    Target achieved under Deendayal Antyodaya Yojana – National Rural Livelihoods Mission

    The Ministry is implementing Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY – NRLM) across the country (except Delhi & Chandigarh) with the objective of organizing the rural poor women households into Self Help Groups (SHGs) and continuously nurturing and supporting them till they attain appreciable increase in incomes over a period of time and improve their quality of life and come out of abject poverty.

    As of 28th February 2025, the Mission is being implemented in 7144 blocks in 745 districts across 28 States and 6 UTs. Cumulatively, 10.05 crore rural women households have been mobilized into more than 90.90 lakh SHGs. A total of Rs. 51368.39 crore of capitalisation support (Revolving Funds and Community Investment Funds) has been provided to SHGs and their federations. From FY 2013-14, an amount of Rs. 10.20 lakh crore bank credit has been accessed by women SHGs under DAY-NRLM.

    The State/UT-wise targets and achievements for the FY 2024-25 under Deendayal Antyodaya Yojana-National Rural Livelihood Mission (DAY-NRLM) is given below.

     The DAY-NRLM scheme under Ministry of Rural Development has taken numerous measures to strengthen marketing support for products made by women Self Help Groups. This includes Saras Melas being organised at National and State levels to promote the sale of SHG products in urban markets. The Ministry in collaboration with Government e-Marketplace (GeM) has created “SARAS Collection” as a Store Front in GeM for marketing of SHG products. Also, Memorandum of Understandings (MoUs) have been signed between the Ministry and Flipkart Internet Pvt. Ltd., Amazon and Fashnear Technologies Pvt. Ltd. (Meesho) to facilitate the Self-Help Group (SHGs) producers including artisans, weavers and craftsmen to access national markets through the Flipkart Samarth programme, Amazon Saheli initiative and Meesho for marketing of SHGs products. A MoU was also signed between MoRD and JioMart for onboarding and marketing of SHGs product. An e-Commerce platform (www.esaras.in) has also been launched by the Ministry for online marketing of SHG products. Further, eSARAS is also live as a Seller Network Participant on ONDC. Curated products of women SHGs are now available on 11 Apps of ONDC network i.e. Paytm, Mystore, Craftsvilla, Jagran, Snapdeal, Novopay, Easypay, Gonuclei, Rubaru, Mappls, Himira etc.

    OPENING REMARKS by Dr Shamila Nair-Bedouelle, Director UNESCO Pacific Regional Office.

    Dear Honorable Minister T. C. Schuster, Samoa Minister of Natural Resources and Environment (MNRE)

    Dear Diplomatic Corps, High Commissioners, Ambassadors, Heads of UN Agencies

    I warmly welcome Dear Representatives from the Pacific Countries who have braved the storm and travelled a long way to be with us today. My most sincere and humble thanks to you. PNG, Solomon Islands, Kiribati, New Caledonia, Vanuatu, Fiji, Tonga, French Polynesia, Tuvalu, Cook Islands and Samoa. Certain experts were held back to monitor the weather situation in their countries.

    These experts and representatives are mainly from National Geological Services, National Tsunami Warning Centers, National Volcano Observatories and National Disaster Management Offices (NDMO).

    I Warmly thank and Welcome, our partners, the Samoa Meteorological Services, Samoa Disaster Management Office, SPREP, UNDRR, regional partners, the Pacific Community (SPC), JICA, USGS and other partners………… connected online. Especially those who were unable to travel due to the current cyclonic weather conditions.

    Dear friends of UNESCO,

    It is my honor and pleasure to address you at the opening ceremony of the Science and partnerships for geohazard resilience in the Pacific region towards a Multi-hazard Early Warning System

    Firstly, let me extend my deep appreciation to the Government of Samoa for hosting this important event and for their flexibility in organizing this event in such uncertain weather conditions and ALLOWING FOR HYBRID SESSIONS.

    Geohazards

    Geohazards are defined as an adverse geologic condition capable of causing damage or loss of property or life. These processes only become hazards when humans get in their way.

    The Pacific Small Island Developing States (PSIDS) proximity to the Ring of Fire, where volcanic eruptions, earthquakes and tsunamis occur, makes it one of the most vulnerable regions to geohazards in the world.

    In celebration of the International Geoscience programme on healing the earth, the 50th Anniversary in 2022 noted and I quote

    ONE HEALTH

    Earth and Ocean Sciences contribution to the implementation of the SDG’s

    The Earth gives and the Earth takes away. It gives humanity the rich tapestry of landscapes within which civilisations and complex societies have flourished, providing the raw materials to build livelihoods and the resources to feed and fuel our modern world.

    It takes away through the disasters that emerge from geological violence In the coming decades our planet faces a geological tipping point that threatens the future of humanity and the natural world that sustains it. Geoscience – the science of planet Earth an the ocean sciences – will be vital in averting that calamity.

    Geosciences and the ocean sciences

    Geoscience studies how our planet works, unravels its four and a half billion year history, and applies that past understanding to present and future societal concerns.

    Geohazards History of the PICTs

    I am told that,

    • 30% of global seismicity is observed in the Southwest Pacific Region

    (Lebellegard et al., 2007) and less than 3% of seismic stations are available for

    real time monitoring within this area (repartition based on GEVN network).

    • 15% of deadly tsunami’s originate from the Southwest Pacific

    • 80% of these tsunamis are caused by an earthquake.

    • 69% of world tsunamis originate from the Pacific Ocean Basin and marginal seas

    • 99% of deaths in the Pacific are caused by local and regional tsunamis.

    • We need not to be reminded by the recent events in Vanuatu on 17th December

    2024 and the 2022 Hunga- Tonga Hunga Ha’apai Volcano Eruption and Tsunami

    Why UNESCO and how can UNESCO support the management of geohazards?

    Vision of a world at peace could not be a world without science

    Since its establishment after WW2, UNESCO promotes international cooperation in the natural sciences, and marine sciences through its inter governmental and international scientific programmes. UNESCO is home to the inter-governmental hydrological programme, international basic sciences and UNESCO is the only organization with a mandate in the earth sciences. This is the S in UNESCO.

    The International Geoscience Programme (IGCP) is the oldest and most successful example of a scientific partnership between a non-governmental organization (the International Union of Geological Sciences; IUGS) and an intergovernmental organization (UNESCO). The IUGS, founded in 1961, with 121 national members representing over a million geoscientists, is one of the world’s largest scientific organizations. It encourages international co-operation and participation in the Earth sciences in relation.

    Since 1972, UNESCO, through the International Geoscience Programme (IGCP) and in partnership with the International Union of Geological Sciences (IUGS), has harnessed the intellectual capacity of a worldwide network of geoscientists to lay the foundation for our planet’s future, focusing on responsible and environmental resource extraction, natural hazard resilience and preparedness, and adaptability in an era of changing climate.

    For 60 years, UNESCO’s inter governmental Oceanographic Commission promotes international cooperation in marine sciences to improve management of the oceans, coasts and marine resources.

    UNESCO, is leading the United Nations OCEAN DECADE FOR SUSTAINABLE DEVELOPMENT 2020-2023 and have launched the Ocean Decade Tsunami Programme (ODTP) in 2021. This is an effort to bolster the global tsunami warning system by reducing response times and enhancing community readiness.

    Its main objectives are to:

    o Enhance systems’ capacity to issue actionable and timely warnings for tsunamis from all identified sources to 100% of coasts at risk;

    o Guarantee that 100% of communities at risk are prepared and resilient to tsunamis by 2030 through efforts like the UNESCO-IOC Tsunami Ready Recognition Programme.

    Our UNESCO Natural and Ocean Sciences have joined efforts in convening this Regional Geohazards week-long meeting responding to the call of Pacific Islands Countries and Territories.

    UNESCO recognizes the efforts of Pacific Islands Countries and Territories in their collaboration to better understand the science and geohazards risks under the Oceania Regional Seismic Network (ORSNET), Melanesia Volcano Network (MVN), Pacific Islands Landslide Network and the Regional Working Group on Tsunami Warning and Mitigation System for Pacific Islands Countries and Territories (WG-PICT).

