    “It is an alarm bell: the louder it rings, the greater the threat of genocide,” he warned.

    As part of its core mission to combat hatred, discrimination, racism and inequality, the UN is stepping up efforts to challenge hate speech wherever it arises.

    “Hate speech is poison in the well of society. It has paved the way for violence and atrocities during the darkest chapters of human history,” Mr. Guterres added.

    Voices of hate

    Hate speech often fuels violence and intolerance, with ethnic and religious minorities among the most frequent targets.

    While the destructive power of hatred is nothing new, today it is being amplified by modern communication technologies.

    Online hate speech has become one of the most prevalent means of spreading divisive narratives, posing a growing threat to peace and security around the world.

    Ahead of the international day, the UN has produced a series of videos aimed at countering hate speech – part of the #NoToHate campaign.

    Artificial Intelligence

    This year’s theme sheds light on the nexus between hate speech and artificial intelligence. Building coalitions is the main tool societies can use to reclaim inclusive and safe spaces free of hatred.

    While AI tools offer myriad potential opportunities to make positive differences in situations of conflict and insecurity, biased algorithms and digital platforms are also spreading toxic content and creating new spaces for harassment and abuse.

    Recognising these immense potential and risks, Member States have recommitted to countering hate speech online.

    “Let us commit to using artificial intelligence, not as a tool of hatred, but as a force for good,” said Mr. Guterres.

  • MIL-OSI United Nations: AIDS still killing one person every minute as funding cuts stall progress

    More than 30 million people are receiving lifesaving treatment worldwide however, making the UN’s AIDS response a “clear example of a multilateral success,” said Amina Mohammed, UN Under Secretary-General on Thursday, as the General Assembly reviewed progress being made to end AIDS and prevent HIV infections.

    ‘Series of threats’

    “Global commitment is fading. Funding is falling. And HIV services and systems to deliver them are being disrupted,” she said, highlighting the “series of threats” that could undo all the progress achieved in the fight against HIV in past decades.

    As funding dwindles, clinics are closing and treatment supplies are diminishing, putting already vulnerable populations such as adolescent girls and young women, at greater risk of contracting the disease.

    As funding from PEPFAR – the US programme leading global efforts to combat HIV in Africa – faces the risk of permanent cuts, the UN global programme on HIV/AIDS (UNAIDS) warns of devastating consequences.

    Without continued support, an estimated four million additional AIDS-related deaths and more than six million new infections could occur by 2029.

    ‘Keep up the fight’

    “We cannot let short-term cuts destroy long-term progress,” said Ms. Mohammed. “We need to keep fighting.”

    The funding crisis must be urgently addressed. With half of sub-Saharan African countries spending more on debt servicing than on healthcare, Ms. Mohammed stressed the need for debt relief, tax reform, and increased international support.

    “Low and middle-income countries need sustainable HIV financing and stronger national leadership in the fight against AIDS,” she said.

    She also called for an end to attacks on human rights, warning that punitive laws, vigilante violence, and hate speech against marginalised groups worsen stigma and drive people away from lifesaving services. “Protecting health means protecting human rights,” she said.

    Many community-led organizations are now being defunded and dismantled, just when their work is needed most. Ms. Mohammed urged the UN and its partners to support these groups and their vital contributions.

    “The end of AIDS is not a mystery,” she said, adding that while eliminating the disease by 2030 is still achievable, “success is not guaranteed.”

  • MIL-OSI United Nations: UN’s lifesaving programmes under threat as budget crisis hits hard

    Member States had paid just $1.8 billion towards the UN’s $3.7 billion regular budget for 2025, as of 9 May. Including unpaid contributions from previous years, total unpaid assessments stand at approximately $2.4 billion as of 30 April.

    The United States is the largest debtor at about $1.5 billion, as the Trump Administration is withholding funds to cut what it sees as unnecessary spending.

    Other major contributors with unpaid dues include China ($597 million), Russia ($72 million), Saudi Arabia ($42 million), Mexico ($38 million) and Venezuela ($38 million). An additional $137 million is yet to be paid by other Member States.

    The UN’s separate peacekeeping budget faces a similar crisis, with $2.7 billion in unpaid assessments as of 30 April.

    Amidst the fiscal challenges, Secretary-General António Guterres in March launched the UN80 initiative to improve efficiency, streamline operations and reduce costs – including a possible 20 per cent staff cut through eliminating duplication.

    Women, health, refugee support at risk

    The situation is equally concerning at UN agencies and programmes, which have their own budgets and funding channels.  

    The UN sexual and reproductive health agency, UNFPA, for instance has warned that women and girls in crisis zones – such as the Democratic Republic of the Congo (DRC), Haiti, Sudan and Afghanistan – are already suffering from shrinking support.

    Cuts have slashed the ability to hire midwives, supply essential medicines, deploy health teams, and provide safe spaces for survivors of sexual violence.

    In Mozambique, nearly 750,000 displaced persons and refugees are in urgent need of protection, but the UN refugee agency (UNHCR) warns it may have to suspend essential services, including healthcare, education, and support for survivors of gender-based violence, with only one-third of its funding appeal met.

    HIV/AIDS programs are also at risk. In Tajikistan, UNAIDS Country Director Aziza Hamidova reports that 60 per cent of HIV programme support is in jeopardy. Community health centers have already closed, outreach has been cut, and access to PrEP testing and counseling has dropped sharply.

    Dwindling funds for crisis response

    The Office for the Coordination of Humanitarian Affairs (OCHA) – which leads UN’s response to crisis – is raising alarms over the cascading impact of funding gaps.

    In Sudan, only 13 per cent of the $4.2 billion needed for 2025 has been received, forcing 250,000 children out of school. In the DRC, gender-based violence cases have surged 38 per cent, but programmes are shutting down. In Haiti, cholera response efforts risk collapse. Meanwhile, just 25 per cent of Ukraine’s 2025 humanitarian appeal has been funded, jeopardizing critical services.

    UN Emergency Relief Coordinator and head of OCHA, Tom Fletcher, has already announced staff cuts and scaling back of some country programmes.

  • MIL-OSI United Nations: Sudan war exacerbates risk of cholera and malaria: UNICEF

    In a report released Wednesday, UNICEF highlighted the growing threat of cholera in the war-torn country, with more than 7,700 cases and 185 associated deaths reported in Khartoum State alone since January 2025. Alarmingly, over 1,000 cases have affected children under the age of five.

    Since the onset of conflict in April 2023, three million people have been forced to flee their homes, displaced internally and across the region.

    Returning to homes without water

    While improved access to parts of Khartoum State has enabled more than 34,000 people to return since January, many are coming back to homes that have been severely damaged and lack access to basic water and sanitation services.

    Recent attacks on power infrastructure in Khartoum State have compounded the crisis, disrupting water supplies and forcing families to collect water from unsafe, contaminated sources.

    This significantly increases the risk of cholera, particularly in densely populated areas such as displacement camps.

    UNICEF has implemented a multi-pronged approach to the crisis, including distributing household water treatment chemicals, delivering over 1.6 million oral cholera vaccines, supplying cholera treatment kits, and more.

    “Each day, more children are exposed to this double threat of cholera and malnutrition, but both are preventable and treatable, if we can reach children in time,” said Sheldon Yett, UNICEF Representative for Sudan.

    Malaria and new prevention efforts

    Also on Wednesday, UNICEF launched a partnership with the Sudanese government’s health ministry and The Global Fund to Fight AIDS, Tuberculosis and Malaria to distribute nearly 15.6 million insecticide-treated bed nets to prevent the spread of malaria among vulnerable families across Sudan, along with 500,000 additional nets for antenatal and immunization facilities.

    The campaign aims to protect 28 million Sudanese across 14 states.

    As with cholera, ongoing conflict and displacement have created conditions conducive to the spread of malaria. Overcrowded and unsanitary living conditions, coupled with the approaching rainy season, present a serious health risk to millions, particularly those returning to damaged communities.

    In addition, the initiative aims to bolster the availability of anti-malarial medications, rapid diagnostic tests, and investments in strengthening the healthcare system.

    Critical medical supplies reach West Darfur

    In a more positive development, the World Health Organization (WHO) announced Tuesday that El Geneina Hospital in West Darfur has received eight tonnes of medical supplies for nutrition, non-communicable diseases and mental health.

    The delivery, supported by the World Bank Africa, the Share Project, and the European Union, is expected to sustain the hospital’s operations for six months, providing vital support to one of the regions hardest hit by the multiple escalating crises.

    Secretary-General António Guterres will present the award to Brenda Reynolds and Kennedy Odede on 18 July, Nelson Mandela International Day.

    Established in 2014, the prize is awarded every five years to two individuals whose work reflects the late South African President’s legacy of leadership, humility, service, and unity across borders.

    “This year’s Mandela prize winners embody the spirit of unity and possibility – reminding us how we all have the power to shape stronger communities and a better world,” said Mr. Guterres.

    In 1988, she supported 17 teenage girls in the first residential school sexual abuse case in Saskatchewan. Later, she became a special adviser to the Truth and Reconciliation Commission (TRC), helping shape survivor support and trauma responses.

    She is most recognised for her key role in Canada’s court-ordered Indian Residential Schools Settlement Agreement and her subsequent development of the Indian Residential School Resolution Health Support Program—a national initiative offering culturally grounded mental health care for survivors and families.

    In 2023, she was invited by the UN High Commissioner for Human Rights and the European Union to share her expertise on trauma and cultural genocide.

    Kennedy Odede

    Living in Kenya’s Kibera Slum for 23 years, Kennedy Odede went from living on the street at 10 years old to global recognition when he was named one of TIME magazine’s 2024 100 Most Influential People.

    His journey began with a small act: saving his meagre factory earnings to buy a soccer ball and bring his community together. That spark grew into Shining Hope for Communities (SHOFCO), a grassroots movement he now leads as CEO. SHOFCO operates in 68 locations across Kenya, empowering local groups and delivering vital services to over 2.4 million people every year.

    Mr. Odede is also a New York Times bestselling co-author and holds roles with USAID, the World Economic Forum, the Obama Foundation, and the Clinton Global Initiative.

  • MIL-OSI United Nations: Drifting architects: Plankton, climate, and the race to understand our changing ocean

    On a sun-drenched morning off the coast of Villefranche-sur-Mer, the Sagitta III cuts through the cobalt waters of the Mediterranean, past the quiet marinas and pine-fringed terraces of France’s Côte d’Azur. The 40-foot scientific vessel – named after a fearsome zooplankton with hook-lined jaws – rumbles toward a lonely yellow buoy bobbing offshore.

    In the distance, the resort town shimmers, a mirage of pastel villas and church towers clinging to the cliffs. But aboard the Sagitta III, the romance ends at the rail. Lionel Guidi, a local scientist at the Villefranche Oceanography Lab — known, with fitting Frenchness, by its acronym LOV — peers into the sea with a practiced intensity.

    He is here to fish plankton.

    Around him, a veteran crew moves with precision, under the steely gaze of Captain Jean-Yves Carval. “Plankton is fragile,” cautions the rugged seaman, who’s spent nearly 50 years navigating freighters, trawlers – and now, scientific boats. “If you go too fast, you make compote.”

    The craft slows as it reaches the buoy, a sampling site where Guidi and his LOV colleagues have gathered marine data every day for decades. Below deck, the boat’s bearded chief mechanic, Christophe Kieger, readies a large winch. Its 12,000-foot cable unfurls, sending a fine-meshed net – each pore no wider than a grain of salt – drifting toward the deep. Slowly, it sinks to 250 feet.

    Minutes later, the net resurfaces, heavy with a brownish, gelatinous goo.

    “There’s life!” cries Anthéa Bourhis, a 28-year-old lab technician from Brittany, as she carefully transfers the contents into a plastic bucket.

    Indeed, that catch holds more than seawater and slime. It is the raw material of the planet’s past – and perhaps its future.

