  • MIL-OSI Australia: Albanese Government triples number of teachers in High Achieving Teachers Program

    The Albanese Government is investing $70.9 million to get almost 1,500 new teachers from a range of backgrounds into schools across the country. 

    The Government is tripling the number of teachers entering into the High Achieving Teachers (HAT) Program, which provides financial assistance, mentoring and training to get teachers into the classroom more quickly, helping to tackle the teacher workforce shortage. 

    The funding will be provided to ten providers to get more people, including mid-career professionals and high-achieving school leavers, into the teaching profession.

    The HAT Program is part of the National Teacher Workforce Action Plan that Education Ministers agreed to in 2022. 

    It builds on the success of Phase 1 of the HAT Program already underway in Victoria and New South Wales with 94 per cent of graduates from the La Trobe Nexus program continuing to teach after graduating. 

    The providers will support the teachers-in-training to complete their qualifications and make a successful start in the classroom, providing them with the skills they need to commence a career in teaching.

    Participants receive a salary and split their time between practical teaching in the classroom and studying.  

    The new school teachers will start to be placed into schools that need them the most in 2025. 

    The program focuses on attracting new teachers, including with a STEM background, First Nations peoples, people with disability, teacher aides and people based in remote locations. 

    They will teach across all states and territories, in government and non-government schools, and across primary and secondary schools.

     Dear Mr. President:
    We write to urge swift approval of Governor Bill Lee’s request for a major disaster declaration pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act due to severe weather occurring on September 26 and 27, 2024. 
    The remnants of Hurricane Helene have caused widespread damage across Tennessee, especially in East Tennessee. An estimated 6 to 10 inches of rain has fallen across the eastern part of the state over the past 48 hours. Catastrophic flash flooding has devastated communities across East Tennessee, causing I-40 to collapse and leaving homes destroyed. The Unicoi County Hospital has been inundated with flood waters, and patients and staff were forced to take shelter on the roof to await rescue. Over 75,500 power outages were reported statewide. With the heaviest rains expected to shift through Middle and West Tennessee over the weekend, more damage is expected.    
    To respond to this disaster, Governor Lee is specifically requesting an Emergency Declaration, Categories A and B, including Direct Federal Assistance. Governor Lee’s request is attached. On behalf of the State of Tennessee, we urge you to approve this request as soon as possible.

  • MIL-OSI Global: Hurricane Helene power outages leave millions in the dark – history shows poorer areas often wait longest for electricity to be restored

    Hurricane Helene left more than 4 million homes and businesses in the dark across Florida, Georgia and the Carolinas after hitting Florida’s Big Bend region as a powerful Category 4 storm late on Sept. 26, 2024. As Helene’s rains moved inland, and mountain rivers caused devastating flooding, officials warned that fixing downed utility lines and restoring power would take days in some areas.

    Electricity is essential to just about everyone – rich and poor, old and young. Yet, when severe storms strike, socioeconomically disadvantaged communities often wait longest to recover.

    That isn’t just a perception.

    We analyzed data from over 15 million consumers in 588 U.S. counties who lost power when hurricanes made landfall between January 2017 and October 2020. The results show that poorer communities did indeed wait longer for the lights to go back on.

    A 10 percentile drop in socioeconomic status in the Centers for Disease Control and Prevention’s social vulnerability index was associated with a 6.1% longer outage on average. This corresponds to waiting an extra 170 minutes on average for power to be restored, and sometimes much longer.

    The top map shows the total duration of power outages over eight storms by county. The lower map is a comparison with socioeconomic status taken into account, showing that counties with lower average socioeconomic status have longer outages than expected.

    Implications for policy and utilities

    One likely reason for this disparity is written into utilities’ standard storm recovery policies. Often, these polices prioritize critical infrastructure first when restoring power after an outage, then large commercial and industrial customers. They next seek to recover as many households as they can as quickly as possible.

    While this approach may seem procedurally fair, these recovery routines appear to have an unintended effect of often making vulnerable communities wait longer for electricity to be restored. One reason may be that these communities are farther from critical infrastructure, or they may be predominantly in older neighborhoods where power infrastructure requires more significant repairs.

    Commercial areas are often higher on the priority list for faster power recovery in an outage. This store was still closed for several days during Texas’ widespread outages in 2021.

    The upshot is that households that are already at greater risk from severe weather – whether due to being in flood-prone areas or in vulnerable buildings – and those who are least likely to have insurance or other resources to help them recover are also likely to face the longest storm-caused power outages. Long outages can mean refrigerated food goes bad, no running water and delays in repairing damage, including delays in running fans to dry out water damage and avoid mold.

