  • MIL-OSI USA: Cramer Issues Statement on Historic, Devastating Wildfires in Western North Dakota

    US Senate News:

Source: United States Senator Kevin Cramer (R-ND)
BISMARCK, N.D. – Over the weekend, several large wildfires in western North Dakota damaged property and communities, resulting in a death and an individual with serious injuries. North Dakota Governor Doug Burgum declared a statewide fire emergency on Oct. 3 to implement the necessary response and recovery actions.
“Kris and I are praying for the families and communities affected by this devastating wildfire situation in western North Dakota,” said U.S. Senator Kevin Cramer (R-ND). “I’m grateful for the quick action of the North Dakota National Guard and our firefighters, first responders, and emergency managers who are working to ensure the safety of North Dakotans, their homes, and their property. My office is coordinating with state and federal officials and is ready to help with recovery efforts.”
On Monday, Cramer spoke with the North Dakota National Guard’s (NDNG) adjutant general, Brig. Gen. Mitch Johnson, about several Federal Emergency Management Agency (FEMA) programs to provide financial assistance for North Dakotans affected by the fires. FEMA Region 8 plays a crucial role in assisting North Dakota with cost-sharing measures to offset the state’s financial burden.
FEMA authorized the use of federal Fire Management Assistance Grants on Sunday to assist with costs associated with firefighting for the Bear Den Fire and the Elk Horn Fire. When the funds were authorized, the Bear Den Fire was threatening 100 primary and 500 other structures near Mandaree. The Elk Horn Fire was threatening 20 primary homes near Watford City in addition to buildings, infrastructure, utilities, equipment and oil infrastructure.
The NDNG, the North Dakota Department of Emergency Services, and the North Dakota Forest Service have mobilized resources to maintain high readiness levels of fire-related resources and capabilities. As local, state, tribal, and federal fire response efforts persevere through this historic fire situation, the State Emergency Operations Center is running 24-hour operations.
Safety Information from the Office of the Governor:
Remember to follow burn restrictions. Additionally, fires should not be started on days with a Red Flag Warning, which is when warm temperatures, low humidity and stronger winds are forecasted to combine to produce an increased risk of fire danger. Current conditions and information can be found at https://NDResponse.gov/burn.
Use caution with outdoor equipment of any kind. While pulling a camper, boat or trailer, remember to cross your tow chains. Never park on tall, dry grass.
Make sure to dispose of cigarettes properly.
If you are in an area that allows recreational fires, never leave them unattended and be sure to put them out completely.

  • MIL-OSI Australia: Federal funding now available to regional airports

    Source: Australian Ministers 1

Regional airports and aerodromes can now apply for a share in $25 million in funding for vital upgrades under Round 4 of the Regional Airports Program.

The Albanese Government recognises the critical role aviation plays for regional communities in providing essential services such as health care, education and freight.

We added two additional grant rounds with $40 million of funding in the 2024-25 Budget, to enable an additional two grant rounds.

Eligible projects can include upgrades to runways, drainage, lighting, fencing, navigation and safety training.

Under Round 4, in addition to safety and access works, funding can be used for projects that will help with the transition to net zero in aviation.

This includes technology such as electric chargers and hydrogen fuel storage for aircraft use.

Grants from $20,000 to $7.5 million are available to cover up to 50 per cent of eligible costs for each project.

I look forward to Round 4 supporting regional Australia by providing jobs, improved connectivity, and lasting benefits for communities such as better access to aeromedical and other emergency services.

Better connections between regions and cities will also help promote the growth and prosperity of Australia’s regions into the future.

Nearly $100 million has been made available under the previous three rounds of the program, supporting 194 projects.

I encourage owners or operators of existing aerodromes and airports in regional Australia to take a look at the guidelines and consider applying to make their priority upgrades a reality.

Applications open from 8 October 2024 and will close on 18 November 2024.

  • MIL-OSI New Zealand: Animal Welfare – Countless fish will be confined to lives of misery under the Fast-Track Bill – SAFE

    Source: SAFE For Animals

Animal rights organisation SAFE is alarmed by the inclusion of at least 14 fish farm developments in the Government’s recently released list of projects selected for fast tracking.
These projects are being rushed through as a result of the new Fast Track Approvals Bill, with SAFE expressing concern at the dangerous precedent being set.
SAFE Campaigns Manager Emily Hall says the rubber stamping of these fish farm developments without applicants being required to follow standard due process is yet another example of the coalition Government’s flagrant disregard for animal welfare.
“Fishes bred in these underwater factory farms are subject to terrible conditions, including poor water quality, skeletal deformities, skin lesions, and heat stress. Due to severe overcrowding, these fishes are also very susceptible to the quick spread of parasites and disease, leading to unacceptably high mortality rates.”
SAFE says all fishes confined to cages on land or at sea are prevented from exhibiting their normal patterns of behaviour, thereby breaching their legal rights.
“Fishes are sentient beings, which means, like us, they have the capacity to experience fear, pain, distress, and a sense of well-being,” says Hall.
“No fish farm can meet the basic welfare needs of fishes, and every one of these underwater factory farms therefore directly contradict fishes’ legal rights under New Zealand’s Animal Welfare Act.”
In addition to being forced to exist in tragic conditions in underwater cages, SAFE says the Government has failed to produce a Code of Welfare for fishes.
“Codes of welfare are ratified guidelines which all animal-related industries are expected to abide by, however the code of welfare to ensure the fishing industry operates in line with our Animal Welfare Act has never transpired.”
With the Government setting a target for the aquiculture sector to be a $3bn industry by 2030, there are clearly unreasonable expectations present in terms of pressure to increase output. These dangerous goals are being facilitated by overstepping standard checks and balances and ignoring the subsequent negative impacts on animal welfare and our marine environment.
“These blanket project approvals will commit of hundreds of thousands more fishes to lives of misery trapped in cages blatantly breaching their welfare rights, and we reinforce our call for the Government to ban fish farms outright” says Hall.
SAFE is Aotearoa’s leading animal rights organisation.
We’re creating a future that ensures the rights of animals are respected. Our core work empowers society to make kinder choices for ourselves, animals and our planet.
    Notes:
    – SAFE presented both written and oral submissions during the recent consultation process on the Marine Farms Extension Amendment Bill, which was rushed through parliament ‘under urgency’ at the request of current fisheries Minister, Shane Jones.

  • MIL-OSI United Kingdom: expert reaction to study on MRI scans and brain damage/long-lasting Covid-19 symptoms

Source: United Kingdom – Executive Government & Departments

A study published in Brain looks at MRI scans and brain damage associated with long lasting Covid-19 symptoms.

Prof Paul Mullins, Professor in Neuroimaging, University of Bangor, said:

Does the press release accurately reflect the science?

“The press release is a fairly good reflection of the science, although it does over sell the ability of the data to explain long COVID.

Is this good quality research?  Are the conclusions backed up by solid data?

“This is a piece of research using sophisticated imaging techniques to provide data not available from clinical imaging scanners. The imaging is good and shows that there are differences in the brain stem of patients who were hospitalised with COVID-19, with greater changes in patients with more severe COVID.

How does this work fit with the existing evidence?

“This fits with some earlier work showing a change in the specific measure, QSM, from this group, and also other work showing long term changes on such sophisticated brain scanning. This finding adds to our knowledge about which regions of the brain COVID impacts, showing change in those regions involved in respiration and other autonomic functions.

Have the authors accounted for confounders?  Are there important limitations to be aware of?

“The authors have attempted to account for most confounders, however, there is some limitation with the small number of patients scanned, and the use of a single time point. This is understandable considering that the study took place during the first waves of the pandemic with associated lockdowns and complications.

What are the implications in the real world?  Is there any overspeculation?

“This data shows that there may be an increase in iron deposition within the brain stem regions – which likely reflects inflammation – however the technique is not able to determine if this is ongoing inflammation, or the result of past inflammations, so it is likely too early for the authors to conclude that persistent inflammation is present in the brain stem, and that this is the cause of long covid, from this data set alone.

Does this study conclusively prove what causes long COVID?

