    On July 21, the State Council Information Office (SCIO) held a press briefing in Beijing about the historical significance of the victory in the Chinese People’s War of Resistance Against Japanese Aggression. Scholars and experts from the Institute of Party History and Literature of the Communist Party of China Central Committee and the Chinese Academy of Social Sciences attended the briefing.

    But if the agent’s name in our service does not match the name on your contract, you should be cautious. You should tell us by contacting agentstandards@voa.gov.uk.

    Some rogue agents may change their name often. 

    Our  VOA agent standards set out clear expectations for agents regarding:  

    • their behaviour   

    • their professional practice   

    • the service they provide to their customers   

    We take breaches of our agent standards very seriously. We will always take action if we substantiate a breach of the standards.  

    You should be cautious of any agent who:   

    • tries to pressure you to make a decision or sign a contract   

    • says they are acting on behalf of the VOA or forwards emails they claim are from the VOA   

    • demands large sums of money up front   

    • makes claims about ‘unclaimed credits’ or similar   

    Remember – you don’t have to use an agent to manage your business rates.

    Using an agent who is a member of a professional body may provide extra reassurance as they will be subject to that body’s rules and regulations.     Steve Bates OBE appointed to help champion research and innovation and the use of technology to transform health and grow the UK economy.

    Industry leader Steve Bates OBE has today (Tuesday 22 July) been appointed as Executive Chair of the Office for Life Sciences, the cross-Government unit that champions research, innovation and the use of technology to transform health and grow the economy across the UK.

    The Office for Life Sciences (OLS) will report directly into the Business Secretary in addition to the Health Secretary and Technology Secretary, recognising that driving economic growth and investment in this key sector will be a crucial part of the OLS agenda in support of the Plan for Change.

    The moves show the government is taking immediate action to deliver the Life Sciences Sector Plan, the ambitious blueprint for unleashing the UK’s circa £100 billion life sciences sector as a force for economic growth and bettering the nation’s health, in aid of the Plan for Change. Forming one of the 8 core pillars of the modern Industrial Strategy, the Plan sets out the government’s commitment to deepening its ties with the life sciences sector, and strengthening the Office for Life Sciences to do so.

    It builds on the positive momentum coming from recent successes for OLS, such as the recent £1 billion investment deal with BioNTech which the Office was instrumental in delivering, and backing for groundbreaking research like that supported by Our Future Health and UK Biobank, as well as its role in the up to £600 million investment to deliver a Health Data Research Service that will be unmatched globally – bringing the power of data to bear to unlock breakthroughs in the diagnosis and treatment of diseases.

    Steve Bates is a recognised industry figurehead, having led the UK BioIndustry Association as CEO since 2012. He sits on the UK Life Sciences Council, and was a founder member of the UK Government’s Vaccine Taskforce. Steve was made OBE for services to innovation in 2017 and became a Fellow of the Academy of Medical Sciences in 2020.

    The Office for Life Sciences is a Directorate of 120 civil servants, which drives policy and delivery in the Life Sciences sector, supporting the government’s ambitions on economic growth and improved health that sit at the heart of the Plan for Change. Currently overseen by the Health Secretary and Technology Secretary, it will now also have more formalised links into the Department for Business and Trade to support the government’s Industrial Strategy.

    In his new role, Bates will act as an ambassador both domestically and internationally for the UK life sciences sector. He will work across government and the wider public sector to ensure engagement with industry around policy and investment happens productively and at pace, working closely with all 3 Secretaries of State, providing support and expert advice as required. 

    The UK is already a global leader in life sciences, with the sector worth around £100 billion to the economy, and employing around 300,000 people. These moves show the government’s determination to immediately deliver on its goals for the sector, as laid out in the Life Sciences Sector Plan. Developed in close coordination with the Government’s 10 Year Health Plan, the Plan is a vision for doubling down on the sector’s strengths – turning cutting-edge research into real-world results: new treatments, faster diagnoses, and more lives saved. It’s about making sure breakthroughs happen here – and stay here – creating jobs, improving lives in every part of the country, and driving growth.

    This summer, Isle of Wight libraries are cooking up something special — and it’s bound to whet your literary appetite!

    They’re joining the Big Tasty Read, a deliciously delightful national celebration that blends the joy of reading with the universal love of food.

    It’s a recipe for community connection, curated by The Reading Agency and BBC Arts, and served as part of Bradford 2025 UK City of Culture.

    The initiative stirs together food, culture, and storytelling, highlighting books that explore the role of food in our lives — whether it’s through fiction, memoirs, or cookbooks. And Isle of Wight libraries are dishing out their own tasty contributions.

    Cowes Library is already sizzling with activity. They’re hosting Eat Street’s fundraising bookcase, where you can donate, swap, or buy cookery books to support the Burnt Chef Project, a charity supporting mental health in the hospitality industry. 

    And for those who like their mysteries served with a side of suspense, Cowes also has a new collection titled What’s Your Poison? — a mouth-watering mix of crime and mystery novels with a food twist.

    Mark your calendars for Saturday 9 August, when the library service will pop up at The Garlic Farm in Newchurch.

