    As parties and individuals seeking election finalise the policies they will take to the people in the lead up to the Federal polls, the Law Council of Australia is calling on them to prioritise protection of the rule of law, promote the administration of justice, support the exercise of rights under the law and commit to the principles of good law making.

    “Today we release our 2025 Federal Election Call to Parties. We wholeheartedly believe the recommendations made in this document can make Australia a fairer and more just society,” Law Council of Australia President, Juliana Warner said.
     
    “The Law Council is seeking a commitment from candidates to improve access to justice for all Australians by providing vital, and long overdue, funding for legal assistance services. These services are relied upon by Australians to help to resolve family law disputes, remove themselves from harm, enforce their employment rights, defend themselves against charges, or make sure they have a roof over their head.
     
    “The Law Council is particularly calling on those seeking election to establish a financially sustainable model of grants of legal aid to private practitioners, including Independent Children’s Lawyers, to ensure they can continue to deliver high-quality legal assistance services across Australia.
     
    “Around 72 per cent of legal aid approved matters – more than 100,000 cases – are provided by private practitioners, the majority of whom are working in very small businesses. But these lawyers and small businesses are at breaking point, and many are considering walking away from legal aid work unless rates are raised to more sustainable levels.  
     
    “The level of unmet legal need continues to rise as a result of funding failures. Sadly, those most harmed by these failures are the most vulnerable members of our community, including children, First Nations people, people with disability and older Australians.
     
    “In particular, people living in rural, regional and remote parts of Australia can find it difficult to access a lawyer when they need one. To assist with this growing crisis, the Law Council is proposing a HELP debt relief incentive that we believe can help bring more lawyers to where they are needed.”
     
    The Law Council’s Call to Parties offers considered proposals on a range of other challenges facing Australia today.
     
    “Our next Government must adopt an approach to criminal justice reform that is evidence-based and consistent with the rule of law and Australia’s international human rights obligations,” Ms Warner said.
     
    “This should include national leadership on child justice in line with the recommendations of the National Children’s Commissioner; raising the minimum age of criminal responsibility at the federal level to 14 years; repealing all Commonwealth provisions imposing mandatory minimum periods of imprisonment; and in line with the recent Budget commitment, the establishment of a Commonwealth Parole Board.
     
    “The Law Council is also seeking a commitment to ensuring that our laws are operating as intended – supported by appropriately resourced services – when it comes to protecting and supporting those experiencing family violence.
     
    “The responses we are seeking also include the establishment of a Federal Judicial Commission, further privacy reforms, careful improvements to the regulation of artificial intelligence technology, and the introduction of a federal Human Rights Act.
     
    “Each of the reform measures we are calling for must be underpinned by a commitment to proper consultation with relevant stakeholders.
       
    “Good lawmaking depends on robust and transparent consultation processes. The Law Council is concerned that legislative reform processes are increasingly rushed and lack transparency or public scrutiny. This impacts the efficacy, accuracy and appropriateness of potential reforms. It also undermines the participation of civil society and may erode democratic culture and decision making.

  • MIL-OSI China: Artificial intelligence fuels China’s high-quality growth

    The rapid development of artificial intelligence (AI) technology, an innovation pillar empowering China’s smart manufacturing, green transition and even breakthroughs in space sciences, is proving to be a key driver of the nation’s high-quality growth, noted international industry experts at a key forum.

    Under the wave of the explosion of AI technology, 2025 will be the first year of large-scale AI application implementation,” said Kai-Fu Lee, CEO of 01.AI and chairman of Sinovation Ventures at the 2025 Zhongguancun Forum Annual Conference in Beijing.

    Large models have brought about a revolution in productivity, he said, adding that their intelligence continues to improve with the constant emergence of new technologies, marking the advent of an era characterized by large model applications.

    A defining application trend showcased at the event is the convergence of AI and new energy vehicles (NEVs), which represents a strategic priority in China’s carbon neutrality roadmap. This synergy was epitomized by Li Auto’s intelligent driving demonstration, which has captured considerable attention within the industry.

    All-scenario navigation assist driving feature developed by the company enables vehicles to autonomously change lanes and overtake, enter or exit ramps, pass intersections in response to traffic lights, and avoid or detour around roadwork obstacles. It has made it easier to drive safely on highways and drive proficiently on urban roads, the company said.

    The automotive industry has entered a transformative era of intelligence, marking an evolution from mere transportation tools to AI terminals, said Li Xiang, the CEO of the company.

    At the exhibition venue, nearly 100 robots from 15 companies are actively engaged throughout the event to enhance the experience of the attendees. More importantly, they showcase how humanoid robots are rapidly advancing to boost productivity and expand their real-world applications.

    A humanoid robot named “Adam” amazed visitors with an elegant dance during the conference, showcasing its advanced full-body motion control. Through the fusion of unique hardware design and reinforcement learning, the development team has enabled Adam to coordinate joint movements precisely, achieving human-like agility and flexibility, explained Anna Leung, brand director of Adam’s developer, PNDbotics AI Co., Ltd.

    “The most exciting era for humanoid robots, the era of productivity, is about to begin,” said Wang He, founder and CTO of Beijing Galbot Co., Ltd. The ability of humanoid robots to integrate vision-driven guidance, limb control, and generalized autonomous operation truly makes them valuable assistants to humans, said Wang.

    In the 2025 government work report, China vowed to effectively combine digital technologies with its manufacturing and market strengths. It will support the extensive application of large-scale AI models and develop new-generation intelligent terminals and smart manufacturing equipment, including intelligent connected NEVs and intelligent robots.

