  • MIL-OSI Russia: AI technologies: artificial intelligence changes medicine and sports

    The Polytechnic University hosted the tenth seminar on artificial intelligence. Participants discussed the prospects and problems associated with the implementation of AI technologies.

    The invited guest of the event was Denis Pegansky, the head of a company from Omsk that creates and promotes products using AI technologies in medicine, sports and physical rehabilitation. He spoke about the results achieved and the development prospects of this area.

    Denis Pegansky also heads the Agency of Sports Technologies, where specialists develop methodologies and tools for using neural networks and deep learning to solve problems. Among them are the identification and monitoring of various patterns (biomechanics of movements, stereotypes of habitual poses, etc.), forecasting trends, as well as adaptive management in healthcare, physical rehabilitation and sports.

    For example, in hockey, proprietary algorithms are used to identify players, game moments and exercise types, to calculate exercise performance indicators, analyze the training process and build a movement standard. In figure skating, a pressing task is to calculate the angles of an athlete’s turn when performing a jump, which will help the jury evaluate the correctness and quality of the elements, and the performers – to improve their skills. In Russia and abroad, there are already similar systems based on computer vision, but so far they are very expensive and have a high percentage of error. To improve the quality of such neural network technologies, large datasets and new technical developments are needed. Denis Pegansky’s company is working to ensure that only one video camera is used to assess a person’s physical condition and calculate his movements.

    Another area of work is the creation of an original method for assessing the parameters of movements of patients with neurological diseases and diseases of the musculoskeletal system. Based on certain parameters, the neural network draws conclusions about the patient’s condition and assesses the effectiveness of his treatment and rehabilitation. Based on the data, the doctor develops personalized recommendations.

    The seminar participants asked the expert questions related to the formation of databases, the use of verified sources, and the promotion of technologies. Vice-Rector for Research at SPbPU Yuri Fomin noted that the Polytechnic University has similar projects that have commercialization potential, and they need to be developed, including by joining forces with companies already operating in the market.

    Professor of the Higher School of Service and Trade of SPbPU Sergey Barykin also spoke at the seminar. He spoke about his experience of studying AI technologies in China and about the prospects for the development of hypernetworks of financial and material flows in the platform hybrid metauniverse of logistics and service.

    IT advisor of the continuous education foundation “University of Development” Elena Konik presented her vision of the development of artificial intelligence in the context of mathematical analysis and the possibilities of AI technologies, in particular, for the protection of personal data.

    At 10.30 today, Second Sunday of Easter or Divine Mercy Sunday, on the second day of the Novendiali, a Eucharistic Celebration in memory of the Roman Pontiff Francis was held on the parvis of Saint Peter’s Basilica, presided over by His Eminence Cardinal Pietro Parolin.
    On the second day of the Novendiali, a special invitation was extended to the employees and faithful of Vatican City. It was also attended by many teenagers gathered in Rome for the Jubilee dedicated to them. According to official data, approximately 200,000 faithful were present.

    Dear brothers and sisters,
    The risen Jesus appears to his disciples while they are in the Upper Room where they have fearfully shut themselves in, with the doors locked (Jn 20:19). Their state of mind is disturbed and their hearts are full of sadness, because the Master and Shepherd they had followed, leaving everything behind, has been nailed to the cross. They experienced terrible things and feel orphaned, alone, lost, threatened and helpless.
    The opening image that the Gospel offers us on this Sunday can also well represent the state of mind of all of us, of the Church, and of the entire world. The shepherd whom the Lord gave to his people, Pope Francis, has ended his earthly life and has left us. The grief at his departure, the sense of sadness that assails us, the turmoil we feel in our hearts, the sense of bewilderment: we are experiencing all of this, like the apostles grieving over the death of Jesus.
    Yet, the Gospel tells us that it is precisely in these moments of darkness that the Lord comes to us with the light of the resurrection, to illuminate our hearts. Pope Francis reminded us of this since his election and often repeated it to us, placing at the centre of his pontificate that joy of the Gospel which, as he wrote in Evangelii Gaudium, “fills the hearts and lives of all who encounter Jesus. Those who accept his offer of salvation are set free from sin, sorrow, inner emptiness and loneliness. With Christ joy is constantly born anew” (n. 1).
    The joy of Easter, which sustains us in this time of trial and sadness, is something that can almost be touched in this square today; you can see it etched above all in your faces, dear children and young people who have come from all over the world to celebrate the Jubilee. You come from so many places: from all of the dioceses of Italy, from Europe, from the United States to Latin America, from Africa to Asia, from the United Arab Emirates… with you here, the whole world is truly present!
    I address a special greeting to you, with the desire to make you feel the embrace of the Church and the affection of Pope Francis, who would have liked to meet you, to look into your eyes, and to pass among you to greet you.
    In light of the many challenges you are called to confront – I think, for example, of the technology and artificial intelligence that characterise our age in a particular way – never forget to nourish your lives with the true hope that has the face of Jesus Christ. Nothing will be too great or too challenging with him! With him you will never be alone or abandoned, not even in the worst of times! He comes to meet you where you are, to give you the courage to live, to share your experiences, your thoughts, your gifts, and your dreams. He comes to you in the face of those near or far, a brother and sister to love, to whom you have so much to give and from whom so much to receive, to help you to be generous, faithful and responsible as you move forward in life. He wants to help you to understand what is most valuable in life: the love that encompasses all things and hopes all things (cf. 1 Cor 13:7).
    Today, on the Second Sunday of Easter, Dominica in Albis, we celebrate the Feast of Divine Mercy.
    It is precisely the Father’s mercy, which is greater than our limitations and calculations, that characterised the Magisterium of Pope Francis and his intense apostolic activity. Likewise the eagerness to proclaim and share God’s mercy with all – the proclamation of the Good News, evangelisation – was the principal theme of his pontificate. He reminded us that “mercy” is the very name of God, and, therefore, no one can put a limit on his merciful love with which he wants to raise us up and make us new people.
    It is important to welcome as a precious treasure this principle on which Pope Francis insisted so much. And – allow me to say – our affection for him, which is being manifested in this time, must not remain a mere emotion of the moment; we must welcome his legacy and make it part of our lives, opening ourselves to God’s mercy and also being merciful to one another.
    Mercy takes us back to the heart of faith. It reminds us that we do not have to interpret our relationship with God and our being Church according to human or worldly categories. The good news of the Gospel is first and foremost the discovery of being loved by a God who has compassionate and tender feelings for each one of us, regardless of our merits. It also reminds us that our life is woven with mercy: we can only get back up after our falls and look to the future if we have someone who loves us without limits and forgives us. Therefore, we are called to the commitment of living our relationships no longer according to the criteria of calculation or blinded by selfishness, but by opening ourselves to dialogue with others, welcoming those we meet along the way and forgiving their weaknesses and mistakes. Only mercy heals and creates a new world, putting out the fires of distrust, hatred and violence: this is the great teaching of Pope Francis.
    Jesus shows us this merciful face of God in his preaching and in the deeds he performs. Furthermore, as we have heard, when he presents himself in the Upper Room after the resurrection, he offers the gift of peace and says: “If you forgive the sins of any, they are forgiven them; if you retain the sins of any, they are retained” (Jn 20:23). Thus, the risen Lord directs his disciples, his Church, to be instruments of mercy for humanity for those willing to accept God’s love and forgiveness. Pope Francis was a shining witness of a Church that bends down with tenderness towards those who are wounded and heals with the balm of mercy. He reminded us that there can be no peace without the recognition of the other, without attention to those who are weaker and, above all, there can never be peace if we do not learn to forgive one another, showing each another the same mercy that God shows us.
    Brothers and sisters, precisely on Divine Mercy Sunday we remember our beloved Pope Francis with affection. Indeed, such memories are particularly vivid among the employees and faithful of Vatican City, many of whom are present here, and whom I would like to thank for the service they perform every day. To you, to all of us, to the whole world, Pope Francis extends his embrace from Heaven.

    The world needs huge quantities of critical minerals to make batteries, electric vehicles, wind turbines, mobile phones, computers and advanced weaponry.

    Many of these minerals lie under Australian soil. Australia is able to produce 9 out of 10 mineral elements required to produce lithium-ion batteries, such as lithium, nickel and cobalt. It also has the highest total reserves of battery minerals.

    But at a time of major geopolitical upheaval, critical minerals are also contested. China controls many critical mineral supply chains, allowing it to dominate clean energy technologies. The ongoing United States–China trade war has intensified competition for access to critical minerals.

    It’s against this backdrop that Labor has proposed a A$1.2 billion strategic reserve of critical minerals. It’s a timely and welcome step in the right direction.

    Why is this reserve needed?

    Critical minerals are vital to the industries of the future. But supply can be hard to secure and disruptions can be devastating.

    After US President Donald Trump jacked up tariffs on China, Beijing responded by clamping down on critical mineral exports. Almost 80% of US weaponry depends on Chinese critical minerals.

    China now dominates mining and refining of many critical minerals. Beijing controls 90% of the world’s rare earth refining, 80% of lithium refining and 68% of nickel refining. The US and other nations are belatedly trying to catch up.

    Mining has long been a major Australian industry, particularly iron ore and coal. But Australia has huge reserves of many critical minerals, producing the largest volume of lithium ore in the world as well as stocks of cobalt, manganese, rutile and others. Australian miners Lynas and Australian Strategic Materials are two of the few rare-earth mining companies not owned by China.

    That’s where this strategic reserve comes in. If it comes to fruition, the federal government would buy agreed volumes of critical minerals from commercial projects, or establish an option to purchase them at a given price. It would then keep stockpiles of these key minerals to prevent market manipulation by China and stabilise prices by releasing or holding stocks strategically.

    The reserve would give Canberra more leverage in negotiating with trading partners and enable a rapid response to supply disruptions. Government backing for the industry would boost onshore processing, scale up domestic production and encourage more high-wage, high-skill jobs in regional areas.

    Which minerals will be stockpiled? That’s yet to be determined. The list of ‘critical minerals’ can vary between countries, and a mineral critical to one nation may not be to another.

    Australia lists 31 critical minerals while Japan lists 35, the US lists 50 and the European Union 34. Australia’s list is unique in that it reflects global demand, not domestic dependency.

