  • MIL-OSI Security: New Rochelle Physician Pleads Guilty to Selling Thousands of Oxycodone Pills for Cash

    Damian Williams, the United States Attorney for the Southern District of New York; Frank A. Tarentino III, the Special Agent in Charge of the New York Division of the Drug Enforcement Agency (“DEA”); and Naomi Gruchacz, the Special Agent in Charge of the U.S. Department of Health and Human Services Office of Inspector General (“HHS-OIG”), announced that MORDECHAI BAR pled guilty today to one count of illicitly distributing and dispensing oxycodone and other controlled substances.  BAR pled guilty before U.S. District Judge Cathy Seibel, to whom his case is assigned.

    U.S. Attorney Damian Williams said: “Dr. Mordechai Bar hid behind his medical license while he prescribed oxycodone without a legitimate medical need.  Like any drug dealer, he pumped highly addictive substances into the streets for profit, with no regard for the impact on the community.  Along with our law enforcement partners, we will continue to aggresively prosecute physicians who help fuel the opioid crisis.”

    DEA Special Agent in Charge Frank A. Tarentino III said: “This guilty plea from Doctor Mordechai Bar is the result of the hard work of our DEA New York’s Westchester Office and our law enforcement partners in pursuing those individuals who put profit and greed over the health and safety of their patients.  The DEA remains committed in pursuing those individuals who exacerbate the ongoing opioid crisis.”

    HHS-OIG Special Agent in Charge Naomi Gruchacz said: “This physician accepts responsibility for illegally prescribing controlled substances, an action that is especially egregious given the ongoing opioid epidemic. HHS-OIG will continue to work with our law enforcement partners to ensure individuals involved in fraud schemes that exploit federal health care programs and threaten patient safety are held accountable.”

    According to documents filed in this case including the Complaint, the Information, BAR’s plea agreement, and statements made in Court:

    Between in or about January 2023 and in or about June 2024, BAR, a physician, repeatedly prescribed oxycodone without a legitimate medical purpose and outside of the usual course of professional practice.  Oxycodone, a Schedule II narcotic, is a highly addictive opioid that is used to treat severe and chronic pain, as well as pain associated with certain forms of cancer and other terminal illnesses.  Oxycodone prescriptions command high prices in the black market because of demand by drug abusers.  BAR often prescribed oxycodone in combination with amphetamines and/or alprazolam, controlled substances that are themselves frequently abused and resold illicitly.  BAR sold these prescriptions for cash, and he did so without performing physical examinations or medical tests on the patients in whose names the prescriptions were issued.

    BAR, 71, of Larchmont, New York, pled guilty to one count of distributing oxycodone and other controlled substances, which carries a maximum sentence of 20 years in prison.  The statutory maximum sentence is prescribed by Congress and is provided here for informational purposes only, as any sentencing will be determined by a judge.  BAR is scheduled to be sentenced by Judge Seibel on February 18, 2025.

    Mr. Williams praised the outstanding efforts of the DEA New York’s Westchester Office, HHS-OIG, the FBI, IRS-CI, and the Organized Crime Drug Enforcement Task Force.  Mr. Williams also thanked the New York State Department of Health Bureau of Narcotic Enforcement for their assistance in this case.

    The case is being handled by the Office’s White Plains Division.  Assistant U.S. Attorneys Jorja N. Knauer, David A. Markewitz, and Kathryn Wheelock are in charge of the prosecution.

    Geneva, Switzerland – October 23, 2024: – Ad-Hoc announcement pursuant to Art. 53 of SIX Listing Rules – WISeKey International Holding Ltd. (“WISeKey”) (SIX: WIHN, NASDAQ: WKEY), a global leader in cybersecurity, digital identity and Internet of Things (IoT) innovations operating as a holding company, today announced that it has signed Convertible Notes Subscription Agreements (“Agreements”) for up to $30 million, via private placements with a select group of institutional investors (the “Investors”).

    Under terms of the Agreements, WISeKey will initially issue convertible notes in the aggregate principal amount of $2,500,000 for subscription by the Investors.     Cambridge (UK) 23 October 2024 (18.00 CEST) – Hybrid Software Group PLC (Euronext: HYSG) provides a trading update for the nine months ended 30 September 2024.

    CEO Mike Rottenborn comments, “Our operating performance for the third quarter was consistent with our performance in the third quarter of last year, with revenue for the period of €11.57 million versus €11.64 million in 2023 and an adjusted operating result for the period of €0.70 million or 6% of revenue versus €0.66 million in 2023.  Q3 is normally our weakest quarter in end-user sales because of the summer holiday period, and this year was no exception.  However, all of our business segments have experienced year-over-year sales growth for the first nine months of 2024, with consolidated revenues 5.3% higher than the first nine months of 2023. The cost optimizations completed last year contributed to more than €5 million in adjusted operating profit for the first nine months of the year, up 133% from last year.  With a busy fourth quarter of trade shows and industry events, as well as continuing momentum from the Drupa show, we anticipate continued good results for the remainder of 2024.”

