  • MIL-OSI Australia: Arrests – Stolen motor vehicles – Darwin

    The Northern Territory Police Force has made multiple arrests in relation to multiple vehicles stolen overnight across the Top End.

    On Thursday 3 April, police received reports that a white Toyota Hilux had been stolen from Farrar. On Friday 4 April, police intel identified the Hilux had travelled to the Daly region and was returning to Darwin.

    Around 12:25am this morning, the Joint Emergency Services Communication Centre (JESCC) received reports of a black 4WD driving dangerously in Parap with up to six youths inside.

    Around 2:25am a yellow Toyota Stout utility vehicle was reported stolen from a residence in Jingili. It was recovered by police later in the evening after it was found abandoned in Palmerston.

    About an hour later, police received reports of suspicious vehicles driving in both the Roseberry and Woodroffe areas. Two vehicles were subsequently found abandoned and confirmed as stolen earlier in the evening from residences in Roseberry and Driver.

    Around 4:20am, the white Toyota Hilux was sighted by police on Batchelor Road travelling with the black 4WD and a silver Toyota.

    Police initiated a pursuit after the vehicles failed to stop, during which offenders allegedly threw items from the stolen vehicles at police. One police vehicle sustained a broken windscreen, and a police officer inside at the time later required medical treatment to remove glass from their eye.

    The pursuit continued onto Coach Road heading towards Adelaide River, where the silver Toyota was abandoned. It was later confirmed as stolen earlier from Bakewell.

    The white Toyota Hilux was also abandoned in Adelaide River, and two adults and one youth were arrested.

    Police continued pursuing the black 4WD until it ran out of fuel in Daly River. Six youths aged 12, 13, 14, 14, 15 and 15, and one adult were taken into custody by Strike Force Trident and Dog Operations Unit members, with Patrol Dog Cheeko being crucial in the apprehensions.

    An additional stolen motor vehicle was also located, believed to be related to an aggravated robbery that occurred in early March. A 13-year-old female and an adult male were taken into custody in relation to this incident.

    At this stage, all known stolen motor vehicles have been recovered by police. Investigations remain ongoing and charges are expected to follow.

    Detective Senior Sergeant Darren Burns said, “This was an incredibly frustrating night for police.

    “The actions of the offenders involved in this crime series were disgraceful, and it is nothing other than pure luck that no one was seriously hurt, or worse.

    “I commend the excellent work by all police involved in bringing the offenders into custody, ensuring no further harm to the community could occur.”

  • MIL-OSI Australia: Call for information – Crime series – Lajamanu

    The Northern Territory Police Force is calling for information in relation to a crime series that occurred in Lajamanu overnight.

    Around 9:10pm yesterday evening, police received reports of multiple armed youths throwing rocks and hitting buildings with bars at a worker’s camp in Lajamanu.

    Across the next few hours, the youths returned multiple times, allegedly unlawfully entering compound buildings and causing damage, each time fleeing prior to police arrival.

    Around 5am this morning, police were notified that several male youths had entered the yard of the clinic and stolen an ambulance, which they used to ram through the compound gates and flee the area. The clinic had also allegedly been burgled prior to the ambulance being stolen.

    It is alleged there were several youths in the ambulance when it left Lajamanu, and additional youths were subsequently picked up as it travelled through Kalkarindji.

    The stolen ambulance travelled across the Western Australian border, where it allegedly rammed two WA Police vehicles in Halls Creek. Fortunately, no WA Police member was injured, but the police vehicles did sustain damage.

    The ambulance was subsequently located abandoned in Halls Creek, and five youths are currently in WA Police custody.

  • MIL-OSI Australia: Call for information – Stolen motor vehicle – Alice Springs

    The Northern Territory Police Force is calling for information in relation to a vehicle that was stolen in Alice Springs overnight.

    Around 10:35pm, police were notified that a grey Nissan X-Trail had been stolen from the Alice Springs Hospital. An unknown offender allegedly entered the X-Trail while it was parked at the hospital and drove away, picking up two additional unknown offenders nearby before leaving the area.

    It was subsequently sighted driving on Larapinta Drive and later south of The Gap.

    Members from Strike Force Viper, the Tactical Response Group (TRG), the Dog Operations Unit (DOU) and general duties officers responded. Police successfully deployed tyre deflation devices on the stolen motor vehicle as it travelled north on Telegraph Terrace.

    The vehicle continued north along the Stuart Highway and remains outstanding.

    The unknown offenders also remain outstanding, and investigations are ongoing.

    A Journey of Women Empowerment and Child Care

    ­­­­Introduction

    Government’s sustained initiatives on education, skilling and employment of women have resulted in increased opportunities for their employment, and more and more women are now in gainful employment, working within or outside their homes. Past few decades have shown a rapid increase in nuclear families. Thus, the children of such working women, who were earlier getting support from joint families while they were at work, are now in need of day care services which have to provide quality care and protection for the children. Lack of proper day-care services is, often, a deterrent for women to go out and work. To address these difficulties faced by the working mothers in giving due child care and protection to their children, day-care crèche facilities are being provided through Palna Scheme. Crèche services formalise the child care responsibilities hitherto considered as part of domestic work. Formalization of care work supports the “decent work campaign” to achieve the Sustainable Development Goal 8 – Decent work and economic growth. This will also enable more mothers, who will be free from unpaid child-care responsibilities, to take up gainful employment.

    In 2022, erstwhile National Creche Scheme was reorganized and renamed as Palna Scheme under the sub scheme ‘Samarthya’ of ‘Mission Shakti’.  Palna is a Centrally Sponsored Scheme ensuring the participation of State/ UT government to ensure better day-to-day monitoring and proper implementation of scheme, and is implemented with a funding ratio of 60:40 between Centre and State Governments and UTs with legislature except North East & Special Category States where ratio is 90:10. For UTs without legislature, 100% funding is provided by the central government.

    Objectives of the Palna Scheme

    The objective of the Palna scheme is to provide quality crèche facility in safe and secure environment for children (from ages 6 months – 6 years), nutritional support, health and cognitive development of children, growth monitoring & immunization. Crèche facilities under Palna are provided to all mothers, irrespective of their employment status.

    Apart from the aforementioned primary objective, another objective of the component would involve monitoring compliance of the stipulations laid down in Section 11A of the Maternity Benefit Act regarding setting up of crèche facilities by the establishments. For this purpose, the States/UTs would explore the possibility of hosting an application/portal in convergence with the Labour & Employment Departments of their respective States/UTs for facilitating establishments to register on the portal and furnish details in respect of the crèches set up in accordance with the Act.

    Integrated Package of Services under Palna

    The Palna component under the Mission Shakti scheme aims to deliver a comprehensive set of services to children aged 6 months to 6 years. These services are designed to support early childhood care, development, and nutrition in convergence with Mission Poshan 2.0.

    Key services include:

    • Day care facilities, including sleeping arrangements
    • Early stimulation activities for children below 3 years
    • Pre-school education for children aged 3 to 6 years
    • Supplementary nutrition, sourced locally
    • Growth monitoring, health check-ups, and immunization support

     

    As part of enhancing access to childcare facilities, the Ministry of Labour & Employment has amended the Maternity Benefit Act to mandate all establishments with 50 or more employees to provide a crèche facility.

    Anganwadi cum Crèche (AWCC)

    There are two types of Crèches under Palna: Standalone Crèches and Anganwadi-cum-Crèches (AWCCs). As per Mission Shakti guidelines, for Standalone Creches, there is a provision of one Creche Worker and one Creche Helper. Similarly, for AWCCs, in addition to the already existing Anganwadi Worker and Anganwadi Helper, a provision for a Creche Helper and a Creche Worker has been made in Mission Shakti Guidelines. Anganwadi centres are the world’s largest childcare institutions dedicated to providing essential care and support to children ensuring delivery of care facilities till the last mile. Anganwadi cum Crèche initiative aims to increase ‘women work force participation’ in the economy. The Ministry of Women and Child Development is targeting to establish 17,000 new Anganwadi cum creches under the Palna Scheme in 2024-25. As of March 2025, 11,395 AWCCs across 34 States/UTs have been approved, as per proposals received from various States and UTs.