    The minerals most commonly included in these lists include cobalt, gallium, indium, niobium, tantalum, platinum group minerals and rare earth elements.

    Why is the government intervening?

    In 2023, major miners produced close to a billion tonnes of iron ore in Western Australia.

    By contrast, critical mineral volumes are small. For instance, only 610 tonnes of gallium were mined in 2023. Major miners such as Rio Tinto, BHP and Vale don’t tend to bother.

    Critical mineral markets are often opaque and highly concentrated. The barrier to entry is high. Globally, the market for the 31 critical minerals on Australia’s list is valued at around A$344 billion – about the size of the global aluminium market.

    That leaves it to mid-tier and small miners to bridge the gap between rapidly growing demand and supply. The problem is, raising capital is often very difficult. The price of critical minerals can fluctuate wildly. The price of lithium and nickel have fallen sharply over the last two years due to market oversupply.

    The strategic reserve would make it easier for these miners by providing access to capital through loans from Export Finance Australia and private investors, reducing financial uncertainty and cost overruns and acting as a buffer against market volatility.

    For instance, mid-tier miner Illuka Resources is building Australia’s first rare earths refinery in Western Australia. The project already has significant government support, but it is likely to need more.

    Despite Australia’s significant mineral resources, it faces an uphill battle to gain market share. China’s dominance has been driven by low production costs; low environmental, social and goverance standards; and a competitive labour market. But intensifying geopolitical competition between China and the US means Australian minerals would likely be sought by the US.

    How can Australia best play its hand?

    In volatile market conditions, cheaper operations have a significant advantage, while new mines face an uphill battle.

    Australia’s critical minerals hub framework could help offset capital costs. Smaller miners could form cooperatives to share infrastructure and manage logistics, processing and access to international markets. Sharing infrastructure such as roads, rail, energy and ports would reduce the investment risk.

    There are other challenges to overcome, such as the long lead times of 10 years or more to go from discovery to production, limited access to low-cost renewable energy and a shortage of technical and scientific capabilities.

    Labor’s strategic reserve would help. But it won’t be enough to make Australia into a critical mineral giant. The government should consider:

    • building more regional processing hubs with shared infrastructure and microgrids
    • offering royalty exemptions, tax incentives and energy subsidies early on
    • giving incentives to retrofit facilities to produce critical minerals found alongside main ores, such as cobalt found alongside copper and antimony with gold
    • encouraging models where rare earths are concentrated in Australia and processed overseas in partner countries
    • establishing Centres of Excellence on critical minerals and creating shared libraries of intellectual property to support research, avoid duplication and optimise resource allocation.

    Overall, the proposed reserve is an excellent idea. Government intervention will be necessary to absorb and mitigate risks from price fluctuations and geopolitical shocks.

    Partnership with industry has been key to the successful eradication of high pathogenic avian influenza (HPAI) at a large commercial egg farm in Otago, says Biosecurity Minister Andrew Hoggard.The Ministry for Primary Industries (MPI) has now lifted the strict biosecurity controls that have been in place at Mainland’s Hillgrove property since the HPAI H7N6 strain was confirmed there in December last year – allowing the farm to begin repopulating.
    “Rapid action on behalf of the farmer and MPI to stand up a response and restrict movements paid off. Tracing did not detect any HPAI-infected chickens beyond the farm where the disease originated.  
    “That has meant, with the focus of the response, along with support and expertise of the wider poultry industry, we have been able to quickly contain and stamp out this disease,” says Mr Hoggard.
    “It has been important work, because New Zealand’s robust biosecurity system and the relative freedom from pests and disease that it protects play a massive part in our farmers’ competitive advantage.”
    Andrew Hoggard says all the work that has been going in to prepare for the possible arrival of the H5N1 strain of avian influenza that has led to millions of bird deaths overseas, put New Zealand in a good position to deal with the less virulent H7N6 strain found on the farm.
    “This was the first detection of HPAI in New Zealand and it tested some of the plans that are being developed for the arrival of HPAI H5N1. It certainly provides a timely reminder that all New Zealanders have a role to play in being prepared and that is through strong biosecurity as an essential first line of defence.
    “Our geographic isolation has protected us from H5N1 to date, but we can’t afford to be complacent.”

  • MIL-OSI China: SCO health institutions to deepen telehealth collaboration

    XI’AN, April 27 — Telehealth, powered by advances in information technology, came into sharp focus on Sunday as health leaders gathered in Xi’an, northwest China’s Shaanxi Province, to discuss hospital collaboration among member countries of the Shanghai Cooperation Organization (SCO).

    The seventh SCO Hospital Cooperation Conference, held in the lead-up to the eighth SCO Health Ministers’ Meeting on Monday, brought together more than 100 representatives from government health authorities, medical associations, and healthcare institutions.

    Attendees called for greater efforts to harness the potential of artificial intelligence (AI), big data, and other technological advances to strengthen telemedicine and smart healthcare services across SCO member states, in support of the broader goal of building a shared health community within the organization.

    Geographic barriers remain among the greatest challenges to healthcare provision in many SCO member states, where vast territories and low population densities often hinder access to medical services. This reality underscores the critical role of telemedicine in bridging health gaps, said Muhammad Ashraf Nizami, president of the Pakistan Medical Association (Lahore).

    Nizami praised China’s leadership in developing domestic telehealth systems and its efforts to share expertise and resources with SCO member countries, including Pakistan.

    A highlight of the conference was the signing of a tripartite cooperation agreement among Tianjin First Central Hospital, the Management Office of the Tianjin Medical Association, and Nizami’s organization. The agreement aims to deepen public health cooperation in telemedicine and related fields.

    Wang Xudong, head of the Tianjin Municipal Health Commission, hailed the agreement as a new chapter in healthcare collaboration between Tianjin and SCO countries. “We are confident that this new partnership will produce transferable best practices for broader cooperation in the future,” the official said.

    Wang also said that Tianjin, which will host an SCO summit this autumn, is aligning its policies and institutional frameworks to support comprehensive healthcare partnerships across the organization.

    “We are spearheading the development of replicable models for cross-border healthcare, integrating telemedicine into clinical practice, traditional medicine systems, and public health management,” he said.

    The conference also witnessed the signing of four additional cooperation agreements and memoranda of understanding (MoUs) between Chinese hospitals and universities and their counterparts in Russia, Kazakhstan, and Uzbekistan.

    Kanat Zhumanov, from the University Medical Center of Nazarbayev University in Kazakhstan, told Xinhua that Kazakhstan is eager to learn from China’s experience in integrating AI applications, telemedicine services, and robotic technologies into medical practice.

    The University Medical Center of Nazarbayev University signed an MoU with the Second Affiliated Hospital of Xi’an Jiaotong University to collaborate on research, clinical knowledge-sharing, and healthcare workforce development, with a focus on oncology, chronic disease management, and maternal and child health.

    These agreements mark another milestone for the SCO Hospital Cooperation Alliance, which was founded in 2018 as a collaborative platform among member hospitals.

    The alliance now counts 134 hospitals among its members — 100 from China and 34 from eight other SCO countries. Through events like Sunday’s conference, remote exchanges, specialized collaborations, and professional networking, the alliance has fostered strong partnerships in healthcare under the SCO framework.

    According to Liu Qian, president of the Chinese Hospital Association — a key architect of the alliance — future priorities for the alliance include strengthening telemedicine infrastructure, expanding specialized networks, and launching talent development programs to diversify cooperation.

    “The collaborative spirit I witnessed here today is truly inspiring,” said Zhumanov. “Our partnership promises real-world impact far beyond what is written in these agreements.”

  • MIL-OSI New Zealand: Controls lifted at poultry farm after virus eradicated

    Movement controls have been lifted from Mainland Poultry’s Hillgrove Farm in Otago, after the successful eradication of H7N6 strain of high pathogenic avian influenza (HPAI) says Ministry for Primary Industries (MPI) chief veterinary officer Dr Mary Van Andel.

    When HPAI H7N6 was detected in poultry at the property in early December, the Ministry for Primary Industries moved swiftly to stamp out the virus.

    “While there is still work to be done, the lifting of movement controls is a significant milestone in the response and means that Mainland Poultry can begin the process of returning to business,” says Dr van Andel.

    “We’re grateful to Mainland Poultry, which did the right thing in notifying us as soon as an exotic disease was suspected and for working with us in partnership to successfully stamp out this disease.”

    MPI immediately put strict movement controls on the property to prevent goods or anything else that might be carrying the virus leaving the property.

    Dr van Andel says more than 5,600 tests were carried out on samples from poultry and wild birds, including from 36 flocks across 5 farms linked to Mainland’s Hillgrove property. HPAI was not found anywhere other than Hillgrove, giving confidence that the disease had been contained and stamped out.

    Chickens on the farm were humanely euthanised and disposed of in a secure landfill, along with eggs, litter and manure from the farm. This was followed by an extensive cleaning and disinfection process.

    “The processes we have followed – depopulation and disposal, decontamination of the site and extensive surveillance – give us confidence that the virus has been eradicated.”

    MPI staff will continue to support Mainland as the farm is repopulated.

    “Good progress is being made to restore trade, with around $300 million of trade in poultry products recovered to date.”

    MPI has worked with overseas government counterparts and industry partners in New Zealand to meet market requirements and has also proposed alternative assurances to some markets. MPI continues to work towards the reopening of trade for others.

    Dr van Andel says testing indicates that the infection at Hillgrove is likely to have occurred after free-range laying hens foraging outside were exposed to wild birds with a low pathogenicity (LPAI) virus strain, which then mutated in the hens to become HPAI.

    “This is the first time such an event in New Zealand has been documented and our first case of HPAI. We’ve learned a lot from this response that will help us to prepare for HPAI H5N1 if it spreads here.”

  • MIL-OSI Global: People trust legal advice generated by ChatGPT more than a lawyer – new study

    People who aren’t legal experts are more willing to rely on legal advice provided by ChatGPT than by real lawyers – at least, when they don’t know which of the two provided the advice. That’s the key finding of our new research, which highlights some important concerns about the way the public increasingly relies on AI-generated content. We also found the public has at least some ability to identify whether the advice came from ChatGPT or a human lawyer.

