    The National Human Rights Commission (NHRC), India has taken suo motu cognizance of a media report about the abduction, rape and murder of a minor girl and the death of the arrested accused in a police encounter in Hubballi, Karnataka. Reportedly, the incident happened on 14th April, 2025.

    The Commission has observed that the contents of the news report, if true, raise a serious violation of the human rights of the victim minor girl, and the arrested suspected perpetrator, killed in an alleged encounter. Therefore, the Commission has issued notices to the Chief Secretary and the Director General of Police, Government of Karnataka, calling for a detailed report in the matter within four weeks. The report is expected to include the post-mortem examination and the Magisterial Enquiry Reports of both the deceased.

    According to the media report, carried on 14th April, 2025, soon after the girl’s body was recovered from the bathroom, the angry residents protested outside Ashok Nagar police station, demanding the arrest of the accused. Reportedly, he was nabbed by the police within hours of the incident and was being taken for questioning when he tried to attack them, resulting in gunshot injuries to him, leading to his death.

    The Judiciary today (April 30) announced the appointment of one Recorder and the reappointment of two incumbent Recorders of the Court of First Instance of the High Court. All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.

    Mr Eric Kwok Tung-ming, SC, is newly appointed as Recorder of the Court of First Instance of the High Court. The appointment will be effective from May 1, 2025, for a term of three years.
     
    Miss Maggie Wong Pui-kei, SC, and Mr Derek Chan Ching-lung, SC, are reappointed as Recorders of the Court of First Instance of the High Court. The reappointments will be for three years commencing on May 1, 2025, upon expiry of their current terms.
     
    The biographical notes of the appointees are as follows:

    Mr Eric Kwok Tung-ming, SC

    Mr Kwok, SC, was born in 1959 in Hong Kong. He obtained a Bachelor of Laws degree from the University of Reading, United Kingdom, in 1983. He completed the Bar Final Examination of the Council of Legal Education in the United Kingdom in 1984. He was called to the Hong Kong Bar in 1985. He was appointed as Senior Counsel in 2004. He served in the then Attorney General’s Chambers between 1985 and 1988. He has been in private practice since 1988. He was appointed as Deputy Judge of the Court of First Instance of the High Court for periods from 2022 to 2025.
     
    Miss Maggie Wong Pui-kei, SC

    Miss Wong, SC, was born in 1973 in Hong Kong. She obtained her LL.B. from the University of Hong Kong in 1995. She further obtained her P.C.LL. from the University of Hong Kong in 1996. She was called to the Hong Kong Bar in 2000, and in Brunei Darussalam on an ad hoc basis in 2004 respectively. She has been in private practice in Hong Kong since 2001. She was appointed as Senior Counsel in 2018. She was appointed as Deputy Judge of the Court of First Instance of the High Court for periods from 2020 to 2022. She has been appointed as Recorder of the Court of First Instance of the High Court since 2022.

    Mr Derek Chan Ching-lung, SC

    Mr Chan, SC, was born in 1979 in Hong Kong. He obtained his LL.B. and Bachelor of Commerce from the University of Auckland, New Zealand, in 2001. He further obtained his P.C.LL. from the City University of Hong Kong in 2003. He was called to the Hong Kong Bar in 2004. He has been in private practice in Hong Kong since 2004. He was appointed as Senior Counsel in 2018. He was appointed as Deputy Judge of the Court of First Instance of the High Court for periods in 2020 and 2021. He has been appointed as Recorder of the Court of First Instance of the High Court since 2022.

  • MIL-OSI Security: Met directed to hold misconduct hearing for firearms officer NX121

    The Independent Office for Police Conduct has directed the Met Police to hold a disciplinary hearing for a firearms officer known as NX121.

    NX121 was unanimously acquitted of the murder of Chris Kaba following an Old Bailey trial in October 2024.

    Assistant Commissioner Laurence Taylor said: “We recognise the significant impact of Mr Kaba’s death on his family who continue to grieve the loss of a loved one.

    “Since NX121 was acquitted, the IOPC has been reconsidering whether he should face misconduct proceedings. We made strong representations that he should not face any further action due to the extensive evidence tried and tested at court and the not guilty verdict returned by the jury.

    “We know any fatal use of force by police understandably prompts concern among communities. NX121 made a split-second decision on what he believed was necessary to protect his colleagues and London and a jury unanimously decided that was an honestly-held belief and the force used was reasonable.

    “However, the IOPC has now determined that NX121 has a case to answer for his use of force and has directed us to hold a gross misconduct hearing.

    “We know another lengthy process will fall heavily on the shoulders of NX121 and more widely our firearms officers, who continue to bravely and tirelessly police the streets of London every day to protect the public.

    “Our armed officers respond to more than 4,000 incidents each year, but there are only one or two incidents where shots are fired by police each year. These officers are the most professional, accountable and cautious in their use of lethal force in the world and their operations have prevented countless acts of violence across our city.

    “Now is not the time for debate and discussion about this case, it is important that we do not risk prejudicing NX121’s right to an impartial hearing.

    “We will provide further updates and comment when these proceedings have concluded.”

    A date for the hearing will be set in due course. To ensure independence from the Met for an impartial hearing, we will be asking a chief officer from another police force to chair it.

  • MIL-OSI United Kingdom: Driving reform to prevent deaths in custody

    Ministerial Accountability Board to be established.

    A new Ministerial Accountability Board will be established to drive reforms at pace to prevent avoidable deaths in custody.

    Led by Justice Secretary Angela Constance, the Board will oversee the implementation of actions to address the 25 recommendations identified in Sheriff Collins’ Fatal Accident Inquiry (January 2025) concerning the tragic deaths of Katie Allan and William Lindsay (also known as William Brown).

    The Board will track progress, while also identifying delivery risks, and providing support to mitigate challenges to ensure reform is delivered as quickly as possible. Additionally, the Board will hold justice partners to account and facilitate regular updates for stakeholders and families.

    The Board is an interim measure until the National Oversight Mechanism, an independent national oversight body for all deaths in custody, separate from the Government, is established over the coming year. It will take on responsibility for overseeing implementation of the FAI actions along with its other responsibilities.