“While this study does not conclusively prove the causes of long COVID, it does point a finger at one possible suspect for some of the symptoms experienced.

What does this tell us about how long COVID should be treated now and in the future?

“It is not clear that this shows much in the way of possible treatments for long COVID once it has occurred, but it perhaps does point to the need to reduce inflammatory responses during initial COVID infection and response, as lower inflammation was related to smaller changes in the QSM measure used.”

‘7-Tesla quantitative susceptibility mapping in COVID-19: brainstem effects and outcome associations.’ by Catarina Rua et al. was published in Brain at 0:01 UK time on Tuesday 08 October 2024.

    DOI: 10.1093/brain/awae215

  • MIL-OSI Australia: Priority areas to be focus of flood recovery, prevention works

Source: State of Victoria Local Government 2

Between December 2023 and February 2024, the City of Greater Bendigo experienced widespread flooding across the municipality.

In addition to the cleanup, recovery and additional proactive inspection and maintenance works undertaken, the City has prioritised six key areas to receive upgrade and improvement works after they experienced significant flood and storm damage earlier this year.

    The program of works includes:

    • Willis Road, Huntly – install new box culverts
    • Pasley Street, Huntly – drain reshaping/widening and driveway culvert upgrades
    • Gungurru Road, Huntly – pit installation
    • Domain Village, McIvor Highway, Junortoun – install new box culverts
    • Strickland Street / Sullivan Street, Epsom – pipe realignment
    • Railway Place / Midland Highway, Goornong – drain reshaping and widening and vegetation management, subject to V-Line authorisation

Chief Executive Officer Andrew Cooney said the works would take up to six months to complete.

“The works are subject to contractor and material availability, but these are our priority areas to receive treatment as soon as possible,” Mr Cooney said.

“These areas have been chosen following an assessment of our customer request enquiries, feedback received through our recovery drop-in sessions held earlier this year, and impact assessment data undertaken immediately after the flood and storm events.”

Priority pit inspection and drain clearing will also take place in the next three months in the following precincts:

    • Dead Horse Gully/Shakespeare Street to Patterson Street, Heathcote
    • Gungurru Road, Huntly
    • McIvor Forest Estate, Junortoun
    • Cameron Court / Aspiring Drive, Huntly
    • Peake Court / Strickland Street, Epsom
    • Heathcote Redesdale Road / Moylans Road, Redesdale
    • Shakespeare Street floodway, Heathcote

Earlier this year the City submitted four applications to the Federal Government’s Disaster Ready Fund.

Applications to undertake waterway flood mitigation plans for Epsom, Huntly, Junortoun and Heathcote, and prepare a Goornong Flood Study were successful.

Unfortunately, applications to prepare a separate Huntly drainage analysis and flood mitigation plan, with a focus on Goldleaf Wetland, and a drainage and culvert improvement program were not supported this time around.

Mr Cooney said despite being unsuccessful, the City would still release its share of the funds for these projects to progress works and would continue to seek other funding opportunities.

“The City will invest $2.25M over the next three years, with a particular focus on improving drainage and culvert infrastructure in Huntly, Junortoun and Heathcote. Our focus will be on fixing infrastructure that otherwise sees streets or suburbs cut off for a period of time when we get flood events.

“The City will also invest in expanding the scope of the Huntly waterway flood mitigation plan to include Goldleaf Wetland and use this process to identify future investment opportunities for the site, which is used as a detention basin to store stormwater runoff.

“The City is in the final stages of designing the Racecourse Creek levy, which would help mitigate flooding along the Epsom/Ascot/Midland corridor, to the right of Bendigo Creek, and will seek State and Federal funding to repair a critical 1.2km section.

“I thank residents for their patience when it comes to our flood recovery. The damage that has been caused is extensive and very expensive to fix.”

To support the community’s resilience during an emergency, the City is currently working with emergency services and community organisations on a range of emergency initiatives, including:

    • Confirming locations for sandbagging before a rain event
    • Ensuring clear processes and protocols are in place to activate emergency relief centres when required
    • Facilitating conversations amongst agencies and community organisations about other emergency planning initiatives needed at a local level

Mr Cooney said the City was taking a community-led approach to understand what communities need heading into the summer months.

“This means the processes we put in place will be different for each community and we’ll be working with local community groups to confirm the details and promote key locations where people can access help and support, as they are needed,” he said.

“If we do find ourselves in an emergency this summer, these details will also be promoted via the City’s social media accounts.

“The City also has a range of information on our website and an engagement program planned to raise awareness about how to prepare your property for floods and fires, and the importance of having a plan in the event of an emergency.”

  • MIL-OSI United Kingdom: OS named future operator of National Underground Asset Register

Source: United Kingdom – Executive Government & Departments

Geospatial Commission appoint Ordnance Survey to operate the National Underground Asset Register, with the service transitioning to public beta in spring 2025.

    • Ordnance Survey appointed future operator of NUAR
    • NUAR to be incorporated into the National Mapping Service’s public task and run on a cost recovery basis
    • Move to public beta service in spring 2025 will allow eligible organisations to roll NUAR out across their workforces

The public are set to benefit from reduced disruptions to essential public services as the Ordnance Survey (OS) is today (8 October) announced as the future operator of the National Underground Asset Register (NUAR).

NUAR is improving the efficiency and safety of the way we install, maintain, operate and repair our buried infrastructure by providing secure access to data about the water, gas, electricity and telecommunications pipes and cables beneath our feet.

Currently workers must contact multiple organisations and wait on average over six days just to get the information they need. With NUAR, they can get that information instantly, any time of the day, any day of the year. This means planners and excavators get access to the data they need, when they need it, to carry out their work effectively and safely. NUAR also includes features to keep data secure and improve its quality over time.

This will lead to economic growth of at least £400 million per annum through increased efficiency of data sharing and excavations, fewer accidental strikes on underground pipes and cables, and reduced disruptions for the public and businesses. It will also contribute to the building of the infrastructure needed across the country, such as new roads, rail and houses.

Baroness Jones of Whitchurch, Parliamentary Under-Secretary of State, Department for Science, Innovation and Technology said:

We are committed to unlocking the power of data to reduce disruptions to the public and help deliver economic growth across the UK. From spring, NUAR will minimise the chance of accidental damage to the pipes and cables beneath our feet, protecting the supply of gas, water and electricity to our homes and businesses.

By harnessing the Ordnance Survey’s centuries of expertise in managing critical national geographic data, we will ensure this service can deliver for the public and industry from Newcastle to Newport and Brighton to Belfast.

The Geospatial Commission will retain long-term policy and performance oversight of the service. The OS Board has agreed to operate NUAR as part of its public task and on a cost recovery basis. In the upcoming months, the services will begin transitioning from AtkinsRéalis, who collaborated with the Geospatial Commission to develop the award-winning NUAR minimum viable product, to OS.

Plans are in place for NUAR to evolve from its current status as a minimum viable product, where use is constrained to testing and feedback, into a public beta service by spring. From that point NUAR will be able to be used in real-life situations by any eligible asset owners, their contractors and accredited surveyors to help ensure safe digging and excavation.

Nick Bolton, Chief Executive Officer, Ordnance Survey said:

We are excited to apply our expertise in mapping Great Britain above ground, to the infrastructure below it. This innovative digital map shows how collaboration, between private sector and government, can bring huge economic benefit to the nation. Being trusted to operate a critical national asset, such as NUAR, is recognition of our enduring capabilities and we are delighted to be responsible for running this service.

Heidi Mottram, Chief Executive Officer, Northumbrian Water Group said:

Ever since we collaborated with Ordnance Survey and others to design and produce the forerunner of NUAR at Northumbrian Water Group’s Innovation Festival in 2018, we have always felt this system, which benefits utilities and customers alike, should be hosted and managed not-for-profit in the public sector. Our planning and operation teams have fully embraced NUAR and this move to our national mapping agency is welcomed.

Ashley Behan, Street Works and Permitting Manager, Lincolnshire County Council said:

As one of the first Highway Authority users of the NUAR platform, we are pleased to see public authority management of NUAR come to fruition, with its transfer to Ordnance Survey. As the National Mapping Service for Great Britain and one of the developers of NUAR, Ordnance Survey has a unique insight into mapping systems and how the platform works, and we are looking forward to seeing how it develops under their stewardship.

