  • MIL-OSI Security: U.S. Attorney’s Office Secures Sentencing of Las Cruces Man for Carjacking and Firearms Offenses

    ALBUQUERQUE – A Las Cruces man was sentenced to 10 years in federal prison for carjacking and firearms offenses stemming from a violent incident in February 2023.

    There is no parole in the federal system.

    According to court documents, on February 19, 2023, officers from the Las Cruces Police Department attempted to stop a black Cadillac sedan with no visible license plate. The vehicle refused to pull over and was later located parked in front of the Rack Room Shoes store on E. Lohman Ave.

    Officers observed Sergio Ivan Enriquez, 41, walking towards the Cadillac. Upon seeing the officers, Enriquez fled on foot. Shortly after, officers heard on the radio that an individual matching Enriquez‘s description had stolen a vehicle at gunpoint in the same parking lot.

    During the carjacking, Enriquez entered the victim’s vehicle through the front passenger door, demanding that the victim “get out or drive.” When the victim refused, Enriquez pulled out a gray handgun, forcing the victim to exit the vehicle. Enriquez then drove off in the car with the victim’s dog still inside.

    Later that day, authorities located the stolen Volkswagen, the dog, and Enriquez at a residence in Las Cruces. A search of the residence uncovered a gray handgun in the kitchen oven. Additionally, a shotgun was found in the Cadillac from which Enriquez had initially fled.

    At the time of the incident, Enriquez, previously convicted of child abuse in 2014, was prohibited from possessing firearms.

    Upon his release from prison, Enriquez will be subject to three years of supervised release.

    U.S. Attorney Alexander M.M. Uballez and Raul Bujanda, Special Agent in Charge of the Federal Bureau of Investigation, made the announcement today.

    The Las Cruces Resident Agency of the FBI Albuquerque Field Office investigated this case with assistance from the Las Cruces Police Department. Assistant U.S. Attorneys Maria Y. Armijo and Ry Ellison prosecuted the case.

  • MIL-OSI USA: Lankford, Coons Lead Bill to Incentivize Charitable Giving

    WASHINGTON, DC – Senators James Lankford (R-OK) and Chris Coons (D-DE) introduced the Charitable Actto expand and extend the expired non-itemized deduction for charitable giving. The bill would ensure Americans who donate to charities, houses of worship, religious organizations, and other nonprofits of their choice are able to deduct that donation from their federal taxes at a higher level than the previous $300 deduction.  
    This provision was first included under the CARES Act passed by President Donald J. Trump. The policy resulted in 90 million tax returns utilizing the deduction, and households making between $30,000 and $100,000 saw the largest increase in charitable giving. Charitable organizations received $30 billion in increased donations as a result. 
    “America’s first safety net should never be the government—government is the least efficient caregiver by far. Our families, churches, and other nonprofits do incredible work to lift up those who need it most. Updating the tax law to incentivize giving empowers Americans to make an even bigger impact for the homeless, hurting, and hungry,” said Lankford. 
    “Delawareans have always risen to the occasion in support of our communities,” said Coons. “Last year, Americans demonstrated our generosity by donating a collective $557 billion to charities, houses of worship, and nonprofits. I am proud to reintroduce the Charitable Act with Senator Lankford to help the federal government encourage even more Americans to embrace the civic virtue of giving to those in need.”

  • MIL-OSI USA: Welch Votes Against Bill to Sanction International Criminal Court Officials

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) released the following statement after Senate Democrats blocked legislation that would have caused irreparable harm to the International Criminal Court (ICC), which has a mandate to prosecute and punish war crimes: 
    “Building lasting peace requires justice and ensuring accountability for violations of international humanitarian law in Ukraine, in Gaza, and wherever they occur. The United States was instrumental in establishing the International Criminal Court to prosecute war crimes, crimes against humanity, and genocide when domestic justice systems fail to act. That is a key limitation which the ICC’s critics—including Senate Republicans—often neglect to acknowledge: the ICC does not supplant the courts of any country. It has jurisdiction only when domestic justice systems fail to prosecute and punish war criminals.   
    “Yet, instead of waiting to hear the evidence, the White House and some in Congress attempted to selectively sanction the ICC’s judges and prosecutors, which would have damaged our own credibility, the credibility of the Court, and the rule of law. The ICC is only as effective as the international community’s willingness to enforce the Geneva Conventions and hold violators accountable. And while its indictments and rulings, like any court, will always have detractors, there cannot be one standard of justice for war crimes committed by our adversaries and a lesser standard for our allies.”

  • MIL-OSI Russia: Lean Manufacturing Technologies: GUU to Become Pilot Universities in Federal Project

    The State University of Management held a meeting between the rector’s office and representatives of the Ministry of Science and Higher Education of the Russian Federation and the Federal Competence Center (FCC) to discuss the issue of including SUM in the list of pilot universities for the implementation of the lean manufacturing initiative.

    The State University of Management was represented by: Rector Vladimir Stroev, representatives of the rector’s office and other departments.