    “We have accepted there needs to be change and action has already started to prevent avoidable deaths in custody. It is vitally important that this action is being driven to delivering lasting change and to ensure full accountability every step of the way. That is why I will lead a Ministerial Board to ensure that Sheriff Collins’ FAI determination recommendations regarding the tragic deaths of Katie Allan and William Lindsay are being delivered at pace.

    “The Board will drive reform until the National Oversight Mechanism is established. It will provide accountability, transparency and drive systemic improvement, informed by evidence and analysis. Loss of liberty should not mean the loss of humanity, and every individual deprived of their liberty must be treated with dignity and respect.”

    Background

    Membership of the Ministerial Accountability Board is currently being finalised, and the Board will include a direct and ongoing link to families through its representation. Its inaugural meeting is expected next month.

    Justice Secretary statement to Scottish Parliament setting out actions being taken to address Sheriff Collins’ recommendations.

    Work is already underway with measures being implemented, which include:

    • The Scottish Prison Service (SPS) has initiated a dedicated operational taskforce, chaired by the SPS Chief Executive, and involving NHS partners, to ensure all of the recommendations are actioned.
    • His Majesty’s Chief Inspector of Prisons for Scotland will provide the Justice Secretary with an initial progress report following inspection of action already taken to implement Sheriff Collins’ FAI recommendations by the summer.
    • The Scottish Prison Service is overhauling its Suicide Prevention Strategy ‘Talk to Me’ across the prison estate. The strategy will be published at the end of this year, with a full training package to be rolled out in 2026.
    • In consultation with the Lord Advocate, an independent review of the FAI system has been commissioned to focus on improving the efficiency, effectiveness, and trauma-informed nature of investigations into deaths in prison custody. The appointment of a Chair is expected to be announced shortly.
    • Close family members involved in deaths in custody FAIs now have access to non-means-tested legal aid and additional support services for families through a new family advocacy role is being developed. This will ensure that families have independent trauma informed support and guidance following the death of their loved one.

    Queensland Parks and Wildlife Service (QPWS) is ramping up efforts to safeguard the iconic Bunya Mountains National Park from the devastating impact of phytophthora.

    Phytophthora – which in Greek means “plant destroyer” – is a group of soil borne pathogens that have caused environmental ecosystem damage world-wide.

    We need help in reducing the spread of phytophthora, and help starts with visitors to Bunya Mountains National Park cleaning their boots.

    Boot cleaning stations have been installed at the entrance of all walking tracks in the Bunya Mountains National Park, and it is now a requirement that all park visitors use them.

    “In the past we have been educating visitors about the risk phytophthora poses to this fragile ecosystem, and now, by installing these stations, we are making it even easier for visitors to the park to play their part,” said South Burnett Senior Ranger Mark Casey.

    “The stations make a big difference in helping us reduce the spread of this pathogen and will soon be complemented by signage to help visitors understand their obligations,” Mr Casey said.

    “Without action to reduce the spread of phytophthora, the ancient Bunya Pines and the species that depend on them could be at risk.

    “This is about preserving one of Queensland’s most iconic natural landscapes for future generations.

    “We’re taking an educate-and-enforce approach—raising awareness while also ensuring visitors do their part.”

    It is also strongly urged that boots are cleaned before arriving and after leaving the park to minimise the risk of spreading pathogens between natural areas.

    Fines can apply should it become clear people are still accessing the park without using the boot cleaning stations.

    “We need your help to ensure the Bunya Mountains’ incredible biodiversity is preserved,” Mr Casey said.

    “Please play your part protecting Bunya Mountains National Park by staying on designated walking tracks, ensuring your gear is clean and free of dirt before entering and exiting the park, use the boot cleaning stations provided, and avoid walking during wet, muddy conditions.”

    The Ex-HMAS Brisbane Conservation Park dive site has partially reopened following a temporary closure in the wake of ex-Tropical Cyclone Alfred.

    Renowned for its crystal-clear waters and vibrant marine life, this iconic piece of Australian naval history offers divers an unforgettable underwater experience just off the Sunshine Coast.

    Although rectification works are continuing to protect both divers and its surrounding marine environment, guided external-only dives have been given the green light to recommence.

    Access to the site is available exclusively through bookings with SunReef and Scuba World, with the public mooring set to remain closed until further notice to support rectification activities and ensure visitor safety.

    Principal Ranger of Southern Marine Parks, Queensland Parks and Wildlife Service, Steve Hoseck emphasised the importance of the rectification efforts in getting tourism operators back in business.

    “Reinstating the Ex-HMAS Brisbane as one of Australia’s premier wreck diving destinations is a top priority,” Mr Hoseck said.

    “We’re allowing controlled access for certified advanced divers, giving them a unique opportunity to witness the impact of a cyclone on a wreck while making sure ongoing rectification work continues uninterrupted.

    “Divers from around the world are drawn to the Ex-HMAS Brisbane wreck, and even with limited access, we’re delighted to get people back in the water to experience this Queensland icon.”

    Access Guidelines:

    • No physical contact with the wreck permitted.
    • Water visibility must be greater than 5m.
    • No swimming over or entering the rectification areas.
    • Divers must remain 2.5m away from the wreck.
    • Max distance between divers of 2m.
    • Group sizes are limited and must be accompanied by a certified guide.
    • Set dive route.
    • Certified advanced divers and above.

  • MIL-OSI Australia: Illegal hunters catch heavy fines in Bribie Island National Park

    Queensland Police Service (QPS), in collaboration with Queensland Parks and Wildlife Service (QPWS), have fined two men for illegal pig hunting activity within Bribie Island National Park.

    Feral pigs are a declared pest in Queensland and can be managed under strict control measures on private land, but hunting in national parks is strictly prohibited.

    The incident occurred late last month after park rangers and police were alerted to two vehicles entering the park on multiple occasions to hunt feral pigs.

    Officers and rangers observed suspicious activity in the area and upon further investigation, discovered the men had travelled on restricted access roads, entering the park unlawfully with pig-hunting dogs and associated equipment.

