  • MIL-OSI Security: Whitehorse — RCMP report the remains of a missing man have been located

    On September 16, 2024, a pickup truck pulling a trailer loaded with other vehicles went off the road into the Yukon River near the Lewes River Bridge. One male was able to exit the vehicle while the other male remained missing after the collision.

    On October 7, 2024, the missing male was located deceased in the Yukon River. The Yukon Coroner’s office is investigating and an autopsy has been ordered.

    Whitehorse RCMP would like to thank Yukon Search and Rescue and Whitehorse Fire Department for their support during the sustained search efforts.

    RCMP continue to conduct their investigation of the motor vehicle collision. For respect of the families involved and the integrity of the investigation, no further details will be released at this time.

    Do not travel to Iraq including the Kurdistan region due to the volatile and unpredictable security situation, the ongoing threat of terrorism, violent extremism and organised crime (level 4 of 4).

    New Zealanders currently in Iraq despite our advice who have concerns for their safety are strongly advised to depart as soon as possible.

    Iraq

    As there is no New Zealand diplomatic presence in Iraq, the ability of the government to assist New Zealand citizens requiring consular assistance is severely limited. We offer advice to New Zealanders about contingency planning that travellers to Iraq should consider.

    Security Situation
    The security situation in Iraq remains highly volatile and could deteriorate further, with little or no warning. The terrorist group Islamic State of Iraq and the Levant remains active in parts of the country, as do other violent extremist groups engaged in sectarian, ethnic and tribal violence and organised crime. Political instability, crime and corruption, and civil unrest are also common in Iraq.

    Terrorism
    There is a continuing threat of violent attacks across Iraq from terrorist groups. Suicide bomb attacks, roadside bombs, car bombs, rocket attacks, drone attacks and small arms attacks occur frequently. Thousands of people have been killed and injured in these attacks throughout Iraq.

    Attacks can occur without warning at anytime, anywhere in Iraq. Terrorists, violent extremists and both pro and anti-government militias continue to conduct frequent and lethal attacks on a wide range of targets in Iraq.

    Targets include Iraqi Security Forces, government offices, large public gatherings, places of worship, airports, sites frequented by foreigners and residential areas to maximise casualties. While attacks can happen at any time, there is a heightened threat during religious and public holidays. There is also a heightened threat of attacks against Western interests.

    While the security situation in the Kurdistan region is slightly different to the rest of Iraq, there remains a risk of attacks by terrorist groups. Terrorist groups remain active close to the Kurdish region and the security situation in the region could deteriorate quickly.

    Kidnapping/Crime
    Violent crime, kidnapping and corruption are widespread throughout Iraq. Organised criminal groups, militia and tribal groups pose a significant threat. Although violent crime does occur during the day, security conditions get much worse after dark.

    Kidnapping for ransom and hostage taking by extremists and militant groups for ideological reasons, political gain or ransom is a significant threat throughout Iraq. Over the past decade a large number of foreign nationals have been kidnapped in Iraq, including aid workers, security contractors, journalists and soldiers.  Many hostages have been killed or remain missing.

    Women and girls in particular may be subject to harassment or mistreatment. Some sectors of Iraqi society and institutions have been known to overlook allegations of domestic violence against women when it is committed by close family members.

    Civil Unrest
    Political rallies and protests happen frequently in Baghdad and Basra and to a lesser extent Erbil. They can turn violent quickly and have led to injury and death in the past. Political rallies and protests also present viable targets for terrorists.  Police may use tear gas, water cannons and live ammunition to disperse crowds. 

    New Zealanders in Iraq are advised to avoid all demonstrations, protests and large public gatherings as even those intended as peaceful have the potential to turn violent with little warning. Comply with any instructions issued by the local authorities, including any curfews or vehicle bans. Monitor local and international media, review personal security plans and be aware of your surroundings. If unexpectedly in the vicinity of a protest or demonstration, exercise caution and leave the area quickly, find a safe location, remain indoors and follow any local advice.

    Security Forces
    Iraqi Security Forces and international coalition forces are engaged in an ongoing terrorist counter insurgency across central and northern Iraq. They also have a strong presence across the rest of Iraq and conduct targeted airstrikes against militants.

    Security restrictions like curfews and vehicle bans can be imposed at short notice.

    Security checkpoints are common place and often ad hoc, however false checkpoints have also been used to launch attacks, kidnapping, robbery and murder.

    Iraq has a large number of diverse security forces. They do not all enjoy cooperative relationships with one and other.

    Turkish and Iranian security forces have also been known to conduct military incursions targeting terrorist or militia groups across Iraq’s northern borders.

    Local travel
    Travel across Iraq can be extremely dangerous and there continue to be fatal attacks involving roadside bombs and small arms fire.

    There is also an ongoing threat from armed carjacking and robbery. Attacks happen during the day, but travelling at night is more dangerous.

    Domestic and international border crossings and Iraqi airports may close with little or no notice. Avoid travel to border areas as clashes, air strikes and other violent incidents are common. Sensitive border areas, especially with Syria and Turkey, are military targets.

    Piracy
    Pirate attacks and armed robbery against ships occur in coastal waters, particularly in the northern Persian Gulf, Gulf of Oman, Northern Arabian Sea, Gulf of Aden and Bab El Mandeb regions. Mariners should take appropriate precautions. For more information, view the International Maritime Bureaus’ piracy report. 

    Mosul Dam
    The Government of Iraq has taken and continues to take measures to improve the structural integrity of the Mosul Dam. A dam failure could cause significant flooding and disruptions to essential services from Mosul to Baghdad, along the Tigris River as well as areas adjoining the dam. A failure of the Mosul Dam cannot be predicted. Monitor local media reports and prepare contingency plans. 

    General Travel Advice
    Although homosexuality is not explicitly illegal under Iraqi law, people of the same sex who engage in consensual sexual acts may be prosecuted under other provisions of law, such as public indecency, and local attitudes towards LGBTQI+ people may be hostile. Violence, harassment and discrimination against LGBTQI+ people does occur, you are advised to exercise discretion.

    New Zealanders who decide to travel to Iraq are strongly encouraged to: 

    • Consult a reputable security company (with experience in Iraq) for advice on security arrangements. Security arrangements should be reviewed on a regular basis. Such measures may mitigate the risks to your safety but cannot eliminate them entirely.
    • Ensure that appropriate personal security protection measures are in place at all times including a robust contingency plan. The New Zealand government will not be arranging an evacuation for New Zealand citizens, should commercial options for departure cease.
    • Avoid areas of military activity at all times including border areas, as these areas are dangerous, often the target of military operations and not always clearly defined.
    • Have a comprehensive travel insurance policy in place that includes provision for medical evacuation by air. You should check that your travel insurance policy covers travel in Iraq – exclusions may well apply.
    • Be highly security conscious at all times, particularly in public places when travelling by road and close to government offices.
    • New Zealanders are advised to respect religious and social traditions in Iraq to avoid offending local sensitivities. 
    • Follow restrictions imposed by the local authorities and seek local advice on any changes to curfews. Exercise particular caution at checkpoints, a uniform is not a guarantee that the wearer is acting in an official capacity.
    • Monitor local developments closely through media and other information sources on possible new safety and security risks. Follow instructions from local authorities. Remain vigilant and alert to your surroundings.

    New Zealanders who decide to live or travel in Iraq against our advice are strongly advised to register their details with the Ministry of Foreign Affairs and Trade.

  • MIL-OSI USA: Cassidy Hosts Second Rural Community Funding Summit

    SHREVEPORT – This morning, U.S. Senator Bill Cassidy, M.D. (R-LA) hosted his second Rural Community Funding Summit of 2024, together with Minden Mayor Nick Cox, the Louisiana Municipal Association, the Police Jury Association of Louisiana, and LITACorp. Cassidy encouraged local officials in attendance to take advantage of his Infrastructure Investment and Jobs Act (IIJA), and the opportunities it provides.
    “When I was negotiating the bipartisan infrastructure bill, I was thinking of mayors, police jurors and city council members gaining access to dollars to build roads, fix water and sewage issues and extend high-speed broadband throughout Northwest Louisiana,” said Dr. Cassidy. “This summit completes the connection between appropriating our federal tax dollars back to our state and these community leaders learning how to use this money.”
    Webster Parish alone will benefit from over $17 million in the IIJA as of last summer, including over $9.2 million to build a new overpass over Louisiana Highway 531, along with other improvements near the overpass. Improvements will also be made to the stretch of Louisiana Highway 159 between Country Club Drive and Benson Road, and to the Minden and Springhill Airports.
    Representatives from numerous federal and state agencies, including the U.S. Department of Agriculture Rural Development and the Delta Regional Authority, were present. Cassidy was thanked for his efforts by Mayor Cox.
    “Senator Cassidy’s infrastructure bill has been enormously helpful in improving our roads and upgrading our airports, and we appreciate the chance to learn more about the opportunities in his bill to improve the services we provide to our residents,” said Mayor Cox. “This is great for Minden and great for the region.”

