  • MIL-OSI China: Chinese judiciary to improve protection of business environment, interests

    China’s judiciary is stepping up efforts to foster a law-based business environment as the country is seeking development transformation and upgrading.
    On Saturday, China’s chief justice and top procurator delivered work reports at the ongoing annual session of the National People’s Congress (NPC), reviewing judicial efforts that have been made to improve the country’s law-based business environment over the past year.
    In 2024, Chinese courts acted to protect the rights of businesses and entrepreneurs by stepping up oversight of illicit cross-region and profit-driven law enforcement, said the work report of the Supreme People’s Court (SPC), noting that 46 cases involving property rights were retried and corrected, and 13 out of 72 people involved in these cases were acquitted.
    The report also highlighted that a number of typical corporate cases involving foreign investment have been concluded in accordance with the Foreign Investment Law, reinforcing China’s position as one of the world’s most attractive destinations for investment.
    China has enhanced judicial protection of intellectual property rights (IPRs) to support key technologies and industries. The report noted that the SPC effectively handled IPR disputes related to artificial intelligence (AI), supporting the lawful application of AI and penalizing infringement behaviors using the technology in the past year.
    “The protection of intellectual property and trade secrets is crucial in safeguarding innovation, which helps drive economic growth,” said Zhang Yabo, vice board chairman of Sanhua Holding Group and an NPC deputy.
    China’s top procuratorate has also strengthened the judicial protection of intellectual property rights to safeguard the advancement of new quality productive forces in line with local conditions. In 2024, 21,000 individuals were prosecuted for crimes related to trademark, patent, copyright or trade-secret infringement, according to the work report of the Supreme People’s Procuratorate (SPP).
    The SPP has stepped up efforts to ensure a law-based environment over the past year, upholding the principle of equal protection for the lawful rights and interests of all types of business entities, while strengthening oversight over compulsory measures such as sealing, sequestering, and freezing of assets and handled 31 key cases last year, according to the SPP report.
    As of February 2025, 21 of these cases had been resolved, releasing 610 million yuan (about 85 million U.S. dollars) in funds that had been sealed up, sequestered or frozen.
    “Regulating law enforcement practices helps reduce unlawful interference in enterprises’ property rights and operational autonomy, which is key to fostering a predictable business environment,” said Wei Qingsong, a Nanjing-based lawyer and a national political advisor.
    To ensure a good start to the 15th Five-Year Plan (2026-2030) period, the Chinese judiciary will continue serving the high-quality development of China’s socialist market economy, according to the reports. It will continue punishing economic and financial crime, protecting the property rights and operational autonomy of all economic entities equally, and fostering a law-based credit economy.

    Ending AIDS as a public health threat by 2030 is within reach, but only if global leaders commit to dismantling barriers to healthcare and upholding human rights, UN Secretary-General António Guterres said on World AIDS Day.

    Observed annually on 1 December, the World AIDS Day serves as a reminder of the global fight against the pandemic while commemorating lives lost and celebrating progress.

    Every 25 seconds, someone in the world is infected with HIV,” Mr. Guterres said.

    “One-quarter of people living with HIV – more than nine million people – lack access to lifesaving treatment,” he added.

    He called for a rights-based approach to human immunodeficiency virus (HIV) prevention and treatment, highlighting the harmful effects of discriminatory laws and practices that stigmatize women, girls, and minorities.

    The fight against AIDS can be won,” Mr. Guterres stressed, “If leaders take a rights-based approach to ensure that everyone – especially the most vulnerable – can get the services they need without fear.

    “We will overcome AIDS if the rights of everyone, everywhere, are protected. I call on all leaders to heed this year’s theme and take the ‘rights’ path,” he declared.

    Keep rights at core

    UNAIDS, the Joint UN Programme on HIV/AIDS, reinforced the call, urging governments to “take the rights path to end AIDS.”

    Winnie Byanyima, UNAIDS Executive Director, stressed the importance of removing systemic barriers to healthcare.

    To protect everyone’s health, we need to protect everyone’s rights,” she said.

    Progress at stake

    Its World AIDS Day report showed that respecting and protecting human rights can help ensure equitable access to HIV services and prevent new infections.

    It also revealed how gaps in realization of human rights, and abuses and violations obstruct the end of the AIDS pandemic.

    The UNAIDS report underscores that progress will stall without a human rights-based approach. In 2023, 1.3 million people were newly infected with HIV globally, three times the target of no more than 370,000 annual infections set for 2025.

    Women, children at risk

    In addition, 63 countries still criminalize LGBTQ+ people, while widespread gender-based violence and limited educational opportunities for women and girls leave them particularly vulnerable.

    Last year, they accounted for 62 per cent of new HIV infections in sub-Saharan Africa. Worse still, nine out of ten new infections among 15 to 19-year-olds are among girls, reflecting systemic gender inequalities, according to UNICEF.

    The disparity is also evident in access to treatment, including for boys and young men.

    While 77 per cent of adults living with HIV have access to antiretroviral therapy (ART), only 57 per cent of children aged 0 to 14, and 65 per cent of adolescents aged 15 to 19 do.

    “Children and adolescents are not fully reaping the benefits of scaled up access to treatment and prevention services,” said Anurita Bains, UNICEF Associate Director of HIV/AIDS.

    Children living with HIV must be prioritized when it comes to investing resources and efforts to scale up treatment for all, this includes the expansion of innovative testing technologies,” she added.

    In the next session on Sunday, senior officials will delve deeper into APEC’s plans to strengthen digital economy integration and tackle issues such as public health, food security, supply chain disruptions and sustainable development.

    China’s top legislature vows high-quality legislation, oversight to serve national interest

    BEIJING, March 8 — The Standing Committee of the National People’s Congress (NPC), China’s top legislature, on Saturday unveiled its annual work plan for 2025, vowing to advance high-quality legislative work and conduct effective oversight to serve the overall national interest.

    Chinese national lawmakers on Saturday started deliberating the work report of the NPC Standing Committee at the ongoing NPC annual session.

    To ensure constitutional implementation and strengthen compliance oversight, the NPC Standing Committee will improve the systems ensuring comprehensive implementation of the Constitution and establish a system for reporting on its implementation, the report said, adding that the legislature will enhance its capacity to conduct constitutional review and normative document recording and review.

    HIGH-QUALITY LEGISLATION

    In the annual legislative plan, the NPC Standing Committee unveiled several key areas for the coming year.

