    It’s the tenth anniversary of the marriage referendum in Ireland on May 22. The first country to legalise same-sex marriage by popular vote, Ireland has transformed itself from a conservative stronghold to a liberal state. This transformation could not have occurred without the important contributions of activists like Mary Dorcey, one of Ireland’s most significant LGBTQ+ writers.

    Dorcey began her political activism in the 1970s, having returned to Ireland after living in France and England. Having met other queer people abroad, Dorcey was struck by the repression that characterised Irish life: “The word ‘homosexual’ was not spoken or written in Ireland before the 1970s. The word ‘gay’ didn’t exist.”

    Determined to break through the silence, Dorcey became a founding member of various activist groups, including the Sexual Liberation Movement at Trinity College Dublin.

    One of Dorcey’s most prominent displays of early activism occurred at the Women’s Week conference at University College Dublin, where she substituted for an absentee speaker. Frustrated by the erasure of homosexuality from Irish life, Dorcey took the stage, quoting the American feminist slogan “if feminism is the theory, lesbianism is the practice”.

    A headline appeared on the front page of the Irish Times the following day. It read: “Self-confessed lesbian denounces heterosexuality as sadomasochism.” While the headline caused ruptures at home, Dorcey remained an advocate of queer rights. “I wasn’t going to make any apologies,” she told the Museum of Literature Ireland. “It was their problem if they couldn’t see how beautiful we were.”

    Dorcey’s unwavering commitment to breaking the silence surrounding queerness is clearly displayed in her first poetry collection, Kindling (1982). Poems like Night, for example, are explicit in their bold use of homosexual imagery:

    I ask you then what am I to do with all these memories

    heavy and full?

    Hold them, quiet, between my two hands,

    as I would if I could again

    your hard breasts?

    The collection made waves, with even members of the queer community commenting on its outspokenness. Dorcey has discussed how her unflinching portrayal of homosexuality worried many community members – did her candidness threaten to expose them?

    Despite this, her activist tendencies prevailed, recognising the power of literature to shock readers into sociopolitical awareness, as expressed in poems like Deliberately Personal.

    One of Dorcey’s most important literary contributions is her short story collection A Noise from the Woodshed (1989). The collection debuted a year after her former Sexual Liberation Movement comrade David Norris’s landmark victory at the European Court of Human Rights, which required Ireland to decriminalise homosexual activity between men.

    Lesbianism was never explicitly illegal in Ireland under its adoption of British legal codes, which feared that writing it into law would introduce otherwise “respectable” women to its existence.

    Dorcey’s overtly lesbian stories are therefore groundbreaking. They depict autonomous women unafraid to voice their lesbian desires. Much of her work responds to the main concerns of the “decriminalisation era”, resulting in a charged critique of traditional Irish life.

    For example, the title story of A Noise from the Woodshed follows a group of lesbians refusing domestic duties to bask in the sensuality of a rural Irish landscape. The collection won the Rooney Prize for Irish Literature a year after its publication.

    Writing desire

    Seven years after Norris’s win, a 1995 referendum signalled further shifts in Irish society. Succeeding by only a whisper, the legalisation of divorce reflected the further weakening influence of the Catholic church, making way for alternative family structures.

    Although Dorcey’s Biography of Desire doesn’t address the referendum directly, its story touches on many of the same issues. The 1997 novel follows the growing relationship between Katherine and Nina. Katherine has left her husband and children to start a new life with Nina.

    While Katherine chooses to only separate from her husband, she is fearful that a judge will grant him full custody of their children because of her lesbian relationship. “Can there be any doubt which of us would be considered the more respectable parent by the law?” she wonders.

    In this regard, the novel anticipates many of the issues that would emerge during the 2015 referendum.

    Biography of Desire also marks an early exploration of bisexuality in Irish literature, with Katherine and Nina’s intense affair leading critics to position the book as one of the first erotic novels in Irish history.

    Dorcey’s commitment to voicing the fluid possibilities of queerness continues with Katerine’s suggestion: “We ought to be bisexual all of us … Men would learn to surrender themselves to pleasures … and women would learn to please themselves … instead of waiting passively.”

    The novel, however, should not be taken as a simplistic disavowal of heterosexuality, but rather aligned with Dorcey’s mission to explore the universality of human love, life and experience.

    While Dorcey is no longer making such a ruckus at public gatherings, she continues to publish, with her influence on queer Irish literature voiced by the likes of Irish Canadian novelist Emma Donoghue and affirmed by her admittance to the prestigious Irish organisation of artists, the Aosdána in 2010.

    Her most recent poetry collection, Life Holds its Breath (2022), testifies to her talents as a writer, and concludes with the poem Banshee, which reflects on her activist days: “We are the women our mothers / warned us about.”

  • MIL-OSI Global: Hay fever: why symptoms are so bad this year – and what to do if your usual remedies aren’t working

    Hay fever can be annoying at the best of times. But this year, many people are reporting their usual symptoms are worse than ever before – with their normal go-to remedies doing little to provide relief.

    Here’s what you can do if you’re finding that nothing seems to be helping your itchy eyes, sneezing and runny nose this year.

