  • MIL-Evening Report: Argentina’s president is vowing to repeal ‘woke’ femicide law. It could have ripple effects across Latin America

    In a major setback in the fight against gender-based violence, Argentinian President Javier Milei’s government has announced it will repeal the crime of femicide from the penal code.

    In a speech at the World Economic Forum in Davos last week, Milei dismissed femicide laws as a product of “woke” culture and called “radical feminism” a distortion of the concept of equality.

    Repealing the law could have a ripple effect across the region, encouraging other countries to weaken their legal protections. This would be devastating for women and girls across Latin America.

    Efforts to end violence against women and girls must remain a priority — in Argentina and around the world.

    In 2023 alone, an estimated 85,000 women and girls were intentionally killed worldwide. Of these, 60% were murdered by an intimate partner or family members.

    This equates to one woman or girl killed every ten minutes at the hands of someone they know and likely trusted.

    Why femicide laws are important

    Femicide is broadly defined as the gender-based killing of women or girls, typically due to misogyny, discrimination or intimate partner violence. It differs from other homicides due to its roots in systemic gender inequality and the intent to exert control or punishment over women.

    At least 18 of the 33 countries in Latin America and the Caribbean have adopted femicide laws since 2007.

    Before these laws were enacted, the killing of women and girls were treated under the broad category of homicide in many of these countries, with a focus on intent rather than the gendered nature of the crime.

    These broader laws fail to recognise how inequality, abuse and power dynamics often fuel violence against women. They often render patterns of abuse invisible.

    Femicide laws sought to change that. They explicitly recognise when women are killed because of their gender and acknowledge these crimes as part of a broader pattern of violence rooted in inequality.

    These laws have often been introduced in response to public outrage following the killing of women and an acknowledgement of widespread inaction by authorities.

    This has been seen a vital step toward justice, particularly in a region where violence against women has long been treated with relative impunity.

    What countries have a femicide law?

    The laws vary significantly across Latin America.

    In Chile, for example, femicide applies to killings by a current or former partner.

    In Costa Rica, it is similarly limited to only include killings involving a victim and perpetrator who are married or related by common law.

    Ecuador, by contrast, defines femicide more broadly, focusing on power dynamics and the gendered nature of the crime, regardless of the relationship between the victim and perpetrator.

    In Argentina, femicide is an aggravated form of homicide, defined as a murder committed by a man against a woman in the context of gender-based violence.

    Countries beyond Latin America have been slower to adopt specific femicide laws, despite advocacy efforts for them to follow suit. In recent years, Croatia, Malta and Cyprus have all introduced specific femicide laws.

    The effectiveness of femicide laws continues to be the subject of debate. There have been few comprehensive evaluations of their impact.

    A 2024 report on Mexico’s femicide law highlighted that legislation alone will not prevent gender-related killings.

    The report also noted that, in practice, femicide laws often focus predominantly on killings committed by intimate partners or family members. While this focus is critical, it has inadvertently led to the under-reporting and invisibility of femicides occurring in other contexts.

    These include the killing of older women and deaths linked to female genital mutilation and organised crime. The killing of Indigenous women also continues to be unreported and under-investigated.

    Such recognised limits do not support the repeal of femicide laws but rather underline the need for more effective implementation and embedding of these laws in society.

    The benefit of femicide laws

    While challenges remain in implementation and enforcement, femicide laws have brought critical change in countries where violence against women has long been ignored. By explicitly acknowledging gender, power and control as a factor in these killings, the laws send a powerful message this violence requires targeted solutions.

    In several countries, for example, the introduction of femicide laws has led to the creation of specialised police units, judicial training programs and harsher penalties for these acts of violence.

    Femicide laws have also improved data collection. With these laws in place, governments can better understand the scope of the issue and direct resources towards evidence-based prevention, early intervention and response mechanisms.

    Without such laws, these crimes are not tracked or are misclassified.

    Beyond the legal and systemic benefits, femicide laws have driven cultural change and public awareness. They have elevated the discourse on gender-related killings and reinforced the urgent need for systemic change to protect women and girls.

    A step backward

    Repealing Argentina’s femicide law would risk undoing years of progress. It would make these crimes less visible and send a message that tackling the crisis of violence against women and girls is not a priority. This can have a direct impact on dissuading victims from seeking justice and emboldening perpetrators.

    Femicide laws represent more than legal protections. They are a commitment to accountability in societies where women’s lives have too often been disregarded.

    This is not “woke”. It is a matter of justice, safety and human rights.

    Trail bikes seized during targeted Launceston operation

    Thursday, 30 January 2025 – 12:50 pm.

    Police seized two trail bikes and intercepted five riders during a targeted operation in Launceston yesterday.
    A 15 year old was arrested and charged and a second 15 year old will be proceeded against under the provisions of the Youth Justices Act – both are facing charges of aggravated evade, unlicensed driving, reckless driving, and riding an unregistered vehicle.
    Their bikes have been seized for a period of six months.
    A 14 year old will receive a formal caution for riding offences, and a 10 year old and 11 year old will be proceeded against for noise and riding offences.

  • MIL-OSI New Zealand: Ministers welcome Kāinga Ora’s revised approach to wool carpets

    Housing Minister Chris Bishop and Associate Agriculture Minister Mark Patterson have welcomed Kāinga Ora’s decision to re-open its tender for carpets to allow wool carpet suppliers to bid.

    “In 2024 Kāinga Ora issued requests for tender (RFTs) seeking bids from suppliers to carpet their properties,” Mr Bishop says.

    “As part of this process, Kāinga Ora specifically excluded woollen carpets from the tender’s scope. While they did so in an effort to be fiscally responsible, unfortunately this meant that suppliers of carpets using New Zealand wool did not have the opportunity to put their best foot forward as a cost-effective option. 

    “Although flooring choices for Kāinga Ora properties are operational decisions for the agency, I was disappointed to see woollen carpets ruled out unequivocally. The coalition Government is proudly pro-wool. It’s a fantastic fibre, and we support our wool farmers. 