    They’ll be showcasing a smorgasbord of food and cookery books, plus giving a taste of the cookery e-magazines available through the BorrowBox app.

    And here’s the cherry on top: show your Isle of Wight Library card and enjoy ten per cent off all items in the farm shop that day. Not a member yet? No problem — just bring I.D. and sign up on the spot.

    Then, to round off the summer with a sweet treat, Sandown Library will host the Big Tasty Bake-off on Wednesday 3 September.

  • MIL-OSI United Kingdom: St George’s Street paving gets a deep clean

    Over the last week or so, Canenco have been hard at work cleaning the paved area in St George’s Street.

    Aided by the arrival of a scrub deck machine, it’s looking in decent nick. Some final bits around the seats will be finished in the coming weeks, while chewing gum spot removal is ongoing.

    All in all, a good job, done well, in difficult conditions.

    Regrettably, however, we must admit defeat on the planters next to the benches in this area.

    While undoubtedly the correct thing to have tried in the revamp of St George’s Street, the shrubs have simply not been able to survive with the amount of liquid going on them that should not have been.

    We’re talking urine, alcohol, fizzy drinks and hot drinks. And then there’s the cigarette ends and general litter they were used for too, despite all the litter bins in that area.

    So later this week, work will take place to remove the shrubs and fill the planters in as a temporary solution.

    We are in discussions with the manufacturer of the existing benches about extending them to cover the areas where the planters were, but this work is unlikely to take place for some time.

    It’s not how we wanted it to be, but having tried to make the planters work, it’s time to do something different.

    We continue to work with businesses and the Canterbury BID team to look after St George’s Street and the wider city area.

    Active Citizen has begun series of votes, dedicated to the project “Summer in Moscow”. As part of it, from June 1 to September 14, festivals, film screenings, concerts, creative workshops, sports activities, quests, excursions and much more will be held in different areas of the capital. City residents will appreciate the program of events and the design of the sites of the main event of the summer season. This was reported by Natalia Sergunina, Deputy Mayor of Moscow.

    “Summer in Moscow” unites parks, squares, embankments, boulevards and streets throughout the capital. We invite you to evaluate the sites in your districts,” added Natalia Sergunina.

    The voting will be held in three stages. The first stage will ask people to share their opinions on places and events in the Central, North-Eastern and Southern administrative districts.

    Thus, one of the sites included in the voting in the Central Administrative District is located in Novoslobodsky Park. Here, Muscovites and tourists can enjoy master classes in Gzhel painting and landscape painting, games using augmented reality technology, and performances by musical and theatrical groups.

    Among the sites presented in the North-Eastern District of the capital is a location in the Yauza Park. Film screenings and sports activities are held there. Those interested are also invited to participate in quizzes on the history and sights of different areas of the city.

    Among the venues of the Southern Administrative District is the Shmelevka River Valley Park. It hosts dance and creative classes, interactive performances and much more.

    Project “Active Citizen” has been operating in Moscow since 2014. During this time, over seven million people have joined it, and more than seven thousand votes have been held. Every month, 30–40 decisions made by residents are implemented in the capital.

  • MIL-OSI Russia: From the first stitch to the finished image: how costumes are created at the Gorky Film Studio

    Cult films and millions of viewers watching TV – Gorky Film Studio, the oldest in Moscow and Russia, is celebrating its 110th anniversary this year. Today, it is one of the most important sites of the Moscow film cluster: filming takes place here, young actors, directors and cameramen are trained, and costumes for movie characters are created here. The latter is the job of the masters of the sewing shop of the costume and props complex. They can bring almost any idea to life. In their hands, rolls of fabric are transformed into clothes of different eras and styles.

    A mos.ru correspondent went to the workshops to find out how the costumes of movie characters are designed and created.

    From a Russian fairy tale to a flight into space

    The costume and props complex is located on the territory of the Gorky Film Studio on Sergei Eisenstein Street (8, building 4). It occupies a four-story building with large windows not far from the main building.

    We go inside and go up to the third floor. At the entrance we are met by rows of mannequins in traditional Russian costumes, ball gowns, sheepskin coats and tunics – a real inspiration for tailoring masters. We pass into the workshop with a sign “Cutting”. Elena Gritskevich, the chief cutter of the costume and props complex of the Gorky Film Studio, works at a long table surrounded by sketches and fabrics.

    “The production of a film costume is a step-by-step process. Here, in the cutting room, the foundations for future outfits are laid. When the group is preparing to shoot a film, a costume designer is appointed who plans how the characters will look and what they will wear. He comes up with an image, draws sketches and takes photographs, buys fabric and contacts us. Together with him, we discuss the image, the features of the cut and other details, and I get to work. First, I agree with the actor who will be involved in this film about a meeting. We take measurements so that the suit fits well. Based on the measurements, I create patterns – a pattern on craft paper, and then cut it on fabric,” says Elena Gritskevich.

    Over almost 30 years of work at the film studio, she created hundreds of patterns for a variety of images. These included outfits for fairy-tale characters, ball gowns for the heroines of screen adaptations of classical works, and spacesuits for movie astronauts.