    Our study spanned 108 service regions, including investor-owned utilities, cooperatives and public utilities. The differential impact on poorer communities did not line up with any particular storm, region or individual utility. We also found no correlation with race, ethnicity or housing type. Only average socioeconomic level stood out.

    How to make power recovery less biased

    There are ways to improve power recovery times for everyone, beyond the necessary work of improving the stability of power distribution.

    Policymakers and utilities can start by reexamining power restoration practices and power infrastructure maintenance, such as replacing aging utility poles and trimming trees, with disadvantaged communities in mind.

    Power providers already have granular data on power usage and grid performance in their service regions. They can begin experimenting with alternative recovery routines that consider the vulnerability of their customers in ways that do not substantially affect average recovery duration.

    For socioeconomically vulnerable regions that are likely to experience long outages because of their locations and possibly the aging energy infrastructure, utilities and policymakers can proactively ensure that households are well prepared to evacuate or have access to backup sources of power.

    For example, the U.S. Department of Energy announced in October 2023 that it would invest in developing dozens of resilience hubs and microgrids to help supply local power to key buildings within communities when the wider grid goes down. Louisiana plans several of these hubs, using solar and large-scale batteries, in or near disadvantaged communities.

    Policymakers and utilities can also invest in broader energy infrastructure and renewable energy in these vulnerable communities. The U.S. Department of Energy’s Justice40 program directs that 40% of the benefit from certain federal energy, transportation and housing investments benefit disadvantaged communities. That may help residents who need public help the most.

    Severe weather events are becoming more common as global temperatures rise. That increases the need for better planning and approaches that don’t leave low-income residents in the dark.

    Gov. Justice released the following statement ahead of Monday’s Special Session:

    “As I call this Special Session, the goal is clear that we need to help the hardworking people of West Virginia. I’m hopeful that we can get another personal income tax cut across the finish line. I’ve said it time and again: nothing will help our population grow, create new opportunities, and drive economic progress in West Virginia like eliminating our personal income tax. We’re on the right track, but we need to keep pushing forward. The growth and momentum we’ve built during my time as Governor is off the charts. It’s truly been a rocketship ride. We’ve also minded the store, and because of that we now have the opportunity to get these things done.

    We also need to do something to help hardworking families afford childcare. Right now, families across the country are struggling with extreme childcare costs, and we can’t sit on the sidelines and watch it happen in West Virginia. We need to step in and help. That’s why I’m again asking for a childcare tax credit to lower costs for families. This will make things a lot better for working families.

    There are additional things to address, such as more money for our schools and our nurses and getting major water, sewer, and infrastructure projects across West Virginia completed.

    In the heart of Tsuen Wan, taking a walk through the footpaths around Lo Tak Court is reminiscent of the unique charm of traditional walled villages.

    The Government is committed to enhancing the community’s streetscapes by beautifying public spaces and streets. Led by the Deputy Chief Secretary, the Task Force on District Governance actively supports various local initiatives. One of them is aimed at creating a pedestrian-friendly environment to elevate the public’s walking experience.

    In this regard, the Highways Department has implemented streetscape improvements in Lo Tak Court in Tsuen Wan, the Outlying Islands Ferry Pier in Central and in the vicinity of MTR Tai Wai station, introducing thematic designs to pedestrian facilities that reflect the character of the districts.

    Inspiring nostalgia

    Located on the original site of Ho Pui Village in Tsuen Wan, which was demolished in the 1960s, Lo Tak Court comprises multiple pedestrian streets and serves as a bustling food hub in the district.

    The area’s beautification design adopts the Tsuen Wan Walled Village theme as it features uniquely decorated lampposts and flower beds that revive the historic village’s architectural traits and landscape.

    “The design of thematic wallpapers for planters resembles the furniture and decoration of an old walled village, giving pedestrians an impression of looking back into the room from the courtyard,” Highways Department Landscape Architectural Assistant Angela Lam explained.

    She added that wallpapers on lampposts adopt the concept of brick walls, tile roofs, and decorative ceilings of the old walled village.

    It may not be spring yet, but cotton trees are still blossoming in the form of paintings adorning the columns of footbridges.

    Miss Lam highlighted that the original site near Tsuen Wan MTR station, adjacent to Lo Tak Court, was named Muk Min Ha Tsuen, which in English means cotton trees. Nowadays, many cotton trees still bloom every year outside the station, attracting various small animals, such as birds and squirrels.

    This scenery has been incorporated into the paintings on the columns of footbridges and manhole covers, making them popular photo spots in Lo Tak Court.

    Street beautification projects unveiled in Central and Tai Wai also showcase the districts unique cultural charm.

    The Outlying Islands Ferry Pier in Central evokes the nostalgia of Lamma Island’s fishing village culture with its soft blue tint. Adding to the atmosphere are designs incorporating the windsurfing sail of Hong Kong’s first Olympic gold medallist Lee Lai-shan and Cheung Chau’s famous lucky buns.