    As China steadily advances toward its dual carbon goals, fast-developing AI technologies also contribute significantly with their applications in sectors such as new energy integration, energy production and smart energy consumption, according to industry experts.

    For instance, AI plays an important role in the construction of a new type of power system. By enhancing smart grid regulation and source-grid-load-storage coordination, it addresses grid stability and security challenges as the renewable energy penetration rate continues to rise, according to Ren Jingdong, deputy director of the National Energy Administration.

    Wang Chi, director of National Space Science Center under the Chinese Academy of Sciences, said that AI will play a critical role in future interplanetary exploration, as spacecraft control systems need to be more intelligent for more distant solar exploration, particularly Mars and Jupiter.

    Sending humans to the destinations entails unacceptable hazards, but deploying intelligent agents and robotic systems for preliminary exploration would be able to reduce risks in extreme exploration scenarios, said Liu Hangxin, co-executive director at the frontier research center at the Beijing Institute for General Artificial Intelligence.

    SUMMARY…A watch will likely be needed, particularly for areas near
    and east of the Mississippi River. All severe hazards are possible
    with a mix of linear segments and supercells.

    DISCUSSION…A prominent shortwave trough is evident on water vapor
    imagery in central Missouri. Tied to this feature, weak convection
    has been slowly deepening in parts of eastern Missouri as it moves
    northeastward. Downstream of this, temperatures in southern/central
    Illinois have risen into the low 70s F given the more broken cloud
    cover. The general consensus of short-term CAM guidance is that
    convection will strengthen in the vicinity of the Mississippi River.
    This seems reasonable given current environmental trends. That being
    said, the need for a watch in the short term is not entirely
    certain. Potential for a watch in the next couple of hours,
    particularly for portions of southern Illinois, are higher than
    points to the west.

    Storm mode is expected to be a mix of linear segments, especially
    with northward extent, and some supercells (more likely towards the
    Ohio Valley). Steep mid-level lapse rates will support large to
    very-large hail with initial or sustained supercells. Fast moving
    storms and enhanced low-level flow will promote swaths of wind
    damage. The tornado threat is somewhat less clear, but will be
    maximized with any discrete storms. Line-embedded circulations/QLCS
    tornadoes are also possible given sufficient low-level hodograph
    curvature. A strong tornado or two could occur.

    A watch will likely be needed by early afternoon. Exact timing is
    not clear and some locations west of the River may not destabilize
    enough in the short term for an organized severe threat.

  • MIL-OSI: Alectra continues power restoration in wake of weekend’s devastating freezing rain and ice storm

    BARRIE, Ontario, March 30, 2025 (GLOBE NEWSWIRE) — Alectra Utilities’ powerline crews worked throughout the night to restore service to homes and businesses who experienced power disruptions due to the freezing rain and icy conditions, which began on Friday night and have extended into Sunday. Most damage to Alectra’s grid occurred in Barrie and Penetanguishene overnight, with additional outages in Richmond Hill and, unfortunately, approximately 44,000 customers are still without service this morning.

    Alectra anticipates that service will be restored to many customers throughout Sunday but given the infrastructure damage, we are not able to provide an estimated time for full restoration (ETR) at this point. Service restoration times will be provided as crews assess the damage in hard hit neighbourhoods. Customers can get updates on the company’s power restoration efforts by following the Alectra X account, @AlectraNews, or by viewing the outage map at alectrautilities.com.

    Those who are still without power are encouraged to check on relatives and neighbours who may require assistance. In the event of downed powerlines, stay at least 10 metres away (the length of a school bus), and call 911 immediately.

    Twenty-two B.C. companies and universities will promote the province’s unique technology products and services in Germany at Hannover Messe 2025, the world’s largest tradeshow for industrial and energy technologies.

  • MIL-OSI Africa: President signs the General Intelligence Laws Amendment Bill

    The State Security Agency (SSA) is set to split into two separate departments, foreign and domestic, following President Cyril Ramaphosa’s signing of the General Intelligence Laws Amendment Bill into law. 

    The General Intelligence Laws Amendment Bill signed on Friday is the basis for significant reforms of South Africa’s intelligence services that will be accompanied by improved oversight and accountability.

    In a statement, the Presidency said the amendment Act amends the National Strategic Intelligence Act of 1994, the Intelligence Services Act of 2002, and the Intelligence Services Oversight Act of 1994.

    “Among other reforms, the amendment Act disestablishes the current State Security Agency as a national government department and replaces it with two separate departments.

    “The new departments are the Foreign Intelligence Service (FIS) which shall be responsible for foreign intelligence gathering so as to identify opportunities and threats to National Security, and the Domestic Intelligence Agency (DIA) which shall be responsible for counter-intelligence as well as the gathering of domestic intelligence in order to identify threats to National Security,” the Presidency said. 

    The amendment Act also re-establishes the South African National Academy of Intelligence (SANAI) and Intelligence Training Institute for both Domestic and Foreign Intelligence capacities.

    The wide-ranging amendments constitute implementation of the recommendations of the 2018 Presidential High-Level Review Panel on the State Security Agency (SSA) and of the Judicial Commission of Inquiry into Allegations of State Capture, Corruption and Fraud in the Public Sector (the Zondo Commission).

    “The law also addresses concerns about bulk interception by intelligence services of internet traffic entering or leaving South Africa, by introducing new measures including authorisation within the intelligence services as well as court reviews of such interception,” the statement read. 

    The law provides for the administration, financial management and expenditure of the intelligence service entities to be within the ambit of the oversight of the Joint Standing Committee on Intelligence – a multiparty committee of Parliament that processes public complaints about the intelligence services and monitors the finances and operations of these services.