  • MIL-OSI USA: During Children’s Health Month, New Hampshire Congressional Delegation Applauds More Than $19 Million Headed to New Hampshire to Protect Children from Lead Poisoning

    (Washington, DC) – U.S. Senators Jeanne Shaheen (D-NH), a senior member of the U.S. Senate Appropriations Committee, and Maggie Hassan (D-NH), alongside Representatives Annie Kuster (NH-02) and Chris Pappas (NH-01), applauded the announcement of more than $19 million headed to New Hampshire from the U.S. Department of Housing and Urban Development’s (HUD) Lead Hazard Reduction Grant program to help protect families with small children from the dangers of lead-based paint exposure. Specifically, the New Hampshire Housing Finance Authority is receiving $7.75 million, the City of Nashua is receiving $7.7 million and Sullivan County is receiving $4 million through the grant program.
    “Lead-based paint poses a serious health threat to children, and in states like New Hampshire where many of our neighborhoods have older housing stock, we must make every effort to protect families,” said Senator Shaheen. “This federal funding will help protect Granite State children from lead poisoning and exposure to other dangerous contaminants in their homes.”
    “New Hampshire’s children need safe places to live in order to thrive, but lead-based paint in older homes continues to jeopardize their health and development,” said Senator Hassan. “This federal funding to fix homes with lead paint is not only an important investment in the health of our children, but it also will preserve access to affordable housing in New Hampshire – giving more Granite Staters the safe homes and communities that they deserve.”
    “The science is clear: there is no safe amount of lead exposure—particularly for young children,” said Congresswoman Kuster. “I’m pleased to join the rest of the delegation in welcoming these resources heading to Nashua, Bedford, and Newport to help remediate older homes and apartments that contain lead paint and protect our communities from hazardous chemicals.”

    As a Senior Member of the U.S. Senate Appropriations Committee, Shaheen helps lead an annual letter with Senator Jack Reed (D-RI) to fellow appropriators requesting funding for the Office of Lead Control and Healthy Homes at HUD, which administers the Lead Hazard Reduction and Healthy Homes grant programs, as well as funding for the Childhood Lead Poisoning Prevention Program through the Centers for Disease Control and Prevention (CDC). Shaheen and Hassan helped negotiate, and the full delegation supported, the Bipartisan Infrastructure Law, which invested a historic $15 billion to identify and replace lead service lines.

    Police issue please for all road users to take responsibility

    With four deaths on Tasmanian roads last week alone, police are pleading with all road users to slow down and take responsibility on our roads.Acting Inspector Justin Lawson, who is the State Road Safety Coordinator for Tasmania Police, said that over the past decade, Tasmania has faced a tragic toll from road crashes, with more than 3,000 people being seriously injured or killed on our roads.“These numbers mean that on average, 35 Tasmanians are dying from road trauma each year.“A total of 26 people have lost their lives on Tasmanian roads this year, with factors including speed, alcohol consumption, fatigue, and distracted driving continuing to feature strongly as contributors.“Sadly, another four people have died in the past week alone,” he said.“This compares to 25 fatalities at the same time last year. In addition, a total of 223 people have been seriously injured in 2024, compared with 242 in 2023.”Acting Inspector Lawson said that inattention and high-risk driving behaviour were the most common contributors to fatal and serious crashes, along with speeding, drink/drug driving, fatigue and not wearing seatbelts.“The devastating consequences of fatal and serious motor vehicle crashes extend beyond the immediate physical injuries – they ripple through families, friends, and communities, leaving long-lasting emotional and psychological scars,” Acting Inspector Lawson said.“Each incident represents a life altered, a family heartbroken, and a community left counting the cost.“We implore drivers not to become a statistic.   • MIL-OSI Security: Afghan National Arrested for Plotting an Election Day Terrorist Attack in the Name of ISIS

    The Justice Department today announced charges against a citizen of Afghanistan residing in Oklahoma City, Oklahoma, for conspiring to conduct an Election Day terrorist attack in the United States on behalf of the Islamic State of Iraq and al-Sham (ISIS), a designated foreign terrorist organization (FTO).

    According to a criminal complaint filed today, Nasir Ahmad Tawhedi, 27, conspired and attempted to provide material support to ISIS and obtained firearms and ammunition to conduct a violent attack on U.S. soil in the name of ISIS. As part of the plot, the defendant allegedly took steps to liquidate his family’s assets, resettle members of his family overseas, acquire AK-47 assault rifles and ammunition, and commit a terrorist attack in the United States.

    “As charged, the Justice Department foiled the defendant’s plot to acquire semi-automatic weapons and commit a violent attack in the name of ISIS on U.S. soil on Election Day,” said Attorney General Merrick B. Garland. “We will continue to combat the ongoing threat that ISIS and its supporters pose to America’s national security, and we will identify, investigate, and prosecute the individuals who seek to terrorize the American people. I am deeply grateful to the public servants of the FBI, National Security Division, and U.S. Attorney’s Office for the Western District of Oklahoma for their work to disrupt this attack and for the work they do every day to protect our country.”

    “This defendant, motivated by ISIS, allegedly conspired to commit a violent attack, on Election Day, here on our homeland,” said FBI Director Christopher Wray. “I am proud of the men and women of the FBI who uncovered and stopped the plot before anyone was harmed. Terrorism is still the FBI’s number one priority, and we will use every resource to protect the American people.”

    “Thanks to the relentless efforts of the FBI, National Security Division’s Counterterrorism Section, and federal prosecutors in my office, the alleged plan to commit an attack on Election Day was disrupted and Mr. Tawhedi was arrested,” said U.S. Attorney Robert J. Troester for the Western District of Oklahoma. “Fighting terrorism remains the top priority of the Justice Department. We will continue to pursue, disrupt, and hold accountable those who plot to commit acts of terrorism against our country and our people.”

    According to the criminal complaint, as part of the investigation into Tawhedi, the FBI searched Tawhedi’s phone and obtained communications between Tawhedi and a person who facilitated recruitment, training, and indoctrination of persons who expressed interest in terrorist activity and who Tawhedi understood to be affiliated with ISIS. Tawhedi was also seen in a video recorded on July 20 reading to two children text that describes the rewards a martyr receives in the afterlife. Tawhedi also allegedly accessed, viewed, and saved ISIS propaganda on his iCloud and Google account, participated in pro-ISIS Telegram groups, and contributed to a charity which fronts for and funnels money to ISIS.

    The complaint alleges that while liquidating their family’s assets prior to the attack, Tawhedi and his co-conspirator, who is a juvenile, advertised the sale of the family’s personal property on Facebook. At the FBI’s direction, a confidential human source responded to inquire if a computer was still for sale. The FBI source noted that he needed the computer for a new gun business he was starting, which ultimately led Tawhedi and the juvenile to meet with the source and other FBI assets at a rural location to test firearms. Tawhedi expressed interest in purchasing two AK-47 assault rifles, magazines, and ammunition from the source.

    According to the criminal complaint, on Oct. 7, Tawhedi and the juvenile met with the FBI assets at a rural location in the Western District of Oklahoma and purchased, received, and took possession of two AK-47 assault rifles, ten magazines, and 500 rounds of ammunition. Upon receipt of the rifles and ammunition, Tawhedi and the juvenile were arrested.

    In his seized communications, Tawhedi allegedly indicated that his attack was planned for Election Day, and in a post-arrest interview, Tawhedi allegedly confirmed the attack was planned for Election Day targeting large gatherings of people, during which he and the juvenile were expected to die as martyrs.

    Tawhedi was charged with conspiring and attempting to provide material support to ISIS, which carries a maximum prison sentence of 20 years, and receiving a firearm to be used to commit a felony or a federal crime of terrorism, which carries a maximum prison sentence of 15 years, if convicted.

    The case is being investigated by the FBI Oklahoma City Field Office, with valuable assistance from the Oklahoma City Police Department and the Moore, Oklahoma Police Department.

    Assistant U.S. Attorneys Jessica L. Perry, Matt Dillon, and Mark Stoneman for the Western District of Oklahoma and Trial Attorneys George C. Kraehe and Everett McMillian of the National Security Division’s Counterterrorism Section are prosecuting the case.

    A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI New Zealand: Update – search following serious crash, SH2, Waioeka

    Police are continuing to monitor river conditions after the serious crash in Waioeka on Friday that has left one person unaccounted for.

    About 10.20am on 4 October, emergency services were alerted that a single vehicle had gone down a bank and into the Waioweka River, about 2.5km south of the Tauranga Bridge, on State Highway 2.

    Search and rescue teams, including a boat, helicopter and Coastguard jet skis continued sweeps of the river and riverbank on Friday. Unfortunately, the person and vehicle were unable to be located.

    Since that time, conditions on the river have remained dangerous; rain in the headwaters of the Opato and Waioweka has kept the river levels high, making it unsafe to enter the river.