    The offenders allegedly removed their number plates to avoid detection from number plate recognition cameras, however police were able to successfully identify the involved vehicles.

    The two men were intercepted by police and issued infringement notices, receiving a combined $9,032 in fines under Queensland’s Nature Conservation Act 1992 and various Transport Operations Acts and Regulations.

    QPWS Manager Chris Skennar said the illegal activities can cause major disruption to coordinated pest programs. QPWS carries out targeted pest control around Bribie Island National Park to protect native wildlife, manage invasive species and help restore the island’s natural ecosystems.

    “Bribie Island National Park is a fragile ecosystem that supports a wide variety of unique native species. Illegal hunting not only poses a direct threat to local wildlife, but also damages sensitive landscapes, undermining the conservation efforts our rangers work so hard to maintain.”

    “Even if the intention is to target a pest species, the way it’s done matters. National parks aren’t a remote property, they’re a shared, protected space. We’re committed to enforcing the law and ensuring our parks are safe for both visitors and wildlife.

    “We work closely with QPS to protect these areas and appreciate their support and the support of the community in reporting incidents like this; your information helps to ensure our national parks are protected.”

    Moreton District Officer Acting Chief Superintendent Adam Guild said illegal activity will be met with significant fines or charges.

    “I acknowledge the good policing work that was done to identify and intercept the alleged offenders, despite their attempts to go undetected.

    “We will continue to support QPWS and work with the rangers to assist in protecting our national parks and eliminating criminal behaviour within them.”

    Key events after the end of the financial year

    Statement by the UK’s Permanent Representative to the WTO and UN, Simon Manley, at Spain’s Universal Periodic Review at the Human Rights Council in Geneva.

    Thank you Mr President,

    Welcome to the Secretary of State.

    The United Kingdom welcomes Spain’s strong commitment to of human rights.

    We commend the the passing of the new Cross-Party Pact against gender-based violence. We urge Spain to continue to develop and implement a comprehensive national action plan to address human trafficking.

    We also recognise  efforts to address its housing crisis with the Law on Housing Rights. However, we are concerned about the barriers hindering its effective implementation

    We recommend that Spain:

    1. Develops a strategic housing plan with sufficient funding for social housing to meet the objectives of Spanish recent legislation.

    2. Enhances support services for migrant children by integrating their specific needs into the national framework to protect and promote their rights.

    3. Develops and implements a National Action Plan that adequately addresses all forms of human trafficking, including that of women and girls.

    1. The goal for the purchase of own shares – to meet obligations arising from share option programs, or other allocations of shares, to employees of subsidiary companies and/or to reduce the authorized capital of the Company by cancelling the shares purchased by the Company;
    2. The maximum number of shares to be acquired could not exceed 1/10 of the authorised capital INVL Technology.
    3. The period during which INVL Technology may purchase its own shares is 18 months from the day of this resolution.
    4. The maximum and minimal shares acquisition price of INVL Technology:  the maximum one-share acquisition price – is the last announced net asset value per share, and the minimal one-share acquisition price – is EUR 0.29.
    5. the conditions of the selling of the purchased shares and minimal selling price – the purchased shares are not planned to be sold and therefore the minimum selling price and the selling procedure for the shares are not determined. Own shares purchased by INVL Technology can be granted (given the right to purchase them) to the employees of the subsidiary companies by the decision of the Management Company, in accordance with the Rules on granting the shares. The shares acquired by the Company may be cancelled by decision of the General Meeting of Shareholders.
    6. the Management Company is delegated on the basis of this resolution, the Law on Companies of the Republic of Lithuania and other legal acts, to make specific decisions regarding the purchase of the Company’s own shares, to organize procedure of purchase of own shares, determine the method and procedure for purchase of own shares (including the right to buy back shares in accordance with the provisions of Article 5, paragraph 1 of the European Parliament and Council Regulation (EU) No. 596/2014 on market abuse), timing as well as the amount of shares and shares’ price, and to complete all other actions related with purchase procedure of own shares.

    8.2. To initiate the reduction of the Company’s authorized capital by canceling the shares purchased by the Company, only if the amount of own shares purchased will exceed the amount of shares required to grant shares to the employees of the Company’s subsidiaries, by 100,000 units or more of the Company’s shares.

    8.3.To establish that after adopting this resolution the resolution of the General Meeting of Shareholders of 30 April 2024 regarding acquisition of the Company’s own shares shall expire.

    9. Presentation of the Report of the Audit Committee of the Company

    9.1. In accordance with the rules of procedure of the Audit Committee of the Company (approved on 28 April 2023 by decision of the General Meeting of Shareholders), the shareholders are hereby briefed on the activity report of the Audit Committee of the Company (attached) (there is no voting on this issue of agenda).

    10. Regarding the election of the Audit Committee members of the Company.

    10.1. Given that in 2025, the term of office of the members of the Audit Committee of the Company expires, to elect three members: Dangutė Pranckėnienė, Andrius Lenickas and Tomas Bubinas to the Audit Committee of the Company for new 4 (four) years term of office.

    11. Regarding the determination of the remuneration of the Audit Committee members of the Company.

    11.1. To set the hourly remuneration for each member of the Audit Committee of the Company at EUR 200 per hour (before taxes) for the service on the Audit Committee of the Company. The remuneration is paid for actual hours spent while performing the activities of the Audit Committee member.

    12. Regarding the approval of new version of Regulations of Audit Committee of the Company

    12.1. Considering the changes in the Law of the Republic of Lithuania on the Audit of Financial Statements and Other Assurance Services regarding the obligations of the Audit Committee as well as the election of three Audit Committee members for the new term of office, the Regulations of the Audit Committee are updated accordingly. It is proposed to the shareholders of the Company to approve the new version of the Regulations of Audit Committee.

    Additional information:

    The shareholders of INVL Technology, a company investing in IT businesses, approved the company’s operating results for 2024, procedures for the acquisition of own shares, and a new Audit Committee composition. 