    Sales in the Printhead Solutions segment for the third quarter grew 6.7% over the third quarter of 2023 and 8.3% over the first nine months, continuing the recovery which began last year after the component shortages of 2022 and against a backdrop of industrial sectors experiencing cyclical headwinds, increasing the breadth of its customer base in the process.

    The Enterprise Software segment quarterly revenues were in line last year with revenues for the first nine months up 6.1%, with increased sales in the largest regions of DACH and North America to power further growth in the future.

    The Printing Software segment saw its third quarter sales decline with 11.5% compared to 2023 but for the first nine months of the year saw its income increase with 2%, as sales of its new Digital Front End, SmartDFE, continues to gain traction. Printing Software has contributed to more than €3 million in adjusted operating profit for the first nine months of the year, up 624% from last year. 

    Increased sales coupled with continued vigilance on expenses resulted in an EBITDA growth of 50% year-over-year, from 15% of revenue to 22% of revenue.

  • MIL-OSI USA: Ciscomani, Joyce, Lee, Pappas Introduce Bill to Strengthen Law Enforcement Coordination at the Southern Border

    WASHINGTON – U.S. Representatives Juan Ciscomani (AZ-06), Dave Joyce (OH-14), Susie Lee (NV-03) and Chris Pappas (NH-01) introduced a bipartisan bill to strengthen cooperation and law enforcement operations at the southern border.  

    Specifically, the Advanced Border Coordination Act (H.R. 10027) would establish Joint Operations Centers to promote cooperation, enhance coordination between federal, state, local, and tribal law enforcement agencies, and provide officers and agents the tools and resources they need to combat illicit activity along the southern border.  

     A companion bill was previously introduced in the Senate by Senators Catherine Cortez-Masto (D-NV) and Marsha Blackburn (R-TN). 

     “For the last three and a half years, border-districts, like mine, have been on the frontlines of the crisis at the southern border,” said Ciscomani. “As a result, our communities are less safe and Customs and Border Protection agents and local law enforcement officers are overwhelmed and overworked. This bipartisan legislation will address this issue by establishing joint operation centers to enhance coordination between federal, state, local, and tribal law enforcement and provide officers and agents the tools they need to combat drug traffickers, human smugglers, and other bad actors.” 

    “I’ve visited the southern border, including in Arizona’s Sixth Congressional District with Congressman Ciscomani, and seen the crisis unfolding there firsthand,” said Joyce. “For the safety of our communities, we have to restore the rule of law and secure our borders, and DHS must take serious steps to improve its coordination with partner agencies.     The Advanced Border Coordination Act would help address these national security concerns by:  

    • Directing DHS to establish at least two joint operations centers along the southern border. These hubs would help law enforcement from multiple Federal, State, local and Tribal agencies coordinate their efforts and better work together.  

    • Requiring these centralized hubs to serve as resources to improve field operations and intelligence sharing, help detect and deter criminal activity like drug and human trafficking, and support workforce development and training coordination between participating agencies.  

    The bill has been endorsed by the National Border Patrol Council, National Immigration Forum, the Texas Border Coalition, and the Major Cities Chiefs Association.

  • MIL-OSI USA: Rep. Lofgren Announces $1.3M+ in Federal Funding to Repair Farmworker Housing in Soledad

    SALINAS, CA – Today, U.S. Congresswoman Zoe Lofgren (CA-18) announced that the Community Housing Improvement Systems and Planning Association (CHISPA) will receive $1,320,000 from the U.S. Department of Agriculture (USDA) through a combination of a grant and a low-cost federal loan to rehabilitate affordable housing for farmworkers in Soledad.

    “The men and women who work America’s farms feed the nation, and they deserve to have safe living spaces. This federal funding will importantly help improve existing housing infrastructure in the ‘Salad Bowl of America,’ where so much fresh produce is grown. I remain committed to addressing the housing needs in our community – whether in Soledad, other areas of the Salinas Valley, or anywhere in CA-18 – and I will continue to support efforts that help uplift and protect farmworkers everywhere,” said Rep. Zoe Lofgren.

    CHISPA will receive a grant of $1,188,000 and a loan of $132,000 to make needed improvements at the Soledad Townhomes, a multifamily housing complex with more than 30 units. This project consists of 10 two-bedroom, 14 three-bedroom, and nine four-bedroom units.

    This funding comes from the USDA’s Off-Farm Labor Housing Program, which supports housing development projects for migrant and seasonal domestic farm laborers.

    The USDA grant was provided by the FY24 consolidated appropriations package that Rep. Lofgren voted in favor of.

Terri Sewell (AL-07) announced that the Birmingham-Shuttlesworth International Airport and the Montgomery Regional Airport will each receive $5 million, for a total of $10 million in federal funding, to make improvements to the airports’ infrastructure. Funding for these grants comes from the Federal Aviation Administration’s (FAA) Airport Infrastructure Grant (AIG) program, made possible by President Biden’s Bipartisan Infrastructure Law.