    AI tools like ChatGPT and other large language models (LLMs) are making their way into our everyday life. They promise to provide quick answers, generate ideas, diagnose medical symptoms, and even help with legal questions by providing concrete legal advice.

    But LLMs are known to create so-called “hallucinations” – that is, outputs containing inaccurate or nonsensical content. This means there is a real risk associated with people relying on them too much, particularly in high-stakes domains such as law. LLMs tend to present advice confidently, making it difficult for people to distinguish good advice from decisively voiced bad advice.

    We ran three experiments on a total of 288 people. In the first two experiments, participants were given legal advice and asked which they would be willing to act on. When people didn’t know if the advice had come from a lawyer or an AI, we found they were more willing to rely on the AI-generated advice. This means that if an LLM gives legal advice without disclosing its nature, people may take it as fact and prefer it to expert advice by lawyers – possibly without questioning its accuracy.

    Even when participants were told which advice came from a lawyer and which was AI-generated, we found they were willing to follow ChatGPT just as much as the lawyer.

    One reason LLMs may be favoured, as we found in our study, is that they use more complex language. On the other hand, real lawyers tended to use simpler language but use more words in their answers.

    The third experiment investigated whether participants could distinguish between LLM and lawyer-generated content when the source is not revealed to them. The good news is they can – but not by very much.

    In our task, random guessing would have produced a score of 0.5, while perfect discrimination would have produced a score of 1.0. On average, participants scored 0.59, indicating performance that was slightly better than random guessing, but still relatively weak

    Regulation and AI literacy

    This is a crucial moment for research like ours, as AI-powered systems such as chatbots and LLMs are becoming increasingly integrated into everyday life. Alexa or Google Home can act as a home assistant, while AI-enabled systems can help with complex tasks such as online shopping, summarising legal texts, or generating medical records.

    Yet this comes with significant risks of making potentially life altering decisions that are guided by hallucinated misinformation. In the legal case, AI-generated, hallucinated advice could cause unnecessary complications or even miscarriages of justice.

    That’s why it has never been more important to properly regulate AI. Attempts so far include the EU AI Act, article 50.9 of which states that text-generating AIs should ensure their outputs are “marked in a machine-readable format and detectable as artificially generated or manipulated”.

    But this is only part of the solution. We’ll also need to improve AI literacy so that the public is better able to critically assess content. When people are better able to recognise AI they’ll be able to make more informed decisions.

    This means that we need to learn to question the source of advice, understand the capabilities and limitations of AI, and emphasise the use of critical thinking and common sense when interacting with AI-generated content. In practical terms, this means cross-checking important information with trusted sources and including human experts to prevent overreliance on AI-generated information.

    In the case of legal advice, it may be fine to use AI for some initial questions: “What are my options here? What do I need to read up on? Are there any similar cases to mine, or what area of law is this?” But it’s important to verify the advice with a human lawyer long before ending up in court or acting upon anything generated by an LLM.

    AI can be a valuable tool, but we must use it responsibly. By using a two-pronged approach which focuses on regulation and AI literacy, we can harness its benefits while minimising its risks.

  • MIL-Evening Report: Is Canada heading down a path that has caused the collapse of mighty civilizations in the past?

    Canada is, by nearly any measure, a large, advanced, prosperous nation. A founding member of the G7, Canada is one of the world’s most “advanced economies,” ranking fourth in the Organization for Economic Co-operation and Development’s Better Life Index, which measures things like national health outcomes, security, safety and life satisfaction.

    However, all of this prosperity and ostensible stability can mask social tensions, which can simmer for years, even decades, before boiling over into widespread unrest, civil violence and even societal collapse.

    Along with more than a dozen collaborators as part of the Seshat: Global History Databank project, I have spent over a decade studying the rise and fall of societies from around the globe and throughout history. This provides a unique insight to understand the challenges facing modern nations.

    Our new organization, Societal Dynamics (SoDy), works to translate what we learn from observing historical patterns into lessons for today.

    Even the most powerful empires can collapse

    Devoting my time to studying historic crises has shown me just how fragile societies are. Even big, powerful, famous civilizations can succumb to crises.

    For instance, colleagues recently published a study comparing three large, wealthy imperial powers of the past: the Roman, Han and Aztec Empires.

    Historians consider these to be some of the most successful, wealthy, stable societies of the pre-modern world.

    They lasted centuries, controlled vast stretches of territory, oversaw innovations in technology, politics and philosophy and produced some of the most famous works of art and architecture from history that we still talk about today — the incredible Roman Colosseum, the stunning jade carvings and other artwork of the Han period and the amazing Aztec pyramids and intricate artwork.

    But not long after they reached their apex, all three of these mighty civilizations experienced devastating crises:

    Rome was torn apart by civil warfare starting in the early third century CE. Ambitious military generals from the provinces marched on each other, looking to gain even more power. They were supported by legions of loyal soldiers dissatisfied with their lot in life.

    Western Han imperial rule came to a crashing end in the 9 CE when a wealthy and prominent courtier named Wang Mang led a successful coup. As in Rome, Wang rallied military leaders and officials frustrated in their ambitions. He amassed a large following of commoners weary of impoverishment by decrying the luxurious excesses of the Han court.

    Aztec authority was already weakened by civil strife by the time the invading Spanish armies arrived in 1519 CE. The Aztecs ultimately proved unable to withstand the vicious warfare and disease outbreaks that accompanied the Spanish arrival.

    Hidden vulnerabilities

    What happened to these once-mighty empires? The aforementioned study gives some answers. The authors explored the distribution of wealth and income in these empires, comparing it to the modern United States.

    They found that each of these empires permitted fairly high disparities to accumulate.

    In each case, the richest five per cent and one per cent of citizens controlled an outsized share of their society’s wealth. This leads to fairly high “gini index” values as well. The gini is a commonly used measure of inequality in nations — the higher the number up to one, the more inequitable a society is. For comparison, the current average gini among OECD countries is 0.32, notably lower than each of the four societies shown above.

    The researchers suggest this high level of inequality contributed to the eventual collapse of these empires.

    This is consistent with our own findings on the dynamics of crisis. Inequality tends to breed frustration as impoverishment spreads.

    It creates conflict as the upper classes become bloated with too many wealthy and powerful families vying for control of the vast spoils that accumulate at the top. It also erodes society’s ability to respond to acute shocks like ecological disasters or economic downturns as the government loses capacity and authority.

    If allowed to persist, it becomes more and more likely for the society to end in collapse.

    How does Canada compare?

    Canada today bears several similarities with these and other famous civilizations of the past — and that should make Canadians nervous.

    Canada, like the Romans, Han, Aztecs and many other once great societies, has maintained a relatively peaceful and secure rule over a large territory for a time. It’s generated a great deal of wealth, has facilitated the exchange of technology, ideas and movement of people over vast distances and has produced amazing works of art. But Canada has also allowed inequality to grow and linger for generations.

    My group has been exploring the historic patterns of wealth creation and distribution in different countries, including Canada. We focus on what’s known as the “Palma ratio,” generally considered a more reliable measure of inequality than the gini.

    The measurement quantifies the ratio of wealth or income between the richest 10 per cent and the poorest 40 per cent of citizens. Higher numbers indicate that the richest are capturing the lion’s share of a country’s overall wealth.

    Canada’s economy has been growing steadily as measured by GDP per capita — with a few notable exceptions — since the Second World War.

    Initially, inequality held steady, but starting in about 1980, the Palma ratio jumps up sharply. This suggests the bulk of this growth was making its way into the hands of the wealthy. After a downturn in the late 2000s, inequality has begun to grow again in recent years.

    By comparison, the U.S. has experienced similar trends, though without the momentary downturn in the 2000s. Note also that these two graphs show different levels — the Palma ratio in the U.S. in 2022 (the latest available data) is about 4.5, while it’s just over two in Canada.

    Heading down a dangerous path

    Most citizens living in the heyday of these once mighty empires probably thought that collapse was unfathomable, just as few living in the U.S. or Canada today feel that we’re headed that way.

    But there have been familiar signs growing in the U.S. in recent years. Americans appear to be further ahead on the road to a potential collapse than Canadians are, but not by that much.

    Canada is starting to exhibit many of these same indicators as well, including significant spikes in social unrest evident during the COVID-19 pandemic and the increasingly hostile rhetoric we have seen among Canadian politicians. Persistent, heightened material inequality stands out as core driver in all of these cases.

    Canada remains, in many ways, a stable, thriving, modern democratic-socialist country. But it’s on a dangerous path.

    If Canada allows inequality continue to rise unchecked as it has over the last few generations, it risks ending up where Rome, Han, the Aztecs and hundreds of other societies have been before: widespread unrest, devastating violence and even complete societal collapse.

    As Canadians head to the polls, the country is at another crossroads. Will it continue down this all-too-familiar path, or will it take the opportunity to forge a different route and avoid the fate of the fallen societies of the past?

  • MIL-OSI New Zealand: AI game-changer for timber manufacturing

    AI-driven hazard detection is coming to timber manufacturing, thanks to a new agreement worth nearly half a million dollars between WorkSafe New Zealand and a major player in the wood processing industry.

    Claymark, New Zealand’s largest manufacturer and exporter of premium pine products, is putting $481,000 into a range of initiatives. It comes after a worker had two fingers amputated in a machine at Claymark’s Rotorua factory in February 2023.

    WorkSafe’s investigation found the machine was unguarded and there was an ineffective system for maintenance. Training and supervision of workers also fell short.

    WorkSafe has now accepted an enforceable undertaking (EU) from Claymark. An EU is a binding commitment to fund and resource comprehensive health and safety improvements. Claymark’s EU includes:

    • CCTV systems incorporating AI technology to indicate risks to workers’ health and safety in real time.
    • Offering up to 15 trials of the technology to other businesses in the wood manufacturing sector.
    • Microlearning and interactive displays in break rooms to upskill workers on health and safety.
    • Reparation to the victim.

    We are sharing details of the investment to coincide with World Day for Health and Safety at Work, which this year focuses on the impacts of digitalisation and artificial intelligence on workers’ health and safety.

