  • MIL-OSI China: High-tech inspections bolster high-speed rail safety amid Spring Festival rush

    NANJING, Feb. 1 — At midnight, after a busy day, a high-speed train rolls into Nanjing South Railway Station, a key hub in east China’s Jiangsu Province. Here, a team of technicians and intelligent robots stand ready to perform inspection tasks.

    Using laser radar navigation and positioning technology, the robots move smoothly along tracks. Equipped with two articulated arms featuring imaging devices, they adjust height and angle, meticulously scanning the train’s underside and components, while transmitting real-time artificial intelligence (AI) analysis for further review.

    During this year’s 40-day Spring Festival travel rush, which began on Jan. 14, China’s railway network is expected to transport 510 million passengers, with around 14,000 trains operating daily. To ensure operational safety during this high-traffic period, trains must undergo rigorous inspections every three days of service.

    Inspecting these sophisticated trains is no small task. A standard eight-carriage high-speed railway requires a comprehensive check of more than 10,000 components, from bolt tightness to oil leakage and component wear.

    “The manual inspection of a standard train requires at least two inspectors working for two and a half hours. With the use of robots, the process is reduced to just one hour, and staff only need 10 minutes for a final review — tripling efficiency compared to manual inspections, while also improving our working conditions,” said Qi Zhengang, an inspector at the railway station.

    Currently, intelligent inspection robots are deployed not only in Jiangsu but also in railway stations across cities like Jinan, Beijing and Shanghai.

    Across the country, a variety of high-tech solutions are being implemented to ensure the safety of the high-speed rail network during the travel surge.

    Electricity is the primary power source for high-speed trains. To meet soaring energy demand, the Haogang substation in south China’s Guangdong Province has adopted drones equipped with infrared, ultraviolet and sonic imagers to patrol the Shenzhen section of the Guangzhou-Shenzhen-Hong Kong high-speed railway.

    With the technology, invisible currents can be converted into visual patterns, cutting the maintenance time from 30 minutes to 15 minutes, said Tan Chuanbin, an employee at the substation.

    Featuring a wide field of view and AI-driven analysis, drones are also used to monitor and assess precarious rock formations and geological hazards along railway tracks in mountainous regions such as southwest China’s Guizhou and Sichuan.

    China’s high-speed rail network has seen extraordinary growth. In 2010, the country had 8,358 kilometers of operational high-speed rail. The number had skyrocketed to 48,000 kilometers by the end of 2024.

    “China’s high-speed rail advancements are built on continuous technological innovation,” said Duan Wei, deputy chief of the high-speed rail infrastructure department of the Huai’an section of Jiangsu.

    “Looking ahead, we expect AI and the Internet of Things to be further integrated, enhancing real-time monitoring and predictive warnings to better ensure passenger safety,” he said.

    The European Commission on Wednesday presented the Competitiveness Compass, a strategic blueprint aimed at restoring the European Union (EU)’s economic edge and driving technological leadership as it seeks to close the gap with the United States (U.S.) and China.

    Acknowledging a two-decade lag in productivity growth compared to other major economies, the Compass focuses on boosting innovation, advancing decarbonization, and strengthening security, according to the Commission’s statement.

    “Europe has everything it needs to succeed in the race to the top. But, at the same time, we must fix our weaknesses to regain competitiveness,” European Commission President Ursula von der Leyen said in the statement.

    The Compass builds on a strategic report released last year by Mario Draghi, the former Italian prime minister and former president of the European Central Bank (ECB), which calls for an additional annual investment of between 750 billion euros (779 billion U.S. dollars) and 800 billion euros to counteract Europe’s decline in competitiveness.

    The Commission will launch “AI Gigafactories” and “Apply AI” initiatives to accelerate AI development and adoption across key industries, the Compass says. It also promises actions for advanced materials, quantum, biotech, robotics, and space technologies.

    A separate report released by the Commission on Wednesday highlighted the EU’s ongoing struggles in scaling up its businesses. This report provides the analytical context for the Competitiveness Compass.

    In this regard, the Compass outlines a strategy to remove barriers to facilitate startup growth, and legislative changes to simplify rules.

    It also noted the upcoming Clean Industrial Deal to drive decarbonization, a plan for affordable energy to reduce costs, and targeted strategies for high-risk sectors like steel, metals, and chemicals.

    To reduce dependencies, the bloc plans to prioritize European companies in critical sectors and technologies under reviewed public procurement rules.

    To further underpin the competitiveness, the Compass sets a target of cutting the administrative burden for firms by at least 25 percent and by at least 35 percent for SMEs.