    Outside Tai Wai MTR station, paintings of egrets along the river channels to Tolo Harbour are a common sight, alongside depictions of city wildlife like masked palm civets and leopard cats, as a nod to urban waterways and rural life.

    Fantastic makeovers

     

    Hong Kong’s 18 districts are set for a makeover as the department is taking various measures to refine the urban scenery.

    It also plans to renovate or refurbish two pedestrian footbridges and subways in each district in two phases, covering repairs, repainting, and upgrades to handrails and lighting for improved safety and comfort. The first phase, which has already begun, is projected to conclude gradually by year-end.

    Highways Department Landscape Architect Sandra Ng said that the design concepts will be customised to highlight the individuality of each district.

    Drawing on the example of the footbridge construction across Hip Wo Street in Kwun Tong, Miss Ng emphasised that the design is themed on mountain trails inspired by the nearby hiking route Shum Wan Shan, known as the Kwun Tong Back Garden.

    “On the main walls, we are featuring a view from the peak of Shum Wan Shan, showing the view of Kowloon Peak and Shun Lee Estate. Also, the walls along the barrier-free access will display continuous graphics of shrubs and trees to match the hiking theme.

    “We hope to introduce this unique and precious Kwun Tong Back Garden in the district to more members of the public.”

    Miss Ng pointed out that a pedestrian subway in Sha Tin will also be revamped with a design integrating the district’s landmarks, such as Tsang Tai Uk and Lek Yuen Bridge, with visuals of rowing boats and cyclists along the Shing Mun River. Such improvements, she revealed, embrace a blend of motion and stillness, and a sense of urban vitality.

    The department expects the second phase of the renovation to start in early 2025 for gradual completion by the middle of the year.

    Road improvements

    Meanwhile, it has launched the Expanded Footpath Repaving Scheme to repave a total of 40 sections of public footpaths spanning over 16,700m, encompassing locations such as Queensway in the Central & Western District and Salisbury Road in the Yau Tsim Mong District.

    The department stressed that it thinks carefully about overall pavement conditions to enhance citizens’ walking experience when it comes to planning such maintenance and repair work.

This designation will trigger the release of Federal funds essential to helping affected people and communities recover from the storm. Congressman Dunn was joined by the entire Florida Delegation in his letter to President Biden.

    “After a storm as powerful and devastating as Helene, it is imperative to mobilize Federal resources quickly to respond to the fallout,” said Congressman Dunn. “Federal assistance is absolutely essential to ensure every community impacted by Helene has the resources they need to respond to the fallout. I’m urging President Biden to heed Governor DeSantis’ request without delay and issue a Major Disaster Declaration promptly.”

    “Floridians are resilient and will continue to meet the challenges brought by Hurricane Helene head-on, but robust action by all levels of government is needed,” said Congressman Bean. “This historic weather event caused significant damage to our state, and I urge President Biden to approve Governor DeSantis’ request for a Major Disaster Declaration without delay, so we can deliver the critical federal support necessary for families, businesses and our communities to rebuild and recover.”

    On Tuesday, September 24th, Congressman Dunn sent a letter to President Biden requesting a Pre-Landfall Emergency Declaration ahead of the storm, including a request for debris removal and emergency protective measures (Categories A and B). On Wednesday, President Biden approved the emergency declaration. However, this declaration fell short of authorizing the full Category A protective measures.

    Police investigating fatal Huon Highway crash

    Sunday, 29 September 2024 – 8:59 am.

    Sadly, a person has died following a single vehicle crash on the Huon Highway near Port Huon in the state’s south early this morning.
    Inspector John Pratt said police and emergency services were called to the scene about 4am, following reports of a crash.
    “Initial inquiries indicate the driver was travelling on the Huon Highway near Castle Forbes Bay, when the vehicle left the road and went down an embankment,” he said.
    “The circumstances leading up to the crash are being investigated by police and a report will be prepared for the Coroner.”
    “Anyone with information or relevant dash cam footage, is asked to contact police on 131 444.”
    “Our thoughts are with everyone involved.”

  • MIL-OSI New Zealand: Reforming the building consent system

    The Government is investigating options for a major reform of the building consent system to improve efficiency and consistency across New Zealand, Building and Construction Minister Chris Penk says.  

    “New Zealand has some of the least affordable housing in the world, which has dire social and economic implications. At the heart of the issue is unreasonably high building costs and a cumbersome consenting system which saps productivity and disincentivises growth and development.

    “The building consent system is intended to protect homeowners from defective building work by requiring work to be inspected and consented by a Building Consent Authority (BCA). 