    On 27 February 2023, my life changed forever. While performing my job, I suffered an injury that resulted in the amputation of two fingers on my right hand. Since that day, I’ve undergone three surgeries to address the damage, and while recovery has been challenging, I remain hopeful about the possibility of prosthetic fingers in the future.

    Political commentary occurs regularly on social media. From politicians and parties promoting their platforms to journalists sharing day-to-day news and everyday people sharing their thoughts, there is no shortage of online content commenting on what governments are doing, aren’t doing and should be doing.

    A recent development has been the rise in online content creators, which has become a profession in and of itself. And social media influencers — those content creators who have developed a brand persona around their popular social media accounts — have plenty to say when it comes to politics. They promote politicians, encourage voting, comment on social issues and share political news. They can also be involved in disinformation and foreign interference campaigns.

    Our recent report, Influencers and Elections: The many roles that content creators play in elections, looks at the blurred lines between influencers and advertisers, celebrity endorsers, campaign volunteers, media outlets, data brokers, journalists and lobbyists, and the impact this can have on election outcomes.

    Influencing politics

    Influencers play multiple roles in the political communication ecosystem, acting in ways similar to celebrities, journalists, advertisers, activists and others.

    Influencers might be paid for the content or endorse political campaigns voluntarily. Some interview politicians or produce their own commentary. And others express political views independently, without any formal political ties.

    These increasingly blurred lines make it challenging to distinguish between genuine support, co-ordinated marketing or reliable news sources. It also makes it harder for voters to evaluate the credibility and intent behind political messages — which makes it harder for policymakers to regulate it.

    Influencers are increasingly integral to election campaign strategies. Political campaigns work with influencers to reach audiences traditional media often misses, or to target specific groups with tailored messaging. And influencers’ deep understanding of social media platforms enable them to create content that can spread quickly and effectively, maximizing reach and engagement.

    Influencers can act as advertisers who are paid to promote politicians or parties, celebrity endorsers donating their time and reach to campaigns or campaign volunteers sharing content online. Unlike traditional advertisements and celebrities, influencers have more interactive and intimate relationships with their audiences.

    Influencers are invested in appearing authentic, reliable and relatable while also projecting aspirational lifestyles. This makes them particularly persuasive, and their content perceived as genuine and independent, even if it has been paid for or co-ordinated.

    Influencers’ ability to move between personal expression and strategic campaigns makes them extremely powerful. At the same time, they are difficult to regulate or hold accountable. The multiple roles they play, and the flexibility they have in shifting from one role to another, allow them to evade the traditional categories that regulation depends on.

    For instance, it is often difficult to distinguish between authentic support and paid sponsorship. Influencers may endorse a politician because they genuinely support them or as part of a formal campaign. Influencers may be paid to share particular messages or negotiate informal arrangements involving perks like access to exclusive events. Because they do not always disclose these ties, this content can often go unregulated.

    While Canadian election laws are clear that paid advertisement spending needs to be reported, other forms of compensation and co-ordination do not require disclosure. This means that social media users may find it difficult to tell when an influencer’s support is authentic, part of a co-ordinated effort, or sponsored in some way.

    Influencers and journalism

    Influencers have also become central to sharing news, performing a role previously reserved for journalists. Influencers conduct interviews and provide updates and commentary. Research shows that users — especially younger ones — pay more attention to online influencers and celebrities for news than they do traditional news sources.

    In Canada, this trend may have accelerated after the implementation of the Online News Act in 2023, which led Meta to restrict news access on Instagram and Facebook. News influencers are filling this gap.

    Unlike professional journalists, many influencers operate without journalistic training, professional standards, editorial oversight or accountability measures. As such, some become unintentionally involved in the spread of disinformation. Others have been co-opted into disinformation campaigns, which see influencers as a path to plausible deniability, as their content can be presented as opinion rather than a co-ordinated effort.

    While online influencers adapt to these overlapping roles, many politicians and journalists are adopting strategies similar to those of influencers: building personal brands, cultivating authenticity and fostering relationships with their audiences.

    This scenario makes the boundaries between political entities and content creators even more difficult to define.

    Understanding influencer

    From endorsing candidates to shaping political narratives and mimicking reporters, influencers play multiple political roles in Canada.

    What is organic political support and what is co-ordinated marketing? Who is doing independent political reporting and who is spreading disguised propaganda? And who is being paid? These questions need to be answered to know how to interpret influencers’ content — and how to apply rules around transparency, advertising and political speech.

    Currently, media literacy strategies revolve around teaching users how to find trusted sources, gather information from a range of sources and question how content reaches them.

    When it comes to political information shared by influencers, this means asking whether the influencer is sponsored or collaborating with some political entity. It means considering whether they talk about how they source and verify their information. It also means not relying on a single or small group of influencers who share the same ideas within a given online community.

    Regulating influencers

    Current regulatory frameworks are not equipped to handle influencer political content and its possible effects on elections. Election laws were designed around clear professional categories, media-centric advertising and centralized communication environments. This is no longer the information ecosystem that we exist in.

    The lack of clear definitions and regulatory blind spots creates loopholes that political campaigns can exploit to evade ad transparency and spending laws. Meanwhile, policymakers struggle to find the balance between regulating political advertising via influencers and guaranteeing their freedom of expression.

    Canada’s regulatory framework has to evolve, including clear definitions of political content and advertising, as well as disclosure requirements for paid or co-ordinated political message.

  • MIL-OSI Global: Investigators are increasingly using technology in conflict-related sexual assault cases

    In the last two weeks of February, humanitarian agencies reported 895 cases of conflict-related rape as M23 rebels advanced through the eastern Democratic Republic of Congo (DRC). According to a United Nations High Commissioner for Refugees official, this was an average of more than 60 rapes a day.

    UNICEF officials reported similarly grim figures. Between Jan. 27 and Feb. 2, 2025, the number of rape cases treated across 42 health facilities in DRC jumped five-fold, with 30 per cent of these cases being children.

    While immediate responses are needed to stop the violence, provide health care to the survivors and assist the displaced, the pursuit of justice also plays a critical role.

    Investigative bodies, including the International Criminal Court (ICC), are increasingly using technology to investigate conflict-related sexual violence. In a recent research project, my team interviewed experts who specialize in conflict-related sexual violence investigations around the world. The research was supported by XCEPT, a conflict research program funded by the United Kingdom’s Department for International Development.

    Investigating sexual violence

    The ICC’s chief prosecutor, Karim Khan, visited DRC at the end of February and met with sexual violence survivors. The ICC has the mandate to investigate rape, sexual slavery and other gender-based violence amounting to genocide, crimes against humanity and war crimes. The office had reactivated investigations in October 2024.

    Investigators start by speaking to survivors, following guidelines such as the 2023 Policy on Gender-Based Crimes or the Global Code of Conduct for Gathering and Using Information About Systematic and Conflict-Related Sexual Violence. The Global Code of Conduct is known as the Murad Code after Nobel Peace Prize recipient and advocate Nadia Murad.

    In our research, we found that survivors of conflict-related sexual violence are connecting with investigators through various technologies, such as directly using encrypted apps like Signal. Survivors also go through civil society organizations equipped to take video or electronic statements — Yazda, for example, which works with Yazidi survivors of ISIS crimes in northern Iraq — or via portals like the ICC’s OTPLink. The UN’s Commissions of Inquiry also encourage and receive email submissions.

    International courts and investigative bodies are also analyzing open-source information on conflict-related sexual violence, such as videos, photos and statements posted on online platforms. Guided by the Berkeley Protocol on Digital Open Source Investigations, this information can be useful to support witness statements, place alleged perpetrators at the scene of the violations and link incidents into a pattern of similar violence.

    For example, the UN Independent International Commission of Inquiry on Syria described how ISIS used the encrypted app Telegram and other online platforms to buy and sell captured Yazidi women and girls across the Iraq-Syria border to sustain its sabaya (sexual slavery) system.

    In Ukraine, our study found that the main technology-related concern in open-source data gathering is identifying AI-created and other artificially generated images, specifically designed and planted in the public domain as a form of disinformation or to compromise investigations.

    Face and voice recognition

    Conflict-related sexual violence is often perpetrated indoors which makes certain technologies like satellite or drone imagery less useful. However, other forms of technology have proven to be beneficial in Ukraine’s investigations. In particular, face and voice recognition software have supported efforts to identify alleged perpetrators.

    While Ukraine’s experience points to some successes, investigations into sexual violence committed by ISIS in northern Iraq have been hampered. This is partly due to the lack of automated translation software in the Yazidi language to facilitate the transcription and translation of testimonies.

    This speaks to the importance of developing software to translate minority languages spoken in armed conflict zones.

    Survivor concerns

    Survivors have expressed concerns about the turn to the digital. They fear that their identities and experiences may be revealed through hacking or poor data handling, which could put them at risk of reprisals from perpetrators or their accomplices. It could also lead to stigmatization and ostracization in some communities, undoing survivors’ efforts to rebuild their lives.

    To address these concerns, international courts and investigative bodies have adopted data protection protocols. However, the lack of a standardized framework for the use of technology in the investigation of conflict-related sexual violence remains a significant concern for the investigators we interviewed.

    Such a framework would incorporate best practices in supporting survivors providing evidence, tracking and preserving open source information and developing new technological applications.

    If there is to be justice for survivors of conflict-related rape in DRC and elsewhere, technology — provided it is used with great sensitivity — will likely be an important and timely aid.

    Summary

     

    • UDAN Scheme was launched on 21st October 2016; the first UDAN flight operated between Shimla and Delhi on 27th April 2017.
    • 625 UDAN routes have been operationalized, connecting 90 airports (including 2 water aerodromes, and 15 heliports) across India.
    • More than 1.49 crore passengers have benefited from affordable regional air travel under UDAN.
    • India’s airport network expanded from 74 airports in 2014 to 159 airports in 2024, more than doubling in a decade.
    • ₹4,023.37 crore disbursed as Viability Gap Funding (VGF) to promote connectivity to underserved and remote regions.
    • UDAN strengthened regional tourism, healthcare access, and trade, catalyzing economic growth in Tier-2 and Tier-3 cities.