    The newly enacted amendments also provide for greater autonomy for the Inspector-General of Intelligence and the National Intelligence Coordinating Committee (NICOC) in making administrative and functional decisions. – SAnews.gov.za

  • MIL-OSI Australia: Moving ahead on essential city infrastructure

    Design work for Stage 1 of EPIC’s redevelopment will include a new large multipurpose exhibition hall to accommodate larger exhibitions, galas and large-scale events.

    Funding will be provided through the ACT Government Budget Review to progress planning on three of Canberra’s major precincts – Exhibition Park in Canberra (EPIC), a new Convention Centre Precinct and the Bruce Sports, Health and Education Precinct.

    This investment will support further investigation of a new rectangular stadium in Bruce.

    The stadium will form part of an expanded sports, health and education precinct.

    It will link investments in the AIS precinct, CIT Bruce, University of Canberra and the Northside Hospital.

    Design work will also begin for a new Convention Centre Precinct in Canberra’s city centre.

    This will include new convention facilities and an indoor Entertainment Pavilion suitable for live music and major indoor sporting events.

    Design work for Stage 1 of EPIC’s redevelopment will include a new large multipurpose exhibition hall to accommodate larger exhibitions and gala sit-down dinners for thousands.

    It will also cater for multiple large-scale community-based events. The first stage will also include new intersections and a new public entrance.

    The redevelopment will allow existing events to grow and for multiple events to be held concurrently.

    The Budget Review will also support the refurbishment of Fitzroy Pavilion at EPIC, with $4.6 million to be invested this year to refurbish the pavilion and turn it into a versatile event space.

    This will meet the immediate demand for large-scale community and multicultural events in Canberra.

  • MIL-OSI Australia: Susan Ryan sculpture approved for Senate Gardens

    Artist Lis Johnson has completed numerous life-size bronze sculptures in Canberra.

    The Federal Parliament has approved the installation of a sculpture to honour the late Senator Susan Ryan AO FAICD (1942-2020) in the Parliamentary Zone.

    Senator Ryan dedicated her life to public service through many different roles.

    She held public office as a Senator in the ACT and Minister in the Hawke government.

    Senator Ryan also worked in senior roles across the private and public sectors.

    Her distinguished career included many firsts. She was the first Senator for the Australian Capital Territory. She was also the first woman appointed to a Labor frontbench position and the first Age Discrimination Commissioner.

    The life-size bronze sculpture of Susan Ryan will be adjacent to the Senate Rose Gardens eastern central entry.

    The location is near where she once had an office in Old Parliament House. The art work will be in an area featuring a curved bench seat, new paving, and interpretive signage.

    The ACT Government commissioned the sculpture which recognises the contribution that Susan Ryan made to Australian public life.

    It acknowledges her advancement of women’s rights as a Minister and her role in creating the Sex Discrimination Act – an enduring reform that changed Australia.

    Artist Lis Johnson has completed several life-size bronze sculptures. These include those of Dame Enid Lyons and Dame Dorothy Tangney, who stand adjacent to Old Parliament House, and Sir John Gorton (with Suzie Q) in Parkes.

    Lis has been working closely with Susan Ryan’s family, ensuring they are involved at every stage  of the work.

    “We are so thrilled that the sculpture of our mother Susan Ryan will be located in the Senate Rose Gardens at the Old Parliament House,” Justine Butler, Susan’s daughter,  said.

    “For my brother Ben and I, this was the parliament house. We spent a lot of time there, with our mother, and we have happy memories of those gardens, so close to her office.

    “My mother and her colleagues played social tennis games there in the summer, and all year round, the beautiful gardens provided an important place for Susan to think and work,” she said.

Robots, showcasing their capabilities in various scenarios — from calligraphy and brewing coffee to dancing and delivering bilingual announcements — make a dazzling impression.

    The ongoing 2025 Zhongguancun Forum (ZGC Forum) Annual Conference highlights the transformation of Zhongguancun, China’s “Silicon Valley,” into a global innovation hub, marked by groundbreaking technologies and the convergence of global expertise.

    From humanoid robots seen throughout the venues to gene therapy for “blindness treatment” featured at the exhibition center, the five-day event, which began on Thursday, is captivating guests from over 100 countries and regions with China’s emerging industries.

    In addition, the lively discussions and promotions surrounding topics such as the development of ZGC, a world-leading sci-tech park, and the cooperation under the ZGC Global High-Level Think Tank Alliance, are heightening guests’ expectations for technological collaboration aimed at advancing human well-being.

    Harnessing Cutting-edge Technologies

    Nearly 100 robots from 15 companies are actively engaged throughout the event to enhance the experience of the attendees. More importantly, they showcase how humanoid robots are rapidly advancing to boost productivity and expand their real-world applications, driven by the relentless research and development efforts of various companies.

    For example, a humanoid robot named “Adam” amazed visitors with an elegant dance during the conference, showcasing its advanced full-body motion control. Through the fusion of unique hardware design and reinforcement learning, the development team has enabled Adam to coordinate joint movements precisely, achieving human-like agility and flexibility, explained Anna Leung, brand director of Adam’s developer, PNDbotics AI Co., Ltd.

    Cultivating Innovative Glusters

    At the ZGC International Innovation Center, visitors eagerly tried out XR smart glasses that project high-quality images onto a virtual screen about three meters away. Developed by Beijing NED+AR Display Technology Co., Ltd., the smart glasses are significantly thinner and lighter than traditional VR headsets, while still delivering a large, immersive display.