    A jet boat has continued to make sweeps of the river each morning and afternoon, monitoring river flow, depth and clarity of the water.

    Police Search and Rescue and the Police National Dive Squad continue to assess all information available and will deploy as soon as conditions permit.

    Police and rescue agencies remain committed to returning their loved one to whānau as soon as it is possible.

    We urge people who might be considering undertaking their own search activity in the river to please refrain from doing so given the risks posed by the conditions.

  • MIL-OSI Australia: Arrest – Domestic violence – Yarrawonga

    Northern Territory Police have arrested a 49-year-old man in connection with a serious assault that occurred on 1 October 2024, following a proactive and coordinated operation by the Serious Crime Squad and Dog Operations Unit.

    The incident, which took place in the Parap area, involved a domestic assault in which the victim, a woman in her 40s, sustained head lacerations and a punctured lung, before a witness intervened and the man ran from the area. Shortly after, a second witness found the injured woman and called an ambulance.

    Strike Force Lyra members and Serious Crime Detectives have been actively investigating the case and following all leads to locate the offender, who had been evading police. Yesterday, officers received information about the man’s whereabouts near bushland in Yarrawonga. In response, Patrol Dog Daly and his handler were deployed to the area.

    Patrol Dog Daly successfully tracked and located the suspect, who attempted to flee through thick bushland before surrendering without incident when confronted by the dog and handler team. The man was subsequently taken into custody.

    He has since been charged with unlawfully causing serious harm, engaging in conduct that contravenes a Domestic Violence Order, and going armed in public.

    Detective Senior Sergeant Andrew Kren from the Serious Crime Squad commended the swift response by the Dog Operations Unit and the assistance provided by the community. “This is a prime example of how proactive policing and collaboration between units can quickly resolve serious incidents, ensuring the safety of our community,” he said.

    The man has been remanded and is scheduled to appear in Darwin Local Court today.

    Police are continuing to investigate the matter and are calling for any further witnesses to come forward. Anyone with information about the incident is urged to contact police on 131 444 or Crime Stoppers on 1800 333 000.

    Detectives from Major Crime charged him last night and he was further remanded to appear in Darwin Local Court today.

  • MIL-OSI Global: How engineering can support more inclusive hockey leagues and bolster innovation

    Engineering solutions for more inclusive hockey for people with disabilities can pertain to both equipment and processes surrounding how players engage with and play the game. (Shutterstock)

    While engineering students may specialize in particular areas of engineering — for example, civil, electrical, chemical, mechanical or biomedical engineering — they all work in a similar way in applying design thinking.

    Design thinking is a problem-solving approach that emphasizes tailored innovation.

    What follows is a look at design thinking seen through a first-year project at Western University’s John M. Thompson Centre for Engineering Leadership and Innovation.

    As part of their core curriculum, students pursued engineering experiences through practising design thinking with a variety of organizations including George Bray Sports Association (GBSA). The association was created to offer hockey opportunties for children and youth with disabilities. Today, athletes with this inclusive league may experience conditions such as Down syndrome, autism, ADHD, deafness, visual impairments and other challenges.

    Applying design thinking

    Three GBSA projects were among 10 community projects where students worked to apply design thinking.

    Other projects included improving rock climbing opportunities for visually impaired people at the Canadian National Institute for the Blind, developing inclusive school yard games for kindergarteners experiencing exclusion at Thames Valley District School Board and exploring solutions for people with disabilities and workforce entry barriers at employment services specialist Hutton House.

    Design thinking begins by defining a problem. While people practise design thinking across disciplines, when it’s taught as part of industrial design and innovation it incorporates learning about intellectual property (open-source, copyrights and patents).

    All the students worked through similar processes, exemplified here through a look at projects with GBSA.

    1. Broadly defining the problem

    Angela Mawdsley, an assistant professor of engineering at Western, and I worked closely with GBSA leadership to analyze their operations and identify potential areas where design thinking could have an impact towards solving problems. Emphasis was given to potential problems that could not only be solved in the moment, resulting in a better immediate experience for GBSA, but that could also yield solutions applicable to broader situations.

    Three candidate problems emerged:

    1. Playing beyond the whistle: Some of the younger players, either due to deafness, cochlear implants, cranial shunts (a device draining fluid from the brain), attention disorders or other difficulties with focus, can often be seen to carry on in hockey play, after the referee blows the whistle.

    2. Many players are challenged in learning how to skate: Standardized devices for learning to skate (sometimes popularly called “skate mates”) present size and use issues. Use issues include not considering relative strength or weakness of a player’s ankles, a key criteria in establishing effective push. Also, some athletes do not progress beyond using a device, so devices must be able to pass between the
    player’s bench and the ice.

    3. Players forgetting hockey items: Hockey requires a lot of equipment that needs regular airing and cleaning. Regardless of whether kids or parents pack an equipment bag, something can be left out, leading to pre-game disappointment. GBSA may be able to find an emergency replacement for items like elbow pads, but other items are too individual (like skates) or too personal (like jocks).

    Each student group working with GBSA tackled one of these problems.

    2. Understanding via empathizing, reframing

    Design thinking involves engaging with the user and learning as much as possible. This means studying, even experiencing the situation. But more significantly it means experiencing empathy with the person or group whose problem it is. Empathy is defined as understanding and sharing the feelings of another person — like love, joy, satisfaction, disappointment, frustration, discouragement in a given situation.

    Design thinkers ask as many questions and collect as much information as possible. The information is then weeded, sorted and prioritized. This is known as reframing.

    By following an iterative process of empathizing and reframing, the target problem can be settled upon. It involves challenging assumptions and redefining problems to identify alternative strategies and solutions that might not be immediately apparent.

    My colleague and I practised empathizing and reframing when establishing something close to the scope of a problem for each of the three opportunities with GBSA. Once we provided boundaries to this scope, we then knew that students could replicate this process by fine-tuning the parameters of each broad problem.

    Student groups pursued unique empathetic, experiential and research efforts, with student groups asking many questions with a GBSA representative in a series of Zoom meetings. A typical zoom call involved about 20 to 50 students, asking a total of about 50 questions.

    3. Define the solution

    A next stage involves generating ideas, trialling them via prototyping and then repeating this process until a solution is established.

    This meant students developed a range of solutions which GBSA gave feedback on. Preferred solutions could then be championed by professors and executed by students hired to work in summer months.

    For example, with the problem now established via research, experiential learning and empathy, students working on the learning to skate challenge built a small collection of assistive devices for skating which were then provided to GBSA for consideration.

    Different student groups had yielded 10 different versions of assistive devices for skating, each with its own construction and assembly documentation. Among these different models, GBSA staff chose one to develop further in the summer months.

    The project to track missing equipment yielded a favoured solution by GBSA: a software solution to be available for all GBSA families in 2024.

    For the problem of playing beyond the whistle, students explored a range of ideas from American Sign Language, to other sensory approaches. ASL was tough to implement because the player is not always looking at the referee when play stops. One approach commonly settled on included introducing a system whereby when the referee blew an electronically modified whistle, an FM signal was transmitted from the whistle to a receiver on the player, who felt a vibration.

    Taking it a step further, professors were able to hire student support in the summer, and leverage on campus expertise, to generate open-source Bluetooth solutions. The transmission strategy remained the same, but the reception strategy changed to be altered from one of feeling vibration, to one of hearing “the play has stopped” in an existing hearing aid the player might be wearing.

    “Hearing the whistle” solutions are under further investigation by the research team at the National Centre for Audiology at Western University, where work to replicate the Bluetooth solution for technical advances in Bluetooth known as “Auracast” is under consideration.

    Deputy Prime Minister Angela Rayner will put the Bill to overhaul renting before MPs today which will end Section 21 ‘no fault’ evictions.

    The Renters’ Rights Bill returns to Parliament today and will be debated for the first time by MPs as greater security and protections for millions of renters comes a step closer.

    The Second Reading comes less than a month since the Bill was first introduced and within the first 100 days in office, signalling the government’s determination to get this in the statute book as soon as possible. 

    The Bill delivers on the government’s manifesto commitment to overhaul the experience of renters, banning Section 21 ‘no fault’ evictions across new and existing tenancies at the same time, immediately tackling one of the leading causes of homelessness. This will give 11 million private renters immediate security and assurance so they can stay in their homes for longer and build lives in their communities.  

    It will also clamp down on unfair rent increases and extend the Decent Homes Standard and Awaab’s Law to the private sector for the first time, significantly reducing the number of poor-quality privately rented homes and empowering tenants to raise concerns about damp, dangerous and cold homes.          

    The Deputy Prime Minister Angela Rayner said: 

    I am determined to get this Bill in to law as soon as possible. The thousands of children and families living in unsafe housing or under the cruel threat of a Section 21 eviction notice have been waiting far too long already.

    We will deliver on our promise to renters and transform the sector into one where families can put down roots, where children can grow up in healthy homes, and where young people can save for their future.