    A worrisome trend

    Plankton form the beating heart of the ocean’s engine. These tiny organisms absorb carbon dioxide, release oxygen, and underpin the entire marine food web. Without them, life as we know it would not exist.

    But what is plankton?

    It’s not a single creature, but a vast cast of marine nomads, all bound by one trait: they can’t swim against the current. They drift with tides and eddies, riding invisible flows that govern their lives. Some are no bigger than a speck of dust; others, like jellyfish, can stretch more than a meter wide.

    There are two main kinds. Those that harness sunlight: phytoplankton — microscopic marine plants that photosynthesize like greenery on land and, over geological time, have produced more than half the oxygen we breathe. And those that feed: zooplankton — tiny animals that graze on their plant-like cousins, hunt each other, and themselves become prey, sustaining fish, whales, and seabirds alike.

    At the Villefranche Oceanography Lab, scientists have been tracking these creatures for decades. Their daily sampling, performed just a few miles offshore, has yielded one of the longest continuous records of plankton in the world.

    And that record is now showing signs of stress.

    “At our observation site, temperatures measured 10 meters below the surface have risen by about 1.5 degrees Celsius over the last 50 years,” Lionel Guidi tells UN News. “We’ve seen a general drop in phytoplankton primary production.”

    The consequences could potentially be far-reaching. Phytoplankton form the foundation of the marine ecosystem, and a decline in their numbers might trigger a cascading effect, disrupting zooplankton, fish stocks, and ocean biodiversity as a whole. It could also weaken their ability to absorb carbon dioxide, drawing it from the atmosphere and carrying it into the deep – what scientists call ‘the biological pump’, one of Earth’s most vital natural climate regulators.

    Tiny aliens

    Back at the LOV, with the Sagitta III now resting in its berth, Lionel Guidi gestures toward the day’s sample. “Everything starts with plankton,” says the scientist, who, before landing in Villefranche, conducted marine research in Texas and Hawaii.

    Meanwhile, Anthéa Bourhis, the young technician, has donned a white lab coat and is bent over the morning’s catch. She fixes the sample in formaldehyde, a step that will store the zooplankton but also kill them. “If they move, it messes with the scan,” she explains.

    Once morbidly still, the small animals are fed into a scanner. Slowly, shapes blossom on Bourhis’s screen, as improbably graceful copepods – translucent and shrimp-like, with feathery antennae – float into view.

    “We’ve got some good-looking ones,” she says, grinning.

    She begins transferring the digital images into an AI-operated database capable of sorting zooplankton by group, family, and species. 

    “They have appendages everywhere,” adds Lionel Guidi. “Arms pointing in all directions.”

    One of these deep-sea creatures, called Phronima, even inspired the monster in Ridley Scott’s 1979 film Alien. “You look through the microscope,” Guidi says, “and there’s a whole world.”

    From science to policy

    A world that is changing – and not fast enough to be understood by satellites or snapshots. That’s why LOV’s long-term series matters: it captures trends that span years and even decades, helping scientists distinguish natural cycles from climate-driven shifts.

    “When we explain that if there’s no more plankton, there’s no more life in the ocean. And if there’s no more life in the ocean, life on land won’t last much longer either, then suddenly people become a lot more interested in why protecting plankton matters,” said Jean-Olivier Irisson, another plankton specialist at the LOV.

    Next week, just 15 minutes down the coast, the city of Nice is hosting the Third UN Ocean Conference (UNOC3) – a five-day summit bringing together scientists, diplomats, activists, and business leaders to chart the course for marine conservation.

    Among the gathering’s priorities: advancing the ‘30 by 30’ pledge to protect 30 per cent of the ocean by 2030 and bringing the landmark High Seas Treaty, or ‘BBNJ accord’ to safeguard life in international waters, closer to ratification.

    Guidi underscored the urgency of these UN-led efforts, saying: “All of this must be thought through with people who are capable of making laws, but based on scientific reasoning.”

    He doesn’t claim to write policy himself. But he knows where science fits. “We convey scientific results; we have proof of a phenomenon. These are not opinions, they’re facts.”

    And so, in Villefranche, Lionel Guidi, Anthéa Bourhis and Captain Carval continue their work – hauling life from the sea, capturing it in pixels, counting its limbs, and sharing its data with scientists across the globe. In doing so, they chart not just a threatened ocean, but the unseen threads that bind life itself.

  • MIL-OSI United Nations: Health, education, opportunity at stake, amid stubborn digital gender divide

    Closing this gap is not optional. There were 189 million fewer women than men online in 2024.  

    The disparity is about more than access, it reflects deeper systemic barriers, according to ​Doreen Bogdan-Martin who heads the UN telecommunications agency, ITU.

    “That’s too many missed opportunities to learn, to earn and to shape our shared digital future,” she said in a message for Thursday’s International Girls in ICT Day.

    She underscored that connectivity alone is not enough to ensure true digital transformation.

    “It must be meaningful – being able to afford digital devices and services, having the skills to use technology and feeling safe in online spaces. Everyone deserves the chance to thrive in an increasingly digital world.”

    2025 Theme

    Celebrated annually on the fourth Thursday of April, Girls in ICT Day encourages girls to pursue careers in science, technology, engineering and mathematics (STEM).

    Since its launch in 2011, more than 417,000 girls and young women have participated in over 11,500 celebrations across 175 countries.

    This year’s theme is Girls in ICT for inclusive digital transformation. The ITU is calling for more investment in girls’ digital education and expansion of access to technology.  

    More young women need to become creators – not just consumers in the digital world, the agency argues.

    “Whether you are an entrepreneur, launching an AI startup, a teacher incorporating digital skills into your classroom or a policymaker shaping our shared digital future, you can help ensure every woman and girl has the chance to connect, create and lead in digital spaces,” Ms. Bogdan-Martin emphasised.

    Global observance

    The 2025 global observance will be co-hosted this year by the Commonwealth of Independent States (CIS) in Eurasia together with States from the Arab region, featuring a live-streamed hybrid event linking Bishkek, Kyrgyzstan and Nouakchott, Mauritania.

    The programme includes an intergenerational dialogue bringing together girls, women leaders, and ICT experts to discuss practical strategies for closing the gender gap.

    Events are also being organized worldwide, including Girls in ICT in Solomon Islands in the Pacific, the Melon Girls Club in North Macedonia and STEM Supergirls in Croatia.

  • MIL-OSI United Nations: UN80 Initiative: What it is – and why it matters to the world

    “This is a good time to take a look at ourselves and see how fit for purpose we are in a set of circumstances which, let’s be honest, are quite challenging for multilateralism and for the UN,” says Guy Ryder, Under-Secretary-General for Policy and chair of the UN80 Task Force.

    Known as the UN80 Initiative, this process seeks not only to improve efficiency, but also to reassert the value of multilateralism at a time when trust is low and needs are high. It aims to reinforce the UN’s capacity to respond to today’s global challenges – ranging from conflict, displacement, and inequality to climate shocks and rapid technological change – while also responding to external pressures such as shrinking budgets and growing political divisions in the multilateral space.

    “We will come out of this with a stronger, fit-for-purpose UN, ready for the challenges the future will undoubtedly bring us,” explains Mr. Ryder.

    Three tracks of reform

    At the heart of UN80 are three major workstreams. The first is focused on improving internal efficiency and effectiveness, cutting red tape, and optimizing the UN’s global footprint by relocating some functions to lower-cost duty stations. Mr. Ryder notes that burdensome administrative procedures and duplications are being targeted.

    “We want to see what we can do better. We want to look at those areas where we think we can improve efficiencies and strip out unnecessary bureaucratic processes,” he outlines.

    The second workstream is a mandate implementation review, which involves examining nearly 4,000 mandate documents underpinning the UN Secretariat’s work. A mandate refers to a task or responsibility assigned to the organisation by the Member States, usually through resolutions adopted by UN organs such as the General Assembly or the Security Council.

    These mandates guide what the UN does – from peacekeeping operations and humanitarian aid to human rights and environmental action.  Over the decades, at least 40,000 mandates have accumulated, sometimes overlapping or becoming outdated, which is why reviewing them is a key part of the UN80 initiative .

    “Let’s take a look at them,” Mr. Ryder says. “Let’s see where there may be duplication, where we can prioritise and de-prioritise, and find redundancies.”

    But reviewing this mountain of mandates is not new. “We’ve tried this exercise before. We had a look at these bulky mandates back in 2006. It didn’t work very well.” Mr. Ryder reflects.

    This time, however, the process is favoured by one key factor. “This time, we’ve got the data and analytical capacities. We’re applying artificial intelligence techniques to provide much more and better organised information to Member States – a more compelling case that could drive, I think, a productive process.”

    He emphasises that the responsibility for deciding what to retain, revise, or discontinue rests squarely with the Member States.

    “These mandates belong to Member States. They created them, and only they can evaluate them. We can look at the evidence, we can put that to Member States, but eventually they are the decision-makers on mandates and on very much else that the UN80 initiative brings.”

    The third stream explores whether structural changes and programme realignment are needed across the UN System. “Eventually, we might want to look at the architecture of the United Nations system, which has become quite elaborate and complicated,” Mr. Ryder adds. Proposals are also likely to emerge from the mandate implementation review.

    A task force and a system-wide lens

    To tackle reform across such a complex system, the Secretary-General established seven thematic clusters under the UN80 Task Force; each coordinated by senior UN leaders from across the system. These cover peace and security, humanitarian action, development (Secretariat and UN system), human rights, training and research, and specialised agencies.

    “It’s important to say that at a moment when the system is under pressure, the system is responding as a system,” the UN80 Taskforce chair notes. “This is not just New York, not just the Secretariat. It is system-wide.”

    Each cluster is expected to produce proposals to improve coordination, reduce fragmentation, and realign functions where needed. Several clusters have already submitted initial ideas. A broader set of proposals will follow in July.

    Reform, not retrenchment

    Attention around the UN80 Initiative has largely focused on proposed budget cuts and staff reductions, raising concerns that it is mainly a cost-saving exercise. Mr. Ryder underscores that this view misses the bigger picture.

    “Yes, we do face financial challenges. No need to avert our eyes from that. But this is not a cost-cutting, downsizing exercise. We want to make the UN stronger,” he says.

    Still, the financial pressures across the system are undeniable. A revised programme budget for 2026, due in September, is expected to include significant reductions in funding and posts for Secretariat entities — a consequence of persistent cash flow constraints linked to delayed and incomplete contributions from Member States.

    “The UN80 Initiative wants to improve the impact and effect of multilateralism and the UN,” Mr. Ryder explained. “Now, that does not mean – we wish it were otherwise – that we do not have to take a look at our budget and our resources in different parts of the system.”

    “Organisations have faced some wrenching decisions, and this is happening every day. That’s the reality of our circumstances,” he adds.

    Mr. Ryder contends that financial sustainability and mission impact are not mutually exclusive – but must be pursued in tandem. “We have to reconcile the two objectives of making ourselves financially sustainable in the difficult circumstances we find ourselves in, but also be attentive, as always, to the impact that we have in delivering on our responsibilities under the Charter,” he said.

    Why UN80 matters to people everywhere

    Rather than mere bureaucratic reform, UN80 is ultimately about people, those who rely on the UN’s support during crisis, conflict, or development challenges.

    “If the UN is able to transform itself, to make improvements, sometimes through difficult decisions, that can mean those life-saving interventions reach the people we serve more effectively,” Ryder says.

    The UN remains the essential, one-of-a-kind meeting ground to advance peace, sustainable development and human rights for all.

    “This is the United Nations taking seriously its responsibilities to the people we serve”, Mr. Ryder says.

    Right now, the UN assists over 130 million displaced people, provides food to more than 120 million, supplies vaccines to nearly half the world’s children, and supports peacekeeping, human rights, elections, and climate action across the globe. The UN’s development work has helped build peaceful, stable societies.