    It also proposes measures to lower the barriers to the functioning of the EU Single Market, which has struggled with regulatory fragmentation for decades, and to advance the European Savings and Investments Union project to enhance the EU’s financing competitiveness, despite its slow progress over the years.

  • MIL-OSI Security: Utqiagvik man sentenced to 15 years for producing child pornography

    FAIRBANKS, Alaska – An Utqiagvik man was sentenced today to 15 years in prison and will serve 10 years on supervised release for producing child pornography.

    According to court documents, a detective with a local law enforcement agency, acting in an undercover capacity and posing online as a 13-year-old girl, operated an account with a social media application known to law enforcement to be utilized by individuals seeking sexual encounters with minors. On Nov 6, 2023, the undercover detective received a message from Billy Ray Okpeaha Jr., 25.

    Between Nov. 6, 2023, and Jan. 18, 2024, Okpeaha and the undercover detective engaged in online exchanges that included Okpeaha’s requests that the undercover detective send him explicit content, the defendant sending a photo of his genitals to the undercover detective, and discussions about meeting each other in person and sexual interactions if an in-person meet occurred. Okpeaha sent the address of the hotel he was staying at and requested the undercover detective meet him at his hotel room.

    Okpeaha made plans to meet the undercover detective for a sexual encounter on Jan. 22, 2024. He was arrested that day at an apartment in Utqiagvik. Investigators seized and searched his electronic devices, which contained child sexual abuse materials, including visuals of a known minor victim. The known minor victim was interviewed and confirmed sending images of child sexual abuse material at Okpeaha’s request.

    Okpeaha was initially released on pre-trial supervision following his arrest but fled his transitional living facility. He was re-arrested in Coldfoot, Alaska, allegedly attempting to evade supervision and capture.

    On Sept. 4, 2024, Okpeaha pleaded guilty to one count of sexual exploitation of a child – production of child pornography.

    “Crimes against children are among the most heinous offenses, inflicting lasting harm on vulnerable victims. Mr. Okpeaha deliberately targeted innocent children in a rural village for his own sexual gratification, exposing a clear and present danger to our communities,” said U.S. Attorney S. Lane Tucker for the District of Alaska. “Our office will continue to work closely with law enforcement partners to identify, apprehend and vigorously prosecute anyone who attempts to exploit or target the children of Alaska.” 

    “The defendant used the Internet to commit child exploitation crimes in Alaska and was found to be in possession of CSAM on his devices,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “This investigation and sentencing demonstrate the severity of the defendant’s crimes, and our commitment to prevent further victimization and ensure online predators are brought to justice.”

    The FBI Anchorage Field Office and Anchorage Police Department investigated this case as part of the FBI’s Child Exploitation and Human Trafficking Task Force, with assistance from the North Slope Borough Police Department.

    Assistant U.S. Attorney Carly Vosacek prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices, Project Safe Childhood combines federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     There are a multitude of insole products on the market, but those designed specifically for foot shapes that cater to locals are rare. This is why Hong Kong youngster Mike Lo launched his own brand, aiming to create insoles that meet the precise needs of users.

    Mike’s vision extends beyond local development and he aspires to penetrate the vast market of Mainland cities within the Greater Bay Area.

    Encouraging entrepreneurship

    Establishing a company and developing products necessitates substantial funding.

    The Government is committed to encouraging and supporting Hong Kong youth in pursuing innovation and entrepreneurship. Recognising the needs of aspiring entrepreneurs like Mike, it launched the Funding Scheme for Youth Entrepreneurship in the Guangdong-Hong Kong-Macao Greater Bay Area a few years ago.

    The scheme subsidises non-governmental organisations (NGOs) to implement youth entrepreneurship projects, providing seed funding for youth startups and assisting them in setting up business in both Hong Kong and cities within the bay area.

    The “StarAgent” programme launched by Po Leung Kuk is one of these subsidised projects. Through it, Mike’s company successfully secured a grant of $600,000.

    With the funding, he collaborated with a local university to conduct product development and trials, creating more suitable products for seniors suffering from conditions like plantar fasciitis, flat feet and diabetic foot.

    “We also used part of the funds to develop moulds and products in factories in the Mainland,” Mike said.

    After two years of trial and error, Mike ultimately launched his own version of pain-relieving insoles which help improve users’ walking and standing posture, alleviating discomfort in the feet, knees, and lower back.

    Community impact

    Having achieved success in product development, Mike remains committed to giving back to the community.