    The Deputy Prime Minister will give a speech in the Commons today, highlighting key parts of the Bill, including: 

    • Tenants will be in a stronger position to challenge unreasonable rent increases supported by a Tribunal and landlords will only be allowed to raise the rent once a year and only to the market rate, which will put an end unfair hikes. 
    • Tenants will get a quicker resolution over disputes, cutting down on the need to go though the courts through a new Ombudsman service.
    • Local councils will be given stronger powers to crack down on unscrupulous landlords.  Maximum fines will be increased to up to £40,000 for serious offenders.  
    • A new database for landlords to share important information on their property standards, showing their compliance with the law and helping councils drive out the minority of criminal landlords. 
    • Tenants will be able request to have a pet and landlords will not be able to unreasonably refuse. Unfair decisions can be challenged so renters will not have to make a difficult choice between a beloved pet or a home. 

    Overhauling the private rented sector is just one part of the government’s ambitious plans made within their first 100 days in office to tackle the housing crisis.  

    Work is already underway to reform the broken planning system to get Britain building again and deliver 1.5 million homes over this parliament, a crucial part of the government’s mission to boost economic growth.

    ALBUQUERQUE, N.M. — U.S. Senator Martin Heinrich (D-N.M.) and U.S. Representative Paul Tonko (D-N.Y.) introduced the Broadening Utilization of Proven and Effective Treatment for Recovery Act, or BUPE for Recovery Act, legislation to increase access to buprenorphine — a lifesaving drug used to treat opioid use disorder — by removing barriers providers and patients face when trying to access the medication.
    “New Mexicans know too well the heartache of losing a loved one to opioids. Enough is enough. We need an all-hands-on-deck approach to tackle this epidemic with the urgency it demands, which includes eliminating barriers that providers and patients face in accessing lifesaving medication,” said Heinrich. “My legislation aims to change reporting requirements for buprenorphine, ensuring that patients receive timely and effective treatment for opioid use disorder. This will help save lives and help New Mexicans get the care they need.”
    “For years, I’ve worked to address this disease of addiction and secure access to lifesaving treatments for the millions of Americans working to find and follow the path to recovery,” said Tonko. “A lynchpin of my efforts to address the opioid crisis is my MAT Act that eliminates outdated, bureaucratic barriers preventing practitioners from prescribing the proven treatment, buprenorphine, to their patients. Our newest bill, the BUPE for Recovery Act further strengthens our push to expand accessibility to this lifesaving drug.     The BUPE for Recovery Act temporarily exempts buprenorphine from the U.S. Drug Enforcement Administration’s (DEA) Suspicious Orders Report System (SORS) requirements during the opioid public health emergency. SORS reporting requirements have led to an uncertainty among pharmacies and distributors to stock and dispense buprenorphine, which can prevent individuals suffering from opioid use disorder from receiving timely and effective treatment. 
    This legislation will mitigate the treatment gap created by stringent SORS reporting requirements, reducing overdose deaths, saving lives, and improving public health outcomes.

New Mexico ACEP strongly supports legislation that will remove buprenorphine from the Suspicious Orders Reports System and increase access to this evidence-based treatment,” said Scott Mueller, DO, FACEP, President of the New Mexico Chapter of the American College of Emergency Physicians (NMACEP).
    “Buprenorphine is a life saving medication proven to reduce the risk of overdose deaths in individuals with opioid use disorder. Despite strong evidence for the effectiveness of buprenorphine, patients face far too many unnecessary barriers getting this medication. The American Medical Association urges that suspicious order reporting requirements not be triggered based upon orders for buprenorphine and their fulfillment, as buprenorphine has been approved by the FDA for opioid use disorder. If buprenorphine products remain in the Drug Enforcement Administration’s suspicious order reporting requirements, patients will continue to suffer. It is imperative to increase access to buprenorphine to save lives,” said Bobby Mukkamala, MD, President-elect of the American Medical Association and Chair of the AMA Substance Use and Pain Care Task Force.

    Heinrich has continuously worked to make opioid use disorder treatments more readily available. 
    In the Fiscal Year 2025 (FY25) Commerce, Justice, Science, and Related Agencies (CJS)Appropriations Bill, Heinrich successfully included language directing the DEA to take further action to remove barriers to access for opioid use disorder medications such as buprenorphine. The inclusion of this language will assist local medical and mental health providers and make medications, including buprenorphine, more accessible to New Mexicans.

  • MIL-OSI Security: Ohio Sex Offender arrested by U.S. Marshals in Puerto Rico

    San Juan, PR – The U.S. Marshals Service (USMS) Puerto Rico Violent Offenders Task Force (PRFTF) and members of the Puerto Rico Police Department Extradition Unit apprehended in Ponce Oct. 7 a man wanted in Ohio on charges of attempted rape and gross sexual imposition.

    Isaias Colon, 34, was arrested without incident on a warrant issued June 7 by the Mahoning County, Ohio, Court of Common Pleas and after the USMS Northern Ohio Violent Fugitive Task Force requested assistance from PRVOTF to investigate Colon in attempts to locate and arrest him.

    Ata residence in Ponce, PRVOTF and PRPD Extradition Unit conducted surveillance for approximately two hours. During the surveillance a gray car arrived at the house and three people, including Colon, were observed exiting the vehicle. Colon was taken into custody and transported to Extradition Unit for extradition procedure.

    “We want to let our communities know that this significant arrest is another example of the results we can obtain from a coordinated collaboration with state agencies and demonstrates the commitment of the men and women of the U.S. Marshals Service to bring these fugitives to justice,” said U.S. Marshal for the District of Puerto Rico Wilmer Ocasio-Ibarra. “All our cases are important, but those against children are of the upmost priority for our personnel. We will continue to be vigilant against any criminal who evades justice and tries to hide so as not to assume his or her responsibility. Our commitment to our citizens comes first and we will allocate all necessary resources to make our communities safe, maintaining a quality of life that we all deserve in Puerto Rico.”

  • MIL-OSI NGOs: Global: UN General Assembly must open formal negotiations on Crimes Against Humanity Convention

    UN Member States should support a resolution to promptly begin formal negotiations of a Convention on the Prevention and Punishment of Crimes against Humanity, with the aim of strengthening the international justice framework and vastly reducing safe havens from investigation and prosecution for perpetrators, said Amnesty International today.

    The organization’s call comes as the UN General Assembly (UNGA) Sixth Committee meets to debate the agenda item “Crimes against humanity”. The Sixth Committee session is scheduled to last until 22 November. 

    “The next six weeks present a unique opportunity for the international community to finally make progress on the negotiation and adoption of a convention on crimes against humanity. Such a treaty would open new pathways – desperately needed in today’s world – for ensuring justice, truth and reparation for victims and survivors of some of the most heinous of crimes,” said Agnès Callamard, Amnesty International’s Secretary General.

    Unlike other crimes under international law, such as genocide and war crimes, there is presently no specific, standalone convention for crimes against humanity. While the Rome Statute of the International Criminal Court (ICC) does outlaw crimes against humanity under international law, a Convention on Crimes Against Humanity, which would be applied by states, would reinforce and strengthen the overall international justice framework, including that of the ICC.

    “The Crimes Against Humanity Convention could be a milestone treaty in more ways than one. It would impose obligations on states not only to criminalize and punish crimes against humanity, but also to prevent them, and to cooperate with other states, including through mutual legal assistance,” said Agnès Callamard.

    The next six weeks present a unique opportunity for the international community to finally make progress on the negotiation and adoption of a convention on crimes against humanity.

    “The new convention would bring much-needed improvement of international standards on gender justice, including by recognizing gender-based crimes that have received far too little international attention, such as gender apartheid, forced marriage and forced abortion. It is well past time for an international law that’s fit to address the age-old war being waged on women, girls and LGBTI people in many corners of our planet.”

    “A convention on crimes against humanity would make it much harder for perpetrators to escape justice. For instance, the present draft includes provisions for universal jurisdiction for all crimes covered. It would obligate states to either prosecute or extradite any suspects within their reach – regardless of where the crime was committed or the nationality of the suspect or the victim – and enable domestic courts to take up cases, including those that the International Criminal Court is unable or unwilling to pursue.”

    Crimes against humanity are a worldwide phenomenon. In the past 10 years alone, Amnesty International has found evidence of such crimes in at least 18 countries all over the planet.

    “No region on earth is free from these atrocities that deeply shock the conscience of humanity. Recent and ongoing situations in countries such as Afghanistan, China, Ethiopia, Iran, Israel and the Occupied Palestinian Territory, Myanmar, Nicaragua, the Philippines, Syria, Ukraine and Venezuela serve as constant reminders of the urgent need to reinforce the international justice system,” said Agnès Callamard.

  • MIL-Evening Report: Everybody wants this – what makes a great TV kiss?