    What happens next

    The UN80 Task Force will present its proposals to the Secretary-General, who has already indicated the first areas where outcomes are expected. A working group on efficiencies in the UN Secretariat, led by Under-Secretary-General Catherine Pollard, is expected to deliver initial proposals by the end of June. A report on the mandate implementation review will follow at the end of July.

    This work under the first two workstreams will help inform broader thinking around structural changes and programme realignment across the UN system. Proposals under the third workstream will be put forward to Member States in the coming months and into next year.

    Although the work is just beginning, Mr. Ryder believes the UN has the right tools – and a clear sense of ambition and urgency.

    “We’re progressing well. There’s a lot of homework being done now,” he said. “As the weeks go by, this will be shifting more and more to the Member States’ space, and that’s when we’ll see results.”

    Eventually, Member States will need to decide how to act on the findings. “They’re going to have to decide what they want to do. Will they wish to set up an intergovernmental process? The Secretary-General has mentioned this as a possibility already.”

    Defining success

    So, what does success look like?

    “A UN system which is able to deliver more effectively, to strengthen and consolidate trust in multilateral action,” Mr. Ryder says. “A system which can convey to public opinion and political decision-makers that this is an organisation worth investing in. That this should be your preferred option when it comes to meeting the challenges of the future.”

    For the UN80 Task Force chair, it comes down to credibility, capability, and public trust – and ensuring the UN remains not just relevant, but essential.

    “We should all care about this,” he says. “If we take the view that multilateralism is the best instrument we have for meeting global challenges, then we need to make sure we renovate, refresh, and make that machinery as effective and as fit for purpose as it can possibly be.”

    “There is no place for lethal autonomous weapon systems in our world,” Mr. Guterres said on Monday, during an informal UN meeting in New York focused on the use and impact of such weapons.

    “Machines that have the power and discretion to take human lives without human control should be prohibited by international law.”

    The two-day meeting in New York brought together Member States, academic experts and civil society representatives to examine the humanitarian and human rights risks posed by these systems.

    The goal: to lay the groundwork for a legally binding agreement to regulate and ban their use.

    Human control is vital

    While there is no internationally accepted definition of autonomous weapon systems, they broadly refer to weapons such as advanced drones which select targets and apply force without human instruction.

    The Secretary-General said in his message to the meeting that any regulations and prohibitions must make people accountable. 

    “Human control over the use of force is essential,” Mr. Guterres said. “We cannot delegate life-or-death decisions to machines.”

    There are substantial concerns that autonomous weapon systems violate international humanitarian and human rights laws by removing human judgement from warfare.

    The UN chief has called for Member States to set clear regulations and prohibitions on such systems by 2026.

    Approaching a legally binding agreement

    UN Member States have considered regulations for autonomous weapons systems since 2014 under the Convention on Certain Conventional Weapons (CCW) which deals with weapons that may violate humanitarian law.

    Most recently, the Pact for the Future, adopted in September last year, included a call to avoid the weaponization and misuse of constantly evolving weapons technologies.

    Stop Killer Robots – a coalition of approximately 270 civil society organizations – was one of the organizations speaking out during this week’s meeting. 

    Executive Director Nicole van Rooijen told UN News that consensus was beginning to emerge around a few key issues, something which she said was a “huge improvement.”

    Specifically, there is consensus on what is known as a “two-tiered” approach, meaning that there should be both prohibitions on certain types of autonomous weapon systems and regulations on others.

    However, there are still other sticking points. For example, it remains unclear what precisely characterizes an autonomous weapon system and what it would look like to legislate “meaningful human control.”

    Talks so far have been consultations only and “we are not yet negotiating,” Ms. Rooijen told UN News: “That is a problem.”

    ‘Time is running out’

    The Secretary-General has repeatedly called for a ban on autonomous weapon systems, saying that the fate of humanity cannot be left to a “black box.”

    Recently, however, there has been increased urgency around this issue, in part due to the quickly evolving nature of artificial intelligence, algorithms and, therefore, autonomous systems overall.

    “The cost of our inaction will be greater the longer we wait,” Ms. Rooijen told us.

    Ms. Rooijen also noted that systems are becoming less expensive to develop, something which raises concerns about proliferation among both State and non-state actors.

    The Secretary-General, in his comments Monday also underlined the “need for urgency” in establishing regulations around autonomous weapon systems.

    “Time is running out to take preventative action,” Mr. Guterres said.

    Artificial intelligence (AI) is quietly transforming how cities generate, store and distribute energy, acting as the invisible conductor that orchestrates cleaner, smarter and more resilient cities.

    By integrating renewables — from solar panels and wind turbines to geothermal grids, hydrogen plants, electric vehicles and batteries — AI can enable cities to manage diverse energy sources as a single, intelligent system.

    One striking example is the Oya Hybrid Power Station in South Africa. Here, AI-driven controls seamlessly co-ordinate solar, wind and battery storage to deliver reliable power to up to 320,000 households. Using AI makes this kind of integration not only possible, but dramatically more efficient.

    Recent research shows AI can also optimize how batteries, solar and the grid interact in buildings. A 2023 study found that deep learning and real-time data helped a boarding school in Turin, Italy increase low-cost energy purchases and cut its electricity bill by more than half.

    Cleaner, smarter energy grids

    AI models are increasingly able to predict weather with greater precision. These predictions allow electric grid operators to plan hours ahead, storing excess energy in batteries or adjusting supply to meet demand before a storm or heatwave hits.

    Using AI to respond strategically to weather is a game-changer. In Cambridge, England, a system called Aardvark uses satellite and sensor data to generate rapid, accurate forecasts of sun and wind patterns.

    Unlike traditional supercomputer-driven weather models, Aardvark’s AI can deliver precise local forecasts in minutes on an ordinary computer. This makes advanced weather prediction more accessible and affordable for cities, utilities and even smaller organizations — potentially transforming how communities everywhere plan for and respond to changing weather.

    AI for smarter district heating and cooling

    In Munich, Germany, AI is improving geothermal district heating by using underground sensors to monitor temperature and moisture levels in the ground.

    The collected data feeds into a digital simulation model that helps optimize network operations. In more advanced versions, during winter cold snaps, such systems can suggest lowering flow to underused spaces like half-empty offices and boosting heat where demand is higher, such as in crowded apartments.

    This intelligent, self-optimizing approach extends the life of equipment and delivers more warmth with the same energy input.

    This is a breakthrough with enormous potential for cities in cold climates with established geothermal networks, such as Winnipeg in Canada and Iceland’s Reykjavik.

    Although these cities have not yet adopted AI-driven monitoring systems, they could benefit from AI’s real-time improvements in efficiency, comfort and energy savings during harsh winters — a principle that holds true wherever geothermal district heating and cooling exists.

    Inside the home, AI-managed smart climate systems can factor in how many people are in each room, which appliances are in use, how much natural sunlight each space receives and how much electricity or heat a home’s solar panels generate throughout the day.

    Based on this, AI determines how to heat or cool rooms efficiently, and can transfer energy from one space to another, balancing comfort with minimal energy use.

    Coastal cities and those in wind-heavy regions are using AI in other creative ways. In Orkney, Scotland, excess wind and tidal energy are converted into green hydrogen. Instead of letting that surplus power go to waste, an AI system called HyAI controls when to generate hydrogen based on wind forecasts, electricity prices and how full the hydrogen storage tanks are.

    When winds are strong at night and electricity is cheap, the AI can divert surplus power to produce hydrogen and store it for later use. On calmer days, that stored hydrogen can power fuel cells or buses.

    Energy storage

    AI is transforming energy storage into a smart, revenue-generating force. In Finland, a startup called Capalo AI has developed Zeus VPP, an AI-powered virtual power plant that aggregates distributed batteries from homes, businesses and other sites.

    Zeus VPP uses advanced forecasting and AI algorithms to decide when batteries should charge or discharge, factoring in energy prices, local consumption and weather forecasts. This enables battery owners to earn revenue by participating in electricity markets, while also supporting grid stability and making better use of renewable energy.

    Utility companies are also using AI to monitor everything from high-voltage transmission lines to neighbourhood transformers, dramatically increasing reliability.

    AI-powered dynamic line rating adjusts how much electricity a line can carry in real time, boosting capacity by 15 to 30 per cent when conditions allow. This helps utilities maximize the use of existing infrastructure instead of relying on costly upgrades.

    At the local level, AI analyzes smart metre data to predict which transformers are overheating due to rising EV and heat pump use.

    By forecasting these stress points, utilities can proactively upgrade equipment before failures happen — a shift from reactive to predictive maintenance that makes the grid stronger and cities more resilient.

    AI-powered public transit and mobility

    Transportation innovation is becoming part of the energy solution, with AI at the centre of this transformation. In New York City, energy company Con Edison has installed major battery storage systems to help manage peak electricity demand and reduce reliance on polluting peaker plants, which supply energy only during high-demand periods.

    More broadly, Con Edison is deploying advanced AI-powered analytics software across its electric grid — optimizing voltage, enhancing reliability and enabling predictive maintenance. Together, these efforts show how combining energy storage and AI-driven analytics can make even the world’s busiest cities more resilient and efficient.

    AI is also powering “vehicle-to-grid” innovations in California, where an AI-driven platform manages electric school buses that can supply stored energy back to the grid during periods of high demand.

    By carefully managing when buses charge and discharge, these systems help keep the grid reliable and ensure vehicles are ready for their daily routes. As this technology expands, parked electric vehicles could serve as valuable backup resources for the electricity system.

    AI for clean energy initiatives

    AI is rapidly transforming cities by revolutionizing how energy is used and managed. Google, for example, has slashed cooling energy at its data centres by up to 40 per cent using AI that fine-tunes fans, pumps and windows more efficiently than any human operator.

    Organizations like the Electric Power Research Institute (EPRI), in collaboration with NVIDIA, Microsoft and others, have launched the Open Power AI Consortium, which is creating open-source AI tools for utilities worldwide.

    These tools will enable even the most resource-constrained cities to deploy advanced AI capabilities, without having to start from scratch, helping to level the playing field and accelerate the global energy transition.

    The result is not just cleaner air and lower energy bills, but a path to fewer blackouts and more resilient homes.

    New partnerships are forming between tech companies and power operators — ones that could reshape decades of misconceptions about nuclear energy.

    Last year, Meta (Facebook’s parent company) put out a call for nuclear proposals, Google agreed to buy new nuclear reactors from Kairos Power, Amazon partnered with Energy Northwest and Dominion Energy to develop nuclear energy and Microsoft committed to a 20-year deal to restart Unit 1 of the Three Mile Island nuclear plant.

    At the centre of these partnerships is artificial intelligence’s voracious appetite for electricity. One Google search uses about as much electricity as turning on a household light for 17 seconds. Asking a Generative AI model like ChatGPT a single question is equivalent to leaving that light on for 20 minutes.

    Having GenAI generate an image can draw about 6,250 times more electricity, roughly the energy of fully charging a smartphone, or enough to keep the same light bulb on for 87 consecutive days.

    The hundreds of millions of people now using AI have effectively added the equivalent of millions of new homes to the power grid. And demand is only growing. The challenge for tech companies is that few sources of electricity are well-suited to AI.

    The grid wasn’t ready for AI

    AI requires vast amounts of computational power running around the clock, often housed in energy-intensive data centres.

    Renewable energy sources such as solar and wind provide intermittent energy, meaning they don’t guarantee the constant power supply these data centres require. These centres must be online 24/7, even when the sun isn’t shining and the wind isn’t blowing.

    Fossil fuels can run continuously, but they carry their own risks. They have significant environmental impacts. Fuel prices can be unpredictable, as exemplified by the gas price spikes due to the war in Ukraine, and the long-term availability of fossil fuels is uncertain.

    Major tech companies like Google, Amazon and Microsoft say they are committed to eliminating CO2 emissions, making fossil fuels a poor long-term fit for them.