    “There are currently 67 BCAs across the country, each with different practices and approaches. We have a single building code that is supposed to apply consistently to all building work nationally. However, there are many instances of builders submitting the exact same plans to different BCAs and finding considerable additional costs and delays result from differing interpretations of the building code.

    “This is especially challenging for large scale home builders and off-site manufacturers, along with modular and prefab builders, who work across regional boundaries. For example, in a recent survey of Master Builders Association members 80 per cent reported having to deal with multiple BCAs, and 66 per cent experienced delays.

    “The status-quo is not serving New Zealanders well. We need to incentivise innovative solutions that improve productivity and enable building at scale.

    “That’s why we are beginning discussion on options to replace the current BCA system.”

    The aim is to establish a more consistent and streamlined model, with options including:  

    1. Voluntary consolidation – allowing councils to group together to deliver building control functions. There are already a number of councils who are pooling some resources but barriers exist to full integration. This approach focuses on removing these barriers. 
    2. Regional BCAs – establishing a smaller number of relatively large regional BCAs to replace the current 66 district and city council BCAs. This approach focuses on improving consistency and forming entities with the critical mass to drive economies of scale. 
    3. Single point of contact – setting up a single point of contact for builders to submit plans to. Building inspection may be contracted out to existing BCAs or private consenting providers, creating competition and encouraging specialisation.

    “We are looking forward to receiving feedback from the sector and welcome suggestions for additional or hybrid options to deliver the desired outcomes.

    “As part of this work the Government will be looking at liability settings across the whole building system. 

    “Under the current settings, councils and their ratepayers are liable for defective work. Joint and several liability means councils can be ‘the last person standing’ available to foot the bill when things go wrong. This creates a highly conservative and risk averse approach, which contributes cost and draws out deadlines.

    “This work is in addition to reforms already underway to improve the existing building consent process, such as making it easier to build granny flats by removing consent requirements, increasing the uptake of remote inspections and removing barriers for the use of overseas building products.”

    • Deactivation of legacy EDGAR access codes, with the option to reset remaining until December 19, 2025.

    Union Minister of Commerce & Industry, Shri Piyush Goyal during his valedictory speech at the 2nd edition of Uttar Pradesh International Trade Show (UPITS) said that Prime Minister Shri Narendra Modi’s efforts in developing Uttar Pradesh will help the state reach US$ 1 trillion economy in the first phase. 

    Shri Goyal noted that the double engine Government of Uttar Pradesh led by Shri Yogi Adityanath under the guidance of the Prime Minister will help India become a US$ 5 trillion economy in the first phase, and will serve as a cornerstone for India to become a US$35 trillion economy and a ‘Viksit Bharat’ by 2047. Shri Goyal noted that the industrial and other proactive policies implemented by Shri Yogi Adityanath with the visionary goals of the Prime Minister has led the state to become a holistic model of development in the country.

    Highlighting the journey of Make in India program, Shri Goyal said that PM Modi’s vision to initiate this journey on September 25, 2014 to make India a domination nation at the global stage in manufacturing will produce employment and entrepreneur opportunities for the youth.

    Shri Goyal announced that a decision has been taken to celebrate the Anniversary of Make in India with the opening of the UP International Trade Show every year. The Government of India and the UP Government together have constantly prioritised making laws simpler and promote ease of doing business, he said.  He added that the Centre and the UP government in a joint effort are building an industrial smart city in Greater Noida and a total of 20 industrial smart cities are being developed across the country.

    Applauding the success of the trade show in its 2nd edition, Shri Goyal highlighted that over 2,500 exhibitors participated and over a lakh people have already attended in the four-day event from September 25-29, 2024. Shri Goyal further praised Shri Adityanath and the UP government for their efforts in skill development of the youth enabling provision of skilled and talented labour for the companies investing in the state. He said that because of this proactive initiative, migration from the state has significantly reduced with industries receiving a ready talent pool for efficient operations enabling them to expand their business and also making the state investor-friendly. UP government has been successful in not only a holistic development of the state but has also made progress in social infrastructure and human development, he said. 

    Shri Goyal explaining 4Ds – Decisive leadership, Demand, Demographic Dividend and a vibrant Democracy, said that huge investments have poured into Uttar Pradesh because of its implementation by the Centre and the state government.

    Highlighting the successes of first 100 days of PM Modi’s third term, Shri Goyal said that the decisions taken to benefit farmers, to increase minimum wages, build 3 crore homes under the PMAY scheme, provision for health expenditure up to Rs 5 lakh for citizens above 70 years, to built 12 more industrial smart cities and to provide employment to 4 crore youth by spending Rs 2 lakh crore over a period of five years will strengthen the society and benefit every part of the country.