The centralisation and consistency of asset information NUAR provides is invaluable and will be key to the sector moving forward, safeguarding the country’s vital underground networks in a more structured way.

Tom Duncan, Head of Design and Records, GTC said:

As an active user and supporter of the NUAR platform, I am pleased to see it transition to Ordnance Survey as its permanent home. This move should enhance the management of data relating to underground assets and improve collaboration across sectors, ultimately contributing to safer and more efficient infrastructure planning.

Dr Lawrence J Smith, Technical Information Manager, Thames Water said:

We are delighted to hear that Ordnance Survey has been selected as the public authority to lead the next phase of NUAR’s evolution. Having collaborated closely with Ordnance Survey for several decades, we have confidence in their capabilities and in their ability to undertake this role. The NUAR application is becoming an increasingly vital asset in ensuring the safety of both our workforce and customers. At Thames Water, we fully support this announcement.

    Background

NUAR is an emerging digital service, which provides instant access to a map of underground assets (i.e. pipes and cables) in England, Wales and Northern Ireland. Scotland already benefits from a system of this kind, known as the Scottish Community Apparatus Data Vault (or Vault for short), and the Geospatial Commission has worked closely with colleagues in the Scottish Government on this development.

OS is Great Britain’s National Mapping Service and has been mapping the surface of Great Britain since 1791. As part of its public task, it manages, maintains and provides access to the National Geographic Database, which contains over 500 million features and is updated over 20,000 times a day. OS data and services underpin critical activities across the country, such as getting ambulances to patients quickly, registering to vote and the provision of energy, water and broadband.

NUAR has recently won the ‘Digital Innovation in Productivity’ category at the Digital Construction Awards, and been shortlisted for the following awards:

    • New Civil Engineer (NCE) Awards 2024 – Technology Solutions Provider of the Year

    • Digital Construction Awards 2024 – Digital Innovation in Health, Safety and Wellbeing

  • MIL-OSI United Kingdom: Game-changing tech to reach the public faster as dedicated new unit launched to curb red tape

Source: United Kingdom – Executive Government & Departments

Science Secretary launches new Regulatory Innovation Office today to speed up public access to new technologies.

New Regulatory Innovation Office Bringing new technologies to the public, faster.

    • Regulatory Innovation Office to reduce the burden of red tape and speed up access to new technologies that improve our daily lives – from AI in healthcare to emergency delivery drones
    • Search begins for a Chair to lead the office, driving economic growth through regulatory reform that enables innovation
    • New Office delivers on a key manifesto commitment and is among steps to back business in buildup to UK hosting International Investment Summit

New technologies, like AI for better treatments in our NHS and drones delivering emergency supplies to all corners of the UK, could reach the public faster through a dedicated new office that will reduce the burden of red tape on innovation and help kickstart economic growth.

The new Regulatory Innovation Office (RIO) will reduce the burden for businesses hoping to bring new products and services to the market in some of the UK’s fastest-growing sectors through innovations like –AI training software for surgeons to deliver more accurate surgical treatments for patients and drones which can improve business efficiency and quickly send critical deliveries to remote parts of the country.

To do so, it will support regulators to update regulation, speeding up approvals, and ensuring different regulatory bodies work together smoothly. It will work to continuously inform the government of regulatory barriers to innovation, set priorities for regulators which align with the government’s broader ambitions and support regulators to develop the capability they need to meet them and grow the economy.

The announcement comes ahead of further plans to reduce the burden of red tape and support the government’s key mission of kickstarting growth across the country. The new Office will also help set the scene for when the UK hosts the International Investment Summit on Monday 14 October, where the Chancellor will make clear that the UK is “open for business” as the government resets relations with trading partners around the globe.

The launch of the RIO comes hot on the heels of a raft of public and private investments announced on Sunday (6 October) aimed at transforming cancer treatments for patients while bringing a wave of cutting-edge UK-made MedTech products to the global market.

The RIO’s mission will initially support the growth of four fast-growing areas of technology making a difference to people’s lives before backing further technologies and sectors as the Office evolves. These are:

    • Engineering biology – this is the use of synthetic biology and biotechnology to create new products and services derived from organic sources. These technologies can improve health with new treatments like innovative vaccines, help create cleaner fuels and make food production more efficient and sustainable such as through pest resistant crops and cultivated meat. The new RIO will help regulators to bring those products to market safely and more quickly – realising the environmental and health benefits they can bring to our lives.
    • Space – the UK’s space industry is growing fast, supporting everything from GPS on phones to vital communication systems, as new innovations improve our weather forecasting to disaster response systems. To sustain this growth, regulatory reform is needed for greater agility and clarity help foster competition, encourage investment, and open up market access.
    • Artificial Intelligence and digital in healthcare – with increasing pressures on the NHS, AI is set to revolutionise healthcare delivery so doctors can diagnose illnesses faster and improve patient care. It will help run hospitals more efficiently with medical staff able to spend less time on administration, cutting waiting times and it could enable more personalised medicines, tailoring treatment to individuals. RIO will support the healthcare sector to deploy AI innovations safely, improving NHS efficiency and patients’ health outcomes.
    • Connected and autonomous technology – autonomous vehicles like drones can deliver emergency supplies to remote areas quickly and efficiently and work to approve this technology could play a key part in supporting emergency services to keep people safe. Greater support could also enable more drones to be used by businesses across the UK, building on projects like the drone service used by Royal Mail to deliver to Orkney and improving efficiency.

The cross-cutting nature of these emerging technologies, which do not fit neatly into existing regulatory frameworks can mean a slower process in getting them onto the market. The new Office will work closely with government departments including the Department for Transport, the Department for Health and Social Care, and the Department for Environment Food and Rural Affairs to address regulatory barriers in these initial growth areas.

The new office will also bring regulators together and working to remove obstacles and outdated regulations to the benefit of businesses and the public, unlocking the power of innovation from these sectors to generate tens of billions of pounds for the UK economy in the coming years.

Science and Technology Secretary, Peter Kyle, said:

The launch of the Regulatory Innovation Office, a key manifesto commitment, is a big step forward in bringing the UK’s most promising new technologies to the public faster and safely while kickstarting economic growth.

By speeding up approvals, providing regulatory certainty and reducing unnecessary delays, we’re curbing the burden of red tape so businesses and our public services can innovate and grow, which means more jobs, a stronger economy, and a better quality of life for people across the UK.

From breakthroughs that could help doctors diagnose illnesses earlier to satellite navigation for more accurate weather forecasting and getting emergency supplies to where they are needed, quickly and effectively, RIO will make sure UK companies are at the forefront of the next generation of technologies.

The Science and Technology Secretary is also looking to appoint the RIO’s first Chair to lead the charge in backing business and safe innovation, and work with regulators and partners to shape a regulatory environment that is fit for the future. Applications are now being welcomed for an ambitious, visionary leader committed to driving that change.

The organisation has been established within DSIT, where it will incorporate the existing functions of the Regulatory Horizons Council and the Regulators’ Pioneer Fund.

Alongside the launch of the RIO, the government is already making progress in developing regulatory frameworks for emerging technologies, becoming the first country to outline how it will approach quantum regulation, offering certainty to the sector and encouraging the responsible development of the technology.

This is set out in our response to the Regulatory Horizon Council’s report on quantum technologies, also published today. It marks a crucial first step in regulating innovation in a technology that will increasingly underpin powerful computers, secure communications and advanced sensors, in sectors from healthcare to national security.

Alongside this package of announcements, today we are announcing:

    • A £1.6 million award to the Food Standards Agency (FSA) as part of round one of the Engineering Biology Sandbox Fund, which aims to test innovative regulatory approaches for products like cultivated meat. Cell-cultivated products are foods created through the isolation of cells from meat, seafood, fat, offal or eggs which are grown in a controlled environment. It could result in food production which is more environmentally friendly and sustainable, using just 1% of the land used for animal equivalents, while increasing food security. Programmes like this will help bring innovative food products to shop shelves safely but without unnecessary delay and at lower costs, giving consumers more choice.
    • The publication of new voluntary screening guidance for synthetic nucleic acid. These technologies allow companies to ‘print’ DNA and RNA, enabling academics and businesses to study and engineer biological systems that help sectors like healthcare and accelerate our path to net-zero. The guidance emphasises the government’s intent for a pro-innovation culture in the engineering biology ecosystem through providing well-defined guardrails for customers and producers of synthetic nucleic acid.