    INVL Technology had an audited net profit of EUR 8.09 million in 2024, 56.6% more than in 2023. The company’s equity and net asset value were EUR 51.43 million at the end of December 2024, which is 18.2% more than a year earlier. The value per share of its equity and NAV was EUR 4.2896 and grew 19%. 

    A meeting of the company’s shareholders on 30 April authorized the acquisition of up to 10% of the company’s authorized capital. It set a time limit for such acquisitions of 18 months from the date of the shareholders’ decision.  

    The maximum purchase price per share would be INVL Technology’s last published net asset value per share, while the minimum would be EUR 0.29. Since the acquired shares will not be sold, no minimum selling price or sale procedure are stipulated.  

    The aim of acquiring shares is to fulfil obligations related to stock option programmes and other share allocations to employees of subsidiaries, and/or to reduce the company’s authorized capital, annulling acquired own shares.  

    Given that in 2025 the term of office of the members of INVL Technology’s Audit Committee expires, Dangutė Pranckėnienė, Andrius Lenickas and Tomas Bubinas were elected as members for a new four-year term of office. 

    INVL Technology owns the cybersecurity company NRD Cyber Security, the GovTech and FinTech company NRD Companies, and the Baltic IT company Novian. 

    In mid-March last year, the company announced that it had signed an agreement with the Zurich branch of M&A intermediation service provider Corum Group’s Luxembourg-based unit Corum Group International, to advise and serve as M&A intermediary on the sale of the company’s portfolio of businesses. 

    INVL Technology, which is managed by INVL Asset Management, the leading alternative asset manager in the Baltics, is a closed-end investment company which must exit its investments no later than mid-July 2026 and distribute the money to shareholders.

    Police have seized more than $1.7 million worth of vapes and illegal tobacco and more than $80k cash following a truck stop on the states Far North last week.

    About 4.30pm on Friday 25 April, police at Far North Local Service Area, Traffic Services Branch and Serious and Organised Crime Branch stopped a refrigerated truck at Port Augusta at a drug transit route operation at Port Augusta.

    Police spoke with the occupants of the truck and searched the truck where they located and seized in excess of $1.74 million in vapes, $26,000 in loose tobacco and $80,100 cash.

    The seizure resulted in the arrest of a 32-year-old man and a 62-year-old man both from New South Wales, they were charged with unlawful possession and possession of tobacco products for sale.  Both men appeared in Port Augusta Magistrates court on 28 April where they were remanded in custody to next appear in court on 1 July.

    The refrigerated truck has been seized and will be the subject of confiscations proceedings.

    Operation Eclipse have taken carriage of the investigation which is ongoing.

    Operation Eclipse Commander, Detective Chief Inspector Brett Featherby said, “The seizure demonstrates the risk to syndicates should they seek to transport illicit tobacco through South Australia to other states.

    “Organised crime syndicates transporting illicit tobacco through transit routes in regional areas will be subject to a whole of SAPOL response to disrupt their criminal activity and financial operations.

    “SAPOL will pursue criminal charges when sufficient evidence exists and that includes those who are supporting and enabling that activity and take every opportunity to enforce the full extent of the confiscations legislation to seize assets of those involved,” he said.

    Operation Eclipse has so far resulted in 35 arrests for offences including blackmail, possess tobacco products for sale, arson, money laundering and serious criminal trespass.

    There have been 184 premises searched – 47 residential, 123 businesses and 14 storage facilities – in excess of $2.2 million in cash, three firearms and $17.97 million in tobacco products.

    Significantly, there have been 394 calls to Crime Stoppers since 2 October that have resulted in information being provided to police.

    5) The conditions of the selling of the purchased shares and minimal sale price: Purchased own shares (including the shares acquired before the adoption of this decision) may be cancelled by the decision of the General Shareholders Meeting or by the decision of the Board granted the right to acquire the shares for the employees upon conditions of the Rules for Granting Equity Incentives. The acquired shares will not be sold and therefore no minimum selling price and no procedure for the sale of the shares are set.
    The Board of Invalda INVL is hereby mandated to:
    (i) To initiate a reduction of the Company’s share capital within the time limits specified by law if the nominal value of the own shares acquired and held exceeds 1/10 of the share capital.
    (ii) Subject to the conditions set out in this decision and the requirements of the Law on Companies of the Republic of Lithuania, take decisions regarding purchase of own shares of Invalda INVL, organise the purchase of own shares, determine the method, procedure and timing of the purchase of the shares, the number of shares and the price of the shares, and carry out any other actions relating to the purchase of own shares.
    As of the date of this resolution, the resolution of the Annual General Meeting of 30 April 2024 regarding the acquisition of own shares will expire.

    7. Resolution regarding the exercise of stock options granted to Invalda INVL Group employees in 2022.
    Pursuant to the decision of the General Meetings of Shareholders of 30 April 2022, on the basis of which stock option agreements on the acquisition of shares of Invalda INVL in 2025 were concluded with the employees of Invalda INVL and companies in which more than 50% of the shares are owned by Invalda INVL, to establish that the right of the employees to acquire the said shares is exercised by transferring to the employees own shares acquired by the company.
    To establish that, for the exercise of the stock options granted in 2022, the transfer price and the maximum number of own shares of the Company to be transferred shall be:
    A) If the shareholders’ meeting of 30 April 2025 does not approve the proposed distribution of profit and no dividends are allocated, up to a maximum of 40,862 units shall be transferred to the employees at a price per share of EUR 0.90, i.e. the purchase price of EUR 1 (one) set by the shareholders’ meeting of 30 April 2022 shall be reduced by the amount of the dividends paid prior to the signing of the share purchase agreement.
    B) If the shareholders’ meeting of 30 April 2025 approves the proposed distribution of profit and a dividend of EUR 1.25 per share is allocated, taking into account that the amount of dividends per share allocated from the date of conclusion of the option agreement to the date of signing the share purchase agreement exceeds the fixed acquisition price of EUR 1 (one), the shares shall be granted to the employees free of charge and the amount of the granted shares shall be converted in accordance with the following formula in order to preserve the economic rationale of the agreement for concluding the share purchase agreement: (0.35 (difference resulting from the payment of dividends since the conclusion of the option agreement) * number of shares allotted in 2022)/(EUR 18.80 (the higher of the closing price at the end of 2024 between the share market price and the NAV per share) – EUR 1.25 (dividends allocated)). The calculated number of shares is rounded according to mathematical rules. The number of shares to be transferred to the employees is recalculated in this way to 41,678 units.