    Elena Gritskevich is currently working on a 19th-century military uniform for a historical film. There are images, sketches and drawings on the table, and a mannequin is wearing a cut-out uniform with bright temporary stitches and French pins. The craftsman always works by hand: she makes marks on the pattern with a piece of tailor’s soap and cuts out the product with large tailor’s scissors. Another indispensable tool is a brush. It can be used to remove any remaining lint from the fabric.

    “The main thing in the work of a cutter is not just to design a suit, but to give it the desired look. The fact is that modern fabric is different from that of past centuries. It is lighter, freer and, as a rule, stretches well. To give it shape, we use special linings, glue an additional layer from the inside, use interlining with horsehair. For example, this is how we create military uniforms,” adds Elena Gritskevich.

    Once the base is ready, the master invites the actor to a fitting. In the next room, at a large mirror, the final touches are made to the pattern. Then it is transferred to the sewing shop.

    Secrets of the sewing workshop

    The sewing shop can be easily found by the clatter of sewing machines. We pass into a spacious room where four craftsmen work at tables opposite wide windows. In front of each is a sewing machine with a figured iron body and a rotating flywheel. Here, the pattern is transformed into clothing for the cinema.

    All seams are made on industrial machines, and the edges are processed on an overlock. It simultaneously unwinds four spools and intertwines the threads, forming a line similar to a spider web. The result is neat seams. “Another useful machine is a semi-automatic looper. We put the fabric, press the pedal – and it makes a strong loop of threads itself. All we have to do is cut it in the middle so that we can fasten the button,” explains Elena Gritskevich.

    Before assembly, the elements of the suit are necessarily subjected to heat treatment: they are ironed so that the material shrinks. This helps the finished product retain its shape and avoid deformation in the future. Irons in the sewing shop are heavy and do not have the functions that modern housewives are accustomed to.

    “When creating historical costumes, it is important to preserve the sewing traditions that existed in past centuries. Hidden stitching, sloping shoulders, bends – such details contain historical truth. It helps create a picture on the screen that is close to the original. This way, an attentive viewer will be able to believe in what is happening,” adds the mos.ru interlocutor.

    To create an accurate historical costume, the masters of the sewing workshop carefully study the chosen era. To do this, they store old books and magazines. On their pages are black and white images of a variety of outfits. If the information is insufficient, the specialists go to the capital’s museums. And you can also find inspiration in the costume and props complex itself. In the rooms adjacent to the sewing workshop, hundreds of costumes are stored – from fur coats and frock coats to lace dresses.

    Costumes – Legends of Cinema

    The Gorky Film Studio also has a permanent exhibition. Costumes from legendary films, including those by the famous director Alexander Rou, are displayed on podiums under the light of lamps.

    “In the last century, movie costumes were made from brocade, velvet, cloth, satin and other fabrics. Faux fur was used, and in rare cases, real fur. For example, Marfusha’s costume from Alexander Rowe’s film “Morozko” is trimmed with real fox tails. This decision was made not for beauty, but to keep warm – the filming took place in the winter in the Murmansk region,” says Maria Churkina, a tour guide at the Gorky Film Studio.

    She points to a turquoise caftan with large wooden buttons. Inna Churikova played the role of the main character’s stepsister in the cult fairy tale. Here you can also see the clothes of other characters in the film – Ivan’s red caftan and Nastenka’s blue fur coat.

    “They also used materials at hand to create costumes for the films. For example, the edge of the costume of Kartaus, the main antagonist from Gennady Vasiliev’s fairy tale “Finist the Bright Falcon” from 1975, is decorated with fangs. They look real, but they are fake. The fangs are made of plastic and covered with white paint,” says the mos.ru interlocutor.

    Next to the costume of the villain Kartaus, another unusual outfit from the same fairy tale is presented – a watchman’s chainmail with round metal decorations on the sleeves and chest. They are made from tin cans. If you turn the leftmost circle over, you can see the inscription “Atlantic mackerel” on its inner part.

    In glass stands you can see real legends of cinematography – outfits that are more than a hundred years old. For example, the brown dress of Madame de Renal from Sergei Gerasimov’s film “Red and Black” (1976) is noteworthy. The jacquard silk collar that adorns it was created around 1900.

    Another old outfit is the ceremonial uniform of a chamberlain from the late 19th – early 20th century.   • MIL-OSI Russia: When Nature Meets Art. Exploring the Biocluster Exhibition at VDNKh

    The first biocluster in Russia has opened at VDNKh — a project of the Timiryazev State Biological Museum. Researcher of the museum’s scientific and exhibition department Danial Yurkevich and head of the public relations department Alexandra Belyaeva told us what served as the starting point of the project, how it will develop and what exhibits can be seen right now.

    Living and nonliving

    The first site of the biocluster was pavilion No. 29 “Floriculture and landscaping”. Now there is an exhibition “Morphogenesis. Third nature”, where contemporary art is intertwined with the world of living nature. Dmitry Kawarga, Oleg Makarov, Aristarkh Chernyshev and Olga Bozhko provided their works for it.

