  • MIL-OSI Global: A trial is testing ways to enforce Australia’s under-16s social media ban. But the tech is flawed

    Australia’s move to ban under-16s from social media is receiving widespread praise. Other countries, including the United Kingdom, Ireland, Singapore and Japan, are also now reportedly considering similar moves.

    The ban was legislated in November 2024 and is due to take effect in December 2025. The law says social media platforms can’t use official IDs such as passports to check Australian users’ ages, and shouldn’t track Australians. But it doesn’t specify the alternative.

    To test alternative methods, the federal government commissioned a trial of currently available technologies designed to “assure” people’s age online. Run by the Age Check Certification Scheme, a UK-based company specialising in testing and certifying identity verification systems, the trial is in its final stages. Results are expected at the end of June.

    So what are the technologies being trialled? Are they likely to work? And how might they – and the social media ban itself – alter the relationship all of us have with our dominant forms of digital communication?

    Dead ends for age verification

    Age verification confirms a person’s exact age using verified sources such as government-issued IDs. Age assurance is a broader term. It can include estimation techniques such as analysing faces or metadata to determine if users meet age requirements.

    In 2023 the federal government rejected mandating verification technologies for age-gating pornography sites. It found them “immature” with significant limitations. For example, database checks were costly and credit card verification could be easily worked around by minors.

    Nonprofit organisation Digital Rights Watch also pointed out that such systems were easily bypassed using virtual private networks – or VPNs. These are simple tools that hide a user’s location to make it seem like they are from a different country.

    Age assurance technologies bring different problems.

    For example, the latest US National Academies of Sciences report shows that facial recognition systems frequently misidentify children because their facial features are still developing.

    Improving these systems would require massive collections of children’s facial images. But international human rights law protects children’s privacy, making such data collection both legally and ethically problematic.

    Flawed testing of innovative tech?

    The age assurance technology trial currently includes 53 vendors hoping to win a contract for new innovative solutions.

    A range of technology is being trialled. It includes facial recognition offering “selfie-based age checks” and hand movement recognition technologies that claim to calculate age ranges. It also includes bespoke block chains to store sensitive data on.

    There are internal tensions about the trial’s design choices. These tensions centre on a lack of focus on ways to circumvent the technology, privacy implications, and verification of vendors’ efficacy claims.

    While testing innovation is good, the majority of companies and startups such as IDVerse, AgeCheck, and Yoti in the trial, will likely not hold clout over the major tech platforms in focus (Meta, Google and Snap).

    This divide reveals a fundamental problem: the companies building the checking tools aren’t the ones who must use them in the platforms targeted by the law. When tech giants don’t actively participate in developing solutions, they’re more likely to resist implementing them later.

    Unresponsive tech companies

    Some major tech companies have shown little interest in engaging with the trial. For example, minutes from the trial’s March advisory board meeting reveal Apple “has been unresponsive, despite multiple outreach attempts”.

    Apple has recently outlined a tool to transmit a declared age range to developers on request. Apple suggests iOS will default the age assurance on Apple devices to under 13 for kids’ accounts. This makes it the responsibility of parents to modify age, the responsibility of developers to recognise age, and the responsibility of governments to legislate when and what to do with an assured age per market.

    Google’s recent Google Wallet proposal for age assurance also misses the mark on privacy concerns and usefulness.

    The proposal would require people over 16 to upload government-issued IDs and link them to a Google account. It would also require people trust Google not track where they go across the internet, via a privacy-preserving technology that remains a promise.

    Crucially, Meta’s social media platforms such as Facebook and Instagram also do not let you login with Google credentials. After all, they are competitors. This raises questions about the usefulness of Google’s proposal to assure age across social media platforms as part of the government’s under-16s ban.

    Meanwhile, Google is also suggesting AI chatbots should be directly targeted and available to children under 13, creating something akin to a “social network of one”, which are out of scope of the ban.

    Rather than engage with Australian age verification systems, companies such as Apple and Google are promoting their own solutions which seem to prioritise keeping or adding users to their services, or passing responsibility elsewhere.

    For the targeted platforms that enable online social interactions, delay in engagement fits a broader pattern. For example, in January 2025, Mark Zuckerberg indicated Meta would push back more aggressively against international regulations that threaten its business model.

    A shift in internet regulation

    Australia’s approach to banning under-16s from using social media marks a significant shift in internet regulation. Rather than age-gating specific content such as porn or gambling, Australia is now targeting basic communication infrastructure – which is what social media have become.

    It centres the problem on children being children, rather than on social media business models.

    The result is limiting childrens’ digital rights with experimental technologies while doing little to address the source of perceived harm for all of us. It prioritises protection without considering children’s rights to access information and express themselves. This risks leaving the most vulnerable children being cut off from digital spaces essential to their success.

    Australia’s approach puts paternal politics ahead of technical and social reality. As we get closer to the ban taking effect, we’ll see how this approach to regulate social communication platforms offers young people respite from the platforms their parents fear – yet continue to use everyday for their own basic communication needs.

    Singapore ETO promotes Hong Kong in Vietnam through government and business engagements  
         The luncheon in Da Nang, co-organised for the first time with the Hong Kong Business Association Vietnam (HKBAV), attracted around 60 Vietnamese business leaders and investors. The Singapore ETO’s investment promotion team delivered a presentation on Hong Kong’s latest investment climate and opportunities, as well as the city’s unique position as a gateway to the Guangdong-Hong Kong-Macao Greater Bay Area, and outlined the range of support services available to Vietnamese enterprises looking to expand into the region.
     
         In his opening remarks, the Director of the Singapore ETO, Mr Owin Fung, highlighted Vietnam’s growing importance as a key economic and strategic partner of Hong Kong. The Singapore ETO’s relentless engagement across various regions of Vietnam underlines its strong commitment to fostering bilateral collaboration through continued government-to-government dialogue, business exchanges, and people-to-people interactions.
     
         On the same day, Mr Fung paid a courtesy call on the Consul General of the People’s Republic of China in Da Nang, Ms Dong Biyou. He reiterated Hong Kong’s distinctive advantages under the “one country, two systems” framework, particularly in light of the evolving global trade environment. Other guests included the Deputy Consul-General of the People’s Republic of China in HCMC, Mr Xu Zhou, and the Chairman of the HKBAV, Mr Michael Chiu.
     
         On April 16, the Singapore ETO and Invest Hong Kong cohosted a business seminar and networking event titled “Hong Kong – The Launchpad for Your AI-Driven Success” in Hanoi, the capital of Vietnam. Supported by the Vietnam Software & IT Services Association (VINASA), the event was attended by founders, owners, and senior executives from over 30 companies from sectors including artificial intelligence, cybersecurity, and information and communications technology. Participants were briefed on Hong Kong’s market opportunities, AI funding opportunities, tax incentives, and research and development support measures by Mr Fung and the investment promotion team through presentations and a sharing session.
     
         During the same Hanoi visit, Mr Fung also had separate meetings with the Deputy Director General of the International Market Development Department, Vietnam’s Ministry of Industry and Trade, Mr To Ngoc Son, and the Acting Director General of the Northeast Asia Department, Vietnam’s Ministry of Foreign Affairs, Mr Do Nam Trung, on April 16 and 17 respectively. Both sides exchanged views on the regional economic and geopolitical outlook and explored opportunities to enhance collaboration on government and business levels.   • MIL-OSI China: Spanish scholar highlights AI’s role in cross-cultural exchange

    For two nations with rich cultural heritages and growing technological ambitions like Spain and China, artificial intelligence (AI) offers a unique opportunity to forge deeper ties, said Juan Manuel Corchado, rector and chair professor of artificial intelligence, computer science and cybersecurity at the University of Salamanca.

    During a recent visit to China from May 13-15, Corchado led a Spanish academic delegation that met with representatives from some of China’s top universities, including Peking University and Tsinghua University, to explore opportunities for educational cooperation and AI-powered cultural exchange.

    In an interview with China.org.cn, Corchado elaborated on how AI can facilitate cultural exchange and strengthen academic ties between China and Spain, and his views of AI as a powerful enabler for stronger bilateral ties.

    He explained that advanced AI models, such as large language models (LLMs) and retrieval-augmented generation (RAG) systems, have the capability to “analyze the cultural context of a conversation” and adjust their responses to respect local traditions and customs. This contextual awareness helps avert misunderstandings and promotes culturally sensitive communication. Moreover, AI can analyze cultural trends and perspectives, providing valuable insights to support international decision-making.

    He also emphasized AI’s ability for “smart translation,” which goes beyond simple language conversion by accurately interpreting idiomatic expressions unique to each culture while maintaining their original meaning. Additionally, Corchado pointed out that AI enables “real-time multilingual communication,” effectively breaking down language barriers and fostering collaboration and mutual understanding across nations.