    He recently visited a public housing estate in Tuen Mun to measure the foot sizes of elderly residents, providing them with pain-relief insoles produced by his company.

    He also attended a foot health awareness event organised by Po Leung Kuk to share foot care knowledge with the elderly.

    Talking about his company’s development, Mike said he is currently planning to expand its business in the bay area.

    Po Leung Kuk Youth Affairs Department Supervisor Catherine Liu noted that young people venturing into other cities in the Mainland inevitably face numerous concerns, including networking issues, startup costs, and local rules and regulations.

    “Our aim is to help them overcome one hurdle after another.”

    In addition to providing up to $600,000 in funding, Po Leung Kuk offers a range of business incubation services, such as one-on-one professional consultations.

    Before young entrepreneurs enter the Mainland market in the bay area, the programme also organises various business seminars.

    Additionally, Po Leung Kuk takes them on visits to cities like Dongguan, Guangzhou, and Shenzhen. This helps them to familiarise themselves with startup hubs in Mainland cities of the bay area, allowing them to choose the most suitable place for their development.

    Multi-benefit case

    Tony Fung’s extended reality technology company also benefited from the programme and received funding to set up offices in both Guangzhou and Hong Kong. His Hong Kong office focuses on game development, while the one in Guangzhou handles cloud and web development, with the two complementing each other’s strengths.

    Specialised in combining various technologies such as artificial intelligence and augmented reality to create interactive experiences for entertainment and practical use, the content developed by the company involves community education, including themes such as mental health and drug abuse prevention, as well as e-sports.

    With the help of the entrepreneurship programme, Tony is moving forward to expand the firm’s client base throughout Guangzhou and other bay area cities, and engaging with local institutions to introduce services.

    Mutually reinforcing

    The Funding Scheme for Youth Entrepreneurship in the Guangdong-Hong Kong-Macao Greater Bay Area is a three-year programme. Under Secretary for Home & Youth Affairs Clarence Leung highlighted that the first round was extremely well-received.

    The authorities partnered with 16 NGOs to fund a total of 217 teams, with about 70 of them successfully establishing themselves in various innovation and entrepreneurial bases in Mainland cities. As a result, the Government has launched a second round of the scheme.

    Mr Leung said they saw a lot of young teams with a lot of ideas.

    “They put the ideas into practice. We felt that the funding scheme was very successful. That is why we have the second cohort that started last year.”

    In addition to this programme, Mr Leung added that the bureau also supports youth entrepreneurship through three other initiatives.

    These include the Funding Scheme for Experiential Programmes at Innovation & Entrepreneurial Bases, which allows young people to explore startup base operations and policies.

    Another strategy involves the Youth Start-up Internship Programme working in collaboration with the Hong Kong Science Park and Cyberport to provide internships at startup companies.

    One more avenue of support is led by the Alliance of Hong Kong Youth Innovation & Entrepreneurial Bases in the Greater Bay Area, which organises diverse activities in co-operation with institutions from Guangdong and Hong Kong.

    Collectively, the various initiatives backed by the bureau offer significant support to young entrepreneurs.

    The Georgia General Assembly is back in session and it is a privilege to return to work under the Gold Dome, where I remain steadfast in my commitment to addressing the issues that matter most to Georgians across our great state.

    This legislative session is already off to a strong start. Governor Kemp has laid out a bold vision, focusing on initiatives that include increasing funding for school safety, enhancing our skilled workforce, announcing 100,000 million dollars in relief for families and businesses impacted by Hurricane Helene, and continuing to expand access to affordable healthcare for hardworking Georgians. By investing in high-demand, high-skill, and high-wage career opportunities, we are taking critical steps to secure Georgia’s economic future.

    After an uneventful week due to the snowfall in Atlanta and South Georgia, this week concludes the third week of the 2025 Legislative Session, and we’re staying focused on passing commonsense legislation that puts Georgia families, businesses and communities first.

    Last week’s snowstorm may have delayed budget hearings for a few days, but it didn’t slow us down. The General Assembly has been hard at work in joint sessions, carefully reviewing budget requests to ensure taxpayer dollars are spent wisely. Passing a balanced budget is not only our constitutional duty—it’s the foundation of a responsible government that serves its people.

    One of the most crucial budget proposals this session is Governor Brian P. Kemp’s plan to return $1 billion in surplus funds directly to taxpayers. Thanks to years of conservative budgeting and fiscal responsibility, we’re in a position to give back to the hardworking Georgians who keep our state running. This is just part of the $2.2 billion in statewide allocations designed to benefit families, businesses and communities across Georgia. I’m proud to support Gov. Kemp’s efforts to strengthen our economy by putting more money back in your pockets.

