    • Civil society groups concerned about politicised policing launch nationwide billboard campaign to stand up for right to protest

    New research by Greenpeace indicates that the Metropolitan Police have regularly arrested protesters when there is an extremely low chance of them ever being charged. Officers made more than 600 arrests in London over the last six years for conspiracy to cause public nuisance but only 18 of them (2.8%) resulted in charges. The research also showed an almost tenfold rise in the number of arrests in the capital since 2019, when environmental protests became widespread. 

    These numbers support the belief, widespread amongst activists and protesters, that the police are abusing this offence and other anti-protest laws to remove and intimidate peaceful protesters.

    Greenpeace used Freedom of Information requests to find out how many people were arrested between 2012 and March 2025 on suspicion of conspiracy to cause a public nuisance – an offence under the Police, Crime, Sentencing and Courts Act 2022 that is frequently used by the police to clear protesters from the streets.

    Areeba Hamid, co-executive director of Greenpeace UK said: “The fact that police are routinely dragging protesters off the streets for a crime they almost always fail to charge them with amounts to an abuse of their powers and an assault on the right to protest. Arresting law-abiding people because they’re politically inconvenient is a frightening development in any democracy, and is a direct result of the government’s instinct to shut down free speech and prevent people standing up for issues they care deeply about.”

    The findings come as four leading environmental and human rights groups – Amnesty International UK, Friends of the Earth, Greenpeace and Liberty – launch a nationwide advertising campaign to stand up for the right to protest. The campaign features videos of real protesters on a range of issues holding placards that say ‘I’m protesting in here to avoid arrest out there’.

    The protesters appear on digital billboards clustered in popular shopping areas in London, Birmingham and Manchester, given free to the campaign as the prize in Ocean Outdoor’s annual Digital Creative Competition. Digital special effects by creative agency ‘elvis’ make the protesters appear to be present on the street, like a virtual protest march. They each represent a different cause including disability rights, Gaza, climate change, anti-black racism, plastic pollution and the campaign to keep the NHS public.

    Khalid Abdallah, an actor and protester for Palestinian rights from London who appears in the campaign, said: “I think a lot of people don’t realise that the crackdown on protest isn’t just about tougher laws on disruptive civil disobedience, it’s about creating a climate of intimidation. The right to speak out against the actions of the government is an important test of whether you live in a free, democratic country. I have lived in countries where rights we hold dear in Britain do not exist, and my family has paid the price for speaking out. So I did not expect Britain to be the country where I would first be investigated by police for my participation at a public protest. For six months I lived under the threat of being charged, until it was confirmed the police would not take further action. Clearly, these statistics show I’m not an isolated case.”

    Researchers at Greenpeace asked the Metropolitan Police to provide data on arrests and charges for public nuisance offences between 2012 and March 2025. They found there had been 67 arrests and 8 charges for conspiring to cause a public nuisance between 2012 and the end of 2018, compared with 638 arrests and 18 charges since 2019, equating to an almost tenfold increase in arrests. The rate of arrests resulting in charges also dropped from around 12% to below 3%. 

    The sharp increase in 2019 happened around the same time that Extinction Rebellion and Fridays for Future brought thousands of people onto the streets of London to protest against the lack of action to tackle climate change. Since then, successive governments have passed additional anti-protest laws giving police officers a wider range of offences to choose from, many carrying lengthy custodial sentences, resulting in hundreds of protesters being arrested and some being handed record prison sentences of up to five years.

    Greenpeace and the other groups are calling on the Home Secretary to restore people’s right to make their voices heard on issues they care about by reversing anti-protest measures in two key pieces of legislation passed since 2022. They are also asking ministers to strike out protest clauses in the Crime and Policing Bill currently making its way through parliament.

    The six protestors featured in the advertising campaign are:

    • Sahanika Ratnayake, an academic who protests on environmental issues from Manchester

    The advertising campaign was awarded the Gold prize in the non-profit category of Ocean Outdoor’s annual Digital Creative Competition which seeks bold, original work that pushes the boundaries of ‘Digital Out of Home’ advertising. It launches on 3rd July across Ocean’s city centre Loop networks in Birmingham and Manchester, and in a high footfall area of Westfield Stratford City in London on billboards in close proximity to each other to replicate a real protest. The campaign was created and shot by elvis.

  • MIL-OSI Asia-Pac: Appeal for information on missing woman in Yau Ma Tei (with photo)

    Police today (July 3) appealed to the public for information on a woman who went missing in Yau Ma Tei.

    Lui Hoi-yan, aged 48, went missing after she was last seen in Yau Ma Tei in April 9. Her family made a report to Police yesterday (July 2).

    She is about 1.65 metres tall, 60 kilograms in weight and of medium build. She has a pointed face with yellow complexion and long curly hair.

    Anyone who knows the whereabouts of the missing woman or may have seen her is urged to contact the Regional Missing Persons Unit of New Territories South on 3661 1174 or 6103 4963, or email to rmpu-kw@police.gov.hk, or contact any police station.

