    Stoodley man charged over evade, hooning

    Friday, 24 January 2025 – 1:30 pm.

    A 19-year-old Stoodley man has been charged in relation to evade police and hooning matters that occurred in the Kentish area on two occasions in January.
    On Saturday 18 January, members of Latrobe Police Station were on mobile patrol on Buelah Road, Stoodley, when they observed a grey Ford Falcon Sedan conducting a large burn out.
    Police attempted to intercept the vehicle, when the driver evaded police.
    A search warrant was subsequently executed at a residence in Stoodley, where the vehicle was located.
    The 19-year-old driver was charged with multiple offences and bailed to appear in the Devonport Magistrates Court in April.
    The man’s vehicle was clamped for a period of 28 days.
    As part of the investigation, the man was also charged in relation to a separate hooning matter on Railton Road and Native Rock Road at Railton on New Year’s Day.
    Sergeant Jeremy Williams said police remained committed to road safety and continued to conduct high-visibility patrols.  
    “It is disappointing when drivers not only put their own lives at risk, but the lives of other road users,” he said.
    “Tasmania Police has zero tolerance when it comes to hooning offences and this type of driving behaviour is unacceptable.

  • MIL-OSI Australia: Arrest – Domestic violence and firearm offences – Johnson

    The Northern Territory Police Force have arrested a 30-year-old male in relation to domestic violence offences on Thursday afternoon.

    Around 10am Thursday, police received intelligence that a male who was allegedly involved in a domestic violence assault the previous day, Wednesday 22 January 2025, was in possession of a firearm and driving through the Palmerston area.

    Territory Safety Division (TSD) members attended the male’s residence on Tarakan Court, established a cordon, and the 30-year-old male was arrested. During a lawful search of the unit, officers located and seized a quantity of illicit substances.

    A subsequent search of the offender’s vehicle located a firearm and ammunition, which were also seized.

    The firearm was not used during either incident.

    The offender remains in police custody, with charges expected to follow. Investigations are ongoing.

  • MIL-OSI Security: Federal Jury Finds Hopkinsville, Kentucky Man Guilty of Methamphetamine and Fentanyl Distribution Conspiracy and Money Laundering

    Paducah, KY – Today, following a three-day trial, a federal jury convicted a Hopkinsville, Kentucky, man of conspiring to possess with the intent to distribute methamphetamine and fentanyl, as well as seven counts of money laundering.

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge Jim Scott of the DEA Louisville Field Division, U.S. Postal Inspector in Charge Lesley Allison, of the USPIS Pittsburgh Division, Special Agent in Charge Karen Wingerd, of the Internal Revenue Service Criminal Investigations Cincinnati Field Office, Special Agent in Charge Shawn Morrow of the Department of Alcohol, Tobacco, Firearms, and Explosives Louisville Field Division, and Chief Jason Newby of the Hopkinsville Police Department made the announcement.

    According to court documents and evidence presented at trial, between May 20, 2020, and January 22, 2022, Robert Blaine, 46, of Hopkinsville, Kentucky conspired with Roderick Tutt and Jessica Ochoa to possess with the intent to distribute over 50 grams of methamphetamine and over 400 grams of a fentanyl mixture. During that time frame, Blaine wired money to Ochoa as payment for the drugs and in furtherance of the overall conspiracy. Blaine also mailed a box containing $36,960 in U.S. currency to Ochoa that he obtained from proceeds of illegal drug sales. On January 21, 2022, Blaine arranged for Tutt to travel to Arizona to pick up fentanyl and methamphetamine from OchoaTutt was supposed to bring the drugs back to Blaine in Hopkinsville. Tutt was arrested on the way back to Hopkinsville with 2,059 fentanyl pills and approximately 8 kilograms of methamphetamine.     Blaine has numerous prior drug trafficking convictions.

    On July 20, 2023, Roderick Tutt, 36, of Hopkinsville, Kentucky, and Jessica Ochoa, 40, of Phoenix, Arizona pled guilty to conspiring with Blaine to possess with the intent to distribute over 50 grams of methamphetamine and 400 grams of a mixture and substance containing fentanyl. Ochoa also pled guilty to seven counts of money laundering. Tutt and Ochoa are scheduled for sentencing on March 25, 2025, before a United States District Judge for the Western District of Kentucky.

    Blaine is scheduled for sentencing on May 5, 2025, and remains in federal custody pending sentencing. He faces a mandatory minimum sentence of 25 years and a maximum sentence of life in prison. A federal district court judge will determine the sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.

    This case was investigated by the DEA Paducah Post of Duty, the United States Postal Inspection Service, the Internal Revenue Service Criminal Investigations Division, ATF – Louisville Division, and the Hopkinsville Police Department, with assistance from the FBI Louisville Field Division, the Tonto Apache Police Department, and the DEA – Phoenix Division.  

    Assistant United States Attorney Leigh Ann Dycus, of the U.S. Attorney’s Paducah Branch Office, prosecuted the case with assistance from paralegal Cristy Crockett.