    Each terrarium is a unique world, which the museum has populated with various living creatures. The authors did not explain what kind of plot this or that work reveals, allowing the viewer to come up with their own association or even a whole story.

    One of my favorite installations gives me the creeps. Quite a dark picture: skulls made with 3D printing, and fiery Madagascar cockroaches crawling on them.     In the adjacent terrarium, an Indian tiger tarantula is spinning its web. Thanks to it, the plastic sculpture with silicone elements dripping down, as if growing from underground, looks quite alien – and therefore attractive.

    “It’s a smooth transition from something anthropogenic, created by man, to something more natural, created by wild nature,” added Danial Yurkevich. “We’re interested in what it will look like when there are even more webs.”

    A certain science fiction plot unfolds in the terrarium with trilobite beetles. They boldly explore a 3D-printed spaceship and seem to be studying mini-astronauts who crashed on an alien planet. “The beetles look like huge monsters compared to the little people, but in fact they are extremely peaceful creatures and do not pose any danger to us,” emphasized Danial Yurkevich.

    Another story about a spaceship crash is embodied with the help of other insects — the spectacular Congolese bordered bronze beetles. Here Dmitry Kawarga decided to add a bit of drama and left one of the mini-astronauts hanging on parachute straps. Initially, the ship was supposed to stand on the ground, but then the artist included wooden elements in the installation, which the ship got caught on. The insects loved both wood and plastic equally.

    Another terrarium is inhabited by Indonesian stick insects. In combination with the elongated sculptures they share, the insects do not seem to be alive, they are easily mistaken for branches. Thus, they become one with the structure, which looks like a bizarre mechanism: it is made entirely of wood, but the paint in some places turns it into metal.

    In addition to terrariums, the exhibition also features larger exhibits — biomorphic sculptures. They could easily decorate a post-apocalyptic world: destroyed transport, disjointed metal structures.

    They are installed surrounded by exotic plants, of which there are more than a thousand. They were provided not only by the Timiryazev State Biological Museum, but also by its friends — the Tsitsin State Biological Garden of the Russian Academy of Sciences and the Tsaritsyno Museum-Reserve. Guests can see aglaonemas, cycads, philodendrons, dracaenas and much more.

    The exhibition is complemented by a spatial sound composition by Oleg Makarov. “Soundflowers” is a sound abstraction inspired by the processes of flowering – from buds to fruit ovaries. Time flows much faster in sound flowers than in biological ones: flowering can take place in just a few seconds. Such speed gives listeners the opportunity to hear dozens of different soundflowers during their visit.

    The program also includes film screenings, lectures, and family master classes, where anyone can learn, for example, how to cook “soil porridge.”

    Specialists from the municipal services complex have begun reconstruction of the water intake unit of the “Pakhra” boarding house in the capital’s Troitsky administrative district. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “After the annexation of new territories to the capital, a comprehensive inventory and inspection of water treatment and sanitation systems was carried out. The building’s façade and basement will be renovated, and the utility systems will be replaced. Specialists from the Capital Repair Fund (CRF) have developed a project that takes into account all the features of the building.

    The facade renovation began with washing and cleaning open surfaces from dust and dirt. Then the builders will fill the weathered joints with a special compound and replace individual brick segments. Wet areas will be treated with antiseptic solutions. After a set of preparatory works, specialists will begin hydrophobization of the brickwork. This will help prevent the aggressive impact of precipitation on the walls of the building. At the last stage, the entrances and balconies will be repaired, and new drainpipes will be hung.

    In addition, the basement areas of the building will be tidied up and the drainage, central heating, hot and cold water supply systems will be replaced.

    L-shape and decorative tiles

    Work is also underway in the building at 97 Altufevskoe Shosse. It was built in 1979 according to a standard series project. The house has an L-shaped plan and consists of two volumes.

    The specialists will put the facade, roof, basement in order, and also replace a number of internal engineering systems. Particular attention will be paid to the renovation of the building walls, which were finished with decorative tiles at the factory. In almost half a century, they have lost their color, and in some places they have fallen off. To restore facades of this type, the Moscow FKR has developed a special technology using polymer-cement mixtures on reinforcing meshes. The composition can be applied directly to the old tiles.

    For the convenience of residents, the work was divided into stages. First, specialists will wash open surfaces, tap and remove peeling tiles. Then they will apply a special plaster-adhesive and at the same time reinforcing composition, which contains a fiberglass or basalt fiber mesh. After the base layer, it will be time to apply decorative plaster, a special vapor-permeable paint coating, and seal the interpanel seams. The facade will be painted white and yellow.

    In addition, the entrance groups will be put in order and the basement covering will be renewed. New modern double-glazed windows will be installed in the entrances. The roof decking will be replaced, the screed will be renewed, the slope will be restored and soft roofing will be laid. The basement of the building will also be put in order and the utility lines will be replaced.

    Simple shapes, loggia niches and color accents

    In 2025, a major overhaul of a residential building located at 5 Kolomenskaya Street, Building 2 is underway. This is a sixteen-story panel building, erected according to a standard series in 1983. Its main façade is accentuated by protruding vestibules of entrance groups. The loggia niches are highlighted in color.

