    The plenary session of the XXVI annual All-Russian scientific and practical conference with international participation “Problems of Law in Modern Russia” was held in the conference hall of the Academic Council of Peter the Great Polytechnic University. The event is traditionally held by the Higher School of Jurisprudence and Forensic Science of the Humanitarian Institute of SPbPU. This year’s conference acquired special significance in connection with the celebration of the 80th anniversary of Victory in the Great Patriotic War.

    The plenary session was opened by the Vice-Rector for Security of SPbPU Alexander Airapetyan. He congratulated everyone on the 80th anniversary of the Victory in the Great Patriotic War, noting the importance of the scientific and practical events of the Polytechnic University, which play a fundamental role in consolidating security and maintaining unity. The Director of the Higher School of Law and STE Dmitry Mokhorov welcomed the conference participants, congratulated them on the Great Victory Day, reflecting the fateful milestones of polytechnic thought in Russian and Soviet reality.

    Traditionally, the event brought together leading scientists and representatives of the professional community from the system of state and municipal administration, the judicial system, law enforcement agencies, the legal profession, notaries, forensic examination and representatives of the real sector of the economy.

    The guests of the event delivered welcoming remarks. Deputy Head of the Secretariat of the Council of the Interparliamentary Assembly of the CIS Member Nations, Director of the International Institute for Monitoring the Development of Democracy, Parliamentarism and Observance of Electoral Rights of Citizens of the CIS Member States Ivan Mushket read out a greeting from the Secretary General – Head of the Secretariat of the Council of the IPA CIS Dmitry Kobitsky. In his address, Dmitry Kobitsky emphasized the importance of the unity and courage of the Soviet people, noting that the Victory in the Great Patriotic War is a common heritage, and also called for confronting racism and xenophobia, recalling the criminal actions of Nazism, recognized by the International Military Tribunal in Nuremberg.

    Law should serve as a tool for maintaining justice, protecting human rights and freedoms, and we must work on its development together, noted Dmitry Kobitsky.

    The President of the Leningrad Region Bar Association, Denis Laktionov, greeted his colleagues on behalf of the legal community and emphasized the practical importance of the traditional conference “Problems of Law in Modern Russia” for the industry.

    Olga Safronova, Director of the Legal Department of the North-West Bank of Sberbank PJSC, noted the demand for significant events aimed at legal education and educating young people in the spirit of respect for the law and historical justice, emphasizing that the modern realities of the development of scientific and technological progress require us to take adequate professional measures to protect state interests and the rights of citizens, especially in the field of cybersecurity.

    Representatives of legislative and executive bodies of federal and regional authorities, courts, the prosecutor’s office, the Investigative Committee, and law enforcement agencies sent welcoming words to the organizing committee and participants.

    The scientific part of the plenary session included reports on the issues of historical justice of the Nuremberg Trials in the context of modern understanding, the role of the prosecutor’s office during the war and the problems of cybersecurity in the modern social and legal reality. The participants were addressed by Vladimir Mikhailov, Senior Justice Advisor, Senior Prosecutor of the Criminal and Judicial Department of the Leningrad Region Prosecutor’s Office, Artem Klinitsky, Associate Professor of the Higher School of Law and European Economics, and representatives of the North-West Bank of Sberbank Olga Safronova, Natalia Eroshenko and Kirill Yakovlev.

    At the end of the meeting, a video trailer for the historical film “Blockade Justice” was shown, containing rare archival footage of the activities of the courts, prosecutors and lawyers during the Great Patriotic War.

    On the first day of the conference, work was carried out in the sections “Theoretical-historical and public-law sciences”, “Private law (civil) sciences”, “Criminal-law sciences”. More than 250 people took part in the conference in person and over 70 section reports were presented, and an online broadcast with the possibility of open connection was also conducted. Abstracts of the reports will be published in a collection based on the results of the conference, and the best articles will be sent to the journals of the Higher Attestation Commission and the Russian Science Citation Index.

  • MIL-OSI United Nations: Acute food insecurity and malnutrition rose for sixth consecutive year in world’s most fragile regions

    In 2024, over 295 million people across 53 countries and territories faced acute hunger—an increase of almost 14 million people compared to 2023— while the number of people facing catastrophic levels of hunger reached a record high

    Geneva/New York/Rome/Washington – Acute food insecurity and child malnutrition rose for the sixth consecutive year in 2024, pushing millions of people to the brink, in some of the world’s most vulnerable regions, according to the Global Report on Food Crises (GRFC), released today. 

    The report shows conflict, economic shocks, climate extremes, and forced displacement continued to drive food insecurity and malnutrition around the world, with catastrophic impacts on many already fragile regions.

    In 2024, more than 295 million people across 53 countries and territories experienced acute levels of hunger– an increase of 13.7 million from 2023. Of great concern is the worsening prevalence of acute food insecurity, which now stands at 22.6 percent of the population assessed. This marks the fifth consecutive year in which this figure has remained above 20 percent. 

    The number of people facing catastrophic hunger (IPC/CH Phase 5) more than doubled over the same period to reach 1.9 million – the highest on record since the GRFC began tracking in 2016. 

    Malnutrition, particularly among children, reached extremely high levels, including in the Gaza Strip, Mali, Sudan, and Yemen. Nearly 38 million children under five were acutely malnourished across 26 nutrition crises.

    The report also highlights a sharp increase in hunger driven by forced displacement, with nearly 95 million forcibly displaced people—including internally displaced persons (IDPs), asylum seekers and refugees—living in countries facing food crises such as the Democratic Republic of Congo, Colombia, Sudan, and Syria, out of a global total of 128 million forcibly displaced people.

    “This Global Report on Food Crises is another unflinching indictment of a world dangerously off course,”said United Nations Secretary-General António Guterres. “Long-standing crises are now being compounded by another, more recent one: the dramatic reduction in lifesaving humanitarian funding to respond to these needs. This is more than a failure of systems – it is a failure of humanity. Hunger in the 21st century is indefensible. We cannot respond to empty stomachs with empty hands and turned backs.”   

    Key drivers of acute food insecurity and malnutrition: 

    • Conflict remained the top driver of acute food insecurity, affecting around 140 million people in 20 countries and territories. Famine has been confirmed in Sudan, while other hotspots with people experiencing Catastrophic levels of acute food insecurity include the Gaza Strip, South Sudan, Haiti, and Mali.
    • Economic shocks including inflation and currency devaluation, drove hunger in 15 countries affecting 59.4 million people – still nearly double pre-COVID 19 levels despite a modest decline from 2023. Some of the largest and most protracted food crises were primarily driven by economic shocks, including in Afghanistan, South Sudan, Syrian Arab Republic, and Yemen.
    • Weather extremes particularly El Niño-induced droughts and floods, pushed 18 countries into food crises affecting over 96 million people, with significant impacts in Southern Africa, Southern Asia and the Horn of Africa.

    According to the GRFC outlook, hunger shocks will likely persist into 2025, as the Global Network anticipates the most significant reduction in humanitarian funding for food and nutrition crises in the report’s history. 

    Call for bold reset to break cycle of food crises  

    Acute food insecurity and malnutrition have increased to record levels, yet global funding is experiencing its fastest decline in years, and political momentum is weakening. 

    Breaking the cycle of rising hunger and malnutrition requires a bold reset – one that prioritizes evidence-driven and impact-focused action. This means pooling resources, scaling what works, and putting the needs and voices of affected communities at the heart of every response.

    Beyond emergency aid, the Global Network Against Food Crises recommends investing in local food systems and integrated nutrition services to address long-term vulnerabilities and build resilience to shocks – especially in crisis-prone regions where 70 percent of rural households rely on agriculture for sustenance and livelihood.

How can we ignore what is happening in front of our eyes?  Millions of children’s lives hang in the balance as funding is slashed to critical nutrition services.”

  • MIL-OSI Australia: Crocodile captured in Tyto Wetlands at Ingham

    A 3.4-metre estuarine crocodile that was occupying a waterbody in Ingham’s Tyto Wetlands was removed from the wild on 10 May 2025.

    The Department of the Environment, Tourism, Science and Innovation (DETSI) targeted the animal for removal due to its size and location near a high-use recreational area and children’s playground.

    DETSI received multiple sighting reports from concerned members of the public, and a site assessment by wildlife rangers confirmed the presence of the crocodile.

    Senior Wildlife Ranger, Tony Frisby said reporting crocodile sightings is important for public safety, by providing the department important information about the crocodile’s size, location and behaviour.

    “We’d like to thank those people who reported the crocodile. Their information helped us to determine that it should be declared a problem crocodile and targeted for removal,” Mr Frisby said.

    “The crocodile was captured in a baited trap and it will be rehomed at a crocodile farm or zoo.

    “People are reminded that the Ingham area is crocodile habitat, and crocodiles do move in and out of the artificial Tyto Wetlands, particularly during flooding.

    “Crocodiles could be present in any waterway in the Ingham area, and people should make sensible choices when they are around the water.

    “As we head into winter, crocodiles will likely spend more time on creek and riverbanks, and may be seen in locations where they haven’t been seen in years or haven’t been seen before.

