    Audits and evaluations by SAIs not only safeguard public funds but also enhance public confidence in governance: President Murmu

    The President of India, Smt. Droupadi Murmu graced the opening ceremony of the 16th Asian Organisation of Supreme Audit Institution (ASOSAI) Assembly, being organised by the Comptroller and Auditor General (CAG) of India, in New Delhi today (September 24, 2024).

    Speaking on the occasion, the President said that the CAG of India plays a key role in ensuring transparency and accountability in the country’s public finance. It was not without reason that the Indian Constitution vested the office of CAG with a wide mandate and complete autonomy. She was happy to note that the office of the CAG has lived up to the expectations of the Constitution-makers. It follows a strict code of ethical and moral conduct that ensures the highest order of probity in its functioning.

    The President said that the mandate of public sector audits has expanded beyond traditional auditing to include assessing the effectiveness of public welfare schemes and projects, ensuring that they serve all citizens equitably. She stated that in an increasingly technology-driven world, more and more public services are being delivered using technology. Audit, therefore, needs to keep up with technological evolution in order to be able to perform its oversight functions effectively.

    The President said that today, we are at a critical juncture where emerging digital technologies like artificial intelligence, data analytics, machine learning and geo-spatial technology are becoming the backbone of modern governance. Digital Public Infrastructure (DPI) serves as the foundation to support and enhance the functioning of the digital economy and services provided to citizens.  From digital identities to e-governance platforms, DPI has the potential to revolutionise the delivery of public services and goods, making them more accessible, efficient, and inclusive.

    The President said that in many parts of the world, women and vulnerable sections of the society have less access to digital technologies, fewer opportunities to develop digital skills, and are under-represented in the digital economy. This divide not only limits their ability to access essential services but also perpetuates inequality. This is where the role of Supreme Audit Institutions (SAIs) becomes crucial. As auditors, they have the unique responsibility and opportunity to ensure that digital public infrastructure is designed and implemented in a way that is inclusive and accessible to all.

    The President said that the financial world is often beset by opaque accounting practices. In this setting, the role of independent Supreme Audit Institutions is to see that public resources are managed efficiently, effectively and with the utmost integrity. Audits and evaluations by SAIs not only safeguard public funds but also enhance public confidence in governance.

    The President said that The institution of CAG of India has a rich history of public auditing. She expressed confidence that SAI India, as hosts of the 16th ASOSAI Assembly, will have a lot to offer in the deliberations of the learned minds gathered in the Assembly. She congratulated SAI India for assuming the Chairmanship of ASOSAI for the period 2024 to 2027. She expressed confidence that under the able stewardship of the CAG of India, ASOSAI will reach new heights, fostering greater cooperation and innovation among the members.

    Raksha Mantri Shri Rajnath Singh inaugurated the 41st edition of Indian Coast Guard (ICG) Commanders’ Conference in New Delhi on September 24, 2024. The three-day meeting serves as a vital forum for ICG Commanders to engage in meaningful discussions on strategic, operational & administrative matters in the backdrop of the evolving geopolitical landscapes and complexities of maritime security.

    Addressing the senior Commanders at the Coast Guard Headquarters, the Raksha Mantri described ICG as India’s foremost guard, ensuring the security of the country’s vast coastline through constant monitoring of the Exclusive Economic Zone, and prevention of illegal activities such as terrorism and trafficking of arms, drugs & humans. Commending the bravery & dedication with which the ICG personnel serve the nation in the times of distress, he paid tributes to the bravehearts who lost their lives in a recent operation near Porbandar.

    Shri Rajnath Singh termed the contribution of ICG in protecting the nation from internal disasters as unparalleled. He extolled its quick response during an oil spill off Chennai after Cyclone Michaung, which averted a major damage to the coastal ecosystem of the area.

    Sharing his vision to make ICG as one of the strongest Coast Guards, the Raksha Mantri emphasised the need to move forward from being a human-oriented to a technology-oriented force to deal with conventional as well as emerging threats in today’s unpredictable times. He underlined the importance of ultra-modern technology on maritime borders, stating that it acts as a force multiplier to further strengthen the security system of the country.

    “The world is going through a phase of technological revolution. In this era of Artificial Intelligence, Quantum Technology and drones, the field of security is witnessing significant changes. Given the current geopolitical situation, maritime threats will increase in the future. We need to be alert and ready. The importance of manpower will always remain, but the world should know us as a technology-oriented Coast Guard,” Shri Rajnath Singh said.

    While the Raksha Mantri stressed on the benefits of incorporating latest technology, he exhorted the Commanders to remain wary of its negative side. He termed technology as a double-edged sword and called upon ICG to be proactive, vigilant and prepared to tackle the potential challenges.

    Shri Rajnath Singh reiterated the commitment of the Government, led by Prime Minister Shri Narendra Modi, to modernise & bolster the Armed Forces and ICG with indigenous platforms & equipment. On the efforts being made to attain ‘Aatmanirbharta’, he stated that 31 ships for ICG, worth more than Rs 4,000 crore, are being built by Indian shipyards. He also highlighted the approvals accorded by the Defence Acquisition Council to enhance the capabilities of ICG, which include procurement of Multi-Mission Maritime Aircraft, Software Defined Radios, Interceptor Boats, Dornier aircraft and Next Generation Fast Patrol Vessels. Asserting that the three Services are evolving themselves with changing times, the Raksha Mantri urged the ICG to continue improving itself, creating a unique identity, gaining expertise in its domain, and moving forward with renewed vigour.

    The Raksha Mantri also paid tributes to late ICG DG Rakesh Pal who passed away due to a heart attack in Chennai recently. He described him as a kind-hearted and capable officer whose untimely death, he said, is an irreparable loss.

    Defence Secretary Shri Giridhar Aramane, Secretary (Defence Production) Shri Sanjeev Kumar and Secretary (Ex-Servicemen Welfare) Dr Niten Chandra were among the senior officers present on the occasion.

    During the course of the conference, the ICG Commanders will also interact with the Chief of Defence Staff, as well as the Chief of the Naval Staff and the Engineer-in-Chief. The discussions are designed to foster collaboration among the Services across the full spectrum of maritime security, while also promoting the growth and infrastructure development of ICG.

    The conference provides a platform for senior ICG leaders to meticulously evaluate key operational, material, logistical, HR development, training, and administrative initiatives undertaken over the past year. They will also deliberate on vital milestones essential for the protection of the maritime interests of the nation. The Commanders will assess ongoing ICG projects designed to bolster Indigenisation through the ‘Make in India’ initiative, harmonising with the Government’s vision of ‘Aatmanirbhar Bharat’.

    Indian Navy’s frontline stealth frigate, INS Talwar, arrived in Mombasa, Kenya, on 22 Sep 24. The visit aims to strengthen ties further and reaffirm India’s commitment to constructive collaboration and mutual growth.

    During the ship’s stay in the harbour, personnel from both navies will engage in a wide range of professional interactions and cross-exchange visits to enhance cooperation and bolster interoperability.

    India and Kenya share a strong bond built on a foundation of centuries-old historical ties. As geographic neighbours linked by the Indian Ocean, the two nations cherish a natural partnership, further strengthened over the years by regular high-level visits, increasing trade and investment, and extensive people-to-people contact.

    Maritime cooperation between India and Kenya is guided by the Vision Statement ‘BAHARI’, meaning ‘Ocean’ in Swahili. Prime Minister Shri Narendra Modi and Kenyan President William Samoei Ruto released the Joint Vision Statement in December 2023 during the Kenyan president’s state visit to India.

    INS Talwar was commissioned on 18 June 2003 and is part of the Indian Navy’s Western Fleet, based in Mumbai under the Western Naval Command. Captain Jithu George commands the ship, which has a complement of approximately 300 personnel.

    A three-day Cyber Security and Best Practices Workshop for Chief Information Security Officers (CISOs) of the Government of Uttarakhand is being held at the Civil Services Institute, Dehradun, from September 23-25, 2024 for 25 participants from 20+ state departments. The workshop is organized by the Information Technology Development Agency (ITDA), Department of IT, Government of Uttarakhand, in collaboration with the National e-Governance Division (NeGD), Ministry of Electronics and Information Technology (MeitY).

    The workshop was inaugurated by Smt. Nitika Khandelwal, IAS, Director, ITDA, who highlighted the critical role of cybersecurity in safeguarding the digital infrastructure and e-governance services of the state. She emphasized the importance of building capacity among government officers to address the evolving cyber threats faced by government departments.

    NeGD’s Cybersecurity Training for CISOs

    This training program is part of the State Capacity Building Series initiated by NeGD, aimed at enhancing cybersecurity preparedness and resilience among state government officials. It focuses on strengthening the cybersecurity posture of government departments by providing CISOs with the necessary skills and knowledge to manage and mitigate cyber risks effectively.

    Program Overview:

    The three-day workshop is designed to:

    • Raise awareness on key cybersecurity issues, governance, and risk management frameworks.
    • Equip participants with practical knowledge in network and cloud security, critical for securing state-level e-governance systems.
    • Provide in-depth sessions on data protection, application security, and endpoint security, ensuring the safeguarding of sensitive information across government platforms.
    • Train participants in developing and implementing Cyber Crisis Management Plans (CCMP), enabling departments to respond effectively to cybersecurity incidents.
    • Address identity and access management challenges, enhancing the secure use of digital systems within government departments.

    This hands-on, intensive training will equip over 25 participants from various departments with the tools to create a secure and resilient e-governance ecosystem.

    Key Highlights:

    • The workshop covers a wide array of cybersecurity topics, focusing on protecting critical government infrastructure and enhancing the cyber defense capabilities of state departments.
    • Participants will receive guidance on adhering to national cybersecurity frameworks and standards, ensuring compliance with CERT-In guidelines and relevant legal frameworks.
    • The training includes practical sessions aimed at improving the cybersecurity protocols and strategies adopted by government departments in Uttarakhand.

    The workshop will continue over the next two days, with additional sessions on cybersecurity audits, data governance, and incident response frameworks, further strengthening the participants’ capacity to secure government systems.

    This workshop marks an important step in building a robust cybersecurity framework for the Government of Uttarakhand. It is a part of NeGD’s ongoing efforts to enhance cybersecurity awareness and build capacities across state governments, contributing to the overall vision of a secure and digitally empowered India under the Digital India initiative.

    Secretary, Department of Fisheries, Government of India Dr. Abhilaksh Likhi visited ICAR- Central lnland Fisheries Research Institute (CIFRI), Kolkata today for reviewing the institute research and development in drone application for fisheries management. Scientists, State fisheries official, Fishermen and fisherwomen attended the event. During presentation senior officers from fisheries department from states, ministry of civil aviation, NAFED, NCDC, NERMARC, SFAC, retailers, start-ups, fisheries subordinate offices, State Government officials, FFPOs, cooperatives etc. are invited to join through virtual conference.

    During the drone demonstration, Dr. Abhilaksh Likhi actively interacted with the fish farmers and fishers, listening to their experiences, success stories and the challenges they face in their daily operations. This interaction provided valuable insights into how modern technology, like drones, can address their needs, improve efficiency, and enhance productivity in the fisheries sector, while also offering a platform for them to voice their aspirations and concerns.