Headline: Verizon is ready, offers tips as Hurricane Milton approaches Florida

ALPHARETTA, GA – As Hurricane Milton approaches the Florida coast, Verizon remains committed to keeping communities and first responders connected. In addition to a hardened network designed to withstand the most extreme conditions, Verizon’s engineers undertook steadfast preparation measures to ensure resources are in place for rapid response.

“At Verizon, our top priority is supporting the communities we serve. Our responsiveness and partnership at times of crises truly matters” said Atlantic South Market President, Leigh Anne Lanier. “From families, to businesses, to first responders, we are here to provide the reliable service they can count on. Our team is working tirelessly to keep our customers connected now and in the days ahead.”

In the aftermath of Hurricane Helene, satellite communications have proven to be an important communication tool when terrestrial services have been impacted. Make sure your phone is ready in advance. Customers with an iPhone 14 or newer should upgrade to iOS 18 to ensure they can send text messages or connect with emergency services via satellite. And for those with Google Pixel 9 devices, emergency messaging is also available via satellite. Both operating systems have demos available allowing customers practice in messaging via satellite in advance. Learn more, here.

    Verizon’s networks are primed

Verizon’s networks are primed to maintain connectivity even in the face of extreme weather conditions. With redundancy built into critical paths and components, Verizon’s network is engineered with the goal of withstanding severe weather. Verizon engineers have prepared by conducting thorough checks, as well as ensuring backup systems, like batteries and generators, are operational and refueled. Verizon has also installed liaisons at area Emergency Operations Centers to allow seamless partnership with local, state, and government agencies to ensure a rapid restoration.

In preparation for potential network recovery operations, Verizon has staged in close proximity a fleet of portable network solutions, including satellite-based portable network assets, providing crucial connectivity in scenarios where fiber connections are compromised, as well as mobile generators to assist communities in the result of commercial power loss.

Verizon Frontline stands at the ready, prepared to assist first responders in any capacity needed

The Verizon Frontline Crisis Response Team stands ready to help ensure that public safety agencies on the front line of any potential disaster have the mission-critical communications capabilities needed to achieve their missions. This team, composed primarily of former first responders and military personnel, is solely dedicated to supporting public safety customers during emergencies at no cost to the supported agencies.

In the first nine months of 2024, the Verizon Frontline Crisis Response Team has responded to more than 1,000 requests for mission-critical communications support from more than 500 different agencies in 46 states.

Being prepared is essential to support local businesses and communities

Recognizing the critical role of connectivity in business continuity, Verizon Business provides a suite of solutions tailored for seamless operations during emergencies. Businesses and government organizations need the right game plan. Suggested actions include:

    • Mitigate customer disruption: Think about what you need to ensure continuous service to your customers, and what software and equipment your business needs to continue operations. Make a detailed list, including service contracts and warranty information, and all pertinent phone numbers for local authorities, utility companies, suppliers, and vendors.
    • The right tech makes an impact: Ensure you have the right technology to support your business connectivity needs assuming you might need to move away from your primary location.
    • Contacts and documents are key: Make sure you have contact information updated and readily available for all employees, including at-home information for remote workers and branch information for satellite offices.
    • Test, test, and test again: Stress-test primary and backup networks and shore up any weak areas.
    • Keep track of equipment: Ensure employees working from home have documented all corporate equipment being used to work from home in case of damage or loss.
    • Have a backup plan: Ensure backup plans are in place to shift work in case work-from-home employees in a storm-impacted area have to evacuate their homes or their home loses commercial power.

    Are you hurricane ready?

Verizon’s team works year-round to ensure customers remain connected to their loved ones and the activities that provide comfort during a disaster. As residents prepare to stay connected and entertained, consider these tips:

    • Stock Up on power supplies like batteries for flashlights and radios or device chargers. Take it a step further by charging your devices that can act as chargers for other devices like laptops and power stations. Don’t forget to ensure you have the cables!
    • Download movies, books, apps and games in case of a power outage. Or gather board games, card games, and puzzles to go device-free.
    • Locate important documents that you may need later as well as sentimental photos and items.
    • Plan non-perishable meals. Keep a few non-perishable ingredients, like a manual can opener and other kitchen tools on hand.
    • Grab some candles, blankets, pillows, or anything that makes your hurricane safe space comfortable.
    • Read up on the American Red Cross’ hurricane preparedness tips.
    • Bookmark our Check Network Status page or go to My Verizon app and click Support Topics to notify us if you experience any network issues or to check to see if there are any known issues in your area. • MIL-OSI United Kingdom: Half a billion-pound investment in electric buses to spark a new era of green growth

Source: United Kingdom – Executive Government & Departments

Communities across the country will benefit from brand new, state-of-the-art green buses.

    • £500 million investment announced to deliver 1,200 UK-made zero emission buses, ensuring greener and better journeys for passengers
    • bus operator Go Ahead’s investment to benefit communities across the country, supporting hundreds of jobs and delivering growth
    • Transport Secretary brings together industry to advance opportunities for investment in the UK ahead of investment summit

Up to 500 UK manufacturing jobs are set to be supported as bus operator Go Ahead today (8 October 2024) announces a major £500 million investment to decarbonise its fleet, including creating a new dedicated manufacturing line and partnership with Northern Ireland-based bus manufacturer Wrightbus.

The investment is set to fund the manufacturing of up to 1,200 new zero emission buses over the next 3 years. Built for operator Go Ahead, this investment will accelerate the transition to greener buses across the country including in Plymouth, Gloucestershire, East Yorkshire, London and the Isle of Wight.

On top of directly supporting 500 manufacturing jobs, the £500 million investment for Wrightbus will also support an additional 2,000 jobs across the wider UK supply chain by 2026, helping to get us back on track for growth.

The Transport Secretary will also announce plans to create a new UK Bus Manufacturing Expert Panel. This panel will bring together industry experts and local leaders to explore ways to ensure the UK remains a leader in bus manufacturing, help local authorities deliver on their transport ambitions, and begin to seize opportunities to embrace zero emission transport technologies.

The Transport Secretary is expected to meet with key industry leaders today including Wrightbus owner Jo Bamford and CEO Jean-Marc Gales, to reaffirm the government’s commitment to decarbonising local transport and fostering an environment for investment in the UK manufacturing industry, bringing sustained economic growth and supporting jobs.

The announcement comes ahead of the International Investment Summit, which will gather UK leaders, high-profile investors and businesses from across the world to discuss how we can deepen our partnership to drive investment and growth.

The Transport Secretary is expected to hold several bilateral meetings at the summit with international business leaders and make clear the UK is “open for business” so that she can help attract further investment to support the delivery of our transport priorities across the country.

The Prime Minister will also convene the first Council of Nations and Regions later this week, bringing together first ministers, Northern Ireland’s First Minister and Deputy First Minister and regional mayors from across England, as the government forges new partnerships, resets relationships to secure long term investment with the aim of boosting growth and living standards in every part of the UK.

    Transport Secretary, Louise Haigh said:

The number one mission of this government is growing the economy. The half a billion pounds Go Ahead is announcing today shows the confidence industry has in investing in the UK.

This announcement will see communities across the country benefit from brand new, state-of-the-art green buses – which will deliver cleaner air and better journeys.

We’re creating the right conditions for businesses to flourish, so we can support jobs and accelerate towards decarbonising the transport sector.

Under this government, Britain is open for business.

For every vehicle manufactured, 10 trees will be planted by Go-Ahead and Wrightbus in the towns and cities where the buses are deployed.

Buses, as the most used form of public transport, have been prioritised by this government from the outset. The Transport Secretary has made improving bus services and delivering greener transport 2 of her 5 core priorities.