     

    Introduction

     

    The sky, long seen as a symbol of aspiration, was once an unattainable dream for many in India. To bridge this gap, the Government of India, under the leadership of Prime Minister Shri Narendra Modi, launched the Regional Connectivity Scheme (RCS) – UDAN (“Ude Desh ka Aam Nagrik”) on October 21, 2016. Rooted in the Prime Minister’s vision that even a common man in slippers should be able to afford air travel, UDAN aims to democratize aviation by making flying accessible and affordable for all. Implemented by the Ministry of Civil Aviation, this flagship scheme has since transformed India’s regional connectivity landscape.

    The dream of affordable air travel for the common citizen began to take tangible form with the first UDAN flight. This landmark flight took off on April 27, 2017, connecting the serene hills of Shimla to the bustling metropolis of Delhi. On April 27, 2025, this landmark event, which marked the beginning of a transformative journey in Indian aviation, opening up the skies to countless citizens, will complete 8 years.

    The UDAN scheme was conceptualised under the National Civil Aviation Policy (NCAP) 2016, with a 10-year vision, to connect Tier-2 and Tier-3 cities through a market-driven yet financially supported model. The scheme incentivised airlines through concessions and Viability Gap Funding (VGF) to operate on regional routes, ensuring affordable fares and improved accessibility.

     

     Components of UDAN Scheme

     

    1. Viability Gap Funding (VGF): Financial support to airlines to ensure affordable fares.
    2. Airfare Cap to ensure affordability.
    3. Collaborative Governance between Centre, States, Airport Authority of India (AAI), and private airport operators.

     

    1. Stakeholder Incentives:

    The government has implemented several supportive measures to attract airlines to operate flights in less lucrative markets:

    Airport Operators: They waive landing and parking charges for RCS flights, and the Airports Authority of India (AAI) does not levy Terminal Navigation Landing Charges (TNLC) on these flights. Moreover, a discounted Route Navigation and Facilitation Charge (RNFC) is applied.

    Central Government: For the first three years, excise duty on Aviation Turbine Fuel (ATF) purchased at RCS airports is capped at 2%. Airlines are also encouraged to enter code-sharing agreements to expand their reach.

    State Governments: States have committed to reducing VAT on ATF to 1% or less for ten years and providing essential services such as security, fire services, and utility services at reduced rates.

    This collaborative framework has fostered an environment where airlines can thrive while serving regions that have long been overlooked.

    Evolution of the UDAN Scheme: From Inception to Expansion

     

    Since its launch in 2016, the UDAN scheme has evolved through multiple rounds, each expanding India’s regional air connectivity scope and scale. Below is a summary of the key phases:

     

    UDAN 1.0 (2017)

    • Launch Milestone: First UDAN flight took off on April 27, 2017 (Shimla–Delhi).
    • Coverage: 5 airline operators awarded 128 routes to 70 airports, including 36 new airports.

    UDAN 2.0 (2018)

    • Expanded the scheme to include 73 underserved and unserved airports.
    • For the first time, helipads were also connected into the UDAN network.

     

    UDAN 3.0 (2019)

    • Introduced Tourism Routes in coordination with the Ministry of Tourism.
    • Incorporated Seaplane operations to connect Water Aerodromes.
    • Several routes in the North-East Region came under the ambit of the scheme.

     

    UDAN 4.0 (2020)

    • Focused on hilly regions, North-Eastern States, and island territories.
    • Enhanced emphasis on helicopter and seaplane service.

     

    As UDAN entered its 9th year in October 2025, the scheme has achieved significant milestones

     

    Key Innovations and the Road Ahead for Regional Connectivity

    UDAN Yatri Cafes: In line with the vision of making air travel more inclusive, affordable Yatri Cafes have been launched at Kolkata and Chennai airports, offering quality food at accessible prices—tea for ₹10 and samosas for ₹20.

     

     

    Seaplane Operations: To boost regional and last-mile connectivity, guidelines for seaplane operations were released on August 22, 2024, focusing on safety, security, and operational viability. UDAN Round 5.5 has been launched to invite bids from over 50 identified water bodies across the country.

     

     

    Revamped UDAN Initiative: Building on the success of the original scheme, a revamped version aims to add 120 new destinations and enable affordable air travel for 4 crore more passengers over the next decade. The focus will be on expanding connectivity to remote, hilly, and aspirational districts, especially in the North Eastern region, with special support for helipads and smaller airports.

     

     

    Krishi UDAN Scheme: Designed to support farmers and improve value realisation for agri-produce, Krishi UDAN facilitates timely and cost-effective air logistics, particularly from Northeast, hilly, and tribal regions. This multi-ministry convergence scheme currently covers 58 airports, with a focus on 25 priority airports and 33 others nationwide.

     

     

     

    Airport Infrastructure Development: The government has committed to developing 50 new airports over the next 5 years. This includes new greenfield airports in Bihar, expansion of Patna Airport, and development of a brownfield airport at Bihta, aiming to meet the future demand for air travel and regional growth.

     

    Conclusion

    UDAN is more than a policy—it’s a transformative movement that has redefined the aviation narrative in India. By bridging the skies between Bharat and India, the scheme has made the dream of affordable air travel a reality for millions. It has not only brought remote regions onto the national aviation map but has also spurred local economies, boosted tourism, and generated employment across the country. As India marches towards becoming a global aviation hub, UDAN stands tall as a symbol of inclusive growth, resilience, and visionary governance, carrying the aspirations of a new India, one flight at a time.

    Union Minister for Electronics and Information Technology Shri Ashwini Vaishnaw today launched the guidelines and portal for the Electronics Component Manufacturing Scheme (ECMS), marking a major step towards strengthening India’s electronics manufacturing ecosystem.

    Speaking at the launch, Union Minister outlined the Government’s clear strategy for electronics manufacturing. He said India started its journey by manufacturing finished products to build volume and basic confidence, enabling downward integration. This was followed by module-level manufacturing, then component manufacturing, and now manufacturing of materials that build components. Highlighting that finished goods account for 80 to 85 percent of the value chain, he noted that the scale achieved in electronics manufacturing has been phenomenal.

    The Minister stated that electronics production has grown five-fold and exports have grown more than six-fold, with export CAGR exceeding 20% and production CAGR over 17%. He added that mobile phones, servers, laptops, and IT hardware have seen very strong progress and that the industry is poised to take off significantly.

    Shri Vaishnaw described ECMS as a horizontal scheme that will support not just electronics but also industrial, power, automobile sectors and more. He emphasized that a complete ecosystem for electronics manufacturing is coming into place across the country.

    Underscoring the importance of innovation and quality, the Minister said that many companies have now established design teams, and it is essential that every participant develops such teams. Stressing on quality, he called for achieving Six Sigma standards across the sector, warning that those not adhering to quality benchmarks would be cut short. He said the twin focus on design capability and quality excellence would drive India’s leadership in electronics.

    Shri Vaishnaw also spoke about India’s advances in AI and data-driven solutions. He informed that 350 datasets have already been uploaded on AI Kosh, and four AI tools developed by IITs will soon be released. He further stated that techno-legal solutions are being developed to strengthen the electronics ecosystem.

    The Minister informed that ECMS has a strong pipeline of projects ready for approval and expressed confidence that this marks just the beginning of India’s rapid growth as a global electronics hub.

    Addressing the session, Secretary, MeitY, Shri S Krishnan said that ECMS aims to firmly establish India as electronic manufacturing superpower in the world. He added the MeitY will work with all the stakeholders to make the scheme a great success.

    During the event, Sarvam AI was selected to build India’s first indigenous AI foundational model, marking a major milestone in the country’s AI innovation ecosystem.

    Strong Industry, Government, and Global Participation

    The launch event was witnessed by 200+ participants which includes Senior GoI officials, Senior State Government officials, Embassy representatives, Senior Domestic and Global Industry leaders, Domestic and Global Industry Associations, Financial institutions, consulting firms, media, etc.

    The unveiling of the guidelines and portal for the ECMS was a significant milestone, drawing the attention of prominent industry leaders, esteemed industry associations, leading financial institutions, and representatives from various embassies. This landmark event underscored the importance of collaboration between key stakeholders. The presence of such distinguished individuals highlighted the widespread interest in and commitment to advancing the component manufacturing in county.

    Presentation was made on the scheme and its guidelines, highlighting the journey of its formulation and the distinctive features of this unique scheme. The presentation provided a comprehensive overview of the thought process and strategic considerations that shaped the scheme, emphasizing its innovative approach to differentiated incentivization. Notably, it marks the first-ever offering of hybrid incentives, introducing a  direct linkage between incentives and employment generation, reinforcing its commitment to economic growth and job creation.

    This scheme goes beyond incentivizing subassemblies and components—it adopts a comprehensive approach by encompassing the entire supply chain associated with these elements. In addition to fostering the development of components and subassemblies, it also extends support to capital equipment, ensuring the inclusion of essential machinery that drives manufacturing processes. Moreover, it incentivizes the subassembly of equipment used in manufacturing, reinforcing an integrated system that enhances efficiency and production capabilities. By incorporating these critical aspects, the scheme promotes a robust, interconnected ecosystem, strengthening domestic manufacturing.

    The scheme places a strong emphasis on the performance of applicants, ensuring that incentives are allocated based on a first-come, first-served approach. This structure encourages efficiency, proactive participation, and timely application submissions, fostering a competitive yet fair environment.

    Furthermore, the scheme guidelines that govern the implementation process have been designed with clarity and precision, ensuring they remain simple and unambiguous. The guidelines uphold the ease of doing business, making compliance straightforward and accessible for all stakeholders. By eliminating unnecessary complexities and streamlining procedural requirements, the guidelines facilitate efficient execution while fostering a conducive environment.

    During the event, industry leaders applauded the seamless implementation of the Production-Linked Incentive (PLI) schemes rolled out by MeitY. They expressed appreciation for efficient execution of these initiatives, emphasizing how the well-defined processes have facilitated smooth and prompt disbursement of incentives.

    Union Minister Shri Ashwini Vaishnaw, along with all participants, observed a minute of silence at the start of the event in memory of the victims of the recent terrorist attack in Pahalgam.

    Background

    The Union Cabinet, chaired by Hon’ble Prime Minister, had approved the Electronics Component Manufacturing Scheme (ECMS), which was notified vide Gazette Notification CG-DL-E-08042025-262341 dated 08.04.2025.