    Another key priority is ensuring communities hit hardest by Hurricane Helene have the resources they need to rebuild. Gov. Kemp has proposed $614.72 million in recovery funding, including $150 million for the Governor’s Emergency Fund to help with debris removal and housing assistance. Another $300 million will go to the Georgia Department of Transportation to restore roads and infrastructure. Many rural counties are still reeling from this storm, and we’re committed to making sure they get the support they need to recover and move forward.

    Back at the Capitol, we hit the ground running this week, advancing legislation that reflects our values and priorities. I’m especially proud to sponsor Senate Bill 34. I introduced Senate Bill 34 in anticipation of technology companies building AI databases in Georgia. AI databases use exorbitant amounts of electricity, and I have introduced this bill to prevent electric providers from including the electric fees of these databases in typical Georgia consumer rates.

    I am honored to be re-appointed as Chairman of the Senate Committee on Finance and Ex-Officio of the Senate Committee on Appropriations, in addition to serving as a member on the Senate Committees on Health and Human Services, Higher Education and Rules. I thank Lt. Governor Jones for these appointments, and I look forward to serving District 52 and Georgia on these committees

    NASHVILLE, Tenn. – U.S. Senators Marsha Blackburn (R-Tenn.), Alex Padilla (D-Calif.), Thom Tillis (R-N.C.), and Cory Booker (D-N.J.) introduced the bipartisan American Music Fairness Act to ensure artists and music creators are paid for the use of their songs on AM/FM radio. This legislation would bring corporate radio broadcasters in line with all other music streaming platforms, which already pay artists for their music.

    “As the heart of country music and the birthplace of the blues, Tennessee has produced so many songwriters and artists that have undeniably made their mark on history, whether that be on Beale Street, Music Row, or the hills of East Tennessee,” said Senator Blackburn. “The United States is the only democratic country in the world in which artists are not paid for the use of their music on AM and FM radio. This legislation would close an outdated loophole that has allowed corporate broadcasters to take advantage of artists and their songs for decades.”

    “California’s artists enrich our country’s music scene, but our laws unfairly deny them the pay they deserve for their work on AM/FM radio broadcasts,” said Senator Padilla. “As we celebrate the accomplishments of our musical artists at the Grammy Awards in Los Angeles this weekend, we must also commit to treating them with the dignity and respect they deserve for the music they produce and we enjoy every day.”

    “Artists and music creators deserve to be fairly compensated for their work,” said Senator Tillis. “For too long, FM and AM radio stations have enjoyed the benefits of playing music without compensating the artists. This commonsense legislation makes an important step towards ensuring that our nation’s artists are recognized and paid for the value that they bring to our airwaves.”

    “America’s musical artists enrich our lives, yet they are denied royalties when their music is broadcast on AM/FM radio,” said Senator Booker. “This bipartisan legislation will close a loophole that keeps artists and creators from being paid for their work, while also ensuring that small and local stations are protected and preserved.     Representative Darrell Issa (R-Calif.) is introducing companion legislation in the House of Representatives this week:

    AMERICAN MUSIC FAIRNESS ACT:

    • The United States is the only democratic country in the world in which artists are not compensated for the use of their music on AM/FM radio. By requiring broadcast radio corporations to pay performance royalties to creators for AM/FM radio plays, the American Music Fairness Act would close an antiquated loophole that has allowed corporate broadcasters to forgo compensating artists for the use of their music for decades.
    • The American Music Fairness Act would:
      • Require terrestrial radio broadcasters to pay royalties to American music creators when they play their songs;
      • Protect small and local stations who qualify for exemptions – specifically those that fall under $1.5 million in annual revenue and whose parent companies fall under less than $10 million in annual revenue overall – by allowing them to play unlimited music for less than $500 annually; and 
      • Create a fair global market that ensures foreign countries pay U.S. artists for the use of their songs overseas.
    • In recognition of the important role of locally owned radio stations in communities across the U.S., the American Music Fairness Act also includes strong protections for small, college, and non-commercial stations.

  • MIL-OSI USA: DOE and Commerce Department Sign Memorandum of Understanding to Advance Safe, Secure, and Trustworthy Development and Use of AI

    WASHINGTON, D.C. — The U.S. Department of Energy (DOE) and the U.S. Department of Commerce (DOC), as represented by the National Institute of Standards and Technology (NIST), announced a memorandum of understanding (MOU) signed earlier this year to collaborate on safety research, testing, and evaluation of advanced artificial intelligence (AI) models and systems.  

