  • MIL-OSI: Sunrun Prices $431 million Senior Securitization of Residential Solar Systems

    SAN FRANCISCO, July 18, 2025 (GLOBE NEWSWIRE) — Sunrun (Nasdaq: RUN), the nation’s leading provider of clean energy as a subscription service, today announced it has priced a securitization of leases and power purchase agreements. The securitization is Sunrun’s fourteenth public securitization since 2015 and third issuance in 2025.

    “Sunrun’s third securitization transaction of 2025 represents a refinancing of a seasoned pool of residential solar assets. We are proud of the strong execution achieved and thank our financing partners for continuing to recognize the high quality of our assets and excellence as a servicer,” said Danny Abajian, Sunrun’s Chief Financial Officer. “The strong performance of our numerous securitizations backed by these assets continues to be notable. The credit ratings for all Sunrun securitizations have been affirmed or upgraded since their issuance, as the performance of these transactions have remained in line with expectations.”

    The transaction was structured with two separate classes of A- rated notes (the “Class A-1 Notes” and “Class A-2 Notes” respectively and together the “Class A Notes”) and a single class of BB- rated notes (the “Class B Notes”), which were retained. The $331 million Class A-1 Notes were marketed in a public asset backed securitization and the $100 million Class A-2 Notes were privately placed. The Class A Notes carry a coupon of 6.15%. The Class A-1 Notes were oversubscribed and priced at a spread of 240 bps and a 6.374% yield. The Class A Notes coupon is approximately equal to the coupon achieved in the company’s prior securitization in March. The initial balance of the Class A Notes represents a 68% advance rate on the ADSAB (present value using a 6% discount rate). The Class A Notes have an expected weighted average life of 5.08 years, Optional Redemption Date of January 30, 2034, and a final maturity date of January 30, 2054.

    The Class B Notes will be pledged to an existing subordinated non-recourse financing.

    The notes are backed by a diversified portfolio of 63,318 systems distributed across 12 states and Washington D.C and 40 utility service territories. The weighted average customer FICO score is 757. The transaction is expected to close by July 30, 2025.

     ​”Heat stroke is one of the most common health risks in hot weather. Over the past five years, there have been over 200 hospital admissions due to heat stroke each year in Hong Kong, with two to five fatal cases occurring mainly during the summer months from May to September. Vulnerable groups are more susceptible to heat stroke. Symptoms include dizziness, headache, nausea, shortness of breath or confusion. In severe cases, patients may suffer from convulsions or become unconscious, which can be life-threatening if they are not cooled down and resuscitated in a timely manner,” said the Controller of the CHP, Dr Edwin Tsui.

    Nine organisations working with autistic adults are to benefit from a £2.5 million multi-year fund.

    The Autistic Adult Support Fund, launched in 2023, supports third sector organisations to help autistic adults reach their full potential – supporting them, their families and their carers to understand what neurodivergence means for them and improve their wellbeing.

    Among the latest recipients of the fund is The Anchor charity in Greenock, which is being awarded £247,450 to help autistic adults at risk of suicide or self-harm.

    Mental Wellbeing Minister Tom Arthur said:

    “I am pleased to announce the recipients of this funding to provide support to autistic adults and their families and carers.

    “All successful projects will meaningfully involve autistic people in the development, design, and delivery of the support. Autistic adults will be helped to thrive – the projects will support them to access services and improve their general wellbeing so they can get involved in and truly feel part of their community.

    “Our commitment to multi-year funding will ensure that funded projects have the security and space to develop and grow high quality support, making the most of the skills and experiences of autistic people they support.”

  • MIL-OSI United Kingdom: New medicine to protect higher-risk babies from RSV

    Single injection to help prevent the common winter virus.

    More babies who are born very prematurely will now be protected against the respiratory syncytial virus (RSV) with the introduction of a new single injection which lasts throughout the winter season.

    Following advice from the Joint Committee on Vaccination and Immunisation (JCVI), the single dose long-acting antibody medicine, nirsevimab (Beyfortus®) will replace the five monthly jabs which were previously offered to higher-risk infants between October and February.