    Speaking about the improvement from 142nd to 63rd in Ease of Doing Business rankings, Shri Goyal said that the continuous efforts led by the Government has led to rise of India’s rankings in Global Innovation Index to 39th spot out of 133 countries.  He continued that the ranking is reflective of the rise in patent filing in the country as well. The Intellectual Property Rights regime has vastly improved over the last decade. From 6,000 patents being filed in 2014 to 1 lakh patents filed last year, shows country’s growth in technology, he said.

    Emphasising the importance of maintaining quality in products, the Union Minister said that India is being recognised as a quality provider of goods and services. We have to ensure that the products we manufacture, the services we provide should be of high quality and buyers should receive this quality with Made in India products, he said.

    The Union Minister said that PM gave the vision of Zero Defect, Zero Effect and to make products of high sustainable quality is the need of this country and the world. He expressed hope that the youth, innovators, and startups with high quality, zero-defect production and sustainable manufacturing practices will propel India to world recognition. Manufacturing and selling of Made in India products within the country and abroad will reduce imports, boost MSMEs, help One District One Product scheme to grow and lead India to be technologically developed nation.

    A seminar, organised by the Telecom Disputes Settlement & Appellate Tribunal (TDSAT) on the theme “Mechanism for Resolution of Disputes in Telecom, Broadcasting & Cyber Sectors” in Goa today has called for vigorous outreach activities by all stakeholders to create awareness among the public about the availability of Adjudicating Officers (AO) for cybercrimes in every state, as the public is largely unaware of the provision to approach the AOs for compensation. Although the victims of cyber crimes file complaints with the cyber police, there is a lack of awareness about the existence of AOs in every state who can exercise jurisdiction over claims for damages up to Rs 5 cr, subject experts, who attended the seminar, said.

         

    The seminar, organised at Hotel Double Tree by Hilton in Arpora, North Goa, today, 28th September, 2024, was inaugurated by Justice Devendra Kumar Upadhyaya, Chief Justice, High Court of Bombay. In his inaugural address, Justice Upadhyaya highlighted the importance of tribunals and their origin in Indian legal system. He emphasized that the existence of subject experts along with judicial members in a tribunal strengthens the dispute resolution process in the given specialized sector.

    Justice Navin Chawla, Judge, High Court of Delhi, who was a special guest at the seminar, shared his experience as a practicing lawyer with the TDSAT before his elevation as judge. He highlighted the evolution of TDSAT in the course of the time.

    Justice D.N. Patel, Chairperson, TDSAT, in his Introductory address, talked about the jurisdiction of the TDSAT covering sectors like Telecom, Broadcasting, Cyber, Airport Tariff, Aadhaar, Personal Data Protection etc. and elaborated the kind of disputes that are raised before the TDSAT.

    Justice M.S. Karnik, Judge, High Court of Bombay at Goa, was the Guest of Honour. The seminar was also attended by Justice Kamal R. Khata, Judge, High Court of Bombay, and Justice Valmiki Menzes, Judge, High Court of Bombay at Goa.

    The Business Session was addressed by subject experts and lawyers comprising of Ms. Yashaswini B., IAS, Director, Department of Information Technology, Government of Goa, Adv Kunal Tandon, Adv Payal Kakra, Adv Vibhav Srivastava, Adv Tejveer Singh Bhatia, Adv Himanshu Dhawan, and Adv Jose Elmano Periera, President of Goa High Court Bar Association. Shri Meet Malhotra, Senior Advocate, moderated the session. The experts spoke various topics such as ‘IP TV – A Merger of Telecom and Broadcasting?’, ‘TDSAT’s Role in Ensuring Fair Practices and Quality Service in Broadcasting’, ‘Role of Regulations in Orderly Growth of Broadcasting and Cable Industry’, ‘Dispute Resolution under Cyber Law’, etc.

    Adv Kunal Tandon said that more awareness needs to be created among the public about the availability of the forum of Adjudicating Officers across all states for civil remedies to the victims of cyber offences. Adv Meet Malhotra, the moderator, suggested convening a conference of all AOs under the IT Act by the TDSAT to sensitize them and others regarding the availability of remedies to the victims of cyber offences.

    Justice D.N. Patel, Chairperson, TDSAT, suggested that a mechanism needs to be drawn where registration of any FIR by cyber police station against any cyber offence must be reported to the IT Secretary of the State who also happens to be the Adjudicating Officer under IT Act for consideration of civil remedy to the cyber offence complainant.

    Telecom Lawyers’ Association President Adv Manjul Bajpai, members of the local judiciary, office bearers of the TDSAT, lawyers and representatives of the State government, were also present at the seminar.