    The scheme aims to develop a robust component ecosystem by attracting large investments (global/domestic) in electronics component manufacturing ecosystem, increasing Domestic Value Addition (DVA) by developing capacity and capabilities, and integrating Indian companies with Global Value Chains (GVCs).

    With various initiatives of Gol, the electronics manufacturing sector has witnessed remarkable growth in the last decade. The domestic production of electronic goods has increased from Rs.1.90 lakh crore in FY 2014-15 to Rs.9.52 lakh crore in FY 2023-24 at a CAGR of more than 17%. The exports of electronic goods have also increased from Rs.0.38 lakh crore in FY 2014-15 to Rs.2.41 lakh crore in FY 2023-24 at a CAGR of more than 20%. In FY 2024-25, Electronics became the 3rd largest exported commodity from India.

    India has made significant progress in electronics manufacturing, especially in mobile manufacturing and become the world’s 2nd largest mobile manufacturing country.

    Scheme Budget Outlay: ₹ 22,919 crore

    Scheme Tenure: 6 years (1 year of gestation period) i.e. from FY2025-26 to FY2031-32.

    Broadcast Engineering Consultants India Limited (BECIL), a Mini Ratna Public Sector Enterprise under the Ministry of Information and Broadcasting, was entrusted with organizing and managing the India: A Bird’s Eye View Challenge.

    The challenge invited participants to submit 2–3 minute aerial videos highlighting India’s beauty, diverse landscapes, heritage, culture, innovation, progress and transformation through compelling drone cinematography. To promote inclusive participation, the challenge featured two categories:

    1) Open Category: Open to all Indian citizens, including filmmakers, students, hobbyists, professionals, and drone enthusiasts.

    2) Drone Didi Category: Exclusively for women trained under initiatives like the Namo Drone Didi Scheme, aimed at empowering women in rural and semi-urban areas through drone training.

    To ensure widespread awareness and encourage participation, BECIL implemented a comprehensive national media campaign that combined both traditional and digital outreach methods. The campaign involved institutional visits and seminars at drone academies, media institutes and universities across India, along with live interactions with students and drone trainees to generate grassroots-level engagement. A dedicated online portal was launched to facilitate seamless registration and video submission. Additionally, strategic email campaigns targeted media schools, drone training centers and civil society networks to expand the campaign’s digital footprint. Social media platforms such as Twitter, Instagram, Facebook, and LinkedIn were actively leveraged through tailored content to build sustained interest in the challenge. Complementing the digital efforts, printed materials including posters and pamphlets were distributed.

    The challenge received an overwhelming 1,324 registrations, including 382 entries from Drone Didi participants, reflecting the growing enthusiasm for drone videography as a storytelling medium. Entries poured in from across India—from the Himalayan valleys of Himachal Pradesh to the cultural corridors of Uttar Pradesh, the plains of Bihar, the innovation hubs of Gujarat and Karnataka, and the coastal stretches of Tamil Nadu—making this a true pan-India celebration of creativity and progress.

    All entries were meticulously reviewed by a distinguished jury panel comprising:

    • Mr. Piyush Shah – Cinematographer, Producer, Writer, and Sound Designer
    • Mr.R.V. Ramani – National Award-winning Filmmaker & Documentary Cinematographer
    • Mr. Arun Varma – Acclaimed Cinematographer in Indian Cinema

    Following a rigorous evaluation process, five finalists from each category were shortlisted, along with four entries under a Special Category for Social Representation:

    These shortlisted entries will be showcased at WAVES 2025, and the winners will be declared and felicitated during a grand ceremony at the summit.

  • MIL-OSI Asia-Pac: “Smart Parent Net” Recommendation:Fostering National Security Awareness through Learning English

    National security education (NSE) is an important component of values education. It is inseparable from national education and an indispensable part of the school curriculum in Hong Kong. To support schools in integrating NSE elements into and connecting them naturally with the English Language curriculum, the Curriculum Development Institute of the Education Bureau (EDB) has newly developed the English Language Resource Kit on National Security Education at the Primary Level and the English Language Resource Materials on National Security Education at the Secondary Level. The resources not only enhance primary and secondary students’ language skills, but also guide students to understand the importance of safeguarding national security.

    The English Language Resource Kit on National Security Education at the Primary Level features four learning topics, covering the major fields of cultural security, ecological security, food security and outer space security. Through engaging in viewing, reading and multifarious English activities, students can learn about the folk dances of different ethnic groups and the achievements in aerospace technology of the country, as well as the sustained efforts of the country in conserving endangered wildlife animals and stabilising food supply. Students can also reflect on how to contribute to safeguarding national security in their daily lives, thus cultivating in them a sense of belonging to the country and enhancing their awareness of safeguarding national security.

    The English Language Resource Materials on National Security Education at the Secondary Level feature a series of learning and teaching resources covering the major fields of artificial intelligence security, nuclear security, resource security and food security. The resource materials aim to heighten students’ self-awareness of national security and develop their sense of responsibility for safeguarding national security. In addition to reading, writing and speaking activities, suggestions on cross-curricular and life-wide learning activities are also provided to enrich students’ English learning experiences, enhance their understanding of the developments of the country and the significance of safeguarding national security, and foster their sense of national identity.

    Schools are encouraged to select and use the learning and teaching resources to cater for students’ needs, interests and abilities, enable students to learn and apply English across various themes, as well as develop in them an awareness of and a sense of responsibility for safeguarding national security. Besides, parents are encouraged to read the texts and view the videos recommended in the resources together with their children to not only increase their exposure to English beyond the classroom, but also enhance their understanding of the richness and beauty of the Chinese culture as well as the latest developments of the country.     Union Minister of State for Labour & Employment, Sushri Shobha Karandlaje, led the Indian delegation at the BRICS Labour & Employment Ministers’ Meeting held under Brazil’s Presidency in Brasília on 25th April 2025. The meeting, convened under the slogan “Strengthening the Cooperation of the Global South for More Inclusive and Sustainable Governance”, culminated in the adoption of a forward-looking declaration addressing two pivotal themes: “Artificial Intelligence (AI) and the Future of Work” and “The Impacts of Climate Change on the World of Work and a Just Transition”.

    Sushri Karandlaje highlighted India’s human-centric approach to technological transformation, aligning with Prime Minister Shri Narendra Modi’s vision of “Technology for Empowerment, Not Exclusion”. She highlighted India’s National Strategy for AI, which prioritizes ethical adoption, workforce upskilling, and sectoral applications in agriculture, healthcare, and education. Initiatives like FutureSkills Prime and the Namo Drone Didi program exemplify India’s commitment to creating tech-enabled livelihoods, especially for rural women and youth. The National Career Service (NCS) platform, powered by AI, was showcased as a model for bridging skill gaps and connecting millions to employment opportunities.

    On climate action, India emphasized it’s just transition framework, ensuring green growth translates into equitable job creation. The Sector Skill Council for Green Jobs (SSCGJ) and Mission LiFE (Lifestyle for Environment) were highlighted as transformative initiatives driving skilling and sustainable practices. India’s achievement of reduction in GHG emissions (2020–2019) and its net-zero by 2070 pledge reinforced its climate leadership. Collaborative efforts with the ILO to protect workers’ rights during this transition were also emphasized.

    Key Outcomes of the BRICS Declaration

    The declaration commits BRICS nations to:

    1. Promote inclusive AI policies that balance innovation with worker protection.
    2. Advance social dialogue to ensure fair climate transitions.
    3. Strengthen South-South cooperation on labour governance, digital inclusion, and green job creation.

    India’s contributions were commended for aligning cutting-edge technological advancement with inclusive social welfare, reflecting Hon’ble Prime Minister’s mantra of “Sabka Saath, Sabka Vikas”. The meeting reaffirmed BRICS’ collective resolve to build a future where no worker is left behind in the face of AI-driven disruption or climate challenges.

    Gamechanging AI doctors’ assistant to speed up appointments

    Government drives forward use of innovative artificial intelligence in hospitals as trials show dramatic reduction in admin with more time for patient care.

    • Trials show dramatic reduction in admin and more time for direct patient care, as Plan for Change delivers seismic shift in care to digital 

    NHS clinicians will be supported to use groundbreaking artificial intelligence tools that bulldoze bureaucracy and take notes to free up staff time and deliver better care to patients thanks to guidance published today.

    Interim trial data shows that the revolutionary tech has dramatically reduced admin, and meant more people could be seen in A&E, clinicians could spend more time during an appointment focusing on the patient, and appointments were shorter.

    Through its Plan for Change the government is getting the NHS back on its feet and slashing waiting lists. Guidance published today will encourage the use of these products – which use speech technologies and generative AI to convert spoken words into structured medical notes and letters – across a range of primary and secondary care settings, including hospitals and GP surgeries.

    The government’s mission-led approach is driving forward the use of innovative tech and new approaches to reform the health system and improve care for patients – offering them quicker and smarter care.

    One of the tools – ambient voice technologies (AVTs) – can transcribe patient-clinician conversations, create structured medical notes, and even draft patient letters.

    Patient safety and privacy will be paramount. This is why the guidance will focus on data compliance and security, risk identification and assessment, while ensuring that staff are properly trained before using the technology. 

    Health and Social Care Secretary Wes Streeting said: 

    “AI is the catalyst that will revolutionise healthcare and drive efficiencies across the NHS, as we deliver our Plan for Change and shift care from analogue to digital. 

    “I am determined we embrace this kind of technology, so clinicians don’t have to spend so much time pushing pens and can focus on their patients. 

    “This government made the difficult but necessary decision at the Budget to put a record £26 billion into our NHS and social care including cash to roll out more pioneering tech.” 

    The NHS England funded, London-wide AVT work, led by Great Ormond Street Hospital for Children, has evaluated AVT capabilities across a range of clinical settings – Adult Outpatients, Primary Care, Paediatrics, Mental Health, Community care, A+E and across London Ambulance Service.

