    Inspired by the gravel roads and street signs she saw on the way to her daughter’s doctor appointments, Becca Wiggins founded Dusted Charm in 2017 in her basement with a few t-shirts and a passion for graphic design. As the business grew, Becca relocated her operation to the historic 100-block of West Broadway, where she brought her mom and sisters on board as co-owners. Today, Dusted Charm sells a wide variety of women’s clothing and home goods, including signs, candles, and more. In the spirit of giving back, Dusted Charm organizes “Give Back” days where they donate 25% of all sales to a designated charity. In 2022, Dusted Charm received the Omaha Metropolitan Area Tourism Award for being the best retail business in Pottawattamie County, and it recently celebrated its 7th business anniversary.

    Washington (September 23, 2024) – Senator Edward J. Markey (D-Mass.), chair of the Senate Health, Education, Labor and Pensions (HELP) Subcommittee on Primary Health and Retirement Security and founder and co-chair of the Congressional Task Force on Alzheimer’s, applauded passage by the House of Representatives of the National Alzheimer’s Project Act (NAPA) Alzheimer’s Accountability and Investment Act, legislation that would cement and build on the important progress that has been made to prevent and effectively treat Alzheimer’s disease. The National Alzheimer’s Project Act (NAPA) Reauthorization and the Alzheimer’s Accountability and Investment Act (AAIA) now head to President Joe Biden’s desk to be signed into law.  
    “Since my mother was diagnosed with Alzheimer’s in 1985, I have fought to ensure the federal government has the funding, resources, and coordination necessary to find a cure for this disease,” said Senator Markey. “The National Alzheimer’s Plan Act and the Alzheimer’s Accountability Act have transformed our understanding of the disease and its risk factors for more than a decade. But our work is not yet done. Today’s extension of these bills until 2035 is a commitment from Congress that we will not stop fighting until Alzheimer’s is a disease only found in history books. I thank Senator Collins and my colleagues for their support in delivering hope to millions of families just like mine across the country as these two bills head to the President’s desk.”
    “We have made tremendous progress in recent years to boost funding for Alzheimer’s research, which holds great promise to end this disease that has had a devastating effect on millions of Americans and their families,” said Senator Susan Collins, a founder and co-chair of the Congressional Task Force on Alzheimer’s Disease. “These two bills will maintain our momentum and make sure that we do not take our foot off the pedal just as our investments in basic research are beginning to translate into potential new treatments. We must not let Alzheimer’s to be one of the defining diseases of our children’s generation as it has ours.”
    “I know from firsthand experience what a devastating illness Alzheimer’s disease is, as I watched my mother battle with it for a decade before her passing,” said Senator Mark Warner, co-chair of the Congressional Task Force on Alzheimer’s Disease. “While we’ve made great strides in research, there is still so much work to be done to find effective ways to prevent and treat Alzheimer’s. On behalf of the millions of American families who have been touched by Alzheimer’s, I’m glad to see these two bills head to the president’s desk to be signed into law.”
    The NAPA Reauthorization Act — co-led by Senators Ed Markey (D-Mass.), Collins (R-Maine), Mark Warner (D-Va.), Shelley Moore Capito (R-W.Va.),  Jerry Moran (R-Kan.), Bob Menendez (D-N.J.), Lisa Murkowski (R-Alaska), and Debbie Stabenow (D-Mich.) — would reauthorize NAPA through 2035 and modernize the legislation to reflect strides that have been made to understand the disease, such as including a new focus on promoting healthy aging and reducing risk factors. The bill also includes updated language to reduce health disparities for underserved communities, including Black, Brown and disabled communities, who are at increased risk for Alzheimer’s as they age.
    The NAPA Reauthorization Act is endorsed by the Alzheimer’s Association, UsAgainstAlzheimer’s, National Down Syndrobe Society, National Down Syndrome Congress, and LuMind IDSC Foundation.
    The Alzheimer’s Accountability and Investment Act — authored by Senators Markey, Collins, Capito, Warner, Moran, Menendez, Murkowski, and Stabenow — would continue through 2035 a requirement that the Director of the National Institutes of Health submit an annual budget to Congress estimating the funding necessary to fully implement NAPA’s research goals. Only two other areas of biomedical research – cancer and HIV/AIDS – have been the subject of special budget development aimed at speeding discovery.
    The Alzheimer’s Accountability and Investment Act is endorsed by the Alzheimer’s Association and UsAgainstAlzheimer’s.
    Senator Markey is a leader in the fight to find a cure for Alzheimer’s disease and to support family caregivers. In July 2024, Senator Markey applauded the HELP Committee’s passage of Older Americans Act Reauthorization Act of 2024, which included provisions based on his Respite Care And Resources for Everyone (CARE) Act and Convenient Care for Caregivers Act to expand respite care for family caregivers of older adults that need long-term care, including individuals with Alzheimer’s disease and related dementia. Earlier that month, Senator Markey unveiled his “Caring for Caregivers” family caregiving agenda, which included his Convenient Care for Caregivers Act to support family caregivers and individuals with Alzheimer’s receiving health care services at the same time and location to improve health outcomes. As a member of the House of Representatives, Senator Markey founded the bipartisan, bicameral Congressional Task Force on Alzheimer’s to develop a whole-of-government approach to finding a cure for Alzheimer’s. He created the Independence at Home program to provide seniors, including individuals with Alzheimer’s and other dementia, the option to receive primary care in their home. Senator Markey authored the bipartisan Spending Reductions Through Innovations in Therapies (SPRINT) Act, which would encourage drug development for high-cost, chronic health conditions such as Alzheimer’s, the Health Outcomes, Planning and Education (HOPE) Act to improve early detection and diagnoses of Alzheimer’s and support caregivers, and the Alzheimer’s Breakthrough Act, which would require the National Institutes of Health (NIH) work to improve treatment outcomes and engage federal agencies in the effort to combat Alzheimer’s.

  • MIL-OSI USA: Senators Markey, Warren Send Letter to IRS Commissioner, Urging Action on Payment of Employee Retention Tax Credits

    Washington (September 23, 2024) – Senator Edward J. Markey (D-Mass.), a senior member of the Senate Small Business and Entrepreneurship Committee, and Senator Elizabeth Warren (D-Mass.) today sent a letter to Internal Revenue Service (IRS) Commissioner Daniel Werfel urging the IRS to expedite payment of Employee Retention Tax Credit (ERC) claims, prioritizing low-risk claims from taxpayers experiencing financial hardship. After the onset of the COVID-19 pandemic, the ERC was an important lifeline that kept workers employed during the difficult economic downturn.

    The lawmakers wrote, “On September 14, 2023, the IRS imposed a moratorium on processing new claims. On August 8, 2024, the agency announced that, going forward, it would start processing claims filed between September 14, 2023, and January 31, 2024. It also disclosed that it had identified 50,000 valid ERC claims, would expedite those payments, and would pay another large block of low-risk claims this fall. Although we support the agency’s effort to prevent improper payments, both the slow pace of review and the moratorium have caused significant delays and hardship for those with legitimate claims. During the moratorium, the IRS backlog doubled to around 1.4 million claims. The long delay and backlog have put many nonprofits and businesses in jeopardy of shutting down before the IRS even considers their ERC claim.”