    As part of the ongoing Swachhata Hi Seva (SHS) 2024 campaign, Union Minister for Jal Shakti, Shri C.R. Paatil visited the Rajnandgaon district of Chhattisgarh today. His visit was aimed at observing the significant progress and implementation of various sanitation and water conservation initiatives under the Swachh Bharat Mission Grameen (SBM-G), reinforcing the importance of sustaining cleanliness efforts in rural India.

    The ongoing Swachhata Hi Seva (SHS) 2024 campaign, with its theme of ‘Swabhaav Swachhata, Sanskaar Swachhata’, is being held from 17th September to 1st October. The campaign will be culminating with Gandhi Jayanti on 2nd October, which is also the 10th anniversary of the Swachh Bharat Mission. The SHS campaign focuses on behavioral change and community participation to maintain cleanliness and sanitation across India.

    In his opening address, the Shri Paatil highlighted, “Under the inspiring leadership of Prime Minister, Shri Narendra Modi, we are entering a new chapter in the Swachhata journey. As we approach 2nd October, a day marking 10 years of the Swachh Bharat Mission, we should all do our bit by participating in Shramdaan in our villages and towns. Our collective efforts over the past decade have transformed the sanitation landscape of India. Chhattisgarh, like the rest of the country, has played a pivotal role in this transformation, and today I urge everyone to continue their dedication as we move forward with renewed commitment and energy.”

    Key SHS 2024 Activities in Chhattisgarh:

    • 5,631 Cleanliness Target Units (CTUs) planned, with 2,071 transformed CTUs involving 1.3 lakh volunteers.
    • 29,951 Swachhata Mein Bhagidari events, with over 10.48 lakh participants, fostering community ownership of local sanitation systems.
    • Over 32,000 sanitation workers benefited from health camps, and 26,000 sanitation workers were provided with PPE kits through 2,332 SafaiMitra Suraksha Shivirs.

    Chhattisgarh’s Sanitation Progress:

    • 67% villages declared ODF Plus Model.
    • 73% villages have arrangements for Solid Waste Management.
    • 94% villages have Liquid Waste Management systems in place.
    • Chhattisgarh has achieved ODF Plus Model status for 13,033 villages, with a goal to declare all villages ODF Plus by December 2024.

    During the visit, Shri Paatil witnessed firsthand the innovative waste-to-art installations created by the local community, the transformative impact of Cleanliness Target Units (CTUs), and the successful ‘Ek Ped Maa ke Naam’ tree plantation initiative. The ‘Mission Jal Raksha’ programme, aimed at water conservation, was highlighted with the Minister inspecting the percolation tank site in Barga village, showcasing local efforts to preserve and replenish water resources.

    A notable highlight was the declaration of Rajnandgaon and Dongargaon blocks as ODF Plus Model blocks, underscoring the district’s commitment to Sampoorna Swachhata and waste management.

    The Union Minister also inaugurated the Faecal Sludge Treatment Plant (FSTP) in Baghara, which was a significant step towards sustainable waste management. He also visited the Plastic Waste Management Unit (PWMU) in Amlidih village, where he interacted with Swachhata Didis, sanitation workers leading local cleanliness efforts.

    This visit by Union Minister demonstrates the government’s ongoing resolve to make the vision of a Sampoorna Swachh Bharat a permanent reality. The Swachhata Hi Seva 2024 campaign continues to unite communities in their mission towards a cleaner and more sustainable India.

    A national-level fair dedicated to Divyangjan, the 20th Divya Kala Mela, has been inaugurated today at Pune. It is being organized by the Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice and Empowerment, Government of India. The event was graced by the Hon’ble Governor of Maharashtra, Shri C.P. Radhakrishnan, Union Minister for Social Justice and Empowerment, Dr. Virendra Kumar, and MP Shri Rang Appa Barne.

     

    In this fair, the National Handicapped Finance and Development Corporation (NHFDC), under its various schemes, has sanctioned loans worth ₹2 crore to Divyangjan, offering them the opportunity to expand their businesses. Additionally, motorized tricycles were distributed to eligible participants, furthering the government’s commitment to improving mobility for Divyangjan.

     

    Governor Shri C.P. Radhakrishnan praised the talent and resilience of Divyangjan, stating, “For the inclusive development of our society, it is essential that we celebrate and support these gifted Divyang entrepreneurs and artists. Their contributions help build a stronger, more inclusive India.” The Governor also highlighted the financial empowerment schemes offered by NHFDC, which provide loans ranging from ₹50,000 to ₹50 lakh at an interest rate of 4% to 9% annually for income-generating activities. These loans are facilitated through NHFDC’s state channelizing agencies, Punjab National Bank, and regional rural banks across India.