    “I welcome Kāinga Ora’s decision to go back out to market to seek bids from all carpet suppliers, including woollen carpets. While it remains essential that Kāinga Ora delivers homes as cost-effectively as possible, it’s only fair that wool products are given the chance to compete for government contracts on an equal footing with nylon carpet suppliers.

    “There is a commitment under the National-New Zealand First coalition agreement to direct government agencies to prefer wool where practical and appropriate. The Government is currently working through the finer details of this and once decisions have been made there will be more to say.”

    “I welcome Kāinga Ora’s decision to change its tender approach. This is a great step toward ensuring wool, a sustainable and high-quality product, is given the fair consideration it deserves. It creates a level playing field, supports the wool industry and honours the coalition agreement,” Mr Patterson says.

    “We encourage suppliers of wool carpets to consider participating in Kāinga Ora’s tender process.”

  • MIL-OSI Security: 3d LAAB’s Inaugural MADIS Live-Fire

    U.S. Marines with 3d Marine Littoral Regiment, 3d Marine Division, conducted a counter unmanned aerial system live-fire training event utilizing the Marine Air Defense Integrated System – a ground-based air defense capability, on January 25, 2025, to commemorate the addition of the MADIS and the months of operational testing and evaluation required to field this new weapon system.

    Lt. Col. Matthew E. Sladek, Commanding Officer, 3d Littoral Anti-Air Battalion, stated, “The fielding of the Marine Air Defense Integrated System to the Marines of 3d Littoral Anti-Air Battalion is the culmination of years of tireless work from government and industry teammates across the country. The delivery of the critical capabilities the system provides to 3d Littoral Anti-Air Battalion and by extension 3d Marine Littoral Regiment, makes the stand-in-force more survivable and lethal in the conduct of contested littoral operations against emerging aerial threats. As a career Low Altitude Air Defender Marine, it is truly amazing to have watched the Marine Air Defense Integrated System transition from an idea to a capability and with it, the modernization of Marine Corps short range air defense capabilities. Now the real work begins.”

    The MADIS is operated by the Marines of 3d LAAB’s Ground-Based Air Defense Battery. Giving low-altitude air defense Marines the ability to detect, track, identify, and engage various unmanned aerial systems with various missiles, air-to-air launchers, chain guns, machine guns, and simulated munitions – all of which are part of the MADIS weapon system.

    The MADIS live-fire event marked the first time this weapon system has been fired on a Hawaiian island since it’s fielding in December. Attendees were able ask questions to commanders and subject matter experts about the fielding process and the operational value of the system. Training with the MADIS reinforces the Marine Corps’ threat-informed, concept-based approach to Force Design and modernization, and 3d MLR’s support to allies and partners in the Indo-Pacific region.

    Col. John G. Lehane, Commanding Officer, 3d MLR, emphasized the importance of the MADIS capability, stating, “Fielding of MADIS to the 3d Marine Littoral Regiment enhances our collective lethality, and provides remarkable tactical flexibility given them system’s reach, range and mobility. We are really excited to have this capability added to our already robust ability to coordinate air and missile defense actions, as it adds an organic layer to defeat a would-be adversary’s ability to attack our formations.”

    The addition of the MADIS – a highly mobile, short-range, surface-to-air defense weapon – provides 3d MLR an enhanced air and missile defense capability. A key component of the Marine Corps’ Force Design initiative, the mobile MADIS weapons system increases 3d MLR’s tactical flexibility by extending the range of the airspace which 3d MLR is able to sense and defend without support from the Joint Force.

    3d Marine Littoral Regiment is a dedicated U.S. Marine Corps unit specializing in amphibious and littoral warfare operations.   • MIL-OSI Security: Arctic Angels Rehearse MEDEVAC Operations Ahead of JPMRC 25-02

    FORT GREELY, Alaska  –  

    In the frigid early morning on the Alaskan frontier, the 25th Brigade Support Battalion, 1st Infantry Brigade Combat Team, and the 1-52nd General Support Aviation Battalion, Arctic Aviation Command, both of the 11th Airborne Division, conducted a medical evacuation rehearsal ahead of Joint Pacific Multinational Readiness Center 25-02, near Delta Junction, Alaska, Jan. 18, 2025.

    The MEDEVAC rehearsal comes only days before the start of JPMRC 25-02, the Army’s newest Combat Training Center, focusing on Large Scale Combat Operations in remote and extreme Arctic winter conditions, where the ability to reach and treat casualties is key.

    “Rehearsal is very important,” said 2nd Lt. Allen Sanchez, a platoon leader assigned to Charlie Company, 25th Brigade Support Battalion, 1st Infantry Brigade Combat Team, 11th Airborne Division. “We have to practice our skills because, at the end of the day, we have to be prepared for things that may change in real-life situations.”

    The Donnelly Training Area and its extreme cold temperatures, high winds and ever-changing conditions presents challenges, but learning to operate in that environment is vital for building soldiers that live up to the division’s motto: Arctic tough.

    “This rehearsal is essential because we are in an Arctic environment, where resources are limited,” said Spc. Brandon Martinez Segura, a combat medic assigned to Charlie Company, 25th BSB, 1st IBCT, 11th Airborne Division. “So we need to practice getting all casualties out of this environment and to safety.”

    With mere hours of daylight during the winter months, rehearsing in darkness is nearly unavoidable, but is critical to ensuring combat medics are prepared to treat any injury, no matter the conditions.

    “It is crucial that we practice how to properly aid a patient in the cover of night; we hope to gain experience and learn from our mistakes,” Sanchez said.

