China’s State Council Information Office on Tuesday released a white paper, titled “Controlling Fentanyl-Related Substances — China’s Contribution,” highlighting the country’s rigorous control over the chemicals.
China has attached great importance to maintaining control over fentanyl-related substances in recent years, the white paper says.
The country has exercised strict supervision over fentanyl-related medications, rigorously prevented the abuse of fentanyl-related substances, and stricken hard against the smuggling, manufacturing, and trafficking of fentanyl-related substances and related precursor chemicals, it notes.
“These have delivered notable results,” it states.
The document also emphasizes China’s commitment to enhancing international cooperation on drug control through dialogue, joint investigations, and knowledge sharing, while fostering partnerships based on equality and mutual trust.
“China has achieved notable successes in in-depth cooperation with countries concerned, including the United States, in addressing problems with fentanyl-related substances and their precursors,” the white paper states.
According to the document, China has enumerated fentanyl-related medications in the List of Controlled Narcotic Drugs and exercises strict control in terms of their manufacturing, sale, use and export.
Regarding control, China has worked actively to establish a digital tracking system for fentanyl-related medications, the white paper notes.
The comprehensive use of new technologies and methods, such as radio frequency identification tags, the Internet of Things, and artificial intelligence, enables whole-process dynamic monitoring and closed-loop management of the manufacturing, sale, transport, use, import and export of fentanyl-related medications, which further prevents them from becoming lost.
China actively responds to new challenges associated with fentanyl-related substances, states the document.
To prevent the abuse of fentanyl-related substances and to combat and control related crimes to the greatest extent possible, China has adopted integrated measures such as expanding the list of controlled substances, strengthening regular supervision, stepping up inspection and seizure, and implementing innovative controls.
Committed to the vision of a global community of shared future, the white paper says China rigorously meets its international drug control obligations and adheres to the principle of shared responsibility among all countries and a comprehensive and balanced approach to drug control.
“It advocates mutual assistance, joint contribution, and shared benefit among all countries, and opposes finger-pointing and buck-passing,” the document asserts.
The white paper further emphasizes that China honors its own drug control responsibilities, firmly upholds the existing international drug control system, participates fully in making important decisions on international drug control, and contributes Chinese wisdom and solutions to the global governance of drugs.

The forum was well attended by policy makers from multiple countries, heads of international industry associations, consulting institution experts, and industry leaders.
The speakers examined the opportunities and challenges arising in the digital economy, and discussed the importance of solid digital infrastructure, strong industry collaboration, and open and collaborative digital ecosystems. Many also provided their own recommendations on digital strategy and roadmaps for high-quality development of the global digital economy.
Industry adoption of digital technologies like AI, 5G-A, and green energy is accelerating as more applications drive increases in productivity. The digital economy has also become a major driver of global economic growth, and more than 170 countries have released dedicated national strategies on digital development.
Digitalization remains uneven between various regions, but many report seeing some common challenges:
How can governments stimulate digital demand to drive economic growth?
What is the best roadmap for building digital infrastructure?
How should governments be measuring digital economy development?
National development of a high-quality, sustainable digital economy has also become a common concern of many governments.
David Wang, Director of the Board and Chairman of the ICT Infrastructure Managing Board at Huawei, opening the Digital Economy Development Forum

During his speech, Wang outlined five ways ICT infrastructure can drive digital economy development, based on current success stories they’ve studied from across the globe. His five takeaways were:

President Lai attends 2024 Asia Democracy and Human Rights Award ceremony
On the morning of December 10, President Lai Ching-te presented the 2024 Asia Democracy and Human Rights Award to Bangladesh-based human rights organization Odhikar. In his remarks, President Lai recognized Odhikar’s dedication to promoting the human and political rights of the citizens of Bangladesh and courageously forging ahead in the pursuit of democracy and human rights. The president emphasized that defending democracy requires all the strength we can muster. He stated that the government of Taiwan will continue its efforts to strengthen Taiwan’s ability to defend democracy, and deepen partnerships with various countries to make global democracy more resilient. A translation of President Lai’s remarks follows: First, on behalf of the people of Taiwan, I want to offer sincere congratulations to Bangladesh-based human rights organization Odhikar, winner of the 2024 Asia Democracy and Human Rights Award. The Taiwan Foundation for Democracy (TFD) upholds that in Taiwan, human rights are a pillar of the nation. The TFD established the Asia Democracy and Human Rights Award in 2006, and thanks to the leadership of its successive chairmen and presidents, this award has now become one of Asia’s highest honors. And under the leadership of Chairman Han Kuo-yu (韓國瑜), it will continue to strengthen Taiwan’s links with the world. This award recognizes individuals or groups that have promoted democracy and defended human rights in Asia, and also conveys the values that Taiwan upholds. Recipients of this award, just like Odhikar, have fought valiantly for freedom and human rights. Since its founding in 1994, Odhikar has been dedicated to promoting the human and political rights of the citizens of Bangladesh. The organization not only provides oversight and promotes accountability, but also publishes an annual human rights report that exposes neglected human rights abuses, so that unjust practices hidden in darkness can be brought to light. Members of Odhikar’s team have long faced severe difficulties while conducting human rights work, including harassment, imprisonment, and surveillance. Nevertheless, all have maintained an indomitable fighting spirit, courageously forging ahead in the pursuit of democracy and human rights, which is truly admirable. Taiwan, like Bangladesh, has experienced the suppression and coercion of authoritarian rule. But thanks to the dedication of many democracy activists and defenders of human rights, the people of Taiwan now enjoy a free and democratic way of life, and can use their ballots to determine the future of their own country. Taiwan is now a vibrant democratic society on the frontline of the defense of democracy. In recent years, disinformation and cognitive warfare have become challenges for all democracies. Through the Global Cooperation and Training Framework (GCTF), Taiwan has continuously expanded cooperation with various partner countries, exchanging experiences and strategies to counter disinformation. In September this year, for example, a GCTF overseas workshop was held in Lithuania for the first time, exploring how to deal with foreign information manipulation and interference during elections. Looking ahead, the government of Taiwan will continue its efforts to strengthen our ability to defend democracy, and deepen our partnerships with various countries to make global democracy more resilient. I also want to emphasize that defending democracy requires all the strength we can muster. So today, on Human Rights Day, I am honored to congratulate Odhikar in person, and thank you all for sharing your ideas and experiences with Taiwan’s society to forge an even greater force for progress. I look forward to a world with more civil society organizations like Odhikar to strengthen the bulwarks of freedom and human rights, and I firmly believe that into the future, your courageous convictions will be carried forward here in Taiwan. Let’s continue our efforts. Members of the foreign diplomatic corps stationed in Taiwan were also in attendance at the event.