    This multi-site evaluation involving over 7000 patients has demonstrated widespread benefits. Interim data shows:

    • Increase in direct care – clinicians spending more time spent with patients rather than typing on a computer
    • Increase in productivity in A&E – the technology has supported more patients to be seen in emergency departments by carrying out admin for A&E staff

    Science and Technology Secretary Peter Kyle said:

    “This technology has the power to free up doctors to do the thing they all want to – spend more time treating their patients. That is good for them, good for anyone receiving healthcare, and a shot in the arm for our efforts to overhaul the NHS as part of the Plan for Change.

    “It’s a prime example of why we are embracing the benefits of AI, to make our public services fit for the 21st century and fire up our economy.”

    At GOSH, AVTs have listened to consultations and drafted clinic notes and letters. These were then edited and authorised by the clinician before being uploaded to the secure electronic health record system and sent on to patients and their families. Clinicians agreed the AI helped them offer more attention to their patients without affecting the quality of the clinic note or letter. 

    Dr Maaike Kusters, Paediatric Immunology Consultant at GOSH, says: 

    “The patients I see in my clinics have very complex medical conditions and it’s so important to make sure I capture what we discuss in our appointments accurately, but often this means I am typing rather than looking directly at my patient and their family.

    “Using the AI tool during the trial meant I could sit closer to them face-to-face and really focus on what they were sharing with me, without compromising on the quality of documentation.”

    As it stands, clinicians in hospitals and GP surgeries are forced to spend much of their consultations recording information into a computer instead of focusing on the patient in front of them. 

    Once the patient has left, they are often required to take that information and summarise it in documents like referral letters. The government is determined to reform these outdated ways of working and revolutionise care, and this innovative tech will do that work for them, so they can see their next patient. 

    The Jean Bishop Integrated Care Centre in East Hull (part of City Health Care Partnership) has introduced an ambient scribing product to make their documentation process faster and better support their work to care for people living with frailty. 

    By converting a conversation with a patient into a clinical note, the ambient scribing product is freeing up time for a range of staff including GPs, consultants, nurses, and physiotherapists.

    Thanks to government action, GP surgeries delivered 31.4 million appointments last month– a 6.1% increase on the previous year – and waiting lists have fallen by 219,000 patients. This technology will help consolidate this progress. 

    The government is already using AI to speed up diagnosis and treatment for a range of health issues – spotting pain levels for people who can’t speak, diagnosing breast cancer quicker, and getting people discharged quicker.

    “By embracing this innovative technology, we’ve optimised our resources and empowered our clinicians and entire multidisciplinary team. 

    “The positive feedback from both staff and patients shows just how valuable this project has been.

    “This exciting technology can reduce the burden of administration, allowing patients more quality time with their clinician, and our new guidance shows the NHS’s ability to rapidly and safely harness the very latest innovations to transform healthcare and bring benefits for our hardworking staff and our patients.”

    BEIJING, April 27 — In a bid to bolster its digital workforce and economy, China has jointly issued a new plan outlining priorities for boosting national digital literacy and skills by 2025.

    The document, released recently by four government agencies including the Office of the Central Cyberspace Affairs Commission and the Ministry of Education, sets a wide-ranging agenda, authorities announced on Sunday.

    It calls for developing a comprehensive system for cultivating digital talent, expanding the digital economy’s growth potential, and building a more inclusive digital society. Other priorities include creating smarter digital lifestyles, promoting a safe and orderly cyberspace, and strengthening multi-party collaboration and international cooperation.

    Regarding artificial intelligence (AI), the plan emphasizes expanding the application of AI and improving AI governance frameworks.

    By the end of 2025, China aims to significantly raise digital literacy levels nationwide, build a robust system for digital skills training, and expand the supply of digital resources.

    Additional targets include growing the digital workforce, enhancing workers’ digital capabilities, narrowing skills gaps between different demographic groups, and fostering a more inclusive, smarter and safer digital environment.

    ATHENS, April 26 — The China-Greece Joint Laboratory for Digital Heritage has been inaugurated at the National Archaeological Museum of Greece, aiming to advance bilateral cooperation in cultural heritage digitization and innovation.

    Involving a number of entities from both China and Greece, the laboratory will serve as a platform for joint research on digital preservation, virtual exhibitions, and artificial intelligence applications in heritage protection, said He Yan, director of the digital heritage committee of ICOMOS China.

    Georgios Didaskalou, secretary general of the Greek Ministry of Culture, hailed the importance of civilization exchanges between the two countries at the inauguration ceremony on Wednesday, emphasizing that digital technologies have opened new pathways for dialogue among civilizations.

    Konstantinos Nikolentzos, deputy director of the National Archaeological Museum of Greece, said that the laboratory marks a new phase of systematic collaboration between the two countries. He added that the initiative will consolidate expertise in digital preservation and cutting-edge technologies, laying the groundwork for long-term international research partnerships.

  • MIL-Evening Report: How to fight Trump’s cyber dystopia with community, self-determination, care and truth

    When the US Embassy knocked on my door in late 2024, I was both pleased and more than a little suspicious.

    I’d worked with them before, but the organisation where I did that work, Tohatoha, had closed its doors. My new project, Dark Times Academy, was specifically an attempt to pull myself out of the grant cycle, to explore ways of funding the work of counter-disinformation education without dependence on unreliable governments and philanthropic funders more concerned with their own objectives than the work I believed then — and still believe — is crucial to the future of human freedom.

    But despite my efforts to turn them away, they kept knocking, and Dark Times Academy certainly needed the money. I’m warning you all now: There is a sense in which everything I have to say about counter-disinformation comes down to conversations about how to fund the work.

    DARK TIMES ACADEMY

    There is nothing I would like more than to talk about literally anything other than funding this work. I don’t love money, but I do like eating, having a home, and being able to give my kids cash.

    I have also repeatedly found myself in roles where other people look to me for their livelihoods; a responsibility that I carry heavily and with more than a little clumsiness and reluctance.

    But if we are to talk about President Donald Trump and disinformation, we have to talk about money. As it is said, the love of money is the root of all evil. And the lack of it is the manifestation of that evil.

    Trump and his attack on all of us — on truth, on peace, on human freedom and dignity — is, at its core, an attack that uses money as a weapon. It is an attack rooted in greed and in avarice.

    In his world, money is power
    But in that greed lies his weakness. In his world, money is power. He and those who serve him and his fascist agenda cannot see beyond the world that money built. Their power comes in the form of control over that world and the people forced to live in it.

    Of course, money is just paper. It is digital bits in a database sitting on a server in a data centre relying on electricity and water taken from our earth. The ephemeral nature of their money speaks volumes about their lack of strength and their vulnerability to more powerful forces.

    They know this. Trump and all men like him know their weaknesses — and that’s why they use their money to gather power and control. When you have more money than you and your whānau can spend in several generations, you suddenly have a different kind of  relationship to money.

    It’s one where money itself — and the structures that allow money to be used for control of people and the material world — becomes your biggest vulnerability. If your power and identity are built entirely on the power of money, your commitment to preserving the power of money in the world becomes an all-consuming drive.

    Capitalism rests on many “logics” — commodification, individualism, eternal growth, the alienation of labour. Marx and others have tried this ground well already.

    In a sense, we are past the time when more analysis is useful to us. Rather, we have reached a point where action is becoming a practical necessity. After all, Trump isn’t going to stop with the media or with counter-disinformation organisations. He is ultimately coming for us all.

    What form that action must take is a complicated matter. But, first we must think about money and about how money works, because only through lessening the power of money can we hope to lessen the power of those who wield it as their primary weapon.

    Beliefs about poor people
    If you have been so unfortunate to be subject to engagement with anti-poverty programmes during the neoliberal era either as a client or a worker, you will know that one of the motivations used for denying direct cash aid to those in need of money is a belief on the part of government and policy experts that poor people will use their money in unwise ways, be it drugs or alcohol, or status purchases like sneakers or manicures.

    But over and over again, there’s another concern raised: cash benefits will be spent on others in the community, but outside of those targeted with the cash aid.

    You see this less now that ideas like a universal basic income (UBI) and direct cash transfers have taken hold of the policy and donor classes, but it is one of those rightwing concerns that turned out to be empirically accurate.

    Poor people are more generous with their money and all of their other resources as well. The stereotype of the stingy Scrooge is one based on a pretty solid mountain of evidence.

    The poor turn out to understand far better than the rich how to defeat the power that money gives those who hoard it — and that is community. The logic of money and capital can most effectively be defeated through the creation and strengthening of our community ties.

    Donald Trump and those who follow him revel in creating a world of atomised individuals focused on themselves; the kind of world where, rather than relying on each other, people depend on the market and the dollar to meet their material needs — dollars. of course, being the source of control and power for their class.

    Our ability to fund our work, feed our families, and keep a roof over our heads has not always been subject to the whims of capitalists and those with money to pay us. Around the world, the grand multicentury project known as colonialism has impoverished us all and created our dependency.

    Colonial projects and ‘enclosures’
    I cannot speak as a direct victim of the colonial project. Those are not my stories to tell. There are so many of you in this room who can speak to that with far more eloquence and direct experience than I. But the colonial project wasn’t only an overseas project for my ancestors.

    In England, the project was called “enclosure”.

    Enclosure is one of the core colonial logics. Enclosure takes resources (land in particular) that were held in common and managed collectively using traditional customs and hands them over to private control to be used for private rather than communal benefit. This process, repeated over and over around the globe, created the world we live in today — the world built on money.

    As we lose control over our access to what we need to live as the land that holds our communities together, that binds us to one another, is co-opted or stolen from us, we lose our power of self-determination. Self-governance, freedom, liberty — these are what colonisation and enclosure take from us when they steal our livelihoods.

    As part of my work, I keep a close eye on the approaches to counter-disinformation that those whose relationship to power is smoother than my own take. Also, in this the year of our Lord 2025, it is mandatory to devote at least some portion of each public talk to AI.

    I am also profoundly sorry to have to report that as far as I can tell, the only work on counter-disinformation still getting funding is work that claims to be able to use AI to detect and counter disinformation. It will not surprise you that I am extremely dubious about these claims.

    AI has been created through what has been called “data colonialism”, in that it relies on stolen data, just as traditional forms of colonialism rely on stolen land.

    Risks and dangers of AI
    AI itself — and I am speaking here specifically of generative AI — is being used as a tool of oppression. Other forms of AI have their own risks and dangers, but in this context, generative AI is quite simply a tool of power consolidation, of hollowing out of human skill and care, and of profanity, in the sense of being the opposite of sacred.