    The lawmakers continued, “The agency’s recent announcements are a positive step towards providing the relief Congress intended for taxpayer employers. But there are a significant number of claims that the IRS has identified as low risk, which the IRS is not currently processing. This means that many claimants likely will have to wait several more months to receive the benefit to which they are entitled. We believe that, as soon as possible, the IRS should approve and pay low-risk ERC claims from struggling nonprofits and small businesses. Immediately approving and paying low-risk ERC claims would greatly benefit the hundreds of thousands who are still operating in a challenging economic environment.”

  • MIL-OSI USA: Markey, Warren, Healey, Wu, Massachusetts Leaders Secure $472 Million in Federal Funding to Replace Draw One Bridge, Renovate North Station T Stop

    Funding will increase ridership, streamline operations, and improve resiliency along Amtrak’s Downeaster route and regional rail lines
    Washington, D.C. – Today, Senators Edward J. Markey (D-Mass.) and Elizabeth Warren (D-Mass.), along with Representatives Stephen Lynch (MA-08), Katherine Clark (MA-05), Ayanna Pressley (MA-07), Lori Trahan (MA-03), Massachusetts Governor Maura Healey, Boston Mayor Michelle Wu, and MBTA General Manager and CEO Phillip Eng announced a grant of $472 million from the U.S. Department of Transportation (DOT) to the Massachusetts Bay Transportation Authority (MBTA) to fully replace the North Station Draw One Bridge and renovate Platform F at North Station. The grant is the largest federal award the MBTA has won to date.
    The nearly half a billion dollar grant will provide critical support for one of MBTA’s top priority projects and a vital transportation asset to MBTA’s north-side operations. It will also support more than 14,500 jobs, make the bridge more climate resilient by bringing it above projected sea-level rise, and lower emissions. 
    Specifically, the new funding for MBTA’s North Station Renovation and the Draw One Bridge Replacement Project will support the full replacement of the existing drawbridge, the extension and activation of a platform with two tracks at North Station, and the replacement of track, signals, and switches to modernize and improve station infrastructure.
    “With $472 million to replace the North Station drawbridge, we’re drawing up a new future for rail transit north of Boston. I’m grateful to the Biden-Harris administration, Governor Healey, General Manager Eng, Senator Warren, and our whole federal delegation for securing this funding. Together, we are delivering critical federal dollars to the T and building a modern, safe, and reliable public transit system for all,” said Senator Markey.
    “This $472 million investment is a game-changer for the thousands of passengers who pass through North Station every day — and will build a safer, more reliable public transit system for the Commonwealth. Massachusetts leaders worked together to secure the largest ever federal award for the T, and I won’t stop fighting to bring home even more investment to improve transit across the Commonwealth,” said Senator Warren.
    “We know that improving our transportation infrastructure is critical for improving quality of life and making sure Massachusetts remains the best place to live, work, raise a family and build a future,” said Governor Maura Healey. “That’s why our administration is competing so aggressively to win federal funding that can be put toward our roads, bridges and public transportation.     The Draw One railbridge carries the MBTA Commuter Rail and Amtrak trains, serving approximately 11,250,000 passengers per year. It is particularly critical for Amtrak’s Downeaster, an intercity passenger rail service that travels from Maine and New Hampshire into Boston, which is projected to have some of the highest ridership in New England. Draw One is also a vital connection for all of MBTA’s north-side regional rail lines, including Fitchburg, Lowell, Haverhill, and Newburyport/Rockport. The new federal investment will improve service reliability and operations, reduce congestion along a known bottleneck, and increase capacity across the bridge. Additionally, the funding will allow for upgraded signaling and expanded track capabilities, further improving traffic flow.

  • MIL-OSI USA: McConnell Urges Administration, Colleagues Not To Make Israel’s Job Harder

    WASHINGTON, D.C.U.S. Senate Republican Leader Mitch McConnell (R-KY) delivered the following remarks today on the Senate floor regarding national security priorities:

    “In May, 2000, Israeli forces withdrew from southern Lebanon. But while the occupation ended, Hizballah’s appetite for waging war on Israel only grew. And its further deadly attacks on Israel invited the 2006 conflict.

    “The history of Israel’s fight to defend its northern border and innocent civilians against Hizballah terrorists bears eerie parallels to the story of brutal violence Hamas has perpetrated from Gaza.

    “Israel withdrew there in August, 2005. And by 2007, Iran-backed terrorists had bent the enclave to its all-consuming mission: war on Israel.

    “But the most glaring through-lines in Israel’s north and south are not the relentless bloodlust of terrorists. They’re the predictable delusion of Israel’s ‘friends’… And the shameful cowardice of international authorities that claim to stand for peace.

    “Take, for starters, how the Biden-Harris Administration chose to welcome the U.N. General Assembly by signaling its openness to resuming funding for UNRWA. And how it apparently still clings to the fiction that an organization so thoroughly corrupted by Hamas that nearly a dozen of its staff directly participated in the October 7th attacks is somehow reform-able.

    “But while the civilized world gathers in one place, the General Assembly might productively spend its time contemplating other pressing questions. For example:

    “Why hasn’t the U.N. Security Council managed to enforce resolutions 1559 and 1701 in Lebanon? These resolutions were passed to end and prevent further conflict between Israel and Lebanon by removing the threat Hizballah posed on Israel’s border, and to end the threat Hizballah posed to the state of Lebanon itself.

    “And why has the U.N. peacekeeping force in Lebanon allowed Hizballah to build up massive stockpiles on Israel’s border in clear preparation for war? Why has the UN looked the other way as Hizballah has expanded its corrosive influence over the institutions of Lebanon’s government?

    “But setting aside the failures of the so-called international community, this past weekend once again cast a spotlight on America’s own naivete toward the glaring facts of Iran-backed war on our friend, Israel.

    “In an interview that might rightly attract scrutiny for its host’s obfuscation of the facts on Israel’s latest responses to Hizballah terrorism, the White House national security communications advisor said out loud what the Biden-Harris Administration has been saying by its actions for nearly a year.

    “Quote: ‘We’ve been working since the beginning of this conflict, October 8th… to try to prevent an escalation…’

    “Think about it, Madam President. The only way to claim credit for working to ‘prevent an escalation’ is by pretending like Hizballah’s October 8th attacks – or Hamas’ October 7th massacre – weren’t actually escalations, themselves!

    “Unfortunately, the Administration official also seemed to suggest a moral equivalence between Israel and Hizballah. He suggested that ‘military action, by either side’ would not be ‘in either side’s best interest,’ and implied that an Israeli response would itself be escalation.

    “Second-guessing Israel’s interests.  Micromanaging their defensive efforts.  Blaming Israel for escalation when it’s clear Hamas and Hizballah have been the instigators of this conflict. It’s a tired playbook.

    “The Administration is telling the world that what America wants is a return to October 6th, as if the status quo ante was sustainable or peaceful. This, of course, is pure fantasy. Hamas broke a cease-fire on October 7th.