    Crèche Workers under supervision of Anganwadi worker do proper care and safety of children attending the Creche:

    • Provide proper arrangements for sleep and rest of children.
    • Ensure personal hygiene and Creche helper keep personal hygiene of every child and keep washrooms clean, help for toilet training.
    • Inculcate proper toilet habits and toilet training.
    • Facilitate regular health check-ups and referrals in liaison with Asha/AWWs/Primary Health Centre (PHC)/AWC.
    • Ensure that the food is hygienically and age appropriately cooked, stored/preserved and fed to the children at appropriate intervals.
    • Follow all laid out safety procedures for taking/handing over the child and w.r.t. quality of toys and other materials given to the children.

    The Anganwadi Cum creche scheme shall be implemented with the intra-ministerial convergence specially with Integrated Child Development Services and Poshan. It complies with legislations under Labour Laws as well as Maternity Benefits Act. As of February 2025, 1,761 AWCCs are operational with 28,783 current beneficiaries.  Besides this, 1,284 Standalone Creches are also operational across the country with 23,368 current beneficiaries.

     

    Creche Operation under Palna Scheme

    The Mission Shakti Guidelines state that the crèche timings need to be flexible depending on the local requirements. Crèches shall be open for 26 days in a month and for seven and half (7.5) hours per day as per the work schedule of majority of the mothers in the area. The Standard Operating Procedures for AWCCs also state that the Creche timings may be decided by State/ UT governments as per local need, however, it has to be ensured that timing should facilitate working mothers.

    The Creche Workers and Creche Helpers under Palna are honorary workers. There is no provision of salary or wages to the Creche Workers or Creche Helpers. However, the scheme guidelines have provision for grant of honorarium to Creche Workers and Creche Helpers. The amount of honorarium is governed through the type of Creche, and is detailed as below:

    Palna as a Centrally Sponsored Scheme is implemented through the respective State/ UT Government. The respective States/ UTs may provide additional amount of honorarium to Creche Worker/ Helpers, as a Top-Up from their own funds. There is no bar or restriction from the Central Government about this.

    To maintain quality care and individualized attention, each crèche is ideally limited to a maximum of 25 children. To ensure ease of access and continued breastfeeding for infants, crèches must be situated close to either the:

    • Residential areas of the children
    • Workplaces of the mothers (preferably within 0.5–1 km walking distance)

    This proximity supports parental engagement and provides convenience in emergencies or regular pick-up and drop-off.

    Conclusion

     

    By providing a safe, nurturing, and developmentally appropriate environment for children aged 6 months to 6 years, the Palna scheme ensures that children receive holistic care, nutrition, education, and health services. With convergence across key ministries and flexibility to adapt to local needs, Palna strengthens the foundation for a healthier, more inclusive, and gender-sensitive society.

    Chinese Culture Festival 2025 to be held June to September to unveil millennia-old Chinese culture through fusion of art and literature  
    The CCF is now in its second edition. The opening programme, “Dongpo: Life in Poems” by the China Oriental Performing Arts Group, is directed by internationally acclaimed choreographer and visual artist Shen Wei. The production is an innovative work that integrates traditional Chinese poetic culture with contemporary artistic language and arts appreciation concepts. It blends modern dance with various traditional Chinese culture elements, such as poetry writing, traditional Chinese painting, calligraphy, seal engraving and guqin, which delicately deconstructs the thoughts and emotions in the poetic works by Su Dongpo, a literary master in the Song dynasty, thereby initiating an artistic dialogue spanning thousands of years. The programme is sponsored by the Agricultural Bank of China Limited Hong Kong Branch.
     
    As a core part of the CCF, this year’s Chinese Opera Festival (COF) features six quality programmes covering Peking opera, Yuediao opera, Qinqiang opera, Yue opera, Cantonese opera and Kunqu opera. The COF will start off with the China National Peking Opera Company’s new historical Peking opera, “Cession for Consolidation of the Song Regime”. Set during the late Five Dynasties and Ten-Kingdoms period, it tells the story of Qian Chu, the King of Wuyue, honouring the rightful rule of the Song reign by voluntarily submitting his territory. The production conveys the profound themes of valuing people, pursuing peace and stability, and strengthening the communal spirit of Chinese national identity. Furthermore, there will be fantastic shows from a number of renowned art groups and artists, including the Henan Provincial Yue Diao Art Protection and Inheritance Center, the Xi’an Performing Arts Group’s Youth Experimental Troupe of Qinqiang Opera, the Xiaobaihua Yue Opera Troupe of Shaoxing and the Zhejiang Jingkun Art Center (Kun Opera Troupe). The performances will feature winners of the China Theatre Plum Blossom Award such as renowned Peking opera artists Yu Kuizhi and Li Shengsu, Yuediao opera inheritor Shen Xiaomei, Qinqiang artists Dou Fengqin, Tan Jianxun, Qu Qiaozhe, Wang Xincang, Qi Aiyun and Zhang Tao, as well as acclaimed Yue opera performers Wu Fenghua, Wu Suying and Chen Fei.
     
    The COF this year also features classic plays inspired by the “Romance of Three Kingdoms”, one of the four great classic novels of Chinese literature. With virtuoso Yuen Siu-fai as artistic director, the Cantonese opera plays “Zhou Yu Thrice Humiliated” and “The Battle at Changbanpo” bring together some of the finest local Cantonese opera talent across three generations to perform. The Peking opera classic “A Meeting of Heroes, Invoking the East Wind and The Huarong Pass”, the Yuediao epic historical drama “Jiang Wei Surrenders” and Qinqiang classic piece “Returning to Jingzhou” will also be staged, bringing opera fans back to the Three Kingdoms era of fierce rivalry. The COF will also present an array of free extension activities such as meet-the-artists sessions, masterclasses, talks, a backstage tour, a demonstration performance and an exhibition so that interested parties can gain a deeper understanding of Chinese opera culture.
     
    More on literary and art, “the City under the Moon – Dance Drama ‘Azure After the Rain’” by the Shanghai Dance Theatre highlights the resilient spirit and sentiments of the famous Song dynasty poetess, Li Qingzhao, and her contributions to the inheritance of Chinese literary classics from a contemporary perspective. By blending music, dance and stage art, the dance drama creates the aesthetics of the Song dynasty and its life of the literati, and resonates with today’s audiences through traditional Chinese culture. The original Chinese dance drama, “A Dream of Red Mansions”, by the Jiangsu Centre for the Performing Arts is another production that upholds principles and innovation. Its plot centres around the love triangle between Jia Baoyu, Lin Daiyu and Xue Baochai, and restructures the storylines from the perspective of the 12 Beauties of Jinling, paying homage to fine traditional Chinese culture while rekindling the national classic with views from the young generation. The programme is jointly presented by the LCSD and the Bauhinia Culture Group. These two programmes are also programmes of the “Chinese Performing Arts Hong Kong Season” Series.
     
    China was the first country in the world to grow and produce tea. In 2022, “traditional Chinese tea-making techniques and related customs” was inscribed onto the UNESCO Representative List of the Intangible Cultural Heritage of Humanity. This year’s CCF features a “Tea Culture” series, with the “Tan Dun WE-Festival”, curated by Hong Kong’s Ambassador for Cultural Promotion, internationally renowned composer and conductor, Tan Dun, as one of the pre-festival programmes. In addition to the Tan Dun | “Tea: A Mirror of Soul” by the Hong Kong Philharmonic Orchestra, there are also performances of dialogues between traditional and modern percussion, as well as ancient Dunhuang music and dances, which include “Xiangxi Tujia Women’s Daliuzi & Hong Kong Women’s Percussion Ensemble” (the world premiere of “TEA-liuzi”) and “Lost Tang Dynasty Music and Dance Manuscripts: ‘The Vanishing Mogao Caves’”. These performances enable music lovers to appreciate the charm of tea, while telling the good story of China’s intangible cultural heritage in the new era. The “Tea Culture” series also includes other stage performance, exhibitions, talks and demonstrations.
     