    The delegation of guests included: Head of the Monitoring and Statistics Department of the Department for Coordination of Activities of Educational Organizations of the Ministry of Education and Science of Russia Alena Petrenko and representatives of the Federal Center for Strategic Studies Vyacheslav Tikhomirov and Ekaterina Nikolenko.

    Rector of the State University of Management Vladimir Stroev spoke about the rich experience of interaction with ministries and implementation of joint projects.

    “GUU has a close-knit team, ready to implement solutions and maximally interested in the success of our university, especially in terms of development. We have a separate department for this issue. Moreover, many ministries are already implementing various solutions on our platform, so we are ready for this. Thus, for the Ministry of Economic Development we carry out many different tasks, including organizing foreign internships for graduates of the Presidential Program, we are also the operator of the competition “My Good Business” and much more,” shared Vladimir Vitalievich.

    Vice-Rector of the State University of Management Dmitry Bryukhanov outlined the issues proposed for discussion.

    “GUU has joined the pilot universities for the application of lean manufacturing ideology in educational institutions. Much is happening in the sphere of lean schooling, it is widely used in industry, and we are already seeing a positive effect from process optimization. For the first time, the experience of using lean technologies will be applied in university practice. The task of universities is to determine the main directions and goals for implementing this initiative,” Dmitry Yuryevich noted.

    Alena Petrenko spoke about what has already been done within the framework of the project and what plans there are for the implementation of lean technologies for this year.

    “The project will be implemented in close cooperation with the Federal Competence Center, the coordinator is the socio-center. Inter-ministerial cooperation between the Ministry of Education and Science and the Ministry of Economic Development will be implemented. The project passport and its roadmap have already been formed, pilot participating universities have been identified. By the end of the year, we must develop and implement solutions in five universities, and by the end of 2030, connect absolutely all higher education institutions subordinate to the Ministry of Education and Science to the lean manufacturing system. An important point is the rector’s interest and the university’s readiness for change,” said the head of the monitoring and statistics department of the Department for Coordination of Educational Organizations of the Ministry of Education and Science of Russia.

    Vyacheslav Tikhomirov shared details about the upcoming project.

    “The work will be carried out within the framework of the federal project “Labor Productivity”, in which a significant number of industrial enterprises are already participating, and now it will be expanded to the social sphere. How it is implemented: we examine and describe in detail the processes in the organization in order to identify losses based on lean manufacturing, i.e. those actions that take resources but do not produce an effect. Together with the university working group, we will find ways to solve them and improve the process. As a result, we will receive a collection of best practices of boxed solutions, on the basis of which all organizations will be able to find techniques to improve their own indicators,” explained the head of the department for the implementation of projects in the social sphere of the FCC.

    The participants studied the project presentation and discussed possible areas of work, after which they went on a tour of the university.

    At the end of the meeting, it was decided to create a working group to implement the project and continue interaction.

    Premier David Eby has issued the following statement marking the National Day of Remembrance of the Quebec City Mosque Attack and Action Against Islamophobia:

    “On Jan. 29, 2017, in a terrible act of anti-Muslim hatred, the lives of six men were taken at the Islamic Cultural Centre of Quebec City.

    “Today, we remember them: Ibrahima Barry, Mamadou Tanou Barry, Khaled Belkacemi, Abdelkrim Hassane, Azzedine Soufiane and Aboubaker Thabti. We mourn with the families and friends who were left behind, and we stand with those who were injured in this heinous attack.

    “This hateful act of terrorism remains as shocking today as it was that evening eight years ago.

    “Our government stands against hate in all its forms. There is no place for Islamophobia in British Columbia.

    “Building a more welcoming, inclusive province is a priority for our government. We created the Anti-Hate Community Support Fund to help protect community organizations and places of worship from hate-motivated crimes, and passed the Anti-Racism Act to address racism within government programs and services. We also launched a racist incident helpline to support people who have experienced or witnessed an act of hate.

  • MIL-OSI Canada: Province Seeks Leave to Intervene in Newfoundland’s Equalization Action

    Saskatchewan has applied for intervenor status in Newfoundland and Labrador’s challenge against the federal equalization formula. Saskatchewan’s application was issued on January 23, 2025. 

    Newfoundland and Labrador filed its statement of claim with the Supreme Court of Newfoundland and Labrador on June 21, 2024. 

    “The equalization formula has consistently failed in its intended goal to create fairness for all Canadians,” Justice Minister and Attorney General Tim McLeod said. “Like Newfoundland and Labrador, we have serious concerns with the current formula, which has repeatedly punished provinces with strong natural resource sectors like Saskatchewan.” 

    Though equalization was meant to ensure reasonably comparable access to public services across the provinces, the formula unfairly affects Saskatchewan and other provinces due to the inclusion of resource revenues. The formula also fails to take into account the structural costs of delivering public services and overcompensates recipient provinces by distributing surplus payments to them.

