    The Prime Minister of India, Shri Narendra Modi during his 114th edition of Mann Ki Baat address, emphasized upon the rapidly changing nature of jobs and the growing opportunities in creative sectors such as gaming, filmmaking etc. The Prime Minister underscored the immense potential of India’s creative talents and called on creators to participate in the 25 Challenges under the theme ‘Create in India’, being organized by the Ministry of Information and Broadcasting.

    Emerging Creative Sectors to reshape job market

    In his address, the Prime Minister highlighted the emerging sectors that are reshaping the job market, stating, “In these changing times, the nature of jobs is changing, and new sectors are emerging such as gaming, animation, reel making, film making or poster making. If you can perform well in any of these skills… your talent can get a very big platform.” He further noted the growing scope for bands, community radio enthusiasts, and creative professionals.

    To harness and nurture this potential, the Ministry of Information and Broadcasting has launched 25 challenges aimed at promoting talent and creativity across a variety of fields, including music, education, and anti-piracy. The Prime Minister encouraged creators to visit the website wavesindia.org to participate in these challenges. “I specially urge the creators in the country to ensure participation and bring their creativity to the fore,” he said.

    Create in India Challenge – Season One

    On 22nd August, 2024, Shri Ashwini Vaishnaw, Union Minister for Information and Broadcasting, Railways, and Electronics & Information Technology, had unveiled the Create in India Challenge – Season One at New Delhi. These challenges will serve as a precursor to the upcoming World Audio Visual & Entertainment Summit (WAVES), aligning with Prime Minister Narendra Modi’s vision of “Design in India, Design for the World,” articulated during the 78th Independence Day address.

    The Prime Minister, Shri Narendra Modi laid the foundation stone, inaugurated and dedicated to the nation various projects in Maharashtra worth over Rs 11,200 crore via video conferencing today.

    Addressing the occasion, the Prime Minister recalled the cancellation of his event in Pune due to bad weather two days ago and credited technology for today’s virtual event saying that this land of inspiration of great personalities is witnessing a new chapter of Maharashtra’s development. Shri Modi mentioned the inauguration of the Pune Metro section of District Court to Swargate and laying the foundation stone for Swargate-Katraj Extension of Pune Metro Phase-1 today. He also touched upon laying the foundation stone for Memorial for Krantijyoti Savitribai Phule’s First Girls’ School at Bhidewada and expressed satisfaction with the fast progress towards increasing ease of living in Pune.

    “Devotees of Bhagwan Vitthal have also received a special present today”, the Prime Minister said, referring to the inauguration of Solapur Airport to establish direct air connectivity to the city. He informed that the terminal capacity has increased and new services and facilities have been created for the passengers after the completion of the upgradation work of the existing airport, thereby increasing convenience for the devotees of Bhagwan Vitthal. He further added that the airport would also give a boost to businesses, industries and tourism and congratulated the people of Maharashtra for today’s development projects.

    “Today, Maharashtra needs big goals with new resolutions ”, the Prime Minister remarked, emphasizing the need to make cities like Pune a center of progress and urban development. Talking about Pune’s progress and the pressure of the growing population, the Prime Minister said steps need to be taken now to augment development and capacity . To achieve this goal, the Prime Minister said that the present state government is working with the approach of modernizing Pune’s public transport and giving a boost to connectivity as the city expands.

    The Prime Minister recalled that discussions about Pune Metro began in 2008 but its foundation stone was laid in 2016 when quick decisions were taken by his government. As a result, the Prime Minister said, today Pune Metro is gaining speed and expanding. Referring to today’s projects, Shri Modi said on the one hand Pune Metro section of District Court to Swargate has been inaugurated while on the other hand foundation stone for Swargate to Katraj line has also been laid. He recalled inaugurating the metro service from Ruby Hall Clinic to Ramwadi in March this year. The Prime Minister lauded the work done for the expansion of Pune Metro from 2016 till now because of faster decision-making and removing obstacles. He pointed out that the present government has prepared a modern network of metro in Pune while the previous government could barely construct a single Metro pillar in 8 years.

    Shri Modi underscored the importance of development-driven governance in ensuring Maharashtra’s progress, emphasizing that any disruption in this continuity leads to significant losses for the state. He highlighted various stalled projects, from Metro initiatives to the Mumbai-Ahmedabad bullet train and critical irrigation projects for farmers, which were delayed before the advent of the double-engine government.

    The Prime Minister spoke about the Bidkin Industrial Area, a vital component of the Auric City conceptualized during the tenure of the then Chief Minister Devendra Fadnavis. The project, located on the Delhi-Mumbai Industrial Corridor had faced obstacles but was revived under the leadership of the double-engine government headed by Chief Minister Eknath Shinde. Shri Modi announced the dedication of the Bidkin Industrial Node to the nation, highlighting its potential to bring significant investments and employment opportunities to the region. “With the development of the Bidkin Industrial Area across 8,000 acres, thousands of crores of investment will flow into Maharashtra, creating jobs for thousands of youth,” said the Prime Minister. He emphasized that the mantra of creating jobs through investment is becoming a major strength of the youth in Maharashtra today. Shri Modi reiterated that modernization should be based on the country’s core values and emphasized that India will modernize and develop while carrying forward its rich heritage. He said both future-ready infrastructure and the benefits of development reaching every section are equally important for Maharashtra and underlined that it can become a reality when every section of society participates in the development of the country.

    The Prime Minister emphasized the pivotal role of women’s leadership in societal transformation. He paid tribute to Maharashtra’s legacy of women’s empowerment, particularly the efforts of Savitribai Phule, who initiated the movement for women’s education by opening first girls’ school. The Prime Minister laid the foundation stone for the Savitribai Phule Memorial, which will include a skill development center, a library, and other essential facilities. Shri Modi expressed confidence that the memorial will serve as a lasting tribute to the social reform movement and inspire future generations.

    The Prime Minister highlighted the immense challenges faced by women in pre-independence India, particularly in accessing education, and praised visionaries like Savitribai Phule for opening the doors of education for women. The Prime Minister noted that despite gaining independence, the country struggled to fully shed the mindset of the past and pointed out the previous governments who restricted women’s access in many sectors. He said that a lack of basic infrastructure like toilets in schools would lead to a high dropout rate for girls. Shri Modi said that the present government transformed the outdated systems, including the admission of women in Sainik Schools and roles within the armed forces and also addressed the issue of pregnant women having to quit their work. The Prime Minister outlined the significant impact of the Swachh Bharat Abhiyan and said that its biggest beneficiaries are daughters and women who have been freed from the hardship of open defecation. He also noted that school sanitation improvements have reduced the dropout rate for girls. Shri Modi  touched upon strict laws for the safety of women and Nari Shakti Vandan Adhiniyam which ensures women’s leadership in India’s democratic process. “When the door of every sector opens up for our daughters, only then do the real doors of progress open for the country”, Shri Modi said expressing confidence that Savitribai Phule Memorial will give further energy to these resolutions and the campaign for women empowerment.

