  • MIL-OSI USA: Luján Introduces Bipartisan Bill to Protect Consumers in the Online Ticket Marketplace

    Washington, D.C. – U.S. Senators Ben Ray Luján (D-N.M.) and Marsha Blackburn (R-Tenn.), members of the U.S. Senate Committee on Commerce, Science, & Transportation, reintroduced the Mitigating Automated Internet Networks for (MAIN) Event Ticketing Act, legislation that would and better protect consumers in the online ticket marketplace. The MAIN Event Ticketing Act boosts enforcement of the Better Online Ticket Sales (BOTS) Act of 2016, a law that prohibits ticket scalpers from using software to purchase high volumes of tickets.
    “Far too many Americans face excessive price-gouging for tickets from online bots and resellers, and I am committed to ensure Americans can enjoy live entertainment without the fear of being scammed,” said Senator Luján. “I’m proud to join Senator Blackburn in reintroducing our MAIN Event Ticketing Act which will strengthen protections for consumers and artists from scammers. I look forward to working with my colleagues to get this legislation signed into law.”

    Specifically, the MAIN Event Ticketing Act would:
    Creating reporting requirements whereby online ticket sellers have to report successful bot attacks to the Federal Trade Commission (FTC);
    Creating a complaint database so consumers can also share their experiences with the FTC, which in turn is required to share the information with state attorneys general;
    Enacting data security requirements for online ticket sellers and requires the sharing of information between the FTC and law enforcement; and
    Requiring a report to Congress on BOTS enforcement.  
    This legislation is endorsed by the Recording Academy, Recording Industry Association of America, Live Nation Entertainment, and the National Independent Venue Association.

  • MIL-OSI Asia-Pac: Benefits Accorded to Classical Language

    The support available to the languages notified as classical languages include awards in Classical Languages, centers of excellence for studies in classical languages, and creation of professional chairs in central universities.

    The Government of India had earlier notified the following languages as Classical Languages:

    Tamil, 2004

    Sanskrit, 2005

    Telugu, 2008

    Kannada, 2008

    Malayalam, 2013

    Odia, 2014

    The Ministry of Education, through the Central Institute of Indian Languages (CIIL), Mysuru, works towards the promotion and development of all Indian languages, including Classical Languages. Various institutions and Centres of Excellence have been established to support research, documentation, and scholarly activities related to these languages:

    Tamil: The Central Institute of Classical Tamil (CICT), Chennai, established in 2008, is dedicated to the promotion and development of Classical Tamil.

    Sanskrit: The Government of India promotes Sanskrit through three Central Universities—Central Sanskrit University (New Delhi), Shri Lal Bahadur Shastri National Sanskrit University (New Delhi), and National Sanskrit University (Tirupati). These universities were granted Central University status in 2020 to strengthen Sanskrit education and research.

    Telugu: The Centre of Excellence for Studies under the in Classical Telugu functions at Nellore, Andhra Pradesh.

    Kannada: The Centre of Excellence for Studies in Classical Kannada is located in Mysuru, Karnataka.

    Malayalam: The Centre of Excellence for Studies in Classical Malayalam operates from Tirur, Malappuram, Kerala.

    Odia: The Centre of Excellence for Studies in Classical Odia is based in Bhubaneswar, Odisha.

    Furthermore, very recently, The Government notified 5 more languages such as Marathi, Pali, Prakrit, Assamese, and Bengali as Classical Languages vide Gazette Notification dated 04.10.2024.

    This information was given by Union Minister for Culture and Tourism Shri Gajendra Singh Shekhawat in a written reply in Lok Sabha today.

  • MIL-OSI United Nations: Eastern DR Congo crisis increasing risk of mpox transmission, WHO chief warns

    The worsening security situation in the eastern Democratic Republic of the Congo (DRC) has forced many mpox patients to flee treatment centres, increasing the risk of transmission, the UN health agency (WHO) warned on Monday.

    Fighting escalated sharply in late January, as Rwanda-backed M23 rebels seized control of parts of North Kivu, including areas near the regional capital Goma, and advanced towards South Kivu.

    Before the latest violence, mpox cases had been stabilizing, said WHO Director-General Tedros Adhanom Ghebreyesus, in a speech to the agency’s executive board.

    Health system overwhelmed

    Healthcare facilities are struggling to cope with a surge in casualties, alongside patients suffering from multiple endemic diseases, including mpox, cholera, malaria and measles.

    WHO reported that shells hit a hospital in Goma, resulting in civilian casualties, including infants and pregnant women. Stocks of essential medicines in Minova (South Kivu) are rapidly depleting, as M23 rebels advance towards the city.

    The agency said health partners are doing “everything possible” to provide lifesaving services “despite the risks posed by heavy artillery and the proximity of frontline fighting.”

    Concerns over attacks on civilians, sexual violence, and other human rights violations have also reached alarming levels.

    IDPs at risk, again

    Ongoing clashes also threatens hundreds of thousands of internally displaced people (IDPs) sheltering in Goma, along with the aid workers supporting them.

    Thousands of displaced people sheltering close to Goma have had to flee for safety as heavy bombing and shelling struck close to the camps due to the proximity of military installations,” the UN World Food Programme (WFP) reported.

    Many displaced families are now staying with host communities, while others are setting up temporary shelters in schools and public buildings. Host communities themselves could face “significant humanitarian needs”.

    Infrastructure hit

    The violence has severely damaged essential infrastructure, including water, electricity, and communication networks.

    In Goma, water and electricity remain cut off and people are forced to rely on unsafe water, increasing risk of disease outbreaks. Telecommunications (phones) and Internet access is also disrupted.

    Public and private property – including WFP and non-governmental organization-run warehouses – have been looted.

    “Coupled with severed access to the city, food and other essential supplies are almost depleted,” WFP said, adding that scarcity has driven prices up, making it even harder for vulnerable communities to afford basic necessities.

    Hard-won development gains at risk

    In addition to threatening the safety and wellbeing of millions, the fighting has put years of hard-won development gains at risk.

    Achim Steiner, Administrator of the UN Development Programme (UNDP) underscored that it is not just a humanitarian emergency but a development crisis jeopardizing progress toward the Sustainable Development Goals (SDGs).

    “Every day the conflict continues, access to education and healthcare is disrupted, businesses collapse, and vital infrastructure is damaged – deepening hardship for communities and eroding the foundation for long-term recovery, resilience and sustainable development,” he said in a statement on Sunday.

    “I call on all actors to prioritize dialogue, uphold international humanitarian law, and pursue a peaceful resolution to this crisis,” he added.

  • MIL-OSI Security: St. John’s — RCMP-RNC IICE charges St. John’s man with online child exploitation offences

    Following a lengthy investigation conducted by the RCMP-RNC Integrated Internet Child Exploitation (IICE) Unit, 48-year-old Dennis Oliver was arrested on January 31, 2025, and is charged with online child exploitation offences.

    In November of 2024, IICE executed a search warrant at a St. John’s home in relation to a report of online child exploitation activity. Electronics were seized and subsequently analyzed.

    The results of the forensic analysis, as well as other evidence collected, led to Oliver’s arrest on Friday. He is charged with the following criminal offences:

    • Transmitting child pornography – one count
    • Possession of child pornography – one count
    • Accessing child pornography – one count

    In accordance with arrest and release procedures, Oliver was released on conditions designed to protect the general public. He is scheduled to appear in Provincial Court in St. John’s on March 20, 2025.

    Child pornography cases require complex forensic examination of seized electronics followed, by additional investigation actions. Consequently, criminal charges in these cases are often laid up to 9-12 months after the execution of a search warrant.

  • MIL-OSI USA: Lexington County man arrested on Child Sexual Abuse Material* chargesRead More

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson announced the arrest of Shaquezius Leevontae Dennis, 19, of Batesburg-Leesville, S.C., on one charge connected to the sexual exploitation of minors. Internet Crimes Against Children (ICAC) Task Force investigators with the Lexington County Sheriff’s Department made the arrest. Investigators with the Attorney General’s Office, also a member of the state’s ICAC Task Force, assisted with the investigation.

     

    Investigators received a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC) which led them to Dennis.  Investigators state Dennis distributed files of child sexual abuse material.  

     

    Dennis was arrested on January 31, 2025. He is charged with one count of sexual exploitation of a minor, second degree (§16-15-405), a felony offense punishable by up to 10 years imprisonment.

     

     

    This case will be prosecuted by the Attorney General’s Office.

     

    Attorney General Wilson stressed all defendants are presumed innocent unless and until they are proven guilty in a court of law.

     

     

     

    * Child sexual abuse material, or CSAM, is a more accurate reflection of the material involved in these heinous and abusive crimes. “Pornography” can imply the child was a consenting participant.  Globally, the term child pornography is being replaced by CSAM for this reason.

  • MIL-OSI Europe: Five AIMS – Lessons from Internet Governance for Artificial Intelligence Management Strategies

    Days away from the Paris AI Action Summit, the elaboration of the emerging framework to govern the development and adoption of AI technologies is at the heart of heated, sometimes overwhelming debates and controversies. While new AI models are being released at an accelerating pace, with ever greater promises of game-changing applications, revolutionary disruptions, and prophecies of geopolitical shifts, AI governance remains partially undertheorised.

    To help scaffold coherent, coordinated, and enforceable rules and institutions, Dame Wendy Hall, DBE, FRS, FREng, Regius Professor of Computer Science, Associate Vice President (International Engagement) and Director of the Web Science Institute at the University of Southampton, Kieron O’Hara, emeritus fellow in Electronics and Computer Science at the University of Southampton, and Pierre Noro, advisor of the PSIA Tech & Global Affairs Innovation Hub, reinterpret the Four Internet models elaborated by Hall and O’Hara in their 2018 article and in their influential book Four Internets: Data, Geopolitics, and the Governance of Cyberspace (Oxford UP, 2021) in regard to AI technologies.

    This translation, grounded in an analysis of the historical, socio-economic, and ideological differences distinguishing the context that shaped Internet governance and the current one, yields many enlightening insights and is the foundation of five Artificial Intelligence Management Strategies (AIMS):

    • Open AIMS: Fostering openness and transparency, common ownership and collaboration, interoperability.
    • Bourgeois AIMS: Fostering rights and civility with procedural rules and codes
    • Paternal AIMS: Mandating outcomes and confining uses.
    • Commercial AIMS: Allowing market solutions to resource allocation problems.
    • Hacker AIMS: Libertarian, anti-authoritarian, decentralised approach valorising software skills, resisting censorship, and empowering individuals and communities to make and reshape the information space.
       

    As narratives, the AIMS do not aspire to crystal clarity, but rather are intended as sensemaking aids; the characterisations above […] may already help categorize and interpret discourses, stances, and proposals.

    With many illustrations to exemplify their core tenets, their limits and their intersections, this paper offers the Five AIMS as cardinal concepts to help AI governance stakeholders, especially public and private decisionmakers, navigate the upcoming AI Action Summit and future governance conversation.