Last month, the Transport Secretary announced a package of measures to empower local leaders to take back control of their bus services and deliver services based on the needs of communities, to grow passenger numbers and deliver better services for all.

Building on this, the government’s new buses bill is set to be introduced in Parliament by the end of this year and will bring an end to the current postcode lottery by taking steps to improve bus services no matter where you live.

Further details on the UK Bus Manufacturing Expert Panel will be confirmed in due course.

Go-Ahead Bus CEO, Matt Carney said:

This multi-million pound investment and partnership with Wrightbus will accelerate the transition to zero-emission fleet across the UK.

We are proud to be working in partnership with the UK government and local authorities to deliver transformational environmental change for communities, while supporting UK jobs and the growth of the country’s supply chain.

    Wrightbus CEO, Jean-Marc Gales said:

The deal with Go-Ahead is hugely significant and represents a huge boost to the UK’s economy. It will support homegrown manufacturing, jobs and skills for the next three years and beyond. We’ve always been proud to support the UK’s supply chain and our Go-Ahead partnership will ensure even more money can be spent securing good green jobs.

We must also not forget that this deal represents a massive step forward in our ambition to help decarbonise the transport sector with our world-leading products. It was heartening today to hear the government reaffirm its commitment to a green transport sector.

  • MIL-OSI USA: Kennedy, Ernst introduce resolution condemning Hamas attack on one year anniversary of Oct. 7

    US Senate News:

Source: United States Senator John Kennedy (Louisiana)
MADISONVILLE, La. – Sen. John Kennedy (R-La.) today joined Sen. Joni Ernst (R-Iowa) and 47 colleagues in introducing a resolution condemning Hamas for its Oct. 7, 2023 attack on Israel. Hamas took the lives of nearly 1,200 people, including more than 40 U.S. citizens, and abducted at least 251 individuals as hostages.
“The world will never forget how Hamas terrorists slaughtered roughly 1,200 people in Israel—including Americans—in a single day. One year later, U.S. citizens remain in captivity in Gaza, suffering at the hands of evil men with black hearts. Pres. Biden and Vice Pres. Harris have the duty and obligation to fully condemn Iran’s proxy militants, support Israel’s right to defend itself and bring American hostages home quickly,” said Kennedy.
Last month, Hamas took the life of Israeli-American hostage Hersh Goldberg-Polin. Hamas is also reportedly holding hostage Keith Siegel, Sagui Dekel-Chen, Edan Alexander, Omer Neutra, and the bodies of three other Americans, Itay Chen, Judith Weinstein and Gadi Haggai, in Gaza.
“This time last year, I woke up in the Middle East to the unbearable news that Israel was under attack by Iran-backed terrorists and Americans were being killed and taken hostage. I immediately traveled into Israel to show that our nation’s friendship is unwavering, in good times and bad. Regardless of whether I have been in Jerusalem, Washington, or Iowa, I have worked around the clock to hold the White House accountable to its ‘ironclad’ commitment, bring our hostages home, and cut off the source of terrorism in Tehran. One year since that day, as Israel remains under attack on all fronts, Senate Republicans stand united with our greatest ally in the Middle East,” said Ernst.
    The senators’ resolution:
Condemns Iran-backed Hamas for its brutal attacks on Israel, for killing and taking hostage U.S. citizens, for using rape as a weapon of war and for its inhumane treatment, torture and killing of hostages.
Condemns the destructive and antisemitic protests in which protestors damaged property, tore down flags and burned and replaced them with Hamas flags while threatening Jewish Americans.
Supports an outcome that will ensure the survival of Israel, destroy Hamas’s ability to reconstitute any leadership role in the region and safely release and return all American hostages.
    Background:
In Sept., Kennedy issued a statement against the Palestinian Authority’s anti-Israel resolution at the U.N. General Assembly.
In Aug., Kennedy urged the Biden-Harris administration to reverse its pause on weapons transfers to Israel.
In July, Kennedy issued a statement after attending Israeli Prime Minister Benjamin Netanyahu’s address to Congress.
In May, Kennedy helped introduce the Israel Security Assistance Support Act to condemn the Biden-Harris administration’s pause on arms transfers to Israel and require the administration to reverse its pause.
In May, Kennedy helped introduced a resolution condemning the Biden-Harris administration’s decision to halt the shipment of American-made ammunition and weapons to Israel.
In May, Kennedy also helped introduce a bipartisan resolution to reject the International Criminal Court prosecutor’s application for arrest warrants for Israeli Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant.
In April, Kennedy urged the Biden-Harris Justice Department to protect students from antisemitic mobs on their university campuses.
In Dec. 2023, Kennedy spoke on the Senate floor, urging the Biden-Harris administration to continue to support Israel until it successfully destroys Hamas.

  • MIL-OSI USA: One Year Later: The U.S. Still Stands with Israel

    US Senate News:

Source: United States Senator for Kansas – Jerry Moran
WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) released the following statement to honor the October 7 victims and reaffirm the United States’ support for Israel:
“On this first anniversary of Hamas’ terrorist attack against Israel, we remember the 1,200 innocent lives murdered, including 40 Americans. This unprovoked assault had no justification, and we support Israel in its ongoing efforts to prevent this from happening again. We also remember our fellow citizens who are held hostage by Hamas alongside nearly 100 others awaiting their freedom. All efforts must be made to bring them home alive.
“This past year has also resulted in enormous suffering among innocent Palestinians and Lebanese as terrorists who control Gaza and Lebanon are allowing mass civilian casualties as Hamas and Hezbollah use schools, hospitals and apartment buildings for protection. I am deeply concerned about the humanitarian situation in Gaza and implore the timely passage of food and medicine into the territory.
“As Israel continues to defend itself against terrorists including Hamas, Hezbollah and Houthis – all backed by Iran, which has also attacked Israel twice in the last year – this day is a reminder that these enemies of Israel also pose direct threats to Americans in the Middle East and around the world. Shortly after the attack, I traveled to Israel and met with Prime Minister Netanyahu and other Israeli leaders to show the United States’ support of our ally. The United States must be consistent in its support for Israel and work to achieve an enduring peace which safeguards the Jewish state’s security and lasting existence and brings long-term peace in the Middle East.”

  • MIL-OSI USA: Marshall, Lankford Slam Biden-Harris for Using Disaster Relief Funds for Migrant Shelters

    US Senate News:

Source: United States Senator for Kansas Roger Marshall
Washington, D.C. – U.S. Senator Roger Marshall, M.D. joined Senator James Lankford (R-OK) in a letter to President Joe Biden calling out the Administration’s reliance on the Federal Emergency Management Agency (FEMA) to address the border crisis which has diminished FEMA’s readiness for disaster relief, including hurricane response.
“Yesterday, Secretary of Homeland Security Alejandro Mayorkas stated: ‘We are expecting another hurricane hitting—we do not have the funds, FEMA does not have the funds, to make it through the season.’…Your Administration has spent over $650 million on FEMA’s border-related programs in FY2024. Since taking office, the Biden-Harris Administration has spent around $1.5 billion on FEMA’s border-related programs. We are concerned that your Administration’s reliance on FEMA to address the ongoing border crisis, under Vice President Harris as ‘border czar,’ has diminished FEMA’s readiness for disaster relief, including hurricane response,” the Senators wrote in the letter.
“FEMA’s continued entanglement in DHS’s efforts to respond to the border crisis could impact its readiness and emergency response mission. Rather than ensuring FEMA is ready to respond to hurricanes and other emergencies, FEMA has been pulled into a border crisis mission. FEMA’s mission is ‘helping people before, during, and after disasters,’ not helping DHS clean up the impact of your Administration’s reckless border policies. We are very concerned that FEMA’s role at the border has impacted its readiness and preparation efforts for Hurricane Helene and its response efforts,” the Senators continued.