    Therefore in 2023, the inaugural Science and Partnership for Geohazard Resilience Workshop in Nadi, Fiji was launched. Since then, we can review the outcomes:

    • Among PICTs, UNESCO in collaboration with regional and international partners to strengthen PICTs understanding of geoscience and Geohazards through the UNESCO’s.

    o International Geoscience Programme (IGCP) and Global Geoparks

    In collaboration with SPTO and SPC, Fiji, Vanuatu, Tuvalu recently targeted on the establishment of Geoparks.

    o DRR Programme, UNESCO supports Member States.

    In collaboration with SPC, UNDRR, UNICEF and others UNESCO is supporting PICTs ( Solomon Islands, Kiribati and Tuvalu) on a 2-year Funded project on Information Management.

    o Tsunami Resilience Programme, UNESCO supported;

    The review of National Tsunami SOP in Fiji- a pre-requisite for an FJD 72 million Concessional loan

    Review of National Tsunami warning and response SOP in Tonga, Solomon Islands and Vanuatu.

    Pacific Wave Exercise 2024 – Regional PICT Exercise and National Tsunami Drills in Fiji and Tonga.

    Official recognition of 6 PICT communities to be UNESCO/IOC Tsunami Ready Community in 2023-2024.

    In December 2023, the PSIDS regional geohazards community of practice discussed the need to better understand the science of geohazards to clearly ascertain threats posed by geohazards among PICTs and the status of:

    a) in-country capability of geohazard monitoring and detection and multi-hazard early warning system.

    b) Volcano, earthquake, tsunami, and landslide sciences among PICTs

    c) seismic data sharing for earthquake, volcano and tsunami monitoring and

    detection

    This Inaugural Science and Partnerships for Geohazards Resilience Meeting identified the need to develop a Regional Geohazards Strategic Framework to inform programmes or projects to address the capacity gaps in scientific hazard monitoring, assessment, warning, and disseminations to enable the public to better understands their risks and threats from a geohazard.

    Since December 2023, the PSIDS regional geohazards community have been exploring opportunities to strengthen the science and scientific data and knowledge that informs geohazard programmes, policies.

    • UNESCO is a major global partner of the UNEW4ALL supporting the four lead

    agencies, UNDRR, WMO, ITU and International Federation of the Red Crescent

    Society,

    • UNESCO recognizes the call of the Pacific Islands Leaders under the 2050 Strategy for the Blue Pacific Continent and intends to work closely with regional UN and CROP agencies to accelerate progress of PICTs towards achieving the goals of the 2050 Strategy for the Blue Pacific Continent.

    • The PICT geohazards community is critical in advising Pacific Island Leaders on threats posed by Geohazards to PICTs.

    Your meeting this week builds on the outcomes of the inaugural 2023 meeting. But also other scientific and technical meetings organised by the partners.

    • Your meeting this week is timely in order to;

    Identify and consolidate the gaps and needs in your geohazards operations and services.

    Identify spaces for constructive and meaningful engagement (on geohazards scientific and technical advice) with Pacific Islands Leaders through the Pacific DRR Ministers Meeting (in consultation with Pacific Disaster Managers Meeting) and the Pacific Meteorological Ministers Meeting (in consultation with the Pacific Meteorological Council.

    The PSIDS regional geohazards community mostly includes Geological Services with Geohazard Management Units/ Sections are mostly hosted by Meteorological Services or Mining/Mineral/Natural Resources Departments. These are mainly a small team of technical and scientific officers who monitors, detects, and provide public advisories on geohazards. This regional community is mainly coordinated within UNESCO/IOC Tsunami Warning Systems in collaboration with Geoscience Australia, GNS New Zealand and USGS including CROP Agencies such as The Pacific Community (SPC) and SPREP.

    At the regional level, under the Pacific Resilience Programme (PRP), a technical working group on Multi-Hazard Early Warning System have been established to provide the overarching common DRR frameworks as well as guidance and coordination support.

    Scientific applications for seismic monitoring and detection like SeisComP is widely used by PICTs however, its full potential is not realized due to limited staff capacity and capacity development. Current Staffs of Geological Servies need proper scientific training with the support of partners such as USGS, Geoscience Australia, and GNS New Zealand.

    Measuring the impacts on girls and women who bear the burdens of geohazards in a community. A high number of UNESCO’s geoscience projects are led by women Earth scientists, in 2020 women are project leaders in 38% of the active geoscience projects.

    The meeting will also provide a platform to

    i) stock take progress and share learning considering vulnerabilities and level of

    exposure of different members of public to geohazards such as tsunami, volcano, earthquake and landslides.

    ii) The meeting will include sessions of the Inter governmental coordination group

    for the Pacific Tsunami warning and mitigation system

    iii) It will include sessions on Volcano under Melanesia Volcanic Network (MVN) and

    JICA/ volcano research project with Landslides and earthquakes under ORSNET

    Oceania Regional Seismic Network.

    This meeting comes at a critical point as a culmination of all scientific technical workshops held recently with different stakeholders.

    – 2023-UNESCO inaugural science and partnerships for geohazards resilience

    – Pacific Islands Science, Technology and Resources Network (STAR) Conference

    held in Fiji on 20-22nd November 2024 and the

    – Forecasting and Communicating Earthquake Hazard and Risk (FORCE) project, Understanding Earthquake Hazard and Risk in the Pacific Region Workshop 18-19th November 2024 gathering national officials from National Geohazards Observatories, National Tsunami Warning Centers and National Disaster Management Office (NDMO).

    Two questions arise:

    i) Should there be a platform for a PSIDS Regional Geohazards Strategy.

    The PSIDS Regional Geohazards Strategy could inform programmes or projects developed at national and regional level and stimulate collaboration and partnerships among government agencies, development partners, universities, CROP Agencies and UN Agencies particularly UNESCO.

    ii) Given the success, momentum on geohazards resilience, should there be a

    Multi-hazard Early Warning system bringing together the different entities

Other colleagues from UNESCO based here These programmes coordinate this regional gathering of Pacific Islands Countries and Territories Geohazards Community since the Inaugural 2023 Regional Geohazards Meeting in Nadi, Fiji.

    I thank the Diplomatic Corps and heads of agencies for their presence and time. I have no doubt their participation would lead to further avenues for collaboration with the geohazards community to combat and build back better.

    I am certain that the exchanges that we will hear in the upcoming days will be inspiring and will provide a basis to extend and increase the excellent cooperation between UNESCO and all of you. UNESCOs’ Intergovernmental scientific and international programmes support its Member States to strengthen their national capacity in oceans and geosciences for the management of both geohazards risk reduction.

    Let me end i0 by wishing you all fruitful exchanges and thank once again the Government of Samoa and Honorable Minister Schuster for the great work in converting this into the first Regional meeting on Science and partnerships for geohazard resilience in the Pacific Region: towards a multi- hazard early warning system.

    And before I close I would like to go back to the reflection on science and development

    AMANDA RISHWORTH, MINISTER FOR SOCIAL SERVICES: I’m so pleased to be here at Derwent Valley Community House to make a really important announcement that the Commonwealth Government will partner with neighbourhood houses and community centres across Australia to deliver funding for their priorities. This announcement will be close to a $1 million and deliver small grants to up to 50 projects delivered by neighbourhood houses and community centres through the Australian Neighbourhood Houses and Centres Association. This is a really good partnership. We have been investing through our Strong and Resilient Communities grants in neighbourhood houses directly. But this is the first time that we’ll partner with the national association to deliver small grants across the country. Of course, here in Tasmania, there is a very strong network of neighbourhood houses and community centres, and they’ve demonstrated that they do a lot with a small amount of money. So, I’m really pleased to be announcing this partnership today, and happy to take any questions.

    JOURNALIST: So, what’s the value of these individual grants?