    Beyond language, Corchado highlighted that AI can identify and understand philosophical concepts unique to certain cultures. For example, AI models can explain the differences between Western and Eastern thought, further bridging cultural divides and enhancing cross-cultural dialogue.

    As a concrete example of AI’s application in cultural exchange, Juan Corchado highlighted the University of Salamanca’s plan to open a Confucius Institute at the end of this month, integrating AI into its teaching approach.

    “The Confucius Institute will promote Chinese language and culture,” Corchado said. “But now that we offer all our students courses in AI, we believe we can combine AI with Confucius education.”

    He explained that the university provides AI courses to all students because everyone has the ability to adopt AI to become a better professional. Taking advantage of current AI advancements alongside Chinese language learning, the university plans to use innovative tools such as the latest generative AI models and RAG technology to develop specialized systems for teaching Chinese language and culture.

    “We can customize all the information we have about China to meet the needs of each individual user,” Corchado noted. “This is a great advantage. By combining the traditional Confucius teaching approach with the power of AI, we aim to create knowledge that reaches far more people, adapting to their specific learning needs.”

    Reflecting on his visit to China 10 years ago, he said he was struck this time by the country’s remarkable progress. “I’m impressed with the level of technology you apply in society to all elements, and how everything is so well thought out and made for the people,” he said.

    Corchado was also particularly impressed by the close relationship between Chinese universities, society and industry. “I visited several companies that are proud of their cooperation with universities,” he said. “And the universities, in turn, proudly speak of how many of their former students are now working at top technology companies such as DeepSeek and Lenovo. This synergy between academia and industry is impressive and shows how education directly benefits society.”

    Corchado praised China’s leadership in AI, attributing it to a powerful combination of investment, infrastructure and talent. “I believe the top power in AI worldwide is China,” he said. “You have the funding to develop large language models like DeepSeek and to build the computing clusters they require. But even more important is the human capital to develop these platforms.”

    “I’ve studied several Chinese tech firms, and I’m really impressed by the level of knowledge and capability I’ve seen,” he said.

    Acknowledging China’s leading role in AI, Corchado stressed the importance of collaboration. “We need to be closer to those who know more than us, to learn more,” he said, emphasizing the critical role academic institutions can play in fostering cross-cultural understanding, especially in the age of AI.

    He highlighted the University of Salamanca’s longstanding engagement with China. “We are a more than 800-year-old university with one of the strongest Asian studies programs, especially focused on China,” he said.

    The university hosts around 600 Chinese students annually — roughly one-tenth of its international student body — and receives many more for short-term courses. In addition to academic partnerships, Salamanca’s science park is also home to companies doing business with China, strengthening links across education, research and industry.

    “Universities trust each other. We are accustomed to collaborating, communicating and working jointly on projects. This kind of cooperation helps us not only to accomplish academic goals, but also to gain a deeper understanding of one another’s cultures,” he added.

  • MIL-OSI China: Beijing to host world’s largest service trade fair in Sept.

    The 2025 China International Fair for Trade in Services (CIFTIS) will be held Sept. 10-14 at Shougang Park in Beijing’s western Shijingshan district, officials announced Thursday.

    More than 30 countries, regions and international organizations have expressed interest in participating in the event.

    Starting this year, CIFTIS will adopt a fixed schedule and permanent venue, opening annually on the second Wednesday of September at Shougang Park. The venue, known for its industrial heritage, will be transformed into a garden-style exhibition town to enhance the visitor experience.

    Founded in 2012, CIFTIS has grown into the world’s largest comprehensive fair for trade in services, having attracted nearly 1.19 million participants from 198 countries and regions since its inception.

    The 2025 edition will feature the Global Trade in Services Summit, exhibitions, forums, business matchmaking and achievement showcases. Australia, the guest country of honor, will bring its largest-ever trade delegation to CIFTIS, while Anhui province, as the guest province of honor, will highlight its technological innovation and services sector development.

         The Government released today (May 16) the First Quarter Economic Report 2025, together with the revised figures on Gross Domestic Product (GDP) for the first quarter of 2025.
     
         The Acting Government Economist, Dr Cecilia Lam, gave an account of the economic performance in the first quarter of 2025 and the latest GDP and price forecasts for 2025.
     
    Main points
     
    * The Hong Kong economy expanded solidly in the first quarter of 2025, mainly supported by visible increases in exports of goods and services, as well as the resumption of moderate growth in overall investment expenditure. Yet, private consumption expenditure continued to register a modest decline. Real GDP expanded by 3.1% year-on-year in the first quarter, picking up from the 2.5% growth in the preceding quarter. On a seasonally adjusted quarter-to-quarter basis, real GDP grew visibly by 1.9%.

    * The global economy maintained steady growth in the first quarter. With broadly sustained external demand, as well as some front-loading of shipments in anticipation of tariff hikes by the United States in early April, Hong Kong’s total exports of goods saw visibly accelerated growth, up 8.4% year-on-year in real terms. Meanwhile, thanks to the further increase in visitor arrivals, growth in cross boundary traffic, and notable increase in cross-boundary financial and fund raising activities, total exports of services continued to expand visibly in the first quarter, by 6.6% year-on-year in real terms.

    * Domestically, overall investment expenditure resumed moderate growth, rising by 2.8% year-on-year in real terms, underpinned by a visible increase in expenditure on acquisitions of machinery, equipment, and intellectual property products, as well as a sharp rise in costs of ownership transfer due to a markedly higher number of property transactions compared to the same period last year. Yet, private consumption expenditure continued to register a small decline of 1.1%, reflecting the lingering impact of changes in residents’ consumption patterns. 

    * The labour market remained tight in the first quarter. The seasonally adjusted unemployment rate stayed low at 3.2%, slightly higher than the 3.1% in the preceding quarter. The underemployment rate remained at a low level of 1.1%. Employment earnings continued to record solid growth.

    * The local stock market once rallied in the first quarter, driven by the Mainland’s breakthrough development in artificial intelligence (AI) and the Central Government’s measures to stimulate the domestic economy as unveiled at the “two sessions”. However, the market cooled down towards the end of the quarter amid concerns over the United States’ trade policy outlook. The residential property prices remained soft. 

    * Consumer price inflation stayed modest in the first quarter. The underlying Composite Consumer Price Index (Composite CPI) increased by 1.2% over a year earlier, same as the increase in the preceding quarter. Price pressures on various major components stayed largely contained. Including the effects of the Government’s one-off relief measures, the headline Composite CPI increased by 1.6% over a year earlier, higher than the 1.4% increase in the preceding quarter. 

    * As international trade tensions have eased somewhat of late, the headwinds and uncertainties in the external environment have lessened to some extent. This may relieve part of the downward pressure on the global economic outlook. Moreover, the sustained steady growth of the Mainland economy amid more proactive fiscal policies and the moderately accommodative monetary policies should bode well for the performance of merchandise exports in Asia including Hong Kong. Sustained international trade flows, coupled with improving inbound tourism, are also expected to benefit Hong Kong’s exports of services. However, uncertainties in the trade policies of the United States persist, and its monetary policy trajectory going forward is still complicated. These may affect global financial conditions and investment sentiment. Apart from this, the change in consumption patterns of residents and visitors would still pose constraints on driving consumption in the domestic market, though sustained increase in employment earnings and the SAR Government’s various policies to promote mega events and tourism would help boost consumption sentiment.

    * Taking into account the actual outturn in the first quarter and the latest developments of the global and local situation, the real GDP growth forecast for 2025 as a whole is maintained at 2%-3%, the same as that announced in the Budget. The Government will continue to closely monitor the situation.

    * On the inflation outlook, overall inflation should remain modest in the near term as pressures from domestic costs and external prices should stay broadly in check. Considering that the inflation situation in the first quarter was broadly in line with earlier expectations, the forecasts for the underlying and headline consumer price inflation rates for 2025 are maintained at 1.5% and 1.8% respectively, the same as those announced in the Budget.

         According to the revised figures released today by the Census and Statistics Department, real GDP grew by 3.1% year-on-year in the first quarter of 2025 (same as the advance estimate), having increased by 2.5% in the preceding quarter. On a seasonally adjusted quarter-to-quarter comparison, real GDP rose by 1.9% in the first quarter (revised from the advance estimate of 2.0%), after a 0.9% increase in the preceding quarter (Chart).
     
         The latest figures on GDP and its major expenditure components up to the first quarter of 2025 are presented in Table 1. Developments in different segments of the economy in the first quarter are described below.
     
