    OAKLAND – On Valentine’s Day, California Attorney General Rob Bonta today issued a consumer alert warning Californians to beware of romance scams. Romance scams occur when a criminal adopts a fake identity to gain a victim’s affection and trust to manipulate or steal their finances or personal information. This usually occurs through various forms of communication including phone calls, text messages, social media, and dating sites.

    “Love should never come at a price,” said Attorney General Bonta. “Scammers can use deception and emotional manipulation to take advantage of people looking for connection. I urge Californians this Valentine’s Day to stay vigilant, protect their hearts and wallets, and remember — if a stranger online asks for money, gift cards, or personal information — it is most likely a scam.” 

    According to the Federal Trade Commission, in 2022 almost 70,000 people reported being victims of a romance scam, reporting an average loss of $4,400. New technology can make it easier for scammers to create sophisticated impersonations and to make more convincing requests for money or personal information. Remember, never send money, gift cards, or other financial details to someone you don’t know and haven’t met in person. 

    Learn the Warning Signs

    You may be dealing with a scammer if they:

    1. Send you photos that look too perfect to be real.
    2. Profess their love to you quickly.
    3. Lavish you with texts, emails and phone calls to draw you in.
    4. Promise to meet in person, but never follow through.
    5. Request to move off the platform where you first connected.
    6. Make an urgent request for money to deal with an emergency or investment.

    Protect Yourself from Romance Scams:

    1. Don’t send money to someone you haven’t met in person: This is a common request made by scammers.
    2. Don’t share personal information: Be careful about what personal information you share, such as your address or financial information.
    3. Talk to friends and family: If you’re not sure about someone, talk to your friends and family for a second opinion.
    4. Do your research: Use various search engines to look up a person’s photos and details to see if they have been used elsewhere.
    5. Be wary of any investment offers, particularly those involving cryptocurrency: Scammers often set up fake websites simulating actual cryptocurrency investment opportunities in order to entice unsuspecting investors.
    6. Check for inconsistencies: Watch for inconsistencies in a person’s story, such as changes in details or lack of information about their background.
    7. Use dating apps safely: Avoid moving a conversation to a private messaging platform unless you are certain of the recipient’s identity. Scammers want you to move to an app that doesn’t identify them in real life.
    8. Trust your instincts: If something seems too good to be true, it most likely is.

    What to Do If You Suspect a Scam

    If you believe you are being targeted by a romance scam, take action immediately:

    1. Stop communicating. Do not engage further with the suspected scammer.
    2. Report the profile. Social media and dating apps have built-in reporting features for fraudulent accounts.
    3. File a complaint. Report scams to the Federal Trade Commission (FTC), the FBI’s Internet Crime Complaint Center (IC3), or your local law enforcement.

    Technology Secretary Peter Kyle spoke about the the UK’s approach to the responsible development of artificial intelligence at the Munich Security Conference.

    Innovation is defined by its ability to surprise.

    Only a few years ago, GPT-2 meant nothing to the public.

    For many of us, AI felt like a distant possibility at best.

    Something that would never – could never – live up to the hype.

    And yet, overnight, ChatGPT became a household name.

    It unleashed an unprecedented wave of technological change. 

    And the pace of progress shows no signs of slowing down.

    With DeepSeek, we’ve just seen once again just how sudden, how unpredictable, innovation can be.

    The AI revolution is happening.

    Ignoring it is simply not an option.

    In the UK, we reject the doomsayers and the pessimists.

    Because we are optimistic about the extraordinary potential of this technology.

    And hopeful for the radical, far-reaching change it will bring.

    We launched the AI Opportunities Action Plan to put us on the front foot.

    Working in collaboration with our international partners, we’re going to create one of the biggest clusters of AI innovation in the world and deliver a new era of prosperity and wealth creation for our country.

    This is a once-in-a-generation opportunity.

    If we can seize it, we will close the door on a decade of slow growth and stagnant productivity.

    Of taxes that are just too high.

    We will deliver new jobs that put more money in working people’s pockets.

    And we will drive forward a digital revolution inside government to make our state smaller, smarter, and more efficient.

    But none of that is possible unless we can mitigate its risks that AI presents.

    After all, businesses will only use these technologies if they can trust them.

    Security and innovation go hand in hand.

    AI is a powerful tool and powerful tools can be misused.

    State-sponsored hackers are using AI to write malicious code and identify system vulnerabilities, increasing the sophistication and efficiency of their attacks.

    Criminals are using AI deepfakes to assist in fraud, breaching security by impersonating officials.

    Last year, attackers used live deepfake technology during a video call to mimic bank officials.  

    They stole $25 million. 

    And now we are seeing instances of people using AI to assist them in planning violent and harmful acts.

    These aren’t distant possibilities.

    They are real, tangible harms, happening right now.

    The implications for our people could be pervasive and profound.

    In the UK, we have built the largest team in a government dedicated to understanding AI capabilities and risks in the world.

    That work is rooted in the strength of our partnerships with the companies who are right at the frontier of AI.

    Working with those companies, the government can conduct scientifically informed tests to understand new AI capabilities and the risks they pose.

    Make no mistake, I’m talking about risks to our people, their way of life, and the sovereignty and stability which underpins it.

    That is why today, I am renaming our AI Safety Institute as the AI Security Institute.

    This change brings us into line with what most people would expect an Institute like this to be doing.

    They are not looking into freedom of speech.

    They are not deciding what counts as bias or discrimination.

    They are not politicians – nor should they be.

    They are scientists – scientists who are squarely focused on rigorous research into the most serious emerging risks.

    They are researching AI’s potential to assist with the development of chemical and biological weapons.

    They are building on the expertise of our National Cyber Security Centre (NCSC) to understand how this technology could be used to help malicious actors commit cyber-attacks.

    They want to understand how AI could undermine human control.

    Our research shows that those risks are clear:

    There has been a clear upward trend in AI system capabilities most relevant to national security in the past 18 months.

    • For the first time last year, AI models demonstrated PhD-level performance on chemistry and biology question sets.

    • The safeguards designed to prevent these models doing harm are not currently sufficient.

    • Every model tested by the Institute is vulnerable to safeguard evasion attacks. 

    • And it is almost certain that these capabilities will continue to improve, while novel risks will emerge from systems acting as autonomous agents to complete tasks with only limited human instruction. 

    The more we understand these risks, the better we can work with companies to address them.

    And the faster we can keep our nation safe, the faster our people can embrace the potential of AI to create wealth and improve their lives.

    There are certain security risks which require immediate action.

    That is why the Security Institute will collaborate with the Defence Science and Technology Laboratory, the Ministry of Defence’s science and technology organisation, to assess the dual-use scientific capabilities of frontier AI.

    Today, we are also launching a criminal misuse team in the Security Institute, who will partner directly with the Home Office to conduct research on a range of crime and security issues which threaten to harm our citizens.

    Earlier this month, the UK set out plans to make it illegal to own AI tools optimised to make images of child sexual abuse.

    Reports of AI-generated child sexual abuse material found online by the Internet Watch Foundation have quadrupled in a single year.

    The Security Institute will work with the Home Office to explore what more we can do to prevent abusers using AI to commit their sickening crimes.

    A security risk is a security risk, no matter where it comes from.

    US companies have shown the lead in taking security risks seriously.

    But we need to scrutinise all models regardless of their jurisdiction of origin.

    So I’ve instructed the Security Institute to take a leading role in testing AI models wherever they come from, open or closed.

    While we can’t discuss these results publicly, we will share them with our allies.

    We are alive to the security risks of today.

    But we need to focus on tomorrow, too, and the day after that.

    We are now seeing the glimmers of AI agents that can act autonomously, of their own accord.

    The 2025 International AI Safety Report, led by Yoshua Bengio, warns us that – without the checks and balances of people directing them – we must consider the possibility that risks won’t just come from malicious actors misusing AI models, but from the models themselves.

    We don’t yet know the full extent of these risks.

    However, as we deploy AI across our economy, our society, and the critical infrastructure that keeps our nation secure, we cannot afford to ignore them.

    Because losing oversight and control of advanced AI systems, particularly Artificial General Intelligence (AGI), would be catastrophic.

    It must be avoided at all costs.

    I want to be clear exactly what this testing is, and what it’s not.

    It’s not a barrier to market access. Not a blocker to innovation.

    It is urgent scientific work to understand serious risks to our country.

    Governments are not passive bystanders in the AI revolution.

    We have agency in how AI shapes our society.

    And we have a responsibility to use that agency to defend our democratic way of life.

    Only countries with a deep and knowing understanding of this technology will be able to build the capacity they need to deliver for their citizens in the twenty-first century.

    But success is not a given.

    It depends on the democratic world rallying together to maintain our leadership in AI.

    Together, we can protect our fundamental values – freedom, openness, and opportunity.

    If we do that, we won’t just keep our people safe.

    We will ensure that they are first to benefit from the new era of wealth and prosperity which AI will bring.

  • MIL-OSI Security: Spokane Valley Man Sentenced to 25 Years in Federal Prison for Production and Attempted Production of Child Sexual Abuse Material

    Spokane, Washington – On February 13, 2025, United States District Judge Thomas O. Rice sentenced Nicholas James Thieschafer, age 31, of Spokane Valley, Washington, to 25 years in federal prison on charges of production and attempted production of child sexual abuse material. Judge Rice also imposed a life term of supervised release and restitution of over $63,000, to be paid to Thieschafer’s victims.

    According to court documents and information presented at the sentencing hearing, a minor disclosed in February 2023 that Thieschafer had been sexually abusing the minor and had at times used his phone to take pictures.  When law enforcement executed a search warrant at Theieschafer’s home and seized several electronic devices, investigators located 3,300 image and video files of child sexual abuse material, including 877 files depicting the child who made the initial disclosure. Investigators located several videos in which Theischafer was readily identifiable as the person sexually abusing the child.

    “Those who prey on innocent children will be held accountable to the fullest extent of the law,” said Acting U.S. Attorney Rich Barker.  “Protecting Eastern Washington communities—especially our most vulnerable among us—is a top priority. Our incredible team of prosecutors and support staff will continue to work tirelessly with federal, state, local, and Tribal law enforcement partners to ensure justice is served.”

    “Thanks to the relentless efforts of our special agents, criminal analysts, and law enforcement partners, Mr. Thieschafer will be held accountable for his heinous crimes,” said ICE HSI Acting Special Agent in Charge Matthew Murphy. “This case serves as a stark reminder of the ongoing need for HSI to stay vigilant in our mission to protect children from exploitation and abuse. Our commitment to the victims of these crimes is resolute, and we will continue to collaborate closely with our partners to ensure those responsible are brought to justice.”

    This case was investigated by Homeland Security, Washington State Patrol, and the Spokane Police Department, which make up the Eastern Washington Missing and Exploited Children Task Force (MECTF), a Washington State Internet Crimes Against Children (ICAC) affiliate. This case was prosecuted by Assistant United States Attorney Ann T. Wick.

  • MIL-OSI Security: Don’t Let a Romance Scammer Steal Your Heart and Savings

    SACRAMENTO—February is the month of love; unfortunately, not everyone who seems to be looking for love has good intentions. The Federal Bureau of Investigation (FBI) Sacramento Field Office is issuing an urgent warning: perpetrators are posing as perfect partners to ensnare heart and wallets. Their schemes are very sophisticated and have harvesting and personal information and savings.

    The warning about these scams has never been more urgent. Confidence fraud and romance scams result in some of the most significant financial losses when compared to other Internet-facilitated crimes. In 2023 alone, 17,832 victims reported more than $650 million in losses. Sadly, this number is conservative. Many victims suffer in silence, too ashamed or afraid to come forward.

    While finding love on dating sites or with remote partners with whom you’ve connected with through social networks or affinity groups online isn’t impossible, heartless perpetrators lurk within online communities and platforms, seeking hearts and finances to ensnare. If you think you won’t be targeted, think again; people of all ages and backgrounds can fall victim to a romance scam.

