  • MIL-OSI Security: Undercover online Met operation brings child sex offender to justice

Source: United Kingdom London Metropolitan Police

A man has been jailed for 14 years and six months following an online undercover Met operation that exposed how he was planning to carry out disturbing sex offences towards children.

Sean Wallace, 43 (17.07.1980), of Woodside Road, Haringey, was sentenced to 14 years and six months imprisonment at Wood Green Crown Court on Friday, 13 August for arranging the rape of a child under 13 and distributing an indecent image of a child.

During an undercover operation in which a police officer posed online as a woman with access to a child, Wallace contacted the officer asking if he could sexually abuse the fictional child. He sent sexual images of himself as well as indecent images of other children. During online chat and telephone calls Wallace spoke openly about his desire to abuse young girls and made arrangements to meet the woman in order that he could rape the child.

He was arrested at his home address after he failed to attend the planned meeting stating that he was nervous and needed more time to build up trust with the woman before meeting her.

The examination of his mobile phone identified that Wallace was speaking online to numerous apparently underage girls.

He was charged on Friday, 19 August 2022 and has been held on remand until his sentencing.

Detective Sergeant Robert Blant, whose team led the investigation, said:

“Sean Wallace is a dangerous predatory offender, who preyed on innocent and vulnerable young children.

“My team worked around the clock to bring Wallace to justice by going through large amounts of disturbing digital evidence collated from his online activities and seized from his home. I’m pleased that as a result of great policing work, we have prevented a dangerous individual from continuing to offend and ruin the lives of children or young people.

“Our dedicated teams will continue to apply their expertise in investigating child sexual offences to safeguard children and young people across London.”

Children and young people are the most vulnerable in society, and the Met is committed to keeping them safe in person and online. As part of the New Met for London plan, our officers are working closely with third sector partners, including The Children’s Society to help young people, parents and carers spot the signs of sexual abuse and predatory behaviour online and offline.

  • MIL-OSI: Lotus Deploys Ambarella’s Oculii™ AI 4D Imaging Radar Technology in L2+ Semi-Autonomous Systems for Eletre SUV and Emeya Hyper-GT Electric Vehicles

    Source: GlobeNewswire (MIL-OSI)

SANTA CLARA, Calif., Sept. 24, 2024 (GLOBE NEWSWIRE) — Ambarella, Inc. (NASDAQ: AMBA), an edge AI semiconductor company, today announced in advance of AutoSens Europe that its Oculii™ AI 4D imaging radar technology is deployed worldwide in the 2023 and 2024 Lotus Eletre electric hyper-SUV as well as the 2024 Lotus Emeya fully electric hyper-GT from Lotus Technology. The vehicles’ L2+ semi-autonomous systems that have benefited from this groundbreaking radar technology include highway and urban navigation on autopilot (NOA) and automatic emergency braking (AEB), where the ultra-long detection range of over 300 meters provides more time to safely react to vehicles and other objects while traveling at highway and racetrack speeds. These systems were developed by Lotus Robotics, a wholly owned subsidiary of Lotus, as part of its autonomous driving platform.

Ambarella’s Oculii radar technology is providing ultra-fine angular resolution of one degree in both vehicles, using only six transmit and eight receive antennas on each of the vehicles’ two radar modules—more than double the resolution of the nearest 4D imaging radar competitor using the same number of antennas. This high angular resolution is important for clearly distinguishing, identifying and locating objects and people, both for nearby detection in crowded urban environments, as well as from a far distance when travelling at highway and racetrack speeds, to ensure timely and accurate avoidance and braking by the vehicles’ L2+ systems.

This high resolution, in combination with a low antenna count, also provides higher value, while significantly reducing radar system power consumption and complexity; enabling the radar modules to be fitted into the desired locations on the vehicles. This combination can only be achieved using Ambarella’s Oculii AI radar algorithms, because of their unique ability to adapt radar waveforms to the environment. In fact, other 4D imaging radars require double the number of antennas to achieve the same level of performance, and in some cases, even more; leading to at least double the power consumption.

“The performance that Lotus has achieved using our Oculii 4D imaging radar technology provides evidence for the real-world benefits of our AI innovations that adapt radar waves to the surrounding environment,” said Fermi Wang, president and CEO of Ambarella. “Building on their current models’ significant achievements with edge-processed AI 4D imaging radar, Lotus is evaluating Ambarella’s centralized radar processing architecture to realize even greater ADAS and autonomous performance.”

By centrally processing raw 4D imaging radar data and fusing it at a deep level with the vehicle’s other sensor information, Ambarella’s AI software-defined architecture is capable of detecting objects over 500 meters away, while providing the ability to shift processing power among sensors and adapt to real-time driving conditions. This architecture also enables even higher angular resolution of 0.5 degrees, and an ultra-dense point cloud with tens of thousands of detection points per frame. Additionally, because Ambarella’s Oculii AI radar algorithms uniquely adapt radar waveforms to the environment, an order-of-magnitude fewer antennas is still utilized for centralized processing, maintaining reduced data bandwidth and power consumption compared to competing 4D imaging radar solutions.

Test drives demonstrating Ambarella’s centralized radar processing architecture will be available during AutoSens Europe, taking place October 8-10th in Barcelona. Please contact your Ambarella representative to schedule a ride.