    AMANDA RISHWORTH: Individual grants will be up to $15,000 to do a variety of things under the SARC (Strong and Resilient Communities) grant guidelines. It’s really about building community connections, particularly for those people that may be isolated, disengaged, disconnected. There’s often a focus on youth or newly arrived migrants. But ultimately, the types of ideas will come from the centres themselves, and they’ll be able to put an application into the association to get that funding.

    JOURNALIST: You spoke about a lack of volunteers before over the past few years. Can you go into a little bit of that?

    AMANDA RISHWORTH: COVID, in particular, disrupted volunteering across the country. We have been working hard with Volunteering Australia to build that back up. So we have put in place a National Strategy for Volunteering, along with an action plan. I’ve also been working with the peak associations in all states and territories to make sure that we’re providing funding for them to look at groups that may have been excluded from volunteering in the past. And we’re actually also running a new national campaign encouraging young people to look at volunteering. It’s called Hanging Out to Help Out. So these are really important elements to encourage volunteering. But I would say that we are seeing some green shoots of this investment. We are seeing, anecdotally, volunteers coming back and wanting to play a role, and speaking with the volunteers at this neighbourhood centre, hearing that they want to give back to the community is really heartening. And we’ve also heard, of course, the connections that are made through volunteering and being part of a community.

    JOURNALIST: Of those 50 community houses that you mentioned before. Are they predetermined or are applications open?

    AMANDA RISHWORTH: We are providing the funding to the Australian Neighbourhood Houses and Centres Association to take applications and deliver that money. They are best placed and have the experience to do this. They have run a similar program with philanthropic money so they know how to do this. So we’re partnering with the national association to administer those ones.

    JOURNALIST: And is there a state by state allocation or is it first in best dressed?

    KEIR PATERSON, CEO OF NEIGHBOURHOOD HOUSES VICTORIA: We will assess all the applications, and they will be granted on the merit of the application. But we also look at the geographical spread to make sure it’s equitable state by state.

    JOURNALIST: Do you know how many are based in Tasmania compared to other states?

    MICHELLE EWINGTON, PRESIDENT OF NEIGHBOURHOOD HOUSES TASMANIA: So here in Tasmania, we have 35 neighbourhood houses that are funded through a variety of means. We’re very lucky to have state government funding and a commitment to such valuable and vital services.

    JOURNALIST: Is there a part of Tasmania that really takes up a lot of those 35 services, or how are they spread out?

    MICHELLE EWINGTON: They are dispersed right around the state. Each of them have their own diverse communities that they work with. They listen to the needs of communities. They fill the gaps for vital services that are required across the state, and each of those will have a great interest in applying for specific project funding as a result of this grant.

    JOURNALIST: You really rely on this funding. This 15K – is it enough?

    MICHELLE EWINGTON: Funding is essential to keep our services alive. We have such loyal staff in these organisations that stretch themselves immensely to actually deliver on the much-needed services for each community. So whilst these grants are going to be very useful and of interest, the continued funding for such important services, having been here today listening to the stories of this great house itself, the experiences of the volunteers here, the more funding that can be provided to houses right across the country, but particularly here in Tasmania, it’s essential.

    JOURNALIST: What types of programs are being offered?

    MICHELLE EWINGTON: Across the state there’s a diverse range of programs, from supporting people with learning to drive and mentor programs to offering social inclusion activities. Here we have a program called Happy Hookers Crochet Club. We offer cooking classes across the state. We bring services in so that they can meet the community where the community is. Community connectors is an important role that actually allows those that are vulnerable, those who may not have the skills, those who might not have the confidence, to approach the relevant services and get the referrals they need.

    JOURNALIST: So for people coming through the door, what are some of the challenges that they’re facing?

    MICHELLE EWINGTON: The challenges that communities face again are complex. The cost of living – we see that every day. Things like our food relief programs, the increased need for those. When we think about isolation and loneliness and the impact on communities, again, another important need addressed by our houses. There are a number of other skill building programs which might not be accessible to people through other means, and so neighbourhood houses fill a vital space in our communities and in amongst government services.

    JOURNALIST: Have you seen a change in the community needs post COVID?

    MICHELLE EWINGTON: I think the change is pretty evident in in terms of the common themes that have come through – cost of living, impacts on mental health, loneliness, concerns about health access, housing. All of the things that we know are big ticket items. At a grassroots level, the neighborhood houses are the places where we hear this, where we learn this, and where we support this.

    JOURNALIST: There are calls for an urgent inquiry into the childcare sector, following a Four Corners expose into abuse, sexual misconduct and neglect. Would you support an inquiry, and in what form?

    AMANDA RISHWORTH: First, I would say that our Government has taken the safety and quality of early learning and care incredibly seriously. In fact, it was Labor that introduced the National Quality Framework, which has done really important work in ensuring that we’re lifting the quality and safety of our early learning sector. But in addition, Minister Clare and Minister Aly commissioned an important report around child safety requirements under the National Quality Framework, and all Education Ministers have agreed to implement those recommendations. So the work really is working across the board with all states and territories to implement these recommendations. I would say that the majority of early childhood education settings and the workers that work in there do the right thing. For those that are not doing the right thing, there needs to be swift action.

    JOURNALIST: And do you think there is swift action at the moment?

    AMANDA RISHWORTH: Well as I said, predominantly the regulatory enforcement does come down to states and territories. However, as I said, Minister Clare and Minister Aly have worked and commissioned a review into child safety. There are now recommendations that all Education Ministers have agreed to. It’s important that those recommendations are implemented.

    JOURNALIST: The sector’s propped up by $14 billion in Federal funding, and there have been increased incidents and breaches in every state. What are you doing to prevent money for educators’ pay rises just going to the profits of centres?

    AMANDA RISHWORTH: Well, let’s be really clear if, if educators and centres sign up for the pay increases, they have to deliver those through pay increases. The program that involves funding educators’ wages must be given to educators. That’s first and foremost. Secondly, we are driving improvement in this sector. It was neglected under the previous Government, who, in fact, opposed the introduction of the National Quality Framework. So it is important that we continue to work with our state and territory colleagues who are responsible for implementing it, but I want to see, importantly, action taken where we see quality improving and safety being lifted.

    JOURNALIST: Given the systemic failures and serious breaches in childcare uncovered by Four Corners, does the Federal Government need to take over regulation to ensure children’s safety?

    AMANDA RISHWORTH: Well, we think that there is an important role to be played by both state and territory governments and the Commonwealth. It is a joint responsibility around the National Quality Framework. We have been working hard, as I said, through the Education Ministers, to do a review through the National Quality Framework to ensure that child safety is reviewed, and it’s a responsibility for states and territories, along with the Commonwealth, to deliver this.

    JOURNALIST: I guess, circling back to that first point, on calls for inquiry. Should there be one? Have you seen the reports from Monday on Four Corners?

    AMANDA RISHWORTH: Of course, child safety has to be at the forefront at all times. And as I said, this has been something that Minister Aly and Minister Clare have had as a real focus. That’s why they commissioned the review. That’s why they’ve taken the recommendations to the Education Ministers, and that’s why they are focused on implementation. We need to ensure that the implementation of these recommendations are made. That’s critically important, and we’ll keep working with states and territories to ensure that happens.

    JOURNALIST: But no fresh inquiry?

    AMANDA RISHWORTH: There was a review done in 2003 after a decade of neglect by the previous Government. There are recommendations made. It is now down to implementing them.

  • MIL-OSI China: Chinese tech firm completes 2nd phase of digital connectivity project for 21 Kenyan schools

    Chinese technology firm Huawei has completed the second phase of a digital connectivity project targeting 21 primary schools in Kenya to boost learning outcomes among pupils, according to a statement issued on Monday.

    Through a partnership with the Kenyan government and the United Nations Educational, Scientific and Cultural Organization (UNESCO), Huawei has supported the rollout of high-speed Internet connectivity in Kenyan schools, following its long-term digital inclusion initiative, TECH4ALL.

    Steven Zhang, deputy chief executive officer for public affairs at Huawei Kenya, said connectivity has improved the quality of learning in local schools, besides enabling head teachers to easily access management systems online.