    The company’s co-founder, Duan Jiaxi, said that this year marks a decade since the company established itself in the Zhongguancun Shijingshan Science Park. “I originally settled here because there were some policy supports, such as rent reduction and investment fund support. We have partnered with some internationally renowned enterprises and completed the C-round investment this year.”

    In recent years, Beijing has used Zhongguancun as a testing ground for new reforms, rolling out pilot policies, improving the business environment, and fostering a supportive ecosystem for emerging industries.

    “Zhongguancun is at the forefront of innovation, and we believe that companies in the general robotics industry should develop here. With its growing industrial ecosystem, we hope to collaborate with algorithm research companies and other partners to refine our products and accelerate the maturity of the humanoid robotics industry,” Leung said.

    Promoting Global Cooperation

    The 2025 ZGC Forum hosted multiple parallel forums to boost global sci-tech cooperation, focusing on topics including carbon neutrality, youth talent development and regional collaboration.

    The ASEAN Innovation Cooperation and Development Forum, for example, brought together representatives from China and ASEAN countries to explore how the two sides can work together to advance innovation cooperation. The Trans-Himalaya Earth Science International Cooperation Forum discussed joint response to major global challenges such as climate change, biodiversity, and ecological sustainability.

    At a parallel forum focusing on sci-tech innovation cooperation between China and the Republic of Korea (ROK), multiple strategic cooperation agreements were reached.

    Zhongguancun’s Dong-Park will carry out business cooperation with the Korea Innovation Center in China in the field of embodied intelligence and build a platform for technology transfer and cooperation.

The team will bring together public and private resources from the government, industry, academia, research institutions, the agricultural industry, and other sectors. In the spirit of integrated diplomacy, the new group will jointly implement a smart agriculture flagship plan under the Diplomatic Allies Prosperity Project. Through coordination with diplomatic allies and friendly countries, the plan will enhance AI and digital technology applications in precision agriculture and other areas. The officials also discussed how to train young farmers and specialists in new smart agriculture both in Taiwan and target countries to give them a competitive edge.Meanwhile, the ministers deliberated on three key projects—expanding agricultural cooperation between Taiwan and the Philippines under the Executive Yuan’s economic diplomacy task force, further promoting smart aquacultural cooperation with Palau to develop its tourism industry, and exploring the possibility of cooperation to establish a seedling center in the Caribbean. They also exchanged views on organizing an agricultural trade goodwill mission to the United States in September.The agricultural industry is the bedrock of Taiwan’s economy and food security. President Lai Ching-te’s National Project of Hope includes the promotion of agricultural transformation and advancement to achieve sustainable resilience. The Executive Yuan’s Smart Taiwan 2.0 initiative also develops creative applications across various sectors. Under these policies and based on the new agriculture section of the Five Plus Two Industrial Innovation program, Minister Lin has launched a raft of new initiatives. These include promoting the concept of new smart agriculture; expanding applications of AI and smart solutions in agricultural production, management, and marketing; collaborating with MOA’s smart agriculture alliances; transforming agriculture to become smarter and more sustainable; and creating an international fleet focused on Taiwan’s new smart agriculture.Looking ahead, MOFA and MOA will continue working with partners from various sectors to assist diplomatic allies and friendly countries in adopting smart agricultural technology to enhance food security, realize sustainable development, and create shared prosperity and mutual benefits. In line with President Lai’s vision for sustainable resilience, the ministries will further contribute to global agricultural development and food security.     Scattered severe thunderstorms are possible across parts of the
    central/southern Plains into the mid Mississippi Valley, mainly this
    evening through the overnight hours. This may include an organized
    thunderstorm cluster across parts of Oklahoma into southeastern
    Kansas and western Missouri capable of producing very large hail,
    damaging winds, and perhaps a couple of tornadoes.

    The Marginal Risk across portions of southeast Texas was to remove,
    as thunderstorm activity has moved eastward. A Marginal Risk was
    introduced across the Florida Keys. Otherwise, no changes were made
    to the Slight Risk areas across the southern/central Plains. See

    …Central Plains into the Mid Mississippi Valley…
    As thunderstorm activity progresses eastward through time this
    evening, a corridor of greater damaging wind risk may develop. CAM
    solutions continue to indicate upscale growth across portions of
    northern Oklahoma into southern Kansas and western Missouri. Should
    this line be able to organize and establish a strong cold pool, the
    potential exists for a swath of damaging wind and perhaps some
    significant winds given the steep mid-level lapse. Limiting factors
    include the displacement of the stronger low-level jet winds to the
    south and lagging of stronger mid-level flow across the Red River
    into central Oklahoma. In addition, CAM guidance is split on a more
    organized bowing line or a somewhat broken line of mixed mode
    thunderstorms. Even so, a couple of gusts 70-80 mph could not be
    ruled out.

    …Florida Keys…
    Recent radar imagery has shown a couple of supercells with
    strengthening rotation moving northwestward near the lower Florida
    Keys. The environment in this region is characterized by rich
    moisture and storm relative helicity around 100-150 m2/s2. This will
    support a risk for a tornado with inclusion of a Marginal Risk with
    this update.

    …Central/Southern Plains into the Mid Mississippi Valley…
    Water-vapor imagery shows a lead disturbance moving northeastward
    across the central Great Plains towards the Upper Midwest, while an
    upstream disturbance moves from eastern AZ into the southern Great
    Plains tonight. The primary surface low over western KS this
    morning is forecast to develop east-northeastward towards southern
    IA/northern MO by tonight. An attendant cold front will sweep
    southward across parts of the central/southern Plains through the
    period, while a dryline mixes eastward over the southern High Plains
    this afternoon.