    Speaking on the occasion, the Secretary said that pilot project undertaken by ICAR-CIFRI will open new horizon in fisheries section by providing an effective and promising alternative for transporting fresh fish with less time and minimum human involvement while minimizing stress to the fish. The research and development on fish transportation using drone technology with private partnership would also enable consumers and farmers to have better hygienic fresh fish in the supply chain system, he added.

    Dr. Likhi said that Pradhan Mantri Matsya Samridhi Sah Yojana (PM-MKSSY) with an outlay of Rs 6000 crore was approved in February 2024 which aims to support formalization of the unorganized fisheries sector by creating a National Fisheries Digital Platform (NFDP) for providing work-based identifies, fish farmers, fish vendors including the fisheries sector microenterprises and small enterprises by 2025. PM-MKSSY, through NFDP, will also facilitate access and incentivize uptake of institutional credit, purchase of aquaculture insurance, strengthen co-operatives to become FFPOs, adoption of traceability, performance grant for adoption of practices that will bring in value-chain efficiencies and safety and quality assurance and job creation, the Secretary added.

     

    The Secretary urged the ICAR-CIFRI and other stakeholders to take step for making these drone based applications reach to the fish farmers and ensure that all can have access to it. He also asked the Fisheries Department to document all these valuable demonstrations and send to the the Ministry so that they can be utilized for creating awareness among the fish farmers across the country.

    In the review meeting, Director, ICAR-CIFRI Dr. B. K. Das elaborately presented the institute achievements and progress made in drone-based technologies. Presentation on application of Drone Technology in fisheries was also made by a start-up.

    Different drone-based technologies viz. sprayer drone, feed broadcast drone and cargo delivery drone were demonstrated by ICAR-CIFRI and star-up companies among more than 100 fishermen and fisherwomen. The pilot project undertaken by ICAR-CIFRI will open new horizon in fisheries section by providing an effective and promising alternative for transporting fresh fish with less time and minimum human involvement while minimizing stress to the fish.     In Indian fisheries sector, the monitoring and management of aquatic resources faces numerous challenges that hinder effective and sustainable planning for the conservation of aquatic resources. Though the farming system is reforming every day to keep pace with the ever-increasing evolution of modern technologies, the systematic fish transportation for economical utilization of the landed fish lacks the proper scientific methodology, time efficiency and cost-effective means since it is an essential prerequisite for the appropriate development of our fishing and fish processing industries. The long time required for transportation over long distances from remote catch areas and the lack of handling and preservation can cause irreparable damage to the fish and even death, which incurs low market prices and huge losses to farmers.

    In recent times, modern technology such as drone has tremendous potential to deliver vital goods to remote locations, overcoming access barriers and enabling faster delivery.  To explore the potential of drone technology in the fishery sector, the Department of Fisheries, Govt. of India assigned a pilot project on “Developing drone technology for live fish transport” to ICAR-CIFRI. The project will be carried out by ICAR-Central Inland Fisheries Research Institute (CIFRI), Kolkata aiming to design and develop a 100 kg payload drone carrying live fish up to 10 km.

    The Ministry of Textiles, through its various subordinate offices, attached, and autonomous bodies, is observing the ‘Swachhata Hi Seva 2024’ campaign under the theme “Swabhav Swachhata – Sanskaar Swachhata.” This initiative is a part of the nationwide cleanliness drive, inspired by Prime Minister Shri Narendra Modi’s vision for a cleaner and greener India.

    Jute Corporation of India

    The Jute Corporation of India (JCI) Regional Office in Nagaon took the lead by organizing a free health check-up camp for the Safai Mitras of the Nagaon Municipal Board. This initiative was a gesture of gratitude for the hard work and dedication of Safai Karamcharis, recognizing their essential role in maintaining cleanliness and hygiene in daily life.

    National Institute of Fashion Technology (NIFT)

    At NIFT campuses, street plays, Nukkad Nataks, and reel-making competition skits were organized to raise awareness about cleanliness and hygiene. NIFT students performed with enthusiasm, energizing the campus with creative and impactful performances centered around the theme “Swabhav Swachhata – Sanskaar Swachhata.” These efforts inspired both students and staff to take concrete action towards a cleaner, greener India.

       

     

    Ministry of Textiles Headquarters

    At the Ministry of Textiles Headquarters, a special event under the theme “Safai Mitra Suraksha Shivirs” was organized. Masks and sanitizers were distributed to Safai Karamcharis to promote personal hygiene and protection, ensuring their health and well-being as they continue to play an indispensable role in keeping workplaces and public spaces clean.

    Textiles Committee

    The Textiles Committee launched a cyber hygiene drive across its headquarters and regional offices. As part of this initiative, antivirus software was installed, and awareness workshops were held to sensitize employees about cyber hygiene. Senior officers also inspected different sections and divisions, ensuring the cleanliness and beautification of the workplace. The initiative aimed to enhance office space management and ensure better cybersecurity practices.

    Union Minister of State for Health and Family Welfare, Shri Prataprao Jadhav launched the second edition of Tobacco Free Youth Campaign 2.0 at a hybrid event held at Lady Hardinge Medical College, here today. He also virtually inaugurated Tobacco Cessation Centres in medical institutions across India. The objective of the campaign is to protect the health and well-being of young people from the harmful effects of tobacco.

    Speaking on the occasion, Shri Prataprao Jadhav said that “every year around 13 lakh people lose their lives due to tobacco in India.” He also cautioned that “tobacco has become a fashion statement among the youth but it can lead to dangerous diseases like cancer.”

    Motivating the youth to prioritize their health over tobacco use, Shri Jadhav stated that “good health is intrinsically related to own as well as closed one’s happiness”. He also highlighted that the development of the nation is closely linked to the health of its young population and urged everyone to pledge to resist and quit tobacco. He also urged elders to take responsibility of ensuring the youth don’t fall into tobacco use.

    He stated that this year’s 60-day campaign prioritizes five key areas:

    1. Increasing public awareness about the dangers of tobacco, particularly among youth and rural communities;
    2. Improving compliance with the revised guidelines for Tobacco-Free Educational Institutions (ToFEI) to keep schools and colleges free from tobacco;
    3. Strengthening the enforcement of tobacco control laws, especially COTPA 2003 and the Prohibition of Electronic Cigarettes Act (PECA) 2019, to limit youth access to tobacco;
    4. Promoting Tobacco-Free Villages, where communities work together to eliminate tobacco and create healthier environments; and
    5. Boosting social media outreach, using digital platforms to deliver strong messages about the harms of tobacco and the benefits of quitting to young people.

     

     

    All participants took the ‘Say No To Tobacco’ pledge to remain tobacco-free, followed by a photo session featuring students and celebrities. Renowned celebrities, sportspersons and influencers like Aparshakti Khurana, Manu Bhaker, Navdeep Singh, Ankit Baiyanpuria, Gaurav Chaudhary and Janhvi Singh addressed the gathering and shared insightful views.

      

     

    The event witnessed the launch of an educational video by WHO to be released in all schools, sensitizing young students on the detrimental effects of tobacco use. Three important guidelines- Health Workers Guide, SOPs for Villages to be Tobacco Free and the Guidelines for Law Enforcers for Effective Implementation of Tobacco Control Laws 2024 were launched during the occasion. A testimonial video by Voice of Tobacco Victims (VoTV), a group of cancer survivors sharing their experience of battling cancer due to tobacco use was also run at the event. A bike rally by two famous biking groups – Harley Owners Group and Delhi Bikers Breakfast Run was also flagged off during the event to spread awareness on the campaign.

    The event concluded with the Union Health Ministry officials urging all stakeholders to stay actively involved in the campaign by following its social media channels. The Ministry encouraged everyone to show their support by participating in the campaign’s activities and sharing updates on its progress, helping to amplify the message and reach a wider audience nationwide.

    Background:

    The Ministry of Health and Family Welfare introduced the first Tobacco Free Youth Campaign last year, on May 31, 2023, in celebration of World No Tobacco Day. The campaign centered around four main strategies: raising public awareness about the dangers of tobacco, promoting the establishment of Tobacco-Free Educational Institutions (ToFEI), strengthening enforcement of Cigarette and Other Tobacco Products Act (COTPA) 2023, and creating Tobacco-Free Villages. The campaign was a huge success, with over 1,42,184 educational institutions and more than 12,000 villages declared tobacco-free. Additionally, COTPA 2003 was strictly enforced, with numerous challans issued.

    Building on this success, this year the Ministry launched the Tobacco-Free Youth Campaign 2.0 with the aim to motivate young people to resist or quit tobacco use. The campaign will run for 60 days. It will focus on offering educational materials, promoting initiatives such as enforcement drives and IEC activities and establishment of tobacco free villages and educational institutions to encourage a tobacco-free lifestyle among young people across India.

    The Tobacco-Free Youth Campaign 2.0 also emphasizes a ‘whole of government’ approach through an increased partnership and coordination between seven ministries – Ministry of Education, Ministry of Electronics and Information Technology, Ministry of Information and Broadcasting, Ministry of Panchayati Raj, Ministry of Rural Development, Ministry of Youth and Sports Affairs and Ministry of Tribal Affairs as well as law enforcement units.

    The launch event of the campaign saw the in-person participation of over ­­500 people, and many participants joined online. Shri Apurva Chandra, Union Health Secretary; Smt.     COCONUT RHINOCEROS BEETLE FOUND IN WAIKOLOA TRAP

    HONOLULU – A single coconut rhinoceros beetle (CRB) has been found in a trap this week by the Hawai‘i Department of Agriculture (HDOA) during routine monitoring in Waikoloa on Hawai‘i Island. This is the first detection of CRB on the island since October 2023 when a Waikoloa resident reported finding a total of six grubs (larvae) in a decaying palm tree stump. The trap that the CRB was found in this week is located about 200 yards from the earlier detection.

    HDOA set 30 traps around Waikoloa and has been conducting routine monitoring with the assistance of volunteer area residents. The Big Island Invasive Species Committee has set additional traps, as has the University of Hawai‘i, whose traps have cameras that allow real-time monitoring.

    The pheromone traps are used for early detection of infestations. The traps do not attract all CRB in the area and are not effective as an eradication method. Surveillance for CRB has been ongoing on all islands, including traps at airports, harbors and other strategic locations.

    HDOA and CRB Response teams are now focusing on eradication efforts in the area where the beetle was found. Initial surveys in the immediate area did not detect obvious signs of CRB damage in palm trees.

    “CRB surveillance on Hawai‘i Island has been ongoing and early detection is key to prevent the establishment of breeding populations,” said Sharon Hurd, chairperson of the Hawai‘i Board of Agriculture. “We ask everyone to keep an eye out for CRB, especially in their compost and mulch piles which are major breeding grounds of the beetle.”

    Residents on all islands are asked to be vigilant when purchasing mulch, compost and soil products, and to inspect bags for evidence of entry holes. An adult beetle is about 2-inches long, all black and has a single horn on its head. CRB grubs live in decomposing plant and animal waste. Adult CRB prefer to feed on coconut and other larger palms and are a major threat to the health of these plants.

    The CRB is a large scarab beetle that was first detected on O‘ahu in 2013. The beetle has since been detected in many neighborhoods on O‘ahu and was detected on Kaua‘i in May 2023, where collaborative eradication efforts continue. CRB grubs were found in Kīhei, Maui, in November 2023, but have not been detected on the island since.