    “Connectivity in the classroom is making learning more interesting, fun, and effective,” Zhang was quoted as saying, adding that access to high-speed internet is improving access to education resources online, whether videos, curriculum, or experts, and in schools catering for special educational needs, connectivity is helping experts to provide assessment and rehabilitation services remotely.

    Phase one of the Huawei-supported DigiSchool project connected 13 schools to high-speed Internet, benefiting 6,000 students and teachers, with a thorough evaluation finding that 98 percent of learners admitted that connectivity met their educational needs, according to Huawei.

    In addition, 84 percent of students said the Internet makes learning more exciting, while 71 percent said online resources make complex ideas easier to understand.

    John Tanui, principal secretary in the State Department for ICT and Digital Economy, said the second phase of Kenya DigiSchool Connectivity Project, which also covered six schools for children with special needs, aligns with the government’s quest to bridge the digital divide and foster inclusive growth.

    Louise Haxthausen, director of the UNESCO Regional Office for Eastern Africa, said partnerships are key to boosting access to high-speed Internet in schools, ensuring that children and youth have access to equitable and quality education.

  • MIL-OSI Security: Schenectady County Man Arrested for Distribution of Child Sexual Abuse Material

    ALBANY, NEW YORK – Gregory Magin, age 44, of Glenville, New York, was arrested on Friday on a criminal complaint charging him with distribution of child sexual abuse material (CSAM).

    United States Attorney John A. Sarcone III and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI), made the announcement.

    The criminal complaint alleges that from on or about July 18 through July 20, 2024, Magin distributed CSAM videos over the internet.  Magin sent CSAM videos to other users on an online chat application in order to get access to certain groups.  The charges in the complaint are merely accusations.  The defendant is presumed innocent unless and until proven guilty.

    Magin initially appeared Friday in Albany before United States Magistrate Judge Daniel J. Stewart, and was ordered detained pending a detention hearing scheduled for Tuesday, March 18.

    The FBI’s Child Exploitation and Human Trafficking Task Force is investigating the case, with assistance from the New York State Police.  Assistant United States Attorney Allen J. Vickey is prosecuting the case as Part of Project Safe Childhood.

    Project Safe Childhood is a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Launched in May 2006 by the Department of Justice, and led by the U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     Introduction

    With technology taking over the world, India is stepping into the future with the National Quantum Mission (NQM), a major initiative by the Government of India to propel the nation to the forefront of quantum technology research and development. Approved on 19th April 2023 by the Union Cabinet, the mission the mission is set to span from 2023–24 to 2030–31, with a budget allocation of ₹6,003.65 crore.

    National Quantum mission, is not just a mission, but it is a bold step through which India aims to harness the power of quantum technology to drive innovation, strengthen security, and boost various industries, positioning itself as a global leader in this cutting-edge field.

    What is Quantum Computing

    Quantum computers use special units called qubits to store and process information. Unlike regular computers, where bits can only be 0 or 1, qubits can be both 0 and 1 at the same time. This ability to be in multiple states at once makes quantum computers different and potentially much more powerful than traditional ones.

    Many countries are actively working on quantum computing and other quantum technologies, and India has a great opportunity to make significant contributions. The national quantum mission offers India a chance to play a key role, especially with favourable conditions right now. The outcomes of this mission could impact healthcare, clean energy, climate change, job creation, and much more, affecting every citizen’s life.

    Objectives of the National Quantum Mission

    With the broader aim to harness quantum technologies in India to bolster sectors like communication, cryptography, and computing, National Quantum Mission has outlined specific objectives to advance India’s capabilities in the quantum realm:

    • Quantum Computing Evolution: Develop intermediate-scale quantum computers with 20-50 physical qubits (3 years), 50-100 physical qubits (5 years), and 50-1000 physical qubits (8 years) across platforms like superconducting and photonic technologies to advance computational capabilities.
    • Satellite-Based Quantum Communication: Establish satellite-enabled quantum-secured communication between two ground stations over 2000 km within India and extend this technology for long-distance secure quantum communication with other countries.
    • Inter-City Quantum Key Distribution (QKD): Implement quantum-secured communication spanning 2000 km using trusted nodes and wavelength division multiplexing (WDM) on existing optical fiber infrastructure, enhancing secure data transmission.
    • Multi-Node Quantum Networks: Develop a multi-node quantum network incorporating quantum memories, entanglement swapping, and synchronized quantum repeaters at each node, enabling scalable and robust quantum communication (2-3 nodes).
    • Advanced Quantum Sensing & Clocks: Design highly sensitive quantum devices including magnetometers with 1 femto-Tesla/sqrt(Hz) sensitivity in atomic systems and better than 1 pico-Tesla/sqrt(Hz) in Nitrogen Vacancy centers, gravity sensors with better than 100 nano-meter/second² sensitivity, and atomic clocks with 10⁻¹⁹ fractional instability for precision timing, navigation, and secure communication.
    • Quantum Materials & Devices: Develop and synthesize next-generation quantum materials such as superconductors, novel semiconductor structures, and topological materials for the fabrication of qubits, single-photon sources/detectors, entangled photon sources, and quantum sensing/metrological devices for applications in computing and communication.

    The National Quantum Mission (NQM) is one of the nine initiatives under the Prime Minister’s Science Technology Innovation Advisory Council (PMSTIAC), aimed at positioning India as a global leader in quantum technology. By fostering advancements in secure quantum communication, quantum computing, and precision sensing, the mission is poised to transform sectors such as telecommunications, defense, finance, and healthcare, delivering a profound societal impact.

    Implementation Strategy: Thematic Hubs (T-Hubs)

    The National Quantum Mission is a nationwide initiative driving cutting-edge advancements in quantum technology. As part of this mission, four Thematic Hubs (T-Hubs) have been set up, bringing together 14 Technical Groups across 17 states and 2 Union Territories. These hubs focus on technology innovation, skill development, entrepreneurship, industry partnerships, and global collaborations, ensuring a truly national impact. Women scientists from every corner of the country are actively encouraged to participate and benefit from the mission’s exciting programs.

    The four T-Hubs have been established across leading institutions in India:

    1. Indian Institute of Science (IISc) Bengaluru
    2. Indian Institute of Technology (IIT), Madras along with the Centre for Development of Telematics, New Delhi
    3. Indian Institute of Technology (IIT), Bombay
    4. Indian Institute of Technology (IIT), Delhi.

    These hubs were selected through a rigorous competitive process and each hub focuses on a specific quantum domain, driving advancements in Quantum Computing, Quantum Communication, Quantum Sensing & Metrology, and Quantum Materials & Devices.

    Quantum Domains of Four Thematic Hubs

    Hub-Spoke-Spike Model

    Each T-Hub will follow the Hub-Spoke-Spike model, fostering a cluster-based network where research projects (Spokes) and individual research groups (Spikes) operate alongside central hubs. This structure enhances collaboration among research institutions, allowing them to share resources and expertise more effectively.

    State-wise Funds Allocation

    The four T-Hubs selected under NQM collectively involve 152 researchers from 43 institutions nationwide, fostering a collaborative ecosystem to drive research and innovation in quantum technologies. The activities carried out by these hubs include Technology Development, Human Resource Development, Entrepreneurship Development, Industry Collaborations, and International Collaborations.

    Initiatives under National Quantum Mission

    Under NQM, dedicated efforts are underway to develop quantum-resilient encryption techniques and post-quantum cryptographic (PQC) frameworks, ensuring India’s critical database systems remain secure in the quantum era. Key initiatives include:

    • Quantum-Safe Ecosystem Framework: A concept paper has been developed to outline a strategic roadmap for securing and strengthening India’s digital infrastructure against quantum threats.
    • DRDO Initiatives: The Defence Research and Development Organization (DRDO) is leading projects focused on designing and testing quantum-resilient security schemes, along with quantum-safe symmetric and asymmetric key cryptographic algorithms.
    • Advancements by SETS: The Society for Electronic Transactions and Security (SETS), under the Office of the Principal Scientific Adviser (PSA), is accelerating Post-Quantum Cryptography (PQC) research. It has implemented PQC algorithms for applications such as Fast IDentity Online (FIDO) authentication tokens and Internet of Things (IoT) security.
    • C-DoT Innovations: The Centre for Development of Telematics (C-DoT), under the Department of Telecommunications (DoT), has developed cutting-edge solutions, including Quantum Key Distribution (QKD), Post-Quantum Cryptography (PQC), and Quantum Secure Video IP Phones.