    Concluding the address, the Prime Minister reaffirmed his belief in Maharashtra’s pivotal role in guiding the nation towards development and said, “Together we will achieve this goal of ‘Viskit Maharashtra, Viksit Bharat”.

    Governor of Maharashtra, Shri C P Radhakrishnan, Chief Minister of Maharashtra, Shri Eknath Shinde, Deputy Chief Ministers of Maharashtra, Shri Devendra Fadnavis and Shri Ajit Pawar and other dignitaries were virtually present.

    Background

    The Prime Minister inaugurated the Pune Metro section of District Court to Swargate which will also mark the completion of Pune Metro Rail Project (Phase-1). The cost of the underground section between District Court to Swargate is around Rs 1,810 crore. Further, the Prime Minister laid the foundation stone for Swargate-Katraj Extension of Pune Metro Phase-1 to be developed at the cost of around Rs 2,955 crore. This southern extension of around 5.46 km is completely underground with three stations namely Market Yard, Padmavati and Katraj.

    The Prime Minister dedicated to the nation Bidkin Industrial Area, a transformative project covering an expansive 7,855 acres under the National Industrial Corridor Development Program of Govt. of India, situated 20 kms south of Chhatrapati Sambhajinagar in Maharashtra. The project developed under Delhi Mumbai Industrial Corridor holds immense potential as a vibrant economic hub in the Marathwada region. Central Government has approved this project with an overall project cost of over Rs 6,400 crore for development in 3 phases.

    The Prime Minister also inaugurated the Solapur Airport which would significantly improve connectivity, making Solapur more accessible to tourists, business travellers and investors. The existing terminal Building of Solapur has been revamped to serve around 4.1 lakh passengers annually. Further, the Prime Minister laid the foundation stone for the Memorial for Krantijyoti Savitribai Phule’s First Girls’ School at Bhidewada.

    Union Minister of State for Panchayati Raj Prof. S. P. Singh Baghel will inaugurate National Workshop on People’s Plan Campaign 2024 – Sabki Yojana Sabka Vikas Abhiyan tomorrow (30thSeptember, 2024) at Dr. Ambedkar International Centre,  New Delhi.

    The Ministry of Panchayati Raj is organizing a National Workshop on 30thSeptember, 2024 on People’s Plan Campaign–2024 (Sabki Yojana Sabka Vikas) being launched nationwide on 2ndOctober 2024 to mark the beginning of annual exercise for preparation of Development Plans in Panchayats at all three ties of Panchayati Raj Institutions (PRIs).

    Union Minister of Panchayati Raj Shri Rajiv Ranjan Singh’s video message will be screened during the inaugural session of the National Workshop to emphasize the need for wholehearted support and active engagement from Panchayati Raj Institutions (PRIs) and stakeholders in the participatory process of Panchayat Development Plans, an annual initiative focused on the holistic development of Panchayats and the achievement of Sustainable Development Goals, embodying the true spirit of ‘Sabki Yojana Sabka Vikas’. Secretary, Ministry of Panchayati Raj Shri Vivek Bharadwaj, Secretary, Ministry of Rural Development Shri Shailesh Kumar Singh and Additional Secretary & Mission Director, Jal Jeevan Mission, Department of Drinking Water & Sanitation Shri Chandra Bhushan Kumar will also be present on the occasion.

    The Booklet on People’s Plan Campaign (2024–25) for Preparation of Panchayat Development Plans for Financial Year (2025–26) and Annual Action Plan 2024–25 Report of Rashtriya Gram Swaraj Abhiyan (RGSA) will be released on this occasion. The Hindi version of the website of the Ministry of Panchayati Raj will also be launched.

    This workshop is aimed at orienting the officials, Elected Representatives, faculties/ trainers of Panchayat Raj and other stakeholders of Panchayats about strategies, approaches and roadmap regarding the preparation and uploading of Panchayat Development Plans. The best practices of few States will also be presented during the workshop, for cross learnings and replication/ adoption by other States/UTs.

    It is expected that around 400 participants from Union Ministries/ Departments, States/UTs, State Panchayati Raj Department, National Institute of Rural Development & Panchayati Raj (NIRD&PR), State Institutes of Rural Development & Panchayati Raj, District and Block level officials, Elected Representatives of three tiers of Panchayati Raj Institutions will be attending the said workshop. The Ministry in collaboration with the Team of National Rural Livelihood Mission of Ministry of Rural Development and States/UTs has also been giving continuous thrust to the integration of plan for livelihood generation and roping in the Self Help Groups in the States/UTs for the same. Approaches towards integration of Village Poverty Reduction Plan (VPRP) into GPDP and the role of SHGs will also be discussed in detail.

    The National Workshop will witness all the stakeholders working towards planning for development in Panchayats. Ministry of Panchayati Raj is also coordinating with the Department of Drinking Water and Sanitation (DDWS) for leveraging the network of services developed under Jal Jeevan Mission and Swachh Bharat Mission, and the officials of DDWS will enlighten the participants for effective and judicious use of tied grants under FFC towards this end and improving the public service delivery at the grassroots.

    In coordination with the States/UTs, Ministry of Panchayati Raj is making efforts to build capacity of the PRIs for using Gram Manchitra facility for planning at the Gram Panchayat level and to prepare village-wise plan in PESA Panchayats. Certain changes have been effected in the PRI Annual Planning portal i.e., eGramSwaraj for robust validation process for improving the quality of data related with the profile of the Panchayats. The workshop will be utilised for orientation of such changes and to sought suggestions for further improvements following the spirit of cooperative federalism. Ministry of Panchayati Raj has also taken some new initiatives such as collaboration with Unnat Bharat Abhiyan (UBA) wherein the students of Academic Institutes will provide handholding supports to the Panchayats in preparation of quality Panchayat Development Plan, it will also be a learning experience for the students.

    Background

    The People’s Plan Campaign known as “Sabki Yojana Sabka Vikas” is a transformative nationwide initiative launched by the Ministry of Panchayati Raj in 2018 for the preparation of participatory Panchayat Development Plans (PDP) for next financial year with voluntary involvement of Elected Representatives, Frontline workers of respective Line Departments, Self Help Groups (SHGs), Community Based Organization (CBOs) and other related Stakeholders. This campaign is a step towards aligning with the core principles of Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas, ensuring participation of people in preparation of developmental plan of Panchayats.

    The exercise for the preparation of Panchayat Development Plan is undertaken by the Panchayati Raj Institutions every year and the process usually start with the launch of People’s Plan Campaign by the Ministry of Panchayati Raj on 2ndof October through mandatory Gram Sabha. It is a campaign where the people’s forum i.e. Gram Sabha discuss felt needs and available resources of their Gram Panchayat followed by preparation of Gram Panchayat Development Plan for the coming financial year to carry out developmental works.

    The Panchayat Planning process usually start with the mandatory Gram Sabha on 2ndOctober, wherein progress of the plan of current year, availability of resources for coming year, activities/ works to be incorporated in the Plan of coming year are discussed along with other issues. The activities / works to be incorporated in the Plan of coming year are prioritised and placed before Gram Sabha for the approval in subsequent meeting(s). The approved Gram Panchayat Development Plans are uploaded on eGramSwaraj, a unified works flow enabled portal for better transparency, accountability.