    WASHINGTON, D.C. –  Today, U.S. Senators Cory Booker (D-NJ) and John Boozman (R-AR) introduced legislation to expand insurance coverage for prostate cancer screenings. The bipartisan Prostate-Specific Antigen (PSA) Screening for High-risk Insured Men (HIM) Act would require private health insurance plans to cover preventive prostate cancer screenings without imposing any cost-sharing requirements for men who are at high risk of developing prostate cancer. 
    “Prostate cancer is the second leading cause of cancer deaths in men in the United States, with Black men being disproportionately impacted and over twice as likely to die following a diagnosis,” said Senator Booker. “I am proud to introduce this bipartisan legislation that will increase affordability and access to lifesaving screening services, help men detect the disease early, and save lives.”
    “Like so many others, my family has experienced the impact of this disease. Since we know early detection leads to better health outcomes, making access to screening easier can help save lives. I’m proud to work in a bipartisan way to expand prostate cancer detection and early intervention, particularly for at-risk men,” said Senator Boozman.
    Prostate cancer affects 1 in 8 American men in their lifetime and disproportionately affects African American men with 1 in 6 being diagnosed. Individuals who have at least one close family member diagnosed with the disease are at least twice as likely to be diagnosed themselves.
    Currently, the Prostate-Specific Antigen test is the most effective tool for detection. When detected in early stage, it is almost 100 percent survivable.
    “The PSA Screening for HIM Act is a crucial step toward removing financial barriers to life-saving prostate cancer screenings,” said chair of the American Urological Association’s Public Policy Council Mark Edney, MD. “By ensuring high-risk groups can access PSA testing without cost-sharing, this legislation will save countless lives through earlier detection, where survival rates are nearly 100 percent, compared to later stages where survival rates are around 30 percent.”
    “The introduction of the PSA for HIM Act represents a critical step forward in protecting men’s health and saving lives through early detection. At ZERO Prostate Cancer, we know that access to prostate cancer screening is fundamental in the fight against prostate cancer, particularly for those at highest risk,” said ZERO Prostate Cancer CEO Courtney Bugler.
    “The PSA Screening for HIM Act would eliminate a significant hurdle that keeps far too many at high risk for prostate cancer from getting tested for the disease,” said Dr. Wayne A.I.   • MIL-OSI Canada: Province pays tribute to Lieutenant Governor Janet Austin

    Premier David Eby praised Lieutenant Governor Janet Austin, OBC, for her service to the people and the Province of British Columbia over the past six years and nine months.

    “I thank Her Honour for her hard work on all our behalf,” said Premier David Eby. “She has been a steady and trusted hand through turbulent times, including a global pandemic and the passing of a beloved monarch. All British Columbians have benefited from her dedication.”

    Her Honour’s legacy includes the introduction of the Lieutenant Governor’s British Columbia Journalism Fellowship, which promotes democracy through a thriving journalism community.

    As well as fulfilling her essential constitutional role as vice-regal representative, she has also granted patronage and supported more than 100 worthy organizations. Such patronage reflects the Crown’s role as the source of the highest honours and awards granted by our society.

    Her Honour named reconciliation as one of the key priorities of her mandate. Her commitment included promoting awareness of this ongoing process. She took lessons in SENĆOŦEN, the language of the W̱SÁNEĆ people of southern Vancouver Island. She did so as a sign of respect and as a way to champion the revitalization of Indigenous language and culture, which her colonial predecessors had once sought to extinguish.

    In a ceremony in the Hall of Honour in the Parliament Buildings, Premier Eby announced the Province is making a $5,000 donation to the Lieutenant Governor’s B.C. Journalism Fellowship in gratitude for her service. Her Honour was also presented a pair of binoculars and two birdwatching books. The Vice-Regal Consort, His Honour Ashley Chester, also received gifts.

    Premier Eby also bestowed a certificate declaring Jan. 29 to be Vice-Regal Canine Consort Day in honour of MacDuff. Their Honours received a leash and collar featuring the official British Columbia tartan, a gift for their beloved, 14-year-old West Highland white terrier. The colourful patterned cloth includes green for the forests, blue for the ocean, red for the maple leaf, white for the Pacific dogwood, which is the province’s official flower, as well as gold to represent the sun and the Crown.

    Sony, an official technology partner of the NFL, will have more technology than ever capturing this year’s Super Bowl LIX between the Kansas City Chiefs and the Philadelphia Eagles on February 9th in New Orleans, Louisiana.

    In total, more than 240 Sony Cameras will be in and around the Caesars Superdome covering your favorite plays, replays, interviews, and celebrations – enhancing the fan engagement experience for the crowd on-site as well as the billions around the world that will watch the game and consume Super Bowl content after it is over. These cameras range from Sony’s professional broadcast models used by FOX Sports, the official broadcaster, to the various Alpha interchangeable lens cameras and E-mount lenses including G Master that The Associated Press and other sideline photographers will be using to create timeless Super Bowl imagery.

    “The Super Bowl is not just the biggest game of the year, it is also the biggest production,” says Michael Davies, FOX Sports EVP Field Operations. “Our job is to tell the story of the game, capturing the energy within the stadium and keeping billions of viewers engaged, and Sony is a key tool in reaching that goal.”

    Sony’s professional broadcast cameras have covered football’s biggest game for over a decade. This year FOX Sports, together with the production company Game Creek Video will deploy more than 100 cameras on-site for pre-game, in-game and post-game action as well as additional studio shows. FOX will also have Sony BVM reference level monitors on-site used for color gradation to bring the most accurate imagery to fans around the world.

    Sony’s cameras will be positioned in each end zone, along both sidelines and in multiple positions throughout the stadium including the “SkyCam” over the field. There will be 14 Sony cameras specifically handling content for streaming.

    At Super Bowl LIX, in addition to all the broadcast and production cameras, FOX Sports will use Sony’s HawkREPLAY systems, a remote production and instant replay broadcast solution, to support the overall broadcast experience, and additional Hawk-Eye technology will also be supporting in-game officiating and replay services, as well as the overall production.