    Surface analysis shows lower 60s dewpoints streaming northward on
    southerly low-level flow this morning from north TX to the KS/OK
    border. A substantial cap will likely inhibit robust convective
    development until late this afternoon or early evening, with the
    cold front/dryline intersection over western OK a potential location
    for convective initiation by 23-03Z as large-scale ascent with the
    trailing shortwave trough overspreads the warm sector.

    Moderate to strong buoyancy will likely be present across
    western/northern OK and southern KS, with steep mid-level lapse
    rates atop upper 50s to mid 60s surface dewpoints. Forecast
    soundings favor supercell development with activity that develops
    south of the front across west-central OK. Large to very large hail
    (potentially up to 1.5-2.5 inches in diameter) may accompany these
    storms early in their convective life cycle. Despite increasing
    CINH during the evening, lower 60s dewpoints in place with 500-mb
    temperatures around -15 deg C may aid the development of a tornado
    risk from central into northeast OK as storms mature and eventually
    grow upscale. Severe gusts will probably become more prevalent with
    time as this cluster moves east-northeast into parts of northeast OK
    and eventually into MO later tonight, perhaps with the wind threat
    slowly diminishing late.

    Farther south, a conditional severe threat exists south of the Red
    River from north TX southwestward into parts of the Concho Valley.
    It appears the airmass will remain capped during the day in the
    vicinity of the dryline, with storm development likely delayed until
    late evening into the overnight per recent model guidance. Very
    steep 700-500 mb lapse rates, strong deep-layer shear magnitudes (50
    kt effective shear), and 2000-3000 J/kg MUCAPE will support a severe
    risk with any sustained storms. Models vary between very isolated
    coverage and scattered storm coverage, especially over parts of
    central into north TX. Given consistency in some model guidance
    (e.g., HRRR model run to run, GFS, ECMWF) showing some convective
    signal, have opted to increase hail probabilities to level-2 Slight
    Risk overnight. Large to very large hail is possible with the
    stronger storms (1 to 2.5 inches in diameter).

    A remnant MCV will continue to move northeastward this afternoon
    across the lower MS Valley and Mid-South. Although deep-layer shear
    is expected to remain fairly weak, sufficient low-level shear should
    be present to support some updraft organization and transient
    rotation with the stronger storms. Cells moving
    northeastward and inland over the central Gulf Coast may pose a
    threat for a brief tornado, as well as a localized risk for damaging
    gusts.

    DISCUSSION…Latest surface analysis shows a north/south-oriented
    dryline extending across portions of north and central Texas, where
    isolated thunderstorms are evolving. These initial
    high-based/isolated storms will be capable of producing large hail
    and locally severe gusts, given steep deep-layer lapse rates and
    around 40 kt of effective shear — characterized by a mostly
    straight hodograph. With time, deep-layer ascent accompanying the
    left exit region of an upper jet streak will overspread the dryline,
    favoring increasing thunderstorm development into this evening.
    Large hail will still be a concern, though a tendency for upscale
    growth into a cluster of storms will favor an increasing severe-wind
    risk as well. Trends are being monitored for a possible watch
    issuance.

    SUMMARY…A severe threat, with a potential for large hail, severe
    wind gusts, and tornadoes, is expected to develop across parts of
    Oklahoma and southeast Kansas over the next couple of hours. Weather
    watch issuance will likely be needed.

    DISCUSSION…The latest surface analysis shows a low in far
    southwestern Oklahoma, with a cold front located in western and
    northern Oklahoma. Ahead of the front, a moist airmass is present
    with surface dewpoints in the 50s and lower 60s F. Over the last
    hour, low-level convergence has markedly increased along the front.
    In addition, a shortwave is analyzed by the RAP over the southern
    High Plains. As this feature approaches early this evening,
    large-scale ascent will increase. This, along with the increasing
    low-level convergence, will provide support for thunderstorm
    development along the front from western Oklahoma into south-central
    and southeastern Kansas. Convective initiation is likely between 00Z
    and 01Z, with coverage gradually expanding across the moist airmass
    in central Oklahoma. Within this corridor, RAP forecast soundings
    early this evening have MLCAPE near 2500 J/kg, 0-6 km shear around
    40 knots, and 700-500 mb lapse rates near 8 C/km. This will be
    favorable for supercells with large hail. The more intense
    supercells could produce hailstones greater than 2 inches in
    diameter, with the hail threat maximized from western Oklahoma into
    north-central Oklahoma. Organized storms will also likely have a
    wind-damage threat. As the supercells move eastward into a
    developing low-level jet later this evening, a tornado threat will
    also be likely.

    SUMMARY…Thunderstorm coverage is expected to increase over the
    next few hours as a shortwave trough moves eastward into the region.
    Steep mid-level lapse rates will help support moderate to strong
    buoyancy in the presence of moderate deep-layer vertical shear.
    These environmental conditions could support severe thunderstorms
    capable of large to very large hail and strong wind gusts this
    evening.

    The severe thunderstorm watch area is approximately along and 60
    statute miles east and west of a line from 50 miles south of
    Brownwood TX to 55 miles north of Dallas TX. For a complete

  • MIL-OSI Asia-Pac: Government of India Taking Measures Against Misuse of Personal Data

    Unsolicited Commercial Communications (UCC) are regulated by the Telecom Regulatory Authority of India (TRAI).  TRAI has issued Telecommunications Commercial Communications Consumers Preference Regulations, 2018 (TCCCPR-2018) which deals with UCC.