President Tsai attends 2024 Human Rights Press Awards ceremony
On the evening of May 10, President Tsai Ing-wen attended the 2024 Human Rights Press Awards ceremony. In her remarks, President Tsai thanked the media for reporting on and bringing awareness to many important human rights issues. The president stated that Taiwan remains committed to advancing human rights. In 2019, she said, Taiwan became the first Asian country to legalize same-sex marriage, and in the following year, we established the National Human Rights Commission to better monitor and secure human rights protections at home. The president also stated that in 2022, Taiwan rolled out our first National Human Rights Action Plan, and in February, the Executive Yuan passed the UN International Convention for the Protection of All Persons from Enforced Disappearance, marking another major milestone for Taiwan’s human rights development, achieved by our people and government working together. President Tsai stated that Taiwan now is rated as one of the freest countries when it comes to press freedom, and is an important hub for international media. This growing presence of international journalists, she said, is evidence that Taiwan is a country where transparency, freedom of expression, and easy access to information are ensured. The president said she is looking forward to Taiwan continuing to be the home for free press in Asia, and that Taiwan will continue to stand up for democracy, freedom, and human rights, and endeavor to build a world where all can live in dignity. A transcript of President Tsai’s remarks follows: It is my pleasure to join you all today at this important awards ceremony to congratulate the recipients of the Human Rights Press Awards. I am also happy about the fact that this event is being held in Taiwan for the very first time.  Your presence here is testament to Taiwan’s hard work on safeguarding media freedom and human rights. This event is also a demonstration to the world just how deeply Taiwan values these important pillars of democracy. I would like to thank the organizers of this event: Human Rights Watch, the Walter Cronkite School of Journalism and Mass Communication at Arizona State University, the foreign correspondents’ clubs of Taiwan and Thailand, and the Reynolds Center for Business Journalism. I applaud you for taking up this important mission of maintaining this award at a time when journalists are under unprecedented pressure and repression in carrying out their duties.  Tonight, I want to congratulate the recipients of the Human Rights Press Awards.  Congratulations to you all, and thank you for reporting on, and bringing awareness to many important human rights issues.  This includes the persecution of religious minorities in Myanmar, the rising number of suicides among Afghan women living under Taliban rule, and the Chinese government’s treatment of White Paper protesters, who stood up against COVID-19 lockdowns.  In an era of rising authoritarianism, with an increasing number of autocratic leaders and disinformation campaigns, your role as journalists in exposing the truth is more critical than ever. And through a variety of forms, such as writing, photography, video, audio, and multimedia, your courage and effort not only inspire us. You also help raise awareness in the international community, and prompt us to take action to tackle these pressing human rights issues. More importantly, by exposing injustices, you give hope to those whose stories that you told.  In Taiwan, we experienced the injustices of authoritarian rule, under nearly four decades of martial law. Some even sacrificed their lives for media freedom. Through our hard work, Taiwan now is rated as one of the freest countries when it comes to press freedom. In Freedom House’s report on Freedom in the World this year, Taiwan scored 94 out of 100. Under the Civil Liberties category, Taiwan received a perfect score for Freedom of Expression and Belief. Our news media is described as “generally free, reflecting a diversity of views and reporting aggressively on government policies.” Of course, in a critical way. According to the Economist Intelligence Unit’s Democracy Index 2023, Taiwan ranked 10th in the world and first in Asia, and was one of only 24 countries in the world evaluated as a “full democracy.” And, in this year’s World Press Freedom Index by Reporters Without Borders, Taiwan ranked 27th in the world, rising eight spots from last year. Despite these achievements, in recent years, there have been authoritarian forces targeting the freedom we have worked so hard to achieve. We found that there are constant attempts from authoritarian forces to influence our media environment. There are also well-funded, large-scale disinformation campaigns making extensive use of internal and external propaganda to influence Taiwan’s democracy. The freedoms enjoyed by Taiwanese citizens on the internet, media, and social media are now being utilized to erode Taiwan’s democracy.  Eleven years in a row, Taiwan has exceeded every other country in the world, on the amount of false information disseminated within its borders by other governments, according to the research by V-Dem. There are several goals of such campaigns. They want to further polarize our society, pitting citizens against one another. They also want to erode trust in democratic institutions and government officials. They aggressively promote the narrative that democracy is chaotic and inefficient. Such disinformation campaigns have become one of the most difficult challenges for democracies like Taiwan. Moreover, the rise of AI has benefited all of us. On the other hand, this rise has also allowed disinformation to be generated and distributed at an unprecedented rate. This makes deterring it much more difficult. This also makes defending our right to know the facts all the more important.  A democracy has limited means to deal with disinformation campaigns. This is out of the concern of causing harm to freedom of speech, if measures are taken to limit, restrict, or control the free flow of information. In Taiwan, in order to counter disinformation campaigns, we encourage all parts of our society to act together. As timeliness and transparency are keys to an effective defense against disinformation, the Taiwanese government holds news briefings and releases real-time official clarifications on a regular basis. Taiwan’s vibrant civil society also contributes quite a lot to combat disinformation. Some publish thoroughly researched and detailed reports on disinformation campaigns. They also identify playbooks on authoritarian information manipulation. This is accompanied by media literacy lesson plans and offering education to citizens. The civil tech community has also developed chatbots for chat applications to make fact-checking much easier.  Other than countering information warfare from authoritarian regimes, Taiwan remains committed to advancing human rights. In 2019, we became the first Asian country to legalize same-sex marriage. The following year, we established the National Human Rights Commission to better monitor and secure human rights protections at home. And in 2022, we rolled out our first National Human Rights Action Plan, with the aim of continually improving human rights standards. Although Taiwan is not a member of the United Nations (UN), we have voluntarily incorporated six international covenants on human rights into domestic law, and issued national reports on their implementation.  In February, the Executive Yuan passed the UN International Convention for the Protection of All Persons from Enforced Disappearance. This marked another major milestone for Taiwan’s human rights development, achieved by our people and government working together. As the result of our work on safeguarding freedom, Taiwan is now an important hub for international media. In recent years, we have received increasing numbers of resident correspondents and visiting journalists from international media agencies. As of last month, Taiwan is home to 176 correspondents from 86 media outlets originating in 22 countries – this is roughly double the figure from 2016. This growing presence of international journalists is evidence that Taiwan is a country where transparency, freedom of expression, and easy access to information are ensured. I am proud and looking forward to Taiwan continuing to be the home for free press in Asia. Despite the new and growing challenges in the region, Taiwan will continue to stand up for democracy, freedom, and human rights. Now more than ever, it is essential that we unite and support one another, as we address these challenges together and endeavor to build a world where all can live in dignity. I want to close by thanking you all again for joining me to honor the recipients of the Human Rights Press Awards. At a time when many journalists in Asia and from around the world must put their safety at risk for doing their job, you have our utmost respect for your professionalism and courage. Once again, congratulations to all the award-winners. Also in attendance at the event were European Economic and Trade Office Head Filip Grzegorzewski and British Office Taipei Representative John Dennis.

President Tsai delivers remarks at International Holocaust Remembrance Day event
On the afternoon of April 17, President Tsai Ing-wen attended an International Holocaust Remembrance Day event and delivered remarks, in which she said that unity is imperative in combating hatred and developing understanding. The president stated that as we are confronted with the growing threats of terrorism and authoritarianism, Taiwan has been taking initiatives, through collaboration with our international partners, to enhance regional religious freedom, to fight against discrimination, and to promote equality. She stated that Taiwan will continue to be a strong advocate for human rights and democracy, so we can leave the world a better place for future generations. Upon arrival, President Tsai took in a musical performance and watched as a rabbi recited a prayer before joining other distinguished guests to light candles in memory of the Holocaust’s victims. A transcript of President Tsai’s remarks follows: I would like to begin by thanking the Israel Economic and Cultural Office (ISECO) in Taipei, the German Institute Taipei, the Ministry of Foreign Affairs, and the Taiwan Foundation for Democracy for co-organizing this important event. I also want to thank you all for making time to come here today to remember those who lost their lives in the Holocaust. We are also here to pay tribute to those who survived, and to acknowledge the sufferings of all who were affected by this dark chapter of human history.  I also want to take a moment to acknowledge Mr. Peter Gaspar, who is joining us virtually today. I am grateful for his participation in this year’s event and for sharing his harrowing experience with all of us. Every year, we come here together to remember those who perished in the Holocaust, as well as those who endured unimaginable sufferings because of this tragedy. We must pledge to never forget this period in history, when human dignity was cast aside for political ideology. We should also never stop fighting against discrimination and bigotry. We must also be reminded that there are still countless people who continue to suffer at the hands of authoritarian regimes and dictatorships, just because they are of different ethnic origin, gender, sexual orientation, religion, or political ideology. In other words, there is still much work needed to be done. In the pursuit of justice and truth, we can learn from Israel and Germany – Israel in its efforts to preserve the historical accounts of the Holocaust, especially its victims, and Germany in its courage to face the past.  In Taiwan, we have been working to ensure that we address the injustices of the past and uncover the truth of atrocities in the authoritarian era. In addition to the annual commemoration of the 228 Incident, my government has built a solid foundation for the realization of transitional justice. We elevated transitional justice as a priority at the highest government level. The Executive Yuan established government bodies to further emphasize the values of transitional justice in policy implementation. The newly amended Political Archives Act came into effect this year, on the 77th anniversary of the 228 Incident. This is an important element in my government’s effort to restore truth in the pursuit of transitional justice. We hope this will further help bring some closure and comfort to the victims of the White Terror era and their families. Even though we have come quite a long way on upholding human rights and fighting against bigotry, the world must continue to confront antisemitism and authoritarian aggression. We are also seeing the horrifying effects of such aggressions in Ukraine and in Hamas’ terroristic attack on Israel. This is why we stress the importance of working alongside the international community to safeguard what we fought so hard to achieve, that is, democracy, freedom, equality, and peace. As part of our collaborative efforts, starting from 2021, the Israel office here, our Ministry of Education’s human rights resource center, and Yad Vashem, Israel’s World Holocaust Remembrance Center, co-organized workshops and held traveling exhibitions to raise awareness on the history of the Holocaust. We also continue to donate to Yad Ezer Lechaver, an NGO that works with our representative office in Tel Aviv, to help provide daily necessities to Holocaust survivors. Through collaboration with our international partners, Taiwan has been proactively taking initiatives to enhance regional religious freedom, to fight against discrimination, and to promote equality. Taiwan will continue to be a strong advocate for human rights and democracy. History has taught us time and again that unity is imperative in combating hatred and developing understanding. As we are confronted with the growing threats of terrorism and authoritarianism, it is even more important that we work together, so we can leave the world a better place for future generations. We owe it to the memory of those who lost their precious lives to a tragedy like the Holocaust and those who sacrificed themselves to protect the value of democracy. We should also remind ourselves to remain vigilant, while we reaffirm our vow to not let this tragedy happen again. In closing, I want to thank everyone for taking part in this meaningful event, and for keeping the names and stories of the victims of the Holocaust living in our memory. Also in attendance at the event were Chair of the Knesset Taiwan friendship group Boaz Toporovsky, ISECO Representative Maya Yaron, and German Institute Taipei Director General Jörg Polster.