    “Or consider Hizballah’s history as the centerpiece of Iran’s ‘ring of fire’ around Israel:

    “Just since the 2006 conflict, Hizballah terrorists have imported tens of thousands of rockets to target Israel, deployed forces directly to Israel’s border, and constructed tunnels that would allow them to emulate Hamas’ October 7th invasion.

    “Recent estimates suggest the terrorists posses up to 200,000 rockets, missiles, drones, and precision-guided munitions, along with 25,000 active-duty militants. All of it is pointed south at Israel. And all of it, as Hizballah’s leader has boasted, is from Iran.

    “Or consider Lebanon itself. Hizballah is a cancer on the Lebanese state. It wields its power as a sectarian terror squad, and leaves a long trail of blood through the highest ranks of civilian government and civil society. Sunnis, Christians, Druze, and fellow Shiites – none are immune from Hizballah’s wrath.

    “Then again, National Public Radio refers to Hizballah as a ‘political’ group. Perhaps the Administration officials’ confusion is a symptom of their media diet. Or, more likely, the foundations of their foreign policy are fundamentally flawed:

    “Remember the declaration by the President’s national security advisor early last fall that the Middle East was ‘quieter than it has been for decades’.

    “The absurdity of this boast in light of October 7th is striking enough. But even when it was written, it betrayed the Administration’s naivete toward glaring and abiding threats to Israel and America’s national security interests in the region.

    “Iran’s agents in Syria and Iraq had already fired hundreds of rockets at American forces on this Administration’s watch. Since last October, these attacks have only metastasized, including into the Red Sea. Was this an acceptable status quo?

    “Was Hizballah’s steady preparation for war? Was Hamas’ expropriation of humanitarian assistance in order to build terror tunnels?

    “The United States ought to stand with our friend, Israel, as it faces these terrorists down. The goal should not be simply to avoid escalation or to return to the status quo ante, but to help Israel defend itself against terrorists bent on Israel’s destruction.

    “We have a stake in ensuring Israel emerges from this conflict stronger and these terrorist organizations and their Iranian patron weaker. These same terrorists want to expel the United States from the region. We are the Great Satan, in their own parlance.

    “Instead, by their misplaced obsession with escalation, the Administration and Washington Democrats are making Israel’s job harder.

    “If the President and Vice President want to see an end to war in Gaza and prevent greater hostilities in Lebanon, then it’s time to switch the focus of their diplomatic pressure.

    “Every time Administration officials try to tie Israel’s hands in public comments… And every time a U.S. Senator threatens to hold critical security assistance hostage… Hamas, Hizballah, and their patrons in Tehran are emboldened.

    “If our colleagues want peace, it’s time to show support for a nation founded on peace… And resolve toward terrorists whose reason for existence is chaos and violence.”

The Secretary-General thanked President Noboa for Ecuador’s constructive role in the Security Council. The Secretary-General and the President discussed significant threats posed by transnational organized crime in the region.

  • MIL-OSI New Zealand: Supporters of Russia’s invasion targeted in further sanctions

    Foreign Minister Winston Peters today announced further sanctions as part of the Government’s ongoing response to Russia’s illegal invasion of Ukraine.  

     

    “Russia’s continued illegal war of aggression against Ukraine is an assault on the rules-based order,” Mr Peters says. 

     

    “This latest round of sanctions targets actors involved in Russia’s illegal occupation of Ukraine’s Zaporizhzhya Nuclear Power Plant, Russia’s military-industrial complex, and Belarusian individuals and entities providing support to the invasion. 

     

    “Russia’s continued illegal occupation of Ukraine’s Zaporizhzhya Nuclear Power Plant threatens nuclear security and safety. New Zealand again calls on Russia to cease its occupation of the Zaporizhzhya Nuclear Power Plant and immediately withdraw from Ukraine’s territory. 

     

    “The sanctioning of Belarusian actors represents a shared effort with our likeminded international partners to condemn and hold accountable those supporting Russia’s illegal actions.  

     

    “By joining with more than 35 other countries imposing sanctions on those supporting Russia’s aggression, we raise the costs involved for the Russian war machine,” Mr Peters says.  

     

    Since the Russia Sanctions Act entered into force in March 2022, New Zealand has imposed sanctions on more than 1,700 individuals and entities, along with a range of trade measures. These new sanctions target five individuals and six entities.

    Congresswoman Lizzie Fletcher Invites Students in Texas’ Seventh Congressional District to Participate in 2024 Congressional App Challenge

    Houston, TX, September 23, 2024

    Today, Congresswoman Lizzie Fletcher (TX-07) announced the launch of the 2024 Congressional App Challenge for Texas’ Seventh Congressional District.  The competition, which is open to middle school and high school students, encourages students to learn to code and inspires them to pursue careers in computer science.  

    “I am excited to launch this year’s Congressional App Challenge for students across our district and to provide them with an opportunity to demonstrate and develop their STEM skills,” said Congresswoman Lizzie Fletcher.  “I look forward to seeing the submissions from our talented young neighbors.”

    The Congressional App Challenge is open to middle school and high school students in Texas’ Seventh Congressional District.  The deadline to submit an app is October 24, 2024.  The winner for Texas’ Seventh Congressional District will be selected by a panel of judges from the district.  For more information about the competition, click here.

That political compromise has meant some of the people who suffer most – especially those with long, slow, degenerative diseases like Motor Neurone Disease – are denied choice and control.     Three cheers for Simon Court

    The most important thing this Government does in three years may be what’s happening quietly in the background of resource management reform. Last week Court announced, beside Chris Bishop, that the Government is replacing the RMA with two laws based on property rights.

    If you’re a long-term Free Press reader, all of this will sound very familiar. The difference is that this time it is happening. It is now official Government policy with a series of dates by when legislation will be drafted, introduced to Parliament, and passed into law.

    At the heart of New Zealand’s problem is that it’s a beautiful, isolated piece of land. It has a mild climate that beats Canada’s skin-freezing cold or Australia’s blood-boiling heat any day. It’s filled with resources that make it one of the richest per-capita in the world. Climate change will probably actually make New Zealand even better off compared with the rest of the world.

    When a group of people have such a wonderful inheritance, they have two choices. Either make the most of it, or pull up the drawbridge.

    Making the most of it would mean making it easy for each generation to build a home. That would mean making it easy to build the infrastructure that connects homes together, forming towns and cities. It should be easy to farm the land, and extract resources that make human life long and happy (just not while they’re left in the ground).

    This seems like an obvious choice, but enter human nature. For the last few decades, the net result has been pulling up the drawbridge. You can’t do bloody anything, home building has only once reached the levels of the 1970s, when there were only three million people. There are probably more Kiwis working in Australian mines than New Zealand ones.

    The result is a generation who feel hopeless. Born into the best place on the planet where it’s needlessly hard to get a place of your own. Why not vote for a politician who promises to tax the rich? Better still, cut out the middle man, join a gang, and do it yourself. Then there’s those who leave.