    There is a lot of talk about the hot onscreen chemistry between actors Kristin Bell and Adam Brody in the hit new Netflix series, Nobody Wants This. Based loosely on series creator Erin Foster’s own romance with husband Simon Tikhman, the irreverent romcom follows a sex podcasters’ whirlwind love affair with a rabbi.

    Notably, the sensual first kiss between the couple on a Los Angeles sidewalk one evening two episodes in has tongues wagging. But this is not the first case of opposites attract on TV nor, arguably, the steamiest small-screen smooch.

    The onscreen kiss has a long and storied history. Many viewers form strong connections with characters they enjoy and consider them friends – called parasocial relationships – more so when story lines lean towards love.

    Seeing caresses on screen can trigger the same neurons that fire when we lock lips in real life, making certain scenes very memorable and oh-so-marketable. Here are some of the best and the ingredients that make them great.

    From friends to lovers

    What fan of Friends could forget the classic first kiss when Rachel watches an old prom video and finally realises the depth of Ross’ feelings for her? Or when Jim on The Office (US) confesses his unrequited love for Pam, leading to an impassioned embrace? Both are preceded by a long, slow burn that heightens anticipation.

    More than colleagues then.

    Other kisses are more technically or narratively ambitious. Game of Thrones’ Jon Snow and Ygritte (real-life married couple Kit Harington and Rose Leslie) share a sizzling embrace in the geothermal springs of Grjótagjá, an Icelandic lava cave –although the actual location is only used in the establishing shots.

    ‘You know nothing Jon Snow.’

    On New Girl, Jess and Nick share an unpredicted pash at the end of an episode called Cooler. Jess (Zooey Deschanel) has been left out of her male housemates’ night of carousing because Nick believes she ruins his chances of scoring. It turns out he has a willing kissing partner closer to home.

    Challenging the script

    Unexpected televisual trysts confront cultural scripts about romance. They can challenge viewer expectations about sex and relationships more generally. As such, some kisses have longstanding impact.

    Take for example Star Trek’s interracial kiss between Kirk and Uhura in 1968, for which actor Nichelle Nichols recalled receiving an overwhelmingly positive reaction.

    ‘I’m not afraid. I am not … afraid.’

    Dawson’s Creek characters Jake and Ethan were celebrated for being the first men to kiss on prime-time American television in 2000 (two women had already kissed on L.A. Law in 1991).

    Australian television set the standard for gay men and women kissing in the 1970s and, more recently, Franky and Bridget found a lusty forbidden bond in the prison drama Wentworth.

    ‘You’ve got tickets on yourself.’

    Future connections

    How we might connect in the future have also been a part of televisual treatments of intimacy.

    In Black Mirror’s San Junipero the creators explore the possibility of elderly bodies inhabiting their younger sexual selves via simulated reality. And then there’s the time The Doctor saved Rose’s life by absorbing a power vortex in her body via his lips in The Parting of the Ways episode of Doctor Who.

    ‘I think you need a doctor.’

    From the lighting and framing to the perfect music, there is a lot that goes into a kissing scene. All this can add up to a moment that prompts audiences to think about highlights from their own kissing histories – or their desired futures.

    Typically screen kisses last longer than in real life, and research suggests some audience expectations of their own sex lives are unrealistically influenced by what they see on TV. In other words, if you’re expecting the same intensity or duration as Joanne and Noah on Nobody Wants This on your next first date, you should probably modify your expectations.

    Today, filming kisses can be challenging and consent is an important part of the production process both onscreen and off. The role of an intimacy coordinator behind the scenes is still relatively new (and we don’t know if this Netflix production had one). But it’s clear when watching the hyped Nobody Wants This scene that both characters are willing kissers.

    There apparently wasn’t much detailed planning involved, other than an objective to capture the “best kiss ever”. Their job well done adds to a pantheon of pashes that will be remembered (and replayed) fondly.

  • MIL-OSI USA: Afghan National Arrested for Plotting an Election Day Terrorist Attack in the Name of ISIS

    The Justice Department today announced charges against a citizen of Afghanistan residing in Oklahoma City, Oklahoma, for conspiring to conduct an Election Day terrorist attack in the United States on behalf of the Islamic State of Iraq and al-Sham (ISIS), a designated foreign terrorist organization (FTO).

    According to a criminal complaint filed today, Nasir Ahmad Tawhedi, 27, conspired and attempted to provide material support to ISIS and obtained firearms and ammunition to conduct a violent attack on U.S. soil in the name of ISIS. As part of the plot, the defendant allegedly took steps to liquidate his family’s assets, resettle members of his family overseas, acquire AK-47 assault rifles and ammunition, and commit a terrorist attack in the United States.

    “As charged, the Justice Department foiled the defendant’s plot to acquire semi-automatic weapons and commit a violent attack in the name of ISIS on U.S. soil on Election Day,” said Attorney General Merrick B. Garland. “We will continue to combat the ongoing threat that ISIS and its supporters pose to America’s national security, and we will identify, investigate, and prosecute the individuals who seek to terrorize the American people. I am deeply grateful to the public servants of the FBI, National Security Division, and U.S. Attorney’s Office for the Western District of Oklahoma for their work to disrupt this attack and for the work they do every day to protect our country.”

    “This defendant, motivated by ISIS, allegedly conspired to commit a violent attack, on Election Day, here on our homeland,” said FBI Director Christopher Wray. “I am proud of the men and women of the FBI who uncovered and stopped the plot before anyone was harmed. Terrorism is still the FBI’s number one priority, and we will use every resource to protect the American people.”

    According to the criminal complaint, as part of the investigation into Tawhedi, the FBI searched Tawhedi’s phone and obtained communications between Tawhedi and a person who facilitated recruitment, training, and indoctrination of persons who expressed interest in terrorist activity and who Tawhedi understood to be affiliated with ISIS. Tawhedi was also seen in a video recorded on July 20 reading to two children text that describes the rewards a martyr receives in the afterlife. Tawhedi also allegedly accessed, viewed, and saved ISIS propaganda on his iCloud and Google account, participated in pro-ISIS Telegram groups, and contributed to a charity which fronts for and funnels money to ISIS.

    The complaint alleges that while liquidating their family’s assets prior to the attack, Tawhedi and his co-conspirator, who is a juvenile, advertised the sale of the family’s personal property on Facebook. At the FBI’s direction, a confidential human source responded to inquire if a computer was still for sale. The FBI source noted that he needed the computer for a new gun business he was starting, which ultimately led Tawhedi and the juvenile to meet with the source and other FBI assets at a rural location to test firearms. Tawhedi expressed interest in purchasing two AK-47 assault rifles, magazines, and ammunition from the source.

    According to the criminal complaint, on Oct. 7, Tawhedi and the juvenile met with the FBI assets at a rural location in the Western District of Oklahoma and purchased, received, and took possession of two AK-47 assault rifles, ten magazines, and 500 rounds of ammunition. Upon receipt of the rifles and ammunition, Tawhedi and the juvenile were arrested.

    In his seized communications, Tawhedi allegedly indicated that his attack was planned for Election Day, and in a post-arrest interview, Tawhedi allegedly confirmed the attack was planned for Election Day targeting large gatherings of people, during which he and the juvenile were expected to die as martyrs.

    Tawhedi was charged with conspiring and attempting to provide material support to ISIS, which carries a maximum prison sentence of 20 years, and receiving a firearm to be used to commit a felony or a federal crime of terrorism, which carries a maximum prison sentence of 15 years, if convicted.

    The case is being investigated by the FBI Oklahoma City Field Office, with valuable assistance from the Oklahoma City Police Department and the Moore, Oklahoma Police Department.

  • MIL-OSI USA: Dual U.S. and Iranian Citizen Arrested for Unlawful Scheme to Violate and Evade U.S. Sanctions Against Iran

    Kambiz Eghbali, also known as Cameron Eghbali, 50, of Los Angeles, was arrested yesterday pursuant to a now-unsealed indictment charging him, along with Hamid Hajipour and Babak Bahizad, both Iranian nationals, with violations of the International Emergency Economic Powers Act, conspiracy to commit bank fraud, and conspiracy to commit money laundering. Bahizad and Hajipour remain at large.

    According to the indictment, from March 2014 through September 2019, Eghbali and others conspired to unlawfully send digital and physical gift cards loaded with U.S. dollars to Iran. Eghbali would list his company, a U.S.-based purported videogame wholesaler and distributor located in the Central District of California, as the seller of the gift cards, and would provide cards to Bahizad for the benefit of his Iran-based gaming company, and to Hajipour for the benefit of his mobile software application service company. Bahizad and Hajipour would then pay Eghbali for the cards by transferring money from Iran to Eghabli’s U.S.-based bank accounts using third parties in other countries to conceal the transfer from U.S. regulators.