    This has pushed nuclear energy back into the conversation. Nuclear energy is a good fit because it provides electricity around the clock, maximizing the use of expensive data centres. It’s also clean, allowing tech companies to meet their low CO2 commitments. Lastly, nuclear energy has very low fuel costs, which allows tech companies to plan their costs far into the future.

    However, nuclear energy has its own set of problems that have historically been hard to solve — problems that tech companies may now be uniquely positioned to overcome.

    Is nuclear energy making a comeback?

    Nuclear power has long been considered too costly and too slow to build. The estimated cost of a 1.1 gigawatt nuclear power facility is about US$7.77 billion, but can run higher. The recently completed Vogtle Units 3 and 4 in the state of Georgia, for example, cost US$36.8 billion combined.

    Historically, nuclear energy projects have been hard to justify because of their high upfront costs. Like solar and wind power, nuclear energy has relatively low operating costs once a plant is up and running. The key difference is scale: unlike solar panels, which can be installed on individual rooftops, the kind of nuclear reactors tech companies require can’t be built small.

    Yet this cost is now more palatable when compared to the expense of AI data centres, which are both more costly and entirely useless without electricity. The first phase of OpenAI and SoftBank’s Stargate AI project will cost US$100 billion and could be entirely powered by a single nuclear plant.

    Nuclear power plants also take a long time to build. A 1.1 gigawatt reactor takes, on average, 7.5 years in the U.S. and 6.3 years globally. Projects with such long timelines require confidence in long-term electricity demand, something traditional utilities struggle to predict.

    To solve the problem of long-range forecasting, tech companies are incentivizing power providers by guaranteeing they’ll purchase electricity far into the future.

    These companies are also literally and financially moving closer to nuclear power, either by acquiring nuclear energy companies or locating their data centres next to nuclear power plants.

    Destigmatizing nuclear energy

    One of the biggest challenges facing nuclear energy is the perception that it’s dangerous and dirty. Per gigawatt-hour of electricity, nuclear produces only six tonnes of CO2. In comparison, coal produces 970, natural gas 720 and hydropower 24. Nuclear even has lower emissions than wind and solar, which produce 11 and 53 tonnes of CO2, respectively.

    Nuclear energy is also among the safest energy sources. Per gigawatt-hour, it causes 820 times fewer deaths than coal, 43 times fewer than hydropower and roughly the same as wind and solar.

    Still, nuclear energy remains stigmatized, largely because of persistent misconceptions and outdated beliefs about nuclear waste and disasters. For instance, while many public concerns remain about nuclear waste, existing storage solutions have been used safely for decades and are supported by a strong track record and scientific consensus.

    Similarly, while the Fukushima disaster in Japan displaced thousands of people and was extremely costly (total costs of the disaster are expected at about US$188 billion), not a single person died of radiation exposure after the accident, a United Nations Scientific Committee of 80 international experts found.

    For decades, there was little effort to correct public perceptions about nuclear fears because it wasn’t seen as necessary or profitable. Coal, gas and renewables were sufficient to meet the demand required of them. But that’s now changing.

    With AI’s energy needs soaring, Big Tech has classified nuclear energy as green and the World Bank has agreed to lift its longstanding ban on financing nuclear projects.

    Big Tech’s billion-dollar bet on nuclear

    The world has long lived with two nuclear dilemmas. The first is that, despite being one the safest and cleanest form of energy, nuclear was perceived as one the most dangerous and dirtiest.

    The second is that upgrading the power grid requires large-scale investments, yet money had been funnelled into small, distributed sources like solar and wind, or dirty ones like coal and natural gas.

    Now tech companies are making hundred-billion-dollar strategic bets that they can solve both nuclear dilemmas. They are betting that nuclear can offer the kind of steady, clean power their AI ambitions require.

    This could be an unexpected positive consequence of AI: the revitalization of one of the safest and cleanest energy sources available to humankind.

    With nuclear power on the rise, reducing conspiracies and increasing public education is key


    For decades, there was little effort to correct public perceptions about nuclear fears because it wasn’t seen as necessary or profitable. Coal, gas and renewables were sufficient to meet the demand required of them. But that’s now changing.

    With AI’s energy needs soaring, Big Tech has classified nuclear energy as green and the World Bank has agreed to lift its longstanding ban on financing nuclear projects.

    Big Tech’s billion-dollar bet on nuclear

    The world has long lived with two nuclear dilemmas. The first is that, despite being one the safest and cleanest form of energy, nuclear was perceived as one the most dangerous and dirtiest.

    The second is that upgrading the power grid requires large-scale investments, yet money had been funnelled into small, distributed sources like solar and wind, or dirty ones like coal and natural gas.

    Now tech companies are making hundred-billion-dollar strategic bets that they can solve both nuclear dilemmas. They are betting that nuclear can offer the kind of steady, clean power their AI ambitions require.

    This could be an unexpected positive consequence of AI: the revitalization of one of the safest and cleanest energy sources available to humankind.

    The US President’s Emergency Plan for AIDS Relief has been a cornerstone of global HIV/Aids prevention, care and treatment for over two decades. Pepfar has enjoyed broad bipartisan support in the US, but its future is now uncertain. Public health scholars Eric A. Friedman, Sarah A. Wetter and Lawrence O. Gostin explain Pepfar’s history and impacts, as well as what may lie ahead.

    The early years

    Many people today have forgotten the sheer devastation that the Aids pandemic wrought on the African continent, first spreading widely in east Africa in the 1980s. By the end of the 20th century, life expectancy in the region had decreased from 64 to 47 years.

    Millions of children were infected and many grew up as orphans, with HIV taking the life of one or both of their parents. Children, especially girls, were taken out of school to nurse sick relatives or because school fees were unaffordable.

    Underfunded health systems were near collapse, as were the economies of many African countries.

    Infection rates in several countries on the continent topped 30% of their adult populations.

    These devastating figures persisted despite the discovery of highly effective antiretroviral therapies in the 1990s. These drugs rapidly became widely available in rich countries, beginning in 1996, leading to an 84% decline in death rates over four years.

    But cost kept the drugs out of reach for African countries.

    Only about 100,000 of the 20 million people infected with HIV in Africa were accessing drug treatment in 2003.

    The turnaround

    A major breakthrough came when US president George W Bush proposed a bold global initiative, Pepfar, in his 2003 State of the Union Address. Pepfar would dedicate US$15 billion over five years with the goals of preventing 7 million new infections, treating 2 million people, and caring for another 10 million infected with HIV or orphaned by the disease.

    By 2005, more than 800,000 people were being treated for HIV in Africa – an eightfold increase from only two years prior. Under Pepfar, the costs of antiretroviral treatment per person per year in low- and middle-income countries fell from US$1,200 in 2003 to just US$58 in 2023.

    Pepfar maintained bipartisan support throughout both Democratic and Republican-led administrations and Congresses. Through 2018, it had been reauthorised three times, each for five years.

    The programme has lived up to its promise. The investment of over US$110 billion since being launched has been transformative, with sub-Saharan Africa benefiting the most.

    Globally, Pepfar has saved 26 million lives and prevented nearly 8 million babies from being born with HIV. In 2024, more than 20 million people were receiving HIV treatment through Pepfar, which was also supporting well over 6 million orphans, vulnerable children and their caregivers, and enabled nearly 84 million people to be tested for HIV that year.

    Its importance extends beyond Aids. The programme directly supports more than 340,000 health workers, a tremendous contribution in Africa especially, given severe health worker shortages in much of the continent.

    Pepfar-supported health services integrate HIV services with tuberculosis care, treatment and prevention. And since 2019, Pepfar has been part of a partnership for screening and treating women with HIV for cervical cancer, focused on 12 high-burden countries in sub-Saharan Africa.

    But the past two years have been ones of political discord and major disruption.

    Troubles begin

    The trouble began in May 2023, with Pepfar due for a five-year reauthorisation.

    A key member of Congress, along with organisations against abortion, raised concerns that Pepfar was supporting abortions, even though there was no such evidence at the time. In fact, by law Pepfar is prohibited from supporting abortions.

    House Republicans sought to include abortion restrictions in the Pepfar reauthorisation. But Congress passed a reauthorisation bill without abortion provisions in March 2024, to last until 25 March 2025.

    Ever since then, the threats posed to a five-year Pepfar reauthorisation have grown.

    The Trump effect

    In January, Pepfar reported to Congress that its own investigators had found that four nurses in Mozambique had used Pepfar funding to perform abortions (which are legal in Mozambique), 21 in all. Pepfar officials froze funds to the four nurses and required staff to attest to understanding that they were prohibited from providing abortion as part of US-funded health services.

    Days later Pepfar, along with most other US foreign assistance programmes, suffered a severe blow. President Donald Trump signed an executive order pausing all further disbursements and new obligations of foreign assistance funds for 90 days, pending a sweeping review.

    Four days later, secretary of state Marco Rubio issued a directive that went even further, also requiring organisations to stop work, even those that had already received funds needed to operate.

    By 27 January, virtually all US foreign assistance programmes had come to a halt, including Pepfar programmes.

    Following an outcry, Rubio issued a waiver for lifesaving humanitarian assistance on 28 January. With confusion over what was covered, including whether the waiver encompassed HIV medicines, he issued another waiver on 1 February, covering Pepfar treatment and care programmes, including prevention of and treatment for TB and other opportunistic infections, as well as prevention of mother-to-child transmission programmes.

    But organisations receiving US foreign assistance funds needed to get individual approval to resume, and the administration had put much of USAid’s staff on administrative leave. USAid (along with the US Centers for Disease Control and Prevention) has a central role in administering Pepfar. Many others, including contractors embedded in USAid operations, have been furloughed or fired.

    Very few people existed to process requests to resume work. Furthermore, USAid’s payment system appeared not to be working.

    The decisions of the Trump administration are being challenged in court in the US on the grounds that they are illegal and unconstitutional because they are usurping Congress’s power to determine how the US government spends funds, among other violations of the law.

    Nonetheless, as of this writing, despite a court order to resume funding, it remains entirely frozen, and most programmes are still shut down. The day after the court ordered the government to pay nearly US$2 billion it owes organisations for work already done, the administration revealed that it had terminated the vast majority of foreign assistance awards, including some for Pepfar. Details have not been made public. Meanwhile, the US Supreme Court put a short-term pause on the lower court’s order to immediately pay the money already owed.

    The impact

    The impact has been immediate. People on HIV treatment could not pick up additional medicine, leading to treatment interruption. Pepfar-funded health services had to turn away patients. Health workers supported by Pepfar, among them 40,000 in Kenya, could no longer be paid.

    Many organisations that relied on Pepfar funds also had to lay off staff. Community groups have been affected and many have suspended their services entirely.

    It remains unclear what the future holds – how severe the cuts will be, and to what programmes. In the near term, much depends on the courts and whether the administration implements court orders, as it has yet to do. In the longer term, Congress could seek to resume Pepfar to its former strength, though this would mean acting against the administration’s wishes. Even then, it is not clear whether the administration would spend the money allocated, and the damage already done to Pepfar programmes and trust in the US government will not be repaired quickly.

    Pepfar is currently funded at US$7.5 billion annually. It accounts for over 10% of all US foreign assistance and over half of US global health assistance.

    The separate Pepfar waiver suggests the deepest support for Pepfar is for HIV treatment programmes, as well as others meant to be protected under the waiver. Barring vast cuts to foreign assistance and Pepfar, these programmes are most likely to be at least spared, though the administration has terminated even some grants that had been covered by the waiver.

    Other Pepfar programmes, particularly with respect to HIV prevention, are most vulnerable.

    Rethinking priorities

    The vulnerability of different African countries to Pepfar cuts varies widely. Some fund most of their own HIV programmes. South Africa’s HIV programmes are 74% domestically funded, with the balance coming from Pepfar (17%) and the Global Fund (7%).