    During the Campaign, the frontline workers of Line Departments are invited to present the details of their schemes and programmes, resource availability, beneficiaries, etc. in Gram Sabha. Hence, the campaign is also an effective tool for preparation of convergent Plan and to amplify the resource of Panchayats to address basic infrastructure needs and social development goals.

    In a significant step towards holistic development, the campaign has been aligned with the global Sustainable Development Goals (SDGs). By localizing these goals, often referred to as Localization of Sustainable Development Goals (LSDGs), the campaign ensures that development initiatives in rural areas across the country are in harmony with global objectives.

    Defence Accounts Department (DAD) will celebrate its 277thAnnual Day on October 01, 2024. Raksha Mantri Shri Rajnath Singh will grace the main celebrations at Bharat Mandapam in New Delhi. He is scheduled to launch various publications and initiatives of DAD, including Defence Travel System 2.0, SPARSH Audit Manual, Comprehensive Statistical Handbook on Defence Expenditure 2024 and Market Intelligence Report 2023-24.

    A short film on DAD is also scheduled for release. In addition, the Raksha Mantri Excellence Awards 2024 will be conferred on the employees of DAD, who have shown exemplary performance in their areas of work and implementing the key initiatives of the Department.

    Service Chiefs & Principal Staff Officers of the Armed Forces and Secretaries & other senior Government officials are expected to be in attendance on the occasion.

    Tracing its roots to the appointment of the Military Pay Master in 1747, DAD has continuously re-invented itself to provide exemplary services to the Armed Forces, and in turn to the Nation, in the fields of Internal Audit, Accounting, Financial Advice & Defence Pensions Management.

    A regional meeting of central States viz. Uttar Pradesh, Uttarakhand, Bihar and Madhya Pradesh, including the UT of Delhi will be held in Lucknow on 30.09.2024 (Monday). This meeting is being organized by the Ministry of Labour and Employment, Government of India to hold focussed discussions around Labour Reforms, eShram-National Database of Unorganised Workers (NDUW), Building and other Construction Workers (BoCW), Employees’ State Insurance Corporation (ESIC) and employment generation initiatives.

    The meeting will be chaired by Sushri Shobha Karandlaje, Union Minister of State for Labour & Employment and attended by Ms. Sumita Dawra, Secretary, Ministry of Labour and Employment and other senior officers of the Government of India, States/UTs.

    The meeting is a part of an on-going series of regional consultations being held by the Government of India with the States/UTs nation-wide, which commenced with convening of 1st regional meeting with southern States/UTs of Karnataka, Tamil Nadu, Telangana, Kerala, Puducherry, and Andaman & Nicobar Islands in Bengaluru, Karnataka. This was followed by 2nd regional meeting with northern States/UTs of Punjab, Chandigarh, Himachal Pradesh, Ladakh and Rajasthan in Chandigarh. The 3rd regional meeting with western States/UTs of Maharashtra, Goa, Gujarat, Daman and Diu, and Dadra & Nagar Haveli and Lakshadweep was held in Rajkot, Gujarat. The 4th regional meeting with eastern States of Odisha, Chhattisgarh, Jharkhand, West Bengal and Andhra Pradesh was held in Bhubaneswar on 20.09.2024. These regional meetings would continue till 04.10.2024

    Key labour and employment issues including harmonisation in draft rules framed by States/UTs and Central Government under Labour Codes, issues related to employment data collection and inputs on the proposed Employment Linked Incentive (ELI) Scheme as announced in the Union Budget 2024-25, establishment of e-Shram portal as a ‘One-Stop Solution’ for easy access to social security benefits for unorganized workers including migrant workers, expansion of coverage of various Central welfare schemes to BoC Workers, upgradation of employment exchanges etc. will be deliberated upon during the meeting.

    Marking a decade of the transformative Make in India initiative, Minister of Commerce and Industry, Shri Piyush Goyal, today urged the Indian industry to  focus on prioritizing the production of high-quality goods to promote Brand India through sustainable practices in line with Prime Minister’s vision of Make in India with “Zero Effect; Zero Defect”.

    Shri Goyal said this while engaging with the CEOs of over 140 PLI beneficiary companies in an interactive session, celebrating their achievements under the Production Linked Incentive (PLI) Scheme.

    Addressing the gathering, Shri Piyush Goyal applauded the efforts of PLI beneficiary companies which have been instrumental in driving growth across vital sectors, creating jobs, and positioning India as a global leader in manufacturing. Shri Goyal also expressed gratitude to global champions for their dedication, significant investment in producing innovative products and contribution in generating employment through the PLI Schemes.

    Shri Goyal further urged CEOs to focus on increasing domestic value addition in their products to make India self-reliant. He also urged the industry to support domestic manufacturers in this regard.

    During the three hour long interaction, CEOs of beneficiary companies shared their perspectives on the PLI Schemes, offering valuable insights into their experiences, success stories, and suggestions for improving the schemes’ effectiveness and streamlining implementation. The discussion provided a productive platform for open communication between industry stakeholders and the Government. He also sought feedback from industry leaders on decriminalization/ liberalization of laws to promote ease of doing business.

    Shri Goyal encouraged continued dialogue between industry leaders and the government through implementing Ministries/ Departments & respective PMAs in coordination with DPIIT, emphasizing the importance of policy support and creating an enabling environment for future growth. He mentioned that the industry stakeholders may approach Invest India, National Investment Promotion and Facilitation Agency, to facilitate technology transfer & foreign collaborations.

    Shri Goyal thanked global champions for their hard work, massive investment & generating employment under PLI Schemes. He further stated that the Government is committed in fast tracking all the necessary approvals related to PLI industry and also providing handholding support in achieving greater market access.

    Senior officials from implementing Ministries/ Departments and Project Management Agencies (PMAs) were also present. The interaction focused on the tangible outcomes delivered by PLI Scheme across 14 sectors, which has led to a manufacturing surge and transcended India’s global competitiveness.

    As a part of the interaction, all the participants tuned in to the 114th edition of Prime Minister’s Mann ki Baat broadcast wherein Hon’ble Prime Minister reflected on how Make in India” campaign has contributed in making India a manufacturing powerhouse resulting in increased exports in electronics, defence, textiles, aviation, automobiles among other sectors along with continuous rise in Foreign Direct Investment (FDI). Hon’ble Prime Minister emphasized that the country is now focussing on “Quality: Products of Global Standards” and “Vocal for Local: Promotion of Local Products”.

    PLI Impact

    Overall achievement of PLI Schemes was also discussed during the meeting. Actual investment of Rs. 1.46 lakh crore has been realized (till August’24) and is likely to reach Rs. 2 lakh crore in the next year or so. This has resulted in production/ sales worth Rs. 12.50 lakh crore and employment generation of around 9.5 lakhs (direct & indirect) which is expected to reach 12 lakhs soon. Exports have exceeded Rs. 4 lakh crore, with substantial contribution from key sectors such as electronics, pharmaceuticals & food processing.