    That is the result of the RMA. The simple diagnosis is that it’s a bureaucratic nightmare, but it’s more than that. It is the legislative expression of a people’s desire to enjoy what they have and bugger anyone else.

    The central concept in the RMA is sustainable development, to provide for current generations without taking from future ones. Because nobody knows what future generations want, or what technology they’ll have to achieve it, the best way to achieve this is to do as little as possible, which is pretty much what’s happened.

    Too many people have too many grounds to object to too many activities meaning nothing gets done. It’s not unusual for it to take longer to get permission to do something than to actually do it. The range of criteria Councils must consider under the RMA is everything from climate change (but you already pay under the ETS for whatever you do) to the ‘intrinsic values of ecosystems’ (how can you know them if they’re intrinsic)?

    David Parker’s RMA reforms, replacing it with three acts, introduced a new central concept ‘te oranga o te taiao.’ Nobody knows what that means in the context of resource management decisions. By the time the Courts figured it out, Indonesia would have overtaken us in GDP per capita.

    So that’s gone and the Resource Management Act is being replaced with a law whose central concept is the enjoyment of private property. The starting point is that you have a right to use and develop your own property. The second result is that you have a right to object only if your own property is affected.

    The result is a switch back to the pioneering vision of New Zealand. A nation of people who can instead of a nation of people who are not allowed.

    The law will also make many processes standard. If you have a water treatment plant that spits out water with less than x parts per million of E. Coli, congratulations. You’ve met the standard and can just build it.

    The Government will now listen to an expert advisory group, people with real experience of development, as the law itself is developed for introduction to Parliament. It will be passed before the next election, and New Zealand will have taken a massive step forward to achieving its potential.

    Much of this is owed to Simon Court, one of only two engineers in Parliament (David Seymour is the other one). Court has been working away since he entered Parliament, releasing ACT’s detailed RMA policy in 2022, and making it real in Government. A very good example of how ACT keeps the Government in place, and makes it better.

    “The Minister of Public Service Nicola Willis is expecting public servants to stop working from home to help bolster the flagging local economy is micromanaging gone mad and counterproductive.” NZCTU Te Kauae Kaimahi President Richard Wagstaff said.

    “This Government has already tried to control staffing ratios in terms of ‘front line’ and ‘back office, and now it is trying to control where people should work.”

    “Minister Willis should concentrate on the big picture issues confronting Aotearoa New Zealand, instead of trying to manage the day-to-day operations of the public service.”

    “Though flexible hours and working from home options vary across organisations, it’s understood that people are more productive and happier with flexible arrangements. In a cost-of-living crisis it also reduces the financial and environmental impact of transport and parking. This is an operational matter, one the minister shouldn’t be involved in.” Wagstaff said.

    “Working from home practices have benefited from new technology, making it easier to connect remotely. The advent of COVID speed up the adoption of these tools and practices, demonstrating value to employers and employees alike.”

    “Employers offering a hybrid model of working from home for part of the week has become very attractive for some workplaces, both in terms of convenience and productivity.”

    “It’s crucial that the public service offers good work that attracts and retains the workers we need. This decision will just make that goal much harder in an already difficult environment.”

    “Despite the Government doing its best to portray itself as modern, innovative thinkers, this decree demonstrates that in reality they don’t understand the value of a modern, positive, high-trust workplace culture. Micromanaging and stopping staff from working some of their time at home is all about an old-fashioned command and control mentality.”

    “The Minister of Finance is fooling herself if she thinks forcing people to stop working from home will correct the damage done to the economy by the massive job cuts.” Wagstaff said.

    “Public servants only have so much money to spend. Now they will have to spend more on public transport and less on their local communities. It is a zero-sum game,” said Wagstaff.

    Washington, D.C. – Today, U.S. Senator Susan Collins applauded the passage by the House of Representatives of two bipartisan bills she authored that would cement and build on the important progress that has been made to prevent and effectively treat Alzheimer’s disease. The National Alzheimer’s Project Act (NAPA) Reauthorization and the Alzheimer’s Accountability and Investment Act (AAIA) now head to the President’s desk to be signed into law.
    “We have made tremendous progress in recent years to boost funding for Alzheimer’s research, which holds great promise to end this disease that has had a devastating effect on millions of Americans and their families,” said Senator Collins, a founder and co-chair of the Congressional Task Force on Alzheimer’s Disease. “These two bills will maintain our momentum and make sure that we do not take our foot off the pedal just as our investments in basic research are beginning to translate into potential new treatments. We must not let Alzheimer’s to be one of the defining diseases of our children’s generation as it has ours.”
    More than six million Americans are living with Alzheimer’s. Alzheimer’s costs our nation an astonishing $360 billion per year, including $231 billion in costs to Medicare and Medicaid. If we continue along this trajectory, Alzheimer’s is projected to claim the minds of 13.8 million seniors by 2060 and nearly surpass $1 trillion in annual costs by 2050. In 2022, family caregivers provided 18 billion hours of unpaid care for loved ones with dementia.
    In 2011, Senator Susan Collins authored the National Alzheimer’s Project Act (NAPA) with then-Senator Evan Bayh (D-IN).  NAPA convened a panel of experts, who created a coordinated strategic national plan to prevent and effectively treat Alzheimer’s disease by 2025. The law is set to expire soon and must be reauthorized to ensure that research investments remain coordinated, and their impact is maximized.
    The NAPA Reauthorization Act would:
    Reauthorize NAPA through 2035 and modernize the legislation to reflect strides that have been made to understand the disease, such as including a new focus on promoting healthy aging and reducing risk factors.
    Update language in recognition of the need to include underserved populations, including individuals with Down syndrome, who are at increased risk for Alzheimer’s as they age.
    This bill is now endorsed by the National Down Syndrome Society, the National Down Syndrome Congress, and LuMind IDSC Foundation.
    The Alzheimer’s Accountability and Investment Act would:
    Continue through 2035 a requirement that the Director of the National Institutes of Health submit an annual budget to Congress estimating the funding necessary to fully implement NAPA’s research goals.
    Only two other areas of biomedical research – cancer and HIV/AIDS – have been the subject of special budget development aimed at speeding discovery.

    Senator Collins authored the NAPA Reauthorization Act with Senator Mark Warner (D-VA) and the Alzheimer’s Accountability and Investment Act with Senator Ed Markey (D-MA). Both bills are cosponsored by Senators Shelley Moore Capito (R-WV), Jerry Moran (R-KS), Lisa Murkowski (R-AK), and Debbie Stabenow (D-MI).
    The NAPA Reauthorization Act and the Alzheimer’s Accountability and Investment Act are endorsed by the Alzheimer’s Association and UsAgainstAlzheimer’s.