    These initiatives are crucial for safeguarding India’s digital infrastructure against emerging quantum-era cybersecurity threats.

    Global Competitiveness and Strategic Impact

    The NQM has the potential to transform the country’s technology development ecosystem, making it globally competitive. It will drive advancements across key sectors such as communication, healthcare, finance, and energy, with applications in drug discovery, space exploration, banking, and security. Moreover, the mission will play a crucial role in advancing national initiatives like Digital India, Make in India, Skill India, Stand-up India, Start-up India, Self-Reliant India, and the Sustainable Development Goals (SDGs).

  • MIL-OSI Security: Davidson and Davie County Men Sentenced for Possession of Child Pornography

    GREENSBORO, NC – Two North Carolina man have recently been sentenced to more than ten years in prison each for possession of child pornography by the Honorable Catherine C. Eagles, Senior United States District Judge in the United States District Court for the Middle District of North Carolina (MDNC) in unrelated cases, announced Randall S. Galyon, Acting United States Attorney for the MDNC. 

    DAVID ARNOLD SHARPE, 41, of Davidson County, was sentenced today to 228 months in prison plus 20 years of supervised release for possession of child pornography. The sentence will run consecutive to a 24-month sentence for the revocation of supervised release in a prior case.

    According to court documents, SHARPE, a registered sex offender, was on federal supervised release when he admitted to his probation officer that he possessed an unauthorized device and child pornography. United States Probation Officers searched SHARPE’s residence where they located a cell phone that contained child pornography. Less than three weeks later, SHARPE was identified by investigators from the Davidson County Sheriff’s Office (DCSO) after a National Center for Missing and Exploited Children (NCMEC) tip revealed that a Facebook user in Davidson County was suspected of uploading images of suspected child pornography to the platform. After going to Sharpe’s residence, investigators discovered SHARPE’s unauthorized phone had already been seized and they contacted the United States Probation Office and took over the investigation. Further investigation revealed SHARPE had been trading child pornography in groups online.    

    On March 14, 2025, LUIGI CARCIATI, age 49, of Davie County, was sentenced to 168 months imprisonment followed by 15 years of supervised release for possessing child pornography in October 2023. He was also ordered to pay $74,000 in restitution. According to court documents, multiple tips from NCMEC led to the execution of a search warrant at CARCIATI’s Mocksville residence where investigators located a tablet and cell phone containing child pornography. A review of the devices also revealed CARCIATI had secretly recorded minors in the bathroom at La Vita e Bella, a Mocksville restaurant CARCIATI owned and operated. During execution of a search warrant at the restaurant, investigators located two hidden cameras in the women’s restroom, and a third one in a drawer under the cash register.

    The Davidson County Sheriff’s Office, the North Carolina State Bureau of Investigation (NCSBI), the United States Probation Office, and Homeland Security Investigation (HSI) assisted with the SHARPE investigation. The Davie County Sheriff’s Office, NCSBI, and HSI assisted in the CARCIATI investigation. Both cases were prosecuted by Assistant United States Attorneys Kennedy Gates and Karla Painter.

    The cases were brought as part of Project Safe Childhood, a nationwide initiative by the Department of Justice to combat online child sexual exploitation and abuse. The initiative is led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), and focuses on coordinating federal, state, and local resources to better identify and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. www.projectsafechildhood.gov.

    Fourth Quarter 2024 Highlights

    • Hallador advanced its restructuring efforts for its subsidiary Sunrise Coal, focusing on production optimization and cost reductions to strengthen its operations.
      • During 2024, the Company reduced its coal production volume by approximately 40% and shifted its focus away from the higher cost portions of its coal reserves. This optimization of coal production reduced Hallador’s operational cash cost structure to better align its coal strategy to support its internal electric generation.
      • As a result of reducing coal production, optimizing its reserve base, and the declining price of contracted coal sales, Hallador realized an approximate $215 million non-cash write down in the fourth quarter associated with the carrying value of its Sunrise Coal subsidiary.
    • The Company continues to shift its revenue mix to prioritize electric sales as an independent power producer.
      • Fourth quarter electric sales were $69.7 million or 74% of total Q4 revenue, compared to $37.1 million or 31% of total Q4 revenue in the year-ago period.

  • MIL-OSI Security: Slingerlands Man Sentenced to 15 Years in Prison for Sexual Exploitation of a Child

    Victim Reported Abuse After Attending Elementary School Presentation on Inappropriate Touching

    ALBANY, NEW YORK – Daniel Fuino, age 75, of Slingerlands, New York, was sentenced today to 15 years in prison for the sexual exploitation of a child who was 6 years old during the abuse.  United States Attorney John A. Sarcone III and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI), made the announcement.

    Last year, Fuino pled guilty to sexual exploitation of a minor and admitted that between the summer of 2022 and April 2023, he babysat a female child born in 2016 and used the child to engage in sexually explicit conduct for the purpose of producing child pornography.  According to statements previously made in court, the victim reported the abuse in May 2023 after attending an elementary school presentation on inappropriate touching and sexual contact.  During the execution of a federal search warrant at Fuino’s residence in Slingerlands shortly after the child’s report, Fuino admitted having touched the victim’s genitals.  Fuino has been incarcerated in pretrial detention since that time.

    Today, United States District Judge Mae A. D’Agostino sentenced Fuino to 15 years’ incarceration, followed by 15 years of supervised release.  Judge D’Agostino also ordered Fuino to pay restitution to the victim in the amount of $36,962.25 and imposed special assessments totaling $5,100.  Fuino will be required to register as a sex offender upon his release from prison. 

    The FBI investigated this case, with assistance from the New York State Police and the Colonie Police Department.  Assistant United States Attorney Benjamin S. Clark prosecuted the case as part of Project Safe Childhood.

  • MIL-OSI Security: Tonasket Man Charged with Receiving and Possessing Sexually Explicit Material from Minors

    Spokane, Washington – Acting United States Attorney Richard R. Barker announced today that Daniel John Kraft, age 41, was charged by criminal complaint on one count of Receipt of Child Pornography and one count of Possession of Child Pornography. Kraft was arraigned in federal court on March 10, 2025.

    According to court documents, in September 2024, the Sanders County Montana Sheriff’s Office (SCSO) developed information that Snapchat user “smokeweed5468” was soliciting sexual images from a minor. “Smokeweed5468” also told the minor he knew where they lived and threatened to kidnap the minor and take them to Mexico.

    Investigators obtained a warrant for the Snapchat account for “smokeweed5468.” The records from Snapchat contained more than a dozen sexually explicit videos of minors. “Smokeweed5468” also used Snapchat to offer the minors drugs and money and asked if the minors would be willing to sneak out and meet with him.

    Investigators learned the Snapchat account was allegedly being used at home in Tonasket, Washington, owned by Kraft. The Okanogan County Sheriff’s Office (OCSO) confirmed Kraft lived at the home. OCSO also confirmed Kraft was a registered sex offender for violations committed in 2013.

    On March 5, 2025, the Washington State Patrol took Kraft into custody at his home in Tonasket. Investigators seized several electronic devices. A search of Kraft’s cellphone allegedly revealed Snapchat running in the background of the device. In addition, investigators allegedly located several sexually explicit images involving minors on Kraft’s phone that were also on the “smokeweed5468” Snapchat account. 

    This case is being investigated by Homeland Security Investigations, Seattle Police Department, Washington State Patrol, the Eastern Region Washington Internet Crimes Against Children (ICAC) Task Force, Sanders County Sheriff’s Office, and the Okanogan County Sheriff’s Office.