    09/24/2024 04:34 AM EDT

SANTA RITA, Guam — The U.S. Navy’s Helicopter Sea Combat Squadron 25 (HSC-25) conducted a successful medical evacuation of a 37-year-old crewman from the 95-foot Chinese Taipei-flagged fishing vessel Jin Hsiang Fa, approximately 138 nautical miles northwest of Saipan on Sept. 21, 2024, with coordination from U.S. Coast Guard Forces Micronesia/Sector Guam. “Having the support of hoist-capable aircraft like the MH-60S and our HSC-25 partners is invaluable for search and rescue operations in the Pacific,” said Vince Grochowski, command duty officer at Coast Guard Forces Micronesia/Sector Guam. “Their ability to quickly access vessels at sea and provide transport of mariners to a higher level of medical care can be lifesaving, particularly in remote areas like this.” Following a request for assistance from the Rescue Coordination Center (RCC) Taipei at 10:30 p.m. on Sept. 20, the Joint Rescue Sub-Center (JRSC) Guam began coordinating the response with HSC-25. “RCC Taipei was vital in this rescue by keeping us updated and helping bridge the language gap between the ship and the aircrew,” said Lt. Chelsea Garcia, search and rescue mission coordinator. “Their teamwork ensured we could respond quickly and get the crewman the medical care he needed without delay.”

  • MIL-OSI United Kingdom: UN Human Rights Council 57: UK Statement on arbitrary detention

Source: United Kingdom – Executive Government & Departments

UK Statement for the Interactive Dialogue with the Working Group on arbitrary detention. Delivered at the 57th HRC in Geneva.

The UK would like to thank the Working Group for its work and for the recommendations in its latest report.

Arbitrary detention is a hallmark of authoritarian regimes, and its use a means of political intimidation. Arbitrary detention not only violates human rights, but also undermines the trust in institutions that keeps societies safe and open.

The UK government works publicly and privately to condemn the use of arbitrary detention, to support those who have been arbitrarily detained, and to demand accountability.

The UK supports the Working Group and we call on all states to respect their international obligations and commitments. We welcome the report’s urgency on the protection of victims of arbitrary detention and call for all states to engage on this matter.

The UK welcomes the initiative of our Canadian colleagues to combat the use of arbitrary detention in state-to-state relations.

    Working Group,

What further steps can states take to work together to end the practice of arbitrary detention?

    Thank you.

  • MIL-OSI United Kingdom: Global Partnership for Action on Gender-Based Online Harassment and Abuse calls for urgent action on countering gendered disinformation

Source: United Kingdom – Executive Government & Departments

The governments of Australia, Chile, Denmark, France, Iceland, the Republic of Korea, Spain, Sweden, New Zealand, the UK and the USA gave this joint statement.

Joint statement from the governments of Australia, Chile, Denmark, France, Iceland, the Republic of Korea, Spain, Sweden, New Zealand, the United Kingdom and the United States of America:

The undersigned country members of the Global Partnership for Action on Gender-Based Online Harassment and Abuse (Global Partnership) call attention to the urgent need to counter the spread of gendered disinformation and address all forms of technology-facilitated gender-based violence (TFGBV) against women in political and public life.

Gendered disinformation is a threat to societies defending peaceful, democratic values. False or misleading gender and sex-based narratives are being used in campaigns by malign actors to deter and discredit the participation of women, girls and LGBTQI+ persons in political and public life. This not only causes deep harm to the individuals targeted, but also threatens electoral integrity, access to information and the exercise of freedom of expression. At the same time, new and emerging technologies are being used to enable harmful, violent rhetoric and attacks against women, girls and LGBTQI+ public figures across borders at a scale and speed previously unseen.

In our 2023 Road Map, the Global Partnership committed to promoting the meaningful participation in public life for women and girls, in all their diversity, by countering TFGBV and gendered disinformation.

We welcome the work being done to shine a light on how and why gendered disinformation is conceived, who it targets and how it is spread. Last year, in a groundbreaking study, Canada, the European External Action Service, Germany, Slovakia, the United Kingdom, and the United States jointly assessed the tactics used by foreign state and non-state actors to sow gendered and other identity-based disinformation across the world.

In March 2024 the Global Partnership and members of its Advisory Group co-hosted a multi-stakeholder conference convened by the National Democratic Institute on possible responses (PDF, 2.1 MB) to countering the spread of gendered disinformation in the context of electoral processes. Stakeholders affirmed the need for a comprehensive response to disrupt the spread of gendered disinformation and to support victims and survivors.

The world is at a critical moment for upholding democracy. More than 100 countries have held, or are soon to be holding elections, many of them taking place under democratically challenging circumstances. The active participation of all people, including women, girls and LGBTQI+ persons, is essential for secure, healthy and prosperous democracies.

We call upon states to join us in recognising and taking action to counter the threat of gendered disinformation to democracies globally. We urge technology and other private companies to take appropriate action to respond to this threat, including a commitment to a Safety-by-Design approach to the development and deployment of platforms and technologies. We ask states and all stakeholders to defend and protect the ability of women, girls and LGBTQI+ persons to participate in public life freely, safely and without fear.

Motorists and freight will now drive through a new roundabout at the SH1/SH29 intersection at Piarere, marking a major milestone for one of the Government’s Roads of Regional Significance that will improve safety and reliability for motorists and freight using this strategic corridor, Transport Minister Simeon Brown says.

“The Government is committed to delivering infrastructure that boosts economic growth, reduces congestion, and creates a safer and more reliable transport network,” Mr Brown says.

“Great progress has been made on the construction of this 60-metre-wide roundabout since we kicked off construction in January this year to improve safety and wait times for people travelling through the Waikato.

“While construction on the roundabout continues, the roundabout has today opened with two temporary approaches now in action.

“SH1 and SH29 are strategically important to the upper North Island and this milestone will come as welcomed news for the more than 2,500 heavy commercial vehicles and 25,000 cars that travel through this pinch point every day.”

The roundabout has been strategically designed to connect into a new Road of National Significance (RoNS) between Cambridge and Piarere.