    Concluding on a set of ongoing research questions reflecting open policy challenges, it is a foundational step towards cementing the Five AIMS as a suitable framework for understanding the governance of AI.

  • MIL-OSI Security: Two Chinese Chemical Company Executives Convicted And Multiple Websites And Cryptocurrency Accounts Seized In Connection With Fentanyl Precursor Importation And Money Laundering Schemes

    Qingzhou Wang, the Company’s Principal Executive, and Yiyi Chen, the Company’s Marketing Manager, Conspired to Import Ton Quantities of Fentanyl Precursors from China to the United States in Exchange for Payment in Cryptocurrency

    Danielle R. Sassoon, the United States Attorney for the Southern District of New York, and Derek S. Maltz, the Acting Administrator of the U.S. Drug Enforcement Administration (“DEA”), announced that a jury returned a guilty verdict against QINGZHOU WANG, a/k/a “Bruce” (“WANG”), and YIYI CHEN, a/k/a “Chiron” (“CHEN”), on fentanyl precursor importation and money laundering charges.  WANG was also convicted of importing a methamphetamine precursor.  WANG and CHEN, both nationals of China, were found guilty following a two-week trial before U.S. District Judge Paul G. Gardephe.

    U.S. Attorney Danielle R. Sassoon and Acting Administrator Derek S. Maltz also announced today the seizure of domain names for seven websites and four cryptocurrency accounts, totaling approximately $900,000 worth of digital funds, tied to the illicit precursor chemical business of WANG and CHEN’s company, HUBEI AMARVEL BIOTECH CO., LTD., a/k/a “AmarvelBio,” (“AMARVEL BIOTECH”), its related entities, and its executives and employees.  Five additional websites tied to AMARVEL BIOTECH, including its principal website, were previously seized in June 2023.

    U.S. Attorney Danielle R. Sassoon said: “Qingzhou Wang and Yiyi Chen conspired to import massive amounts of fentanyl precursors from China into the United States.  They did so with callous disregard for the effect that such deadly chemicals would ultimately have here in the United States.  Now, they stand convicted in an American courtroom and face a substantial term of imprisonment for their crimes.  And we are not done.  The seizures announced today continue the ongoing fight against the fentanyl supply chain.  The message should be clear:  we are watching, and we will continue to dismantle these fentanyl precursor operations, and bring the individuals responsible to justice.”

    Acting Administrator Derek S. Maltz said: “I have personally seen the devastation that illicit fentanyl has had on American families. I have looked into the eyes of hundreds of mothers, fathers, sisters, and brothers, who would give anything to have one more moment with their loved one. The DEA’s top priority is protecting the safety of the American people. These convictions, and the seizures of these websites and accounts, show that no matter where you live in the world or where you operate in the fentanyl supply chain, the DEA will utilize all of our resources to bring you to justice. I’m incredibly proud of the men and women of DEA, alongside our law enforcement partners, who worked tirelessly on this investigation and the unrelenting fight against illicit fentanyl.”

    As reflected in the Indictment, public filings, and the evidence presented at trial:

    AMARVEL BIOTECH was a chemical manufacturer based in the city of Wuhan, in Hubei province, China, that exported vast quantities of the precursor chemicals used to manufacture fentanyl and its analogues. A synthetic opioid that is 50 times more potent than heroin, fentanyl is now the leading cause of death for Americans ages 18 to 49.  Fentanyl analogues, similar in chemical makeup and effect to fentanyl, can be even more potent and lethal than fentanyl.  Fentanyl and its analogues have devastated communities across the U.S. and are fueling the ongoing opioid epidemic, which killed at least 105,263 Americans between February 2022 and January 2023 alone.

    During the course of an undercover investigation by the Drug Enforcement Administration (“DEA”), AMARVEL BIOTECH and its principal executive, WANG, its marketing manager, CHEN, and a sales representative, FNU LNU, a/k/a “Er Yang,” a/k/a “Anita” (“YANG”), shipped more than 200 kilograms from China to the United States of precursor chemicals used to make fentanyl and its analogues.  AMARVEL BIOTECH, WANG, CHEN, and YANG shipped the precursors to the U.S. after being told that the chemicals would be used to produce fentanyl in New York, and they agreed to supply multi-ton shipments of fentanyl precursors despite being told that Americans had died after consuming fentanyl made from the chemicals that the defendants had sold.

    For example, on or about November 17, 2022, a DEA confidential source (“CS-1”) wrote to YANG using an encrypted messaging application, “You know I making fentanyl,” and “Is not safe.”  YANG replied, “i know.”  On or about December 1, 2022, YANG wrote to CS-1, promising that CS-1 would be “happy with our product” and noting that CS-1 would “be able to synthesize fentanyl.” In exchange for payment in cryptocurrency, AMARVEL BIOTECH thereafter shipped from China to New York approximately 999.7 grams of the fentanyl precursor 1-boc-4-AP, approximately 1,002.6 grams of the fentanyl precursor 1-boc-4-piperidone, and approximately 893.6 grams of the methamphetamine precursor methylamine.

    In or about March 2023, WANG and CHEN traveled from China to Bangkok, Thailand, to meet with an individual whom CS-1 represented was CS-1’s boss, but was in fact another DEA confidential source (“CS-2”).  During the meeting, WANG and CHEN discussed AMARVEL BIOTECH’s ability to supply ton-quantities of fentanyl precursors to New York for CS-1 and CS-2’s fentanyl manufacturing operation.  After CS-2 stated that CS-2 wanted a different formula for manufacturing fentanyl and that several of CS-2’s American customers had purportedly died, WANG and CHEN advised they had “a lot of customers in America and Mexico” who could provide technical assistance with fentanyl production.                        

    After the March 2023 meeting in Bangkok, AMARVEL BIOTECH, WANG, CHEN, and YANG agreed to sell CS-1 and CS-2 approximately 210 kilograms of fentanyl precursors in exchange for payment in cryptocurrency.  During an April 10, 2023 video call with WANG and CHEN, CS-2 stated that the approximately 210 kilograms of fentanyl precursors would be used to manufacture approximately 50 to 55 kilograms of fentanyl—an amount that could contain approximately 25 million deadly doses.   

    In or about May 2023, AMARVEL BIOTECH, WANG, CHEN, and YANG sent to the U.S. the shipment ordered by CS-1 and CS-2.  On or about May 5, 2023, the DEA retrieved the precursor shipment from a warehouse near Los Angeles, California.  Lab testing confirmed the presence of a precursor chemical for a fentanyl analogue. In an encrypted messaging group chat with CS-1, CS-2, WANG, and CHEN, YANG explained that “New York, the United States, has been strict in checking the precursors of the ‘final product’ some time ago, so for the sake of safety, this time it is sent to California.”

    In or about June 2023, WANG and CHEN traveled from China to meet again with CS-2.  During the meeting, WANG and CHEN discussed with CS-2 a multi-ton order of fentanyl precursor chemicals.  WANG and CHEN also discussed the need to take additional measures to protect themselves from detection and interdiction of their shipments “because recently American government . . . seized some Mexican group and they followed the routes to China,” where the U.S. Government found “our competitor in China”—an apparent reference to fentanyl-related charges filed in the Southern District of New York and announced in April 2023 against, among others, leadership of the Sinaloa Cartel and certain China-based precursor chemical company executives.

    AMARVEL BIOTECH openly advertised online its sale of precursor chemicals for use in manufacturing fentanyl.  Through its website and a host of other storefront sites, AMARVEL BIOTECH targeted precursor chemical customers in Mexico, where drug cartels operate clandestine laboratories and distribute finished fentanyl into and throughout the United States, including by advertising fentanyl precursors as a “Mexico hot sale,” guaranteeing “100% stealth shipping” abroad, and posting to its websites documentation of AMARVEL BIOTECH shipping chemicals to Culiacan, the home city of the Sinaloa Cartel, one of the dominant drug trafficking organizations in the Western Hemisphere and which is largely responsible for the massive influx of fentanyl into the U.S. in recent years.  Below is a screenshot of one of AMARVEL BIOTECH’s store pages for a fentanyl precursor:

    AMARVEL BIOTECH also endeavored to thwart law enforcement interdiction of its precursor chemical shipments.  AMARVEL BIOTECH advertised online the business’s ability to use deceptive packaging—such as packaging indicating the contents are dog food, nuts, or motor oil—to ensure “safe” delivery of the illicit contents such shipments.  An example of one of AMARVEL BIOTECH’s online advertisements are shown below:

    WANG, 36, of China, and CHEN, 32, of China, were each convicted of:  one count of conspiracy to import the fentanyl precursor chemical 1-boc-4-AP, knowing or having reasonable cause to believe it will be used to manufacture fentanyl, which carries a maximum sentence of 20 years in prison, and one count of conspiracy to commit money laundering, which carries a maximum sentence of 20 years in prison.  WANG was also convicted of: one count of importation of the fentanyl precursor chemical 1-boc-4-AP, knowing or having reasonable cause to believe it will be used to manufacture fentanyl, which carries a maximum sentence of 20 years in prison, and one count of importation of the methamphetamine precursor chemical methylamine, which carries a maximum sentence of 10 years in prison.  WANG and CHEN were each acquitted of one count of conspiracy to manufacture, distribute, and possess with intent to distribute fentanyl and a fentanyl-related substance.

    On January 31, SPbGASU held a large-scale event for students of grades 8–11 of St. Petersburg Lyceum No. 126. The students celebrated Russian Science Day at our university. They visited departments, museums, laboratories, the exhibition hall of the architectural faculty and the scientific and technical library, listened to lectures, took part in business games and master classes.

    On behalf of the university’s management and staff, Marina Malyutina, Vice-Rector for Youth Policy, welcomed the guests: “SPbGASU was founded in 1832 under Emperor Nicholas I as the School of Civil Engineers. Throughout our history, we have had different names, but the meaning has remained the same – our university has always been the center of engineering thought and construction science.”

    Marina Viktorovna informed that more than 12 thousand students study at the university. Every year more than 2 thousand graduates leave its walls. All of them are at the cutting edge of new technologies and knowledge and are in demand by the industry: more than 70 percent of graduates find employment in their specialty.

    The university closely cooperates with industry partners – the largest developers of St. Petersburg, Leningrad Oblast and other regions. More than 500 teachers are involved in the educational process, 70 percent of whom have academic titles and degrees, many of whom are members of various state and public academies, including the Russian Academy of Architecture and Construction Sciences.

    You can study at SPbGASU throughout your life – full-time, part-time, part-time, improving your qualifications, undergoing retraining. Students have the opportunity to study in additional educational programs, master a second qualification. The university provides scope for research in more than 10 scientific areas. Scientists report the results of their scientific activities at conferences and symposiums.

    SPbGASU organizes intra-university and all-Russian TIM championships, participates in the International Engineering Championship CASE-IN, and holds the international competition “Macaroni Builder”. An active student life is in full swing here: the Student Leisure and Creativity Center “Kirpich”, the Center for Physical Culture and Sports operate, and student projects are supported. One of such projects is “Adapters”, within the framework of which senior students help first-year students for six months. Curators – teachers who help first-year students study, communicate, and solve everyday problems – also work with the first-year students.