  • MIL-OSI Asia-Pac: Body found case in Sham Shui Po reclassified as murder and suicide

    Police today (July 3) reclassified a body found case happened in Sham Shui Po yesterday (July 2) as murder and suicide.

    At around 11.45am yesterday, Police received a report that a 41-year-old woman and a 33-year-old man were found collapsed in a flat on Fuk Wing Street. Police officers attended the scene and found the woman and the man lying in a room. A basin of burnt charcoal was found next to them. They were certified dead at scene.

    Post-mortem examinations will be conducted later to ascertain the cause of their death.

    Investigation by the District Crime Squad of Sham Shui Po District is under way. Police appeal to anyone who has information related to the case to contact the investigating officers on 3661 9821.

    On July 3, the 4th Japan-Tunisia Security and Counter-Terrorism Dialogue was held in Tokyo. At this dialogue, Mr. Hiroyuki MINAMI, Representative of the Government of Japan (Ambassador in charge of International Cooperation for Countering Terrorism and International Organized Crime, Ministry of Foreign Affairs), and Admiral Abderraouf ATALLAH, Senior Advisor to the President of the Republic of Tunisia, served as representatives for their respective governments.

    The representatives from four diplomatic missions, including the Republic of Guinea, the Republic of Kenya, the United Republic of Tanzania, the Republic of Uganda, researchers and students from Moscow universities, as well as schoolchildren, attended the forum.

    In his inaugural address, RUDN Rector professor Oleg Yastrebov, highlighted the university’s unwavering commitment to guide a new generation of specialists to embrace the boundless possibilities of their chosen domains еnriched by the profound gift of Swahili proficiency, covering the language mastery and translation skills.

    With profound dedication, we have taken a decisive step forward by introducing a Swahili language course, offered free of charge to our most exceptional students.     The program of the event was adorned with heartfelt performances prepared by students and schoolchildren who are dedicated to learning Swahili at Moscow’s esteemed universities and schools. A theatrical parable in Swahily from students of the Russian State University of Humanities warned against selfishness through the story of a haughty tree. The audience was also captivated by passionate Swahili songs from MGIMO and RUDN students, as well as from schoolchildren of Moscow school № 1517 . Multilingual sketches about students’ life imbued the event with a true spirit of an international university.

    We are delighted to participate in Swahili Day at RUDN University for the second year in a row. It is a wonderful opportunity to make new friends, share knowledge, and showcase our creative potential through the Swahili language.

Navin Saxena is the author of a large number of publications in Russian and foreign scientific journals, has drugs copyright certificates and patents.

Galina Abbas was awarded the Pushkin Medal, and Ruben Dario Flores is a translator of works by Russian poets A.Pushkin, B.Pasternak and A.Tarkovsky.

    In 1978, Najim Riad Youssef graduated from the Faculty of Medicine. Najim Riad Youssef is the CEO of RamTEK LLC and Vice-Chairman of the Lebanese-Russian Friendship Society, popularizing Russian higher education and science abroad, which made him the Ambassador of Russian Education and Science.

    Kalumbi Shangula graduated from the Faculty of Medicine in 1983. He is the Minister of Health and Social Services of Namibia. He is member of the Medical Association of Namibia, the Royal Society of Tropical Medicine and Hygiene in Great Britain, and the New York Academy of Sciences.

    Faculty of Engineering

    The largest number of graduates awarded the medal to the 100th anniversary of V.F. Stanis graduated from the Engineering faculty: Jose Hidalgo Salazar in 1973, Patwardhan Gagan in 1975, Al-Twal Salam Fakhri in 1983, Rigoberto Hilario Santos and Georges Aoun in 1984.

    They continue to maintain contact with RUDN, creating new opportunities for the future students. Jose Hidalgo Salazar, CEO of IGGEKO LLC, became a laureate of the Order of Friendship. Al-Twal Salam Fakhri, a senior specialist in the regional office of the UN Development Program, member of the Jordan-Russia Friendship Society was awarded the Order of Friendship by the decree of the President of the Russian Federation. Rigoberto Hilario Santos, CEO of the engineering and construction company CONSUDOM SRL, member of the Presidium of the Dominican College of Architects and Geodesic Engineers, former Director of the Department of the Ministry of Public Works and Communications of the Dominican Republic, became the Ambassador of Russian Education and Science. Patwardhan Gagan, Head of Union Exports LLC, received the Order of Friendship for promoting the Russian language in Western India. Professor Georges Aoun, Head of the department of basic disciplines at the engineering faculty of the Lebanese University, organized summer schools with the Agrarian and Technological Institute, Engineering Academy and the Institute of the Russian language, as well as a double degree program with the Philological faculty of RUDN, author of a number of publication on teaching Russian as a foreign language.

    Faculty of Agriculture

    Auelbek Tokzhanov, a 1982 graduate of the Faculty of Agriculture, is currently the CEO of Skymax Technologies Group of Companies, AK Karal Diatomit Industry. He heads the UDN-RUDN Alumni and Friends Association in Kazakhstan and is a member of the expert group in the Innovative Economy direction of the Nur Otan party. Aulbek Tokzhanov is a co-founder of the Literary Alliance Public Foundation, which supports the work of Olzhas Suleimenov and young talents.