  • MIL-OSI USA: King, Collins Praise Passage of Bipartisan Bill to Combat Illicit Fentanyl Trafficking

    WASHINGTON, D.C. — U.S. Senators Angus King, a member of the Senate Armed Services Committee (SASC) and the Select Senate Committee on Intelligence (SSCI), and Susan Collins, Chair of the Senate Appropriations Committee and member of SSCI and the Health, Education, Labor and Pensions (HELP) Committee, today lauded the passage of bipartisan legislation that would crack down on illegal fentanyl trafficking. The Halt All Lethal Trafficking (HALT) of Fentanyl Act will permanently classify fentanyl-related substances (FRS) — any substance that is structurally related to fentanyl by one or more listed modifications — as Schedule I controlled drugs. These drugs have no current accepted medical use and have a high potential for abuse.
    A permanent scheduling classification of FRS is required to make penalties for drug-related crimes clear and enforceable under the Drug Enforcement Administration (DEA). The legislation would also streamline the process for scientists seeking approval from the U.S. Department of Health and Human Services (DHHS) to research those substances. The bill passed the Senate in a 84-16 vote.
    “Opioids like fentanyl have devastated families and communities across Maine and the country for far too long,” said Senator King. “As we continue working to combat the fentanyl and overdose crisis, commonsense bills like the HALT Fentanyl Act will pave a the way toward a safer tomorrow.     The Centers for Disease Control and Prevention (CDC) estimates that there were 107,543 overdose deaths in the United States in 2023. Fentanyl and fentanyl-related substances accounted for nearly 75,000 of those deaths. Since 1999, the overdose crisis has increasingly been characterized by deaths involving these illicitly manufactured synthetic opioids, which are commonly sold through illicit drug markets for their fentanyl-like effect, and are often mixed with heroin or other drugs, such as cocaine, or pressed in to counterfeit prescription pills. The New England Journal of Medicine estimated that 22 teenagers died of overdoses each week in 2022.
    Since 2013, Maine has experienced tragically significant growth in total deaths from fentanyl-related overdoses. In 2021, 77% of all drug overdoses in Maine were due to fentanyl. The University of Maine estimates fentanyl to be 25 times more potent than oxycodone and 50-100 times more potent than heroin.
    However, there have recently been positive downward trends for overdose deaths in Maine and nationwide. Overall, the CDC found that drug overdose deaths in the United States decreased by three percent in 2023, the first annual decrease since 2018. Drug overdose deaths in Maine decreased by nearly 16% over this same period; this was the first year-over-year reduction in fatalities since 2018. Provisional data from the CDC also shows that overdose deaths for last year decreased 25% nationwide and 24% in Maine.
    As a member of the Senate Armed Services Committee and Select Senate Committee on Intelligence, Senator King has previously supported legislation to combat illicit drug use and decrease overdoses. He is a cosponsor of the Synthetics Trafficking and Overdose Prevention Act, bipartisan legislation that is designed to stop dangerous synthetic drugs like fentanyl and carfentanil from being shipped through our borders. Senator King also cosponsored the INTERDICT Act, bipartisan legislation to help halt the flow of illicit fentanyl from Mexico, China and other nations around the world into the United States. During an open hearing of the Select Senate Intelligence Committee last year, Senator King pressed Avril Haines, the former Director of National Intelligence and Christopher Wray, the former Director of the Federal Bureau of Investigation (FBI), about what the intelligence community is doing to halt the flow of illicit drugs — including fentanyl — from Mexico, China and other nations into the United States.
    Senator Collins has also been working to combat the fentanyl epidemic for years. Senator Collins is a cosponsor of the FEND Off Fentanyl Act , which was signed into law last year. This bill disrupts the flow of fentanyl into the United States, including by requiring the President to sanction criminal organizations and drug cartels involved in trafficking fentanyl and its precursors. Last Congress, she also introduced the Fighting Illicit Goods, Helping Trustworthy Importers, and Netting Gains (FIGHTING) for America Act to crack down on fentanyl smuggling.

  • MIL-OSI Security: Registered Sex Offender Sentenced to Ten Years in Prison for Possessing Child Pornography

    PROVIDENCE – A registered sex offender convicted in June 2024 on a charge of possession of child pornography has been sentenced to ten years in federal prison, announced Acting United States Attorney Sara Miron Bloom.

    Anthony Wertz, 32, of East Providence, was sentenced on Friday by U.S. District Court Senior Judge William E. Smith to 120 months of incarceration to be followed by fifteen years of supervised release.

    According to information presented to the court, in July 2022, while serving a term of Rhode Island state probation related to a 2019 conviction for possession of child pornography, Wertz was found by East Providence Police to be in possession of internet-accessible devices, a violation of the terms of his probation. Child sexual abuse material was discovered in plain view on a smartphone in Wertz’s possession.

    Simultaneous to the East Providence Police Department investigation, the Rhode Island State Police Internet Crimes Against Children Task Force received information from the National Center for Missing and Exploited Children that an online account, later determined to be used by Wertz, had uploaded child sexual abuse material.

    Prior to this conviction, Wertz had previously been convicted by the State of Rhode Island twice for possession of child pornography or related offenses.

    The case was prosecuted by Assistant United States Attorney G. Michael Seaman, with assistance from Assistant U.S. Attorneys John P. McAdams and Milind Shah.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse.   • MIL-OSI Security: Former Mohawk Executive Sentenced to Prison

    ATLANTA, Ga. – Jana Kanyadan, the former Global Chief Information Officer of Mohawk Industries, Inc. (“Mohawk”), has been sentenced to more than seven years in federal prison for defrauding Mohawk. 

     “Kanyadan held a position of authority as a C-suite executive at Mohawk and abused his fiduciary duty by stealing from the company that trusted him,” said Acting U.S. Attorney Richard S. Moultrie, Jr.  “His sentence is a reasonable one that reflects the seriousness of his criminal conduct.”

    “The defendant stole money that should have gone to his employer,” said FBI Atlanta Special Agent in Charge Paul Brown.  “We will continue to investigate and hold accountable anyone who attempts to scam their employer out of funds.”

    According to Acting U.S. Attorney Moultrie, the indictment, and other information presented in court: Kanyadan was Mohawk’s Global Chief Information Officer, responsible for Information Technology (“IT”) services and decisions. In 2019, Mohawk began a large, multi-year IT project and outsourced work for the project to IT consulting firms.  Kanyadan secretly organized and controlled a Georgia company, Meta Technology Platforms, LLC (“Meta Tech”), and used his position at Mohawk to retain Meta Tech as a Mohawk vendor and divert Mohawk’s outsourced IT consulting work to Meta Tech.

    Between approximately May 7, 2022, and October 2, 2022, Meta Tech submitted invoices to Mohawk totaling approximately $3,016,011.40.  But these invoices did not disclose Kanyadan’s relationship to Meta Tech.  Moreover, the invoices charged Mohawk for services that had not actually been performed and for software that had not actually been provided.  The invoices also charged Mohawk inflated hourly rates that Kanyadan approved on Mohawk’s behalf.  Based on the fraudulent invoices, Mohawk paid Meta Tech approximately $1,857,741.40, in total, with approximately $820,577.40 of that amount arising from fraud.

    Jana Kanyadan, 54, of Marietta, Georgia, was sentenced to seven years, six months in prison to be followed by three years of supervised release.  Kanyadan was also ordered to pay a $250,000 fine and $985,166.66 in restitution.  Kanyadan pleaded guilty to one count of wire fraud conspiracy and seven counts of wire fraud on November 1, 2024. 

    This case was investigated by the Federal Bureau of Investigation.

    Assistant U.S. Attorney Samir Kaushal and former Assistant U.S. Attorney Tal C. Chaiken prosecuted the case.

