  • MIL-OSI Europe: The EBA amends its Guidelines on ICT and security risk management measures in the context of DORA application

    The European Banking Authority (EBA) narrowed down the scope of its existing Guidelines on ICT and security risk management measures, due to the application of harmonised ICT risk management requirements under the Digital Operational Resilience Act (DORA) from 17 January 2025.  These amendments aim at simplifying the ICT risk management framework and providing legal clarity to the market.

    DORA has introduced harmonised requirements on ICT risk management that apply to financial entities across the banking, securities/markets, insurance and pensions sectors.

    To avoid duplication of requirements and to provide legal clarity to the market, the EBA has amended its Guidelines on ICT and security risk management. In particular, the EBA has narrowed down:

    • the entity scope of the Guidelines to only those that are covered by DORA, namely credit institutions, payment institutions, account information service providers, exempted payment institutions and exempted e-money institutions; and
    • the scope of the Guidelines to the requirements on relationship management of the payment service users in relation to the provision of payment services.

    It is important to note that security and operational risk management requirements under the Payment Services Directive (PSD2), which are applicable since March 2018, continue to apply to other types of payment service providers (PSPs), such as post-office giro institutions and credit unions, that are not covered by DORA. PSPs that are still subject to security and operational risk management under the PSD2 can potentially be subject to additional national requirements, regardless of the existence of the EBA Guidelines that would apply to them. Competent authorities or Member States’ governments wishing to retain the approach set out in the EBA Guidelines for those PSPs can continue to do so under their national legal framework or supervisory measures.

    Background, legal basis and next steps

    On 27 November 2019, the EBA published the Guidelines on ICT and security risk management (EBA/GL/2019/04) (“Guidelines”) which were built on the provisions of Article 74 of Directive 2013/36/EU (CRD)[1] and Article 95(3) of Directive (EU) 2015/2366 (PSD2)[2] . These Guidelines established requirements for credit institutions, investment firms and PSPs on the mitigation and management of their ICT and security risks and aim to ensure a consistent and robust approach across the Single market. The Guidelines entered into force in 2020 and replaced and repealed the preceding Guidelines on security measures for operational and security risks that the EBA had issued three years earlier in fulfilment of a mandate under PSD2 (EBA GL/2017/17).

    From 17 January 2025, DORA applies and introduces, inter alia, harmonised requirements for ICT risk management framework (RMF), incident reporting, and third-party risk management and testing.

    The amended Guidelines will apply within two months of the publication of the translated versions.

    (COLUMBIA, S.C.) – Recent statements made by Congresswoman Nancy Mace regarding the conduct of the South Carolina Attorney General are categorically false. Ms. Mace either does not understand or is purposefully mischaracterizing the role of the Attorney General. At this time, our office has not received any reports or requests for assistance from any law enforcement or prosecution agencies regarding these matters. Additionally, the Attorney General and members of his office have had no role and no knowledge of these allegations until her public statements.

      

    Congresswoman Mace and the Attorney General have been at multiple events together over the last six months. She also has the Attorney General’s personal cellphone number. Not once has she approached or reached out to him regarding any of her concerns. 

     

    Regarding her claim that the Attorney General refused to receive evidence of a crime from a victim’s attorney, it is important to clarify that the Attorney General is the chief prosecutor. For this reason, the Attorney General would always direct any citizen to provide evidence of a crime to the appropriate law enforcement agency, which would be responsible for the investigation. 

     

    Since stepping into office, the Attorney General has made it a priority to strengthen the Internet Crimes Against Children Task Force, establish the Human Trafficking Task Force, which is now considered a model nationwide, led efforts to reform the state’s domestic violence laws, and created the Crime Victim Services Division, which makes it easier for victims to receive help. Before serving as Attorney General, Alan Wilson served as an Assistant Solicitor and Assistant Attorney General, successfully prosecuting many heinous crimes against women and children.

     

    It is clear that Attorney General Alan Wilson has built his career on protecting the most vulnerable in our state; any statement otherwise is blatantly false and politically motivated.

  • MIL-OSI New Zealand: Police urge parents and young people to be alert when online on Safer Internet Day

    New Zealand Police is urging parents to be alert to the potential risks facing children and young people online.

    Today is Safter Internet Day – a global event to promote safe and positive online experiences.

    To ensure a collaborative approach to internet safety, Police works closely with our partner agencies, including the Department of Internal Affairs, Netsafe, and New Zealand Customs.

    Detective Senior Sergeant Kepal Richards, officer in charge of New Zealand Police Online Child Exploitation Across New Zealand Team (OCEANZ), says supervising children and young people online is the best way to keep them safe.

    “The internet opens up a world of opportunity but there are offenders online looking to exploit people, and they target the most vulnerable.

    “In the worst-case scenario, we see online extortion groups trying to persuade children and young people to record self-harm and sexually explicit acts, alongside other violent crimes.

    “The footage is then circulated among members of the extortion group to gain notoriety and further extort victims.

    “Offenders may also threaten to share these videos or images online or with the victim’s family and friends.

    “While we’re not seeing a large number of this type of offending here in New Zealand at this time, we know this is having a significant impact overseas.

    “We want parents to be alert to the possible risks, but not alarmed.”

    Police urge parents and caregivers to educate themselves on this topic and have conversations with their young people about the dangers of having an online presence.

    “Having open and regular conversations is the most important tip we can give any parent or caregiver,” Detective Senior Sergeant Richards says.

    “This ensures their young children feel comfortable to come forward about any online issues that may arise.”

    For parents and caregivers: 

    • Supervision is essential. This means knowing what your children are doing online, who they are interacting with, and what platforms, apps, or games they are using.
    • Check privacy settings. We recommend parents and caregivers research and understand app settings, including privacy settings. This can include turning off location settings, setting profiles to private, or turning off chat functions.
    • Long term impact. Offenders will often use tactics such as fear or shame to manipulate young people, and make them feel alienated or trapped, like they cannot escape the situation. These situations can be very distressing and can have long term impacts and need to be addressed appropriately.
    • Report suspicious behaviour. Make a report and seek help and support.

    For victims:

    • Stop talking to the offender and avoid sending any more images or videos – even if they are threatening you. Once you have complied with their demands, there is nothing preventing them from targeting you again.
    • Save all the online chat, immediately take screenshots. This is important for making a report to the Police, we need all the evidence that you can gather.
    • Report the content and person’s profile to the platform and request the content is removed.
    • Block the profile.

  • MIL-OSI Security: Rapid City Man Arrested on Federal Charges for Receipt and Possession of Child Pornography

    RAPID CITY – United States Attorney Alison J. Ramsdell announced that a federal grand jury has indicted a Rapid City, South Dakota, man for Receipt of Child Pornography and Possession of Child Pornography.

    A federal grand jury indicted Jerry Lamont, age 60, in January 2025. He appeared before Daneta L. Wollmann on February 7, 2025, and pleaded not guilty to the Indictment.

    The maximum penalty upon conviction for receiving child pornography is a mandatory minimum term of five years up to 20 years in custody and/or a $250,000 fine, a mandatory minimum of five years up to life of supervised release, and $100 to the Federal Crime Victims Fund for each count of conviction. Restitution may also be ordered.

    Between January and December 2024, Lamont is alleged to have uploaded at least four pictures and 22 videos of child pornography into his Dropbox cloud storage account. The child pornography depicted children, some as young as toddlers, being sexually abused. 

    The charges are merely accusations, and Lamont is presumed innocent until and unless proven guilty.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in 2006 by the Department of Justice. Led by the U.S. Attorneys’ Offices and DOJ’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children, as well as identify and rescue victims.  For more information about Project Safe Childhood, please visit https://www.justice.gov/psc.

    The investigation is being conducted by the South Dakota Internet Crimes Against Children Task Force and the Pennington County Sheriff’s Office. Assistant U.S. Attorney Heather Knox is prosecuting the case.

  • MIL-OSI Security: Prison Officer Falsely Claiming Military Heroism Sentenced for Smuggling Methamphetamine into Hays State Prison and Taking Bribes

    Rome, Ga. — Nicholas Grindle was sentenced today for conspiracy to possess methamphetamine with the intent to distribute and bribery. During his sentencing hearing, Grindle was challenged for asking the Court for mercy based on false claims that he had been injured in combat during his military service. 
        