“Our Government is prioritising a four-lane upgrade of SH1 from Cambridge to Piarere, a critical RoNS that was put on hold under the previous government. Reviving this upgrade will enable Kiwis and freight get where they want to go quickly and safely, supporting economic growth and boosting productivity.”

  • MIL-OSI Russia: Consortium led by GUU to create agricultural analogue of State Services

MIL OSI Translation. Region: Russian Federation –

Source: State University of Management – Official website of the State –

The State University of Management is developing a digital village – a high-tech system for managing agricultural enterprises. The project is being implemented jointly with the Omsk Agrarian Scientific Center (Omsk ASC) and the Udmurt State University (UdSU).

The solution being created will allow even non-professionals to manage agricultural processes. The result will resemble the most modern enterprises, where one person can manage the entire workshop, and all mechanical work is done by robots. A similar model will be implemented in the field.

“In the conditions of record low unemployment, we are not making a system that excludes people from the process. It helps non-professionals get started. The platform with a management decision support system offers the user a choice: if you go to the right, you will reap the harvest, if you go to the left, you will lose your horse. In the most literal sense of the word,” said Denis Serdechny, associate professor of the Department of Innovation Management at the State University of Management, head of the Laboratory of Convergent Expertise and Assessment of Technology Maturity, and candidate of technical sciences.

A technological stack will be assembled at the request of state or private farms, which in addition to unmanned combines, seeders, drones, automatic irrigation systems and other devices will include products of modern agricultural technologies. The management system takes into account the possibility of integrating several farms to create a corporate effect. Reporting will be generated and sent to the Ministry of Agriculture automatically, thus creating a database of objective data and not burdening farmers with unnecessary work. The digital village will operate based on the principles of precision farming, when, for example, drones scan apples on trees, assess their condition and collect only ripe fruits, leaving the rest to ripen. This will significantly increase the efficiency and productivity of each individual farm, and in the future, at the national level, it will potentially give a significant multiplier effect.

However, the task set by the SUM scientists is much larger. The digital village is the first level. The global idea is to create a huge digital platform for the entire agriculture of the country.

“We are developing a concept for such a platform, where all participants in agricultural processes will find their place. In essence, such agricultural State Services,” says Denis Serdechny. “The user goes there, chooses his role: farmer, investor, producer, monitor on the part of the state, who will be able to evaluate the efficiency of spending budget funds. The farmer controls the work processes through the platform. And the investor can see in which region what crop is needed, what level of investment is required for this, what equipment is needed, in what quantity, what seeds. That is, it is also an intelligent decision support system, akin to a computer game in the genre of economic strategy – the user chooses the necessary parameters and his agricultural business is assembled on a turnkey basis. To do this, you do not have to be an expert in the field of agriculture.”

The system is not being built from scratch; the necessary competencies are acquired from specialists who will train the system’s artificial intelligence. The platform will be loaded with existing databases on meteorological observations, aerial reconnaissance, soil science, and other necessary information. The system will also offer, for example, leasing companies, so that the investor does not necessarily have to purchase equipment. Service providers will also be able to use the system to track the operation of their fleet.

A grant from the Ministry of Science and Higher Education of the Russian Federation for the implementation of a major scientific project “Ensuring food security of the country based on the creation of software and hardware complexes and intelligent platform digital solutions in the field of development of agro-industrial technologies of the full life cycle” was won by the State University of Management in the spring of 2024. This project is designed until 2026 and is currently in the active stage of development.

A group of almost three dozen specialists from the State University of Management is developing an economic model of a new generation agricultural enterprise and a complex of its technological support. The SUM develops management, economic and digital models.

To create digital twins of agricultural enterprises and subsequent processing of data from the fields, artificial intelligence tools and supercomputer power will be used. The equipment has already been purchased and is located on the territory of the State University of Management.

Udmurt State University will provide technologies for recycling and closing the production cycle of agricultural enterprises. Waste from factories and plants, as well as expired products from stores, will be returned to the fields as fertilizers, rather than being disposed of, which will have a positive effect on the environment and will allow saving some budget funds.

The Omsk AMC will become a test site for testing this technology. It is engaged in the entire cycle of work: field preparation, sowing, monitoring, harvesting. Including tracking weather changes, for which it recently purchased a weather station. Several special areas have already been allocated there for the digital village project.

The system will be launched in test mode this year. The project is designed to last until 2026, but Denis Serdechny believes that this is only the first step towards implementing a federal-scale project. Interaction with global market players has already begun. Some of the largest Russian banks are interested in the results of the project, ready to provide their data centers for data processing, buy and distribute the finished digital product.

Cross-boundary passenger traffic estimation and arrangements for National Day festive period (with photos)
    ******************************************************************************************