    8. Resolution regarding the number of ordinary registered shares of Invalda INVL for which employees shall be offered stock options contracts during the year 2025 and regarding the price of the shares.
    It is offered for the employees of Invalda INVL and of the companies, in which Invalda INVL owns 50% or more  shares, during the year 2025 to sign stock options contracts, on the basis of which, according to the procedures and terms established in stock options contracts, in year 2028 employees will be able to exercise the right to acquire up to 100,000 ordinary registered shares of Invalda INVL of EUR 0.29 nominal value.

If the company has declared dividends or paid out free funds per share prior to the grant of the shares, the number of shares to be granted will be recalculated in accordance with the following formula in order to preserve the economic logic of the share purchase agreement: (dividends granted per share at the General Shareholders Meetings in 2026, 2027 and 2028 and/or free funds disbursed per share in the period 2025 – 2028 prior to the grant of the shares) * number of shares allotted in 2025)/(the higher of the price at the end of 2027 between the share market price and the NAV per share – dividends declared at the General Shareholders Meeting in 2028 and/or free funds disbursed per share in the period 2028 prior to the grant of shares). If the shares are granted before the record date for the 2028 dividend, such dividends per share shall not be included in the conversion formula. The number of shares recalculated in accordance with this formula shall be deemed to be approved by the shareholders in accordance with the Rules for Granting Equity Incentives. If in 2028 newly issued shares are granted, the issue price per share will be equal to the nominal value of the share and it will be paid in full by Invalda INVL from the company’s reserve for granting shares.

    The Police Force’s National Security Department has charged a 22-year-old man with one count of knowingly publishing material with seditious intent, in contravention of Section 24 of the Safeguarding National Security Ordinance.

    The man is accused of repeatedly publishing posts with seditious intent on online platforms, including content provoking hatred, contempt or disaffection against the fundamental system of the state established by the Constitution, and inciting others to break the law.

    The man was arrested in Kowloon on Monday. The case was due to be mentioned at the West Kowloon Magistrates’ Courts this afternoon.

    SYDNEY, Wednesday 30 April 2025 — Ahead of the Federal Election, Greenpeace Australia Pacific is calling on all parties to support a moratorium on deep sea mining, with news today that The Metals Company is forging ahead with plans to commercially mine the Pacific seabed following President Trump’s executive order greenlighting the harmful practice

    Controversial deep sea mining company The Metals Company (TMC) – headed by Australian CEO Gerard Barron – has overnight submitted the first-ever application to mine the Pacific Ocean seabed. Lauded on its website as a “world-first”, the company says minerals extracted from the deep, environmentally sensitive ocean floor would be used to support the green transition, but Trump’s executive order states they would also be used by the US for weapons manufacturing and infrastructure.

    Last year, an investigation by the Sydney Morning Herald exposed TMC’s links to former PM Scott Morrison and the AUKUS deal. Greenpeace says the move threatens Pacific sovereignty and is a power play in the United States’ national interest. 

    Glenn Walker, Head of Nature at Greenpeace Australia Pacific, said: “The ocean is under attack from every angle, suffering from climate change, destructive industrial fishing, plastic pollution, and now the new threat of deep sea mining, driven by the Trump administration and billionaire elites seeking to profit from ocean destruction. 

    “Australians love the ocean and want to protect it. Now is the time for all Australian political parties, including Prime Minister Anthony Albanese and Opposition Leader Peter Dutton, to set themselves apart from Trump and publicly and strongly support a moratorium on deep sea mining, and be a good neighbour to Pacific nations. Our leaders now have a choice: protect our blue planet, or sit idly by and allow Trump to undermine international law and plunder the ocean.” 

    The move by the US undermines international law and breaks the longstanding tradition of it being a good-faith actor on UNCLOS (The United Nations Convention on the Law of the Sea). 

    Greenpeace Aotearoa spokesperson Juressa Lee said: “The Metals Company and Donald Trump are wilfully ignoring the rules-based international order and the science that deep sea mining will wreak havoc on the oceans. 

    “Pacific Peoples have deep cultural ties to the ocean, and it is the source of livelihoods for many. Our home is more ocean than land, and our ancestors were wayfarers who traversed the Pacific Ocean for centuries. Deep sea mining is not the answer to the green transition away from carbon-based fossil fuels.” 

    Currently, 32 countries have backed a moratorium or precautionary pause on deep sea mining, including Tuvalu, Palau, Solomon Islands, Marshall Islands, Fiji, the Federated States of Micronesia, Vanuatu and Samoa. Australia has not.

    Australia will have a crucial chance to support a moratorium on deep sea mining at the UN Ocean Conference in June.

  • MIL-OSI Asia-Pac: Suspected network intrusion probed

    The Health Bureau’s Primary Healthcare Commission announced the suspected hacking of the outsourced network system of the Kwai Tsing District Health Centre (Kwai Tsing DHC) on April 27, resulting in a possible leakage of members’ data.

     

    Such data include members’ names, membership numbers, dates of birth, residential districts, and the first four digits of the Hong Kong Identity Card of some members who have enrolled in a vaccination programme. The operator is currently assessing the possible number of members affected and the data involved.

     

    The commission stressed that it is highly concerned about the incident, and has instructed the Kwai Tsing Safe Community & Healthy City Association, the operator of the Kwai Tsing DHC, to seriously follow up and submit a report within three working days.

     

    According to the operator, the system involved is managed independently by its outsourced service provider, and is mainly used to assist with administrative work such as service booking or members sign-in at the Kwai Tsing DHC.

     

    The Primary Healthcare Commission noted that in addition to reporting the incident to Police as well as the Office of the Privacy Commissioner for Personal Data, the operator has also notified the Digital Policy Office.