    In order to strengthen the legal framework for the development of the socialist market economy, the NPC Standing Committee will formulate a law on promoting the private sector, a law on national development planning, a financial law, a financial stability law, and a law on cultivated land protection and quality improvement.

    It will also revise the Unfair Competition Law, the Enterprise Bankruptcy Law, the Agriculture Law, the Fisheries Law, the Civil Aviation Law, and the Banking Regulation Law, according to the report.

    In the social and cultural sectors, the legislature will formulate a law promoting public awareness and education regarding the rule of law, a social assistance law, a childcare services law, and a law on public-interest litigation initiated by procuratorates.

    It will also revise the Law on the Prevention and Control of Infectious Diseases and the Law on the Standard Spoken and Written Chinese Language, the report said.

    With a focus on refining the systems concerning ecological conservation, the legislature will continue with the compilation of an environmental code and formulate a national parks law and an atomic energy law.

    To modernize the national security system and public security governance mechanisms, the NPC Standing Committee will formulate a law on public health emergency response and a hazardous chemicals safety law. It will also revise the Road Traffic Safety Law, the Food Safety Law, the Cybersecurity Law, the Public Security Administrative Penalties Law, the Prison Law, and the State Compensation Law.

    In regard to legislation in areas involving foreign affairs, the legislature will revise the Maritime Law, the Foreign Trade Law, and the Arbitration Law, according to the report.

    The NPC Standing Committee also vowed to intensify research on legislation in emerging sectors such as artificial intelligence, the digital economy, and big data.

    EFFECTIVE OVERSIGHT, LEVERAGING LAWMAKER ROLE

    The report noted that the legislature has prepared 37 oversight programs for this year, including inspections into the implementation of five laws: the Trade Union Law, the Energy Conservation Law, the Forest Law, the Food Safety Law, and the Law on Promoting the Circular Economy.

    The NPC Standing Committee will hear and deliberate special reports on a variety of issues, such as fostering new quality productive forces, promoting integrated development of the cultural and tourism sectors, protecting the rights and interests of workers in flexible and new forms of employment, and climate change action.

    On measures to fully leverage the roles of NPC deputies, the legislature will encourage deputies to engage the people on a broader range of issues and in more diverse forms, and will continue to improve working mechanisms for handling and giving feedback on public opinions brought forward by deputies.

    The NPC Standing Committee will also carry out a research project on the election of deputies to county- and township-level people’s congresses, according to the report.

    Deborah, thanks for being here with us today. Can you share some memorable experiences growing up that shaped who you are today?
     
    No problem! My father was an airplane engineer and sometimes took me to his workplace where I saw all the stages that went into building an aircraft. This experience kick-started my fascination with industries that are constantly evolving and using technology to push the boundaries for what can be achieved.
     
    What dreams and goals did you have growing up, and how did they influence your career path?
    I have always been a sports fanatic – as a typical Canadian, I love skiing and ice hockey, but I also am a keen cyclist and sailed competitively for many years. I believe sports teach you passion, the importance of being a team player, and discipline – all skills that have served me well throughout my life. My love for sports led me to working for Nike previously, and in my current role, it gives me lots of opportunities to test our wellness products and features such as Samsung Health.  My favourite accessory is my Galaxy Watch!
     
    Was there a particular turning point or pivotal experience that sparked your inspiration and set you on your current path?
    Throughout my career, I’ve been attracted to brands that give their customers a better experience through innovation. I was part of the team that came up with introducing Wi-Fi connectivity at Starbucks – evolving it from a place where you can get a great cup of coffee to a space where you can connect and be productive. That experience showed me the impact innovation can have in completely transforming a business.
     
    What motivated you to join Samsung, and how did you make the decision to become part of the team?
    As someone who wants to be at the forefront of innovation, the opportunity to join Samsung was a complete no-brainer. I believe we are going through one of the most exciting phases of change in our history. The AI revolution is one of the most important technological shifts we’ll experience in our lifetime, and I’ve loved being part of the journey bringing this to customers.
     
    Can you describe your current responsibilities at Samsung?
    My role is all about putting the customer at the centre of our offering. When buying from us, our customers don’t see divisions; they see one brand. My role is to bring the strength of our ecosystem together for our customers – consumers and businesses –  so that we can help them get more out of their tech and their relationship with us..
    This is done first through 360 brand campaigns and corporate storytelling that bring to life the value of our innovations to consumers.     United States Strategic Command, along with Department of Defense and industry leaders, made significant progress in identifying electromagnetic spectrum modeling, simulation and analysis data usability processes during a technical interchange meeting Feb. 19-20 in Los Angeles, California.

    The meeting, a third of its kind and led by USSTRATCOM’s Advanced Warfare Capabilities Division, focused on the need to strive for model-agnostic data, which is essential for interoperability and data reusability across different MS&A systems used by the DoD.

    Meeting participants identified a set of core data issues and potential paths forward, prioritizing solutions into four key areas, which they called “make-or-break” for data usability:

    1. Adhere to VAULTIS Principles: EMS data objects must strive to meet the following immutable data characteristics identified in the 2020 DoD Data Strategy: Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable and Secure (VAULTIS).
    2. Data Re-use: Participants agreed that leveraging large language models (LLMs) will be essential for efficient data reuse and for simplifying alignment with the DoD Data, Analytics and Artificial Intelligence Adoption Strategy.
    3. Standardize Data Translation: LLMs can help translate disparate data objects into a globally re-usable format. Participants agreed that all EMS data objects should translate into Systems Modeling Language (SysML V2) format.
    4. Create a Centralized Data Hub: A centralized repository will be established to house all SysML V2 EMS data objects. This aligns with the 2020 DoD Data Strategy’s emphasis on enterprise-wide data access and availability.

    The Naval Surface Warfare Center – Crane Division, a central USSTRATCOM mission partner for EMS MS&A, will provide a simple unclassified scenario, with corresponding mission threads. The scenario will serve as a baseline for all participants to test data objects and their integration within the disparate MS&A systems.

Travis Wood, USSTRATCOM Advanced Warfare Capabilities’ division chief, acknowledged the project’s ambitious nature, emphasizing the need for close collaboration between LLM developers, service partners, and industry experts. He stressed the importance of rigorous verification and validation of the EMS data objects to ensure their accuracy and reusability.