We support the guys who have shown themselves in school and in secondary vocational education – in public life, research, studies, and pay them an additional scholarship on a competitive basis.     At the end of her speech, the vice-rector presented the lyceum with a book about the architects of St. Petersburg. Alevtina Ragimova, the director of Lyceum No. 126, in her response expressed confidence that many graduates will become students of SPbGASU.

    Students from the Kirpich Student Leisure and Creativity Center performed a concert program that drew thunderous applause. In addition, the winners of the Olympiads that the university holds for future applicants were awarded. Then the lyceum students were treated to a tour of the university and numerous events that immersed them in the world of science.

    Lecture by Ekaterina Voznyak “Architects of St. Petersburg and Architectural Education”

    Ekaterina Voznyak, Dean of the Faculty of Architecture, spoke about the architects of St. Petersburg and architectural education in her lecture. The Dean said that she does not encourage the audience to become architects, since an architect is a calling that either exists or does not. The students will be able to decide on this issue not now, but at the age of 18-19, however, according to the Dean, it is useful for everyone to know about the architecture and architects of St. Petersburg. Ekaterina Ryurikovna emphasized that in the Northern capital they love and know their architects, who, being different people, create an ensemble, build a single city. This is what distinguishes St. Petersburg architects.

    The lecture by Dmitry Ulrich, Dean of the Faculty of Environmental Engineering and Urban Management, was called “Excursion into the World of Science.” He spoke about the prerequisites for the development of science, the classification of sciences, and scientific discoveries that changed the world. Students learned about the role of chemistry, physics, and mathematics in construction, heat supply, land management, and their importance for engineering education.

    Galina Tokunova, Dean of the Faculty of Economics and Management, offered to look into the future of the construction industry. The speaker’s focus was on TIM design, 3D printing, the Internet of Things and smart sensors, robots and drones. The audience learned why artificial intelligence will not replace specialists in economics and management, what specialists in business informatics and economic security do, what is happening in the Laboratory of Digital Information Models in Construction at SPbGASU and much more.

    What was taught in the master classes

    You could feel like an artist at the master class “City Landscape”. Before it began, Konstantin Tarasov, senior teacher of the drawing department, explained that the children would first make an air space “on the wet”, and then introduce into it the silhouette of St. Petersburg – the Peter and Paul Fortress, the Kazan Cathedral. The lesson helped the lyceum students to reveal their creative abilities.

    The model workshop hosted a master class called “Architectural Fantasies”. The children were divided into five teams and created a model of a skyscraper. Olga Belousova, associate professor of the architectural design department, said: “As a starting point, the teams received handouts – photos, pictures, discussed the concept and began to assemble a fantasy model. Forty-five minutes later, the captains presented their work. In this case, they were required not only to write a short story about their skyscraper, but also to come up with a motto for it.”

    Due to the expansion of its activities, the organization calculated its personnel needs. The calculation showed that there were not enough workers in certain areas… This is how the business game “Interview” began, in which the participants learned to present themselves to the employer.

    The guys were divided into two groups: the HR department and job seekers. Olga Bochkareva, Deputy Dean for Academic Affairs of the Faculty of Economics and Management, Associate Professor of the Construction Management Department, and Marina Egorova, Deputy Dean for Educational Work, Senior Lecturer of the same department, suggested choosing professional skills that correspond to the professions: economic security specialist, marketer, construction economist, HR department employee. The HR department developed a list of interview questions. Job seekers prepared resumes and talked about themselves. As in real life, only the best got the job.

    At the master classes of the Faculty of Forensic Expertise and Law in Construction and Transport, it was possible to acquire practical skills of legal literacy in relations with unscrupulous employers, take psychological training “How to negotiate with any person”, learn about the criminal liability of minors and receive a lot of other useful information.

    The Automobile and Road Faculty prepared an interesting program. The students learned about the operation of vehicles and transport infrastructure in Arctic conditions, about digital twins of the roads of the future, and reverse engineering. The Automobile and Road Faculty is confident that today the road industry is developing at an incredible speed, and the task of teachers is to prepare specialists who will not only follow modern trends, but also create them.

    Galina Avdeeva, deputy director of Lyceum No. 126 for educational work, said that the Lyceum is very happy with such invitations – not only students, but also teachers learn a lot of new things here.

    At the end of January, the Higher School of Electronics and Microsystems Engineering of the Institute of Electronics and Telecommunications of SPbPU held a unique advanced training course on the topic “RISC-V Ecosystem: Development and System Programming”.

    The course was devoted to the development of hardware and software for modern extensible open instruction sets and RISC-V processor architectures, which are widely used in rapidly developing areas of information technology, including the Internet of Things and artificial intelligence.

    The course instructors were practicing specialists from SPbPU, ETU “LETI”, SPbSU, MIET, MIEM, UNN with extensive experience in this field, which ensured a high level of training and relevant knowledge for the participants. The audience included representatives of enterprises and universities from St. Petersburg, Moscow, Nizhny Novgorod, Saratov, Voronezh, Krasnoyarsk, Yekaterinburg (more than 10 organizations in total). Classes continued in an intensive mode throughout the week, on the final day, Dmitry Tikhonov, Vice-Rector for Continuing and Pre-University Education at SPbPU, presented the course participants with certificates of advanced training.

    The hardware for the course was deployed and installed with the support of the YADRO group of companies at the joint scientific laboratory “RISC-V Digital Technologies (YADRO-Polytech)”.

    Union Minister of Finance and Corporate Affairs Smt. Nirmala Sitharaman presented the Union Budget 2025-26 in Parliament today. Here is the summary of her budget speech;

    PART A

     

    Quoting Telugu poet and playwright Shri Gurajada Appa Rao’s famous saying, ‘A country is not just its soil; a country is its people.’ – the Finance Minister presented the Union Budget 2025-26 with the theme “Sabka Vikas” stimulating balanced growth of all regions.

    In line with this theme, the Finance Minister outlined the broad Principles of Viksit Bharat to encompass the following:

    a) Zero-poverty;

     b) Hundred per cent good quality school education;

    c) Access to high-quality, affordable, and comprehensive healthcare;

    d) Hundred per cent skilled labour with meaningful employment;

    e) Seventy per cent women in economic activities; and

    f) Farmers making our country the ‘food basket of the world’.

    The Union Budget 2025-2026 promises to continue Government’s efforts to accelerate growth, secure inclusive development, invigorate private sector investments, uplift household sentiments, and enhance spending power of India’s rising middle class. The Budget proposes development measures focusing on poor (Garib), Youth, farmer (Annadata) and women (Nari).

    The Budget aims to initiate transformative reforms in Taxation, Power Sector, Urban Development, Mining, Financial Sector, and Regulatory Reforms to augment India’s growth potential and global competitiveness.

    Union Budget highlights that Agriculture, MSME, Investment, and Exports are engines in the journey to Viksit Bharat using reforms as fuel, guided by the spirit of inclusivity.

     

    1st Engine: Agriculture

    Budget announced ‘Prime Minister Dhan-Dhaanya Krishi Yojana’ in partnership with states covering 100 districts to increase productivity, adopt crop diversification, augment post-harvest storage, improve irrigation facilities, and facilitate availability of long-term and short-term credit.

    A comprehensive multi-sectoral ‘Rural Prosperity and Resilience’ programme will be launched in partnership with states to address underemployment in agriculture through skilling, investment, technology, and invigorating the rural economy. The goal is to generate ample opportunities in rural areas, with focus on rural women, young farmers, rural youth, marginal and small farmers, and landless families.

    Union Finance Minister announced that Government will launch a 6-year “Mission for Aatmanirbharta in Pulses” with special focus on Tur, Urad and Masoor. Central agencies (NAFED and NCCF) will be ready to procure these 3 pulses, as much as offered during the next 4 years from farmers.

    The Budget has outlined measures to Comprehensive Programme for Vegetables & Fruits, National Mission on High Yielding Seeds, and a five year Mission for Cotton Productivity amongst other measures to promote agriculture and allied activities in a major way.

    Smt. Sitharaman announced the increase in loan limits from Rs. 3 lakh to Rs. 5 lakh for loans taken through Kisan Credit Cards under modified interest subvention scheme.

     

    2nd Engine: MSMEs

    Finance Minister described MSMEs as the second power engine for development as they constitute for 45% of our exports. To help MSMEs achieve higher efficiencies of scale, technological upgradation and better access to capital, the investment and turnover limits for classification of all MSMEs enhanced to 2.5 and 2 times, respectively. Further, steps to enhance credit availability with guarantee cover have also been announced.

    The Finance Minister also announced the launch of a new scheme for 5 lakh women, Scheduled Castes and Scheduled Tribes first-time entrepreneurs. This will provide term loans up to Rs. 2 crore during the next 5 years.

    Smt. Sitharaman announced that the Government will also implement a scheme to make India a global hub for toys representing the ‘Made in India’ brand. She added that the Government will set up a National Manufacturing Mission covering small, medium and large industries for furthering “Make in India”.

    3rd Engine: Investment

    Defining Investment as the third engine of growth, the Union Minister prioritized investment in people, economy and innovation. 

    Under the investment in people, she announced that 50,000 Atal Tinkering Labs will be set up in Government schools in next 5 years.

    Smt. Nirmala Sitharaman announced that broadband connectivity will be provided to all Government secondary schools and primary health centres in rural areas under the Bharatnet project.

    She said Bharatiya Bhasha Pustak Scheme will be implemented to provide digital-form Indian language books for school and higher education.

    Five National Centres of Excellence for skilling will be set up with global expertise and partnerships to equip our youth with the skills required for “Make for India, Make for the World” manufacturing.

    A Centre of Excellence in Artificial Intelligence for education will be set up with a total outlay of 500 crore.

    Budget announced that Government will arrange for Gig workers’ identity cards, their registration on the e-Shram portal and healthcare under PM Jan Arogya Yojana.

    Under the investment in Economy, Smt Sitharaman said Infrastructure-related ministries will come up with a 3-year pipeline of projects in PPP mode.

    She added that an outlay of Rs 1.5 lakh crore was proposed for the 50-year interest free loans to states for capital expenditure and incentives for reforms.

    She also announced the second Asset Monetization Plan 2025-30 to plough back capital of Rs 10 lakh crore in new projects.

    The Jal Jeevan Mission was extended till 2028 with focus on the quality of infrastructure and Operation & Maintenance of rural piped water supply schemes through “Jan Bhagidhari”.

    Government will set up an Urban Challenge Fund of Rs.1 lakh crore to implement the proposals for ‘Cities as Growth Hubs’, ‘Creative Redevelopment of Cities’ and ‘Water and Sanitation’.

    Under the investment in Innovation, an allocation of ₹20,000 crore is announced to implement private sector driven Research, Development and Innovation initiative.

    Finance Minister proposed National Geospatial Mission to develop foundational geospatial infrastructure and data which will benefit urban planning.