    There are several reasons why hay fever is so bad right now. Climate change and pollution have lengthened and intensified pollen seasons, so trees and grasses now release allergens earlier and for longer. Urban smog may even make pollen grains more potent.

    In the UK, 2025’s unusually dry and warm spring has worsened conditions, leading to earlier and more intense tree pollen release. Birch pollen, which affects around 25% of UK hay fever sufferers, peaked sharply this year due to the high temperatures and low rainfall – two factors which increase pollen production and dispersal. The lack of rain has also prevented pollen from being cleared from the air, prolonging exposure and symptom severity.

    Another issue is timing. For full relief from hay fever symptoms, allergy medicines (especially steroid nasal sprays) should be started one to two weeks before pollen appears. So in the UK, steroid nasal sprays should ideally be started in early March for tree pollen or late April for grass pollen. Starting them late can make them seem ineffective.

    You can also develop new sensitivities, even as an adult. Pollen that didn’t bother you years ago might start causing symptoms now. Grass and birch pollen are among the most common types of seasonal pollen that start bothering people in adulthood.

    Managing symptoms

    If you’re finding allergy pills alone just aren’t cutting it this year, the best thing you can do to reduce symptoms is cut your pollen exposure wherever possible.

    Before going outdoors, check the local pollen forecast. Avoid exercising outside during peak pollen hours (usually mid-morning on dry, windy days).

    If you do go outside, wear a face mask (such as an N95 mask) when pollen counts are high. After coming inside, remove your shoes at the door, change your clothes and take a shower to wash off pollen.

    Inside, you can use a HEPA air purifier or high-MERV filters in your heating or cooling system. These will capture airborne pollen particles, which may help to reduce the severity of your symptoms during high-pollen seasons. On high-pollen days, keep windows and doors closed. You might also want to vacuum with a HEPA-filter vacuum and wash bedding often to remove any pollen.

    While these steps won’t cure allergies, they can sharply reduce your total exposure. This gives medications a better chance to work.

    While non-drowsy antihistamines such as loratadine, cetirizine and fexofenadine are common first-line treatments, research suggests fexofenadine may provide more consistent symptom relief for people with moderate to severe seasonal allergies compared to other types of antihistamines. However, each person will respond differently – so use whichever type provides you the most relief. Allergy tablets work best when taken daily and pre-emptively, ideally before peak exposure each morning.

    Nasal steroid sprays, such as fluticasone, are often more effective than antihistamines for nasal congestion. These should be started one to two weeks before the allergy season begins and used consistently.

    Allergy wipes and saline nasal rinses may also help reduce pollen exposure – though evidence of their benefit have only been shown in small studies, so larger, high-quality trials confirming their effectiveness are still needed.

    Some people may also decide to try at-home remedies for their symptoms. However, the science behind whether they really work is mixed.

    Take local honey, for example. The idea is that it exposes you to local pollen and helps build tolerance. In reality, the pollen that triggers hay fever is usually windborne and not present in honey. Studies haven’t shown eating it reduces allergy symptoms. At best, it may soothe a sore throat, but it’s not a proven remedy.

    You may have better luck by targeting your gut. Some research suggests a more diverse gut microbiome may help moderate allergic reactions. A recent meta-analysis also found that probiotic supplements can offer a small but measurable improvement in hay fever symptoms. Still, results vary by probiotic strain and treatment length. Probiotics should be seen as a complement to – not a replacement for – conventional allergy management.

    Longer-term fixes

    When symptoms stay severe, allergy immunotherapy – which helps desensitise a hay fever sufferer to pollen – can help. This works like an allergy “vaccine”. You receive tiny, gradually increasing doses of your specific allergen either by regular injection or as a daily under-the-tongue tablet or drop. This trains your immune system to tolerate the pollen and shifts your immune response by making your body better able to block allergens while simultaneously dampening the allergic response.

    In one study, around 90% of patients who underwent a full course of immunotherapy had major relief from symptoms – and this effect often lasted many years. The trade-off with immunotherapy is commitment: a typical course lasts 3–5 years under a specialist’s guidance. But for people with chronic hay fever, immunotherapy can dramatically improve their quality of life.

    Researchers are also refining immunotherapy to make it faster and more efficient. One method, which only requires a few small injections into a lymph node, can reduce symptoms by up to 40% within a season.

    Technology is also reshaping allergy care. Smart monitors and mobile apps can now track pollen and pollution in real time, while AI tools are being developed to identify specific pollen types from air samples. These tools could soon provide personalised alerts to help people avoid triggers before symptoms start.

    Pollen seasons are getting longer and stronger, so allergies can feel worse than in the past. But the good news is that science is keeping pace. By combining smart exposure-reduction strategies with the right medical treatment, most people can significantly reduce their hay fever misery.

    Harvard is being held accountable for collaboration with the CCP, fostering violence, antisemitism, and pro-terrorist conduct from students on its campus.

    WASHINGTON – Today, Homeland Security Secretary Kristi Noem ordered DHS to terminate the Harvard University’s Student and Exchange Visitor Program (SEVP) certification. 

    This means Harvard can no longer enroll foreign students and existing foreign students must transfer or lose their legal status. 