President Tsai attends ceremony marking 77th anniversary of 228 Incident
On the morning of February 28, in Chiayi County, President Tsai Ing-wen attended the nation’s main memorial ceremony marking the 77th anniversary of the 228 Incident. The president offered a floral wreath in memory of the victims, and stated that over the past eight years the government has worked systematically to advance work in transitional justice, pointing out that it has completed four fact-finding investigation reports to restore historical truths and has helped victims to restore their reputations and receive compensation. She said that nearly 2,000 applications for compensation have been accepted for processing, and the government has already paid out a total of more than NT$4 billion in compensation. The government’s effort last year to pass an amendment to the Political Archives Act saw support from both the ruling and opposition parties, she said, and that amendment enters into force today. The president emphasized that transitional justice is not intended to be directed at any particular political party. Rather, she said, it is that the government in a democratic system must take responsibility for illegal acts committed by the state during an earlier period of authoritarian rule and make amends for past harms. She said that honestly facing up to our history is the only way Taiwan’s democratic institutions can become more deeply rooted and continue to evolve. Emphasizing that there is no shortcut to transitional justice, and that scars in the memory do not easily fade, the president said that our generation must take concrete action to find ways to peacefully coexist with history and build an even more open society. She said that to face the past, we must not forget the past, much less fear to remember it; and to face the future, we must continue to deepen our discussions as we pursue a more democratic, sustainable social community. A translation of the president’s remarks follows: The February 28 Incident filled the people of Taiwan with a desire for democracy and freedom, but authoritarianism and heavy-handed rule stymied the seeds of democracy and ushered in the White Terror era. This difficult period of the past left a scar on Taiwan’s history. To help this scar to heal, we must first understand the nature of the wound. Until we honestly face facts and listen to one other, we cannot close our wounds and reach the genuine reconciliation that ends our history being a cause of division in Taiwan. Once we do this, the people of Taiwan will be better able to join together in defense of democracy and move forward together. Over the past eight years, we have worked systematically to advance work in transitional justice. In the area of legislative action, we began with reinforcing the foundation for transitional justice by amending the Act Governing the Settlement of Ill-gotten Properties by Political Parties and Their Affiliate Organizations, the Act on Promoting Transitional Justice, the Organizational Act of the National Human Rights Museum, the Political Archives Act, and the Act to Restore Victim’s Rights Infringed by Illegal Acts of the State During the Period of Authoritarian Rule. We have also established specialized organizations and mechanisms that form the engine moving our transitional justice project forward. Now that the Transitional Justice Commission has completed its mission, the Executive Yuan is coordinating the efforts of six central government agencies that have taken over the task of implementing transitional justice work. Building on this foundation, our government has completed four fact-finding investigation reports to restore historical truths, and we have amended legislation to improve the handling of political archives and ill-gotten assets in the possession of political parties. From the ill-gotten party assets that have been appropriated by the state, a special fund has been established to support public welfare and transitional justice-related work. We have also helped victims restore their reputations and receive compensation. Nearly 2,000 applications for compensation have been accepted for processing by the Restoration of Victim’s Rights Infringed by Illegal Acts of the State During the Period of Authoritarian Rule Foundation since it was established over a year ago. Last year, for the first time ever, our government returned property to a victim from whom it had been illegally confiscated by the state during the period of authoritarian rule. In total, the government has already paid out more than NT$4 billion in compensation. Transitional justice is not intended to be directed at any particular political party. Rather, it is that the government in a democratic system must take responsibility for illegal acts committed by the state during an earlier period of authoritarian rule and make amends for past harms. Honestly facing up to our history is the only way Taiwan’s democratic institutions can become more deeply rooted and continue to evolve. After years of hard work, the 228 Memorial Foundation has identified 2,340 victims of the 228 Incident, and has additionally identified more than 4,000 possible victims. In a short while, acting on behalf of the government, I will be awarding “certificates of restored reputation” to the family members of several victims of the 228 Incident. Two of these individuals had originally been classified as “possible victims,” but after historical archives were made available for public access it was confirmed that they had indeed been victims. Our experience in this case showed us that there remain more historical truths for the government to help bring to light. This is why the government saw support from both the ruling and opposition parties last year when it worked to pass an amendment to the Political Archives Act. That amendment did pass, and it enters into force today. Political archives provide many important pieces in the puzzle of our historical past, so I would like to ask our national security officials to adopt an open-minded attitude. I would like for them to declassify more political archives and make them publicly accessible to the greatest possible extent. Our transitional justice work encompasses truth, justice, reparation, memorialization, and, most importantly, guarantees of non-recurrence. These are the five internationally recognized pillars of transitional justice. We have also seen different sectors of Taiwanese society contribute to transitional justice, each in its own way. In Search of a Mixed Identity, a film about a victim of the 228 Incident, will premiere next month, and the Gongsheng Music Festival, which is held annually to commemorate the incident, marked its 12th year in 2024. I want to thank the many civil society organizations and young people who have worked so long and hard to further the cause of transitional justice. You have given of yourselves for the nation, providing fresh tinder to keep the torch of democracy alight and keep it glowing ever stronger. I must also thank the Executive Yuan, the Transitional Justice Commission, the Ill-Gotten Party Assets Settlement Committee, and the various central government agencies and civil society organizations that have accompanied us on this undertaking every step of the way. Together we have worked on behalf of those who suffered the indignities of the 228 Incident and the White Terror era so that they can put the darkness behind them. But I know full well that our efforts pale in comparison to what the victims and their family members have been through. There is no shortcut to transitional justice, and scars in the memory do not easily fade. Our generation must take concrete action to find ways to peacefully coexist with history and build an even more open society.  I have spoken with the Executive Yuan about the three points that Chiang Jung-sen (江榮森) just raised. As a matter of fact, these three points are related to issues the Executive Yuan is actively addressing right now, and I am confident that the Executive Yuan will come forward with public statements at the proper times. These matters are all part of the government’s work, and we will continue doing our best to address them. To face the past, we must not forget the past, much less fear to remember it. To face the future, we must continue to deepen our discussions as we pursue a more democratic, sustainable social community.

President Tsai attends 2023 Asia Democracy and Human Rights Award ceremony
On the morning of December 7, President Tsai Ing-wen presented the 2023 Asia Democracy and Human Rights Award to Amihan Abueva, regional executive director of the Child Rights Coalition Asia (CRC Asia). In remarks, President Tsai recognized Ms. Abueva’s long-term contributions to advocacy for the rights of children in her battle against all forms of child violence. The president pointed out that Taiwan has endeavored for nearly a decade now to incorporate international standards for the rights of the child into domestic law to ensure more protections for children’s rights. The president said that Taiwan will remain vigilant to protect our hard-earned democracy, freedom, and human rights, and by doing so, help further entrench the rights of the child here and globally. A transcript of President Tsai’s remarks follows: Today, I would like to begin by congratulating Ms. Amihan Abueva on receiving this year’s Asia Democracy and Human Rights Award, established by the Taiwan Foundation for Democracy. Ms. Abueva has been a powerful advocate for the rights of children in her decades-long battle against all forms of child violence, especially trafficking and sexual exploitation. Throughout her career, she has epitomized selflessness and courage, tirelessly fighting to secure a safer world for our children and our future. Whether in her former roles as executive secretary and president of ECPAT International [End Child Prostitution, Child Pornography and Trafficking of Children for Sexual Purposes], or in her current position as the regional executive director of the Child Rights Coalition of Asia, Ms. Abueva has pushed for more child participation, in society and in policy-making for child welfare. She has also contributed to the strengthening of the relevant legal framework at the national and international levels. As she once said, “Children’s rights are everybody’s business.” Ms. Abueva has also played an important role in government efforts by serving as Philippine representative to the ASEAN Commission on the Rights of Women and Children. And her leadership today at CRC Asia has helped connect child rights organizations throughout Asia, including our own Child Welfare League Foundation in Taiwan. The network she built has brought the public sector and private society together to work toward the improvement of children’s rights. While advocating her cause, Ms. Abueva has also devoted herself to awareness raising, through speeches and reading materials, helping both adults and children see the warning signs so that they can prevent trafficking from taking place. Throughout her storied career, her mission has remained the same: to protect children, their rights, and their future, by giving them a voice and making sure their stories are heard. Taiwan also strives to do its part to protect our children and their rights. As with most rights advocacy, we owe our thanks to our civil society in spearheading grassroots efforts and working in coordination with the government. And a crucial part of that is making sure we have sound legislation. For nearly a decade now, we have endeavored to incorporate international standards for the rights of the child into domestic law. In 2014 we passed legislation to bring the principles of the 1989 United Nations Convention on the Rights of the Child (UNCRC), the most ratified human rights treaty in history, into our own legal framework. And to bring Taiwan more in compliance with the UNCRC, we hold discussions and reviews on our implementation efforts, which help us formulate future policy and further protect the rights of children. To date, we have submitted two national reports, each followed by a review meeting. To these, we invite international experts to discuss the state of children’s rights in Taiwan with our government agencies and NGOs. Most importantly, and as Ms. Abueva has long championed, children and the youth are represented in these meetings to ensure that they have a voice in the protection of their own rights. Aside from overarching legislation, we want to ensure that children’s rights are covered by relevant laws. Under these laws, Taiwan has not only addressed traditional forms of violence done to children, in both home and school environments; we have also taken a forward-looking approach to prevent novel forms of child violence. With the addition to our Criminal Code of a chapter on offense against sexual privacy this year, we aim to protect the sexual privacy of every individual in the digital age. And this is particularly beneficial for children and young people, a large and vulnerable demographic of Internet users. As proclaimed in the UNCRC, children are entitled to the very rights set forth in the Universal Declaration of Human Rights. With this in mind, Taiwan will remain vigilant to protect our hard-earned democracy, freedom, and human rights, and by doing so, help further entrench the rights of the child here and globally. Once again, I extend my sincere congratulations to Ms. Abueva, and thank her for her selfless efforts. With the inspiration of such outstanding advocates as Ms. Abueva, I look forward to more people joining forces in the fight to protect the rights of the most vulnerable. Members of the foreign diplomatic corps in Taiwan were also in attendance at the event.