    But Pepfar funding accounts for about 90% of all HIV funding in Tanzania and Côte d’Ivoire, and more than half of HIV medicines purchased for the Democratic Republic of Congo, Mozambique and Zambia are purchased by the US.

    If there are significant Pepfar funding cuts, it is doubtful that other wealthy countries will be able to compensate. And because the US, through Pepfar, is the largest contributor to the Global Fund, it is unlikely that the Global Fund could fill the gap either.

    Under these circumstances, unless countries increase their domestic HIV spending, the dramatic progress in combating HIV/Aids in Africa could begin to become undone.
    The conversation in Africa must focus on ending reliance on foreign assistance and developing resilient financing mechanisms to continue the fight to end Aids.

    Scopolamine, more chillingly known as “devil’s breath,” is a drug with a dual identity. In medicine, it’s used to prevent motion sickness and nausea. But in the criminal underworld, particularly in parts of South America, it has gained a dark reputation as a substance that can erase memory, strip away free will and facilitate serious crimes. Now, its presence may be sparking fresh concerns in the UK.

    While most reports of devil’s breath come from countries like Colombia, concerns about its use in Europe are not new. In 2015, three people were arrested in Paris for allegedly using the drug to rob victims, turning them into compliant “zombies”.

    The UK’s first known murder linked to scopolamine was reported in 2019 when the Irish dancer Adrian Murphy was poisoned by thieves attempting to sell items stolen from him. In a more recent case in London, a woman reported symptoms consistent with scopolamine exposure after being targeted on public transport.

    Scopolamine, also known as hycosine, is a tropane alkaloid, a type of plant-derived compound found in the nightshade family (Solanaceae). It has a long history: indigenous communities in South America traditionally used it for spiritual rituals due to its potent psychoactive effects.

    In modern medicine, scopolamine (marketed in the UK as hyoscine hydrobromide) is prescribed to prevent motion sickness, nausea, vomiting and muscle spasms. It also reduces saliva production before surgery. Brand names include Kwells (tablets) and Scopoderm (patches).

    As an anticholinergic drug, scopolamine blocks the neurotransmitter acetylcholine, which plays a vital role in memory, learning, and coordination. Blocking it helps reduce nausea by interrupting signals from the balance (vestibular) system to the brain. But it also comes with side effects, especially when used in high doses or outside a clinical setting.

    How it affects the brain

    Scopolamine disrupts the cholinergic system, which is central to memory formation and retrieval. As a result, it can cause temporary but severe memory loss: a key reason it’s been weaponised in crimes. Some studies also suggest it increases oxidative stress in the brain, compounding its effects on cognition.

    The drug’s power to erase memory, sometimes described as “zombifying”, has made it a focus of forensic and criminal interest. Victims often describe confusion, hallucinations and a complete loss of control.

    Uses and misuses

    In clinical settings, scopolamine is sometimes used off-label for depression, excessive sweating, or even to help quit smoking. But outside these uses, it’s increasingly associated with danger.

    Recreational users are drawn to its hallucinogenic effects – but the line between tripping and toxic is razor thin.

    In Colombia and other parts of South America, scopolamine, also known as burundanga, has been implicated in countless robberies and sexual assaults. Victims describe feeling dreamlike, compliant, and unable to resist or recall events. That’s what makes it so sinister – it robs people of both agency and memory.

    The drug is often administered surreptitiously. In its powdered form, it’s odourless and tasteless, making it easy to slip into drinks or blow into someone’s face, as some victims have reported. Online forums detail how to make teas or infusions from plant parts, seeds, roots, flowers – heightening the risk of DIY misuse.

    Once ingested, the drug works quickly and exits the body within about 12 hours, making it hard to detect in routine drug screenings. For some people, even a dose under 10mg can be fatal.

    Signs of scopolamine poisoning include rapid heartbeat and palpitations, dry mouth and flushed skin, blurred vision, confusion and disorientation, hallucinations and drowsiness.

    If you experience any of these, especially after an unexpected drink or interaction, seek medical attention immediately.

  • MIL-OSI Analysis: Can the NHS shift from treatment to prevention? What healthcare bosses think

    Imagine a healthcare system where preventing illness is just as important as treating it. This is the vision for the English NHS – but right now, it’s still far from reality. To become more sustainable and better serve patients in the long run, the NHS needs to shift its focus from reactive care to proactive, preventative support.

    On July 3 2025, the UK government published its Fit for the Future: Ten-Year Health Plan for England, laying out a blueprint to rebalance the health service toward prevention, digital transformation and localised care. The plan includes:

    • expanding up to 300 neighbourhood health centres to bring preventative services closer to communities

    • digitising services with 24/7 access through the NHS app, AI triage – the use of artificial intelligence to help prioritise and assess patients more efficiently, particularly in high-demand areas like emergency departments, GP surgeries and outpatient care – and robot-assisted surgery

    • tackling chronic illness earlier, including more support for obesity, smoking cessation and mental health

    • integrating prevention into everyday care, with a shift in national performance targets to better reflect long-term health outcomes.

    Prime minister Keir Starmer described it as a shift “from a sickness service to a health service,” marking a deliberate move away from crisis response toward early intervention and community-based support.

    But making this vision real won’t be easy.

    System still isn’t built for prevention

    In my research, I’ve looked at what good leadership should look like in the NHS – especially within England’s new integrated care systems (ICSs). A key part of these systems is place-based partnerships.

    These are local collaborations between NHS services, councils, charities and community groups, all working together to improve people’s health. The idea is to better join up care in each area and tackle the broader issues that affect health, such as housing, education and access to support.

    I spoke to NHS leaders, including chief executives of major health organisations, on the basis of anonymity, who agree that the system needs to change. But many of them say it will face major obstacles – especially financial constraints and fragmented funding models that continue to reward reactive care, such as A&E. As one NHS leader put it:

    All the things that come down from NHS England and the Department of Health and Social Care respond to the now, rather than where we are going.

    While the ten-year plan lays out ambitions for rebalanced funding, existing financial mechanisms won’t support this shift. The NHS can overspend during emergencies, but local authorities – who fund most social care and public health – must stay within strict budgets.

    This undermines integration and creates unequal footing between services. One senior leader noted”

    Local authorities will never consider us as a partner until we get our act together on finance… you’ve got to sit back and look at what impression that gives them – that we’re not equals.

    The ten-year plan acknowledges these disparities but offers limited detail on how to resolve them. Without concrete reform of funding flows and accountability structures, prevention may remain a priority in name only.

    In 2024, the health and social care secretary, Wes Streeting, described the NHS as “broken” and called for a review to expose the “hard truths” needed to fix it. He has been outspoken in championing both prevention and better integration with social care, viewing these as key to reforming a system overwhelmed by rising demand and worsening outcomes.

    Improving housing, social care, education, and jobs can reduce reliance on costly hospital treatments and significantly enhance overall health. In 2022, the NHS took a structural step toward this by merging health and social care services into “integrated care systems”, aiming to better coordinate services across sectors.

    However, it has now been more than a decade since key targets for emergency care, hospital waiting times, or cancer services were met – raising questions about whether structural changes alone are enough.

    The COVID pandemic deepened these pressures. Waiting lists for treatment surged, while NHS staff faced soaring stress levels. Many healthcare leaders describe the current moment as a perfect storm, in which long-term planning is increasingly difficult while trying to meet immediate needs.

    Why risk and measurement matter

    Preventative services, new technologies and integrated care models carry uncertainty. Leaders are understandably hesitant to shift resources away from acute services when “hospitals get the headlines.” One told me:

    We’re shuffling public service delivery cash around and not thinking through how we develop something fundamentally different.

    National performance frameworks also reinforce this inertia. Most targets still focus on wait times, emergency response, and treatment outcomes. As one executive put it:

    We manage what’s measured… If we were made to look at deprivation figures and elective recovery figures based on postcode and ethnicity, that might change the conversation.“

    The ten-year plan promises new indicators and better data sharing, but it remains to be seen whether these tools will actually shift behaviour at scale.

    Listening to communities?

    An effective shift to prevention requires more than structural reform – it needs genuine community engagement. One of the aims of integrated care systems was to involve local people in decisions about their health. Most leaders I have interviewed support this principle, but many admit that public involvement remains limited: “We’re not doing enough to listen… We’re not giving people opportunities.”

    The ten-year plan reiterates the importance of local voices and promises a stronger focus on “co-produced care,” but delivery will depend on time, trust and cultural change within the system.

    My research suggests that the NHS won’t be fixed by continuing to treat illness after it happens. It must evolve into a service that prevents poor health at its root – in homes, schools, workplaces and local communities.

    The government’s ten-year plan offers a renewed opportunity to make this shift. But if the plan is to succeed, it will require more than bold promises. It demands redesigned funding, rebalanced risk, shared power with communities – and, above all, the political will to change the system before it collapses under its own weight.

  • MIL-OSI China: China to carry out higher-level institutional opening-up trials in FTZs

    BEIJING, July 4 — China will support Free Trade Zones (FTZs) in further aligning with high-standard international economic and trade rules and carrying out higher-level institutional opening-up trials, Tang Wenhong, assistant minister of commerce, said on Friday.

    The country will support FTZs in formulating negative lists for data export in more fields and introducing more supportive measures to promote the efficient, convenient and secure cross-border flow of data, Tang told a press conference.

    Meanwhile, institutional innovation in cutting-edge fields such as artificial intelligence and technology finance will also be carried out in the zones to create a model for high-quality development, according to the ministry.

    To promote a higher level of liberalization and convenience in trade and investment in the zones, China will intensify market access stress tests, and orderly expand opening up in areas such as telecommunications, the internet and healthcare, Tang said.

    So far, a total of 379 institutional innovation achievements of FTZs have been replicated nationwide, enabling dividends of reform to be shared and the fruits of opening up to be enjoyed, the ministry said.

  • MIL-OSI Analysis: How the myth of ‘Blitz spirit’ defined and divided London after 7/7

    The “Blitz spirit” is one of Britain’s most enduring national myths – the stories we tell ourselves about who we were, and who we still believe we are today. Growing up among football fans, I heard constant nostalgic refrains about England and Germany, wartime bravery and national pride.

    Chants about “two world wars and one World Cup” or “ten German bombers in the air” were cultural rituals, flexes of a shared memory that many had never experienced themselves.

    Blitz spirit refers to the resilience, unity and stoic determination of civilians during the German bombing raids (the Blitz) of the second world war. It has reemerged time and again, symbolising a collective pride in facing adversity with courage, humour and a “keep calm and carry on” attitude.

    After the July 7 bombings in 2005, which killed 52 people and injured more than 700, I noticed how quickly the Blitz spirit reappeared. British newspapers reached into the past and pulled the myth forward.

    The Independent on July 8 said, “London can take it, and it can do so because its stoicism is laced as it always has been with humour.” The Daily Mail evoked images of “London during the Blitz… with everyone dancing through the bombs”.

    Tony Parsons opened his Daily Mirror column with “07/07 war on Britain: We can take it; if these murderous bastards go on for a thousand years, the people of our islands will never be cowed”, alongside an image of St Paul’s Cathedral during the Blitz.

    The spirit of working-class wartime London was, ironically, even applied to bankers and City traders who “kept the economy alive” after the attacks. A July 8 Times article claimed: “A Dunkirk spirit spread through London’s financial districts as Canary Wharf and City workers vowed they would not be deterred.”

    The use of river transport to evacuate workers reinforced the analogy. The Times described how “bankers and lawyers in London’s riverside Canary Wharf complex experienced their own version of the Dunkirk-style evacuations”, assisted by a “flotilla of leisure vessels and little ships”.

    I was fascinated: why this story, and why now? That question became the heart of a book I published in 2015 – one that explored how a myth born in 1940 was reborn in 2005, repurposed for a very different London.

    What I found was that the “Blitz spirit” wasn’t a lie, but it was a myth in the academic sense: a simplified, selective story built from the most comforting parts of the past.