    Harvard’s leadership has created an unsafe campus environment by permitting anti-American, pro-terrorist agitators to harass and physically assault individuals, including many Jewish students, and otherwise obstruct its once-venerable learning environment. Many of these agitators are foreign students. Harvard’s leadership further facilitated, and engaged in coordinated activity with the CCP, including hosting and training members of a CCP paramilitary group complicit in the Uyghur genocide.

    On April 16, 2025, Secretary Noem demanded Harvard provide information about the criminality and misconduct of foreign students on its campus. Secretary Noem warned refusal to comply with this lawful order would result in SEVP termination.

    This action comes after DHS terminated $2.7 million in DHS grants for Harvard last month. 

    Harvard University brazenly refused to provide the required information requested and ignored a follow up request from the Department’s Office of General Council. Secretary Noem is following through on her promise to protect students and prohibit terrorist sympathizers from receiving benefits from the U.S. government.

    Facts about Harvard’s toxic campus climate:

    • A joint-government task force found that Harvard has failed to confront pervasive race discrimination and anti-Semitic harassment plaguing its campus.
    • Jewish students on campus were subject to pervasive insults, physical assault, and intimidation, with no meaningful response from Harvard’s leadership.
    • A protester charged for his role in the assault of a Jewish student on campus was chosen by the Harvard Divinity School to be the Class Marshal for commencement.
    • Harvard’s own 2025 internal study on anti-Semitism revealed that almost 60% of Jewish students reported experiencing “discrimination, stereotyping, or negative bias on campus due to [their] views on current events.”
    • In one instance, a Jewish student speaker at a conference had planned to tell the story of his Holocaust survivor grandfather finding refuge in Israel. Organizers told the student the story was not “tasteful” and laughed at him when he expressed his confusion. They said the story would have justified oppression.
    • Meanwhile, Pro-Hamas student groups that promoted antisemitism after the October 7 attacks remained recognized and funded.

    Minister in the Presidency responsible for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, says the legacy of South Africa’s G20 Presidency will not be defined by the number of meetings held, or the elegance of its communiqués, but by “lives changed, systems reformed, and the power redistributed.”

    Chikunga made the remarks at the opening plenary of the Women20 (W20) South Africa Inception Meeting, currently underway in Cape Town.

    The W20 is the official G20 engagement group focused on promoting gender equality and women’s economic empowerment.

    The 2025 Inception Meeting, hosted under the theme: “Women in Solidarity”, marks 10 years of W20. The meeting brings together over 100 global delegates representing government, business, academia, and civil society.

    The two-day Inception Meeting, which started on Wednesday, convenes thought leaders, including policymakers and change-makers from across the globe to explore high-level interventions and innovative solutions to the challenges facing women today.

    Alberta’s government is investing in made-in-Alberta solutions to strengthen the province’s primary health care system, including Indigenous primary health care. These new grants will support projects that improve access, reduce administrative burdens and support team-based care so all people in Alberta can get the care they need, when and where they need it.

    The grants are being awarded through two innovation-focused programs: the Primary Care Innovation Fund and the Indigenous Primary Health Care Innovation Fund. These funds will support 19 projects that will improve primary care, advance research and innovation and support community health priorities.

  • MIL-OSI Security: 16 Defendants Federally Charged in Connection with DanaBot Malware Scheme That Infected Computers Worldwide

    LOS ANGELES – A federal grand jury indictment and criminal complaint unsealed today charge 16 defendants who allegedly developed and deployed the DanaBot malware which a Russia-based cybercrime organization controlled and deployed, infecting more than 300,000 victim computers around the world, facilitated fraud and ransomware, and caused at least $50 million in damage.

    The defendants include Aleksandr Stepanov, 39, a.k.a. “JimmBee,” and Artem Aleksandrovich Kalinkin, 34, a.k.a. “Onix”, both of Novosibirsk, Russia. Stepanov was charged with conspiracy, conspiracy to commit wire fraud and bank fraud, aggravated identity theft, unauthorized access to a protected computer to obtain information, unauthorized impairment of a protected computer, wiretapping, and use of an intercepted communication.

    Kalinkin was charged with conspiracy to gain unauthorized access to a computer to obtain information, to gain unauthorized access to a computer to defraud, and to commit unauthorized impairment of a protected computer. Both defendants are believed to be in Russia and are not in custody.

    According to the indictment and complaint, DanaBot malware used a variety of methods to infect victim computers, including spam email messages containing malicious attachments or hyperlinks. Victim computers infected with DanaBot malware became part of a botnet (a network of compromised computers), enabling the operators and users of the botnet to remotely control the infected computers in a coordinated manner. The owners and operators of the victim computers are typically unaware of the infection.

    The DanaBot malware allegedly operated on a malware-as-a-service model, with the administrators leasing access to the botnet and support tools to client coconspirators for a fee that was typically several thousand dollars a month. The DanaBot malware was multi-featured and had extensive capabilities to exploit victim computers. It could be used to steal data from victim computers, and to hijack banking sessions, steal device information, user browsing histories, stored account credentials, and virtual currency wallet information.

    DanaBot also had the capability to provide full remote access to victim computers, to record keystrokes, and record videos showing the activity of users on victim computers. DanaBot has further been used as an initial means of infection for other forms of malware, including ransomware. The DanaBot malware has infected over 300,000 computers around the world, and caused damage estimated to exceed $50 million.