    The City in Focus of this year’s CCF is Xi’an, a capital of 13 ancient dynasties with profound cultural heritage. It has preserved a large number of precious historical and cultural relics from the Qin, Han, Tang and other dynasties. The CCF brings to Hong Kong a representative opera genre of the region, Qinqiang, with the Xi’an Performing Arts Group’s Youth Experimental Troupe of Qinqiang Opera presenting the classic piece “Zhou Ren on the Way Home”, which conveys the spirit of loyalty and righteousness with its wide vocal range and resounding tones. Other programmes include “The Hong Kong Jockey Club Series: The Great Unity – Civilisation of the Qin and Han Dynasties in Shaanxi Province” exhibition jointly organised by the Hong Kong Museum of History and the Shaanxi Cultural Heritage Promotion Center, showcasing invaluable archaeological relics; the Acrobatic Ballet “Swan Lake” by the Xi’an Acrobatic Troupe jointly presented by the LCSD and the Bauhinia Culture Group; and “Xi’an Guyue” music exhibitions by the Music Office of the LCSD, which all reveal Xi’an’s culture to the audience and foster cultural exchange.
     
    This year’s CCF continues to collaborate with the China Federation of Literary and Art Circles Hong Kong Member Association to organise a number of stage performances, including the stage play in Cantonese “Tea-horse Road‧Ballad of the Fallen Dragon” under the “Tea Culture” series; “Ancient Styles‧Modern Chants Classical Literature x Contemporary Dance”; “Melodies of Chinese Poetry” concert; “Taisheng and Huayin Lao Qiang: Big Uncle, Second Uncle are All His Uncles” concert, and “Classics Revisited – Highlights of Peking Opera and Kunqu”. All these demonstrate the power of unity of the local cultural sector, as well as their solid competence and boundless creativity in promoting Chinese culture. The “Legacy and Vision: Conversations with Chinese Cultural Masters” lecture series also returns, featuring top experts from various culture and artistic fields to share their insights. Meanwhile, outstanding local works recognised by the China National Arts Fund will be staged in the CCF, such as the Cantonese Music Assembly’s “Cantonese Rhyme, Poetic Homeland – Sentiment of Chinese Music in the Greater Bay Area by Ricky Yeung Wai-kit & Sha Jingshan” recital, Hong Kong Gaudeamus Dunhuang Ensemble’s Museum Series: “The Sounds from Cultural Relics” and Miranda Chin Dance Company’s “Hé The Rite of Spring”.
     
    The CCF promotes high-quality provincial and local stage productions. Among them is the “Ancient Chinese Puppetry with Timeless Charm” by the Quanzhou Marionette Show Inheritance and Protection Center from Fujian Province, in which performers move delicate puppets around by controlling strings in their skilful hands to perform classic short plays. In the “Concert by Shanghai Xuhui Chiangqiao Jiangnan Silk and Bamboo Ensemble”, the representative inheritors of Jiangnan silk and bamboo music from Shanghai, along with talented young Shanghainese musicians, will perform classical string and wind pieces. Other programmes include the opening programme of the International Arts Carnival 2025 – Kungfu Drama “Soul of Shaolin” by the Henan Provincial Shaolin Wushu Center; the “Innovative Music-making Journey to China: MO x e-Orch” concert by the Music Office; the “Silk Road Resonance” by the Hong Kong Music Lover Chinese Orchestra and Xinjiang Art Theater Traditional Orchestra Ensemble; the Hong Kong Chinese Orchestra’s 49th Orchestral Season Opening Concert “Silken Notes of the Pipa”; the Hong Kong Dance Company’s 2025/26 Dance Season Opening Programme Grand Dance Poem “A Dance of Celestial Rhythms”, and more.
     
    Apart from stage performances, the CCF will also present a number of film programmes. “Tracing Qin and Han Through Cinema” features eight representative local works set in the Qin and Han dynasties, including “The Great Conqueror’s Concubine” (1994) (4K Digitised Version), which was directed by Stephen Shin, as the opening film, while “Cantonese Opera Films: The Legend of Guan Gong” features five selected Cantonese opera films, including the rarely screened colour film “General Kwan Escorts His Sisters-in-Law on a Thousand Mile Journey” (1957). The “Chinese Opera Film Shows” of the COF will present a series of “Three Kingdoms” themed Chinese opera films from the 1950s to 1980s. The Hong Kong premiere of director Yonfan’s latest documentary, “Crossing Years” (2024) will be held, capturing renowned Chinese artist Huang Yongyu’s conversation with Yon about his life before Chinese New Year’s Eve in 2012.

         To offer the public with more opportunities to enjoy distinctive Chinese cultural programmes, in addition to the above-mentioned performing arts events, this year’s CCF will continue to launch various free exhibitions and activities. They include the “Mystery of Chinese Writing” Roving Exhibition, “Genesis and Spirit – Intangible Cultural Heritage Exhibition on Jiangxi’s Ganzhou “Hakka” Culture” (tentative title), “Amazing Oracle Bone Script” Exhibition, “The Power of Chinese Characters” Exhibition, “Tea Culture” series’ “The History and Art of Tea” Exhibition, and more. The LCSD will hold the “Encountering Chinese Culture” Carnival presenting stage performances at the Sha Tin Town Hall and the New Town Plaza on June 22 (Sunday), as well as the library-on-wheels, intangible cultural heritage booths and performances, etc. In addition to the spectacular lantern displays of different themes, the Mid-Autumn Lantern Carnival 2025 to be held in September and October will also arrange a wide range of activities. Details of the above activities will be announced later.

    Renowned Hong Kong composer Chris Babida is commissioned to compose original theme music for the CCF. The composition features dizi and erhu as the main instruments accompanying Chinese percussion, and is infused with a mix of Western and pop music styles, giving a contemporary flavour to the traditional Chinese music. The work exemplifies the diversity of Hong Kong, a melting pot where East meets West. The theme music will be featured as the background music for the trailer of the CCF, which can be viewed on the CCF website.

  • MIL-OSI: Wesdome Gold Mines to Acquire Angus Gold; Quadruples the Eagle River Land Package

    TORONTO, April 07, 2025 (GLOBE NEWSWIRE) — Wesdome Gold Mines Ltd. (TSX: WDO, OTCQX: WDOFF) (“Wesdome” or the “Company”) and Angus Gold Inc. (TSX-V: GUS, OTC: ANGVF) (“Angus”) are pleased to jointly announce that they have entered into a definitive arrangement agreement (the “Agreement”) whereby Wesdome will acquire all of the issued and outstanding common shares of Angus pursuant to a plan of arrangement (the “Arrangement”).

    Under the terms of the Agreement, each of the issued and outstanding common shares of Angus that Wesdome does not currently own will be exchanged for $0.62 cash plus 0.0096 of a Wesdome share (the “Offer”), representing an aggregate value of $0.77 per Angus common share, based on the closing price of Wesdome’s common shares on the Toronto Stock Exchange on April 4, 2025, the last trading day prior to announcement of the Offer. The Offer represents a premium of 59% to Angus’ 20-day volume-weighted average price ending April 4, 2025. Wesdome currently owns 6.3 million common shares of Angus and 3.15 million common share purchase warrants, or approximately 10.4% of Angus’ basic common shares outstanding and 14.9% on a partially diluted basis. The enterprise value to Wesdome, net of Angus’s cash, is approximately $40 million.

    Strategic Rationale for Wesdome

    • Transforms Eagle River into a district-scale opportunity (Figure 1)
      Quadruples Wesdome’s land position at Eagle River, consolidating two adjacent properties into one ~400 km2 contiguous strategic land package situated on a highly prospective greenstone belt. The expanded footprint hosts multiple targets and mineralization styles.
    • Bolsters Eagle River’s greenfield exploration pipeline
      Consolidates district-scale exploration potential across at least three mineralized trends, including the Eagle River Splay and Cameron Lake banded iron formation (“BIF”). Recent intercepts — 48.7 g/t Au over 1.5m at the Splay and 47.4m at 1.1 g/t Au (incl. 11.7m at 2.2 g/t) at BIF — underscore the potential for discovering new mineralized zones and resource delineation.
    • Underscores long-term commitment to Eagle River
      Opportunity to leverage Wesdome’s existing balance sheet, infrastructure and relationships with stakeholder and Indigenous groups to accelerate exploration and development, while continuing to focus on the Company’s asset base located in Ontario and Québec – two of the world’s premier mining jurisdictions.

    Summary of the Arrangement

    The Arrangement will be implemented by way of a court-approved plan of arrangement pursuant to the Business Corporations Act (Ontario) and will require the approval of the Ontario Superior Court of Justice (Commercial List) and the approval of at least two-thirds of the votes cast by Angus shareholders as well as the approval of a simple majority of disinterested shareholders at a special meeting of Angus shareholders, which is expected to be held in June 2025.