    WASHINGTON, D.C. – With hay supplies being used three to four months earlier than expected, U.S. Senator Sherrod Brown (D-OH) called on U.S. Department of Agriculture (USDA) Secretary Tom Vilsack to provide additional flexibility for Ohio farmers experiencing drought conditions to conduct emergency haying and grazing on Conservation Reserve Program enrolled land. Brown’s letter amplifies the concerns raised by Ohio Department of Agriculture Director Brian Baldridge, who wrote to Vilsack asking for these flexibilities for Ohio farmers.
    “I share Director Baldridge’s concern that most farmers experiencing intensifying drought conditions in Southern Ohio are not eligible for the existing USDA emergency haying and grazing allowance due to the fact that most CRP acres in Southeast Ohio are enrolled in the Conservation Reserve Enhancement Program (CREP) and the State Acres for Wildlife Enhancement (SAFE) Program, ” wrote Brown.
    “As Ohio farmers work to withstand this historic drought, I ask that you grant ODA’s request and provide additional flexibilities to allow for emergency haying of CREP and SAFE acreage in Southeast Ohio,” Brown continued.
    Earlier this week, Brown hosted a news conference call with farmers and other leaders in Ohio agriculture to discuss the severe drought stretching across Southeast Ohio and share resources available to affected farmers. Ohio is currently experiencing the worst drought in the state in over a century. Last week, Brown also hosted a webinar in partnership with USDA’s Farm Service Agency to help connect farmers with federal resources related to the drought.
    “The Ohio Cattlemen’s Association (OCA) appreciates Senator Brown’s support of the state’s request for USDA to allow emergency haying of acreage enrolled in various conversation programs,” said OCA President Mark Goecke of Allen County. “Cattle families in Southern and Southeastern Ohio are struggling to manage through a drought of historical proportions. The expanding drought has negatively impacted pasture and forage conditions statewide, but these areas have been battling the lack of rainfall all summer. Hay cuttings were severely limited, and the ongoing drought has forced producers to already feed their winter hay supplies, resulting in a dire situation to provide the feed needed for their cattle.”

    An employee hired on a permanent contract after having completed 3 fixed-term contracts is dismissed during her trial period. She contests the termination of the contract before the judge and requests that the trial period be declared null and void given the 3 fixed-term contracts she previously completed.

    The Court of Appeal dismissed the employee’s application. In its view, the first two fixed-term contracts (which took place in May and June) were not a continuation of the third fixed-term contract (which took place in August) and the permanent contract concluded afterwards. According to the Court of Appeal, there was therefore no continuous employment relationship between the employee and her employer. It considered that the employer was still within the time limit to terminate the permanent contract.

    The Court of Cassation overturns and annuls the decision rendered by the Court of Appeal. According to it, the employee carried out her duties without any functional discontinuity. Thus, she had the same working relationship with the employer during these different contracts.

    The duration of the 3 fixed-term contracts must therefore be deducted from the trial period provided for in the permanent contract. The dismissal is unfair.

    Padilla Announces Over $220 Million for I-680 Improvements and Central Valley High-Speed Rail

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.) announced that the Contra Costa Transportation Authority and the California Department of Transportation (Caltrans) will receive a combined $220.6 million in Bipartisan Infrastructure Law funding to improve mobility along the Interstate 680 (I-680) corridor and to construct a high-speed rail station in Madera. The investments were made through the U.S. Department of Transportation’s National Infrastructure Project Assistance (Mega) Program.
    Over $166 million will go toward Contra Costa’s INNOVATE 680 Program to complete the northbound I-680 express lane gap from California State Route (SR) 24 to SR-242 and to convert the existing northbound high-occupancy vehicle (HOV) lane from SR-242 to north of Arthur Road into an express lane. The project will also construct a braided ramp system between the North Main Street and Treat Boulevard interchanges in Walnut Creek to address an existing bottleneck caused by weaving, implement Coordinated Adaptive Ramp Metering for a 19-mile segment of Northbound I-680, and include a Caltrans truck scale/weigh station.
    The Madera High-Speed Rail Station Project will receive over $54 million to construct a high-speed rail station for the Merced-Bakersfield California High-Speed Rail Interim Service. The project will design and construct the Madera Station through improvements at the relocated Madera Amtrak Station, including new platforms, trackwork, an overhead contact system, a bus depot, expanded auto parking, an access roadway network, a multi-use path, and a station building.
    “Thanks to the Bipartisan Infrastructure Law, California commuters will get where they need to go faster, and we will improve connectivity across the Bay Area and San Joaquin Valley,” said Senator Padilla. “Decongesting I-680 is essential to preventing delays and bolstering driver safety and efficiency along this busy corridor. The Madera high-speed rail station is a key component of the upcoming Merced-Bakersfield high-speed rail service and will create better transportation options, good-paying construction jobs, and cleaner air for Central Valley residents.”

    Senator Padilla has secured billions for California infrastructure improvements from the Bipartisan Infrastructure Law, including for high-speed rail. Last year, Padilla supported the Department of Transportation’s announcement of $3.1 billion for the California High-Speed Rail Authority, as well as over $200 million for the agency from the Consolidated Rail Infrastructure and Safety Improvements Grant Program. He and the late Senator Dianne Feinstein previously announced $25 million for the California High-Speed Rail Authority’s Merced Extension Design Project through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program. Additionally, Padilla announced $28.94 million last year for the Contra Costa Transportation Authority to implement five safety projects in areas with the largest concentration of pedestrian crashes. He also championed more than $283 million from the Mega Program for the Port of Long Beach to complete the final phase of the Pier B On-Dock Rail Support Facility by expanding the North and South Rail Yards.

  • MIL-OSI Canada: Prime Minister Justin Trudeau meets with Malala Yousafzai

    Today, Prime Minister Justin Trudeau met with Nobel Peace Prize Laureate, co-founder of Malala Fund, and Honorary Canadian citizen Malala Yousafzai, on the margins of the 79th Session of the United Nations General Assembly.

    Prime Minister Trudeau and Ms. Yousafzai discussed the state of gender equality around the world. They expressed their shared concern for women and girls living under Taliban rule in Afghanistan, including the 1.4 million girls who are being denied access to education.

    The two agreed that the rollback of the rights of women and girls demands an urgent and co-ordinated response from the international community, including through increased support for women’s rights organizations. Prime Minister Trudeau thanked Ms. Yousafzai for her international leadership on advancing access to quality education for women and girls, and he reaffirmed Canada’s commitment to continue promoting gender equality and the empowerment of women and girls globally.

    Ministers Joly and Abdelatty stressed the need to advance and strengthen bilateral relations, including economic and commercial interactions, as well as to promote tourism and support greater people-to-people interactions.     To that end, both Ministers discussed the issue of mutual facilitation of travel and tourism between both countries, along with the possibility of waiving the requirement of prior-entry visas for Canadian citizens travelling to Egypt. Minister Abdelatty agreed that Egypt will take this step very soon, and it will be announced in due time. Minister Joly thanked him for this positive signal, in the spirit of Egyptian-Canadian friendship, and as a genuine demonstration of the two countries’ partnership, which is being celebrated in 2024 as they mark 70 years of diplomatic relations.

    “We, the G7+ Ministerial Group, met on the margins of the 79th Session of the United Nations General Assembly [UNGA] to reaffirm our unwavering support for Ukraine in the face of Russia’s brutal and unjust attacks on Ukraine and its energy infrastructure.

    “We reaffirm our strong commitment to the territorial integrity, independence and sovereignty of Ukraine within its internationally recognized borders and to focus on the key priorities needed to achieve a comprehensive, just and lasting peace based on international law, including the UN Charter and its principles.