    DanaBot administrators operated a second version of the botnet that was used to target victim computers in military, diplomatic, government, and related entities. This version of the botnet recorded all interactions with the computer and sent stolen data to a different server than the fraud-oriented version of DanaBot. This variant was allegedly used to target diplomats, law enforcement personnel, and members of the military in North America, and Europe.

    “Pervasive malware like DanaBot harms hundreds of thousands of victims around the world, including sensitive military, diplomatic, and government entities, and causes many millions of dollars in losses,” said United States Attorney Bill Essayli for the Central District of California. “The charges and actions announced today demonstrate our commitment to eradicating the largest threats to global cybersecurity and pursuing the most malicious cyber actors, wherever they are located.”   

    “The enforcement actions announced today, made possible by enduring law enforcement and industry partnerships across the globe, disrupted a significant cyber threat group, who were profiting from the theft of victim data and the targeting of sensitive networks,” said Special Agent in Charge Kenneth DeChellis of the Department of Defense Office of Inspector General, Defense Criminal Investigative Service (DCIS), Cyber Field Office. “The DanaBot malware was a clear threat to the Department of Defense and our partners. DCIS will vigorously defend our infrastructure, personnel, and intellectual property.”

    “Today’s announcement represents a significant step forward in the FBI’s ongoing efforts to disrupt and dismantle the cyber-criminal ecosystem that wreaks havoc on global digital security,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “We are grateful for the coordinated efforts of our domestic and international law enforcement partners in holding cyber criminals accountable, no matter where they operate.”

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    If convicted, Kalinkin would face a statutory maximum sentence of 72 years in federal prison, and Stepanov would face a statutory maximum sentence of five years in federal prison.

    As part of today’s operation, Defense Criminal Investigative Service (DCIS) agents effected seizures and takedowns of DanaBot command and control servers, including dozens of virtual servers hosted in the United States. The U.S. government is now working with partners including the Shadowserver Foundation to notify DanaBot victims and help remediate infections.

    These law enforcement actions were taken in conjunction with Operation Endgame, an ongoing, coordinated effort among international law enforcement agencies aimed at dismantling and prosecuting cybercriminal organizations around the world.

    Amazon, Crowdstrike, ESET, Flashpoint, Google, Intel 471, Lumen, PayPal, Proofpoint, Team CYMRU, and ZScaler provided valuable assistance.

    The investigation into DanaBot was led by the FBI’s Anchorage Field Office and the Defense Criminal Investigative Service, working closely with Germany’s Bundeskriminalamt (BKA), the Netherlands National Police, and the Australian Federal Police. The Justice Department’s Office of International Affairs provided significant assistance.

  • MIL-OSI: TransUnion Analysis Uncovers Surprising Truth: Inflation-Adjusted Debt Growth Much Smaller Over the Last Five Years

    CHICAGO, May 22, 2025 (GLOBE NEWSWIRE) — As consumers grapple with rising costs and high interest rates, recent studies have revealed an increased reliance on credit products to help make ends meet. Despite the seemingly rapid growth in balances, a new analysis by TransUnion (NYSE: TRU) uncovers a more complex reality.

    According to TransUnion’s newly released Q1 2025 Credit Industry Insights Report (CIIR) total consumer balances have steadily increased over recent years. Total balances in nominal dollar terms (before adjusting for inflation) across all consumer credit products rose from $14.1 trillion in Q1 2020 to $18.0 trillion in Q1 2025, approximately 28%. The cumulative Consumer Price Index increase over that same time period, as measured by the U.S. Bureau of Labor Statistics, was nearly 24%. When adjusted for inflation, total balance growth in real dollar terms is more modest, amounting to $0.5 trillion over the five-year period, an increase of closer to 3%.

    The analysis also revealed that inflation-adjusted balances for consumers actually declined in real dollar terms across the majority of credit risk tiers from 2020 to 2025. This decrease was most pronounced in the prime risk tier, which saw a 14% drop in balances after adjusting for inflation. In contrast, super prime consumers experienced an 18% growth in balances over the same period. Much of the increase for super prime borrowers was attributed to higher mortgage balances. The only other risk tier to see an inflation-adjusted increase over the period was subprime at 1.9%.

    “Our latest analysis reveals a picture of credit usage that goes beyond simply an increase in total balances,” said Jason Laky, executive vice president and head of financial services at TransUnion. “When we account for the recent period of higher inflation, the rise in balances suggests that consumers in most risk tiers are not over-extended. In fact, many consumers experienced significant income gains since 2019, which have enabled most borrowers to effectively manage their debt levels.”

    Serious consumer-level credit card delinquencies decline YoY for second consecutive quarter

    The first quarter of 2025 reflected credit card trends indicating a return to equilibrium, similar to those observed towards the end of 2024. Notably, consumer-level delinquencies of 90+ days past due decreased for the second consecutive quarter, dropping by 12 basis points year-over-year (YoY) to 2.43%. This marks the first consecutive quarters of YoY delinquency decline since 2020, during the height of the pandemic. In Q4 2024, total originations volume experienced a slight YoY increase of 0.1%. Although modest, this represents the first YoY growth in six quarters. Subprime originations saw a YoY growth of 2.9% in Q4 2024, the first in eight quarters, while super prime originations grew by 5.3% for the second consecutive quarter. Despite the uptick in originations, credit line amounts on new cards continue to trend downward. The average credit line on new accounts decreased slightly by 0.3% YoY in Q4 2024, with growth in super prime lines offsetting smaller lines in prime and below.