The Immigration Department (ImmD) estimates that around 10.03 million passengers (including Hong Kong residents and visitors) will pass through Hong Kong’s sea, land and air control points during the upcoming National Day festive period (from September 28 to October 7). The ImmD, in consultation with the Shenzhen General Station of Exit and Entry Frontier Inspection and other Mainland authorities, estimates that around 8.54 million passengers will pass through land boundary control points. The number of outbound and inbound passengers using land boundary control points will be relatively higher on October 1 (Tuesday), with around 523 000 passengers and 632 000 passengers respectively.      The ImmD estimates that the passenger traffic at the Lo Wu Control Point, the Lok Ma Chau Spur Line Control Point and the Shenzhen Bay Control Point will be heavy, with a daily average forecast of about 208 000, 185 000 and 118 000 passengers respectively.       To cope with the anticipated heavy traffic during the festive period, the ImmD has minimised leave for frontline officers for the flexible deployment and operation of extra clearance counters and kiosks. Additional security guards will also be deployed to provide crowd management support.      Furthermore, the ImmD, the Police, the Customs and Excise Department and the MTR Corporation Limited will set up a joint command centre at the Lo Wu Control Point to make necessary arrangements. The ImmD will also establish close communication with Mainland authorities, including the Shenzhen General Station of Exit and Entry Frontier Inspection. To ensure a smooth passenger traffic flow, passenger conditions will be closely monitored and appropriate traffic diversion plans will be adopted when necessary.      To avoid congestion and a longer than usual waiting time for immigration clearance, the ImmD advises all land boundary passengers to plan in advance, avoid making their journeys during busy periods and keep track of radio and TV broadcasts on traffic conditions at various control points. The expected busy times at boundary control points are available on the website of the ImmD at www.immd.gov.hk. Furthermore, passengers may also check the estimated waiting times at each land boundary control point at any time or place via the Immigration Mobile Application (ImmD Mobile App). They can then plan their trips effectively and save time queuing at control points. The ImmD Mobile App can be downloaded free of charge from the Apple App Store (supports iOS version 11.0 or above), Google Play (supports Android version 8.0 or above), Huawei AppGallery (supports Android version 8.0 or above) and the APK file available on the ImmD website. Passengers can download the ImmD Mobile App by scanning the QR code (see Annex) or via the ImmD website, www.immd.gov.hk. In addition, information on public transport services to and from various control points is available on the Transport Department website at www.td.gov.hk.      For travellers making journeys to the Mainland, the ImmD reminds them to carry their proof of identity and valid travel documents for crossing the boundary. Hong Kong residents should also check the validity of their Home Visit Permits. Non-permanent residents must carry their valid smart identity card as well as their Document of Identity for Visa Purposes or valid travel document.      Holders of the acknowledgement receipt issued due to reported loss or replacement of their Hong Kong identity cards, or children under 11 years old who hold Hong Kong identity cards, should carry a valid travel document or Re-entry Permit.      About 700 e-Channels have been installed at various control points. Hong Kong residents enrolled for the Express e-Channel should re-enrol if they have been issued with a new identity card. Furthermore, the Contactless e-Channel service is available at all control points now. All eligible Hong Kong residents, after enrolment, can generate an encrypted QR code through the Contactless e-Channel mobile application to enter the e-Channel, and then verify their identity with the facial verification technology for automated immigration clearance.      In addition, all control points have introduced self-service departures for visitors to Hong Kong (Smart Departure) which provides greater travel convenience for visitors. The service employs facial recognition technology for identity verification, which allows eligible visitors holding electronic travel documents to perform self-service departure clearance through Smart Departure e-Channels without prior enrolment.      Hong Kong residents who require assistance while travelling outside Hong Kong may call the 24-hour hotline of the Assistance to Hong Kong Residents Unit of the ImmD at (852) 1868.

On 16 September, Sweden’s Government received Finland’s Government for a joint meeting. They adopted a declaration on enhanced cooperation between the countries, and the countries’ ministers took part in almost 20 visits and activities around Stockholm.

The joint meeting was the second ever for Sweden and Finland, and the first for the two countries on Swedish soil. It lasted two hours and resulted in the signing of a joint declaration on enhanced cooperation between the countries.

Prime Minister Ulf Kristersson – who described Finland as Sweden’s closest partner ahead of the meeting – held a joint press conference at Rosenbad together with Finland’s Prime Minister Petteri Orpo to discuss the declaration and enhanced cooperation.

The declaration includes the efforts for a secure, green and free Nordic region, the importance of continued strong support to Ukraine, cooperation to strengthen competitiveness at national and EU levels and enhanced cooperation on law enforcement. The ambition of attracting highly qualified international workers, enhanced cooperation in the areas of research, development and innovation, joint efforts to promote children’s and young people’s health and continued cooperation in the areas of culture and international tourism are also included.

The Swedish and Finnish ministers took part in a large number of visits and activities around Stockholm in the afternoon. These included visits to a higher vocational education institution, a fire station, the Baltic Sea Science Center at Skansen, Värtaverket’s thermal power station, the ports of Stockholm, a family centre and school in Rinkeby, the Swedish Social Insurance Agency headquarters and the Royal Swedish Academy of Sciences.

Mr Kristersson, Mr Orpo, Sweden’s Minister for Energy, Business and Industry Ebba Busch and Finland’s Minister of Economic Affairs Wille Rydman also took part in a business seminar held by the Confederation of Swedish Enterprise and the Confederation of Finnish Industries at Storgatan to discuss how to jointly enhance Sweden’s, Finland’s and the EU’s competitiveness.

The day concluded with a mingle in the Sager House and a dinner and art tour at Sven-Harrys konstmuseum.

In 2024–2026, Sweden will provide SEK 30 million to the Global Alliance for Trade Facilitation. Together with governments and businesses, the Alliance promotes economic development and poverty reduction by making it easier for developing countries to participate in world trade.

“The Alliance has shown that targeted measures promoting cooperation between governments and businesses have great potential to create economic growth through increased trade in developing countries. Creating synergies between development cooperation, promotion and trade policy is a key part of the Government’s reform agenda for Swedish development assistance,” says Minister for International Development Cooperation and Foreign Trade Benjamin Dousa.

Businesses in developing countries often face a variety of challenges when they want to take part in the global economy. These may include complex customs procedures, inefficient border management and a dependence on paper certificates. Such trade barriers restrict developing countries’ ability to benefit from international trade and thereby reduce poverty. The Alliance works in close cooperation with governments and businesses in developing countries to identify practical projects where state actors and companies can work together to implement reforms and new ways of working that simplify trade.

When implementing projects, the Alliance works closely with both local businesses and multinational companies. The Alliance is currently carrying out around 20 projects around the world, primarily in the least developed countries.