    Budget proposes Gyan Bharatam Mission, for survey, documentation and conservation of  more than 1 crore manuscripts with academic institutions, museums, libraries and private collectors. A National Digital Repository of Indian knowledge systems for knowledge sharing is also proposed.

    4th Engine: Exports

    Smt. Sitharaman defined Exports as the fourth engine of growth and said that jointly driven by the Ministries of Commerce, MSME, and Finance; Export Promotion Mission will help MSMEs tap into the export market. She added that a digital public infrastructure, ‘BharatTradeNet’ (BTN) for international trade was proposed as a unified platform for trade documentation and financing solutions.

    The Finance Minister mentioned that support will be provided to develop domestic manufacturing capacities for our economy’s integration with global supply chains. She also announced that government will support the domestic electronic equipment industry for leveraging the opportunities related to Industry 4.0. A National Framework has also been proposed for promoting Global Capability Centres in emerging tier 2 cities.

    The government will facilitate upgradation of infrastructure and warehousing for air cargo including high value perishable horticulture produce.

    Reforms as the Fuel

    Defining Reforms as the fuel to the engine, Smt. Sitharaman said that over the past 10 years, the Government had implemented several reforms for convenience of tax payers, such as faceless assessment, tax payers charter, faster returns, almost 99 per cent returns being on self-assessment, and Vivad se Vishwas scheme. Continuing with these efforts, she reaffirmed the commitment of the tax department to “trust first, scrutinize later”.

    Financial Sector Reforms and Development

    In a demonstrated steadfast commitment of the Government towards ‘Ease of Doing Business’, the Union Finance Minister proposed changes across the length and breadth of the financial landscape in India to ease compliance, expand services, build strong regulatory environment, promote international and domestic investment, and decriminalisation of archaic legal provisions.

    The Union Finance Minister proposed to raise the Foreign Direct Investment (FDI) limit for the insurance from 74 to 100 per cent, to be available for those companies that invest the entire premium in India.

    Smt. Sitharaman proposed a light-touch regulatory framework based on principles and trust to unleash productivity and employment. She proposed four specific measures to develop this modern, flexible, people-friendly, and trust-based regulatory framework for the 21st first century, viz.:

    1. High Level Committee for Regulatory Reforms
    • To review all non-financial sector regulations, certifications, licenses, and permissions.
    • To strengthen trust-based economic governance and take transformational measures to enhance ‘ease of doing business’, especially in matters of inspections and compliances
    • To make recommendations within a year
    • States will be encouraged to be onboarded

     

    1. Investment Friendliness Index of States
    • An Investment Friendliness Index of States will be launched in 2025 to further the spirit of competitive cooperative federalism.

     

    1. Mechanism under the Financial Stability and Development Council (FSDC)
    • Mechanism to evaluate impact of the current financial regulations and subsidiary instructions.
    • Formulate a framework to enhance their responsiveness and development of the financial sector.

     

    1. Jan Vishwas Bill 2.0
    • To decriminalise more than 100 provisions in various laws.

    Fiscal Consolidation

    Reiterating the commitment to stay the course for fiscal consolidation, the Union Finance Minister stated that the Government endeavours to keep the fiscal deficit each year such that the Central Government debt remains on a declining path as a percentage of the GDP and the detailed roadmap for the next 6 years has been detailed in the FRBM statement. Smt. Sitharaman stated that the Revised Estimate 2024-25 of fiscal deficit is 4.8 per cent of GDP, while the Budget Estimates 2025-26 is estimated to be 4.4 per cent of GDP.

    Revised Estimates 2024-25

    The Minister said that the Revised Estimate of the total receipts other than borrowings is ₹31.47 lakh crore, of which the net tax receipts are ₹25.57 lakh crore. She added that the Revised Estimate of the total expenditure is ₹47.16 lakh crore, of which the capital expenditure is about ₹10.18 lakh crore.

    Budget Estimates 2025-26

    For FY 2025-26, the Union Finance Minister stated that the total receipts other than borrowings and the total expenditure are estimated at ₹34.96 lakh crore and ₹50.65 lakh crore respectively. The net tax receipts are estimated at ₹28.37 lakh crore.

    PART B

    Reposing faith on middle class in nation building, the Union Budget 2025-26 proposes new direct tax slabs and rates under the new income tax regime so that no income tax is needed to be paid for total income upto ₹ 12 Lakh per annum, i.e. average income of Rs 1 Lakh per month, other than special rate income such as Capital Gain. Salaried individuals earning upto ₹ 12.75 Lakh per annum will pay NIL tax, due to standard deduction of ₹ 75,000. Towards the new tax structure and other direct tax proposals, Government is set to lose revenue of about ₹ 1 lakh crore.

    Under the guidance of Prime Minister Shri Narendra Modi, the Government has taken steps to understand the needs voiced by the people. The direct tax proposals include personal income tax reform with special focus on middle class, TDS/TCS rationalization, encouragement to voluntary compliances along with reduction of compliance burden, ease of doing business and incentivizing employment and investment.

    The Budget proposes revised tax rate structure under the new tax regime as follows;

    To rationalize TDS/TCS, Budget doubles limit for tax deduction on interest earned by senior citizens from the present ₹ 50,000 to ₹ 1 Lakh. Further, TDS threshold on rent has been increased to ₹ 6 Lakh from ₹ 2.4 Lakh per annum. Other measures include, increasing of threshold to collect TCS to ₹ 10 Lakh and continuing with higher TDS deductions only in non-PAN cases. After the decriminalization of delay in payment of TDS, delay in TCS payments has now been decriminalized.

    Encouraging voluntary compliance, Budget extends time-limit to file updated returns for any assessment year, from the current limit of two years, to four years. Over 90 Lakh taxpayers paid additional tax to update their income. Small charitable trusts/institutions have been given the benefit by increasing their period of registration from 5 to 10 years, reducing compliance burden. Further, tax payers can now claim annual value of two self-occupied properties as NIL, without any condition. Last budget’s Vivad Se Vishwas Scheme has received a great response, with nearly 33,000 tax payers having availed the scheme to settle their disputes. Giving benefits to senior and very senior citizens, withdrawals made from National Savings Scheme Accounts on or after 29th of August, 2024 have been exempted. NPS Vatsalya accounts also to get similar benefits.

    For ease of doing business, Budget introduces a scheme for determining arm’s length price of international transaction for a block period of three years. This is in line with global best practices. Further, self harbor rules are being expanded to provide certainty in international taxation.

    To promote employment and investment, a presumptive taxation regime is envisaged for non-residents who provide services to a resident company that is establishing or operating an electronics manufacturing facility. Further, benefits of existing tonnage tax scheme are proposed to be extended to inland vessels. To promote start-up ecosystem, period of incorporation has been extended for a period of 5 years. To promote investment in the infrastructure sector, Budget extends the date of making investment in Sovereign Wealth Funds and Pension Funds by five more years, to 31st March, 2030.

    As part of rationalization of Customs tariffs of industrial goods, Budget proposes to; (i) Remove seven tariffs, (ii) apply appropriate cess to maintain effective duty incidence, and (iii) levy not more than one cess or surcharge.

    As relief on import of Drugs/Medicines, 36 lifesaving drugs and medicines for treating cancer, rare diseases and chronic diseases have been fully exempted from Basic Customs Duty (BCD). Further, 37 medicines along with 13 new drugs and medicines under Patient Assistance Programmes have been exempted from Basic Customs Duty (BCD), if supplied free to patients.

    To support Domestic Manufacturing and Value Addition, BCD on 25 critical minerals, that were not domestically available, were exempted in July 2024. The Budget 2025-26 fully exempts cobalt powder and waste, scrap of lithium-ion battery, Lead, Zinc and 12 more critical minerals. To promote domestic textile production, two more types of shuttle-less looms added to fully exempted textile machinery. Further, BCD on knitted fabrics covering nine tariff lines from “10% to 20%” revised to “20% or ₹ 115 kg, whichever is higher”.

    To rectify inverted duty structure and promote “Make in India”, BCD on Interactive Flat Panel Display (IFPD) increased to 20% and on Open cells reduced to 5%. Further to promote manufacture of Open cells, BCD on parts of Open Cells stands exempted.

    To boost manufacturing of Lithion-ion battery in the country, 35 additional capital goods for EV battery manufacturing, and 28 additional capital goods for mobile phone battery manufacturing added to the list of exempted capital goods. Union Budget 2025-26 also continues exemption on BCD on raw materials, components, consumables or parts for ship building for another ten years. Budget also reduced BCD from 20% to 10% on Carrier Grade ethernet switches to make it at par with Non-Carrier Grade ethernet switches.

    For export promotion, Budget 2025-26 facilitates exports of handicrafts, fully exempts BCD on Wet Blue leather for value addition and employment, reduce BCD from 30% to 5% on Frozen Fish Paste and reduce BCD from 15% to 5% on fish hydrolysate for manufacture of fish and shrimp feeds.

    Union Minister of Finance and Corporate Affairs Smt. Nirmala Sitharaman said that Democracy, Demography and Demand are key pillars of Viksit Bharat journey. She said that the middle class gives strength of India’s growth and the Government has periodically hiked the ‘Nil tax’ slab in recognition to their contribution. She said the proposed new tax structure will substantially boost consumption, savings and investment, by putting more money in the hands of the middle class.

    Spurring agricultural growth and productivity is one of the development measures proposed in the Union Budget 2025-26. Agriculture is one of the four powerful engines amongst MSME, Investment and Exports, stated Union Minister of Finance and Corporate Affairs, Smt. Nirmala Sitharaman, while presenting the Union Budget 2025-26, in the Parliament today.

    Specific proposals proposed in the Union Budget to strengthen productivity and resilience in agriculture are as follows:

    Prime Minister Dhan-Dhaanya Krishi YojanaDeveloping Agri Districts Programme:

    The Union Finance Minister stated that motivated by the success of the Aspirational Districts Programme, the Government will undertake a ‘Prime Minister Dhan-Dhaanya Krishi Yojana’ in partnership with states. Through the convergence of existing schemes and specialized measures, the programme will cover 100 districts with low productivity, moderate crop intensity and below-average credit parameters. The programme aims to enhance agricultural productivity; adopt crop diversification and sustainable agriculture practices; augment post-harvest storage at the panchayat and block level; improve irrigation facilities and facilitate availability of long-term and short-term credit. This programme is likely to help 1.7 crore farmers.

     

    Building Rural Prosperity and Resilience:

    A comprehensive multi-sectoral ‘Rural Prosperity and Resilience’ programme will be launched in partnership with states, added the Union Finance Minister. This will address under-employment in agriculture through skilling, investment, technology, and invigorating the rural economy. The goal is to generate ample opportunities in rural areas so that migration is an option, but not a necessity. She further added that the programme will focus on rural women, young farmers, rural youth, marginal and small farmers, and landless families. The programme aims in catalyzing enterprise development, employment and financial independence for rural women; accelerating creation of new employment and businesses for young farmers and rural youth; nurturing and modernizing agriculture for productivity improvement and warehousing, especially for marginal and small farmers and diversifying opportunities for landless families. The Union Finance Minister further highlighted that the global and domestic best practices will be incorporated and appropriate technical and financial assistance will be sought from multilateral development banks. In Phase-1, 100 developing agri-districts will be covered.