     

    During his address, Union Minister Dr. Virendra Kumar emphasized the significance of the Divya Kala Mela as a platform for marketing Divyangjan products, underscoring how these fairs contribute to the social and economic empowerment of Divyangjan. “These fairs offer a unique opportunity for Divyangjan to exhibit their skills, creativity, and entrepreneurial spirit. To date, around 1,450 participants have taken part in Divya Kala Melas across the country, collectively generating over ₹11.5 crore in revenue. Loans exceeding ₹10 crore have been sanctioned to foster the growth of Divyang businesses,” the Minister stated.

     

     

    The Minister further shared that employment fairs are now being held alongside the Divya Kala Mela, offering greater opportunities for Divyangjan. Of the 1,400 participants screened so far, 370 have been shortlisted, and more than 100 have already received job offers. “In the near future, Divyangjan will find employment in reputable organizations and companies, further advancing their integration into the workforce,” he added.

    Following the successful organization of 19 such Melas across the country, the event aims to empower Divyangjan by providing them with a platform to showcase their talents and entrepreneurial skills. These national fairs, known as Divya Kala Mela, are part of a larger plan to organize similar events in other major cities in the coming months. Each fair prioritizes local Divyangjan, with Maharashtra’s own Divyang artisans and entrepreneurs being highlighted in this Pune edition.

    The Divya Kala Mela is a testament to the government’s effort to economically empower Divyangjan, transforming them into self-reliant entrepreneurs and skilled craftsmen. Allotted stalls are provided free of cost to ensure that Divyangjan can present their work on prestigious platforms in metropolitan areas. More than 100 Divyang artisans, entrepreneurs, and artists from 18 states and union territories are showcasing their products, crafts, and talents at this year’s event.

    Visitors to the fair can not only purchase handmade goods from Divyang entrepreneurs but also indulge in an array of culinary delights from across India. Each evening, from 6 to 9 PM, vibrant cultural performances by Divyang artists are being held, featuring talent from both across India and local Pune artists. The Divya Kala Mela will run until 6th October 2024. The fair is open to all with free entry. On the closing day, a special performance, Divya Kalashakti, will be presented by Divyang artists from across the country, showcasing their remarkable talents.

    The Mela features a total of 60 stalls, along with cultural performances from Divyang artists. These national-level fairs are creating pathways for the global recognition of the skills and capabilities of Divyangjan. An employment fair has also been organized as part of the event, further enhancing opportunities for Divyangjan. Visually impaired artist Rajiv Ranjan hosted the event as anchor, while Shri Naveen Shah, CMD of NHFDC, delivered the vote of thanks.

    A mega 7,000-km long ‘Vayu Veer Vijeta’ car rally from Thoise in Ladakh to Tawang in Arunachal Pradesh is being organised to mark the 92nd anniversary of Indian Air Force (IAF) on October 08, 2024. Raksha Mantri Shri Rajnath Singh will give a warm send-off to the rally from the National War Memorial, New Delhi on October 01, 2024, before it is formally flagged-off from Thoise, one of the world’s highest altitude air force station at 3,068m above mean sea level, on 8th October. The rally will culminate at Tawang on October 29, 2024.

    The aim of the rally, organised by IAF in coordination with the veterans of Uttarakhand War Memorial, is to raise awareness among the people about the glorious history of IAF; the deeds of valour of the air warriors in different wars & rescue ops; and attract the youth to serve the motherland. Fifty-two (52) air warriors, including women, will be behind the wheels during this mega car rally, which will also witness the participation of former Air Force Chiefs in different legs. Enroute, the air warriors will have 16 halts comprising interactions with students in various colleges and universities. The IAF’s Adventure Cell is leading and coordinating the rally.

    Union Minister of State (Independent Charge) for Ayush Shri Prataprao Jadhav conducted an inspection of the Ministry’s premises and actively participating in various Swachhata activities as part of the ongoing Swachhata Hi Seva 2024 Campaign on 27th September. This initiative reinforces the Ministry’s commitment to cleanliness and hygiene, a key priority under the Government’s Swachh Bharat Mission.

    On this occasion, Shri Prataprao Jadhav said, “Participating in the Swachhata Hi Seva campaign by personally cleaning the ministry was a humbling and rewarding experience for me. It reinforced the belief that true leadership is about leading by example. Swachhata Hi Seva is not just a campaign but a collective responsibility. Every small effort counts, and together, we can build a cleaner, healthier India.”

    The Ministry of Ayush, in alignment with the national campaign, has organized a total of 545 events, ensuring widespread public engagement and participation. Key highlights of the campaign so far include:

    • Swachhata Mein Jan Bhagidari: 255 events have active involvement from the general public.
    • CTU (Cleaning and Tidying Units) : A total of 102 units were organized to maintain cleanliness across different areas.
    • Safai Mitra Shivir (Cleanliness Workers Camps): 188 camps are being successfully organized to support and recognize the efforts of Safai Mitras (cleanliness workers).