    On the photography side, Sony has been the exclusive imaging products and support provider for The Associated Press – the definitive source for NFL imagery – since 2020. In total, AP will have 14 photographers and 9 editors on-site at the Super Bowl using Sony equipment to capture and share incredible imagery of the league’s most defining moments. NFL’s in-house photography team “NFL Focus” will also be using a variety of Sony Alpha cameras and lenses to cover the game as well.     Both the Associated Press and the NFL in-house photography are also planning to utilize Sony’s PDT-FP1 transmitter device on-site to deliver photos + videos directly from camera to editors in real-time, streamlining their workflow and resulting in the fastest possible distribution to the public.

    Each year the size and scope of the Super Bowl Halftime Show gets larger, including its production elements. For the fifth year in a row, the Funicular Goats will technically produce the Halftime Show and for the fourth straight year, the Goats are choosing the Sony VENICE 2 as their main camera alongside the Sony VENICE Extension System and the Sony BURANO for a total of 14 cameras.

  • MIL-OSI Australia: Better urban precincts for a growing Adelaide

    The Albanese Government is supporting the growth and development of Adelaide, investing $33 million in two new urban projects that will boost tourism and assist local amenity. 

    The two projects are funded under the Government’s urban Precincts and Partnerships Program (uPPP) which provides transformative investment in urban precincts that grow economies and support local communities. 

    Over $26 million will go towards the construction of a new Family Health and Wellbeing Hub in Elizabeth Vale to support residents of Adelaide’s northern suburbs. 

    The Hub will feature community spaces, education and health services, and short-term residential accommodation for new mothers.

     Led by the Women’s & Children’s Hospital Foundation Inc., the project is a community partnership supported by the City of Playford, Flinders University, and the South Australian Government. 

    Almost $7 million will go towards a new arts and culture facility in Glenside to revitalise the south Adelaide precinct for visitors and locals alike.

    Allens has advised the Queensland Investment Corporation (QIC) Real Estate team and QIC’s inhouse legal team on QIC’s circa $900 million sale of Westpoint Shopping Centre in Blacktown, New South Wales, the largest individual retail asset transaction in Australian history.

    Australian property investor Haben and US investment manager Hines have partnered to acquire the shopping centre and neighbouring Kmart centre.

    At the time of opening in 1973, the complex was one of the biggest in Sydney’s west and now features approximately 104,000 square metres of core retail space, 270 retail stores, co-working facilities and 4378 parking spaces. QIC held the asset for 34 years.

  • MIL-OSI Security: U.S. Attorney’s Office Collects $18,932,200 in Civil and Criminal Actions in FY 2024

    SAN DIEGO – U.S. Attorney Tara McGrath announced today that the Southern District of California collected $18,932,200 in criminal and civil actions in Fiscal Year (FY) 2024. Of this amount, the office collected $7,364,438 in criminal actions and $11,567,761 in civil actions.

    The Southern District of California also worked with other U.S. Attorneys’ Offices and components of the Department of Justice to collect an additional $22,465,562 in cases pursued jointly. Of this amount, the offices collected $2,714.08 in criminal actions and $22,462,848 in civil actions.   

    “When a crime leads to financial ruin, we are committed to helping victims recover and rebuild their lives,” said U.S. Attorney Tara McGrath. “Over the past year, the U.S. Attorney’s Office collaborated with investigators to streamline the process for victims to recover lost funds, prioritizing swift and meaningful restitution.”

    The U.S. Attorneys’ Offices, along with the department’s litigating divisions, are responsible for enforcing and collecting civil and criminal debts owed to the U.S. and criminal debts owed to federal crime victims. The law requires defendants pay restitution to victims of certain federal crimes who have suffered a physical injury or financial loss. While restitution is paid to the victim, criminal fines and felony assessments are paid to the department’s Crime Victims Fund, which distributes the funds to federal and state victim compensation and victim assistance programs.

    Additionally, the U.S. Attorney’s Office for the Southern District of California, working with partner agencies and divisions, collected$69,911,795 in asset forfeiture actions in FY 2024. Forfeited assets deposited into the Department of Justice Assets Forfeiture Fund are used to restore funds to crime victims and for a variety of law enforcement purposes.

    The FDA Modernization Act 3.0 is a bipartisan effort to reduce unnecessary animal testing while advancing scientific innovation. By fully implementing FDAMA 2.0, drug development can be both more humane and more efficient, ultimately leading to faster and more reliable treatments for patients. An astonishing 90-95% of drugs that pass animal tests go on to fail in human clinical trials, wasting precious time for patients. 
    “It’s been over two years since Congress ended the statutory mandate that investigational new drugs (INDs) undergo mandatory animal testing before human clinical trials,” said Senator Booker. “We cannot allow the FDA to continue to delay on implementing this critical law.     In 2022, FDAMA 2.0 was signed into law by President Biden. This law removed the longstanding requirement under the Federal Food, Drug, and Cosmetic Act (FDCA) that investigational new drugs (INDs) undergo mandatory animal testing before human clinical trials. Instead, the law provided FDA and drug developers the option to use advanced, non-animal methods such as cell-based assays, organ chips, computer modeling, and bioprinting. 
    Despite FDAMA 2.0 being enacted into law over two years ago, the FDA has yet to update its regulations to conform with the law, leaving numerous FDA regulations that continue to require animal testing. The FDA Modernization Act 3.0 seeks to resolve this by mandating the FDA to update its regulations within twelve months of the bill’s enactment. It also includes a technical correction to the statute by addressing a duplicated section heading.