    In addition to the aforementioned approvals, completion of the Arrangement is subject to other customary conditions and stock exchange approvals. The Arrangement is expected to close in the second quarter of 2025.

    The directors, senior officers and advisors of Angus, holding in aggregate 28% of the issued and outstanding common shares of Angus, have entered into voting support agreements with Wesdome, pursuant to which they have agreed to vote their shares in favour of the transaction, where permitted by applicable regulations.

    New Gold Inc. has agreed to a lock-up agreement with Wesdome to tender its 4.85 million shares, or 8% of the outstanding common shares on a basic basis. Together with common shares already owned or held by Wesdome, the Company has now entered into lock-up agreements with Angus shareholders owning an aggregate 47% of the outstanding common shares of Angus on a basic basis, including each of the directors and officers of Angus.

    The Agreement provides for customary deal protection provisions, including non-solicitation covenants on the part of Angus and a right in favour of Wesdome to match any unsolicited superior proposal. In the event that the Agreement is terminated in certain circumstances, Angus has agreed to pay Wesdome a termination fee of $2.3 million.

    Board Approval and Recommendation

    The special committee of independent directors of Angus (the “Angus Special Committee”) has received an opinion from Evans & Evans, Inc. that, based upon and subject to the limitations, assumptions and qualifications of and other matters considered in connection with the preparation of such opinion, the Offer is fair, from a financial point of view, to the Angus shareholders (other than Wesdome) (the “Fairness Opinion”).

    Following its review and in consideration of, amongst other things, the Fairness Opinion, the Special Committee has unanimously recommended that the board of directors of Angus approve the Arrangement. The Angus board, following the receipt and review of recommendations from the Special Committee, and after receiving legal and financial advice, has unanimously approved the Agreement and the Arrangement and has determined that the Arrangement is fair to shareholders of Angus (other than Wesdome) and is in the best interests of Angus, and unanimously recommends to shareholders that they vote in favour of the Arrangement.

    The Agreement has also been unanimously approved by the board of directors of Wesdome.

    Warrants and Options

    Pursuant to the Arrangement, each Angus stock option (each, a “Stock Option”) outstanding immediately prior to the effective time of the Arrangement (the “Effective Time”) shall automatically vest and be immediately cancelled in exchange for a cash payment equal to the excess, if any, of: (i) the product of the number of Angus common shares underlying such Angus Options and $0.77; over (ii) the applicable aggregate exercise price of such Angus Options. All outstanding restricted share units outstanding immediately prior to the Effective Time shall automatically vest and be immediately cancelled in exchange for a cash payment equal to $0.77. All Angus warrants outstanding immediately prior to the Effective Time will be immediately cancelled in exchange for a cash payment equal to the in-the-money value of such warrant.

    oday we mourn the one million children, women and men slaughtered in the 1994 genocide against the Tutsi in Rwanda.

    This appalling chapter in human history was not a spontaneous frenzy of horrendous violence. It was intentional, premeditated and planned — including through hate speech that inflamed division, and spread lies and dehumanization. The overwhelming majority of victims were Tutsi, but also Hutu and others who opposed the genocide.

    As we recall how these crimes came about, we must also reflect on resonance with our own times. 

    These are days of division. The narrative of “us” versus “them” is ascendant, polarizing societies. Digital technologies are being weaponized to further inflame hate, stoke division, and spread lies.

    We must learn from the terrible history of the genocide in Rwanda, and act to stem the tide of hate speech, stop disunity and discontent mutating into violence, uphold human rights, and ensure accountability.

    I urge all States to deliver on commitments made in the Global Digital Compact to tackle online falsehoods and hate, to comply with their obligations under international humanitarian and human rights law, and to become parties to the Convention on the Prevention and Punishment of the Crime of Genocide
    without delay.

    On this day of remembrance, let’s commit to be vigilant and to work together to build a world of justice and dignity for all – in honour of all the victims, and survivors of the genocide in Rwanda.

    Raksha Mantri Shri Rajnath Singh reviewed the maritime security situation, operational readiness of the Indian Navy, and the future outlook during the inaugural phase of the first Naval Commanders’ Conference of 2025 in Karwar, Karnataka on April 05, 2025. Raksha Mantri interacted with the Naval Commanders, with deliberations focussing on addressing contemporary security paradigms, formulating the way ahead to further the combat capability of the Navy, and addressing strategic, operational & administrative aspects. He was accompanied by Chief of Defence Staff General Anil Chauhan, Chief of the Naval Staff Admiral Dinesh K Tripathi, Defence Secretary Shri Rajesh Kumar Singh and other senior officials.

    Shri Rajnath Singh reiterated that India stands for a free, open and rule-based order in accordance with the UN Convention on the Law of the Sea (UNCLOS), urging the Commanders to assess the changing circumstances and ensure planning, resourcing & exercising accordingly, while remaining alert and prepared. “Security is an ongoing adaptation process, wherein there is a need to keep assessing, planning, and coming out with new ideas. We need to analyse how India can make its role more effective,” he said.

    Emphasising that national security is of paramount importance to the Government, led by Prime Minister Shri Narendra Modi, Raksha Mantri stated that it has always been ensured that the requirements of the Armed Forces are fulfilled. “The speed at which the work of naval modernisation is being carried out for the last 10-11 years is unprecedented. Induction of new platforms, state-of-the-art equipment has significantly enhanced our Naval prowess and the morale of our brave sailors. It is a testimony to the fact that we are always standing with you in your preparations,” he said.

    On 2025 being declared as the ‘Year of Reforms’ in the Ministry of Defence, Shri Rajnath Singh called for concerted efforts of all stakeholders to fulfil their commitment to reforms. “There are two types of reforms. One is policy reforms which are carried out at the level of the Ministries. Many officers look into policy-related issues, obtain feedback from everyone and formulate policies accordingly. The second type is ground-level reform. Whether it is related to training, R&D, financial or manpower reforms, your role is most important in all these. Till the time there is no convergence of top-down approach and bottom-top approach, we will not be able to achieve our reforms’ goal in the right manner,” he told the Commanders.

    The conference is the apex-level, biannual event facilitating deliberations on significant strategic, operational, and administrative issues among the top Naval Commanders. It plays a pivotal role in emphasising India’s role as a ‘Preferred Security Partner’ in the Indian Ocean Region, bolstering the Navy’s contribution to regional peace, security, and stability.

     The second phase of the conference will be held in New Delhi from April 07 to 10, 2025, witnessing a comprehensive review of major operational, materiel, logistics, HR development, training, and administrative aspects. Chief of Defence Staff, Chief of the Army Staff & Chief of the Air Staff will also engage with Naval Commanders during the Conference to foster synergy amongst the three Services and further drive the convergence efforts.

    The Commanders will also engage with Foreign Secretary Shri Vikram Misri and Shri Amitabh Kant on issues related to foreign policy and international engagement. The Indian Navy’s quest to strengthen modernisation, indigenisation, and self-reliance in line with Government’s vision of Aatmanirbharta is the key focus area of the event.

  • MIL-OSI Asia-Pac: Hong Kong Pop Culture Festival’s outdoor music carnival “ImagineLand 2025” to be held today and tomorrow

         Outdoor music carnival “ImagineLand 2025”, the highlight programme of the Hong Kong Pop Culture Festival 2025 (PCF), is being held today and tomorrow (April 5 and 6) from noon to 10pm at the Hong Kong Cultural Centre (HKCC) Piazza, the Central Lawn & Event Trellis of Salisbury Garden, and the Avenue of Stars free of charge. Today’s (April 5) carnival has attracted many citizens and tourists to watch and participate in its performances and activities.
     
         The PCF is organised by the Leisure and Cultural Services Department (LCSD), and one of the programmes, “ImagineLand 2025”, is supported and sponsored by the Cultural and Creative Industries Development Agency. The Carnival features both daytime and evening programmes. “Go Beyond Concert”, “Comics Fun Experience Gallery” and “Funarts Corner” are available during the day, whereas film programme “Movie Under the Stars” will be held at night.
     