    Shift to less risky borrowers drives decline in unsecured personal loan delinquency in Q1 2025

    In Q4 2024, unsecured personal loan originations hit a new high of 6.3 million, a 26% increase over Q4 2023, driven by all risk tiers, especially super prime, with 29% growth YoY. This led to a 17% YoY growth in total new account balances to $34 billion. Total balances for Q1 2025 only grew for above prime tiers, reaching $253 billion, a 3% increase over the prior year. A record 24.6 million consumers had balances, a 5% increase YoY, but average balances per consumer only grew for above prime tiers. Lenders expanded their borrower base but maintained cautious exposure, leading to a 7% decrease in average new account balances for Q4 2024, the fifth consecutive quarter of decline. Subprime delinquencies fell to 14.0% in Q1 2025 from 15.6% last year, while other risk tiers saw increases. The overall borrower-level delinquency rate declined to 3.49% in Q1 2025 from 3.75% last year, thanks to a balanced lending mix.

    Mortgage originations see YoY growth as delinquencies tick up

    Another sign that the previously sluggish mortgage originations market is beginning to rebound is that mortgage originations saw a YoY increase of 30.2% in Q4 2024, reaching 1.2 million, with 78% of those being purchase originations. The 15.4% YoY growth in purchase originations marks its first annual increase since Q2 2021. Origination volumes remain low compared to historical norms. Home equity originations rose 11% YoY, marking the third consecutive quarter of YoY increases. Meanwhile, 60+ days past due (DPD) account-level delinquencies ticked up YoY in Q1 2025 for the 12th consecutive quarter, reaching 1.44%. This represents a growth of 21 basis points YoY in Q1 2025, though the rate remains relatively low compared to historical levels. As home prices continue to climb, the average amount of new mortgage loans has followed suit, increasing by nearly $40,000 YoY to $366,443 in Q4 2024.

    Auto originations trend up ahead of tariffs

    Auto loan originations in Q4 2024 reached 6.2 million, representing an 8% YoY growth. This growth was observed across all risk tiers, with super prime leading at 15.7% YoY growth. The increase was largely driven by Federal Reserve interest rate cuts in late 2024, rising inventories, and the return of incentives. New vehicles made up 47% of those financed in Q4 2024, as compared to 53% used, the highest Q4 share for new vehicles since pre-pandemic times. Leasing share continued to approach pre-pandemic levels, rising to 26% in Q1 2025. The 60+ DPD delinquency rate increased by 5 basis points YoY in Q1 2025 to 1.38%. This rate exceeds the peak delinquency rate of 1.33% observed in Q1 2009, although the rate of growth has recently slowed. Overall, new vehicle loan vintages continue to show consistent performance compared to pre-pandemic periods (2018/2019). However, when broken down by risk tiers, recent new vehicle vintages have elevated delinquency levels, particularly for prime and below tiers.

    Andrey Viktorovich prepared his report with a team of students and identified a fairly large number of neural networks that are already successfully used in developing ideas and refining three-dimensional images. Seven neural networks were selected that were tested by students during design or received positive feedback in professional communities. The main options for using these neural networks in developing course projects were also identified: editing and improving three-dimensional images, selecting materials, searching for possible ideas during design.

    “This technology can facilitate and speed up the design process. Especially since it is developing very quickly. Currently, the neural network “operator” has to form the correct request to get a more or less suitable solution, but in two or three years, neural networks will learn to fully communicate with a person, understanding what he wants to get. However, as futurologists wrote, AI will free people from routine, giving them time for creativity. It seems that it is the creativity of the neural network that they are trying to take away from us. Therefore, the main danger for students is to become not a full-fledged specialist, but simply an operator of the neural network. To prevent this from happening, it is important to learn to design independently,” Andrey Surovenkov summed up.

    It’s a harsh irony.

    During a wildfire, firefighters depend on electricity to communicate, power emergency response, and keep hospitals running. But the electric grid is also one of the leading causes of the very fires they are working to contain.

    Junbo Zhao is the Castleman Term Professor in Engineering Innovation and director of the Department of Energy’s Northeast University Cybersecurity Center for Advanced and Resilient Energy Delivery (CyberCARED).

    “Power lines can ignite fires in several ways,” says Junbo Zhao, Castleman Term Professor in engineering innovation and director of the Department of Energy Northeast University Cybersecurity Center for Advanced and Resilient Energy Delivery (CyberCARED). “High winds can knock down poles or cause wires to clash and spark. Overgrown vegetation can brush against live wires. Aging infrastructure, such as decades-old transmission lines, can fail under stress.”