    “It is important to report all crocodile sightings to us as soon as possible, and wildlife rangers investigate every sighting report.”

    Crocodile sightings can be reported by using the QWildlife app, completing a crocodile sighting report on the DETSI website, or by calling 1300 130 372. The department investigates every crocodile sighting report received.

  • MIL-OSI Africa: Critical Minerals Strategy receives Cabinet thumbs up

    Minister in the Presidency, Khumbudzo Ntshavheni, says Cabinet has approved the Critical Minerals Strategy.

    Ntshavheni was speaking during a post-Cabinet media briefing in Pretoria on Thursday.

    Critical minerals are key components in renewable energy technologies and South Africa has an abundance of these.

    “This strategy aims to maximise the country’s potential in the global market of critical minerals, particularly those crucial for the country’s just energy transition plan and the ones the country holds comparative advantage. These include the PGMs, lithium, cobalt and rare earth elements, which are vital for technologies like electric vehicles, renewable energy and other green initiatives.

    “Key pillars of the strategy focus on exploration and beneficiation; investment; localisation; streamlining regulations, fostering innovation in mining technologies; building workforce skills; improving transport and logistics infrastructure, and incentivising investment.

    “The strategy further recognises the importance of collaboration with other countries to develop the potential of South Africa’s critical minerals sector,” Ntshavheni said.

    Shoring up policing

    Turning to matters of crime, the Minister said Cabinet had also approved the National Policing Policy targeted at resolving challenges in the South African Police Service (SAPS).

    “The [National Policing Policy]…outlines government’s broad plans to address shortcomings in the mandate of the South African Police Service to combat crime. The NPP will address challenges such as inadequate police stations, capacity issues and ensure that infrastructure is based on proper norms and standards.

    “Key policy proposals include creating professional and quality policing, providing efficient and effective policing service delivery, improving legitimacy and trust between communities and the police, and building a strong and ethical leadership, management and governance architecture within the SAPS,” she said.

    Addressing aviation

    Cabinet has also approved the draft Comprehensive Civil Aviation Policy for public comments.

    “[The] policy promotes the development of an efficient and productive aviation industry, which can compete in a rapidly changing global environment.

    “The policy proposes measures to improve safety and security, air navigation services, airport infrastructure and quality of aviation services, among others whilst contributing to economic growth,” Ntshavheni said. – SAnews.gov.za

    Justice and Constitutional Development Deputy Minister Andries Nel, together with Deputy Minister in the Presidency for Women, Youth and Persons with Disabilities, Mapaseka Steve Letsike, are on Friday expected to host a media roundtable discussion on the national Sexual Orientation, Gender Identity and Expression and Sex Characteristics (SOGIESC) Strategy. 

    This is part of South Africa’s commemoration of the International Day against Homophobia, Transphobia, and Biphobia (IDAHOBIT), annually observed on 17 May.

    The day is observed to bring awareness about violence and discrimination faced by members of the Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex+ (LBGTQI+) community worldwide.

    According to the Department of Justice, the roundtable aims to:

    • Promote broader public understanding of the National Intervention Strategy on SOGIESC and its pillars of implementation.
    • Facilitate inclusive dialogue between government, media, civil society and community stakeholders.
    • Encourage accurate, respectful and empowering media narratives that foster tolerance and solidarity.

    “The discussion will focus on the revised National Intervention Strategy on SOGIESC 2023 -2027, a key policy framework guiding South Africa’s coordinated, multi-sectoral response to violence, discrimination, and inequality experienced by persons of diverse SOGIESC.

  • MIL-OSI Africa: Cabinet approves 90-day programme to intensify GBVF response

    Cabinet has approved a 90-day intensification programme aimed at urgently addressing the surge in Gender-Based Violence and Femicide (GBVF) across the country.

    The initiative, spearheaded by the Justice, Crime Prevention and Security (JCPS) Cluster, outlines 19 focus areas and tangible deliverables to be implemented over the next three months, with an aim to shift and reverse the upward trend of GBVF in the country.

    The plan was adopted at a recent meeting of JCPS Cluster Ministers, convened in direct response to the alarming rise in GBVF-related incidents. The short-term intervention is designed to accelerate progress on the implementation of the National Strategic Plan (NSP) on GBVF.

    Addressing a post-cabinet media briefing on Thursday, Minister in the Presidency, Khumbudzo Ntshavheni, said the programme will serve as a catalyst for immediate action.

    “The National Joint Operational and Intelligence Structure (NatJoints), has established a priority committee consisting of eight focused workstreams. The priority committee has identified six urgent and impactful interventions to be implemented in the 90 days,” Ntshavheni said.

    The six interventions, include:

    • Prevention: focusing on education and awareness for behavioural change for all South Africans.
    • Enforcement, care and support which must ensure that “Strengthening the criminal justice system is strengthened so that perpetrators are held accountable.”
    • Fixing the Legal and Regulatory Framework so that we can achieve better outcomes in the system.
    • Tighter and efficient management of Data and Information to strengthen efficiency in the Integrated Justice System.
    • Communication, partnerships and community mobilization to ensure that the whole of government, civil society and citizens work together for better outcomes against this scourge, and
    • The harnessing of resources, both financial and human to ensure that we are better organized as a society to fight the scourge.

    Support for NPA appeal in Omotoso case

    Meanwhile, Cabinet noted and welcomed the National Prosecuting Authority (NPA) decision to appeal the recent acquittal of Timothy Omotoso and his two co-accused, Lusanda Sulani and Zukiswa Sitho.

    The trio were acquitted on 32 serious charges including rape, racketeering and human trafficking in the Gqeberha High Court last month.

    Ntshavheni said the decision to appeal follows a thorough consideration of the matter by an NPA internal team of experienced prosecutors, as well as a legal opinion sourced from Senior Counsel. – SAnews.gov.za

  • MIL-OSI Africa: Pretoria High Court officials placed on precautionary suspension

    Three officials from the Pretoria High Court have been placed on precautionary suspension following allegations of fraud and corruption.

    This according to the Office of the Chief Justice (OCJ).

    “The three officials, who cannot be named at this time, are suspects in an ongoing investigation by the South African Police Service’s Directorate for Priority Crime Investigation (the Hawks) looking into fraudulent and corrupt activities in the court. 

    “The OCJ takes a zero-tolerance approach to fraud and corruption and the officials were therefore placed on precautionary suspension to allow investigations to proceed without being compromised,” the OCJ said in a statement.

    News of the suspensions come days after Chief Justice Mandisa Maya visited the Mthatha High Court. This after reports that officials at the court are allegedly embroiled in a bribery scheme soliciting payments from advocates to perform tasks already within the ambit of their jobs, including finding files that have seemingly gone missing, transcriptions and allocating dates for trial.

    An internal and criminal investigation by the South African Police Service has also been opened in this regard.

    At the time, the OCJ said it had received light on the allegations in December 2024.

    “Subsequently, the OCJ instituted a forensic investigation in line with the organisation’s Fraud Prevention and Anti-Corruption Policy, whilst working closely with relevant law enforcement agencies.

    “Accordingly, the department took a prudent approach to releasing specific details on its ongoing investigation to the media so as not to jeopardise any future legal processes or further investigations that may ensue. 

    “The OCJ reiterates that it is dependent on all stakeholders in the fight against fraud and corruption, including the media, to act in a manner that safeguards the integrity of the processing of legitimate complaints,” the office said. – SAnews.gov.za

    “This Global Report on Food Crises is another unflinching indictment of a world dangerously off course,”said United Nations Secretary-General António Guterres. “Long-standing crises are now being compounded by another, more recent one: the dramatic reduction in lifesaving humanitarian funding to respond to these needs. This is more than a failure of systems – it is a failure of humanity. Hunger in the 21st century is indefensible. We cannot respond to empty stomachs with empty hands and turned backs.”   

    Key drivers of acute food insecurity and malnutrition: 

    • Conflict remained the top driver of acute food insecurity, affecting around 140 million people in 20 countries and territories. Famine has been confirmed in Sudan, while other hotspots with people experiencing Catastrophic levels of acute food insecurity include the Gaza Strip, South Sudan, Haiti, and Mali.
    • Economic shocks including inflation and currency devaluation, drove hunger in 15 countries affecting 59.4 million people – still nearly double pre-COVID 19 levels despite a modest decline from 2023. Some of the largest and most protracted food crises were primarily driven by economic shocks, including in Afghanistan, South Sudan, Syrian Arab Republic, and Yemen.
    • Weather extremes particularly El Niño-induced droughts and floods, pushed 18 countries into food crises affecting over 96 million people, with significant impacts in Southern Africa, Southern Asia and the Horn of Africa.

    According to the GRFC outlook, hunger shocks will likely persist into 2025, as the Global Network anticipates the most significant reduction in humanitarian funding for food and nutrition crises in the report’s history. 

    Call for bold reset to break cycle of food crises  

    Acute food insecurity and malnutrition have increased to record levels, yet global funding is experiencing its fastest decline in years, and political momentum is weakening. 