    In the electronics sector, mobile phone manufacturing now accounts for half of India’s total output, with a 3x increase in exports since FY 2020-21. The pharmaceutical industry has revitalized domestic production of bulk drugs and complex generics, reducing import dependence. In the automobile sector, global champions have rolled out electric vehicles, with substantial investment in the country. The medical devices industry has seen technology transfers for critical equipment like CT scanners, fostering local production. Similarly, the food processing sector contributed to sustainable agricultural practices and production of millet and organic products. Emerging sectors like drones have experienced a sevenfold increase in turnover, driven by MSEMs & Startups. Solar PV Module and specialty steel industries are also witnessing robust growth, with significant investments and localized production.

    Seven youths have narrowly avoided a dire outcome after failing to stop near Maraetai.

    Just before 5am on Saturday, Police observed a vehicle, believed to be stolen, with multiple youths inside parked on Clevedon Road with its hazards on.

    Counties Manukau East Area Prevention Manager, Inspector Rakana Cook, says the unit activated its lights and sirens however the vehicle took off heading towards Whitford Park Road.

    “Police elected not to pursue and the Police Eagle helicopter was able to get overhead to track the vehicle, while also noticing the vehicle had a broken quarter light.

    “The vehicle was successfully spiked on Murphys Road, Flat Bush and came to a stop with seven occupants running into a paddock.”

    Inspector Cook says all seven were quickly taken into custody without incident.

    “This situation could have had a very different outcome.

    “It’s exceptionally lucky no one was injured or even killed.

    “The reckless actions of this group could have had a catastrophic effect on our community and I hope people realise Police will continue to hold these offenders to account.”

    Seven youths, aged 14-17, have been referred to Youth Aid Services.

The job fair was held at NIELIT Delhi’s office at Pankha Road, Janakpuri, New Delhi for facilitating placement opportunities for NIELIT’s alumni and students. 16 companies shortlisted candidates against 1000+ job openings in their respective companies. More than 1300 candidates registered for the Job Fair.

    Bridging the skill divide

    The Director General, NIELIT and Hon’ble Vice Chancellor, NIELIT Deemed to be University, Dr. Madan Mohan Tripathi graced the event as the Chief Guest who was warmly welcomed by Shri. Subhanshu Tiwari, Executive Director, NIELIT Delhi. He inaugurated the event by lighting the inaugural lamp followed by address to the attendees.

    In his inaugural address, Dr. Tripathi highlighted the importance of the job fairs organized by NIELIT across India every year. He said that at least 6000 offer letters were given in the job fairs organized by NIELIT across India last year and the number is set to increase this year. The job fairs empower our skilled students to secure fulfilling careers, contribute to the growth of organizations, and fuel economic progress. He appreciated the efforts of team NIELIT Delhi for successfully organizing the job fair in Delhi. He also acknowledged the companies who participated in the job fair.

    An informative technical session on “Soft Skills – CV Building” was also conducted by Shri. Mohammad Junaid, Assistant Manager, Digital India Corporation, MeitY during the Job Fair for the participants.

  • MIL-OSI New Zealand: Antarctic-related activities boost New Zealand’s economy

    Antarctic-related activities based in New Zealand contributed nearly a quarter of a billion dollars to the New Zealand economy last year.

    Antarctica New Zealand has released a report that analyses the economic impact of Antarctic-related activities on the Canterbury and New Zealand economies. The biennial report, produced by Lincoln University and supported by the Christchurch Antarctic Office, highlights substantial economic benefits and underscores the strategic importance of Antarctica to New Zealand.

    Key findings reveal that Antarctic-related activities based in New Zealand continue to be a significant economic driver, contributing $229.3 million* to the national economy in 2023.

    The study covers five industry sectors: National Antarctic Programmes, tourism, fishing, education and research and Antarctic heritage. In 2020 and 2021, economic contributions from these sectors were affected by the COVID-19 pandemic. However, the figures have now surpassed pre-COVID levels.

    Antarctica New Zealand Acting Chief Executive, Jordy Hendrikx says, as one of only five Antarctic Gateway cities around the world, Christchurch serves as New Zealand’s Antarctic hub.

    “Christchurch has been used as a deployment port to Antarctica for more than a century. It’s an important part of the city’s history. It’s also an important part of the economy, with Antarctic-related activities generating $158.3 million in the region.

    “Being a gateway city is part of our DNA. When the US Airforce Globemasters fly into Christchurch in October for the start of the research season, the whole city comes out to see them fly over,” he says.

    David Tayler, head of the Christchurch Antarctic Office, says the city plays a crucial role in Antarctic operations and its connection with Antarctica is an opportunity for innovation, research and climate awareness.

    “The Antarctic community supports over 3,000 full-time jobs in Canterbury, which delivers significant economic impact. Our gateway status is ingrained in Ōtautahi Christchurch. While our geographic location provides a strategic advantage, it is our network of businesses and world-class infrastructure that truly distinguishes us. State-of-the-art airports, ports and specialised services make us a pivotal hub for National Antarctic Programmes and the expertise and support provided by Christchurch’s Antarctic Network sets us apart globally.”

    More than 800 firms were identified as supplying goods and services to the four National Antarctic Programmes based in Christchurch (New Zealand, United States, Italy and South Korea).

    The report’s findings underscore the critical role of ongoing investment and collaboration in Antarctica, positioning New Zealand as a leader in Antarctic research and environmental stewardship.

  • MIL-OSI New Zealand: Aviation Education – NMIT Aeronautical engineering programme takes flight in Nelson