    “Under the current equalization formula, Saskatchewan has not received payments for the last 18 years,” McLeod said. “Four other provinces will receive nearly $3,000 per resident in 2025-26, while Saskatchewan, Alberta and British Columbia receive nothing. This hardly seems equitable, even by the most basic standards.”

    Saskatchewan taxpayers pay for equalization through federal income taxes like income tax and GST. Every Canadian pays, on average, $634 per year to the $26 billion equalization program, which results in a $786 million total contribution from Saskatchewan taxpayers. 

    This intervention application is set to be heard in the Supreme Court of Newfoundland and Labrador on October 20, 2025.

  • MIL-OSI Security: Greenfield Man Sentenced to 15 Months’ Imprisonment for Paying Health Care Kickbacks

    Gregory J. Haanstad, United States Attorney for the Eastern District of Wisconsin, announced that, on January 24, 2025, Mohammed Kazim Ali was sentenced to 15 months’ incarceration for paying healthcare kickbacks in violation of the Anti-Kickback Statute.  Ali was also ordered to pay over $2.2 million in restitution to Medicaid and Medicare as well as a $75,000 fine.

    Ali and his co-defendant, Justin Hanson, owned a Milwaukee-area clinical laboratory called Noah Associates.  According to court records, beginning in 2017, Ali and Hanson engaged in a three-year-long scheme to pay kickbacks to the owner of a Milwaukee substance use treatment clinic in exchange for referrals of Medicaid and Medicare patients for urine drug testing performed by Noah Associates.  Ali and Hanson paid over $400,000 in kickbacks to procure the tests.  The tests, however, were not ordered by any physician and were not medically necessary for the treatment of patients.  After one physician learned that his credentials were being used without his authorization to order the tests, the physician told Ali to stop.  Ali nonetheless continued to have Noah Associates accept and bill the government for tests falsely ordered under that physician’s credentials for months.  As a result of the scheme, Medicaid and Medicare paid Noah Associates over $2.2 million for the unnecessary tests.  Ali personally received over $800,000 from Noah Associates during the scheme.

    At sentencing, United States District Judge J.P. Stadtmueller emphasized the seriousness of Ali’s crime, including Ali’s manipulation and breach of trust of the Medicaid and Medicare programs to receive millions of dollars that were not truly earned.  Judge Stadtmueller further noted that Ali knew that his conduct was criminal yet still engaged in a long-running, creative fraud scheme—a decision that Judge Stadtmueller criticized as “beyond belief.”

    In addition to his sentence, Ali will also be excluded from participation in the Medicaid and Medicare programs and has shut down Noah Associates.  His co-defendant, Hanson, has also pleaded guilty for paying healthcare kickbacks and will be sentenced on March 21, 2025.

    On Nov. 13, 2024, at approximately 3:46 p.m., the Red Deer RCMP Crime Reduction Team located an unoccupied vehicle that had been reported stolen at a business in north Red Deer. Officers established surveillance on the vehicle leading to the arrest of three individuals. Fentanyl and multiple weapons, including a sawed-off shotgun, were also located in the vehicle.

    A 53-year-old individual, a resident of Red Deer, has been charged with the following offences:

    • Possession of property obtained by crime over $5000
    • Possession of a controlled substance
    • Possession of a prohibited weapon with ammo without licence/registration
    • Possession of firearm in motor vehicle
    • Possession of a firearm when known possession unauthorized
    • Unsafe storage of firearms

    The 53-year-old individual was taken before a justice of the peace and was released on a release order and is scheduled to appear in court on Nov. 26, 2024 at the Alberta Court of Justice in Red Deer.

    A 33-year-old individual, a resident of Red Deer, has been charged with the following offences:

    • Possession for the purpose of trafficking

  • MIL-OSI Security: New Jersey Man Convicted for Conspiring to Traffic Fentanyl-Related Substances and Launder Money

    A federal jury in Newark convicted a New Jersey man on Jan. 27 for conspiring to traffic fentanyl-related substances and launder money.

    According to court documents and evidence presented at trial, from approximately January 2014 through September 2020, William Panzera, 51, of North Haledon, and other members of a drug trafficking organization, agreed to import and distribute controlled substances and controlled substance analogues, including fentanyl analogues, methylenedioxymethamphetamine (MDMA), methylone, and ketamine. Co-conspirators ordered controlled substances and analogues from a source in China and paid those sources hundreds of thousands of dollars via wire transfer and cryptocurrency. The conspirators distributed the substances throughout New Jersey in bulk and in the form of counterfeit pharmaceutical pills that actually contained fentanyl analogues. Eight other defendants have pleaded guilty in the case.

    The jury convicted Panzera of conspiracy to distribute and possess with intent to distribute 100 grams or more of furanyl fentanyl and 100 grams or more of 4 fluoroisobutyryl fentanyl and conspiracy to commit international promotional money laundering. Panzera faces a mandatory minimum penalty of 10 years in prison, a maximum penalty of life in prison, and a fine of up to $10 million for the drug trafficking conspiracy charge, and a maximum penalty of 20 years in prison and a fine of up to $500,000 for the money laundering conspiracy charge. He is scheduled to be sentenced on June 25. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

HSI Philadelphia, the FBI Newark Field Office, the U.S. Postal Inspection Service Newark Field Office, IRS Criminal Investigation, U.S. Customs and Border Protection, the Newark Police Department, and the Essex County Prosecutor’s Office provided valuable assistance.