    The International Emergency Economic Powers Act (IEEPA) and the Iranian Transactions and Sanctions Regulations (ITSR) impose controls and restrictions on transactions involving Iran based on the threats posed by Iran to the national security of the United States including, among others, its pursuit of nuclear weapons and sponsorship of terrorism. The IEEPA and ITSR, among other things, prohibit the export, reexport, sale, or supply, directly or indirectly, from the United States or by a United States person, wherever located, of any goods, technology, or services, including financial services, to Iran or the Government of Iran without first obtaining authorization from the U.S. Treasury Department’s Office of Foreign Assets Control.

    If convicted, the defendants face the following maximum penalties: 20 years in prison for violations of IEEPA, 30 years in prison for bank fraud violations, and 20 years in prison for money laundering violations. The indictment also notifies defendants that the United States intends to forfeit all property alleged to be traceable to proceeds of the offense. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Assistant Attorney General Matthew G. Olsen of the Justice Department’s National Security Division, U.S. Attorney Martin E. Estrada for the Central District of California, and Executive Assistant Director Robert Wells of the FBI’s National Security Branch made the announcement.

    The FBI is investigating the case, with support from Homeland Security Investigations.

    Assistant U.S. Attorneys Anna Boylan and Mark Takla for the Central District of California and Trial Attorneys David J. Ryan and Leslie Esbrook of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case.

    “How we spend our money counts – the Government must ensure that our country does not assist, or profit from, crimes against humanity,” says the Green Party Foreign Affairs Spokesperson Teanau Tuiono.

    “Aotearoa has a long and proud history of advocating for peace. As a country which urges others to follow international law, we should walk the talk, and ensure our trade and investments aren’t party to breaches of international law.

    “The Green Party supports the ultimatum given today by Justice for Palestine to ASB KiwiSaver to divest from entities linked to illegal Israeli settlements. We also call on the Government to ensure Crown Financial Institutions do likewise.

    “New Zealand must act in accordance with July’s International Court of Justice advisory opinion on Israel’s illegal occupation of Palestinian territories – it’s unacceptable for Crown Financial Institutions to invest in entities linked to illegal activity.

    “New Zealand also supported the recent UN resolution demanding Israel end its ‘unlawful presence’ in Palestinian territory – it must do more than simply pay lip service to this. 

    “The Government must direct ACC, the Superannuation Fund, and the National Provident Fund to not invest a cent in organisations complicit and associated with Israel’s attacks on civilian populations in Gaza and Lebanon.

    “Furthermore, if the BNZ Kiwisaver fund doesn’t divest from weapons companies participating in Israel’s hostilities, the Government must remove BNZ as a default Kiwisaver provider while it invests New Zealanders’ earnings in war crimes, human rights abuses, and suffering.

    “New Zealand has a responsibility to ensure that our trade and investments policies aren’t profiting from and supporting unethical behaviour – especially not breaches of international law,” says Teanau Tuiono.

    Drink driver caught while more than six times the legal limit

    A 36-year-old Ulverstone man has been charged with drink driving after he was intercepted by police while more than six times the legal alcohol limit in Devonport overnight.
    Police were called about 8pm Tuesday 8 October after a member of the public observed a white Toyota Hilux driving dangerously on William Street, Devonport.
    The driver was intercepted by police on Steele Street and returned a blood alcohol reading of 0.322.
    He was immediately disqualified and has been charged with drive a motor vehicle while exceeding prescribed alcohol limit and drive under the influence of intoxicating liquor.
    He was bailed to appear in the Devonport Magistrates Court in December.
    Tasmania Police Sergeant Jeremy Williams said driving while more than six times the legal alcohol limit was both reckless and incredibly dangerous.
    “Not only are you putting your own life at risk, but the lives of other road users,” he said.
    “Tasmania Police remains committed to road safety policing and enforcing the fatal five, being speed, fatigue, distraction (including mobile phone use), drink/drug driving and non-wearing of seatbelts.
    “We encourage any motorists that were travelling in the area, at the time, who observed this vehicle and its manner of driving, to come forward.”

    Police are seeking the public’s assistance in locating 15-year-old Maaka, who has been reported missing.

    Maaka was last seen at the Papakura Train Station on Friday 27 September.

    Our enquiries have been ongoing and we are now seeking information from the public.

    He is described as being 150 cm tall and of thin build. He was last seen wearing a black sweatshirt and blue or black jeans.

    It’s believed Maaka could be somewhere on the North Shore.

    Police and his family have concerns for Maaka’s welfare and we ask anyone who sights him to please contact Police as soon as possible on 111.

    Additionally, anyone who has further information on his whereabouts should contact Police on 105, using the reference number 240927/4702.

  • MIL-Evening Report: Republicans once championed immigration in the US. Why has the party’s rhetoric – and public opinion – changed so dramatically?

    It might seem surprising today in the era of Donald Trump, but Republicans in the United States once championed immigration and supported pathways to citizenship for undocumented Americans.

    In January 1989, Ronald Reagan’s final speech as president was an impassioned ode to the immigrants who made America “a nation forever young, forever bursting with energy and new ideas”.

    Contrast this with Trump, who has normalised dehumanising rhetoric and policies against immigrants. In this year’s presidential campaign, for instance, he has referred to undocumented immigrants as “animals” who are “poisoning the blood of our country”.

    Both Trump and his vice presidential running mate, JD Vance, also repeated a false story about Haitian “illegal aliens” eating pets in Springfield, Ohio.

    Perhaps most troubling, Trump has pledged to launch “the largest deportation operation in the history of our country”, if he’s elected.

    Immigration policies throughout history

    Nativism, or anti-immigrant sentiment, has a long history in American politics.

    In 1924, a highly restrictive immigration quota system based on racial and national origins was introduced. This law envisaged America as a white, Anglo-Saxon, Protestant nation.

    However, there was no restriction on immigrants from the Western Hemisphere. The agricultural and railroad sectors relied heavily on workers from Mexico.

    In 1965, the quota system was replaced by visa preference categories for family and employment-based migrants, along with refugee and asylum slots.

    Then, as violence and economic instability spread across Central America in the 1970s, there was a surge in undocumented immigration to the US.

    Scholar Leo Chavez argues that in the late 1980s and early 1990s, an alarmist “Latino threat narrative” became the dominant motif in media discussions of immigration.

    This narrative was frequently driven by Republican politicians in states on the US-Mexico border, who derived electoral advantage from amplifying voter anxieties.

    The growing popularity of this negative discourse coincided with a significant increase in income inequality – a byproduct of neo-liberal policies championed by Reagan and other Republicans.

    A dramatic shift in Republican rhetoric

    In the early-to-mid 20th century, Democrats were often the party that supported restrictive immigration and border policies.

    However, most Republicans at the national level – strongly supported by business – tended to endorse policies that encouraged the easy flow of workers across the border and increased levels of legal immigration.

    Prominent conservative Republicans also rejected vilifying rhetoric towards undocumented Americans. They presented all immigrants as pursuing opportunities for their families, a framing that emphasised a shared vision of the American dream. In this telling, their labour contributed to the economy and America’s growth and prosperity.

    Reagan, the most influential conservative of the late 20th century, opposed erecting a border wall and supported amnesty over deportation.

    Reagan also strongly supported bipartisan immigration reform. In 1986, Congress passed an immigration act that increased border security funding, but also ensured 2.7 million undocumented immigrants, primarily of Latino background, were able to gain legal status.

    Twenty years later, President George W. Bush and Republican Senator John McCain lobbied for a bipartisan bill that would have tightened border enforcement while simultaneously “legalising” an estimated 12 million undocumented immigrants. It was narrowly defeated.

    This vocal support for immigrants by leading Republicans was striking because for much of the period between the late 1980s and the early 2000s, a majority of Americans actually wanted immigration levels reduced.

    Then, around 2009, a dramatic shift in political rhetoric took place. The Tea Party movement brought border security and “racial resentment” towards immigrants centre stage, challenging conservative Republicans from the populist right.

    As a result, more and more Republicans began to voice restrictionist and xenophobic rhetoric and support legislation aimed at cracking down on illegal immigration.

    What’s surprising, though, is the number of undocumented immigrants in the US was actually declining at this time, from 12.2 million in 2007 to 10.7 million in 2016.

    Donald Trump and the new nativism

    In this worsening anti-immigrant climate, Trump descended a golden escalator in mid-2015 to launch his presidential campaign.

    In his speech that day, immigration was front and centre. Trump vowed to “build a great wall” and accused Mexico of sending “rapists” and “criminals” to America.

    His speeches during the presidential campaign were marked by frequent anti-Mexican assertions and calls for Islamophobic visa policies. This hostile stance on immigration was central to his victory in both the Republican primaries and the general election against Hillary Clinton.

    Once in office, Trump then adopted a “zero tolerance” stance towards undocumented immigration. His administration pursued a heartrending family separation policy that split children and their undocumented parents at the border. This approach was celebrated on conservative media outlets such as Fox News.

    During his presidency, he also reduced legal immigration by almost half, drastically cut America’s refugee intake, and introduced bans on people from Muslim-majority countries.