    CRB is a serious pest of palm trees, primarily coconut palms, as the adult beetles bore into the crowns of the palms to feed on the trees’ sap. New unopened fronds are damaged in this way and when fully opened, may break and fall unexpectedly. If CRB kill or damage the growing point of the palm, the tree may die. Secondary fungal or bacterial pathogens may also attack the wounds caused by CRB, thereby killing the tree as well. Tree mortality after CRB attack has been reported to be anywhere from 10 percent to 50 percent. Dead trees then become a safety hazard as they may fall unexpectedly after the trunk rots, potentially resulting in bodily injury or property damage.

    CRB is a major pest of palms in India, the Philippines, Palau, Fiji, Wallis and Futuna, Nukunono, American and Western Samoa and Guam. It is still not known exactly how the beetles arrived in Hawai‘i.

    NAVAL AIR STATION SIGONELLA, Sicily (Sept. 4, 2024) – Hospital Corpsman 1st Class Jose Navarro, 25, from Bremen, Indiana, joined the Navy in 2016 to be part of something bigger than himself. He arrived at Naval Air Station (NAS) Sigonella in March 2023.

    “I show up and take care of my Sailors, day in, day out,” said Navarro, who was recently selected as U.S. Naval Medical Readiness and Training Command (NMRTC) Sigonella’s Senior Sailor of the Quarter. According to his leadership, Navarro has demonstrated exceptional leadership and worth ethic as the Human Resources department leading petty officer.

    Four junior Sailors have benefitted from Navarro’s mentorship; two have been promoted and two have earned college degrees. He has also managed more than 1,000 pieces of correspondence, more than 100 permanent change of station transfer transactions, ten awards boards, five awards ceremonies, and one command physical readiness assessment as the command fitness leader.

         With the approach of the National Day holiday, the Centre for Health Protection (CHP) of the Department of Health today (September 24) appealed to members of the public who intend to travel to stay alert to the situation of mosquito-borne diseases in their destinations. In view of the recent increase in dengue fever (DF) activity in neighbouring areas, the CHP specifically reminded members of the public to adopt necessary anti-mosquito precautions to guard against the disease when travelling abroad.           From September 1 to yesterday (September 23), the CHP recorded 12 imported DF cases; the patients had been to Guangdong Province (4), India (3), Nepal (2), the Philippines (2) and Malaysia (1) during the incubation period. The CHP has been closely monitoring the latest DF situation in neighbouring and overseas areas. DF is endemic in many tropical and subtropical areas of the world. The latest surveillance data showed that there was a significant increase in DF cases noted in some places in Asia compared to the same period last year. According to information from the Singapore Ministry of Health, a total of 11 847 DF cases have been recorded from January to September 14 this year, which is higher when compared to 6 755 cases recorded in the same period in 2023. In addition, Malaysia has recorded 98 442 cases from January to September 7 this year, which was a 19.3 per cent increase compared to the same period in 2023.           According to the Health Commission of Guangdong Province, the number of DF cases recorded in Guangdong Province in the past three months has been increasing, with 233 and 1 220 cases in July and August 2024 respectively. Most of the cases were locally acquired infection. Information from the Guangdong Provincial Center for Disease Control and Prevention further showed that more than 1 400 DF local cases have been recorded in September (as of September 15), with the highest numbers of cases recorded in Foshan, Guangzhou and Zhongshan.           According to the World Health Organization, the global incidence of DF has markedly increased over the past two decades, posing a substantial public health challenge. In 2023, ongoing transmissions, combined with an unexpected spike in DF cases, had resulted in close to a historic high of over 6.5 million cases, and more than 7 300 dengue-related deaths reported in over 80 countries/territories. Since the beginning of 2024, the Americas, including Brazil, Argentina and Peru, have recorded over 11 million cases, a record number. Detailed information on the latest DF situation in Hong Kong, as well as neighbouring and overseas countries and areas, has been uploaded to the CHP website (www.chp.gov.hk/files/pdf/df_imported_cases_and_overseas_figures_eng.pdf).           A spokesman for the CHP urged members of the public to stay vigilant and adopt appropriate anti-mosquito measures during their travel to prevent DF, as well as other mosquito-borne diseases including Japanese encephalitis, zika virus infection, malaria, etc.           The CHP spokesman reiterated that members of the public should follow stringent anti-mosquito measures when travelling. When travelling to areas where vector-borne diseases are common, they may consider to arrange travel health consultation with a doctor at least six weeks before the journey for risk assessment during which the need for any vaccinations, chemoprophylaxis and vector preventive measures will be determined.           The following measures on mosquito control could reduce the chance of acquiring mosquito-borne disease during travel:

    Wear loose, light-coloured, long-sleeved tops and trousers;
    Use DEET-containing insect repellent on exposed parts of the body and clothing. For details about the use of insect repellents and the key points to be observed, please refer to ‘Tips for using insect repellents’; and
    When engaging in outdoor activities, avoid using fragrant cosmetics or skin care products, re-apply insect repellents according to instructions, and apply insect repellents after sunscreen if both are used.

         “Returned travellers should consult a doctor promptly if developing symptoms such as fever, respiratory symptoms, rash or painful swelling, and inform the doctor of their travel history for prompt diagnosis and treatment,” the spokesman added.     The CHP will continue to monitor the local and overseas situation of infectious diseases and provide the latest information to members of the public in a timely manner for a better understanding of the development of infectious diseases and preparation on precautionary works.     The United States is the world’s largest exporter of motor gasoline (finished gasoline plus gasoline blending components), supplying over 16% of total global exports. U.S. motor gasoline exports in 2023 averaged 900,000 barrels per day (b/d), equivalent to about 10% of domestic consumption and enough to fill up the tanks of over 1.5 million SUVs per day, assuming an average tank size of 24 gallons. Other large gasoline exporters, including Singapore and the Netherlands, have never exceeded 700,000 b/d in gasoline exports. China and India have both added significant refining capacity since 2010 and have also increased gasoline exports.

    The United States was a net importer of motor gasoline for over a half century from 1961 to 2015. However, that trend changed during the past decade. The high volume of motor gasoline exports in recent years reflects longer trends in increasing U.S. exports of refined products in general, which set records in 2022 and 2023. The growth in U.S. refined product exports reflects several factors, including generally increasing refinery capacity from 2010 to 2023 and rising production from existing refineries through increased utilization. Much of the increase in refinery capacity has led to higher motor gasoline yields because of added light crude oil processing units that process increasing volumes of light tight oil produced by hydraulic fracturing, or fracking. Finally, although refinery capacity has grown, U.S. consumption of gasoline has not, making more gasoline available for export. Motor gasoline consumption in 2023 was flat compared with 2010 (and 0.4 million b/d less than its peak in 2018).

    Motor gasoline accounts for the third-largest share of U.S. refined product exports, behind propane and distillate fuel oil. Unlike propane, which is primarily exported to Asia, the majority of U.S. motor gasoline exports (over 500,000 b/d) go to Mexico, with the remainder going primarily to Central American and South American countries. Over 90% of U.S. gasoline exports came from the U.S. Gulf Coast (PADD 3).

We’re proud of our AI leadership and differentiation as we continue pushing the technology frontier for our customers. From launching more powerful versions of Gemini 1.5 Pro, to rolling out general availability for Gemini Flash and Imagen 3, to investing in our Vertex AI platform, our teams have been building off the product momentum of Next. And all of this innovation is driving incredible use of our products.

    Today, as part of our Gemini at Work global event, we are showcasing nearly 50 new customer stories from organizations around the world to highlight just how impactful generative AI can be when you put it to work at scale — including Pods, Snap, Volkswagen US, Warner Bros. Discovery and many others. We’re inspired by what customers are building and excited by how quickly they’ve been able to move ideas from experimentation into production with our Vertex AI platform. We’re also seeing major boosts in productivity through Gemini for Google Workspace, with customers saving an average of 105 minutes per user, per week, according to our recent study of enterprise customers.

    Customer agents work seamlessly across channels including the web, mobile, and point of sale, and can be integrated into product experiences with voice and video.

    • Bell Canada pioneered using digital agents to provide self-service — improving customer experience and delivering $20 million in cost savings.
    • Best Buy resolves issues up to 90 seconds faster using automated call summarization.
    • GoTo Group launched Dira, a Bahasa Indonesia AI-powered voice assistant integrated into their GoPay fintech app. Customers use voice commands and complete tasks like bill payments and money transfers with fewer steps. Check out a live demo of the app from GoTo in this video.
    • ScottsMiracle-Gro built an AI agent on Google Cloud Vertex AI to provide tailored gardening advice and product recommendations.
    • Snap deployed the multimodal capability of Gemini within their “My AI” chatbot and has since seen over 2.5x as much engagement within Snapping to My AI in the United States.

    • Telecom Italia (TIM) implemented a Google-powered voice agent to address many customer calls, increasing efficiency by 20%.
    • UPS Capital uses an agent built on Google Cloud technology to analyze package movements, insurance claims, and address data in real time to identify anomalies.
    • Volkswagen US built a virtual assistant in the myVW app, where drivers can explore their owners’ manuals and ask questions such as, “How do I change a flat tire?” or “What does this digital cockpit indicator light mean?” Users can also use Gemini’s multi-modal capabilities to see helpful information and context on indicator lights simply by pointing their smartphone cameras at their dashboards.     We continue to build on this momentum with our own packaged agents. For example, today we are announcing Customer Engagement Suite with Google AI, an end-to-end application that combines the rich features of our leading Contact Center AI solution with the latest gen AI capabilities.

    This new solution offers four key benefits:

    • Omnichannel features, so you can orchestrate consistent customer experiences across web, mobile, voice, email, and apps with a single platform.
    • Multimodal approach, so your customers can use text, voice, and images.
    • Rule-based controls AND generative AI so you can address a broad range of issues that may come up from your customers. For instance, a customer speaking with a bank representative may have to verify their identity through a specific set of verification questions. At the same time, they may ask the bank: “Tell me what’s the best mortgage offering for me? Can you compare it across the products you offer?” The first requires a deterministic flow. The second requires a generative flow.
    • Grounding to provide the highest levels of accuracy

    All of this can be connected with any customer service application — whether it’s a SaaS application like Salesforce, Servicenow, SAP, Dynamics, or Oracle — or an on-premise app.

    Employee agents help workers collaborate and get more done

    Employee agents can streamline processes, manage repetitive tasks, answer employee questions, as well as edit and translate critical communications.

    • Click Therapeutics develops prescription digital therapeutics designed to treat disease. Their Clinical Operations team leverages Gemini for Google Workspace to transform complex operations data into actionable insights; so they can quickly pinpoint ways to streamline the patient experience in clinical trials.
    • Dun & Bradstreet built an email-generation tool with Gemini that helps sellers create tailored, personalized communications to prospects and customers for its research services. They also developed intelligent search capabilities to help users with complex queries like, “Find me all the companies in this area with a high ESG rating.”
    • Elanco, a world leader in animal health, has implemented a gen AI framework, powered by Vertex AI and Gemini, to support critical business processes, such as Pharmacovigilance, Customer Orders, and Clinical Insights. This has resulted in an estimated ROI of $1.9 million since launching last year.
    • Randstad is using Gemini for Google Workspace to enhance our relationships internally and externally with candidates, making them more efficient and giving them time back to focus on the human aspect of their work.