     

    As required by the commission, the operator has immediately suspended the operation of the Kwai Tsing DHC’s network system and all external connections to its computer servers to prevent further intrusion attempts by hackers. An independent cybersecurity expert has also been hired to conduct an investigation and review.

     

    Due to the system suspension, the appointments on blood taking and seasonal influenza vaccination of relevant Kwai Tsing DHC members will be rescheduled. The operator has started to notify those members via phone calls and text messages, and will also inform all its members of the hacking incident.

     

    Furthermore, for the sake of prudence, as the Kwai Tsing DHC is a registered healthcare provider on eHealth, the operator’s eHealth registration has been suspended in order to protect the data privacy and system security of eHealth. During the suspension period, the Kwai Tsing DHC is unable to gain access to any electronic health record in eHealth.

     

    The Kwai Tsing DHC’s connection with eHealth will only resume once security risks are fully eliminated.

    VANCOUVER, British Columbia, April 29, 2025 (GLOBE NEWSWIRE) — DMG Blockchain Solutions Inc. (TSX-V: DMGI) (OTCQB: DMGGF) (FRANKFURT: 6AX) (“DMG” or the “Company”), a vertically integrated blockchain and data center technology company, announces it has signed a purchase and sale agreement (PSA) for two megawatts of Prefabricated Data Center (“PDC”) infrastructure for a confidential consideration with the same undisclosed counterparty (“Counterparty”) with which it has an MOU signed in February 2025 to purchase 10 megawatts of PDC infrastructure.

    This asset purchase payment is in lieu of the previously disclosed US$5M upfront payment with the balance of the to-be-agreed-upon price based on future DMG revenue resulting from artificial intelligence (AI) computing off-take agreements. The Company intends to move the two megawatts of purchased PDC units to either its Christina Lake data center, Malahat Nation lands and/or a temporary storage location in the coming months. DMG intends to acquire the remaining available PDC infrastructure under the original 10-megawatt MOU terms.

    Since the signing of the MOU, DMG has made progress with respect to engaging Canadian government entities and enterprises for off-take agreements. DMG has up to 180 days to demonstrate progress towards reaching off-take agreements to maintain its exclusivity towards closing a definitive agreement to acquire the balance of the available PDC units. DMG will issue an additional news release related to the final structure and terms of the potential transaction, and other material information if and when it becomes available.

    DMG intends to deploy the PDC units at one or more locations, as the PDC infrastructure can be partitioned into smaller units due to its modular nature. While the infrastructure forms the basis for an AI data center, it does not include medium-voltage power distribution, battery storage or backup power generation, the configuration and amount of which have yet to be determined. Additionally, the PDC is not facilitated with computing, networking nor storage systems, all of which will need to be installed to realize revenue from potential AI off-take agreements.

    DMG Operational Update

    In line with prior guidance, DMG has energized approximately two megawatts of additional hydro mining capacity and has reached 2.0 EH/s hashrate. It expects to energize the remaining two megawatt balance of its 6 megawatt hydro mining deployment plan in the coming week and reach 2.1 EH/s. As the increasing network difficulty has resulted in decreased profitability and the Company has observed heat sensitivity for its Bitmain T21 fleet, DMG may choose to downclock at least a portion of its fleet, which may result in a net fleet hashrate modestly below 2.1 EH/s.

    Ngerekebesang, Palau – The Government of Palau, in partnership with the International Organization for Migration (IOM) and with support from the Government of Japan, has launched its first official meeting under the Enhancing Border Management Capacity through the Introduction of an E-Passport for the Republic of Palau project.

    Launched at the Embassy of Japan in Ngerekebesang on 18 April 2025., the project marks a significant milestone in the country’s efforts to align Palauan passports with international good practices to augment security of the passport issuance system. This shift will not only protect Palauan passport holders from identity theft but also ensure seamless access to passport application for all citizens.

    The meeting convened key stakeholders including Gustav Aitaro, Minister of State, Hiroyuki Orikasa, Ambassador of Japan to Palau, senior officials from the Ministry of State, Finance, Justice and the Judiciary Branch along with representatives from IOM and the Embassy of Japan.

    The USD 4.5 million initiative, funded by the Government of Japan, will transition Palauan passports to electronic, machine-readable passports (e-MRPs) that feature embedded biometric data, significantly improving security and global compatibility. Over the next three years, the project will digitalize Palau’s passport application and issuance systems and introduce new technologies and infrastructure to strengthen the country’s identity management capacity.

    In his opening remarks, Minister Aitaro, reaffirmed the government’s commitment to strengthening travel document integrity and enhancing service delivery to Palauan citizens.

    Ambassador Orikasa emphasized Japan’s strong partnership with Palau in building effective border systems.

    Salvatore Sortino, IOM Chief of Mission for Micronesia, highlighted the project’s potential to improve travel convenience, reduce identity fraud, and strengthen regional security.

    A key outcome of the meeting was the formal establishment of the Project Steering Committee, which will provide strategic oversight and ensure inter-agency coordination throughout the life of the project. Chaired by the Minister of State, the Committee comprises senior representatives from the Ministry of Finance, Ministry of Justice, Judiciary Branch, and Embassy of Japan (as an observer), with IOM serving as the Secretariat.

    The E-Passport Project is a timely intervention that responds to the evolving mobility needs of Palauans and the realities of international travel in a post-pandemic world.     Police detect 68 speeding drivers during long weekend operation

    Police detected 68 speeding drivers during a targeted road safety operation in the North across the Anzac Day long weekend.
    During the three-day operation, officers from Northern Road Policing Services utilised Highway Patrol vehicles across the Northern District, with a focus on dangerous driving behaviour.
    Of the 68 drivers detected speeding, 50 were caught travelling between 15 to 29km/h above the speed limit.
    Inspector Nick Clark said police would continue to conduct both high-visibility and covert road safety operations.
    “We remain committed to road safety and want everyone to get home safely,” he said.
    “These operations will continue throughout the year, so we are urging all road users to do the right thing and obey the speed limits and avoid being stopped by one of our Highway Patrol vehicles.”