    Money Laundering and Forfeiture Unit Chief Stephen Sola of the Criminal Division’s Money Laundering and Asset Recovery Section (MLARS) and Assistant U.S. Attorney Sammi Malek and Special Assistant U.S. Attorney Alexander Hasapidis-Sferra for the District of New Jersey are prosecuting the case. Financial Investigator Kathryn Montemorra of the MLARS Special Financial Investigations Unit supported the investigation.

    This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     Red Deer RCMP with the assistance of the Emergency Response Team and Police Dog Services, have arrested two individuals and seized multiple firearms and stolen property following their investigation.

    On Nov. 13, 2024, officers observed an individual driving a vehicle, while they were prohibited from doing so. Out of concern for public safety police did not pursue the driver. The following day, the same individual was located again by police. Officers conducted surveillance, which ultimately led to the coordinated arrests of two individuals.

    A subsequent search warrant was executed on a vehicle, a hotel room and a residence connected to the suspects. As a result of the search, Red Deer RCMP recovered various items including a loaded stolen handgun, a long gun and a stolen licence plate.

    A 31-year-old individual, a resident of Red Deer, has been charged with the following offences:

    • Operate conveyance while prohibited from doing so x2
    • Careless transportation of a firearm
    • Knowing unauthorized possession of a firearm
    • Unauthorized possession of a firearm in a vehicle
    • Possess prohibited or restricted firearm with ammunition
    • Possess weapon obtained by crime
    • Possess firearm contrary to order x6

    A 33-year-old individual, a resident of Red Deer, has been charged with the following offences:

    • Careless transportation of a firearm
    • Unauthorized possession of a firearm in a vehicle
    • Possess prohibited or restricted firearm with ammunition
    • Possess weapon obtained by crime
    • Breach of release order x2

    Both were taken before a justice of the peace and were remanded into custody. Their last court date was on Nov. 18, 2024, at the Alberta Court of Justice in Red Deer.

    Having recently received expressions of interest from several investors, the management team has engaged local advisors Newsec Advisers UAB and Redgate Capital AS to assist Baltic Horizon Fund (the Fund) in a structured divestment process.

    In February of 2024, Baltic Horizon Fund‘s management team introduced its strategic objectives to stabilize the Fund and build a solid foundation for the future. The past year, the focus has been on signing new leases in order to increase the net operating income and managing the cash position of the Fund.

    Building on the progress that has been made to repay the outstanding bonds and increase the occupancy of the portfolio, the management team sees recovery in the transaction market and has therefore initiated a structured process with the intention to dispose certain of its real estate assets, where the Fund does not see significant short-term opportunities for further value optimization.

    The ambition is to sell up to three assets, in the approximate amount of EUR 55 million including Postimaja and CC Plaza complex in Tallinn, Estonia. The management team has achieved 100% occupancy and prepared the complex for the next life cycle. The site holds potential for further real estate development, which, however, is not the core focus of the Fund going forward.

    The intended disposals are expected to result in a significant reduction in the LTV, considerable improvement of the DSCR and, if executed as planned, repayment of the outstanding bond, bringing the Fund’s LTV below the strategic target of 50%.

    On Thursday 30 January, the Nordic defence ministers will meet in Helsinki within the framework of the Nordic Defence Cooperation (NORDEFCO), with Minister for Defence Pål Jonson attending from Sweden.

    Finnish Minister of Defence Antti Häkkänen will host the meeting, and Thursday’s agenda includes defence cooperation between the Nordic countries, current NATO matters such as defence appropriations, and continued support to Ukraine.

    Finland is chair of NORDEFCO in 2025.

    A man has been given two months to clear waste from an illegal site in North Yorkshire following an investigation by the Environment Agency.

    Oliver Henry Alexander King, 52, of Bedale, North Yorkshire, appeared at York Magistrates’ Court on Friday 24 January 2025, where he pleaded guilty to one charge of operating a waste site without an environmental permit, and one charge of failing to comply with a notice to clear waste from the site.

    He was sentenced to a 12 month community order with 110 hours of unpaid work, ordered to pay costs of £5,422.75 and a victim surcharge of £114.

    He was also ordered to clear the site of waste by 21 March, 2025. This regulation 44 order requires King to remove all waste from the site and take it to a permitted site for disposal. If he fails to comply he could be subject to further action.

    Waste crime puts ‘environment at risk’

    Ian Foster, Environment Agency Area Environment Manager, said:

    Environmental permits are in place to protect the public and environment and the way the waste was stored at this site posed a risk of contamination and fire.

    King was given a number of opportunities to clear the site of waste but failed to comply with the instructions from our officers. 