    Romance and confidence scams start with seemingly innocent contact online and builds into a carefully orchestrated scheme. While the elements may vary to best ensnare the intended victim, thee scams often include the following elements:

    • The person harvests information about you from your online presence to establish a quick and seemingly significant bond.
    • The person showers you with attention and appears to have an unusually high number of common interests and similar background.
    • Images are exchanged and video chats are conducted using images and content that are synthetic or gleaned from online sources.

    The FBI urges the public to beware of some common red flags:

    • You have yet to physically meet your beloved and have been met with excuses when trying to arrange an in-person connection.
    • You have been asked to provide money, gift cards, or cryptocurrency.
    • You have been given directions for investing money on specific online platforms.
    • You have been asked to receive and send money on their behalf.
    • You have been asked to share images that you would not want posted publicly.

    If any of the red flags apply to you:

    • Immediately report any transfer of funds to your financial institution.
    • File a complaint with the FBI’s Internet Crime Complaint Center at www.ic3.gov.
    • Contact the FBI Sacramento Field Office at 916-746-7000 or your local law enforcement agency.

    If you plan to travel to meet your long-distance love, proceed with caution, especially if those plans involve travel to a foreign country. Some victims who have agreed to meet in person with an online love interest have been reported missing or have been injured, and at least one was reported dead. Always review the State Department’s Travel Advisories at http://travel.state.gov/ before travelling.

  • MIL-OSI Global: How to find climate data and science the Trump administration doesn’t want you to see

    Information on the internet might seem like it’s there forever, but it’s only as permanent as people choose to make it.

    That’s apparent as the second Trump administration “floods the zone” with efforts to dismantle science agencies and the data and websites they use to communicate with the public. The targets range from public health and demographics to climate science.

    We are a research librarian and policy scholar who belong to a network called the Public Environmental Data Partners, a coalition of nonprofits, archivists and researchers who rely on federal data in our analysis, advocacy and litigation and are working to ensure that data remains available to the public.

    In just the first three weeks of Trump’s term, we saw agencies remove access to at least a dozen climate and environmental justice analysis tools. The new administration also scrubbed the phrase “climate change” from government websites, as well as terms like “resilience.”

    Here’s why and how Public Environmental Data Partners and others are making sure that the climate science the public depends on is available forever:

    Why government websites and data matter

    The internet and the availability of data are necessary for innovation, research and daily life.

    Climate scientists analyze NASA satellite observations and National Oceanic and Atmospheric Administration weather records to understand changes underway in the Earth system, what’s causing them and how to protect the climates that economies were built on. Other researchers use these sources alongside Census Bureau data to understand who is most affected by climate change. And every day, people around the world log onto the Environmental Protection Agency’s website to learn how to protect themselves from hazards — and to find out what the government is or isn’t doing to help.

    If the data and tools used to understand complex data are abruptly taken off the internet, the work of scientists, civil society organizations and government officials themselves can grind to a halt. The generation of scientific data and analysis by government scientists is also crucial. Many state governments run environmental protection and public health programs that depend on science and data collected by federal agencies.

    Removing information from government websites also makes it harder for the public to effectively participate in key processes of democracy, including changes to regulations. When an agency proposes to repeal a rule, for example, it is required to solicit comments from the public, who often depend on government websites to find information relevant to the rule.

    And when web resources are altered or taken offline, it breeds mistrust in both government and science. Government agencies have collected climate data, conducted complex analyses, provided funding and hosted data in a publicly accessible manner for years. People around the word understand climate change in large part because of U.S. federal data. Removing it deprives everyone of important information about their world.

    Bye-bye data?

    The first Trump administration removed discussions of climate change and climate policies widely across government websites. However, in our research with the Environmental Data and Governance Initiative over those first four years, we didn’t find evidence that datasets had been permanently deleted.

    The second Trump administration seems different, with more rapid and pervasive removal of information.

    In response, groups involved in Public Environmental Data Partners have been archiving climate datasets our community has prioritized, uploading copies to public repositories and cataloging where and how to find them if they go missing from government websites.

    As of Feb. 13, 2025, we hadn’t seen the destruction of climate science records. Many of these data collection programs, such as those at NOAA or EPA’s Greenhouse Gas Reporting Program, are required by Congress. However, the administration had limited or eliminated access to a lot of data.

    Maintaining tools for understanding climate change

    We’ve seen a targeted effort to systematically remove tools like dashboards that summarize and visualize the social dimensions of climate change. For instance, the Climate and Economic Justice Screening Tool mapped low-income and other marginalized communities that are expected to experience severe climate changes, such as crop losses and wildfires. The mapping tool was taken offline shortly after Trump’s first set of executive orders.

    Most of the original data behind the mapping tool, like the wildfire risk predictions, is still available, but is now harder to find and access. But because the mapping tool was developed as an open-source project, we were able to recreate it.

    Preserving websites for the future

    In some cases, entire webpages are offline. For instance, the page for the 25-year-old Climate Change Center at the Department of Transportation doesn’t exist anymore. The link just sends visitors back to the department’s homepage.

    Other pages have limited access. For instance, EPA hasn’t yet removed its climate change pages, but it has removed “climate change” from its navigation menu, making it harder to find those pages.

    Internet Archive Wayback Machine

    Fortunately, our partners at the End of Term Web Archive have captured snapshots of millions of government webpages and made them accessible through the Internet Archive’s Wayback Machine. The group has done this after each administration since 2008.

    If you’re looking at a webpage and you think it should include a discussion of climate change, use the “changes” tool“ in the Wayback Machine to check if the language has been altered over time, or navigate to the site’s snapshots of the page before Trump’s inauguration.

    What you can do

    You can also find archived climate and environmental justice datasets and tools on the Public Environmental Data Partners website. Other groups are archiving datasets linked in the Data.gov data portal and making them findable in other locations.

    Individual researchers are also uploading datasets in searchable repositories like OSF, run by the Center for Open Science.

    If you are worried that certain data currently still available might disappear, consult this checklist from MIT Libraries. It provides steps for how you can help safeguard federal data.

    Narrowing the knowledge sphere

    What’s unclear is how far the administration will push its attempts to remove, block or hide climate data and science, and how successful it will be.

    Already, a federal district court judge has ruled that the Centers for Disease Control and Prevention’s removal of access to public health resources that doctors rely on was harmful and arbitrary. These were put back online thanks to that ruling.

    We worry that more data and information removals will narrow public understanding of climate change, leaving people, communities and economies unprepared and at greater risk. While data archiving efforts can stem the tide of removals to some extent, there is no replacement for the government research infrastructures that produce and share climate data.

    Cannes, February 14, 2025 – Thales Alenia Space, a joint venture between Thales (67%) and Leonardo (33%), has signed a contract with the European Space Agency (ESA) for Element #2 of the HydRON (High-thRoughput Optical space Network) Demonstration System (DS) for the design, development, deployment and in-orbit demonstration of a full end-to-end optical system to verify and validate the world’s first all-optical, high-data-rate, multi-orbit transport network in space.

    HydRON is set to transform the way data-collecting satellites communicate, using laser technology that will allow satellites to connect with each other and ground networks much faster.By enabling rapid, high-capacity connections between satellites and ground networks, HydRON will significantly enhance our ability to collect and utilize data from space.

    The project will be conducted with the support of the various space agencies involved in this exciting challenge: the Italian Space Agency (ASI), the German Aerospace Center (DLR), the Polish Space Agency (POLSA), the Romanian Space Agency (ROSA), Enterprise Ireland (EI) and the Swiss Space Agency (SSO). Other agencies are expected to join during the project to expand the mission’s objectives. HydRON forms part of ESA’s Optical and Quantum Communications – ScyLight programme within the Connectivity and Secure Communications directorate.

    Thales Alenia Space’s role in HydRON-DS project

    Thales Alenia Space, with its long track record in telecommunication networks and expertise in the production of optical terminals for space, developed in Zurich, has already coordinated a working group involving Telespazio, a joint venture between Leonardo (67%) and Thales (33%), responsible for the ground segment, and other Italian and European companies for Phase A/B1 of the HydRON-DS project. This work was completed at the end of the 2023.

    Today, Thales Alenia Space in Italy is ready to lead a European industry consortium for building the HydRON-DS Element #2 mission partition, including the space segment (LEO collector satellite and GEO optical payload) and ground segment (two optical ground stations, mission and network control center and satellite control center).

    The project will develop and validate two concepts:

    • Fiber in the Sky: multi-orbit optical telecommunications at high data rates between space and ground assets.
    • Internet beyond the Clouds: innovative onboard routing techniques at high throughput (> 100 Gbps) to build an optical space transport network seamlessly integrated with terrestrial fiber-based networks.

    The project includes up to two years of in-orbit demonstration to assess the capabilities of key technologies for optical communications and concepts of operations for the network architecture. It will also provide a service demonstration for potential demo users.

         The Controller of the Centre for Health Protection (CHP) of the Department of Health, Dr Edwin Tsui, today (February 14) reminded members of the public that the seasonal influenza activity in Hong Kong remains at a high level, and the influenza season will continue for some time. All sectors of the community should remain vigilant and enhance personal hygiene and protection measures against influenza. All persons aged 6 months and above (except those with known contraindications) who have not yet received the seasonal influenza vaccination (SIV) should act immediately to protect their health and that of their family members.     According to the CHP’s latest surveillance data, in the week ending February 8, the percentage of respiratory specimens testing positive for seasonal influenza viruses is 10.23 per cent. The influenza admission rate in public hospitals is 0.67 cases per 10 000 population, indicating that the overall influenza activity remains at a high level.           “Hong Kong entered the influenza season in early January this year, and it is now the sixth week. The Influenza A (H1) virus is predominant this season, accounting for nearly 90 per cent of the subtyped influenza virus detections. In terms of severe or death cases caused by influenza, this season, as in the past, mainly affects the elderly and young children,” Dr Tsui said.           As of February 12, the CHP recorded 301 severe or death cases among adult patients. About 70 per cent of them have not received SIV of this season, and about 70 per cent of them have chronic diseases. Among the 186 death cases, about 90 per cent of them were aged 65 or above. For children, nine cases of severe influenza-associated complications were recorded this season. Seven (including two preschool children and five school children) of them had not received SIV of this season, and two cases had chronic diseases.           “The number of severe or death cases recorded in the first five weeks of this season is higher than that of the same period last season, but similar to the 2018/19 influenza season, i.e. before the COVID-19 pandemic, which was also dominated by influenza A (H1). Based on historical data, the entire influenza season usually lasts for two to four months. Whether it will last for 28 weeks, as in the past influenza season, will depend on any change in the circulating strains of viruses, including any increase in the activities of influenza A (H3) and influenza B viruses,” Dr Tsui said.           He pointed out that, according to the virus analysis conducted by the CHP, the strains of influenza viruses that are circulating in Hong Kong nowadays are similar to the strains of viruses in the seasonal influenza vaccine currently available in Hong Kong, which means that the vaccine is effective in lowering the risk of serious complications or death from the infection. Data analysis also showed that the rate of serious complications in residents of residential care homes for the elderly who did not receive SIV was 2.2 times that of vaccinated residents, highlighting the protective effect of SIV.           As of February 9, a total of about 1 975 100 doses of vaccines were administered under various vaccination programmes, an increase of about 8.4 per cent over the same period in the last SIV season and a record high, surpassing the total number of doses administered under various vaccination programmes in the year 2023/24 (i.e. about 1 873 000 doses).           The number of schools participating in the SIV School Outreach Programme has also increased significantly this year. About 1 020 kindergartens/child care centres (97 per cent), about 640 primary schools (98 per cent) and about 490 secondary schools (98 per cent) have completed or are arranging SIV school outreach activities. This is higher than the participation rate in year 2023/24, i.e. 80 per cent of kindergartens/child care centres, 95 per cent of primary schools and 70 per cent of secondary schools.           “The SIV coverage rate for children aged 6 months to under 2 years remains relatively low at about 22.5 per cent. Although slightly higher than that of the same period in the last SIV season, the coverage rate was still lower than that of other age groups of children. To enhance relevant vaccination services and boost the vaccination rate, the Government has opened the DH’s Maternal and Child Health Centres (MCHCs) to all children aged 6 months to under 2 years. For the sake of the children’s health, parents are advised to make appointments via the online booking system as soon as possible for children aged 6 months to under 2 years who have not yet received SIV to be vaccinated at the designated MCHCs,” Dr Tsui said.           He also reminded parents not to believe in alternative therapies circulating on the Internet that claim to prevent and cure influenza in infants and young children. There is no scientific evidence to support such claims. SIV is one of the most effective ways to prevent seasonal influenza and its complications, while significantly reducing the risk of hospitalisation and death from seasonal influenza for infants and young children.     The Central Consumer Protection Authority (CCPA) has imposed penalty of ₹ 3 lakh on IITian’s Prashikshan Kendra Pvt. Ltd. (IITPK) for advertising misleading claims regarding result of IIT- JEE examination. The decision was taken to ensure that no false or misleading advertisement is made of any goods or services which contravenes the provisions of the Consumer Protection Act, 2019.