     

    Aatmanirbharta in Pulses:

    Smt. Nirmala Sitharaman highlighted that the Government is implementing the National Mission for Edible Oilseed for achieving atmanirbhrata in edible oils. The Government made concerted efforts and succeeded in achieving near self-sufficiency in pulses. Farmers responded to the need by increasing the cultivated area by 50 per cent and Government arranged for procurement and remunerative prices. Since then, with rising incomes and better affordability, consumption of pulses has increased significantly. She further emphasized that the Government will launch a 6-year “Mission for Aatmanirbharta in Pulses” with a special focus on Tur, Urad and Masoor. The Mission will place emphasis on development and commercial availability of climate resilient seeds; enhancing protein content; increasing productivity; improving post-harvest storage and management and assuring remunerative prices to the farmers. Central agencies (NAFED and NCCF) will be ready to procure these 3 pulses, as much as offered during the next 4 years from farmers who register with these agencies and enter into agreements.

     

    Comprehensive Programme for Vegetables & Fruits:

    The Union Finance Minister said that it is encouraging that people are increasingly becoming aware of their nutritional needs. It is a sign of a society becoming healthier. With rising income levels, the consumption of vegetables, fruits and Shree-Anna is increasing significantly. A comprehensive programme to promote production, efficient supplies, processing, and remunerative prices for farmers will be launched in partnership with states. She further added that appropriate institutional mechanisms for implementation and participation of farmer producer organizations and cooperatives will be set up.

     

    Grameen Credit Score:

    The Union Finance Minister stated that Public Sector Banks will develop ‘Grameen Credit Score’ framework to serve the credit needs of SHG members and people in rural areas.

    Investment is the 3rd engine of development encompassing investing in people, investing in the economy and investing in innovation, said the Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitharaman while presenting the Union Budget 2025-26 in the Parliament today.

    As part of investing in people, the Union Budget 2025-26 proposes to enhance the cost norms for the nutritional support under Saksham Anganwadi and Poshan 2.0 programme. The programme provides nutritional support to more than 8 crore children, 1 crore pregnant women and lactating mothers all over the country, and about 20 lakh adolescent girls in aspirational districts and the north-east region.

    The Union Finance Minister, in her Budget Speech, announced to facilitate setting up of Day Care Cancer Centres in all district hospitals in the next 3 years. 200 Centres will be established in 2025-26. The Budget also highlights that in the next year, 10,000 additional seats will be added in medical colleges and hospitals, towards the goal of adding 75,000 seats in the next 5 years.

    The Finance Minister informed that the Medical Tourism and Heal in India will be promoted in partnership with the private sector along with capacity building and easier visa norms.

    Relief on import of Drugs/Medicines

    To provide relief to patients, particularly those suffering from cancer, rare diseases and other severe chronic diseases, the Union Finance Minister has proposed to add 36 lifesaving drugs and medicines to the list of medicines fully exempted from Basic Customs Duty (BCD).

    The Finance Minister also proposed to add 6 lifesaving medicines to the list attracting concessional customs duty of 5%. Full exemption and concessional duty will also respectively apply on the bulk drugs for manufacture of the above.

    The Budget also specified that drugs and medicines under Patient Assistance Programmes run by pharmaceutical companies are fully exempt from BCD, provided the medicines are supplied free of cost to patients. Budget proposes to add 37 more medicines along with 13 new patient assistance programmes.

    Introduction

     

    India has the largest youth population in the world, with about 65% of its people under the age of 35. Recognizing the potential of this demographic dividend, the Ministry of Youth Affairs and Sports plays a crucial role in youth development and sports promotion. It focuses on personality-building, skill enhancement, and fostering national integration through various initiatives. The Ministry operates through two key departments:

    • Department of Youth Affairs – Engages youth in leadership, employment, and community-building programs.
    • Department of Sports – Develops infrastructure, supports athletes, and promotes competitive sports.

    Over the years, the Ministry has launched several initiatives to empower youth, enhance sports participation, and improve India’s international standing in sports.

     

    Overview of Budget Allocation

     

    Under the visionary leadership of Prime Minister, the Government of India has prioritized sports and youth affairs, boosting the ecosystem with comprehensive support. The Budget allocation for the Ministry of Youth Affairs and Sports has seen a significant rise, from Rs. 466 crores in 2004-05 to Rs. 3397.32 crores for FY 2023-24. This marks an 11% increase compared to FY 2022-23 and is the highest since 2010. The allocation is over three times that of 2011-12 and nearly double that of 2014-15.

     

    Khelo India – National Programme for Development of Sports

    The Khelo India Scheme, launched in 2016-17, has seen significant financial growth over the years, reflecting the government’s commitment to promoting mass participation and excellence in sports across India. The scheme aims to foster sports culture and achieve sporting excellence nationwide

    It encourages sports participation throughout the country, leveraging sports’ holistic influence for the development of children and youth, community development, social integration, gender equality, a healthy lifestyle, national pride, and economic opportunities related to sports development.

     

    2017-18 to 2019-20:

    • Financial outlay of Rs. 1756 crore approved for three years to revamp the scheme.

     2020-21:

    • Budget of Rs. 328.77 crore allocated for one

    2021-22 to 2025-26:

    • Financial outlay increased to Rs. 3790.50 crore for five more years, marking a significant boost in funding to support a broader range of activities and enhance sports infrastructure.

    These increasing financial allocations over the years highlight the growing importance of sports development in India, with a clear focus on long-term growth and sustainability in the sector.

    Key Achievements:

    • 323 new sports infrastructure projects approved, totaling Rs. 3073.97 crore.
    • 1041 Khelo India Centres established for athlete training and development.
    • 32 Khelo India State Centres of Excellence notified.
    • 301 sports academies accredited for quality training.
    • 2781 Khelo India Athletes (KIAs) provided coaching, equipment, medical care, and monthly Out of Pocket Allowance (OPA).
    • 5939 national records and 1424 international records set by KIAs.
    • 124 KIAs contributed to India’s 42 medals, including 9 Golds, at the 2022 Asian Games.
    • 28 KIAs included in India’s contingent for the Paris 2024 Olympics.

    KHELO INDIA AT A GLANCE

    KIRTI (Khelo India Rising Talent Identification) is a government initiative aimed at identifying and nurturing sports talent across India. Launched in March 2024 with Phase 1, it focuses on identifying athletes from grassroots levels and combating issues like drug addiction and excessive screen time among children aged 9 to 18. Phase 2 inaugurated by Dr. Mansukh Mandaviya, Union Minister for Youth Affairs & Sports, on 19 July 2024 in New Delhi. The programme uses modern ICT tools and global best practices to create an accessible, athlete-centric talent identification system.

    The programme’s goal is to achieve 20 lakh assessments in the FY 2024-25 by onboarding all states and treating districts as units of assessment. The aim is to create a pool of talent capable of winning medals at global competitions like the Olympics and Asian Games.

    Nehru Yuva Kendra Sangathan (NYKS)

    Nehru Yuva Kendra Sangathan launched in 1972 with the aim of empowering rural youth and involving them in nation-building while enhancing their skills and personality. In 1987, the Nehru Yuva Kendra Sangathan (NYKS) was formed as an autonomous body under the Ministry of Youth Affairs and Sports to oversee these Kendras. NYKS is one of the largest grassroots-level youth organization globally, focusing on voluntary participation, self-help, and community involvement. Through a network of youth clubs in villages, NYKS actively engages young people in developmental activities, promoting community empowerment and youth leadership.

    Key Objectives:

    The primary objective of NYKS is to mobilize, organize, and empower rural youth to contribute to nation-building and community development. Its focus areas include:

    • Education, health, and sanitation
    • Awareness on social issues
    • Women empowerment and civic education
    • Disaster relief and rehabilitation
    • Skill development and self-employment​.

    Financial Outlays:

    • The budgetary allocation for NYKS has varied across years. As per 2024-25 Budget estimates, the allocation for NYKS stood at ₹ 426 crore.
    • 2008-09: ₹ 50.68 (Plan) and ₹ 38 crore (Non-Plan)​.
    • Restructured in 2016 under Rashtriya Yuva Sashaktikaran Karyakram (RYSK) for better resource utilization​.

    Key Achievements:

    1. Youth Skilling & Employment Support

    • 28,275 youth trained in vocational skills.
    • Career counseling conducted for job opportunities.

    2. Sports & Cultural Promotion

    • 11,263 youth clubs received sports materials.
    • 437 District Yuva Utsav programs held, involving 1.31 lakh youth.

    3. Clean India & Environmental Initiatives

    • 1.55 crore kg of waste collected across 1.68 lakh villages under Clean India 2.0.
    • 596 Swachhata Abhiyan drives conducted with 4.12 lakh youth volunteers.
    • 1.55 crore people engaged in Catch the Rain water conservation efforts.

    4. Community Engagement & National Programs

    • 4.04 lakh volunteers mobilized for community development.
    • 1,942 volunteers trained in disaster risk reduction with NDRF.
    • Namami Gange programs conducted across five states for river conservation.

    5. Major Celebrations & National Events

    • 19.71 lakh youth participated in National Unity Day.
    • 9.38 crore citizens reached through Har Ghar Tiranga.
    • 3.5 lakh youth celebrated National Youth Day across 10,305 activities.

     

    These initiatives have significantly contributed to youth empowerment, skill development, sports promotion, environmental conservation, and nation-building.

     

    Conclusion:

     

    India’s strategic focus on youth empowerment and sports development continues to yield remarkable results, with substantial investments and initiatives shaping a brighter future for the nation’s youth.     HONOLULU – Attorney General Anne Lopez announced an initial victory in her lawsuit challenging President Donald Trump’s Office of Management & Budget’s (OMB) memo freezing federal grants and loans. Today, a federal judge in Rhode Island issued a temporary restraining order in the lawsuit filed by Hawaiʻi and a coalition of 22 other states. The temporary restraining order prohibits the Trump administration from pausing, freezing, impeding, blocking, canceling, or terminating access to federal funding. This temporary restraining order is valid until the Court rules on a motion for preliminary injunction.

     

    “Since the founding of our nation, the constitutional system of government has been based upon mutual cooperation and respect between states and the federal government,” said Attorney General Lopez. “The citizens of Hawaiʻi pay taxes to the federal government, and the federal government, in return, provides federal funds to Hawaiʻi for programs that pay for crucial services such as law enforcement and healthcare. Hawaiʻi will stand up for its right to receive federal funds to which it is legally entitled.”

     

    The State of Hawaiʻi is being represented in this lawsuit by Solicitor General Kalikoʻonālani Fernandes and Special Assistant to the Attorney General Dave Day who stated: “We are pleased with the court’s decision in issuing a temporary restraining order, which prohibits the Trump administration from impeding access to federal funding that has been lawfully granted to Hawaiʻi. The Department of the Attorney General is committed to fight for the rights of Hawaiʻi and its people.”