    “I’m excited to welcome $10 million in federal funding to make improvements to the Birmingham and Montgomery airports!” celebrated Rep. Sewell.  “Thanks to the Biden-Harris Administration, the Bipartisan Infrastructure Law is once again delivering results for Alabama’s 7th Congressional District by investing in airport facilities that will enhance travel for those who visit and live in our communities.”

    In Birmingham, this grant will be used to rehabilitate 10 restrooms and a Service Animal Relief Area at the airport, enhancing the airport’s compliance with the Americans with Disabilities Act (ADA).

  • MIL-OSI Security: Illinois Murder Suspect on U.S. Marshals 15 Most Wanted Fugitive List Arrested in Mexico

    Washington, DC – The manhunt for an Illinois murder suspect placed on the U.S. Marshals 15 Most Wanted fugitives list in 2020 ended Oct. 21, 2024, when Mexican law enforcement officers arrested John Panaligan in Tepic, Mexico. The fugitive is not a national of the country and was turned over to Mexican immigration authorities who deported him to the United States Oct. 22.

    Panaligan, 57, was wanted for allegedly murdering attorney Victor Jigar Patel, who was found strangled to death in his Northbrook, Illinois, office Dec. 7, 2016. At the time of his death, Patel, 36, was representing plaintiffs suing Panaligan in civil court. 

    “I want to express my appreciation and gratitude to the men and women of the Marshals Service, as well as to the officials from the Government of Mexico,” said Director Ronald L. Davis. “I hope this arrest brings some measure of comfort to the Patel family and serves as a stark reminder to fugitives from justice that there is no place to hide.”

    “The collaborative work of the Great Lakes Regional Fugitive Task Force and the Northbrook Police Department in the apprehension of this international fugitive is a testament to our strong regional relationships and the value it brings to our community,” said U.S. Marshal LaDon Reynolds of the Northern District of Illinois. 

    “The United States Marshal’s Great Lakes Fugitive Task Force worked tirelessly in collaboration with the Northbrook Police and other agencies to apprehend the fugitive.  The relentless efforts by law enforcement for the past 8 years are a clear reminder that you cannot hide from justice. The Northbrook Police Department remains committed to providing closure for the family of the victim, Jigar Patel,” said Interim Chief John Ustich of the Northbrook Police Department.

    Panaligan allegedly lured Patel to his law office by scheduling an appointment using an alias. Authorities believe Panaligan showed up wearing a disguise, which was captured on nearby security cameras, and then killed the victim in his office. 

    Two days later, Panaligan was detained at the Canadian border for allegedly smuggling a firearm into Canada but was eventually allowed to return to the U.S. where he was interviewed by Northbrook Police in relation to Patel’s death. During the investigation, authorities executed multiple search warrants of Panaligan’s belongings and property. Evidence collected gave authorities reason to believe Panaligan was the prime suspect in Patel’s murder. 

    Panaligan is believed to have fled to Mexico before he could be arrested. An arrest warrant for first-degree murder was issued for Panaligan Feb. 8, 2017. The USMS placed him on its 15 Most Wanted list Nov. 23, 2020, and offered a reward of up to $25,000 for information leading to his capture. Due to Panaligan’s international ties and dual citizenship between the U.S. and the Republic of the Philippines, authorities believed he could have traveled anywhere with assistance from acquaintances to elude capture.

    Created in 1983, the USMS 15 Most Wanted (15MW) fugitive program draws attention to some of the country’s most dangerous and high-profile fugitives. These fugitives tend to be career criminals with histories of violence who pose a significant threat to public safety. 

    Generally, 15MW fugitives are considered the “worst of the worst” and can include murderers, sex offenders, major drug kingpins, organized crime figures and individuals wanted for high-profile financial crimes. Since the program began in 1983, more than 250 15MW fugitive cases have been closed. 

    The USMS has a long history of providing assistance and expertise to other federal, state, and local law enforcement agencies in support of their fugitive investigations. Working with authorities at the federal, state, tribal, and local levels, USMS-led fugitive task forces arrested more than 73,000 fugitives and cleared nearly 86,000 warrants in FY 2023.

    SAN DIEGO (Oct. 21, 2024) – Commander, Naval Surface Force, U.S. Pacific Fleet (CNSP) kicked off the 41st Surface Line Week (SLW) Pacific competition at Naval Base San Diego, Oct. 21.

    The two-week competition highlights professional and athletic skills while enhancing camaraderie and team building among the Surface Force. About 1,000 Sailors, Marines and Department of the Navy civilians are expected to participate.

    “This year’s motto is Stronger Together – Fight and Win! Surface Line Week provides an opportunity for our sailors to showcase their skills and training while building bonds and relationships across the waterfront,” said Lt. Jazzmine Ennals, SLW coordinator.

    SLW consists of seven athletic, five professional, and two additional events, such as Damage Control Olympics, Marksmanship, Navigation Olympics, and Shiphandling. Activities culminate with an awards ceremony, Friday, October 25.