         “Go Beyond Concert”, curated by veteran music professionals Dr Wong Chi-chung, Chiu Tseng-hei and Vicky Fung, together with young jazz musician Alan Kwan as guest curator, showcases three stages at the Hong Kong Cultural Centre Piazza, namely the Forest Stage, Grove Stage and Seed Stage, featuring over 35 musicians and artists from Hong Kong and eight countries and regions to perform mesmerising popular songs and original works. Today’s performances at the Forest Stage featured local pop singers such as Ivana Wong, Joey Tang, Cloud, Ashley Lin, and overseas artists including Didirri from Australia, Sunwoojunga from Korea and more. The Grove Stage showcased performances of different musical styles including electronic, jazz, and rap, while the Seed Stage featured energetic performances by young musicians, filling the Piazza with a multicultural atmosphere.
     
         Tomorrow’s (April 6) performances are also unmissable. The line-up includes erhuist and film composer Wan Pin Chu, the winner of Best Original Music of the 18th Asian Film Awards Ceremony, who will share the stage with renowned local singer-songwriter Yatfung and a cappella group Boonfaysau. Local band Pandora and visiting music groups or musicians, including Naked Feel (the Mainland and Ukraine) , Mathis Picard Trio (France, the United States and the United Kingdom), Invisible Architecture (the United States) and Tomoaki Baba (Japan), will also perform on stage, which should not be missed.
     
         “Comics Fun Experience Gallery” is now on display featuring Hong Kong comics and animation from different eras and popular characters including Old Master Q, Sau Nga Chun, Ngau Chai and Father from Myboy, Din Dong, Tai Ma Shing, and more to highlight the creativity of local artists. There are themed photo spots where iconic props and fiberglass comic characters are set up for visitors to take pictures with their favourite characters. The exhibition will continue at the HKCC until May 7, and then move to Event Space 1.1, VESSEL, Kwun Tong, for display from May 10 to 29.
     
         There is a “Funarts Corner” with yarn spinning, paper fan imprinting, a joyful caricature studio, sound healing and music instrument workshops. Visitors can explore and experience Hong Kong’s pop culture in many different ways through the workshops that blend art, music, and crafts.
     
         “Movie Under the Stars” will be staged at 8pm on both evenings. “Table For Six” (2022) will be screened tonight and “Forbidden City Cop” (1996) on April 6. Audiences can enjoy local comedies while relaxing on the outdoor lawn.
     
         This year, the LCSD presents the third Hong Kong Pop Culture Festival, themed “More Than Joy”. Humour has been a trendsetter in Hong Kong’s pop culture scene. The Festival features a diverse range of formats including stage performances, film screenings, thematic exhibitions, and library and outreach activities. Offering insight into the multifaceted development of Hong Kong’s pop culture along the line of “happiness”, the Festival brings audiences not only joy and laughter but also an opportunity to appreciate how pop culture can be transmitted and transformed, and how integration and breakthroughs are possible.   • MIL-OSI Asia-Pac: DH continues to clamp down on illegal waterpipe smoking in no smoking areas during long weekend (with photo)

         The Tobacco and Alcohol Control Office (TACO) of the Department of Health (DH) continued to clamp down on illegal waterpipe smoking in no smoking areas during the long weekend of the Ching Ming Festival holiday by conducting another enforcement operation, codenamed “Pipepurge”, in Causeway Bay last night (April 4). A total of three fixed penalty notices (FPNs) were issued.
     
         During the operation, officers from TACO (including plainclothes officers) carried out inspections and enforcement action at a bar in Causeway Bay, and issued three FPNs to persons illegally smoking waterpipes. TACO’s investigation is ongoing, and prosecution may also be taken against the operators of the bar who are suspected of aiding and abetting smoking offences. TACO will also refer the cases to the Liquor Licensing Board for appropriate follow-up action.
     
         Under the Ordinance, conducting a smoking act in a statutory no smoking area (such as indoor areas of bars or restaurants) is prohibited. Any person doing a smoking act in statutory no smoking areas is liable to a fixed penalty of $1,500. Moreover, where smoking products (including waterpipes) are sold, in bars or otherwise, the restrictions on the promotion and sale of smoking products stipulated in the Ordinance apply. Offenders are liable on summary conviction to a maximum fine of $50,000. Venue managers of statutory no smoking areas are empowered by the Ordinance to request a smoking offender cease the act; if the offender is not co-operative, the manager may contact the Police for assistance.
     
         In addition, under the Criminal Procedure Ordinance, any person who aids, abets, counsels or procures the commission by another person of any offence shall be guilty of the same offence.
     
         “The DH will continue to closely monitor and take stringent enforcement action against illegal waterpipe smoking. Last year (2024), TACO conducted 162 operations against illegal waterpipe smoking activities in no smoking areas. A total of 162 FPNs were issued against smoking offenders, while 89 summonses were issued to staff members and operators of the bars/restaurants for other related offences,” the Head of TACO, Dr Fung Ying said.
     
         Dr Fung reminded the public that waterpipe is a smoking product, and its combustion of fuel (e.g. charcoal) releases carbon monoxide. Exposure to a low concentration of carbon monoxide can lead to a range of symptoms such as dizziness, headache, tiredness and nausea; whereas exposure to a high concentration of carbon monoxide can lead to impaired vision, disturbed co-ordination, unconsciousness, brain damage or even death. People should seek medical attention immediately if they suspect they are developing symptoms of carbon monoxide poisoning.
     
         A typical one-hour waterpipe smoking session exposes the user to 100 to 200 times the volume of smoke inhaled from a single conventional cigarette. Moreover, sharing a waterpipe apparatus increases the risk of transmitting infectious diseases, such as tuberculosis.
     
         She cautioned against waterpipe smoking and the use of other smoking products. Smokers should quit smoking as early as possible for their own health and that of others.          A woman who went missing in Mong Kok has been located.
     
         Leung Yuk-lan, aged 86, went missing after she left her residence on Tai Kok Tsui Road on April 2 afternoon. Her family made a report to Police.
     
         The woman was located on Salisbury Road, Tsim Sha Tsui on April 3 evening. She sustained no injuries and no suspicious circumstances were detected.

  • MIL-OSI United Kingdom: Housing Bill amendments lodged to strengthen tenants’ rights

    Amendments to the Housing (Scotland) Bill have been lodged by the Scottish Government setting out how rents will be capped in rent control areas.

    The proposed measures will help protect tenants facing cost of living pressures and rising energy prices, whilst providing appropriate protection for the property rights of landlords and supporting investment.

    Rent increases in control areas would be limited to the CPI annual rate of inflation plus 1%, up to a maximum increase of 6%. If approved, the rent cap will apply both to rent increases during the term of a tenancy, and in between tenancies, in areas where rent control is applied.

    Ministers will determine which areas should be subject to rent control in order to protect tenants. The amendments build on a package of renters’ rights already in the Bill including the right to keep pets and to decorate rented properties without having those unreasonably refused.

    Social Justice Secretary Shirley-Anne Somerville said:

    “Eradicating child poverty remains this government’s top priority and having a home can make a direct contribution to achieving this.

    “Ensuring families can have secure and affordable homes that meet their needs is part of our approach to tackling the housing emergency. These measures will also help protect tenants against a backdrop of a continuing cost of living crisis and rising energy costs. We are doing what we can with the powers that we have as we know our policies are working to improve the lives of families in Scotland.

    “Scotland already has some of the strongest rights in the UK for tenants, but we want to improve the renting experience even more to create an affordable, high-quality and fair rented sector.

    “We have been working closely with tenants’ organisations to develop provisions in the Housing Bill to improve renters’ rights, including a system of long-term rent controls that is fair for tenants and encourages investment in the sector.

    “Our rented sector is a crucial part of tackling the housing emergency and these measures provide important certainty for tenants.”

    The UNESCO Regional Office for South Asia, in collaboration with the Union Ministry of Electronics and Information Technology (MeitY) and Ikigai Law as the implementing partner, will be organizing a stakeholder consultation on the AI Readiness Assessment Methodology (RAM) in India. This event will take place on April 8, 2025, at 1:30 PM, at T-Works in Hyderabad.

     

    A key segment of the event is a fireside chat on the IndiaAI Mission, featuring Mr. Abhishek Singh, CEO, IndiaAI Mission, and Additional Secretary, MeitY. The event will also include a panel discussion on “Shaping Ethics in AI Governance: Government and Multilateral Perspectives”, with participation from senior officials representing the MeitY, Office of the Principal Scientific Adviser to the Government of India, Amrita University, UNESCO, and the Government of Telangana. Participants will also engage in four thematic breakout groups on governance, workforce readiness, infrastructure, and use cases, facilitating deeper dialogue and input on key dimensions of India’s AI readiness.