    External trade
     
         Supported by broadly sustained external demand as well as some front loading of shipments in anticipation of tariff hikes by the United States in early April, total exports of goods posted accelerated year-on-year growth of 8.4% in real terms in the first quarter, following a 1.3% increase in the preceding quarter. Analysed by major market and by reference to external merchandise trade statistics, exports to the Mainland grew strongly in the first quarter over a year earlier. Exports to the United States rose back, while those to the European Union fell further. Exports to ASEAN markets soared, while those to high-income Asian economies showed mixed performance. On a seasonally adjusted quarter-to-quarter basis, total exports of goods increased notably by 10.2% in real terms in the first quarter.
     
         Exports of services continued to expand visibly by 6.6% in real terms in the first quarter over a year earlier, after growing by 6.5% in the preceding quarter. Exports of all major service groups rose further. Specifically, exports of travel and transport services continued to expand, supported by the further increase in visitor arrivals and growth in cross-boundary traffic. Exports of financial services rose sharply, thanks to the notable increase in cross-boundary financial and fund raising activities. On a seasonally adjusted quarter-to-quarter basis, exports of services were virtually unchanged in real terms in the first quarter.
     
    Domestic sector
     
         Private consumption continued to be subject to the lingering impact of changes in residents’ consumption patterns in the first quarter. Private consumption expenditure declined modestly by 1.1% in real terms from a year ago, after a marginal decline of 0.2% in the preceding quarter. On a seasonally adjusted quarter to quarter basis, private consumption expenditure decreased by 1.6% in real terms. Meanwhile, government consumption expenditure increased by 1.2% in real terms in the first quarter over a year earlier, after rising by 2.1% in the preceding quarter. On a seasonally adjusted quarter to quarter basis, government consumption expenditure increased by 0.5% in real terms.
     
         Overall investment expenditure in terms of gross domestic fixed capital formation resumed moderate growth in the first quarter, rising by 2.8% year-on-year in real terms, after a modest decline of 0.7% in the preceding quarter. Within the total, expenditure on machinery, equipment, and intellectual property products increased visibly. The costs of ownership transfer rose sharply due to a markedly higher number of property transactions compared to the same period last year. Yet, expenditure on building and construction declined moderately.
     
    The labour sector
     
         The labour market remained tight in the first quarter of 2025. The seasonally adjusted unemployment rate stayed low at 3.2%, slightly higher than the 3.1% in the preceding quarter. The underemployment rate remained at a low level of 1.1%. The median monthly employment earnings of full-time employees in nominal terms increased by 6.4% year-on-year in the first quarter.
     
    The asset markets
     
         After staying largely range-bound in January 2025, the local stock market rallied after the Chinese New Year holidays through mid-March, as market sentiment was fuelled by the Mainland’s breakthrough development in AI and the Central Government’s measures to stimulate the domestic economy as unveiled at the “two sessions”. However, the market cooled down towards the end of the quarter amid concerns over the United States’ trade policy outlook. The Hang Seng Index (HSI) hit a three-year high of 24 771 on March 19, before retreating somewhat to close the first quarter at 23 120, up 15.3% from end-2024. In early April, trade tensions escalated abruptly due to the significant increase in import tariffs by the United States, and the global financial markets were volatile at that time. The HSI also fell in tandem, but it has recently resumed its uptrend.
     
         The residential property prices remained soft in the first quarter. Market sentiment turned more cautious towards the end of March amid growing external uncertainties from the United States’ trading and monetary policies. Overall flat prices fell by 2% in the first quarter. The index of home purchase affordability improved slightly further to around 59% in the first quarter alongside easing flat prices during the quarter, but remained above the long-term average of 56% over 2005 2024. The number of transactions, in terms of the total number of sale and purchase agreements for residential property received by the Land Registry, retreated by 19% from the preceding quarter to 12 193 in the first quarter, but was 24% higher than the level a year ago. On the other hand, overall flat rentals continued to show resilience, edging up by 0.4% during the first quarter. As to the non-residential property market, it remained generally weak in the first quarter, with trading activities across major market segments showing mixed performance, as well as prices and rentals declining further.
     
    Prices
     
         Consumer price inflation stayed modest in the first quarter of 2025. The underlying Composite CPI increased by 1.2% over a year earlier in the first quarter, same as the increase in the preceding quarter. Within this, food prices as a whole increased mildly. Private housing rentals saw a slightly accelerated increase. Price pressures on other major components stayed largely contained. Including the effects of the Government’s one-off relief measures, the headline Composite CPI increased by 1.6% over a year earlier, higher than the 1.4% increase in the preceding quarter. The headline inflation rate was higher than its underlying counterpart in the first quarter, as the electricity charges subsidy provided by the Government was smaller compared with the same period last year.
     
    Latest GDP and price forecasts for 2025
     
         As international trade tensions have eased somewhat of late, the headwinds and uncertainties in the external environment have lessened to some extent. This may relieve part of the downward pressure on the global economic outlook. Moreover, the sustained steady growth of the Mainland economy amid more proactive fiscal policies and the moderately accommodative monetary policies should bode well for the performance of merchandise exports in Asia including Hong Kong. Sustained international trade flows, coupled with improving inbound tourism, are also expected to benefit Hong Kong’s exports of services. However, uncertainties in the trade policies of the United States persist, and its monetary policy trajectory going forward is still complicated. These may affect global financial conditions and investment sentiment. Apart from this, the change in consumption patterns of residents and visitors would still pose constraints on driving consumption in the domestic market, though sustained increase in employment earnings and the SAR Government’s various policies to promote mega events and tourism would help boost consumption sentiment.
     
         Taking into account the actual outturn in the first quarter and the latest developments of the global and local situation, the real GDP growth forecast for 2025 as a whole is maintained at 2%-3%, the same as that announced in the Budget (Table 2). The Government will continue to closely monitor the situation. For reference, the latest growth forecasts by private sector analysts range between 1.0% to 2.5%.
     
         On the inflation outlook, overall inflation should remain modest in the near term as pressures from domestic costs and external prices should stay broadly in check. Considering that the inflation situation in the first quarter was broadly in line with earlier expectations, the forecasts for the underlying and headline consumer price inflation rates for 2025 are maintained at 1.5% and 1.8% respectively, the same as those announced in the Budget (Table 2).

    The All-Russian scientific-practical and educational-methodical conference with international participation “Fundamental and applied research in the field of management, economics and trade” was held at the Polytechnic University.

    The plenary session of the conference was devoted to the discussion of cross-industry solutions using artificial intelligence in various sectors of the economy. The session was opened and the discussion was moderated by the chairperson of the conference program committee, director of the scientific and educational center for information technology and business analysis “Gazprom Neft”, professor of the Higher Engineering and Economics School of the Institute of Industrial Management, Economics and Trade of SPbPU Irina Rudskaya.

    Welcoming the participants of the conference, which opened in the White Hall of SPbPU, Vice-Rector for Research Yuri Fomin recalled that the university has chosen three relevant areas in its development strategy until 2030, including the development of artificial intelligence technologies.

    It is gratifying that our university is increasingly having discussion platforms on this topic. This is important for working out the decisions being made, finding answers to the questions that AI poses to us, said Yuri Vladimirovich.

    In turn, Vladimir Shchepinin, Director of the Institute of Industrial Management, Economics and Trade of SPbPU, noted that within the framework of the conference, the institute is holding a plenary session in the format of a panel discussion for the first time, as well as a competition of scientific works of students and postgraduates, according to the results of which the winners will receive scholarships from the institute’s fund, formed together with industrial partners.

    For two hours, the panelists kept the audience’s interest alive. The tone and theme were set by Yuri Fomin, who oversees the AI development direction at SPbPU.

    For us, cross-industry is everything related to engineering, not a specific segment. This is our competitive advantage. Today, we earn about two hundred million rubles a year on such developments using AI, and by 2030, we plan to reach one and a half billion rubles, concentrating on performing applied tasks for our partners, – said Yuri Fomin and spoke about some of the projects being implemented today.

    The Vice-Rector for Research also identified the main barriers that prevent more effective use of AI in the real sector of the economy. The first barrier is the lack of clear formalization of the business process, and for the implementation of AL technologies there must be a clear sequence of actions. The second barrier is insufficient digitalization: correct data is obtained from correctly digitized business processes. Incorrect data leads to making incorrect decisions.