     

    The lawsuit, filed by the coalition Tuesday, argued that the Trump administration’s memo violates the U.S. Constitution and federal law by creating new conditions on funding that has already been awarded. On Wednesday, only hours before an initial hearing in this case, the President hastily rescinded the memo, but public messaging both by the White House Press Secretary and on the White House’s official X account indicated that the funding freeze was still in effect. The states argued that rescinding the memo without unfreezing funding was an attempt by the administration to evade the lawsuit. Indeed, a lawyer for the Department of Justice argued during the hearing that since the memo had been rescinded, the states no longer had standing to sue. The Court, Judge John J. McConnell presiding, called this a “distinction without a difference,” and asked the parties to submit a proposed order for his review.

     

    Today, Judge McConnell announced the temporary restraining order, agreeing with the states that the President overstepped his authority by overriding policy choices made by Congress and has violated his obligation to execute the laws passed by Congress by refusing to spend the money Congress has appropriated. Judge McConnell, in his order, stated, “Congress has not given the Executive limitless power to broadly and indefinitely pause all funds that it has expressly directed to specific recipients and purposes and therefore the Executive’s actions violate the separation of powers.”

     

    Since the order has taken effect, communities and families across Hawaiʻi and the country have been harmed. The federal funding that has been frozen supports programs such as: WIC, a nutrition program for pregnant parents and infants; Head Start, providing preschool and support services for low-income children and their families; LIHEAP, providing home energy assistance for households that struggle to stay warm through the winters; the Medicare enrollment assistance program; school meals for low-income students; programs supporting homeless veterans reintegrating into our communities; programs that help victims of domestic violence seeking support to make safety plans and exit unsafe situations; and programs supporting refugees that have already arrived in our communities, by providing clothing, household goods, and rent assistance, as well as English classes and job placement. These programs also support critical public safety programs including those housed within the Department of the Attorney General, supporting the investigation and prosecution of Medicaid fraud and child sexual abuse cases.

     

    Joining Hawaiʻi as plaintiffs in this suit are Arizona, California, Colorado, Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Rhode Island, Vermont, Washington, Wisconsin, and the District of Columbia.

    I am extremely happy and delighted to be at this World Forum of Accountants. Greetings to everyone, those from the country and outside. This is a unique gathering that is bound to inspire, energise, and motivate not only me, but many others.

    Chartered Accountant stands, not for Chartered Accountant, but credibility, ambassadors, change accelerators, and I would urge you to be conscience arbiters, ethical guardians, and bold decision makers. Friends, the theme of this year’s event, Accountability Meets Innovation for a Sustainable Planet, is of supreme contemporaneous relevance. India’s ancient wisdom, Vasudhaiva Kutumbakam stands as a lighthouse illuminating humanity’s path through today’s twin challenges of climate crisis and technological disruptions.

    This philosophy, anchored in our G20 motto, ‘One Earth, One Family, One Future’ guides us and our collective journey towards sustainable solutions and unified global action. Our sacred earth, Dharti Mata, stands, distinguished audience, at a critical precipice.

    The rivers once sacred now choke, forests fall silent, and toxic air strangles life itself. Peremptorily demanding, we unite Vedic sustainability with modern action before time runs out on humanity’s final chance to survive.

    Friends, in today’s world, sustainability is not just a choice, it is an imperative. There is no other option. Businesses are increasingly being evaluated, not just on their financial performance, but also on the will of their social and environmental impact. It is soothing that building on its successful G20 leadership and Global Biofuels Alliance, India continues this vision at this World Forum of Accountants, thanks to your organisation.

    Artificial intelligence emergence, or if you may call it onslaught, is no less than industrial revolution. The world is at the cusp of a change at a level unknown before. Artificial intelligence balances immense potential with critical challenges, data quality, ethics, regulations, bias, and transparency. Effective and efficient use of artificial intelligence requires organisations to walk the fine line between innovation and responsibility, guided by robust ethical frameworks and proactive leadership. If not tapped and regulated, artificial intelligence will emerge as a monster. Artificial intelligence landscape is suffering a paradigm shift by the moment.

    Friends, let me first advert briefly to the state of the nation. India has had unparalleled remarkable economic rise and upsurge, infrastructure development, technology penetration, and deep digitisation in the last few years amongst large economies, its growth stands out. An environment of hope and possibility is all-pervasive. There has been a budget booster, and for me there has been a Kumbh booster, the two are coupled. Budget booster, particularly for taxpaying populace has generated radiance all around. My visit to Kumbh, an event of unparalleled consequence for humanity. When I took the holy dip, in an event that celestially occurs after 144 years, population beyond America had already visited the place.

    Excellent management! I’m sure, World-level arrangements, you have noticed. It will be studied for many, how in such a small area, such a large human congregation has been taken care of. Reflecting India’s inclusivity, peace within us, there was a mishap but what stands out, the management thereof. The response was electric, nuclear. It was done in a moment. Health facilities, law and order facilities, helping hand facilities.

    I, therefore, as an Indian, take pride that we as a nation have come of age where such human congregation, driven by commitment to religiosity, sublimity, spirituality, and our civilisational ethos, has come together and peacefully handling situations. I salute everyone associated with such kind of exemplary management.

    Friends, a challenge to all of us. We allow some people to have microscopic approach to generate sensation, to get space when something happens. Ignoring the major achievements, I’m sure this distinguished group, which is unique, will take note of it and be on the watch out. Friends, our nation’s youth demographic component is global envy. Our median age is 28 for the U.S. it is 39 and China 40 but what is particularly of critical importance is, and what is heartening to note, that around 68% of the total chartered accountants in India, they are under 40. This global powerhouse, situated in the largest democracy on the planet, can effect wonders. I am optimistic you will do it.

    Friends, I would be a little honest in my thought process sharing with you and this is underscored by my very strong belief that if I express myself before you, it will generate a dialogue. Expression and dialogue, both are essential to democracy. Once you understand my point, you will realise to what extent you can make the difference. While undoubtedly affirmative and innovative governance policies are enabling for expanding potential and talent, hand-holding is essential to get human resources out of silos and grooves they have long believed in.

    Youth has to look beyond government jobs as therein lies a goldmine for them. Friends, so is also true of industry, commerce, business and trade. You will appreciate a discerning audience, International Monetary Fund has accoladed India as the favourite global destination of investment and opportunity. Friends, surely it is not premised on government jobs, something else. Friends, you as a distinguished category of professionals having deep connect with those who control economy. You can wisen people and youth in particular that there are growing vistas for you where the youth gets to be involved.

    They have to look beyond government jobs and that is something which can emanate from your side. In such a scenario, those in executive governance, parliamentarians, bureaucracy, business tycoons and managers, professionals in all fields have to rise and they have to rise to make aware to our youth, to our entrepreneurs, opportunity basket that is available for them. Our youth, our entrepreneurs can optimally contribute towards national development. If they come to know of new vistas where they can really contribute. For instance, let me tell you, blue economy, space economy have enormous potential. For the youth, number of avenues are available. They have to get into the groove of change, get out of silos.

    Friends, without adverting more, since I am frankly communicating with you, without adverting more, without elaborating, I dare assert each segment, the professionals, the parliamentarian, those in business and the like, have enough to reflect, soul search and resolve to be in correctional mode sooner than later so as to act in this direction. Friends, in last decade, a big change has taken place in the mindset of the people. People have tested development at all levels. What was beyond belief, amenities as toilet, gas connections, electricity, and ongoing pipe water schemes in all rural households, this has had transformative impact.

    Internet connectivity and smartphones have generated a particular climate of participation in all spheres, including governance. The people have now got into aspirational mode. This aspirational mode is premised that in last decade, no nation has progressed as much on development aspect as Bharat. So when people taste development, they want more. This has converted one-sixth of humanity as most aspirational population and therefore, this discerning, demanding populace is an asset but it is also a challenge. If it is restive, it is ticking time bomb. If energy is channelised, it is no less than nuclear power. I strongly feel bodies like yours have capacity to convert youth dividend into nuclear power and keep it away from restive temperament. After some analysis of the budget proposals yesterday, you are experts. I analysed it and I found there is all around joy, hope, and expectation of delivery.

    In such a scenario, keeping the principle of nation ever first, as a prestigious organisation like yours, you ought to fire on all cylinders to contribute to the attainment of a developed nation at 2047. Viksit Bharat at 2047 is no longer a dream, it is our destination. We will accomplish it in 2047 when we celebrate centenary of our independence, if not before. But for that, you all will have been overdrive.

    Friends, assured of your indulgence, assured of your consideration, and fully assured that you will not misunderstand me, I seek to assert that the chartered accountants fraternity will have to walk the talk. Soul searching will make you realise that your potential still remains untapped. If you fully exploit your potential, the results for the nation will be geometric.

    Friends, I am venturing into troubled waters to so indicate, as I trust your deep sense of understanding and also alive to your potential as a class to fuel research, innovation, ethical governance, and promote venturing into new economic vistas of artificial intelligence, blue and space economies of the kind.

    Friends, I am deeply concerned when I notice that when balance sheets shine premised on avoidable imports, finances blossom on raw material exports, the national economy bleeds as there is avoidable drain of foreign exchange, loss of employment, and impeding of entrepreneurial growth. There is need, and this need you alone can satisfy. There is need to imbibe the spirit of economic nationalism, as a distinguished class, chartered accountants are immediately positioned and suited to propagate and nurture the spirit of nationalism.

    Such an approach will be highly beneficial to the economy and save us billions in foreign exchange, billions of dollars, and create millions of jobs and account for growth of entrepreneurship. Bharat is home to one-sixth of humanity, it is gifted with human resource that is invaluable. Time has come for us to emerge a global leader in accounting profession. No one doubts your talent, no one doubts your potential but at global level, our chartered accountant outfits have to emerge. They have to occupy the space which is yours.

    I appeal to all concerned also in the government, to be proactive so that our chartered accountants as individuals or in conglomerates occupy global space. It’s a matter of concern that on those front, there seems to be no moment in as much as we are yet to be liberated on the home front. I want our firms, homegrown firms, to occupy a place of pride, and that is need of the times and also the challenges including data privacy we suffer.

    Arthashastra by Chanakya is a treatise of foundation for economic thought. We need to propagate this legacy and our firms must be amongst the top names in the world. All concerned, I appeal, must converge to secure this, and I’m sure the Institute will take proactive steps.

    Friends as a nation, and with civilisational history of thousands of years, and getting knowledge from our ethos, we can confidently assert to the world that adherence to the highest standards of ethics, property, and propriety are the ones that we have followed all throughout. When it comes to your profession, a profession that is unique because it is a repository of trust of people, unqualified trust, unqualified belief, and therefore I call upon you to maintain and exemplify scrupulously highest ethical standards because for your profession that is minimal requirement. There can be no human lapse than betrayal of trust. You are a repository of that.