    Lok Sabha Speaker Shri Om Birla today highlighted the inclusive and welfarist nature of Constitution of India, mentioning that “the spirit of the Indian Constitution is to treat all citizens equally, provide them with equal opportunities, and integrate the marginalized and backward sections of society into the ‘mainstream of progress.”

    Delivering the Keynote Address on the theme “Parliamentary Action for Social Development and Justice” at the historic 150th Assembly of Inter-Parliamentary Union (IPU) at Tashkent, Uzbekistan,Shri Birla observed that “In recent years, the Indian Parliament has passed several legislations that promote social justice and security and encourage the inclusion of all sections of society.”On the occasion, he also extended Ram Navami greetings to the gathering at the 150thassembly of IPU.

    Referring to the Parliament’s perennial concern for safeguarding the interests of the vulnerable segments of society, he added that “Bills like the ‘Rights of Persons with Disabilities Act-2016’, the ‘Transgender Persons (Protection of Rights) Act, 2019’, and the ‘Nari Shakti Vandan Adhiniyam-2023’ safeguard the interests of all sections of society.”  in this context, he also referred to new Labor laws and codes passed by Parliament for the welfare and social security of workers in the unorganized sector.

    Stressing that Indian Parliament has taken several measures prioritising justice and rule of law, Shri Birla mentioned that “By replacing the ‘Indian Penal Code’ with the ‘BharatiyaNyay Sanhita’, India has established the primacy of justice”. Referring to functioning of Parliamentary Committees in achieving the goals of development and social justice, Shri Birla noted that the various Parliamentary Committees, often referred to as Mini Parliaments, perform a complimentary function to the efforts of Parliament and the government. He highlighted that the Committees on Social Justice and Empowerment; Committee on Women Empowerment; Committee on Labour and Skill Development, and other diverse committees monitor welfare programmes leading to implementation of schemes with effectiveness and accountability. 

    Shri Birla stressed that Government of India works with a mission to achieve targets set for key human development indicators. In this regard, he specifically mentioned that “Under the world’s largest health insurance scheme, Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana (PM-JAY), free health insurance is being provided to the bottom 40% of India’s population”.

    Praising the strong and visionary leadership of Prime Minister, Shri Narendra Modi, Shri Birla said “Under Prime Minister Shri Modi’s leadership, India has achieved the distinction of being the world’s fastest-growing major economy with a 105% GDP growth over the past decade and is rapidly progressing towards its goal of Viksit Bharat in 2047.” Noting that India is the fifth-largest economy in the world and is on its way toward becoming the third-largest economy, Shri Birla said that India is playing a leading role in the world in fields like Innovation, AI, Startups, Space and Defense Technology, IT, Fintech, Pharma, and others.

    He hoped that the discussions at the IPU Assembly would provide all delegations with new perspectives and will allow Parliaments around the world to be able to take concrete steps toward building a just, inclusive, and prosperous society.

    Speaking on the role of IPU in the present world order, Shri Birla mentioned that the IPU continues to add new dimensions to global parliamentary cooperation. He underlined that the theme chosen for the 150th IPU Assembly reflects the expansion of the spirit of ‘VasudhaivaKutumbakam,’ which is deeply rooted in Indian culture, tradition, and philosophy.

    INDIA AND VIETNAM ARE PROGRESSING TOWARD SUSTAINABLE DEVELOPMENT, DRIVEN BY THEIR RESPECTIVE VISIONS AND SHARED GOALS OF DEVELOPMENT

    On the sidelines of the 150th IPU Summit, Lok Sabha Speaker Shri Om Birla met HE. Mr. Tran Thanh Man, President, the National Assembly of Vietnam. Speaking on the occasion, Shri Birla fondly recalled his visit to Vietnam in April 2022, marking the 50th anniversary of diplomatic relations between India and Vietnam. He also emphasized the close cultural and historical ties between the two countries, which have strengthened through high-level discussions in recent years. Shri Birla expressed satisfaction that both countries are progressing toward sustainable development, driven by their respective visions for 2047 (India) and 2045 (Vietnam).

    Shri Birla emphasized that cooperation in various sectors such as defense, technology, infrastructure, and nuclear energy has helped shape their future frameworks. Shri Birla noted that both countries’ parliamentary institutions play a key role in meeting people’s expectations and promoting public welfare, with India utilizing emerging technologies to enhance parliamentary processes and citizen participation. He also informed that the “Digital Parliament” initiative in India has improved efficiency, transparency, and productivity in parliamentary operations. He also highlighted the significant number of Vietnamese students benefiting from educational and training scholarships in India.

    President of the National Assembly of Vietnam emphasized the cultural ties between the two countries. The President also underlined the need for strengthening the close defence and technology ties between India and Vietnam. He extended an invitation to Shri Birla to visit Vietnam. Formation of friendship group between India and Vietnam were also discussed.

  • MIL-OSI Russia: The government will allocate over 11.4 billion rubles to the regions for the modernization of emergency departments of medical institutions

    More than 20 regions will receive funds in 2025 to upgrade emergency departments of medical institutions. The order to distribute over 11.4 billion rubles for these purposes was signed by Prime Minister Mikhail Mishustin.

    Federal funding will be directed to 21 regions that have expressed such a need. Among them are the Altai Republic, Dagestan, the Donetsk People’s Republic, Kabardino-Balkaria, Karachay-Cherkessia, Crimea, Stavropol Krai, as well as Belgorod, Kursk, Orenburg, Rostov, Smolensk, Tambov and Tula regions.

    The allocated funds will be used to install modular structures in the emergency departments of some hospitals to provide emergency medical care to patients whose lives are in danger. In addition, funds from the federal budget are planned to be used to equip and re-equip emergency departments of medical institutions with various medical equipment.

    The work is being carried out within the framework of the federal project “Improving emergency medical care”, which is part of the national project “Long and active life”.

  • MIL-OSI Australia: Domestic Animal Services long-termer finds his fairytale

    Obi’s new family members, Kate and Evie, couldn’t be happier with their decision to adopt from Domestic Animal Services.

    Things are looking a little different for Rocky, who held the record as the dog with the longest stay at Domestic Animal Services (DAS).

    The three-year-old was at the shelter for over 300 days. This left volunteers scratching their heads as to why the friendly mixed-breed hadn’t found his forever home.

    Today, Rocky’s living in a whole new world. For a start, he’s now Oberon, or Obi for short.

    While his new family fell in love with him instantly, they weren’t so keen on his name.

    He now bears the title of the fairy king in Shakespeare’s A Midsummer Night’s Dream, which the family felt was a much better fit.

    “Well, he’s just so gentle. When we picked him up, he was wearing a big studded collar and I felt that it was too much of a stereotype. A tough-sounding name (Rocky) and a tough collar for a tough-looking dog,” his new mum, Kate, said.

    She and her family are keen to do away with some other misconceptions too.

    “One of the best things about Oberon is how chilled out he is,” Kate said.

    “But some people have definitely been nervous … not wanting to come too close. A number of times we’ve come across people with small dogs who have picked them up as we passed.

    “On the other hand, plenty of people are happy for Obi to approach their young children. A 12-year-old told me he ‘knows not to judge a dog by the way it looks,’ which was great to hear,” she said.

    Adopting from Domestic Animal Services helps people like Kate give a dog a second chance, regardless of their breed, looks or age.

    “Working at DAS has really opened my eyes to how many dogs are actually already out there in desperate need of love and a home,” DAS kennel hand Amity said.

    “Working with these desperate animals, I’ve been fortunate enough to experience the selfless nature of a shelter animal, as well as their beautiful personalities. These incredible dogs are just searching for a sense of security and compassion, and once it is given to them, they never cease to please!”

    While many people look for puppies when deciding to add a dog to their family, Amity urges Canberrans to look beyond years.

    “Most people won’t adopt as they wouldn’t have been able to raise the dog from a very young age. However, what most people don’t understand is that disadvantaged dogs can have a higher sense of gratitude and appreciation to the family that takes them home.

    “Gaining trust is so much more important to these shelter dogs, so they are willing to go so much further to show their new owners just how appreciative they are,” she said.

    “Not only is adopting a dog from DAS rewarding, it is also an extremely easy and inexpensive way to find the one you’ve been looking for.”