    Participants are active duty, regularly assigned Navy Reserve or other military personnel and government civilians formally attached to a Navy command. Commands earn points as they compete in the different events to determine large, medium and small unit winners.

    The mission of CNSP is to man, train, and equip the Surface Force to provide fleet commanders with credible naval power to control the sea and project power ashore.

  • MIL-OSI Economics: Joint IMF-Regional Financing Arrangements Press Release on the Ninth High-level RFAs Dialogue

    Washington, DC: The 9th High-level Regional Financing Arrangements (RFAs) Dialogue was held on 23 October 2024 in Washington DC at a time when the global economic outlook is improving but remains weak amid a complex geoeconomic environment and elevated policy uncertainty. The heightened volatility observed in global financial markets over the summer reaffirmed the importance of having a strong Global Financial Safety Net, including effective collaboration between the International Monetary Fund (IMF) and RFAs, to safeguard against external risks.

    During the dialogue, representatives from the IMF and  the RFAs (the Arab Monetary Fund, the ASEAN+3 Macroeconomic Research Office cum the Chiang Mai Initiative Multilateralisation, the BRICS Contingent Reserve Arrangement, the Eurasian Fund for Stabilization and Development, the European Commission, the European Stability Mechanism, and the Latin American Reserve Fund) provided an update on institutional activities since their last meeting in October 2023 in Marrakech, covering a range of issues from policy and instrument enhancements to capacity and analytical developments.

    The exchange demonstrated the RFAs’ continued efforts to prepare their institutions for an uncertain economic and financial landscape, marked by risks of geoeconomic fragmentation, the threat of climate change, and a transforming global economy under the influence of artificial intelligence and digital progress. 

    The IMF is continuing to adapt to ensure that its policy advice, financial resources, and capacity development can best support its global membership. IMF staff updated RFAs on recent lending toolkit reforms that directly benefit its membership while reinforcing the IMF’s strong financial position. The recently completed Review of Charges and the Surcharge Policy reduces charges and surcharges on regular IMF lending, and the Review of the Poverty Reduction and Growth Trust puts in place a comprehensive package that secures the concessional lending capacity to support low-income countries. IMF staff also discussed how the institution is implementing its Climate Strategy across its operations. As the institution at the center of the global financial safety net, the IMF serves as a critical platform for cooperation to tackle global economic challenges.

    The IMF and RFAs appreciated the exchange of views with Joaquim Levy and Siddharth Tiwari, in their capacity as members of the Bretton Woods Committee Multilateral Reform Working Group, on how to empower multilateralism amid geoeconomic fragmentation. The roundtable discussion offered an opportunity to explore the role that RFAs can play in advancing global solutions to shared challenges. The RFAs stressed that the IMF and the World Bank, with their global memberships and decades-long expertise, are best suited to take the lead in such efforts. The RFAs can support the Bretton Woods institutions’ work by leveraging their regional knowledge and the close ties that they have cultivated with each other and the IMF in recent years. Participants also welcomed the timely update from the French co-chair of the G20 International Financial Architecture Working Group on the group’s priorities, especially on its quest towards a more effective and representative global financial architecture.

    Recognising that the system of international cooperation is under strain, the IMF and RFAs reiterated their continued commitment to maintain an open and candid dialogue to share crisis experiences and expertise and support multilateralism.

    The 9th Joint RFA Research Seminar will be held in Colombia in the first half of 2025. The 10th High-level RFA Dialogue will be convened at the margins of the next IMF/World Bank Annual Meetings in October 2025.

Red-light running is a major contributing factor to traffic fatalities and the data speaks for itself: where we’ve installed these cameras, red-light running and related crashes have dropped 73 percent.     Legislation S2812A/A5259A extends authorization for New York City’s existing red light camera program until 2027 and increases the maximum number of intersections with a red light camera from 150 to 600.

    This legislative package also focuses on protecting students by establishing a new speed camera program in Kingston, increasing penalties for passing stopped school buses, and mandating seatbelt requirements for charter buses. These new laws reaffirm New York State’s commitment to protecting students across New York State.

    Legislation S.8607A/A.9359A authorizes the City of Kingston to establish a speed camera program for up to three school zones, protecting children on their way to and from school.

    Legislation S.9504A/A.3120A increases penalties for overtaking and passing a school bus. The fine for a third or subsequent violation within three years will rise from $1,000 to $1,500. This targets repeat offenders specifically.

    Assemblymember William Magnarelli said, “Improving safety on the roads is a constant battle. The bills signed today are our most recent efforts in that regard. This package includes two important bills regarding bus safety. A.3120-A increases the maximum penalty for those that illegally pass a stopped school bus and builds on our successful camera enforcement law. A.8557 requires the use of seatbelts on charter buses introduced in response to last year’s fatal crash in Orange County. It is critical that everyone use seatbelts and safety equipment on every form of transportation. These bills will help save lives. I thank the Governor for signing them into law.”

    Legislation S9361/A8557 requires all passengers on charter buses over the age of 8 to use the seatbelts provided.