    France launches its international strategy for a feminist foreign policy (March 7, 2025)

    On this International Women’s Day, Minister for Europe and Foreign Affairs Jean-Noël Barrot reaffirmed our priority focus on women’s rights by launching the first international strategy for a feminist foreign policy (2025-2030). Developed through a participatory process involving more than 200 national and international partners, this strategy sets a clear and ambitious course to place women’s rights and equality at the heart of our foreign policy and reaffirms its basic priorities: defending sexual and reproductive rights and health; support for feminist organizations; the education of girls; the fight against gender-based violence; women’s economic independence; and women’s participation in public life and decision making.

    On March 7, the Minister for Europe and Foreign Affairs announced several important measures to step up our efforts in this area.

    To begin with, our diplomatic and consular network is accelerating its efforts to implement its feminist foreign policy on the ground and protect citizens who suffer violence abroad. In 2025, the Ministry for Europe and Foreign Affairs will sign an agreement with SaveYou, a platform that offers support for French families that have experienced violence at the hands of spouses or relatives abroad. A guide that provides information to consular services on welcoming and supporting these victims will also be made available to French representatives elected by citizens living abroad.

    The Minister also joined the coalition supporting the She Decides initiative, which works to ensure that women are free to make decisions about their own bodies, lives and future. Our feminist foreign policy is part of France’s commitment to strong and effective multilateralism, which raises up the voices of women and girls in the UN and in all forums. Women must be able to play an essential role in negotiation and mediation processes.

    France reiterated its commitment to support women’s rights via feminist organizations. Since 2020, we have directly supported more than 1,400 feminist organizations in 73 countries through the Support Fund for Feminist Organizations (FSOF).

    While maintaining our commitment to women’s rights in the face of such contemporary challenges as climate change, global health and food security, France is also working in the digital field and on artificial intelligence. In 2024, we joined with the Netherlands to present the first UN resolution on online violence against women and girls; it was adopted. At the AI Action Summit, we originated the first statement on the consideration of gender equality in the development of AI, which was adopted by 12 countries. This effort also translates into work on the ground: the Laboratory for Women’s Rights Online, launched in 2024, supported five innovative projects on different continents aimed at assisting women who have suffered violence in the digital environment.

    France actively promotes a response to gender issues in armed conflicts and peacekeeping. On March 7, Minister for Europe and Foreign Affairs Jean-Noël Barrot announced France’s first contribution to the Women’s Peace and Humanitarian Fund, the largest UN fund devoted to supporting women and civil society organizations in crisis situations.

    The Ministry for Europe and Foreign Affairs also actively implements a feminist foreign policy with regard to professional equality between male and female employees. It continues to combat gender stereotypes and to fight all forms of discrimination, sexist and sexual violence, and harassment, including in a private context. It is working to improve support for parents and to better support employee health. The “J’attends un enfant” (“I am Expecting a Child”) booklet, which informs employees of their rights as parents, was published this month.

    France is fully committed to this effort and in 2025 it will host its first Feminist Foreign Policy Summit, following the one held in Mexico last year.

    Coal India Limited (CIL) has inked a memorandum of understanding (MoU) with Indian Institute of Technology, Hyderabad (IIT-H), on 7 March, for establishing a Centre of Clean Coal Energy and Net Zero (CLEANZ) at Hyderabad.

    The joint initiative between CIL and IITH aims to develop clean coal technologies and diversification in coal utilization. Both the entities will synergize their efforts in developing cutting edge technology readiness level (TRL) for sustainable utilization of Indian coal. This is in line with the country’s Net Zero commitments. The Coal Ministry is also keen in developing research capabilities in coal sector and advised to take up research projects relevant to India’s coal and energy sectors.

     

     

    Shri G Kishan Reddy, Union Minister of Coal & Mines was the Chief Guest, and the pact was formally signed in his presence by P M Prasad, Chairman, CIL and Prof. B S Murty, Director, IITH in Hyderabad.

    CIL’s management has green flagged a grant of Rs.98 Crores to IITH for a duration of five years for setting up this Centre of Excellence. It is anticipated that the project will be financially self-sustainable beyond the initial five year funding received from CIL.

    CIL’s Board earlier in July 2024 has given its nod to focus on providing grants to reputed government institutions and research organizations under R&D expenditure. The objective is to enhance research capabilities and establishment of Centres of Excellence.

    The current collaborative model is an R&D endeavour under the umbrella of National Centre for Coal and Energy Research (NaCCER). This is an independent R&D unit of CMPDI, the mine development and consultancy arm of CIL.

    CLEANZ envisions net zero utilization with special emphasis on low grade and rejected coal. The thematic areas under CLEANZ are enhanced coal bed methane and coal mine methane recovery, carbon capture technologies, coal gasification and syngas utilization, energy efficiency and conservation, artificial intelligence and machine learning among others.

    Other salient features are training and assisting CIL officials in tech adoption, skill and capability enhancement, extraction and beneficiation technologies for critical minerals.

    Aadhaar Drives Digital Transformation: 225 crore Aadhaar authentication transactions and 43 crore e-KYC transactions carried out in February, marking 14% yearly Growth

    Aadhaar continues to drive India’s digital transformation, with nearly 225 crore authentication transactions and 43 crore e-KYC transactions carried out in February 2025 alone. The increasing adoption of Aadhaar-based verification highlights its growing role in banking, finance, and other sectors, making processes more seamless, secure, and efficient.

    The total number of eKYC transactions (42.89 cr) carried out during February 2025 is almost 14% more than the numbers during the same period last year.

    Aadhaar e-KYC service continues to play an important role for banking and non-banking financial services by providing transparent and improved customer experience, and helping in ease of doing business.

     

    By the end of February 2025

    • The total number of Aadhaar authentication transactions has crossed 14,555 crore.
    • The total e-KYC transactions have gone beyond 2,311 crore.

     

    Face authentication using Aadhaar gaining popularity

    Aadhaar face authentication transactions continue to get good traction. In February 12.54 crore Aadhaar face authentication transactions were carried out. This is a monthly all time high, since this authentication modality was first introduced in October 2021.

    At least 97 entities have so far on-boarded to use face authentication. Kotak Mahindra Prime Ltd, PhonePe, Karur Vysya Bank and J&K Bank were the new entrants who have on-boarded to use face authentication.  

    Cumulatively, Face Authentication transaction numbers have crossed 115 crore, since it was first rolled out. Of the total numbers, nearly 87 crore such transactions were carried out this financial year, alone.