    In addition, the existing programme for higher risk infants is being expanded to include very preterm infants, born before 32 weeks.

    Minister for Public Health Jenni Minto:

    “RSV can be life-threatening to babies born very early.

    “That is why I am pleased the single jab will be offered by all NHS Boards across Scotland from this September, helping to protect these high-risk infants over winter.

    “We will continue to work hard to protect Scotland’s most vulnerable groups against the respiratory illnesses which circulate throughout the colder months. Our various prevention programmes help reduce avoidable admissions to hospital and therefore the pressure on our NHS.”

    Dr Sam Ghebrehewet, Head of Vaccination and Immunisation at Public Health Scotland, said:

    “The last year has seen significant progress in efforts to protect those most vulnerable to RSV, including the introduction of the maternal RSV vaccine which is offered at 28 weeks of pregnancy and helps protect newborn babies from serious illness. Babies born prematurely are at highest risk of serious complications from RSV and we welcome this programme expansion, which will help to ensure that even more babies are protected during their most vulnerable early months.”

    BACKGROUND

    RSV can lead to life-threatening pneumonia and infant bronchiolitis, a lung infection.

    The current RSV maternal vaccine (for infant protection) is given at 28 weeks, so the expansion of the programme to all infants born before 32 weeks gives protection to those babies who are unlikely to benefit from maternal vaccination.

    The new injection for babies is the latest development in efforts to protect those most vulnerable to RSV and prevent unnecessary hospital admissions over the busy winter period. Last August, Scotland was the first nation in the UK to introduce another new RSV vaccine, Abrysvo, for pregnant women and older adults – more than 70% of eligible older adults took up the offer, leading to a Public Health Scotland study, published in the Lancet, showing a 62% reduction in RSV related hospitalisations among this group.

  • MIL-OSI Canada: Overnight closures of Highway 99 at Steveston Highway for girder placement

    Highway 99 northbound and southbound will be closed to traffic overnight for up to eight consecutive nights beginning Friday, July 18, 2025, for Steveston Interchange construction.  

    During the closures, vehicles travelling on Highway 99 will be detoured using the on- and off-ramps at Steveston Highway.

    The closures are needed so heavy-lift cranes can lift the main-span concrete girders into place to form part of Phase 2 of the new five-lane Steveston Interchange spanning Highway 99. Each of the 11 main-span girders weighs 50 tonnes and is 35 metres long.   

    To minimize traffic interruptions, work will only take place during the following times:

    • July 18-19: 10 p.m. to 7 a.m.
    • July 20-25: 10 p.m. to 4:30 a.m.

    As is currently the case, the Steveston Highway northbound loop ramp onto Highway 99 will remain closed, with traffic rerouted to access the north side on-ramp via left turn lanes. East/west travel on Steveston Highway will be maintained for vehicles, pedestrians and cyclists.

    Existing transit stops will be maintained in all directions. Drivers can expect minor delays and are asked to use caution through the detour.

    The Steveston Interchange Project is on track to be completed in fall 2025.