    Under the TCCCPR-2018 regulations a number of directions have been issued for the implementation of its provisions. These directions inter-alia have provisions for registering preferences for commercial communication where a telecom subscriber can opt to block all commercial communications or can selectively block commercial communications as per preference categories.

    Customers can register complaint against senders of UCC through Mobile App, sending SMS or  calling on a specific number 1909.

    The Government of India has taken major initiatives like enactment of Information Technology (IT) Act, 2000, setting up of Indian Computer Emergency Response Team and National Critical Information Infrastructure Protection Centre, releasing of National Cyber Security Policy 2013, appointing Chief Information Security Officer, thus ensuring security and privacy of personal information of users in India.

    The Information Technology (Reasonable Security Practices and Procedures and Sensitive Personal Data or Information) Rules, 2011 under the IT Act prescribes reasonable security practices and procedures to protect sensitive personal data of users. 

    Digital Personal Data Protection Act, 2023 (“DPDP Act”) provides the legal framework for processing of personal data, notice to be issued to data principal, consent of the data principal including withdrawal of such consent, rights of the data principal, obligations of the data fiduciaries, penalties for non-compliance, etc.

    The DPDP Act provides legal framework for Data Fiduciaries to notify breaches and ensure effective observance of the provisions Act by implementing appropriate technical and organizational measures.

    Further, the DPDP Act establishes a robust framework of accountability mechanisms to ensure the lawful processing of digital personal data with Data Protection Board of India as an independent adjudicatory body empowered to investigate complaints, conduct inquiries, and impose penalties.

    Ministry of Home Affairs has also established the Indian Cyber Crime Coordination Centre to deal with cyber-crimes in a comprehensive and coordinated manner.

    Public awareness campaigns, such as Cyber Security Awareness Month and Safer Internet Day, are organized to educate citizens about online safety, secure online transactions and digital services.

    The Shastri Indo-Canadian Institute (SICI) successfully organized the Shastri Bilateral Education Forum (SBEF) 2025, themed “Bridging Borders with Sustainable Academic Collaborations”, on March 27-28, 2025. Funded by Global Affairs- Canada, the event was hosted in the premises of the National Museum, Janpath, New Delhi with co-operation of the Indian Institute of Heritage & a valued member of SICI’s Members’ Council.

    SBEF 2025 brought together representatives from 22 Canadian and 55 Indian universities and institutions, primarily from SICI’s esteemed Members’ Council. The forum served as a dynamic platform for fostering transformative academic partnerships, strengthening Indo-Canadian collaborations, and shaping the future of bilateral academic synergies under the under the mandate of India’s National Education Policy 2020.

    The event facilitated face-to-face engagements between Indian and Canadian institutions, fostering rich exchanges of ideas, expertise, and innovative solutions for academic collaborations.   • MIL-OSI Asia-Pac: Government of India Supporting Photonic Chip Research for Next Gen Computing

    Photonic chips use light instead of electricity to process and transmit data, offering ultra-high speed, high bandwidth, and good energy efficiency. They generate minimal heat, are immune to electromagnetic interference, and support dense parallelism. These chips are better suited for new applications such as 6G, Artificial Intelligence (AI), quantum computing, data centers, optical interconnects, neural network acceleration, and quantum communication.

    Government is supporting research in photonic chips through various initiatives:

    •  Ministry of Electronics and IT is supporting research in Photonic Integrated Circuits (PICs) based on various material platforms such as Silicon, Lithium Niobate, Diamond, Polymer or Composite and its packaging technology.

    •  The Department of Science and Technology (DST) is implementing the National Quantum Mission. Under the Mission, one Thematic Hub has been set up on Quantum Computing at IISC Bengaluru. One of the objectives of the T-Hub is the development of photonic qubits and photonic quantum processors, driving research in photonic chip technology to support next-generation computing infrastructure.

    The Indian Computer Emergency Response Team (CERT-In), MEITY issues alerts and advisories regarding latest cyber threats/vulnerabilities including malicious attacks using Machine Learning (ML) and countermeasures to protect computers, networks and data on an ongoing basis.

    •           In May 2023, an advisory was published by CERT-In.

    •           September 2024: Certified Security Professional in Artificial Intelligence (CSPAI) program was launched.

    •           CERT-In is one of the International partners to co-sign the joint high-level risk analysis report on Artificial Intelligence (AI) entitled “Building trust in AI through a cyber-risk-based approach,” published by the National Cybersecurity Agency for France (ANSSI) in February 2025,

    •           CERT-In published “Cyber Security Guidelines for Smart City Infrastructure” in February 2025 including measures for secure usage of Artificial Intelligence (AI) and Machine Learning (ML) for smart city infrastructure and applications.

    Safe and Trusted AI is one of the seven pillars of IndiaAI Mission.  Several Responsible AI projects have been selected to address the need for robust guardrails and ensure the responsible development, deployment, and adoption of AI technologies.

    Several quantum technologies are under development in government institutions such as Centre for Development of Telematics (CDOT) and Centre for Development of Advanced Computing (CDAC). These technologies include Post-Quantum Cryptography (PQC) solutions, Quantum Key Distributions (QKD) and quantum secure smart Video IP phone with quantum secured voice/ video calling. 

    Neuromorphic computing is a brain-inspired approach to designing hardware systems. It mimics the structure and function of the human brain using neural networks and spiking signals. Ministry of Electronics and Information Technology (MeitY) is supporting R&D project in this area.

    In pursuance of the directions of the Prime Minister of India to effect qualitative improvements in Grievance Redressal systems to make them more sensitive, accessible and meaningful, DARPG signed a Master Service Agreement with Digital India Bhashini on 28th March, 2025 to implement a multimodal, multilingual e-Governance solution for CPGRAMS.