    Wartime Britain was not uniformly united, stoic and proud. There were deep class divides. Looting occurred. Morale was rock-bottom in many cities and communities. Evacuees weren’t always welcomed with open arms. Government censorship and transnational propaganda masked social unrest.

    Understandably, these messy realities were left out of the postwar narrative. But what happens when we bring that myth into the present?

    The myth of the ‘Blitz spirit’

    Londoners did come together after the 7/7 bombings – there were undoubtedly examples of communities and strangers supporting each other and maintaining a sense of resilience that enabled them to continue their lives undeterred.

    But it was not one single unified message. Hate crimes against British Muslim communities in the weeks after the 2005 attacks exposed cracks in the narrative of national unity.

    Some used the Blitz spirit to support Tony Blair and George W. Bush, casting them as Churchillian leaders standing firm against a new fascism in the form of global terrorism. For others, the same figures represented a betrayal of British values.

    They were evoked instead to shame Blair and Bush. The Express made its feelings clear when it said: “It was throw up time when Blair was compared to Churchill by some commentators. What an insult!”

    The Blitz spirit also became a weapon in anti-immigration discourse. Some argued that Britain, unlike in 1940, had become a “soft touch” – compromised by EU human rights laws, welfare handouts and multiculturalism. The underlying message: today’s London could never be as brave or unified as wartime London.

    Writing in The Sun, Richard Littlejohn said: “War office memo. Anyone caught fighting on the beaches will be prosecuted for hate crimes.”

    An article in the Express condemning human rights laws said: “What a good thing these people weren’t running things when Hitler was doing his worst. Would the second world war have been more easily won if we had spent more time talking about freedom of speech than bombing Nazi Germany?”

    Multicultural resilience

    And yet, another narrative emerged – one that saw London’s multicultural identity as a strength, not a weakness. Here, the Blitz spirit wasn’t just a historical relic, but a kind of transcendental force. The city’s soul, it was said, remained resilient – passed down across generations, regardless of race, class or religion. For some, this was proof that Britain had evolved and still held fast to its best values.

    A letter to the Daily Mirror (July 17) invoked the Blitz spirit through a cross-cultural lens: “Colour, creed and cultures forgotten, black helping white and vice versa… We stood firm in the Blitz and we’ll do so again, going about our business as usual.”

    The Sunday Times quoted Michael Portillo, who framed London’s resilience as multicultural continuity: “Fewer than half the names of those killed on the 7th look Anglo-Saxon… Today’s Londoners come in all colours and from every cultural background. Yet they have inherited the city’s historic attitudes of nonchalance, bloody-mindedness and defiance.”

    The Blitz spirit, as my research revealed, is not a single story. It is a narrative tool used for many different – often opposing – purposes. It can bring people together, or be used to divide. It can inspire pride, or be weaponised in fear.

    National myths don’t just reflect who we were – they shape who we think we are. They’re never neutral. They’re always curated, always contested. If we want to be genuinely proud of our country – and we should – then we also have to be honest about the stories we cling to. We must ask: what’s left out, and who decides?

    The UK government has published its eagerly awaited ten-year health plan for England, setting out how billions of pounds in NHS funding will be used to transform healthcare delivery across the country.

    As anticipated, the plan is framed around the government’s three missions for the NHS: shifting care from hospital into the community, moving from analogue to digital communication, and focusing on preventing ill health rather than treating illness.

    The 168-page document responds to a stark warning that the NHS is “in serious trouble”. It is remarkable for the sheer number of ideas and proposals. As well as describing major new developments to improve people’s access to local in-person and virtual NHS care and disease prevention, it sets out a blizzard of other proposals.

    These include abolishing Healthwatch (a national watchdog that listens to people’s views on health and social care services to improve them), and bringing back some of the reforms of the Tony Blair era such as “new foundation trusts” and using private funding for new buildings.

    From hospital to community

    The big idea in the ten-year plan is a neighbourhood health service: large local health centres where people can access GP, nursing, dental, pharmacy, diagnostic and other services six days a week, 12 hours a day. These are intended to relieve pressure on hospitals and emergency departments, eventually replacing many outpatient clinics.

    The idea of shifting care into the community is not new. It has been advocated for over 30 years, including in the NHS white paper of 1997, the 2006 policy paper Our health, our care, our say, the NHS five-year forward view of 2014, and the NHS long-term plan of 2019.

    Some progress has been made in this direction. For example, much of the care for people living with asthma and diabetes is now provided in local general practices. Many general practices already have large teams of doctors, nurses, pharmacists, physiotherapists and other staff who offer aspects of the wider “neighbourhood care” described in the new plan.

    But what has not been achieved is having larger-scale primary care teams consistently available across the NHS. The new plan proposes new contracts and shifts of funding to enable wider change, and while welcome, these will be challenging to put into practice against a backdrop of major service pressures.

    From analogue to digital

    The plan emphasises strongly the need to extend the role of the NHS app, with it becoming the “doctor in your pocket” and the main route into NHS services. It proposes that the app holds your full patient record, enables you to book GP and hospital appointments and becomes a key source of healthcare advice.

    This sounds very attractive. However, the devil will be in the detail. There are so many NHS IT systems to harmonise, and major data security and privacy issues to overcome.

    Most critically, much attention must be given to sorting out basic NHS admin systems that are too often confusing and paper-based. This will entail lots of work with NHS clinical and administrative staff, changing long-standing ways of working, introducing new technology and adapting “the way we do things round here”.

    Using AI to record doctor visits, understand test results and give health advice could really change how healthcare works. But this will take lots of time and money to train staff, try out new systems and put them in place. Also, people will need clear information about what to expect from their local health services in the future.

    From sickness to prevention

    England is getting sicker, and there are stark inequalities between the richest and the poorest.

    To achieve the plan’s goal of empowering people to make healthier choices, robust cross-government action is essential across sectors, including housing, education and welfare. While some important measures such as the tobacco and vapes bill, plans to measure supermarkets’ sales of healthy foods, and the expansion of free school meals are included in the plan, others such as minimum alcohol pricing have been notably excluded.

    Integrated care boards (ICBs), the regional bodies who plan and fund NHS services in England, and local councils will be vital in enabling these public health measures to be implemented. However, this will be difficult in the short to medium term as ICBs are being forced to merge, cut headcount and reorganise their work.

    Making it work

    For the ten-year plan to succeed, three key elements are essential.

    First, there is an urgent need to set priorities. The public expects much swifter access to on-the-day GP appointments, an end to excessive waits in accident and emergency departments, and reductions in waiting lists for operations.

    The Department of Health and Social Care must guide the NHS in which aspects of the plan are to be addressed first. If everything is a priority, nothing is a priority.

    Second, implementation really matters. There is only so much management capacity, staff time, funding and goodwill to introduce new technologies and services. This government has already embarked on another “redisorganisation” of the oversight agency NHS England, and now plans to axe or merge a number of other national and local NHS bodies. NHS managers are vital to implementing the plan, but need to feel valued and supported, not denigrated as superfluous.

    Finally, the plan is almost silent on the two most pressing needs for government health reform. Without a properly funded system of adult social care to support older people and those living with enduring mental health needs, it is hard to see how hospital care can be transformed.

    And without an urgent and significant shift of resources to general practice and community services, neighbourhood health services will remain more of a dream than reality.

  • MIL-OSI Analysis: What MAGA means to Americans

    A decade ago, Donald Trump descended the golden escalator at Trump Tower in New York City and ignited a political movement that has reshaped American politics. In a memorable turn of phrase, Trump promised supporters of his 2016 presidential campaign that “we are going to make our country great again.”

    Since then, the Make America Great Again movement has dominated the U.S. political conversation, reshaped the Republican Party and become a lucrative brand adorning hats, T-shirts and bumper stickers.

    When asked what MAGA means to him, Trump, in a 2017 interview with The Washington Post said, “To me, it meant jobs. It meant industry, and meant military strength. It meant taking care of our veterans. It meant so much.”

    But Democratic leaders have a different interpretation of the slogan.

    Former President Bill Clinton in 2016 said of MAGA: “That message where ‘I’ll give you America great again’ is if you’re a white Southerner, you know exactly what it means, don’t you? What it means is ‘I’ll give you an economy you had 50 years ago, and I’ll move you back up on the social totem pole and other people down.”

    While MAGA is ubiquitous, little is known about what it means to the American public. Ten years on, what do Americans think when they hear or read this phrase?

    Based on the analysis of Americans’ explanations of what “Make America Great Again” means to them, we found evidence suggesting that the public’s views of MAGA mirror the perspectives offered by both Trump and Clinton.

    Republicans interpret this phrase as a call for the renewal of the U.S. economy and military might, as well as a return to “traditional” values, especially those relating to gender roles and gender identities. Democrats, we found, view MAGA as a call for a return to white supremacy and growing authoritarianism.

    What MAGA means

    We are political scientists who use public opinion polls to study the role of partisanship in American politics. To better understand American views about MAGA, in April 2025 we asked 1,000 respondents in a nationally representative online survey to briefly write what “Make America Great Again” meant to them.

    The survey question was open-ended, allowing respondents to define this phrase in any way they saw fit. We used AI-based thematic analysis and qualitative reading of the responses to better understand how Democrats and Republicans define the slogan.

    For our AI-based thematic analysis, we instructed ChatGPT to provide three overarching themes most touched upon by Democratic and Republican respondents. This approach follows recent research demonstrating that, when properly instructed, ChatGPT reliably identifies broad themes in collections of texts.

    Republican interpretation of MAGA

    Our analysis shows that Republicans view the slogan as representing the “American dream.” In part, MAGA is about restoring the nation’s pride and economic strength. Reflecting these themes, one Republican respondent wrote that MAGA means “encouraging manufacturers to hire Americans and strengthen the economy. Making the USA self-sufficient as it once was.”

    MAGA is also closely related among Republicans with an “America First” policy. This is partly about having a strong military – a common theme among Republican respondents – and “making America the superpower” again, one respondent wrote.

    Republicans also wrote that putting America first means emphasizing strict enforcement of immigration laws against “illegals” and cutting off foreign aid. For example, one Republican respondent said that MAGA meant “stopping illegals at the border, ending freebies for illegals, adding more police and building a strong military.”

    Finally, Republicans see the slogan as calling for a return to “traditional” values. They expressed a strong desire to reverse cultural shifts that Republican respondents perceive as a threat.

    As one Republican put it, MAGA “means going back to where men would join the military, women were home raising healthy minded children and it was easy to be successful, the crime rate was extremely low and it used to be safe for kids to hang out on the streets with other kids and even walk themselves places.”

    Another Republican made the connection between MAGA and traditional gender roles even more explicit, highlighting the link between MAGA and opposition to transgender rights: “MAGA people know there are only 2 sexes and a man can never be a woman. If you believe otherwise you are destroying AMERICA.”

    Democratic MAGA views

    Democrats have a very different understanding of the MAGA slogan. Many Democrats view MAGA as a white supremacist movement designed to protect the status of white people and undermine the civil rights of marginalized groups.

    One Democrat argued that “‘Make America Great Again’ is a standard borne by people who’ve seen a decrease in the potency of their privilege (see: cisgendered white men) and wish to see their privilege restored or strengthened. In essence, it’s a chant for all racist, fascist and otherwise bigoted actors to unite under.”

    Another Democrat wrote that MAGA was a call to “take us backwards as a society in regards to women’s, minority’s, and LGBTQ people’s rights … It would take us to a time when only White men ruled.”

    Democrats also view MAGA as a form of nostalgia for a heavily mythologized past. Many Democratic respondents described the past longed for by Republicans as a “myth” or “fairytale.” Others argued that this mythologized past, though appealing on the surface, was repressive for many Americans.

    One Democrat said that MAGA meant “returning America to a fantasy version of the past with the goal of advancing the success of white, straight, wealthy men by any means necessary and almost always to the detriment of other segments of the population.”