    This partnership is a key example of the Biden-Harris Administration’s whole-of-government approach to ensuring the safe, secure, and trustworthy development and use of AI. This announcement follows the recent release of the first-ever National Security Memorandum on AI, which designated the U.S. AI Safety Institute (US AISI), which is housed within NIST, as a key hub of the U.S. government’s AI safety efforts and identifies a substantial role for DOE in helping the U.S. government understand and mitigate AI safety risks and improve the performance and reliability of AI models and systems. 

    “There’s no question that AI is the next frontier for scientific and clean energy breakthroughs, which underscores the Biden-Harris Administration’s efforts to push forward scientific innovation in a safe and secure manner” said U.S. Secretary of Energy Jennifer M. Granholm. “Across the federal government we are committed to advancing AI safety and today’s partnership ensures that Americans can confidently benefit from AI-powered innovation and prosperity for years to come.” 

    In addition to facilitating joint research efforts and information sharing, this agreement enables the Department of Energy and its National Laboratories to lend both their technical capacity and their subject matter expertise to the US AISI and NIST. 

    “By empowering our teams to work together, this partnership with the Department of Energy will undoubtedly help the U.S. AI Safety Institute and NIST advance the science of AI safety,” said U.S. Secretary of Commerce Gina Raimondo. “Safety is key to continued innovation in AI, and we have no time to waste in working together across government to develop robust research, testing, and evaluations to protect and advance essential national security priorities.” 

    Through this MOU, the DOE and DOC intend to evaluate the impact of AI models on public safety, including risks to critical infrastructure, energy security, and national security. Key focus areas include developing classified evaluations of advanced AI models’ chemical and biological risks, as well as developing and evaluating evaluate privacy enhancing technologies that aim to protect personal and commercial proprietary data. These efforts, combined with DOE’s AI testbeds, will help lay the foundation for a safe and innovative future for AI.

  • MIL-OSI USA: Biden-Harris Administration Announces $30 Million to Ease Interconnection Backlog, Deliver More Energy Supply on America’s Power Grid

    WASHINGTON, D.C.— The Biden-Harris Administration, through the U.S. Department of Energy (DOE), today announced up to $30 million available from the Bipartisan Infrastructure Law to accelerate the interconnection process for new energy generation through the introduction of artificial intelligence techniques. The new Artificial Intelligence for Interconnection (AI4IX) program will develop partnerships between software developers, grid operators (including Regional Transmission Operators (RTOs) and Power Marketing Administrations), and energy project developers to modernize the interconnection application process and significantly reduce the time required to review, approve, and commission new generation interconnections across the country. 

    “Artificial intelligence is an energy solution capable of helping clear an interconnection backlog that will free up new energy sources to ensure consumers have power when and where they need it,” said U.S. Secretary of Energy Jennifer M. Granholm

    Interconnection queues to connect new generation are not keeping pace with the needs of the grid. Currently, new generation interconnection can take up to seven years and DOE’s recent Queued Up Report shows that active, but unconnected capacity is twice the amount of current connected generation.  

    Interconnection applications are often reviewed manually, creating a labor-intensive process, particularly given that many applications are incomplete or insufficient. Some organizations have indicated that over 90% of interconnection applications they receive are deficient and correcting these applications is a significant cause of long analysis and development delays.   

    Artificial intelligence can help improve applications and improve review. Funded by the Bipartisan Infrastructure Law, under AI4IX, projects will work to apply existing AI algorithms to the interconnection application process to more quickly identify deficient applications and rapidly notify applicants for resolution. For example, AI software trained on a library of accurate documentation and application materials can review interconnection applications for the required site control documentation and flag errors within submitted supporting documents. Documenting site control for interconnection is a particularly challenging issue for project developers due to the different stakeholders, property laws, and grid facility access requirements for each generator project.   

    After identifying application errors, the software would then notify the applicant that their documentation is not sufficient and why, enabling them to quickly respond to the specific issues. By deploying AI, the precision and speed in identifying documentation issues and providing specific reasons to enable timely resolutions or correction can improve over time. Applying AI technology and existing algorithms can accelerate each phase of the interconnection application process. 