    This effort is part of an Organized Crime Drug Enforcement Task Force (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     South Australia Police will conduct three road safety operations during the Australia Day long weekend, bringing a strong police presence focused on targeting road safety offences statewide.

    Traffic Services Branch Officer in Charge Superintendent Shane Johnson warns road users not to take risks on the road.

    “Police will have a strong presence across South Australia with Operation Safe Long weekend, Operation Safe Hills and Operation Stop Drink Drug Drive,” said Superintendent Johnson.

    “The Australia Day long weekend has historically marked a busy season on South Australian roads with people commuting for holidays and traveling to events.

    “In addition, the Tour Down Under is still attracting an increased number of cyclists on the roads.

    “Our long weekend operations will cover proactive detection activities for drink and drug driving, speeding, distracted driving and illegal mobile phone use, non-use of seatbelts and dangerous driving.

    “Drivers should share the road with cyclists safely by checking blind spots frequently, signal clearly and early, respect bike lanes and maintain a safe distance from cyclists.

    “Road safety offenders risk heavy penalties, but more importantly, they risk the loss of life or serious injury – a lasting tragedy for the families and communities left behind. It’s imperative we do our part to keep roads safe for ourselves and others.”

    During the 2024 Australia Day long weekend there was one life lost and 14 serious injuries.

    Police will have a strong presence in the city on Sunday to ensure community safety as six major events coincide.

    Police have been working with event organisers within the Adelaide CBD with the bulk of events taking place between Elder Park, King William Road and Victoria Square.

    Commissioner of Police Grant Stevens said tens of thousands of people are expected in the city throughout the day.

    “Police will have additional resources to ensure public safety and the capacity to boost numbers if needed,” Commissioner Stevens said.

    “Everyone has the right to participate in these activities safely and police will have a highly visible presence in all parts of the city and North Adelaide to ensure this occurs.

    “While SAPOL supports the right for peaceful protest and freedom of expression, police will have zero tolerance for anti-social, racist or violent behaviour.

    “For those events which have not been planned in conjunction with police, any inflammatory conduct or criminal offending will be dealt with quickly to ensure public safety.”

    Starting the day with a Morning of Mourning at Elder Park from 7:30am the Women’s Tour Down Under (TDU) race will kick off nearby on King William Road at 10am. Survival Day 2025 events will be held at Victoria Square, with a march down King William Street at 11 and events continuing at the Square. The Men’s TDU will be held from 1:30pm and Aus Lights on the River, including the Respecting Country Parade will begin at 5pm.

    “Many of the events will occur in the Declared Public Precinct, meaning police can conduct a metal detector search of a person and any property in their possession for the presence of weapons,” Commissioner Stevens said.

    Police also have the power to:

    • carry out general drug detection in relation to any person within the precinct,
    • order a person or group posing a risk to public safety to leave the declared public precinct
    • ban a person who commits an offence of a kind that may pose a risk to public safety and order or behaves in an offensive or disorderly manner within the precinct (for up to 24 hours).
    • remove children from the declared public precinct who are in danger of physical harm or abuse, behaving in an offensive or disorderly manner, or otherwise committing or about to commit an offence.

    Road closures will be in place to ensure the safety of pedestrians and cyclists, so motorists are encouraged to check www.traffic.sa.gov.au

  • MIL-OSI Security: Suspect Wanted on Double Homicide and Failure to Appear on Drug Charges Arrested in New York City

    Martinsburg, WV – On June 5, 2024, a warrant was issued out of Berkeley County for Manuel Ernest Watson Gordon,33, of Hagerstown, Maryland. The warrant charged Watson Gordon with failure to appear on charges of distribution of Fentanyl and Cocaine.

    The charges were a result of an undercover purchase of narcotics in September of 2023 conducted by the Eastern Panhandle Drug and Violent Crimes Task Force.

    On July 26, 2024, the Berkeley County Prosecutor’s Office requested the assistance of the U.S. Marshals Mountain State Fugitive Task Force in apprehending Watson Gordon. Investigators quickly learned Watson Gordon was wanted by the Hagerstown Police Department in Maryland for a double homicide. The charges stem from a shooting on Washington Street in July of 2024.

    The task force searched for Watson Gordon in West Virginia, Pennsylvania and Maryland. At the end of 2024, information was developed Watson Gordon may have returned to New York where his family was originally from. The USMS requested the assistance of the Marshals Service New York and New Jersey Regional Fugitive Task Force to help locate Manuel Watson Gordon.

    On January 23, 2025, members of the task force located and arrested Manuel Watson Gordon in the unit block of Main Street, Yonkers, New York without incident.

    “Federal, and local law enforcement agencies in West Virginia, Maryland and New York working together were able to develop a location for this violent offender,” said Acting U.S. Marshal Terry Moore. “This arrest is a great example of how the Marshals Service’s partnerships with state and local agencies give these fugitives no place to hide.”

    Agencies involved in the search for Watson Gordon were: U.S. Marshals Service, Berkeley County Sheriff’s Office, Hagerstown Police Department, Martinsburg Police Department, and the Eastern Panhandle Drug and Violent Crimes Task Force.