    All speakers, starting with the Vice President, Director of the North-West Macroregional Branch of PJSC Rostelecom Alexander Loginov, spoke about overcoming such barriers and other tasks. He noted that the data really should be reliable, and that infrastructure and personnel are also needed to use AI. Alexander Evgenievich cited the results of one foreign study, according to which more than 60% of employees hide from management that they use AI, and 66% blindly trust all the information received. All participants in the discussion agreed that the solutions and answers offered by neural networks should be verified. This is especially important in such a field as medicine, although the largest number of datasets have been collected here and most of the data is carefully verified. As Petr Shegai, Deputy Director General for Science at the National Medical Research Center of Radiology of the Russian Ministry of Health, explained, Russian AL technologies for medicine, based on data collected in the country, today make it possible to prescribe treatment and help to partly equalize the opportunities of experienced and novice doctors, although, of course, any final decision on the appointment is made by a person.

    Svetlana Merkushina, Executive Director of the Sber Education Industry Center, spoke about the main trends related to data analysis, the advantages of using AI, including reducing the risk of human factor and accelerating all processes. Any AI is data plus algorithms that increase productivity. But what needs to be done to make AI truly generative? According to Maxim Patrushev, Deputy Head of the Kurchatov Complex of NBICS-nature-like technologies at the Kurchatov Institute National Research Center, there is no answer to this question yet, but methods for increasing productivity using AI are being actively created, big data is being analyzed for decision-making, and options for solutions in working with genes are being calculated. For example, scientists at the NRC are working on the Controlled Evolution software.

    Continuing the topic of possible solutions, Director of the Federal Scientific Center for Vegetable Growing, Academician of the Russian Academy of Sciences Alexey Soldatenko emphasized the possibilities of using AI to solve the problem of food security, increase agricultural yields and reduce labor costs. AI is actively used in breeding, development of animal nutrition, and “smart” video surveillance of animal behavior. Among the problems identified in the implementation of new technologies, Alexey Vasilyevich named an insufficiently developed regulatory framework, and also noted that technologies will change so rapidly that they will have to be mastered constantly.

    The importance of continuous training was also highlighted by the rector of the Gazprom Neft Corporate University, Ilya Dementyev, who noted that each employee of their company undergoes additional training three times a year. Summing up the discussion, Ilya Aleksandrovich identified another problem – a lack of understanding of the essence of artificial intelligence.

    We need to think about whether we have reached a point of singularity, when the technologies being created are used by people who do not understand what they are using. Therefore, we need to stimulate not only the development of technologies, but also the development of education in the field of artificial intelligence. And it is important that there is a demand from within – from the teachers themselves, who must understand how to use AI in teaching, and from students, who must understand what competencies they will need, the speaker noted.

    The panel discussion ended with a conversation with the audience. The speakers answered questions about how they see the labor market changing, what skills employers need, what language models are best to use, and what ethical issues remain unresolved. There was no clear answer to the last question, “What is artificial intelligence?” And while there is no understanding of what is in the “black box,” according to experts, it is worth asking more about how to use it rather than what AI is.

    Li Shuxue, Chairman of Huaneng Inner Mongolia Eastern Energy Co., Ltd., stated at a launch event in Hulunbuir (Inner Mongolia) on May 15th that the company is actively working to drive an energy transition in mining transportation. As a key part of these efforts, it is replacing fuel vehicles with electric ones to build safe, intelligent, and green mines.

    Supported by technological innovations, the Huaneng Ruichi autonomous electric mining trucks are industry-leading in several areas: Each truck can carry a load of 90 metric tons and operate continually in extreme cold of –40°C, while delivering 120% of the comprehensive operational efficiency of a manually-driven truck. In addition, Huawei Cloud provides the Commercial Vehicle Autonomous Driving Cloud Service (CVADCS) that uses a crowdsourced map for real-time operational location updates. This enables fast route optimization, reduces waiting times, and improves operational efficiency, maximizing the strengths of collaborative truck fleet operations.
    Furthermore, as the first autonomous mining truck in China without a driver’s cabin, Huaneng Ruichi places personnel safety above all else, keeping them away from equipment hazards and harsh environments to greatly reduce related risks.     The 5G-A network is deployed in the Yimin mining area to provide precise network coverage for autonomous driving routes, achieving smooth vehicle-cloud synergy. It is the world’s first open-pit mine powered by 5G-A, featuring 500 Mbps uplink and 20 ms latency, and providing solid network support for HD video backhaul and cloud-based dispatching of autonomous mining trucks.   • PIB flags AI-generated fake Daily Telegraph report cited by Pakistan minister

    The central government has flagged yet another instance of fake news pushed by Pakistan, this time involving a digitally altered image of a UK newspaper’s front page that falsely praised the Pakistan Air Force. The Press Information Bureau (PIB) said the image, circulated widely on social media, was AI-generated and never published by The Daily Telegraph.

    The image, dated May 10, carried the headline: “Pakistan Air Force: The Undisputed King of the Skies.” The Press Information Bureau’s (PIB) Fact Check unit confirmed the image was digitally altered and not published by The Daily Telegraph.

    What raised further alarm was the image being referenced by Pakistan’s Foreign Minister Ishaq Dar during a statement in the country’s Senate on May 15. PIB flagged the move, saying that an official endorsement of a fabricated report “intentionally lent official weight to a piece of digital deception.”

    This is not the first time Pakistan-linked accounts have been flagged by PIB. Earlier this week, the fact-checking body debunked another claim related to an alleged Indian Air Force (IAF) casualty during ‘Operation Sindoor’. Viral images suggested the last rites of a Rafale pilot were conducted after the reported mission. PIB clarified the image used was from 2008 and unrelated to any recent developments.

    New life for the Svirskaya Pobeda memorial park in Lodeynoye Pole

    Student Sofia Mironova is working on the project “Regeneration of the territory of the memorial park “Svirskaya Pobeda” in the city of Lodeynoye Pole” under the supervision of associate professors of the Department of Architectural and Urban Heritage Nadezhda Akulova and Nina Petukhova.

    The student told about the history of the park. On June 21, 1944, a unique operation took place in its place, which went down in history as the feat of the “false landing” during the crossing of the Svir River: 16 soldiers, risking their lives, went to the opposite bank of the Svir to attract the attention of the enemy and reveal his firing positions. Marshal Meretskov, who commanded the Karelian Front, ordered the creation of a memorial here. The park was laid out during the war by the efforts of servicemen and city residents. These events were reflected in the concept of the project.

    Today, the memorial park area has fallen into disrepair. A survey of city residents showed that they would like to see it revived while preserving the “memory of the place.”

    “The concept provides for the creation of a memorial to 16 heroes, the improvement of the Alley of Memory, the trees of which were planted by war participants, the restoration of the Lodeynoye Pole Museum of History and Local History, and the creation of viewing platforms on the river bank, one of which will also be a memorial. The park is planned to be divided into zones: an active zone with an exhibition of military equipment, a memory zone with a sculptural group dedicated to the heroes, and a recreational zone. The Svirskaya Pobeda Memorial Park is a memory that we must pass on to future generations,” said Sofia Mironova.

    Alexey Volkov shared details of his project “Restoration and adaptation of the Narva flax-jute manufactory complex with renovation of the Parusinka territory in Ivangorod” (headed by Nadezhda Akulova). The goal of the aspiring architect-restorer is to preserve the historical and cultural features of the environment by creating a comfortable high-tech space integrated into the historical area.

    “The area is located 150 kilometers from St. Petersburg on the state border with Estonia, which runs along the Narva River. The factory village owes its origin and development to the Stieglitz family, who founded the Cloth and Flax Spinning Manufactories. The factory buildings have survived to this day with major losses, dissonant volumes, and structures in a state of emergency. Existing development projects for the area do not solve the main problems – a significant improvement in the quality of life of city residents, the development of tourism and, most importantly, the preservation of unique cultural heritage sites,” shared the student, who called his concept “On the SAILS of the Past to the Space of the Future.”

    The project envisages the restoration of the compositional and planning structure of the factory-residential district, where the main center of attraction is the historical factory complex, around which the everyday, cultural and business environment is concentrated, meeting the modern needs and demands of the city. Alexey is confident: the renovation of the territory with the development of a scientific, educational and cultural environment on it can become an example for other large integrated development projects.

    Darya Kondratyuk presented the project “Albrecht Estate in the Village of Kotly, Kingissepsky District”, on which she is working under the supervision of Nadezhda Akulova. The ensemble “Albrecht Estate” is a cultural heritage site of federal significance. According to the student, the village of Kotly, despite the ruined state of the ensemble, is attractive to tourists. Thanks to volunteer initiatives, the festival “Kotelskie Marketplaces” is held there, which attracts attention to this site.

    Some of the design solutions are aimed at improving the estate park, which can be included in a single route with ecotourism sites developing in the vicinity of the estate.

    The project envisages the adaptation of the Albrecht Estate ensemble into a boarding house for the elderly. At the same time, it is necessary to preserve the historical heritage and create a comfortable environment for the older generation. The comprehensive approach includes the restoration of buildings, landscaping and infrastructure development, which will increase the attractiveness of the area for tourists and local residents.