    The AI4IX program aligns with DOE’s continued support for improving interconnection queues across the United States. Under the Department’s Grid Resilience and Innovation Partnership (GRIP) Program, DOE is supporting a multi-state project led by GridUnity to deploy AI-enabled software to improve the efficiency of the interconnection process with multiple RTOs covering approximately 60% of the U.S. population—around 210 million people—to enhance energy reliability, security, and lower costs. In addition, DOE’s Office of Energy Efficiency and Renewable Energy is leading the Interconnection Innovation e-Xchange (i2X) Transmission initiative, which convenes diverse groups involved in the interconnection of energy resources to facilitate adoption of best practices and inspire new interconnection ideas and capabilities. In October 2024, the i2X program released a draft roadmap that identifies solutions the interconnection community (including utilities, grid operators, regulators, state and local governments, interconnection customers, energy justice groups, nonprofits, clean energy developers, solution providers, public interest groups) can take within the next ten years to create more reliable and resilience electric infrastructure.  

    The AI4IX program also aligns with DOE’s continued support for improving interconnection queues across the United States and supports its 2024 AI for Energy report that was prepared pursuant to President Biden’s Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, issued October 30, 2023. 

    ConnectWerx as the Intermediary will manage the technical assistance partnerships under the AI4IX program, via an innovative Partnership Intermediary Agreement (PIA) set up by the DOE’s Office of Technology Transitions (OTT). This agreement enables ConnectWerx to broaden DOE’s engagement with innovative organizations and non-traditional partners, facilitating the rapid development, scaling, and deployment of clean energy solutions. 

    Applications for the first round of AI4IX funding are due by January 10, 2025, by 1:00 pm ET. An informational webinar and objective strategy session will be held on December 5, 2024, at 2 pm ET. Registration is required. 

    Additional informational office hours will be held on December 17, 2024. DOE expects to make selections in Winter 2025.

  • MIL-OSI Security: Fairbanks man sentenced to 12 years for attempted production of child pornography, enticement of minor

    FAIRBANKS, Alaska – A Fairbanks man was sentenced today to 12 years in prison and will serve 25 years on supervised release for attempting to produce child pornography and entice a minor.

    According to court documents, on July 7, 2023, a law enforcement official, acting in an undercover capacity and posing online as a 12-year-old girl, posted an ad in an Alaskan chat group on a social media application known to law enforcement to be utilized by individuals seeking sexual encounters with minors.

    A short time after the posting, Dahkota Mitchell, 32, messaged the undercover official. Between July 7 and Nov. 28, 2023, Mitchell and the undercover official discussed multiple things, including Mitchell’s requests that the undercover official send him explicit content, plans to meet in-person, and sexual interactions if an in-person meeting occurred.

    Mitchell decided to meet with the undercover official for sex and requested she bring an 11-year-old friend for the sexual encounter. Mitchell made plans with the undercover official to meet in Anchorage on Nov. 17, 2023, but the defendant abruptly stopped communicating with the official and the meeting did not occur.

    On Nov. 25, 2023, Mitchell resumed communicating with the undercover official and explained that his mother had found out about their communications. Mitchell made another plan to meet with the undercover official and the alleged minor friend on Nov. 28, 2023, and provided the address of his hotel and his room number.

    Mitchell was arrested at an Anchorage hotel on Nov. 28, 2023. He pleaded guilty to attempted coercion and enticement of a minor on Oct. 25, 2024.

    “Child predators target Alaska’s most vulnerable, leaving lasting harm in their wake. Mr. Mitchell attempted to meet with an individual he thought was a 12-year-old girl and encouraged her to bring a minor friend for an in-person sexual encounter,” said U.S. Attorney S. Lane Tucker for the District of Alaska. “His actions were both dangerous and reprehensible. This sentence ensures that he will be closely monitored for many years, safeguarding our communities. Our office remains committed to working with law enforcement to hold perpetrators accountable and protect Alaska’s children.”

    “Protecting children from online predators is a priority for the FBI and our law enforcement partners across Alaska,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “As demonstrated in this case, predators using the Internet for sexual exploitation of children will be identified and held accountable for their reprehensible crimes.”

    The FBI Anchorage Field Office and Anchorage Police Department investigated this case as part of the FBI’s Child Exploitation and Human Trafficking Task Force.

    Assistant U.S. Attorney Carly Vosacek prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices, Project Safe Childhood combines federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI USA: Schatz Underscores Urgent Need for Uninterrupted, Strategically Critical, Life-Saving Foreign Aid

    WASHINGTON — At yesterday’s Senate Foreign Relations Committee hearing on the “Malign Influence of the People’s Republic of China at Home and Abroad: Recommendations for Policy Makers,” U.S. Senator Brian Schatz (D-Hawai‘i) underscored the importance of U.S. leadership and global engagement in advancing American interests. Using the Philippines and Papua New Guinea as examples, Schatz asked witnesses to lay out the dire consequences of U.S. disengagement, as well as the opportunities it would create for the PRC.