    SITI attends press conference of World Internet Conference Asia-Pacific Summit in Beijing 
         In addition to the highly acclaimed annual Wuzhen Summit, the WIC has designated Hong Kong for the first time to host the Asia-Pacific Summit. Organised by the Hong Kong Special Administrative Region (HKSAR) Government and co-organised by the Innovation, Technology and Industry Bureau (ITIB), the Summit will be held April 14 and 15 at the Hong Kong Convention and Exhibition Centre under the theme of “Integration of AI and Digital Technologies Shaping the Future – Jointly Building a Community with a Shared Future in Cyberspace”.
     
         The Summit is expected to attract around 1,000 participants from the Mainland and overseas, including representatives from governments and enterprises, international organisations, leading corporations, experts and scholars. Through exploring the latest trends in various technology areas and in-depth exchanges of views and experiences, the Summit aims to enable all parties to seize the development opportunities brought about by digital and intelligent transformation, promoting high-quality development in innovation and technology (I&T), strengthening digital collaboration, and creating new momentum and new advantages for the development of the Asia-Pacific region.
     
         Mr Ren said that the WIC has chosen to organise the Asia-Pacific Summit in Hong Kong to leverage Hong Kong’s unique advantage of global connectivity, fostering a cross-regional, cross-sector and cross-cultural dialogue platform to inject new impetus and create new opportunities for building an open, inclusive, innovative, connected and co-operative community with a shared future for the Asia-Pacific region.
     
         Professor Sun expressed his gratitude to the WIC for choosing Hong Kong as the host city of the 2025 Summit, affirming Hong Kong’s pivotal role of bridging the country and the world as a dual platform. This creates a top-notch platform for exchanges, dialogue and co-operation in I&T, further strengthening Hong Kong’s position as an international I&T centre.   • MIL-OSI Asia-Pac: Stakeholders Meet for Dissemination of CSIR Technologies in Andaman and Nicobar Islands

    CSIR-National Institute of Science Communication and Policy Research (NIScPR), Unnat Bharat Abhiyan (UBA) – National Coordinating Institute, IIT Delhi, Vijnana Bharati (VIBHA), and Jawaharlal Nehru Rajkeeya Mahavidyalaya (PI, UBA) jointly organised three day stakeholders meet (11-13 March) for dissemination of CSIR technologies in Port Blair.

    The Andaman and Nicobar Islands, known for their unique geography and ecological richness, face distinct challenges in sectors such as agriculture, fisheries, water resources, healthcare, and disaster management. Despite their potential for sustainable development, limited infrastructure, underutilization of natural resources, and the lack of access to modern technologies hinder the region’s growth. However, with the application of innovative solutions, these challenges can be addressed effectively.

    The Council of Scientific and Industrial Research (CSIR), a leading research and development organization in India, has developed a wide array of technologies in key sectors such as agriculture, food processing technologies, bee farming and bee hive technologies, floriculture and AROMA mission, water purification technologies, water desalination technologies, fish processing, and more. The dissemination of these technologies could significantly contribute to the region’s sustainable development by creating livelihood opportunities and improving the overall quality of life.

    To facilitate this, a three-day stakeholders meet was organized to discuss and disseminate CSIR technologies to address the region’s specific challenges. The event, set to take place from March 11-13, 2025, at Jawaharlal Nehru Rajkeeya Mahavidyalaya (JNRM) in Port Blair, is jointly organized by CSIR-NIScPR, Unnat Bharat Abhiyan (UBA) – National Coordinating Institute, IIT Delhi, Vijnana Bharati (VIBHA), and JNRM. The objective of this event was to showcase CSIR technologies tailored to the socio-economic and ecological context of the region, facilitate dialogue among stakeholders, build collaborations and encourage partnerships for technology implementation, and provide capacity building through technology demonstrations and presentations. Key focus areas of the event included exploring CSIR’s solutions and their potential applications in the region like Floriculture Mission, AROMA Mission, Food Processing Technologies, Solar Drier Technology, Bee Farming and Beehive Technologies, Water Desalination Technologies, etc.

    The meeting follows an earlier event held in January 2024 and aims to further explore the potential application of CSIR technologies to foster sustainable development in the region. The event was graced by a distinguished panel of experts.

    The meet was inaugurated in the presence of Prof. Ranjana Aggarwal, Director CSIR-NIScPR; Dr. Sridevi Annapurna Singh, Director CSIR-CFTRI; Dr.Ajit Kumar Shasany, Director CSIR-NBRI. This occasion was graced by the Chief Guest Ms Pallavi Sarkar, IAS, Secretary (Agriculture/ Animal Husbandry Coordinator CS Office) ED (ANIIDICO) and Guest of Honor Dr. Eknath B. Chakurkar, Director ICAR-CIARI. Dr. Pradeep Kumar Singh, Project Director UBA, Shri Sreeparasad Kuttan, organizing secretary VIBHA and  Principal in charge JNRM also present in this meet. Scientists from CSIR-CFTRI, CSIR-IHBT, CSIR-CIMAP, CSIR-IICT, CSIR-CSMCRI, CSIR-NIEST, CSIR-NBRI, CSIR-TMD and NIOT, representative from NABARD, and as many as 150 representations from various SHGs participated in this meet.

    Prof. Ranjana Aggarwal highlighted the concept behind the organizing this programme and explained that how interventions of CSIR technology might harness the potential of Andaman & Nicobar region and expressed her believe that effort behind meet would certainly be translated in technology implementation enriching the socioeconomic profile of the region.  She noticed and remarked about the dominant participation of women in this meet. She discussed about the roles of the CSIR, UBA and VIBHA in working out providing S&T solutions at rural areas towards capacity building of rural regions.  She thanked CSIR-CFTRI, CSIR-IHBT, CSIR-CIMAP, CSIR-IICT, CSIR-CSMCRI, CSIR-NIEST, CSIR-NBRI and NIOT for participating in this event along with CSIR-NIScPR. 

    Dr. K.C. Joshi, Principal in charge JNRM, welcomed the delegates and participants and highlighted the importance of technology intervention in rural development, which is very important especially in the Andaman & Nicobar region. He remarked that this would unlock the potential of this region.

    Ms. Pallavi Sarkar, IAS, extended for her being given this interactive platform and remarked this event is a landmark event bringing scientifically validated technologies in the land of Andaman & Nicobar region. She requested that all the stakeholders should actively engage in all technology dissemination sessions with the scientist to translate natural-resource potential of this region in value added products which may be promoted to international market. She further elaborated that technologies suitable for the socioeconomic development of the Andaman & Nicobar regions should be properly worked out, mapped, and catalogued during this meet. Additionally, she suggested that the scientific community should also workout on mapping of natural resources for which potential technologies may be developed in synergy with the traditional knowledge for producing value added products which may be promoted in the international market. She emphasized that the technologies may be promoted that forest-based products, animal based, sea based products, value added products from coconut, honey bee farming and value added products from honey those could be taken to international scale.

    Dr. Eaknath B. Chakurkar, Director of ICAR-CIARI, Andaman and Nicobar Islands, delivered the Guest of Honor address, emphasizing the importance of collaboration between scientific research institutions and local authorities for the region’s sustainable development.  Dr.Chakurkar, extended his thanks to organizers for inviting him in this crucial event and outlined the prior linkages ICAR-CIARI is having with UBA and VIBHA. He mentioned about the secondary agriculture, in which people are not directly involved with agriculture, such amul butter,  sindoor plant, Arica net plate making business, etc. He asserted that this event is remarkable as many scientists have made themselves available to discuss with the stakeholders. He therefore requested all the stakeholders to make the maximum utilization of this opportunity.

    Dr. Sridevi Annapurna Singh, Director CSIR-CFTRI, expressed that she believes that CSIR-CFTRI technologies shall be of great importance for uplifting the quality of value added food products in this region. She mentioned briefly about the important technologies developed by CSIR-CFTRI such as Amul milk powder, spice oils and oleoresins, instant mixes etc. She emphasized the need of adopting the indigenous technologies for rural development. She exemplified the coconut based technologies of CSIR-CFTRI as one of the technology which implementation will be discussed in this meet considering the easy availability of coconut in this region. She mentioned and listed out several training programmes, incubation centers, and hand holding support CSIR-CFTRI has provisioned for rural capacity building. 