    Daria believes that the restoration and adaptation project she developed for modern use will help preserve the estate’s heritage for future generations.

    Student work received high marks

    Vladimir Tsoi highly praised the student projects: “The work of SPbGASU students is valuable from different points of view. Firstly, sometimes it is the first “approach to the projectile”, which is needed to understand the development prospects of a particular territory, subject complex or monument. When I was in charge of the Vyborg United Museum-Reserve, in partnership with SPbGASU we organized an exhibition of diploma theses dedicated to Vyborg and its environs. This was a revelation for the townspeople and guests. It was very relevant, interesting, and inspired fresh thoughts. Subsequently, some of the ideas were embodied in restoration projects, while others have not lost their relevance and are waiting to be implemented.

    The second reason for the value of student work is its subject matter. The project of the memorial park “Svirskaya Pobeda” in Lodeynoye Pole is, in my opinion, a completely finished product offering specific spatial architectural solutions for a specific object. Not conceptual, but subject. Therefore, cooperation with SPbGASU is very important for us.

  • MIL-OSI China: Humanoid robots poised to transform China’s factory floor

    Inside Zeekr’s humming, 5G-enabled electric car factory in the eastern Chinese city of Ningbo, a new type of worker began its apprenticeship.

    One robot meticulously sorted components from a shelf, its fingers deftly peeling and applying labels. Nearby, two others coordinated to lift a box from a cart, placing it precisely onto a rack. When one’s battery depleted, another autonomously approached to initiate charging.

    With a height of an average Chinese man, these UBTECH’s Walker S1 humanoid robots offer a glimpse into the future of China’s manufacturing sector — a new wave of automation promising to boost productivity while replenishing the shrinking pool of human workers.

    GO TO FACTORIES

    Over the past few months, Chinese startup teams have been making waves on the global stage with robots that can perform impressive stunts such as dance routines, backflips and Tai Chi.

    Beyond the spotlight, however, some leading robotics firms have been focused on deploying them in factories for more practical jobs. They are joining the global race, led by Tesla Optimus, to integrate humanoid robots into manufacturing.

    Shanghai Kepler Robot Co., Ltd. recently released a video of its K2 humanoid robot working at a logistics plant. The robot skillfully navigated the factory floor, handling boxes, transporting goods and operating machinery.

    K2 is specifically designed to handle factory work. It has dual arms that can carry 30 kilograms, boasting an impressive eight-hour work cycle on a one-hour charge, said Hu Debo, CEO of Kepler, adding that the base price for its mass-produced version is only 30,000 U.S. dollars.

    “If a robot can perform a job as a human does and its cost is around 300,000 to 400,000 yuan (approximately 41,000 to 55,200 U.S. dollars), then it would be cost-effective enough to be deployed,” said Xu Jun, head of the innovation technology department at Geely, Zeekr’s parent company.

    Humanoid robots initially found their application in China’s automotive manufacturing sector, driven by the industry’s high level of digitalization.

    “Automotive manufacturing is one of the most technologically advanced, intelligent, standardized, and data-driven fields in manufacturing, making it an ideal environment for humanoid robots,” said Xu.

    The robot density has hit 470 units per 10,000 workers in China’s manufacturing industry. Over the coming years, the sector is expected to send more intelligent robots to the shop floor.

    UBTECH founder Zhou Jian announced that the firm’s goal for this year is to manufacture approximately 1,000 humanoid robots, which are set to be deployed in real-world applications to collect more data.

    “Application in the manufacturing sector is our priority,” Zhou said.

    NOT ABOUT REPLACEMENT

    China’s push for humanoids stems from their potential to bridge the gap left by traditional industrial robots. While industrial robots excel in speed and load-bearing capacity with their pre-programmed, set-path motions, humanoids powered by AI-augmented learning boast greater adaptability.

    “Moreover, the large size of industrial robots prevent them from accessing confined spaces like vehicle cabins,” explained Xu, adding that humanoids are not intended as replacements of earlier iterations of industrial robots.

    Additionally, the “machine-for-human” transition in China’s coastal manufacturing plants has proven to be less alarming than initially feared.

    “What’s really happening in our industry isn’t that there are many people lining up to work in factories,” said Xu. “The real problem is a labor shortage, especially when production scales up. We simply can’t find enough workers.”

    “Widespread use of humanoid robots could replace humans in hazardous, repetitive, and dull jobs, potentially solving future labor shortages,” said Xiong Rong, director of a humanoid robotics innovation center in Zhejiang.

    K2 can achieve the same level of output as 1.2 to 2 people in simple and repetitive factory tasks. “Given the labor costs in the Yangtze River Delta, manufacturers can recoup their investment in this robot in just 1.5 to 1.8 years,” said Hu.

    However, humanoid robots still lag in efficiency for complex tasks.

    “Their overall efficiency is about 70 percent of skilled workers’ and they cannot perform complex tasks like precision screw-tightening done by senior technicians,” said Leng Xiaokun, founder of Leju Robot. The Shenzhen-based firm has trained its robots in several automotive plants to perform box-handling and parts-sorting tasks.

    A Shanghai startup has sent its robots to a “technical school”. In AgiBot’s 4,000-square-meter space, scenes like restaurants, bubble tea shops, and homes are set up.

    Over a hundred data collectors, wearing VR glasses and holding controllers, are teaching robots daily chores like folding clothes, clearing dishes, cleaning tables and cashiering in supermarkets. Each action is repeated hundreds of times by the robots.

    “Robots have to interact with tangible objects in a 3D world, as such data can’t be obtained from the Internet,” said Peng Zhihui, AgiBot’s co-founder.

    Meanwhile, the Beijing-based robotic firm Galbot is exploring an alternative training method: using synthetic simulation data to train robots. The startup has amassed tens of millions of scene data and billions of action data, according to its founder Wang He.

    WHY IN CHINA?

    China is positioning itself as a powerhouse not just in developing these robots but also in creating an ecosystem for their deployment.

    It came as the country has been driving manufacturing digitalization and intelligent transformation, aiming to leverage these technological upgrades to sustain economic growth.

    This year’s government work report proposed advancing the “AI Plus” initiative to integrate cutting-edge digital technologies with the nation’s strong manufacturing base and vast market advantages. It has also planned to develop future industries like embodied intelligence and other next-gen technologies.

    At an industrial park in the southern tech hub of Shenzhen, the tightly-knit robotics ecosystem enables seamless collaboration. PaXini Tech supplies tactile sensors to nearby UBTECH, while DexForce streams simulation data directly to AI2Robotics for real-time AI training.

    A recent Morgan Stanley report, “Humanoid Robot 100: Mapping the Humanoid Robot Value Chain,” has highlighted that Asian companies constitute 73 percent of the top 100 listed firms in this sector, with Chinese firms alone accounting for 56 percent.

    China’s startups are “benefiting from established supply chains, local adoption opportunities and strong degrees of national government support,” according to the report.

    Now, cities like Beijing, Shanghai and Shenzhen have established substantial industry funds. In the first quarter of this year, over 50 embodied intelligence firms secured over 6 billion yuan in funding, according to data of IT Juzi, an emerging technology data provider.

    A key feature of China’s electric vehicle industry is that it has integrated the consumer electronics supply chain, said Li Zexiang, founder of the XBot Park in southern city of Dongguan. “The embodied intelligence industry, exemplified by humanoid robots, is now following suit.”

    “China has the potential to replicate the disruptive impact from the EV industry in the humanoid space,” Reyk Knuhtsen, analyst at SemiAnalysis, told CNBC.

    “The influx of humanoid robots into factories will not only boost productivity but also create new industries, giving rise to new industrial chains and job opportunities,” said Xu.

    Young people are concerned they lack the green skills
    to effectively act on climate change

    Six in ten 16–24-year-olds globally agree that developing green skills could open up new career opportunities but less than half (44%) possess the skills required for today’s green workforce

    Paris, May 16, 2025 – The Capgemini Research Institute and UNICEF* Generation Unlimited’s report, Youth perspectives on climate: Preparing for a sustainable future’ published today, explores youth perspectives on the climate crisis. It includes their take on “green skilling” and graduating to a green job, as well as how business and government can collaborate with young people to inspire climate advocacy. The report finds that despite rising climate anxiety, a majority of young people remain hopeful that there is still time to address and fix the problems caused by climate change. Young people in both, the Global South and Global North, want to be a part of the solution, with most interested in shaping environmental policy and many interested in pursuing a green job, however the report highlights a worrying lack of requisite green skills.