    “Grindle violated his oath of office by smuggling drugs into a prison he swore to protect,” said Acting U.S. Attorney Richard S. Moultrie, Jr. “He then compounded this crime by lying about his military service.”

    “It’s alarming to think that this prison guard was brazen enough to distribute dangerous drugs and other contraband,” said Jae W. Chung, Acting Special Agent in Charge of the Atlanta Division. “He must now face the consequences.”

    “The GDC does not tolerate actions of individuals who choose to bring discredit to the values of our agency and put their fellow officers at risk,” said Tyrone Oliver, Commissioner of the Georgia Department of Corrections.  “We appreciate the support of our federal partners in ensuring that justice will be served, and we are proud of those officers involved who were diligent in stopping further introduction of dangerous contraband into one of our facilities.”

    According to Acting U.S. Attorney Moultrie, the charges, and other information presented in court: While employed as a guard at Hays State Prison, Grindle smuggled methamphetamine and other contraband to inmates for over a month in late 2023 and early 2024. Grindle was caught by fellow officers after they searched his locker and located methamphetamine, cell phones, and other contraband he planned to distribute within the prison. A review of his financial records also showed that he was receiving bribery payments from inmates to bring drugs and other contraband into the prison.

    Grindle had previously deployed to Afghanistan while in the United States Army. During his sentencing hearing Grindle falsely told the Court that, while in Afghanistan, he had been stabbed in the shoulder by a Taliban fighter and killed the fighter with his pistol. A review of Grindle’s military records as well as multiple letters submitted to the Court by former members of his unit demonstrated that his claims of heroism and sustaining an injury in combat were false.

    Grindle, 32, of Summerville, Georgia, was sentenced by United States District Judge William M. Ray, II, to 87 months of confinement, followed by three years of supervised release. Grindle was convicted on these charges on November 21, 2024, after he pleaded guilty.

    This case was investigated by the Drug Enforcement Administration, the Georgia Department of Corrections Office of Professional Standards, and the Lookout Mountain, Georgia, Drug Task Force.

  • MIL-OSI United Nations: Noting Terrorist Groups’ Resilience, UN Counter-Terrorism Chief Tells Security Council Lasting Global Collaboration Key to Address Conditions Conducive to Lawlessness

    Speakers Discuss Risk ISIL/Da’esh, Their Affiliates Pose in Syria, Afghanistan, Across Africa

    The resilience of terrorist groups underscores the need for sustained international collaboration and comprehensive, long-term responses that address the conditions conducive to terrorism, the Security Council heard today during a briefing on the threat posed by Islamic State in Iraq and the Levant (ISIL/Da’esh).

    Vladimir Voronkov, Under-Secretary-General of the United Nations Office of Counter-Terrorism, discussing the Secretary-General’s twentieth biannual strategic-level report on the topic, highlighted the volatile situation in Syria, and “the risk that stockpiles of advanced weapons could fall into the hands of terrorists”.  An estimated 42,500 individuals, some with alleged links to Da’esh, remain in detention camps in the north-east.  Member States must “facilitate the safe, voluntary and dignified repatriation of their nationals still stranded in those camps and facilities”, he said. 

    Providing details on the global terrorism landscape during the past six months, he said that, in Afghanistan, ISIL-Khorasan continued to pose a significant threat noting that its supporters plotted attacks in Europe and were actively seeking to recruit individuals from Central Asian States.  In West Africa and the Sahel, Da’esh affiliates and other terrorist groups intensified attacks, including against schools in Burkina Faso, Mali and Niger, while in Somalia, the organization successfully recruited foreign terrorist fighters. 

    Sub-Saharan Africa has become the epicenter of global terrorism, he said, noting that the United Nations has prioritized capacity-building support to the continent.  His office increased its delivery of technical assistance by 16 per cent, relying notably on the work of its Rabat Office.  Highlighting the Fusion Cells programme which delivered specialized training to 124 analysts from 21 African Member States, he stressed the need to further strengthen border security to counter movements of terrorists.  His office partnered with the Governments of Kuwait and Tajikistan to organize a conference on this.

    The Countering Terrorist Travel programme, he said, continued to expand with 63 beneficiary Member States who are increasingly relying on the goTRAVEL software to collect and process passenger data to detect and prevent terrorist movements.  Noting that the Pact for the Future renewed the international community’s commitment to a future free from terrorism, he urged Member States to translate these commitments into action, prioritizing inclusive, networked and sustainable responses.

    Approach Centered on Prevention, Respect for Human Rights Key to Countering Terrorist Threat

    Also briefing the Council was Natalia Gherman, Executive Director of Counter-Terrorism Committee Executive Directorate, who voiced concern over the humanitarian and security crisis in north-eastern Syria, with over 40,000 individuals confined in camps and detention facilities, under conditions marked by overcrowding, inadequate shelter and limited access to clean water and sanitation.  Beyond the Middle East, Da’esh remains agile, taking advantage of ongoing conflicts and regions experiencing growing instability, she continued.  The group now poses a threat to security and sustainable development across the African continent.

    Armed terrorist groups, such as Islamic State West Africa Province, are exploiting fragile conditions to recruit children, commit abductions and attack schools and hospitals.  In the Sahel and the Lake Chad Basin, Da’esh’s centralized operations continue to proliferate as regional cooperation declines, she said, adding that the role of the regional financial hubs used by the group and its affiliates has also expanded.

    “Addressing these threats requires an approach centered on prevention, grounded in respect for human rights, and with regional cooperation as the linchpin,” she stressed, noting the Committee’s visits to Côte d’Ivoire, Ghana, Malawi, Mauritania and the United Republic of Tanzania.  Assessments revealed gaps in border security and the need for stronger regional collaboration to counter the transnational nature of Da’esh’s activities.  For its part, the Executive Directorate has recently adopted the non-binding guiding principles on preventing, detecting and disrupting the use of new and emerging financial technologies for terrorist purposes — the so-called “Algeria Guiding Principles”, she said.

    Council Members Concerned Over Terrorists’ Adeptness at Expanding Operations, Attractomg New Recruits

    In the ensuing discussion, Council members expressed concern that, despite decades of counter-terrorism efforts, the phenomenon has transformed adeptly, taking advantage of new technology and financial innovations.  Sierra Leone’s delegate said that ISIL/Da’esh and their affiliates “continue to demonstrate resilience and adapt their modus operandi with extensive propaganda, as well as increased finances, fighters’ expertise and technology”.  14,000 fatalities were recorded on the African continent alone in 2024, he said, noting the impact on women and girls.  A security-centered approach alone is insufficient, he stressed.

    Along similar lines, Algeria’s delegate said that terrorist groups use the lack of development and marginalization to recruit and expand — therefore, security arrangements and development initiatives are equally necessary to combat this.  Highlighting the Sahel, he said that well-equipped armed groups are adopting advancing military strategies as well as using organized crime, narcotic trafficking, kidnapping and new technologies to finance such operations.

    France’s speaker noted that Da’esh, Al-Qaida and their affiliates are misappropriating new technology — such as drones — to carry out more targeted and lethal attacks. “These groups thrive on the soil where basic human rights are being violated, where women are marginalized,” she stated, adding that their use of sexual violence as a means of sowing terror has been documented.

    “Our work is far from complete,” said Somalia’s representative, spotlighting “patterns of expansion” across regions, with groups establishing networks that transcend national borders.  For its part, his Government has successfully conducted military operations with international partners to neutralize foreign Da’esh affiliates and implement joint security initiatives.

    The representative of the United States highlighted her Government’s “precision air strikes” against ISIS in Somalia on 1 February.  Her country “stands ready to find and eliminate terrorists who threaten the United States and our allies,” she said.  She also urged Council members to list more ISIL and Al-Qaida affiliates in the 1267 Sanctions Committee list so that they will be subject to its worldwide assets travel ban and arms embargo.  While the Sahel has become “the global epicenter for fatalities from terrorist attacks”, ISIS-Khorasan is increasing its capabilities to conduct attacks and recruit in Afghanistan and Pakistan, she said.