    CCPA has so far issued 46 notices to various coaching institutes for misleading advertisements. The CCPA has imposed penalty of 77 lakhs 60 thousand on 24 coaching institutes and directed them to discontinue the misleading advertisements.

    In view of the violation of the Consumer Protection Act, 2019, the CCPA, headed by Chief Commissioner, Smt. Nidhi Khare, and Commissioner, Shri Anupam Mishra has issued an Order against IITian’s Prashikshan Kendra Pvt. Ltd. (IITPK).

    False impression of national level toppers: The institute’s advertisements prominently featured titles such as “IIT Topper” and “NEET Topper” alongside the bold numbers ‘1’ and ‘2’ in front of candidate names and pictures. This misrepresentation was designed to create the deceptive impression that these students had secured All India Rank in respective examinations. The institute deliberately concealed that students were merely toppers within the institute, not at the national level. These misrepresentation can significantly influence the decisions of students who are the target audience (primarily students of classes 7th to 12th, aged 14-17). They are likely to assume that the institute consistently produces top national performers, thus influencing their choice of coaching institute under false pretenses.

    Misleading claims of IIT ranks: The institute claimed, “1384 IIT Ranks in the past 21 years by IITPK,” suggesting that 1384 students coached by the institute secured admission into the prestigious Indian Institutes of Technology (IITs). Deceptive Implications: The advertisement did not clarify that not all 1384 students were selected into IITs. By using the phrase “IIT Ranks,” the institute misled consumers into believing that these students exclusively secured admission into IITs, thereby exaggerating its success rate. Upon investigation, the CCPA (Central Consumer Protection Authority) found that the list provided by the institute included students admitted to a variety of institutions, including IITs, IIITs, NITs, BITS, Manipal University, VIT Vellore, PICT Pune, MIT Pune, VIT Pune, and other educational institutions.

    Misleading success ratio claims: Inflated and Unqualified Statements: The institute used bold claims such as “Highest success ratio year after year,” “Best success ratio for 21 years,” and “Success Ratio at 61%” in its advertisements. These statements were presented without any supporting data or context, leading consumers to believe that 61% of the institute’s students secure admission into IITs. The institute did not provide any comparative analysis or third-party verification to substantiate these claims.  During hearings, the institute submitted that the term “Success Ratio” was clarified during webinars and one-on-one counseling sessions. However, the primary platform for these claims was the advertisements themselves, where no such clarification was provided. This strategy misleads potential students and parents by not presenting crucial information upfront.

    The CCPA found that the institute deliberately concealed important information that would have helped students make an informed decision when choosing a course or coaching institute/platform. Therefore, CCPA deemed it necessary to impose a penalty in the interest of impressionable students and address false or misleading advertisements and unfair trade practices.

    The President of the United States of America, The Honorable Donald J. Trump hosted the Prime Minister of India, Shri Narendra Modi for an Official Working Visit in Washington, DC on February 13, 2025.

    As the leaders of sovereign and vibrant democracies that value freedom, the rule of law, human rights, and pluralism, President Trump and Prime Minister Modi reaffirmed the strength of the India-U.S. Comprehensive Global Strategic Partnership, anchored in mutual trust, shared interests, goodwill and robust engagement of their citizens.

    Today, President Trump and Prime Minister Modi launched a new initiative – the “U.S.-India COMPACT (Catalyzing Opportunities for Military Partnership, Accelerated Commerce & Technology) for the 21st Century” – to drive transformative change across key pillars of cooperation. Under this initiative, they committed to a results-driven agenda with initial outcomes this year to demonstrate the level of trust for a mutually beneficial partnership.

    Defense

    Highlighting the deepening convergence of U.S.-India strategic interests, the leaders reaffirmed their unwavering commitment to a dynamic defense partnership spanning multiple domains. To advance defense ties further, the leaders announced plans to sign this year a new ten-year Framework for the U.S.-India Major Defense Partnership in the 21st Century.

    The leaders welcomed the significant integration of U.S.-origin defense items into India’s inventory to date, including C‑130J Super Hercules, C‑17 Globemaster III, P‑8I Poseidon aircraft; CH‑47F Chinooks, MH‑60R Seahawks, and AH‑64E Apaches; Harpoon anti-ship missiles; M777 howitzers; and MQ‑9Bs. The leaders determined that the U.S. would expand defense sales and co-production with India to strengthen interoperability and defense industrial cooperation. They announced plans to pursue this year new procurements and co-production arrangements for “Javelin” Anti-Tank Guided Missiles and “Stryker” Infantry Combat Vehicles in India to rapidly meet India’s defense requirements. They also expect completion of procurement for six additional P-8I Maritime Patrol aircraft to enhance India’s maritime surveillance reach in the Indian Ocean Region following agreement on sale terms.

    Recognizing that India is a Major Defense Partner with Strategic Trade Authorization-1 (STA‑1) authorization and a key Quad partner, the U.S. and India will review their respective arms transfer regulations, including International Traffic in Arms Regulations (ITAR), in order to streamline defense trade, technology exchange and maintenance, spare supplies and in-country repair and overhaul of U.S.-provided defense systems. The leaders also called for opening negotiations this year for a Reciprocal Defense Procurement (RDP) agreement to better align their procurement systems and enable the reciprocal supply of defense goods and services. The leaders pledged to accelerate defense technology cooperation across space, air defense, missile, maritime and undersea technologies, with the U.S. announcing a review of its policy on releasing fifth generation fighters and undersea systems to India.

    Building on the U.S.-India Roadmap for Defense Industrial Cooperation and recognizing the rising importance of autonomous systems, the leaders announced a new initiative – the Autonomous Systems Industry Alliance (ASIA) – to scale industry partnerships and production in the Indo-Pacific. The leaders welcomed a new partnership between Anduril Industries and Mahindra Group on advanced autonomous technologies to co-develop and co-produce state-of-the-art maritime systems and advanced AI-enabled counter Unmanned Aerial System (UAS) to strengthen regional security, and between L3 Harris and Bharat Electronics for co-development of active towed array systems.

    The leaders also pledged to elevate military cooperation across all domains – air, land, sea, space, and cyberspace – through enhanced training, exercises, and operations, incorporating the latest technologies. The leaders welcomed the forthcoming “Tiger Triumph” tri-service exercise (first inaugurated in 2019) with larger scale and complexity to be hosted in India.

    Finally, the leaders committed to break new ground to support and sustain the overseas deployments of the U.S. and Indian militaries in the Indo-Pacific, including enhanced logistics and intelligence sharing, as well as arrangements to improve force mobility for joint humanitarian and disaster relief operations along with other exchanges and security cooperation engagements.

    Trade and Investment

    The leaders resolved to expand trade and investment to make their citizens more prosperous, nations stronger, economies more innovative and supply chains more resilient. They resolved to deepen the U.S.-India trade relationship to promote growth that ensures fairness, national security and job creation. To this end, the leaders set a bold new goal for bilateral trade – “Mission 500” – aiming to more than double total bilateral trade to $500 billion by 2030.

    Recognizing that this level of ambition would require new, fair-trade terms, the leaders announced plans to negotiate the first tranche of a mutually beneficial, multi-sector Bilateral Trade Agreement (BTA) by fall of 2025. The leaders committed to designate senior representatives to advance these negotiations and to ensure that the trade relationship fully reflects the aspirations of the COMPACT. To advance this innovative, wide-ranging BTA, the U.S. and India will take an integrated approach to strengthen and deepen bilateral trade across the goods and services sector, and will work towards increasing market access, reducing tariff and non-tariff barriers, and deepening supply chain integration.

    The leaders welcomed early steps to demonstrate mutual commitment to address bilateral trade barriers. The United States welcomed India’s recent measures to lower tariffs on U.S. products of interest in the areas of bourbon, motorcycles, ICT products and metals, as well as measures to enhance market access for U.S. agricultural products, like alfalfa hay and duck meat, and medical devices. India also expressed appreciation for U.S. measures taken to enhance exports of Indian mangoes and pomegranates to the United States. Both sides also pledged to collaborate to enhance bilateral trade by increasing U.S. exports of industrial goods to India and Indian exports of labor-intensive manufactured products to the United States. The two sides will also work together to increase trade in agricultural goods.

    Finally, the leaders committed to drive opportunities for U.S. and Indian companies to make greenfield investments in high-value industries in each other’s countries. In this regard, the leaders welcomed ongoing investments by Indian companies worth approximately $7.35 billion, such as those by Hindalco’s Novelis in finished aluminum goods at their state-of-the art facilities in Alabama and Kentucky; JSW in steel manufacturing operations at Texas and Ohio; Epsilon Advanced Materials in the manufacture of critical battery materials in North Carolina; and Jubilant Pharma in the manufacture of injectables in Washington. These investments support over 3,000 high-quality jobs for local families.

    Energy Security

    The leaders agreed that energy security is fundamental to economic growth, social well-being and technical innovation in both countries. They underscored the importance of U.S.-India collaboration to ensure energy affordability, reliability, and availability and stable energy markets. Realizing the consequential role of the U.S. and India, as leading producers and consumers, in driving the global energy landscape, the leaders re-committed to the U.S.-India Energy Security Partnership, including in oil, gas, and civil nuclear energy.

    The leaders underscored the importance of enhancing the production of hydrocarbons to ensure better global energy prices and secure affordable and reliable energy access for their citizens. The leaders also underscored the value of strategic petroleum reserves to preserve economic stability during crises and resolved to work with key partners to expand strategic oil reserve arrangements. In this context, the U.S. side affirmed its firm support for India to join the International Energy Agency as a full member.

    The leaders reaffirmed their commitment to increase energy trade, as part of efforts to ensure energy security, and to establish the United States as a leading supplier of crude oil and petroleum products and liquified natural gas to India, in line with the growing needs and priorities of our dynamic economies. They underscored the tremendous scope and opportunity to increase trade in the hydrocarbon sector including natural gas, ethane and petroleum products as part of efforts to ensure supply diversification and energy security. The leaders committed to enhance investments, particularly in oil and gas infrastructure, and facilitate greater cooperation between the energy companies of the two countries.

    The leaders announced their commitment to fully realize the U.S.-India 123 Civil Nuclear Agreement by moving forward with plans to work together to build U.S.-designed nuclear reactors in India through large scale localization and possible technology transfer. Both sides welcomed the recent Budget announcement by Government of India to take up amendments to the Atomic Energy Act and the Civil Liability for Nuclear Damage Act (CLNDA) for nuclear reactors, and further decided to establish bilateral arrangements in accordance with CLNDA, that would address the issue of civil liability and facilitate the collaboration of Indian and U.S. industry in the production and deployment of nuclear reactors. This path forward will unlock plans to build large U.S.-designed reactors and enable collaboration to develop, deploy and scale up nuclear power generation with advanced small modular reactors.

    Technology and Innovation

    The leaders announced the launch of the U.S.-India TRUST (“Transforming the Relationship Utilizing Strategic Technology”) initiative, which will catalyze government-to-government, academia and private sector collaboration to promote application of critical and emerging technologies in areas like defense, artificial intelligence, semiconductors, quantum, biotechnology, energy and space, while encouraging the use of verified technology vendors and ensuring sensitive technologies are protected.