    In addition to the Swachhata Hi Seva Campaign, the Ministry is also actively contributing to Special Campaign 4.0, focusing on a range of activities aimed at improving cleanliness and overall efficiency within the ministry. The targets achieved as of 27th September 2024 include:

    1. Cleanliness Campaigns Conducted: 50
    2. Public Grievances Resolved: 43
    3. Record Management Activities Completed: 1473

    The  Minister’s participation in today’s events underscores the Ministry’s dedication to maintaining cleanliness and fostering public engagement through a series of well-coordinated events under the Swachhata Hi Seva initiative.

    The Ministry of Ayush remains committed to sustaining cleanliness efforts and contributing to the broader objectives of the Swachh Bharat Mission through collaborative and participatory measures.

    The Department of Agriculture and Farmers’ Welfare is participating vigorously in the Swachhata Hi Seva, 2024 campaign being observed from 17th September to 2nd October with the theme of ‘Swabhav Swachhata – Sanskaar Swachhata’ along with all its subordinate/attached/autonomous bodies/Public Sector Undertaking/field offices spread all over the country.

    As part of “Swachhata Hi Seva-24” activities, under “Safai Mitra Suraksha Shivir” theme, the Department of Agriculture & Farmers’ Welfare in collaboration with National Seeds Corporation Ltd. organised a health check-up camp today for the Safai Mitras in Krishi Bhawan, New Delhi.

    The Safai Mitras are an integral part of the ecosystem and provide a healthy and clean environment to work in. Considering the important role in the larger well-being of the department, the Department of Agriculture & Farmers’ Welfare organised a wellness camp for the Safai Mitras to ensure their well-being. Over 150 Safai Mitras participated in the health check-up camp in which important advice were given to take care of the health.

    Further health check-up comprising of  Complete Blood Count (CBC), Liver Function Tests (LFTs), Kidney Function Tests (KFTs), Lipid Profile Tests, Thyroid Profile Tests, Random Blood Sugar Test were given to all the Safai Mitras. 

    All the Safai Mitras in Krishi Bhawan participated in the health check-up camp enthusiastically.

    Shri Sonowal highlights Assam’s progress under PM Modi’s leadership to visiting Gujarat journalists

    The Union Minister for Ports, Shipping, and Waterways, Shri Sarbananda Sonowal, today felicitated journalists from Gujarat at a special event in Dibrugarh, marking the conclusion of a six-day media tour from Gujarat to Assam. The tour, organized by the Press Information Bureau, aimed to foster a deeper understanding of Assam’s development and cultural heritage.

    In his address, Shri Sonowal highlighted the remarkable progress Assam and the North Eastern region have achieved under the leadership of Prime Minister Shri Narendra Modi. He emphasized the broad spectrum of development, covering sectors such as infrastructure, healthcare, education, agriculture, and connectivity. “Under PM Modi’s vision, the North East has been at the forefront of national development. This growth is evident in sectors such as roads, waterways, railways, airports, and digital infrastructure,” he remarked.

    Shri Sonowal also underscored the significant strides in the development of inland waterways in Assam and across India, citing it as a game-changer for regional connectivity and economic development. “The Brahmaputra River, as part of India’s inland waterway network, is not only connecting the people of Assam but also boosting trade, tourism, and job creation across the entire country,” the Minister stated.

    The Minister further emphasized the importance of recognizing and preserving Assam’s rich history and cultural heritage. He pointed to initiatives such as the recent addition of Charaideo Moidams to the UNESCO World Heritage Sites as well as the national celebration of the 400th anniversary of the Ahom-General Lachit Borphukan.

    The six-day tour allowed the Gujarat media delegation to witness Assam’s progress firsthand. They visited important cultural and historical landmarks, including the iconic Kamakhya Temple, the Purabi Dairy facility, the historical town of Sivasagar, and Charaideo Moidams, known for its royal burial grounds. They also explored the rich textile heritage of Sualkuchi and natural beauty of Kaziranga National Park.

    In closing, Shri Sonowal appreciated the role of the media in building bridges between states and fostering mutual understanding. He praised the efforts of the visiting journalists in showcasing Assam’s development journey to the people of Gujarat and the rest of the country.

    The event concluded with a felicitation ceremony, where Shri Sonowal honored the journalists for their contributions to journalism and for strengthening ties between Assam and Gujarat.

    Shri Rameswar Teli, Rajya Sabha MP; Shri Prasanta Phukan, MLA Dibrugarh and representatives of PIB Guwahati and Ahemdabad were also present.