President Lai holds press conference following high-level national security meeting
On the morning of February 14, President Lai Ching-te convened the first high-level national security meeting of the year, following which he held a press conference. In remarks, President Lai announced that in this new year, the government will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. He stated that the government will also continue to reform national defense, reform our legal framework for national security, and advance our economic and trade strategy of being rooted in Taiwan while expanding globally. The president also proposed clear-cut national strategies for Taiwan-US relations, semiconductor industry development, and cross-strait relations. President Lai indicated that he instructed the national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches outlined. He also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. He expressed hope that as long as citizens remain steadfast in their convictions, are willing to work hand in hand, stand firm amidst uncertainty, and look for ways to win within changing circumstances, Taiwan is certain to prevail in the test of time yet again. A translation of President Lai’s remarks follows: First, I would like to convey my condolences for the tragic incident which occurred at the Shin Kong Mitsukoshi department store in Taichung, which resulted in numerous casualties. I have instructed Premier Cho Jung-tai (卓榮泰) to lead the relevant central government agencies in assisting Taichung’s municipal government with actively resolving various issues regarding the incident. It is my hope that these issues can be resolved efficiently. Earlier today, I convened this year’s first high-level national security meeting. I will now report on the discussions from the meeting to all citizens. 2025 is a year full of challenges, but also a year full of hope. In today’s global landscape, the democratic world faces common threats posed by the convergence of authoritarian regimes, while dumping and unfair competition from China undermine the global economic order. A new United States administration was formed at the beginning of the year, adopting all-new strategies and policies to address challenges both domestic and from overseas. Every nation worldwide, including ours, is facing a new phase of changes and challenges. In face of such changes, ensuring national security, ensuring Taiwan’s indispensability in global supply chains, and ensuring that our nation continues to make progress amidst challenges are our top priorities this year. They are also why we convened a high-level national security meeting today. At the meeting, the national security team, the administrative team led by Premier Cho, and I held an in-depth discussion based on the overall state of affairs at home and abroad and the strategies the teams had prepared in response. We summed up the following points as an overall strategy for the next stage of advancing national security and development. First, for overall national security, so that we can ensure the freedom, democracy, and human rights of the Taiwanese people, as well as the progress and development of the nation as we face various threats from authoritarian regimes, Taiwan must resolutely safeguard national sovereignty, strengthen self-sufficiency in national defense, and consolidate national defense. Taiwan must enhance economic resilience, maintain economic autonomy, and stand firm with other democracies as we deepen our strategic partnerships with like-minded countries. As I have said, “As authoritarianism consolidates, democratic nations must come closer in solidarity!” And so, in this new year, we will focus on the following three priorities: First, to demonstrate our resolve for national defense, we will continue to reform national defense, implement whole-of-society defense resilience, and prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. Second, to counter the threats to our national security from China’s united front tactics, attempts at infiltration, and cognitive warfare, we will continue with the reform of our legal framework for national security and expand the national security framework to boost societal resilience and foster unity within. Third, to seize opportunities in the restructuring of global supply chains and realignment of the economic order, we will continue advancing our economic and trade strategy of being rooted in Taiwan while expanding globally, strengthening protections for high-tech, and collaborating with our friends and allies to build supply chains for global democracies. Everyone shares concern regarding Taiwan-US relations, semiconductor industry development, and cross-strait relations. For these issues, I am proposing clear-cut national strategies. First, I will touch on Taiwan-US relations. Taiwan and the US have shared ideals and values, and are staunch partners within the democratic, free community. We are very grateful to President Donald Trump’s administration for their continued support for Taiwan after taking office. We are especially grateful for the US and Japan’s joint leaders’ statement reiterating “the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community,” as well as their high level of concern regarding China’s threat to regional security. In fact, the Democratic Progressive Party government has worked very closely with President Trump ever since his first term in office, and has remained an international partner. The procurement of numerous key advanced arms, freedom of navigation critical for security and stability in the Taiwan Strait, and many assisted breakthroughs in international diplomacy were made possible during this time. Positioned in the first island chain and on the democratic world’s frontline countering authoritarianism, Taiwan is willing and will continue to work with the US at all levels as we pursue regional stability and prosperity, helping realize our vision of a free and open Indo-Pacific. Although changes in policy may occur these next few years, the mutual trust and close cooperation between Taiwan and Washington will steadfastly endure. On that, our citizens can rest assured. In accordance with the Taiwan Relations Act and the Six Assurances, the US announced a total of 48 military sales to Taiwan over the past eight years amounting to US$26.265 billion. During President Trump’s first term, 22 sales were announced totaling US$18.763 billion. This greatly supported Taiwan’s defensive capabilities. On the foundation of our close cooperation with the past eight years’ two US administrations, Taiwan will continue to demonstrate our determination for self-defense, accelerate the bolstering of our national defense, and keep enhancing the depth and breadth of Taiwan-US security cooperation, along with all manner of institutional cooperation. In terms of bilateral economic cooperation, Taiwan has always been one of the US’s most reliable trade partners, as well as one of the most important cooperative partners of US companies in the global semiconductor industry. In the past few years, Taiwan has greatly increased both direct and indirect investment in the US. By 2024, investment surpassed US$100 billion, creating nearly 400,000 job opportunities. In 2023 and 2024, investment in the US accounted for over 40 percent of Taiwan’s overall foreign investment, far surpassing our investment in China. In fact, in 2023 and 2024, Taiwanese investment in China fell to 11 percent and 8 percent, respectively. The US is now Taiwan’s biggest investment target. Our government is now launching relevant plans in accordance with national development needs and the need to establish secure supply systems, and the Executive Yuan is taking comprehensive inventory of opportunities for Taiwan-US economic and trade cooperation. Moving forward, close bilateral cooperation will allow us to expand US investment and procurement, facilitating balanced trade. Our government will also strengthen guidance and support for Taiwanese enterprises on increasing US investment, and promote the global expansion and growth of Taiwan’s industries. We will also boost Taiwan-US cooperation in tech development and manufacturing for AI and advanced semiconductors, and work together to maintain order in the semiconductor market, shaping a new era for our strategic economic partnership. Second, the development of our semiconductor industry. I want to emphasize that Taiwan, as one of the world’s most capable semiconductor manufacturing nations, is both willing and able to address new situations. With respect to President Trump’s concerns about our semiconductor industry, the government will act prudently, strengthen communications between Taiwan and the US, and promote greater mutual understanding. We will pay attention to the challenges arising from the situation and assist businesses in navigating them. In addition, we will introduce an initiative on semiconductor supply chain partnerships for global democracies. We are willing to collaborate with the US and our other democratic partners to develop more resilient and diversified semiconductor supply chains. Leveraging our strengths in cutting-edge semiconductors, we will form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. Through international cooperation, we will open up an entirely new era of growth in the semiconductor industry. As we face the various new policies of the Trump administration, we will continue to uphold a spirit of mutual benefit, and we will continue to communicate and negotiate closely with the US government. This will help the new administration’s team to better understand how Taiwan is an indispensable partner in the process of rebuilding American manufacturing and consolidating its leadership in high-tech, and that Taiwan-US cooperation will benefit us both. Third, cross-strait relations. Regarding the regional and cross-strait situation, Taiwan-US relations, US-China relations, and interactions among Taiwan, the US, and China are a focus of global attention. As a member of the international democratic community and a responsible member of the region, Taiwan hopes to see Taiwan-US relations continue to strengthen and, alongside US-China relations, form a virtuous cycle rather than a zero-sum game where one side’s gain is another side’s loss. In facing China, Taiwan will always be a responsible actor. We will neither yield nor provoke. We will remain resilient and composed, maintaining our consistent position on cross-strait relations: Our determination to safeguard our national sovereignty and protect our free and democratic way of life remains unchanged. Our efforts to maintain peace and stability in the Taiwan Strait, as well as our willingness to work alongside China in the pursuit of peace and mutual prosperity across the strait, remain unchanged. Our commitment to promoting healthy and orderly exchanges across the strait, choosing dialogue over confrontation, and advancing well-being for the peoples on both sides of the strait, under the principles of parity and dignity, remains unchanged. Regarding the matters I reported to the public today, I have instructed our national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches I just outlined. I have also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. My fellow citizens, over the past several years, Taiwan has weathered a global pandemic and faced global challenges, both political and economic, arising from the US-China trade war and Russia’s invasion of Ukraine. Through it all, Taiwan has persevered; we have continued to develop our economy, bolster our national strength, and raise our international profile while garnering more support – all unprecedented achievements. This is all because Taiwan’s fate has never been decided by the external environment, but by the unity of the Taiwanese people and the resolve to never give up. A one-of-a-kind global situation is creating new strategic opportunities for our one-of-a-kind Taiwanese people, bringing new hope. Taiwan’s foundation is solid; its strength is great. So as long as everyone remains steadfast in their convictions, is willing to work hand in hand, stands firm amidst uncertainty, and looks for ways to win within changing circumstances, Taiwan is certain to prevail in the test of our time yet again, for I am confident that there are no difficulties that Taiwan cannot overcome. Thank you.

  • MIL-OSI Global: How satellites and AI help firefighters battle wildfires today

Source: The Conversation – USA – By John W. Daily, Research Professor in Thermo Fluid Sciences, University of Colorado Boulder

When wildfires break out, fire crews count on fire-spotting technology and computer models to help them understand the rapidly changing environment.

That technology has evolved over the years, yet some techniques are very similar to those used over 100 years ago.

I have spent several decades studying combustion, including wildfire behavior and the technology used to track fires and predict where wildfires might turn. Here’s a quick tour of the key technologies used today.

    Spotting fires faster

First, the fire must be discovered.

Often wildfires are reported by people seeing smoke. That hasn’t changed, but other ways fires are spotted have evolved.

In the early part of the 20th century, the newly established U.S. Forest Service built fire lookout towers around the country. The towers were topped by cabins with windows on all four walls and provided living space for the fire lookouts. The system was motivated by the Great Fire of 1910 that burned 3 million acres in Washington, Idaho and Montana and killed 87 people.

Before satellites, fire crews watched for smoke from fire towers across the national forests.
    K. D. Swan, U.S. Forest Service

Today, cameras watch over many high-risk areas. California has more than 1,100 cameras watching for signs of smoke. Artificial intelligence systems continuously analyze the images to provide data for firefighters to quickly respond. AI is a way to train a computer program to recognize repetitive patterns: smoke plumes in the case of fire.