  • MIL-OSI USA: Romney Joins Senate Republican Colleagues in Standing with Israel, Condemning Iran-backed Hamas

    US Senate News:

Source: United States Senator Mitt Romney (R-UT)
WASHINGTON—One year since the October 7 terrorist attacks that killed dozens of Americans, U.S. Senator Mitt Romney (R-UT) joined every Senate Republican, led by Senator Joni Ernst (R-IA), in fully condemning Iran-backed Hamas for its actions, supporting Israel’s right to self-defense, and calling for the safe release of the remaining American hostages.
The entire Senate Republican Conference stands united in opposing violent antisemitic protests and Iran-backed Hamas’ use of rape as a weapon of war. They also reiterate Israel’s right to defend itself and emphasize the importance of denying Hamas the ability to reconstitute in the region to ensure the horrific events of that day are never repeated. Text of the resolution can be found here.
“One year ago today, we witnessed the horrific, inhumane, and depraved terrorist acts perpetuated by Hamas against the people of Israel,” said Senator Romney. “I continue to stand with Israel and pray for the safe return of hostages and for the Israeli soldiers defending their country. I also pray for an end to the rampant antisemitism we are witnessing in our own country and across the world. Hamas’ reign of terror must end.”
“This time last year, I woke up in the Middle East to the unbearable news that Israel was under attack by Iran-backed terrorists and Americans were being killed and taken hostage,” said Senator Ernst. “I immediately traveled into Israel to show that our nation’s friendship is unwavering, in good times and bad. Regardless of whether I have been in Jerusalem, Washington, or Iowa, I have worked around the clock to hold the White House accountable to its ‘ironclad’ commitment, bring our hostages home, and cut off the source of terrorism in Tehran. One year since that day, as Israel remains under attack on all fronts, Senate Republicans stand united with our greatest ally in the Middle East.”
“The United States stands with Israel, on this solemn anniversary and every day, as it defends itself against terrorist entities that seek to undermine peace and stability in the region. We must be unwavering in our support for our great friend and ally,” said Senate Republican Whip Thune.
“The world watched in horror a year ago as Hamas slaughtered innocent men, women and children in Israel. Our nation must provide unwavering support to Israel’s mission to defend itself and defeat Hamas. We must unite and bring back peace through strength. Our resolution underscores how now more than ever, the American people need to stand with our ally Israel,” said Senate Republican Conference Chair Barrasso.
“Today, people across the world are remembering those lives lost and the hostages who remain in captivity in Gaza. Unfortunately, a year later, Iran-backed groups continue to threaten the safety and security of the Israeli people. Hamas continues to hold innocent hostages in Gaza, while the Houthis in Yemen and Hezbollah in Lebanon fire rockets and missiles towards Israel. The United States can and should continue to do all it can to support our ally Israel and hold Iran and its proxies accountable for their brutal attacks. This resolution is an important message to the people of Israel that we remain committed to defending them,” said Senate Foreign Relations Committee Ranking Member Risch.
“Hamas and its Iranian sponsors are intent on nothing less than the destruction of the Jewish state. On this anniversary, we remember the victims, demand freedom for the remaining hostages, and declare our strong and abiding support for our Israeli partners to ensure that these terrorist regimes are relegated to the dustbin of history,” said Senate Armed Services Committee Ranking Member Wicker.

  • MIL-OSI Translation: The S2R plan has attracted strong support from the population and stakeholders consulted

MIL OSI Translation. French Polynesian to English –

    Source: Government of New Caledonia

The 17th government is currently working on implementing the Safeguarding, Rebuilding and Reconstruction Plan (S2R), an initiative launched in the public interest. Following the public consultation, which was a great success, the government wishes to continue meetings with the stakeholders concerned before the conference scheduled for 17 and 18 October.

3,000 is the number of contributions collected by the public consultation open from August 29 to September 19 in order to collect the thoughts, observations and aspirations of the population regarding the S2R plan and the future Caledonian model.

“This first step met our objective, which was to see if we could involve New Caledonia in a process with the broadest possible support,” said government president Louis Mapou. “All the communities were involved in the process and a certain number of them asked to have more time to finalize their work.”

The government has therefore decided to continue consulting stakeholders before the conference scheduled for 17 and 18 October, during which the results of the work undertaken will be presented.

“This will allow us to meet in particular with the Congress, the working group of executive presidents (GTPE), the NC Éco consortium and the unions,” added the president.

A common approach for a new Caledonian model

As a reminder, the S2R plan was designed to enable the organisation of short-term safeguard measures for New Caledonia, to define the major principles of reconstruction on which the new Caledonian model will be based and to identify priority avenues for reconstruction. It is divided into three parts.

    The backup

This emergency component of the S2R plan, designed for the very short term (end of 2024), aims solely at the survival of the economic and social system of New Caledonia, which has been severely affected by the consequences of the abuses that began in May 2024. It will be applied around 11 themes identified as priorities (health and RUAMM, electricity system, retirement, housing, air transport, maritime transport, land transport, public finances, economy, businesses, employees, training, associations and purchasing power, solidarity and food emergency, priority reconstructions).

    Reconstruction and Refoundation

The reconstruction-rebuilding components consist of developing an appropriate response that is up to the challenges that New Caledonia must face. Recent events and the resulting situation now require us to reexamine the foundations on which New Caledonia has developed over the past three decades. It is now crucial to engage the territory in a rebuilding process involving a transformation of its economic and social model, its societal model and its institutional model.

  • MIL-OSI USA: SBA Economic Injury Disaster Loans Available to Hawaii Small Businesses

Source: United States Small Business Administration

SACRAMENTO, Calif. – Small nonfarm businesses in Hawaii, Honolulu, Kalawao, Kauai and Maui counties are now eligible to apply for low‑interest federal disaster loans from the U.S. Small Business Administration, announced Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. These loans offset economic losses because of reduced revenues caused by drought in Honolulu and Kauai counties that began Aug. 6.

“SBA eligibility covers both the economic impacts on businesses dependent on farmers and ranchers that have suffered agricultural production losses caused by the disaster and businesses directly impacted by the disaster,” Sánchez said.

When farmers face crop losses and a disaster is declared by the Secretary of Agriculture, SBA working capital loans become a lifeline for eligible small businesses. “These loans are the backbone that helps rural communities bounce back and thrive after a disaster strikes,” Sánchez continued.

Small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may qualify for Economic Injury Disaster Loans of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred.

“Eligibility for these loans is based on the financial impact of the disaster only and not on any actual property damage. These loans have an interest rate of 4 percent for businesses and 3.25 percent for private nonprofit organizations, a maximum term of 30 years and are available to small businesses and most private nonprofits without the financial ability to offset the adverse impact without hardship,” Sánchez added.

Interest does not begin to accrue until 12 months from the date of the initial disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

By law, SBA makes Economic Injury Disaster Loans available when the U.S. Secretary of Agriculture designates an agricultural disaster. The Secretary declared this disaster on Sept. 30.

Businesses primarily engaged in farming or ranching are not eligible for SBA disaster assistance. Agricultural enterprises should contact the Farm Service Agency about the U.S. Department of Agriculture assistance made available by the Secretary’s declaration. However, nurseries are eligible for SBA disaster assistance in drought disasters.

Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance. For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.

The deadline to apply for economic injury is May 30, 2025.

Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

Travel remains dangerous, with approximately 650 roads closed. More than 100 of those roads are primary routes connecting the region. As connectivity and reporting measures improve, these number may increase.

  • MIL-OSI New Zealand: Reserve Bank – RBNZ releases Annual Report 2024

Source: Reserve Bank of New Zealand

8 October 2024 – The Reserve Bank of New Zealand – Te Pūtea Matua has today published its Annual Report covering the year from 1 July 2023 to 30 June 2024.

Board Chair Professor Neil Quigley says the past year’s achievements have laid the foundations to enable significant, multi-year programmes of work.

“The Board’s major focus this year has been to evolve our strategy and performance framework. In June, we published our refreshed Statement of Intent for 2024-2028, which, alongside our Performance Expectations, outlines our accountability for delivering on our mandate,” Professor Quigley says.

Over the next few years, as we continue to develop as an organisation, we will also evolve how we assess and report on our achievement against our strategic themes, outcomes and key activities.

Highlights this year include the implementation of one of the largest programmes of work, the Deposit Takers Act; commencing the implementation of the Foreign Reserves Management and Coordination Framework; delivering our Outsourcing Policy (BS11); and the new payments messaging format (ISO 20022). All of which have helped to ensure New Zealanders can have confidence in our financial system.