    Counter-terrorism Policies Must Oppose Double Standards and Selectivity 

    Pakistan’s delegate drew attention to the need to address white supremacy and far-right extremism, as well.  Counter-terrorism policies have so far singled out only one religion — Islam — but they must address the negative impact of stigmatizing Muslims and fanning the flames of Islamophobia, he said.  His country is at the forefront of counter-terrorism efforts, fighting not only Da’esh, but also TTP [Tehrik-e Taliban Pakistan] and Majid Brigade.  Further, “the international community has failed to address State terrorism, including the use of State power to suppress legitimate struggles for self-determination or to continue foreign occupation”, he said.

    It was the North Atlantic Treaty Organization’s (NATO) invasion into Libya and the invasion of Iraq which spawned ISIL, the Russian Federation’s delegate said.  Further, the United Nations’ counter-terrorism officials must “study the facts” on assistance to terrorists provided by Western countries, he said, adding that Ukraine, for instance, has become a logistic hub from which weapons disseminate across the world.  NATO troops who hastily left Afghanistan also abandoned vast quantities of weapons which fell into the hands of ISIL and affiliates, he said.

    The Council should oppose double standards and selectivity in counter-terrorism efforts, China’s representative, Council President for the month, speaking in his national capacity, underscored.  He also voiced concern over the Turkistan Islamic Party in Syria, and called on Damascus to fulfil its counter-terrorism obligations and prevent any terrorist forces from using the Syrian territory to threaten the security of other countries.

    Calls to Ensure Terrorist Groups Do Not Take Advantage of Instability in Syria 

    Several speakers, including the delegates of Denmark and Slovenia, stressed the need to ensure that terrorist groups do not take advantage of the instability in Syria.  Greece’s delegate underlined the need for a political road map in that country that includes constitutional reform, free and fair elections and inclusive governance. “This is the only way towards the eradication not only of Da’esh, but terrorism in general,” he added.  The United Kingdom’s delegate spotlighted the Global Coalition’s efforts to reduce the risk Da’esh poses as Syria embarks on its historical political transition.  However, “we cannot fight terrorism with force alone”, he emphasized, calling for a whole-of-society approach — with the meaningful participation of women — to address the long-term drivers of terrorism.

    Terrorists’ Increased Use of Information and Communications Technology Draws Concern

    Delegates also considered how to tackle terrorist groups’ increased use of information and communications technology (ICT), with Guyana’s representative noting that gaming and social media platforms bolster resources and recruitment.  The Analytical Support and Sanctions Monitoring Team has reported extensively on the increased risk of online radicalization and recruitment targeting youth and minors and the increasing use of cryptocurrencies by Da’esh, she said.

    Also noting Da’esh’s use of cryptocurrencies, Panama’s delegate said:  “Terrorism thrives on secrecy and underground flows of money.”  His country is the only Latin American nation to participate in the Global Coalition against Da’esh and is committed to preventing terrorists from using the Panamanian banking system for their financing.

    The Republic of Korea’s speaker stressed that the international community must respond by leveraging artificial-intelligence-driven analytics to improve threat detection, disrupt terrorist narratives and bolster information integrity.  Seoul’s new “AI and Preventing and Countering Violent Extremism” project, designed in collaboration with the United Nations Office of Counter-Terrorism, seeks to map out how terrorists exploit AI and build States’ capacity to counter these tactics by incorporating AI solutions, he said.

  • MIL-OSI Security: St. Charles Man Sentenced to Prison, Ordered to Pay $170,500 to Child Pornography Victims

    ST. LOUIS – U.S. District Judge Audrey G. Fleissig on Monday sentenced a man from St. Charles, Missouri to 72 months in prison and ordered him to pay $170,500 in restitution to victims who appeared in the child sexual abuse material he collected.  

    Judge Fleissig also fined Brian Larkin $10,000 and ordered him to pay a $20,000 assessment that will go to child pornography victims. After his release from prison, Larkin will be on supervised release for life.

    Larkin, now 54, pleaded guilty in October to one felony count of receiving child pornography. He admitted possessing over 972 image files and 962 video files containing child sexual abuse material on a thumb drive that he kept in a safe.

    The investigation began in September of 2023, when the FBI’s St. Louis office learned of Larkin’s chat room communications about child sexual exploitation. Larkin had also been the subject of two Cyber Tipline Reports to the National Center for Exploited & Missing Children reporting that he’d used Kik Messenger to upload a total of five files containing child pornography.

    During a Nov. 29, 2023, court-approved search of Larkin’s home, agents found the thumb drive in a gun safe.

    The FBI investigated the case. Assistant U.S. Attorney Jillian Anderson prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.     Union Budget 2025-26 Unveils Transformative Initiatives

    Education has always been a key priority for the government and with the vision to make India a global education hub, the Union Budget 2025-26 introduces innovative initiatives. Focused on expanding medical seats, enhancing skilling infrastructure and growing IITs, these measures aim to provide more opportunities and equip youth with essential skills for the future.

    Announcements for a Smarter, Inclusive India

     

    1. Bharatiya Bhasha Pustak Scheme: To provide digital-form Indian language books for school and higher education. This aims to help students understand their subjects better. 
    2. National Centres of Excellence for Skilling: Building on the July 2024 Budget, five National Centres of Excellence for skilling will be established with global partnerships to equip youth with skills. These centres will focus on curriculum design, trainer training, skills certification, and regular reviews.
    3. Expansion of Capacity in IITs: Additional infrastructure will be created in the 5 IITs started after 2014 to facilitate education for 6,500 more students. Hostel and other infrastructure capacity at IIT, Patna will also be expanded. Total number of students in 23 IITs has increased 100 per cent from 65,000 to 1.35 lakh in the past 10 years. 
    4. Centre of Excellence in AI for Education: A Centre of Excellence in Artificial Intelligence for education will be set up with a total outlay of 500 crore.
    5. Expansion of Medical Education: The government had added almost 1.1 lakh UG and PG medical education seats in ten years, an increase of 130 per cent. In the next year, 10,000 additional seats will be added in medical colleges and hospitals, towards the goal of adding 75,000 seats in the next 5 years.

    Inside India’s Education System

     

    The Indian education system has undergone significant transformation over the years. Serving 24.8 crore students across 14.72 lakh schools, it is supported by a dedicated workforce of 98 lakh teachers, as reported by the UDISE+ (Unified District Information System for Education Plus 2023-24). Government schools form the backbone of the system, comprising 69% of the total, enrolling 50% of students and employing 51% of teachers. On the other hand, private schools make up 22.5% of institutions, catering to 32.6% of students and employing 38% of teachers. This growing structure reflects the dynamic changes in the Indian education landscape, paving the way for continuous improvements in enrollment and access over the years.

    Enrollment Trends in India

    The NEP 2020 aims for a 100% Gross Enrollment Ratio (GER) by 2030. The GER is near universal at the primary (93 %) and the efforts are underway to bridge the gaps at the secondary (77.4 %) and higher secondary level (56.2 %), driving the nation closer to its vision of inclusive and equitable education for all. In the realm of higher education, India has seen a dramatic rise in student enrollment. The total number of students enrolled in higher education reached 4.33 crore in 2021-22, a 26.5% increase from 3.42 crore in 2014-15. The Gross Enrollment Ratio (GER) for the 18-23 age group also rose from 23.7% to 28.4% in the same period.

     

    Women’s participation in higher education has also witnessed significant growth, with female enrollment rising from 1.57 crore in 2014-15 to 2.07 crore in 2021-22, marking a 32% increase. This progress is especially evident in fields like Medical Science, Social Science, and Arts, where women are now leading the charge in enrollment.

    Decline in Dropout Rate

    However, challenges still persist and the dropout rate remains a critical concern. While there has been a steady decline in dropout rates. School dropout rates have steadily declined in recent years, standing at 1.9 per cent for primary, 5.2 per cent for upper primary and 14.1 per cent for secondary levels. According to AISHE report the dropout rate at the secondary level has also decreased significantly from 21% in 2013-14 to 13% in 2021-22.