    In response to a domestic and global shortage in aviation engineers, NMIT has extended its aeronautical engineering programme.
    A refreshed Certificate programme, developed in consultation with national industry partners, is kicking off in Nelson in 2025, complementing NMIT’s popular Woodbourne-based programmes. This means budding engineers can choose both their location and their time commitment – with either a one or two-year programme available – before embarking on a career in aviation, ultimately helping to address the shortfall in aviation engineers.
    NMIT has a proud history as New Zealand’s only tertiary institute training our future aeronautical engineers. Current programmes are all based at Woodbourne Airbase, and a close relationship with New Zealand Defence Force and the commercial aviation industry has meant NMIT’s programmes have grown and developed according to the needs of the industry and learners. The programmes have an excellent reputation with aircraft maintenance engineers in the aviation industry in New Zealand and abroad.
    The updated Level 3 Certificate in Aeronautical Engineering (Specialist Support) (General Aviation) means students can complete their qualification in one year. They can then choose to continue into the Level 4 Certificate programme or enter the workforce.
    The first Nelson-based cohort in the updated Level 3 Certificate programme will begin in February 2025. A newly fitted-out hangar-style building on NMIT’s Hardy Street campus offers world-class specialist equipment. With the choice of either Nelson or Woodbourne to study in 2025, word has already spread, and the programme is gaining a lot of interest, with the February intake almost full.
    The programme equips students with core aircraft maintenance skills such as using aeronautical engineering tools, adhering to safety protocols, and performing aircraft repairs and overhauls. It also delves into aircraft systems, the role of human factors in engineering, and the importance of teamwork. It attracts learners already in the aviation industry who want to level up their skills, as well as those wanting to pursue a career in aviation in New Zealand or overseas.
    Reid Carnegie, Curriculum Area Manager for Aviation says the programme ticks a lot of boxes.
    “We’ve historically seen high demand for the two-year Certificate and we’ve been looking at ways to expand and update the programme. We know aviation engineers are highly sought-after and it’s crucial we keep meeting the needs of the industry. After listening to our industry partners, including Air New Zealand, we’re confident this new format and additional location will prove very popular,” he says.
    As the next step, from 2026 the Level 4 Certificate will become a one-year qualification in block course format, meaning learners can either study fulltime or continue working throughout the year and attend one-week blocks of learning as they work towards the Certificate.
    International students enrolling in NMIT’s Level 3 and then the Level 4 Aviation Engineering programme can apply for a New Zealand study visa. Studying these programmes meets the visa requirements, allowing students to live, study, and work in New Zealand. After completing their studies, students may also be eligible for a post-study work visa.     Fonterra Co-operative Group Ltd has today released its revised strategy, which will see the Co-op deepen its focus on its high-performing Ingredients and Foodservice businesses to grow value for farmer shareholders and unit holders.

    This follows a strategic review that confirmed the Co-op’s strengths as a B2B dairy nutrition provider, resulting in Fonterra’s decision to explore divestment options for its global Consumer businesses.  

    Chairman Peter McBride says the revised strategy creates a pathway to greater value creation, allowing the Co-op to announce enhanced financial targets and policy settings.  

    “The Co-op exists to provide stability and manage risk on farmers’ behalf, while maximising the returns to farmers from their milk and the capital they have invested in Fonterra.  

    “Through implementation of our strategy, we can grow returns to our owners while continuing to invest in the Co-op, maintaining the financial discipline and strong balance sheet we’ve worked hard to build over recent years.

    “We have increased our target average return on capital to 10-12%, up from 9-10%, and announced a new dividend policy of 60-80% of earnings, up from 40-60%. At all times, we remain committed to maintaining the maximum sustainable Farmgate Milk Price,” says Mr McBride.  

    CEO Miles Hurrell says Fonterra is in a strong position, delivering results well above its five-year average, which puts it in a position to think about the next evolution of its strategic delivery.  

    “The foundations of our strategy – our focus on New Zealand milk, sustainability, and dairy innovation and science – remain unchanged. What’s changed is how we play to these strengths.  

    “Following our recent strategic review, we are clear on the parts of the business that create the most value today and where there is further headroom for growth. These are our innovative Ingredients and Foodservice businesses, supported by efficient and flexible operations.

    “As previously announced, we are exploring divestment options for our global Consumer businesses to free up capital and allow the Co-op to focus on what it does best.

    The Child Care Infrastructure Act would:

    • Direct the Department of Health and Human Services(HHS) to conduct a national needs assessment of early child care and learning facilities to understand the impact of the child care crisis and evaluate the ongoing infrastructure needs of child care facilities across the U.S. 
    • Establish a grant program to award grants to states for the purpose of constructing new or renovating existing child care facilities.
    • Set aside a minimum of 10% and a maximum of 15% of the authorized funds to award grants of up to $10 million to intermediary organizations, including development financial institutions or other organizations that have demonstrated experience in developing or financing early care and learning facilities.
    • Authorize $10 billion over five years to invest in our nation’s child care infrastructure.

    The Child Care Workforce Development Act would: 

    • Authorize HHS to administer a student loan repayment program of up to $6,000 annually for five years for early childhood educators working for providers eligible to receive Child Care and Development Block Grant (CCDBG) funding. 
    • Establish a program to provide up to $4,000 annually to eligible individuals pursuing an associate’s degree or a certificate in early childhood education.

    Today, U.S. Representative Matt Cartwright (PA-08), Ranking Member of the House Appropriations Commerce, Justice and Science Subcommittee, announced $375,000 in federal funds have been awarded to the Wilkes-Barre Township Police Department to hire additional police officers.

    The funding is the result of a grant through the U.S. Department of Justice’s Office of Community Oriented Policing Services (COPS) Hiring Program. The grant will cover up to 75% of the entry-level salaries and benefits for newly hired officers over a three-year period, significantly reducing the financial burden on the township.

    “As a senior member of the House Appropriations Committee, I’ll always stand with our police and support their work to keep our communities safe,” said Rep. Cartwright, who oversees more than $70 billion in annual federal spending, including the budget for the Department of Justice. “In Congress, I’ll continue fighting to bring these federal resources home to support local law enforcement and all emergency first responders.”

  • MIL-OSI New Zealand: Takahē on Motutapu have best breeding season ever

    Five pairs have each successfully raised a juvenile bird on the Hauraki Gulf island, which is a sanctuary site for the threatened bird. On 1 October the five juveniles will officially be counted in the total national population for the species of just over 500 birds.

    Takahē only breed once a year, raising 1–2 chicks. These five hatched in November to December 2023.

    Department of Conservation (DOC) and Ngāi Tai Ki Tāmaki play active roles on pest-free Motutapu with staff regularly observing the birds and undertaking a range of conservation work to support takahē and other native species.

    “Years of work by many different people on Motutapu, from intensive biosecurity and pest responses, to planting native species, observing and health management, support the takahē to live and breed in a stable environment,” says Kat Lane, DOC Hauraki Gulf Inner Islands Operations Manager.

    Auckland Zoo staff bring their specialised skills to the field, supporting the takahē population on island with regular health checks, veterinary support, banding and sexing the juveniles, as part of their mahi for the wider North Island meta-population.

    Motutapu is the largest of New Zealand’s 17 sanctuary sites in terms of land area and takahē population. It’s home to 28 takahē including these juveniles, who will remain on island and join the breeding population as they mature.

    “You can see the takahē during a trip to Motutapu – they’re often spotted around the causeway between the two islands or at Home Bay. We ask the public to keep a good distance away and not feed them,” adds Kat.

    DOC Takahē Recovery Programme Senior Ranger Glen Greaves says the local success is heartening news.

    “After a decade of ups and downs, it’s fantastic to see the takahē population on Motutapu flourishing. Five juveniles being raised from five breeding pairs, along with several years of good adult survival, is comparable with the top tier of takahē sanctuary sites and bodes well for the future.”

    “Although we know weather can play a big part in the success, we think fewer transfers of takahē to Motutapu has resulted in better population stability, and habitat restoration through years of planting is likely having a positive impact on bird health. This coming breeding season will build on our understanding,” says Glen.

    Motutapu has plenty of grasses and sedges for the birds to feed on and areas of native bush provide edge habitat while supporting the overall ground moisture. The island is free from mammal pests – in particular stoats, ferrets and feral cats which pose a risk to the eggs and juveniles.