    Lastly, Legislation S760B/A402B expands the reckless driving statute to include parking lots. Parking lots will be defined as private property with capacity for four or more cars, contiguous to premises and a roadway, parking lots adjacent to one- or two-family residences are exempt.

Our bill gives law enforcement greater ability to react quickly and decisively when these dangerous popup takeovers arise so that those responsible face consequences for endangering public safety. This year, 88 pedestrians have been killed, 24 of them in Queens. Many of these victims are small children like 8-year-old Bayron Palomino Arroyo of East Elmhurst and 7-year-old Dolma Naadhun from Astoria, both of whom lost their lives. We have to do better. Renewing and expanding the Red Light Camera program across New York City will reinforce the necessary work we are doing to keep everyone safe. I’m proud to join today’s event and to do my part in moving us closer to safer streets for drivers, cyclists and pedestrians. Safer streets save lives.”

    Headline: As US election nears, Russia, Iran and China step up influence efforts

    With two weeks until Election Day 2024, the Microsoft Threat Analysis Center (MTAC) observes sustained influence efforts by Russia, Iran, and China aimed at undermining U.S. democratic processes. Since our last two reports, the U.S. government has taken many actions revealing cyber and influence activity from foreign adversaries related to election 2024. Most recently, that includes revealing malicious Iranian cyber actors’ sending of “stolen, non-public material from former President Trump’s campaign” to both individuals then associated with President Biden’s campaign and U.S. media organizations, and the indictment of three Iranian actors for the hack-and-leak operation targeting the Trump-Vance campaign. 

    We also noted in our last report that while Iranian actors have focused their cyber-influence operations on the Trump campaign, Russian actors decisively pivoted toward the Harris campaign once she entered the race. Since then, Russian actors continue to integrate generative AI into their content, Iranian groups ramp up their preparations to enable cyber-influence operations, while Chinese actors shift focus to several down-ballot candidates and members of Congress. Russian actors have notably attempted to target the Harris-Walz campaign by attacking the candidates’ characters.  

    History has shown foreign actors’ ability to rapidly distribute deceptive content can significantly impact public perception and electoral outcomes. With a particular focus on the 48 hours before and after Election Day, voters, government institutions, candidates, and parties must remain vigilant against deceptive and suspicious activity online. Early detection and fact-checking remain essential to countering these efforts and maintaining election integrity.  

    We discuss this activity in our fifth election report by the Microsoft Threat Analysis Center (MTAC) released today.

    Russia stays focused on the Harris-Walz campaign

    Russian operatives continue to take steps to undermine the Harris-Walz campaign. Russian actors continue to create AI-enhanced deepfake videos about Vice President Harris. In one video, Harris is depicted as allegedly making derogatory comments about former President Donald Trump. In another from a Kremlin-aligned troll farm we track as Storm-1516, Harris is accused of illegal poaching in Zambia. Finally, another video spreads disinformation about Democratic vice president nominee Tim Walz, gaining more than 5 million views on X in the first 24 hours.  

    While most of these videos received minimal engagement, they underscore Russia’s ongoing use of both traditional and AI-generated content to influence U.S. audiences and stoke political discord. We have also seen some actors shifting their content publishing strategy from Telegram to X to reach U.S. audiences. 

    Escalating hostilities in the Middle East have not slowed Iran’s cyber-influence operations

    Iran has proved that it can run multiple operations against varying targets simultaneously. Despite escalating tensions with Israel, Iran continues its efforts to influence U.S. audiences. Most recently, MTAC observed Iranian activity, disguised as “Bushnell’s Men,” calling on Americans to boycott the elections due to the candidates’ support for Israel. The group’s previous efforts to incite anti-Israeli protests at universities further illustrate their use of divisive social issues to sow conflict among communities in the U.S.  

    Additionally, the Iranian cyber group Microsoft tracks as Cotton Sandstorm has been actively scouting election-related websites and media outlets, suggesting preparations for more direct influence operations as Election Day nears. The actor’s history of election interference and their pattern of cyber-influence operations underscores the persistent threat they pose. 

    China targets down-ballot candidates and members of Congress

    Chinese influence operations have focused on down-ballot Republican candidates and members of Congress that advocate for anti-Chinese policies. This includes campaigns against Rep. Barry Moore, Sen. Marsha Blackburn, and Sen. Marco Rubio (not currently up for re-election this cycle). Actors have parroted antisemitic messages, amplified accusations of corruption, and promoted opposition candidates. While not always resulting in high levels of engagement, these efforts demonstrate China’s sustained attempts influence U.S. politics across the board 

    Remaining vigilant to online threats.

    During times of heightened emotion, conflict, and competition, manipulated images, audio, and video often travel further and faster across audiences than during an average news cycle. Foreign actors have proven nimble and capable of inserting deceptive content and distributing it rapidly during these moments. We expect Russia, Iran, and China to continue their efforts, including using AI, and may employ tactics that seek to cast doubt about the integrity of the election’s outcome. MTAC will continue to monitor this activity and provide updates publicly to promote education and protect institutions from any form of foreign interference.