    “We strongly condemn Russia’s continuous missile and drone strikes against Ukraine’s energy infrastructure and cities across Ukraine, which have escalated since March 2024 and severely threaten Ukraine’s energy security and the Ukrainian people’s access to critical services, including electricity, heat and water, during the cold winter months, which could be the harshest for Ukraine since at least its independence. This is especially crucial ahead of the winter, given the scale of repairs and new energy infrastructure needs.

    “We acknowledge the need for international assistance to protect energy infrastructure from attacks, including through the strengthening of Ukraine’s air defence capabilities by the committed countries, and reaffirm our readiness to continue providing such assistance.

    “We condemn Russia’s seizure and continued control and militarization of Ukraine’s Zaporizhzhia Nuclear Power Plant, which threatens energy security.  We emphasize that any use of nuclear energy and nuclear installations must be safe, secured, safeguarded and environmentally sound. With reference to the UNGA resolution of July 11 entitled Safety and Security of Nuclear Facilities of Ukraine, Including the Zaporizhzhia Nuclear Power Plant, we stress that the Zaporizhzhia Nuclear Power Plant must return to the full sovereign control of Ukraine in line with IAEA principles and under its independent supervision.

    “We are convinced that rebuilding Ukraine’s energy system in the short- and long-term is in the interest of enhancing global energy security and sustainability.

    “We welcome further commitments to providing funding and in-kind support to address the Ukrainian energy sector’s most urgent needs, including repairs of damaged power plants and district heating systems; deployment of new, distributed power generation; emergency backup power for critical services; and passive protection for energy infrastructure. We call on the global community to urgently strengthen efforts in that regard and provide Ukraine with all the assistance needed.

    “We underline the important work of international partners, banks and the Energy Community’s Ukraine Energy Support Fund in this regard. We call on international partners to elevate their financial contributions, in particular to this latter fund, to improve Ukraine’s resilience next winter.

    Congresswoman Monica De La Cruz (TX-15) introduced H.R. 9721, the Ensuring Access to Whistleblower Protections Act, a vital piece of legislation aimed at closing gaps in whistleblower protections for employees of HUD contractors. The bill ensures that contracts pre-dating 2013, of which many are currently still lacking key whistleblower protections, will be updated to include Section 4712 anti-retaliation provisions when they undergo modifications.

    “Whistleblowers play a crucial role in safeguarding taxpayer dollars by exposing fraud, waste, and abuse,” said Rep. De La Cruz. “No employee should fear retaliation for doing the right thing, yet thousands of HUD contracts leave employees vulnerable. This legislation is a critical step toward ensuring that all employees have the protections they deserve.”

    This bill follows a July 2024 oversight letter led by Rep. De La Cruz and nine other members of the Financial Services Committee, urging HUD to take immediate action to address this gap. The HUD Office of Inspector General highlighted these concerns in a May 2023 management alert, and HUD has since indicated support for a legislative solution.

    The Ensuring Access to Whistleblower Protections Act clarifies what contract activities mandate that HUD must make the best effort to incorporate whistleblower protections in pre-2013 contracts, providing long-overdue security to employees who disclose wrongdoing.

  • MIL-OSI Australia: Police Urge Drivers to Adhere to Speed Limits Following RBT Station in Adelaide River

    Northern Territory Police conducted an early morning Random Breath Testing (RBT) station on the Stuart Highway at Adelaide River yesterday, where 139 drivers were tested over a two-hour period, all returning negative results for alcohol.

    While Batchelor police were pleased with the responsible behaviour regarding drink driving, concerns remain about the number of drivers exceeding the speed limit in the area. Nine drivers were issued infringement notices for speeding, highlighting the ongoing issue of reckless driving.

    Acting Remote Sergeant Brittany Stuart expressed concern, stating, “Once again, Northern Territory Police can be anywhere, at any time. Drivers need to slow down, keep their focus on the road, and avoid distractions like electronic devices. Too many drivers this morning demonstrated a poor attitude towards speed limits.

    “Adelaide River is a built-up area with a 60km/h speed limit, and there’s sufficient signage in place to warn drivers. Early in the morning, the community sees increased pedestrian traffic as residents are out for their exercise. Speeding through this area puts lives at risk. We’ve already lost too many lives on our roads this year—50 so far—and we do not want to see that number rise due to poor choices behind the wheel.”

    Northern Territory Police continue to remind all drivers that adherence to speed limits is crucial to ensuring the safety of all road users.

    [SPRINGFIELD, IL] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Majority Whip Dick Durbin (D-IL) applauded the Biden Administration for approving Governor JB Pritzker’s request for a Major Disaster Declaration from the Federal Emergency Management Agency (FEMA) to the State of Illinois, to support seven Illinois counties in recovering from severe storms in which more than 40 tornadoes spun through Central and Northern Illinois and downstate Illinois flooded between July 13 and July 16, 2024.  On August 29, Duckworth and Durbin led the Illinois delegation in sending a letter to President Biden in support of Governor Pritzker’s request for federal assistance.

    “As communities across Illinois continue recovering from this summer’s severe storms, it’s clear we must do everything possible to better prepare for and mitigate additional loss in the future,” said Duckworth.  “I’m thankful President Biden is heeding our request for assistance and providing this federal support to impacted communities.  I’ll continue working to bring home critical resources that help folks in every corner of the state prepare for and recover from future hazardous weather and natural disasters.”

    “Severe summer storms have become increasingly common, placing strain on communities left in its wake.  This summer, Illinois saw tornadoes, flooding, and damaging winds that put Illinoisans in danger and impacted several counties across the state,” said Durbin.  “Thankfully, President Biden has recognized the severity of the situation and responded to our request.  Illinoisans will have access to the federal support they need to rebuild and prepare for the next disaster.”

    The federal assistance includes grants for individuals to recover from the storms, as well as take hazard mitigation measures to prevent or reduce long-term risk to life and property from future natural disasters.  The counties eligible for the assistance are Cook, Fulton, Henry, St. Clair, Washington, Will, and Winnebago Counties.

    WASHINGTON – Sen. John Kennedy (R-La.), a member of the Senate Judiciary Committee, today joined Sen. Chuck Grassley (R-Iowa) and a bicameral group of more than 42 colleagues in urging Pres. Joe Biden to hold the Health and Human Services Department (HHS) accountable for the mismanagement and misplacement of thousands of unaccompanied migrant children.

    “As a result of your open-borders policies, overseen by Vice President Harris, who was tasked with ‘stemming the migration’ at our border with Mexico, more than 500,000 unaccompanied alien children (UACs) have crossed the southwest border without a parent or guardian to provide care since you took office, a massive increase when compared to previous administrations. . . . Your Administration also fails them when they arrive in the United States by rushing them out of the custody of your Department of Health and Human Services (HHS) Office of Refugee Resettlement (ORR) into the hands of unvetted sponsors who often continue to exploit and abuse them,” the lawmakers wrote.