    WASHINGTON – U.S. Senator John Cornyn (R-TX) today lauded the rollout of more than $280 million in emergency assistance deliveries for South Texas farmers and ranchers impacted by the water shortage as part of a grant program U.S. Secretary of Agriculture Brooke Rollins, Sen. Cornyn, and others secured for the region late last year:
    “The delivery of $280 million in drought assistance to South Texas will provide much-needed relief to farmers and ranchers in the Valley who have suffered from Mexico’s repeated refusal to provide the water it owes under the Water Treaty,” said Sen. Cornyn. “I was proud to work alongside Secretary Rollins and lead several of my colleagues from Texas in the mission to secure this funding, and I look forward to continuing to partner with the Trump administration and state leaders to provide every resource necessary for our agriculture community.”
    Background:
    Sen. Cornyn has led the charge in Congress to boost Texas’ water supply and ensure Mexico fulfills its treaty obligations to provide annual deliveries of water to South Texas farmers and ranchers. In addition to successfully securing more than $280 million in emergency assistance for Rio Grande Valley farmers and producers affected by the water shortage, he led a request earlier this year to U.S. Secretary of State Marco Rubio asking for renewed efforts to push Mexico to comply with the 1944 Water Treaty while also securing Secretary Rubio’s commitment to hold Mexico accountable for delays.
    Last year, Sens. Cornyn and Cruz raised alarms after a Rio Grande sugarcane mill closed due to acute water shortages, cosponsored a resolution supporting diplomacy, and sent a letter to then-U.S. Secretary of State Blinken urging the Department to engage on Mexico’s violation of the intent of the treaty. Senator Cornyn also led a letter to the Chairmen and Ranking Members of the House and Senate Appropriations Subcommittees on State and Foreign Operations urging them to withhold designated funds from Mexico until they enter into an agreement with the U.S. to balance the deficit of the water deliveries, which the House Appropriations Committee included in their funding bill.
    Under the Treaty Relating to the Utilization of Waters of the Colorado and Tijuana Rivers and of the Rio Grande, Mexico is obligated to deliver an average of 350,000-acre feet of water annually over a five-year cycle as its contribution to the Rio Grande’s water supply. However, Mexico has consistently delayed fulfilling its water obligation until the end of the five-year cycle, which hinders South Texas farmers’ ability to plan for and grow crops as well as ranchers’ ability to provide water to livestock. The current cycle ends in October and so far, Mexico has paid less than 700,000 acre-feet of water — less than half of what it owes, according to IBWC data.

    The U.S. Food and Drug Administration today announced it has placed Sarepta Therapeutics investigational gene therapy clinical trials for limb girdle muscular dystrophy on clinical hold following three deaths potentially related to these products and new safety concerns that the study participants are or would be exposed to an unreasonable and significant risk of illness or injury. The FDA has also revoked Sarepta’s platform technology designation.
    The FDA leadership also met with Sarepta Therapeutics and requested it voluntarily stop all shipments of Elevidys today. The company refused to do so.  
    “Today, we’ve shown that this FDA takes swift action when patient safety is at risk.” said FDA Commissioner Marty Makary, M.D., M.P.H. “We believe in access to drugs for unmet medical needs but are not afraid to take immediate action when a serious safety signal emerges.”
    The three deaths appear to have been a result of acute liver failure in individuals treated with Elevidys or investigational gene therapy using the same AAVrh74 serotype that is used in Elevidys. One of the fatalities occurred during a clinical trial conducted under an investigational new drug application for the treatment of Limb Girdle Muscular Dystrophy.
    “Protecting patient safety is our highest priority, and the FDA will not allow products whose harms are greater than benefits. The FDA will halt any clinical trial of an investigational product if clinical trial participants would be exposed to an unreasonable and significant risk of illness or injury,” said Director of the FDA’s Center for Biologics Evaluation and Research Vinay Prasad, M.D., M.P.H.
    Elevidys is an adeno-associated virus vector-based gene therapy using Sarepta Therapeutics, Inc.’s AAVrh74 Platform Technology for the treatment of Duchenne muscular dystrophy (DMD). It is designed to deliver into the body a gene that leads to production of Elevidys micro-dystrophin, a shortened protein (138 kDa, compared to the 427 kDa dystrophin protein of normal muscle cells) that contains selected domains of the dystrophin protein present in normal muscle cells. The product is administered as a single intravenous dose.
    Duchenne muscular dystrophy is a rare and serious genetic condition which worsens over time, leading to weakness and wasting away of the body’s muscles. The disease occurs due to a defective gene that results in abnormalities in, or absence of, dystrophin, a protein that helps keep the body’s muscle cells intact.
    Further, today, the FDA revoked the platform technology designation for Sarepta’s AAVrh74 Platform Technology because, among other things, given the new safety information, the preliminary evidence is insufficient to demonstrate that AAVrh74 Platform Technology has the potential to be incorporated in, or utilized by, more than one drug without an adverse effect on safety.
    Elevidys received traditional approval for use in ambulatory DMD patients 4 years of age and older with a confirmed mutation in the DMD gene on June 20, 2024. It was approved for non-ambulatory patients on June 22, 2023 under the accelerated approval pathway. This pathway can allow earlier approval based on an effect on a surrogate endpoint or intermediate clinical endpoint that is reasonably likely to predict clinical benefit, while the company conducts confirmatory studies to verify the predicted clinical benefit. Continued approval for non-ambulatory patients is contingent upon verification and description of clinical benefit in a confirmatory trial. Given the new safety information, The FDA has notified the company that the indication should be restricted to use in ambulatory patients. The FDA is committed to further investigating the safety of the product in ambulatory patients and will take additional steps to protect patients as needed.
    The FDA is continuing to investigate the risk of acute liver failure with serious outcomes, including those such as hospitalization and death, following gene therapies using Sarepta’s AAVrh74 Platform Technology, and the need for further regulatory actions.