    With the multilingual multimodal solution, it is envisaged that citizens cutting across regions will be able to file grievances on the CPGRAMS portal through 22 regional languages in an intuitive interface that will make grievance lodging much easier. Citizens can use voice in their regional language to lodge grievances. This solution will also enhance ease of accessibility and navigation on CPGRAMS portal.  This collaboration of DARPG-Bhashini will create a future roadmap for a more efficient, accessible and responsive governance system for citizens. The integration of Bhashini with CPGRAMS marks a significant milestone in AI-powered, multilingual citizen engagement, ensuring that language barriers no longer hinder grievance redressal and public service accessibility. The solution in expected to go live by July 2025.

    21 Clinical Institutes/Units working under the CCRUM across the country

    Ministry of Ayush is taking multiple initiatives for integration of Ayush systems, including Unani with modern medicine

    To promote research in Unani system of medicine, Ministry of Ayush, Government of India has set up the Central Council of Research in Unani Medicine (CCRUM), New Delhi and National Institute of Unani Medicine (NIUM), Bengaluru, for education and research in Unani system of medicine which includes development of new drugs as well as conducting clinical trials on scientific lines. A satellite institute of National Institute of Unani Medicine with a 200-bedded hospital is also established at Ghaziabad, Uttar Pradesh. A total number of 21 Clinical Institutes/Units are also working under the CCRUM across the country. Both CCRUM and NIUM have taken up a number of clinical research studies for various diseases which include Arthritis, Bronchial Asthma, Anemia, Anxiety, Depressive Disorders, Neuro- degenerative diseases, life-style disorders like Hypertension, Obesity dyslipidemia, diabetes and various skin diseases like vitiligo etc.

    For integration of Ayush systems, including Unani with modern medicine, Ministry of Ayush is taking multiple initiatives, such as:

    1. The Ayush Vertical under Directorate General of Health Services (DGHS), established by the Ministry of Ayush and Ministry of Health and Family Welfare (MoH&FW), serves as a dedicated institutional mechanism for planning, monitoring, and supervising Ayush-specific public health programs. This vertical provides technical support to both Ministries in developing strategies for public health, healthcare, Ayush education, and training.
    2. The Ayush vertical under DGHS has published Standard Treatment Guidelines (STG) on common musculoskeletal disorders, its prevention and management through Ayush systems including Unani system. To enhance the capacity of Ayush physicians, Ayush vertical has conducted National Level Master Training in collaboration of Central Health Education Bureau (CHEB) across all States on these developed STGs, ensuring their effective dissemination to end users.
    3. The Ministry of Ayush and Ministry of Health & Family Welfare (MoH&FW) have jointly established Integrated Ayush Departments in Central Government Hospitals to promote integrative healthcare. As part of this initiative, the Department of Integrative Medicine has been set up and is operational at Vardhman Mahavir Medical College & Safdarjung Hospital and Lady Hardinge Medical College, New Delhi.
    4. Government of India has adopted a strategy of Co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs), thus enabling the choice to the patients for different systems of medicines under a single window. The engagement of Ayush doctors/ paramedics and their training is supported by the MoH&FW under National Health Mission (NHM), while the support for Ayush infrastructure, equipment/ furniture and medicines are provided by the Ministry of Ayush under National AYUSH Mission (NAM) as shared responsibilities.
    5. With a view to include Unani Medicine into mainstream of healthcare system in the country, the Central Council for Research in Unani Medicine (CCRUM) is providing healthcare facilities through relocation/extension center at Dr. Ram Manohar Lohia (RML) Hospital-New Delhi, Deen Dayal Upadhyay (DDU) Hospital- New Delhi, All India Institute of Ayurveda (AIIA)- New Delhi, Safdarjung Hospital-New Delhi, AYUSH Wellness Centre, President House, New Delhi, Jamshedjee Jeejeebhoy (JJ) Hospital- Mumbai and Extension Research Centre for Unani at Kannur, Kerala with a view to make Unani treatment facility accessible and affordable to the public.

    The Ministry of Ayush, developed the Central Sector Scheme for Promotion of International Cooperation for AYUSH. Under this scheme the Ministry provides support to Indian AYUSH drug Manufacturers/ Ayush Service providers to give boost to the export of AYUSH products and services; facilitates the International promotion, development and recognition of AYUSH systems of medicine; foster interaction of stakeholders and market development of AYUSH at international level; promote academics and research through the establishment of AYUSH Academic Chairs in foreign countries and holding training workshop/symposiums for promoting and strengthening awareness and interest about AYUSH Systems of Medicine at international level.

    The Central Council for Research in Unani Medicine (CCRUM) is taking various initiatives for the promotion of Unani Medicine e.g. providing treatment through General OPD, Reproductive & Child Health OPD, Geriatric OPD, Non Communicable Diseases Clinic etc. conducted by 21 Clinical Institutes / Units of the Council. The Council is also promoting Unani medicine through Arogyas, Health Melas, Health Camps, and Exhibitions etc. CCRUM is also promoting healthcare services through clinical Mobile Research programme, school health programme, Scheduled Caste Sub Plan /Tribal Sub Plan Mobile Health Care Program, etc.

    The CCRUM is taking various research programmes including pre-clinical and clinical research, drug standardization research, fundamental research etc. to ensure the accessibility and affordability to the public. Five mobile Apps have been developed and Standard Operating Procedures (SOPs) on Ilaj-bit Tadbeer (IBT) are being developed. Standard Treatment Guidelines on Musculoskeletal disorders have also been developed.