NOAA satellites paired with AI data analysis also generate alerts but over a wider area. They can detect heat signatures, map fire perimeters and burned areas, and track smoke and pollutants to assess air quality and health risks.

    Forecasting fire behavior

Once a fire is spotted, one immediate task for firefighting teams is to estimate how the fire is going to behave so they can deploy their limited firefighting resources most effectively.

Fire managers have seen many fires and have a sense of the risks their regions face. Today, they also have computer simulations that combine data about the terrain, the materials burning and the weather to help predict how a fire is likely to spread.

    Fuel models

Fuel models are based on the ecosystem involved, using fire history and laboratory testing. In Southern California, for example, much of the wildland fuel is chaparral, a type of shrubland with dense, rocky soil and highly flammable plants in a Mediterranean climate. Chaparral is one of the fastest-burning fuel types, and fires can spread quickly in that terrain.

For human-made structures, things are a bit more complex. The materials a house is made of – if it has wood siding, for example – and the environment around it, such as how close it is to trees or wooden fences, play an important role in how likely it is to burn and how it burns.

How scientists study fire behavior in a lab.

    Weather and terrain

Terrain is also important because it influences local winds and because fire tends to run faster uphill than down. Terrain data is well known thanks to satellite imagery and can easily be incorporated into computer codes.

Weather plays another critical role in fire behavior. Fires need oxygen to burn, and the windier it is, the more oxygen is available to the fire. High winds also tend to generate embers from burning vegetation that can be blown up to 5 miles in the highest winds, starting spot fires that can quickly spread.

Today, large computer simulations can forecast the weather. There are global models that cover the entire Earth and local models that cover smaller areas but with better resolution that provides greater detail.

Both provide real-time data on the weather for creating fire behavior simulations.

    Modeling how flames spread

Flame-spread models can then estimate the likely movement of a fire.

Scientists build these models by studying past fires and conducting laboratory experiments, combined with mathematical models that incorporate the physics of fire. With local terrain, fuel and real-time weather information, these simulations can help fire managers predict a fire’s likely behavior.

Examples of how computer modeling can forecast a fire’s spread. American Physical Society.

Advanced modeling can account for fuel details such as ground-level plant growth and tree canopies, including amount of cover, tree height and tree density. These models can estimate when a fire will reach the tree canopy and how that will affect the fire’s spread.

Forecasting helps, but wind can change fast

All these tools are made available to firefighters in computer applications and can help fire crews as they respond to wildfires.

However, wind can rapidly change speed or direction, and new fires can start in unexpected places, meaning fire managers know they have to be prepared for many possible scenarios – not just the likely outcomes they see on their computer screens.

Ultimately, during a fire, firefighting strategy is based on human judgment informed by experience, as well as science and technology.

John W. Daily receives funding from the Department of Defense for wildland fire research. He is affiliated with the Combustion Institute and the American Institute of Aeronautics and Astronautics. He is a Fellow of both organizations.

    US Senate News:

Source: United States Senator for Commonwealth of Virginia Mark R Warner

WASHINGTON – Today, U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) reintroduced legislation to formally designate the Blue Ridge Music Center’s outdoor amphitheater the “Rick Boucher Amphitheater” after former Rep. Rick Boucher.

“We are deeply appreciative of Congressman Boucher’s commitment to public service, and his continued work for Southwest Virginia,” the senators said. “We can think of no better way to honor his years of public service than by dedicating this treasured music center, which he championed during his years in office, after him.”

Former Rep. Boucher, an Abingdon native, represented Southwest Virginia’s ninth congressional district in the House of Representatives from 1983 to 2011. Rep. Boucher was an early supporter of the development of the Blue Ridge Music Center and continued to advocate for the project throughout his tenure. He also served as the Chairman of the U.S. House Energy Subcommittee on Communications, Technology and the Internet as well as Chairman of the Subcommittee on Energy and Air Quality while in Congress.

Located in Galax, VA, the Blue Ridge Music Center is home to a visitor center, outdoor amphitheater, indoor interpretive center, and the Roots of American Music Museum, which highlights the historical significance of the region’s musical culture. • MIL-OSI Security: Former Hapeville Police Officer Charged with Excessively Tasing Detainee

Source: Office of United States Attorneys

ATLANTA – Shevoy Brown, a former officer with the Hapeville (GA) Police Department, has been arraigned on charges of using unreasonable force by repeatedly tasing a handcuffed detainee who had been arrested for trespassing.

“Our local law enforcement partners employ dedicated officers who risk their lives and safety every day to help make our district safer.  This indictment alleges conduct by a former officer that runs counter to the culture of professionalism and public service that epitomizes the work performed by police officers in and outside our district,” said Acting United States Attorney Richard S. Moultrie, Jr.

“People being held under arrest have the right to be treated humanely,” said FBI Atlanta Special Agent in Charge Paul Brown. “The FBI and our law enforcement partners will continue to protect the civil rights of the public and ensure those who abuse their power are held responsible.”

According to Acting U.S. Attorney Moultrie, the indictment, information provided in court, and other publicly available information: On June 3, 2024, Hapeville, Georgia Police Department officers arrested a man for trespassing and transported him to the department’s headquarters.  The man was placed alone in a small holding cell and handcuffed to a stationary bench.  Although the detainee was a threat to no one, former Hapeville Police Officer Shevoy Brown allegedly tased him at least six times without any legal justification. The repeated tasing injured the detainee and required medical attention.  Following the tasing, Brown allegedly wrote a false use of force report to cover up his conduct.  So in addition to the offense of excessive force, Brown is also charged with obstruction of justice.

Shevoy Brown, of Hampton, Georgia, was arraigned before Chief U.S. Magistrate Judge Russell G. Vineyard.  He was indicted by a federal grand jury on February 12, 2025.

Members of the public are reminded that the indictment only contains charges.  The defendant is presumed innocent, and it will be the government’s burden to prove his guilt beyond a reasonable doubt at trial.

This case is being investigated by the Federal Bureau of Investigation with assistance from the Georgia Bureau of Investigation.

Assistant United States Attorneys Brent Alan Gray and Bret R. Hobson are prosecuting the case.

  • MIL-OSI Security: Former Delaware County Teacher Convicted After Trial of Coercing, Transporting, and Sexually Abusing Students

Source: Office of United States Attorneys

Paul Geer was a Teacher at the “Family Foundation” Private Boarding School, Which Operated in Hancock, New York, From Approximately 1992 Until 2014

SYRACUSE, NEW YORK – Paul Geer, age 57, of Hancock, New York, was convicted today by a federal jury after a two-week-long trial on two counts of coercing and enticing two separate children to travel across state lines to engage in unlawful sexual activity and two counts of transporting the children across state lines with the intent to engage in criminal sexual activity with those children.  The jury failed to reach a unanimous verdict on two additional counts.

Acting United States Attorney Daniel Hanlon and Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI) Craig Tremaroli made the announcement.

The evidence at trial proved that, while Geer was a teacher at the Family Foundation School in Hancock, New York, he imposed various disciplinary sanctions on students that were tantamount to torture. The sanctions Geer imposed on students included depriving children of food or forcing children to eat food that had been regurgitated, binding children in rugs and leaving them in isolated rooms for extended periods of time and forcing children to perform forced physical labor. The evidence at trial further proved that, in 1994 and 2001, Geer used his position of authority and his ability to impose these brutal sanctions to coerce two students to travel with him, on separate occasions, to Maine and Toronto, Canada. The evidence at trial also proved that Geer transported the students across state lines with the intent to engage in sexual activity with them. While on those trips, Geer raped or otherwise sexually abused each of the two children.

Geer was taken into custody following the verdict.

At sentencing currently scheduled for July 9, 2025, in Albany, New York, the two counts of coercion and enticement each carry a maximum sentence of 10 years in prison, a fine of up to $250,000, and a term of supervised release of up to 5 years. The two counts of transporting children across state lines each carry a maximum sentence of 15 years in prison, a fine of up to $250,000, and a term of supervised release of up to 5 years. A defendant’s sentence is imposed by a judge based on the statute the defendant is charged with violating, the U.S. Sentencing Guidelines and other factors.

The case was investigated by the FBI with assistance New York State Police and the Colonie, New York Police Department. Assistant U.S. Attorneys Jessica N. Carbone, Adrian S. LaRochelle, and Michael D. Gadarian prosecuted the case as a part of Project Safe Childhood.

Project Safe Childhood is a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Launched in May 2006 by the Department of Justice, and led by the U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. Source: European Parliament

Undersea communication cables operated by public telecommunication service providers, as the ones in question transporting financial sector data would be subject to cybersecurity measures under the directive on measures for a high common level of cybersecurity across the Union (NIS2 Directive)[1], which includes also their protection from physical threats.

The Commission is closely following the recent incidents affecting submarine cables. It is reflecting on possible measures to improve security and resilience of this critical infrastructure, in cooperation with Member States, in addition to the recent Recommendation (EU) 2024/779[2] on the topic.

The Commission is not aware of disruptions of a systemic nature in the provision of financial services as a result of the recent incidents affecting the submarine cables.

In addition to the NIS2 Directive, the Digital Operational Resilience Act (DORA)[3], referred to by the Honourable Member, is also relevant for enhancing the financial sector’s resilience against such kind of incidents.

Under DORA, EU regulated financial entities are required to put in place contingency measures and plans (e.g. business continuity, etc.) to counter such incidents affecting their systems and networks, as well as to perform third-party risk assessments on the providers of information and communication technology (ICT)-services, including of communication and data transmission solutions.