    Prior to his questioning, Schatz, who also serves as Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations, addressed the chaos caused by the Trump Administration’s recent foreign aid funding freeze, stating, “We really just, on a nonpartisan basis, have to keep the pressure on the State Department to effectuate the Secretary’s policy because right now there’s a ton of confusion, and these are faraway places, and the original stop work orders are still being observed in some places and not in others. The furloughs are in some places being undone and not in others, and this is not some policy question anymore. It’s a question of executing what the Secretary has asked. So I just ask that we continue to put pressure on a bipartisan basis and just to understand the urgency of the moment. Four days ago, I asked now how bad is this, and they said ‘babies dying by the weekend’ and so this is not the kind of thing that we can get back to on Monday. We all have to exert pressure and make sure that the State Department gets this right, and I’m talking about in the next 24 hours.”

    Having recently discussed strengthening security and economic ties with the Philippine Ambassador to the United States Jose Manuel Romualdez, Schatz asked, “I want to just start with the Philippines. As you know, they’re one of our closest allies. We have economic assistance arrangements, we have life-saving support that we provide, and of course we have a security partnership that’s lasted generations. If you were a senior CCP official, how would you view this freeze in foreign aid coming from the United States?”

    Peter Mattis, President of the Jamestown Foundation, replied, “I would be looking to exploit the opportunity that is there. And over the years the political fluctuations in the Philippines have offered those opportunities. They’ve disrupted the relationship. They’ve disrupted partnership, and anything from Beijing’s perspective, or if I were… a senior official in the United Front Work Department, I would be doing everything I can to exploit whatever chaos is there in the U.S.-Philippine relationship.”

    Schatz then pivoted to the subject of Papua New Guinea (PNG), a country rich in natural resources, saying, “It’s at risk of becoming a foothold for PRC military expansion. But right now it has the highest HIV incidence in the Pacific, and it’s rising. It also has a lot of unexploded ordinance, and last year the Department of Defense signed an $864 million defense bill deal with Port Morrisby, so it seems to me that the Philippines is one question: we have a bilateral relationship that spans generations and is sturdy, like under Duterte less sturdy, but still solid even when we have a president who is an unreliable partner, but in places like PNG where to use… the domestic equivalent they’re sort of swing states they’re open for business… to being aligned with China, to being aligned with the United States, to playing both sides against the middle. I’m particularly concerned about smaller countries for whom a withholding of economic or military or life-saving support is not something they can sort of weather, and so I’m wondering if you can talk about PNG in particular.”

    Dr. Melanie Hart, Senior Director of Global China Hub at Atlantic Council, answered, Basically we’ve given Beijing a blank check and kneecapped the United States and the entire global pro-democracy movement. If you want to talk about PNG and their need for medicine, there is very clear pattern that, during the COVID crisis, Beijing forced nations around the world… to carry out its political edicts in exchange for COVID vaccines. I have no doubt that Beijing is already showing up in capitals where the United States is pulling back and saying here is your HIV medicine and guess what: here’s the three things you need to do for me today to get it.”

    Schatz was recently named the Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations, which appropriates billions of dollars in funding for the U.S. Department of State, U.S. Agency for International Development (USAID), and other critical agencies and programs that provide humanitarian aid, global health support, and economic and security assistance, among other things to those in need around the world.

    HONOLULU – Attorney General Anne Lopez, along with the attorneys general of California, Illinois, Connecticut, Delaware, Maryland, Massachusetts, Minnesota, New Jersey, New York, Rhode Island, Vermont and Washington, today issued a joint statement addressing President Trump’s recent executive orders purporting to dismantle diversity, equity and inclusion (DEI) and diversity, equity, inclusion and accessibility (DEIA) policies and programs—collectively referred to below as “DEIA”:

     

    “President Trump’s executive orders are unnecessary and disingenuous. These orders have nothing to do with combatting discrimination. The Trump administration has longstanding civil rights laws at its disposal to combat real discrimination, and we would be willing partners if it chose to pursue this path. Instead, the administration is targeting lawful policies and programs that are beneficial to all Americans. These policies and programs are not only consistent with state and federal anti-discrimination laws, they foster environments where everyone has an opportunity to succeed. That is the opposite of discrimination.    