    The AI/ML based face authentication solution, developed in house by the UIDAI, is being used across sectors including finance, insurance, fintech, health and telecommunications. Several Government departments both at the centre and states are using it for smooth delivery of benefits to targeted beneficiaries.

    On 7th  day of the week long celebrations, PMBI (Pharmaceuticals and Medical Devices Bureau of India) celebrated the 7th  Jan Aushadhi Diwas, 2025 today across the country by conducting more than 100 major events where the Hon’ble Chief Ministers of the State/UTs, Members of Parliament, Members of the Legislative Assemblies, Councilors and other public representatives including many senior Government officials of the Central and the States have marked their presence to grace the event by elaborating upon the benefits of the Pradhan Mantri Bhartiya JanAushadhi Pariyojna (PMBJP) so that awareness and benefits may be availed by the public.

    Union Minister Health & Family Welfare and Chemicals & Fertilizers, Shri Jagat Prakash Nadda visited Jan Aushadhi Kendra at AIIMS, Bilaspur, Himachal Pradesh and interacted with beneficiaries. Kendra owners and beneficiaries of Jan Aushadhi scheme also shared their experiences.

    Union Minister of Health & Family Welfare and Chemicals & Fertilizers, Shri Jagat Prakash Nadda and Minister of State for Chemicals & Fertilizers Ms Anupriya Patel, shared video message through social media and wished everyone a very Happy 7th Jan Aushadhi Diwas, 2025 to all the citizens of the country.

    Also, Chief Minister of Delhi, Ms. Rekha Gupta, also visited a Jan Aushadhi Kendra at Ashok Vihar, Delhi today where she explained the benefits of this Pariyojana and encouraged people to become a part of this noble project which is aimed at providing quality medicines at affordable rates.

    On the occasion of 7th Jan Aushadhi Diwas, renowned sand artist Padmashree Sudarshan Patnaik created a divine sand art depicting the theme of ‘Daam Kam Dawai Uttam’ on the shores of Niladri Beach, Puri, Odisha. Its grandeur is not only attracting people but also reflecting the vision of the Prime Minister.

    Under the Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP), Pharmaceuticals & Medical Devices Bureau of India (PMBI), the implementing agency of PMBJP is celebrating the 7th Jan Aushadhi Diwas 2025. The programme commenced with Jan Aushadhi Jan Chetna Abhiyan on 1st March across the country and ended with the celebration of Jan Aushadhi Diwas, 2025 on 7th March. The events that took place continued from Jan Chetna Abhiyan/Padyatra, Heritage Walks and Health Camps, Jan Aushadhi Bal Mitra, Ek Kadam Matri shakti ki Ore, Pharmacist Awareness programme, Aao Jan Aushadhi Mitra Banein and the Jan Aushadhi Diwas on 7th March.

    The large-scale activities focused on inclusion and ensured holistic participation of people, beneficiaries and multi-level stakeholders of the PMBJP. The major highlight of the event was flagging off Jan Aushadhi Rath (mobile van) by Union Minister of Chemicals & Fertilizers and Health & Family Welfare, Shri Jagat Prakash Nadda to generate mass awareness among the people of the country. The mobile vans had travelled throughout the National Capital of the country to reach the people. On the same day, Jan Aushadhi Pratigya Yatras were conducted across the country. Pad Yatras were conducted to create a mass fervor among the people. The pad yatras were attended by school children wearing the Jan Aushadhi T-shirts and Caps.

    On 2nd March, 2025, Heritage walks with the theme – Jan Aushadhi Virasat Ke Sath were organised on pan India level at 25 major historical locations like Hauz Khas, New Delhi, Gwalior Fort, Beyond Taj Mahal, Imambara, Lucknow, etc.  at 500 locations across the country, Health Camps were organised for the senior citizens of the country.

    On 3rd March, 2025, Jan Aushadhi Bal Mitra Participation was conducted at different schools across the country to persuade children into various activities through which the message of Jan Aushadhi Pariyojana was spread.

    On 4th March, 2025 women beneficiaries were present at 30 locations in all States/UTs at Jan Aushadhi Kendras where interaction was conducted in the presence of women public representatives, women doctors, NGO’s and information sharing about Health benefits of Jan Aushadhi medicines was done.

    On 5th March, 2025 seminars were conducted at Pharmacy Colleges/Universities across the country to guide Pharmacy students with the information about the employment opportunities under Jan Aushadhi Pariyojana. Pan India seminars and workshops on PMBJP in Pharma colleges and Universities were conducted.

    On the 6th Day of week-long celebration of Jan Aushadhi Diwas, 2025. PMBJP has organized ‘Aao Jan Aushadhi Mitra Banein’ to register citizens as volunteers across the nation.  Qutub Minar was also illuminated with beautiful lights, spreading the message of Jan Aushadhi Pariyojana.

    As part of the weeklong celebration, more than 1.12 crore Digital messages to national pensioners and beneficiaries of Jan Aushadhi and other schemes were sent across the country to spread awareness about this noble project. In order to educate the youth of the country, various competitions such as essay writing, poster making, quiz etc. were organised through MyGov portal. Winners of the quiz/competitions have been awarded. Through the MyGov portal more than 7 crore messages were also sent to generate awareness. Community Radio stations at 300 locations were also used as a medium to spread the message and create awareness among the masses.