    Illegal activity such as this undermines legitimate businesses that work hard to operate within the regulations, as well as putting the environment at risk and impacting on the local community.

    The court heard that King rented land next to allotments at Oran Lane in Catterick.

    On 22 June 2023, Environment Agency officers attended the site following reports of an illegal waste operation.

    They saw a significant amount of waste piled up including wood, plastics, metal, and construction and demolition waste, as well as household waste like fridges and freezers.

    The waste, which was close to a local watercourse, posed a risk of groundwater and surface water pollution and was stored in one big pile, posing a fire risk.

    An Environment Agency letter was sent to King with actions including to stop bringing waste on to the site and to start clearing the waste that was already present immediately. He was given until 21 August, 2023 to comply.

    Deadline for waste removal extended

    Follow up visits by officers revealed that while some waste had been removed, most still remained. It did appear King had stopped bringing waste on to site and he said financial and vehicle issues had prevented the waste from being removed.

    He was given until 28 February, 2024, to comply with the original deadline.

    On 20 March, 2024, Environment Agency officers went to the site to check compliance with the notice, and it was apparent that the pile of waste remained unchanged.

    In interview in May 2024 King said he claimed to have been unaware that he needed an environmental permit or waste exemption – which allows for low level waste activity without the need for a permit – until he was told this by the Environment Agency.

    He said he stopped importing and treating waste after the initial visit from officers, but didn’t have the money to remove the waste. He added that he owned property which he planned to sell to fund the site clearance.

    Follow up visits by officers during the summer of 2024 saw that while some waste had been cleared, most still remained. An enforcement notice was issued by the Environment Agency requiring the site to be cleared by 23 August 2024. This was also not complied with.

  • MIL-OSI United Nations: Crisis in DRC: UN peacekeepers protecting civilians – and themselves – from large-scale offensive operations by M23 rebels

    The resumption of hostilities in the eastern Democratic Republic of Congo (DRC) is taking a devastating toll on civilians and risks a broader, regional war, the spokesman for the UN Secretary General warned this week. “Since the beginning of the year, the M23 has launched large-scale offensive operations in the east of the DRC with the support of the Rwandan armed forces,” reported peacekeeping’s Under-secretary General Jean-Pierre Lacroix, as clashes continued to escalate.  

    On January 26th, the M23 and the Rwanda Defence Forces launched an attack on the strategically important city of Goma, reported Vivian van de Perre, MONUSCO’s Deputy Special Representative for Protection and Operations, during a Security Council briefing on Tuesday. “These attacks continue to ravage the city, killing, injuring, traumatizing, and displacing civilians and exacerbating the crisis,” she said.

    MONUSCO forces have been supporting the armed forces of the DRC (FARDC) and associated regional forces for days, including with direct fire support from MONUSCO artillery. However, faced with a determined attack by a superior force directly supported by the Rwanda military, MONUSCO was forced to relocate non-essential personnel by air and road and many of the Mission’s remaining peacekeepers were forced to take shelter in bunkers as the fighting raged around them. The protection of UN personnel and assets became the primary concern but running short of supplies including ammunition and water, MONUSCO blue helmets found themselves at the limits of what a peacekeeping mission can do in the absence of a political process.

    In this volatile and dangerous context—three UN peacekeepers made the ultimate sacrifice on the cause of peace and at least 20 others have been injured in a matter of days—while the Mission continues to protect civilians, receiving large numbers of people at its facilities and working with partners to implement protection measures for human rights defenders and civil society organizations. However, ultimately MONUSCO’s bases cannot accommodate the large numbers of vulnerable populations in need of safety. Moreover, the bases themselves are not safe. “Two mortars fell in MONUSCO’s bases and compounds in the last three days,” Ms. Van de Perre said, “as well as countless bullets.”  

    Amid the worsening crisis, Ms. van de Perre called for the urgent establishment of humanitarian corridors and the protection of civilians, and called on all parties to “cease hostilities and commit to political dialogue in order to prevent further civilian suffering.” The Secretary General urged Rwanda and the DRC to remain engaged in the Luanda peace process and bring an end to the conflict. Ultimately, the crisis in the DRC requires an inclusive pollical solution, as stated by the Security Council which called on Rwanda and the DRC to “return to diplomatic talks to achieve a lasting and peaceful resolution of the protracted conflict in the region”.

  • MIL-OSI Canada: Bank of Canada provides operational details for restarting asset purchases to end quantitative tightening

    Today, the Bank of Canada is announcing its plan to complete its balance sheet normalization, ending quantitative tightening. Beginning in early March, the Bank will begin purchasing assets as part of normal balance sheet management. Purchases are intended to replace maturing assets, to offset the growth of currency notes in circulation and to stabilize settlement balances within a range over the course of the year.

    Asset purchases will begin with the restart of the regular term repo program, followed by Government of Canada (GoC) treasury bill purchases to restore a more balanced mix of assets on the Bank’s balance sheet.