    Policy expert David Bier concluded the goal of Republican lawmakers had shifted:

    It really looks like the entire debate about illegality is not the main issue anymore for Republicans in both chambers of Congress. The main goal seems to be to reduce the number of foreigners in the United States to the greatest extent possible.

    Indeed, Trump’s vision of the nation had overtly racial overtones.

    In one 2018 meeting, he asked why America should accept immigrants from “shithole countries” like Haiti, El Salvador or the African continent. His preference was for Norwegian migrants.

    Immigration as a major election theme

    From 2021–2023, undocumented US-Mexico border crossings surged due to natural disasters, economic downturns and violence in many Latin American and Caribbean nations. Many of the recent arrivals are asylum seekers.

    Though the numbers have fallen sharply in 2024, immigration and the border are still one of the top issues for voters across the political spectrum. The issue is particularly important in the key swing state of Arizona.

    In 2024, Trump’s central immigration promise was encapsulated by the beaming delegates waving signs calling for “Mass Deportations Now” at the Republican National Convention.

    The Trump-Vance ticket has blamed undocumented immigrants for almost every economic and social problem imaginable. The two candidates present them as a dangerous and subversive “other” that cannot be assimilated into mainstream American culture.

    Yet Trump, as both president and candidate, has worked to prevent the passage of border security legislation. Turmoil on the border benefits him.

    And his nativism now encompasses all forms of immigration – he has pledged to curb legal channels for people to enter the country, as well.

    All of this rhetoric has had a dramatic impact on public opinion. Between 2016 and 2024, the number of people supporting the deportation of undocumented immigrants jumped from 32% to 47%.

    In July 2024, 55% of Americans also said they wanted to see immigration levels decrease, a 14-point increase in one year.

    Many Americans do not perceive immigration as a source of vitality and renewal as they had in the past. Instead, reflecting Trump’s language, they are viewing immigrants as an existential threat to the country’s future.

    Washington, DC –Today, Congressman Van Drew formally requested that the Federal Energy Regulatory Commission (FERC) and the Department of Justice (DOJ) launch a comprehensive federal audit and investigation into the market practices and billing procedures of Atlantic City Electric (ACE). This follows a surge of complaints from South Jersey residents facing massive spikes in their electricity bills, with many seeing charges double, triple, or even quadruple without explanation.

    “These outrageous bills have been crippling for families, and the field hearing we held today on this growing crisis confirmed what we have suspected all along: ACE’s practices demand federal scrutiny,” said Congressman Van Drew. “The New Jersey Board of Public Utilities (NJBPU) has failed in its responsibility to act, leaving us no choice but to escalate this to the federal level. I am formally requesting that FERC and the DOJ conduct a thorough investigation to not only determine if ACE’s inconsistent practices are lawful but also to demand justice for the people of South Jersey by imposing penalties against ACE and mandating rebates for those who have been unfairly overcharged. I will not tolerate these unjust practices and I will not stop fighting until the people of South Jersey get the accountability and relief they deserve.”

  • MIL-OSI Security: Cambridge Narrows  — Missing 54-year-old woman

    The Oromocto RCMP is asking for the public’s help to locate a missing 54-year-old woman from Cambridge Narrows, N.B.

    Shelly Jones was last seen on October 8, 2024, at approximately 7 p.m., in the area of Scenic Narrows Boulevard in Cambridge Narrows. She was reported missing to police the same day. Police have followed up on several leads to try and locate her, but have so far been unsuccessful. Police and her family are concerned for her wellbeing.

    Shelly Jones is described as being approximately five feet two (157 centimetres) tall, and weighing approximately 170 pounds (77 kilograms). She has blue eyes, and blond hair. She was last seen wearing a camouflage jacket and camouflage pants. Shelly may be driving a red 2024 Honda Pioneer 700 side-by-side.

  • MIL-OSI New Zealand: Arrest for driver who damaged two police vehicles and assaulted police officers

    Today police arrested a man who drove his vehicle into two police vehicles after fleeing from officers who were conducting a traffic stop at Five Cross Roads, Claudelands.

    Officers responded and located the vehicle following complaints from members of the public about the manner of driving.

    At about 10.15am the vehicle was located at the Five Cross Roads shops where police staff approached and spoke with the driver.

    After refusing to engage with Police, the driver then fled from the traffic stop and subsequently spikes were successfully deployed.

    The vehicle then fled to nearby Claude Street, where police converged and located the man driving in a dangerous manner on the road committing sustained loss of traction.

    While police were responding to the vehicle on Claude Street, the driver deliberately drove his vehicle into two of the responding police units, causing significant damage to all three vehicles involved.

    No one was injured as a result of the vehicle collisions.

    To mitigate the risk that the driver posed to the public, further police units that were responding managed to successfully block in the offending vehicle and safely bring it to a stop.

    The driver then resisted arrest, and during this process police have deployed tactical options, such as Taser and OC spray.

    The driver was restrained and taken into custory without further incident.

    During the arrest process, two police officers were assaulted by the driver, however their injuries were minor.

    A 39-year-old man will appear in the Hamilton District Court tomorrow charged with Failure to remain stopped for an enforcement officer, Operating a motor vehicle causing sustained loss of traction, Driving in a dangerous manner, Assaults person with a blunt instrument (police), Assaults police, and Resists police.

  • MIL-OSI China: Steps taken to ensure food security

    China has outlined detailed policy measures to underpin its “all-encompassing approach” to food and to build a diversified food supply system, which analysts said will contribute to ensuring food security and building up the country’s strength in agriculture.
    The guideline on speeding up the building of a diversified food supply system, issued by the General Office of the State Council in September, said the country will take measures to effectively promote the development of new food varieties, fields and technologies.
    Efforts will be made to expand food resources through multiple channels, boost sci-tech innovation to improve the quality and effectiveness of food development, and enhance the entire industrial chain, in particular the value chain of the food industry, according to the document.
    Both the report of the 20th National Congress of the Communist Party of China and the No 1 document of 2024 proposed an all-encompassing approach to food and the expansion of food resources, which analysts said indicates the strong emphasis China has put on the issue.
    “The adoption of an all-encompassing approach to food can not only better meet people’s growing diversified food consumption needs, but also constitute an inevitable choice to address food security challenges confronted by China,” said Tang Wei, an associate professor at Sichuan Agricultural University’s Law School.
    According to official data, last year China’s total meat production was 97.48 million metric tons, its milk production was 42.81 million tons, and poultry and egg production reached 35.63 million tons. Tang said these figures reflect changes in people’s diets and that there should be higher requirements for the diversity of food supply.
    The all-encompassing approach to food emphasizes moving beyond traditional staple crops to address food security, and instead expanding to a broader category that includes meat, eggs, dairy, fruits, vegetables, fish, mushrooms and bamboo shoots.
    Despite having only nine percent of the world’s arable land and six percent of its freshwater resources, China feeds nearly 20 percent of the global population.
    “In the context of increasing constraints on resources and the environment, embracing the approach will help ensure food security and sustainable development,” Tang said.
    The document issued last month called on expanding from arable land resources to encompass the entire territory’s resources under the premise of protecting the ecological environment, encouraging exploring new food resources from natural resources, including forests, grasslands, rivers, lakes, seas and facility-based agriculture.
    “Expanding the spatial scope of agricultural production and diversifying supply channels can reduce the pressure on arable land, further consolidating the foundation of food security,” Tang added.
    Zheng Fengtian, a professor at the School of Agricultural Economics and Rural Development at Renmin University of China, underscored the necessity to fully tap resources in accordance with local conditions and highlighted the importance of substantial investment in scientific and technological innovation in boosting agricultural modernization.
    He gave the example that the vast majority of western China, which may not be suitable for large-scale farming, is endowed with abundant forest resources. The region can support the development of the understory economy and the cultivation of various cash crops, he said.
    The understory economy refers to the development of industries under the forest canopy such as animal husbandry and planting suitable crops.
    Official data shows that beyond arable land, China has over 267 million hectares of forest, a similar amount of grassland, and abundant rivers, lakes and seas.
    More importance should be attached to these resources, and research and development into corresponding varieties and technologies to foster diversified food supply channels, Zheng said.
    Expanding agricultural production space does not mean unlimited extraction, rather, it is about the reasonable use of natural resources, he added.
    Zheng warned that the sources of China’s grain imports and transportation capacity of import channels are relatively concentrated, making the country susceptible to geopolitical and shipping risks.
    Adopting an all-encompassing approach to food could enhance the resilience of China’s food supply chains, allowing it to actively respond to external instability and uncertainty, he said.
    “If China can achieve significant agricultural technological breakthroughs, it will not only facilitate addressing its food security but also set an example for other developing countries,” Zheng said, calling for shoring up innovation in areas including breeding technology and strengthening the leading role of enterprises.
    Sheikh Ahaduzzaman, a representative for China at the United Nations Food and Agriculture Organization, said at an event held last year he expects China’s food industry to become more powerful, upgraded, innovative and sustainable. “This will not only benefit the Chinese people, but also make a significant contribution to the positive progress of the 2030 Agenda for Sustainable Development,” he said.
    According to the State Council’s September document, China will accelerate breeding innovation to cultivate high-yield, high-quality and stress-resistant new varieties, and encourage enterprises to collaborate with universities and research institutes in a bid to develop and promote new technologies and equipment.
    Sun Shujing, a senior agriculture researcher at Fujian Agriculture and Forestry University, highlighted the significant roles of scientific and technological innovation in nurturing competitiveness in agricultural products and industries.