    Transforming India’s Education Landscape

    Over the years, India has seen a remarkable transformation in its higher education ecosystem. The number of Higher Education Institutions (HEIs) has grown significantly, increasing by 13.8% from 51,534 in 2014-15 to 58,643 in 2022-23. This expansion reflects the country’s commitment to making higher education more accessible and diverse.

    • Growth in Medical Education and Workforce:  Medical Colleges grew from 499 in FY19 to 780 in FY25.
    • Candidates aspiring to study MBBS increased from 16 lakh in 2019 to 24 lakh in 2024.
    • MBBS Seats increased from 70,012 in FY19 to 1,18,137 in FY25.
    • Postgraduate Medical Seats grew from 39,583 in FY19 to 73,157 in FY25.
    • Doctors Available: 13.86 lakh registered practitioners as of July 2024, with a current ratio of 1:1263 per person. The WHO norm of 1:1000 could be met by 2030 with an annual increase of 50,000 doctors.
    • Growth of Indian Institutes of Technology (IITs): The number of IITs increased from 16 in 2014 to 23 in 2023.
    • Growth of Indian Institutes of Management (IIMs):The number of IIMs grew from 13 in 2014 to 20 in 2023.

     

    • Expansion of Universities:The number of Universities grew from 723 in 2014 to 1,213 in 2024, marking a 59.6% increase.
    • Increase in Higher Education Institutions (HEIs): Total HEIs increased by 13.8%, from 51,534 in 2014-15 to 58,643 in 2022-23.

     

    Progress in Basic Facilities

    Education infrastructure has significantly improved, with a rise in the number of higher education institutions. Key areas like medical check-ups, sanitation, and ICT availability have also seen substantial upgrades, highlighting positive progress in school facilities to enhance the quality of education. From 2019-20 to 2023-24, there have been notable improvements in school infrastructure. The percentage of schools with girls’ toilets increased slightly from 96.9% to 97.2%, while access to libraries/reading rooms rose from 84.1% to 89%.  The availability of electricity improved from 83.4% to 91.8%, and computers in schools increased from 38.5% to 57.2%. Additionally, internet access grew significantly from 22.3% to 53.9%, marking a positive shift toward better-equipped schools.

    Conclusion

    The education sector in India is being strengthened through various government initiatives aligned with NEP 2020. Programs like Samagra Shiksha Abhiyan, PM SHRI (Pradhan Mantri Schools for Rising India) and PM POSHAN (Pradhan Mantri Poshan Shakti Nirman) are driving improvements in infrastructure, teacher training and learning outcomes. The Economic Survey highlights the progress and the government’s commitment to making education more inclusive and accessible.

    WASHINGTON, D.C. — In coordination with multiple federal, state, and nonprofit organizations, the Commodity Futures Trading Commission’s Office of Customer Education and Outreach has launched a national awareness effort to alert the public to relationship investment scams targeting Americans through wrong-numbered texts, dating apps, and social media.
    Over the coming weeks, the interagency Dating or Defrauding? social media awareness campaign will warn Americans to be skeptical of any request from online friends for cryptocurrency, gift cards, wire transfers, or other forms of payment. Other red flags include:

    A prolonged inability to meet in-person.
    Moving conversations off social or dating platforms to encrypted messaging apps.
    Repeated suggestions for investments or requests for money.

    The joint initiative will provide information about how to recognize relationship investment scams, what to do if you are affected, and why to share the information to warn others.
    “Today, criminals are better able to hide their identities, create more fake profiles, phishing emails, and more convincing scam websites than ever before,” said OCEO Director Melanie Devoe. “Valentine’s Day and the following weeks provide an excellent opportunity to remind people that criminals are using social media, dating, and messaging apps to scam Americans. We ask you to be alert, and to help stop scams by warning your friends and family.” 
    During the campaign, participating organizations will use the #DatingOrDefrauding hashtag and direct users to helpful resources. In addition to the CFTC, participating agencies include: 

    Federal agencies: FBI, Federal Deposit Insurance Corporation Office of Inspector General, Federal Trade Commission, Financial Crimes Enforcement Network, Social Security Administration Office of the Inspector General, and U.S. Postal Inspection Service.
    State agencies: Arizona Corporation Commission, U.S. Virgin Islands Office of the Lieutenant Governor, Oregon Division of Financial Regulation, Washington State Department of Financial Institutions, and Wisconsin Department of Financial Institutions.

    Relationship investment scams are a recent type of romance fraud, causing reported losses to the FBI of nearly $4 billion in 2023. Called pig butchering by the perpetrators, criminals use dating apps, social media platforms, messaging apps, and even random “wrong number” text messages to target possible victims. The scammers are known to use fake profiles, images, videos and voices to make themselves appear attractive and professional, and once introduced, they send frequent messages to build relationships. These new online “friends” claim to have made a lot of money trading cryptocurrency, precious metals, or foreign currency, thanks to special knowledge or insider help.     Victims are told to convert their dollars to cryptocurrency and then send the crypto to the scam website. They see their balances on the websites grow substantially and are encouraged to withdraw small amounts of money to spend on themselves. This is another ploy to build trust. Research reveals victims transfer an average of 10 payments, each larger than the last until they are financially drained. When victims try to make subsequent withdraws, they are refused or told they must pay additional fees or taxes.
    Anyone Could be a Potential Victim
    Relationship investment scams do not discriminate and have victimized people of all ages. People who live alone or spend a lot of time on social media or in discussion groups tend to be more vulnerable to fraud. Scams work because they appeal to unmet needs or emotions, like financial stress, excitement, or fear. 
    The good news is that awareness about specific scams can reduce victimization by up to 85 percent.[1] Sharing information during the Dating or Defrauding Campaign could help protect those closest to you.
    What You Can Do

    Talk about relationship investment scams and other scams you hear about. Visit the CFTC Romance Fraud Center for more information and resources. Talking regularly about fraud raises awareness, reduces the stigma of victimization, and can encourage reporting. 
    Look for and share, like, or repost messages with the #DatingOrDefrauding hashtag.
    Host a fraud prevention event in your community. You can engage local law enforcement, the CFTC, or other agencies involved in the Dating or Defrauding Campaign.
    Listen for warning signs, like a friend or relative talking about a new online relationship or investing in crypto for the first time.

    Have we tried everything to tackle the climate crisis? At least one simple idea has hardly been explored: prioritizing climate content on social media.

    The climate crisis is seriously aggravated by a lack of attention, including in the recent United States presidential election campaign. But algorithmic recommenders could help, as they are responsible for a significant proportion of how human attention online is allocated. Algorithmic recommenders are artificial intelligence systems that suggest content, such as news feeds, music or videos, to people based on their behaviour and preferences.

    Take YouTube, where hundreds of millions of users watch billions of hours of content each day. That’s a huge amount of brain time. But how do these users select the handful of videos they watch, out of the billions of uploaded content online? Well, in 70 per cent of cases, they merely follow YouTube’s automated recommendations. This system determines a massive proportion of human attention.

    Effectively leveraging this attention could help achieve vital advances in climate action across the political spectrum.

    Two per cent for the climate

    In a recent article published in Ethics and Information Technology, we argue that YouTube — the world’s biggest online video library — should tune its recommendation algorithm in a way that favours the mitigation of the climate crisis. We even propose a precise figure: two per cent of recommendations should be selected for their climate content.

    This goal raises a number of critical questions.

    What kind of videos could be recommended? Educational videos on climate change are clear candidates, but so are conferences by climate activists, as well as content that encourages viewers to mobilize or change their behaviour, for example by promoting public transport, plant-based cooking or climate demonstrations. The two per cent figure is a proposal, not a dogma. It’s far from invasive, but it’s still significant.

    Another fundamental question is: who decides which videos are good for the climate? From the Intergovernmental Panel on Climate Change to relevant non-governmental organizations to video hosting platforms themselves, there are potential avenues for determining climate-positive content. In any of these cases, transparency will be key to effectiveness.