    “Even as the trafficking business and the number of children entering the U.S. surged, HHS ORR cut back significantly on background checks and vetting procedures to speed up the process, despite knowing children were being trafficked through HHS ORR’s UAC program. Your Administration likewise continued Vice President Harris’s longtime priority of cutting back on information sharing between HHS ORR and law enforcement related to unaccompanied children and sponsors,” they continued.

    The lawmakers also detailed a list of the ORR’s negligence in handling migrant children, including its failure to comply with Congressional subpoenas or provide information, such as the whereabouts of UACs, to the Department of Homeland Security.

    “HHS’s failure to ensure UACs are in appropriate placements and to adequately vet sponsors is harmful not only to the UACs, but also to American citizens. . . . HHS must stop its cover-up and cooperate with law enforcement and Congress to end this crisis and protect unaccompanied children and the American people,” the lawmakers concluded. 

    In Dec. 2023, Sen. Kennedy urged the Biden-Harris administration’s HHS to protect vulnerable migrant children by abandoning its planned rule to allow minors to be placed with sponsors who did not undergo background checks or other safeguards.

    “This investigation, which was originally meant to take only a few weeks, has been ongoing for well over a year now[. . .],” wrote the lawmakers.  “For victims of wildfire, life does not move on after the fire burns out.  Losses must be documented, insurance claims filed, and to the extent possible, infrastructure that was destroyed must be rebuilt.  Property and business owners have been unable to file insurance claims – their recovery held hostage by the ongoing, and unusually long, USFS investigation.”

    Washington, D.C.— The U.S. Senate unanimously agreed to a Senate Resolution designating September 15-21, 2024, as National Forensic Science Week.  The resolution, introduced by U.S. Senators Mike Crapo (R-Idaho) and Alex Padilla (D-California), and co-sponsored by U.S. Senator Jim Risch (R-Idaho), recognizes the role forensic science plays in the investigation, prosecution and conviction of crimes, as well as exoneration of the innocent.

  • MIL-OSI New Zealand: Rockfall closes SH6 Haast Pass today

    Rock Shelter Otira Gorge, SH73 – open overnight now, work at McGrath Creek Bridge postponed a week.

    NZ Transport Agency Waka Kotahi (NZTA) re-opened SH73 between Otira and Arthur’s Pass overnight from the past weekend. An additional project at McGrath Creek bridge, which would have affected night travellers this week, has been pushed out to next week.

    Rock Shelter remediation continues for four more weeks

    SH73 has been closed overnight and with restricted hours daytimes since the end of August after rockfall began overspilling the Rock Shelter in the Otira Gorge onto the traffic lane. The daytime travel delays continue for the next four weeks, with traffic passing between Otira and Arthur’s Pass at the top of each hour 9 am to 5 pm.

    • On weekends and overnights SH73 between Otira and Arthur’s Pass will be open unrestricted unless other work or weather conditions cause a change.
    • Work at McGrath Creek bridge has been rescheduled to next week at night, Sunday 29 September to Monday, 7 October.  There will be up to one-hour delays between 8pm and 6am.  The road will be open on the hour to clear traffic, with vehicles queued either side of the bridge work site.
    • This work is subject to weather and may be rescheduled.

    The Lewis Pass via Waipara and Reefton, SH7, is the alternative route adding around an hour to the journey between Canterbury and the West Coast.

    • Any changes to route availability will be updated on the Journey Planner at all times.

    • Electronic signs at each end of SH73 in places like Kumara Junction and Springfield will let people know the open hours that day.
    • An update will be provided each Friday to confirm the closures for the following week.

    NZTA understands that this work at the Rock Shelter and coming up at McGrath Creek Bridge is disruptive and appreciates people’s understanding and patience while we make this route safe and get the highway back to normal operations for the summer.

    A man has been remanded in custody after being charged over a series of vehicle fires in central Auckland.

    Police have been investigating the suspicious fires in the vicinity of the Auckland Domain since 18 September.

    Detective Senior Sergeant Martin Friend, from Auckland City’s Crime Squad, says at least four fires have been under investigation.

    The most recent incident, on 20 September, occurred when two vehicles were targeted on Park Road at around 9.15pm.

    Earlier fires occurred within the vicinity of the Auckland Domain on 18, 19 and 20 September.

    “The vehicles suffered varying degrees of damage, and it’s fortunate that no one was seriously injured as a result of these brazen acts,” Detective Senior Sergeant Friend says.

    “It’s clear though that this has caused great inconvenience to the victims.”

    Detective Senior Sergeant Friend says a 50-year-old man was arrested in the Auckland Domain on Sunday evening.

    “The man appeared in the Auckland District Court on Monday, charged with three counts of arson,” he says.

    “He has been remanded in custody until his next appearance on 25 September.”

    Detective Senior Sergeant Friend says enquiries are ongoing and further charges cannot be ruled out.

    – Remarks as Delivered –

    Let me just say first, I wish we did not have to be here tonight. But more than three years after the withdrawal from Afghanistan, President Biden [and] Vice President Harris have yet to hold a single person accountable for this catastrophic failure of epic proportions.

    When asked just this month if there had been any accountability for the disastrous withdrawal, National Security Advisor Kirby responded, ‘We’ve all held ourselves accountable.’

    That answer doesn’t fool anybody.

    If the administration refuses to hold itself accountable, then the duly elected Representatives of the American people must.

    In April 2021, the President announced the Biden-Harris administration would withdraw from Afghanistan.

    They ignored the Taliban’s violations of the Doha agreement.

    They ignored objections by our nation’s military and intelligence experts.

    They ignored objections by our NATO allies.

    The Biden-Harris administration was determined to withdraw from Afghanistan no matter the cost. According to their own admission, the Doha Agreement was, ‘immaterial,’ to that decision.

    Following President Biden’s go-to-zero order, the Taliban captured province after province.

    Meanwhile, thanks to this administration’s feckless policy, there were less than 1,000 U.S. troops on the ground and our Afghan allies suffered unsustainable losses.

    All the while, this administration did nothing to plan an emergency evacuation, while denying the threats to American interests, American citizens, and our decades-long Afghan partners.    

    On August 15, 2021, Kabul fell, and the administration’s utter failure to prepare became painfully clear.

    As my report revealed, the Biden-Harris administration had the information and opportunity to take necessary steps to plan for the inevitable collapse of the Afghan government. But at each step of the way, they prioritized optics – political optics – over the security of brave Americans.

    To protect their partisan aims, the administration proffered our servicemembers, diplomats, citizens, and allies on a silver platter to the Taliban and ISIS-K.

    The Biden-Harris administration treated the Taliban – a terrorist group – as security partners during the evacuation. They created the environment that allowed an ISIS-K terrorist to pass through a Taliban checkpoint.

    Think about that. A Taliban checkpoint. We put the Taliban in charge.

    On August 26, 2021, that terrorist detonated his bomb, murdering 13 U.S. servicemembers and over 170 Afghan civilians and injuring 45 American servicemembers.

    It was the deadliest day for the U.S. military in Afghanistan since 2012, and it never should have happened.

    Rather than own up to their mistakes, this administration touts their deadly evacuation as a success. I believe that is shameful.