    As a central pillar of the “TRUST” initiative, the leaders committed to work with U.S. and Indian private industry to put forward a U.S.-India Roadmap on Accelerating AI Infrastructure by the end of the year, identifying constraints to financing, building, powering, and connecting large-scale U.S.-origin AI infrastructure in India with milestones and future actions. The U.S. and India will work together to enable industry partnerships and investments in next generation data centers, cooperation on development and access to compute and processors for AI, for innovations in AI models and building AI applications for solving societal challenges while addressing the protections and controls necessary to protect these technologies and reduce regulatory barriers.

    The leaders announced the launch of INDUS Innovation, a new innovation bridge modeled after the successful INDUS-X platform, that will advance U.S.-India industry and academic partnerships and foster investments in space, energy, and other emerging technologies to maintain U.S. and India leadership in innovation and to meet the needs of the 21st century. The leaders also reinforced their commitment to the INDUS-X initiative, which facilities partnerships between U.S. and Indian defense companies, investors and universities to produce critical capability for our militaries, and welcomed the next summit in 2025.

    The leaders also committed, as part of the TRUST initiative, to build trusted and resilient supply chains, including for semiconductors, critical minerals, advanced materials and pharmaceuticals. As part of this effort, the leaders plan to encourage public and private investments to expand Indian manufacturing capacity, including in the U.S., for active pharmaceutical ingredients for critical medicines. These investments will create good jobs, diversify vital supply chains, and reduce the risk of life-saving drug shortages in both the United States and India.

    Recognizing the strategic importance of critical minerals for emerging technologies and advanced manufacturing, India and the United States will accelerate collaboration in research and development and promote investment across the entire critical mineral value chain, as well as through the Mineral Security Partnership, of which both the United States and India are members. Both countries have committed to intensifying efforts to deepen cooperation in the exploration, beneficiation, and processing as well as recycling technologies of critical minerals. To this end, the leaders announced the launch of the Strategic Mineral Recovery initiative, a new U.S.-India program to recover and process critical minerals (including lithium, cobalt, and rare earths) from heavy industries like aluminum, coal mining and oil and gas.

    The leaders hailed 2025 as a pioneering year for U.S.-India civil space cooperation, with plans for a NASA-ISRO effort through AXIOM to bring the first Indian astronaut to the International Space Station (ISS), and early launch of the joint “NISAR” mission, the first of its kind to systematically map changes to the Earth’s surface using dual radars. The leaders called for more collaboration in space exploration, including on long duration human spaceflight missions, spaceflight safety and sharing of expertise and professional exchanges in emerging areas, including planetary protection. The leaders committed to further commercial space collaboration through industry engagements in conventional and emerging areas, such as connectivity, advanced spaceflight, satellite and space launch systems, space sustainability, space tourism and advanced space manufacturing.

    The leaders underscored the value of deepening ties between the U.S. and Indian scientific research communities, announcing a new partnership between the U.S. National Science Foundation and the Indian Anusandhan National Research Foundation in researching critical and emerging technologies. This partnership builds on ongoing collaboration between the U.S. National Science Foundation and several Indian science agencies to enable joint research in the areas of semiconductors, connected vehicles, machine learning, next-generation telecommunications, intelligent transportation systems, and future biomanufacturing.

    The leaders determined that their governments redouble efforts to address export controls, enhance high technology commerce, and reduce barriers to technology transfer between our two countries, while addressing technology security. The leaders also resolved to work together to counter the common challenge of unfair practices in export controls by third parties seeking to exploit overconcentration of critical supply chains.

    Multilateral Cooperation

    The leaders reaffirmed that a close partnership between the U.S. and India is central to a free, open, peaceful and prosperous Indo-Pacific region. As Quad partners, the leaders reiterated that this partnership is underpinned by the recognition of ASEAN centrality; adherence to international law and good governance; support for safety and freedom of navigation, overflight and other lawful uses of the seas; and unimpeded lawful commerce; and advocacy for peaceful resolution of maritime disputes in accordance with international law.

    Prime Minister Modi looks forward to hosting President Trump in New Delhi for the Quad leaders’ Summit, ahead of which the leaders will activate new Quad initiatives on shared airlift capacity to support civilian response to natural disasters and maritime patrols to improve interoperability.

    The leaders resolved to increase cooperation, enhance diplomatic consultations, and increase tangible collaboration with partners in the Middle East. They highlighted the importance of investing in critical infrastructure and economic corridors to advancing peace and security in the region. The leaders plan to convene partners from the India-Middle East-Europe Corridor and the I2U2 Group within the next six months in order to announce new initiatives in 2025.

    The US appreciates India’s role as a developmental, humanitarian assistance and net security provider in the Indian Ocean Region. In this context, the leaders committed to deepen bilateral dialogue and cooperation across the vast Indian Ocean region and launched the Indian Ocean Strategic Venture, a new bilateral, whole-of-government forum to advance coordinated investments in economic connectivity and commerce. Supporting greater Indian Ocean connectivity, the leaders also welcomed Meta’s announcement of a multi-billion, multi-year investment in an undersea cable project that will begin work this year and ultimately stretch over 50,000 km to connect five continents and strengthen global digital highways in the Indian Ocean region and beyond. India intends to invest in maintenance, repair and financing of undersea cables in the Indian Ocean, using trusted vendors.

    The leaders recognized the need to build new plurilateral anchor partnerships in the Western Indian Ocean, Middle East, and Indo-Pacific to grow relationships, commerce and cooperation across defense, technology, energy and critical minerals. The leaders expect to announce new partnership initiatives across these sub-regions by fall of 2025.

    The leaders also resolved to advance military cooperation in multinational settings to advance global peace and security. The leaders applauded India’s decision to take on a future leadership role in the Combined Maritime Forces naval task force to help secure sea lanes in the Arabian Sea.

    The leaders reaffirmed that the global scourge of terrorism must be fought and terrorist safe havens eliminated from every corner of the world. They committed to strengthen cooperation against terrorist threats from groups, including Al-Qa’ida, ISIS, Jaish-e Mohammad, and Lashkar-e-Tayyiba in order to prevent heinous acts like the attacks in Mumbai on 26/11 and the Abbey Gate bombing in Afghanistan on August 26, 2021. Recognizing a shared desire to bring to justice those who would harm our citizens, the U.S. announced that the extradition to India of Tahawwur Rana has been approved. The leaders further called on Pakistan to expeditiously bring to justice the perpetrators of the 26/11 Mumbai, and Pathankot attacks and ensure that its territory is not used to carry out cross-border terrorist attacks. The leaders also pledged to work together to prevent proliferation of weapons of mass destruction and their delivery systems and to deny access to such weapons by terrorists and non-state actors.

    People to People Cooperation

    President Trump and Prime Minister Modi noted the importance of advancing the people-to-people ties between the two countries. In this context, they noted that the more than 300,000 strong Indian student community contributes over $8 billion annually to the U.S. economy and helped create a number of direct and indirect jobs. They recognized that the talent flow and movement of students, researchers and employees, has mutually benefitted both countries. Recognizing the importance of international academic collaborations in fostering innovation, improving learning outcomes and development of a future-ready workforce, both leaders resolved to strengthen collaborations between the higher education institutions through efforts such as joint/dual degree and twinning programs, establishing joint Centers of Excellence, and setting up of offshore campuses of premier educational institutions of the U.S. in India.

    Both leaders emphasized that the evolution of the world into a global workplace calls for putting in place innovative, mutually advantageous and secure mobility frameworks. In this regard, the leaders committed to streamlining avenues for legal mobility of students and professionals, and facilitating short-term tourist and business travel, while also aggressively addressing illegal immigration and human trafficking by taking strong action against bad actors, criminal facilitators, and illegal immigration networks to promote mutual security for both countries.

    The leaders also committed to strengthen law enforcement cooperation to take decisive action against illegal immigration networks, organized crime syndicates, including narco-terrorists human and arms traffickers, as well as other elements who threaten public and diplomatic safety and security, and the sovereignty and territorial integrity of both nations.

    Artificial intelligence is reshaping knowledge generation, but human intelligence remains essential for ethical oversight, innovation, and problem-solving. Integrating AI into industries, shifting away from Industrial Era work models, and accelerating learning will be key to harnessing its full potential for sustainable development.

    Human cognitive abilities have grown over time, influenced by environmental and cultural factors. Despite a slight decrease in brain size over the past 3,000 years, the Flynn effect shows that people are becoming smarter across generations.

    Innovations in sharing and storing information—from writing to the rise of the Internet—are accelerating collective cognitive development because of the rapid dissemination of knowledge.

    In the age of artificial intelligence, human intelligence is likely to grow even faster. People will be able to access vast amounts of information across a wide range of topics more quickly than before. AI can also deliver personalized educational experiences to suit the learning style of students, making the learning process more engaging. 

    People are far from being mere passive recipients of AI’s impacts: they are actually the ones who are actively spurring its development, and this in turn is further advancing human intelligence. Leveraging both human and artificial intelligence will be critical to developing innovative solutions to address climate change and other complex global challenges. 

    People, from casual users to experts, need to have functional knowledge of AI to fully benefit from it, and AI’s usefulness depends on trust. This is where the Artificial Intelligence Quotient (AIQ), the level of readiness in humans to successfully adopt AI, comes in. 

    Just as travelers trust a plane or a car because they understand how they work, AI should also be made more understandable to increase the likelihood of its use and adoption. Patients will not be interested in undergoing a medical procedure performed by AI-powered robots if they are not confident that the benefits of technology-assisted surgery far outweigh the risks.

    Similarly, businesses will not blindly trust AI systems to engage in trade on their behalf without first understanding how these systems evaluate business risks.

    Building Artificial Intelligence Quotient requires educating oneself on AI advancements, capabilities, and limitations. Hands-on experience in using AI-powered tools will help individuals and institutions trust AI and make them more comfortable in using it. 

    Trust in AI, in turn, will encourage the development of more AI tools for societal benefit, including healthcare, education, and climate adaptation.     

    Technological know-how is crucial, but emotional intelligence is equally important. 

    Emotions drive creativity and problem-solving. With a few prompts, some AI tools can generate photos, videos, and stories. These outputs, however, are not truly original content. They are instead derived from training data.

    Context and purpose matter as there is no one-size-fits-all solution when it comes to AI.
     

    Humans, on the other hand, can generate original content, developing innovative ideas, and collaborating with other people to find solutions to complex issues. More importantly, they are the ones steering the direction of AI development, including putting in place policies and guidelines for the ethical and responsible use of AI. 

    These ethical guardrails help to ensure that AI tools and systems are built not for their own sake but to address pain points in a way that respects human values and rights. Thus, managing one’s emotions and understanding others’ emotions are necessary skills in a technology-driven era. 

    AI can mimic compassion, as seen with mental health chatbots, but it lacks genuine emotional connection. Trust is only the first step to developing an Artificial Intelligence Quotient. You need to be aware of your own capacity to use AI depending on your specific needs so you can find the right tool to address your concerns. 

    From an international development perspective, each country has a different set of needs and priorities when it comes to AI use. For instance, one country may be interested in focusing on leveraging AI to increase production capacity of a certain industry, while another country may want to use AI to improve delivery of basic services, such as healthcare, education, and social protection.

    Context and purpose matter as there is no one-size-fits-all solution when it comes to AI. Recognizing the differences in these challenges and how these need to be adjusted to be responsive to specific issues is critical to leveraging AI effectively to promote sustainable development and climate resilience.  

    AI’s strengths and weaknesses also need to be recognized. AI might be a powerful tool, but it has its limitations. There are instances when AI is not the best solution, with other tools being better suited to address an issue. In addition, AI does not hold all the answers to the world’s questions and is limited by the data with which it was trained.

    Finally, it is important to let AI know you. AI tools have a feedback loop that you can use to improve their performance, and this mechanism will help train these tools to better address climate and development challenges.

    If AI’s full potential is unleashed, it can handle all current cognitive tasks that humans are doing, freeing up humans to focus on big thinking and creating. 