    The facade is planned to be updated here. The work will begin with washing open surfaces and clearing interpanel seams from old filling. At the next stage, wet areas will be treated with antiseptic solutions. Then specialists will start laying insulation in the interpanel seams. After that, a new paint layer will be applied to the walls and the interpanel seams will be sealed with a two-component composition. The facade will be painted white and blue.

    At the final stage of the major renovation of the facade, specialists will replace the balcony screens, level the balcony slabs and lay new flooring, as well as repair the basement of the building and make a new asphalt concrete blind area.

    Two young Palestinians were beaten to death on their land by Israeli settlers in the occupied West Bank on Friday.

    A funeral was held on Sunday for Sayfollah “Saif” Mussalet, 20, and Muhammad Shalabi, 23, who were brutally killed by a large group of settlers in an attack that left more than 30 other Palestinians injured.

    Mussalet died from his wounds as settlers attacked medical responders, and Shalabi’s body was recovered later that evening, having reportedly bled to death from a gunshot wound while ambulances and rescuers were blocked by Israeli military.

    Settlers continued to roam the Palestinian farmland freely for hours.

    Both young men were from the neighbouring Mazra’a Sharqiya village, and Saif was an American citizen visiting loved ones and friends over summer. His family released a statement calling his death an “unimaginable nightmare and an injustice that no family should ever have to face”.

    They said he was a “beloved member of his community . . . a brother and a son [and] a kind, hard-working, and deeply-respected young man.”

    Saif built a widely-loved business in Tampa, Florida, and was known for his generosity, ambition, and connection to his Palestinian heritage.

    Following news of his death an overwhelming number of locals gathered at his store to share their grief and anger.

    Frequent atrocities
    Such lynchings have become a frequent atrocity across the West Bank, as settler gangs are repeatedly emboldened by the Israeli government, police, and military who protect and often facilitate violence against Palestinian communities.

    Two settlers were reportedly detained following the attacks, but released again within hours.

    Between 2005-2020, 91 percent of Palestinian cases filed with police were closed without indictment, according to the Israeli human rights organisation B’tselem, and settlers undergo trial with full legal rights and higher lenience in Israeli civil courts.

    By contrast, Palestinians are tried in Israeli military courts, established in violation of the fourth Geneva Convention and largely considered corrupt for maintaining a 95 percent conviction rate (Military Court Watch).

    Additionally, more than 3600 Palestinians are currently held in Israeli captivity without charge or trial, with all detainees facing an increase in documented physical, psychological, and sexual abuse — including children.

    A funeral was held for the young men on Sunday in Mazra’a Sharqiya village, with thousands in attendance. The killings continue a systemic pattern which alongside military incursions, has seen 153 Palestinians killed by Israeli forces in the West Bank since the beginning of 2025 (OCHA).

    UN resolution
    A UN resolution last September reaffirmed the illegality of Israel’s presence in the occupied Palestinian territories, demanding a total and unconditional withdrawal within a year.

    Ten months on, settler attacks have escalated in frequency and severity, settlement expansion has rapidly increased, and numerous Palestinian villages have been forcibly displaced after months of sustained violence.

    Communities across the West Bank are facing erasure, and as the death toll climbs pressure continues to grow for the New Zealand government to enforce stronger political sanctions, including the entire opposition uniting behind the Green Party’s Unlawful Occupation of Palestine Sanctions Bill.

    A bill to make it easier to find and comply with the law and to digitise government services by improving access to secondary legislation has passed its first reading, Attorney-General Judith Collins says.

    “Secondary legislation includes regulations and many types of orders, rules, exemptions, bylaws, notices and instruments with many different names,” Ms Collins says.

    “The Legislation Amendment Bill promotes high-quality legislation for New Zealand that is easy to find, use and understand.

    “Currently most secondary legislation is drafted and published by agencies and is difficult to access. In fact, no one knows how much there is, with estimates ranging from 7500-10,000 published by about 100 government and non-government agencies, plus every local authority.

    “Some is published on the agency’s website, some is published in the New Zealand Gazette or in newspapers or, sometimes, it appears to not be publicly available at all.

    “These variable publication arrangements undermine the rule of law, increase compliance costs, hamper digital government and impair scrutiny of delegated law-making powers.”

    “The bill will standardise publication practices, making it a requirement that secondary legislation drafted by agencies is published on the agency website or another approved internet site.”

    Alongside the Bill, the Parliamentary Counsel Office is redeveloping the official New Zealand legislation website using data collection technology to find, index and link agency-published secondary legislation and make it searchable from the website.

    A public demo of the new legislation website is available for users to test and already includes a lot of agency-published secondary legislation. 

    “This will turn the website into a one-stop shop for legislation matters,” Ms Collins says.

    “My vision is that the public will soon only need to visit one website to find all New Zealand legislation and related information.”

    President Cyril Ramaphosa has suspended the South Gauteng Director of Public Prosecutions, Advocate Andrew Chauke, with immediate effect, pending an inquiry into his fitness to hold office.

    In a statement on Monday evening, The Presidency said the suspension was effected in terms of Section 14(3) read with Section 12(6)(a) of the National Prosecuting Authority (NPA) Act.