  • MIL-OSI USA: PSI Chairman Johnson Subpoenas HHS for Records on COVID-19 Vaccine Safety; Dr. Fauci’s Communications

    WASHINGTON – Today, U.S. Sen. Ron Johnson (R-Wis.) announced that on Jan. 28, 2025 he issued his first subpoena as chairman of the Permanent Subcommittee on Investigations to the Department of Health and Human Services (HHS) for records relating to COVID-19 vaccine safety data and communications about the COVID-19 pandemic, including a subset of Dr. Anthony Fauci’s emails. The announcement came during Robert F. Kennedy, Jr.’s confirmation hearing before the Senate Finance Committee.
    Sen. Johnson’s subpoena to HHS is a culmination of a multi-year fight to overcome the obstruction of the Biden administration to get unredacted records and data about the COVID-19 pandemic and the safety and efficacy of the COVID-19 vaccines. For years, Biden officials at HHS and its subcomponent agencies withheld crucial health information from Sen. Johnson and the public. Many of Sen. Johnson’s more than 70 oversight letters to the Biden administration were either completely ignored or inadequately addressed. Now, having recently been named chairman of PSI, Sen. Johnson has the authority to issue subpoenas.
    Sen. Johnson stated, “In the waning days of the Biden administration and after years of obstructing my oversight efforts, I warned HHS officials that when I become chairman of the Permanent Subcommittee on Investigations, I will subpoena records and data on the COVID-19 pandemic that have been inappropriately withheld from Congress and the American people for far too long. 
    “Just days after being named chairman of the Subcommittee, I have kept my word.  
    “Yesterday, I subpoenaed HHS for documents on the government’s response to the COVID-19 pandemic—including a subset of Dr. Fauci’s emails—and the development and safety of the COVID-19 vaccines. Many of these records should have been turned over to me years ago, but the Biden administration opted to keep Congress and the public in the dark.
    “I look forward to HHS’s full compliance with the subpoena.”

    Sen. Johnson’s subpoena requires HHS to produce:
    Previously withheld or heavily redacted communications about the pandemic, including Dr. Anthony Fauci’s emails, including but not limited to the approximately 50 pages of his emails that have been withheld from my office since September 2021;
    Safety surveillance data on the COVID-19 vaccines including proportional reporting ratios and empirical Bayesian data mining;
    Unredacted records previously released through Freedom of Information Act requests regarding the government’s awareness of myocarditis and pericarditis cases in post-vaccinated individuals;
    Data and records relating to COVID-19 vaccine lots associated with higher rates of adverse events;
    Order forms and receipts showing government researchers purchasing DNA sequences from a biotechnology company; and
    All communications relating to HHS’s receipt of and response (or lack thereof) to my oversight letters between January 2021 and the present. 
    HHS is required to comply with the subpoena by Feb. 18, 2025.

    WASHINGTON, DC—This week, after Secretary of Defense Pete Hegseth revoked the security detail for retired General Mark Milley, the Chairman of the Joint Chiefs of Staff from 2019-2023, and initiated a series of punitive actions against him, U.S. Senator Jack Reed (D-RI), the Ranking Member of the Senate Armed Services Committee, issued the following statement:
    “General Milley and other former Trump Administration officials continue to face credible, deadly threats from Iran because they carried out President Trump’s order to kill Iranian General Soleimani. It is unconscionable and recklessly negligent for President Trump and Secretary Hegseth to revoke General Milley’s security detail for their own political satisfaction. The Administration has placed Milley and his family in grave danger, and they have an obligation to immediately restore his federal protection.

    The Director of National Intelligence’s most recent unclassified annual threat assessment includes the following finding: Iran seeks to target former and current U.S. officials as retaliation for the killing of Islamic Revolutionary Guard Corps (IRGC)-Qods Force Commander Qasem Soleimani in January 2020, and previously has attempted to conduct lethal operations in the United States.

    Senator Reed will continue serving on four ‘A’ committees: Armed Services; Appropriations; Banking, Housing, and Urban Affairs; and the Select Committee on Intelligence.  These assignments include two of the three ‘Super A’ Committees: Armed Services and Appropriations.

    ARMED SERVICES COMMITTEE
    Senator Reed is the Ranking Member of the powerful Senate Armed Services Committee, which is responsible for overseeing the U.S. Department of Defense (DOD), military services operating across the domains of land, sea, air, cyberspace, and space, and all DOD agencies, including their budgets and policies, and national security aspects of nuclear energy.  Each year, SASC is tasked with producing and passing the National Defense Authorization Act (NDAA).
    In 2024, under Reed’s leadership as SASC Chairman, Congress passed the fiscal year 2025 National Defense Authorization Act (NDAA), which authorized $883.7 billion for the U.S. Department of Defense (DOD) and the national security programs of the U.S. Department of Energy.  The NDAA offers a blueprint to equip, supply, and train U.S. forces; provide for military families; and strengthen oversight of the Defense Department and military programs. The defense industry is a high-tech sector that contributes to Rhode Island’s economic growth, generates good-paying jobs, and has been a resilient segment of the state’s economy. According to the latest Rhode Island data, the defense industry generated over $4.3 billion in annual economic impact for Rhode Island and a total employment share of 6.2 percent of the state’s workforce.
    In addition to his leadership on the Armed Services Committee, Reed is also a member of the Appropriations Subcommittee on Defense, which provides him with additional oversight responsibilities in determining how defense dollars are spent.
    APPROPRIATIONS COMMITTEE
    Senator Reed will continue to serve as Rhode Island’s only member of the powerful Appropriations Committee, which controls the funding of the federal government.
    Senator Reed is the third most senior Democrat on the Appropriations Committee.  He works tirelessly to direct federal funding to the Ocean State to create jobs, strengthen infrastructure, and support economic and community development initiatives.
    Senator Reed will give up his leadership post on the Subcommittee on the Legislative Branch in order to help lead the Financial Services and General Government Subcommittee. 
    The FSGG subcommittee drafts the spending plan and oversees annual funding for financial-related agencies including the U.S. Department of Treasury; the Securities and Exchange Commission (SEC); and the Internal Revenue Service (IRS).  It is responsible for funding the Executive Office of the President and federal election security initiatives.  The panel also has jurisdiction over two dozen key agencies and programs that have a direct impact on Rhode Island, including:

    – The Federal Communications Commission (FCC), which has jurisdiction over telecommunications and broadband matters.
    – The Office of National Drug Control Policy (ONDCP), which provides funding for High Intensity Drug Trafficking Areas nationwide and to Rhode Island.
    – The Federal Election Commission (FEC), with has jurisdiction over federal campaign finance laws.
    – The General Services Administration (GSA), which manages federal properties in Rhode Island and nationwide.
    – The Community Development Financial Institutions (CDFI) Fund which provides hundreds of millions annually to generate economic growth in local communities and provide access to credit and technical assistance to underserved areas.
    Additionally, Senator Reed will serve on five other Appropriations Subcommittees: Commerce, Justice, Science, and Related Agencies (CJS); Defense; Labor, Health and Human Services, Education, and Related Agencies (Labor-H); Military Construction, Veterans Affairs, and Related Agencies (MilCon-VA); and Transportation, Housing, and Urban Development (THUD).
    BANKING, HOUSING & URBAN AFFAIRS
    A champion of affordable housing, consumer protection, and mass-transit, Senator Reed will continue serving as a key member of the Banking, Housing & Urban Affairs Committee, which has broad oversight over our nation’s financial institutions, capital markets, consumer finance, monetary policy, and housing and mass-transit programs. 
    Senator Reed is the most senior Democratic member of the panel, but Senate rules dictate that members may only serve atop one full committee at a time.
    Senator Reed has used his Banking Committee post to author Wall Street reform and consumer protection laws, including his ‘warrants law,’ which forced the return of over $10 billion dollars to taxpayers.  He also successfully urged the U.S. Securities and Exchange Commission (SEC) to focus greater attention on climate risk disclosures for public companies.  The committee also oversees federal housing policy and authorizes mass-transit investments, and Senator Reed used his role on the committee led to create two affordable housing funds: the Housing Trust Fund and the Capital Magnet Fund.
    It was Senator Reed’s leadership on the Banking, Housing, and Urban Affairs Committee, coupled with his work on the Appropriations Committee, that earned him a spot as one of twenty members of the bipartisan working group that was tasked with developing the CARES Act (Public Law No. 116-136).  Senator Reed was the driving force behind the successful effort to create the $150 billion Coronavirus Relief Fund (CRF) in the CARES Act and successfully secured a small state minimum of $1.25 billion in the law.  Senator Reed continues to play an active role in pushing legislation to direct additional federal funds to states and local governments to help save lives and address the economic impact caused by the pandemic.

    INTELLIGENCE COMMITTEE
    By virtue of his leadership of the Senate Armed Services Committee, Reed is also an ex officio member of the high-profile Senate Select Committee on Intelligence, which oversees the U.S. Intelligence Community.  As an ex officio member of the panel, Senator Reed regularly participates in open and closed-door briefings and hearings with top intelligence officials from the Office of the Director of National Intelligence (ODNI), the Central Intelligence Agency (CIA), the Defense Intelligence Agency (DIA), and the National Security Agency (NSA), but he does not vote in committee.
    The Intelligence Committee was established in 1976 to oversee the range of civilian and military agencies and departments that make up the U.S. Intelligence Community, and has wide influence over U.S. national security and foreign policy.
    The President of the United States is required by law to ensure that the Intelligence Committee is kept “fully and currently informed” of intelligence activities.  As a result, U.S. intelligence agencies must notify the Committee of its activities, including covert actions.

  • MIL-OSI USA: Reed: RI Federal Workers Right to be Wary of Trump’s Unauthorized ‘Deferred Resignation’ Scheme

    WASHINGTON, DC – In an effort to purge the federal workforce of non-partisan civil servants, the Trump Administration is trying to pressure federal workers into taking a “deferred resignation” buyout, which would mean they agree to resign almost immediately but could supposedly get paid – with no guarantee – through September.  Using the classic ‘pressure sales’ tactic, the e mail urges workers to act fast now: the Trump Administration set a deadline of February 6.
    As of December 2024, Rhode Island had 8,439 federal civilian employees, many helping our military, according to the Congressional Research Service.  Nationwide, the federal government employs approximately 2.3 million civilians.  And according to the Brookings Institution: “Federal civilian employment has stayed the same since the mid-1960s, even as the U.S. population has grown by 68%.”
    U.S. Senator Jack Reed is warning local federal workers that the Trump Administration’s offer may not be what it seems and taking it would be a huge risk.  Reed is urging civil servants to carefully weigh their options before making a decision.
    “This risky offer is simply not credible and fails to offer any guarantee.  Trump has a long, well-known history of stiffing workers and anyone who thinks his administration will stick to the terms of this e mail could be in for a rude awakening.  Congress, not the president, has the power of the purse.  President Trump has zero authority to pay a single federal employee beyond March 14th unless Congress passes a new appropriations law.  Moreover, blindly cutting the workforce like this and culling it of experienced employees could create new, costly problems down the road while reducing services for taxpayers.  I would urge federal workers to focus on their jobs and continue serving the American people and the Constitution.  Administrations routinely change every four years, but the Constitution and responsibilities of civil servants remains steadfast,” said Senator Reed. 
    In an e mail from the Office of Personnel Management, with the subject line “Fork in the Road,” federal employees interested in resigning were instructed to leave their positions by replying to the e mail with a one word subject line: “resign.”  The e mail, which echoed language similar to that of a previous e mail Elon Musk sent to his former Twitter employees, also suggested the majority of federal agencies would likely be downsized and that a substantial number of federal employees would be furloughed.
    Notably, OPM’s website clearly states there is a $25,000 limit for incentive packages for voluntary resignations, not eight months’ pay.  Moreover, some federal employees can’t even be offered Voluntary Separation Incentive Payment (VSIP).  The OPM email suggests the Trump Administration will try to get around this is by defining the process as “deferred resignation” and implying workers won’t necessarily have to work while sitting getting paid for several months – far from a legal guarantee.
    In the past, Donald Trump has bragged about his businesses not paying workers what they are owed and stiffing contractors for their labor resulting in hundreds of lawsuits, many for unpaid wages.  According to U.S. Department of Labor data, Trump’s companies have also been cited for two dozen violations of the Fair Labor Standards Act since 2005.
    Reed noted that if Trump carries out his anti-worker polices, purges the federal government of civil servants, and follows through on its ‘DOGE’ pledge to slash $2 trillion in spending, average Americans are the ones who would suffer from both lack of essential services and weakened job protections potentially spreading into other sectors of the economy.