Headline: Huawei Li Peng: Maximizing 5G Network Value in the Age of AI
    Mar 03, 2025

[Barcelona, Spain, March 3, 2025] At MWC Barcelona 2025, Li Peng, Huawei’s Corporate Senior Vice President and President of ICT Sales & Service, delivered a keynote on how carriers can make the most of AI to fully unleash the value of their networks. Li predicts that symbiosis between 5G-A and AI technologies will stimulate double-digit growth in both DOU (data of usage) and ARPU (average revenue per user) from mobile subscribers.
“We’re rapidly entering a fully intelligent world. Intelligent applications are spreading everywhere, placing new demands on networks,” said Li. “By embracing and evolving 5G, we can unlock the infinite potential of mobile networks. Huawei is willing and ready to work with carriers and industry partners around the world to promote digital enablement, reinforce network foundations, and bring AI to all. Together, we can shape the D.N.A. for an intelligent world.”
AI is changing human-machine interaction, driving different requirements for latency
With advancements in AI, HMI (human-machine interaction) is evolving from simple text-based communications to voice, gestures, and more multi-modal interactions. As a result, HMI is more real-time and convenient than ever, giving rise to a new wave of innovative applications. For example, people can interact more naturally with their devices using AI-powered voice assistants. On cloud phones, AI-powered avatars can provide visual feedback as well, creating a more personal experience for services like health monitoring, making the mobile experience far more accessible and productive for different groups of users.
To support applications like these, however, networks need to be able to provide guaranteed latency, which will require ongoing evolution from 5G NSA, to 5G SA, and eventually 5G-A. Carriers can also adopt innovative technologies like CUPS (Control and User Plane Separation) and GBR (Guaranteed Bit Rate) to reduce basic latency and ensure differentiated, deterministic latency for specific scenarios.
AI-enabled content production and distribution is raising the bar for upload & download speeds
Li went on to note that AI will transform how content is produced and distributed. For example, AIGC technology makes it possible to generate hour-long 2D and 3D videos with a single click. Meanwhile, AI recommendations are more targeted than ever, allowing the distribution of more personalized content to broader audiences across the Internet. Both of these trends will cause network traffic to surge over the next five years, placing unprecedented demands on networks. To keep up, carriers will need more spectrum, greater network capacity, and much larger uplink and downlink bandwidth.
Diverse AI services will need experience-centric network coverage
Both AI-powered cloud and mobile devices are making intelligent services more accessible, and the industry will see growing demand for experience-centric network coverage. According to third-party data, cloud phones and cloud drives will be used by over one billion people by 2030, each of whom will need fast access to cloud computing power. In addition, intelligent in-vehicle applications will require full coverage across cities, highways, and the countryside to provide a continuous and reliable mobility experience.
Moving forward, meeting these demands will require ongoing progress in network deployment, from rapid expansion of 5G NSA networks to 5G SA networks for a more seamless indoor/outdoor experience, and eventually to experience-centric 5G-A networks. This will help carriers expand network coverage and ensure a smooth experience for tens of billions of new connections for people, and hundreds of billions of new IoT connections between things.
Growing network complexity will drive evolution towards application-oriented O&M
AI will bring more complex application scenarios and a more diverse range of experience requirements. From a networking perspective, this will drive a shift from traditional, resource-oriented O&M to a more application-oriented approach.
Some carriers are already developing O&M systems based on AI agents. For operations enablement, these AI agents can use digital twins to predict personalized needs for individual users, helping shorten service time-to-market from days to minutes. For network maintenance, AI agents with self-learning capabilities can predict and locate faults in seconds, increasing troubleshooting efficiency by 30%. And for network optimization, digital sandboxes can simulate the traffic of real-world applications, allowing AI agents to analyze traffic patterns and optimize networks 24/7 based on application needs.
Early-movers are scaling up 5G-A deployment to boost monetization in the age of AI
“New network capabilities will give rise to new business models,” continued Li. “Carriers can go beyond monetizing traffic and start monetizing experience itself.”
Right now, carriers around the world are actively exploring new ways to monetize experience based on multiple factors like speed, latency, and VIP benefits. They have launched custom services for business travelers, live streamers, and AI cloud phone users. And some are already expanding into the B2B2C market by exposing network capabilities through Open APIs.
For example, Chinese carriers are working with over 100 industries, including insurance and catering companies, to provide AI New Calling services through Open APIs. This has helped them increase income from industry customers by a factor of 10.
“The opportunities are huge,” concluded Li. “And the time to act is now. Pioneers are already scaling up fast in over 200 cities around the world. They’re taking solid steps forward, unlocking incredible new value.”
MWC Barcelona 2025 is held from March 3 to March 6 in Barcelona, Spain. During the event, Huawei will showcase its latest products and solutions at stand 1H50 in Fira Gran Via Hall 1.

  • MIL-OSI USA: ICE worksite enforcement operation results in multiple arrests in Mississippi

Source: US Immigration and Customs Enforcement

JACKSON, Miss. — On Feb. 26, U.S. Immigration and Customs Enforcement responded to the scene of a traffic stop by state police in Jackson, Mississippi. There were two separate vehicles pulled over and seven illegal aliens from Guatemala and El Salvador were occupying the vehicles.

The individuals worked for 3 J Underground LLC located in Byhalia, a company that installs fiber optic cable for phone and Internet services. While on scene, the owner of the company, a naturalized United States Citizen, arrived along with another employee, a Lawful Permanent Resident from El Salvador. The owner of the company was asked if he knew that his employees were unlawfully present in the United States and he stated that he did not require them to complete any paperwork when they began working for him. ICE special agents explained to the owner of the company that employers are required to determine employment eligibility by having new employees complete the Form I-9 and provide supporting identity documents. ICE administratively arrested seven Guatemalan and El Salvadoran illegal aliens.

Under federal law, employers are required to verify the identity and employment eligibility of all individuals they hire, and to document that information using the Employment Eligibility Verification Form I-9. ICE uses the I-9 inspection program to promote compliance with the law, part of a comprehensive strategy to address and deter illegal employment. Inspections are one of the most powerful tools the federal government uses to ensure that businesses are complying with U.S. employment laws.

ICE’s worksite enforcement strategy includes leveraging the agency’s other investigative disciplines, since worksite investigations can often involve additional criminal activity, such as alien smuggling, human trafficking, money laundering, document fraud, worker exploitation and/or substandard wage and working conditions.

MIAMI, March 03, 2025 (GLOBE NEWSWIRE) — Hut 8 Corp. (Nasdaq | TSX: HUT) (“Hut 8” or the “Company”), an energy infrastructure platform integrating power, digital infrastructure, and compute at scale to fuel next-generation, energy-intensive use cases such as Bitcoin mining and high-performance computing, today announced its financial results for the fourth quarter and full year of 2024.

“In 2024, we delivered on our commitment to operational excellence and bottom-line economics, setting the foundation for disciplined growth in 2025,” said Asher Genoot, CEO of Hut 8. “In the fourth quarter, we fortified our capital strategy and balance sheet—converting our Anchorage loan to equity, launching ATM and stock repurchase programs, and expanding our strategic Bitcoin reserve. Today, we operate from a position of strength as we focus on advancing our 12.3-gigawatt development pipeline.”

“We believe our platform model will enable us to strategically allocate capital as we aim to optimize returns, mitigate sector-specific volatility, accelerate speed to market, and deliver innovation at every stage of the development value chain. To align our reporting structure with this model as we enter this next phase of growth, we have realigned our operating segments around the three layers of our platform: Power, Digital Infrastructure, and Compute, as reflected in our results.”

“Looking ahead, we believe our application-agnostic approach to digital infrastructure development and experience in greenfield development will reinforce a structural advantage over peers reliant on single-market exposure or more complex commercialization models. Together with our robust development pipeline and strengthened team, we believe we are well-positioned to meet the continued and rising demand for energy capacity from applications like AI while building a platform positioned to fuel the world’s most transformative technologies for decades to come.”

    2024 Highlights

    Power

    • Generated $56.6 million in full-year revenue, consisting of revenue from Power Generation and Managed Services.
    • Secured Vega, a 205 MW behind-the-meter site in Texas, which is expected to be energized in Q2 2025, less than one year after acquisition, through the Company’s greenfield development capabilities, which enables rapid deployment low-cost Bitcoin mining infrastructure.
    • Advanced three large-scale AI data center development projects, which, if secured, would collectively add over 430 MW of capacity. After the quarter, Hut 8 secured 592 acres of land for its River Bend campus, a project from this subset of its development pipeline.

    Digital Infrastructure

    • Generated $17.5 million in full-year revenue, consisting of revenue from CPU Colocation and ASIC Colocation services.
    • Completed the greenfield development and energization of Salt Creek, a 63 MW Bitcoin mining facility, just over three months after breaking ground for an all-in cost of approximately $240,000 per MW.
    • Developed custom data center architecture for Bitcoin mining ASIC compute. Set for deployment at Vega, the architecture enables rack-based ASIC compute utilizing a custom-designed direct-to-chip (“DTC”) liquid cooling system at densities of up to 180 kilowatts per rack, helping bridge the gap to traditional HPC architecture.
    • Secured a major colocation contract with BITMAIN Technologies Ltd. (“BITMAIN”), the world’s leading manufacturer of digital currency mining servers. The ASIC colocation contract is expected to generate ~$125 million in annualized revenue upon full ramp and includes a purchase option at Hut 8’s discretion for the full ~15 exahash-per-second (“EH/s”) deployment.