    “Having asked Adv Chauke to provide reasons why he should not be suspended, President Ramaphosa has decided suspension is the correct course of action pending an inquiry,” the Presidency said. 

    The President has since informed Advocate Chauke of his decision in writing.

    Additionally, President Ramaphosa indicated that both the Presidency and the public would benefit from an independent assessment of the issues at hand, particularly where there are disputes of fact.

    He further expressed concern that Advocate Chauke’s continued presence at the helm of prosecutions in South Gauteng, while serious accusations are levelled against him, could negatively affect the reputation of the NPA as a whole. 

    “President Ramaphosa is also concerned that Adv Chauke will not be able to fulfil his functions optimally while facing an inquiry,” the Presidency said. 

    This decision follows prolonged concerns regarding Advocate Chauke’s conduct in critical cases and represented a significant step toward restoring public trust in the NPA. – SAnews.gov.za

    The Johannesburg High Court has dismissed an application for a discharge brought by the accused in a high-profile State Capture corruption case linked to the rehabilitation of mines.

    The accused include former Department of Mineral Resources (DMR) Deputy Director-General Joel Raphela, as well as Ronica Ragavan, Pushpaveni Govender, and entities linked to the Gupta family’s Optimum Coal Mine, Koornfontein Mines, and Tegeta Exploration and Resources.

    In the main case, they are facing a raft of charges including fraud, forgery, uttering, perjury and money laundering related to R107.5 million rehabilitation funds meant for the Optimum Coal Mine and Koornfontein Mine trust accounts in 2016.
    Their application for a discharge was brought in terms of Section 174 of the Criminal Procedure Act.

    “The court also ruled in favour of the National Prosecuting Authority’s Investigating Directorate Against Corruption [IDAC], granting leave to amend the indictment on certain charges against the accused. 

    “This development follows the closure of the State’s case. The defence’s application was brought thereafter,” IDAC spokesperson, Henry Mamothame said in a statement on Monday.

    The case will resume in court on 25 May 2026 and is set down until 12 June 2026, “during which period the defence is expected to call its witnesses”.

    enus Williams enjoyed a winning return to tennis after more than a year away from the game as the 45-year-old American teamed up with compatriot Hailey Baptiste to win their round of 16 women’s doubles tie at the Washington Open on Monday.

    The seven-times Grand Slam singles champion had not played a competitive match in 16 months, with her last appearance on the WTA Tour coming at the Miami Open in March last year.

    Williams and Baptiste beat Eugenie Bouchard and Clervie Ngounoue 6-3 6-1 to reach the quarter-finals in Washington, and the former world number one said if felt “inspiring” to be back on court.

    “It wasn’t easy for us but we brought it together quickly as a team. I love this game and still hitting it big,” Williams told Sky Sports.

    Williams enjoyed playing with 23-year-old Baptiste so much she joked that she should have teamed up with her years ago instead of playing with her younger sister Serena, who she won 14 Grand Slam doubles titles with.

    “I could see that we were going to be a good team. We just should have started playing earlier, years ago, right?” she said. “I think Serena was just in the way.”

    orld number two Carlos Alcaraz has joined the list of big names skipping next week’s Canadian Open in Toronto with the Spaniard saying he needs to focus on recovering from muscle issues after losing to Jannik Sinner in the Wimbledon final.

    The 22-year-old won the Italian Open, French Open and Queen’s Club titles before Sinner brought his 24-match winning streak to a halt at the All England Club earlier this month.

    “After many consecutive weeks of competition without rest, I will not be able to play in Toronto this year,” the five-times Grand Slam champion wrote on social media on Monday.

    “I have small muscle issues and need to recover physically and mentally for what comes next. To the tournament and my fans in Canada I am very sorry, I will see you next year.”

    The U.S. Open tune-up event will now be without four of the world’s top six men’s players after Sinner, Novak Djokovic and Jack Draper also opted out.

    World number one Sinner said he needed to prioritise his health, number five Draper is out with an arm injury and number six Djokovic is dealing with a groin problem that he sustained during his run to the Wimbledon semi-finals.

    ngland’s Liam Dawson has been named in the team to play India in the fourth test of the series at Old Trafford, England’s cricket board (ECB) announced on Monday, marking the spinner’s first test appearance in eight years.

    The 35-year-old Hampshire left-armer, who replaces the injured Shoaib Bashir, is the only change to the team for the fourth test which begins on Wednesday. Dawson has not played a test match since earning his third test cap in July 2017.

    Dawson, an unused member of the 2019 World Cup winning squad, did feature in the Twenty20 series against West Indies in June.

    Bashir suffered a fracture to his finger during the third test at Lord’s, which England won by 22 runs to take a 2-1 lead, leaving them one victory away from clinching their first five-match series win since 2018.

    In his resignation letter to President Droupadi Murmu, Dhankhar said, “To prioritise health care and abide by medical advice, I hereby resign as the Vice President of India, effective immediately.”

    The 72-year-old, who also served as Chairman of the Rajya Sabha, expressed gratitude to the President for her “unwavering support” and the “wonderfully harmonious working relationship” they shared during his tenure.