    New figures show possible cost of increased trade barriers.

    Analysis published today by the Office of the Chief Economic Advisor has estimated Brexit trade barriers could impact Scotland’s economy by £4 billion.

    This estimated economic cost is from the reduction in trade alone – not counting changes to productivity, investment or migration.

    Business Minister Richard Lochhead said the report demonstrated the urgent need to reverse the damage of Brexit to boost living standards and revenue for the NHS.

    According to the Trade Modelling Report, Scottish exports could be lower by 7.2% or £3 billion compared to continued EU membership.

    The chemical and pharmaceutical sector is estimated to be one of the hardest hit by post-Brexit trade barriers, with an estimated 9.1% reduction in output, followed by the computer and electronics sector with an estimated 7.7% fall. The 4.9% output drop estimated for the agrifood sector represents a loss of £827 million.

    Business Minister Richard Lochhead said:

    “On the eve of the fifth anniversary of Brexit, these new figures highlight the urgent need to change course to boost the economy and increase public revenue for the NHS.

    “This is the latest in a long line of studies highlighting how badly Brexit continues to impact Scotland and should cause the UK Government to consider its approach to economic growth.

    “The Scottish Government has been clear that Scotland’s place is in the EU and the huge European single market. But we are also a voice for greater co-operation with the EU right now and we urge the new UK Government to forge a much closer relationship with our fellow Europeans.”

    The report is the first to specifically analyse the impact of the UK’s post-Brexit trade agreements on Scotland’s economy. It examines the expected effect of actual or potential free trade agreements between the UK and Australia, India, Switzerland and Turkey, as well as the Trade and Cooperation Agreement between the UK and EU. It then compares that with the trade benefits Scotland would have received from continued EU membership.

    This report makes estimates based on the impact of trade barriers and does not account for changes in productivity and investment due to Brexit. This means that some of the headline figures differ from those in other reports – such as in modelling by the National Institute of Economic and Social Research, which showed that UK GDP could be 5.7% lower – as they look at the overall impact of Brexit on the economy.

  • MIL-OSI New Zealand: Cops catch up with speeding drivers

    Police in Avondale caught up with two speeding vehicles within minutes of each other during the early hours of this morning.

    Just after 2am, officers observed a Toyota Aqua driving at speed along Blockhouse Bay Road.

    Auckland City West’s Area Commander, Inspector Alisse Robertson, says Police signalled for the vehicle to stop, however it fled.

    “We elected not to pursue and engaged the Police helicopter, to provide commentary as the vehicle continued to travel around Auckland for about 40 minutes.

    “The vehicle reached high speeds along the motorway and around surrounding residential areas before it was spiked on Ash Street.”

    She says the vehicle then came to a stop and two occupants ran into nearby properties.

    “The Police dog unit was able to locate both people quickly, with one receiving a minor dog bite.

    “Thankfully no one was seriously hurt”

    Two youths, aged 16 and 14, have been referred to Youth Aid Services.

    Inspector Robertson says about 30 minutes later officers spotted another vehicle allegedly speeding while travelling on Blockhouse Bay Road.

    “Officers attempted to stop the vehicle however it has failed to stop and continued on at speed.

    “The vehicle was not pursued and was located by the Police helicopter down a driveway on Eastdale Road where the driver was taken into custody without incident.”

    She says the driver was breath tested and allegedly blew 1200mcgs, more than five times the legal limit.

    “This sort of driving behaviour is incredibly reckless, and unacceptable”

    A 35-year-old man will appear in Auckland District Court today charged with failing to stop, driving with excess breath alcohol and dangerous driving.

  • MIL-OSI New Zealand: 100s of NZ species highly vulnerable to climate change

    The assessment looked at 1145 species of birds, bats, lizards, and frogs, as well as land-based invertebrates and plants, to identify the most vulnerable which can then be prioritised for conservation action to help protect them from climate change impacts.

    Of the species assessed, 351 or 31% were classified as highly vulnerable to climate change by the mid-21st century, rising to 746 (65%) by late century.

    Anni Brumby, DOC Senior Science Advisor and the report’s lead author, New Zealand is a hotspot for seabirds and known as the world’s seabird capital, which makes the changing climate a global survival issue.

    “Seabirds travel internationally, but many depend on New Zealand’s territory for their breeding grounds. When we looked at climate change pressures such as projected sea level rise and warmer temperatures, fifty per cent of seabirds were assessed as highly vulnerable to climate change by mid-century.

    “Snares penguin only breeds on one island and may have nowhere to go if climate conditions change drastically.

    “Tara iti/fairy tern – New Zealand’s rarest bird – was found to be particularly vulnerable to climate change, as projected higher spring tides and increased storm surges could impact their Northland beach breeding ground and warmer temperatures could put additional stress on adults, chicks and eggs.”

    All five New Zealand bat species were assessed as vulnerable by the late 21st century. Bats are already under pressure from predators, habitat loss, and human disturbance, which will only get more extreme as climate change progresses.

    Many native plants identified as highly vulnerable in the assessment are already critically endangered and confined to rare ecosystems. Most South Island limestone dependent plants were assessed as highly vulnerable, such as the Castle Hill buttercup.

    Pīngao, a taonga coastal plant species, is highly vulnerable to projected increases in coastal flooding and sea surges.

    Reptiles and frogs already have small, highly fragmented populations. Climate change is predicted to increase the impact of current pressures, including habitat loss and introduced predators. The most vulnerable lizards include both alpine and coastal species.

    Alpine invertebrates, including Paparoa tunnelling wētā, were also found to be vulnerable, as they may get increasingly squeezed out of their habitats with nowhere to go as the climate warms.