  • MIL-OSI Reportage: Scammers undeterred: 9 in 10 NZers targeted, but reporting surges

    New research from BNZ highlights the unrelenting onslaught of criminal scammers facing New Zealanders, with nearly nine in ten Kiwis reporting they’ve been targeted by scammers in the past year. 

    BNZ’s annual Scam Savvy survey found that 87% of New Zealanders were targeted by scams in the past 12 months, virtually unchanged from 2023 (88%).  

    However, in a positive shift, New Zealanders are fighting back: despite persistent attacks, the proportion of people reporting scams to organisations like banks, police, and Netsafe, has jumped to 70%, up from 62% in 2023 and a mere 46% in 2022. 

    BNZ Head of Financial Crime, Ashley Kai Fong, says, “While it’s concerning that scammers continue to target Kiwis at such a high rate, we’re pleased to see a significant increase in scam reporting.  

    “This shift suggests that our efforts to raise awareness and encourage action are paying off. However, it’s crucial to remember that if you suspect you’ve been scammed, you should always call your bank immediately. Quick action can often help prevent or limit financial losses.” 

    Key findings from BNZ’s 2024 Scam Savvy survey include: 

    • Government impersonation scams have increased, with 52% of respondents targeted by this type of scam in the last 12 months, up from 45% in 2023 
    • Email remains the most common scam channel, with 34% of scam victims targeted this way. 
    • Website-based scams have more than doubled, with 22% of scam victims being contacted this way, up from 9% in 2023 
    • Social media remains a significant channel for scammers, with 22% of respondents encountering scams on these platforms 
    • 1 in 8 respondents fell victim to a scam in the last 12 months, with 7% losing money 

    “The tactics used by scammers are constantly evolving, so the increase in reporting is a crucial step in our collective fight against fraud – every report makes it harder for scammers to operate. We’re seeing a real shift in attitudes, with more people recognising the importance of speaking up,” Kai Fong says. 

    In response to the evolving scam landscape, BNZ recently launched another anti-scam tool. The ‘online banking lock’ feature gives customers the ability to disable all online banking activity and lock access to their online banking if they suspect a scammer has gained access to their accounts. 

    “This new tool – available in the BNZ app – gives customers the ability to lock their online banking while they’re contacting us, potentially speeding up the process to lock their accounts and shut scammers out,” says Kai Fong. 

    The online banking lock is just one of a number of new features BNZ has introduced, including: 

    • Introducing a way for customers to verify their identity through the BNZ app when prompted by a BNZ staff member to confirm it is the bank calling. 
    • Introducing additional two-factor authentication (2FA) within internet banking for high-risk actions such as changing personal contact details, creating a new payee, editing an existing payee, or making payments to unsaved payees. This is required regardless of whether a customer has already completed 2FA in their current session. 
    • Deploying ID readers in branch to help identify fraudulent documents. 

    “While we’re making progress and introducing new protective measures, our research underscores the need for continued vigilance and education. We urge all New Zealanders to stay informed about the latest scam tactics and to report any suspicious activity immediately.  

    “Remember, reporting a scam isn’t just about your own protection—it could prevent someone else from becoming a victim too,” says Kai Fong. 

    Keeping account details, passwords and pin numbers safe 

    • never click on links or attachments sent by someone you don’t know or that seem out of character for someone you do know 
    • keep your computer and phone security software up to date 
    • contact your bank as soon as possible if you think you’ve been scammed 

    Top tips to get scam savvy – BNZ will never: 

    • email or text you links to online banking and ask you to log in 
    • send you a text message with a link to a website, or link to call us 
    • ask you for information about your PIN number, bank account number, or password 
    • ask you to verbally share the authentication codes sent to you by text or email, even with a BNZ staff member 
    • ask you to transfer money to help catch a scammer or a bank employee who is scamming customers send you a text message about account issues with a link to log in 
    • ask you to download software to access your Internet Banking remotely 
    • use international phone numbers to call or send you notifications.

    The BNZ Scam Savvy research was commissioned by BNZ using the Insights HQ my2cents online research panel. Responses were collected between July 30 and August 16, 2024, with a sample size of 1,263 New Zealanders. The sample was weighted to be nationally representative on region, age and gender.

    Charleston, WV- Today, Senator Joe Manchin III (I-WV), Chairman of the Senate Committee on Energy and Natural Resources, announced nearly $430 million to accelerate domestic clean energy manufacturing in coal communities in West Virginia and across the country. This award from the Department of Energy’s (DOE) Office of Manufacturing and Energy Supply Chains is a result of the Bipartisan Infrastructure Law’s direct investments in coal communities that were secured by Chairman Manchin. Today’s funding announcement includes $9.8 million for Sparkz, a battery material producer in Bridgeport, West Virginia, who will partner with the United Mine Workers of America to train former coal miners to become a part of their workforce.
    “Our nation’s coal communities have stepped forward and served as the backbone of our economy time and time again, said Chairman Manchin. “That’s why ensuring our coal communities have the resources they need to develop new industries has remained a top priority for me during my time in the United States Senate.