    As such, the Bank will restart its term repo program effective March 5, 2025 and operations will be conducted every two weeks. Terms will alternate between 1-month operations and 1- and 3-months operations depending on the week. Initially, term repo operations will range between $2bln and $5bln. The sizes will increase over time as the Bank’s needs for additional assets grow. Final operational details, including the size and specific maturity date of the term repos, will be published 1 week prior to the operation date.     Treasury bill purchases will resume later this year and be conducted via GoC auctions. Purchase amounts will be announced via the regular call for tender process. The timing for the resumption of treasury bill purchases will ultimately depend on the evolution of the Bank’s balance sheet, including take-up of the term repo program. 

    Purchases of GoC bonds will likely not need to start until towards the end of 2026 at the earliest based on current projections for the Bank’s future asset needs. When they begin, they will be conducted in the secondary market. A subsequent market notice containing operational details will be published well in advance.

  • MIL-OSI Canada: Bank of Canada announces an adjustment to the deposit rate and some changes to terms and conditions for Overnight Reverse Repo Operations

    The Bank announced it is making an adjustment to the deposit rate. Effective January 30, the deposit rate will be set at a spread of 5bps below the Bank’s policy interest rate. This change to the monetary policy implementation framework is being made to improve its effectiveness. The intent of this change is to improve the circulation of settlement balances as they decline towards steady state levels over the coming months and support the functioning of short-term funding markets. Adjusting the deposit rate should also help mitigate some of the upward pressure that has been seen on the overnight rate relative to the Bank’s target rate in recent months and help reinforce the effect of the Bank’s Overnight Repo (OR) operations.

    Occasional adjustments to the deposit rate spread may be required in the course of normal operations. These spread adjustments would be considered, among other factors, following a period of sustained and persistent upward, or downward pressure, on CORRA and would be communicated via a market notice. We will assess the impact of this change as the balance sheet continues to evolve and evaluate the need for any additional adjustments to our implementation framework.

    In addition, the Bank is realigning its framework for Overnight Reverse Repo (ORR) operations with that of OR operations. Effective January 30, when they are required, ORR operations will be conducted through a uniform price auction with an aggregate cash value amount offered in each operation of a minimum of $8 billion and individual dealer limits for each ORR of $3 billion. The terms and conditions of ORR operations have been updated to reflect this change and provide further operational details.

    There is no better way, anywhere on earth, to welcome in the New Year than by following – and revelling in – Hong Kong’s magnificent Chinese New Year Night Parade.

    This year’s celebration is led by 55 performing groups and floats from 14 countries and regions. Here in the world city of Hong Kong, to dance, sing and perform, skip, juggle, cheerlead and otherwise amaze and delight you, on this most auspicious of days.

    And the Night Parade is just the start of our New Year’s festivities. Tomorrow night, a 23-minute fireworks display will light up our world-renowned Victoria Harbour. Our sky will be filled with auspicious symbols, as well as adorable pandas – showcasing Hong Kong’s giant panda family, now counting six and readying for their first full public appearance at the same time in mid-February.

    And, alongside the horses at Chinese New Year Raceday, in Sha Tin on January 31, you will want to catch the lions – and lion dancers – on show, part of a fun-filled day at the track.

    The Night Parade floats you see tonight, together with some of our performers, will find their way to Lam Tsuen, from tomorrow night, for the Hong Kong Well-wishing Festival. This year, the floats are on display there until February 13.

  • MIL-OSI Security: Passaic County Man Convicted Of Fentanyl Analogue Distribution And Money Laundering Conspiracies

    NEWARK, N.J. – A Passaic County man was convicted by a jury in connection with his role in a drug trafficking organization responsible for the importation and distribution of hundreds of kilograms of fentanyl analogues, Acting U.S. Attorney Vikas Khanna announced.

    Defendant William Panzera, 51, of North Haledon, New Jersey was convicted of drug trafficking conspiracy and international promotional money laundering conspiracy by a jury in Newark, New Jersey. Eight other defendants have previously pleaded guilty in related cases.

    According to documents filed in this case and statements made in court:

    From approximately January 2014 through September 2020, William Panzera and other members of the drug trafficking organization agreed to import and distribute various controlled substances and controlled substance analogues, including fentanyl analogues, MDMA, methylone, and ketamine. Members of the conspiracy placed orders with a source in China and agreed to distribute, and did distribute, the controlled substances and analogues in New Jersey, both in bulk and in the form of counterfeit pharmaceutical pills that actually contained fentanyl analogues. In total, they imported over a metric ton of fentanyl and other drugs into the United States. They also sent hundreds of thousands of dollars to China using wire transfers and Bitcoin to pay for the drugs.

    The charge of drug trafficking conspiracy of which Panzera was found guilty carries a mandatory minimum penalty of 10 years in prison, a maximum potential penalty of life in prison, and a fine of up to $10 million. The charge of international promotional money laundering conspiracy of which Panzera was found guilty carries a maximum potential penalty of 20 years in prison and a fine of up to $500,000. Sentencing is scheduled for June 25, 2025.