This support is in line with the Government’s overall ambition to create conditions for developing countries and for people to move from poverty to prosperity through trade and economic development.

Sida will allocate the support, which comprises SEK 10 million annually over three years. It will be financed through the Strategy for Sweden’s global development cooperation in sustainable economic development 2022–2026.

About the Global Alliance for Trade Facilitation

The Alliance was founded in 2015, when a number of donor countries saw the importance of involving the business sector in implementation of the World Trade Organization (WTO) Trade Facilitation Agreement. The Alliance is led by the Center for International Private Enterprise, the International Chamber of Commerce and the World Economic Forum – in cooperation with Gesellschaft für Internationale Zusammenarbeit, a German international cooperation organisation.

  • MIL-OSI Translation: AMERICA/PERU – Protecting the right to learning of indigenous populations: lack of bilingual teachers and adequate infrastructure

MIL OSI Translation. Region: Italy –

Source: The Holy See in Italian

    Tuesday, September 24, 2024

Iquitos (Agenzia Fides) – “We need authorities who are committed to defending the rights of girls, boys and adolescents of indigenous peoples, because they cannot continue to be set aside”. It is the voice of Mariluz Canaquiri, leader in Peru of the indigenous Amazonian Kukama Kukamiria, who speaks of the decline in education of indigenous peoples. “The authorities do not care about the education of indigenous children, there is no adequate infrastructure and there are no full-time bilingual teachers to teach them in our language,” emphasizes Canaquiri, who is also president of the Federation of Indigenous Women Kukama Kukamiria. Bilingual intercultural education (IBE) is a current educational policy in this South American country of 33 million inhabitants, with 55 recognized indigenous peoples, four Andean and 51 Amazonian. According to the results of the latest National Evaluation of Learning Outcomes (ENLA), published by the Ministry of Education, only 5.6% of fourth-grade primary school students (10 and 11 years old) of IBE institutions of the Amazonian population have achieved the expected results. “There is no bilingual intercultural education here,” said President Canaquiri. “How could they learn if our identity, our culture, our way of seeing the world are not valued in the school curriculum in any way, and in logistical conditions where the school building is an area covered with branches and trunks of trees with unbearable heat,” the leader stressed in a statement to an international non-governmental organization. Although the first policy in favor of the student population of indigenous peoples arose in 1972, more than half a century ago, it has always received little interest from the State, despite the IBE being part of their individual and collective human rights. “They hire teachers because they speak Quechua, Shipibo, Asháninka or the corresponding language, but when they go to school they do not apply the IBE. Sometimes they teach only in Spanish, other times they speak the children’s native language, but all the rest they read and write in Spanish,” an analyst reported. There are 24,000 schools throughout the country that follow the IBE, where most reinforce the students’ native language and teach them Spanish. The educational policy seeks to ensure that the indigenous school population is bilingual with oral and written skills, but according to studies carried out by local researchers, the country is going backwards. However, despite these precariousness, a small school in the peasant community of Accollya stands out positively, located in the municipality of Soccos, almost 3,400 meters above sea level, in the province of Huamanga, one of the 11 that make up Ayacucho. This is an Andean department that was hit hard by an internal armed conflict that Peru experienced between 1980 and 2000. Supported by an NGO, the school boasts a single teacher with 33 years of experience who has always been committed to bilingual intercultural education, following training and in-depth courses. “I work from Monday to Thursday in Spanish and on Fridays in Quechua, using the notebooks that the ministry sends us for each topic,” said the woman who is the only teacher of 10 pupils in first, second and third grade, aged between six and eleven. “The children’s response is very good, from first grade they acquire reading and writing skills, now it’s September and the youngest are already reading. It’s the advantage of teaching different classes because they motivate each other,” the teacher stressed. Furthermore, we must not forget the important contribution of the Catholic Church in the Amazon in the field of education and healthcare where it has often been a substitute for the State, arriving where it is not, even today. Hundreds of missionaries throughout history have been true promoters of respect for human dignity. Religious and lay people from dozens of countries have given their lives in the most remote places with the aim of making the Amazon a place of coexistence and respect for the dignity and rights of all, especially the most vulnerable, largely indigenous peoples. Among other initiatives in favor of learning and the formation of school libraries in these areas, it is worth highlighting the participation of the ‘yachac’, the wise men of the community, who hold intergenerational meetings encouraging the practice of reading among students and their families. The indigenous school population at the national level is estimated at 1.2 million, the vast majority are Quechua (700,000) and Aymara (300,000) from the Andean areas of the country, and the rest from Amazonian languages such as Asháninka, Shipibo Konibo, Awajún, among others. The Kukama Kukamiria people live mainly in the department of Loreto, the largest of the Peruvian Amazon. According to data from the Ministry of Culture, the population of the Kukama Kukamiria communities is estimated at 37,053 people. Among these, 1,185 declared that they speak the Kukama Kukamiria language, which corresponds to 0.02% of the total native languages at the national level. (AP) (Agenzia Fides 24/9/2024) Share:

  • MIL-OSI United Kingdom: UN Human Rights Council 57: UK Statement on impact of climate change

Source: United Kingdom – Executive Government & Departments

UK Statement for the Interactive dialogue on the Secretary General’s analytical study on the impact of climate change on human rights. Delivered at the 57th HRC in Geneva.

The UK takes note of the Secretary General’s report and recognises that the impacts of climate change can lead to loss and damage.

In many cases, those disproportionately impacted by climate change are women and girls, indigenous peoples, those with disabilities and those in vulnerable and marginalised situations.

It is clear that more needs to be done at a global, regional and local level to help avert, minimise and address loss and damage.