    Watson Gordon is currently being held in Yonkers, New York and will be extradited to West Virginia and Maryland. Additional information on this case may be obtained from the Berkeley County Prosecutor’s Office in Martinsburg, West Virginia, or the Hagerstown Police Department in Maryland.

  • MIL-OSI Security: Florida Homicide Suspect Captured in Vail

    Denver, CO – The U.S. Marshals Service’s Colorado Violent Offender Task Force (COVOTF), along with the Vail Police Department, located and arrested a Florida homicide suspect Wednesday evening in Vail.

    Aldo Armijos-Castillo, 32, is wanted by the Manatee County (FL) Sheriff’s Office on a felony arrest warrant for murder by person engaged in burglary in connection to a Dec. 26, 2024 home invasion in Bradenton, Florida that left one man dead. A warrant for Armijos-Castillo’s arrest in that case was issued on Jan. 6. 

    Investigators with the U.S. Marshals Service’s Florida-Caribbean Regional Fugitive Task Force in Tampa recently developed information indicating Armijos-Castillo had fled Florida and was traveling to California. On Jan. 22, that information was relayed to the U.S. Marshals Service’s Colorado Violent Offender Task Force who picked up the investigation. COVOTF investigators learned Armijos-Castillo was travelling by bus westbound on I-70, but was delayed due to a large traffic accident near Vail.

    COVOTF Task Force Officers from the Colorado Bureau of Investigation in Grand Junction then contacted the Vail Police Department (VPD) for assistance. VPD officers along with members of their SWAT team were able to locate and positively identify Armijos-Castillo and safely take him into custody.

    Armijos-Castillo was transported to the Eagle County Jail where he was booked on the outstanding homicide warrant from Florida. He is currently awaiting extradition.

    The success of this arrest represents a culmination of extensive cooperative investigative efforts between the U.S. Marshals Florida-Caribbean Regional Fugitive Task Force, U.S. Marshals Colorado Violent Offender Task Force, Colorado Bureau of Investigation, Vail Police Department, Colorado State Patrol, and Manatee County Sheriff’s Office. 

    The Colorado Violent Offender Task Force is a multi-jurisdictional fugitive task force that targets the most violent offenders to include those wanted for murder, assault, sex offenses, and other serious offenses throughout the state and country.  Nationally, the U.S. Marshals Service fugitive programs are carried out with local law enforcement in 94 district offices, 58 local fugitive task forces, eight regional task forces, as well as a growing network of offices in foreign countries.

    “The legal term, ‘actively engaged in farming’ is not being enforced. We have too many people on Wall Street getting farm payments that shouldn’t be getting them… You ought to have dirt under your fingernails if you’re going to get payments from the taxpayers for your farming operation. I expect the term ‘actively engaged’ to be fully enforced.

    “There can be tremendous savings to the taxpayers… if you put a cap on what one farmer can get from the farm program, so we aren’t subsidizing big farmers to get even bigger.”

    WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) and Sen. Jon Ossoff (D-Ga.) today reintroduced the Justice for Murder Victims Act. The bipartisan bill would strike down the “year-and-a-day” rule, a 13th century legal precedent that prohibits a defendant from being prosecuted for murder if their victim dies more than a year-and-a-day after the date of their assault. The bill passed the Senate unanimously in the 118th Congress.

    “Murderous criminals shouldn’t get off the hook because modern medicine prolonged the lifespan of their victim. Our bipartisan bill will eliminate the medieval “year-and-a-day” rule to ensure justice is served, violent criminals are held accountable and families get the closure they deserve,” Grassley said.

    “Murderers and violent criminals must be held accountable,” Ossoff said.?“Senator Grassley and I are introducing bipartisan legislation to help secure justice for homicide victims and their families.”

    The Justice for Murder Victims Act is endorsed by the National District Attorney’s Association, the Iowa County Attorney’s Association, the National Organization of Parents of Murdered Children, the Federal Law Enforcement Officers Association, the Major County Sheriffs of America, the Murder Accountability Project, the Association of Prosecuting Attorneys and the Major Cities Chiefs Association.

    Background:

    The “year-and-a-day” rule is a legal principle that bars prosecution for homicide in cases where the victim dies more than 366 days after the attack. However, modern medicine and advances in life support technology have helped more victims of homicide live past the set 366-day mark. Many states have already abolished the antiquated rule due to modern developments. The Justice for Murder Victims Act would amend existing federal law to ensure there’s no maximum prosecutorial time period between the assault and death of a victim.

    Tasmania Police is launching a new taskforce in the Northern District, proactively targeting crime reduction, recidivist and youth offenders.
    Taskforce Raven will commence on Monday 3 February with members to be based out of Launceston Police Headquarters.
    Northern District Commander Marco Ghedini said while the taskforce will proactively focus on youth and recidivist offenders, police will continue to conduct routine high-visibility patrols across the district.
    “Everyone deserves to feel safe in our community, and we know that there is a small number of people who are responsible for the majority of crime committed. This taskforce will actively target recidivist offenders,” he said.
    “We have seen previous success in the district with Taskforce Viper, and we are confident we will continue to see that same success through Taskforce Raven.”
    “We know there have been concerns in the community about youth crime, and anti-social and unlawful behaviour, particularly within the CBD. This task force is one of a number of strategies that should provide the community with reassurance that we are continuing to proactively target known offenders to make our community safer for everyone.”