    Thanking Prime Minister Narendra Modi and the Council of Ministers, Dhankhar said, “Prime Minister’s cooperation and support have been invaluable, and I have learned much during my time in office.”

    He also acknowledged the trust and warmth extended by Members of Parliament, calling it a “cherished memory.”

    Reflecting on his time in office, Dhankhar said it had been a privilege to witness India’s economic growth and transformation. “Serving in this transformative era of our nation’s history has been a true honour,” he noted. “As I leave this esteemed office, I am filled with pride in Bharat’s global rise and phenomenal achievements and hold unwavering confidence in her brilliant future.”

    Dhankhar’s resignation came on the first day of the Monsoon Session of Parliament.

    • Credit standards for firm loans remained broadly unchanged
    • Credit standards tightened slightly for housing loans and more markedly for consumer credit
    • Housing loan demand continued to increase strongly, while demand for firm loans remained weak

    According to the July 2025 bank lending survey (BLS), euro area banks reported broadly unchanged credit standards – banks’ internal guidelines or loan approval criteria – for loans or credit lines to enterprises in the second quarter of 2025 (net percentage of banks of -1%; Chart 1). Banks also reported a slight net tightening of credit standards for loans to households for house purchase (net percentage of 2%) and a more pronounced net tightening for consumer credit and other lending to households (net percentage of 11%). For credit standards on loans to firms, the net percentage was smaller than banks had expected in the previous survey (a net tightening of 5%) and follows the small net tightening in credit standards seen in the first quarter (3%). Perceived risks related to the economic outlook continued to contribute to a tightening of credit standards, whereas competition had an easing impact. For the most part, banks reported no specific additional tightening impact on their credit standards related to geopolitical uncertainty and trade tensions, although they intensified their monitoring of the most exposed sectors and firms. For loans to households for house purchase, the net tightening followed the easing of credit standards seen in the first quarter (-7%) but was lower than banks anticipated (7%). For both housing loans and consumer credit, changes in risk perceptions and the risk tolerance of banks were the main drivers of the net tightening of credit standards. For the third quarter of 2025, banks expect credit standards to remain unchanged for firms (0%), ease slightly for housing loans (-3%) and tighten further for consumer credit (4%).

    Banks’ overall terms and conditions – the actual terms and conditions agreed in loan contracts – eased for loans to firms, remained unchanged for housing loans and tightened for consumer credit.

    In the second quarter of 2025, euro area banks reported a slight net increase in demand for loans or credit lines to firms (Chart 2), with demand remaining weak overall. This followed a small net decrease in loan demand in the previous quarter (-3%) and was broadly in line with banks’ expectations in that quarter (4%). Loan demand was supported by declining interest rates, but dampened by global uncertainty and trade tensions, while the impact of fixed investment and inventories and working capital was neutral. Demand for housing loans continued to increase substantially in net terms. Declining interest rates, improved housing market prospects and, to a lesser extent, consumer confidence, were the main drivers of the continued increase in housing loan demand. Demand for consumer credit and other lending to households increased only slightly, with declining interest rates and other factors offsetting negative contributions from lower consumer confidence and spending on durable goods. In the third quarter of 2025, banks expect a net increase in loan demand from firms (net percentage of 7%), a further substantial net increase for housing loans (net percentage of 21%) and broadly unchanged demand for consumer credit (1%).

    Euro area banks’ access to retail and wholesale funding improved slightly in the second quarter of 2025, driven by short-term retail funding, money markets and debt securities, and remained broadly unchanged for securitisations. Over the next three months, banks expect access to these funding sources to remain broadly unchanged.

    Euro area banks reported that non-performing loan (NPL) ratios and other credit quality indicators had a net tightening impact on their credit standards across all loan categories, as well as a net tightening impact on terms and conditions for loans to firms and consumer credit. Banks expect these trends to continue in the third quarter for loans to firms and consumer credit, driven mostly by pressures related to supervisory or regulatory requirements.

    Changes in credit standards and loan demand were heterogeneous across the main economic sectors in the first half of 2025. Credit standards tightened in commercial real estate (CRE), manufacturing, wholesale and retail trade and, to a lesser extent, in construction, while they eased slightly across most services (excluding financial services and real estate) and in residential real estate (RRE). Banks reported a net decrease in loan demand for construction, manufacturing, CRE and wholesale and retail trade, and net increases in RRE and in the transport, accommodation and food services sectors. For the second half of 2025, in most of the main economic sectors, banks expect either broadly unchanged or easier credit standards and overall small changes in loan demand. The exception is RRE, for which banks expect a further moderate increase.

    Banks continue to take firms’ climate performance into consideration in their lending policies, reporting an easing impact on credit standards and terms and conditions for green firms and firms in transition and a tightening impact for high-emitting firms over the past twelve months. Both physical risk and firms’ transition risk had a moderate net tightening impact on banks’ lending policies, while climate-related fiscal support continued to have an easing impact. Banks also reported a net increase in demand for loans to green firms and firms in transition owing to climate change, while uncertainty over future climate regulation was perceived as an obstacle. Banks expect a similar impact overall over the next twelve months.