The UK welcomes the agreement made at COP28 on the operationalisation of funding arrangements, including a fund that responds to loss and damage and assists those countries particularly vulnerable to the adverse effects of climate change.

The UK is using its seat on the Fund’s Board to work with all stakeholders to:

    • ensure timely implementation of an effective Fund
    • ensure that the Fund supports countries vulnerable to climate change, particularly the least developed countries and Small Island Developing States, and
    • diversify sources of funding.

The UK encourages collaboration, including via the United Nations Framework Convention on Climate Change (UNFCC), on shared solutions and ambitious approaches to address the impacts of climate change and to protect the most vulnerable.

More than 2,500 primary and secondary school students will have the opportunity to attend the Servette FC Chênois femmes-AS Roma match on Thursday, September 26, counting towards the UEFA Women’s Champions League qualifiers. With 9 months to go until the start of the Women’s Euro football championship in Switzerland, this event highlights women’s football and celebrates the practice of sport by all.

On September 26, the Stade de Genève will welcome more than 2,500 students from Geneva schools, invited with their teachers to attend the Women’s Champions League match between Servette FC Chênois femmes and AS Roma.

This meeting between the Servette FC Chênois women’s team, winners of the championship and the Swiss Cup last season, and the players of AS Roma, double Italian champions, is an opportunity for many students to discover an important sports infrastructure, while familiarizing themselves with the codes of the supporter, combining encouragement, fair play and sharing emotions. This is one of the many initiatives related to the promotion of women’s sport that will be offered to students in the canton during the 2024-2025 school year. The State Councilor responsible for the DIP Anne Hiltpold said on this subject: “Practicing a sport is good not only for the body, but also for the mind. The DIP is committed every day to the students of our schools to celebrate the benefits of sport, as evidenced by this invitation to which so many teachers responded. I am delighted and happy to be able to promote the values of football in this very special year for women’s sport.”

This international Women’s Champions League match also takes on a special dimension given that the Stade de Genève will host five Women’s Euro matches next July. “Geneva will experience a unique celebration with Euro 2025, and allowing hundreds of children to attend a high-level women’s football match thanks to Servette Chênois femmes aims to ensure that as many people as possible are excited next summer and take full advantage of this major sporting event,” rejoices Thierry Apothéloz, State Councillor responsible for social cohesion.

“We are delighted to welcome 2,500 children from the public education department for this exceptional match against AS Roma. It is a unique opportunity for them to live an inspiring sporting experience and to discover high-level women’s football. We hope that this day will remain etched in their memory and that it will contribute to strengthening their interest in sport and the values it conveys,” concludes Yoann Brigante, president of Servette FC Chênois femmes.

Foreign ministers highlighted support to Ukraine

During the visit, Sweden’s Minister for Foreign Affairs Maria Malmer Stenergard and her Finnish counterpart Elina Valtonen took part in a panel discussion on Swedish-Finnish cooperation on support to Ukraine.

“Support to Ukraine is my top priority as Minister for Foreign Affairs, and it is particularly important that we discuss with Finland how best to continue supporting Ukraine,” Ms Malmer Stenergard said during the panel. Ms Valtonen also emphasised the value of Swedish-Finnish cooperation and stated that she was looking forward to ensuring even more in-depth joint efforts.

The panel was moderated by Maud Holma von Heijne, Secretary-General of Folk och Försvar. The other participants were Torbjörn Becker, Director of the Stockholm Institute of Transition Economics, and Katarina Areskoug, former Head of the Representation of the European Commission in Sweden and Swedish representative in the Nordic-Baltic high-level group.

Following the panel discussion, Elly Reinolds, co-founder of OperationAid, presented the organisation’s operations in Ukraine, providing medical care close to the front line and activities for children affected by the war. Minister for International Development Cooperation and Foreign Trade discussed support to scale-ups

In connection with the government meeting, a seminar was also held on support to Swedish and Finnish scale-ups, with a focus on financing and internationalisation. Minister for International Development Cooperation and Foreign Trade Benjamin Dousa and his Finnish counterpart Ville Tavio were the hosts. Along with businesses, investors and organisations, they discussed how Sweden and Finland can create the best conditions for scale-ups to grow.

  • MIL-OSI Russia: Wonderful gardens, the tsar’s residence and a Moscow salon: what the capital’s parks looked like in different years

MIL OSI Translation. Region: Russian Federation –

Source: Moscow Government – Government of Moscow –

Moscow parks have long been a place of attraction for residents. Lectures, excursions, master classes and even open-air film screenings are held here. This year, 14 Moscow parks will celebrate their anniversaries – many of them will be over 50 years old. We tell you which recreation area was improved by Sergei Tretyakov, where football player Alexei Khomich began his career and which park was founded by Peter I.

    Center of cultural life

This year is special for Tagansky Park, located on Taganskaya Street (40–42 buildings) — it is turning 90 years old. It was founded in 1934 at the N. I. Bukharin Workers’ Club and immediately became the center of cultural life in the Tagansky District. In 1957, the Zenit Cinema was built on the site of the old club, housing a concert hall. At the same time, amateur art and applied arts clubs for children and adults opened here.

The history of Tagansky Park is connected with the names of outstanding residents of the capital. For example, football players Konstantin Beskov and Alexey Khomich, USSR tennis champion Nikolay Ozerov and Olympic figure skating champion Irina Rodnina began their sports careers here.

After the Great Patriotic War, the park hosted meetings with heroes of the Soviet Union, military-patriotic gatherings, competitions and holiday concerts. In addition, jazz and brass bands, as well as dance evenings, were organized here. The park hosted major festivals such as the Musical Bazaar on Taganka, Beauty Will Save the World, Moscow Yard, Spring in Tagansky Park, Taganka Running Festival and many others. And sports clubs from the districts and the city competed at the stadium.