  • MIL-OSI Security: CCTV footage released following murder of Rene Graham in Ladbroke Grove

    Detectives investigating the fatal shooting of 15-year-old Rene Graham almost a year ago say that the answers sit within a “small pocket of the community”.

    A murder investigation was launched after Rene was killed in Emslie Horniman’s Pleasance Park at around 19:20hrs on Sunday, 21 July.

    CCTV footage showed the suspect walking calmly towards the busy park before he entered via the children’s play area and shot Rene in the chest. Rene sadly died at the scene.

    Footage also showed that after shooting Rene, the suspect chased and attempted to shoot a second victim, before fleeing the area. Detectives have released some of the CCTV today to assist their investigation and independent charity Crimestoppers is offering a reward of up to £20,000 for information.

    Detective Chief Inspector Alison Foxwell, who is leading the investigation said: “Rene was tragically shot dead during a busy music festival. Since the launch of the investigation, officers have reviewed hundreds of hours of CCTV and taken numerous statements from witnesses.

    “Rene’s family have continued to be supported throughout these enquiries, and they remain understandably devastated about his death.

    “Recently, a man in his 20s was interviewed under caution in relation to Rene’s murder and we continue to investigate all lines of enquiry.”

    The footage released today shows the suspect walking in the direction of the park, appearing to pull a gun from his pocket and then running from the area shortly after the shooting.

    DCI Foxwell added: “The person responsible for Rene’s murder opened fire in a busy park where dozens of people, including very young children, were enjoying themselves.

    “Officers have appealed to the local community on multiple occasions – we believe there are people sitting on the name of the person responsible.

    “This person, who was willing to take the life of Rene and risk the lives of others, remains in your community. Now is the time to get in touch with us to give Rene’s family the peace they deserve.

    “Our thoughts, remain as ever, with them.”

    Crimestoppers is offering a reward of up to £20,000 for information that leads to the identification and prosecution of those responsible for Rene’s murder.

    Alexa Loukas, London Regional Manager for Crimestoppers, said: “Rene, was very sadly murdered last year in broad daylight with over two hundred people present.

    “The significant and lasting impact on his family, friends, and the local community, cannot be underestimated and our thoughts and condolences are with his loved ones.

    WASHINGTON, D.C. – Today, U.S. Senator Marsha Blackburn (R-Tenn.) and Attorney General Jonathan Skrmetti (R-Tenn.) sent a letter to Andrew Ferguson, Chairman of the Federal Trade Commission (FTC), urging the FTC to investigate shady online marketing practices of GLP-1 receptor agonists.
    These drugs are increasingly being advertised as alternatives to FDA-approved weight loss medications like Ozempic and are being advertised in ways that mislead consumers and undermine both public health and the integrity of the pharmaceutical marketplace.
    Foreign Criminals and Con Artists Are Hijacking the FDA-Approved Weight Loss Drug Market
    “The FDA-approved GLP-1 medications are life-changing for millions of patients and resulted from decades of research and testing. Amid the unprecedented demand for these miracle medicines, foreign criminals and con artists are defrauding and endangering Americans by selling and shipping counterfeit or deceptively-marketed GLP-1 drugs and active ingredients. Many sellers of these drugs advertise directly to consumers on social media, claiming that their products are an easier and more affordable way to obtain GLP-1 drugs.”
    Study Finds Most Websites Do Not Disclose GLP-1 Drugs Aren’t FDA-Approved