    The Hong Kong Economic and Trade Office, London (London ETO), in collaboration with Invest Hong Kong (InvestHK), the Office for Attracting Strategic Enterprises (OASES), and the Hong Kong Science and Technology Parks Corporation (HKSTP) hosted a seminar in London, the United Kingdom, on March 6 (London time) showcasing Hong Kong’s dynamic innovation and technology (I&T) ecosystem.     The seminar featured distinguished speakers who provided insights into Hong Kong’s future in I&T. In his opening remarks, the Director-General of the London ETO, Mr Gilford Law, emphasised Hong Kong’s role as a global I&T hub and gateway to the Greater Bay Area (GBA). “Hong Kong offers a dynamic business environment with world-class infrastructure, strong government support, and access to a wide network of investors and researchers. Our strategic location provides businesses with unique opportunities to tap into the growing GBA, particularly in key sectors such as artificial intelligence, fintech, and biotechnology.”     The Chief Executive Officer of the HKSTP, Mr Albert Wong, presented HKSTP’s thriving I&T ecosystem. He said, “As a growing engine situated at an international I&T hub in Asia, the HKSTP understands that nurturing next-generation I&T talent is as important as any R&D project, if not more. We’re currently an ecosystem that over 2 200 tech companies from 26 countries and regions call home, offering comprehensive support to more than 15 000 research and development professionals – a network we’re looking overseas to extend, and a number we’re eager to invest in for a sustainable future.”     Following this, the Deputy Director-General of the OASES, Dr Jimmy Chiang, provided an overview of I&T developments in Hong Kong. “The Hong Kong Special Administrative Region Government has been committed to advancing the I&T ecosystem through substantial efforts, which include significant financial investments in the past few years to establish new I&T infrastructures, foster international research collaborations, and offer a diverse range of funding schemes for I&T projects and companies. The development of new I&T zones within the territory provides tremendous opportunities for I&T enterprises, specifically in expanding their research and development functions,” he said.     The Head of Business and Talent Attraction/Investment Promotion of the InvestHK London Office, Ms Daisy Ip, concluded the seminar by highlighting Hong Kong’s strategic advantages for businesses and talent. “From Hong Kong’s world-class infrastructure and strategic location to our vibrant talent pool and government-backed initiatives, Hong Kong serves as a launchpad for those looking to scale, collaborate, and push boundaries both regionally and globally,” she said.     A networking reception was held immediately after the seminar. Around 80 participants joined the entire event, including representatives from local government and professionals from the I&T, business and academic sectors, providing an opportunity for further collaboration and discussions.

    Cost savings of more than $30 million in first year through discontinuation of 91 studies

    The Office of the Secretary of Defense for Research and Engineering (OUSD(R&E)) is scrapping its social science research portfolio as part of a broader effort to ensure fiscal responsibility and prioritize mission-critical activities. This initiative involves focusing resources on technologies essential for maintaining a strong national defense, aligning with the Administration’s commitment to efficient government and ensuring taxpayer dollars are spent wisely. 

    The Department recognizes the value of academic research but – in response to President Trump’s Executive Orders and Secretary Hegseth’s priorities in his January 25, 2025, “Message to the Force” and January 29, 2025, Memorandum, “Restoring America’s Fighting Force” –  recognizes that funded research must address pressing needs to develop and field advanced military capabilities. Several studies are affected by this shift, including those focused on global migration patterns, climate change impacts, and social trends. Examples include:

    • The Climate-Food-Urbanization Nexus and the Precursors of Instability in Africa
    • Social and Institutional Determinants of Vulnerability and Resilience to Climate Hazards in the African Sahel
    • Anticipating Costal Population Mobility: Path to Maladaptation or Sociopolitical Stability

    The Department expects to see cost savings of more than $30 million in the first year through the discontinuation of 91 studies, including the examples listed above.

This initiative directly supports that commitment by prioritizing investments in areas like hypersonic weapons development, AI-powered systems for enhanced battlefield awareness, and strengthening the domestic military industrial base.

    The realignment also reflects the Department’s commitment to fiscal responsibility and ensuring every dollar invested in defense generates the greatest possible return for the American people.   • MIL-OSI Europe: Answer to a written question – Definition of ‘AI system’: simple statistical techniques and alignment with international standards – E-002564/2024(ASW)

    The Artificial Intelligence Act (the AI Act)[1] defines an AI system in its Article 3(1). This definition is already aligned to the definition of ‘AI system’ included in the 2024 revised Recommendation of the Council on Artificial Intelligence of the Organisation for Economic Cooperation and Development (OECD)[2].

    In line with Article 96 (1)(f) AI Act, the Commission developed guidelines on the application of the definition of ‘AI system’ used in the AI Act[3].

    These guidelines explain that neither Article 3(1) AI Act, nor Recital 12 AI Act which clarifies that provision, explicitly excludes statistical methods from the scope of the definition of ‘AI system’.

    Recital 12 clarifies that ‘the definition should be based on key characteristics of AI systems that distinguish it from simpler traditional software systems or programming approaches and should not cover systems that are based on the rules defined solely by natural persons to automatically execute operations’.

    Recital 12 further states that ‘[a] key characteristic of AI systems is their capability to infer. The capacity of an AI system to infer transcends basic data processing by enabling learning, reasoning or modelling’.

    In the guidelines, systems for improving mathematical optimisation, basic data processing systems, systems based on classical heuristics and simple prediction systems, are considered outside the scope of the AI system definition.

  • MIL-OSI Europe: Answer to a written question – AI and where the EU is lagging behind – E-002609/2024(ASW)

    The EU’s Artificial Intelligence (AI) Act[1] aims at ensuring trustworthy and human-centric AI while fostering innovation and AI uptake in the EU. The Commission is also taking additional non-legislative measures to stimulate innovation and AI uptake.

    The Commission is preparing the Apply AI strategy to boost industrial and public sector uses of AI: a public consultation will be launched soon.

    The Commission is funding AI research and development under Horizon Europe[2] complemented by the AI for Science initiative[3].

    To support business deployment of AI, the Commission is building on two existing initiatives of the Digital Europe Programme (DEP)[4]: European Digital Innovation Hubs (EDIHs)[5] and Testing Experimentation Facilities (TEFs)[6].

    Over 150 EDIHs have delivered over 20 000 services to small and medium-sized enterprises (SMEs) to support their digitalisation and use of AI.

    TEFs in four sectors ( healthcare, manufacturing, smart cities and agri-food) help SMEs test AI. DEP also funds the euroLLM project[7] to develop an open-source Large Language Model that covers all official EU languages.

    At the Action Summit in Paris, the Commission launched InvestAI[8], an initiative to mobilise EUR 200 billion for investment in AI, including a European fund of EUR 20 billion for AI gigafactories. This large AI infrastructure is needed for open development of AI models and to make Europe an AI continent.

    AI Regulatory Sandboxes will allow developers test AI in controlled conditions, facilitating compliance with the AI Act. The EU-funded ‘AI on Demand Platform’[9] connects innovators with AI tools and expertise.

    The Commission is internationally promoting the EU’s approach to trustworthy AI. This includes collaboration with institutions including standardisation bodies (e.g. CEN-CENELEC).

    On Jan. 20, 2025, President Donald Trump issued an executive order pausing all foreign aid funding, most of which is administered by USAID. A little more than two weeks later, USAID laid off all but a few hundred of its 10,000 workers.

    U.S. District Judge Amir Ali issued a temporary order on Feb. 13 for the administration to not end or pause any existing foreign aid contracts – and again ordered on Feb. 25 that the administration needed to pay the $2 billion owed to various aid organizations for completed work.