    Gupta Sudhir is a 1983 graduate of the Faculty of Agriculture and Chairman of the Board of Directors of Amtel Corporation. To support students, he has established 80 personal scholarships of 3,000 rubles per month. Gupta Sudhir was also awarded the Order of Friendship.

    RUDN University staff and alumni received state and departmental awards at the State Kremlin Palace during a festive concert in honor of RUDN 65th anniversary.

    State awards

    The honorary title “Honored Scientist of the Russian Federation” for great contributions to science and many years of conscientious work was awarded to:

    UN Human Rights Council 59: UK Statement for Iraq’s UPR Outcomes Session

    UK Statement for Iraq’s Universal Periodic Review Outcomes Session. Delivered at the 59th session of the HRC in Geneva.

    Thank you, Mr President.

    We welcome the government of Iraq’s engagement with the UPR process, and their continued commitment to advancing justice and accountability for survivors of Daesh’s international crimes, following the closure of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Daesh/ISIL (UNITAD) in September.

    We are pleased to support Iraq’s efforts in building the capacity of the judiciary to investigate and prosecute cases of sexual violence, modern slavery and human trafficking. And we continue to advocate for the full and survivor-centred implementation of the Yazidi Survivors’ Law.

    Mr President, the UK remains concerned by the shrinking civic and political space in Iraq which continues to restrict the freedoms of peaceful assembly and expression. We encourage the authorities to ensure that protestors, journalists, the media, and civil society are protected from interference and harassment, and that perpetrators of violence are held to account.

    Likewise, minorities should be protected to freely practice their religion or belief, without fear of persecution.

    The UK is closely assessing the implications of the amendment to Iraq’s Personal Status Law and will continue to stay engaged on this matter.

    Amid relentless rainfall and worsening weather conditions in Uttarakhand, around 40 devotees returning from Kedarnath Dham were rescued by the State Disaster Response Force (SDRF) on Thursday after being stranded near the Sonprayag landslide zone.

    The pilgrims were stranded following a sudden landslide around 10 p.m. on Wednesday, which blocked the route with debris, making further movement impossible.

    The landslide struck near Sonprayag, a key transit point along the Kedarnath Yatra route. Responding swiftly, SDRF teams launched a high-risk nighttime rescue operation.

    Video footage released by the SDRF showed personnel carefully navigating through dangerous terrain and heavy debris to evacuate the stranded pilgrims to safety.

    The hill state continues to face widespread disruption due to ongoing heavy rainfall. The Badrinath National Highway was blocked near Badrish Hotel in Umtta following another landslide, according to Chamoli Police.

    Similarly, the Yamunotri National Highway has sustained severe damage, with sections of the road between Silai Band and Ojri washed away due to incessant downpours.

    Multiple agencies, including the SDRF, National Disaster Response Force (NDRF), local police, and forest department personnel, are working in coordination to assist pilgrims and residents alike. Teams are creating temporary trails, providing transportation, and guiding people through alternate safe routes to ensure timely and secure transit.

    Essential services have also been significantly impacted.

    According to the India Meteorological Department (IMD), heavy rain and thunderstorms accompanied by lightning are likely to persist across several districts.

    “Intense to very intense spells of rain are expected at isolated locations in Dehradun, Pauri Garhwal, Tehri, Nainital, and Bageshwar districts,” the IMD said in a statement.

    Other hilly districts are also likely to experience thunderstorms with lightning and heavy rainfall in isolated pockets in the coming days.

  • MIL-Evening Report: 10 steps governments can take now to stamp out child sexual abuse in care settings

    Recent cases of prolific alleged child sexual abuse in Melbourne and other Australian early childhood education and care settings have shocked even experienced people who work to prevent child sexual abuse. Parents are right to be outraged, scared and uncertain.

    The most pressing issue, then, is what we do about it.

    Regulation and practice is still falling short, despite all our knowledge and prior recommendations. We have the benefit of the gold-standard Royal Commission Into Institutional Responses to Child Sexual Abuse (including Volume 6 on making institutions child-safe). We can also draw on rigorous scientific work about how best to prevent child sexual abuse in child and youth-serving organisations.

    Criminal history checks are essential, but many offenders will not have a criminal record. These checks are only one part of an entire safety system. Other measures are arguably even more important.

    The federal government, together with states and territories, recently announced new measures. However, these are acknowledged as only a first step.

    Children have a right to be safe from sexual violence. Continued failure is unacceptable. National Children’s Commissioner Anne Hollonds’ demand for a national inquiry, which can fully understand current limitations in the system and create a comprehensive blueprint for reform, is compelling.

    The established evidence has already identified some of these pillars of reform. Here are ten key actions for policy-makers to create key components of safe early childhood education and care settings.