    To standardize and regulate the Unani system of Medicine, National Commission for Indian System of Medicine (NCISM) notified regulations and framed Competency Based Dynamic Curriculum for Undergraduate and Postgraduate.

    The Ministry of Ayush, Government of India has established the Pharmacopoeia Commission for Indian Medicine & Homoeopathy (PCIM&H), as its subordinate office. PCIM&H on behalf of Ministry of Ayush lays down the Formulary specifications and Pharmacopoeial Standards for Ayurveda, Siddha, Unani & Homoeopathy (ASU&H) drugs, which serve as official compendia for ascertaining the Quality Control (identity, purity and strength) of the ASU&H drugs, included therein, as per Drugs & Cosmetics Act, 1940 and Rules 1945, thereunder and compliance to these quality standards are mandatory for the production of ASU&H drug being manufactured, sell and stocked in India.

    The quality parameters included in the Pharmacopoeias and Formularies of Ayurveda, Siddha, Unani & Homoeopathic (ASU&H) drugs prescribing mandatory regulatory standards have been identified to align the parameters prescribed by WHO and other major pharmacopoeias prevalent worldwide. Implementation of these Pharmacopoeial standards ensures that the medicines conform to optimum quality standards in terms of consistency, identity, purity and strength.

    The scheme for Certification of Pharmaceutical Product (COPP) as per World Health Organization (WHO) guidelines is extended to Ayurveda, Siddha and Unani (ASU) medicines. This scheme is administered by Central Drugs Standard Control Organization (CDSCO) and the certificate is granted on the basis of joint inspection of the applicant manufacturing unit by the representatives of CDSCO, Ministry of Ayush and the concerned State Licensing Authority.

    The Ministry of Ayush has implemented a Central Sector Scheme Ayush Oushadhi Gunavatta evam Uttpadan Samvardhan Yojana (AOGUSY). The objectives of the Scheme are as under;

    1. To enhance India’s manufacturing capabilities and exports of traditional medicines and health promotion products under the initiative of Atmanirbhar Bharat.
    2. To facilitate adequate infrastructural & technological upgradation and institutional activities in public and private sector for standardization, quality manufacturing and analytical testing of Ayush drugs & materials.
    3. To strengthen regulatory frameworks at Central and State level for effective quality control, safety monitoring and surveillance of misleading advertisements of Ayush drugs.
    4. To encourage building up synergies, collaborations and convergent approaches for promoting standards and quality of Ayush drugs & materials.

  • MIL-OSI Asia-Pac: National Scheme Sanctioning Committee Considers Annual Implementation Plan (AIP) of States/UTs Under Swachh Bharat Mission- Grameen

    The sixth meeting of the National Scheme Sanctioning Committee (NSSC) under Swachh Bharat Mission Grameen (SBM-G) Phase II for consideration of the Annual Implementation Plans of all the State/UTs for the financial year 2025-26 was held in New Delhi.

    The virtual meeting was chaired by Shri Ashok Kumar Meena, Secretary, Department of Drinking Water and Sanitation (DDWS), Ministry Jal Shakti. Speaking on the occasion, the Secretary, DDWS, applauded the National SBM-G team, all the supporting Ministries/Departments of MoPR, MoRD and MoHUA and teams of the State/UTs for having achieved 76% ODF Plus Model villages as of March 2025.

    Commenting on the AIPs and the targets therein, the Secretary DDWS applauded the commendable achievements under SBM-G and emphasized the remarkable progress witnessed in 2024-25, attributing it to the collective effort of all States/UTs, Partners, and the National Team.

    The Secretary DDWS also underscored the crucial role of local communities, partners, and existing networks of women Self-Help Groups (SHGs) as pivotal to the program’s success, portraying them not merely as partners but as leaders driving initiatives forward. He highlighted the importance of State Water & Sanitation Mission (SWSM) and District Water & Sanitation Mission (DWSM) who must play a proactive role in overseeing program implementation, convergence, and sustainability efforts at the regional level.

    He outlined three fundamental principles that will guide this year’s sanitation initiatives. “First, all waste—solid and liquid—generated in rural areas should be treated as close to the source as possible. Second, an integrated approach to solid waste management, liquid waste management, faecal sludge management (FSM), and plastic waste, along with sustained ODF status, will be the key focus. Third, every village must become an ODF Plus Model village within this year, ensuring that no village is left behind. By March 2025, the mission aims to achieve 100% ODF Plus Model status across the country,” the Secretary DDWS said.

    He emphasized that SBM-G must collaborate closely with JJM to strengthen the WASH agenda, ensuring that all relevant authorities, including the health sector, work together for a holistic approach. With over 50% of villages still awaiting verification, he underscored the importance of completing this crucial process, making the most of this final implementation year of SBM-G Phase-II.

    Making a presentation, Shri Jitendra Srivastava, Joint Secretary and Mission Director SBM-G, gave an overview of achievements of SBM-G Phase II and the physical and financial targets for the financial year 2025-26.

    Meeting concluded with the approval of the Annual Implementation Plan 2025-26 for all the State/UTs and commended the State/UTs for their efforts to achieve an ODF Plus Model rural India by 2025-26 and emphasized on collective efforts to achieve the ambitious target.

    The meeting was attended by members of the NSSC – Joint Secretary and Financial Advisor, DDWS; Joint Secretary, representatives from the Ministry of Panchayat Raj and the Ministry of Housing and Urban Affairs; JS & MD, SBM-G, DDWS; and ACS/Pr. Secretary/Secretary in-charge of rural sanitation of the States/UTs. Non-official members of the NSSC were also present.