    After the Trump administration filed an emergency appeal of the decision to the Supreme Court, the justices, in a 5-4 ruling on March 5, found that the federal judge’s decision can temporarily take effect while the district court considers the merits of the case.

    Now, the Trump administration is facing a deadline imposed by Judge Ali of 11 a.m. on March 10, 2025, to announce a new timeline for delivering the frozen foreign aid payments.

    Amy Lieberman, a politics and society editor at The Conversation U.S., spoke with Charles Wise, an expert on public administration and law, to understand what is fueling this court case and why it has become a test of how far Trump can push the boundaries of presidential power.

    1. What is most important to understand about the Supreme Court’s ruling on USAID funding?

    The Trump administration issued a blanket executive order freezing all USAID funds on Jan. 20, 2025. There have been many twists and turns in this case since then, but the Washington, D.C., district court determined in February that the organizations that receive USAID funding to deliver food or health care to people in need, as well as other recipients of USAID money in foreign countries, would suffer irreparable harm.

    The U.S. District Court in Washington, D.C., also said that the administration did not follow proper procedures in the law. The Administrative Procedure Act has a set of standards that requires the president to do certain things before making any unilateral kind of action to withhold funds.

    The Supreme Court’s March 5 order is not the final ruling on the case, but it does allow the U.S. District Court decision to stand – at least for now. This ruling requires the government to release funds to USAID recipients. The Supreme Court’s decision also directs the district court to clarify what the government must do to comply with the district court’s order, including considering the feasibility of the timeline within which the government must release the money.

    This is all taking place in a very short time frame, in the context of the D.C. district court issuing a temporary restraining order. It is saying: Let’s freeze the existing situation in place so we can have a full hearing on this issue.

    2. Why is this case important?

    Any administration is prohibited from just withholding funds for any program it doesn’t like without following the procedures prescribed by law. This case matters because the D.C. district court’s decision puts boundaries on what the Trump administration can do to withhold funds that Congress has appropriated. It forces the administration to follow the laws that Congress and previous presidents have agreed on and adopted.

    It ultimately comes down to a contest between the branches of government, and, specifically, the presidency and Congress. This is where Articles 1 and 2 of the U.S. Constitution – and how they divided powers between the president and Congress – comes in. The Trump administration claimed that the court should have respected the president’s Article 2 powers to administer the federal government’s spending. The D.C. court acknowledged the president’s powers under Article 2 but said it has to be balanced against Congress’ right, under Article 1, to appropriate funds.

    3. What happens if Trump and his administration do not abide by this order?

    Trump’s officials have a decision to make. Are they going to follow the executive order or the court’s order? That’s not a fun place to be. Administrative officials take an oath to uphold the Constitution and the laws of the U.S., which subjects them to court decisions.

    The president himself is not responsible for distributing USAID funds. State Department officials are responsible for dispersing the funds, and Secretary of State Marco Rubio was appointed as the acting administrator of USAID on Feb. 3, 2025.

    If Rubio and other officials refuse to comply with the court’s order, the D.C. judge, Amir Ali, can hold those officials in contempt of court. Ali has a variety of tools he can use – one is to levy fines against them individually. He could say they have to pay a thousand dollars per day for each day they don’t execute the court’s order.

    4. What will happen next in this case?

    The Supreme Court said in a brief opinion on March 5 that the Feb. 26, 2025, deadline for the government to pay USAID and its contractors had already passed and instructed Ali to “clarify what obligations the Government must fulfill to ensure compliance” with paying USAID.

    The government has argued to the court that the timeline the judge initially set was too fast – they couldn’t do it that fast.

    Now, a few things are going to happen. Ali has ordered the government to develop and release a new schedule to release funds and to have that ready by March 10.

    The second part is that the district court judge will probably schedule a hearing on the merits of the case, in which Ali will be assessing the administration’s argument about whether the administration has violated the Administrative Procedure Act. Ultimately, the Trump administration could appeal Ali’s decision, and the case could wind up back at the Supreme Court.

  • MIL-OSI USA: Future Doctors Present Scholarly Capstone Projects

    On March 7 over one hundred fourth-year medical students presented their capstone scholarly projects at the annual Clinician Scholar Symposium at UConn School of Medicine.

    The student presentations are a special part of the culmination of their medical school journey as they march toward UConn Health’s 54th Commencement on May 12 to receive their medical degrees.

    The event’s keynote address was delivered by UConn School of Medicine alum Margaret K. Callahan, MD, Ph.D., who now serves as the chief of the Division of Hematology/Oncology at UConn Health and the Neag Comprehensive Cancer Center. She spoke about the power of immunotherapy for cancer patients and beyond.

    “I’m delighted to be back at UConn as a clinician scientist. My time here as a student was foundational in building this career – from clinical skills to research skills to my early interest in cancer immunotherapy – it all started here,” shared Callahan.

    The soon-to-be future Dr. Cailyn Regan presenting her novel capstone project study findings in the Academic Rotunda on March 7.

    “We are thrilled that the UConn medical school community came out to support our graduating fourth-year students as they disseminated their scholarly work. We have had really great projects and presentations. We wish them continued success,” said co-chair of the Clinician Scholar Symposium Stefan Brocke, MD, Ph.D.

    “Thank you to all the faculty mentors for making the successful journey of our medical students and their capstone projects possible,” said Jeffrey Pella, Ph.D., MSc., also co-chair of the Symposium.

    One of the fourth-year student capstone presenters was Cailyn Regan, 26, of West Hartford. Her project focused on infertility which is widespread in the U.S. impacting approximately 15 percent of couples. She explored “Lutei nizing hormone (LH) and prostaglandin E2 (PGE2) stimulate ovulation in an epiregulin (EREG)-dependent manner.” Her faculty mentor was Lisa Mehlmann, Ph.D., associate professor in the Department of Cell Biology.

    “My project helped to highlight previously unexplored feedback loops in the ovulatory process. Research like this can expose new targets to explore for future treatment of infertility, IVF, or other hormonal disorders,” says Regan. “Reproductive health is an area of medicine that interacts with both the clinical status and livelihoods of patients. Being able to appreciate and explore both the scientific and humanistic sides of medicine is a pillar I’ve always tried to align myself with.”

    Regan’s capstone project presentation has been a long time coming.