    While it is improbable for sentient AI to emerge anytime soon, AI, along with robotics, will likely bear the brunt of the work of humans, including knowledge generation. By the 22nd century, AI will be solving the issues that humans previously handled, freeing humans to tackle new, yet-unsolved mysteries, leading to the rise of a new age of discoveries. 

    This will require rethinking and reskilling. The payoff, however, will be worth it if it means finding solutions to poverty, climate change, and other challenges faced by humanity and the world. 

    As AI grows, humans must continue to grow as well. In the next century, we are looking at a new age of discoveries arising from freeing up human intelligence to resolve new problems rather than resolving issues that could be resolved by AI and robotics.   

    To achieve climate and development goals, we need to be doing three things: 

    Integrate AI and robotics. Institutions and industries need to evolve to integrate technology—not just in business-related tasks but also in daily operations. Industries such as construction, shipping, and manufacturing will increasingly rely on AI and robotics to perform tasks. Embracing technology is critical, especially since its use will likely scale up in the coming years.

    Give up industrial era ways of working. AI and robotics will render obsolete the conventional assembly line setup that focuses on efficiency in physical production. People must shift towards human-centered work. Institutions and industries should redesign their operations and empower people to use their creativity and critical thinking skills to perform AI-augmented work. 

    Accelerate learning and adoption. The fundamental shift from the Industrial Era practices puts more emphasis on the knowledge economy. This, along with the rapid development brought about by AI and the rapid boom of industries, requires an accelerated pace of learning. Humans should therefore dedicate over half of their workday to learning to keep up with and adopt new technologies and methods. Human resource departments must play a key role to facilitate this shift from Industrial

    Era practices to more agile mindsets and practices in the age of AI.

    The future of intelligence will be shaped by the dynamic interplay between human cognition and artificial intelligence. By fostering a symbiotic relationship with AI, humanity can unlock new frontiers of knowledge, innovation, and problem-solving in the decades ahead.

  • MIL-OSI Africa: World Health Organization (WHO) works with United States Agency for International Development (USAID) and United Nations Children’s Fund (UNICEF) to build Risk Communication & Community Engagement capacity for Botswana

    A total of 92 Health Promotion professionals from 27 districts and MoH headquarters have been trained on emergencies preparedness and response. The training was a result of findings from support visits to 12 districts to assess Risk Communication & Community Engagement (RCCE) capacity and experiences during and after COVID-19. The training focused on preparedness, response and resilience particularly building the capacity of the community to anticipate, respond and build resilience for future shocks.

    The training was also used to strengthen and validate the draft RCCE Strategic plan and Standard Operating Procedures. Participants were also trained in social listening and infodemic management. This was done in collaboration with UNICEF.  For community engagement and resilience, fifty representatives of communities, faith-based organizations and traditional healers were oriented on their role in promoting health and well-being, especially during emergencies.

    The country was also supported to build Psycho-social support capacity. In this regard, forty-four (44) mental health and allied health professionals were trained in Psychological First AID (PFA), and standard operating procedures were developed. The draft Psychological First Aid SOPs were updated and used to orient and capacitate participants particularly for emergencies.

    Safety, Health and Environmental (SHE) Officers from different sectors were also orientated on their role in promoting health and wellbeing particularly during emergencies. The orientation included leveraging lessons from COVID-19 and integration of Psycho-social support in workplace programmes and services.

    ICT and electronic equipment were also procured to enhance the capacity of Ministry of Health (MOH) to document, store and share information. The capacity building programme was funded through USAID.

    WHO’s role in promoting biosimilars

    The World Health Organization (WHO) recognizes biosimilars as key drivers for expanding global access to essential biological medicines. Through its Essential Medicines List (EML), WHO evaluates and includes quality-assured biosimilars, endorsing them as safe, effective, and cost-effective alternatives to originator biologics​. The WHO prequalification of biosimilars builds confidence for their procurement by the United Nation (UN) agencies and countries, enhancing their availability and affordability. WHO also advocates for non-exclusive voluntary licensing to accelerate affordable biosimilar access and emphasizes the importance of regulatory harmonization, healthcare professional education, and stakeholder collaboration in promoting biosimilar use​ (3).

    Standards for biological products

    Since early 1950s’ WHO has played a pivotal role in establishing norms and standards for biological products. These standards ensure the consistent quality, safety, and efficacy of biological medicines and related in vitro biological diagnostic tests worldwide. The WHO Expert Committee on Biological Standardization (ECBS) collaborates with international scientific and professional communities, regional and national regulatory authorities, manufacturers, and expert laboratories to develop these standards based on international consensus. WHO guidelines and recommendations for biological products cover various aspects, including production, control, and regulatory preparedness. This guidance is crucial for maintaining high standards in the development and use of biological products, including biosimilars. For instance, the guidelines on the quality, safety, and efficacy of biotherapeutic products provide a framework for evaluating biosimilars at country level, ensuring they meet the same rigorous standards as their reference products. WHO also establishes International Biological Reference Materials, which serve as benchmarks for the quality and potency of biological products (i.e. WHO International Reference Standards for Biological Products). These reference materials are essential for standardizing assays and ensuring the comparability of biosimilar products across different regions and manufacturers. WHO emphasizes the importance of regulatory harmonization to facilitate the global adoption of biosimilars.

    Biosimilars in the EML: bridging the gap

    As of 2023, the WHO EML includes 81 biologic therapies, representing over 15% of all listed essential medicines. The inclusion of biosimilars on the EML helps bridge the gap in affordability and availability of these therapies. For example, following the EML recommendation and WHO prequalification of trastuzumab and rituximab biosimilars treatment costs for breast cancer and lymphoma​ have significantly reduced. Countries such as Brazil (4), India (5), and South Africa (6) have successfully expanded patient access through approved biosimilars, demonstrating the practical benefits of these inclusions.

    Evolution of biologic medicines in the EML

    WHO recognizes the importance of expanding access to essential biologic medicines globally. In 2013, bevacizumab (recommended for age-related macular degeneration, a disease of the eye) was the first monoclonal antibody added to the WHO EML, followed by trastuzumab and rituximab in 2015, both indicated against cancer.  

    Trastuzumab has revolutionized breast cancer treatment for human epidermal growth factor receptor 2 (HER2)-positive breast cancer. Since its introduction almost 25 years ago, trastuzumab has significantly improved outcomes for patients with this type of cancer. It is a monoclonal antibody that targets the HER2 protein, which is overexpressed in some breast cancers, and it has been pivotal in reducing recurrence and improving survival rates. Trastuzumab’s impact is reflected in the shift from conventional chemotherapy to targeted therapies, offering more effective and less toxic treatment options. However, with an average annual cost exceeding $20,000 USD, many LMICs faced severe budget constraints, leading to limited use of trastuzumab and poor survival rates for patients. In response, WHO prequalified the first trastuzumab biosimilar in 2019. These biosimilars, offering the same efficacy and safety at approximately 65% lower cost, had the potential to transform breast cancer treatment in LMICs.

    Since then, several trastuzumab biosimilars have been approved or are in development by various companies. These biosimilars have been launched in all WHO regions. The inclusion of these biosimilars on the EML facilitated initiatives such as the Cancer Access Partnership, led by the Clinton Health Access Initiative (CHAI) and the American Cancer Society (ACS), which included biological medicines for the first time.

    Today, equitable global access to trastuzumab biosimilars is gradually being realized. Countries like India and Brazil have swiftly integrated these biosimilars into their national healthcare systems. India, for example, has approved multiple trastuzumab biosimilars, significantly reducing treatment costs and broadening patient access nationwide. Similarly, South Africa has adopted trastuzumab biosimilars into its treatment protocols, enhancing accessibility to essential breast cancer medications for patients. Overall, trastuzumab biosimilars have received market authorization and approval in at least 65 countries, signaling a major step forward in global cancer care (7).  

    As of 2019, trastuzumab biosimilars have received market authorization and approval in over 65 countries (8).

    The 2019 inclusion of adalimumab (recommended for rheumatoid arthritis, juvenile idiopathic arthritis, ankylosing spondylitis and Crohn’s disease) further underscored WHO’s commitment to improving access and affordability through biosimilars​. Over the next few years, WHO has built on this biosimilar precedent by continuing to add further important biologic medicines to the EML and explicitly listing their quality-assured biosimilars as alternatives.

    Removing barriers to adoption

    While biosimilars have made promising inroads into the Model List, concerns have persisted regarding interchangeability and switching between reference biologics and their biosimilar versions. In 2021, after reviewing substantial evidence confirming the safety and efficacy of transitioning patients from original biologics to biosimilars, the WHO recommended that quality-assured biosimilars of listed biologic medicines should also be viewed as interchangeable and considered for national selection and procurement. This recommendation was pivotal for improving real-world access and use, positioning biosimilars as equal to their reference counterparts and affirming confidence in transitioning patients to save costs without compromising care. The committee reinforced this support by recommending the expansion of WHO prequalification to include biosimilars and advocating for their regular evaluation alongside originators (9).

    WHO recommends that quality-assured biosimilars of EML-listed biologic medicines should be viewed as interchangeable and eligible for selection and procurement at the country level for national essential medicines lists.

    Despite their potential, challenges remain in integrating biosimilars in clinical practice across countries and clinical areas. Issues such as concerns about switching between biosimilars and reference products, regulatory complexities, and educational gaps among healthcare professionals necessitate careful consideration (10).

    Economic benefits and WHO recommendations for biosimilar medicines

    The WHO guideline on country pharmaceutical pricing policies includes a strong recommendation for promoting the use of quality-assured generic and biosimilar medicines.

    WHO recommends that countries enable early market entry of generic and biosimilar medicines through legislative and administrative measures, with a view to encouraging early submission of regulatory applications, allowing for prompt and effective review, and ensuring these products are safe, efficacious, and quality-assured (9)

    The WHO guideline also emphasizes the importance of cost-effective procurement strategies to enhance accessibility and sustainability of healthcare systems, particularly in LMICs.

    Challenges and future directions

    Despite the demonstrated benefits, several challenges remain in the broader adoption of biosimilars. Regulatory barriers, lack of awareness among healthcare professionals, and limited manufacturing capabilities in certain regions can hinder the widespread acceptance and utilization of biosimilars​. Addressing these challenges requires coordinated efforts among governments, healthcare providers, and the pharmaceutical industry to promote education, streamline regulatory processes, and invest in local manufacturing infrastructure.

    WHO continues to play a pivotal role in promoting the adoption of biosimilars through its strategic initiatives. WHO emphasizes the importance of regulatory harmonization and supports countries in building robust regulatory frameworks to ensure the quality, safety, and efficacy of biosimilars. Additionally, WHO collaborates with various stakeholders to enhance healthcare professional education and public awareness about the benefits of biosimilars, fostering a more receptive environment for their adoption​.

    [BOISE] – Attorney General Raúl Labrador has announced investigators with his Idaho Internet Crimes Against Children (ICAC) Task Force arrested Nathanial Jensen (25) on Tuesday, February 11th, 2025, for (5) counts of possession of child sexual exploitation material.
    “Crimes that sexually exploit children are a cancer in our communities,” said Attorney General Labrador. “Our ICAC Task Force works tirelessly to arrest and prosecute these perpetrators wherever they are discovered.  Idaho kids deserve a life free from abuse and trauma and our ICAC team fights to make that possible.”
    Agencies that assisted the ICAC Task Force were Moscow Police Department, Lewiston Police Department, Pullman Police Department, Nez Perce Tribal Police, Nez Perce County Sheriff’s Office, Lewis County Sheriff’s Office, Federal Bureau of Investigation, and Homeland Security Investigations.
    Anyone with information regarding the exploitation of children is encouraged to contact local police, the Attorney General’s ICAC Unit at 208-947-8700, or the National Center for Missing and Exploited Children at 1-800-843-5678.
    The Attorney General’s ICAC Unit works with the Idaho ICAC Task Force, a coalition of federal, state, and local law enforcement agencies, to investigate and prosecute individuals who use the internet to criminally exploit children.