    Lost in Europe on Wednesday won the 2024 Daphne Caruana Galizia Prize for Journalism for its investigation into the disappearance of over 50 000 unaccompanied child migrants.

    The investigation, run by media from Germany, Italy, Greece, the Netherlands, Belgium, Ireland and the UK revealed that at least 51 433 unaccompanied child migrants disappeared after arriving in European countries between 2021 and 2023.

    Roberta Metsola, President of the European Parliament, Pina Picierno, Vice-President responsible for the Prize, and representatives of the independent European-wide Jury of the Prize participated in the award ceremony held in the European Parliament’s Daphne Caruana Galizia Press Room in Strasbourg.

    President Metsola said: “Daphne Caruana Galizia’s legacy continues through the work of journalists who live to tell the truth and refuse to be silenced. Their fight for justice prevails over the threats that try to undermine their important work. Press freedom is non-negotiable.     Between 3 May and 31 July 2024, hundreds of journalists from the 27 EU countries submitted their stories for consideration. Thirteen of the 318 submissions were shortlisted by the jury before the winner was chosen.

    About the Winning Story

    Lost in Europe uncovered the staggering reality that, since 2021, on average nearly 47 children have vanished each day after arriving in Europe.

    Data collected by Lost in Europe from 31 European countries, including Austria, Germany, and Italy, reveal that tens of thousands of migrant children are missing.

    The months-long investigation shows that the number of missing migrant children could be even higher, as inconsistent documentation and the lack of data collection by some countries contribute to significant gaps in reporting.

    This latest investigation builds on Lost in Europe’s 2021 research, which revealed that over 18 000 migrant children went missing in Europe between 2018 and 2020.

    As Aagje Leven, Secretary General of Missing Children Europe, noted, the findings are likely just the “tip of the iceberg,” as more child migrants continue to disappear at alarming rates in Europe, with many feared to be victims of human trafficking and modern slavery.

    About the Prize

    The Daphne Caruana Prize was initiated by a decision of the European Parliament’s Bureau in December 2019 as a tribute to Daphne Caruana Galizia, a Maltese anti-corruption investigative journalist and blogger who was killed in a car bomb attack in 2017.

    Every year, the Prize rewards (on the anniversary of the assassination of Daphne Caruana Galizia) outstanding journalism that promotes or defends the core principles and values of the European Union such as human dignity, freedom, democracy, equality, rule of law, and human rights.

    Professional journalists and teams of professional journalists of any nationality can submit in-depth pieces that have been published or broadcast by media based in one of the European Union’s 27 member states. The aim is to support and highlight the importance of professional journalism in safeguarding freedom, equality and opportunity.

    The independent jury is composed of representatives of the press and civil society from the 27 EU member states and a representative of the International Federation of Journalists.

    The Prize and the €20 000 in prize money demonstrate the European Parliament’s strong support for investigative journalism and a free press.

    Who was Daphne Caruana Galizia?

    Daphne Caruana Galizia was a Maltese journalist, blogger and anti-corruption activist who reported extensively on corruption, money laundering, organised crime, sale of citizenship and the Maltese government’s links to the Panama Papers. Following harassment and threats, she was murdered in a car bomb explosion on 16 October 2017. The outcry over the authorities’ handling of her murder investigation ultimately prompted the resignation of Prime Minister Joseph Muscat. Critical of failings in the investigation, in December 2019, MEPs called on the European Commission to take action.

    Senator O’Hara said “The executive parties have overseen a rise in homeless figures unrivalled by any comparable nation. It is an absolute disgrace that the executive can carry on as normal, while every day more people are facing housing stress, more people are sent to the back of housing list to wait decades for a home, more people are carted around the country just to keep a temporary roof over their heads.”
    Senator O’Hara continued “How much longer can this executive go on, ignoring the root causes of homelessness. Under investment in social housing, failure to properly regulate the private rented sector and allowing land hoarding to run rampant. This is exemplified by the executive only allocating enough funding for 500 social homes this financial year. At this pace it will take 60 years to clear the backlog of over 30,00 homeless households. The reflex from the executive parties is to blame Tory austerity or chronic under investment in Northern Ireland. They will not take responsibility for their 26 years of on and off government.”

    Today, National Indigenous Collaborative Housing Incorporated (NICHI) Chief Executive Officer John Gordon and Minister of Indigenous Services and Minister responsible for FedNor, Patty Hajdu, announced the recipients of NICHI’s expression of need process to address the critical need for safe and affordable urban, rural and northern Indigenous housing projects in Nunavut.