         With regard to the 2025 Lunar New Year Fireworks Display to be held on January 30, the Marine Department (MD) will implement marine traffic control and strengthen the inspection of spectator vessels on the event day to ensure that safety requirements are met.         A Closed Area in the waters off the Hong Kong Convention and Exhibition Centre in Wan Chai, where barges for the fireworks display are to be anchored, will be established from 2pm to about 10.30pm on the event day. A Restricted Area will be established in the Central Harbour from 7pm to about 9pm on the event day. Other than authorised vessels, no vessels will be allowed to enter these two areas. Scheduled ferry vessels with permission may continue services until 7.40pm.      Spectator vessels may stay inside the Specified Area, excluding the Restricted Area and the Closed Area, for viewing from 6pm to 9pm (the specified period) on the event day. To enhance marine safety during this major event at sea, coxswains of spectator vessels in the Specified Area during the specified period must ensure that children on board are accompanied by an adult and wear a lifejacket at all times. Coxswains must also keep a passenger and crew list on board for emergency purposes. The MD will step up vessel inspections. If any vessel fails to meet these requirements, the department will initiate prosecution.      In addition, to ensure that vessels disperse in an orderly manner, the Eastern and Western Cordon Lines of the Restricted Area will be lifted in stages after the event. The Western Cordon Line will be lifted first at about 9pm. Spectator vessels behind the Western Cordon Line and those wishing to move east must follow the instructions of officers from the MD and the Police at the scene. The Eastern Cordon Line will be lifted later, depending on traffic conditions in Victoria Harbour. It is anticipated that the Restricted Area will be lifted by about 9.15pm on the event day.      For landside crowd control, the public landing steps No. 4 to 6 at Kowloon Public Pier will be closed temporarily from 6am to midnight, and the public landing steps No. 1 to 3 will be closed temporarily from 6pm to about 9pm. Other public landing steps within the Restricted Area will be closed temporarily from 6.30pm to about 9pm. Buffer zones at Kowloon Public Pier, Kwun Tong Public Pier and Central Piers 9 and 10 will be established immediately after the event for the safe and orderly disembarkation of passengers.      Officers from the MD and the Police will also maintain order at major landing facilities after the event. To ensure smooth disembarkation, coxswains and crew members should remind passengers to pack their personal belongings early before the vessels arrive alongside the landing steps and assist passengers in disembarking. Coxswains and passengers should follow the instructions of the MD and the Police at the scene.      The MD and the Marine Police will also strengthen law enforcement, especially concerning life-saving appliances, speeding and overloading. Coxswains and persons-in-charge of vessels should check again and reconfirm that the operating licence, the certificate of survey and the third-party risk insurance are valid before setting sail, and that relevant crew members are not under the influence of alcohol or drugs.      MD Notice No. 14 of 2025 on marine traffic control and safety measures has been issued and is available for viewing on the MD’s website (www.mardep.gov.hk).

         Police will implement crowd safety management measures and special traffic arrangements to facilitate worshippers visiting Che Kung Temple in Sha Tin during the Che Kung Festival period.

    Crowd safety management measures

         A large crowd is anticipated to visit Che Kung Temple and Che Kung Festival Fair during the Lunar New Year period. Depending on the crowd conditions, one-way pedestrian flow may be implemented at MTR Tai Wai Station and in the vicinity of Che Kung Temple, including Che Kung Miu Road and Chui Tin Street, between 11pm on January 28 and 8pm on Feberuary 2 to ensure public order and safety. Members of the public are urged to observe order and be patient while waiting in a queue.

    Special traffic arrangements
    —————————-

    A. Road closure

         The following roads will be closed from 8pm on January 28 to 8pm on February 2:

    – The slow lane of westbound Che Kung Miu Road between Sha Tin Tau Road and Chui Tin Street;
    – The right-turn lane of westbound Che Kung Miu Road between Chui
    Tin Street and near Che Kung Temple;
    – The slow lane of northbound Chui Tin Street between Che Kung Miu
    Road and the entrance of Sun Chui Estate near Sun Fong House; and
    – The slow lane of southbound Chui Tin Street between Che Kung Miu
    Road and the entrance of Sun Chui Estate near Sun Fong House.