    Ethical analysis of YouTube recommendations

    Firstly, as American researcher Tarleton Gillespie explains in his book Custodians of the Internet, YouTube is already doing moderation, which is a central part of its business. For example, it removes pornographic, violent or illegal content in the name of user safety and well-being, and in accordance to copyright or local laws. Our proposal is merely an extension of these efforts.

    Currently, YouTube’s algorithmic system appears not to be programmed to push relevant content for the climate, which is endangering the viability of climate content creators. Its own researchers report that it instead maximizes user engagement.

    YouTube’s algorithm is extremely powerful. If the platform were to direct some of its users’ attention to pro-climate action content, it would likely go a long way toward boosting awareness and encouraging action on climate change. There is a strong argument to be made for programming the algorithm along these lines. Simply put, a significant potential benefit for us all is possible at relatively little cost.

    Research has also found that YouTube has, in the past, contributed to spreading false information about the climate crisis. A 2024 report found that YouTube earned millions of dollars a year from content that promoted climate denial.

    YouTube says that it won’t show ads on “content that crosses the line to climate change denial.” However, video-sharing platforms have a moral responsibility to also promote information that is factual. This could be done by amplifying climate videos as we propose.

    YouTube’s algorithm may be likened to a librarian who is tasked with deciding how the library’s books are displayed. In the context of the climate crisis, a wise and informed librarian should put forward at least some books on this issue. Online algorithms should be designed less like an attention-grabbing machine and more like a responsible librarian.

    Recommendation algorithms as part of the solution

    Our proposal would likely not be without detractors. For example, would it amount to manipulating users? Our proposal is overtly about influencing people’s attitudes in favour of tackling the climate crisis. But it’s not about imposing specific content on the user, who remains free to choose whether to watch the content. The nudge is very gentle — and hardly all that different from the algorithmic nudges taking place all across the internet.

    Our proposed intervention merely acts on a small fraction of recommendations. No one will force viewers to watch videos with Greta Thunberg, David Suzuki or Michael Mann. On the other hand, if successful, our proposal could help avoid the serious problems that would result from climate inaction.

    In the face of the growing environmental crisis, recommendation algorithms like YouTube’s could help us build climate bridges across political divides, promote action and raise awareness — all essential tools to building a more just future.

  • MIL-OSI Security: Centerville Man Sentenced to 40 Years in Federal Prison for Producing Child Pornography of Minor Victim

    DES MOINES, Iowa – A Centerville man and Texas native was sentenced on Friday, February 7, 2025 to 40 years in federal prison for production of child pornography.

    According to public court documents and evidence produced at sentencing, Luis Nathan Hernandez Jr., 48, exploited a minor victim younger than 12 and produced child sexual abuse material of her between 2022 and March 2024, including material depicting sex acts Hernandez performed on the victim. In March 2024, Hernandez persuaded the victim to take nude photos and videos, which the victim sent to Hernandez. Hernandez’s Centerville residence was searched in April 2024. A search of Hernandez’s seized computer revealed 598 files containing child sexual abuse material from at least 71 known series. Hernandez’s two cell phones had approximately 500 images 17 videos containing child sexual abuse material.

    In 2004, Hernandez was convicted in Texas of indecency with a child, which required him to register as a sex offender. Twice in 2013, Hernandez plead guilty to failing to register as a sex offender in Wayne and Appanoose counties.

    After completing his term of imprisonment, Hernandez will be required to serve a ten-year term of supervised release. There is no parole in the federal system. Hernandez was also ordered to pay $34,000 in restitution.

    United States Attorney Richard D. Westphal of the Southern District of Iowa made the announcement. This case was investigated by the Iowa Department of Criminal Investigation-Internet Crimes Against Children Task Force, the Federal Bureau of Investigation Human Trafficking and Child Exploitation Task Force, and the Osceola Police Department, with assistance from the Centerville Police Department.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. Any persons having knowledge of a child being sexually abused are encouraged to call the Iowa Sexual Abuse Hotline at 1-800-284-7821.

    Q) Thanks for joining us today, Deborah, can you tell us why Safer Internet Day is such an important day to mark for Samsung, and what it means to you personally?
     
    Days like Safer Internet Day are really crucial to help give all parents and guardians a platform to continue to talk openly about helping our children stay safe online and also share their experiences in how to achieve this. This is an ongoing area of focus for us, but marked days are vital for growing awareness on important topics. As a parent with a young son, my priority is his safety, both off and online. As he gets older and learns how to navigate the online world, it’s important that I’ll be able to help educate and give him a safe space to be confident, secure and knowledgeable when accessing new technologies.

    Q) What is Samsung’s role, as a device manufacturer, in helping combat the growing issue of keeping young people safe online?
     
    We do have a shared responsibility with all invested stakeholders to help combat this problem. We are now in our eighth year of supporting Safer Internet Day and have partnered with Internet Matters since 2019, creating vital resources to help parents and children. We need to keep these relationships strong and work together on projects that shine a light on online safety. This won’t be solved by any one organisation or campaign alone. We must collaborate to help inspire and enable parents and guardians to keep having the most important of conversations with their children, especially as we see how prevalent social media is in today’s society.
     
    We want all families who use our devices and services to be able to understand the tools and resources available to them, helping them to set positive boundaries and measures they feel can be effective. We always seem to say that our kids seem more tech-savvy than we are, but learning together can really help everyone in the family dynamic to understand the important and dangers of online safety.
     
    Q) Internet Matters does a huge amount of work on this issue, how important is this partnership to Samsung?
     
    It really is critical to work alongside incredible organisations like Internet Matters and try to tackle the online safety issue collaboratively. For example, in 2023, we launched the ‘Online Together Project’ with Internet Matters, where we designed a teaching module tool to educate on key topics  such as online hate, giving families practical advice and encouraging more open conversations between parents and children. We are proud of the resources created and we wanted to highlight that this type of conversation should always be a two-way, open dialogue.
     
    I certainly want my son to be able to have those conversations with me and share his views so we can set boundaries together, talk about safety and security openly, and develop a better way forward that builds trust and honesty as he gets older and inevitably has more access to the online world.
     
    Our work with Internet Matters has been critical to enhancing our own understanding of how we should not only collectively work together but also how we face into this issue as a manufacturer that has a responsibility to ensure its product features reflect the needs of parents and guardians. When they take that first step of introducing their children to new technology and the internet, we hope to enable them to do so armed with as much knowledge and expertise as we can provide. We design our products with safety and security as a critical priority and we take pride in that.
     
    Q) What plans do Samsung have to mark Safer Internet Day this year?
     
    I think it’s important to say that we have made a huge amount of progress already – from a device manufacturer perspective, we want to listen to our customers on this issue and address their concerns. You will all be aware over the last year that there has been an increased focus on this issue from key stakeholders – the Government, media and online safety parent campaigners – to champion the need to do more and push more on this issue, and we have been taken part in many constructive debates and discussions.
     
    We’re doing this by using our communication channels to help raise awareness on the parental controls and safety settings available across Samsung’s products. We are also providing free online safety resources for teachers to use in schools through our Solve for Tomorrow Next Gen programme. Next Gen this year is aimed at 11-15 year olds, focusing on AI for secondary school teachers to help students explore the benefits and challenges of AI and better understand how to use AI responsibly.
     
    This year, we are also raising awareness of Safer Internet Day and the existing Samsung tools & resources available to our customers through our brand and marketing channels, in-store and on the large format Piccadilly Lights digital screen in London. We encourage people to check out our latest online safety guides and videos available on Samsung.com that will address the need for better and more simpler education for parents, guardians and young children.
     
    We are also inviting people to register for our ‘Let’s Talk Online Safety’ Panel discussion event on the 18th March, hosted at Samsung KX, to continue the momentum and conversation beyond tomorrow.     I think we have to understand that the work should never be done, we understand that this is a critical moment in time where this issue has never been more important in the eyes of so many people. We are open to working with the Government, our partners and stakeholders, through our role within our Tech UK industry body, on initiatives that will really engage customers and have the reach and impact that creates meaningful conversations.
     
