure of resolving issues of urgent nature, a special team has been constituted which will look into the grievances for efficient disposal, suggest systemic solution, if required, and provide better guidance to the stakeholders for their compliances on MCA-21 Portal.