    Dr. Kandimuthu, extended his hearty welcomed dignitaries and introduced Padmashri Ms. Panchimal Nariayal Amma and Smt. Meenamal who are working in the Andaman & Nicobar regions at grass root level.

    Dr. Ajit Kumar Shasney, Director CSIr-NBRI Lucknow, in very simple words, communicated the importance of technology and underlined the importance this event to the audience. He explained the efforts CSIR institutes are making multiple and sincere efforts towards the Lab-to-Land translation of rural technologies. He mentioned about the changes brought by organic khaad and bacteria-based solutions, substituting urea and pesticides, developed by CSIR-NBRI, which have potential applications in Andaman & Nicobar region.

    Dr. P.K. Singh, project director UBA, highlighted the activities of UBA running over pan India. He mentioned about the various events UBA is conducting in collaboration with CSIR-NIScPR. He requested students aspiring towards rural developments to explore UBA projects which come twice in year. He further mentioned about various other activities UBA has undertaken to increase involvement of the faculties and student in rural development.

    Shri Sreepasad MK, address this meet highlighting the role of VIBHA for uplifting the rural livelihood. He mentioned about the 38 chapters VIBHA has introduced pan India in various Indian states. He also mentioned about him being the representative of Andaman & Nicobar in VIBHA. He further exemplified the importance of this event and unique opportunities this event is going provide to stakeholders.

    Dr. Yogesh Suman, Chief Scientist, CSIR-NIScPR, New Delhi, presented the activities undertaken for rural development through S&T interventions in the project ‘Creating livelihood opportunity through CSIR Technologies using UBA and VIBHA Network’. He also proposed the vote of thanks to all the experts, scientists, and participants.

    MS. Kamachi Chellammal, Andaman’s ‘Nariyal Amma’ Padamshree awardee was also participated in the event and the scientist also visited to their agricultural forms for mapping of suitable technologies for their region.

    The technical session 1 related to the Making Value Added products using Food Processing Technologies CSIR-CFTRI, presented by Dr Sridevi Annapurna Singh, Dr Aashitosh Inamdar, and Dr Pratap Singh Negi. The CSIR-CFTRI technologies suitable for Andaman and Nicobar Islands along with dissemination and adaptation strategies were presented in the session.

    The technical session 2 related to exploring application of CSIR Technologies related to floriculture and AROMA mission in Andaman region were highlighted from Dr Ramesh Chandra Srivastava, Dr Rajesh Kumar Verma from CSIR-CIMAP, Dr Sukhjinder Singh from CSIR-IHBT Palampur and Dr. Manish Bhoyar, CSIR-NBRI, Lucknow.

    The technical session 3 of day 2 was started with Bee farming and Bee hive technologies for Andaman Region by presenting ‘Imporved Beehive Technology’ developed by CSIR-IHBT Palampur and presented by Dr Sukhjinder Singh, CSIR-IHBT Palampur. The application of Water Desalination Technology in Andaman Region presented by Dr S. Sreedhar  CSIR-IICT Hyderabad and Dr. G. Venkatesan, National Institute of Ocean Technology (NIOT), Chennai.     CSIR-CSMCRI, Bhav Nagar presented the Application of decentralized solar thermal dryer for hygienic drying of Agri-food products and highlighted the suitability of this technology for agro-food products and fish drying for Andaman and Nicobar region. Overview of Funding Schemes available in NABARD Andaman region presented by Shri Pratap Singh, Assistant Manager NABARD, Andaman Region. The field visit was also organized to understand the issues and the technology mapping for the region.

    Denis Manturov and the Chairman of the Council of Ministers, Minister of Foreign Affairs of Qatar Mohammed bin Abdul Rahman bin Jassim Al Thani held the 5th meeting of the Joint Russian-Qatari Commission on Trade, Economic and Technical Cooperation.

    First Deputy Prime Minister of Russia Denis Manturov and Chairman of the Council of Ministers, Minister of Foreign Affairs of Qatar Mohammed bin Abdul Rahman bin Jassim Al Thani held the 5th meeting of the Joint Russian-Qatari Commission on Trade, Economic and Technical Cooperation.

    During the meeting, the parties discussed issues of bilateral cooperation in the areas of trade, investment and finance, transport and digital technologies, as well as humanitarian projects, including culture, sports and education. Particular attention was paid to industrial cooperation in such sectors as pharmaceuticals, shipbuilding, power engineering, including in the field of renewable energy.

    Denis Manturov noted that given the scale of foreign trade between Russia and Qatar, the volume of bilateral trade does not fully reflect the existing potential. Opportunities for increasing and diversifying mutual trade, in particular, are associated with food supplies.

    “Cereals, primarily wheat and barley, already predominate in the structure of our trade turnover. We are ready to increase shipments of agricultural products, including halal products. Having in mind not only ensuring food security for Qatar, but also creating a regional agro-industrial hub in your country. Among the promising export products, we can also highlight beef, poultry, sunflower oil and confectionery,” said the First Deputy Prime Minister.

    Speaking about mutually beneficial projects in the pharmaceutical sector, Denis Manturov noted that in addition to supplying a wide range of medicines, Russia is considering localizing production in Qatar with the transfer of relevant technologies. In addition, opportunities for cooperation are opened up by domestic advanced developments in the field of shipbuilding, in particular, this concerns passenger hydrofoils and environmentally friendly silent electric vessels, which are successfully operated in Russia.

    “Interaction in the field of digital technologies contains a capacious potential. Russian companies have unique developments in the field of artificial intelligence, the Internet of things and solutions in the field of information security. I would like to highlight the opportunities for cooperation between Moscow and Doha in such a relevant area as smart city technologies,” Denis Manturov noted.

    A positive trend in the development of cooperation in the field of tourism was noted. “Last year, more than 100 thousand Russian citizens visited Qatar. Reciprocal interest from Qatari citizens is also increasing – in 2024, we received about 11 thousand tourists from your country. This is understandable, since Russia combines unique natural, climatic, cultural and historical features with a dynamically growing level of the hospitality industry and security,” said Denis Manturov.

    Speaking about cooperation in the field of sports, the First Deputy Prime Minister recalled that in November last year, Doha hosted the international rhythmic gymnastics competition “Heavenly Grace Cup”, organized on the initiative of Olympic champion Alina Kabaeva. The interdepartmental Memorandum of Understanding in the field of physical culture and sports, the signing of which is planned for the near future, will contribute to strengthening cooperation.

    In conclusion of his speech, Denis Manturov invited Qatari representatives to take part in the St. Petersburg International Economic Forum scheduled for June, where the country was a guest in 2021, in the Russia-Islamic World International Economic Forum to be held in Kazan in May, the Innoprom International Industrial Exhibition in Yekaterinburg in July, and the Russian Energy Week in Moscow in October. In addition, during the IGC, the Russian side voiced a proposal to hold a Russian-Qatari business forum in Moscow in April 2025.

    Isolated large hail events to 0.5 inches in diameter possible

    SUMMARY…A broken band of thunderstorms will continue east into the
    Watch area this morning within a weakly unstable airmass with very
    strong flow aloft. A greater risk for wind damage along with a
    threat for a couple of tornadoes, will seemingly focus with
    organized bowing segments and perhaps a few embedded circulations
    within the band of thunderstorms.

    The tornado watch area is approximately along and 80 statute miles
    east and west of a line from 35 miles north northeast of

    Secretary for Innovation, Technology & Industry Prof Sun Dong is due to depart today for Beijing, where together with Secretary General of the World Internet Conference (WIC) Ren Xianliang he will tomorrow attend a press conference to announce details of this year’s WIC Asia-Pacific Summit, which will be held in Hong Kong.

    Prof Sun will return to Hong Kong tomorrow. During his absence, Under Secretary for Innovation, Technology & Industry Lillian Cheong will be Acting Secretary.