    • SURA Investments, the largest Asset Manager in Latin America, developed a gen AI-powered analysis model for employees built on Google Cloud that allows them to better understand customer needs. It has already improved sentiment analysis on more than 90% of calls and delivered a 10-point increase in customer satisfaction.
    • Thomson Reuters added Gemini Pro to its suite of large language models (LLM). The 2 million token context window makes some skills as much as 10x times faster to process and unlocks the ability to create new skills that require the LLM to process entire documents in context

    The employee agents we deliver through Gemini for Google Workspace, our leading collaboration and productivity tools, are helping customers get more done, with greater confidence and in less time. In a recent survey of our enterprise customers using Gemini, we found they save an average of 105 minutes per user, per week. And it’s not just about getting more done, but getting it done really well — 75% of daily Gemini for Workspace users say it improves the quality of their work.

    To help more people boost productivity with AI, we’re making the Gemini app with enterprise-grade data protection available as part of existing Google Workspace subscriptions. Starting next month, customers will have a round-the-clock brainstorming partner, research assistant, and more, to help where they need it most.

    Data agents help you do research and data analysis more effectively

    Data agents can help answer questions about internal and external sources, synthesize research, develop new models — and, best of all, help find the questions we haven’t even thought to ask yet, and then get the answers.

    • Bayer’s Crop Science team developed a Field Answers application built on Vertex AI to make critical, timely decisions in the field, contributing to more sustainable and efficient farming.
    • The CME Group is building a first-of-its-kind cloud-based commodities trading platform with Google Cloud’s AI tools built in, offering CME’s trading customers access to deeper insights and smarter trades as well as rapid experimentation on new trading strategies that won’t interrupt existing trade flows
    • Hiscox, one of the oldest syndicates in Lloyd’s of London, used BigQuery and Vertex AI to create the first AI-enhanced lead underwriting model, automating quoting for complex risks, from three days down to a few minutes.
    • Ipsos, a multinational market research firm, built a data analysis tool grounded in Google Search for its market researchers, eliminating the need for time-consuming requests to analysts.
    • Intelligencia AI, a healthcare technology company, uses Cloud SQL for Postgres for the data infrastructure that powers its AI-driven drug development predictions, enabling the company to deliver accurate and transparent results to customers, while reducing overhead.
    • NeuroPace, a medical device company, built a solution using Google Cloud gen AI technologies, to quickly identify effective epilepsy treatment options. By analyzing brainwave patterns, they can find similar patients and apply successful therapies faster.
    • Warner Bros. Discovery built an AI captioning tool with Vertex AI and saw a 50% reduction in overall costs, and an 80% reduction in the time it takes to manually caption a file without the use of machine learning.

    Security agents significantly increase the speed of investigations

    • Apex Fintech has accelerated the creation of complex threat detections, reducing the time required from hours to mere seconds with Google SecOps.
    • Certify OS is working with Google Cloud to automate credentialing, licensing, and monitoring of medical providers for healthcare networks, relieving the burden of time-consuming and often siloed information.
    • Fiserv is working with Gemini in Security Operations to summarize threats, find answers, and detect, validate, and respond to security events faster.
    • NetRise‘s “Trace” product is enabling AI-powered semantic search — built using Google Cloud gen AI — in the software supply chain.

    Creative agents can help everyone build design, artistic or production skills

    Creative agents can empower organizations with the best design and production skills, working across images, slides, and more. Many businesses are building agents alongside their marketing teams, audio and video production teams, and creative teams to help explore and build creative concepts.

    • Formula E is using Google Cloud gen AI to summarize two-hour-long race commentary into a two-minute podcast in any language, using driver data and ongoing seasonal storylines.
    • Globo, the largest media group in Latin America, is using Google Cloud’s AI to hyper-personalize content for its streaming users, and create a better experience for spectators.
    • PODS, working with advertising agency Tombras, used Gemini to create the “World’s Smartest Billboard,” a campaign on their trucks that could adapt to each neighborhood in New York City. The ads used live feeds of data so they updated in real-time hitting all 299 neighborhoods in just 29 hours creating more than 6,000 headlines.

    • PUMA is using Imagen to customize product photos on their website, saving time and ensuring they are locally relevant. Puma India has already seen a 10% increase in click-through rate, and they share how they did it in this demo.
    • Radisson Hotel Group worked with Accenture and Google Cloud to use Vertex AI and Gemini models to personalize its advertising at scale by training AI models on extensive datasets stored in BigQuery; ad teams saw productivity rise 50% while revenue increased from AI-powered campaigns by more than 20%.

    Since generative AI first captured the world’s attention, there’s been a vigorous discussion about what, exactly, the new technology is best used for. While we all enjoyed those early funny chats and witty limericks, we’ve quickly discovered that many of the biggest AI opportunities are clearly in the enterprise, government, and with exciting new companies.

    When we first published this post during Google Cloud Next ‘24, we showcased 101 of the best use cases out of the hundreds featured across the event. Now, we’re adding another 84 to the list as customers across the globe continue to put generative AI to work.

    In a matter of months, organizations have gone from AI helping answer questions, to AI making predictions, to generative AI agents. What makes AI agents unique is that they can take actions to achieve specific goals, whether that’s guiding a shopper to the perfect pair of shoes, helping an employee looking for the right health benefits, or supporting nursing staff with smoother patient hand-offs during shifts changes.

    In our work with customers, we keep hearing that their teams are increasingly focused on improving productivity, automating processes, and modernizing the customer experience. These aims are now being achieved through the AI agents they’re developing in six key areas: customer service; employee empowerment; code creation; data analysis; cybersecurity; and creative ideation and production.

    Hundreds of Google Cloud customers have now put AI agents and gen-AI solutions into production throughout their businesses and the world — with many seeing a tangible return on investment. They have come to rely on Google Cloud technologies that include our AI infrastructure, Gemini models, Vertex AI platform, Google Workspace, and Google Distributed Cloud.

    Here’s a snapshot of how 185 of these industry leaders are putting AI to use today, creating real-world use cases that will transform tomorrow.

    Customer agents

    Similar to great sales and service people, customer agents are able to listen carefully, understand your needs, and recommend the right products and services. They work seamlessly across channels including the web, mobile, and point of sale, and can be integrated into product experiences with voice and video.

    1.Alaska Airlines is developing natural language search, providing travelers with a conversational experience powered by AI that’s akin to interacting with a knowledgeable travel agent. This chatbot aims to streamline travel booking, enhance customer experience, and reinforce brand identity.

    2. Bennie Health uses Vertex AI to power its innovative employee health benefits platform, providing actionable insights and streamlining data management in order to enhance efficiency and decision-making for employees and HR teams.

    3. Beyond 12, a tech-enabled nonprofit focused on student empowerment, has developed an AI-powered college coach to offer scalable coaching to first-generation students that’s available over text, app, and the web.

    4. CareerVillage is building an app called Coach to empower job seekers, especially underrepresented youth, in their career preparedness; already featuring 35 career development activities, the aim is to have more than 100 by next year.

    5. Character.ai built its realistic conversational chat platform using the full stack of Google Cloud AI services, including for model training and daily operations, allowing it to manage terabytes of conversations each day without interruption.

    8. General Motors’ OnStar has been augmented with new AI features, including a virtual assistant powered by Google Cloud’s conversational AI technologies that are better able to recognize the speaker’s intent.

    9. Gojek, an Indonesia-based super app, launched “Dira by GoTo AI,” a Bahasa Indonesia AI-powered voice assistant integrated into their GoPay service, allowing customers to use voice command to eliminate typing and scrolling, and complete tasks like bill payments and money transfers with fewer steps.

    10. GroupBy, an ecommerce service provider, developed an AI-first Search and Discovery Platform powered by Vertex AI Search for Retail. This solution is meticulously designed to optimize revenue, strengthen brand loyalty, and drive sales growth for B2C and B2B retailers.

    11. Hotelplan Suisse built a chatbot trained on the business’s travel expertise to answer customer inquiries in real-time, and, following that success, it plans to use gen AI to create travel content.

    12. Justicia Lab is developing an AI-powered assistant that will simplify legal processes for asylum seekers and immigrants; by uploading a picture from a legal letter or document, users can extract valuable information and then receive personalized guidance and next steps.

    13. Mercado Libre has incorporated semantic search into its digital shopping platforms, using AI embeddings from the Vertex AI Agent Builder, which greatly improved product recommendations and discoverability for more than 200 million consumers across Latin America.

    14. Motorola’s Moto AI leverages Gemini and Imagen to help smartphone users unlock new levels of productivity, creativity, and enjoyment with features such as conversation summaries, notification digests, image creation, and natural language search — all with reliable responses grounded in Google Search. 

    15. mRelief has built an SMS-accessible AI chatbot to simplify the application process for the SNAP food assistance program in the U.S., featuring easy-to-understand eligibility information and direct assistance within minutes rather than days.

    16. Personal AI offers a “personal language model” using only the data of one individual or brand and allowing them to control and own how it is used. Built on your own data, facts, and opinions, it creates a responsive and interactive messaging experience that helps people be more productive and deepen relationships.

    17. PODS worked with the advertising agency Tombras to create the “World’s Smartest Billboard” using Gemini — a campaign on its trucks that could adapt to each neighborhood in New York City, changing in real-time based on data. It hit all 299 neighborhoods in just 29 hours, creating more than 6,000 unique headlines.

    18. Quora developed Poe, its own generative AI platform for people to discover and chat with AI-powered bots, including Gemini, Anthropic’s Claude, Meta’s Llama, and Mistral’s Large 2 — many of which are hosted on Google Cloud’s purpose-built AI infrastructure.

    19. ScottsMiracle-Gro built an AI agent on Vertex AI to provide tailored gardening advice and product recommendations for consumers.

    20. Snap has deployed the multimodal capability of Gemini within its “My AI” chatbot and has since seen over 2.5-times as much engagement within Snapping to My AI in the United States.

    21. Tabiya has built a conversational interface, Compass, that helps young people find employment opportunities; the platform asks questions and requests information, drawing out skills and experiences and matching those to appropriate roles. 

    22. Telecom Italia (TIM) implemented a Google-powered voice agent to address many customer calls, increasing efficiency by 20%.

    23. UPS Capital launched DeliveryDefense Address Confidence, which uses machine learning and UPS data to provide a confidence score for shippers to help them determine the likelihood of a successful delivery.

    24. Volkswagen of America built a virtual assistant in the myVW app, where drivers can explore their owners’ manuals and ask questions, such as, “How do I change a flat tire?” or “What does this digital cockpit indicator light mean?” Users can also use Gemini’s multimodal capabilities to see helpful information and context on indicator lights simply by pointing their smartphone cameras at the dashboard.


    25. ADT is building a customer agent to help its millions of customers select, order, and set up their home security.

    26. Alaska Airlines is developing a personalized travel search experience using advanced AI techniques, creating hyper-personalized recommendations that engage customers early and foster loyalty through AI-generated content.

    27. Best Buy is using Gemini to launch a generative AI-powered virtual assistant this summer that can troubleshoot product issues, reschedule order deliveries, manage Geek Squad subscriptions, and more; in-store and digital customer-service associates are also gaining gen-AI tools to better serve customers anywhere they need help.