    The document specifically mentions developing and expanding the edible mushroom industry, and creating edible mushroom products, which Sun said will strengthen researchers’ confidence in engaging in the industry and motivate them to meet the significant national demand for the product.
    Zhong Yu, a researcher at the Institute of Agricultural Economics and Development of the Chinese Academy of Agricultural Sciences, said efforts should be made to achieve a virtuous cycle of mutual adaptation between demand and production to promote the high-quality development of agriculture and better meet the people’s aspiration for a better life.
    “We should accelerate the establishment of a comprehensive food safety standard and inspection system, proactively align domestic standards with international standards, and expedite the construction of a traceability system for the entire agricultural product supply chain to effectively reduce food safety risks,” he said.
    Zhong underscored the need to match supply with demand, saying technologies such as big data should be fully leveraged to understand what consumers want in a timely manner so that production can be adjusted effectively.
    As the all-encompassing approach to food emphasizes nutritious and healthy consumption, he said China should keep improving its system for nutritional health standards while continuing to promote food saving and reducing food waste.

    Police today arrested and charged a 32-year-old man with dangerous driving, evade police (aggravated circumstances), driving while disqualified, breach of bail and some other traffic matters following an investigation by Bridgewater CIB into an incident which occurred on 25 September 2024.Police allege about 2pm, the man drove more than 4.5km into oncoming traffic at high speed along the Brooker Highway at Granton after evading police in Bridgewater.Police investigations to date which included obtaining multiple eyewitness accounts, surveillance CCTV and dash camera recordings which detail and depict the man weaving in and out of oncoming traffic that resulted in multiple members of the travelling public taking evasive action to prevent a head on collision.The man is expected to appear in an after hours session in the Hobart Magistrates Court session later this evening.Anyone with information about this incident should contact police on 131 444 or Crime Stoppers on 1800 333 000 or at crimestopperstas.com.au.   • MIL-OSI Security: Dual U.S. and Iranian Citizen Arrested for Unlawful Scheme to Violate and Evade U.S. Sanctions Against Iran

    Kambiz Eghbali, also known as Cameron Eghbali, 50, of Los Angeles, was arrested yesterday pursuant to a now-unsealed indictment charging him, along with Hamid Hajipour and Babak Bahizad, both Iranian nationals, with violations of the International Emergency Economic Powers Act, conspiracy to commit bank fraud, and conspiracy to commit money laundering. Bahizad and Hajipour remain at large.

    According to the indictment, from March 2014 through September 2019, Eghbali and others conspired to unlawfully send digital and physical gift cards loaded with U.S. dollars to Iran. Eghbali would list his company, a U.S.-based purported videogame wholesaler and distributor located in the Central District of California, as the seller of the gift cards, and would provide cards to Bahizad for the benefit of his Iran-based gaming company, and to Hajipour for the benefit of his mobile software application service company. Bahizad and Hajipour would then pay Eghbali for the cards by transferring money from Iran to Eghabli’s U.S.-based bank accounts using third parties in other countries to conceal the transfer from U.S. regulators.

    The International Emergency Economic Powers Act (IEEPA) and the Iranian Transactions and Sanctions Regulations (ITSR) impose controls and restrictions on transactions involving Iran based on the threats posed by Iran to the national security of the United States including, among others, its pursuit of nuclear weapons and sponsorship of terrorism. The IEEPA and ITSR, among other things, prohibit the export, reexport, sale, or supply, directly or indirectly, from the United States or by a United States person, wherever located, of any goods, technology, or services, including financial services, to Iran or the Government of Iran without first obtaining authorization from the U.S. Treasury Department’s Office of Foreign Assets Control.

    If convicted, the defendants face the following maximum penalties: 20 years in prison for violations of IEEPA, 30 years in prison for bank fraud violations, and 20 years in prison for money laundering violations. The indictment also notifies defendants that the United States intends to forfeit all property alleged to be traceable to proceeds of the offense. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Assistant Attorney General Matthew G. Olsen of the Justice Department’s National Security Division, U.S. Attorney Martin E. Estrada for the Central District of California, and Executive Assistant Director Robert Wells of the FBI’s National Security Branch made the announcement.

    The FBI is investigating the case, with support from Homeland Security Investigations.

    Assistant U.S. Attorneys Anna Boylan and Mark Takla for the Central District of California and Trial Attorneys David J. Ryan and Leslie Esbrook of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Child rights organisation ChildFund have joined forces with The Girls and Boys Brigade to launch ChildFund’s global online safety app – Swipe Safe. ChildFund acknowledge the rapidly changing digital landscape and build an app that puts the power back in the hands of children and their parents.

    (Sydney, Australia).  In the countries in which ChildFund Australia works, the digital transformation of children’s lives has presented acute risks such as scams, cyberbullying, online grooming, and sexual, sexist, racist, or violent content. ChildFund has responded with the creation of the Swipe Safe program and app. The app serves to immediately strengthen children’s knowledge, skills and behaviours keeping them safe online.

    Swipe Safe has been beta tested in five separate phases, directly involving face-to-face training and app testing with tens of thousands of children in Timor-Leste, Papua New Guinea, Vietnam, Cambodia, Fiji and the Solomon Islands. The organisation has now teamed up with the Boys and Girls Brigade to launch the app in Australia.

    They have also been testing the app with families at the Girls and Boys Brigade who have provided local insights into the app. Stephanie Fett the Family Support Coordinator at the Boys and Girls Brigade spoke about how technology is transforming the lives of families the centre supports.

    “We’re seeing young people using phones from about eight years on and they haven’t developed that rational thinking until they reach 24 or even 25 [years of age]. So they are really unaware of the risks online, the natural reaction of parents is to take the phone away. This however struggles to build trust and openness with the parent making it exceedingly more difficult for them to protect their children online.”

    Stephanie elaborated that the app helped build greater trust between parents, carers and children, which is key to helping keep children safer online.

    “Parents need to work to build an open online relationship with children so they are comfortable with talking about their experiences online. The Swipe Safe app is a great tool to help facilitate this communication” [Click here for more on Swipe Safe].”

         ​A correctional officer stopped a person in custody assaulting another person in custody at Pik Uk Prison today (October 9).     At 10.02am today, a 49-year-old male person in custody attacked a 39-year-old male person in custody in a dining hall. The officer at the scene immediately stopped the assailant and called for reinforcement.     During the incident, the victim sustained injuries to his head, arm and back. After examination and treatment by the institution Medical Officer, he was referred to a public hospital for further treatment. The assailant sustained an injury to his leg. He did not need to be sent to a public hospital after examination and treatment by the institution Medical Officer.     The case has been reported to the Police for investigation.     The two persons in custody were sentenced to imprisonment for the offence of trafficking in a dangerous drug and taking employment after landing in Hong Kong unlawfully and remaining in Hong Kong without the authority of the Director of Immigration in August 2013 and September 2023 respectively.

  • MIL-OSI Security: Four arrests and nine companies seized in anti-mafia operation in Italy and Brazil

    Eurojust supported this international operation, which hit a notorious mafia organisation. Investigations into the criminal organisation uncovered an elaborate scheme that was laundering money from Italy to Brazil, through several companies. The operation on 7 October led to the arrest of four suspects and the seizure of nine companies in Italy, Hong Kong and Brazil.

    The suspects arrested today were involved in the mafia organisation and used extortion, money laundering and the fraudulent transfer of valuables to facilitate important mafia organisations. The main suspect in the scheme set up multiple companies in Brazil using straw men and shell companies. The companies were used to hide the criminal gains of mafia organisations from Italy.

    The investigations revealed that other companies active in the property and hospitality sectors in Italy, Hong Kong and Brazil were part of this elaborate money-laundering scheme. During the operation, nine companies were seized, as well as money worth EUR 350 000.

    The operation on 7 October is the second action from a joint investigation team (JIT) set up at Eurojust between Italian and Brazilian authorities. The JIT has been investigating the mafia organisation since 2022. The first operation took place on 13 August and led to the arrest of a member of a mafia family and the freezing of assets worth EUR 50 million. 

    The Italian and Brazilian authorities have been investigating the activities of the mafia organisation since 2022 through a JIT, set up with the support of Eurojust. Their investigations uncovered the activities of the organisation in Switzerland and Hong Kong.