    “Federal law requires that advertising for drugs be ‘truthful, non-misleading and accurate.’ A recent peer-reviewed analysis… reviewed online sales advertising for compounded GLP-1 medications between July and September 20243. The findings of the analysis were disturbing. The authors of the study report that ‘most websites did not disclose that compounded GLP-1 RAS were not FDA approved, although some suggested these drugs were FDA approved. Many websites provided limited safety information and unauthorized efficacy claims. Some websites did not disclose that these medications were compounded or incorrectly referred to them as generic.’ More than a third of the sites failed to include precautions, warnings, or contraindications. Fourteen percent even failed to disclose adverse effects. Moreover, many of these sites employed aggressive and manipulative marketing tactics that closely resemble those used in unscrupulous supplement sales, including celebrity endorsements, discount countdown timers, and testimonial-heavy landing pages. Consumers are often directed through low-barrier ‘consultations’ that circumvent the more thorough medical evaluation such a prescription should require.”
    Manipulative Marketing Has Resulted in Severe Harm to Unsuspecting Consumers 

    “These illicit activities have already resulted in severe harm to unsuspecting users. To date, there have been over 900 adverse events associated with compounded versions of the two leading therapies in this class – trizepitide and semaglutide – including at least 17 deaths. These are not isolated incidents. What we are seeing is a growing commercial ecosystem that relies on the facade of legitimacy, all the while sidestepping appropriate regulatory oversight. Consumers seeking to improve their health are funneled through online evaluations and presented with products that may well pose genuine medical risks, all while being told they are receiving the same benefits as prescription medications that have passed FDA review.”

    The FTC Should Investigate These Marketing Practices

    “Traditionally the Federal Trade Commission (FTC) plays an important complementary role alongside the FDA in protecting consumers from false advertising practices related to drugs. Your authority is clear under Section 5 of the FTC Act. We urge the Commission to initiate a formal investigation into these advertising practices by companies marketing GLP-1 drugs-whether compounded, counterfeit, or otherwise misrepresented-and consider enforcement actions where warranted. We also encourage the FTC to work with the FDA to issue clear guidance regarding the marketing of compounded pharmaceuticals, particularly those marketed as substitutes for regulated medications. The risks to consumers are real and growing. As an elected representative of the people of Tennessee and the State’s chief legal officer, we know that deceptive marketing practices like these undermine consumer trust and put people at serious risk. Swift action will help protect public health and reaffirm the Commission’s role in ensuring ‘truthful, non-misleading and accurate’ advertising of sensitive products consumers are putting into their bodies.”

    WASHINGTON, D.C. – U.S. Senator Marsha Blackburn (R-Tenn.) and U.S. Representative Mark Harris (R-N.C.) introduced the National Education Association Charter Repeal Act to revoke the congressional charter of the nation’s largest teachers’ union and the only labor union with a federal charter:

    “Time and again, teachers’ unions have shown they’ll put their political agenda ahead of students’ needs,” said Senator Blackburn. “The National Education Association has made it crystal clear it’s a partisan organization, and it shouldn’t be rewarded with a federal charter that platforms woke gender ideology, antisemitism, and left-wing propaganda. Our students deserve better.”

    “Congress established the NEA in 1906 to support America’s teachers and strengthen our schools, but it has abandoned that mission in favor of a radical agenda,” said Representative Harris. “From branding President Trump a fascist to embracing divisive gender ideology and walking away from efforts to fight antisemitism, the NEA has become nothing more than a partisan advocacy group.     BACKGROUND
    Last week, the National Education Association (NEA) voted to fight against President “Trump’s embrace of fascism,” promote LGBTQ events in public schools, and sever all ties with the Anti-Defamation League. These latest examples of NEA’s blatant political bias, along with its recent promotion of hatred and antisemitism, are a clear departure from the organization’s intended purpose.
    The NEA has a long list of egregious violations of public trust:
    In the 2024 election cycle, 98 percent of NEA political donations went to Democrats. 
    In 2023, the NEA partnered with the Gay, Lesbian and Straight Education Network (GLSEN), who collaborated with the Target Corporation to promote an obscene, radical agenda in their stores.
    In July 2021, the NEA adopted measures to support critical race theory.
    The NEA stood in the way of reopening schools in 2020 and 2021 by threatening strikes and influencing CDC guidance process to make it harder for schools to reopen.