    Regan is looking forward to National Match Day on March 21 with her fellow classmates in the Class of 2025 and hopes to be beginning her journey with a match to a surgical residency, likely with research years.

    As she presented her capstone findings, Regan’s father Dr. Thomas Regan, assistant dean for Admissions and Student Affairs and an emergency medicine physician at UConn Health, beamed with pride.

    “She’s the best, she knows the information, and gave a phenomenal presentation,” he exclaimed.

    Double Husky Maxime Braun, 27, of Simsbury presented her capstone on “Artificial Intelligence Screening of Computed Tomography Images for Identification of Findings Requiring STAT Read by a Radiologist.” Associate professor of radiology Dr. Michael Baldwin served as her faculty mentor.

    “Throughout my time in medical school, artificial intelligence (AI) has become a much more prominent presence in society, academia, and medicine. During my training, AI not only arrived on the scene but seems to have become ever more pervasive in day-to-day life. The role of AI seems to be questioned most heavily within the field of radiology,” Braun says.

    Braun conducted research into the developments of AI use within the field as she hopes to pursue a diagnostic radiology residency training program and a future career in radiology.

    “My research into the relationship between AI and the radiologist has led to my discovery of a few AI-driven tools that I had no previous knowledge of,” Braun reports. “A few of these screening modules that I have witnessed first-hand can detect breast lesions on mammograms, lung nodules on low-dose chest CT scans and, of course, large vessel occlusions on CT angiograms of the head and neck. While this project has certainly not wholly clarified the relationship between AI and radiology, it has confirmed that it is a highly effective triaging tool that increases efficiency for patient care.”

    Braun adds, “As a future radiologist I am motivated to continue to investigate this relationship; it will be important to keep up with the development of AI as it will inevitably keep intertwining with the field.”

In response, leaders cited their top three areas for technology spend in 2025 as digital banking, data and analytics, and fraud prevention and security.

    Analysts predict the industry will see an increase in the number of mergers and acquisitions in 2025, as asset quality improvements that began in late 2024 continue. Banks, credit unions, and other financial institutions are expected to continue to consolidate as they seek to build scale and keep pace with technological advancements. Some analysts anticipate the increased M&A activity will include a rise in non-traditional mergers among credit unions and banks, and banks and fintech companies.

    Artificial intelligence (AI) was identified as the top factor that will have the biggest impact on the future of financial services. Business applications of AI remain relatively low across all industries — including financial institutions — but that is expected to rapidly change in the coming years.   • MIL-OSI Global: Why increasing rates of tuberculosis in the UK and US should concern everyone

    With one of the largest tuberculosis (TB) outbreaks in US history, Kansas has more to worry about than its recent Super Bowl defeat. During the past year, 67 people with TB have been detected. This comes on the back of increasing rates of TB in the US year on year since the start of the COVID pandemic.

    Rather than a relic of the Victorian era, TB is the world’s most enduring pandemic, killing more people each year than any other single infection. While more common in low-income countries, TB continues to be found in more deprived communities, cities, prisons, homeless populations, and in black, Asian and Indigenous people, including in wealthy countries such as the US and UK.

    TB outbreaks in wealthy countries act as a canary in a coalmine, reflecting cracks in national public health systems. More broadly, TB outbreaks in any setting have deeper implications for the struggle to end TB globally.

    TB is an airborne infection that doesn’t respect borders. With increasing mass movement, including due to climate change and war, the maxim “TB anywhere is TB everywhere” is more resonant today than ever.

    In the UK, TB rates consistently declined between 2011 and 2020. But, like the US, this decline reversed since COVID emerged in early 2020.

    In 2023, there was a 13% increase in the number of people who became unwell with TB in England, compared with 2022.

    At 9.5 people with TB per 100,000 people per year, England is in jeopardy of losing its “low TB incidence” status (less than ten people with TB per 100,000 people per year).

    Rates of TB in England have a stark social gradient, with the poorest 10% of people having five times higher rates of TB than the richest 10%.

    In the UK, there is a cost of living crisis. Many people, especially the poorest, are struggling to put food on the table. TB is a social disease of poverty that thrives where there is overcrowding, undernutrition and poor working and living conditions.

    But the increase in TB in the UK cannot be put down to greater risk of disease alone. The response of the health and social care system to prevent and cure TB is crucial.

    The BCG vaccine, currently the only TB vaccine, is not nearly as effective as we would like at preventing disease. There is hope on the horizon with several vaccines under development, but their effect may be impeded by vaccine hesitancy driven by misinformation.

    Other barriers to address include lack of TB awareness, continuing TB-related stigma, understaffing of vital TB community nursing teams, and a breach between health and social care sectors to support those vulnerable to TB.

    For countries with lower incidence of TB across Europe and North America, many TB policies are targeted at identifying and treating TB in groups who are most at risk of being exposed to the disease, including people moving from regions of the world where TB is more common.

    Patterns of migration to the UK changed significantly following Brexit. A need to expand the workforce, particularly in health and social care, has led to active recruitment and movement of people from higher TB burden countries. This is relevant because, in England, four in five people with TB were born outside the UK, and rates among this group increased by 15% between 2022 and 2023.

    Screening migrant populations as part of their visa application process pre-entry is effective at identifying people with infectious TB. But prevention is better than cure, and there remains a gap in screening for TB infection or TB disease without symptoms.

    Providing well-tolerated, preventive TB treatment can reduce the risk of developing active TB disease by 85% in the future. Yet the screening programme in the UK is under-resourced, with just 11.5% of eligible migrants screened for TB infection in 2023.

    We should not overlook the fact that rates of TB also increased, although to a lesser extent (3.9%), among people born in the UK – the first time this has happened for many years.

    Among both UK-born and non-UK-born populations, often overlapping social risk factors such as homelessness, asylum seeker status, drug or alcohol misuse, incarceration and mental health disorders continue to drive TB. These factors, which jumped by 27% between 2022 and 2023, not only increase the likelihood of TB disease but are associated with much lower rates of cure.

    Early diagnosis and treatment of TB are crucial to prevent long-term health issues or even death. The sooner someone starts effective treatment, the sooner they stop being infectious, helping to reduce the spread of TB. Improving access to diagnosis and care will lower TB transmission.

    Unacceptable delays in treatment

    Nearly a third of people with TB in the UK experience a delay of four months between the onset of their symptoms (commonly cough, fever, night sweats and weight loss) and taking their first anti-TB medicine. This unacceptable delay is similar to (or even longer than) the treatment delays we have documented in low- and middle-income countries with much higher TB burdens, including Peru, Nepal and Mozambique.