Governor Adrian Orr acknowledges we continue to operate in a challenging external environment. Global economic growth remains below trend. However, our monetary policy actions have reduced capacity pressures in the New Zealand economy and lowered consumer price inflation to 3.3 percent in June 2024, down from 6 percent in June 2023.

“I am proud of the gains we have made as we continue to progress our vision of a trusted, inclusive, resilient, and competitive financial system,” Mr Orr says.

“We are also exploring the future of money and role of digital currencies; we have published our Approach to Financial Inclusion; updated our Te Ao Māori strategy – Te Waka Hourua; and we will release our first climate-related financial disclosure later in October. Each initiative is moving us closer towards our vision.”

In line with our dividend principles, the RBNZ is required to recommend to the Minister the amount of dividend to be paid to the Crown at the end of each financial year. The Minister of Finance has agreed that the RBNZ will pay a dividend of $597 million in 2023/24.

  • MIL-OSI: Liqueous LP Announces $65 Million Financing Program in Nuburu Inc. (BURU), Highlighting Comprehensive Financing with Limited Dilution

    Source: GlobeNewswire (MIL-OSI)

DOVER, Del., Oct. 07, 2024 (GLOBE NEWSWIRE) — Liqueous LP, a leading multi-strategy fund, focused on leveraging emerging technologies to set a new industry standard for how micro, small, and mid-market issuers access growth capital, is pleased to announce a comprehensive $65 million financing program for Nuburu Inc. (NYSE American: BURU), a trailblazer in high-power industrial blue laser technology. This financing program, structured jointly with the team at Nuburu, provides terms designed to deliver predictable, strategic, and low-cost capital while minimizing dilution, significantly exceeding Nuburu’s current market cap of approximately $2.6 million, underscoring the company’s substantial intrinsic value and transformative potential across multiple industries.

The investment includes a $15 million direct capital injection and the establishment of a $50 million equity line of credit (ELOC), designed to accelerate Nuburu’s expansion in sectors such as e-mobility, healthcare, defense, and consumer electronics. This strategic financing solution mitigates dilution through pre-funded warrants, executed at market prices at the time of investment, allowing for possible price appreciation and flexibility across each tranche. Liqueous LP’s investment is aligned with the market value, ensuring the PIPE is funded at market price without any discounts, resets, or toxic dilutive features

Jacob M. Fernane, Managing Partner at Liqueous LP, commented:

“This is a very comprehensive financing solution that provides Nuburu with predictable capital while minimizing dilution and market disruption. The financing is structured at market value with no toxic elements, ensuring our investment aligns with Nuburu’s continued success and growth. Our partnership with Nuburu reflects our strong confidence in the intrinsic value of the company’s technology and its potential to revolutionize multiple high-growth industries.”

Under the Master Transaction Terms Agreement, Liqueous LP will provide Nuburu with immediate capital, including an initial $3 million investment via pre-funded warrants, followed by weekly capital infusions of $1.25 million until an additional $10 million is invested. Additionally, Nuburu will have access to a $50 million equity line of credit (ELOC), giving the company flexibility for future growth, including a $2.5 million convertible note that is available for immediate use.

This financing has been structured in a way that avoids unnecessary dilution, leveraging pre-funded warrants with registration rights, while allowing the company to raise capital incrementally at market prices. This approach provides Nuburu with substantial liquidity to scale its operations while validating the company’s underlying value.

Nuburu’s recent contracts with NASA, along with its pioneering blue laser technology and key clients including the U.S. Navy and GE Additive, demonstrate the company’s growing market presence in industries that require precision and high-speed processing, such as space exploration and aerospace.

Brian Knaley, CEO of Nuburu, added:

“We are excited to partner with Liqueous LP in what is a significant step forward for our company. This financing strengthens our financial position and underscores the confidence Liqueous has in our groundbreaking technology and our ability to transform key industries. The fact that this financing comes with favorable terms and limited dilution is a testament to the value both sides see in our long-term potential.”

  • MIL-OSI Economics: Enabling a Better Understanding of the Mind-Body Connection Through Advanced Health Research

    Source: Samsung

Mental health impacts nearly every aspect of our daily lives, from our physical health to our relationships with friends, family, and communities, as well as productivity at work and beyond. Despite the critical role mental health plays in overall well-being, most technology is centered around physical health. Samsung is committed to fostering innovative health solutions for both today and the future, which is we frequently collaborate with leading medical institutions and universities to leverage advanced technologies and explore new possibilities in health and wellness.
In support of World Mental Health Day, Samsung is highlighting ongoing research programs with Massachusetts General Hospital, MIT Media Lab, Brigham & Women’s Hospital, and Tulane University School of Medicine, Heart and Vascular Institute. Samsung has collaborated with these institutions to create a range of studies that dive deep into the mind-body connection. By examining various health indicators, including depression, mood, recovery, and even cardiovascular diseases, Samsung and leading medical institutions seek to deliver more comprehensive and preventative health solutions for all.
Enabling Depression Prevention & Detection with Massachusetts General Hospital

Massachusetts General Hospital (MGH) continues to analyze the correlation between depression and various biomarkers by evaluating the health metrics of 150 participants — each with different levels of depression — using Galaxy Watch. The study aims to validate the correlations between depression and biometrics, such as participants’ patterns of biometric data, active time, sleep stage, and latency on both weekends and weekdays, to identify more detailed characteristics. The findings will be used to introduce a mental health index, allowing users to better understand their mental state and take proactive measures.

Measuring Well-Being through Sleep with MIT Media Lab

MIT Media Lab has expanded the understanding of sleep’s role in well-being by linking sleep patterns to overall health. Approximately 200 college students participated in the study, tracking their sleep over the course of a month and self-evaluating across five well-being indicators every morning, including alertness, happiness, energy, health, and calmness. The study found strong associations between sleep and well-being, particularly when considering not only sleep duration, but also sleep regularity. Moreover, utilizing an AI-based mixed-effect random forest (MERF) model, MIT Media Lab was able to predict the participants’ self- reported well-being based on their sleep patterns within a mean absolute error of 11- 15 points on a 100 point scaler, which closely matched their self-evaluation results. This outcome highlights the link between sleep and well-being, as well as the possibility of personalized well-being assessment and management through the analysis of sleep patterns.
Helping Rapid Recovery with Brigham & Women’s Hospital

Brigham & Women’s Hospital (BWH) is studying the relationship between biomarkers and an individual’s resilience, or how quickly one recovers from major stressors. As a holistic measure, resilience captures both the capacity of the body and the mind to withstand major events such as disease and surgery. As a first use case, they are monitoring patients before, during and after undergoing transcatheter aortic valve replacement (TAVR) surgery. Galaxy Watch tracks participants’ lifestyle patterns and health conditions in real time while the data is automatically collected and analyzed using the Samsung Health Research Stack, a system designed to increase the efficiency and accuracy of large-scale research. This study aims to uncover insights into recovery and ability to withstand stressors, not only to help inform from medical decisions, but also help individuals understand how they can be prepared in both mind and body for any challenges that may come.