  • MIL-OSI USA: King Cites “Unconscionable” Shortfall in Opioid, Fentanyl Crackdown at Southern Border

    WASHINGTON, D.C. — In a hearing before the Senate Armed Services Committee (SASC), U.S. Senator Angus King raised several urgent questions with Navy Admiral Alvin Holsey, the Commander of United States Southern Command (SOUTHCOM), and Air Force General Gregory Guillot, Commander of United States Northern Command (NORTHCOM). Senator King, pushed the military officials about the lack of military presence and resources in the Caribbean to interdict illegal drug shipments — in addition to in the Arctic to counter Russian and Chinese aggression — as America faces serious threats from the north and south.

    Senator King began his line of questioning by pressing Admiral Holsey on why the military and intelligence agencies are only able to interdict a quarter of illegal drug shipments coming into the United States — a rate he’s been critical of across multiple administrations. In the exchange, he mentioned the deathly toll drugs like fentanyl are taking on Maine people.

    “Admiral, every year when we have this hearing I talk to the SOUTHCOM commander about the fact that we have intelligence reports about drug shipments coming to the U.S. in the maritime domain and we have the assets to interdict 25% of them. To me, that is straight-up unconscionable. There are people dying in my state from fentanyl overdoses and drug overdoses. We are not meeting because of a lack of allocation of assets the drug shipments that we know about. That is what is so objectionable about this. Is that percentage still reasonable? 75% is not being interdicted that we know of,” asked Senator King.

    “About 10 to 20% is what we can get a hold of,” replied Admiral Holsey

    “And that is because of a lack of assets? Is that correct? We don’t have enough boats, ships,” followed up Senator King.

    “Yes. Primarily a lack of assets, a lack of resources,” said Admiral Holsey.

    “I would argue again that this is a misallocation of recourses. Here is an active attack on America that is killing our citizens, and we don’t have enough ships whether it is the Coast Guard or Navy in the region to interdict these drug shipments. I think that is a dereliction of duty, not of you, but of the entire policy apparatus. This goes back three, four administrations. It is one that I hope that this administration will pay some attention to and correct,” responded Senator King.

    Later in the hearing, Senator King, Co-Chair of the U.S. Senate Arctic Caucus, spoke to the United States’ position as an Arctic nation, but pointed out that America’s capabilities in the High North are inadequate when compared to adversaries like Russia and China who are better equipped with more bases and ships like icebreakers. NORTHCOM Commander General Guillot agreed with King that the nation’s presence in the Arctic is “woeful.”

    “I was at a conference years ago on the arctic and there was a huge delegation from China and I said, what is China’s interest. They said we are a near arctic nation.  My response was Maine is a near Caribbean state. They are very active in increasing their actions. Where are we? Do we have a port facility in the Arctic? Secondly, give us a breakdown of the status of icebreakers. We are woefully inadequate in terms of icebreakers, particular for the use of the Northwest Passage,” said Senator King.

    “I was going to use the same word. We are in a woeful situation with icebreakers. The coast guard is working very hard to increase that for us. But at this time, we are completely outnumbered with icebreakers,” agreed General Guillot

    “But they are building one new icebreaker but it is merely a replacement for the ancient one that is about to go out of service. Is that correct,” asked Senator King.

    “It is,” replied General Guillot

    “So there is no net gain in icebreakers,” questioned Senator King.

    “That’s right,” responded General Guillot.

    “And the icebreakers we have commute between the Arctic and Antarctic. Is that not correct,” asked Senator King.

    “That is correct,” said General Guillot.

    “How many icebreakers do the Russians have in the Arctic,” Senator King again asked.

    “Between 20 and 40,” said General Guillot.

    “20 and 40 to less than one. I would argue that the icebreakers are the essential infrastructure of the Arctic region and to say we are inadequate and behind where we should be is an understatement,” said Senator King.     

    After the end of Senator King’s line of questioning, Senator Roger Wicker (R-MS), the Chairman of the Senate Armed Services Committee, shared bipartisan support for securing new icebreakers.

    “Senator King, let me just say I think you will find a lot of bipartisan support both in the Congress and in the Administration for a substantial increase quickly in the number of icebreakers,” said Chairman Wicker.

    “I believe that is the case; I appreciate that,” replied Senator King.

    As a member of the Senate Armed Services Committee and Select Senate Committee on Intelligence, Senator King has previously supported legislation to combat illicit drug use and decrease overdoses. He is a cosponsor of the Synthetics Trafficking and Overdose Prevention Act, bipartisan legislation that is designed to stop dangerous synthetic drugs like fentanyl and carfentanil from being shipped through our borders. Senator King also cosponsored the INTERDICT Act, bipartisan legislation to help halt the flow of illicit fentanyl from Mexico, China and other nations around the world into the United States. During an open hearing of the Select Senate Intelligence Committee last year, Senator King pressed Avril Haines, the former Director of National Intelligence and Christopher Wray, the former Director of the Federal Bureau of Investigation (FBI), about what the intelligence community is doing to halt the flow of illicit drugs — including fentanyl — from Mexico, China and other nations into the United States. The most recently-passed National Defense Authorization Act includes multiple King-led provisions and funding authorizations addressing the Department’s mission to address the flow of illicit drugs and the criminal organizations behind that flow into our country. Earlier today, he introduced the bipartisan HALT Fentanyl Act to crack down on illegal fentanyl trafficking.

    The Co-Chair of the U.S. Senate Arctic Caucus, Senator King is an advocate for Maine and America’s interests in the North Atlantic and Arctic region. Along with Caucus co-chair Senator Lisa Murkowski (R-AK), King introduced the Arctic Commitment Act  in 2022 to improve America’s posture and opportunities in the Arctic. He has been calling for the appointment of an Arctic Ambassador since 2015, and pushed for the confirmation of the first Arctic Ambassador last year. King also laid out the challenges and opportunities of a warming arctic in an article in the Wilson Quarterly, and in this year’s National Defense Authorization Act, he successfully secured the inclusion of provisions including funding authorizations for University of Maine to increase America’s activity and opportunities in the Far North.

  • MIL-OSI Security: FBI Los Angeles Field Office Warns of Romance Scams Ahead of Valentine’s Day

    LOS ANGELES—The Federal Bureau of Investigation (FBI) is working to raise awareness about online romance scams, also called confidence fraud. In this type of fraud, scammers take advantage of people looking for romantic partners on dating websites, apps, or social media by obtaining access to their financial or personal identifying information. Romance scams are prevalent, especially during this time of year.

    Romance scams occur when a criminal uses a fake online identity to gain a victim’s affection and trust. These scammers are present on most dating and social media sites. They look to establish a relationship as quickly as possible and endear themselves to the victim. Many may propose marriage and make plans to meet in person. Eventually, they will ask for money.

    “Confidence fraud, or romance scams, can happen to anyone at any time. The criminals who carry out romance scams are experts at what they do” said Akil Davis, Assistant Director in Charge of the FBI Los Angeles Field Office. “Individuals who are looking for love and companionship are the target victims of this online fraud. The FBI cautions everyone who may be romantically involved with a person online to proceed carefully and stay alert to warning signs. If you suspect an online relationship is a scam, stop all contact immediately.”

    To avoid meeting in person, romance scammers often claim to live or work in other parts of the country or world. Eventually, when they feel they have gained the trust of their victims, these criminals will request money from them, oftentimes for a medical emergency, an unexpected legal fee, or some other false purpose.

    Romance scams/confidence schemes have resulted in one of the highest amounts of financial losses when compared to other Internet-facilitated crimes. According to the FBI’s Internet Crime Complaint Center, roughly 18,000 victims reported nearly $700,000,000 in losses in 2023, the most recent statistical year available.

    That same year, over 2000 victims in California reported more than $100,000,000 in losses.

    While anyone can fall victim to these schemes, bad actors are known to target women over age 40 who are widowed, divorced, elderly, or disabled.

    If you develop a relationship with someone you meet online, please consider the following tips and beware of the red flags:

    • Research the person’s photo and profile using online searches to see if the image, name, or details have been used elsewhere.
    • Beware if the individual seems too perfect or quickly asks you to leave a dating service or social media site to go “offline.”
    • The individual professes love quickly.
    • The individual tries to isolate you from friends and family.
    • The individual makes plans to visit you, but always cancels because of some emergency. If you haven’t met the person after a few months, for whatever reason, you have good reason to be suspicious.
    • Go slowly and ask lots of questions.
    • Be careful what you post and make public online. Scammers can use details shared on social media and dating sites to better understand and target you.
    • Never send money to anyone you have only communicated with online or by phone.

    If you suspect an online relationship is a scam, stop all contact immediately. If you are the victim of a romance scam, file a complaint with the FBI’s Internet Crime Complaint Center (www.ic3.gov).

    You may know someone who has been unable to get pregnant due to infertility issues. According to the Centers for Disease Control and Prevention, about 12 percent of women aged 15 to 44 in the United States have difficulty becoming pregnant or carrying a pregnancy to term.

    “Fertility” Products Prey on Vulnerability

    Marketers are targeting this population by pitching dietary supplements that make unproven claims to cure, treat, mitigate, or prevent infertility and other reproductive health conditions. Some women may have had difficulties conceiving or have underlying health conditions that put them at risk of infertility.  

    Under the Federal Food, Drug, and Cosmetic Act, claims to prevent, treat, or cure such conditions establish that a product is a new drug and must be approved by the Food and Drug Administration (FDA) before it can be safely marketed. In fact, dietary supplements making claims about infertility are not FDA approved and could deter patients from seeking effective, FDA-approved drug products.

    These purported fertility aids seek to profit off of the vulnerability and frustration many may feel as they face difficulties in getting pregnant. Relying on ineffective, unproven products can be a waste of time and money and can possibly result in illness or serious injury. 

    Most of these unapproved drugs are sold online and many are falsely labeled as dietary supplements. It is important to know that these products are not based on proven scientific information, and they have not been reviewed for safety and efficacy.

    Be Wary of Unproven Claims Regarding Infertility

    Your first course of action is always to talk to your health care provider before buying or using any over-the-counter product, including those labeled as dietary supplements. 

    One of the best ways to protect yourself from fake treatments is to ask whether a claim sounds too good to be true or if it contradicts what you’ve heard from reputable sources about treating infertility. Companies selling unproven infertility or pregnancy-related therapies often include a range of unsupported and expansive claims about the supposed effectiveness of their products. Some of these claims may be framed as consumer testimonials. These include statements such as:

    • “You will get pregnant very fast and give birth to healthy children regardless of … how severe or chronic your infertility disorder.”
    • ” … a perfect natural alternative to infertility drugs or invasive treatments.”
    • “best fertility supplements to boost your chance of pregnancy or improve your IVF success rate.”
    • “… treat infertility… effectiveness in preventing recurrent miscarriages during early stage pregnancy.”

    Also be wary of statements containing language such as the following:

    • “One product does it all.” 
    • “Miracle cure” or “scientific breakthrough.”
    • Products claiming to be a “cure all.”

    FDA Protects Consumers from Companies Selling Unapproved New Drugs

    The FDA takes action against companies marketing unapproved new drugs that claim to cure, treat, mitigate, or prevent infertility and other reproductive health conditions. The agency issues warning letters to advise companies to change or remove claims that misbrand products and result in their being unapproved new drugs. If the companies refuse to comply with FDA regulations, the agency may take further legal action to remove the products from the market.

  • MIL-OSI Security: Washington County Man Pleads Guilty to Distribution and Possession of Child Sexual Abuse Material

    ALBANY, NEW YORK – David Dion, age 47, of Greenwich, New York, pled guilty today to charges that he distributed and possessed child sexual abuse material (CSAM). United States Attorney Carla B. Freedman; Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI); and New York State Police (NYSP) Superintendent Steven G. James made the announcement.

    Dion admitted that from July 2023 to January 2024, he distributed images and videos of CSAM via an encrypted chat messenger to another person, and possessed images of CSAM on five electronic devices on February 28, 2024, when his residence was searched. He also admitted that he produced morphed images of CSAM by using non-pornographic images of known children and superimposing the faces of those children onto other images of CSAM he found on the Internet to create an adapted or modified depiction of an identifiable minor engaged in sexually explicit conduct. Dion possessed more than 130,000 images of CSAM across his devices.