    1. Policy. Every organisation needs to operate under a comprehensive policy about child safety. This should include specific guidelines for the prevention of sexual abuse. The policy should also include clear definitions and objectives, and be driven by a zero-tolerance approach.

    2. Safe screening and hiring. Every organisation needs to recruit staff through rigorous processes, including criminal history checks (supported by information-sharing within and between jurisdictions). But this is only a starting point. Staff are educators and carers, not babysitters; they should be properly qualified and appropriately remunerated.

    Should men be banned from employment in these settings? Employment discrimination based on gender is likely a step too far, but considerations of risk are important and children’s best interests are paramount. Nearly all sexual abuse of young children is by men, and stringent measures could be employed when recruiting men to child-related positions.

    3. Code of conduct. A detailed code of conduct is essential. This is the operating manual for the organisation and its staff, and should be made available to parents. A robust code will specify what conduct is prohibited, and what is required. It will have special rules for high-risk situations – for example, bathrooms, changing clothes, physical interaction, and technology use.

    4. Supervision and monitoring. A safe organisation must have appropriate measures for the implementation of the safety framework. It must also monitor the framework and its components. For example, there must be: appropriate staff supervision, recording of the approach to safety and its implementation, external auditing and oversight. Parents should be involved in oversight.

    All childcare centres should have rigorous prevention, supervision and reporting procedures in place.

    5. Environmental risk reduction. Often called “situational crime prevention”, these are actions to create safe environments. It can include measures to prohibit secluded spaces, and improve lines of sight and visibility. This can also include ensuring appropriate ratios of staff to children.

    6. Reporting of suspected cases. Across Australia, there are now clear legal requirements for practitioners in these settings to report suspected cases of child sexual abuse. Every organisation needs to ensure its staff knows about these duties, and how to comply with them. Every organisation then needs to deal appropriately with any report that is made.

    7. Education and training. Child sexual abuse is a complex field. Staff and leaders need high-quality education and training about child sexual abuse (including its nature, indicators and outcomes), organisational policy, reporting processes, legal and ethical obligations, and the protections they have as employees.

    Good education increases knowledge, attitudes and appropriate reporting, and overcomes ignorance, apathy, fear and inaction. This education needs to be multidisciplinary, high-standard, and itself the subject of oversight and monitoring. It is not clear we have high-quality education of practitioners in Australia, both when obtaining qualifications and especially in service.

    8. Leadership. We need knowledgeable and ethical leadership in child- and youth-serving organisations, and by regulators and policy-makers alike.

    Knowledge about child sexual abuse, and empathy towards children and young people, are preconditions for effective and ethical responses. Organisational leaders set the tone for the broader organisation. If leaders are seen to be knowledgeable, ethical and authentically committed to child safety, it is far more likely staff will be inspired to emulate these qualities.

    9. Oversight, enforcement and improvement. The entire system needs to be overseen by an effective regulatory framework and an efficient national regulator.

    We need to create comprehensive and stringent regulatory requirements for provider accreditation. Providers that do not meet these standards should be compelled to meet them, or lose funding and eligibility to operate. It is insufficient to be merely “working towards” the standards.

    Other accountability mechanisms should also be created; for example, owners of childcare centres could be subject to appropriate financial and other penalties.

    10. Locate prevention in these settings as part of a national strategy. As a nation, we have made progress in reducing the prevalence of child sexual abuse in organisational settings. This is partly due to tighter regulation through child-safe standards, legal requirements to report suspected cases of abuse and associated better reporting, and increased social awareness.

    However, no case is acceptable, and we have the capacity and duty to dramatically reduce the prospect that any individual can be a prolific offender. These prevention principles apply equally in schools and other settings serving children and youth.

    We have work to do: among all Australians aged 16 and over, nationally representative data has shown one in four experienced child sexual abuse. In contemporary Australia, this abuse is still prevalent, with data from 16–24-year-olds showing one in three girls are affected, and one in seven boys. The next generation of prevention is already here, but we know what is required to meet this challenge.

    This can be a turning point for Australia. The social and economic return from taking children’s rights seriously and investing in prevention far outweighs the cost of inaction. Safe, effective early childhood education and care is a nation-building strategy, both required for today’s workforce and a key factor in educating and developing young Australians.

    The Northern Territory Police Force are continuing to call for information in relation to a hit and run in Leanyer on Friday, 27 June 2025.

    About 7:05pm on Friday, emergency services received reports of a hit and run along Leanyer Drive and responded to the incident. A female and male were allegedly struck with the female suffering serious injuries.

    Initially police called for information relating to any witnesses of a white Yaris or Getz hatchback in the area at the time; however, upon further investigation police do not believe it was a hatchback and instead are looking for a white Holden Commodore VE Calais SS Station Wagon as pictured. The white Holden Commodore is believed to be missing the passenger side mirror and may have damage on the left side of the vehicle following the incident.

    Police are encouraging the driver to make contact on 131 444.

    Anyone who may have witnessed this car within the vicinity of Leanyer Drive around the time of this incident, particularly anyone with dash cam footage, is urged to contact police on 131 444. Please quote reference number NTP2500065618.