    Breaking the cycle of rising hunger and malnutrition requires a bold reset – one that prioritizes evidence-driven and impact-focused action. This means pooling resources, scaling what works, and putting the needs and voices of affected communities at the heart of every response.

    Beyond emergency aid, the Global Network Against Food Crises recommends investing in local food systems and integrated nutrition services to address long-term vulnerabilities and build resilience to shocks – especially in crisis-prone regions where 70 percent of rural households rely on agriculture for sustenance and livelihood.

  • MIL-OSI Security: Migrant smugglers arrested during cross-border operation

    Belgian, German and Polish authorities, supported by Eurojust and Europol, have dismantled a criminal group suspected of smuggling up to 300 migrants into the European Union. During a joint operation in Belgium and Germany on 13 May, seven suspected members of the smuggling network were arrested. An operation earlier this month in Poland led to the arrest of 10 suspected members.

    German investigations into the network began during a routine immigration check in September 2024. Irregularities in the driver’s documentation raised suspicions of attempted illegal entry. Evidence soon emerged that the driver had possibly already smuggled and dropped off illegal migrants that same day. Ongoing investigations revealed that the driver was part of a network responsible for smuggling up to 300 illegal migrants. Most of the members of the criminal group were based in Belgium and acted as a link between the suspects in Germany and a related criminal group in Poland, which was also smuggling migrants from Middle Eastern countries into the EU.

    The network organised the illegal transport of up to 12 people at a time along the Balkan route. A legitimate Polish transport company was used to conceal their activities.

    During three action days spread out over several months, 10 suspects were arrested in Belgium, Germany and Poland, and several criminal assets were seized.

    Eurojust and Europol supported the cross-border investigation from the outset. Eurojust ensured that judicial authorities were able to exchange information and develop a joint judicial strategy. On the action days, Europol facilitated the deployment of investigators between the countries. In addition, Europol sent experts into the field to help national authorities cross-check operational information in real time against Europol’s databases.

  • MIL-OSI Security: Global partnerships drive justice results, says Eurojust’s Annual Report 2024

    Over the past five years, Eurojust’s case workload has increased by more than 60%. In 2024 alone, the Agency handled nearly 13 000 cross-border crime cases. This reflects the unprecedented pace at which organised crime in Europe is evolving, as well as national authorities’ reliance on Eurojust to support complex international investigations.

    Eurojust President, Michael Schmid, commented: With a consistently high number of cases in recent years, our need for close cooperation with prosecutors and judges – both within Europe and beyond – is greater than ever. Thanks to our expanded global partnerships in 2024, we can ensure that criminals are held accountable and citizens are kept safe.

    To further strengthen the fight against organised crime, Eurojust launched the European Judicial Organised Crime Network (EJOCN) in September 2024. This expert hub goes beyond investigation-based collaboration and combats organised crime strategically. Even closer cooperation and direct dialogue between judicial authorities will help to resolve legal challenges and align judicial strategies when investigating and prosecuting organised crime.

    The EJOCN’s first priority is combating drug-related organised crime connected to European ports – key transit points for cocaine and other narcotics destined for the EU. Drug trafficking has been identified as the leading criminal activity in Europe, involving 50% of all criminal networks. The supply of illicit drugs continues to rise, as does the associated violence, making drug trafficking one of the most dangerous and lucrative crimes in the EU.

    Successfully tackling the rise in drug trafficking requires close cooperation with judicial authorities in Latin America, where most narcotics smuggled into Europe originate. In 2024, Eurojust took a significant step in enhancing ties with Latin American partners by signing six Working Arrangements with the Prosecution Services of Bolivia, Chile, Costa Rica, Ecuador, Panama and Peru. These agreements will strengthen cooperation in key areas such as drug and arms trafficking, human trafficking, money laundering and cybercrime.

    Over the past three years, the number of Eurojust supported joint investigation teams involving Latin American countries has steadily increased, with Brazil participating in the highest number. In 2024, Latin American countries participated in three times as many coordination meetings on organised crime and drug trafficking cases as in 2023.

    In addition to its Latin American partnerships, Eurojust works with a broad range of third countries to ensure that national borders do not hinder the prosecution of crime or the delivery of justice. The Agency’s recently adopted Strategy on Cooperation with International Partners reinforces Eurojust’s role as a gateway for cross-border judicial cooperation within and beyond the EU.

    In 2024, 1 022 newly opened cases handled by the Agency involved one or more third countries. Eurojust’s international cooperation continues to increase the number of registered cases at the Agency, with 378 new cases owned by third countries opened in 2024 alone. The United Kingdom, followed by Switzerland and Albania, were the non-EU countries involved in the most cases at Eurojust in 2024.

    During the year, international agreements on cooperation with Eurojust were signed with Armenia and Bosnia and Herzegovina, while the United Arab Emirates joined as a new member of the Agency’s network of Contact Points. In March 2024, Eurojust welcomed its first Liaison Prosecutor for Iceland, strengthening cooperation with Icelandic judicial authorities. Enhanced collaboration with South Partner and Western Balkan countries was also achieved through the EuroMed Justice and Western Balkans Criminal Justice projects, both supported by Eurojust.

    Eurojust’s expanded global network enabled the Agency to deliver impressive operational outcomes in 2024. It contributed to the arrest of more than 1 200 suspects and the seizure and freezing of criminal assets worth over EUR 1 billion. The Agency also contributed to the seizure of drugs worth almost EUR 20 billion.

    Reflecting the growing scale of the challenge, the criminal investigations handled by Eurojust in 2024 involved more than three times as many victims and almost double the financial damages compared to 2023. Moreover, the Agency supported 25% more joint investigation teams than in the previous year.

    The top three crime types handled by the Agency in 2024 continued to be swindling and fraud, drug trafficking and money laundering. Notably, the number of core international crime cases rose by 40%, while cybercrime cases increased by one-third and intellectual property crime cases by 20%.

    Eurojust continued to support national authorities through the organisation of 640 international coordination meetings and 32 coordination centres, as well as operational support for 361 joint investigation teams – over half of which were funded by the Agency. Eurojust also assisted with executing judicial cooperation tools such as European Arrest Warrants and European Investigation Orders, helping national authorities bring offenders to justice and deliver real results for victims and communities.

    Competition enforcement – a view from the CMA

    Speech by Juliette Enser, Executive Director for Competition Enforcement, delivered at CompLaw: Advanced EU, London.

    Thank you for inviting me to give a view from the CMA today.

    I’m going to focus on competition enforcement work – my area of specialty – because it’s a particularly opportune time to talk about 2 important topics.

    First, I’d like to explain the messages that we think businesses should take away from our spate of recent enforcement activity.

    Secondly, looking to the future, I want to explain how we propose to make sure our competition enforcement work delivers on the UK government’s steer that we should focus on supporting growth across the CMA’s tools.

    The aims of competition enforcement

    Before I get into the detail of these topics, however, I wanted to spend a few moments standing back and thinking about what and how we are trying to achieve with our competition enforcement work.

    Because this ultimately guides our choices about both what work we do – in other words what cases and other interventions we choose to prioritise – and how we go about it.

    At its heart competition enforcement is about safeguarding competitive markets, driving efficiency throughout the supply chain and promoting dynamism, innovation and productivity.

    Competition enforcement can also drive down prices for consumers, for businesses and for taxpayers, as well as keeping markets open and creating a level playing field. And it has an important role in driving trust and confidence in markets, for both consumers and investors.

    That’s why competition enforcement remains at the core of the work of the CMA as we evolve to meet new policy and economic challenges. And this applies whether we are talking about tackling hard-core cartel conduct, abuses of market power or other illegal and harmful arrangements.

    So that is – as most of you in this room will already recognise – what competition law enforcement can achieve. But how, in practice, do we translate this into reality. One important way is by bringing anti-competitive conduct to an end: and that can be through the vehicle of a formal investigation – certainly the aspect of our work that is likely to be most familiar to this audience – but also through other interventions – such as warning or advisory letters that I will talk about later.

    We are in many cases however also focused on deterring those who might be tempted to stray over the line. And indeed this can be a crucially important outcome of our work. We do this primarily by imposing fines on companies – almost £650 million over the last 5 years – but also through holding individuals to account through our powers in relation to director disqualification – at current count 29 individuals have been prevented from acting as directors or being involved in the management of a company under the disqualification regime. More recently, those who are found to have committed breaches of competition law also face an increased risk of being excluded from future public tenders as a result of the Procurement Act that came into force this February.

    Recent enforcement activity

    I’m going to move on to talk about how that aim translates into enforcement activity by reference to 5 recent cases – all of which demonstrate our commitment to deterring conduct that impedes the kind of dynamic, competitive markets that boost our economy.

    A brief tour of our recent enforcement cases will serve to underline the variety of victims we aim to protect – taxpayers, workers, consumers, businesses – as well as how anti-competitive conduct has the potential to reduce economic prosperity through dampening innovation or reducing efficiency.

    So what, more precisely, have we been doing by way of enforcement since the start of this year.