    28. The Central Texas Regional Mobility Authority is using Vertex AI to modernize transportation operations for a smoother, more efficient journey.

    29. Etsy uses Vertex AI training to optimize their search recommendations and ads models, delivering better listing suggestions to buyers and helping sellers grow their businesses.

    30. IHG Hotels & Resorts is building a generative AI-powered chatbot to help guests easily plan their next vacation directly in the IHG One Rewards mobile app.

    31. ING Bank aims to offer a superior customer experience and has developed a gen-AI chatbot for workers to enhance self-service capabilities and improve answer quality on customer queries.

    32. Magalu, one of Brazil’s largest retailers, has put customer service at the center of its AI strategy, including using Vertex AI to create “Lu’s Brain” to power an interactive conversational agent for Lu, Magalu’s popular brand persona (the 3D bot has more than 14 million followers between TikTok and Instagram).

    33. Mercedes Benz will infuse e-commerce capabilities into its online storefront with a gen AI-powered smart sales assistant. Mercedes also plans to expand its use of Google Cloud AI in its call centers and is using Vertex AI and Gemini to personalize marketing campaigns.

    34. Oppo/OnePlus is incorporating Gemini models and Google Cloud AI into their phones to deliver innovative customer experiences, including news and audio recording summaries, AI toolbox, and more.

    35. Samsung is deploying Gemini Pro and Imagen 2 to their Galaxy S24 smartphones so users can take advantage of amazing features like text summarization, organization, and magical image editing.

    36. The Minnesota Division of Driver and Vehicle Services helps non-English speakers get licenses and other services with two-way real-time translation.

    Sri Lanka has sworn in 55-year-old leftist politician Anura Kumara Dissanayake as its new president. There was no clear winner after the first round of votes from Saturday’s election had been counted. But Dissanayake, who is commonly known by his initials AKD, emerged victorious after a count of the second-choice votes.

    His election is something of a watershed. It was the first time since Sri Lanka gained independence in 1948 that the presidential race was decided by a second round of counting after either of the top two candidates failed to win the mandatory 50% of the vote. And it was also the only time that voters have elected a candidate who does not belong to the country’s traditional ruling elite.

    Sri Lanka has long been held in the tight grip of a handful of powerful political families. The Rajapaksa dynasty, for example, had dominated Sri Lankan politics for well over two decades before mass protests over a severe economic crisis unseated the country’s leader, Gotabaya Rajapaksa, in 2022.

    AKD’s campaign rhetoric centred largely around corruption as the key culprit in the economic woes facing the country. Previous governments have been linked not only to corruption, but also to human rights abuses and the military’s encroachment on the civilian space. Persuaded by his logic of openness and transformation, voters saw AKD as an opportunity to change Sri Lanka’s stale political system.

    Following his election, AKD declared in characteristic Marxian mode: “This victory belongs to all of us.” Assuaging the demands of the masses for change will be a priority.

    AKD comes from a strong leftwing ideological background. He leads a political outfit called the Janatha Vimukti Peramuna (JVP), which is by no means a heavyweight party. It has only three members in the country’s 225-member parliament, and does not come with an attractive pedigree.

    The JVP is seen in Sri Lanka as a fringe reactionary party due to its involvement in violent insurrections and targeted assassinations that left thousands dead in the 1980s. Given Sri Lanka’s fractious ethno-nationalist politics, how the JVP and its new national leader carry the masses forward on a national regeneration project would be anybody’s guess.

    But AKD has shown himself to be aware of the underlying tensions in the country and, since becoming the JVP’s leader in 2008, has apologised for the party’s past violence. In his swearing-in speech, AKD declared: “We need to establish a new clean political culture … We will do the utmost to win back the people’s respect and trust in the political system.”

    The road ahead

    There are several critical challenges that AKD needs to face head on – the most important of which concerns the country’s failing economy. After all, it was acute economic hardship that drove the citizenry to vote for political change.

    In the past, a substantial portion of whatever Sri Lanka managed to procure through its two main sources of income, tourism and remittances sent home by citizens living abroad, went towards settling its external debts. However, these earnings were hit badly by the pandemic and the country’s economic woes spiralled out of control.

    The rate of inflation soared and dwindling reserves of foreign currency resulted in acute shortages of essential goods and services. Then, in May 2022, Sri Lanka defaulted on its foreign debt for the first time in its history.

    This scenario quickly led to a national emergency. Faced with the most devastating economic crisis since independence, a countrywide uprising (colloquially known as the aragalaya) ousted Gotabaya Rajapaksa from office.

    The removal of Rajapaksa secured an uneasy peace, and things have since tentatively improved on the economic front. Ranil Wickremesinghe took over as the interim president in 2022 and his administration managed to secure a loan worth US$3 billion (£2.2 billion) from the International Monetary Fund.

    The economy now appears to be on a slow path of recovery. It is expected to grow in 2024 for the first time in three years, supported by a narrower trade deficit and growing remittances.

    AKD is aware of the enormity of the burden he carries. As he admitted while accepting the role of president: “I have said before that I am not a magician – I am an ordinary citizen. There are things I know and don’t know. My aim is to gather those with the knowledge and skills to help lift this country.”

    His pro-working class and anti-political elite campaigning without doubt made AKD popular among youth, and helped him secure victory. But his ideology may well be at odds with the foreign lenders who have kept the economy afloat for past two decades.

    Sri Lanka’s new president faces a precarious balancing act to satisfy both a population high on hopes of populist subsidies and the demands of external lenders to tighten the country’s belts.

    by Marta Zhao and Laura Gomez RuizHangzhou (Agenzia Fides) – China, the city of Hangzhou and the Chinese Catholic community have never forgotten Father Martino Martini.The great Jesuit missionary, appreciated by the emperors and welcomed at the court of the Qing Dynasty, was born in Trento, Italy, 410 years ago, on September 20, 1614. Even today, his story and his testimony arouse unexpected sympathy.As part of the celebrations organized by the Italian Embassy in Beijing for the 700th anniversary of the death of the traveler and merchant Marco Polo, the theme “In the footsteps of Marco Polo: Martino Martini” presented for the first time a series of important Italian personalities who, at different times and in different capacities, contributed to the dissemination of knowledge about China in the West.The Chinese President Xi Jinping has publicly expressed his appreciation for Martino Martini. In an article published in the daily newspaper Corriere della Sera on March 20, 2019, on the eve of his official visit to Italy, Xi Jinping described the Jesuit as a pioneer of the group of Italian sinologists who “have played a bridging role in relations between China and Europe, starting with Martino Martini’s first grammar of the Chinese language written for the West.”In Italy, the Martino Martini Study Center, based in Trento, now publishes, among other things, the biannual magazine “Sulla Via del Catai” on cultural relations between Europe and China.In the city of Hangzhou, a park bearing his name has been created around his mausoleum. Protected by the Zhejiang Provincial Cultural Heritage Authority, the site has become a kind of sanctuary for Chinese Catholics. The mausoleum, which is currently being restored, houses the remains of 15 famous Jesuit missionaries who ended their earthly lives near the beautiful Xizi Lake. Among them are Father Prospero Intorcetta (1626-1696), Father Nicolas Trigault (1577-1629), Father Lazaro Cattaneo (1560-1640) and Father Emmanuel Diaz (1574-1659).In 2018, an exhibition on the cartographic work of Martino Martini was inaugurated at the headquarters of the China-Italy Center in Hangzhou to celebrate the 375th anniversary of the arrival of the great missionary in that city (see Fides, 13/6/2018).The Catholic community of Hangzhou had organized an academic conference in 2010 to mark the 350th anniversary of the construction of the cathedral. Six well-known academics from Chinese universities and researchers working with Catholic institutions such as the Faith Institute for Cultural Studies (FICS) and the Guang Qi Press of the Diocese of Shanghai presented joint studies on the life and mission of the Jesuit in the presence of the Italian Consul in Shanghai. The legacy of Martino Martini was presented as “a strong impulse for today’s mission, so that it fulfills its mission with his sense of missionary responsibility, his courage and his dedication” (see Fides, 22/1/2010).The affection and veneration shown to the figure of Martino Martini are proportional to the intensity with which he lived his time and dedicated his life to proclaiming the Gospel in China.Martino Martini was born in Trento on 20 September 1614. In 1631 he entered the Society of Jesus as a novice. After studying at the Roman College under the influence of his mentor, the German Jesuit Athanasius Kircher, he entered the Eastern mission in 1640, traveling by ship from Lisbon in Portugal via Goa in India (November 1640) to Macao in China, where he arrived in August 1642. The following year he was sent to mainland China, thus beginning his legendary journey of cultural exchange between China and Europe. He wrote the first Western Chinese grammar and related works that contributed to cultural exchange, bridged the gap between China and Europe, and had a lasting influence on the emergence and development of Sinology in Italy.The period of his stay in China, during the Ming and Qing dynasties, was a time of great social unrest. The Jesuits, who had built good relations with influential sections of Chinese society and the political hierarchy, were worried about the development of the situation. The Chinese name they chose, Wei Kuangguo, encompassed all his good wishes: it indicated the will to defend and support the country and the desire for peace and prosperity in the world.But the unrest and conflict in China also divided the Jesuits and the Spanish mendicant orders and even infiltrated the Society of Jesus itself. The controversy over the Chinese translation of the divine name and the possibility that the new Christians should continue to practice the cult of the dead according to Chinese culture did not subside, but reached an intensity that even Martini could not contain, both inside and outside the order. An issue that was to shape the rest of his life.His travels and his writing formed the common thread in the second half of his life. During the first eight years of his stay in China (1643-1650), Martini traveled between the two capitals and to Hangzhou and Jinhua in Zhejiang. In the fourth year of Shunzhi’s reign (1647), Martino Martini, with the help of Zhu Shi, a parishioner of Lanxi in Zhejiang, wrote the “Qiu You Zhuan” (Treatise on Friendship, Hangzhou, 1661), which was based on the humanist thought already developed by the other Jesuit Matteo Ricci in his work of the same name, the first written in Chinese by the Italian Jesuit from Macerata.The southern part of Zhejiang, where Martino Martini was, was a region where Spanish monks also worked. He agreed with the information given by his confrere Matteo Ricci and was well aware of the differences with the Spanish Cistercians on the question of Chinese rites. In addition, the Spanish Dominican Juan Bautista Morales (1597-1664) had already traveled to Rome to express his objections to the Jesuits’ attitude in this dispute. When the Jesuit mission in China decided to send a representative to Europe to explain the situation from their point of view, the choice fell on Martino Martini.In 1651, the Jesuit traveled to Europe to defend the position of the Society of Jesus on the issue of Chinese rites. Thanks also to his good offices, in 1656 the Holy See issued an edict in favor of the Jesuits.During his travels in Europe, Martino Martini published three works in Latin: “De Bello Tartarico Historia”, “Novus Atlas Sinensis” and “Sinice Historia Decas Prima” (of which he also announced the publication of the sequel). These works were the most systematic, thorough and effective representations of China circulating in Europe at the time.In 1657 he returned to China and continued his mission in Hangzhou, where he completed the construction of the Church of the Redeemer in 1661 and died on June 6 of the same year at the age of 47.     Dhaka (Agenzia Fides) – “The situation we find ourselves in after the political and social crisis of last August is delicate. There are still tensions in society, there are protests, especially among young people. The massive student protests have led the Prime Minister to leave the country and flee abroad. The new interim government led by Mohamed Yunus now has the difficult task of healing the political, social and economic wounds, restoring trust, but also maintaining the rule of law, because there are also some worrying signs,” said the Auxiliary Bishop of the Archdiocese of Dhaka, Subroto Boniface Gomes, in an interview with Fides.The Bishop points to possible “dangers” arising from the student protests. “For example, in some Catholic schools in the diocese of Dhaka, students tried to force the dismissal of some teachers, duly selected and paid by the school administration, just because they did not agree with the new course or because they dared to criticize the student protest. This led to a crisis in our schools, which are attended by 95% Muslim or non-Christian students,” he explains. “Faced with the attempt to impose this or other measures by force, such as admitting girls wearing burqas in school, the Archbishop first decided, in a resounding decision, to close two schools. One was a girls’ school, the other is run by the Brothers of the Holy Cross. The joint intervention of the parents’ committee, religious representatives and school staff enabled dialogue, a peaceful solution to the crisis and the reopening of the schools. We could not give up on our values and principles. But it is an example that the legitimate rights of students must not interfere with and undermine democracy, the rule of law or the rights of others,” said Bishop Gomes.Another aspect to keep under control “is the return or creation of radical Islamic groups and parties that could affect the lives of religious minorities or promote an Islamization agenda.” “We must be vigilant in this regard because the temptation of extremism is just around the corner. It is important not to polarize society. We trust that the new Yunus government will turn the tide in the spirit of upholding democratic principles, respect for the constitution and fundamental freedoms for all citizens, regardless of their religious affiliation,” said the bishop.In July this year, thousands of students took to the streets to protest the Supreme Court’s decision to reinstate a controversial quota system for access to coveted government jobs. The government of Prime Minister Shehik Hasina responded to the demonstrations by deploying police and paramilitary forces, who shot at the crowd. The protests thus became a movement against Hasina and his party, the Awami League, which has ruled the country for 15 years, often delegitimizing or arresting political opponents and dissidents. The official number of victims of the repression is around 1,000 dead and hundreds injured. On August 5, the head of government finally fled abroad, seeking refuge in India. The army then dissolved parliament and appointed 84-year-old economist Muhammad Yunus, known as the “banker of the poor”, as head of a transitional government. He is known for the “Grameen Bank”, which specializes in the microcredit system and for which he received the Nobel Peace Prize in 2006.     When Republican presidential nominee Donald Trump said during the presidential debate on Sept. 10, 2024, that Haitian immigrants are eating pets, food historians like me were not surprised at the slur. Trump’s lie followed a long American history of peddling ugly rumors about immigrants stealing and eating pets.