    Union Minister Shobha Karandlaje visited the Amarnath Yatra base camp in Baltal on Thursday and expressed her joy over the spiritual journey and the ongoing development works in the area.

    She joined thousands of devotees on the 2025 Amarnath Yatra to seek the blessings of Lord Shiva.

    Speaking to ANI during her visit, she said, “Today, we are all going to have the darshan of Bholenath. It feels wonderful… May God bless us all. The atmosphere here is very pleasant… people are feeling good because development work is happening here too…”

    The Union Minister praised the efforts made by local authorities and the government to improve facilities and infrastructure along the pilgrimage route. She noted that enhanced arrangements have added to the comfort and spiritual experience of the yatris (pilgrims).

    Earlier in the day, as a fresh batch of pilgrims set off for the holy cave of Shri Amarnath Baba, Divisional Commissioner Kashmir Vijay Kumar Bidhuri said that the Yatra was not just a religious one, but a journey of the people.

    He further stated that security forces, porters, tent service providers and others were all involved in the Yatra.

    “This Yatra is not just a religious Yatra. It is a Yatra of the people. Security forces, ‘pitthus’, tents, every service provider is involved in it… The enthusiasm among the devotees is unparalleled. I pray that everyone’s wishes are fulfilled and there is peace and happiness in Kashmir and the rest of the country,” Bidhuri told ANI.

    A day earlier, Kashmir Police issued an advisory for devotees undertaking the Amarnath Yatra 2025, urging them to travel only in officially designated convoys.

    The advisory, released on Wednesday, directed all pilgrims to start their journey only from the authorised base camps at Bhagwati Nagar (Jammu), Baltal and Nunwan. These routes have been designated to ensure better coordination, security and medical assistance along the challenging mountainous route to the holy Amarnath shrine.

    “All the pilgrims undertaking Shri Amarnathji Yatra 2025 are advised to travel only in designated convoys originating from Bhagwati Nagar, Baltal and Nunwan base camps,” Kashmir Police said in a post on X. (ANI)

    As the 36-day-long Amarnath Yatra commenced, thousands of pilgrims from across the country converged in Jammu and Kashmir to undertake the sacred journey to the revered Amarnath cave shrine.

    The first batch of Yatris began their trek from the Baltal base camp early Thursday morning, while another group departed from the traditional Pahalgam route. Simultaneously, the second batch of 5,246 pilgrims left from Bhagwati Nagar Yatri Niwas on Canal Road in Jammu for the Valley in two escorted convoys, underscoring the stringent security measures in place.

    Speaking to IANS, several pilgrims thanked administration for the arrangements and the Indian Army for ensuring their safety.

    “I have been coming to Baba Barfani’s shrine since 2019, and every visit feels wonderful. The arrangements this year are excellent,” said one devotee.

    Another added, “The government’s efforts are commendable. We are very happy with the facilities provided.”

    This year’s turnout appears to be significantly higher than in previous years. One pilgrim remarked, “Earlier, due to the threat of terror attacks, very few people came for the Yatra. But this time, the number of devotees is overwhelming.”

    “When one comes on a pilgrimage, comfort is not the priority. But the arrangements this time are excellent—far better than in previous years,” said another devotee.

    Appreciating security arrangements, a pilgrim noted, “The Indian Army has made our journey easy and safe. Their presence is reassuring. The efforts of the Centre and the J&K administration are truly commendable.”

    Another devotee added, “Thanks to the Indian Army and the administration, pilgrims feel secure and can perform this holy Yatra without any fear. We are grateful for everything.”

    The Yatra was officially flagged off by J&K Lieutenant Governor Manoj Sinha from Jammu on Wednesday.

    Authorities have implemented an unprecedented security plan in light of the April 22 terror attack in Pahalgam.

    An additional 180 companies of Central Armed Police Forces (CAPFs) have been deployed, supplementing the already robust security presence comprising the Indian Army, paramilitary forces, and J&K Police.

    Pilgrims have been advised to travel from Jammu to the base camps only as part of escorted convoys and have been warned against undertaking the journey independently.

    Due to heightened security concerns, helicopter services for the Yatra have been suspended this year.

    Northland Police investigating a spate of suspicious fires in the area are appealing to the public for information.

    Detective Sergeant Paul Overton says Police and Fire and Emergency services responded to reports of a fire on on Pataua North Road, Whareora on the morning of 20 May.

    “At around 7am, about 15 T8 Traffic Control cones were taken from a stretch of road under maintenance, stacked in the middle of the road, covered in diesel and set alight.

    “A second set of stacked cones were set alight further up the road.”

    Detective Sergeant Overton says in the past seven months Police have also received a number of reports in relation to suspicious bush and scrub fires in the Matapouri, Tutukaka, Ngunguru and Pataua areas.

    “We encourage anyone who was in these areas or has any information about any of these fires to get in touch.”