    In February, we fined 4 global investment banks collectively over £100 million for colluding in relation to UK government bonds or gilts (and related products) through bilateral exchanges of information among traders. (The fifth bank involved in the investigation escaped fines because it was the first to self-report the conduct to us under our leniency policy before we’d opened an investigation.) It is, of course, vital that a market of paramount importance to us all – the gilt market – should be able to function freely and fairly and the size of the fine reflects that.

    In March, we concluded our first labour market case concerning exchanges of information among sports broadcasters about the rates of pay for freelancer production staff like sound and camera operators with a view, primarily, to aligning those rates or – as one of those involved described it – presenting a ‘united front’. Labour markets are key to a well-functioning economy and, in taking cases in this area, we aim to ensure that workers are able to obtain a fair value for their work but also that businesses can find and hire workers at the right price.

    In April, we reached a finding of infringement by many of the global car manufactures and the EU and UK trade association that encompassed a long-running agreement not to advertise their performance against certain green parameters – an investigation we started because we were concerned that this type of conduct could undermine incentives to innovate, including when it comes to sustainable growth. The investigation culminated in a settlement which saw the parties collectively agree to pay fines in the region of £77 million.

    I also wanted to highlight a case that is not quite yet concluded which is our investigation into a drug manufacturer who we suspected of spreading misinformation about the safety of a rival drug. To put an end to the investigation, the manufacturer has offered not only to put in place guarantees about how it will interact with healthcare providers going forward – including conducting a communications campaign designed to clarify the position in relation to the relative safety of the rival drug – but also to make a payment of £23 million directly to the NHS. So with this outcome, we would be simultaneously ensuring that a competitor is not wrongly prevented from competing on the merits to grow the sales of its drug, we are protecting the NHS (and ultimately the taxpayer) from the risk of potential financial harm and – perhaps most importantly – making sure healthcare providers have accurate safety information when selecting the right treatment for their patient’s condition.

    And while I’m talking about pharmaceuticals, it is also worth highlighting a judgment handed down last week concerning our investigation about excessive pricing of Liothyronine. This case concerned a particularly egregious infringement that saw the sole supplier of an essential drug increase its price over 1000% in less than 10 years, without any justification – costing the NHS millions of pounds. Given the nature of the conduct at issue here, we were extremely pleased that the Court of Appeal found resoundingly in our favour.

    It is also worth flagging that as part of its judgment, the Court of Appeal considered how the CMA should approach the issue of deterrence when it comes to setting penalties. And given what I’ve already said about the importance of deterrence to our work, it was comforting that in this case the Court of Appeal upheld the CMA’s approach to ‘specific deterrence’ – essentially agreeing that penalties should be set at a level that is sufficient to deter re-offending by the party being fined relative to global turnover (and therefore re-instating in full the original penalty imposed by the CMA on one of the firms involved).

    Before I move on to discuss our future priorities, I did want to highlight that both the vehicle recycling and disparagement cases I mentioned above were also the subject of similar investigations by the European Commission.

    Indeed, in the car recycling case, we opened and concluded the cases on the same day. And particularly in the context of this conference, I wanted to stress how vital international cooperation remains to competition enforcement work; whether that be in sharing expertise and best practice or on specific investigations. Indeed, this was brought home to me last week during the International Competition Network’s annual conference which took place in Edinburgh, and which saw agencies come together and discuss how we continue to evolve our agencies and our laws to meet the challenges we collectively face and to exchange best practices in areas as diverse as dawn raids to advocacy.

    Looking to the future – priorities for intervention

    The government’s strategic steer published today as well as our annual plan highlights the opportunities for our work to continue to drive efficiencies in the provision of public sector services.

    As those of you who are familiar with our work will recognise, the CMA has a strong track record in taking cases that serve to protect the public purse. This includes investigations into pharmaceutical companies under both Chapter 1 and Chapter 2 – seeking to detect and deter practices which ultimately drive up prices for the NHS, an investigation into a supplier of school software that we were concerned was trying to ‘lock in’ schools and preventing them from fully benefiting from price and quality competition, and cartel investigations for example into:

    • concrete drainage products used, among others, in the construction of roads
    • water storage tanks, used by schools and hospitals

    And we intend to build on our track record with a focus on public procurement.

    It is well-known that public procurement is particularly vulnerable to bid-rigging and that bid-rigging, where present, can substantially increase prices: research suggests that this can be by 20% or more. And this accords with evidence from our own cases that bid-rigging can be extremely lucrative – with some of the parties to our Demolition investigation having ‘compensated’ each other for deliberately losing tenders with substantial payments.

    So we intend to intensify our work in this area. For example, by investing further in our detection tools, including – where we can access the right data – using data analytics (including AI) tools to identify suspicious activity. And as I mentioned already there is a new risk facing cartelists arising from the debarment regime introduced by the Procurement Act 2023 which will see them face the possibility of inclusion in a central debarment register and exclusion from future public tenders for a period of up to 5 years.

    While public procurement is certainly a priority, it will not be the only area of work we tackle in the short to medium term. For example, we are currently investigating in the areas of housebuilding and travel – both cross-cutting sectors that are key enablers of growth. And, as I will talk about more below, we are generally keen to hear from businesses facing barriers to entry or expansion that competition law can help them solve, particularly in areas that the government has identified as a focus in its industrial strategy green paper.

    Looking to the future – the 4Ps

    Late last year, the CMA announced a new ‘4Ps’ framework to deliver meaningful changes to how we go about our work, based on clear feedback from businesses and investors. The 4Ps in question are pace, predictability, proportionality and process. This framework is – consistent with the government steer that I’ve already referred to – designed to support growth, investment and business confidence in the UK’s competition and consumer regimes.

    We’ve already set out how we intend to apply the 4Ps to our merger review function, as well as to the new digital markets and consumer protection regimes under the DMCCA. Today, I want to say a few words about how we intend to complete the roll-out of the 4Ps to our competition enforcement work.

    Pace and proportionality

    Of the 4Ps, I would like to start with pace and proportionality and want to take some time to explain:

    • as regards ‘pace’ – how we plan to deliver against the new ‘duty of expedition’ introduced by the DMCCA, including through greater use of technology and rigorous streamlining of investigations and decisions while respecting due process
    • as regards ‘proportionality’ – how we propose to use the full range of our toolkit while at the same time maintain the deterrence impact of our interventions

    Pace

    Since the DMCCA came into force in April of this year, we have a statutory duty of expedition that applies to all of our competition enforcement investigations, a change which we worked closely with the government to bring about.

    So we have been considering carefully how to get to the right outcomes in a more timely manner: for example, we continue to make significant investments in technology to speed up our processes, for example, for evidence review and we have made substantial efforts to streamline our decisions – while still seeking to ensure they are properly reasoned. We have also recently made changes to the guidance covering our procedures intended to help us work at pace, for example, by setting clear expectations about how we will go about identifying legally privileged documents among material acquired during inspections. While none of this may sound particularly exciting, identifying and pursuing these incremental opportunities is vital if we are to achieve our goal – to reach positive outcomes as quickly as we can without compromising on rights of defence.

    And in that context, I firmly believe that this new duty of expedition will help us achieve the right balance between conducting our work at pace and ensuring that we give due consideration to requests we might receive, such as requests from parties – for example, for more time to provide information – or from complainants – for example when they ask for the CMA to conduct further lines of enquiry. Because – and this is worth underlining – our ability to work at pace depends not only on how we conduct ourselves but also on the response of those with an interest in our investigation.

    Proportionality

    As I mentioned already, we have a range of tools at our disposal to bring about behaviour change both by the parties to the investigation and more broadly: this can of course include a fine imposed following a full administrative procedure but need not always do so. In some cases, use of a softer tool or a consensual outcome may be more appropriate provided this can be done without sacrificing the overall deterrent impact of the regime. So we are focused on achieving the right suite of interventions across the regime.

    And that means you can expect 3 things from us going forward.

    First, you should expect us only to open a formal investigation where we consider it is warranted by the expected impact should we conclude that an infringement has taken place – whether the direct impact that might result if we put an end to unlawful conduct and/or through the deterrent message that we would send, whether to a firm, sector or about a practice. This commitment is underpinned by our prioritisation principles, which require us to consider the strategic significance and impact of the outcome that may be achieved and to weigh that up against the risk and resources involved, which we consistently challenge ourselves about whether it’s right to open or continue investigations.

    In practical terms, this means you can also expect that in many cases we will aim to achieve a change in behaviour without carrying out a full (or indeed any) formal investigation. Indeed, between 2018 and 2024 we sent a total of 593 warning and advisory letters. Such letters put the businesses in question on notice of the CMA’s concerns and include recommendations for ensuring compliance with competition law.

    Secondly, we are firmly committed to closing investigations or scoping them more narrowly (for example, reducing the number of parties or the time period of our investigation) where we consider it is proportionate to do so.

    Thirdly, where we can do so without undermining deterrence, we will seek to put an end to the matter by consensus, whether through our settlement or commitments procedures. Indeed, with the exception of the Liothyronine case, each of the recent investigations that I talked about earlier ended (or may end) in settlement or commitments.