    Washington, D.C. — Today, at a Senate Veterans’ Affairs Committee hearing to address veterans’ mental health, U.S. Senator Patty Murray (D-WA), a senior member and former Chair of the Senate Veterans’ Committee, questioned Dr. Thomas O’Toole, Acting Assistant Undersecretary for Health and Clinical Services at Veterans Health Administration, on the importance of transparency and communication between veterans and VA after the Trump administration recently prohibited VA Puget Sound from either hosting or participating in a roundtable with Senator Murray and local Seattle area veterans on women’s health. Senator Murray also questioned how the Trump administration’s mass firings might undermine care for veterans who have dealt with sexual trauma and also raised the administration’s return to office policy and its disruptive impact on patients and providers.
    Senator Murray began by emphasizing the importance of hearing directly from the VA and VA providers to improve mental health care outreach and noted that last week, VA Puget Sound was denied the ability to host and participate in a roundtable discussion with Senator Murray in Seattle, asking O’Toole, “Can you explain why having both the VA and veterans together is important for a robust conversation?”
    O’Toole responded, “Thank you Senator, and I appreciate it. I’m not familiar with the situation you’re describing, so unfortunately, I can’t comment to that, and to the specifics or to the approval, or lack of. But absolutely we are informed by our veterans, it helps us be a better agency and a better organization, and it’s something we try to encourage in as many capacities as we can.”
    Murray pressed, “Well do you know if the new policy that prevents elected officials from meeting with veterans at VA facilities comes from within VHA or does it come from political leadership at VA Central Office?”
    “I would have to defer to our leadership in terms of describing it better than I can myself,” O’Toole replied.
    Murray said, “Ok, well Mr. Chairman this is really important and I hope that Secretary Collins—who says he’s running the most transparent VA in history—decides that VA can be transparent enough to let a senator hold a discussion about VA healthcare onsite at the local VA, as I have done for over 30 years and I know other members have as well. So, I am not done with this topic.”
    Murray addressed the fact that women are more likely to seek care through VA, and also more likely to be dealing with depression, anxiety, or sexual trauma. In 2022, suicide rates for women veterans with histories with sexual trauma were 75 percent higher than those without. Murray stressed getting in touch with these veterans can literally mean the difference between life and death, and said, “However, in February, President Trump and Musk fired more than 2,400 VA employees, including dedicated health professionals who staff the phones at VA’s veteran crisis line.”
    “What steps is VA taking now to reach survivors of military sexual trauma?” Murray asked O’Toole.
    O’Toole replied, “Thank you Senator. Well, first in relation to the veteran crisis line—that decision was reversed, and we have actually seen a net increase in staff working in the veteran crisis line, and I’m happy to report that outcome. The outreach and specifically efforts for women who are victims of military sexual trauma has been incorporated into our reach vet, and reach vet algorithm, so that we are specifically identifying and engaging those women to make sure that we are providing better care. I’d like to defer to Mr. Fisher who can also speak specifically to some of the efforts at the veteran resource centers as well.”
    Mr. Fischer added, “Thank you Senator for the question, so vet centers have historically gone out and reached out to any veteran cohort and servicemember cohort that’s eligible for vet center services. That includes women veterans, that includes individuals who experience military sexual trauma. We’ve continued to do this since the change of the administration. Our outreach staff, as well as our counseling staff at vet centers are exempted from any hiring freeze. And what we can say specific to women veterans is that every year we see increases in the number of women veterans that are coming into vet centers. We also see high trust scores with women veterans who receive vet center services. Last year was at 93%.”
    Murray continued by pressing, “I don’t see how 80,000 employees being removed will help the VA provide services.”
    Murray pivoted to how remote work agreements have allowed VA to hire more mental health providers to treat disabled, rural, and geriatric veterans who have difficulty travelling to VA hospitals for in-person appointments. Now, VA providers are being required to work in-person, Murray said, “Those providers have been working remotely since before the pandemic and now, instead of being able to take video calls in private offices, they’re speaking with veteran patients in open floor spaces where there is no privacy. This is a violation of veterans’ privacy, it’s a violation of HIPAA, it is leading doctors and counselors to look elsewhere for work. I am almost out of time, I just want to say that the elimination of telework agreements is really affecting our veterans access to mental healthcare, and we need to have a further conversation with you about how we can fix that.”
    Senator Murray was the first woman to join the Senate Veterans’ Affairs Committee and the first woman to chair the Committee—as the daughter of a World War II veteran, supporting veterans and their families has always been an important priority for her. Senator Murray has been a leading voice in the Senate speaking out forcefully against President Trump and Elon Musk’s mass firing of VA employees and VA researchers across the country and Elon Musk and DOGE’s infiltration of the VA, including accessing veterans’ sensitive personal information. In recent weeks, Senator Murray and her colleagues sent letters to VA Secretary Doug Collins demanding that the VA swiftly reverse moves to cut VA researchers, as well as multiple letters pressing Secretary Collins to sever Elon Musk and DOGE’s access to any VA or other government system with information about veterans, and protect veterans, their families, and VA staff from unprecedented access to sensitive information.   • MIL-Evening Report: Locked up for life? Unpacking South Australia’s new child sex crime laws

    It’s election time, which means the age old “tough on crime” rhetoric is being heralded by many politicians aiming to score votes.

    Opposition leader Peter Dutton is pushing for a national public sex offender register. Currently only Western Australia has a registry that is open to the public.

    In South Australia, Premier Peter Malinauskas brought in tougher child sex offender laws earlier this week.

    What are these new laws in SA?

    Under these new laws, serious child sex offenders are to be permanently locked up or electronically monitored, if they reoffend.

    Automatic indefinite detention is a significant change.

    Previously, the South Australian attorney-general could apply to the Supreme Court to request an offender be indefinitely detained, if the offender was considered to remain a danger to children and could not be rehabilitated.

    The courts would then decide if they would grant the request, basing their decision on medical and other expert evidence.

    The changes in SA mean those found guilty of a second serious sexual offence against anyone younger than 17 now receive automatic indefinite detention.