  • Another batch of 5,246 yatris leaves for Valley as Amarnath Yatra begins today

    The annual Amarnath Yatra officially commenced on Thursday, with another batch of 5,246 pilgrims departing from Jammu for the Kashmir Valley, officials confirmed.

    According to officials, the second batch of pilgrims left Bhagwati Nagar Yatri Niwas on Canal Road in Jammu in two escorted convoys.

    “Out of the total, 1,993 pilgrims are heading to the Baltal base camp, while 3,253 are bound for the Pahalgam base camp,” they added.

    The 36-day-long Yatra began on Thursday morning, with the first batch of pilgrims setting off from the Baltal base camp towards the holy cave shrine. Simultaneously, others from the same batch departed from Pahalgam on foot.

    Upon their arrival in the Valley on Wednesday, the pilgrims were warmly welcomed by locals – including members of civil society, traders, and other community groups – who lined up at the Navyug Tunnel in Qazigund town with garlands and placards.

    J&K Lieutenant Governor Manoj Sinha flagged off the first batch of pilgrims from Jammu on Wednesday, marking the ceremonial start of this year’s Yatra.

    Unprecedented security arrangements have been made for the Yatra, particularly in light of the April 22 terror attack in Pahalgam. An additional 180 companies of Central Armed Police Forces (CAPFs) have been deployed to bolster the existing security setup, which includes the Army, security forces, and the Jammu and Kashmir Police.

    Pilgrims have been advised to travel from Jammu to the base camps only as part of official escorted convoys and not to attempt the journey individually for safety reasons.

    The Yatra will conclude on August 9, coinciding with Shravan Purnima and Raksha Bandhan.

    The holy cave shrine, located 3,888 meters above sea level, can be reached via two routes: the traditional 46-kilometre-long Pahalgam route or the shorter 14-kilometre Baltal route.

    Pilgrims taking the Pahalgam route pass through Chandanwadi, Sheshnag, and Panchtarni, typically taking four days to reach the shrine. In contrast, those using the Baltal route usually complete the round trip in a single day.

    Due to security concerns, helicopter services are not being offered to pilgrims this year.

    Local residents play a vital role in facilitating the pilgrimage by providing ponies, palkis, and even carrying elderly or infirm devotees on their backs along the difficult terrain leading to the shrine.

    The annual Amarnath Yatra officially commenced on Thursday, with another batch of 5,246 pilgrims departing from Jammu for the Kashmir Valley, officials confirmed.

    According to officials, the second batch of pilgrims left Bhagwati Nagar Yatri Niwas on Canal Road in Jammu in two escorted convoys.

    “Out of the total, 1,993 pilgrims are heading to the Baltal base camp, while 3,253 are bound for the Pahalgam base camp,” they added.

    The 36-day-long Yatra began on Thursday morning, with the first batch of pilgrims setting off from the Baltal base camp towards the holy cave shrine. Simultaneously, others from the same batch departed from Pahalgam on foot.

    Upon their arrival in the Valley on Wednesday, the pilgrims were warmly welcomed by locals – including members of civil society, traders, and other community groups – who lined up at the Navyug Tunnel in Qazigund town with garlands and placards.

    J&K Lieutenant Governor Manoj Sinha flagged off the first batch of pilgrims from Jammu on Wednesday, marking the ceremonial start of this year’s Yatra.

    Unprecedented security arrangements have been made for the Yatra, particularly in light of the April 22 terror attack in Pahalgam. An additional 180 companies of Central Armed Police Forces (CAPFs) have been deployed to bolster the existing security setup, which includes the Army, security forces, and the Jammu and Kashmir Police.

    Pilgrims have been advised to travel from Jammu to the base camps only as part of official escorted convoys and not to attempt the journey individually for safety reasons.

    The Yatra will conclude on August 9, coinciding with Shravan Purnima and Raksha Bandhan.

    The holy cave shrine, located 3,888 meters above sea level, can be reached via two routes: the traditional 46-kilometre-long Pahalgam route or the shorter 14-kilometre Baltal route.

    Pilgrims taking the Pahalgam route pass through Chandanwadi, Sheshnag, and Panchtarni, typically taking four days to reach the shrine. In contrast, those using the Baltal route usually complete the round trip in a single day.

    Due to security concerns, helicopter services are not being offered to pilgrims this year.

    Local residents play a vital role in facilitating the pilgrimage by providing ponies, palkis, and even carrying elderly or infirm devotees on their backs along the difficult terrain leading to the shrine.

    Police have charged a 20-year-old man in relation to a fatal crash on Niagara-Tokanui Highway on 15 February 2025.

    At around 8.35pm, Police were alerted to a single-vehicle crash where a ute had rolled between McManus Road and Quarry Hills Fortification Road.

    Sadly, despite best efforts by emergency services, 20-year-old Jack Victor Hugh Stephens from Tahakopa died at the scene.

    Two other occupants received serious to critical injuries.

    At the time, the Serious Crash Unit conduced a scene examination and Police’s investigation was established.

    Today, Police charged a 20-year-old man in relation to the incident.