    Words, art, conversation, companionship — these are fiercely human things. For a machine to mimic these things is to transgress against all of our communities — all the more so when the machine is being wielded by people who speak openly of genocide and white supremacy.

    However, just as capitalism can be fought through community, colonialism can and has been fought through our own commitment to living our lives in freedom. It is fought by refusing their demands and denying their power, whether through the traditional tools of street protest and nonviolent resistance, or through simply walking away from the structures of violence and control that they have implemented.

    In the current moment, that particularly includes the technological tools that are being used to destroy our communities and create the data being used to enact their oppression. Each of us is free to deny them access to our lives, our hopes, and dreams.

    This version of colonisation has a unique weakness, in that the cyber dystopia they have created can be unplugged and turned off. And yet, we can still retain the parts of it that serve us well by building our own technological infrastructure and helping people use that instead of the kind owned and controlled by oligarchs.

    By living our lives with the freedom we all possess as human beings, we can deny these systems the symbolic power they rely on to continue.

    That said, this has limitations. This process of theft that underlies both traditional colonialism and contemporary data colonialism, rather than that of land or data, destroys our material base of support — ie. places to grow food, the education of our children, control over our intellectual property.

    Power consolidated upwards
    The outcome is to create ever more dependence on systems outside of our control that serve to consolidate power upwards and create classes of disposable people through the logic of dehumanisation.

    Disposable people have been a feature across many human societies. We see it in slaves, in cultures that use banishment and exile, and in places where imprisonment is used to enforce laws.

    Right now we see it in the United States being directed at scale towards those from Central and Latin America and around the world. The men being sent to the El Salvadorian gulag, the toddlers sent to immigration court without a lawyer, the federal workers tossed from their jobs — these are disposable people to Trump.

    The logic of colonialism relies on the process of dehumanisation; of denying the moral relevance of people’s identity and position within their communities and families. When they take a father from his family, they are dehumanising him and his family. They are denying the moral relevance of his role as a father and of his children and wife.

    When they require a child to appear alone before an immigration judge, they are dehumanising her by denying her the right to be recognised as a child with moral claims on the adults around her. When they say they want to transition federal workers from unproductive government jobs to the private sector, they are denying those workers their life’s work and identity as labourers whose work supports the common good.

    There was a time when I would point out that we all know where this leads, but we are there now. It has led there, although given the US incarceration rate for Black men, it isn’t unreasonable to argue that in fact for some people, the US has always been there. Fascism is not an aberration, it is a continuation. But the quickening is here. The expansion of dehumanisation and hate have escalated under Trump.

    Dehumanisaton always starts with words and  language. And Trump is genuinely — and terribly — gifted with language. His speeches are compelling, glittering, and persuasive to his audiences. With his words and gestures, he creates an alternate reality. When Trump says, “They’re eating the cats! They’re eating the dogs!”, he is using language to dehumanise Haitian immigrants.

    An alternate reality for migrants
    When he calls immigrants “aliens” he is creating an alternate reality where migrants are no longer human, no longer part of our communities, but rather outside of them, not fully human.

    When he tells lies and spews bullshit into our shared information system, those lies are virtually always aimed at creating a permission structure to deny some group of people their full humanity. Outrageous lie after outrageous lie told over and over again crumbles society in ways that we have seen over and over again throughout history.

    In Europe, the claims that women were consorting with the devil led to the witch trials and the burning of thousands of women across central and northern Europe. In Myanmar, claims that Rohinga Muslims were commiting rape, led to mass slaughter.

    Just as we fight the logics of capitalism with community and colonialism with a fierce commitment to our freedom, the power to resist dehumanisation is also ours. Through empathy and care — which is simply the material manifestation of empathy — we can defeat attempts to dehumanise.

    Empathy and care are inherent to all functioning societies — and they are tools we all have available to us. By refusing to be drawn into their hateful premises, by putting morality and compassion first, we can draw attention to the ridiculousness of their ideas and help support those targeted.

    Disinformation is the tool used to dehumanise. It always has been. During the COVID-19 pandemic when disinformation as a concept gained popularity over the rather older concept of propaganda, there was a real moment where there was a drive to focus on misinformation, or people who were genuinely wrong about usually public health facts. This is a way to talk about misinformation that elides the truth about it.

    There is an empirical reality underlying the tsunami of COVID disinformation and it is that the information was spread intentionally by bad actors with the goal of destroying the social bonds that hold us all together. State actors, including the United States under the first Trump administration, spread lies about COVID intentionally for their own benefit and at the cost of thousands if not millions of lives.

    Lies and disinformation at scale
    This tactic was not new then. Those seeking political power or to destroy communities for their own financial gain have always used lies and disinformation. But what is different this time, what has created unique risks, is the scale.

    Networked disinformation — the power to spread bullshit and lies across the globe within seconds and within a context where traditional media and sources of both moral and factual authority have been systematically weakened over decades of neoliberal attack — has created a situation where disinformation has more power and those who wield it can do so with precision.

    But just as we have the means to fight capitalism, colonialism, and dehumanisation, so too do we — you and I — have the tools to fight disinformation: truth, and accurate and timely reporting from trustworthy sources of information shared with the communities impacted in their own language and from their own people.

    If words and images are the chosen tools of dehumanisation and disinformation, then we are lucky because they are fighting with swords that we forged and that we know how to wield. You, the media, are the front lines right now. Trump will take all of our money and all of our resources, but our work must continue.

    Times like this call for fearlessness and courage. But more than that, they call on us to use all of the tools in our toolboxes — community, self-determination, care, and truth. Fighting disinformation isn’t something we can do in a vacuum. It isn’t something that we can depersonalise and mechanise. It requires us to work together to build a very human movement.

    I can’t deny that Trump’s attacks have exhausted me and left me depressed. I’m a librarian by training. I love sharing stories with people, not telling them myself. I love building communities of learning and of sharing, not taking to the streets in protest.

    More than anything else, I just want a nice cup of tea and a novel. But we are here in what I’ve seen others call “a coyote moment”. Like Wile E. Coyote, we are over the cliff with our legs spinning in the air.

    We can use this time to focus on what really matters and figure out how we will keep going and keep working. We can look at the blue sky above us and revel in what beauty and joy we can.

    Building community, exercising our self-determination, caring for each other, and telling the truth fearlessly and as though our very lives depend on it will leave us all the stronger and ready to fight Trump and his tidal wave of disinformation.

    NHS clinicians will be supported to use groundbreaking artificial intelligence tools that bulldoze bureaucracy and take notes to free up staff time and deliver better care to patients thanks to guidance published today.

    Interim trial data shows that the revolutionary tech has dramatically reduced admin, and meant more people could be seen in A&E, clinicians could spend more time during an appointment focusing on the patient, and appointments were shorter.

    Through its Plan for Change the government is getting the NHS back on its feet and slashing waiting lists. Guidance published today will encourage the use of these products – which use speech technologies and generative AI to convert spoken words into structured medical notes and letters – across a range of primary and secondary care settings, including hospitals and GP surgeries.

    The government’s mission-led approach is driving forward the use of innovative tech and new approaches to reform the health system and improve care for patients – offering them quicker and smarter care.

    One of the tools – ambient voice technologies (AVTs) – can transcribe patient-clinician conversations, create structured medical notes, and even draft patient letters.

    Patient safety and privacy will be paramount. This is why the guidance will focus on data compliance and security, risk identification and assessment, while ensuring that staff are properly trained before using the technology.

    AI is the catalyst that will revolutionise healthcare and drive efficiencies across the NHS, as we deliver our Plan for Change and shift care from analogue to digital.

    I am determined we embrace this kind of technology, so clinicians don’t have to spend so much time pushing pens and can focus on their patients.

    This government made the difficult but necessary decision at the Budget to put a record £26 billion into our NHS and social care including cash to roll out more pioneering tech.

    The NHS England funded, London-wide AVT work, led by Great Ormond Street Hospital for Children, has evaluated AVT capabilities across a range of clinical settings – Adult Outpatients, Primary Care, Paediatrics, Mental Health, Community care, A+E and across London Ambulance Service.

    This multi-site evaluation involving over 7000 patients has demonstrated widespread benefits. Interim data shows:

    • Increase in direct care – clinicians spending more time spent with patients rather than typing on a computer
    • Increase in productivity in A&E – the technology has supported more patients to be seen in emergency departments by carrying out admin for A&E staff

    At GOSH, AVTs have listened to consultations and drafted clinic notes and letters. These were then edited and authorised by the clinician before being uploaded to the secure electronic health record system and sent on to patients and their families. Clinicians agreed the AI helped them offer more attention to their patients without affecting the quality of the clinic note or letter. 

    Dr Maaike Kusters, Paediatric Immunology Consultant at GOSH, says:

    The patients I see in my clinics have very complex medical conditions and it’s so important to make sure I capture what we discuss in our appointments accurately, but often this means I am typing rather than looking directly at my patient and their family.

    Using the AI tool during the trial meant I could sit closer to them face-to-face and really focus on what they were sharing with me, without compromising on the quality of documentation.

    As it stands, clinicians in hospitals and GP surgeries are forced to spend much of their consultations recording information into a computer instead of focusing on the patient in front of them. 

    Once the patient has left, they are often required to take that information and summarise it in documents like referral letters. The government is determined to reform these outdated ways of working and revolutionise care, and this innovative tech will do that work for them, so they can see their next patient. 

    The Jean Bishop Integrated Care Centre in East Hull (part of City Health Care Partnership) has introduced an ambient scribing product to make their documentation process faster and better support their work to care for people living with frailty. 

    By converting a conversation with a patient into a clinical note, the ambient scribing product is freeing up time for a range of staff including GPs, consultants, nurses, and physiotherapists.

    Thanks to government action, GP surgeries delivered 31.4 million appointments last month– a 6.1% increase on the previous year – and waiting lists have fallen by 219,000 patients. This technology will help consolidate this progress. 

    The government is already using AI to speed up diagnosis and treatment for a range of health issues – spotting pain levels for people who can’t speak, diagnosing breast cancer quicker, and getting people discharged quicker.