    There are many dogs currently looking for their forever home at DAS.

    DAS is open from 10am to 2pm Monday to Friday, and 10am to 3pm on Saturdays.

    Ngunnawal elder Aunty Tina Brown, a distant relative of Shirley Smith’s, welcomed everyone to the site.

    Shirley Smith High School has been officially named, with a plaque unveiled at a naming ceremony to mark the occasion.

    The school opened this year in Kenny, welcoming its first cohort of year 7 students.

    It will, in time, cater to up to 800 students from across east Gungahlin, providing high-quality public high school education.

    The school was named after prominent activist and Wiradjuri woman Shirley Smith.

    She was a founding member of many important community services in Redfern, Sydney, including the Aboriginal Medical Service, Aboriginal Legal Service, the Aboriginal Housing Company, and the Aboriginal Children’s Service. 

    Shirley Smith’s advocacy for Aboriginal and Torres Strait Islander people influenced other communities to establish similar services.

    The school has been designed with flexible learning in mind, and also has spaces available for use by both students and the community, including a double gymnasium, covered hard court, an oval and a multipurpose hall.

    In addition to the plaque unveiling, a Welcome to Country and smoking ceremony were provided by Ngunnawal elder Aunty Tina Brown – who is a distant relative of Shirley Smith’s – to officially welcome everyone to the site.

    Heather and Michael manage the gardens of the places Canberrans go to honour and remember the lives of their loved ones.

    If you’ve experienced loss, it’s likely there are strangers who made an impact on this period of your life.

    Kind emergency services staff, compassionate healthcare workers and caring funeral directors can make a big difference.

    But something you might not have considered are the people who take care of the spaces where loved ones rest. The workers who carefully and respectfully plan and maintain the places that Canberrans go to grieve and remember.

    Michael and Heather are horticulturalists who maintain Canberra Memorial Parks, including Gungahlin Cemetery and Crematorium and Woden Cemetery.

    “We’re creating an environment that is part of a sacred place that people go,” Heather said.

    “Potentially for some people it’s one of their worst days or times, so there’s an opportunity for us to in some tiny way try and make that better.”

    From a horticultural point of view, working on the Memorial Parks is multifaceted.

    “We manage a lot of plantings. We’ve got a lot of high-care gardens, which have a lot of input,” Heather said.

    This can include:

    • pest and disease management
    • formative pruning
    • weed management
    • planning.

    “We take things into account like being culturally aware,” Michael said.

    “There’s lots of different plants and there are plants that aren’t native to Australia. But they’re still beautiful and very significant to many people. When someone sees those plants that may make them think of home and that may make them feel a bit more comfortable.”

    Creating and maintaining a space that provides comfort is key for both Michael and Heather. As Canberra locals, they are keenly aware of the impact that the Memorial Parks have on their community.

    “You drive through the gate and you just have that inbuilt job satisfaction,” Heather said.

    “You know that you’re part of something that is important to the local community and their family members, as well as local residents that spend time here and cherish the area.”

    “I don’t just come to work for the money,” Michael said.

    “I come to work because I love what I do. I love the people I work with. I love maintaining and creating an environment that helps families and loved ones when they want to come to the cemetery. They feel comfortable. They see it’s well maintained.”

    The new strategy affirms the ACT Government’s commitment to positive change for LGBTIQA+ individuals, their families and their communities.

    Key actions to improve health, wellbeing and equality for LGBTIQA+ Canberrans will be implemented as part of the Capital of Equality Strategy for 2024–29, released today.

    The new strategy affirms the ACT Government’s commitment to positive change and improved wellbeing for LGBTIQA+ individuals, their families and their communities.

    The strategy acknowledges persistent challenges for the LGBTIQA+ community.

    Key actions

    The Capital of Equality Strategy for 2024–29 will be implemented through action plans. Some of the key actions announced with the strategy include:

    • continued support for the Capital of Equality Grants Program, recognising its positive outcomes for LGBTIQA+ communities and the continuing demand for these funds
    • working together with LGBTIQA+ Aboriginal and Torres Strait Islander Peoples to scope their needs and design the solutions
    • actions to improve health outcomes, including mental health, gender-affirming care, fertility access and abortion access
    • implementing a range of policy forms for LGBTIQA+ equality, such as improving LGBTIQA+ related data collection in housing policies and continuing the work on protections for people born with variations in sex characteristics from deferrable medical interventions
    • building an information hub for LGBTIQA+ communities to know where to seek support
    • continuing support for LGBTIQA+ work and events, recognising their vital role in creating community connections and spaces of belonging.

    As Canberra’s population grows, the new strategy marks an important step in ensuring the city remains one of the world’s most welcoming and inclusive.

    A changed acronym

    The ACT Government now adopts the LGBTIQA+ acronym.

    The addition of ‘A’ explicitly acknowledges and affirms the identities of asexual, aromantic and agender individuals within the broader LGBTIQA+ community.

    This modest but important change gives the asexual, aromantic and agender communities confidence that they are welcome and wanted.

    “The biggest barrier in coming out as asexual is education. The more awareness there is of asexuality, the easier it will be for people to be open with their identities. Recognition is incredibly important in this regard,” Canberran Phil said.

  • MIL-OSI Australia: Garran Primary School modernisation kicks off

    Students were present at the Garran Primary School sod-turning event.

    The first sod has been turned at Garran Primary, kicking off work on the project to modernise and expand the school.

    This key milestone marks the beginning of work to establish the site and begin construction.

    The complete modernisation and expansion of the school will deliver new learning and administration facilities, car parking and improvements to school access.

    The school’s capacity will be increased to up to 975 students.

    The works will also include a new gymnasium, hard courts and green spaces, providing more sporting facilities for the Woden community.

    The new learning spaces will provide students with an environment that fosters creativity, innovation and personal growth.

    The redevelopment will also support the community by developing modern facilities. It is hoped these become a meeting hub for local clubs and groups in the Garran area.

    Some preliminary works have already taken place during the school holidays, including providing new alternative play spaces and facilities. These will help ensure the continued delivery of a well-rounded curriculum for all students throughout the construction period at Garran Primary School.

    The project’s staged construction approach will allow learning to continue onsite in the existing school as work takes place.

    It will also reduce the impact on parking and ensure the site’s surrounding area is safe for students, families and members of the public.

    The first stage of the Garran Primary School modernisation project – the construction of the new school campus – is scheduled to be completed by the end of 2025.

    Canberra Institute of Technology (CIT) and Brighte have announced three recipients of their Brighte Pathways: Women in Sustainable Energy scholarships.

    The scholarships aim to support the growth of the ACT’s sustainable energy sector, address skills shortages and give young women pathways to success in what can be a heavily male-dominated industry.

    Each scholarship is for a woman who has demonstrated commitment to the industry and is valued at $2250.

    They are available to women studying full- or part-time, enrolling or intending to enrol in any of the following courses:

    • Certificate III in Automotive Electric Vehicle Technology
    • Certificate III in Electro-technology Electrician · Battery Storage Systems · Grid Connected Photovoltaic Power Systems
    • Certificate III in Air Conditioning and Refrigeration
    • Certificate III in Electronics and Communications
    • Training in Insulation Installation.

    Christine Robertson, Interim Chief Executive Officer of CIT, said the program underpins the Institute’s commitment to fostering gender diversity and sustainability in the renewable energy sector.

    “Through this partnership, we are empowering women to pursue careers in renewable energy and contributing to the growth and innovation of the industry. We are also addressing the skills shortages prevalent in electrification industries,” she said.

    Barriers to becoming a trade professional include lack of exposure and experience to trade vocations and previous stereotypes of gender-associated work.

    “The scholarship funds can be used to cover student fees and purchase recommended equipment for their studies. Additionally, Brighte will cover the Solar Accreditation Australia costs for eligible female CIT students awarded financial scholarships,” Christine said.

    Brighte Founder and CEO Katherine McConnell said we are facing an industry shortage of tradespeople needed to help Australia hit its renewable energy targets.

    “Through our partnership with CIT, we are proud to support the development of our apprentices and create opportunities for these women to thrive in this dynamic and rapidly growing industry.

    “It is so important for us to do our part to ensure that the training pathways are there for young women to enter the industry and help us achieve the growth needed to ensure Australia’s sustainable future,” she said.