    Sentencing is currently scheduled for June 13, 2025, before United States District Judge Anne M. Nardacci. Dion faces at least 5 years and up to 20 years in prison, a maximum fine of $250,000, and a term of post-imprisonment supervised release of at least 5 years and up to life. A defendant’s sentence is imposed by a judge based on the particular statute the defendant is charged with violating, the U.S. Sentencing Guidelines, and other factors. Dion may also be ordered to pay restitution to the victims of his offenses and forfeit the devices used in the offenses. Dion will also have to register as a sex offender upon his release from prison.

    The FBI and NYSP are investigating the case. Assistant U.S. Attorney Alexander P. Wentworth-Ping is prosecuting the case.

  • MIL-OSI Security: Former Student Doctor Pleads Guilty to Child Pornography Charges

    ALBUQUERQUE – A former student doctor pleaded guilty to producing and possessing child sexual abuse material.

    According to court documents, Kevin Weiss, 28, admitted to producing an image of child sexual abuse material of a minor under age 18 by employing, using, persuading, inducing, enticing, or coercing that minor. Weiss also admitted he possessed other child sexual abuse material, including some showing very young children.

    At sentencing, Weiss faces a minimum of 15 years in prison and not more than 50 years, followed by a minimum of 5 years and up to a term of life of supervised release.

    U.S. Attorney Alexander M.M. Uballez and Jason T. Stevens, Acting Special Agent in Charge of Homeland Security Investigations (HSI) El Paso, made the announcement today.

    Homeland Security Investigations investigated this case with assistance from the Albuquerque Police Department and New Mexico State Police. Assistant United States Attorneys Jaymie L. Roybal and Meg Tomlinson are prosecuting the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI USA: King Cosponsors Bipartisan Legislation to Crack Down on Illegal Fentanyl Trafficking

    WASHINGTON, D.C. — U.S. Senator Angus King (I-ME), a member of the Senate Armed Services Committee (SASC) and the Select Senate Committee on Intelligence (SSCI), is cosponsoring bipartisan legislation to help law enforcement combat fentanyl trafficking and equip scientists with the tools to research and better understand fentanyl and other opioid-related substances. The bipartisan Halt All Lethal Trafficking of Fentanyl Act would finally make permanent the scheduling of illicitly produced fentanyl-related substances (FRS) as Schedule I drugs and streamline the regulatory process for scientists seeking approval from the U.S. Department of Health and Human Services (HHS) to research these substances.
    A permanent scheduling of FRS is necessary to make penalties for criminals clear and enforceable under the Drug Enforcement Administration (DEA), reducing the supply and availability of illicitly manufactured FRS. The HALT Fentanyl Act places the strongest controls and penalties on FRS, which have no accepted medical use and a high abuse potential. The bill would also establish a new, streamlined registration process for research funded by the Department of Health and Human Services (HHS), the Department of Veterans Affairs (VA), or under an Investigative New Drug (IND) exemption from the Food and Drug Administration (FDA).
    “Our state knows all too well the devastation opioids like fentanyl can cause; far too many Maine people have lost their lives or a loved-one to fentanyl related overdoses,” said Senator King. “We have a duty to equip our law enforcement professionals, researchers and those on the frontlines with the consistent guidance to help us combat this deadly epidemic. The bipartisan Halt All Lethal Trafficking of Fentanyl Act meets the urgency of this crisis and is a critical step toward ensuring our families and communities are safe from this dangerous, deadly drug.”
    Since 2013, Maine has experienced tragically significant growth in total deaths from fentanyl related overdoses. In 2021, 77% of all drug overdoses in Maine were due to fentanyl. Fentanyl and FRS are especially dangerous because their presence is often unknown to the user and lethal in extremely small amounts. The University of Maine estimates fentanyl to be 25 times more potent than oxycodone and 50-100 times more potent than heroin.
    Specifically, the HALT Fentanyl Act would:
    Permanently impose the following quantity-based federal trafficking penalties on FRS:
    Mandatory minimum penalties: 5 years for 10 grams or more (10 years for second offense); and 10 years for 100 grams or more (20 years for second offense).
    Discretionary maximum penalties: 40 years for 10 grams or more (life for second offense); and life for 100 grams or more.
    Enhance our understanding of manufactured substances by:
    Allowing researchers in the same institution to participate in multiple scientific studies.
    Permitting researchers with ongoing studies to examine newly added schedule I substances.
    Allowing researchers to manufacture small quantities of FRS without a separate registration.

    As a member of the Senate Armed Services Committee and Select Senate Committee on Intelligence, Senator King has previously supported legislation to combat illicit drug use and decrease overdoses.   • MIL-OSI Security: Pastor Is Sentenced To 10 Years For Possession And Receipt Of Child Sexual Abuse Material

    The Defendant Used the Church’s Computer to Access, View, and Download Material Depicting the Sexual Exploitation of Children

    CHARLOTTE, N.C. – Ashley James Crouse, 53, of Granite Falls, N.C., was sentenced today to 120 months in prison and a lifetime of supervised release for possession and receipt of child sexual abuse material (CSAM), announced Lawrence J. Cameron, Acting U.S. Attorney for the Western District of North Carolina. Crouse was also ordered to register as a sex offender after he is released from prison.

    Robert M. DeWitt, Special Agent in Charge of the Federal Bureau of Investigation (FBI), Charlotte Division, Roger “Chip” Hawley, Director of the North Carolina State Bureau of Investigation (SBI), Sheriff Alan C. Jones of the Caldwell County Sheriff’s Office, and Chief Reed Baer of the Hickory Police Department, join Acting U.S. Attorney Cameron in making today’s announcement.

    According to court documents and today’s sentencing hearing, in April 2023, the National Center for Missing and Exploited Children (NCMEC) referred a tip to law enforcement that a Dropbox account user had uploaded videos containing CSAM. Law enforcement determined that the Dropbox user was Crouse, who was a pastor at a church in Caldwell County. On November 3, 2023, law enforcement executed a search warrant at Crouse’s residence and the church. From Crouse’s office at the church, detectives seized a computer tower, an iPad, and two thumb drives.

    Crouse admitted to law enforcement officers that he had been downloading and collecting child pornography for five to six years and that he viewed CSAM at the church while multi-tasking and completing church business. The investigation determined that Crouse routinely used his computer at the church to access, view, and download CSAM. A forensic examination of Crouse’s church computer and other digital devices revealed that Crouse shared child pornography and links to child pornography through the Telegram application and that he had used AI and a software program to make child and other pornography. In total, Crouse possessed over 1,200 videos and 450 images depicting the sexual abuse of children.

    Also on the church computer, investigators found that Crouse maintained a book that outlines in detail how to sexually abuse children. The forensic examiner further found evidence that Crouse had installed an anti-forensic software program on his church computer which he used to permanently delete files and folders. 

    On August 21, 2024, Crouse pleaded guilty to possession of child pornography that involved a minor who had not attained the age of 12 years, and receipt of child pornography. Crouse remains in federal custody. He will be transferred to the custody of the Federal Bureau of Prisons upon designation of a federal facility.

    In making today’s announcement, Acting U.S. Attorney Cameron commended the FBI, the SBI, the Caldwell County Sheriff’s Office, and the Hickory Police Department for their investigation of the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice.   • MIL-OSI Security: FBI Cleveland Warns of Romance Scams and Confidence Fraud

    With Valentine’s Day a few days away, FBI Cleveland reminds the public to remain aware when engaging in online relationships and warns about the hidden dangers when striking up a relationship with someone they have not met in real life.

    Romance scams continue to rise, and typically begin when a criminal creates a fake profile on a dating site or social media platform. The scammer tricks victims into believing they’re in a loving and trusting relationship with that online persona. Fraudsters then leverage that relationship and concoct stories of financial hardships, persuading victims to send money, gift cards, cryptocurrency, or other items of value. Confidence scams also include leading an individual to believe they are in a relationship as a “friend” or family member, and are tricked into sending money, personal and financial information, or items of value to the perpetrator or, to launder money or items to assist the perpetrator. This includes the Grandparent’s Scheme and any scheme in which the perpetrator preys on the targeted individual’s “heartstrings,” purporting someone is in trouble, ill, or in an urgent situation.

    “While the ability to connect online has never been easier, so too is the risk of becoming victim to a scammer. At any given moment, we can log in to meet new “friends” with shared interests, play a virtual game with someone on the other side of the world, engage in a conversation with a person who may tell us they are a distant relative, or strike up a romance through a dating app,” said FBI Cleveland Special Agent in Charge Greg Nelsen. “Sadly, if you are on a device, you are vulnerable, no matter your age, gender, or technological savviness. The FBI wants to remind the public about these schemes and educate people about the stories these fraudsters will use.”

    According to data from the FBI’s Internet Crime Complaint Center (IC3), Ohioans lost over $15.3 million in 2023 to confidence fraud and romance scams and over $652 million nationwide.

    Most commonly, the perpetrators are men targeting women over 40 who are divorced, widowed, elderly, or disabled. The scam usually starts with an “innocent” contact online and builds from there. Romance scammers often use well-rehearsed scripts which have been previously used successfully.

    These criminals actively search dating websites, apps, chat rooms, and social networking sites in their efforts to build a relationship with the goal of accessing financial assets or personally identifiable information. Romance scammers often spend hours honing their skills and sometimes maintain detailed journals, describing their targeted victims, to better understand how to manipulate and exploit them.

    FBI Cleveland encourages people to do their due diligence about the person they are communicating with, just as you would when meeting in person. Ask a lot of questions and don’t take everything at face value. Even if the person sends casual ‘at-home’ images that appear normal, oftentimes, scammers will steal the identity of another person and use those photos as bait. To avoid meeting in person, scammers often claim to live or work in other parts of the country or world. Eventually, when they feel they have gained the trust of their victims, these criminals will request money, oftentimes for a medical emergency for themselves, a child, or family member, an unexpected legal fee, or some other false purpose, including a church, charity, or natural disaster. They may send a courier, “friend,” or ride share to your home or suggest someplace public to meet to hand over the asset. They may even say that it must be done privately for your safety.

    These scams are borderless and anyone of any age can be targeted. The scammers goal is to financially exploit the victim. If someone you meet online needs your bank account information to deposit money, they are most likely using your account to carry out other theft and fraud schemes.

    If you find yourself beginning to develop a relationship with someone you meet online, remember these tips to help protect yourself:

    • Be careful with sharing too much personal information online across all social media sites. Scammers can and often use those details to target you and build commonalities.
    • If you’re on dating sites, only use platforms with a well-known reputation, and research photos and profiles online to see if anyone has used that name or image elsewhere. It may take a little time on your part but will be well worth the effort in the long run.
    • Beware of online suitors who try to isolate you from your family or friends, or those who ask you to send inappropriate photos or financial information that could be later used to extort you.
    • Don’t send money to someone you’ve never met in person. Scammers often use emotional pleas and stories of despair to trick you into believing their story of need.

    “The best advice I can give is to encourage friends and family members to have open, honest discussions with one another about these dangers, and be wary about people you meet online who begin to ask or pressure you into sharing personal identifying information, ask you to send money, bitcoin, or gold; or threaten you or someone you love with physical, financial, or emotional harm,” Nelsen added. If you suspect your online relationship is a scam, whether you are involved or someone you know may be falling victim to the scam, call 1-800-CALL-FBI to file a report, or visit ic3.gov to submit a tip. No amount is too large or small to report to the FBI whether it’s a request to wire money, send gift cards, or transfer other items of value. You are the victim and reporting is the only way the FBI can connect the dots and stop these criminals from targeting other people or further exploiting you and your network. You should also contact your financial institution if you’ve already sent money.

  • MIL-OSI Security: FBI Takes Action to Protect Your Hard-Earned Money

    As cryptocurrency investment fraud scams blanket the nation, causing unprecedented financial and psychological hardship to tens of thousands of Americans, the FBI is stepping up with a hands-on measure to protect the public.