    In the second phase, the focus shifts to developing actionable strategies for prevention, real-time mitigation, and recovery. This includes hardening infrastructure through undergrounding lines, enhancing protection systems, and managing vegetation to reduce ignition risks. Real-time monitoring technologies, remote sensing, and improved situational awareness are central to effective mitigation, while operational enhancements—like optimized grid management and emergency response coordination—support overall system resilience.   • MIL-OSI Global: WHO is finalizing a new treaty that prepares for the next pandemic − but the US isn’t signing

    On March 20, 2025, members of the World Health Organization adopted the world’s first pandemic agreement, following three years of “intensive negotiations launched by governments in response to the devastating impacts of the COVID-19 pandemic.” The U.S., however, did not participate, in part because of its intention to withdraw from the WHO.

    Global health experts are hailing the agreement as a historic moment.

    What does the agreement mean for the world, and how can it make everyone safer and more prepared for the next pandemic?

    The Conversation asked Nicole Hassoun, a professor at Binghamton University and executive director of Global Health Impact, to explain the pandemic accord, its prospects for advancing global health, and the significance of the U.S.’s absence from it.

    What will the pandemic agreement do?

    The accord will bolster pandemic preparation within individual countries and around the world.

    Countries signing onto the agreement are committing to improve their disease surveillance and grow their heath care workforces, strengthen their regulatory systems and invest in research and development. It encourages countries to strengthen their health regulations and infrastructure, improve communication with the public about pandemics and increase funding for preparation and response efforts.

    It also includes new mechanisms for producing and distributing vaccines and other essential countermeasures. Finally, it encourages countries to coordinate their responses and share information about infectious diseases and intellectual property so that vaccines and other essential countermeasures can be made available more quickly.

    The agreement will take effect once enough countries ratify it, which may take several years.

    Why isn’t the US involved?

    The Biden administration was broadly supportive of a pandemic agreement and was an active participant in negotiations.

    Prior to Donald Trump’s reelection, however, Republican governors had signed a letter opposing the treaty, echoing a conservative think tank’s concerns about U.S. sovereignty.

    The U.S. withdrew from negotiations when President Trump signed an executive order to withdraw from the WHO on the day he was inaugurated for his second term.

    Why could the lack of US involvement be beneficial for the world?

    The lack of U.S. involvement likely resulted in a much more equitable treaty, and it is not clear that countries could have reached an agreement had the U.S. continued to object to key provisions.

    It was only once the U.S. withdrew from the negotiations that an agreement was reached. The U.S. and several other wealthy countries were concerned with protecting their pharmaceutical industry’s profits and resisted efforts aimed at convincing pharmaceutical companies to share the knowledge, data and intellectual property needed for producing new vaccines and other essential countermeasures.

    Other negotiators sought greater access to vaccines and other treatments during a pandemic for poorer countries, which often rely on patented technologies from global pharmaceutical companies.

    While most people in wealthy countries had access to COVID-19 vaccines as early as 2021, many people in developing countries had to wait years for vaccines.

    How could the agreement broaden access for treatments?

    One of the contentious issues in the pandemic agreement has to do with how many vaccines manufacturers in each country must share in exchange for access to genetic sequences to emerging infectious diseases. Countries are still negotiating a system for sharing the genetic information on pathogens in return for access to vaccines themselves. It is important that researchers can get these sequences to make vaccines. And, of course, people need access to the vaccines once they are developed.

    Still, there are many more promising aspects of the agreement for which no further negotiations are necessary. For instance, the agreement will increase global vaccine supply by increasing manufacturing around the world.

    The agreement also specifies that countries and the WHO should work together to create a mechanism for fairly sharing the intellectual property, data and knowledge needed to produce vaccines and other essential health products. If financing for new innovation requires equitable access to the new technologies that are developed, many people in poor countries may get access to vaccines much more quickly in the next pandemic. The agreement also encourages individual countries to offer sufficient incentives for pharmaceutical companies to extend access to developing countries.

    If countries implement these changes, that will benefit people in rich countries as well as poor ones. A more equitable distribution of vaccines can contain the spread of disease, saving millions of lives.

    What more should be done, and does the US have a role to play?

    In my view, the best way to protect public health moving forward is for countries to sign on to the agreement and devote more resources to global health initiatives. This is particularly important given declining investment and participation in the WHO and the contraction of other international health initiatives, such as USAID.

    Without international coordination, it will become harder to catch and address problems early enough to prevent epidemics from becoming pandemics.

    It will also be imperative for member countries to provide funding to support the agreement’s goals and secure the innovation and access to new technologies. This requires building the basic health infrastructure to ensure shots can get into people’s arms.

    The European Anti-Fraud Office (OLAF), the Romanian Police and Romania’s Department for the Fight Against Fraud (DLAF), are hosting European anti-fraud specialists in Bucharest to discuss the use of digital tools to fight fraud against the EU budget. The meeting aims to strengthen cross-border cooperation and improve the detection and investigation of fraud through advanced digital means.  

    Running from 20-23 May 2025, the Technical Workshop on Digital Anti-Fraud Tools brings together nearly 100 anti-fraud experts from EU Member States, the European Court of Auditors (ECA), the European Public Prosecutor’s Office (EPPO), Eurojust, Europol, and OLAF. The event focuses on building a community of digitally skilled anti-fraud specialists and identifying best practices in anti-fraud detection and investigation in digital environments. It is also aimed at fostering synergies in the development of data-driven tools – including artificial intelligence – to protect European taxpayers’ money. 