    Today, U.S. national security is degraded, America’s credibility on the world stage is damaged, and the moral injury to America’s veterans and servicemembers is a stain on this administration’s credibility and legacy.

    When I became chairman, I launched an investigation so that we, Congress, and the American people could work to ensure that what happened in Afghanistan never happens again.

    And, as everyone here knows, we cannot begin to fix a problem without first admitting there is a problem. That is what accountability is all about. My 353-page report on this investigation works to provide that accountability.

    So, we take the first step in fixing the problem by holding accountable those leaders who were derelict in their duties and responsible for this disaster. They are:

    • Joseph Biden, President of the United States.
    • Kamala Harris, Vice President of the United States.
    • Jake Sullivan, National Security Advisor.
    • Jonathan Finer, Assistant to the President and Deputy National Security Advisor.

    NASA and the U.S. Department of Education are teaming up to engage students in science, technology, engineering, and math (STEM) education during after-school hours. The interagency program aims to reach approximately 1,000 students in more than 60 sites across 10 states to join the program, 21st Century Community Learning Centers.
    “Together with the Education Department, NASA aims to create a brighter future for the next generation of explorers,” said NASA Deputy Administrator Pam Melroy. “We are committed to supporting after-school programs across the country with the tools they need to engage students in the excitement of NASA. Through STEM education investments like this, we aspire to ignite curiosity, nurture potential, and inspire our nation’s future researchers and explorers, and innovators.”
    On Monday, NASA and the Education Department kicked off the program at the Wheatley Education Campus in Washington. Students had an opportunity to hear about the interagency collaboration from Kris Brown, deputy associate administrator, NASA’s Office of STEM Engagement, and Cindy Marten, deputy secretary, Education Department, as well as participate in an engineering design challenge.
    “The 21st Century Community Learning Centers will provide a unique opportunity to inspire students through hands-on learning and real-world problem solving,” said Brown. “By engaging with in learning opportunities with NASA scientists and engineers, students will not only develop the critical thinking and creativity needed to tackle the challenges of tomorrow, but also discover the joy of learning.”

    NASA’s Glenn Research Center in Cleveland will provide NASA-related content and academic projects for students, in-person staff training, continuous program support, and opportunities for students to engage with NASA scientists and engineers. Through engineering design challenges, students will use their creativity, critical thinking, and problem-solving skills to help solve real-world challenges that NASA engineers and scientists may face.
    In May 2023, NASA and the Education Department signed a Memorandum of Understanding, strengthening collaboration between the two agencies, and expanding efforts to increase access to high-quality STEM and space education to students and schools across the nation. NASA Glenn signed a follow-on Space Act Agreement in 2024 to support the 21st Century Community Learning Centers. The program, managed by the Education Department and funded by Congress, is the only federal funding source dedicated exclusively to afterschool programs.

    The G7 Group on Support for Ukraine’s Energy Sector today issued the following statement on the occasion of its fifth ministerial meeting on the margins of the 79th United Nations General Assembly:

    “We, the members of the G7 Group of Ministers, have gathered on the margins of the 79th session of the United Nations General Assembly to reaffirm our unwavering support for Ukraine in the face of Russia’s brutal and unjust attacks on Ukraine and its energy infrastructure.

    “We reaffirm our strong commitment to the territorial integrity, independence and sovereignty of Ukraine within its internationally recognized borders. We also reiterate our determination to focus on the essential priorities necessary for the establishment of a comprehensive, just and lasting peace based on international law, including the Charter of the United Nations and its principles.

    “We strongly condemn the continued Russian missile and drone strikes against Ukraine’s energy infrastructure and cities. These strikes have intensified since March 2024 and pose a serious threat to Ukraine’s energy security and the Ukrainian people’s access to essential services, including electricity, heat, and water, during the cold winter months, which could be the most difficult for Ukraine since at least its independence. We underscore the regional implications of such attacks, including on the energy security of the Republic of Moldova. Russia must end its war of aggression and pay for the damage it has caused.

    “We reaffirm our commitment to support Ukraine’s recovery and reconstruction in the immediate, medium and long term, in line with the country’s path towards EU membership, and to work to engage the private sector and our local governments in Ukraine’s sustainable economic and social recovery. We welcome Ukraine’s commitment to implementing business-friendly reforms that will level the playing field for investments in the energy sector, and underline the importance of this initiative. We also highlight the importance of implementing the Integrated National Energy and Climate Plan and monitoring this process. We will continue to support the efforts of the Government and people of Ukraine in these initiatives.

    “We stress the importance of implementing energy sector reforms in line with the EU accession path, and of respecting obligations under the Energy Community Treaty, including corporate governance standards in line with those of the Organisation for Economic Co-operation and Development. This is particularly important as winter approaches, given the scale of repairs and new energy infrastructure needs.

    “We recognize the need for international assistance to protect energy infrastructure from attack, including through the strengthening of Ukraine’s air defense capabilities by participating countries, and we reaffirm our readiness to continue providing such assistance.

    “We condemn the seizure and continued control and militarization of the Zaporizhzhia nuclear power plant of Ukraine, which threatens energy security. We stress that any use of nuclear energy and nuclear facilities must be safe, secure, protected and environmentally friendly. With regard to the UN General Assembly resolution of 11 July entitled Safety and security of Ukraine’s nuclear facilities, including the Zaporizhzhia nuclear power plant, we stress that the Zaporizhzhia nuclear power plant must return to the full sovereign control of Ukraine, in accordance with the principles of the International Atomic Energy Agency and under its independent supervision.

    “We are convinced that the reconstruction of the Ukrainian energy system in the short and long term is in the interests of improving global energy security and sustainability.

    “We welcome the new commitments to provide financial and non-financial support to address the most urgent needs of Ukraine’s energy sector, including the repair of damaged power plants and district heating facilities, the deployment of new distributed power generation networks, emergency backup power for essential services, and passive protection of energy infrastructure. We call on the international community to urgently step up its efforts in this regard and provide Ukraine with all the assistance it needs.

    “We highlight the important work of international partners, banks and the Energy Community’s Energy Support Fund of Ukraine in this regard. We call on international partners to increase their financial contributions, including to this fund, in order to improve Ukraine’s resilience next winter.

    “Taking into account the work of the Energy Security Working Group, the outcomes of the first World Peace Summit, held on June 15-16, 2024 in Bürgenstock, Switzerland, as well as the results of a productive and constructive dialogue at the Energy Security Conference, held on August 22, 2024, we reaffirm our unwavering commitment to achieving a comprehensive, just and lasting peace for Ukraine.

    “Considering the Japan-Ukraine Conference for Promoting Economic Growth and Reconstruction, held in Tokyo, Japan, in February 2024, the 2024 Conference on the Reconstruction of Ukraine [CRU] held in Berlin, Germany, in June 2024, and looking ahead to the United Nations Climate Change Conference in November 2024 and the 2025 CRU in Italy, we are determined to continue supporting Ukraine’s immediate needs and vision of a more decentralized, diversified, resilient, renewable and sustainable energy system, fully integrated with Europe.”