    We champion and encourage these conversations all year-round through our interactions with our customers, but also crucially through our educational initiatives, encouraging early conversations about responsible use of technology. It really is a long-term journey that we’re committed to, but there is still a lot work ahead of us, to help tackle online safety successfully.

    Introduction

    The AI Art Installation Challenge, organised by the Internet and Mobile Association of India in partnership with the Ministry of Information and Broadcasting, is a pioneering competition that brings together artists, designers, and AI enthusiasts to explore the fusion of artificial intelligence and artistic expression. Participants are invited to create immersive and interactive installations using AI-driven tools and techniques, pushing the boundaries of creativity and innovation. The challenge aims to highlight AI’s transformative potential in the arts while fostering engagement with investors, collaborators, and industry leaders. By bridging art and technology, it positions India at the forefront of AI-powered creative expression.

    This challenge is part of the Create in India Challenges, a flagship initiative under the World Audio Visual & Entertainment Summit (WAVES), which serves as a global platform for innovation in the Media & Entertainment (M&E) industry. Led by the Ministry of Information and Broadcasting, it has attracted over 70,000 registrations. With 31 competitions launched, it fosters creativity and global participation.     Justice Shri V Ramasubramanian, Chairperson, National Human Rights Commission (NHRC), India inaugurated a day-long National Conference on ‘Combating human trafficking in the digital era’ organised on 7th Februray, 2025 by the Commission in collaboration with the Hidayatullah National Law University, Raipur, Chhattisgarh. With digital technologies increasingly being exploited for human trafficking, this conference examined the role of the internet, social media, cryptocurrency, and various online tools in facilitating trafficking crimes and the role of technology, law enforcement agencies, and the community in preventing them.

     

    Addressing virtually, the experts, law enforcement officials, academicians, and activists gathered to deliberate upon the growing menace of cyber-enabled trafficking, Justice Ramasubramanian highlighted various forms of digital trafficking such as sexual exploitation, labour exploitation, organ trafficking, and forced marriage. He also highlighted “Active Recruitment,” known as Hook Fishing, and “Passive Recruitment,” known as Net Fishing using digital technology to lure in gullible people.

     

    The NHRC, India Chairperson emphasised the need for building awareness among people about the pitfalls while engaging with digital spaces to ensure their safety besides strengthening the regulatory and institutional frameworks as well as technological solutions to check effectively the misuse of digital space.

    The conference was divided into two thematic sessions. The first session focused on the role of the Internet in facilitating human trafficking and migrant smuggling: A legal, administrative, and regulatory perspective’. It was chaired by Smt Bhamathi Balasubramanian, IAS (Retd.), co-chaired by Dr Sanjeev Shukla, Inspector General of Police, Bilaspur. Other resource persons included Dr K.V.K. Santhy, Professor of Law, NALSAR Hyderabad; Shri Kirtan Rathore, Additional SP, Raipur; and Smt Pratibha Tiwari, Additional SP, Mahasamund.

    The session provided a comprehensive discussion on the various factors contributing to human trafficking, with a strong emphasis on its gendered dimensions and the growing role of digital anonymity in facilitating such crimes. A significant portion of the discussion focused on the issue of migrant smuggling in different parts of India, particularly examining recruitment strategies, coordination networks, and the smuggling of victims.

    Experts highlighted trafficking cases from Chhattisgarh, shedding light on the persistent problem of non-reporting and the critical role played by Anti-Human Trafficking Units (AHTUs) in addressing these challenges. The session also explored the regulatory mechanisms in place to combat trafficking, emphasizing the need for capacity building and the development of a Standard Operating Procedure (SOP) tailored to the digital era. Additionally, the speakers underscored the role of the internet, artificial intelligence, and digital forensics in tracking and preventing trafficking cases, particularly those involving social media and missing children.

    The second session was focused on the theme “Preventive Strategies against Human Trafficking: Role of Technology, Law Enforcement Agencies, Victim Support, and Community Engagement.” It was chaired by Dr Manish Mishra, Joint Director, Chhattisgarh Human Rights Commission, and co-chaired by Dr Purushotam Chandrakar, Member, Child Welfare Committee (Raipur). The panellists also included Ms Pallabi Ghosh, Founder & Director, Impact and Dialogue Foundation (Kolkata); Ms Chetna Desai; Shri Ritesh Kumar, Child Protection Officer, UNICEF, Chhattisgarh; and Prof. (Dr) Vishnu Konoorayar, Professor of Law, HNLU.

     

    Shri Joginder Singh, Registrar (Law), NHRC, India in his concluding remarks said that combating human trafficking is a global effort requiring collaboration between governments, NGOs, technology companies, and individuals.

    The conference brought forward several key suggestions to address the growing challenge of human trafficking some of which are as follows:

    • Amend The Immoral Traffic (Prevention) Act (ITPA) to provide clearer distinctions between child and adult trafficking, with specific provisions to include cyber trafficking within its scope;
    • Formal linkage is needed between the ITPA and the IT Act to fill existing legal gaps and address trafficking in the digital realm;

    • Increase awareness regarding self-reporting portals such as the Centralized Complaint and Prevention of Women and Children (CCPWC), which could serve as an effective tool for public participation in reporting trafficking cases;

    • Equip and train Anti-Human Trafficking Units (AHTUs) to combat trafficking in the digital era;
    • Authentic data on human trafficking needs to be systematically collected across different categories to better inform policies and interventions;

    • There is a need for community engagement as a critical component in combating trafficking in all its forms by encouraging local communities to take an active role in preventing and reporting such crimes.

    The Republic of France has issued the following statement:

    In light of the upcoming Global AI Action Summit organised by France, we, the undersigned members countries of the Global Partnership for Action on Gender-Based Online Harassment and Abuse emphasize the critical need to address human rights and gender equality issues in the era of artificial intelligence (AI).

    With the rapid digital transformation of our societies, AI offers a new set of opportunities to advance the human rights of women, young women and girls in all their diversity and LGBTQI+ persons, and promote gender equality. AI can help all women and girls fully realize their human rights, including their right to education, their right to freedom of expression, of association and of peaceful assembly, to access information and to participate in cultural life and relevant decision-making processes. However, it also introduces a distinct set of challenges and risks, mirroring and amplifying existing gender biases and inequalities. While we recognise the critical role of AI as a driver of innovation and progress, we strongly affirm that these advances can only achieve their full potential if AI is designed, developed, evaluated, tested, deployed and used by applying a human rights-based approach, with gender equality at its core.

    Currently, only 22% of AI professionals are women. This significant underrepresentation, particularly affecting global majority countries, increases the risk of AI systems perpetuating gender stereotypes and biases, and other forms of biases, discriminatory social norms and harmful outcomes. AI models, often trained on historically biased and discriminatory datasets, reproduce and amplify discrimination and stereotypes with lasting and tangible consequences, ranging from discriminatory recruitment practices to highly inadequate medical treatment for women. Moreover, the lack of “safety-by-design” measures in AI models further exacerbates risks of technology facilitated gender-based violence , with significant consequences for women and girls’ mental and physical health and safety, as well as economic and political participation. Available evidence suggests that the majority of deepfakes available online are pornographic and disproportionately target women. As such, the rapid weaponisation of AI may first impact a few, but then extends to many. When the human rights of women and girls and LGBTQI+ persons are at risk, all human rights are threatened. Whether in the daily use of AI models and systems or in multilateral fora and AI governance, the gendered impacts of AI have long been overlooked and led to existing online and offline threats disproportionately affecting women and girls in all their diversity.

    Against this background, multilateral cooperation at the intersection of AI and gender has become essential. Since 2022, the Global Partnership for Action on Gender-Based Online Harassment and Abuse has brought together countries to prioritise, understand, prevent, and address technology-facilitated gender-based violence, including in the era of AI, in multilateral fora. Complementary, the Laboratory for Women’s Rights Online was established to unite states, international organisations, private platforms, and civil society organisations in cooperating and developing transnational technical solutions to combat online and technology-facilitated gender-based violence. The Generation Equality’s Action Coalition for Technology and Innovation has also adopted a similar multi-stakeholder approach, playing a key role in addressing TFGBV on the multilateral scale.