    B. Traffic diversions

         The following traffic diversions will be implemented from 8pm on January 28 to 8pm on February 2:

    – Traffic along westbound Che Kung Miu Road cannot turn left to Chui Tin Street;
    – Traffic along westbound Che Kung Miu Road cannot turn right to the private road of The Wai;
    – Traffic along southbound Chui Tin Street cannot turn left to the road leading to the public car park at Chui Tin Street near Che Kung Temple;
    – Traffic along northbound Chui Tin Street cannot turn right to the road leading to the public car park at Chui Tin Street near Che Kung Temple;
    – Traffic along southbound Chui Tin Street cannot turn right to the entrance of Sun Chui Estate near Sun Fong House;
    – Traffic along northbound Chui Tin Street cannot go straight to the private road of The Wai;
    – Traffic along westbound Che Kung Miu Road heading for southbound Chui Tin Street and the private road of The Wai will be diverted via westbound Che Kung Miu Road, roundabout and eastbound Che Kung Miu Road;
    – Traffic along southbound Chui Tin Street heading for the entrance of Sun Chui Estate near Sun Fong House will be diverted via southbound Chui Tin Street, westbound Chui Tin Street, roundabout, eastbound Chui Tin Street and northbound Chui Tin Street; and
    – Traffic along northbound Chui Tin Street heading for the private
    road of The Wai will be diverted via westbound Che Kung Miu Road, roundabout and eastbound Che Kung Miu Road.

    C. Cycle track closure

         The following cycle tracks will be closed from 8pm on January 28 to 8pm on February 2:

    – The cycle track along Tsuen Lam Road between Tai Wai Road and the western riverside of Shing Mun River Channel;
    – The cycle track along the western riverside of Shing Mun River
    Channel between Tai Wai Soccer Pitch and Che Kung Miu Road;
    – The cycle track along the eastern riverside of Shing Mun River
    Channel between Tai Wai Soccer Pitch and Man Lai Court;
    – The cycle track connecting the eastern and western riverside of Shing Mun River Channel near Block 1 of Man Lai Court;
    – The cycle tracks along both sides of Che Kung Miu Road between
    Chui Tin Street and Sha Tin Tau Road;
    – The cycle track inside the subway system at the junction between Che Kung Miu Road and Chui Tin Street;
    – The cycle track inside the subway system at the junction between Che Kung Miu Road and Sha Tin Tau Road;
    – The cycle track along southern kerbside lane of Che Kung Miu Road between Chui Tin Street and Island School Tai Wai; and
    – The cycle tracks along both sides of Chui Tin Street between Che Kung Miu Road and the unnamed road leading to public car park near Che Kung Temple.

         During the cycle track closure period, cyclists may use the cycle track along the northern riverside of Shing Mun River Channel between Lion Rock Tunnel Road and Shing Wan Road commuting to and from Sha Tin.

    D. Suspension of car parks

         The public car park at Chui Tin Street near Che Kung Temple will be suspended from 6am on January 28 to 8pm on February 2, and from 7am to 6pm daily on February 8, 9, 15 and 16, except for vehicles with permit.

         The public car park at Chui Tin Street near Greenview Garden will be suspended from 6am on January 28 to 8pm on February 2, except for vehicles with permit.

         Members of the public are advised to make use of public transport to visit Che Kung Temple and Che Kung Festival Fair.

         During the implementation of the special traffic arrangements, any vehicles found illegally parked within the precincts mentioned above will be towed away without prior warning, and may be subject to multiple ticketing.

         Police will implement the above arrangements subject to traffic and crowd conditions in the area. Members of the public are advised to exercise tolerance and patience and take heed of instructions of the Police on site.

  • MIL-OSI Security: Detectives investigating a rape in Westminster release E-FIT of man they want to identify

    Detectives investigating a rape in Westminster have released an E-FIT image of a man they are working to identify.

    On Tuesday, 14 June 2022, a woman reported walking alone along Bradiston Road, W9, when a car, believed to be a dark coloured Audi A3, stopped at the junction ahead of her.

    An unknown man pushed the woman from behind into the vehicle, then drove away with her inside before raping her.

    After the assault the woman was pushed back out of the vehicle not far from where she’d been picked up.

    The incident happened at 21:00hrs one evening in March 2022.

    Detectives have released an e-fit of the man they urgently need to trace.

    He was described as speaking with a Jamaican accent and believed to be in his late 30s, tall with short dreadlocks, and a significant facial scar.

    Detective Constable, Leon Riley, from the policing team covering Westminster, said:

    “If you recognise the man in the image please contact us without delay.

    “We have been carrying out extensive enquiries since the incident and we continue to support the victim who, as far as possible, has been trying to live her life as normal since it happened.

    “It was a horrifying ordeal for her and we thank her for supporting the investigation to trace the man responsible for assaulting her, and now helping us build an e-fit of the suspect.

    “Women should be able to walk alone without fear and we are dedicated to protecting women and girls from predatory offenders such as this.

  • MIL-OSI New Zealand: Curtain lifted on illegal cannabis operation

    Attributable to Sergeant Adam Elder, Alexandra Police:

    A man is before the courts after the curtain was lifted on his cannabis growing operation in Roxburgh, Central Otago.

    On Friday 17 January Police executed a search warrant at a Roxburgh house, and inside Police located five indoor tents which housed 12 mature cannabis plants.

    Alongside the plants, a quantity of already dried-out cannabis was located packaged, which Police will allege was ready for distribution.

    Three high-powered air rifles were also located at the address and have since been seized, as he was not permitted to be in possession of them.

    A 55-year-old man has been charged with possession of cannabis for supply, cultivating cannabis, and possessing equipment to cultivate cannabis, and is due to reappear in the Alexandra District Court on Thursday 30 January.