    He is due to appear in Gore District Court on Wednesday 30 July 2025, charged with manslaughter.

    As the matter is before the courts, Police are unable to provide further information in relation to the matter.

    California, leading a multistate coalition, filed a lawsuit Tuesday against the administration of U.S. President Donald Trump over leaking citizens’ personal information.

    Charging the Trump administration with illegally sharing Medicaid recipients’ health data with immigration enforcement agencies, the 59-page lawsuit document was filed to the U.S. District Court for the Northern District of California, with Health and Human Services Secretary Robert F. Kennedy Jr., Homeland Security Secretary Kristi Noem and their departments listed as defendants.

    California Attorney General Rob Bonta led the state attorneys general of Arizona, Colorado, Connecticut, Delaware, Hawaii, Illinois, Massachusetts, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont and Washington in filing the lawsuit.

    The plaintiffs challenged the U.S. Department of Health and Human Services (HHS) granting “unfettered access” to individuals’ health records to the Department of Homeland Security (DHS), which houses the Immigration and Customs Enforcement (ICE), saying the decision violated privacy laws and longstanding practices separating Medicaid information from law enforcement.

    They highlighted that the Trump administration’s illegal actions created fear and confusion among communities that will lead noncitizens and their family members to disenroll or refuse to enroll in emergency Medicaid. Under these circumstances, some patients may not get the emergency health services they need and will suffer fatal health consequences as a result.

    “The Trump Administration has upended longstanding privacy protections with its decision to illegally share sensitive, personal health data with ICE. In doing so, it has created a culture of fear that will lead to fewer people seeking vital emergency medical care,” Bonta said in a press release published by his office, noting that the lawsuit was aimed at ensuring Medicaid data would not be used for immigration enforcement purposes.

    “I’m sickened by this latest salvo in the President’s anti-immigrant campaign. We’re headed to court to prevent any further sharing of Medicaid data,” he said.

    According to California’s Department of Justice, Medicaid is an essential source of health insurance for lower-income individuals and particularly underserved population groups. As of January 2025, 78.4 million people were enrolled in Medicaid and the Children’s Health Insurance Program across the United States.

    The Medicaid program allows each participating state to develop and administer its unique health plans. In California, the most populous state in the country, the Medi-Cal program, the state’s version of Medicaid, provides healthcare coverage for one out of three residents, including more than 2 million noncitizens.

    Medicaid Act, enacted by the Congress in 1965, and other U.S. federal laws defined the personal healthcare data collected by the program is confidential and could be only shared in certain narrow circumstances that benefit public health and the integrity of the Medicaid program itself, the lawsuit document said, noting that the mass transfer of data between the HHS and the DHS is illegal.

    Moreover, it said reports indicated that the U.S. federal government plans to create a sweeping database after collecting data from the HHS to use for “mass deportations” and other large-scale immigration enforcement purposes.

    The Government is strengthening trespass laws to make them more effective and practical for businesses, Justice Minister Paul Goldsmith and Associate Justice Minister Nicole McKee say.

    “We know our trespass laws are no longer fit for purpose. They’re difficult to enforce and often criminals take no notice. They return with impunity and just continue to rob businesses of their livelihoods,” Mr Goldsmith says.

    “Our plan to restore law and order is working, but there’s still more work to be done. Trespass laws are an area we know will make a world of difference to the community. 

    “Businesses need extra tools to better protect their properties, keep offenders away, and stop them from coming back.”

    The proposed changes to the Trespass Act are:

    • Increasing the maximum trespass period from two years to three years.
    • Allow businesses, such as franchises, to trespass individuals from multiple locations.
    • Increase the maximum fine for anyone refusing to leave when asked, or returning when trespassed from $1,000 to $2,000.
    • Increase the maximum fine for anyone refusing to give their name and address when requested, or giving false information, from $500 to $1,000.

    “For too long, offenders have treated trespass notices like a joke. These changes send a clear message: enough is enough. If you threaten retail workers or steal from businesses, don’t expect to walk back in like nothing happened,” Mrs McKee says.
    “Every New Zealander deserves to feel safe at work, especially our frontline retailers. These reforms aren’t just about fines and paperwork; they are about making retail spaces safer and giving businesses the respect they deserve.”

    “I want to thank Sunny Kaushal and the Retail MAG for engaging with retailers across the country and for their recommendations on how to modernise the Trespass Act, so it better upholds retailers’ business and property rights, while keeping customers and staff safe,” Mr Goldsmith says.

    “Our goal before the Bill is introduced is to explore how best to support retailers when distributing notices to those who refuse to engage.”