    THE NATIONAL EDUCATION ASSOCIATION CHARTER REPEAL ACT
    The National Education Association Charter Repeal Act would:
    Eliminate the congressional authorization of the NEA; and
    Formally remove Congress’ “seal of approval” and the suggestion that the government is responsible for the NEA’s operations.

    Senator Highlights Weekly Unmanned Cargo Flights Between Grand Forks & Cavalier, Secured Increased $100 Million Contract Ceiling for Project ULTRA
    EMERADO, N.D. – Senator John Hoeven today outlined two major milestones for Project ULTRA, which further solidify North Dakota’s leadership in unmanned aerial systems (UAS) and counter-UAS technology development:
    Project ULTRA has started conducting unmanned cargo flights between Grand Forks Air Force Base and Cavalier Space Force Station.
    Under this initiative, the project partners will fly unmanned aircraft carrying up to 25 pounds of cargo between the two military installations on a weekly basis for the next year.
    Importantly, this is the first such UAS operation on a military base flying through the national airspace (NAS) and without a chase plane.
    By conducting such operations on a routine basis, Project ULTRA is writing the playbook for similar UAS operations at bases across the country.

    Hoeven has secured an agreement in principle with the Department of Defense (DoD) to increase the contract ceiling for Project ULTRA to $100 million, up from $18 million.
    The higher funding ceiling creates the opportunity for all military services to connect with expertise in the private sector utilizing Project ULTRA.
    This will enable DoD to more cost-effectively and quickly develop the capabilities it needs, including counter-drone technology.

    All of Project ULTRA’s funding is made available through annual defense appropriations legislation, which Hoeven helps write as a member of the Senate Defense Appropriations Committee. These efforts are further bolstered by legislation Hoeven drafted authorizing the Air Force to conduct a pilot project that would use drones to resupply remote facilities that support nuclear missiles, like those in Minot. Hoeven’s legislation is included in the Senate’s Fiscal Year (FY) 2026 National Defense Authorization Act.
    “Today marks two major milestones for Project ULTRA – the beginning of weekly UAS cargo flights between two military bases and an increase of the initiative’s contract ceiling to $100 million,” said Senator Hoeven. “We’re leveraging this funding and the ecosystem we’ve been building in our state since 2005 to connect all of our military branches with even more private sector partners to realize a wide range of new capabilities, from innovative and efficient uses of UAS to protecting our military bases against threats from drones. That’s a big deal, because drone technology is front and center everywhere you look, whether in Ukraine and Russia, the Middle East, our military or the civilian sector.   • MIL-OSI United Nations: Humanitarians report more deaths, displacement and desperation in Gaza

    “Every day brings more preventable deaths, displacement and desperation,” the agency said in a humanitarian update.

    On Friday, Israeli authorities issued another displacement order, this time for parts of North Gaza.

    OCHA said it continues to receive deeply troubling reports of malnourished children and adults being admitted to hospitals with insufficient resources available to treat them.

    Fuel crisis deepens

    The energy crisis in Gaza is also deepening, despite the resumption of limited fuel imports as the quantities that are entering – while critical for continuity – “remain at lower levels than what we were previously able to extract from dwindling internal reserves, which have now been fully depleted”.

    The situation has forced solid waste collection to be paused in recent days, and additional wells have had to shut down, particularly in Deir Al-Balah.

    “While specific health services, including dialysis, have reduced or shut down, others could go on for a few more days before they too will have to go dark,” OCHA warned.

    “With every day that passes, people have less clean water and healthcare and more sewage flooding ground floors.”

    Since the limited entry of fuel entry supplies resumed on 9 July, the UN has managed to send just over 600,000 litres of diesel to Kerem Shalom. On Thursday,

    it was able to send 35,000 litres of much-needed benzene for the first time.