    In another search on the same day, at a different property in Roxburgh, Police located a large amount of drug paraphernalia, including utensils believed to be used for smoking methamphetamine, in a house bus. Inquiries are ongoing.

    Police have been and will continue to work hard to identify and locate those involved in the illegal supply of drugs, and work with our community to address the underlying drivers of demand

    The crash was reported around 4pm.

    Initial indications suggest at least two occupants are in a moderate to serious condition.

    The road is closed while emergency services work at the scene between Matea Road and Pohoukura Road. 

    Motorists are advised to expect delays and take an alternate route.

  • MIL-OSI New Zealand: Quick reporting from public sees two teens arrested, Invercargill

    Attributable to Detective Peter Smallfield, Invercargill Police:

    Two young people are facing Youth Court in Invercargill after a series of burglaries in a stolen car overnight.

    A Mazda vehicle was stolen from a Kingswell address in the early hours of the morning by two people, who later pulled up to a jewellers in the central city around 5am.

    They have got out and attempted to smash the windows with a scooter, and when they were not able to gain entry, travelled to a service station in Newfield.

    Again, they were not able to gain entry.

    Stopping the vehicle on a street nearby, they have had an interaction with a member of the public, in which they have pretended to have a firearm with them in order to scare them away.

    They have then travelled to a dairy in Winsdor, where they have managed to smash their way in.

    The pair stole items including vapes, cash, and confectionery before getting back into the vehicle and driving a short distance away.

    A Police dog unit has located the vehicle and tracked the occupants who had fled on foot, taking them into custody shortly after 6am.

    Two young males were due in the Invercargill Youth Court today, appearing jointly on three charges of burglary, one of theft of a motor vehicle and one of being unlawfully in a closed yard.

    This behaviour is incredibly frustrating for residents and business owners in our community, and it’s pleasing to have been able to immediately hold this pair to account.

    We want to extend our thanks to the members of the public who observed suspicious behaviour and reported it to Police on 111 straight away, enabling the quick apprehension of the two youths.

    It is also a reminder to take every precaution possible to help avoid becoming a victim of crime.

    Remember to take property security measures with your vehicles – keep them inside a secure garage if possible, remove valuables, and consider a steering wheel lock. This all helps make your vehicle less desirable for opportunistic thieves.

    As thousands of children prepare to head back to school, Police are urging parents to be diligent with their privacy settings before posting photos and videos online.

    The start of the school year is often memorable, and many people like to mark the occasion by sharing images of their children on social media in school uniform and in front of either their home or school.

    Unfortunately, sometimes these images unintentionally share more than just a picture of a happy child – they can share personal details that might put information about you and your family in the wrong hands.

    While Police understand the importance of these milestones, parents and caregivers should remain cautious about the information that images posted on social media present and who can gain access to them.

    While it’s rare for NZ Police to receive reports about children being located through information shared online in photos or videos, we know from our international counterparts that it does happen.

    A few simple tips can protect your and your children’s privacy on social media:

    • Check there are no identifying features such as school uniforms and logos, school buildings or signs, and street signs. This applies if you are taking photos at home as well. If this is unavoidable, parents can edit and blur school logos and signs.
    • Research and understand app settings, including privacy settings. Turning off location settings or setting profiles to private/friends only.
    • Keeping your child’s personal information – including full name and age and what year they’re starting – private.
    • Report any inappropriate or suspicious behaviour online.

    Be proactive with online safety to keep your child and their information safe as they head into a new school year.

  • MIL-OSI USA: Emergency Measures to Provide Water Resources in California and Improve Disaster Response in Certain Areas