    Glen Greaves says DOC will be working closely with Ngāi Tahu in the South Island and Ngāi Tai ki Tamaki as kaitiaki for Te Motutapu a Taikehu to make the most of the success and align local strategy with wider recovery goals.

    “The overarching goal for the Takahē Recovery Programme is to create multiple self-sustaining wild populations, within the historic range of the species. We hope that the success continues so that Motutapu can join other sites in contributing birds to our wild populations, particularly as we look to build on the return of takahē to the Whakatipu in the Greenstone Valley.”

    Background information

    Takahē chicks are dependent on their parents for at least a year. They’re included in the takahe population figure when they reach a year old. Their peak breeding age is five to 14 and they can live up to 20 years.

    Takahē begin breeding in September and continue breeding through the summer months.

    DOC and Ngāi Tai Ki Tāmaki have been responding to a rat incursion on Motutapu. Rats are not a known threat to takahē.

    WASHINGTON, DC Today, Congresswoman Joyce Beatty (OH-03) co-sponsored the Uterine Cancer Study Act, legislation introduced by Congresswoman Yvette D. Clarke (NY-09) and Congresswoman Shontel Brown (OH-11). This bill would require the Department of Health and Human Services (HHS), the Food and Drug Administration (FDA), and the National Institute of Health (NIH) to coordinate and conduct a study on the relationship between hair straighteners and uterine cancer. 

    Recent studies have discovered that women who have used chemical hair straightening products are at higher risk for uterine cancer than those who have not – risks associated with and particularly higher in Black women.

    This study is vital to preserving the lives of those impacted by: 

    • Reviewing significant findings and recommendations from other studies regarding the relationship between hair straighteners and uterine cancer.
    • Considering the impacts on women and other individuals at risk of uterine cancer.
    • Disaggregating the results of the study according to whether the hair straighteners contain dyes or coloring, bleach highlights, or perms.
    • Determining whether the FDA should impose additional testing requirements on manufacturers of hair straightening products.
    • Focusing on the increased incidences of such cancer among women of color. 

    “As a Black woman, I understand how deeply rooted hair care is in our community. Many of us were introduced to hair straighteners as young girls, unaware of the risks, said Congresswoman Beatty.Now, it’s vital that we investigate the troubling relationship between these products and uterine cancer. The Uterine Cancer Study Act of 2024 will bring critical research and coordination to uncover the dangers and push for solutions that can save lives. Our community deserves answers, and this bill is a vital step to protecting ourselves and our daughters.” 

    “Like many other Black women who have used hair straightening products, I was unaware of the potential connection and harmful impacts these chemicals would have on our overall health – putting me and other women of color at a higher risk for uterine cancer, the most common cancer related to the female reproductive system,” said Congresswoman Yvette D. Clarke. “We need more research to fully understand the relationship between perms and uterine cancer. This legislation will address the detrimental effects of chemicals within hair straighteners on women’s health and hopefully, lead the FDA towards requiring manufacturers to test for cancer-causing chemicals.”

    “Beauty standards for years demanded that our hair be straight, but we can’t help the way it grows out of our heads,” said Rep. Bonnie Watson Coleman. “Chemical hair straighteners have been linked to a variety of harmful hormone-related health outcomes — including higher instances of uterine cancer. Despite this, we still know very little about the long-term health risks that these products pose. That’s why my sister, Rep. Clarke’s bill to study the relationship between these hair products and uterine cancer is so important. We need to equip ourselves with the information to make safe choices. I strongly encourage the House to pass this crucial legislation.”

    “A recent NIH study stated that more than 4% of women with uterine cancer reported use of chemical straighteners, compared to the 1% of women who did not use these products,” said Congressman Gregory W. Meeks. “Chemical relaxers have long been a part of Black Beauty and Hair Care; as a result, these purported adverse health effects disproportionately impact Black women. We need to deploy all of our available federal resources to better study and understand the real health implications on women of color.     Toledo, Ohio — Today, Congresswoman Marcy Kaptur (OH-09) Dean of the Ohio Congressional Delegation joined Congressman Mike Rulli (OH-06) in leading 7 bipartisan members of the Ohio Congressional Delegation in a letter to United States Department of Agriculture Secretary Tom Vilsack requesting the expansion of Conservative Reserve Program (CRP) acres eligible for emergency haying and grazing measures. Ohio is currently facing the worst drought on record since the early 1930’s, with natural disaster declarations in place for 28 of Ohio’s 88 counties. In response, farmers have been forced to supplement their livestock with winter hay reserves, but backup resources are beginning to run low.

    Specifically, this letter requests that eligible land in the Conservation Reserve Program include acres in the Conservation Reserve Enhancement Program (CREP) and State Acres for Wildlife Enhancement (SAFE) Program. Allowing a temporary expansion of these emergency resources would further provide relief to Ohio farmers.

    Dear Secretary Vilsack,

    In response to extreme drought conditions impacting Ohio farmers, we are writing to urgently request additional flexibility for emergency haying of eligible Conservation Reserve Program (CRP) acres, including those in the Conservation Reserve Enhancement Program (CREP) and State Acres for Wildlife Enhancement (SAFE) program.

    Ohio is currently facing its worst drought on record since the early 1930s, with USDA natural disaster declarations in place for 28 counties. Farmers struggling to stay afloat have resorted to depleting winter hay supplies and prematurely selling off their livestock. With few options remaining and hay reserves running low, a temporary expansion of emergency eligibility will greatly reduce long-term negative impacts stemming from this historic drought.

    While the current allowance for emergency haying and grazing of CRP acres has been a benefit to many struggling farmers, most CRP acres in Southeast and Southern Ohio (where drought conditions are most severe) are ineligible due to their enrollment in CREP or SAFE. Allowing these additional acres to be utilized would provide farmers with desperately needed relief as they fight to keep their livestock fed.

    From September 27 to 29, 2024, the foreign ministers of Canada and the Nordic countries met in New York and Iqaluit, Nunavut, as part of the Canada-Nordic Strategic Dialogue. This meeting follows the commitment made by the foreign ministers to hold a strategic dialogue at the First Ministers’ Meeting in Iceland on June 26, 2023. On September 27, 2024, the foreign ministers of Canada, Denmark, Iceland, Norway and Sweden, as well as the State Secretary to the Minister of Foreign Affairs of Finland, met in New York. On September 28 and 29, they travelled to Iqaluit, Nunavut, where they were joined by the Minister of Foreign Affairs of the Faroe Islands and a representative of the Government of Greenland (Naalakkersuisut). In Iqaluit, Iceland was represented by the Deputy Permanent Secretary of State and Ambassador for the Arctic.

    Canada and the Nordic countries enjoy a strong and growing partnership, rooted in our shared democratic values, our shared interests in the North Atlantic and the Arctic region, and our commitment to the rules-based international order, multilateral cooperation, international law, democracy, human rights, and countering disinformation. The transatlantic relationship is key to our collective security, and we will work together to strengthen it. It is the foundation on which we commit to working together pragmatically to address complex global challenges, including those arising from the challenge to the global order.