    OCHA said these volumes are limited because Israel has allowed only 14 trucks over the past week. 

    The agency stressed that to maintain lifesaving operations, hundreds of thousands of litres of fuel are needed every day. The limited fuel currently entering is primarily allocated to health, water and communications services as well as to power vehicles.

    Humanitarian movements curtailed

    Humanitarian movements inside Gaza also continue to be restricted.

    On Thursday, seven out of 13 attempts to coordinate the movement of aid workers and supplies with the Israeli authorities were facilitated.

    Teams were able to retrieve some fuel, collect some water, relocate generators, provide supplies related to hygiene and sanitation and transfer much-needed medical supplies.

    The six remaining attempts were either outright denied or approved initially, but then faced obstacles on the ground.

    End international media ban

    Meanwhile, the head of the UN Palestine refugee agency UNRWA called on Friday for the ban on international media entering Gaza to be lifted.

    “650 days of atrocities against civilians with no international media allowed in,” Philippe Lazzarini wrote in social media post, adding that over 200 Palestinian journalists have been killed during this time.

    “Media ban fuels dis-information campaigns questioning first-hand data and accounts from eyewitnesses and international humanitarian organizations,” he said.

  • MIL-OSI United Nations: World News in Brief: Violence in Haiti, rising insecurity in DR Congo, expert panel on nuclear war

    Displaced Haitians are dispersed among the 250 active displacement sites across the country, most of which are informal. Just over a fifth of these sites are managed by humanitarian organizations, meaning that many are living in precarious conditions.  

    In June alone, more than 200 alerts were reported across displacement sites, over 80 per cent of which were related to essential needs such as lack of water, food, shelter or healthcare.

    OCHA noted that nearly 1.3 million people are now internally displaced in Haiti, the highest number ever recorded in the country due to violence.

    Constrained UN response

    The UN and partners have supported more than 113,000 displaced Haitians this year, providing essential services such as water, shelter, sanitation and healthcare.

    The humanitarian response is severely constrained by limited funding and persistent insecurity, hampering humanitarian access to the most affected areas and delaying the delivery of aid. 

    Despite the challenges, the agency continues to work closely with Haitian authorities and humanitarian partners to coordinate relief efforts and mobilise additional resources to support displaced communities. 

    DR Congo: Ongoing violence in the east drives displacement, impedes aid delivery

    Ongoing violence in North and South Kivu provinces in the eastern Democratic Republic of the Congo (DRC) continues to claim the lives of civilians and to trigger new displacement. 

    In North Kivu, UN partners on the ground in Rutshuru and Lubero territories reported that fighting between M23 and other armed groups was ongoing until Tuesday, resulting in eight civilian deaths and 42,500 displaced people as of earlier this week. 

    Since early July, heavy clashes between M23 and other armed groups in South Kivu have also persisted, as local partners said the fighting has displaced at least 37,000 people from their homes. 

    Aid access restrictions 

    The surge in violence is making it harder for humanitarians to deliver assistance to vulnerable communities. 

    While partners and teams on the ground are doing their best to maintain services for those affected, access restrictions and severe funding shortages pose significant obstacles. 

    A humanitarian convoy coordinated by OCHA along the road between the provincial capital Bukavu and the city of Uvira, primarily planned for this Friday, has been postponed due to a lack of security guarantees on that route. 

    Many UN partners on the ground are forced to scale back their operations, disrupting essential services for those in need. 

    OCHA called on the international community to take urgent action to address these severe funding gaps and avert a humanitarian tragedy. 

    New panel to examine the effects of a nuclear war

    The UN Secretary-General has appointed an independent scientific panel of 21 experts to examine the physical and societal consequences of a nuclear war on a local, regional and planetary scale in the days, weeks and decades following such an event.

    The creation of the panel, mandated by a General Assembly resolution, comes at a time when nuclear guardrails are being eroded and “the risk of nuclear war is higher than at any point since the depths of the Cold War,” UN deputy spokesperson Farhan Haq said on Friday during the daily media briefing from Headquarters in New York. 