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
    Section 1.  Policy.  For weeks, residents of the Los Angeles area have watched raging fires consume their homes, belongings, beloved pets, and childhood memories.  Almost immediately, firefighters were unable to fight the blaze due to dry hydrants, empty reservoirs, and inadequate water infrastructure.  Today, at least 28 people have lost their lives and thousands more have lost everything else, with some damage estimates calculating hundreds of billions of dollars in damage.
    This tragedy affects the entire Nation, so it is in the Nation’s interest to ensure that California has what it needs to prevent and fight these fires and others in the future.  Therefore, it is the policy of the United States to provide Southern California with necessary water resources, notwithstanding actively harmful State or local policies.  And it is the policy of the United States to assist Americans in disaster areas through responsive policies that more effectively empower them to rebuild and regain their livelihoods.
    Sec. 2.  Overriding Disastrous California Policies.  (a)  The Secretary of Defense, the Attorney General, the Secretary of Homeland Security, the Secretary of Commerce, the Secretary of the Interior, and the Secretary of Agriculture shall expeditiously take all measures, consistent with all applicable authorities, to ensure adequate water resources in Southern California.  Each shall report to me within 15 days on all authorities, including emergency authorities, available to ensure, require, maintain, or use infrastructure necessary to fight and prevent massive wildfires in Southern California. 
    (b)  In particular, the Secretary of the Interior and the Secretary of Commerce shall immediately take actions to override existing activities that unduly burden efforts to maximize water deliveries.  The Secretary of the Interior and the Secretary of Commerce shall consider actions including those consistent with the “No Action Alternative” in the Final Environmental Impact Statement issued November 15, 2024, by the Bureau of Reclamation on Long-term Operation of the Central Valley Project and State Water Project.
    (c)  The Secretary of the Interior, including through the Bureau of Reclamation, shall utilize his discretion to operate the CVP to deliver more water and produce additional hydropower, including by increasing storage and conveyance, and jointly operating federal and state facilities, to high-need communities, notwithstanding any contrary State or local laws.  The Bureau of Reclamation shall take all available measures to ensure that State agencies — including the California Department of Water Resources — do not interfere with the Bureau of Reclamation’s operation of the project to maximize water delivery to high-need communities or otherwise, including but not limited to the issuance of a new Record of Decision maximizing water deliveries and consistent with the 2020 Record of Decision.
    (d)  In accordance with section 6 of the Executive Order of January 20, 2025 (Declaring a National Energy Emergency), the Secretary of the Interior, through the Bureau of Reclamation, and in accordance with section 1536 of title 16 United States Code, shall expedite action related to any exemption under the Endangered Species Act of 1973 (ESA), 16 U.S.C. 1531 et seq., for the Long-Term Operation of the CVP and the State Water Project for all applicable threatened and endangered species.
    (e)  The Secretary of the Interior shall promptly review, revise, or rescind any regulations or procedures specific to implementation of section 1536 of title 16 United States Code, as needed and consistent with applicable law, to conform with the plain meaning of the statute.
    (f)  The Secretary of the Interior and the Secretary of Commerce shall identify all ongoing or potential major water-supply and storage projects within the State of California for which they have joint responsibility under the ESA or individual responsibilities under the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. 4321 et seq.
    (g)  For each such project identified under subsection (f), the Secretary of the Interior and the Secretary of Commerce shall each designate one federal official to coordinate each agency’s respective NEPA and ESA compliance responsibilities. Within 30 days from the date of this order, each designated official shall identify any regulatory hurdles that unduly burden each respective water project, identify any recent changes in state or Federal law that may impact such projects from a regulatory perspective (including Public Law 118-5), and shall develop a proposed plan, for review by the Secretaries, to appropriately suspend, revise, or rescind any regulations or procedures that unduly burden such projects and are not necessary to protect the public interest or otherwise comply with the law.  In so doing, each designated federal official will coordinate and share all appropriate information that will enable improved efficiencies.  For the purposes of this order, “unduly burden” means to unnecessarily obstruct, delay, curtail, impede or otherwise impose significant costs on the permitting, utilization, transmission, delivery, or supply of water resources and water infrastructure.
    Sec. 3.  Ending the Subsidization of California’s Mismanagement.  (a) The Director of the Office of Management and Budget (OMB) shall review all Federal programs, projects, and activities for all relevant agencies that impact land management, water availability, water supply, water storage and delivery, water infrastructure, and disaster preparedness and response.
    (b)  Within 30 days of the date of this order, to ensure that State and local jurisdictions promote sensible land management practices and reliable water supply for all Americans, the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce shall jointly report to the President, through the Assistant to the President for Domestic Policy and Assistant to the President for Economic Policy, regarding California State and local policies or practices inconsistent with sound disaster prevention and response.
    (c)  The Director of OMB, in consultation with the Assistant to the President for Domestic Policy and Assistant to the President for Economic Policy, shall recommend appropriate action to the President, regarding:
    (i)   any lack of compliance by California with the terms of existing Federal grants, contracts, or other financial assistance to States or localities; and
    (ii)  beneficial additional terms that may be added with respect to any future Federal programs, projects, or activities to ensure sound disaster prevention and response.
    Sec. 4.  Additional Actions to Help Los Angeles Families.  (a)  Housing Displaced Families.  The Secretary of Housing and Urban Development and the Secretary of Homeland Security, through the Administrator of FEMA, shall expeditiously provide an Integrated Federal Housing Strategy and Implementation Plan to the Director of OMB and the Assistant to the President for National Security Affairs that expedites options for housing relief to survivors displaced by wildfires in California. 
    (b)  Expediting Waste Removal.  Within 5 days from the date of this order, to accelerate the rebuilding of areas devastated by the recent Los Angeles wildfires, the Secretary of Defense, the Secretary of Homeland Security, through the Administrator of FEMA, and the Administrator of the Environmental Protection Agency shall develop and execute a plan to expedite the bulk removal of contaminated and general debris.
    (c)  Effectively Using Grants to Improve Fire Preparedness.  The Secretary of Homeland Security, through the Administrator of FEMA, shall immediately implement a plan to enable the timely and appropriate use of Federal preparedness grants for the City of Los Angeles.  As of the date of this order, the city has yet to use the majority of its $213 million allotment that has accrued since fiscal year 2021.  These Federal preparedness grants shall not be used to support illegal aliens.  The Attorney General, in coordination with the FEMA Administrator, shall investigate the misuse of these grants by the City of Los Angeles and take appropriate action to address such misuse.
    Sec. 5.  Additional Actions to Help North Carolina Families.  (a)  Clearing Roads.  To accelerate rebuilding and community recovery, the Secretary of Transportation, the Secretary of Homeland Security, acting through the Administrator of FEMA, and the Administrator of the Small Business Administration shall immediately take all necessary and appropriate measures, including through direct assistance, loans, and other available means, to expedite roadway clearance or rebuilding, including the section of Interstate 40 in North Carolina that remains closed, and the repair or rebuilding of roads and bridges on private property in areas of North Carolina affected by Hurricane Helene.
    (b)  Housing Displaced Families.  The Secretary of Housing and Urban Development and the Secretary of Homeland Security, through the Administrator of the Federal Emergency Management Agency, shall immediately provide an Integrated Federal Housing Strategy and Implementation Plan to the Director of the Office of Management and Budget and the Assistant to the President for National Security Affairs that expedites options for housing relief to survivors displaced by Hurricane Helene.
    Sec. 6. General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
    (i)   the authority granted by law to an executive department or agency, or the head thereof; or
    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    Police can now name the two people who died following a two-vehicle crash on Milford Clandeboye Road near Temuka last week.