    Compute

    • Generated $80.7 million in full-year revenue, consisting of revenue from Bitcoin Mining, GPU-as-a-Service, and Data Center Cloud operations.
    • Partnered with BITMAIN to develop and launch a next-generation ASIC miner. The U3S21EXPH will be the first model mass-commercialized by BITMAIN with DTC cooling within a U form factor.
    • Launched Highrise AI, Inc. (“Highrise”), a wholly-owned subsidiary providing GPU-as-a-Service through an initial five-year customer agreement with an AI cloud services provider. Hut 8 intends to leverage operational data and insights from Highrise to optimize the design, development, and operations of its digital infrastructure as it expands into AI data center development.
    • Executed a purchase agreement for BITMAIN Antminer S21+ miners for the Company’s initial ASIC fleet upgrade, which is expected to increase self-mining hashrate to ~10.3 EH/s while driving average fleet efficiency down to 20.5 joules per terahash (“J/TH”). If the Company were to execute its purchase option under the aforementioned BITMAIN colocation agreement, it anticipates total self-mining hashrate of ~25.1 EH/s with average fleet efficiency of 16.0 J/TH.

    Operations

    • Appointed Asher Genoot as CEO on February 7, 2024.
    • Executed a comprehensive restructuring program to strengthen bottom-line economics, delivering a ~30% reduction in energy cost per MWh and an approximately eight-point increase in gross margin per Bitcoin mined from Q4 2023 to Q4 2024.
    • Expanded team with strategic hires, including Sean Glennan as CFO and Victor Semah as CLO.

    Capital Strategy and Balance Sheet

    • Closed a $150 million strategic investment from Coatue to partner in building AI infrastructure.
    • Converted our $37.9 million Anchorage Digital loan balance to shares of our common stock at a 51% premium to the 20-Day VWAP through the day prior to the signing of the Debt Repayment Agreement.
    • Launched a $500 million ATM program and a $250 million stock repurchase program.
    • Surpassed 10,000 Bitcoin held in reserve with the purchase of approximately 990 Bitcoin, of which 968 were pledged as collateral to BITMAIN as part of an innovative financing model for the purchase of Antminer S21+ miners for our initial fleet upgrade.

Statements containing forward-looking information are not historical facts, but instead represent management’s expectations, estimates, and projections regarding future events based on certain material factors and assumptions at the time the statement was made. Adjusted EBITDA

In addition to results determined in accordance with GAAP, Hut 8 relies on Adjusted EBITDA to evaluate its business, measure its performance, and make strategic decisions. Adjusted EBITDA is a non-GAAP financial measure. The Company defines Adjusted EBITDA as net income (loss), adjusted for impacts of interest expense, income tax provision or benefit, depreciation and amortization, gain on debt extinguishment, gain on derivatives, gain on bargain purchase, our share of unconsolidated joint venture depreciation and amortization, foreign exchange gains or losses, the removal of non-recurring transactions, impairment on assets, gain or loss on sale of property and equipment, loss from discontinued operations, net loss attributable to non-controlling interests, and stock-based compensation expense in the period presented. You are encouraged to evaluate each of these adjustments and the reasons the Company’s board of directors and management team consider them appropriate for supplemental analysis.

The Company’s board of directors and management team use Adjusted EBITDA to assess its financial performance because it allows them to compare operating performance on a consistent basis across periods by removing the effects of capital structure (such as varying levels of interest expense and income), asset base (such as depreciation and amortization), and other items (such as non-recurring transactions mentioned above) that impact the comparability of financial results from period to period.
Net income (loss) is the GAAP measure most directly comparable to Adjusted EBITDA. In evaluating Adjusted EBITDA, you should be aware that in the future the Company may incur expenses that are the same as or similar to some of the adjustments in such presentation. The Company’s presentation of Adjusted EBITDA should not be construed as an inference that its future results will be unaffected by unusual or non-recurring items. There can be no assurance that the Company will not modify the presentation of Adjusted EBITDA in the future, and any such modification may be material. Adjusted EBITDA has important limitations as an analytical tool and you should not consider Adjusted EBITDA in isolation or as a substitute for analysis of results as reported under GAAP. Because Adjusted EBITDA may be defined differently by other companies in the industry, the Company’s definition of this non-GAAP financial measure may not be comparable to similarly titled measures of other companies, thereby diminishing its utility.

  • MIL-OSI Asia-Pac: Towards a Fit and Healthy India: Combating Obesity Through Collective Action

    Source: Government of India (2)

Posted On: 01 MAR 2025 10:41AM by PIB Delhi

“By making small changes in our food habits, we can make our future stronger, fitter and disease-free.”

    • Prime Minister, Shri Narendra Modi

    Introduction

Obesity has become a major public health challenge in India, affecting people across all age groups and increasing the risk of non-communicable diseases (NCDs) such as diabetes, heart disease, and hypertension. Driven by unhealthy diets, sedentary lifestyles, and environmental factors, obesity is rising at an alarming rate, impacting both urban and rural populations. The shift towards processed foods, reduced physical activity, and lifestyle changes has further contributed to this growing crisis.

Recognizing the urgency of this issue, Prime Minister Narendra Modi, in his recent Mann Ki Baat address, emphasized the need for nationwide awareness and collective action to reduce obesity, particularly through lower edible oil consumption. He nominated prominent individuals across India to lead an awareness movement. This call for collective action highlights the importance of tackling obesity at both individual and community levels, reinforcing the need for a fitter and healthier India. The Government of India has launched several initiatives, including the Fit India Movement, NP-NCD, POSHAN Abhiyaan, Eat Right India, and Khelo India, to promote healthier lifestyles, better nutrition, and physical activity. These programs aim to encourage long-term behavioural change, ensuring a healthier future for all. As India moves towards Amrit Kaal, a whole-of-government and whole-of-society approach is being adopted to tackle obesity through policy reforms, community engagement, and regulatory measures. Strengthening public health systems, promoting sustainable food habits, and increasing awareness are key to reversing this trend and safeguarding future generations from obesity-related health risks.

    Understanding Obesity: Definition and Causes

    What is Obesity?

According to the World Health Organization (WHO), obesity is defined as an abnormal or excessive fat accumulation that presents a risk to health. The commonly used metric to classify obesity is Body Mass Index (BMI), where a BMI of 25 or above is considered overweight, and a BMI of 30 or above is classified as obese. In India, a person is considered overweight if their Body Mass Index (BMI) is between 23.0 and 24.9 kg/m², and obese if their BMI is 25 kg/m² or higher. Morbid obesity occurs when a person’s BMI is 35 or more.

    What is BMI?

Body Mass Index (BMI), previously known as the Quetelet index, is a simple way to check if an adult has a healthy weight. It is calculated by dividing a person’s weight in kilograms by their height in meters squared (kg/m²). To find BMI, take a person’s weight (kg) and divide it by their height (m) squared.

    Healthy BMI Range
A normal BMI falls between 18.5 and 24.9, based on the World Health Organization (WHO) guidelines.

    Global Statistics

The prevalence of overweight and obesity has been rising steadily among both adults and children worldwide. Between 1990 and 2022, the percentage of children and adolescents (aged 5–19 years) with obesity increased fourfold, from 2% to 8%. During the same period, the proportion of adults (aged 18 and older) with obesity more than doubled, rising from 7% to 16%.

    India’s Obesity Statistics

    • As per the National Family Health Survey (NFHS)-5 (2019-21), overall, 24% of Indian women and 23% of Indian men are overweight or obese
    • As per the NFHS-5, (2019-2021) in the category of ages 15-49 years, 6.4 % of women and 4.0 % of men, are obese.
    • There has also been an increase in the percentage of children under 5 years who are overweight (weight-for-height) from 2.1 percent in NFHS-4 (2015-16) to 3.4 percent in NFHS-5 (2019-21) at All-India level.

Key Factors Driving the Rise of Obesity in India

Government of India’s Strategic Framework for Obesity Prevention

    Policy Innovations and Measurable Outcomes

Recognizing obesity as a critical public health concern, the Government of India has launched comprehensive, multi-pronged initiatives to prevent, manage, and reduce obesity at all levels. The interventions are strategically designed by multiple ministries to promote a holistic approach that integrates health, nutrition, physical activity, food safety, and lifestyle modifications. These efforts can be categorized under the following key intervention areas:

    1. Ministry of Health and Family Welfare (MoHFW) – Strengthening Public Health Responses

1.1 National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD)

In India, non-communicable diseases (NCDs) cause 63% of all deaths, according to WHO’s 2018 – NCD India profile. The leading causes are cardiovascular diseases (27%), followed by chronic respiratory diseases (11%), cancers (9%), diabetes (3%), and other conditions, including obesity (13%).

Non-communicable diseases (NCDs) such as cardiovascular diseases, cancers, diabetes, and chronic respiratory diseases are largely driven by modifiable lifestyle factors, including tobacco use, unhealthy diets, physical inactivity, and alcohol consumption. Air pollution further increases the risk. These factors contribute to obesity, high blood pressure, elevated blood sugar, and raised cholesterol levels, all of which significantly increase the likelihood of developing NCDs. Since many of these risk factors are preventable, addressing obesity and unhealthy habits can play a crucial role in reducing the burden of NCDs.

The Department of Health and Family Welfare under the National Programme for Prevention and Control of Non-Communicable Diseases (NCDs) (NP-NCD) through the National Health Mission (NHM), aims to promote health through behaviour change by engaging communities, civil society, media, and development partners. It focuses on screening, early diagnosis, management, referral, and follow-up at all healthcare levels to ensure continuous care. The program also strengthens the capacity of healthcare providers for prevention, treatment, rehabilitation, awareness (IEC/BCC), monitoring, and research. Additionally, it enhances supply chain management for essential drugs, equipment, and logistics while ensuring effective supervision, evaluation, and nationwide implementation through a uniform ICT system.