    Acting U.S. Attorney Khanna credited special agents of Homeland Security Investigations (“HSI”) – Newark, under the direction of Special Agent in Charge Spiros Karabinas, with the investigation leading to today’s guilty plea. He also thanked U.S. Customs and Border Protection in New Jersey, New York, and Kentucky, HSI in Philadelphia, the Federal Bureau of Investigation – Newark Division, U.S. Postal Inspection Service in Newark, IRS-Criminal Investigation, the Newark Police Department, and the Essex County Prosecutor’s Office for their assistance.

    The government is represented by Assistant U.S. Attorney Sammi Malek and Special Assistant U.S. Attorney Alexander Hasapidis-Sferra of the Criminal Division in Newark and Trial Attorney Stephen Sola, Chief of the Money Laundering and Forfeiture Unit of the Justice Department’s Money Laundering and Asset Recovery Section. Financial Investigator Kathryn Montemorra of the MLARS Special Financial Investigations Unit supported the investigation. The case is being prosecuted jointly by the United States Attorney’s Office, District of New Jersey and the Money Laundering and Asset Recovery Section (MLARS) of the United States Department of Justice.

    This case is part of an Organized Crime Drug Enforcement Task Force (OCDETF) operation.     Naval Health Clinic Patuxent River (NHCPR) opened an acute care clinic to align with the Defense Health Agency’s new model of care and meeting patients “where they are”.

    The “Sick Call for All” clinic offers acute care for all Tricare Prime beneficiaries and is open from 7:40 a.m. through noon on Mondays and Fridays. The acute care clinic opened January 10, 2025, and has experienced significant early success.

    The decision to consider the acute care clinic walk-in model was driven by high patient demand and the clinic’s limited capacity to handle weekend emergency room (ER) and urgent care (UC) visit follow-ups for patients.

    Chief Medical Officer for NHCPR U.S. Navy Cdr. Steven Elek explained, “The clinic hours effectively addressed a critical gap in acute care services. On Mondays and Fridays our facility consistently demonstrated the highest volume of patients making these days crucial for accessibility. By operating on Mondays and Fridays, the goal is to mitigate the impact of weekend ER and UC visits, improve patient satisfaction by offering timely access to care, and optimize resource allocation.”

    The acute care clinic was organized by Director of Health Services, U.S. Navy Cdr. Erica Arnold; U.S. Navy Lt. Moises Calero; and Allan McDaniel.

    The addition of “Sick Call for All” has not only increased patient traffic but has resulted in significant upticks in laboratory, radiology and pharmacy services. The care team established a direct communication link from the clinic staff to pharmacy staff to expedite pharmacy requests.

    “It has been a good experience. It is fast paced, efficient and we have received very positive feedback from the patients regarding manageable wait times and timely care,” said Hospitalman Daniel Ibarra.

    Patient feedback is encouraged through the Interactive Customer Evaluation (ICE) web-based program which allows patients to quickly and easily provide important feedback to the clinic. NHCPR will incorporate patient and staff feedback along with utilization to identify areas for improvement and possible expansion.

  • MIL-OSI Security: Red Deer County — Innisfail RCMP seize drugs and guns during assault investigation

    On Nov 9, 2024, Innisfail RCMP were called to a rural property west of Dickson, Alta. for an assault. While at the property investigating the assault, RCMP officers developed grounds to believe the suspect was in possession of drugs and illegal weapons. RCMP officers obtained a search warrant for the property.

    Search of the property resulted in the seizure of:

    • Suspected Cocaine;
    • Suspected Fentanyl;
    • Suspected Methamphetamine;
    • Suspected GHB;
    • Drug trafficking paraphernalia;
    • .22 Caliber Handgun;
    • Sawed off Shotgun (prohibited Firearm);
    • Long Barrel Rifles(x3);
    • Shotguns (x3);
    • Hundreds of rounds of ammunition.

    A 39-year-old individual, a resident of Red Deer County, has been charged with the following offences:

    • Assault;
    • Possession for the purpose of trafficking;
    • Unauthorized possession of firearms;
    • Possession of firearms w/o holding licence;
    • Possession of a weapon for dangerous purpose.

    The individual was taken before a justice of the peace and release with his net court date set for Nov. 28, 2024, at the Alberta Court of Justice in Red Deer.

  • MIL-OSI Security: Lloydminster — Lloydminster RCMP execute search warrant after break and enter to local business

    In the early morning hours of Nov. 26, 2024, Lloydminster RCMP responded to an alarm at a local cannabis store on the city’s south side. Upon arrival, officers discovered the business had been broken into and approximately $15,000.00 worth of items were stolen.

    Later that day, Lloydminster RCMP General Investigation Section, Crime Reduction Unit and General Duty members executed a search warrant at a residence in the 1800 block of 49 Avenue and took a male youth into custody as well as recovered items taken during the break and enter.