    A 17-year-old learner motorcycle rider will appear in court and has had his bike seized after he was intercepted travelling 80km/h above the speed limit at Turners Beach yesterday.
    Around 3.40pm police detected a Honda motorcycle travelling at 160km/h on the Bass Highway.
    Taskforce Scelus intercepted the rider, who was a 17-year-old holder of a learner licence.
    The rider was not displaying an L Plate, had an unroadworthy tyre on his bike, and was exceeding the maximum speed limit on his licence which was 80km/h.
    “The behaviour of this rider was incredibly dangerous, and could have had devastating consequences,” said Detective Inspector Michelle Elmer.
    “The rider has had his motorcycle seized for 28 days, and he will appear in court at a later date in relation to excessive speed, failing to display L plate, and the unroadworthy tyre.”
    “Excessive speed, combined with inexperience, could have resulted in death or serious injury for the rider, and other road users.”
    “Police urge all motorcycle riders to take responsibility for their actions every time they travel on the roads, and do the right thing to keep themselves and other road users safe.”

    Three men charged with Criminal Code Assault

    Police have today charged three men with Criminal Code Assault and destroying property following an incident outside Mood Food, Burnie, in the early hours of Wednesday 2 July.
    Police allege the 18 year old, 19 year old and 41 year old men – all of Somerset – assaulted an 18 year old man and damaged his vehicle while in possession of a bat.
    The victim was transported to hospital by ambulance, where he was treated for his injuries and discharged.
    The three men were subsequently arrested later that day by members of the Western Criminal Investigation Branch, and have since been charged.
    They will appear in the Burnie Magistrates Court at a later date.

    Police and emergency services were called to Scotts Road just before 11pm Wednesday 2 July after reports a car had rolled down an embankment.
    The driver and sole occupant of the vehicle was transported to the North West Regional Hospital with serious head injuries.
    Investigations into the cause of the crash are ongoing.

    SACRAMENTO – As House Republicans vote on the measure as soon as tonight, President Trump’s “big beautiful” national debt-adding bill is a massive tax break for the wealthiest Americans, at the cost of programs and services used by everyday families. It gives tax breaks to the ultra-rich, balloons our national debt, and guts programs that most Americans depend on – including health care, food assistance, and public safety programs. Allow us to demonstrate:

    A plan for the ultra-rich

    Starting in 2029, those making $30,000 a year or less would see a tax increase, while the top 0.1 percent would get a $309,000 tax cut, on average – an annual tax break that is more than three times what the typical American household earns in an entire year. 

    Oh, and the “no taxes on tips” program that Trump keeps raving about? Many workers will see little to no benefit. The program for tipped workers is temporary, expiring in 2028, meanwhile the tax cut for the ultra-wealthy is permanent. By 2029, those earning less than $30,000 a year will see their taxes increase, on average. These same families will also be harmed by cuts to health care and food assistance. 

    Here’s how Trump’s plan will hurt you

    This bill is a complete betrayal of Americans by the Trump administration. Not only does it cut programs for families trying to make ends meet, but decimates middle-class opportunities – including health care and children’s access to college. 
     

    ❌ Eliminates American taxpayer jobs

    • Puts 686,000 California jobs at risk, through the elimination of the Inflation Reduction Act’s clean energy tax credits. NABTU says that if enacted, “this stands to be the biggest job-killing bill in the history of this country.”

    ❌ Significantly cuts critical family support programs

    • More than $28.4 billion slashed in federal Medicaid funding to California – increasing medical debt and jeopardizing health care providers’ ability to keep their doors open.
    • More than 11 million newly uninsured for health care nationally.
    • Roughly 17 million people would lose coverage and become uninsured by 2034 due to various Medicaid reductions and the exclusion of enhanced premium subsidies.
    • Cuts necessary food assistance for people for 3 million people nationwide in need of quality nutrition and food.
    • Establishes a tax hike for parents who pay for child care.
    • Rural hospitals across the state are likely to see care offered cut or doors closed entirely.

    ❌ Defunds public safety

    • $646 million from the Federal Emergency Management Agency (FEMA) for violence and terrorism prevention.
    • $545 million from the Federal Bureau of Investigation (FBI), cutting its workforce by more than 2,000 personnel and reducing its capacity to keep criminals off the street. 
    • $491 million from the Cybersecurity and Infrastructure Security Agency (CISA), making our cyber and physical infrastructure more vulnerable to attack.
    • $468 million from the Bureau of Alcohol, Tobacco, and Firearms (ATF), greatly reducing its ability to crack down on firearm trafficking and reduce gun violence.
    • $212 million from the Drug Enforcement Administration (DEA), greatly reducing its capacity to help state and local law enforcement and weakening efforts to fight international drug smuggling impacting the United States.
    • $107 million from Bureau of Indian Affairs (BIA) Public Safety and Justice, exacerbating current understaffing and making tribal communities less safe.

    ❌ Endangers wildfire-prone communities

    • Cuts wildfire prevention programs like – raking the forests, forest management services – and eliminates personnel hired to fight wildfires.

    ❌ Defunds Planned Parenthood

    • Defunds Planned Parenthood – essentially creating a backdoor abortion ban – that could put health care for 1.1 million patients at risk and force nearly 200 health centers to close, mostly in states where abortion is legal.

    ❌ Unfairly targets green vehicles 

    • Creates penalties for families who own a hybrid or electric vehicle – increasing the cost of taking personal responsibility even more.