    Finally, many Democrats interpret the slogan as reflecting an authoritarian cult of personality. In this vein, a Democratic respondent said of MAGA, “It’s a call to arms for MAGA cult members, who believe that Trump and the Republicans party will somehow improve their lives by targeting people and policies they don’t like, even when it is against their best interests and any rational thought process.”

    While some Republicans expressed racist, xenophobic or anti-trans sentiments in their understanding of MAGA, some Democrats revealed outright condescension toward MAGA believers.

    “The MAGA’s are brainwashed, idiotic members of society who know nothing more than to follow the lead of an idiotic president who has the vocabulary of a 3rd grader,” one Democrat wrote. “It is nonsense idiots parrot,” another respondent said.

    In all, in the 10 years since Donald Trump burst onto the political scene, much has been written about the conflicting visions of past, present and future at the heart of America’s partisan divisions.

    With the Trump administration’s proclaimed commitment to return the U.S. to its “golden age” and a strong resistance to his efforts, only time will tell which vision of America will prevail.

    Speech delivered by Skills Minister Jacqui Smith at the University of Oxford on higher education reform, access and participation and working with the FE sector

    Introduction

    Good morning.

    Thank you for inviting me today.

    I am delighted to see the exciting work on skills education being led by SKOPE’s research on joined-up tertiary education systems.  It is being discussed across the sector.

    And I include government in that, as part of our commitment to evidence-based policymaking.

    It’s a pleasure to be back in Oxford, where I studied all those years ago.

    I was at Hertford, 5 minutes down the road, a college with a proud tradition of inclusion. I was a beneficiary of the Hertford Scheme to encourage state school pupils to apply.

    I hardly dared hope on a snowy December day in 1980 that I could be the first person from my Worcestershire comprehensive to study here.

    It was Hertford, with its pioneering approach to outreach, that gave me the confidence to apply.

    Starting in 1965, it dramatically raised the college’s academic standards and performance.

    In fact, at one point, the university threatened to disassociate Hertford for unfairly ‘poaching’ the best students!

    But many colleges set up similar schemes to emulate its success, before admissions were finally standardised in 1984.

    Why am I telling you this?

    Because it shows that breaking down barriers to opportunity is the key to success.

    For Oxford to succeed, it must welcome-in the best talent, from across the whole population.

    Challenging Oxford

    Oxford recently released their state school admissions data for 2024.

    And the results were poor.

    66.2% – the lowest entry rate since 2019.

    I want to be clear, speaking at an Oxford college today, that this is unacceptable.

    The university must do better.

    The independent sector educates around 6% of school children in the UK.

    But they make-up 33.8% of Oxford entrants.

    Do you really think you’re finding the cream of the crop, if a third of your students come from 6% of the population?

    It’s absurd.

    Arcane, even.

    And it can’t continue.

    It’s because I care about Oxford and I understand the difference that it can make to people’s lives that I’m challenging you to do better.  But it certainly isn’t only Oxford that has much further to go in ensuring access. 

    For example, it is shocking how few care leavers attend university, let alone this one!

    Just 14% enter higher education, and they are more than twice as likely to drop-out.

    University entry is supposed to be a meritocracy.

    But there’s still an awful lot of untapped talent out there.

    People with the potential to soar in higher education.

    Universities have got to go further.

    Play a stronger role in expanding access, and improve outcomes for disadvantaged students.

    And this must include more support for care leavers, some of the most vulnerable people in our society.

    I welcome Oxford’s recent commitment, along with other Russell Group universities, to do more for students who grew-up in care.

    And to increase your admissions transparency, and use of contextual admissions.

    I look forward to seeing some tangible outcomes from this pledge.

    I’m not looking for tinkering at the edges. A leg-up here, a bursary there.

    As a Labour government, we want Big Picture change.

    This is about individual opportunity, but it matters across government,

    from education, to health, to the economy. Just yesterday, Wes and Bridget have set out how we’re asking universities to do more to support our mission to break down the barriers to opportunity.  We’re looking at better transparency over university admissions, starting with publishing data on medical schools’ admission of those from lower socio-economic backgrounds.

    We must strive to ensure, from early years all the way through to higher education, that background never equals destiny.

    And that’s where our Post-16 Education and Skills Strategy comes in.

    The Post-16 Education and Skills Strategy

    We will publish the strategy soon.  

    It will include our vision for a world-leading skills system.

    One that takes a whole-system, mission-driven approach to breaking down barriers to opportunity to unleash growth.

    This means:

    • A more focused skills system, underpinned by Skills England’s national view of skills needs.

    • Clear, high-quality qualifications that ensure every learner has a clear route to further study or work.

    • Firm foundations, putting the system on a financially stable footing that supports strategic specialisation.

    And finally,

    • A new culture of ‘skills first’ where it is everyone’s responsibility – individuals, employers, and the state – to ensure workers reskill and upskill throughout their lives.

    This will boost personal and national prosperity, and reduce reliance on migration to fill skills gaps.

    What do we need to do to achieve this?

    First, there needs to be a renewed partnership between government and business.

    This means both local and central government working with business to identify skills gaps and develop solutions.

    We’ve heard the calls for more flexibility in the skills offer by introducing foundation and short apprenticeships.

    Now we’re going further with new short courses from April 2026, funded through the Growth and Skills Levy, in areas such as digital, artificial intelligence and engineering.

    These support priority sectors named in our Industrial Strategy, like the Creative Industries and Advanced Manufacturing.

    Because we recognise the importance of key sectors to delivering our Industrial Strategy and our Plan for Change.

    That’s why we’ve adopted a sector-based approach to address key skills needs.

    We started with our construction skills package, worth £625 million.

    To train up to 60,000 extra construction workers – crucial for delivering on our pledge to build 1.5 million new homes.

    We announced a further three further packages in the Industrial Strategy:

    • An Engineering package worth over £100 million, to support the pipeline of engineers into priority sectors like Advanced Manufacturing,

    • Clean Energy Industries, and Digital Technology.

    • A Defence package that is foundational for national security and economic growth,
      including establishing Defence Technical Excellence Colleges.

    • And a Digital package, including £187 million investment for digital and AI skills,
      and a commitment to train 7.5 million UK workers in essential AI skills
      by 2030, through a new industry partnership with major tech players.

    Raising the prestige of Further Education

    We understand that the economy needs both technical skills and academic disciplines in order to grow.

    It’s not a zero sum game – because both have so much to offer our people and our economy.

    And, dare I say it, much to learn from each other!

    Further education needs to emerge from the shadow of Higher Education as an equal partner.

    That means positive prominence in careers advice.

    And public recognition that’s long overdue.

    Technical education needs to be a respected alternative to academic pathways.

    And Technical Excellence Colleges will be at the heart of this.

    Only when there is parity, will we secure high-quality post-16 routes for all learners, rather than the lucky few.

    For learners from 16-19, we will be guided by the independent  Curriculum and Assessment Review, set to publish this autumn.

    High esteem follows high-quality teaching and student outcomes.

    We will provide funding to recruit and retain high-quality Further Education teachers, especially for courses delivering scarce skills to priority sectors.

    And this is backed by funding secured at the recent Spending Review.

    We are investing £1.2 billion a year more in skills by 2028-29, alongside over £2 billion of capital investment in skills to support the condition and capacity of the estate.

    Strengthening Higher Education’s role within the skills system I said earlier that Further Education needs to be an equal partner of Higher Education. Since we came into Government in July, we’ve ended the culture of talking down universities, and dismissing the opportunities higher education provides.

    We’re doing quite the opposite, working with you to:

    • drive up standards;
    • maintain our position as a world-class beacon of excellence;
    • build on a proud history of innovation and brilliance in higher education.

    But as the world changes, so must our higher education system.

    We cannot allow the town and gown divide to widen, and for universities and their communities to drift.

    We need collaboration, partnership, and mutual respect.

    Higher Education needs to reach out and play a bigger role in the skills system.

    Because ‘high-quality post-16 routes for all learners’ doesn’t necessarily mean they must choose between HE and FE.

    Our analysis shows the majority of the future skills we’ll need will be at higher levels.

    This means technical students will need access to cutting-edge facilities and courses, as they build their qualifications.

    So the artificial barriers between Further and Higher Education must come down – in a coordinated, effective way.

    And this will be facilitated by the Lifelong Learning Entitlement.

    The Lifelong Learning Entitlement

    The ability to learn across our working lives is no longer just admirable, or valuable. It’s essential.

    People aren’t just working for longer.

    They are changing roles and careers more frequently.

    And the skills needed for those roles are also evolving rapidly.

    Yet despite all this change, the student finance system still largely operates on the assumption that learning only happens early in life.

    To break down the barriers to opportunity, we must support learning at every stage of life.

    This is exactly what the Lifelong Learning Entitlement – or LLE – will do, offering choice, flexibility and opportunity to adults across their working lives.

    From January 2027, the LLE will replace the student finance system.

    It will continue to fund students entering higher education to take traditional degrees.

    But it will also fund new, flexible modular pathways, widening student finance to a broader range of courses and learners.

    That includes those returning to education later in life, who may be working whilst studying. Providing flexibility around personal commitments like caring responsibilities.

    What does means in practice?

    I want you to imagine Sarah, a full-time receptionist and mother who decides she wants a career change. However, Sarah is concerned about committing to studying full-time, as her family is still growing, and she is struggling to take out time to pursue retraining in computer science.

    Through the LLE and the funding of individual modules, Sarah will be able to study one module at a time, to build up her credits over time, alongside her work and family commitments.

    The LLE will not just change the type of provision on offer.

    It also has the potential to transform how employers work with providers to train and recruit staff, allowing modular top-up to build or update their skills.

    We’re already seeing this play out through our modular acceleration programme.

    We want education providers to innovate in how they respond to the new model, so that lifelong upskilling becomes accessible and unremarkable.

    At the same time, employers must be active partners in LLE provision, co-designing flexible courses that create accessible pathways into the workforce.

    We will shortly set-out the final policy design of the LLE, so FE and HE providers can plan for this transformational change.

    Improving local join-up

    The final thing we must do to widen opportunity and build growth is better local join-up. This means strategic collaboration between local education providers, employers, research hubs and health services.

    We set the scene at the end of last year with our ‘Get Britain Working’ and ‘English Devolution’ White Papers.

    These described how mayors and Local Growth Plans will play a key role in shaping their regional skills systems. Local Get Britain Working plans will drive joined-up action to reduce economic inactivity, and take forward our Youth Guarantee.

    This is key for ensuring young people in difficult circumstances are supported to achieve good qualifications and good employment.

    The skills system is at its most effective when detailed local understanding is matched with insight from local employers and training providers.

    Many young adults face complex barriers to engaging with skills courses; an estimated 1 in 8 young people are NEET – not in education, employment or training.

    Improving the accessibility of training will be crucial to reducing the number of NEETs,.

    But to bring them into the fold, you have to understand local barriers as well as national, systemic issues.

    Further Education colleges often do this well by working with many local partners. They are big participants in Local Skills Improvement Plans (or LSIPs).

    These collaborations identify and respond to gaps in skills provision, giving employers a more strategic role in the system.

    I believe in LSIPs because they facilitate partnership  

    Early evidence shows Plans are already having an impact, raising the number of learners training in priority sectors – with more employers telling us that local skills provision meets their needs.

    But we must go further to join-up local systems to drive opportunity and growth.

    Which bring me back to universities.

    Discussions on LSIPs should involve all local providers, and all levels of education – including up to Doctorate level! 

    If your university offers a course that relates to your local skills offer, or local employers, you have something to contribute to these discussions.

    And to the outcomes of local students studying beyond your campus, in neighbouring colleges.

    And let’s not forget the role of research and innovation.

    Universities are renowned for delivering solutions to global challenges.

    But this also happens at a local level, as seen with the Oxford Local Policy Lab.

    HE also brings new ideas to market, through start-ups and partnerships with industry.