    Being able to bring investigations to an end in this way has clear benefits – both for the parties involved and for the CMA, in bringing finality to the proceedings more quickly and avoiding unnecessary litigation. For that reason, we are particularly pleased that the CAT has twice now upheld – most recently last December – the finality of settlements. withdrawing settlement discounts from parties that appeal. Indeed, it is now a feature of our settlement process that parties must expressly agree not to bring an appeal.

    However, it is important to emphasise that, in investigations that are not concluded by way of settlement or commitments, we remain focused on seeing them through where we believe there is significant harm to address or deterrent impact to achieve including, where appropriate, vigorously defending any legal challenges we may face.

    Predictability

    So, moving on to predictability and in particular plans we have to make a more predictable environment for those firms who wish to collaborate for beneficial purposes and who are considering the competition law risks of doing so.

    As competition specialists you will know that we have published a lot of guidance (on both substance and process) as well as full reasoned decisions, so there is transparency of our work and reasoning. Through those publications, we aim to help firms to stay on the right side of the law and also know how to engage with our processes. And we have a wide range of materials intended to help businesses avoid illegal conduct: for example, ‘case studies’ which use ‘stories’ from our work to act as a guide or wider campaign work such as our ‘cheating or competing’ campaign.

    That said, we are aware that competition law can be complex. And it would not be a good outcome for the UK if this complexity resulted in competition law having an unnecessary chilling effect on positive, pro-competitive behaviour that could support, for example, innovation or productivity. If, for example, competitors were to be unduly wary of working together to bring innovative products to market or of using their collective purchasing power to sponsor new production techniques or improve the resilience of the supply chain.

    Indeed, discussions of industrial strategy inevitably raise questions around policy goals like resilience or global competitiveness, which might lead to the consideration of the potential benefits of strategic domestic suppliers or the creation of globally significant companies. And this might give added salience to the question of how competition law and policy can create the right conditions for companies to scale and remain competitive in the global market – including how to create an environment that fosters beneficial collaborations.

    So, turning to what we intend to do in this space. Many of you will likely be familiar with our initiative launched in 2023 on ‘Green Agreements’ which was intended to address exactly the concern I am talking about – in other words fears that businesses were not working together to combat sustainability issues because they were concerned that they might face competition law risks. This initiative has 2 components:

    1. accessible advice – the Green Agreements Guidance – that clearly explains how the competition rules might apply to a variety of types of cooperation that businesses might want to engage in to meet sustainability goals
    2. an open offer to provide tailored advice (that we also publish to further demystify our practice)

    And from our engagement with the business community and other stakeholders – including the number of requests for advice we receive – we are confident this initiative has been successful. (Indeed, the only time as an enforcer I’ve been asked while on stage what prompted the CMA to do something so brilliant was when I was talking about Green Agreements!)

    So, we are now working with the government and business stakeholders to understand whether there are other areas that might benefit from additional intervention from the CMA to support beneficial activity.

    This could potentially include bespoke advice, issuing tailored guidance and also making aspects of our existing guidance more accessible.

    We have already targeted 2 avenues where there may be a need for us to act: first is the cross-economy area of labour markets. Here, we have heard that businesses want to understand from us in more detail how they can stay on the right side of the law when it comes to hiring practices including, for example, how they can legitimately benchmark their salaries against those of other employers. And we therefore intend to supplement our existing advice to employers.

    Secondly, in the key enabling area of skills, we are talking to stakeholders across the 4 nations of the UK to get an understanding of whether competition law concerns are preventing universities from working together in ways that could be good for the economy.

    Now I should underline – particularly for those older members of the audience – that we are not proposing to return to the days before the ‘modernisation regulation’ (of 2003) where even pro-competitive agreements required our blessing. And nor are we suddenly going to turn a blind eye to competitor collaborations which, even while they may have a beneficial objective, leave insufficient room for competition and therefore have the potential for harm. However, we recognise that with the premium we have – to my mind rightly – put in recent years on using our decision-making powers to tackle the most egregious harms, we have been investing less in helping those looking to push forward with beneficial collaborations.

    And in that spirit, we are interested in hearing from sectors – particularly the 8 key industrial strategy sectors – where there is concrete evidence that competition law concerns are chilling beneficial collaborations and where we might be able to help.

    Process

    Moving on to the final of the 4Ps – process. Process is about engagement and we are currently focusing on 2 areas where we are looking to improve how we engage with businesses and other stakeholders: complaints and leniency.

    Leniency guidance

    Our leniency programme remains an important – albeit by far not the only – tool for us to detect cartels accounting and indeed our government bonds, sports broadcasting and vehicle recycling cases all resulted from leniency applications.

    At the end of April we launched a public consultation on an updated version of the guidance that underpins that programme. We are aiming to make the guidance easier for firms to use, by bringing it up to date with developments in policy and practice, and by streamlining our procedures; as well as ensuring it continues to have the right balance of incentives for companies and individuals to be the first to apply for leniency. We are looking forward to hearing your feedback on this document.

    Complaints charter

    When it comes to how we engage with businesses who may be victims of anti-competitive conduct, anecdotal evidence suggests that we could improve on the experience of firms. With that in mind, we intend to publish a ‘Complaints Charter’ that is intended to make our complaints process more accessible and predictable: for example, information about how to make a complaint, and what you can expect by way of response, including how quickly complainants should expect to hear back from us.

    I hope that in publishing this charter we not only help firms engage with the CMA but also underline how interested we are in hearing from those businesses that might be suffering as a result of anti-competitive conduct, particularly in the areas we have identified in our Annual Plan as a focus. And we are very happy to engage in discussion at an early stage with those who wish to gauge our appetite to take action on a particular issue. And I would also emphasise that our desire to take action to protect businesses that are doing their very best to grow and to innovate is backed up by strong tools – including interim measures – as well as procedures to protect confidential information.

    For the moment I will leave it there, other than to flag that we are continuing to think more broadly including about further changes to our processes that can help embed the 4P principles so please do watch this space.

  • MIL-OSI NGOs: Syria: New government must prioritize justice and truth measures to prevent further abuse

    Syria’s new government must take immediate, concrete steps towards justice, truth and reparation that address the country’s devastating legacy of abuses and urgently undertake human rights-based reform to prevent further violations, said Amnesty International today.

    Between 2011 and 2024, Amnesty International documented widespread crimes under international law, including war crimes and crimes against humanity and gross human rights violations, committed by President Bashar al-Assad’s government. The organization also documented serious crimes committed by government allies, including Russia, as well as by armed groups opposing the government and their ally Turkiye, and the Kurdish-led de facto authorities and their allies.

    The new transitional government, led by President Ahmad al-Sharaa and formed on 29 March 2025, has a crucial opportunity to break with the past and ensure non-repetition of these atrocities. Amnesty International has today outlined the priority  steps that the authorities should take to achieve this and to comply with Syria’s obligations under international law. On 14 April 2025, Amnesty International sent the recommendations to the Syrian authorities, requesting answers to a series of questions and updates on the authorities’ plans, but did not receive a response so far.

The authorities have publicly committed to taking justice demands seriously, and key to keeping this promise will be ensuring the meaningful participation of survivors, victims and Syrian civil society organizations throughout the process, as well as maximum transparency,” said Kristine Beckerle, Amnesty International’s Deputy Director for the Middle East and North Africa.

    “The challenges facing Syria are immense, but ensuring accountability for crimes committed by all warring parties, providing reparation to victims and their families, many of whom are still suffering the pain of disappeared and missing relatives, implementing human rights-based reforms to Syria’s criminal justice and security sectors, and ensuring the families of the disappeared know the truth of what happened to their loved ones are foundational to building a new, more just Syria,”

    “It is crucial for the authorities to rebuild trust between the people in Syria and the state.  Delaying justice will only heighten the risk of further bloodshed such as the recent mass killing of Alawite civilians in the coastal areas of Syria. X It is essential that the authorities, without any delay, ensure that all those suspected of criminal responsibility for crimes against humanity, war crimes, torture and enforced disappearance are brought to justice in fair trials before ordinary civilian courts, in accordance with international law.”

    For decades, the former government systematically arrested and disappeared activists and human rights defenders, oppressed local human rights organizations and denied international human rights organizations access to the country. The new authorities have pledged a new approach; it is crucial that they allow Syrian and international organizations to work without interference, consult with Syrian civil society, and grant unfettered access for local and international organizations.

    The authorities are grappling with major economic challenges resulting from a decade-long conflict, compounded by international sanctions and the widespread destruction of infrastructure. The international community must support the Syrian people in their pursuit of truth, justice and reparation, and building a more just future after years of suffering.

    While many countries continue to support critical justice efforts for Syria, others have added to its challenges. The United States haphazardly cut foreign funding to those providing crucial humanitarian aid and doing critical human rights work in Syria in early 2025. Since former government’s fall, Turkiye and Israel have also carried out air strikes, killing and wounding civilians and damaging civilian infrastructure.