    Today’s announcement includes nearly $13 million in funding for 3 projects in Nunavut led by:

    • YWCA Agvik Nunavut
    • Uquutaq Society – Butler Affordable Housing
    • Pairijiit Tigummiaqtikkut Society – Elder Housing Capacity building

    Through the national process, $277.8 million out of a total funding amount of $281.5 million is being distributed to 75 projects across the country aimed at building more than 3800 units. This funding was provided to Indigenous Services Canada through Budget 2022 and was distributed by NICHI, applying its “For Indigenous, By Indigenous” approach. NICHI brings together Indigenous-led housing, homelessness, and housing-related service delivery organizations to provide lasting solutions that address diverse housing inadequacies including homelessness for Indigenous Peoples living in urban, rural and northern areas.

    Over 171,000 Indigenous Peoples in urban, rural and northern areas off reserve are in core housing need according to the 2021 Census. Indigenous Peoples continue to experience core housing needs at a significantly higher rate than non-Indigenous people – with the gap between them being exacerbated by the housing and homelessness crisis and by inadequacies in distinctions-based funding.

    Through a For Indigenous, By Indigenous approach to Indigenous housing that recognizes Indigenous organizations are best placed to understand the needs of their communities, Indigenous Services Canada is striving to close this gap by 2030.

    Access to safe and affordable housing is critical to improving health and social outcomes, and to ensure a better future for Indigenous communities.   • MIL-OSI Security: FBI’s Operation Not Forgotten 2024

    FBI dedicates investigative resources to address violent crime in Indian country

    In its second year, Operation Not Forgotten, a joint operation between the FBI and the Bureau of Indian Affairs-Office of Justice Services (BIA) surged more than 50 personnel to assist with unresolved investigations in Indian country. From June to September 2024, dedicated resources included FBI special agents and intelligence personnel who deployed to support 10 FBI field offices whose regions include Tribal communities that too often are impacted by a crisis of violence. 

    In the past four months, as a result of Operation Not Forgotten, more than 300 cases received increased investigative, intelligence, and victim assistance. The majority of that assistance was surged to cases involving the most vulnerable victims, including investigations of child physical and sexual abuse, child sexual abuse material, serious violent assaults, domestic violence, and death investigations. 

    “We want our Native American communities to know we are committed to combating criminal activity on Tribal land,” said FBI Criminal Investigative Division Assistant Director Chad Yarbrough. “Unfortunately, Native Americans face some of the highest levels of violence. Combating that is among the most important work we do. With the help our partners at BIA and our dedicated agents, analysts and professional staff, we will continue to bring expertise and insight that’s critical to protecting these communities and victims and helping them heal and thrive.” 

    FBI and BIA efforts have currently led to over 40 arrests, over 40 search warrants being executed, 11 violent offenders were indicted, and nine child victims were identified and recovered from situations of abuse or neglect. Additionally, FBI Victim Services Division personnel provided direct support and services to approximately 440 victims and next-of-kin, including, but not limited to, crisis intervention, case status updates, child/adolescent forensic interviews, support during investigative interviews, assistance with Crime Victims Compensation applications, resource referrals, transportation assistance, Child Protective Services coordination, and Emergency Victim Assistance Funding for lodging and other immediate expenses. 

    “The Bureau of Indian Affairs, Office of Justice Services was pleased to have been apart of Operation Not Forgotten,” said Richard Melville, Office of Justice Services director. “Joint investigative efforts between the FBI and BIA increase investigative resources and strengthens our ability to bring closure and justice for families and victims of violent crimes committed in Indian country. This partnership is an effective tool our agencies leveraged throughout Operation Not Forgotten to achieve that important goal.”   

    This joint operation between the two agencies recognizes the importance of an inclusive approach to combating violent crime in Indian country. By working closely with BIA and Tribal law enforcement agencies, the FBI is establishing trusted partnerships with Tribal communities to address crime in Indian country. The FBI has more than 200 dedicated agents and 26 Safe Trails Task Forces consisting of federal, state, local, and Tribal law enforcement partners investigating crimes in roughly 200 Tribal communities nationwide. By expanding our presence in Indian country and working closely with our partner law enforcement agencies and community advocates, the FBI is committed to bringing closure to unresolved cases and bringing justice to victims and their families. 

    Operation Not Forgotten, along with the FBI’s broader violent crime mission, emphasizes the FBI’s continued dedication to address violence impacting Indian country, including Missing and Murdered Indigenous Persons (MMIP). The FBI is committed to maintaining close collaboration with our federal, state, local and Tribal law enforcement agencies, Tribal governments, and community members to build safer communities and protect the rights of all people.

  • MIL-OSI Security: Deer Lake — Human remains of missing man found at fire scene in Deer Lake, investigation continuing

    RCMP West District General Investigation Section has confirmed the presence of human remains at the scene of a recent fire at the Driftwood Motel in Deer Lake. The fire occurred on October 19, 2024.

    On October 19, police received a report of a missing elderly man who was a guest of the Driftwood Motel. The man was unaccounted for and had not been seen since the time of the fire. This morning, October 23, 2024, during a search of the fire scene, human remains were located and have been identified as those of the missing man.

    The Office of the Chief Medical Examiner is engaged. The fire scene is being held and processed by the RCMP as part of an ongoing investigation.

    RCMP NL extends condolences to the family and friends of the missing man.