    Whichever way you look at it, Higher Education has a huge role in driving local growth and opportunity.

    You need to be part of this conversation.

    Universities involved in local growth

    And this is not just some government aspiration!

    There are plenty of examples of institutions stepping-up to play their part.

    The London South Bank University group acts as an anchor institution within the local education community. It brings together FE colleges, sixth form colleges and employers – particularly the NHS – to ensure a truly collaborative approach to education, training and skills provision.

    You’ll hear later from Professor Kathryn Mitchell, Vice Chancellor of Derby University.

    They work closely with FE colleges and local employers, particularly Rolls Royce to ensure clear links between education and the labour market.

    And in the North East, organisations like Sunderland Software City are leading the tech industry to match local education and training provision with regional requirements.

    It’s great to see – and shows just what university participation in inclusive growth can do for the local economy and community.

    Conclusion

    I know I’m not alone here in admiring this, and wanting change.

    Many people in this room who are working to make Further and Higher Education better – to better serve our people and our nation.

    I’d like to thank you for your innovation and dedication to this – which can sometimes be uphill work!

    I’m grateful to SKOPE, who’ve worked with my officials to share their expertise in developing our Post-16 Education and Skills Strategy.

    And to the Nuffield Foundation for helping to fund SKOPE’s research.

    The strategy is just the beginning, by the way!

    The different parts of the system will need to work together to meet its vision.

    To bring about a fairer society, where everyone has the chance to gain good qualifications, get a good job, support their family, and contribute to their community and our economy.

  • MIL-OSI Analysis: Chatbots are on the rise, but customers still trust human agents more

    Customers contact companies regularly to purchase products and services, inquire about orders, make payments and request returns. Until recently, the most common way for customers to contact companies was through phone calls or by interacting with human agents via company websites and mobile apps.

    The advent of artificial intelligence (AI) has seen the profileration of a new kind of interface: chatbots. A chatbot is an intelligent software program that can carry out two-way conversations with customers.

    Spurred by the potential of chatbots to communicate with customers round-the-clock, companies are increasingly routing customers to chatbots. As such, the worldwide chatbot market has grown from US$370 million in 2017 to about US$2.2 billion in 2024.

    As these tools become more embedded in customer service systems, understanding customer preferences and behaviours is crucial.

    Do customers prefer chatbots or human agents?

    Despite the enthusiasm on the business side for chatbots, customers are far less convinced. A recent survey found that 71 per cent of customers prefer interacting with a human agent rather than a chatbot. Sixty per cent of customers also report that chatbots often fail to understand their issue.

    Most companies today use chatbots as the first point of contact. Only when a chatbot cannot answer a question or a customer asks to speak with someone does the conversation shift to a human agent.

    Underlying these preferences is a broader skepticism about AI, as the majority of customers report low trust in it.

    Most companies today use chatbots as the first line of customer support. Only when a chatbot fails to provide the necessary information or a customer asks to speak with someone does the conversation shift to a human agent.

    While efficient, this one-size-fits-all approach may be sub-optimal because customers may prefer a human agent for some types of services and a chatbot for others.

    For example, a recent survey found 47 per cent of Canadians are comfortable letting a company use their purchase history for marketing, but only nine per cent are comfortable letting the company use their financial information.

    New research offers insight

    To better understand how customers actually interact with chatbots versus human agents, I partnered with a large North American retailer and analyzed over half a million customer service interactions between customers and either agents or chatbots.

    I used machine learning methods to conduct three analyses on the chat transcripts.

    The first focused on why customers reach out to customer service in the first place. I found most inquiries fell into six main categories: orders, coupons, products, shipping, account issues and payments. Customers rarely turned to chatbots for questions related to shipping or payment, seemingly preferring human agents when their issue involves more detailed or sensitive information.

    The second analysis measured how closely the language used by customer service agents — both human and bot agents — matched the language of the customers they were interacting with. It found human agents showed a higher degree of linguistic similarity to customers than chatbots did.

    This result was unexpected. Given the sophistication of today’s AI, I had anticipated chatbots would be able to closely mimic customer language. Instead, the findings suggest human agents are better able to follow customers’ varied and dynamically changing language use.

    The third analysis tested the thesis that similarity breeds liking — a concept that suggests human agents’ similarity with customers should increase customer’s engagement.

    I measured customer engagement by the average number of seconds between a customer’s consecutive messages during a chat. The results show that when human agents displayed higher linguistic similarity, customers responded more quickly and frequently. The more the customer felt “understood,” the more engaged they were.

    Recommendations for companies

    My research findings make three recommendations to companies. First, companies should identify the reason behind each customer inquiry before assigning that customer to a chatbot or a human agent. The reason should determine whether the company matches the customer to a bot agent or a human agent.

    Second, both chatbots and human agents should be trained to adapt their language and communication style to match that of the customer. For human agents, this kind of mirroring may come naturally, but for chatbots, it must be programmed.

    My research shows that customers are more engaged when they feel that the agent they are chatting with understands them and communicates in a similar way. Doing this will keep customers engaged and lead to more effective and efficient interactions.

    Third, businesses should ask technology companies for evidence on how much their chatbots increase effectiveness and efficiency relative to human agents. Specifically, how do their chatbots compare to human agents in terms of efficiency and customer satisfaction? Only if the metrics exceed a certain threshold should companies consider using chatbots.

    Customers want to feel understood and supported — and for now, that often still means talking to a real person. Rather than seeing chatbots as a wholesale replacement, companies should treat them as part of a hybrid approach that respects customer preferences and aligns the right tool with the right task.

    RHODES, Greece, July 4 — China stands ready to strengthen the bond of cooperation with Greece, Chinese Premier Li Qiang said here on Friday.

    During his meeting here with Greek Deputy Prime Minister Kostis Hatzidakis, Li also said China is willing to work with Greece to leverage complementary advantages, advance the implementation of the plan for the Port of Piraeus in a high-quality manner, and promote more optimized and balanced development of the bilateral trade.

    During the meeting, he noted that Chinese President Xi Jinping met with Greek Prime Minister Kyriakos Mitsotakis during his visit to China in November 2023 and reached important consensus on deepening bilateral relations.

    Over the past two years, Li said, China and Greece have actively implemented the outcomes of the visit and promoted high-quality development of the Belt and Road cooperation, delivering more benefits to the peoples of both countries.

    Noting that next year marks the 20th anniversary of the China-Greece comprehensive strategic partnership, Li said China is willing to work with Greece to continue firmly supporting each other’s core interests and major concerns, expand practical cooperation in various fields and achieve more concrete results.

    China is also ready to work with Greece to enhance cooperation in such fields as clean energy, power transmission and transformation, and artificial intelligence (AI), and foster new drivers for economic growth, said Li, adding that China supports and encourages more capable Chinese enterprises to actively invest in Greece in accordance with market principles.

    The Chinese premier also encouraged both sides to promote mutual learning between civilizations, facilitate tourism and other people-to-people exchanges, and enhance the friendship between the two peoples.

    Noting that China and the European Union (EU) share extensive common interests, Li said that as unilateralism and protectionism are rising globally, China and the EU should jointly send a positive message of supporting multilateralism and free trade, and work together to safeguard economic globalization and international economic and trade order.

    It is hoped that Greece will continue to play a constructive role in promoting the development of China-EU relations, he said.

    For his part, Hatzidakis said that Greece and China are both ancient civilizations, and Greece attaches great importance to developing its relations with China.

    Noting that Greece is willing to implement the consensus reached by the two heads of state, he said that Greece stands ready to further enhance high-level exchanges with China, deepen practical cooperation in such areas as trade, investment, shipping, energy and tourism, promote people-to-people exchanges, strengthen dialogue between civilizations, so as to advance the development of Greece-China comprehensive strategic partnership.

    China is a major country with significant international influence, he said, adding that Greece is ready to strengthen multilateral coordination with China, jointly uphold the purposes and principles of the UN Charter and address global challenges such as climate change.

    Greece is also willing to contribute to the development of EU-China relations, he added.

    The Chinese premier left Beijing on the same day for Rio de Janeiro, Brazil to attend the 17th BRICS Summit upon invitation, making a stopover on the island of Rhodes, Greece.

    This historic legislation will help deliver on President’s Trump’s mandate to arrest and deport criminal illegal aliens

    WASHINGTON – Department of Homeland Security (DHS) Secretary Kristi Noem today released the following statement on President Donald J. Trump’s historic signing of the One Big Beautiful Bill (BBB) Act into law. The BBB secures a historic $165 billion in appropriations for DHS, which will help deliver on the President’s mandate to arrest and deport criminal illegal aliens and make America safe again.  

    “President Trump’s signing the One Big Beautiful Bill is a win for law and order and the safety and security of the American people,” said Secretary Kristi Noem. “This $165 billion in funding will help the Department of Homeland Security and our brave law enforcement further deliver on President Trump’s mandate to arrest and deport criminal illegal aliens and MAKE AMERICA SAFE AGAIN!”  

    In June, Secretary Noem laid out the national security wins that the BBB secures for the American people. The highlights include:  

    • $46.5 billion to complete construction of the border wall.
    • $14.4 billion for removal transportation.
    • $12 billion in state reimbursements for states that fought against the Biden administration’s open border.
    • $4.1 billion to hire additional CBP personnel, including 3,000 more customs officers and 3,000 new Border Patrol agents.
    • $3.2 billion for new technology and $2.7 billion for new cutting-edge border surveillance.
    • $855 million to expand Customs and Border Protection’s vehicle fleet.
    • The law will also provide ICE with the funding to hire 10,000 new agents, which would allow the rate of deportations to reach as high as 1 million per year. ICE currently has 20,000 law enforcement and support personnel across 400 offices.
    • The BBB provides ICE with enough detention capacity to maintain an average daily population of 100,000 illegal aliens and secures 80,000 new ICE beds.
    • The Big Beautiful Bill will also fully fund ICE’s 287(g) program, which empowers state and local law enforcement to assist federal immigration officers.
    • Under the law, ICE and Border Patrol agents will also receive a $10,000 bonus for the next four years.  

    The BBB also bolsters the U.S. Coast Guard (USCG) with the following:  

    • $14.1 billion for USCG cutters.
    • $3.7 billion for USCG aircraft.
    • $6 billion for USCG infrastructure.

    “President Trump’s signing the One Big Beautiful Bill is a win for law and order and the safety and security of the American people,” said Secretary Kristi Noem. “This $165 billion in funding will help the Department of Homeland Security and our brave law enforcement further deliver on President Trump’s mandate to arrest and deport criminal illegal aliens and MAKE AMERICA SAFE AGAIN!”  

    In June, Secretary Noem laid out the national security wins that the BBB secures for the American people. The highlights include:  

    • $46.5 billion to complete construction of the border wall.
    • $14.4 billion for removal transportation.
    • $12 billion in state reimbursements for states that fought against the Biden administration’s open border.
    • $4.1 billion to hire additional CBP personnel, including 3,000 more customs officers and 3,000 new Border Patrol agents.
    • $3.2 billion for new technology and $2.7 billion for new cutting-edge border surveillance.
    • $855 million to expand Customs and Border Protection’s vehicle fleet.
    • The law will also provide ICE with the funding to hire 10,000 new agents, which would allow the rate of deportations to reach as high as 1 million per year. ICE currently has 20,000 law enforcement and support personnel across 400 offices.
    • The BBB provides ICE with enough detention capacity to maintain an average daily population of 100,000 illegal aliens and secures 80,000 new ICE beds.
    • The Big Beautiful Bill will also fully fund ICE’s 287(g) program, which empowers state and local law enforcement to assist federal immigration officers.
    • Under the law, ICE and Border Patrol agents will also receive a $10,000 bonus for the next four years.  

    The BBB also bolsters the U.S. Coast Guard (USCG) with the following:  

    • $14.1 billion for USCG cutters.
    • $3.7 billion for USCG aircraft.