    Operation Level Up is a proactive initiative to identify and notify victims of cryptocurrency investment fraud. Using sophisticated techniques, the FBI identifies victims who are actively being defrauded and promptly intervenes by contacting those victims.

    Since the start of Operation Level Up over a year ago, the FBI has notified more than 4,300 victims spanning all 50 states. Of these victims, 76 percent were not aware they were being scammed. Through these notification efforts, the FBI has saved victims more than $285 million.

    “The FBI is committed to protecting citizens from cryptocurrency investment fraud schemes,” said FBI Criminal Investigative Division Assistant Director Chad Yarbrough. “Unfortunately, we continue to see these scams grow and evolve every day. It doesn’t matter where the subjects are—we will use every tool at our disposal to stop them from targeting U.S. citizens. By raising awareness, we can prevent countless people from losing their savings and send a clear message to criminals that these schemes will not be tolerated.”

    Cryptocurrency investment frauds are elaborate schemes that often involve unsolicited online contact, a long period of trust building, fake investment opportunities, and a false sense of urgency to send money, perpetrated by individuals typically located overseas who target victims in the United States.

    In Operation Level Up, specially trained FBI and U.S. Secret Service Agents are contacting victims directly to prevent further victimization and financial loss. Agents also explain how these crimes work and how to avoid them in the future, outline how to file a report with federal law enforcement, and provide access to mental health and other resources to assist with the impacts of these crimes.

    In numerous instances, victims told the FBI that the notification stopped them from liquidating their entire retirement accounts, selling their homes, or taking out costly loans to continue investing in fake cryptocurrency applications. Due to the profound emotional toll these scams can have, dozens of victims contacted through Operation Level Up were referred to the FBI Victim Services Division and provided direct support and lifesaving measures.

    The FBI also works through our legal attaché offices located around the world to collaborate with international law enforcement partners and share hundreds of foreign victims identified through Operation Level Up for intervention. Information about illicit applications, websites, and social media accounts are also collected from victims and shared with technology companies for their awareness.

    Below are some tips to help protect yourself from these scams:

    • Do not release any financial or personal identifying information and do not send any money to someone you met online.
    • Do not invest solely based on the advice of someone you met online.
    • Do not download or use any unfamiliar applications or click on any links sent to you by someone you met online.
    • Do not pay any additional fees or taxes to withdraw money you have invested in a potential scheme.
    • Do not pay for services that claim to be able to recover lost funds, as these are often scams as well.

    The FBI knows some individuals involved in criminal activity may try to discourage victims from heeding our warnings. It’s important to stay vigilant and cautious if someone advises you to disregard communications from the FBI or provides you with instructions on how to respond to the FBI.

    The FBI is launching this public awareness campaign to educate the public, so no one falls victim to these fast-evolving schemes. We also want the public to have information readily available in case they are contacted by the FBI.

    If an FBI agent contacts you via phone or email, the FBI will never ask for money, or ask to move communications to private messaging applications, or request bank account details or personal identifying information, other than confirming your identity with information already possessed. When they call or email, agents will provide you with methods you can use to confirm they are truly FBI agents. When in doubt, visit or call your local FBI field office for further clarification.

    The Institute for Statistical Studies and Economics of Knowledge at the National Research University Higher School of Economics, based on statistical data and a specialized survey called “Making Science in Russia,” analyzes the prevalence of practices in scientific organizations and universities in the country that use AI solutions to carry out research and development.

    Reference: The “Doing Science in Russia” study is a continuation of the Doing Science project (the first two waves were conducted in 2017 and 2022). As part of the third wave (October-November 2024), representatives of 719 scientific organizations and universities (heads or their deputies for research activities) were asked to rate on a five-point scale the level of provision with AI systems for research and development.

    This issue of the series “Artificial Intelligence” was prepared within the framework of the project “Monitoring scientific support for measures to achieve technological leadership of the Russian Federation” of the thematic plan of research work provided for by the State assignment of the National Research University Higher School of Economics.

    Modern AI-based technologies are changing the usual way of life in all areas of activity, and science is no exception. SurveyA 2023 Nature study found that more than a quarter of scientists already using AI in their research expect the technology to become an essential tool for their field in the next 10 years, with another 47% believing it will be very useful. Related study Oxford University Press shows that we won’t have to wait that long: 75% of surveyed scientists publishing in leading journals have already used various AI tools in 2024, including machine translation services (49%), chatbots (43%) and search engines (25%). According to respondents, AI-based solutions are useful at all stages of the research cycle and for a wide range of tasks: 41% of respondents used them to search for literature, about 35% – for its generalization and/or editing of text (e.g., an article manuscript), 25% – for idea generation, data collection and/or its analysis.

    According to statistics, the implementation of AI solutions in the field of science in Russia is only gaining momentum. In 2023, about 5% of scientific organizations and about 10% of universities used AI for their purposes, but these figures do not fully reflect the real scale of the use of this technology by scientists, since they characterize only the practices of the organizations themselves, and not their employees.

    In the future, we should expect the expansion of AI implementation in the field of science and higher education: every second organization sees prospects for further use of relevant tools in their activities here. In addition, almost 25% of scientific organizations and 38% of universities that are already using AI believe that such technologies will radically change internal processes in science in the coming years; many of them consider intelligent decision support technologies to be the most promising for these tasks (33%).

    It is obvious that the possibility of realizing these expectations largely depends on the level of development of the necessary digital infrastructure. As shown by a survey of 719 scientific organizations and universities conducted by the HSE ISSEK as part of the Doing Science in Russia project (October-November 2024), access to AI systems for research and development is still difficult. The surveyed executives rated the availability of such foreign-developed systems (ChatGPT, Trinka, Mendeley, Scite, Google Jax, etc.) at 2.71 points out of a possible five, and domestic systems (GigaChat, GitVerse, YaLM, SOVA, RAZUM AI, GOLEM, NeuroMark, AI BAUM PLATFORM, NNWizard, etc.) even lower, at 2.60 points. The situation is somewhat better in universities than in other organizations (Fig. 1).

    Against the background of restrained assessments of the current situation, forecasts for the next three years look more optimistic: organizations of all types expect a significant increase in the use of AI systems for research and development. Of course, to ensure such dynamics, it is necessary to remove barriers that hinder the spread of AI in science. Among the most significant of them, universities and scientific organizations note: a shortage of financial resources, a shortage of qualified personnel, an insufficiently developed ICT infrastructure, a shortage/low quality of big data for the implementation of AI. Half of the universities and about 40% of scientific organizations point to the influence of these restraining factors.

    Overcoming barriers to the spread of AI in Russian science could be facilitated by a special program that would provide for the development of research standards using AI; grants for young scientists and research teams studying and using AI in their work (with priority given to those areas of science where such technologies are rarely used); support for the development of AI applications for scientific tasks; compensation for the costs of universities and research organizations for the purchase of big data for the purposes of training and development of generative models.

  • MIL-OSI USA: 25 Years Ago: STS-99, the Shuttle Radar Topography Mission

    On Feb. 11, 2000, space shuttle Endeavour took to the skies on its 14th trip into space on the Shuttle Radar Topography Mission (SRTM). The international STS-99 crew included Commander Kevin Kregel, Pilot Dominic Gorie, and Mission Specialists Gerhard Thiele of Germany representing the European Space Agency, Janet Kavandi, Janice Voss, who served as payload commander on the mission, and Mamoru Mohri of the National Space Development Agency (NASDA) of Japan, now the Japan Aerospace Exploration Agency.  
    During their 11-day mission, the astronauts used the radar instruments in Endeavour’s payload bay to obtain elevation data on a near global scale. The data produced the most complete, high-resolution digital elevation model of the Earth. The SRTM comprised a cooperative effort among NASA with the Jet Propulsion Laboratory (JPL) in Pasadena, California, managing the project, the Department of Defense’s National Imagery and Mapping Agency, the German space agency, and the Italian space agency. Prior to SRTM, scientists had a more detailed topographic map of Venus than of the Earth, thanks to the Magellan radar mapping mission. 

    NASA assigned the STS-99 crew in October 1998. For Kregel, selected by NASA as an astronaut in 1992, STS-99 marked his fourth trip to space, having served as pilot on STS-70 and STS-78 and commanded STS-87. Gorie and Kavandi, both selected in 1994, previously flew together as pilot and mission specialist, respectively, on STS-91, the final Shuttle Mir docking mission. Voss, selected in 1990, served as a mission specialist on STS-57 and STS-63, and as payload commander on STS-83 and STS-94. NASDA selected Mohri as an astronaut in 1985 and he previously flew as a payload specialist on STS-47, the Spacelab-J mission. Selected as an astronaut by the German space agency in 1987, Thiele joined the European Astronaut Corps in 1998, completing his first spaceflight on STS-99.  
    The SRTM used an innovative technique called radar interferometry to image the Earth’s landmasses at resolutions up to 30 times greater than previously achieved. Two of the synthetic aperture radar instruments comprising the SRTM payload had flown previously, on the STS-59 Shuttle Radar Laboratory-1 (SRL-1) and the STS-68 SRL-2 missions in April and October 1994, respectively.  A second receiver antenna, placed at the end of a 200-foot deployable mast, enabled the interferometry during SRTM. 

    Workers rolled Endeavour to the Vehicle Assembly Building on Dec. 2 for mating with its external tank and solid rocket boosters, and then out to Launch Pad 39A on Dec. 13. The astronauts traveled to Kennedy to participate in the Terminal Countdown Demonstration Test Jan. 11-14, returning afterwards to Houston for final training. They traveled back to Kennedy on Jan. 27 for the first launch attempt four days later. After two launch attempts, the STS-99 mission prepared to liftoff on Feb. 11, 2000. 

    At 12:43 p.m. EST, Endeavour thundered into the sky from Kennedy’s Launch Pad 39A to begin the STS-99 mission. Thirty-seven minutes later, a brief firing of the orbiter’s two engines placed Endeavour in the proper 145-mile orbit for the radar scanning. 

    Shortly after reaching orbit, the crew opened the payload bay doors and deployed the shuttle’s radiators.   Kavandi and Thiele turned on the instruments, deployed the 200-foot mast, and conducted initial checkouts of the radars. The crew split into two shifts to enable data collection around the clock during the mission. After overseeing the initial activation of the radars, the red shift of Kregel, Kavandi, and Thiele began their first sleep period as the blue shift of Gorie, Voss, and Mohri picked up with activation and began the first data takes. 
    The major crew activity for SRTM involved changing tapes every 30 minutes. The SRTM generated 332 high density tapes during more than 222 hours of data collection and these recordings covered 99.96 percent of the planned observations. Data collection finished on the mission’s 10th flight day, after which the astronauts reeled the mast back into its container in the payload bay. 

    NASA’s EarthKAM program enabled middle school students to remotely take photographs of the Earth using an electronic still camera mounted in one of the shuttle’s windows. The University of California at San Diego houses the control center for EarthKAM, linked with middle schools via the Internet. Students choose Earth targets of interest, and the camera takes photos of that region as the shuttle passes overhead. A then-record 75 schools from around the world participated in the EarthKAM project on STS-99, the camera returning 2,715 images of the Earth. 
    The STS-99 astronauts also spent time taking photographs of the Earth using handheld cameras and the high inclination orbit enabled views of some parts of the Earth rarely seen by shuttle astronauts. 

    On Feb. 22, the crew closed Endeavour’s payload bay doors, donned their launch and entry suits, and strapped themselves into their seats for entry and landing. Kregel piloted Endeavour to a smooth landing on Kennedy’s Shuttle Landing Facility. The crew had flown 181 orbits around the Earth in 11 days, 5 hours, and 39 minutes.     During the 11-day mission, SRTM collected more than one trillion data points, generating 12.3 terabytes of 3-D data of the Earth. Earnest Paylor, SRTM program scientist at NASA Headquarters in Washington, D.C., called the mission “a magnificent accomplishment.” He cited that SRTM imaged by radar equatorial regions of the Earth previously unmapped due to constant cloud cover.