    In the UK, most people are entitled to free NHS care, and TB care and prevention is free to all. However, the NHS is overwhelmed and policies relating to healthcare recovery costs of visitors and migrants can prevent people with TB, wherever they are from, from getting timely care. This situation poses a public health threat to us all.

    Effective TB prevention and care is possible. While current tools are imperfect, albeit with recent progress in diagnostics and treatment, researchers around the world are further advancing science and innovation in the fight against TB. This includes the promise of nutritional supplementation, financial and social support, and a new TB vaccine. Providing timely support to everyone with TB remains fundamental to our response to this illness of poverty.

    To end TB, whether in the US, UK, or globally, we would do well to remember and apply the old medical adage: treat the person, not the disease.

  • MIL-OSI Europe: International Women’s Day – France launches its international strategy for a feminist foreign policy (7 Mar. 2025)

    The Republic of France has issued the following statement:

    On this International Women’s Day, Minister for Europe and Foreign Affairs Jean-Noël Barrot reaffirmed our priority focus on women’s rights by launching the first international strategy for a feminist foreign policy (2025-2030). Developed through a participatory process involving more than 200 national and international partners, this strategy sets a clear and ambitious course to place women’s rights and equality at the heart of our foreign policy and reaffirms its basic priorities: defending sexual and reproductive rights and health; support for feminist organizations; the education of girls; the fight against gender-based violence; women’s economic independence; and women’s participation in public life and decision making.

    On March 7, the Minister for Europe and Foreign Affairs announced several important measures to step up our efforts in this area.

    To begin with, our diplomatic and consular network is accelerating its efforts to implement its feminist foreign policy on the ground and protect citizens who suffer violence abroad. In 2025, the Ministry for Europe and Foreign Affairs will sign an agreement with SaveYou, a platform that offers support for French families that have experienced violence at the hands of spouses or relatives abroad. A guide that provides information to consular services on welcoming and supporting these victims will also be made available to French representatives elected by citizens living abroad.

    The Minister also joined the coalition supporting the She Decides initiative, which works to ensure that women are free to make decisions about their own bodies, lives and future. Our feminist foreign policy is part of France’s commitment to strong and effective multilateralism, which raises up the voices of women and girls in the UN and in all forums. Women must be able to play an essential role in negotiation and mediation processes.

    France reiterated its commitment to support women’s rights via feminist organizations. Since 2020, we have directly supported more than 1,400 feminist organizations in 73 countries through the Support Fund for Feminist Organizations (FSOF).

    While maintaining our commitment to women’s rights in the face of such contemporary challenges as climate change, global health and food security, France is also working in the digital field and on artificial intelligence. In 2024, we joined with the Netherlands to present the first UN resolution on online violence against women and girls; it was adopted. At the AI Action Summit, we originated the first statement on the consideration of gender equality in the development of AI, which was adopted by 12 countries. This effort also translates into work on the ground: the Laboratory for Women’s Rights Online, launched in 2024, supported five innovative projects on different continents aimed at assisting women who have suffered violence in the digital environment.

    France actively promotes a response to gender issues in armed conflicts and peacekeeping. On March 7, Minister for Europe and Foreign Affairs Jean-Noël Barrot announced France’s first contribution to the Women’s Peace and Humanitarian Fund, the largest UN fund devoted to supporting women and civil society organizations in crisis situations.

    The Ministry for Europe and Foreign Affairs also actively implements a feminist foreign policy with regard to professional equality between male and female employees. It continues to combat gender stereotypes and to fight all forms of discrimination, sexist and sexual violence, and harassment, including in a private context. It is working to improve support for parents and to better support employee health. The “J’attends un enfant” (“I am Expecting a Child”) booklet, which informs employees of their rights as parents, was published this month.

    France is fully committed to this effort and in 2025 it will host its first Feminist Foreign Policy Summit, following the one held in Mexico last year.

  • MIL-OSI Canada: Protecting Alberta’s borders from invasive species

    [. These species can wreak havoc on waterways and ruin infrastructure, destroy habitats and cause hundreds of millions in damages.

    If passed, Budget 2025 will invest $18.2 million over five years to expand Alberta’s aquatic invasive species inspection, detection and rapid response programs. By defending water bodies, ecosystems and infrastructure, Alberta’s government is protecting jobs, local economies and recreational opportunities across the province.

    “Our province is doing more to fight these invasive species than anywhere else in Canada. These additional inspection stations and K-9 inspection dogs will help us step up protections across Alberta, and we will be announcing even more right before boating season.”

    Last year, Alberta took a range of actions that helped to protect the province, including establishing the highest fines in North America, launching the Provincial Aquatic Invasive Species Task Force, expanding inspection stations and inspectors, and advocating to the federal government for increased action. More than 13,000 boats and watercrafts entering the province were inspected, the most since 2019.

    This new funding increases Alberta’s border protections for 2025. It will expand the existing program by increasing the number of inspection stations to 11, tripling the number of K-9 conservation dog and handler teams, and optimizing decontamination stations in Lethbridge and Calgary. The province will also fund a dip tank decontamination pilot project and 14 mobile decontamination systems to improve rapid response.

    Alberta’s government will continue working hard to prevent zebra mussels, quagga mussels and other invasive species from getting established here. This includes implementing the Provincial Aquatic Invasive Species Task Force recommendations to defend Alberta against invasive mussels and other aquatic invasive species for years to come.

    Budget 2025 is meeting the challenge faced by Alberta with continued investments in education and health, lower taxes for families and a focus on the economy.

    • If passed, Budget 2025 funding will include:
      • $16.1 million in total operating funding over three years
      • $2.1 million in total capital funding over five years
    • As of October 31, 2024, 13,408 watercraft inspections were completed – the most since 2019 – and 15 watercraft were confirmed positive for invasive mussels. 
    • About 20 per cent of drivers transporting watercraft attempted to bypass watercraft inspection stations in Alberta in 2024. 
    • Alberta’s fines are the highest in North America: 
      • $4,200 for failing to stop at an open inspection station. 
      • $600 for failing to remove a drain plug when transporting a watercraft. 
      • In 2024, about 13 per cent of boats arrived at our inspection stations with the drain plug in place during transport. 
    • The 2025 watercraft inspection season starts in March.