    Brighte is the exclusive administrator for the ACT Government’s Sustainable Household Scheme (SHS) as well as the accompanying Solar for Apartments scheme.

    Over the past two years, more than 18,500 installations have been completed with the scheme generating more than 300 GWh of energy.

    CIT will offer more renewable energy scholarships in 2024 to encourage the uptake of renewable energy training.

    The hospital’s new entry and main reception will open on 3 June.

    Canberra Hospital’s brand-new welcome hall will open on Monday, 3 June.

    The hall is the new entry and main reception for the hospital and replaces the existing reception in Building 2 from this date.

    Welcome hall location and features

    The welcome hall is close to arrival points such as:

    • the multi-storey car park
    • taxis and public transport
    • a covered waiting area and drop-off zone at the entrance, which also services the new Emergency Department.

    It is a convenient meeting point in a modern, inclusive and comfortable environment.

    Visitors can enquire at the main reception area to find their way to locations around the hospital and gather in the seating hubs.

    Community input was essential to the hall’s design and construction. This feedback has helped shape the building to be welcoming and easy to navigate. It also reflects the diverse nature of the Canberra community.

    The new space will improve the experience for both staff and visitors.

    Design features:

    • a striking wooden-panelled main reception to provide customer service and welcome community to the hospital
    • a new café and retail space (to be opened at a later date)
    • seating hubs and green outdoor spaces for visitors and patients to relax in
    • floor-to-ceiling, double-glazed windows providing a strong connection to the surrounding landscape
    • a transparent, above-ground clinical link that connects the existing hospital with the new building and provides patients with privacy as they move through the hospital
    • striking art installations from local artists that create a welcoming and inclusive space.

    The Critical Services Building

    The welcome hall will connect the new Critical Services Building with the rest of the campus.

    The Critical Services Building is in the final stages of construction and is expected to open to the community in August. It will then be known as Building 5 on the hospital campus.

    The welcome hall is the first part of the new building to open.

  • MIL-OSI Australia: CBASS helps Belconnen store transition online

    Dejan started Bruce Super Convenience in 2017.

    Dejan Andrevski is well known for running a convenience store with a difference.

    Stocking an array of imported foods from the US and Europe, he started Bruce Super Convenience in 2017.

    He is now looking to move from a bricks and mortar business to a full e-commerce model.

    But how did someone who had three degrees, a foray in investment banking and years of tech start-up work decide he wanted to start a convenience store?

    “My last tech start-up had wrapped up, my wife was pregnant and was like ‘please don’t do another tech start-up, we need consistent pay for the next few years’,” he laughed.

    “I applied for a bunch of accounting jobs, and went to some interviews, but it just didn’t feel right.

    “I saw an ad for this shop that was being sold and I joked with my wife that maybe I could start a shop.

    “Later than night, the spreadsheets were out, and I started thinking, maybe this could actually work,” he said. “I wanted to go out on my own and prove to myself I could do this, without financial backers, and that if it was a success, it was me and if it failed, it was me.”

    It was a success. Dejan’s shop has become well known across Canberra. It even made the Daily Mail this year for stocking imported Biscoff Easter eggs.

    But Dejan’s business reached a tipping point.

    “A new development across the street from our store broke ground three years ago. It was going to include a big supermarket, so we started looking at how we could continue to stay on the front foot, and to be honest, stay in business,” he said.

    Dejan had an investment partner on board. He made an offer to operate the supermarket and began looking at floor plans and fit outs for the new premises.

    However, things took a turn, and the space was bought out by another buyer. It went for almost double the price, which meant Dejan was no longer able to open in the new development.

    “This was only six months ago,” Dejan said. “It was difficult, but we’ve had to adjust and look at how to move forward.”

    That’s when he reached out to the Canberra Business Advice and Support Service (CBASS).

    He wanted to look at how they might further expand their online following and move their store to a full e-commerce offering.

    “Candice and Anna from CBASS have such a great perspective on business. They’ve been in the game a long time and are very practical. They get you to look at hard business targets, but also offer a different, new and measured perspective,” he said.

    “It’s made me ask questions of my business and myself, that I wouldn’t normally, and they’ve been a great support as we transition the business.”

    The ACT Government funds the CBASS program. It offers emerging, new and established businesses in Canberra up to four hours of free business advice.

    With years of industry experience, Anna and Candice are a well of business knowledge.

    “I think a lot of business owners in Canberra can benefit from their support,” Dejan said. “Especially new business owners who don’t know where to start.”

    On Sunday 19 May, Dejan officially closed the Bruce shopfront. People lined up for up to three hours to buy their speciality snacks and imported goodies.

    “Our next goal is to focus on recreating the revenue we created in store, online,” Dejan said.

    “We’re also looking at how we can diversify and move into the wholesale market for the imported products we’re bringing in.”

    Today, businesses from across the Canberra region were recognised for their sustainability achievements at the annual Climate Choices Business Awards.

    The awards recognise some of Canberra’s most innovative businesses as the city works towards net-zero emissions.

    The awards received high-quality nominations from a diverse range of organisations.

    This demonstrates a strong commitment to climate action and emissions reduction from the Canberra business community.

    Sustainable choices can sometimes come with an upfront cost, such as those associated with appliance upgrades or installation of EV chargers. The success of businesses such as the award recipients shows that such investments will pay off – for businesses and the community.

    Many of the award-winning businesses benefitted from financial assistance and expert advice from the ACT Government’s Sustainable Business Program.

    Through the program, businesses can receive support to improve sustainability and demonstrate climate leadership in their operations.

    Dr Stephen Utick is a volunteer with Rotary through Urban Parks and Places.

    Volunteers make a significant, meaningful and positive impact on Canberra and the people who live here. National Volunteer Week in the ACT runs from 20-26 May. It’s a time to acknowledge and celebrate volunteers in your community.

    Whether you like working with community members, plants or animals, there really is something for every interest and passion.

    Chris, volunteer in the Emergency Department at Canberra Hospital

    Before coming to Canberra, Chris had volunteered at hospitals in Adelaide and Sydney. He worked in the North Canberra Hospital before he started his current volunteer position at The Canberra Hospital.

    “It’s amazing to be there and it’s inspiring being around the doctors and nurses who are just outstanding with their compassion, empathy and kindness,’ Chris said.

    “Just last weekend an elderly gentleman and his wife came into the ED, he wasn’t great. I had a chat with them both and just seeing how she held his hand and after finding out they had been married for 65 years, you could see how fantastic they were together. I got to see that as a volunteer and it doesn’t get much better than that,” Chris said.

    Accessibility upgrades at Tidbinbilla Nature Reserve mean that Peter can continue to volunteer and enjoy sharing the parks beautiful bushland with visitors.

    “Since I’ve got the scooter, I can now do a whole day’s shift and the upgrades have certainly helped make me feel much more comfortable riding around and talking to people.”

    Meanwhile at the Taylor Bike Library, volunteers have found a way for them to combine their love of sustainability, active travel and community.

    Peter is a retiree who came across the Taylor Bike Library when he recently moved to Canberra.

    “The library is a non-profit organisation that provides bikes to families and communities who may not have access to them,” he said.

    Peter describes his time at the library as “an incredibly rewarding experience.”

    “I have learned new skills, met new people, and contributed to a worthy cause. The library provides an excellent opportunity for people like me to stay active and engaged with others in the community.”

    Dr Stephen Utick, volunteer with Rotary through Urban Parks and Places.

    There are over 80 volunteer groups registered with Urban Parks and Places, and activities range from litter collection to habitat enhancement, conservation, training workshops and more.

    One such group is the Weston Park Nursery Heritage Project led by Dr Stephen Utick. This team of volunteers work to remove invasive plants and revegetate the gardens.

    Dr Utick, who is currently a visiting curator at the Sydney Botanic Gardens, was led to volunteering through his professional network.

    “I was initially invited to join Rotary about five years ago by a member who had a background in the navy, after I gave a talk in my (then) capacity as Convenor of Canberra Friends of Dili at the Department of Defence,” he said.

    “First, I had been invited by ACT Urban Parks and Places to identify the camelia collection at this site after I joined Rotary. I was pleased to then showcase a tour of the site to interested members of my Club.”

    There are many different ways to volunteer. Some people like formal roles coordinated through an organisation. Others prefer informal roles where they just help someone in our community. Some people volunteer regularly while others commit to one off activities like volunteering to support a big event.