    Based on a new question on the impact of climate change on housing loans, banks reported an easing impact on credit standards for buildings with high energy performance and a tightening impact for buildings with low energy performance over the past twelve months. They expect a broadly corresponding impact over the next twelve months. As the easing impact for new buildings mostly offset the tightening impact for old buildings, the net impact of energy performance was low overall. The physical risk of real estate was, however, an important driver of further net tightening in lending conditions overall, and an even higher net percentage of banks reported that it will be a driver over the next year. Banks also reported a positive impact on loan demand for buildings with high and medium energy performance but a negative impact for those with low energy performance. Investment in energy performance was the key factor for climate-related loan demand, supported by preferential lending rates for increasing sustainability, whereas uncertainty over future climate regulation was reported as a dampening factor for loan demand.

    Banks indicated that changes in excess liquidity held with the Eurosystem in the first half of 2025 had a neutral impact on bank lending conditions. They expect to see similar effects in the second half of 2025.

    The quarterly BLS was developed by the Eurosystem to improve its understanding of bank lending behaviour in the euro area. The results reported in the July 2025 survey relate to changes observed in the second quarter of 2025 and changes expected in the third quarter of 2025, unless otherwise indicated. The July 2025 survey round was conducted between 13 June and 1 July 2025. A total of 155 banks were surveyed in this round, with a response rate of 100%.

    UKAEA develops 3D printing for fusion components

    UKAEA’s new additive manufacturing – also known as 3D printing – machines offer new opportunities to produce highly specialised components for fusion machines.

    The United Kingdom Atomic Energy Authority (UKAEA) has begun using two additive manufacturing – or 3D printing – machines that use complementary methods to manufacture components for future fusion machines.

    At its recently opened Central Support Facility (CSF), UKAEA has commissioned an electron beam additive manufacturing machine that will mainly be used to incorporate tungsten into components, alongside a selective laser manufacturing machine.

    Fusion can play a key role in a global low carbon energy future. However, the components within future fusion power plants will have to operate under complex and challenging conditions, including extreme temperatures, high neutron loads, and strong magnetic fields. As a result, they require complex combinations of materials and precision engineering.

    Additive manufacturing is well suited to producing materials with intricate designs, and in low volumes, making it ideal for a sector such as fusion, where – for the near future – each fusion machine will be highly individual and require bespoke components. As a result, UKAEA believes that 3D printing can play an important role in the future of fusion reducing the costs of this precision manufacturing, and has commissioned the machines to demonstrate two complementary 3D printing methods to produce fusion components.

    The eMELT Electron Beam Powder Bed Fusion (E-PBF) additive machine, made by Freemelt, will use electron beam technology to join tungsten in powder-form into solid components with almost 100 percent density. The eMELTmachine will be used to layer tungsten onto other materials such as copper chrome zirconium, stainless steel and Eurofer 97, a special type of steel developed for use in fusion machines.

    The SLM280 – Selective Laser Manufacturing – will be used to experiment with how to produce components with the complex geometries and material combinations that will be essential for successful fusion plants. The SLM280 is manufactured by Nikon SLM, provided by Kingsbury Machine Tools, supported by Additure.

    Both 3D printing technologies will support the manufacture of plasma-facing components that will be exposed to extreme temperatures during their operational lifecycle. The machines will also reduce the reliance on traditional techniques such as welding, reducing the number of manufacturing operations and joining processes.

    Roy Marshall, Head of Operations for Fabrication, Installation and Maintenance, at UKAEA said:

    Future fusion power plants will require thousands – or even millions – of components with complex geometries that can withstand the extreme conditions of a fusion environment.

    UKAEA believes that additive manufacturing will be essential to developing these components at a scale that makes fusion commercially viable.

    We have commissioned two complementary additive manufacturing machines so we can demonstrate that fusion components can be printed at a production scale, enabling the fusion industry to develop components at our facilities that would otherwise be commercially prohibitive.

    Using these machines will enable parts and geometries to be produced more efficiently than by using traditional fabrication methods.

    Many companies will have either an electron beam machine or selective laser manufacturing technology but having both capabilities under one roof – and able to produce components at scale – is a first for the fusion industry.

    Both machines will now start the work of producing challenging geometries and undertake experiments exploring the properties of additive manufactured materials. This work will be followed by initial stages of manufacturing involving tungsten and copper chrome zirconium layering.

  • MIL-OSI Asia-Pac: Hong Kong Customs seized suspected cannabis buds worth about $2.5 million at airport (with photo)

    Hong Kong Customs today (July 22) detected a drug trafficking case involving baggage concealment at Hong Kong International Airport and seized about 12 kilograms of suspected cannabis buds with an estimated market value of about $2.5 million.

    A male passenger, aged 39, arrived in Hong Kong from Bangkok, Thailand, today. During customs clearance, Customs officers found the batch of suspected cannabis buds inside his check-in suitcase. He was subsequently arrested.

    The arrested person has been charged with one count of trafficking in a dangerous drug and will appear at the West Kowloon Magistrates’ Courts tomorrow (July 23).

    Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.

    Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.

    Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.