    Benjamin Joseph Downes, aged 32, died in the crash on 22 January.

    Shakana Ackroyd, aged 19, was critically injured and subsequently passed away in hospital on 24 January.

  • MIL-OSI Security: Man charged following attack in Lewisham

    A man has been charged with possession of a knife and attempted grievous bodily harm with intent following an incident in Lewisham.

    Fitzgerald Carty, 66, (13.10.58) of Dacre Park, Lewisham, will appear at Bromley Magistrates’ Court on Monday, 27 January.

    The incident happened at a petrol station in Lee High Road, Lewisham at around 15:00hrs on Saturday, 25 January. It was alleged a man, armed with a knife, attacked another man aged in his 40s.

    A local police officer on patrol, PC Morgan Younger, intervened and arrested the suspect.

    The man was taken into custody and charged this evening, Sunday 26 January, as above.

  • MIL-OSI United Kingdom: Storm recovery operation continues

    Considerable progress made but impacts continue.

    Considerable progress has been made to restore services following Storm Éowyn but some impacts are set to continue, a meeting of the Scottish Government’s Resilience Room (SGORR) chaired by the First Minister has heard.

    Extensive work by utility companies, national agencies and local authorities has continued at pace over the weekend to respond to the significant damage caused by the storm.

    More than 265,000 customers have had their electricity restored since Friday, with the road, ferry and aviation networks resuming a near normal service.

    The scale, extent and severity of the storm has made the recovery operation a significant challenge, with issues remaining on the power and rail networks.

    There are around 16,000 properties without electricity, with utility companies continuing to provide support to affected customers.

    The rail network is recovering from multiple, major issues particularly in the Central Belt. Network Rail are working to repair the damage, with lines opening when safe to do so, enabling ScotRail to run services as soon as they are able.

    While most schools are expected to reopen following the weekend, damage to some buildings will mean at least 20 will remain closed until repairs are made.

    First Minister John Swinney said:  

    “I want to thank those working in the public, private and third sector who continue to work tirelessly in difficult conditions to get Scotland fully back on its feet following this extremely serious storm.

    “I also appreciate the continued patience of the public while this work continues, and encourage them to take extra care and look out for each other, particularly those who are supporting vulnerable neighbours and family members.

    “The severity of the damage caused by this major event has had a considerable impact across a wide area of the country. While every effort has been made over the weekend to fully restore services, unfortunately it is clear some disruption can continue to be expected.

    “Utility companies are doing all they can to return power to the remaining affected properties as soon as possible. They continue to provide support to customers, including ensuring provisions are in place for the most vulnerable.

    “Network Rail has been dealing with more than 500 incidents, including significant treefall, and some routes are still affected, particularly in the Central Belt. I understand that every possible resource is being used to ensure services are up and running as soon as possible.

    “I would therefore urge rail commuters to plan their journeys ahead. The latest information can be found on Network Rail and ScotRail social media accounts and websites.

    “While most schools will reopen, a small number are expected to be closed so buildings can be made safe. I expect Local Authorities to be giving advance warning to parents, pupils and staff, where this is necessary.”

They were joined by representatives from the Met Office, Police Scotland, Transport Scotland, SEPA, transport and utilities companies and resilience partners.

  • MIL-OSI Australia: Swimmer hit by boat at Mannum

    A swimmer was airlifted to Adelaide after being struck by a boat in the River Murray at Mannum last night.

    Emergency services raced to Mannum just before 7pm on Sunday 26 January after reports a boat had collided with a swimmer.

    The 20-year-old Mannum woman was taken to the local hospital before being airlifted to Adelaide with serious injuries.

    The driver of the boat, a 43-year-old West Lakes Shore woman, was arrested and charged with cause harm by dangerous use of a vessel, operate vessel without due care and operate vessel with prescribed concentration of alcohol – after she allegedly returned a positive reading of 0.142. She was refused police bail and will appear in the Murray Bridge Magistrates Court on Tuesday.