In the early 2000s, the park began to actively work with children and teenagers. For example, a creativity center with a chamber auditorium was opened, where musical performances and festivals were held. Today, the park still hosts concerts, master classes and sports competitions. In the summer, guests practice yoga, bachata and zumba, and in the winter, ice discos are organized for them at the stadium, which turns into a skating rink.

Tagansky Park pleases visitors with a variety of plants, for example, poplars, chestnuts, lindens, maples, ash trees, apple trees and a three-hundred-year-old pedunculate oak grow here, tulips and lilacs bloom in the spring. While walking through the park, you can meet starlings, thrushes, tits, wagtails and squirrels.

On the territory of Tagansky Park there is a large fountain, an open stage, a rope park, children’s and sports grounds, a stadium with a football field, stands and running tracks, a creativity center, a physical education and health complex, a martial arts center, as well as a Museum of Tricks and Illusions.

In 2012–2013, a large-scale reconstruction of the park’s territory took place, during which the stadium was transformed and new sports grounds and leisure facilities appeared.

Tagansky Park includes the N.N. Pryamikov Children’s Park (Taganskaya Street, Building 15a, Building 1) — one of the first recreation areas in the city, the history of which began in 1775. The park is named after the hero of the October Revolution. In 2017, the landscape was updated, small architectural forms and new modern equipment were installed.

Today, Tagansky Park is a cultural, leisure and sports center, a place for active recreation and leisurely walks. It plans to continue its traditions and open even more clubs for the younger generation.

    The first pleasure garden

The Hermitage Garden was founded 130 years ago. It was the first pleasure garden in Moscow with gazebos, flowerbeds, a theater, a stage, coffee houses and pavilions. From 1830 until the end of the 19th century, it was located on Staraya Bozhedomka (now Durova Street). The garden reached its greatest prosperity when it belonged to the entrepreneur and former actor of the Maly Theater Mikhail Lentovsky. However, after his destruction, the garden fell into disrepair and its entire territory was built up. In 1894, a new life for the garden began – but in a different place. In just a year, the plot of land on Karetny Ryad, which was owned by the Moscow merchant Yakov Shchukin, turned from a wasteland into a blooming garden. Flowerbeds and paths were laid out there, trees and bushes were planted, and the theater building was reconstructed. At the same time, electric lighting, running water and a swimming pool appeared in the Hermitage.

A year later, in 1896, one of the first film screenings in Russia took place in the garden – the townspeople were able to appreciate the invention of the Lumiere brothers. A performance by the famous American illusionist Harry Houdini was also a significant event.

Fyodor Chaliapin, Leonid Sobinov, Antonina Nezhdanova sang on the stage of the Hermitage, and it was here that Sergei Rachmaninoff made his debut as a conductor. In 1898, the Moscow Art Theatre opened in the building of the Hermitage Theatre, where the play Tsar Fyodor Ioannovich was staged. Leo Tolstoy and Vladimir Lenin often visited the garden.

After 1917, the garden was nationalized and then leased privately. In 1924, the theater building was occupied by the Theater of the Moscow City Council of Trade Unions, which was later renamed the Mossovet Theater.

The Hermitage Garden survived the Great Patriotic War, and in the summer of 1945, it was reconstructed. Three years later, a summer concert hall was built on its territory, where Arkady Raikin, Klavdiya Shulzhenko, Lidiya Ruslanova performed and Leonid Utesov’s orchestra played. Vladimir Vysotsky also sang in the garden and the first game of “What? Where? When?” was held.

Today, the Hermitage Garden is a protected monument of landscape gardening. It is regularly renovated and landscaped. Concerts, performances and festivals are held here.

    The famous Moscow salon

The history of the Vorontsovo estate, which has been around for five centuries, is no less interesting. The estate was first mentioned in the will of the Moscow Prince Ivan III. In 1640, the estate passed into the possession of the Repnin princes. However, all the buildings that have survived to this day were built at the turn of the 18th–19th centuries under Field Marshal Nikolai Repnin. At that time, the northern and southern wings, the greenhouse, the stable yard, the ensemble of the main entrance and the Church of the Life-Giving Trinity were erected.

During the Patriotic War of 1812, a hot air balloon was developed at the estate under the direction of the German mechanic Franz Leppich. This episode is described in Leo Tolstoy’s novel War and Peace. In the 1820s, the Vorontsovo estate was owned by Princess Zinaida Volkonskaya. All the celebrities of the time visited her Moscow salon; for example, the Polish poet Adam Mickiewicz came here.

After 1918, members of European socialist parties Emil Vandervelde, Arthur Waters, Theodor Liebknecht and Kurt Rosenfeld lived here. After the evacuation of the All-Union Scientific Research Vitamin Institute from Leningrad at the end of 1942, the Vorontsov Central Biological Station appeared on the estate, and in the 1950s, the state farm built three two-story buildings on the estate.

Today, the Vorontsovo estate is a monument of landscape gardening and architecture with an area of 40.7 hectares. On its territory there is a cascade of ponds, an oak grove, Italian and Chinese gardens. The park has playgrounds, attractions, outdoor cafes and skating rinks. The estate often hosts city festivals and quests, flash mobs and exhibitions. Sports activities and excursions are also organized here.

The Tsar’s residence in the south of Moscow

Another historical park in Moscow is the Kolomenskoye Museum-Reserve. Kolomenskoye was first mentioned in the spiritual charters of Prince Ivan Kalita. Over time, this place turned into a famous grand ducal, royal and imperial residence.