    The 17-year-old male youth, who cannot be identified under the Youth Criminal Justice Act, has been charged with the following:

    • Break and Enter
    • Possession of Stolen property over $5000
    • Fail to comply with release order x3
    • Fail to comply with probation order x5

    The male youth was taken before a justice of the peace and was released on a release order. He is scheduled to appear in court on Dec. 3, 2024 at the Alberta Court of Justice in Lloydminster.

    This investigation saw a collaboration between several units of the Lloydminster RCMP which resulted swift conclusion of this investigation and a recovery of thousands of dollars worth of property.

    A £173 million Ministry of Defence training contract with British business Draken will boost Teesside International Airport and support jobs across Teesside, Bournemouth and the Midlands – delivering on the Government’s Plan for Change.

    In addition to strengthening our national security, the deal will maintain vital infrastructure in the North East and support more than 200 UK jobs. The new contract will deliver Armed Forces training for responding to a range of threats – including air-to-air combat, electronic warfare and missile attacks.

    Using a fleet of aircraft, Draken will simulate threats for UK personnel, including:

    • Air-to-air combat.
    • Missile attacks.
    • Attacks on ships from aircraft.

    Defence Minister Maria Eagle announced the deal today on a visit to Teesside International Airport. The Minister spoke with staff and apprentices, reinforcing the Government’s commitment to boosting national security and economic growth.

    The project will help deliver the government’s Plan for Change by strengthening national security and supporting the mission to kickstart economic growth. It also follows the launch of the Defence Industrial Strategy, which will ensure the defence sector is an engine for growth in every region and nation of the UK.

    Through live exercises with UK personnel over the North Sea, Draken private pilots will replicate the tactics and techniques of a range of adversaries.

    Using the latest electronic warfare technology, Draken will also train Royal Naval personnel to protect Carrier Strike Group assets from air and missile attacks and train Army personnel to quickly receive reconnaissance and intelligence information on enemy forces from the air.

    Altogether, this training will ensure that our Armed Forces receive demanding and realistic training, meeting NATO standards.

    Minister for Defence Procurement and Industry, Maria Eagle MP, said:

    This investment will deliver world-class training for our Armed Forces and boost British business, jobs and national security.

    In line with our Plan for Change and upcoming Defence Industrial Strategy, this deal with Draken will support 200 UK jobs and ensure the future of Teesside International Airport.

    To deliver the training, Draken will use 14 Dassault Falcon 20, one Diamond DA42 and eight L-159E ‘Honey Badger’ fighter jets based at Teesside and Bournemouth. Draken will enrol a minimum of 12 apprentices at both sites.

  • MIL-OSI Security: Michigan Man Charged with Drug Distribution and Loan Fraud

    BOSTON – A Michigan man has been charged and has agreed to plead guilty in connection with a conspiracy to import and sell illegal pharmaceuticals, including opioids, and to fund the operation of the scheme by fraudulently obtaining a Covid pandemic relief loan.

    Donald Nchamukong, 37, was charged by Information with conspiracy to smuggle goods into the United States, to commit loan fraud and to distribute controlled substances.  Nchamukong will make an initial appearance in federal court in Boston on a date to be scheduled by the Court.

    According to the charging documents, starting in 2019 and continuing to 2022, Nchamukong and a co-conspirator, Doyal Kalita, conspired to distribute drugs to persons in the United States over the internet and using call centers in India. Nchamukong allegedly used shell companies, including a purported dietary supplements company and an auto parts supplier, and associated bank and merchant accounts to process sales of illegal foreign drugs, including the Schedule IV opioid, tramadol. Nchamukong and Kalita also received shipments of tramadol from India and reshipped the drug to customers across the United States, including in Massachusetts. When the Covid-19 pandemic hit, Nchamukong and Kalita allegedly fraudulently obtained a $200,000 Economic Injury Disaster Loan to fund their illegal drug scheme.  

    Kalita was convicted in 2024 and sentenced to 10 years in prison for orchestrating the online drug distribution scheme and a technical support fraud scheme and related money laundering.

    The charge of conspiracy provides for a sentence of up to five years in prison, three years of supervised release and a fine of up to $250,000, or twice the monetary gain or loss, whichever is greater. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

McMillan, Special Agent in Charge of the New York Field Office of the U.S. Food and Drug Administration, Office of Criminal Investigations made the announcement today. Valuable assistance was provided by Homeland Security Investigations in New York, Small Business Administration and the United States Attorney’s Office for the Eastern District of New York. Assistant U.S. Attorney Kriss Basil, Deputy Chief of the Securities, Financial, and Cyber Fraud Unit, is prosecuting the case.

    On May 17, 2021, the Attorney General established the COVID-19 Fraud Enforcement Task Force to marshal the resources of the Department of Justice in partnership with agencies across government to enhance efforts to combat and prevent pandemic-related fraud. The Task Force bolsters efforts to investigate and prosecute the most culpable domestic and international criminal actors and assists agencies tasked with administering relief programs to prevent fraud by augmenting and incorporating existing coordination mechanisms, identifying resources and techniques to uncover fraudulent actors and their schemes, and sharing and harnessing information and insights gained from prior enforcement efforts.