    To be considered for release under the new law, an offender needs to show they can control their sexual instincts – so the onus is on them to prove they are not at risk of reoffending.

    To achieve this, two court-selected psychologists would have to provide reports demonstrating the offender was both willing and able to resist committing further sex offences.

    And if they are ever released, they will be electronically monitored for the rest of their lives.

    In addition, registered child sex offenders would be banned from working with anyone under 18.

    The new law also strengthens “Carly’s Law”, which focuses on reducing the sexual grooming of children online by adult predators.

    Inconsistencies across Australia

    The age of legal consent is 16 across Australia, except SA and Tasmania, where it is 17.

    In 2024, an Australian Institute of Criminology report highlighted many of the inconsistencies across the country, including terminology and definitions of sexual offences, despite efforts to achieve national regularity.

    Each state and territory approaches the problem of child sexual abuse differently.

    In NSW, for example, sentencing for child sexual offences has increased over time. This reflects societal expectations given what we know now about the long-term, traumatic consequences of victimisation.

    However, one consideration in sentencing in NSW is whether the sentence could have a “crushing” effect on the offender, and whether they may be entitled to an “element of mercy”.

    Certainly, a full life sentence is a significant departure from this position.

    Why now?

    There is little doubt this is a political move, as these changes were first promised by Labor in the build-up to the 2022 SA election.

    Then in January 2025, Labor announced it planned to introduce them in March – right before the federal election.

    On the face of it, toughening laws aimed at reducing sexual violence against children is a good thing. No one would argue.

    However, the legislation has been fast-tracked in the wake of a number of cases where those previously convicted of a sexual offence against a child reoffended.

    One such case is Dylan Lloyd, who is alleged to have assaulted a 12-year-old girl while she travelled alone on a train. Lloyd had previously been convicted of assaulting a 10-year-old girl in 2021, and since then more alleged victims have come forward to police.

    Cases such as Lloyd’s are preventable, as in this case Lloyd should still be imprisoned. This is one step forward. But consistency across states is needed and the long-term consequences need considering more fully.

    Whether these laws will have the desired deterrent effect has not been answered.

    We need to ensure personal and societal factors affecting crime rates, and which influence peoples’ attitudes and behaviours, are not overlooked.

    Will the laws be good for the community?

    These changes do have the potential to have a meaningful impact, but changing the behaviour of potential offenders is far more complex.

    Potential offenders usually don’t consider the law. At a micro level, their behaviour is most affected by biological and psychological factors, including alcohol, drug addiction and mental health issues, as well as social and environmental factors.

    In addition, there are numerous human rights and constitutional issues with permanent detention or lifelong monitoring, and the SA government may be walking into a legal minefield now they have removed the possibility of parole.

    It would be better to allow judges options for discretion, as the context in which the offending happened is crucial in determining the likelihood of someone being successfully rehabilitated.

    Mandatory full life sentences ignore the fact many sex offenders can be successfully rehabilitated.

    One study in Queensland, which considered local and global evidence, indicated sexual recidivism can be significant reduced when offenders complete sex offender treatment programs.

    Although it costs money to run these programs, the savings outweigh the costs of ongoing incarceration – particularly if we consider indefinite detention.

    Black-and-white laws with little room for movement produce unintended and harmful outcomes.

    It will be interesting to see how the new laws in SA play out in court and if any other states and territories follow suit.

  • MIL-OSI New Zealand: Update: Further appeal in relation to missing man Jarrod Kingi

    The search for missing 44-year-old Jarrod Kingi continues today, with Police searching areas surrounding the Whangamatā Harbour.

    Sergeant Will Hamilton says a search around the area was conducted yesterday with the assistance from surf lifeguards from Whangamatā Surf Life Saving Club.

    “Today, Police will be using a vessel to continue to search for Jarrod in the Whangamatā Harbour area.

    Jarrod was last seen on Friday 25 April, about 11.15pm, where he left an address on Tobie Place in Whangamatā.

    “We continue to be in contact with Jarrod’s family, and support is being provided to them at what is an understandably difficult time.”

    Vessels in the Whangamatā Harbour area are encouraged to keep watch for any items of interest in the search for Jarrod.

    Owners of vessels in the area are also urged to check both inside their vessels, and any snag points surrounding their vessels.

    “We continue to appeal for information from the public, especially those who frequent the beaches or live close to the water,” says Sergeant Hamilton.

    Anyone with information regarding Jarrod’s whereabouts is urged to contacted Police.

    30th April, 2026. “The International Court of Justice (ICJ) has begun advisory proceedings on the obligations of Israel as an occupying power to facilitate the entry of aid to Palestinians in Gaza, this decision however will take time. People in Gaza do not have that luxury.

    Médecins Sans Frontières/Doctors Without Borders (MSF) has recently raised the alarm that the Gaza Strip is becoming a mass grave for Palestinians and those trying to provide aid to them.

    Waiting for any kind of legal recourse to end Israel’s intentional choking of aid, food and medicine into Gaza will condemn yet more Palestinians to avoidable death, while the world watches on impassively, doing nothing to avoid this indiscriminate and abhorrent cruelty.

    The situation in the Gaza Strip is dire on every level. The Israeli authorities’ full ban on all humanitarian aid and supplies since 2 March is having deadly consequences for civilians in Gaza and is severely limiting our capacity as humanitarians and medical workers to respond in any meaningful or effective way.

    Israeli authorities are not only using aid as a bargaining chip but as a weapon of war and a means of collective punishment for over 2 million people living in the Strip. MSF teams are witnessing shortages of medical supplies and food. States need to do more to pressure Israeli authorities into lifting the siege and letting aid enter the war-torn enclave at scale to prevent more suffering and death.”

    Police are asking for the public’s assistance to locate wanted man Trevor Headon.

    Trevor Headon, 46, is wanted in South Australia in relation to recent serious offending.  He is believed to have travelled to South Australia from Victoria in the past fortnight and has ties to the southern suburbs of Adelaide.

    Trevor Headon is Aboriginal, 185cm tall, medium build, with short black hair and brown eyes.

    He should not be approached.