    Friends, I come from a stream of legal profession. Like your profession, we also have self-regulation. I would therefore urge placatory stance at your end is fraught with severe consequences when there are transgressions in law. We must take all care and caution to see that we are not afflicted by ingratiating with our fraternal feelings or taking care because they belong to our fraternity.

    As an institution and as a class, you will be beacon of hope and trust to everyone once your disciplinary prescriptions are adhered to in exemplary manner.

    Friends, I earnestly appeal to you to realise and amplify your potential and potency to effect transformative change in economy and commerce. Set global benchmarks in transparency, accountability, and ethical standards. Be torchbearers of the change in your sector. Budget boost beacons you to add taxpayers and achieve higher formal economy. We have graduated into formal economy but now is the time for professionals in your category to contribute massively to see that more and more people contribute to national development by coming in tax net. As the architects of economic stability, watchdogs of financial integrity, and guardians of fiscal discipline, you are particularly enjoined to contribute optimally for nation’s march to unprecedented growth and prosperity.

    We are living in times when influencers in various walks of life matter hugely but as a class, you are the most potent influencers for transformative change in economy. There is no other class other than chartered accountants who can bring about revolutionary positive change in business ethics, business promotion. Your unique position at the intersection of business, finance, and governance enables you to bring about, catalyse reforms from the grassroots to the highest corporate achievements. You have the potential to be nerve centre for big change to contribute to our economy.

    A challenge to be a developed nation has to be understood at your level. A developed nation status, you know more than I do, is not as such defined, but certain global parameters can be called out and that, in my modest understanding of economics, means our per capita income has to rise eightfold. A daunting challenge, but achievable. Let us keep that in mind.

    Friends, as guardians of upright governance, your role transcends mere compliance. You are the conscious keepers of corporate India, wielding the power to shape ethical business practises and ensure transparent operations that build trust in our financial system. Your profession must emerge as harbinger of innovation, leading industry and business into new frontiers. Your expertise in financial structuring, risk management, and which is occurring very frequently now, and strategic planning positions you perfectly to guide businesses, industry, commerce, and organisations through technological transformations and sustainable growth initiatives.

    I firmly believe, and I’m sure nobody will disagree with me, if chartered accountants are first responders to transgression of law and ethics in any form, this will herald needed exit of malpractices. No malpractices can flourish if chartered accountants are so determined. I need not reflect in detail, but you are aware, placatory positioning of one of the world’s largest chartered accountants firm led to its exit from the radar, that’s a lesson to one and all.

    Friends, may you as a class get positioned at global level, befitting the largest, oldest, and most functional democracy in the land that has over 5,000 years of unparalleled civilisational and cultural heritage. Time is now, Time is ripe. Several steps will have to be taken by regulators in our country as well, by the CAG, by the RBI, and by the Ministry of Finance. Get in communication with them as a body. Make your suggestions. Lay bare your intent and I would want, as I dream, Indian accountancy and consultancy firms dominating not only the national scene, but also global scene.

    Friends, I’m sure the deliberations would have been highly productive and fruitful, particularly the young professionals. I’m addressing young professionals. You are the most impactful, powerful stakeholder in economy, in democracy, in shaping the future of Bharat. You are required to fire on all cylinders, contribute optimally to the Marathon March which the nation is having for Viksit Bharat at 2047. I have no doubt in your capacity.

    जब देश के सामने संकट भारी हो, जिनको जो काम करना है, कर्तव्य का निर्वाह करना है, वो नहीं कर रहे। आज के दिन अति आवश्यक है कि भारत की युवा शक्ति, जिसके apex पर आप लोग हैं, वह सही रास्ते पर डाले। यदि अगर संसद में चर्चा नहीं होगी, वाद-विवाद नहीं होगा, उसेमे व्यवधान होगा तो आपको भी कुछ करना पड़ेगा।

    मेरे लिए चिंता, चिंतन और मंथन का विषय बन गया है कि संविधान सदन के अंदर क्या होता था, चर्चा, विचार-विमर्श कोई टकराव नहीं, हार-जीत का प्रश्न नहीं था, लक्ष्य एक था, लक्ष्य था —राष्ट्रहित में क्या अच्छा है। आज का परिदृश्य क्या है? उसके ठीक विपरीत। 

    कई बच्चे मुझे कहते हैं, आप कुछ क्यों नहीं करते, सदन तो अखाड़ा बन गया है, कुश्ती दंगल बन गया है। सोचने की बात है।

    दूसरा, भारत की अप्रत्याशित छलांग, ऐसी विकास यात्रा की दुनिया की संस्थाएं अचंभित हैं। चमत्कारी योजनाओं का जमीनी हकीकत, कुछ लोगों को ठीक नहीं लगता है और ऐसे हालात में आ जाते हैं कई बार कि sensation generate करो, एक narrative करो, narrative के अंदर भारतीयता को भूल जाते हैं, राष्ट्रवाद,  राष्ट्रहित को भूल जाते हैं  और ऐसा कृत करते हैं जैसे उस टहनी को काट रहे हैं, जिस पर बैठे हैं।

    I appeal to youth, I appeal to platinum category of young minds that are before me. You have now gifted power in your hand to neutralise the Anti-National narratives. To defeat those forces that are inimical to India, your mind should be concerned, with the existential challenges we are facing, and the government is doing much. Our nation, cannot afford to have, millions of illegal migrants. We cannot have, we cannot allow, our electoral politics, to be disturbed, by demographic dislocations, and earthquakes.

    These are things which will matter for you because, these are the challenges, for which you collectively, have to find an answer. I have no doubt.

    अंत में मैं यही कहूंगा, दुनिया के किसी भी कोने में चले जाओ, एक छत के नीचे इतने प्रतिभाशाली लोगों का एकत्रित होना।

    As we settle into the new year, one meeting often weighs heavily on the minds of employees: the performance appraisal review. For some, it’s a time of validation and recognition, while for others, it brings a mix of anticipation and uncertainty.

    These meetings are a common practice in human resource management and are an important part of the performance management process. Despite some debates on the effectiveness of these systematic assessments, they are still frequently used to help organizations evaluate employee output, provide feedback and set future goals and rewards.

    With the rise of modern technologies, the dynamics of these appraisals have changed dramatically, especially in terms of manners and etiquette.

    What are performance appraisal reviews?

    Performance appraisals are a set of structured evaluations of employees’ job performance against set criteria and organizational goals. These evaluations are essential for managing human resources effectively. They provide insights into employee productivity, help identify training needs and align individual goals with the broader organizational mission. They also play a critical role in career development by offering feedback that helps employees understand their strengths and areas for improvement. And they are a key factor in management decisions about promotions, compensation, and sometimes, terminations.

    Employee reactions to performance appraisals can vary greatly depending on multiple factors. Active participation in the appraisal process can lead to more positive perceptions of its fairness and effectiveness. Further, fair and constructive appraisals can boost employee satisfaction and commitment, whereas poorly conducted ones can lead to dissatisfaction and disengagement.

    On the other hand, performance appraisals can also be a significant source of stress for employees. The anticipation of critical feedback and the high stakes associated with these evaluations can induce anxiety and tension. In fact, some studies suggests that performance appraisals contribute to employee burn-out.

    This stress-inducing aspect of appraisals can greatly influence the manners, attitudes and behaviors of employees during these meetings.

    The influence of modern technologies on manners and etiquette

    In the last few years, especially during the Covid pandemic, modern technologies have transformed performance appraisal reviews. Video conferencing and communication tools integrated into performance management software have made remote and flexible appraisals possible. These tools have significantly altered communication styles, shifting the focus to digital interactions that often lack non-verbal cues. Some behavioral scientists even noted that while online communication was essential during the pandemic, it lacks the richness of face-to-face interaction, which can affect the clarity and warmth of communication.

    Netiquette, or Internet etiquette, consists of the polite behaviors expected in online communications. The importance of netiquette in performance appraisals is basically to ensure clear and respectful communication. Adhering to netiquette helps maintain a professional tone and reduces the risk of misunderstandings in virtual settings.

    So while digital communication has led to new norms and expectations for politeness, clarity and respect remain crucial factors. Without physical presence, explicit expressions of politeness and consideration are more important than ever, helping to replicate the nuances of face-to-face communication in a virtual environment.

    Theoretical perspectives on manners and etiquette

    The late sociologist Norbert Elias’s theories offer a historical perspective on how manners and societal norms evolve. In his book, The Civilizing Process, Elias traces the development of manners from medieval times to the modern era, arguing that societal norms become more regulated and refined over time. This process involves both sociogenetic aspects, which concern social changes over long periods, and psychogenetic ones, which concern the internalization of social norms.

    Elias’s theories can also help us understand how manners and etiquette in modern organizations are evolving. His ideas have been shown to apply to organizational behavior, highlighting the importance of self-regulation and refinement in professional settings. As performance appraisals become more formalized, they reflect broader societal trends in these directions.

    Further applying Elias’s civilizing process to the digital age involves understanding how manners and etiquette adapt to technological advancements. Developing new norms for digital behavior helps maintain respectful and effective communication; netiquette is a contemporary extension of the civilizing process. As performance appraisals increasingly move online, adhering to netiquette helps ensure positive and constructive experiences.

    Implications for performance appraisals

    Modern technologies have blurred the traditional boundaries of place, time and organization, affecting employee behavior and manners. These changes challenge traditional notions of hierarchy and authority, encouraging more egalitarian and flexible interactions. This shift requires employees to adapt to the new culture of organizations.   • MIL-OSI China: High-tech inspections bolster high-speed rail safety amid Spring Festival rush

    NANJING, Feb. 1 — At midnight, after a busy day, a high-speed train rolls into Nanjing South Railway Station, a key hub in east China’s Jiangsu Province. Here, a team of technicians and intelligent robots stand ready to perform inspection tasks.

    Using laser radar navigation and positioning technology, the robots move smoothly along tracks. Equipped with two articulated arms featuring imaging devices, they adjust height and angle, meticulously scanning the train’s underside and components, while transmitting real-time artificial intelligence (AI) analysis for further review.

    During this year’s 40-day Spring Festival travel rush, which began on Jan. 14, China’s railway network is expected to transport 510 million passengers, with around 14,000 trains operating daily. To ensure operational safety during this high-traffic period, trains must undergo rigorous inspections every three days of service.

    Inspecting these sophisticated trains is no small task. A standard eight-carriage high-speed railway requires a comprehensive check of more than 10,000 components, from bolt tightness to oil leakage and component wear.

    “The manual inspection of a standard train requires at least two inspectors working for two and a half hours. With the use of robots, the process is reduced to just one hour, and staff only need 10 minutes for a final review — tripling efficiency compared to manual inspections, while also improving our working conditions,” said Qi Zhengang, an inspector at the railway station.

    Currently, intelligent inspection robots are deployed not only in Jiangsu but also in railway stations across cities like Jinan, Beijing and Shanghai.

    Across the country, a variety of high-tech solutions are being implemented to ensure the safety of the high-speed rail network during the travel surge.