    In New York, substantive issues were discussed regarding Russia’s illegal and large-scale invasion of Ukraine, transatlantic cooperation and the worrying developments in the Middle East, including in the Gaza Strip. The foreign ministers reiterated their unwavering support for Ukraine in the face of Russia’s continued aggression and reaffirmed their commitment to continue providing Ukraine with the means to defend itself for as long as necessary. They also condemned Russia’s hostile hybrid operations in response to the support provided to Ukraine.

    The Iqaluit portion of the dialogue focused on Arctic issues. As Arctic nations, Canada and the Nordic countries share a deep commitment to multilateral cooperation and international law, including the United Nations Convention on the Law of the Sea. Inclusive engagement with those who live in the region, including Indigenous peoples, is essential to ensuring the stability, prosperity and security of the Arctic region. Foreign ministers committed to working together to achieve these goals. To this end, they agreed to explore how to better foster the security dialogue among like-minded Arctic states.

    In Iqaluit, delegations heard valuable insights from the Government of Nunavut, Inuit leaders, including the Inuit Tapiriit Kanatami, national defence officials, and the Canadian Rangers on the context, realities and challenges facing northerners in Canada’s Arctic. Foreign Ministers expressed deep concern about the intensifying impacts of climate change, particularly in the Arctic. They reaffirmed their commitment to work together pragmatically to address the complex challenges of climate change, promote sustainable economic growth in the Arctic, foster regional stability, and support stronger collaboration, including North-North and Indigenous-Indigenous linkages.

    Canada and the Nordic countries will continue to explore opportunities to deepen their collaboration to combat wildfires in the North and to ensure healthy oceans and ecosystem resources, as part of a comprehensive, sustainable and knowledge-based approach to ocean management.

    Foreign Ministers recognize that our countries possess significant deposits of critical minerals and confirm their commitment to promoting the responsible development of sustainable and resilient value chains for these critical minerals, and to working together to advance economic well-being, defense and security, infrastructure, energy security and connectivity, including in the Arctic.

    Today, Prime Minister Justin Trudeau spoke with the caretaker Prime Minister of Lebanon, Najib Mikati, about the ongoing situation in the Middle East.

    Prime Minister Trudeau expressed concern over the devastating effects of recent events on civilians in Lebanon, recognizing the hundreds killed in airstrikes, and he emphasized the urgent need for de-escalation to preserve unity. The people of Lebanon deserve to live in peace and security and should not bear the consequences of actions by Hezbollah, a terrorist organization. Prime Minister Trudeau also underscored the impact on the families of Canadians who have been affected, especially those who have been killed or injured.

    The two leaders discussed efforts underway to support de-escalation across the region, including for an immediate ceasefire. Prime Minister Trudeau reiterated that Canada is committed to continue working with the international community to help advance peace in the region, as underscored by our call for an immediate 21-day ceasefire across the Lebanon-Israel border. The Prime Minister expressed his support for a diplomatic settlement consistent with United Nations Security Council Resolution 1701, as well as for the implementation of United Nations Security Council Resolution 2735 regarding a ceasefire in Gaza.

    The leaders expressed their shared concerns over the worsening humanitarian situation resulting from the conflict. They agreed on the importance of adhering to international humanitarian law, ensuring humanitarian access to the affected areas, preserving the safety and security of civilian infrastructure, and protecting civilians. Prime Minister Trudeau reaffirmed Canada’s commitment to humanitarian support in Lebanon through the recent announcement of $10 million in funding for humanitarian assistance to address the urgent needs of civilians in Lebanon.

    Prime Minister Trudeau and caretaker Prime Minister Mikati highlighted the strong people-to-people ties between Canada and Lebanon and the ongoing contributions of Lebanese Canadians to Canada’s national fabric. They agreed to remain in close contact as the situation continues to evolve.

    On October 1, 2024, in Yerevan, the Chairman of the Government of the Russian Federation M.V. Mishustin will take part in a meeting of the Eurasian Intergovernmental Council and a plenary session of the Eurasian Economic Forum (EEF) on the topic “Digitalization in modern realities is an imperative for ensuring four freedoms.”

    During the meeting, the heads of government of Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan will discuss current issues of deepening integration within the Eurasian Economic Union. Particular attention will be paid to the functioning of the internal market, development of cooperation in the industrial, transport, customs and tariff, agricultural and energy spheres.

    In addition, the heads of government will consider the main areas of industrial cooperation within the Eurasian Economic Union until 2030.

    The meeting is expected to be attended by observer states to the union and invited guests.

    Critical supplies are starting to reach Western North Carolina communities hit hard by devastating Hurricane Helene as crews make progress toward restoring power and cell phone service and repairing roads.

    Food, water and other needs are arriving in Asheville and also being airlifted by the North Carolina National Guard into counties across Western North Carolina. Cellphone providers are working to fix the damage and get stopgap solutions in place and rapid progress is being made. Across the region, more than 500,000 customers remain without power, down from a peak of more than one million.  

    “People are desperate for help — and we are pushing to get it to them. Please know that we are sending resources, and coordinating closely with local governments, first responders, state and federal partners, and volunteer organizations to help those impacted by this tragic storm,” Governor Roy Cooper said. “This is an unprecedented tragedy that requires an unprecedented response.”

    NC National Guard members are working alongside local emergency responders conducting search and rescue missions, delivering needed supplies, and helping to restore infrastructure. Approximately 550 North Carolina National Guard personnel have been deployed in response to the storm, along with more than 100 vehicles and 11 aircraft.

    Twenty-four emergency shelters have opened, providing capacity for 942 residents. Shelter information can be found at readync.gov.

    Eleven storm-related deaths have been confirmed in North Carolina in the wake of Hurricane Helene and dozens of people have been reported missing. This number is the confirmed number reported by North Carolina Office of the Chief Medical Examiner and is expected to rise. First responders have received hundreds of calls for rescue and more than 1,000 requests for welfare checks. State search and rescue teams have conducted hundreds of rescues and are being assisted from teams from more than a dozen other states.

    More than 1,600 North Carolina Department of Transportation employees and contract crews are working to clear roads and get them open again, but 280 state-maintained roads remain closed including parts of Interstate 40 and Interstate 26. NCDOT is getting food and water supply trucks, power and cellphone utility trucks, and other vehicles through damaged roads and into Western North Carolina.

    People are urged to stay off Western North Carolina roads so that emergency responders, utility crews, and desperately needed supplies can get through. Real time road conditions are available at drivenc.gov.

    The federal government late yesterday granted Gov. Cooper’s request for a Federal Major Disaster Declaration, providing immediate help for 25 North Carolina counties and the Eastern Band of Cherokee Indians. This disaster declaration will provide both individual assistance for people living in those counties and public assistance to reimburse local governments, state agencies and non-profits for funds spent repairing facilities and infrastructure. Additional information about these resources can be found at disasterassistance.gov or by calling the FEMA helpline at 1-800-621-3362.