    Provide justice, truth and reparation

    One of the most urgent issues in Syria today is justice for victims of mass enforced disappearances. After the fall of the Assad government on 8 December 2024, tens of thousands of families hoped their missing loved ones would be released. Instead, nearly none re-emerged; many seemingly vanished.

    While the government announced a National High Commission for Missing Persons on 27 February 2025, representatives of family associations of the disappeared and missing told Amnesty International they had not been consulted on the formation of the body and how it would function and have seen no tangible progress five months after the Assad government’s collapse. The new government must immediately rectify this by ensuring full, meaningful inclusion of victims and their representatives in shaping the Commission’s mandate, operational framework, and oversight mechanisms.

    Article 49 of the Constitutional Declaration, adopted on 13 March 2025, establishes a Transitional Justice Commission, tasked with adopting “victim-centred mechanisms…to determine accountability mechanisms, the right to know the truth, and justice for victims and survivors in addition to honouring martyrs”.  Effective truth, justice and reparation processes must be based on nationwide consultations with Syrians, particularly survivors and victims.

    The government must also create reparation programmes informed by survivors and victims’ families that deliver comprehensive remedies that acknowledge victims’ suffering and help rebuild lives. The Syrian government should also seek reparations from states such as Russia, Türkiye and the US, and other actors, including businesses, that are responsible for human rights violations.

    Undertaking human rights-based reforms

    For over a decade prior to the former government’s fall, Amnesty International documented systemic violations, including arbitrary arrest, torture, and enforced disappearances, committed by former law enforcement officers and intelligence services, and within the prison system. In addition, the organization has documented abduction, torture and summary killings by former non-state armed groups, some now integrated into the ministry of defence and ministry of interior.

    As an immediate priority, and to prevent a repeat of violations and cycles of violence, Syrian authorities must ensure rigorous vetting of all government officials, military leaders, and other appointed figures suspected of criminal responsibility, including post-Assad crimes – such as the massacres of Alawite civilians on the coast. Amnesty International documented unlawful killings, including deliberate targeting of civilians from the Alawite minority, which must be investigated as war crimes, on Syria’s coast in March 2025. Syria’s new authorities have taken an important first step toward investigating the killings by establishing a dedicated fact-finding committee. How they proceed will serve as an important signal and a key precedent.

    Reform should also involve repealing laws that are not compliant with international law and enacting legislation that safeguards the human rights of all people, including their rights to a fair trial, truth, justice and reparation; freedom from torture and disappearance, equality and non-discrimination, including in the context of the rights to housing and property.     The department said it has no connection with the fraudulent SMS messages and has reported the case to Police for further investigation.

    It reminded the public that the Treasury will not send SMS messages to ask recipients to settle payments via hyperlinks.

  • MIL-OSI New Zealand: Commissioner initiates review into use of Police technology

    Police Commissioner Richard Chambers has initiated a review to ensure Police has sufficiently strong controls to prevent or detect the misuse of Police technology and equipment for non-work-related purposes.

    The review was ordered on Monday May 12 and will be done independently and within as quick a timeframe as possible.

    “I want to ensure robust mechanisms are in place to safeguard police systems from inappropriate use and to detect instances of inappropriate use,” Commissioner Chambers said.

    “I expect to receive a report outlining opportunities to enhance the security of police systems and defend against attempts to access inappropriate content.”

    Currently the use of Police devices, including laptops and cell phones, and access to Police-held information is governed by strict Police Instructions.

    Police conduct checks on individual devices if and when concerns are raised.

    Personal use of Police technology is limited and users must agree to abide by Police values and standards of behaviour when using their devices.

    Generally, Police devices are blocked from accessing categories of websites and services that are illegal or banned or those that could adversely affect Police ICT systems.

    Other websites which are categorised as potentially hosting unwanted or offensive material require the user to agree the interaction is necessary and in line with the Police code of conduct.

    There are some exemptions for police staff whose work requires access to content that is blocked on most Police devices, such as for investigative purposes.

    All web interactions from the police network are logged and pass through a web filter.

    The Joint Anti-Child Exploitation Team (JACET) have arrested and charged a 44-year-old male in relation to child abuse offences.

    In April 2025, police became aware of the male as part of a wider operation targeting people who access child abuse material.

    Yesterday, NT Police and Australian Federal Police officers attended a residence in a rural suburb to conduct a lawful search where they located and seized a device containing child abuse material. The male was arrested and has since been charged with:

    •             Access child abuse material

    •             Possess or control child abuse material

    He was remanded to appear in Darwin local Court on 22 May 2025.

    Detective Sergeant Mark Cronin said “Accessing, possessing, or distributing child abuse material is a heinous crime that will not be tolerated. The Northern Territory Police remain committed to protecting the most vulnerable members of our community, and we will continue to work tirelessly to hold offenders accountable for their actions.”

    AFP Superintendent Greg Davis said the investigation highlighted how closely police around Australia worked together to combat the exploitation and abuse of children.

    “Our common goal is to protect children, wherever they live, and to ensure anyone who tries to harm them is identified and brought before the courts,” Supt Davis said.

    “Our message to offenders is clear, access and transmit child abuse material, you will be found and you will be prosecuted.”

  • MIL-Evening Report: Media Council makes ‘stop Telikom PNG silencing journalists’ plea to PM Marape

    The Media Council of Papua New Guinea (MCPNG) has called on Prime Minister James Marape to stop Telikom PNG silencing and suppressing media personnel.

    Telikom PNG, which is 100 percent government-owned, has two key outlets: FM100 radio and EMTV.

    Recently, it sacked FM100 talkback host Culligan Tanda after he featured opposition East Sepik Governor Allan Bird on his show, following the most recent vote of no confidence.

    Local media report that Tanda was initially suspended for three weeks without pay on April 22, and subsequently terminated.

    MCPNG president Neville Choi said this was just the latest example of media suppression by Telikom PNG going back to 2018.

    He said that he himself was sacked in 2019 after EMTV had run a story quoting the former New Zealand Prime Minister Jacinda Ardern saying she would not be riding in one of the PNG government’s luxury Maseratis during an APEC (Asia-Pacific Economic Cooperation) meeting in Port Moresby.

    Choi said the story, though correct, was perceived as painting the government of the day in a “negative light”.

    ‘Free, robust media essential’
    He said a “free, robust, and independent media is an essential pillar of democracy”.

    “It is the cornerstone of allowing freedom of speech, and freedom of expression.

    “Being in a position of power and authority gives no one, especially brown-nosing public servants wanting to score brownie points with the sitting government administration, the right to suppress media workers who are only doing their jobs, and doing it well,” he said.

    The council also reminded the management’s of state-owned media organisations, that the Organic Law on the Independent Commission Against Corruption (ICAC) defined corrupt conduct by public officials and the dishonest exercising and abuse of official functions.

    According to a PNG Haus Bung report, Marape has directed his chief of staff to get to the bottom of the issue.

    He has also denied government interference, according to a report by Exeprenuer.

    “We don’t get down that low as to editorial content,” Marape was quoted as saying by the the online magazine.

    In December, Marape gave “full assurance that my government will not dilute the media’s role.”

  • MIL-Evening Report: Ben Roberts-Smith has lost an appeal in his long-running defamation case. Here’s why

    The full Federal Court has dismissed Ben Roberts-Smith’s appeal to have his defamation case loss overturned.

    It is important in seeking to understand this judgement to know the history of the case.

    In June 2023, Federal Court Justice Anthony Besanko handed down a 726-page judgement in the defamation case that Roberts-Smith, the most highly decorated serving member of the Australian Defence Force, had brought against Nine Entertainment news outlets.

    Reporters for the Sydney Morning Herald, the Canberra Times and The Age had alleged, in 2018, that Roberts-Smith, a patrol commander with the Australian Special Air Service Regiment, was a war criminal. They maintained he had murdered unarmed Afghan prisoners and civilians, and bullied fellow soldiers.

    These press reports were particularly galling to a man who had been awarded the Medal of Gallantry, the Victoria Cross, and a Commendation for Distinguished Service.

    He sued Nine Entertainment (then referred to as Fairfax Publications) and their investigative journalists.

    Submissions in the trial ended in July 2022 after 110 days of evidence. In the result, Justice Besanko determined that Nine Entertainment had not defamed Roberts-Smith. The judge found the reporting was capable of being deemed defamatory, but that most of the imputations were substantially true. That being the case, he upheld the defence of truth and contextual truth not only in relation to the allegations of murder, but also with respect to imputations regarding Roberts-Smith’s character.

    Roberts-Smith appealed to the full Federal Court. The appeal hearing ran for ten days in February 2024. Today, 15 months later, the appeal court consisting of Justices Nye Perram, Anna Katzmann and Geoffrey Kennett has dismissed his appeal.

    Because the case had national security implications, there is in place for a short period, a non-publication order over what is referred to as the “open court” reasons for judgement. The judges ordered that their reasons will not be available
    “until either the Commonwealth notifies the court and the parties that it has no objection to publication […] or 4pm on May 20, 2025, whichever is earlier”.