    In 2024, the United Nations General Assembly adopted its first resolution on AI, Seizing the opportunities of safe secure and trustworthy artificial intelligence systems for sustainable development (A/RES/78/265) and its first Resolution on Eliminating all forms of violence against women and girls in the digital environment (A/C.3/79/L.17) driven by France and the Netherlands. Additionally, the adoption of the GA Resolution 78/213 Promotion and Protection of Human Rights in the context of digital technologies (2023), the UN Agreed Conclusions from the 67th Session of the Commission on the Status of Women on Innovation and technological change, and education in the digital age for achieving gender equality and the empowerment of all women and girls (2023), as well as the Global Digital Compact (2024)–the first global text on the governance of digital technologies–and the UN Convention against Cybercrime (2024), the first international criminal justice treaty aimed at strengthening international cooperation for combating crimes committed by means of ICT systems, marked a significant step in addressing, protecting and defending human rights, including gender equality and the rights of women and girls in the digital environment.

    Building on the recent progress and joint efforts to ensure effective international AI governance and accelerate progress towards achieving the SDGs, we propose increased action to prioritise the rights of all women and girls in the digital environment at the upcoming AI Action Summit. First organised by the UK and later by South Korea, the next Summit will take place in France.

    As part of the upcoming AI Action Summit, we, the undersigned countries of this declaration, call on states to recognise the gendered impact of AI on all women and girls and LGBTQI+ persons in all aspects of the digital world, recognising the continuity and interrelation between offline and online gender-based violence and the increase in technology-facilitated gender-based violence. We call on States to implement and uphold safeguards to protect the human rights of women and girls in all their diversity in the digital environment, including the online/offline continuum. We also urge the digital technology and AI sector to adopt safety-by-design principles throughout the lifecycle of AI systems, from design to development and deployment. We urge both States and the digital technology and AI sector to promote AI literacy for all, especially for all women and girls, in order to bridge the gender digital divide and to equip women, in particular those in vulnerable situations, with the knowledge to critically engage with AI by the means of promotion of equitable access and participation in the digital sphere and the empowerment of individuals to identify, mitigate, prevent and eradicate gender biases, stereotypes, discriminations, and violence.

    We, the undersigned countries of this declaration, members of the Global Partnership for Action on Gender-Based Online Harassment and Abuse, reaffirm our shared determination and commitment to building a digital future grounded in human rights, fully integrating women’s rights and gender considerations at the upcoming AI Action Summit in Paris, February 2025.

    Barclays tech outage highlights legacy banking system risks amid rising digital competition, says GlobalData

    Barclays, British multinational universal bank, faced a severe 48-hour technical outage (31 January-2 February), disrupting payments and online banking for millions of UK customers. The incident underscores the persistent vulnerabilities of legacy banking systems, despite substantial ICT investments. As digital-native challengers redefine industry standards, traditional banks must accelerate transformation or risk losing relevance in an increasingly competitive financial landscape, says GlobalData, a leading data and analytics company.

    GlobalData’s report, “Barclays Plc – Digital Transformation Strategies,” reveals that the UK’s second-largest bank’s ICT budget in 2023 was estimated at over $1 billion. The duration and severity of last weekend’s technical issue will raise questions about the effectiveness of this significant investment.

    Jonathan Vaughan Burleigh, Associate Analyst, Banking and Payments at GlobalData, comments: “The severity of this outage  highlights the need for real transformation in digital operations. Simply spending over $1 billion per year on ICT is clearly not enough to guarantee reliability in a digital banking platform. Banks must begin to completely overhaul outdated systems to keep up with the consumer expectations in the modern banking landscape.”

    Despite the funding allocated for Barclays’ digital transformation, data from GlobalData’s Financial Services Consumer Survey 2024* reveals that the bank’s customers rated their digital satisfaction below the market average. Barclays is not an outlier in this metric. Many of the largest traditional banking providers rank near the bottom, with Lloyds Bank being the only one of the top five largest banks rated above average.

    Vaughan Burleigh continues: “Established ‘traditional’ banks are struggling to adapt their digital platforms to keep up with rapidly changing consumer preferences. It is no coincidence that digital-only banks such as Starling and Monzo rank far above the market average, while banks still operating on legacy technology perform poorly in digital satisfaction. Banks that are digitally native are far more agile. They can resolve issues more quickly, respond to customer preferences with new products, and provide a strong digital offering for their growing consumer bases.”

    The need for traditional banks to abandon legacy technology and embrace a digital-first approach extends beyond avoiding technical issues and service outages. While this glitch will certainly damage Barclays’ reputation, the more pressing concern is future customer acquisition and retention.

    According to GlobalData’s Competitor Benchmarking Analytics 2024, the key determinants of a bank’s NPS in the UK include personalized experiences, competitively priced products and services, the ability to resolve minor issues online, and the omnichannel nature of the bank’s services. Digital-native banks have become market leaders in these areas, developing new capabilities ahead of larger, traditional players.

    Local authorities in China have taken swift actions to safeguard public safety and ensure daily supplies, as large parts of the country remain under the grip of a cold wave, with central and eastern regions set to reach their lowest temperatures of the season.
    The National Meteorological Center renewed a blue alert for a cold wave on Friday, saying that from Friday to Saturday, a cold wave is expected to sweep across China, causing temperature drops in parts of the northwest and northern regions, the Huanghuai region (including Henan, Anhui, Jiangsu and Shandong), most parts of the southern region, the Qinghai-Xizang Plateau and the western Sichuan plateau. In some regions, the temperature could drop by more than 10 degrees Celsius.
    As the cold wave sweeps through east China’s Shandong Province, temperatures have plummeted. Local authorities have taken measures including ensuring power supply and protecting agricultural production.
    Early in the morning, Wu Binbin, director of a power supply station in Jinan, the capital of Shandong, and his team patrolled the 10kV power line to prevent ice-related issues.
    Moving through mountains and forests, they carefully inspected each pole, tower, and power line for damage, rust or loose components.
    “The safe and stable operation of power lines is crucial for keeping homes lit and warm. No risk can be overlooked,” Wu said.
    The latest cold snap has also strained Shandong’s agricultural production. In Shouguang, a major vegetable production base, local agricultural experts have been providing technical guidance at planting bases and inside greenhouses.
    Liu Chunxiang, an agricultural expert from Shouguang’s Bureau of Agriculture and Rural Affairs, outlined key measures to mitigate the impact of the temperature drop.
    “The drainage channels around the greenhouses must be cleared, and the greenhouses and thermal insulation blankets should be reinforced,” Liu said.
    Shouguang’s greenhouses have now evolved to integrate advanced technologies such as artificial intelligence, the Internet of Things, and 5G. Intelligent temperature control, automated ventilation, and supplemental lighting systems are crucial for mitigating the impact of extreme weather.
    Shouguang has 600,000 mu (about 40,000 hectares) of facility-based vegetable cultivation, with an annual output of 4.5 million tonnes.
    On Thursday, Beijing experienced its most severe cold wave since the start of winter.
    Beijing’s transport sector has implemented measures to ensure safe travel amid strong winds and low temperatures. Subway services switched to manual operation, while buses on mountainous and highway routes reduced their speeds.
    In southwest China’s Guizhou Province, transportation authorities have implemented various measures to respond to potential snowfall or freezing rain.
    As of 7 a.m., Friday, 13 sections of expressways and national and provincial roads across the province were temporarily closed due to icy conditions, and 12 toll stations were closed.
    The impact of the cold wave is expected to ease by the weekend.

  • MIL-OSI Security: Exploiter of Children Sentenced to 38 Years in Prison by Miami Federal Judge

    MIAMI – Rafael Antonio Saldana, 39, of Miami-Dade County, has been sentenced to over 38 years in prison after a South Florida federal jury found him guilty in October 2024, of various child exploitation crimes.

    In 2023, Saldana solicited sexually explicit images from three minors (aged 14, 16, and 17) and attempted to meet them in person for sex. Ultimately, Saldana coordinated a plan with the youngest of the children: They would meet at a local McDonald’s then go to Saldana’s house for sex. Saldana arrived across the street from the restaurant on the set date and time and directed the minor to meet him, but law enforcement officers were waiting for him. Investigation revealed that Saldana possessed over sixty images of child sexual exploitation. 