    Dietary rules that unite and define American cuisine can so easily be perverted to use disgust to divide Americans. In the U.S., cow is food and dog is friend. Chicken is food. Cat is companion. The sharp lines between the animals Americans eat, love, protect and exterminate help write the dietary rules that define American norms.

    What we eat, what we don’t and with whom we break bread are just some of the food rules that unite and define Americans. Think of how turkey – or tofurkey – unites Americans behind the Thanksgiving ritual. Bottled water. Ice. Ballpark hot dogs. Airplane pretzels. Movie theater popcorn.

    Food can also establish group identity apart from the mainstream. Think of the many factions of vegan, vegetarian, paleo, grain-free and carnivore dieters who use food to express a political position. Also, of course, religious dietary proscriptions have worried scholars for centuries so that Jews, Muslims and Christians may never share a meal.

    There is no evidence that Haitians are stealing and eating pet cats and dogs. There is evidence, however, that racists have long twisted dietary rules to divide people and dehumanize immigrants. Trump told a lie to draw a line between Americans and others who allegedly eat the animals Americans love.

    The legend of delicious pets

    The myth of eating pets traces back to old legends in Europe, Australia and the United States that “immigrants are stealing our cats and dogs for their dinner tables or to serve in ethnic restaurants,” writes the folklorist Jan Harold Brunvand.

    Two of the most common food-based legends center on “Oriental restaurants serving dog (or cat) meat, and legends about Asian immigrants in the United States capturing and cooking people’s pets,” Brunvard writes.

    By 1883, the legend was so well-established that the Chinese-American journalist Wong Chin Foo offered US$500 to anybody in New York for proof that Chinese people were eating cats or rats. No proof was found, but that didn’t stop the racist jokes or urban legends.

    None of the many examples deserve retelling. But scholars, for example, have cited “sick jokes” such as a “new Vietnamese cookbook is titled 100 Ways to Wok Your Dog.”

    Or as comedian Tessie Chua joked about her multiracial Chinese, Filipino and Irish identity in 1993 when she said, “That means I eat dog, but only if I can wash it down with Guinness Stout!”

    In 1971, mainstream news outlets, including Reuters, reported an “outrageously silly urban legend” of a pet poodle named Rosa served at a Hong Kong restaurant, complete with chili sauce and bamboo shoots.

    In 1980, Stockton, California, was seized by racist rumors of Vietnamese families stealing expensive purebred dogs for dinner.

    As recently as 2005, the TV show “Curb Your Enthusiasm” showed wedding
    guests vomiting
    after being misinformed that they had eaten a German shepherd named Oscar, prepared by a Korean-American florist. “Oscar is bulgogi!,” Larry David cries.

    Scholars calls these tropes a “nativist backlash” and “vehicle for anti-immigrant and especially anti-Asian sentiments in the U.S.”

    A long history of food-based slurs

    More precise, maybe, than the adage that “we are what we eat” is that we are what we won’t eat. Shunning our neighbor for their vile food – stinky, strange, unpalatable – is also decidedly an American tradition.

    “Garlic eater” was at one time recognizable in the U.S. as an ethnic slur for Italian Americans in the early 20th century. The names “spaghetti bender” and “grape stomper” were also used, but “garlic eater” stuck because, as one scholar argued, “garlic served as an ‘olfactory signifier’” – a distinguishing odor – “for the alien who consumed it.”

    So when far-right radical Laura Loomer tweeted in September 2024 that the White House “will smell like curry” if Kamala Harris becomes president, she was also using food to stoke racist fears.

    Americans aren’t alone in doing this. Some Persians call Punjabis “dal khor,” meaning dal-eater, and some Romanians call Italians “macaronar,” meaning macaroni-eater. Both are slurs. Iranians have been known to call Arabs “malakh-khor,” or locust-eater, and Southern Italians sometimes call Northern Italians “polentoni,” or polenta-eater.

    To an outsider, being called a lentil- or polenta-eater seems more like praise for a healthy diet than a racial epithet, but such are the vagaries of racism: People hate who they hate and justify it however possible.

    Other examples of how food can distinguish communities abound. In the Amazon, the Parakanã people appreciate tapir meat but abhor monkey. The Arara people, their neighbors, feel the opposite. Both groups are disgusted by one another. Curry, garlic, tapir, polenta, lentils – it doesn’t matter what the nail is, but how the hammer hits.

    Rumors with real-life consequences

    Urban legends about food and racist rumors can have serious consequences. Earlier in 2024, a false rumor that a Laotian and Thai restaurant in Fresno, California, cooked pit bulls led to such vile harassment that the owner, David Rasavong, moved the restaurant to a new location.

    After Trump repeated the myth during the debate that immigrants eat pets, Haitian immigrants in Springfield, Ohio, quickly became the target of bomb threats, forcing city buildings and schools to close. Members of the Haitian community have said they fear for their safety.

    But there’s a more hopeful side to the issue of food being used as a way to divide or unite people, too. The Latin origins for the words company and companionship mean the people we share our bread with.

    Garlic is now as central to American cuisine as apple pie. Nowadays, Americans are so much the better for the sushi, garlic and curry – and the diversity behind the deliciousness – that flavor American cuisine.

  • MIL-OSI Security: Defense News: NAVFAC Volunteers Help Develop Future Engineers as part of NAS Oceana Outdoor STEM Laboratory

    The free event, which has been held nearly every year since 2016, allows 5th graders from Virginia Beach City and Chesapeake Public Schools to receive an exclusive sneak peek of the Air Show performances, including the U.S. Navy Flight Demonstration Squadron, the Blue Angels and the F-22 Raptor Demonstration Team; vendor booths and activities; and numerous STEM Laboratory exhibits. This year’s theme is “Inspire. Educate. Soar!”

    NAVFAC volunteers staffed engineering-themed tables to encourage the participating students to take part in the command’s annual Penny Boat Challenge.

    “The students get a sheet of aluminum foil, and they design a boat to see how many pennies it can hold before it sinks,” said Taylor Priest, a Civil Engineer for NAVFAC LANT and STEM Coordinator. “We talk to the students about weight distribution, boat shapes and design, and buoyancy, among other things.”

    This challenge not only leads the students to think about the basic shape and design of the boat so it can float on water, but strategy and skill also come into play when they start adding the weight of the pennies.

    “The idea of showing these skills to a younger generation is fascinating to me … I have kids who were into STEM and became engineers, so I want to continue to help push and promote STEM for other children,” said Robert Brown, a Project Manager for NAVFAC MIDLANT, and a first-time STEM Lab volunteer. “NAVFAC is connected to all of this, so it gives us an opportunity – as volunteers – to explain and show off what we do at NAVFAC, and hopefully encourage these students to one day become better NAVFAC engineers.”

    As a hands-on learning activity, the Penny Boat Challenge generates significant crowds as the students show off their talent and patience throughout the day.

    “The students get really competitive as they watch each other build different boats,” Priest explained. “When they work side-by-side in the engagement stations, they start to see who gets more pennies, and then they want to do it again, and again to get better results. We also have an ongoing high score board that displays the highest number [of pennies floated] to keep the competition and creativity flowing.”

    According to the National Center for Science and Engineering website, about a quarter of the current U.S. workforce is employed in STEM occupations. Events such as these not only help to plant a seed for students to seek out future STEM careers, but specifically, it plays a role in promoting STEM opportunities for women, persons of color, and persons with disabilities who have historically been underrepresented in U.S.-based science and engineering fields.

    “We love promoting Science, Technology, Engineering and Mathematics activities, such as this, to allow children to ask questions about future engineering professions and get them interested in engineering,” said Melissa Dyson, Supervisory Project Manager for NAVFAC MIDLANT and STEM Coordinator. “Many of these students incorporate engineering into their daily routines and they don’t even realize it, so this event allows us to help them identify those skills and show them it can be fun. The STEM fields are growing exponentially, so there’s tons of opportunities – and there will be even more within the next 10 years – and NAVFAC is on the forefront.”

    While most of the attending students are a part of Generation Alpha – who were born at a time when technological devices are getting smarter, and everything is connected digitally – they also demonstrate exceptional skill with non-digital, hands-on learning activities.

    “The students use different parts of their brains … some learn visually, some learn by auditory, and others learn through physical activities, so this activity combines a lot of that together when our volunteers coach them and talk to them about the different elements involved,” said Priest. “It completely syncs for them, and I’ve seen students who take these basic skills home to show their parents and teachers so they can recreate the activities again at home or school.”