    According to the research, most young people worry about climate change. Over two-thirds of youth globally say they are concerned about how climate change could affect their future, representing an increase since 2023, when a UNICEF USA survey found that 57% of youth globally experienced “eco-anxiety.”1 Youth in the Global North report higher levels of climate-related anxiety (76%) compared to their peers in the Global South (65%). A rural-urban divide is also evident, with 72% of youth living in urban and suburban areas expressing concern about climate change impacts on their future, versus 58% in rural areas.

    Young people believe there is still time to fix the problems caused by climate change
    Despite their climate anxiety, most youths believe green skills are key to a brighter future, with 61% agreeing that developing green skills2 will offer them new career opportunities. They are interested in aligning their paid employment with their climate conscious values, with slightly over half (53%) globally and almost two-thirds (64%) in the Global North interested in a green job.

    “Young people across the globe, and in particular in the US, are hyperaware of the urgent challenges posed by climate change. It’s clear that they are also eager to be part of the solution,” said Sarika Naik, Group Chief Corporate Responsibility Officer at Capgemini. “We need to help young people turn their passion into impact by investing in green skills. This report shows how critical it is that business, governments, and education leaders work together to bridge the skills gap, empower youth voices, and create pathways to meaningful green careers.”

    Youth lack the necessary green skills
    Young people provide a workforce pipeline for tackling climate change, but the green transition requires a skilled workforce. According to the Organization for Economic Co-operation and Development (OECD), environmental sustainability competency relies on a strong foundation in science, an understanding of climate change, a commitment to protect the environment, the confidence to explain environmental issues, and the motivation to act sustainably3.

    However, the report finds that less than half of youth globally (44%) believe they have the green skills necessary to be successful in today’s workforce. In terms of green skills, young people in rural areas lag even further behind young people in suburban and urban areas. This percentage also differs across regions. In the Global South, around six in ten Brazilian youth say they are equipped with green skills, while only 5% of Ethiopian youth say the same.

    Since the Capgemini Research Institute’s 2023 research4, youth in several countries in the Global North have regressed in their knowledge of green skills. Among youth aged 16 to 18 in Australia, France, Germany, Japan, the UK, and the US, recycling and waste reduction remains the most commonly held green skill. But the share of youth knowledgeable about sustainable design, sustainable energy, and sustainable transportation has significantly declined since 2023. In the Global South, young people are most knowledgeable about recycling and waste reduction, energy conservation and water conservation, but least knowledgeable about climate technologies, data analysis, and sustainable design.

    The generational divide must be overcome to find solutions
    Most youth globally (71%) agree that they should have a strong influence on environmental policy and legislation. However, the majority agree that business and political leaders are not playing their part and should be contributing more to the fight against climate change. While almost two-thirds of young people feel engaged enough to want to speak with local leaders about climate action, fewer than half believe their opinions are actually heard by community leaders.

    The report urges community leaders to support young people in advancing climate solutions and green skills. According to the report, integrating green education, expanding access to training, and aligning climate goals with youth employment strategies should be part of the solution and implanted by policymakers. Whereas corporate leaders could be encouraged to co-create green job pathways, invest in youth-led initiatives, and embed young voices in CSR, ESG, and climate strategies in order to build trust and drive sustainable innovation.

    As young people seek to upskill, global movements like Green Rising aim to support 20 million young people by 2026 in taking grassroots action, offering opportunities for volunteerism, advocacy, paid work and entrepreneurship. This initiative is led by Generation Unlimited at UNICEF and supported by the public and private sector, including Capgemini.

    Report Methodology
    The Capgemini Research Institute carried out extensive research into youth perspectives on climate change and interest in green skills and green jobs in February and March 2025. They conducted an online survey of 5,100 youth aged 16 to 24 across 21 countries in Africa, the Americas, Asia-Pacific, and Europe. This included 4,394 youth aged 18 to 24 and 706 youth aged 16 and 17 years old. For the 14% of the sample that were minors (<18 years old), they obtained parental permission from 706 parents. The majority (83%) of the youth surveyed live in the Global South (low- and middle-income countries).5 The remaining youth respondents live in the Global North or high-income countries.

    Severe thunderstorms are possible Saturday across parts of the Mid
    Atlantic and Northeast, and across parts of the southeastern Great
    Plains to Lower Mississippi Valley.

    …Synopsis…
    A mid-level low centered across the western Great Lakes Saturday
    morning will shift east through the day and move over the Northeast
    by 12Z Sunday. Moderate to strong mid-level flow will expand south
    from the southern Great Lakes to the Southeast. Farther west, a
    weakening mid-level shortwave trough will advance from northern
    Mexico into the Southern Plains. A mid-level jet streak associated
    with this mid-level shortwave trough will overspread portions of
    central/northern Texas and into Oklahoma on Saturday. A strong
    mid-level jet streak will move into the Intermountain West on
    Saturday and amplify a trough across the western CONUS.

    …Mid Atlantic to the Northeast…
    Thunderstorms will likely be ongoing at the beginning of the period
    across portions of the Upper Ohio Valley and eastern Great Lakes.
    This convection and cloudcover associated with it, casts
    considerable uncertainty on destabilization, particularly across the
    Northeast. However, mid-60s dewpoints are anticipated ahead of the
    cold front as it moves eastward through the day. This moisture,
    combined with cooling temperatures aloft. Could be sufficient for
    damaging wind gusts and perhaps isolated large hail.

    The most favorable zone for severe storms will likely exist across
    eastern North Carolina into southeast Virginia. This zone is far
    enough south to likely remain mostly cloud free which will promote
    surface heating and destabilization. In addition, the stronger
    mid-level flow is forecast to overspread this region which would
    support storm organization and the potential for supercells. Given
    the greater instability and shear with potential for supercell storm
    mode, large hail and damaging wind gusts appear most likely within
    this region.

    …Southeast…
    The cold front will likely become stalled across the Southeast on
    Saturday. South of this front, moderate to strong instability is
    forecast with 50 knots of flow parallel to the boundary. Forcing
    will remain weak along this boundary with minimal surface
    convergence and mostly neutral heights aloft. Therefore, storms are
    possible along this boundary, and could be supercellular if they
    form, but coverage should be isolated if any storms form at all
    given the weak forcing.

    …Central Texas into Oklahoma, Arkansas, and northern Louisiana…
    Moderate to strong instability is forecast across central/northern
    Texas Saturday afternoon as temperatures warm into the low 80s with
    dewpoints in the low 70s and 500mb temperatures around -10C. Weak
    large scale forcing will overspread the dryline during the afternoon
    as a right entrance region of the upper-level jet overspreads
    northern Texas. Any subtle large scale forcing will likely be
    sufficient for rapid storm development along the uncapped
    dryline/triple point in north-central Texas by mid-afternoon. Large
    hail (some 2+ inch) will be the initial threat from supercells along
    the dryline. However, CAM signals suggest a combination of left and
    right-moving supercells congealing into a cluster/MCS rather quickly
    with an increasing severe wind threat. These mode concerns limit
    higher hail/tornado probabilities at this time, despite a very
    unstable and strongly sheared environment across the region.

    Additional supercells may develop Saturday evening and into early
    Sunday morning across eastern Oklahoma into the Ozarks as isentropic
    ascent increases with the strengthening low-level jet. These storms
    will pose a primary threat of large hail.

    …Utah into Southeast Idaho and Southwest Wyoming…
    Rapidly cooling temperatures aloft across the Great Basin on
    Saturday will result in weak destabilization and numerous storms. A
    deep, well-mixed boundary layer will support the potential for
    severe wind gusts from the stronger cores.

  • MIL-OSI China: World’s largest car carrier built by China sets sail

    SHANGHAI, May 15 — Anji Ansheng, China’s domestically built ocean-going car carrier and the world’s largest such carrier in terms of capacity, set sail on its maiden voyage to Europe on Thursday evening, carrying approximately 7,000 China-made vehicles.

    The departure from Shanghai marks a milestone achievement, surpassing a record set just weeks earlier by BYD Shenzhen, which is a domestically built car carrier from the major Chinese automaker BYD. That vessel had previously held the title of the world’s largest car carrier in operation.

    “The fact that this record has been broken again in less than a month reflects the rapid rise of China’s mid-to-high-end manufacturing sector, and the resilience and vitality of the country’s foreign trade despite complex global conditions,” said Gao Yuning, deputy director of the School of Public Policy and Management at Tsinghua University.

    Anji Ansheng measures 228 meters in length and 37.8 meters in width, with a maximum capacity of carrying 9,500 standard vehicles, said Zhuang Jingxiong, general manager of SAIC Anji Logistics Co., Ltd., a subsidiary of SAIC Motor Corporation Limited.

    The vessel integrates advanced energy-saving technologies and intelligent low-carbon systems, achieving world-class energy efficiency. It is also incorporated with a methanol-refueling design, laying the foundation for achieving carbon neutrality in the future.