    Additionally, on 22 May 2025, OLAF and the Romanian National Trade Register Office (ONRC) signed a bilateral agreement to facilitate access to national company data for the purpose of anti-fraud investigations. This agreement reflects a shared commitment to ensuring a more effective protection of EU financial interests.

    •    all EU expenditure: the main spending categories are Structural Funds, agricultural policy and rural development funds, direct expenditure and external aid;
    •    some areas of EU revenue, mainly customs duties;

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    An International Monetary Fund (IMF) mission, led by Manuela Goretti and comprising Florian Misch, Rasmane Ouedraogo, Maryam Vaziri, and Torsten Wezel, conducted discussions during May 12-22 for the 2025 Article IV Consultation with France. At the end of the visit, the mission issued the following statement:

    The French economy has demonstrated resilience despite high uncertainty, with disinflation progressing well and the labor market remaining robust. However, high and rising public debt, combined with significant domestic and external headwinds to the recovery, highlights the need to strengthen public finances and pursuing structural reforms to foster sustainable growth. The French authorities’ commitment to bring the deficit below 3 percent of GDP by 2029 is welcome and should be supported by a credible and well-designed package of measures. Advancing France’s structural reform agenda will be crucial to boost productivity and facilitate fiscal consolidation. While the financial sector remains resilient, strong supervisory practices need to continue adapting to an increasingly complex financial landscape. France’s sustained efforts to deepen the European single market remain critical to support the economy and strengthen its ability to withstand shocks.

    Economic Outlook

    High domestic and external uncertainty is expected to continue weighing on the short-term economic outlook. Real GDP growth is projected to slow to 0.6 percent in 2025 and reach 1 percent in 2026. These projections reflect a delayed recovery in private consumption and investment due to weak confidence and fiscal tightening this year, despite some uplift from monetary policy easing. Weaker external demand, amid trade tensions, market volatility, and geo-economic uncertainty, is expected to further dampen exports and investment prospects. These projections are based on the April World Economic Outlook global assumptions and do not reflect the latest trade policy announcements. Over the medium term, growth is projected to converge to around 1.2 percent, before decelerating towards its long-term potential of 1 percent reflecting both demographic trends and need for further structural reforms. The disinflationary process is progressing well, with average headline inflation projected at 1.2 percent in 2025, due to base effects and lower energy prices, and core inflation at 1.9 percent.

    The outlook remains subject to significant downside risks, notwithstanding potential upsides. Deepening geoeconomic fragmentation and rising trade tensions could disrupt trade and financial flows and dampen economic activity. In such an environment, uncertainty would increase, and financial conditions could tighten further, reducing domestic demand and worsening debt dynamics. Political fragmentation and social tensions could delay fiscal consolidation and reform efforts, further weighing on confidence and the outlook, raising fiscal risks. On the upside, easing trade tensions and renewed structural reform momentum could improve growth prospects over the medium term. Domestic reforms could be strengthened through deeper coordination and integration at the EU level. Consumption could be stronger if household saving rates eased more rapidly on the back of dissipating uncertainty. Business investment and export performance could also surprise on the upside, driven by higher demand—in France and in the rest of Europe—including for defense as well as digital and green technologies.

    Fiscal Policy: Reducing Debt while Refocusing Spending Priorities

    Building on the 2025 budget, the authorities are committed to implementing their Medium-term Fiscal Structural Plan (MTFSP) to bring the deficit below 3 percent of GDP by 2029. While the envisaged adjustment is appropriate to improve debt dynamics and strengthen France’s resilience to shocks, it needs to be supported by a credible and well-designed package of measures and remains subject to implementation risks, as evidenced by recent setbacks. Under staff’s current policy baseline scenario, which incorporates only legislated and clearly specified measures, the deficit is projected to decline to 5.4 percent of GDP in 2025, in line with the budget target. However pending approval of significant additional measures, it would remain around 6 percent of GDP in the medium-term, keeping debt on an upward trend until 2030. While short-term risks remain manageable, debt dynamics have weakened significantly, following consecutive fiscal slippages in 2023 and 2024, and remain highly sensitive to the real interest rate and growth path. In this context, France’s commitment to undertake further fiscal consolidation, as per EU rules, represents an important mitigating factor.

    Significant additional fiscal efforts will be crucial to preserve fiscal space and create room to absorb rising spending demands, while placing debt on a downward path. Staff recommends a frontloaded structural fiscal effort of 1.1 percent of GDP in 2026, followed by an average of about 0.9 percent of GDP per year over the medium term, broadly in line with the authorities’ plans. The recommended adjustment would allow the country to exit the excessive deficit procedure by end-2029, as targeted. Staff’s debt sustainability analysis indicates that the recommended fiscal path would markedly reduce medium-term debt sustainability risks, with the debt-stabilizing primary balance being reached in 2027.