    In recent times it has become the practice of the Federal Court, in cases of public interest, to provide a summary to accompany the orders, available immediately. The summary provided to the public is not a complete statement of the conclusions reached. The only authoritative statement of the court’s reasons is that contained in the judgement that will be made available in due course.

    There are, however, a couple of matters that bear noting now.

    The first is that the appeal judges were unanimous in their support for the conclusions of the trial judge. In 2023, Justice Besanko made numerous adverse findings about the credibility of the evidence of Roberts-Smith, and the evidence of the witnesses whom he called on his behalf. Roberts-Smith sought to challenge all of those adverse findings and to point out errors in the trial judge’s findings. But it was to no avail.

    The appeal court’s summary states

    Having carefully considered all these matters, we are unanimously of the opinion that the evidence was sufficiently cogent to support the findings that the appellant murdered four Afghan men and to the extent that we have discerned error in the reasons of the primary judge, the errors were inconsequential. Accordingly, the appeal must be dismissed with costs.

    There is another, secondary matter arising from a side issue to the appeal, which bears mentioning here. When the draft judgement of the appeal court was close to completion, Roberts-Smith’s lawyers filed an application to lodge an amended notice of appeal. It referred to an audio recording that was sent anonymously to them in March this year. The recording purported to be a portion of a telephone conversation between investigative journalist Nick McKenzie and a witness whose identity is the subject of suppression orders.

    In this call, McKenzie was alleged to have admitted to using Roberts-Smith’s ex-wife as a source regarding her former husband’s legal strategy. Roberts-Smith’s lawyers said had they known of McKenzie’s alleged journalistic misconduct, they would have structured their arguments differently during the defamation trial.

    On the Federal Court website today, two judgements have been released in relation to the so-called McKenzie tape. The first gave the Roberts-Smith team a glimmer of hope. The appeal court judges determined that the application for them to hear the recording was, in fact, appropriate, and that the content was therefore admissible evidence in consideration of a new claim of miscarriage of justice.

    However, the second judgement extinguished any hope of this occurring. The appeal court judges concluded there was, in fact, no miscarriage of justice in not allowing the recording to be considered by a court.

    It’s been seven years since the allegations regarding Ben Roberts-Smith’s involvement in war crimes first surfaced. Roberts-Smith has indicated his intention to appeal to the High Court. This case may yet still have a way to run.

    Motorists are advised to avoid the Christchurch Southern Motorway, State Highway 76, at Wigram following a crash this evening.

    Police were called to the scene, near the Awatea Road bridge, between Curletts Road and Halswell Junction Road about 6pm.

    The southern/western lanes are expected to be shut for some time, while northern/eastern lanes are heavily congested.

    Yesterday, police arrested two youths in relation to arson and criminal damage at a supermarket in Palmerston.

    About 7:40pm, the Joint Emergency Services Communication Centre received reports of a small fire within a grocery store at a shopping centre.

    Before emergency services arrived, a staff member extinguished the flames.

    Two male youths, aged 14 and 13-years-old, were arrested.

    The 14-year-old has been charged with arson, property damage and breach of bail.

  • MIL-OSI Security: Shelton Man Admits Producing Child Sex Abuse Images

    David X. Sullivan, United States Attorney for the District of Connecticut, announced that ROSS DeLIBRO, 54, of Shelton, pleaded guilty today before U.S. District Judge Stefan R. Underhill in Bridgeport to child exploitation offenses.

    According to court documents and statements made in court, in March 2024, a detective assigned to the Connecticut State Police Computer Crimes Unit began an investigation into the sharing of child sex abuse images and videos over a peer-to-peer file sharing network.  The investigation revealed that an internet protocol (IP) address assigned to DeLibro’s residence in Shelton had been used to download child sex abuse videos.  On May 1, 2024, investigators conducted a court-authorized search of DeLibro’s residence and seized his Apple MacBook Air, his iPhone, an external hard drive, and other items.  Analysis of the seized items revealed image and video files depicting male children being sexually abused, including two images in which DeLibro appears engaging in sexually explicit conduct with a toddler.

    DeLibro pleaded guilty to production of child pornography, which carries a mandatory minimum term of imprisonment of 15 years and a maximum term of imprisonment of 30 years, and possession of child pornography, which carries a maximum term of imprisonment of 20 years.  Judge Underhill scheduled sentencing for August 14.

    DeLibro has been detained since his arrest on related state charges on June 11, 2024.

    This matter has been investigated by Homeland Security Investigations (HSI) and the Connecticut State Police, with the assistance of the Shelton Police Department and the Connecticut Department of Emergency Services and Public Protection’s Division of Scientific Services.  The case is being prosecuted by Assistant U.S. Attorneys Daniel George and Nancy Gifford.

    U.S. Attorney Sullivan thanked the State’s Attorney for the Judicial District of Ansonia/Milford for its cooperation in investigating and prosecuting this matter.

  • MIL-OSI Security: Pittsburg County Resident Sentenced For Second Degree Murder

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Timothy Kenneth Barber, age 45, of Hartshorne, Oklahoma, was sentenced to 293 months in prison for one count of Murder in Indian Country—Second Degree.

    The charges arose from an investigation by the Federal Bureau of Investigation and the Choctaw Nation Lighthorse Police.

    On November 5, 2024, Barber pleaded guilty to the charge.  According to investigators, on December 20, 2023, Barber killed the victim with a single intentional shot to the head fired at close range from a .22 caliber rifle.  The crime occurred in Pittsburg County, within the boundaries of the Choctaw Nation Reservation, in the Eastern District of Oklahoma.

    The Honorable John F. Heil, III, U.S. District Judge in the United States District Court for the Eastern District of Oklahoma, presided over the hearing.  Barber will remain in the custody of the U.S. Marshals Service pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

  • MIL-OSI Security: Drug Trafficker Presented On Federal Charges After Turning Hotel Room Into Clandestine Drug Lab

    Jay Clayton, the United States Attorney for the Southern District of New York, and Frank A. Tarentino, the Special Agent in Charge of the New York Division of the Drug Enforcement Administration (“DEA”), announced today the presentment of PEDRO MARTE in White Plains federal court on a Complaint charging MARTE with two counts of possession with intent to distribute controlled substances. 

    U.S. Attorney Jay Clayton said: “As alleged, Pedro Marte turned a New Rochelle hotel room into a dangerous drug lab.  A law enforcement investigation revealed that Marte possessed large quantities of cocaine, and deadly fentanyl.  We should all be able to stay in a hotel without worrying about exposure to dangerous and potentially lethal drug trafficking.  The Women and Men of the Southern District, together with our law enforcement partners, will do everything in our power to protect our community from those who put innocent lives at risk.”

    DEA Special Agent in Charge Frank A. Tarentino said: “Pedro Marte’s use of his hotel room as a clandestine drug lab not only placed the lives of innocent guests in danger but was reckless and unconscionable.  We are thankful to our law enforcement partners and our first responders for their quick actions.  Without their immediate response, the results could have been catastrophic.” 

    As alleged in the Complaint:[1] 

    On or about the evening of April 6, 2025, law enforcement and fire department personnel responded to reports of an incident in a hotel in New Rochelle. Upon entering the hotel, they observed damage to 27 rooms.  Law enforcement then entered the room where the hotel’s sprinkler systems had first been activated and observed evidence of a significant fire, as well as equipment and materials consistent with a clandestine drug lab for converting powder cocaine into crack cocaine.  After determining that MARTE had rented the room in question, law enforcement officers searched the storage locker that MARTE had visited immediately prior to arriving at the Residence Inn, where they found approximately three kilograms of a substance that tested positive for cocaine, 12.2 grams of a substance that tested positive for fentanyl, and drug distribution paraphernalia.

    MARTE, 47, of New York, New York, is charged with one count of possession with intent to distribute cocaine, which carries a mandatory minimum sentence of five years in prison and a maximum sentence of 40 years in prison, and one count of possession with intent to distribute fentanyl, which carries a maximum sentence of 20 years in prison.

    The minimum and maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendant will be determined by a judge. 

    Mr. Clayton praised the outstanding work of the DEA, the New Rochelle Police Department, and the New Rochelle Fire Department. 

    This case is being handled by the Office’s White Plains Division.  Assistant U.S. Attorney Carmi Schickler is in charge of the prosecution.

    The charges contained in the Complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

  • MIL-OSI Security: Federal grand jury indicts Buffalo man for his role in Jamestown drug conspiracy

    BUFFALO, N.Y. –U.S. Attorney Michael DiGiacomo announced today a federal grand jury returned an indictment charging Jason Talley, 46, of Buffalo, NY, with narcotics conspiracy, which carries a mandatory minimum penalty of 10 years in prison and a maximum of life.

    Assistant U.S. Attorneys Joshua A. Violanti and Louis A. Testani, who are handling the case, stated that according to the indictment, between 2018, and May 26, 2022, Thayer conspired with Joseph S. Zaso and others, to sell heroin and fentanyl in the Jamestown area. Co-defendants include Andres Pizzaro Campos, Joseph Thayer, Max Pizzaro Campos, Cindy Frank, Edward Leeper, and Jaquez L. Thomas. Joseph Zaso was previously charged and convicted and is awaiting sentencing.