Mortality due to Non Communicable Diseases in India

    Key Components

    • Facilities Established Under NPCDCS682 District NCD Clinics, 191 District Cardiac Care Units, 5,408 CHC NCD Clinics.
    • Preventive Care & Awareness – Implemented through Ayushman Bharat HWCs with wellness activities & community outreach.

    2. Ministry of AYUSH: Promoting Traditional & Holistic Wellness Practices

The Ministry of Ayush has implemented several initiatives to address obesity and promote effective weight management through Ayurveda:

    1. Specialized Ayurvedic Care: The All India Institute of Ayurveda (AIIA) in New Delhi offers specialized treatments for obesity and related lifestyle disorders. These treatments combine Panchakarma therapies, Ayurvedic medications, personalized dietary guidelines, and yoga therapy. To date, approximately 45,000 patients with diabetes and metabolic disorders have benefited from these services.

    1. Research and Evidence Generation: The Central Council for Research in Ayurvedic Sciences (CCRAS) conducts research to validate the safety and efficacy of Ayurvedic interventions for lifestyle disorders, including obesity. Studies have demonstrated that practices such as Dincharya (daily regimen), Ritucharya (seasonal regimen), Ahara (dietary guidelines), and Yoga are effective in maintaining overall health and preventing conditions like obesity.
    2. Ayurswasthya Yojana: This Central Sector Scheme, operational since FY 2021-22, includes the ‘Ayush and Public Health’ component aimed at promoting AYUSH interventions in community healthcare. The scheme supports projects focused on managing lifestyle disorders and non-communicable diseases (NCDs), with 11 projects currently addressing issues such as obesity, diabetes, hypertension, and osteoporosis.
    3. Collaborative Research Efforts: The Ministry has partnered with the Council of Scientific and Industrial Research (CSIR) to enhance scientific research in Ayurveda. This collaboration focuses on developing and implementing research programs that integrate traditional Ayurvedic knowledge with modern science, particularly in managing lifestyle disorders like obesity.

Through these comprehensive measures, the Ministry of Ayush is actively contributing to the prevention and management of obesity, promoting a holistic approach to health and well-being.

    3. Ministry of Women and Child Development:

POSHAN Abhiyaan : Preventing Childhood Obesity

POSHAN Abhiyaan, launched on 8th March 2018, is the Government of India’s flagship initiative for holistic nourishment. It aims to improve nutritional outcomes for children, adolescent girls, pregnant women, and lactating mothers by fostering a convergent ecosystem that enhances nutrition content, delivery, and awareness to combat malnutrition and promote overall wellness.

Key Components of POSHAN Abhiyaan & Poshan 2.0

POSHAN Abhiyaan adopts a holistic approach to tackle malnutrition through technology-driven monitoring, multi-ministerial collaboration, and community engagement under the Jan Andolan Movement. It promotes Poshan Vatikas (Nutri-Gardens) for homegrown nutrition, strengthens Anganwadi services and adolescent health under Mission Saksham Anganwadi & Poshan 2.0 (2021), and integrates AYUSH-based wellness practices. The program emphasizes maternal and child nutrition, dietary diversity, and food fortification, encouraging millet consumption and nutrient-rich diets to combat anemia and deficiencies.

    4. Ministry of Youth Affairs and Sports: Fostering a Culture of Physical Fitness

4.1 Fit India Movement: A Mass Fitness Revolution

    • Launched by PM Narendra Modi in 2019, the Fit India Movement promotes active lifestyles and encourages individuals to incorporate fitness into daily routines.

    • Food Fortification: Promotes fortified staples to tackle micronutrient deficiencies.

The Food Safety & Standards Authority of India (FSSAI) plays a pivotal role in guiding public dietary choices and regulating food safety standards to combat obesity and lifestyle-related diseases.

5.2 Nationwide Awareness Campaign – ‘Aaj Se Thoda Kam’
To encourage healthier eating habits, FSSAI launched the ‘Aaj Se Thoda Kam’ campaign, urging consumers to gradually reduce their intake of fat, sugar, and salt. This multimedia campaign includes:

    • Short educational videos with subtitles in 12 languages to reach a diverse audience.
      1. Flyers, banners, and audio clips reinforcing the message of mindful eating.
      2. A dedicated ‘Eat Right India’ website, offering valuable resources for making informed dietary changes.

5.3 Regulating High Fat, Salt, and Sugar (HFSS) Foods
FSSAI, in collaboration with the ICMR-National Institute of Nutrition (NIN), has recommended mandatory labeling of High Fat, Salt, and Sugar (HFSS) foods. This initiative aims to:

    1. Ensure clear front-of-pack labeling on ready-to-eat foods.
    2. Help consumers make informed choices and moderate their intake of unhealthy foods.

    5.4 Multi-Platform Public Awareness Initiatives
The Government, with FSSAI’s leadership, has been actively spreading awareness through:

    a. Print, electronic, and social media campaigns educating the public on healthier food choices.

    b. Integration with the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases, and Stroke (NPCDCS), which supports state-level awareness activities on obesity prevention and healthy living.

    5.5 RUCO Initiative

FSSAI’s RUCO (Repurpose Used Cooking Oil) initiative ensures that used cooking oil is not re-entered into the food chain but is safely repurposed. When oil is repeatedly used for frying, harmful Total Polar Compounds (TPC) form, increasing the risk of diseases like hypertension, atherosclerosis, and liver disorders. To protect public health, FSSAI has set a 25% TPC limit beyond which oil must not be used. Under the EEE Strategy (Education, Enforcement, Ecosystem), used cooking oil is collected by aggregators from food businesses and redirected for biodiesel or soap production, promoting health, energy security, and environmental sustainability.

    Conclusion

Obesity is a pressing public health challenge in India, but the nation is actively addressing it through a comprehensive, multi-sectoral approach. Under the leadership of Prime Minister Narendra Modi, the Government of India has launched strategic interventions integrating health, nutrition, fitness, and regulatory measures. Initiatives such as the Fit India Movement, NP-NCD, POSHAN Abhiyaan, Eat Right India, and Khelo India are fostering a culture of health consciousness, preventive care, and active living. As India moves towards Amrit Kaal, the vision of a Fit and Healthy India is becoming a reality. With sustained commitment, cross-sector collaboration, and active citizen participation, the country is well-positioned to reverse obesity trends and safeguard future generations. By prioritizing awareness, lifestyle changes, and policy-driven action, India can set a global example in tackling obesity—building a nation that thrives on wellness, vitality, and holistic well-being.

  • MIL-OSI Security: Kansas Man Sentenced for Crimes Related to Child Sexual Abuse

Source: Federal Bureau of Investigation (FBI) State Crime News

KANSAS CITY, KAN. – A Kansas man received a combined sentence of 87 months in prison after pleading guilty in two separate cases related to criminal misconduct involving minors.

According to court documents, Daniel Paul Prekopa, 46, of Wichita pleaded guilty to one count of attempted travel with intent to engage in illicit sexual conduct. In a separate case, Prekopa pleaded guilty to one count of possession of child sexual abuse materials.

In September 2023, the National Center for Missing and Exploited Children (NCMEC) notified the Wichita Police Department about a cybertip concerning child sexual abuse materials uploaded to a Dropbox account. Law enforcement confirmed through investigation that the account to belonged to Prekopa.  The materials depicted children under the age of 12 years old engaged in sexual conduct.

In a separate investigation in September 2023, the Federal Bureau of Investigation (FBI) Child Exploitation Task Force engaged in covert chat sessions on platforms known to be frequented by adults attempting to lure children into sexual acts. An undercover agent posing as a minor received a direct message from a user later to be confirmed as Daniel Prekopa. Prekopa sent provocative photos of himself and made sexually illicit comments during multiple exchanges with whom he thought to be a minor, at one point writing, “I could get in major trouble since you’re under 16. But idc either” and “And you have damn cops online trying to catfish people to get them in trouble”.

FBI agents arrested Prekopa after he traveled from Kansas City, Missouri, to Overland Park, Kansas, for the intended purpose of engaging in illicit sexual conduct with a person under the age of 18.

  • MIL-OSI Canada: Labour market forecast lands amid tariff threats, immigration cap

Source: Government of Canada regional news

VICTORIA – B.C.’s new 2024 Labour Market Outlook (LMO) estimates more than one million job openings in B.C. over the next decade.

The 2025 LMO will consider the impacts of U.S. tariffs on Canadian goods and federal changes to immigration levels.

The LMO delivers a comprehensive forecast of job-market trends over the coming decade. Its purpose is to help current and future post-secondary students, organizations, workers and employers make informed decisions about careers, skills training, education and hiring.

The 2024 edition uses data collected until April 2024, before changes in the federal immigration targets. Slower population growth will impact labour supply, the demand for some goods and services, and the demand for workers in certain sectors, all of which have implications for the provincial economy. The 2024 LMO was likewise created prior to the U.S. government’s threats to impose tariffs on Canadian goods.

The accuracy of any forecast depends on various assumptions about the future, some of which are difficult to anticipate. Due to this, labour market forecasts are updated annually to factor in changing circumstances. Work is underway on the next edition of B.C.’s LMO.

Compared to the 2023 edition, the 2024 LMO projected 122,000 more job openings for a total of 1.12 million over the next 10 years. Of these job openings, 449,000 are identified as the result of economic growth, with the remainder due to replacing retiring workers. By 2034, employment is projected to reach 3.3 million, up from 2.8 million today for average annual growth of 1.4%.

As government works with partners to safeguard B.C.’s economy and respond to the threat of tariffs, the Province will continue to make education and training more accessible, affordable and relevant, and will continue to prioritize sectors with labour shortages to ensure B.C. has a skilled workforce.

The verdict was returned on February 27, 2025.