    The panelists will seek input from a wide range of stakeholders – including international and regional organizations, the International Committee of the Red Cross (ICRC), civil society and affected communities. 

    Members will hold their first meeting in September and will submit a final report to the General Assembly in 2027.

  • MIL-OSI USA: Oregon State Treasury Announces Hiring of New Director of Private Market Investments

    he Oregon State Treasury announced today the hiring of Tad Fergusson, CFA, as Director of Private Market investments. Fergusson will start at Treasury in his new role on July 28.

    Fergusson joins Treasury with nearly three decades of experience in institutional investing and portfolio management. In his position, he will play a key leadership role in overseeing Oregon’s private markets investments on behalf of the Oregon Public Employees Retirement Fund (OPERF) and other state trust funds.

    Oregon State Treasurer Elizabeth Steiner said, “Private market investments are an important part of Oregon’s portfolio. Tad brings his experience and expertise to Treasury at a time when global economic uncertainty makes our investment decisions more complex.     Prior to joining Treasury, Fergusson has served as Managing Principal at Meketa Investment Group since 2019, where he advised some of the largest public pension plans in the country across private equity, private credit, and real assets. Previously, he spent more than two decades at Pension Consulting Alliance, leading private equity consulting efforts and guiding strategy for major public pension plans. Fergusson holds an MBA and a bachelor’s degree in economics from the University of Oregon and is a Chartered Financial Analyst.

    OAKLAND — California Attorney General Rob Bonta today released a report finding that firearm microstamping technology is technologically viable when imprinting a unique microscopic array of characters, referred to as a microstamp, on spent cartridge cases discharged by a firearm into which a microstamped firing pin has been installed. This report follows recent amendments to the Unsafe Handgun Act, including requiring that new semiautomatic pistols must have microstamping capabilities that allow law enforcement to trace a shell casing to the pistol that fired it. The California Department of Justice’s (DOJ) investigation found that microstamping components installed in semiautomatic pistols regularly produce microstamps on spent cartridge cases discharged by these firearms, including after sustained or repeat firing. The investigation was led by DOJ’s Bureau of Forensic Services, performed in consultation with relevant legal and subject matter experts, and included input from stakeholders, who were invited to provide written comments relevant to DOJ’s technological viability investigation.

    “My office’s investigation into the technological viability of microstamping components has found that this technology is viable,” said Attorney General Bonta. “Microstamping technology could help law enforcement match cartridges found at crime scenes directly to the firearms they came from. Today, my office released a report outlining the findings of our investigation in an effort to provide appropriate transparency as to the basis of our determination.”

    Microstamping technology causes a firearm to imprint a unique microscopic code onto ammunition cartridge cases when a firearm is fired that identifies the firearm’s make, model, and serial number, helping law enforcement match cartridges found at crime scenes directly to the firearms they came from.  

    In 2023, California Governor Gavin Newsom signed Senate Bill 452, authored by Senator Catherine Blakespear (D-Encinitas), which amended California’s Unsafe Handgun Act and added separate Penal Code provisions that adopted new requirements concerning microstamping components in semiautomatic pistols sold or transferred in the state. California Penal Code section 27532 required DOJ to investigate the technological viability of microstamping components. Beginning January 1st, 2028, the Unsafe Handgun Act will mandate that all semiautomatic handguns sold by licensed dealers must be verified as microstamping enabled. 

    In the report, DOJ outlines the findings of the investigation, including:

    • Engraved firing pins consistently leave legible microstamps on spent cartridge cases.
    • In many tested firearms and ammunition types, microstamping components can reliably imprint all data needed to identify the firearm. 
    • Even incomplete microstamps can yield useful leads for solving and prosecuting gun crimes.
    • Using partial microstamps is equivalent to using partial fingerprints, license plates, or firearm serial numbers as investigative leads. 

    This fall, DOJ will work to provide written guidance on performance standards for entities engaged in the business of producing microstamping components. Starting early next year, DOJ will start accepting applications for licensure of entities to engage in the business of producing microstamping components that meet these performance standards.