    Residents affected by the storm should pay close attention to advisories and updates from their local government and emergency services, as this is an evolving situation. Residents with storm-related issues or questions should call 211 for assistance and press 1. This includes requests for welfare checks for loved ones in the affected area.     Today, President Joseph R. Biden, Jr. declared that an emergency exists in the Commonwealth of Virginia and ordered Federal assistance to supplement Commonwealth, tribal, and local response efforts due to the emergency conditions resulting from Post-Tropical Cyclone Helene beginning on September 25, 2024, and continuing.

    The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in the counties of Grayson, Smyth, Tazewell, Washington, Wise, and Wythe and the City of Galax.

    Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.  Emergency protective measures, limited to direct federal assistance, will be provided at 75 percent Federal funding. 

    Mr. Timothy S. Pheil of FEMA has been appointed to coordinate Federal recovery operations in the affected areas.

    Biden-Harris Administration Supports Continued FEMA, Federal Family Helene Response

    WASHINGTON — Together with state, tribal and federal partners, the Biden-Harris Administration and FEMA are actively supporting Hurricane Helene response and recovery efforts. People should be aware of ongoing post-storm hazards that can be life-threatening. Everyone in affected areas should continue to follow instructions from local officials to stay safe. 

    Yesterday, President Joseph R. Biden approved Major Disaster declarations for Florida and North Carolina. These designations help individuals so they can start their recovery. These declarations also provide federal assistance to help communities clean up and start the rebuilding process. 

    At the direction of President Biden, FEMA Administrator Deanne Criswell is on the ground in Georgia today and will be in North Carolina tomorrow to survey damage and assessing the need for federal resources. 

    FEMA has more than 800 deployed staff supporting states affected by the hurricane. Our distribution centers are fully stocked and ready to provide commodities and equipment to any impacted state as requested. FEMA is coordinating a federal force of more than 3,200 personnel each contributing their expertise and manpower to this mission. 

    Emergency declarations are still in effect for Tennessee, South Carolina, Georgia and Alabama. Under an emergency declaration, FEMA can provide support for urgent disaster response activities. FEMA and state partners continue to assess affects from the hurricane in these states to determine if further federal assistance is needed. Visit FEMA.gov to learn how a disaster gets declared.

    • Department of Homeland Security Secretary Alejandro Mayorkas activated the Surge Capacity Force (SCF). The SCF makes rostered federal employees available to support FEMA’s response and recovery missions. 
    • Urban Search and Rescue (US&R) Urban Search and Rescue (US&R) deployed a total of 24 teams with more than 1,302 personnel to affected states. All teams are equipped with Swift Water Rescue Capabilities. In Florida, eight US&R teams are actively responding. Four team are in North Carolina, two are in Tennessee. Additional teams and four Swift Water Mission Ready Packages are in route to the impacted areas.
    • U.S. Coast Guard (USCG) Crews saved or assisted 11 lives and four pets in the Hurricane Helene response to date. USCG units in the affected areas are ready to support search and rescue, conducting post-storm assessments and providing interagency support. More than 8,000 personnel are assisting in response efforts.
    • U.S. Army Corps of Engineers (USACE) has teams positioned to provide temporary emergency power, with others prepared to deploy if needed. In addition to temporary emergency power, personnel assist the states with assessments of critical infrastructure including water/wastewater treatment facilities, debris management, and road and bridge inspections as needed. USACE is also providing technical expertise for flood responses. They have activated eight emergency operation centers in the affected regions to coordinate operations. 
    • Department of Health and Human Services’ (HHS) declared Public Health Emergencies for Florida and Georgia to address the health impacts of Hurricane Helene. The declarations give the Centers for Medicare & Medicaid Services health care providers and suppliers greater flexibility in meeting emergency health needs of their beneficiaries. HHS staff are assessing public health and health care infrastructure. The Administration for Strategic Preparedness and Response medical responders are in Alabama, Florida and North Carolina to help secure heal care services. These personnel include Health Care Situational Assessment teams and National Disaster Medical System Disaster Medical Assistance Teams along with several tons of medical equipment and supplies to provide medical surge support. A Disaster Mortuary Operational Response Team Subject Matter Expert activated for North Carolina. HHS is offering free crisis counseling through the Substance Abuse and Mental Health Services Administration Disaster Distress Helpline. Call or text 1-800-985-5990.     • Department of Energy (DOE) activated the Energy Response Organization (ERO) and is closely monitoring impacts and restoration efforts related to Helene, including power, fuel, and supply chain interruptions. The ERO and field responders are in contact with industry partners and local officials. DOE responders deployed to the Florida Emergency Operations Center, Georgia Emergency Operations Center, and the North Carolina Emergency Operations Center. 
    • Environmental Protection Agency (EPA) is working closely with federal, state, local and Tribal partners to help water systems, prepare for debris management and ensure facilities, including Superfund sites, maintain critical public health and environmental protections. The agency has personnel on the ground in regional and national operations centers who are offering technical assistance and guidance to those affected by Helene. 
    • American Red Cross (ARC) has more than 745 Red Cross responders deployed to affected areas with another 320 responders in route. As of Sunday morning, systems reporting indicates 2,033 people are still in 73 shelters. As anticipated, ARC is seeing this count rise as they continue to gain connectivity and more clarity about the evolving need in the Carolinas.  More than 45 Emergency Response Vehicles are supporting this event and two dozen additional vehicles are moving into position throughout affected areas.     • Salvation Army is increasing its services in response to community needs. In Florida, they are providing meals through 17 mobile feeding units: five in Live Oak and 12 in Perry, where they are serving hot meals. Teams are also assisting survivors and responders along Florida’s west coast, delivering cleanup kits, blankets, and meals. In Georgia, The Salvation Army is serving meals at six shelters and will begin operations in Douglas/Alma and Vidalia on Sunday through mobile feeding units. In South Carolina, they are supporting meal service at the Greenwood County shelter and have activated a mobile unit. In Tennessee, Salvation Army is working alongside Baptist Kitchen, serving meals at two state shelters.   • MIL-OSI Security: Makwa Sahgaiehcan First Nation — Loon Lake RCMP serious assault now suspicious death investigation

    The adult male who sustained injuries as a result of a serious assault that occurred on September 23, 2024, at a residence on Makwa Sahgaiehcan First Nation has since died in hospital (background included below). He has been identified as 35-year-old Shoshone Morningchild of Makwa Sahgaiehcan First Nation.

    The Saskatchewan RCMP is releasing his name in an effort to elicit tips from the public and help further the investigation.

    Anyone with information regarding the assault is asked to report it to the Saskatchewan RCMP at 310-RCMP or to their local police service. Information can also be submitted anonymously by contacting Saskatchewan Crime Stoppers at 1-800-222-TIPS (8477) or http://www.saskcrimestoppers.com.

    Saskatchewan RCMP Major Crimes and General Investigation Sections have taken carriage of this suspicious death investigation. The Saskatchewan Coroners Service is also engaged and an autopsy has been ordered.