    “China’s large-scale construction and delivery of vehicle carriers are propelling the country’s ocean-going auto transport capacity to new heights,” said Zheng Hehui, deputy general manager of China Merchants Industry Holdings, a subsidiary of the China Merchants Group.

    According to SAIC, the company had delivered over 5.5 million vehicles to international markets by the end of 2024, placing it among China’s top car exporters. SAIC’s annual overseas sales have surpassed 1 million units for three consecutive years.

    China’s automobile exports exceeded 6.4 million units in 2024, maintaining the top global position for a second consecutive year, according to the General Administration of Customs of China.

    Data from January to April 2025 shows that the country exported more than 1.93 million vehicles during the period, a year-on-year increase of 6 percent.

    Take the Shanghai Haitong International Automotive Terminal — from where Anji Ansheng set sail — as an example. Despite global trade uncertainties in the first four months this year, the port exported 740,000 vehicles during the period, a year-on-year increase of 25.1 percent.

    “This momentum reflects not only the rising competitiveness of Chinese brands but also the strong capabilities of China’s auto industry,” Cui Dongshu, secretary general of the China Passenger Car Association, said.

    China’s growing competitiveness was also evident at the recent 2025 Shanghai Auto Show, which attracted more than 12,000 overseas dealers.

    “China is doing a great job in terms of technology, and the cars are very reliable. People have confidence in Chinese cars. I think they see Chinese cars as offering a good balance between price and quality,” said Agustin Garcia, CEO of Spain’s Sarmovil Auto Group.

    SAIC’s Anji Logistics now operates one of the world’s leading vehicle shipping fleets. By 2026, its ocean-going fleet will grow to 22 vessels, with routes covering Western Europe, Mexico, Southeast Asia, the Middle East and other key export destinations for Chinese automakers.

    “For automakers, owning a fleet ensures stable export operations, reduces transportation costs, and guarantees timely delivery of products to overseas customers,” said Xie Xiaowen, an expert from the China Communications and Transportation Association.

    The 2025 China Smart Industry Trade Exhibition (2025 CSITE), together with Chinese technology expositions, is adding momentum to Malaysia’s development aspirations, especially in the adoption of new technologies and digitalization, Deputy Communications Minister Teo Nie Ching said here on Thursday.

    Coming at a time when Malaysia, as 2025 chair of the Association of Southeast Asian Nations (ASEAN) grouping, is advocating for greater cooperation and regional integration, the exhibition reinforces efforts to improve connectivity in trade, tourism, education, and cultural diplomacy, Teo said in her remarks at the exhibition’s launch.

    “I am heartened to see the participation of nearly 100 companies from China, Malaysia, and around the region. Your presence here speaks volumes about the potential for partnerships that can help shape a smarter, safer, and more connected ASEAN,” she said.

    “China has remained Malaysia’s largest trading partner for 16 consecutive years… What these enormous figures tell us is that there is strong trust, shared aspirations, and a readiness to innovate together. In addition to growing trade and investment links, people-to-people ties between our nations continue to deepen,” she added.

  • MIL-OSI China: China’s robotics boom fueled by fledged industrial chain

    In a smart factory of China’s home appliance giant Midea Group, more than 10 robots are busy screwing and welding. But here’s the twist: these robots are not simply assembling the company’s iconic air conditioners or fridges; instead, they are building other industrial robots.

    This “robots producing robots” production line in Foshan, Guangdong Province, operates fully automated and around the clock, rolling out one robot every 30 minutes on average.

    The factory sits amid a thriving robot industry ecosystem, where suppliers of core components are just a 10-minute drive away. Benefiting from the efficient supply chain, the Midea factory has delivered more than 80,000 industrial robots since it was set up in 2020.

    Midea started its foray into the robotics in 2015, with hopes of harnessing the technology to make its home appliances smarter while gaining a strategic foothold in the futuristic industry of smart robots.

    In March this year, the group unveiled a humanoid robot prototype capable of performing a variety of movements, including shaking hands, dancing, tightening screws, as well as understanding voice commands and doing operations as instructed.

    “We expect that the humanoid robot can be applied and commercialized in specific scenarios such as industry and manufacturing,” said Wei Chang, vice president and chief technology officer of Midea.

    COMPREHENSIVE CHAIN

    Midea epitomizes Guangdong’s robot boom. The manufacturing heartland in south China is home to more than 160,000 robotics enterprises, constituting the country’s largest industrial cluster for intelligent robots.

    According to the provincial government, Guangdong’s industrial robot output exceeded 240,000 units or sets in 2024, marking a year-on-year growth of 31.2 percent. One out of every three industrial robots in China is now made in Guangdong.

    With Shenzhen as its tech hub, Guangdong boasts advantages in mechatronics and digital intelligence technologies, said Lin Yi, deputy head of the industry and information technology bureau of Shenzhen.

    Excellent mechatronics enable rapid assembly of a robot’s body and limbs, while digital intelligence technologies empower a robot with a smart brain. The two strengths help foster a comprehensive industry chain in the province, extending from the production of chips and core components to downstream applications.

    A sophisticated and well-rounded industrial chain is credited with lowering costs for both development and manufacturing of new products. This infrastructure has supported the rapid emergence of many industries in China, ranging from drones to new energy, in recent years.

    Although humanoid robots first emerged abroad, the most likely place for their industrialization and commercialization is China, said Zhang Jin, president of SIASUN Robot & Automation Co., Ltd.

    “In China, there are companies focusing on making robots’ brain, while others specialize in arms, feet and other components. Altogether, they form a complete and vibrant industry eco-system,” Zhang said.

    TALENT, MONEY & POLICIES

    By the end of 2024, China had a total of 451,700 smart robotics firms, marking a staggering 206.7-percent increase from 2020, according to official data.

    Apart from industrial chain prowess, China’s vast pool of engineers has also added momentum to the industry. More than 300 colleges and universities nationwide now offer undergraduate programs in robotics engineering, which was approved as an undergraduate major by the Ministry of Education in 2016.

    Supportive policies also play a crucial role. In 2023, China issued a guidance on the innovative development of humanoid robots, declaring that they were expected to become revolutionary products following computers, smartphones and new energy vehicles.

    China’s government work report this year pledges to establish a mechanism to increase funding for industries of the future including embodied artificial intelligence, which refers to AI with physical bodies such as robots.

    Many local governments have also come up with ambitious plans. In February, Beijing, which boasts a congregation of leading universities and technological startups, issued a detailed action plan for embodied intelligence, setting a national benchmark for the industry.

    By 2027, the city is expected to employ robots in more than 100 scenarios covering areas from manufacturing to logistics, especially taking up jobs that are perilous, repetitive and laborious, it said.

  • MIL-Evening Report: Why Anthony Albanese’s presence at Pope Leo’s inauguration is shrewd politics

    When Prime Minister Anthony Albanese steps into St Peter’s Square for the inaugural Mass of Pope Leo XIV on Sunday, the optics will be far more than pious courtesy.

    For a day, the Vatican will temporarily be the world’s premier diplomatic stage. And a canny Australian leader can use such an occasion to advance domestic and foreign policy agendas simultaneously.

    Faith optics and domestic politics

    Albanese has lately spoken of “reconnecting” with his Catholic heritage. He called the election of the US-born pontiff “momentous” for believers and non-believers alike.

    In multicultural Australia, where roughly one in four citizens identifies as Catholic, Albanese’s trip to the Vatican allows him to reassure a core constituency that sometimes feels politically overlooked: Catholics.

    This signalling costs Albanese nothing. Yet, it helps to boost Labor’s broader narrative of inclusion and respect for faith communities.

    St Peter’s Square as a diplomatic crossroads

    The inaugural mass will also attract a rare concentration of global powerbrokers in one square kilometre. The head-of-state guest list is still fluid, but several confirmations make the trip worth Albanese’s while.

    Albanese’s most immediate objective will likely be to revive free-trade negotiations with the European Union, which broke down in 2023.

    The Australian has reported that Albanese hopes to bend the ear of European Commission President Ursula von der Leyen and European Council President António Costa.

    Albanese will also get a chance to meet Prince Edward, who will represent King Charles III, as well as his newly elected counterpart in Canada, Prime Minister Mark Carney.

    Ukrainian President Volodymyr Zelensky is also expected to attend after a week of overtures to the new pope concerning Kyiv’s quest for a just peace in its war with Russia.

    Speculation was swirling around the possibility of US President Donald Trump returning to Rome, fresh from his high-visibility appearance at Pope Francis’s funeral on April 26.

    But Vice President JD Vance will lead the US delegation, joined by Secretary of State Marco Rubio.