    Electricity is the primary power source for high-speed trains. To meet soaring energy demand, the Haogang substation in south China’s Guangdong Province has adopted drones equipped with infrared, ultraviolet and sonic imagers to patrol the Shenzhen section of the Guangzhou-Shenzhen-Hong Kong high-speed railway.

    With the technology, invisible currents can be converted into visual patterns, cutting the maintenance time from 30 minutes to 15 minutes, said Tan Chuanbin, an employee at the substation.

    Featuring a wide field of view and AI-driven analysis, drones are also used to monitor and assess precarious rock formations and geological hazards along railway tracks in mountainous regions such as southwest China’s Guizhou and Sichuan.

    China’s high-speed rail network has seen extraordinary growth. In 2010, the country had 8,358 kilometers of operational high-speed rail. The number had skyrocketed to 48,000 kilometers by the end of 2024.

    “China’s high-speed rail advancements are built on continuous technological innovation,” said Duan Wei, deputy chief of the high-speed rail infrastructure department of the Huai’an section of Jiangsu.

    “Looking ahead, we expect AI and the Internet of Things to be further integrated, enhancing real-time monitoring and predictive warnings to better ensure passenger safety,” he said.

  • MIL-OSI Security: Utqiagvik man sentenced to 15 years for producing child pornography

    FAIRBANKS, Alaska – An Utqiagvik man was sentenced today to 15 years in prison and will serve 10 years on supervised release for producing child pornography.

    According to court documents, a detective with a local law enforcement agency, acting in an undercover capacity and posing online as a 13-year-old girl, operated an account with a social media application known to law enforcement to be utilized by individuals seeking sexual encounters with minors. On Nov 6, 2023, the undercover detective received a message from Billy Ray Okpeaha Jr., 25.

    Between Nov. 6, 2023, and Jan. 18, 2024, Okpeaha and the undercover detective engaged in online exchanges that included Okpeaha’s requests that the undercover detective send him explicit content, the defendant sending a photo of his genitals to the undercover detective, and discussions about meeting each other in person and sexual interactions if an in-person meet occurred. Okpeaha sent the address of the hotel he was staying at and requested the undercover detective meet him at his hotel room.

    Okpeaha made plans to meet the undercover detective for a sexual encounter on Jan. 22, 2024. He was arrested that day at an apartment in Utqiagvik. Investigators seized and searched his electronic devices, which contained child sexual abuse materials, including visuals of a known minor victim. The known minor victim was interviewed and confirmed sending images of child sexual abuse material at Okpeaha’s request.

    Okpeaha was initially released on pre-trial supervision following his arrest but fled his transitional living facility. He was re-arrested in Coldfoot, Alaska, allegedly attempting to evade supervision and capture.

    On Sept. 4, 2024, Okpeaha pleaded guilty to one count of sexual exploitation of a child – production of child pornography.

    “Crimes against children are among the most heinous offenses, inflicting lasting harm on vulnerable victims. Mr. Okpeaha deliberately targeted innocent children in a rural village for his own sexual gratification, exposing a clear and present danger to our communities,” said U.S. Attorney S. Lane Tucker for the District of Alaska. “Our office will continue to work closely with law enforcement partners to identify, apprehend and vigorously prosecute anyone who attempts to exploit or target the children of Alaska.” 

    “The defendant used the Internet to commit child exploitation crimes in Alaska and was found to be in possession of CSAM on his devices,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “This investigation and sentencing demonstrate the severity of the defendant’s crimes, and our commitment to prevent further victimization and ensure online predators are brought to justice.”

    The FBI Anchorage Field Office and Anchorage Police Department investigated this case as part of the FBI’s Child Exploitation and Human Trafficking Task Force, with assistance from the North Slope Borough Police Department.

    Assistant U.S. Attorney Carly Vosacek prosecuted the case.

  • MIL-OSI Security: Albany County Man Sentenced to 25 Years for Sexual Exploitation of a Child

    SYRACUSE, NEW YORK – Thomas Berrington, age 33, of Colonie, New York, was sentenced today to 25 years in federal prison for his repeated sexual exploitation of a child announced United States Attorney Carla B. Freedman and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI).

    As part of his prior guilty plea, Berrington admitted that between June of 2023 and January of 2024, he repeatedly sexually abused a minor female child for the purpose of photographing and video recording the abuse. The victim was eight years old when Berrington’s abuse of her began.

    United States District Judge Mae A. D’Agostino also sentenced Berrington to a 25-year term of supervised release, to begin following his term of imprisonment. Berrington will also be required to pay a special assessment of $200, an additional special assessment of $5,000, and register as a sex offender upon his release from prison.

    The case was investigated by the FBI’s Albany Division Child Exploitation and Human Trafficking Task Force, comprised of FBI Special Agents, and state and local police investigators, including from the New York State Police and Colonie Police Department. The case was prosecuted by Assistant United States Attorney Adrian S. LaRochelle as part of Project Safe Childhood.

  • MIL-OSI Security: DENHAM SPRINGS MAN SENTENCED TO 78 MONTHS IN FEDERAL PRISON FOR DISTRIBUTION OF CHILD PORNOGRAPHY

    United States Attorney Ronald C. Gathe, Jr. announced that U.S. District Judge Judge Brian A. Jackson sentenced Barry Paul Vining, age 57, of Denham Springs, Louisiana, to 78 months in federal prison following his conviction for distribution of child pornography. Vining must serve five years of supervised release upon completing his term of imprisonment. The Court also ordered Vining to pay $357,000 in restitution and ordered him to register as a sex offender upon his release.

    According to admissions made as part of his guilty plea, on November 27, 2022, Vining knowingly distributed the two images of child pornography when he uploaded them to a file sharing service accessed via the internet, and that allowed other users of the service around the world to download and share the images. In addition, at the time Vining distributed the child pornography, he possessed files that contained numerous images and videos of child pornography.

    This matter was investigated by the U.S. Department of Homeland Security – Homeland Security Investigations and is being prosecuted by Assistant United States Attorney Paul L. Pugliese.

  • MIL-OSI Security: Former University Professor Charged with Attempted Coercion and Enticement of a Minor

    COLUMBIA, S.C. — Mohammad Ebrahim Torki Harchegani, 38, has been charged with attempted enticement of a minor for sexual activity.

    During a contested bond hearing, an FBI special agent testified that on Dec. 3-4, 2024, multiple agencies participated in an online chat operation targeting child sex offenders where an officer posed as a 14-year-old female. Torki, a legal permanent resident of the United States and Iranian citizenship, engaged in sexually explicit conversations with the alleged 14-year-old girl. Toriki ultimately traveled to the residence where he believed the girl was home alone to engage in sexual activities with her. He was arrested thereafter.

    Testimony was also presented that Torki was previously a professor at the University of South Carolina. Upon his arrest, his employment was suspended and his contract with the university was not renewed.

    The FBI Columbia Field Office, the South Carolina Internet Crimes Against Children Task Force, and the Richland County Sheriff’s Department participated in the online chat operation and investigated the case. Assistant U.S. Attorneys Elle E. Klein and Winston Holliday are prosecuting the case.

    Torki was ordered detained at the hearing. He faces a maximum penalty of life in prison.

    All charges in the indictment are merely accusations and defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Fairbanks man sentenced to 12 years for attempted production of child pornography, enticement of minor

    FAIRBANKS, Alaska – A Fairbanks man was sentenced today to 12 years in prison and will serve 25 years on supervised release for attempting to produce child pornography and entice a minor.

    According to court documents, on July 7, 2023, a law enforcement official, acting in an undercover capacity and posing online as a 12-year-old girl, posted an ad in an Alaskan chat group on a social media application known to law enforcement to be utilized by individuals seeking sexual encounters with minors.

    A short time after the posting, Dahkota Mitchell, 32, messaged the undercover official. Between July 7 and Nov. 28, 2023, Mitchell and the undercover official discussed multiple things, including Mitchell’s requests that the undercover official send him explicit content, plans to meet in-person, and sexual interactions if an in-person meeting occurred.

    Mitchell decided to meet with the undercover official for sex and requested she bring an 11-year-old friend for the sexual encounter. Mitchell made plans with the undercover official to meet in Anchorage on Nov. 17, 2023, but the defendant abruptly stopped communicating with the official and the meeting did not occur.

    On Nov. 25, 2023, Mitchell resumed communicating with the undercover official and explained that his mother had found out about their communications. Mitchell made another plan to meet with the undercover official and the alleged minor friend on Nov. 28, 2023, and provided the address of his hotel and his room number.

    Mitchell was arrested at an Anchorage hotel on Nov. 28, 2023. He pleaded guilty to attempted coercion and enticement of a minor on Oct. 25, 2024.

    “Child predators target Alaska’s most vulnerable, leaving lasting harm in their wake. Mr. Mitchell attempted to meet with an individual he thought was a 12-year-old girl and encouraged her to bring a minor friend for an in-person sexual encounter,” said U.S. Attorney S. Lane Tucker for the District of Alaska. “His actions were both dangerous and reprehensible. This sentence ensures that he will be closely monitored for many years, safeguarding our communities. Our office remains committed to working with law enforcement to hold perpetrators accountable and protect Alaska’s children.”

    “Protecting children from online predators is a priority for the FBI and our law enforcement partners across Alaska,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “As demonstrated in this case, predators using the Internet for sexual exploitation of children will be identified and held accountable for their reprehensible crimes.”

    The FBI Anchorage Field Office and Anchorage Police Department investigated this case as part of the FBI’s Child Exploitation and Human Trafficking Task Force.

  • MIL-OSI Security: Former Middle School Teacher and Basketball Coach Sentenced for Online Enticement of a Minor

    LONDON, Ky. – An Antioch, Tennessee, man, and former South Laurel Middle School teacher and basketball coach, William Goodson, 32, was sentenced on Tuesday, by U.S. District Judge Claria Horn Boom, to 246 months, for online enticement of a minor. 

    According to his plea agreement, from August 2023 through February 23, 2024, while he was a teacher at the Middle School, Goodson persuaded a minor to engage in sexual activity. Specifically, Goodson communicated many sexually explicit messages with the victim, through text messages and Snapchat. When questioned, Goodson told police that his relationship with the minor was like that of a boyfriend, and he further admitted to buying the victim gifts and communicating daily, via Snapchat.  Ultimately, Goodson convinced the minor victim to engage in sexual contact, on multiple occasions, within his classroom.

    Under federal law, Goodson must serve 85 percent of his prison sentence.  Upon Goodson’s release from prison, he will be under the supervision of the U.S. Probation Office for 20 years. 

    Carlton S. Shier, IV, United States Attorney for the Eastern District of Kentucky; Michael Stansbury, Special Agent in Charge, FBI, Louisville Field Office; and Chief Jerry Hollon, London Police Department, jointly announced the sentence.

    The investigation was conducted by the FBI and London Police Department.  Assistant U.S. Attorney Justin Blankenship prosecuted the case on behalf of the United States.