    Achieving this substantial fiscal consolidation will require decisive actions and difficult decisions to ensure equity and fairness amid challenging trade-offs:

    • Given France’s already high tax-to-GDP ratio, any new tax measures should be focused on reducing inefficient tax expenditures and tackling tax avoidance while improving equity. While exceptional temporary revenue measures can help kickstart much needed fiscal adjustment, France’s level of taxation—among the highest in the EU—indicates that sustained tax-based fiscal consolidation, of the magnitude necessary to advance France’s medium-term plans, would hamper business confidence, household consumption, and growth potential. Building on recent experiences, the authorities should continue to monitor and evaluate tax expenditure programs to address inefficiencies vis-à-vis intended objectives and generate savings. This approach would also simplify the tax system and facilitate revenue forecasting.

    • The authorities should focus on rationalizing spending and strengthening its efficiency, with concerted action across all government levels: central government, social security, and local governments. France has the highest spending-to-GDP ratio among EU countries. There are several avenues to rationalize spending and improve its quality, while preserving growth-enhancing investment in key priority areas and mitigating distributional impacts on the most vulnerable. The planned expansion of spending reviews and efforts to minimize overlaps across government entities, including local governments, can streamline spending by addressing inefficiencies and reducing red tape. There is also scope to further improve the targeting of social benefits, including by reviewing eligibility and duration of unemployment benefits, to better target active labor market initiatives, as well as to further simplify and harmonize pension schemes, while ensuring a balanced system, building on the 2023 pension reform. These efforts would foster less fragmented and longer careers while enhancing the sustainability and intergenerational equity of the social security system. Enhanced monitoring and financial coordination can also generate savings at the local and national levels.

    The authorities’ initiatives to reinforce public finances forecasting and budget controls, in response to recent fiscal slippages, are welcome. The March 2025 Action plan by the authorities aims at enhancing monitoring of tax revenue, fostering greater transparency, and reinforcing the role of the High Council for Public Finances. Sustained efforts in these areas are essential to identify and proactively address fiscal risks, strengthen public finance management, and enhance fiscal policy credibility. Contingency plans will be also needed to ensure that pressing priority spending needs, including in defense, are met without compromising public finances.

    Macrostructural Policies to Support Jobs and Productivity Growth

    Raising weak productivity growth is critical for sustaining France’s economic prospects, in the face of substantial fiscal consolidation needs. The per capita income gap between France and the US has increased since the early 2000s and now exceeds 20 percent, primarily due to lower productivity and employment in France. Macro-structural reforms can play a critical role in lifting potential output, while facilitating fiscal consolidation efforts. For example, an increase in potential GDP growth of 0.3 percentage points could help reduce public debt by nearly 10 percent of GDP over the long term.

    France is well-positioned to capitalize on the green and digital transitions through greater efforts to support innovation and access to capital. France’s comparative advantage in low-carbon technologies and its potential to become a European hub for Artificial Intelligence can foster the development of new technologies and support growth. Ongoing efforts by the authorities to review and rationalize state aid and R&D tax expenditures by focusing on the most impactful schemes and better targeting eligibility criteria can boost innovation and help close gaps with peers. Enhancing access to finance and reducing financing costs for productive but credit-constrained firms is crucial and should be supported by advancing the EU Savings and Investment Union which can increase the availability of capital and its efficient allocation.

    To support entrepreneurship, policies should focus on easing entry barriers and reducing the regulatory burden. France performs relatively well in terms of product market regulation, but reducing administrative market entry barriers for firms, especially in some services sectors, is crucial for boosting business dynamism and productivity growth. The Simplification Bill, currently under discussion, would be an important step towards further reducing the regulatory burden and streamlining requirements, particularly for small and medium size firms. At the European level, deepening the single market through the removal of remaining intra-EU trade barriers and greater harmonization of regulations can help firms achieve economies of scale and incentivize innovation by expanding market size.

    Sustained efforts to promote employment and job quality remain critical to facilitate green and digital transitions, amid an aging workforce, and boost productivity growth. While employment rates have increased, they remain low in segments of the population compared to other countries. Possible areas for policy intervention include further social benefit reforms to enhance work incentives and reduce career fragmentation, particularly among younger and older individuals. These measures can be complemented by efforts to further raise labor force participation of women, including through recent initiatives to support STEM careers, and better integrate migrants into the labor market. Promoting workforce skills and healthy aging would also contribute to job quality.

    Adapting to a Complex Financial Landscape

    The banking sector has demonstrated resilience to recent shocks, supported by prudent lending standards and strong precautionary buffers. While profitability remains below the EU average, banks’ solvency and liquidity positions are robust, with adequate buffers. Sound prudential measures are mitigating housing market risks as property prices stabilize, while risks to the banking sector from corporate indebtedness and sovereign exposures remain manageable. Notwithstanding high uncertainty, financial stability risks remain contained, with French banks showing resilience under severe geopolitical and recessionary stress test scenarios, applied in the context of the IMF’s 2025 Financial Sector Assessment Program (FSAP).

    The connections between the banking system, insurance firms, and domestic funding markets warrant continued close monitoring. The FSAP stress test indicates that investment funds possess sufficient liquidity to withstand large redemption shocks, and French banks’ liquidity buffers can absorb potential market shocks from associated fixed-income sell-offs. Moreover, liquidity management tools to contain redemption risks have been widely adopted. Nevertheless, amid global uncertainty and episodes of high market volatility, there is scope to further strengthen oversight through greater monitoring and data sharing on fund liability structures as well as closer collaboration among non-bank financial institutions supervisors in France and at the EU level.