    Anni says the large number of species assessed as highly vulnerable reflects the specialised habitats and threatened status of many native species due to small population sizes, limited distributions, and low reproductive rates.

    “DOC’s ongoing work programme is focused on prioritising species and habitats where we can make the most difference. We know that when pressures are managed through tools such as invasive pest eradication, nature is restored and in turn, species and habitats become more resilient in the face of pressures including climate change.

    “We also need innovative solutions such as establishing ‘insurance’ populations of rare species that could become extinct in a single extreme weather event and implementing nature-based solutions to help control climate-related erosion, for example.

    “This information isn’t only useful for DOC – we also expect that other agencies, environmental NGOs, iwi, and communities will find this valuable data helpful to take action for nature,” Anni says.

    DOC will continue its climate change adaptation research with risk assessments underway, focusing on highly vulnerable species to help identify any immediate action needed to prevent irreversible losses.

    “Up until now, we’ve lacked information on the climate change impact on subantarctic islands,” Drew Bingham, DOC Principal Science Advisor says.

    “We knew we had to take a deeper look and identify actions needed to ensure the survival of the taonga species that depend on the islands for their survival.”

    The study focuses on 11,300-ha Campbell Island, 740km south of Dunedin. Its terrain is steep, rugged and covered in extensive peat. The highest point is 569m.

    “Meteorological observations were made over 83 years, which was an excellent base to start with, and gave us confidence in identifying past trends,” Drew says.

    “The pattern we’ve observed is a general increase across all climate indicators related to warmer conditions. This is expected to continue into the future.

    “Increases in temperatures, rainfall and wind are projected for Campbell Island. Winter rainfall is expected to be particularly heavy, with a warmer atmosphere storing more water vapour and increasing the severity and intensity of downpours.”

    Drew says these climate projections have implications for conservation management on Campbell and other subantarctic islands.

    “Extensive rainfall events and slips will potentially have the biggest impact on nesting birds. We’d also like to find out more about how sea level rise and storm surges will affect sea lions.

    “Increasing the resilience of the subantarctic islands and keeping them pest-free becomes even more important in the face of climate change, especially given the wealth of biodiversity on many of the islands.

    “The project to remove pests from Campbell island’s neighbour, Maukahuka/Auckland Island, is a great example, and will boost the climate change resilience of Auckland Island and by extension, the surrounding Southern Ocean.”

    Data from the study shows the following trends and records for Campbell Island’s climate:

    • An increase in the average daily temperature over the past 83 years.
    • A decrease in the number of cold days over the past 83 years.
    • An increase in annual rainfall since 1970 (an additional annual rainfall of 79mm per decade).
    • The three warmest years and four wettest years on record were after 2011.

    Drew says further research is still needed to assess the impact of the projected weather on Campbell Island’s species in more detail.

    “This climate report is a good start as we look at ways to help our taonga species on the subantarctic islands adapt to climate change.”

    Background information

    Campbell Island is part of New Zealand’s subantarctic World Heritage Site. It is the most southerly of the five New Zealand subantarctic groups.

    Campbell Island is home to six species of albatross, including black-browed, grey-headed, light-mantled sooty and a small population of Gibson’s wandering albatross. Several critically endangered birds including the Campbell Island teal and Campbell Island snipe are found nowhere else. It has around 128 native vascular plants, which include several endemic herbs and grasses.

    The island’s rat-free status was confirmed in 2006, following rat eradications in the early 2000s.

    The Australian Renewable Energy Agency (ARENA) has today announced $20.8 million in funding to Western Power for the development of an end-to-end commercial solution focused on operating Distributed Energy Resources (DER) within the South West Interconnected System (SWIS) in Western Australia (WA).

    ARENA CEO, Darren Miller said the Project (Jupiter) is vital for integrating DER into the SWIS at scale without compromising the reliability and security of Western Australia’s main power system.

    DER are small-scale devices that can either use, generate or store electricity, and form a part of the local distribution system, serving homes and businesses. They include renewable generation (e.g. rooftop solar), energy storage, electric vehicles (EVs), and technology that consumers can use at their premises to manage their electricity demand.

    “Australia has some of the highest levels of DER globally, with no signs of slowing down. This uptake presents a big opportunity to decarbonise while helping consumers get more value, but it also poses challenges to the grid if not integrated effectively.

    ““Project Jupiter will be the first live DER marketplace in Australia that is integrated with the wholesale market, marking an important milestone in Australia’s renewable transition.”

    Customers with DER who join the program will have access to new retail products which can support better returns on their DER investments. More broadly, orchestrating a large pool of customers through the energy market can lead to more optimal energy and grid management, putting downward pressure on household energy for all consumers.

    Project Jupiter builds on the recently completed Project Symphony, and is being undertaken over three years in partnership with Western Power, WA energy generator and retailer Synergy, Energy Policy WA (EPWA) and the Australian Energy Market Operator (AEMO).

    About 40 per cent of households within the SWIS have rooftop solar panels, with around 30,000 new systems installed each year. Household battery systems are also being installed at an increasing rate, which enable clean energy to be stored for later use.

    Using the findings and recommendations from Project Symphony, Project Jupiter will not only deliver the technical solutions to allow DER in the SWIS to be coordinated and participate in the market via virtual power plants (VPPs), but it will develop new customer products, tariffs and education programs to support customer participation and allow customers to gain more value from their DER investments.

    Western Power Head of Distribution Energy Transition, Andrew Blaver said Project Jupiter will accelerate the opportunity for Western Australian households to join VPPs and earn value from their assets.

    “This project will enable more consumers to join VPPs using their solar panels and home batteries, revolutionising how our energy system operates.

    “By 2028, all new distributed energy resources (DER) connected to WA’s network will be able to participate in a VPP, allowing households to unlock greater value from their energy investments.”

    ARENA has also supported over $200 million of DER projects and established the Distributed Energy Integration Program (DEIP) a collaboration of government agencies, market authorities, industry and consumer associations aimed at maximising the value of customers’ DER for all energy users.