    For Albanese, a corridor encounter with Vance would allow him to set a personal tone before his expected visit to Washington later this year, without the media glare that accompanies an Oval Office photo-op.

    Why leaders flock to the Vatican

    Some commentators may frame the attendance of world leaders at the mass cynically: a chance to use a sacred event for their own political purposes.

    Yet, politicians have long been a fixture at papal events. Such participation is hardly exceptional. It reflects a centuries-old dynamic in which those with temporal political power seek moral sanction, and the papacy demonstrates its enduring capacity to convene the political order.

    Pope Francis’s inauguration in 2013 drew 31 heads of state and 132 official delegations from national governments or international organisations.

    And John Paul II’s funeral in 2005 assembled more than 80 sitting heads of state. It was one of the largest gatherings of leaders in modern history.

    Why does the Vatican exert such magnetic pull?

    First, it is a neutral micro-state whose moral authority can confer legitimacy on secular, political initiatives. Consider, for example, John Paul II’s role in Poland’s democratic revolution.

    Second, the Holy See’s diplomatic corps is the world’s oldest continuous foreign service. It boasts diplomatic relations with 184 states, including Palestine and Taiwan (one of a dozen states in the world to do so).

    Although every pontiff is first and foremost the universal pastor of the Catholic Church, the Lateran Treaty of 1929 also endowed him with full sovereignty over the territory of Vatican City.

    The pope’s head-of-state status is most visible at multilateral forums. In 2024, for instance, Pope Francis became the first pontiff to address a G7 summit, speaking in a special session on artificial intelligence.

    He also had a string of bilateral meetings on the sidelines with the leaders of the United States, Ukraine, France, Brazil, Turkey, Canada and India, among others.

    When a pope travels, host governments roll out the symbols of a state visit, though the Vatican insists on calling such trips “apostolic journeys”. Conversely, when foreign leaders come to Rome, they are received in the pope’s own apartments, not in a government palace. These meetings therefore take on a spiritual, as well as political, cast.

    In short, the pope moves with ease between being a shepherd and sovereign. His spiritual authority opens doors for dialogue, while his head-of-state status allows him to receive ambassadors, sign treaties and sit across the table from presidents and prime ministers.

    The result is a singular blend of moral voice and diplomatic reach unmatched in global affairs.

    Pragmatic statecraft under the colonnade

    For a middle-power such as Australia, dialogue between a prime minister and a pope can have a multiplier top-down effect. These discussions often echo across chancelleries in the Global South, especially in Catholic Latin America and the Philippines. These are both priority markets for Australian education and green-hydrogen exports.

    In Rome, Albanese can also affirm Australia’s commitment to multilateralism at a moment when Indo-Pacific tensions have nudged Canberra towards increased defence spending and an over-militarised image. The sacred stage permits a softer register: diplomacy as dialogue, not deterrence.

    When the incense clears on Sunday, most viewers will remember the pageantry: the fisherman’s ring (a gold signet ring cast for each new pope), the pallium (the white woollen band draped over the pope’s shoulders during mass), and the roar of 100,000 pilgrims.

    Yet, the quieter choreography in the diplomatic boxes may shape trade flows, security partnerships and refugee corridors for years.

    Albanese appears to have recognised this rare alchemy. Showing up in Rome is pragmatic statecraft, executed under Bernini’s colonnade. This is where religious and political figures have long mingled — and will continue to do so as long as popes and prime minister seize the moment.

  • MIL-Evening Report: Saudi Arabia has big AI ambitions. They could come at the cost of human rights

    This week, on his tour of the Middle East, United States President Donald Trump unveiled a suite of new deals with Saudi Arabia.

    Trump claimed the deals were worth more than US$1 trillion (A$1.5 trillion). This is likely an overestimate. What’s less murky is that many of these deals involve the development of artificial intelligence (AI) technology.

    This news came shortly after Saudi Arabia’s Crown Prince and de facto ruler, Mohammed bin Salman, launched a new company known as Humain to develop and manage AI. The company is part of Saudi Arabia’s state-run investment firm, and is seeking to create powerful Arabic large language models. This would be significant for the more than 450 million people who speak Arabic around the world.

    These developments are part of Saudi Arabia’s vision to become a global AI hub, as it tries to diversify its economy away from oil.

    But as AI grows in Saudi Arabia, it could have consequences – including for human rights.

    An absolute monarchy

    Saudi Arabia is an absolute monarchy in which the unelected king holds total authority in the way the country is run. According to nonprofit organisation Freedom House, the country “restricts almost all political rights and civil liberties”.

    The country has been criticised by Human Rights Watch for human rights issues, including suppressing free speech and targeting government critics.

    In one extreme example, in October 2018, one of the government’s most vocal critics, Washington Post columnist Jamal Khashoggi, was assassinated at the Saudi consulate in Istanbul, Turkey. A 2021 US intelligence report concluded Mohammed bin Salman approved the assassination.

    Discrimination against women is another major human rights concern. These issues have led to serious concerns about overall freedoms in the country.

    Becoming a global AI hub

    Saudi Arabia is expanding its efforts to extend economic opportunities while positioning the country at the forefront of global AI innovation. According to the Global AI Index, the country’s public AI spending commitments significantly outrank those of the US and China, totalling more than $40 billion over the next decade.

    The newly-launched AI company, Humain, is at the centre of Saudi Arabia’s efforts to become a global AI hub.

    This week the company announced a partnership with NVIDIA, which develops special computer chips known as graphic processing units – or GPUs – for AI. NVIDIA will support the creation of AI data centres in Saudi Arabia by exporting “several hundred thousand” of its most advanced GPUs over the next five years.

    Humain will also deploy an AI platform developed by NVIDIA to enable industries to create digital twins. These are virtual replicas of physical environments that aim to enhance efficiency and sustainability.

    Alongside its partnership with NVIDIA, Humain also announced a new US$5 billion partnership with Amazon Web Services. This will help build a suite of AI infrastructure in Saudi Arabia.

    More broadly, Saudi Arabia is embedding AI into urban development. The technology is at the heart of its megacity development known as The Line. AI is also being deployed to streamline traffic systems and enhance energy efficiency.

    This is something the general public in Saudi Arabia support. For example, a 2022 survey by Ipsos found 76% of adults in Saudi Arabia believed that products and services using AI have more benefits than drawbacks. This compared to a global country average of 52%.

    A digital authoritarian tool

    Saudi Arabia already uses AI and other digital technologies to monitor citizens and control dissent.

    For example, the country reportedly used spyware on devices belonging to Jamal Khashoggi’s relatives in the lead up to his murder.

    The Line will also incorporate digital tracking systems of citizens. This has led some critics to describe it as a “surveillance city”.

    With the country’s track record in mind, the huge expansion of Saudi Arabia’s AI capabilities creates further opportunities for the regime to use the technology in ways that could be of concern.

    In a 2024 paper political scientist Nayera Mohamed Hamed Ibrahim described AI in Saudi Arabia as being a “digital authoritarian tool” which further entrenched the absolute power of the monarchy and its control over civilian life.

    The technology risks becoming an even more powerful digital authoritarian tool in Saudi Arabia as the country continues its march to becoming one of the world’s biggest developers of AI.

    ABU DHABI, May 16 (Xinhua) — UAE President Sheikh Mohammed bin Zayed Al Nahyan and U.S. President Donald Trump held talks at the presidential palace in Abu Dhabi on Thursday, reaffirming their commitment to deepening their strategic partnership, local news agency WAM reported.

    The two heads of state reportedly discussed ways to strengthen cooperation in a range of areas, including investment, energy, advanced technology, artificial intelligence (AI) and industry.

    The UAE President highlighted the depth of UAE-US relations, which he said date back more than 50 years. He reiterated the UAE’s commitment to global peace, stability and prosperity through multilateral cooperation and close coordination with international partners, especially the United States.

    The parties also exchanged views on regional and international developments of mutual interest, with particular emphasis on maintaining security and de-escalating tensions in the Middle East.

    D. Trump praised the leadership of his Emirati counterpart and noted that under his leadership, bilateral relations continue to strengthen.

    Also on Thursday, the two presidents jointly opened an AI campus in Abu Dhabi, the largest of its kind outside the United States. –0–

Looking ahead, he underscored ASEAN’s commitment to deepening cooperation with APEC to advance supply chain resilience and advocate for an inclusive and sustainable development in Asia-Pacific.
     
    Earlier this week, ASEAN Secretariat officials also participated in the Second Senior Officials’ Meeting (SOM2). ASEAN’s active engagement reflects its commitment to deepening regional cooperation with APEC on shared priorities such as supply chain resilience, sustainable trade, and inclusive economic growth.