The names of representatives of the royal dynasties of Rurikovich and Romanov are associated with Kolomenskoye. Among them are Dmitry Donskoy, Ivan III, Vasily III, Ivan the Terrible, Alexei Mikhailovich the Quietest, Peter I, Catherine II and many others. At various times, the victory in the Battles of Kulikovo and Poltava was celebrated here and other events were marked.

Today, the Kolomenskoye Museum-Reserve is a unique historical and cultural territory where medieval landscapes and natural monuments have been preserved. It was created in 1923 on the initiative of the cultural figure Pyotr Baranovsky.

From falconry to concerts of Feodor Chaliapin

Sokolniki Park is another favorite place for Muscovites to take walks since the end of the 19th and beginning of the 20th century. In the 17th century, during the reign of Tsar Alexei Mikhailovich, falconry was held here, hence the name of the park. All high society gathered here, including princes, emperors and empresses.

And, according to legend, at the end of the 17th century, by order of Peter I, the first clearing was cut in Sokolnichya Grove, which still exists today. In 1845-1848, a city park was created here, and new cascades of ponds appeared on the site of old reservoirs. In 1866, the recreation area was included in the boundaries of Moscow, and in 1879 it became the property of the city. The city mayor Sergei Tretyakov, the brother of the founder of the Tretyakov Gallery, invested his own funds in the improvement of the park territory, and he also ensured that the park territory became part of Moscow.

Here, in the openwork pavilion-rotunda, classical music concerts were held, where Fyodor Shalyapin and Leonid Sobinov performed. In addition, film screenings and children’s parties were held. For example, in 1919, Vladimir Lenin organized a festive Christmas tree in the park for the students of the forest school.

In 1931, the Moscow City Council declared Sokolniki a city park of culture and recreation. After the Great Patriotic War, the recreation area of over 500 hectares was reconstructed. In 1973, the legendary Sokolniki Sports Palace was built on its territory. In 1979, the park was recognized as a cultural heritage site, a monument of landscape gardening of regional significance.

    Wonderful Gardens and Menagerie

The history of Izmailovsky Park goes back to the reign of Alexei Mikhailovich. In the 17th century, marvelous Italian-style gardens were laid out in the royal estate located here, decorative towers with promenades were built, which complemented the landscape paintings. Three kilometers from the sovereign’s court, the Prosyansky Garden was arranged. On the territory of the forest (now Izmailovsky Park) there was one of the largest menageries in Europe, which served for the royal amusement. Lions, tigers, leopards, monkeys and rare birds were kept there. The forest also had farmland where fish were bred.

The Izmailovsky Park of Culture and Leisure was created in 1931. Until 1961, it bore the name of Joseph Stalin. On its territory is the oldest Ferris wheel in the city, the open-air museum of military equipment “Ploshchad Muzhestva”, the 17th-century Round Pond and a music pavilion.

  • MIL-OSI United Kingdom: Winchester City Council’s new skills programme aims to tackle the digital divide

    Source: City of Winchester

Winchester City Council is to launch a new programme to improve the digital skills of the district’s residents and tackle the issue of digital exclusion.

Currently 18% of UK adults lack the essential digital skills that are needed for the workplace (source: Lloyds Consumer Index 2023) and 22% of people in the UK do not have the essential digital skills needed for everyday life (source: NHS Digital).

The Essential Digital Skills development programme, which launches on Monday 7 October 2024, aims to help Winchester district residents of all ages and circumstances overcome challenges they may be facing, build resilience, improve confidence and gain support in developing critical digital skills.

    The new digital skills project

This will include: helping older generations feel more connected to the digital age; improving all residents’ lives through enabling access to education, employment and volunteering opportunities; and supporting the move into higher quality jobs and further training opportunities within the district.

The project is being delivered in partnership with Hampshire-based digital training specialists WorkAdvisor Ltd. They will offer tailored one-to-one sessions, workshops and will run Microsoft Office-accredited courses. Residents taking part will use refurbished laptops to build the confidence they need to better understand digital platforms.

The Essential Digital Skills development programme has received £50,000 from the UK government through the UK Shared Prosperity Fund.

Winchester City Council’s Cabinet Member for Business and Culture Councillor Lucille Thompson said:

“Research tells us that the Winchester district suffers from the digital divide and digital poverty just as much as other parts of the country; 84% of respondents to the Economy Team’s A Digital Winchester District survey agreed that digital skills tutoring and sessions would be helpful.

“The Essential Digital Skills development programme is a great initiative that tackles the root causes of digital exclusion and will help our residents to get online safely and securely to discover all that digital has to offer, from keeping in touch with friends and relatives to applying for a job.”

Director of Workadvisor Ltd Philip Price said:

“We will be in the community delivering this development programme until the end of January 2025. District residents will gain experience in the basics, for example, how to use a laptop, set up and use email as well as a range of useful everyday applications including managing health, shopping, banking and paying bills.

“Residents will experience how to search and apply for jobs, as well as some fun things! There will be the opportunity for free progression courses and self-paced learning for all.”

    Source: European Commission (video statements)

From the first day of Russia’s full-scale invasion, the EU has stood by Ukraine, delivering unprecedented political, humanitarian, economic, and military support.

This aid helps Ukraine pay wages, pensions, restore infrastructure, and keep public services running, including hospitals and schools.

The EU is also training and equipping Ukraine’s armed forces, and has set up solidarity lanes to ensure Ukrainian crops reach countries in need, addressing the global food crisis caused by the war.

Committed to Ukraine’s future the EU is providing €50 billion in grants and loans through the Ukraine Facility over the next four years. Tough sanctions have been imposed to hinder Russia’s war efforts, freezing over €210 billion in assets.

The EU stands united and resolute with Ukraine.