    The NAS Oceana Air Show is an annual opportunity for the U.S. Navy to give back to our military families and the local Hampton Roads community. Each year, the base welcomes visitors from across the country and around the world to the Navy’s East Coast Master Jet Base to experience the wonder of flight firsthand and meet the exceptional men and women of naval aviation.

    Mr President, I stand here as a man of multiple identities.

    A Londoner.  A patriotic Brit.  A lawyer. 

    Proud of my African, Guyanese, Caribbean and Indian heritage. 

    A committed multilateralist, who believes in the importance of the United Nations.

    I agree with my great predecessor, Ernie Bevin, when he said in 1945:

    “Our eyes should be fixed upon the United Nations… All nations of the world should be united to look that way.”

    The purposes and principles of the UN remain as indispensable today as in Bevin’s time.

    Our task is to recapture that founding spirit so that when we reach the UN’s centenary, their legacy endures.

    But we cannot ignore the challenges we face. More conflicts than at any time since 1945, costing the global economy over 900 billion dollars, and creating the most refugees and displaced people on record.

    Geopolitical tensions arising. Progress against the Sustainable Development Goals stalling. Trust in multilateralism faltering.

    The Pact for the Future and this Summit offer a chance for Member States to show responsible global leadership, to engage with the rapid changes of our age, and go further in meeting the needs of everyone – especially the most vulnerable.

    As I know all too well, countries of the Global South suffered great injustices in the past. And I have heard repeatedly how frustrated partners are by the unfairness of the global system.

    We cannot ignore these frustrations. We must act.

    First, as the Secretary-General has said, we need greater collective efforts to prevent and end conflict. For Britain, that means upholding Ukraine’s sovereignty, urging an immediate ceasefire in Gaza and Lebanon, and supporting an end to the fighting in Sudan.

    It means robustly challenging Member States who violate the Charter, rejecting a world in which might makes right.

    It means a more representative Security Council.

    It means supporting the international rule of law, and applying it equally and fairly which is why Britain has proposed the outstanding Professor Dapo Akande for election as a judge at the International Court of Justice.

    Second, we need urgent action on the climate and nature crisis.

    With this new Government, Britain is renewing our ambitions at home, aiming to deliver clean power by 2030.

    And I am determined that we also reconnect abroad, building a Global Clean Power Alliance, championing creativity and reforms to unlock international climate and nature finance, particularly from the private sector, and bolstering efforts to protect at least thirty per cent of the planet’s land and ocean by 2030.

    Third, countries like Britain must modernise our approach to development.

    This Government believes partnership, not paternalism, is the way to deliver the Sustainable Development Goals.

    Making best use of technology and innovation. Putting indigenous people and local communities, including women and girls, at the centre of decision-making on development programmes.

    Driving faster reform of the global financial system to strengthen the voice of the most vulnerable and tackle unsustainable debt.

    Friends, action on conflict, climate and poverty. Delivered by a reformed multilateral system. This is the path to peace and prosperity on a liveable planet.

    All over the world, in every war zone, every refugee camp, the UN is there. A beacon of hope and humanity to which, as Bevin said, the gaze of all nations should turn.

    This Summit must direct the world’s eyes towards that beacon once again. And Britain is proud to support it.

    WASHINGTON – U.S. Senator Martin Heinrich (D-N.M.) and U.S. Representative Teresa Leger Fernández (D-N.M.) introduced legislation to approve the water rights settlement for the Navajo Nation as well as participating non-Tribal parties in the Rio San José watershed. U.S. Senator Ben Ray Luján (D-N.M.) and U.S. Representatives Melanie Stansbury (D-N.M.) and Gabe Vasquez (D-N.M.) cosponsored the bill.

    Heinrich and Leger Fernández previously introduced the Rio San José and Rio Jemez Water Settlements Act, which would implement the water settlements agreed to by the Pueblos of Acoma and Laguna, the United States, the State of New Mexico, and non-Tribal parties, in the Rio San José watershed. That bill received a hearing and was reported out of the Senate Indian Affairs Committee in December. The House version of this bill received a legislative hearing in the House Water, Wildlife and Fisheries Subcommittee in July. The bill introduced this month would further resolve Tribal water claims in the Rio San José basin by settling the Navajo Nation’s claims. 

    “Our legislation will provide critically needed funding to get much-needed water to Navajo communities in the Rio San José watershed,” said Heinrich. “By passing this and our other pending Tribal water settlement bills this Congress, we can better follow through on the federal government’s promise to help Tribes access and use the water that has always been rightfully theirs.”

    “In New Mexico we know water is life. Navajo Nation, the surrounding communities, and the state of New Mexico worked together to reach an agreement that would make sure the life-giving waters of the Rio San Jose would flow for everyone,” said Leger Fernández.“Senator Heinrich’s and my bill would provide funding for much needed water infrastructure for Navajo Nation as well as nearby acequias. The powerful stories of collaboration around this precious resource we heard in committee prove that settlement is the best road for resolving these water claims.”

    Additional Background on Tribal Water Settlements Legislation:

    The introduction of this bill follows Heinrich and Vasquez’s introduction of the Zuni Indian Tribe Water Rights Settlement Act in July, with Luján, Stansbury, and Leger Fernández all joining as original cosponsors. That bill would unlock federal funding to support a trust for sustainable water management and infrastructure development that upholds the federal government’s trust responsibility while protecting the sacred Zuni Salt Lake. The bill ratifies the settlement between the federal government, State of New Mexico and Zuni Tribe that affirms their water rights for irrigation, livestock, storage, and domestic and other uses.

    In June, Heinrich and Leger Fernández introduced the Ohkay Owingeh Rio Chama Water Rights Settlement Act, legislation to approve the water rights settlement of Ohkay Owingeh and participating non-Tribal parties for water in the Rio Chama Basin. Luján and Stansbury are original cosponsors of this bill.

    Last December, Luján and Leger Fernández introduced the Technical Corrections to the Northwestern New Mexico Rural Water Projects Act, Taos Pueblo Indian Water Rights Settlement Act, and Aamodt Litigation Settlement Act, which authorizes the appropriation of $6.3 million for the Navajo Nation Water Resources Development Fund; $7.8 million for the Taos Pueblo Water Development Fund; and $4.3 million for  the Aamodt Settlement Pueblos’ Fund, which covers Nambé, Pojoaque, San Ildefonso, and Tesuque Pueblos. It will support water resources development projects for the Tribes. Heinrich and Stansbury are original cosponsors of this bill. 

    Last June, Luján and Leger Fernández introduced legislation that amends the Navajo Gallup Water Supply Project to ensure it has the resources and time needed to deliver drinking water to northwestern New Mexico communities in the San Juan basin, including roughly 43 Chapters on the Eastern Navajo Nation, the southwestern portion of the Jicarilla Apache Nation, and the City of Gallup, which currently rely on a rapidly depleting groundwater supply of poor quality. Heinrich and Stansbury are original cosponsors of this bill.

    Additionally, last year, the entire New Mexico Congressional Delegation announced a $235.1 million allocation to continue fulfilling settlements of Indian water rights claims using funding from the Infrastructure Law and the Reclamation Water Settlements Fund. As part of that overall allocation, the Navajo-Gallup Water Project received $164 million from the Infrastructure Law and the Reclamation Water Settlements Fund. Another $2 million was directed to Navajo-Gallup Water supply operations, maintenance and replacement efforts. The Aamodt Water Rights Settlement, which includes the Pueblos of Nambé, Pojoaque, San Ildefonso, and Tesuque, received $69.1 million in federal funding from the U.S. Bureau of Reclamation.

    Sri Lankans voted for a new direction in leadership on Sept. 22, 2024, electing a leftist anti-poverty campaigner as president of the South Asian nation.

    The ascent of Anura Kumara Dissanayake marks a break with the past and from the establishment parties and politicians blamed for taking the country to the brink of economic collapse in 2022.

    Dissanayake characterized the victory as a “fresh start” for Sri Lanka – but he will nonetheless need to address the economic baggage left by his predecessors and the impact of an International Monetary Fund loan that came with painful austerity demands. The Conversation turned to Vidhura S. Tennekoon, an expert on Sri Lanka’s economy at Indiana University, to explain the task facing the new president – and how Dissanayake intends to tackle it.

    What do we know about Sri Lanka’s new president?

    Anura Kumara Dissanayake leads both the National People’s Power alliance, or NPP, and the Janatha Vimukthi Peramuna, or JVP. Rooted in Marxist ideology, the JVP was founded in the 1960s with the aim of seizing power through a socialist revolution. But after two failed armed uprisings in 1971 and 1987-89 – which resulted in the loss of tens of thousands of lives – the party shifted toward democratic politics and has remained so for over three decades.

    Until this election, the JVP remained a minor third party in Sri Lanka’s political landscape, while power alternated between the alliances led by the two traditional political parties – the United National Party and the Sri Lanka Freedom Party – or their descendant parties.

    In 2019, under Dissanayake’s leadership, the NPP was formed as a socialist alliance with several other organizations. While the JVP continues to adhere to Marxist principles, the NPP adopted a center-left, social democratic platform – aiming to attract broader public support.

    Despite these efforts, Dissanayake garnered only 3% of the vote in the 2019 presidential election.

    But the political landscape shifted dramatically during the economic crisis of 2022. Many Sri Lankans, frustrated with the two traditional parties that had governed the country for over seven decades, turned to the NPP, seeing it as a credible alternative.

    The party’s anti-corruption stance, in particular, resonated strongly because many people blamed political corruption for the economic collapse.

    It helped deliver 42% of the vote to Dissanayake.

    While a significant achievement, it also marks a historic first for Sri Lanka — Dissanayake is the first president to be elected without majority support; the remaining 58% of votes were split between candidates from the two traditional parties.

    His immediate challenge will be to secure a parliamentary majority in the upcoming elections, a crucial step for his administration to govern effectively.

    What kind of economy is Dissanayake inheriting?

    Two and a half years ago, Sri Lanka experienced the worst economic crisis in its history. With foreign reserves nearly depleted, the country struggled to pay its bills, leading to severe shortages of essential goods. People waited in long lines for cooking gas and fuel, while regular blackouts became part of daily life. The Sri Lankan rupee plummeted to a record low, driving inflation to 70%. The economy was contracting, and the country defaulted on its international sovereign bonds for the first time.

    This sparked a massive protest movement that ultimately forced President Gotabaya Rajapaksa to resign. In July 2022, Parliament appointed Ranil Wickremesinghe to complete the remainder of Rajapaksa’s term.

    In the two years that followed, Sri Lanka’s economy made an unexpectedly rapid recovery under Wickremesinghe’s leadership. After securing an agreement with the International Monetary Fund, the currency stabilized, the central bank rebuilt foreign reserves, and inflation fell to single digits. By the first half of 2024, the economy had grown by 5%.

    The government successfully restructured its domestic debt, followed by a restructuring of its bilateral debt – that is, government-to-government loans, mostly from China but also from India and Western counties, including the United States. Just days before the election, an agreement was reached with international bondholders to restructure the remaining sovereign debt.

    Despite these achievements, Wickremesinghe was overtaken in the presidential race by both Dissanayake and opposition leader Sajith Premadasa. Wickremesinghe’s unpopularity stemmed largely from the harsh austerity measures implemented under the IMF-backed stabilization program.