    At trial, the jury found Saldana guilty of three counts of attempted enticement of a minor to engage in sexual activity, attempted production of visual depictions involving sexual exploitation of minors, receipt of visual depictions involving sexual exploitation of minors, and possession of visual depictions involving sexual exploitation of minors.

    This case was brought as part of Project Safe Childhood (PSC), a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.   • MIL-OSI USA: Trimble Releases Security Updates to Address a Vulnerability in Cityworks Software

    CISA is collaborating with private industry partners to respond to reports of exploitation of a vulnerability (CVE-2025-0994) discovered by Trimble impacting its Cityworks Server AMS (Asset Management System). Trimble has released security updates and an advisory addressing a recently discovered a deserialization vulnerability enabling an external actor to potentially conduct remote code execution (RCE) against a customer’s Microsoft Internet Information Services (IIS) web server. 

    CISA has added CVE-2025-0994 to its Known Exploited Vulnerabilities Catalog, based on evidence of active exploitation. 

    CISA strongly encourages users and administrators to search for indicators of compromise (IOCs) and apply the necessary updates and workarounds.

  • MIL-OSI Global: Efficiency − or empire? How Elon Musk’s hostile takeover could end government as we know it

    Elon Musk’s role as the head of the Department of Government Efficiency, also known as DOGE, is on the surface a dramatic effort to overhaul the inefficiencies of federal bureaucracy. But beneath the rhetoric of cost-cutting and regulatory streamlining lies a troubling scenario.

    Musk has been appointed what is called a “special government employee” in charge of the White House office formerly known as the U.S. Digital Service, which was renamed the U.S. DOGE Service on the first day of President Donald Trump’s second term. The Musk team’s purported goals are to maximize efficiency and to eliminate waste and redundancy.

    That might sound like a bold move toward Silicon Valley-style innovation in governance. However, the deeper motivations driving Musk’s involvement are unlikely to be purely altruistic.

    Musk has an enormous corporate empire, ambitions in artificial intelligence, desire for financial power and a long-standing disdain for government oversight. His access to sensitive government systems and ability to restructure agencies, with the opaque decision-making guiding DOGE to date, have positioned Musk to extract unprecedented financial and strategic benefits for both himself and his companies, which include the electric car company Tesla and space transport company SpaceX.

    One historical parallel in particular is striking. In 1600, the British East India Company, a merchant shipping firm, began with exclusive rights to conduct trade in the Indian Ocean region before slowly acquiring quasi-governmental powers and ultimately ruling with an iron fist over British colonies in Asia, including most of what is now India. In 1677, the company gained the right to mint currency on behalf of the British crown.

    As I explain in my upcoming book “Who Elected Big Tech?” the U.S. is witnessing a similar pattern of a private company taking over government operations.

    Yet what took centuries in the colonial era is now unfolding at lightning speed in mere days through digital means. In the 21st century, data access and digital financial systems have replaced physical trading posts and private armies. Communications are the key to power now, rather than brute strength.

    The data pipeline

    Viewing Musk’s moves as a power grab becomes clearer when examining his corporate empire. He controls multiple companies that have federal contracts and are subject to government regulations. SpaceX and Tesla, as well as tunneling firm The Boring Company, the brain science company Neuralink, and artificial intelligence firm xAI all operate in markets where government oversight can make or break fortunes.

    In his new role, Musk can oversee – and potentially dismantle – the government agencies that have traditionally constrained his businesses. The National Highway Traffic Safety Administration has repeatedly investigated Tesla’s Autopilot system; the Securities and Exchange Commission has penalized Musk for market-moving tweets; environmental regulations have constrained SpaceX.

    Through DOGE, all these oversight mechanisms could be weakened or eliminated under the guise of efficiency.

    But the most catastrophic aspect of Musk’s leadership at DOGE is its unprecedented access to government data. DOGE employees reportedly have digital permission to see data in the U.S. government’s payment system, which includes bank account information, Social Security numbers and income tax documents. Reportedly, they have also seized the ability to alter the system’s software, data, transactions and records.

    Multiple media reports indicate that Musk’s staff have already made changes to the programs that process payments for Social Security beneficiaries and government contractors to make it easier to block payments and hide records of payments blocked, made or altered.

    But DOGE employees only need to be able to read the data to make copies of Americans’ most sensitive personal information.

    A federal court has ordered that not to happen – at least for now. Even so, funneling the data into Grok, Musk’s xAI-created artificial intelligence system, which is already connected with the Musk-owned X, formerly known as Twitter, would create an unparalleled capability for predicting economic shifts, identifying government vulnerabilities and modeling voter behavior.

    That’s an enormous and alarming amount of information and power for any one person to have.

    Cryptocurrency coup?

    Like Trump himself and many of his closest advisers, Musk is also deeply involved in cryptocurrency. The parallel emergence of Trump’s own cryptocurrency and DOGE’s apparent alignment with the cryptocurrency known as Dogecoin suggests more than coincidence. I believe it points to a coordinated strategy for control of America’s money and economic policy, effectively placing the United States in entirely private hands.

    The genius – and danger – of this strategy lies in the fact that each step might appear justified in isolation: modernizing government systems, improving efficiency, updating payment infrastructure. But together, they create the scaffolding for transferring even more financial power to the already wealthy.

    Musk’s authoritarian tendencies, evident in his forceful management of X and his assertion that it was illegal to publish the names of people who work for him, suggest how he might wield his new powers. Companies critical of Musk could face unexpected audits; regulatory agencies scrutinizing his businesses could find their budgets slashed; allies could receive privileged access to government contracts.

    This isn’t speculation – it’s the logical extension of DOGE’s authority combined with Musk’s demonstrated behavior.

    Critics are calling Musk’s actions at DOGE a massive corporate coup. Others are simply calling it a coup. The protest movement is gaining momentum in Washington, D.C., and around the country, but it’s unlikely that street protests alone can stop what Musk is doing.

    Who can effectively investigate a group designed to dismantle oversight itself? The administration’s illegal firing of at least a dozen inspectors general before the Musk operation began suggests a deliberate strategy to eliminate government accountability. The Republican-led Congress, closely aligned with Trump, may not want to step in; but even if it did, Musk is moving far faster than Congress ever does.

    Destroy the republic, build a startup nation?

    Taken together, all of Musk’s and Trump’s moves lay the foundation for what cryptocurrency investor and entrepreneur Balaji Srinivasan calls “the network state.”

    The idea is that a virtual nation may form online before establishing any physical presence. Think of the network state like a tech startup company with its own cryptocurrency – instead of declaring independence and fighting for sovereignty, it first builds community and digital systems. By the time a Musk-aligned cryptocurrency gained official status, the underlying structure and relationships would already be in place, making alternatives impractical.

    Converting more of the world’s financial system into privately controlled cryptocurrencies would take power away from national governments, which must answer to their own people. Musk has already begun this effort, using his wealth and social media reach to engage in politics not only in the U.S. but also several European countries, including Germany.

    A nation governed by a cryptocurrency-based system would no longer be run by the people living in its territory but by those who could could afford to buy the digital currency. In this scenario, I am concerned that Musk, or the Communist Party of China, Russian President Vladimir Putin or AI-surveillance conglomerate Palantir, could render irrelevant Congress’ power over government spending and action. And along the way, it could remove the power to hold presidents accountable from Congress, the judiciary and American citizens.

    All of this obviously presents a thicket of conflict-of-interest problems that are wholly unprecedented in scope and scale.

    The question facing Americans, therefore, isn’t whether government needs modernization – it’s whether they’re willing to sacrifice democracy in pursuit of Musk’s version of efficiency. When we grant tech leaders direct control over government functions, we’re not just streamlining bureaucracy – we’re fundamentally altering the relationship between private power and public governance. I believe we’re undermining American national security, as well as the power of We, the People.

    The most dangerous inefficiency of all may be Americans’ delayed response to this crisis.