  • MIL-OSI USA: Cassidy, Warner Introduce Bill to Improve IRS Customer Service

    US Senate News:

Source: United States Senator for Louisiana Bill Cassidy
WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA) and Mark Warner (D-VA) introduced legislation to improve customer service at the Internal Revenue Service (IRS). Specifically, the Improving IRS Customer Service Act would expand information regarding refunds available to taxpayers online. The bill would also require the IRS to inform taxpayers applying for installment agreements about available collection alternatives if they appear to have an economic hardship.
“It should be easy for taxpayers to get the information they need from the IRS. Not every interaction with them has to be miserable,” said Dr. Cassidy. “We can streamline the process and give Americans the transparency they expect.”
“The IRS has been the source of massive headaches for taxpayers for years,” said Senator Warner. “I am glad to introduce this legislation that will ease some of this frustration by increasing clear communication and making IRS resources more readily available.”
The Improving IRS Customer Service Act would:
    Establish a dashboard to inform taxpayers of backlogs and wait times;
    Expand electronic access to information and refunds;
    Expand callback technology and online accounts;
Inform individuals facing economic hardship of collection alternatives.
“By introducing the Improving IRS Customer Service Act, Senator Warner and Senator Cassidy have earned the gratitude of every taxpayer who’s ever had to contend with the IRS’s notoriously inconsistent customer service,” said Pete Sepp, President, National Taxpayers Union. “The sensible reforms in this bill, which include a wait-time dashboard, better access to refund information, customer callback technologies, and fairer measurement of IRS service levels, will all make a big difference in solving some of the more frustrating problems that taxpayers have encountered for years. More complete information on tax collection alternatives for taxpayers facing financial hardships will likewise give hope for many struggling families. This legislation is exactly the kind of guidance Congress needs to provide the IRS for a successful transformation of our entire system of tax administration. National Taxpayers Union is proud to endorse this innovative legislation, and we urge every lawmaker to actively work toward its passage in the remaining days of this Congress.”
“The AICPA strongly supports the legislative proposals outlined in S. 5280, which provide taxpayers and their tax advisors with clear and detailed information from the IRS in an intuitive and interactive format. Additionally, S. 5280 strives to protect the most economically vulnerable taxpayers by doing away with installment agreement fees and offering collection alternatives to those facing economic hardships. Collectively, these proposals will strengthen the public’s confidence in the tax administration system, and we thank Senators Warner and Cassidy for their leadership on this bipartisan bill,” said Melanie Lauridsen, Vice President of Tax Policy & Advocacy for the American Institute of CPAs.

MONROE – This afternoon, U.S. Senator Bill Cassidy, M.D. (R-LA) participated in the ribbon-cutting ceremony for the Monroe Street Corridor Project, which will improve roads and create more space for runners and cyclists in Ruston, including at Louisiana Tech University.
“This street is an example of when Louisiana leaders serving in Washington connect with local leaders in Louisiana. I was pleased to combine my efforts with those locally to carry out a vision that makes Ruston and Louisiana better for our citizens,” said Dr. Cassidy.
Thanks in part to a $17.1 million RAISE Transportation Discretionary Grant, the Monroe Street Corridor Project has reached completion, and will yield over $3.47 in net public benefits compared to every single dollar invested. By revitalizing brownfield sites, embracing features like LED lighting and via other measures, Ruston is making the Monroe Street corridor safer for drivers, joggers, and cyclists, including at Louisiana Tech.
The Infrastructure Investment and Jobs Act (IIJA) provides $7.5 billion for similar projects around the state. Just this year, over $10 million was distributed from the IIJA for projects in Lafourche, Plaquemines, and St. Tammany Parishes. Additionally, $900,000 was granted from the IIJA for the Ruston Regional Airport, and $7.5 million was secured in separate appropriations by Cassidy for utility upgrades in Ruston and for domestic semiconductor technology research at Louisiana Tech.
Cassidy was hosted at the ribbon-cutting ceremony by Louisiana Tech President Jim Henderson and Ruston Mayor Ronny Walker, who praised his leadership and advocacy for the City of Ruston.
“This project will make it easier for our neighbors, students and visitors to travel through Ruston, to get to work or class, or to enjoy our downtown,” said Mayor Walker. “And it will make it safer to drive, and add to the more than 30 miles of walking and biking trails in our great city. We appreciate Senator Cassidy’s support of this project, and his continued work to help us meet our infrastructure needs.”
Earlier, Cassidy spoke to the Ruston-Lincoln Chamber of Commerce and with members of the Lincoln Parish Police Jury, to discuss many of the opportunities available for the parish in the IIJA and via separate appropriations. Money is still available in the IIJA for roads, water and sewage projects, and flood mitigation, and Cassidy will be hosting a series of rural community funding summits this month to expose local leaders to those opportunities.
“Lincoln Parish and Louisiana Tech are examples for the rest of the state on how to build safe and livable cities and campuses. That is only possible thanks to our partnership with elected officials, business leaders and university officials dedicated to this community,” said Dr. Cassidy.
At the Chamber, he was introduced to the group by Mr. Thomas Graham, chair of the Ruston-Lincoln Chamber of Commerce Board of Directors, and was welcomed to the Lincoln Parish Police Jury office by Mr. Courtney Hall, the administrator for Lincoln Parish.
“We always enjoy hosting Senator Cassidy and want to thank him for providing such an engaging update to our business community,” said Mr. Graham. “We are grateful to Senator Cassidy for his steadfast leadership in Washington, D.C., and for representing our interests in North Louisiana.”
“We are grateful that Senator Cassidy and his staff have taken time out of their busy schedule to meet with the Lincoln Parish Police Jury to discuss Federal funding opportunities for local projects,” said Mr. Hall. “Lincoln Parish is experiencing unprecedented growth and getting these Federal tax dollars back and working at the local level is critical to ensuring that our transportation infrastructure keeps up with that rapid growth.”

  • MIL-OSI USA: Reed Holds Manufacturing Roundtable to Help Ocean State Businesses Optimize Economic Growth

    US Senate News:

PAWTUCKET, RI – Highlighting Rhode Island’s vital manufacturing sector and the continued growth of advanced manufacturing across the Ocean State, U.S. Senator Jack Reed today convened a roundtable discussion with local businesses that produce Rhode Island made products.
During the forum, small business leaders, industry experts, and manufacturing assistance organizations discussed key challenges and trends facing local manufacturers and several programs geared toward helping entrepreneurs grow and optimize their businesses.
Partnering with Polaris MEP, a statewide non-profit ‘manufacturing extension partnership’ that serves as a manufacturing support center, and the Rhode Island Manufacturers Association, Senator Reed today heard from several local manufacturers about challenges, successes, and a wide range of issues from child care and health care to infrastructure and supply chains to workforce development and cutting red tape.
“Rhode Island’s manufacturers are critical to our economy.  They are powered by innovation and produce a range of well-made products, as well as jobs and opportunities. When manufacturers grow and thrive, so does our economy.  That’s why I continue working at the federal level to support our small businesses and strengthen Rhode Island’s manufacturing ecosystem.  That includes investing in workforce development and making sure we have the right programs in place to connect people to in-demand job skills and ensure enough qualified candidates to fill job vacancies,” said Senator Reed.
Rhode Island is home to over 1,600 manufacturing companies that employ approximately 8.5 percent of the Ocean State’s total workforce.  Rhode Island’s manufacturers have a multiplying effect across the state’s economy, with every $1 in pay for manufacturing workers resulting in an income increase of 90 cents for other workers in the state.
According to Rhode Island Commerce, the total economic output from the state’s manufacturers was $5.28 billion in 2021.
Senator Reed says that strengthening and expanding efforts on the federal level to support Rhode Island’s manufacturers will help increase wages, bolster the state’s economy, and better position the state to be a leader in numerous industries.
“Hearing from today’s group of outstanding leaders in the manufacturing community, it is clear that our state’s manufacturing landscape continues to strengthen and evolve,” said Senator Reed.  “Today’s manufacturers rely on increasingly skilled and specialized employees to operate sophisticated, computer-based machinery and technology. I will continue to support our manufacturers, lower costs for businesses, and ensure the dedicated employees who power our economy are paid good wages for their hard work.  I will bring the messages I heard today back to our nation’s capital to ensure we can continue to support small business here in Rhode Island and nationwide.”
Celebrated every October, Manufacturing Month recognizes and promotes the success of U.S. manufacturers in the global marketplace while encouraging sustained growth and innovation in a variety of industries.
This year’s roundtable included business owners and representatives from the Cooley Group, a Pawtucket manufacturer of advanced textiles with industrial, commercial, and defense applications; Chi Kitchen, a Pawtucket food manufacturer; SENESCO Marine, a Quonset boatbuilder that works closely with the offshore wind industry and develops new, state-of-the-art hybrid ferries; Dewetron, an East Greenwich manufacturer of computerized testing technology used in the aerospace industry and by the National Aeronautics and Space Administration (NASA); and Reade Advanced Materials, an East Providence chemical manufacturer with a global reach.