    Dissanayake now inherits an economy that, while more stable, remains vulnerable. He will have limited room to maneuver away from the carefully planned economic path laid out by his predecessor, even as voters expect him to fulfill popular demands.

    How does Dissanayake plan to improve Sri Lanka’s economy?

    As a leader from a Marxist party, Dissanayake will likely pursue policies to reflect collective decisions made by the politburos and central committees of the NPP and JVP, rather than his individual views. He advocates for an economic system where activities are coordinated through a central government plan, emphasizing the importance of “economic democracy.”

    His party believes prosperity should be measured not just by economic growth but by the overall quality of life. They argue that people need more than just basic necessities — they require secure housing, food, health care, education, access to technology and leisure.

    Dissanayake’s long-term vision is to transform Sri Lanka into a production-based economy, focusing on sectors like manufacturing, agriculture and information technology rather than service industries. One of the key policies is to promote local production of all viable food products to reduce reliance on imports. To support these activities, the NPP plans to establish a development bank. Additionally, they NPP proposes increasing government spending on education and health care, in line with Sri Lanka’s tradition of providing free, universal access to both.

    Where does this leave the IMF loans?

    Historically, Dissanayake’s party has been critical of the IMF and its policy recommendations. Given the severity of Sri Lanka’s economic crisis, Dissanayake has acknowledged the need to stay within the IMF program for now. But he has vowed to renegotiate with the IMF to make the program more “people-friendly.” Dissanayake’s proposals include raising the personal income tax exemption threshold to double its current level and removing taxes on essential goods. Dissanayake’s party also plans adding jobs to the public sector, despite the ongoing effort to reduce the government workforce to manage the deficit.

    Dissanayake’s populist policies, aimed at attracting mass support during the campaign, will inevitably strain government revenues while increasing expenses. However, the IMF program requires Sri Lanka to maintain a primary budget surplus of at least 2.3% of gross domestic product to ensure debt sustainability. Dissanayake has promised not to jeopardize the country’s economic stability by deviating from this target. His strategy is to improve the efficiency of tax collection, which he believes will generate enough revenue to fund his policies.

    Additionally, his party has criticized the deal struck by Wickremesinghe’s government with international lenders, calling it unfavorable to the country. Dissanayake has promised to seek better terms. However, since these agreements are already in place, it remains uncertain whether the new government will attempt to renegotiate them.

    NEW YORK, Sept. 23 — Maldivian President Mohamed Muizzu on Monday met with Chinese Foreign Minister Wang Yi in New York, during which Wang expressed China’s willingness to continuously promote bilateral relations to new levels.

    Conveying Chinese President Xi Jinping’s cordial greetings to Muizzu at the start of the meeting, Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, noted the fact that China and the Maldives are friendly neighbors across the Indian Ocean, recalling the successful state visit by Muizzu to China in January.

    During the state visit, the heads of state announced the elevation of bilateral ties to a comprehensive strategic cooperative partnership, and the two countries will work together to build a community with a shared future, Wang said.

    Thanks to the strategic guidance of the two heads of state, China and the Maldives have conducted close exchanges at all levels and promoted practical cooperation, bringing tangible benefits to the Maldivian people, Wang said.

    China and the Maldives have always understood, trusted and supported each other despite the many uncertainties in the region and around the world, and the development of bilateral ties have remained steady and healthy, Wang said.

    China, Wang told Muizzu, is willing to work with the Maldivian side to thoroughly implement the important consensus reached by the two heads of state and continuously promote the China-Maldives relations to new levels.

    China’s development will enhance the force for peace in the world and augment the strength of developing countries, and will hence bring new opportunities for developing countries like the Maldives, Wang said.

    China-Maldives relations have become an example of countries large and small treating each other equally, helping and supporting each other, and striving for mutual benefits and win-win results, Wang said, adding that it is the wish of China to carry forward its traditional friendship with the Maldives and march alongside the Maldives at the forefront of the endeavor to build a community with a shared future for mankind.

    China will always support the Maldives’ effort to protect its sovereignty independence, territorial integrity and national dignity, and support the Maldives’ search for a development path that suits the country’s reality, Wang said.

    Wang mentioned in particular the development of small island countries, saying that China is willing to lend a helping hand through the Chinese proposal known as the Global Development Initiative, meanwhile coping with challenges such as climate change together with small island countries.

    Muizzu, for his part, asked Wang to convey his best regards to President Xi, expressing his warm congratulations on the 75th anniversary of the founding the People’s Republic of China.

    Muizzu said his historic state visit to China in January was not only a total success that injected vigor into the development of Maldives-China relations, but also a personal honor for himself, as he was the first foreign head of state invited to China by President Xi this year.

    The Maldives, Muizzu stressed, firmly adheres to the one-China policy and supports a series of prominent international cooperation initiatives proposed by the Chinese president.

    Noting the visits by multiple Maldivian ministers to China since the start of this year and the smooth cooperation between the two countries, Muizzu said the Maldivian government and people wholeheartedly thank China for its selfless assistance in the economic and social development of the Maldives.

    The Maldives looks forward to strengthening cooperation with China in the fields of finance, housing, agriculture, infrastructure and tourism, and promoting greater development of bilateral relations.

  • MIL-OSI Economics: ADB Joins Partnership for a Lead-Free Future

    MANILA, PHILIPPINES (24 September 2024) — The Asian Development Bank (ADB) today announced a set of actions to mainstream lead exposure mitigation into its operations, as part of its participation in the newly formed Partnership for a Lead-Free Future, a global initiative led by the United Nations Children’s Fund (UNICEF) and the United States Agency for International Development (USAID). The partnership aims to eliminate childhood lead exposure by 2040.

    The initiative, launched at the United Nations General Assembly today, will target high-risk countries including Bangladesh, Indonesia, India, and Nepal, among others throughout Asia and the Pacific.

    ADB’s participation in the partnership underscores its ongoing commitment to addressing health and environmental challenges in developing Asia and the Pacific. Lead contamination, particularly from informal used lead-acid battery recycling sites, presents a major health crisis. Toxic lead exposure is affecting at least 400 million children in the region, leading to cognitive impairments, health complications, and major economic losses. The global economic cost of lead-related cognitive underdevelopment is estimated at about $1 trillion annually.

    “Lead exposure doesn’t just affect children’s health—it holds back entire economies,” said ADB Vice-President for East and Southeast Asia, and the Pacific Scott Morris. “The Partnership for a Lead-Free Future is an important step in addressing this environmental, health, and economic issue. We will dedicate ADB’s expertise and resources to help ensure that countries across Asia and the Pacific can mitigate lead exposure, enhance public health, and secure a healthier, more productive future for all.”

    ADB is embedding lead management into its broader environmental safeguards and technical assistance programs, and has already begun engaging with governments in Indonesia, India, and the Philippines to tackle lead contamination. The bank will co-host a technical side event on lead pollution at the 12th Asia Pacific Regional Forum on Health and Environment in Jakarta on 25 September, which will serve as a platform to advance the lead elimination agenda. Co-organized with the governments of Indonesia, Japan and Thailand, USAID, and the World Bank, the forum will highlight cutting-edge research on lead exposure and showcase effective strategies for reducing lead poisoning. 

    In collaboration with the Global Environment Facility and the United Nations Industrial Development Organization, ADB is also developing the Chemical and Wastes Financing Partnership Facility, the first of its kind. This facility will scale chemical management, including lead mitigation, across the region. The initiative complements ADB’s work in managing hazardous waste, providing governments with the resources to regulate industries, replace hazardous materials, and enforce environmental standards.

    ADB plans to integrate lead elimination into its universal health care support programs, starting in the Philippines. Through these programs, ADB has been working to ensure equitable access to health services, address gender-specific health needs, and mitigate the health impacts of climate change.

  • MIL-OSI USA: U.S. House Members Introduce Resolution Designating Sept. 16-20 as Medical Research Week

    Today Representatives Andre Carson (D-Ind.), Joyce Beatty (D-Ohio), Suzan DelBene (D-Wash.), Brian Fitzpatrick (R-Pa.), and Lloyd Smucker (R-Pa.) recognized the unique contributions of medical research to improve the lives of patients, families, and communities nationwide by introducing a resolution in the House of Representatives declaring Sept. 16-20 as Medical Research Week.  

    Medical research, much of which is conducted at academic medical centers nationwide, has led to breakthrough discoveries that improve the health and well-being of patients and communities while also promoting global competitiveness in science, boosting job creation, preparing the next generation of scientists, and strengthening economic growth.  

    Through the support of the National Institutes of Health (NIH), medical research serves a vital and unique role in the U.S. research enterprise. This work leads to cutting-edge preventative strategies and improved and emerging treatments and cures for diseases like cancer, Alzheimer’s, heart disease, sickle cell anemia, obesity, the mental health and opioid epidemics, and emerging threats like yet unknown infectious diseases.  

    “Investing in the NIH today pays a lifetime of dividends in saving lives, promoting better health, and improving the quality of life for all Americans,” said AAMC President and CEO David J. Skorton, MD. “The nation’s medical schools, academic health systems, and teaching hospitals conduct approximately 60% of all NIH extramural research and are proud to pioneer many critical advances that bring the promise of better health to patients, families, and communities nationwide.” 

    “Now, more than ever, it’s important to ensure strong funding growth for NIH so that today’s discoveries can culminate in major breakthroughs in medical research,” said AAMC Chief Scientific Officer Elena Fuentes-Afflick, MD, MPH. 

    As noted in the resolution, NIH funding ripples far beyond its headquarters into every state, drives demand for medical supplies and research equipment, and boosts local and regional economies to benefit manufacturers and suppliers across the country and into many U.S. territories, generating nearly $93 billion in new economic activity and supports approximately 412,000 jobs across the U.S in FY 2023 alone. 

    “Medical research has shaped breakthroughs in science that change lives,” said Rep. André Carson. “The cure for diseases like cancer and diabetes could be possible in our lifetimes, as long as we continue to invest in this important work. I am proud to have led bipartisan efforts over several years to fully fund the National Institutes of Health, expand pancreatic cancer research at the U.S. Department of Defense, and fully fund veteran medical and prosthetic research. We also need to collect more data on how minorities are disproportionately impacted by certain health issues and widen clinical trials to include those left out. I am proud to introduce this resolution highlighting Medical Research Week and will continue to work across the aisle on lifesaving legislation.” 

    “Innovation in health care starts with the groundbreaking medical research that leads to life-changing treatments and cures,” said Rep. Joyce Beatty. “As we celebrate Medical Research Week, we honor the scientists and institutions whose work not only saves lives but also drives our economy and keeps our nation at the forefront of global health innovation. As a stroke survivor, I’ve experienced firsthand the critical importance of these advancements. That’s why I continue to advocate for billions in federal funding to the NIH to reduce the incidence of heart disease, stroke, and other threats to the health and vitality of all Americans. The future of medicine depends on what we invest in today, and I’ll keep fighting for that funding.”

    During Medical Research Week, the AAMC – along with its member medical schools, academic health systems, research institutions, and collaborators – are celebrating the achievements in medical research and breakthrough innovations on social media using the hashtag #StartsInAcademicMedicine to highlight the immeasurable impact of research on patients and communities.