    Talley was arraigned before U.S. Magistrate Judge Michael J. Roemer and detained.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    The indictment is the result of an investigation by the Jamestown Police Department, under the direction of Chief Timothy Jackson, the Drug Enforcement Administration, under the direction of Special Agent-in-Charge Frank A. Tarentino III, New York Field Division, and the Chautauqua County Sheriff’s Office, under the direction of Sheriff James Quattrone.

  • MIL-OSI Security: Lackawanna man going to prison for his role in kidnapping conspiracy attempting to force sister to marry in Yemen

    BUFFALO, N.Y. – U.S. Attorney Michael DiGiacomo announced today that Waleed Abughanem, 33, of Lackawanna, NY, who was convicted of misprision of felony, was sentenced to serve 36 months in prison by U.S. District Judge John L. Sinatra, Jr.

    Assistant U.S. Attorneys Charles M. Kruly and Maeve E. Huggins, who handled the case, stated that Abughanem is the son of Khaled Abughanem and the brother of Adham Abughanem. On September 8, 2021, Khaled and Adham Abughanem flew from Buffalo, NY, to Guadalajara, Mexico to kidnap Victim 1, who is the daughter of Khaled and the sister of Adham and Waleed. Between September 10, 2021, and April 6, 2023, Waleed, Khaled and Adham Abughanem conspired to transport Victim 1 from the Western District of New York to Cairo, Egypt, and then to Sanaa, Yemen, where they confined Victim 1 for approximately 16 months with the purpose of marrying her to a man not of her choosing.

    Waleed Abughanem knew Victim 1 was being held involuntarily, and during some of this period, he was present in Yemen. When he was not present in Yemen, Waleed Abughanem instructed his wife to monitor and supervise Victim 1. In December 2022, Waleed Abughanem traveled from Yemen to the United States. When questioned by U.S. Customs and Border Protection as to the whereabouts of his siblings, Waleed Abughanem told the CBP Officer that the Victim was in the United States. By making a false statement, Waleed Abughanem concealed that Victim 1 had been kidnapped and was being involuntarily held in Yemen.

    Khaled and Adham Abughanem were previously convicted by a federal jury at trial and are awaiting sentencing.

    Waleed Abughanem’s sentencing is the result of an investigation by the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia, and the U.S. Department of State’s Diplomatic Security Service, under the direction of Diplomatic Security Director Carlos Matus and Deputy Assistant Secretary Paul Houston. Additional assistance was provided by the Lackawanna Police Department, under the direction of Chief Mark Packard, Customs and Border Protection, under the direction of Director of Field Operations Rose Brophy, and CPB in Boston, Massachusetts.

  • MIL-OSI Security: Two men arrested, charged with operating large-scale marijuana grow operation in Wayne County, NY

    BUFFALO, N.Y.-U.S. Attorney Michael DiGiacomo announced today that Ferrydoon M. Ardehali, 55, of Staten Island, NY, and Colby Riggle, 37, of California, were arrested and charged by criminal complaint with manufacturing and possessing with intent to distribute 1,000 or more marijuana plants. The charge carries a mandatory minimum penalty of 10 years in prison and a maximum of life.

    Assistant U.S. Attorney Donna Duncan, who is handling the case, stated that according to the complaint, in January 2025, the DEA began investigating a large-scale illegal marijuana cultivation operation, under the direction of Ardehali and Riggle, on Daansen Road in Walworth, NY. The investigation revealed that the defendants were selling and distributing marijuana to multiple businesses that are New York State-authorized cannabis grow facilities, including in North Tonawanda and Clarence, NY, under the business name Integrity Farms & Greenhouses, Inc. a records check with the New York State Office of Cannabis Management discovered that neither Integrity Farms & Greenhouses, Inc., nor any other business associated with the operation has been issued a New York State license to grow cannabis or hemp.

    On May 14, 2025, investigators executed a search warrant at the Daansen Road property. The complaint states that it was immediately apparent that marijuana was being grown on a large scale, processed, and packaged within the facility. Investigators seized approximately 29,406 growing marijuana plants, and approximately 3,700 lbs. of processed marijuana.

    The complaint is the result of an investigation by the Drug Enforcement Administration, under the direction of Special Agent-in-Charge Frank Tarentino, New York Field Division, the Wayne County Sheriff’s Office, under the direction of Sheriff Robert Milby, the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia, U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations, under the direction of Acting Field Office Director Steven Kurzdorfer, U.S. Border Patrol, under the direction of Buffalo Station Patrol Agent-in- Charge Martin Coombs, Customs and Border Protection, under the direction of Director of Field Operations Rose Brophy, Internal Revenue Service Criminal Investigation New York, under the direction of Harry Chavis, the Cattaraugus County Sheriff’s Office, under the direction of Sheriff Eric Butler, the Cuba Police Department, under the direction of Chief Dustin Burch, the Olean Police Department, under the direction of Chief Ron Richardson, and the Salamanca Police Department, under the direction of Chief Jamie Deck.

  • MIL-OSI Security: Ecuadorian Drug Trafficker Pleads Guilty

    SAN DIEGO – Wilder Emilio Sanchez Farfan, aka Gato, an Ecuadorian national and high-level drug trafficker, pleaded guilty in federal court today to international drug trafficking charges following his extradition to San Diego January 26, 2024.

    Farfan had previously been designated by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) pursuant to Executive Order (E.O.) 14059 for materially contributing to the illicit activities of major Mexican cartels to traffic cocaine into the United States.

    Farfan pleaded guilty to a second superseding indictment returned by a federal frand jury on October 30, 2019. In his plea agreement, Farfan admitted that he led an extensive drug trafficking organization that distributed over 450 kilograms of cocaine in Colombia, Ecuador, Mexico and elsewhere, and that the cocaine was ultimately imported into and distributed within the United States. He also admitted that the organization bribed government officials and used firearms to further their drug trafficking activities.

    As part of his plea, Farfan also agreed to forfeit over $899,000 of U.S. currency.

    Farfan is scheduled to be sentenced before U.S. District Judge Linda Lopez on August 11, 2025, at 10 a.m.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.

  • MIL-OSI Security: Final Defendant in Sexual Assault of a 14-Year-Old Girl Sentenced to Prison

    SALT LAKE CITY, Utah – Nasouh Albasis-Albasis, 27, of West Valley, Utah, was sentenced to 110 months’ imprisonment and a life term of supervised release after he and one of his co-defendants sexually assaulted a 14-year-old victim in the back of a vehicle, which was recorded and shared on social media in 2017.

    The sentence, imposed by Senior U.S. District Court Judge Tena Campbell, comes after Albasis-Albasis pleaded guilty on January 23, 2025, to charges involving child sexual abuse material. His co-defendants, Dodjim Leclaire, 32, of Murray, Utah, and his brother Richard Djasserambaye, 29, of Central Republic of Africa, living in Murray, Utah, at the time of the assault, were also sentenced. Leclaire was sentenced to 208 months’ imprisonment and Djasserambaye was sentenced to 181 months’ imprisonment. Both defendants were sentenced to a life term of supervised release.

    According to court documents and statements made at Albasis-Albasis’ change of plea and sentencing hearings, on September 9, 2017, Albasis-Albasis and his co-defendants Djasserambaye, and Leclaire used the 14-year-old victim to produce sexually explicit images. Specifically, Albasis-Albasis and Leclaire sexually assaulted the severely intoxicated and physically incapacitated minor while Djasserambaye video recorded the violent assaults. Djasserambaye then posted the video on social media. Albasis-Albasis further admitted he had video of the assaults of the victim on his cell phone.

    The case was investigated jointly by the FBI Salt Lake City Field Office, West Jordan City Police Department, Salt Lake City Police Department, Sandy City Police Department and Syracuse City Police Department.

    The U.S. Attorney’s Office for the District of Utah prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • UK court rejects Nirav Modi’s bail plea again amid CBI push for extradition in PNB fraud case

    In a significant development, the High Court of Justice, King’s Bench Division, London, on Thursday rejected the latest bail petition filed by fugitive diamantaire Nirav Deepak Modi. This marks the tenth time Modi’s bail request has been denied since his detention in the United Kingdom.

    The bail application was strongly contested by the Crown Prosecution Service (CPS), which was supported by a dedicated team from India’s Central Bureau of Investigation (CBI), including investigating and legal officers who travelled to London specifically for the hearing. The CBI effectively defended the Indian government’s position, leading to the court’s decision to deny bail.

    Nirav Modi is a declared fugitive economic offender wanted in India for trial in a massive bank fraud case involving the Punjab National Bank (PNB), in which he allegedly defrauded the bank of Rs. 6,498.20 crore. His extradition to India has already been approved by a UK court in favour of the Indian government.

    The latest rejection adds another layer to the prolonged legal battle, as Indian authorities continue their efforts to bring Modi back to face justice.