     

    President Trump’s attack on diversity, equity, inclusion and accessibility initiatives undermines a simple and unassailable goal: to create fairer workplaces and opportunities for all to succeed. His baseless and offensive claims that these initiatives somehow contributed to the tragic plane crash this week are an insult to those who are grieving and the individuals serving in the military and air traffic control.

     

    As state attorneys general representing tens of millions of American workers, we strongly oppose the president’s attempts to weaponize decades-old policies, which have been supported by Democratic and Republican administrations alike, to combat historical inequities faced by underrepresented communities and the ongoing, insidious discrimination that still exists in our country. 

     

    DEIA initiatives do more than prevent discrimination – they promote respect, understanding and the celebration of diverse perspectives. This means ensuring that people of diverse races, backgrounds and beliefs are present and valued in workplace and educational settings, that everyone receives fair treatment and equal access to opportunities, and that individuals or groups feel welcomed and supported in those settings. Inclusive employment practices such as expanded parental leave and flexible work arrangements acknowledge employees’ diverse needs, family constructs and abilities.

     

    Contrary to President Trump’s assertions, the policies he seeks to end do not diminish the importance of individual merit, nor do they mean that employers are lowering their standards, hiring unqualified candidates, or engaging in race-and-sex-based preferences. DEIA initiatives simply ensure that there are fair opportunities for everyone, helping to maximize contributions from all employees and enabling businesses and organizations to succeed in their missions.

     

    As the chief law enforcement officers for our respective states, we are committed to enforcing federal and state civil rights laws to protect the rights of all our people against discriminatory practices. We condemn discrimination in any form, and we stand in strong opposition to the president’s recent orders and the misleading narrative he has pushed to justify them.”

    $6.3 MILLION RELEASED FOR TOURISM RECOVERY CAMPAIGN

    HONOLULU — Governor Josh Green, M.D., has released $6.3 million to the Department of Business, Economic Development and Tourism (DBEDT) to support a tourism recovery campaign to address the continued economic impacts from the August 2023 Maui wildfires and the expected downturn due to the January 2025 Southern California wildfires. Governor Green, at the request of DBEDT Director James Kunane Tokioka, has released a restriction from within the DBEDT budget.

    The campaign will be a continuation of the state’s Maui economic recovery efforts and with the current California wildfires, also manage the anticipated impacts to the state’s largest source market for visitors. Governor Green and DBEDT Director Tokioka met with members of the Hawai‘i Hotel Owners and Operators Roundtable and Hawai‘i Hotel Alliance for industry input.

    “I want to acknowledge the leadership of the Hawai‘i Hotel Owners and Operators Roundtable and Hawai‘i Hotel Alliance who discussed this idea with DBEDT Director Tokioka and I to provide resources to support the state’s tourism recovery,” said Governor Green.

    “We are all aware of the sustained effects of the Maui wildfires on our state’s tourism industry and the continued slump in West Maui hotel occupancies,” said DBEDT Director Tokioka. “As we also foresee that visitor arrivals will be impacted by the Los Angeles wildfires, the tourism recovery campaign is intended to drive the visitor traffic needed to sustain local businesses and support jobs. We look forward to working on the next steps with our industry partners.”

    I must share our joy, joy of myself and Dr Sudesh Dhankhar right from the time we came here. Our energy level has gone up. Our happiness has risen. We feel blessed to be at this place. I congratulate the Institute and others that have converged to hold this third national seminar on very important subject, Deaf-Blind on advocacy for education and employment. Education and employment, both are fundamental. Boys and Girls, loss of physical vision, I have seen can be compensated. But you have that vision which matters to us. When that vision is perverted, dangers emanate.

    What I have seen here when there was an address, I was overwhelmed, not only by what I saw but the response thereof. My deep sense of gratitude to all those who have come together and thought leaders professionals, change makers to contribute to this great cause of humanity. This collective will generate inclusivity and compassion. Rights appreciation about those who are challenged or differently-abled is fundamental. They have enormous talent and potential. They have infinite capacity to contribute. They require some handholding. Let me remind you by quoting a couplet from our great epic Ramcharitmanas. The couplet is in Uttar kand “पर हित सरिस धर्म नहिं भाई। पर पीड़ा सम नहिं अधमाई॥“In translation it means it is ultimate religiosity. It is highest the Dharma, if you alleviate suffering of someone, if you minimise pain of someone, if you hand hold someone. And it is extreme painful irreligiousityअधर्म if you inflict some kind of pain in anybody. We must draw our lessons. Let all our actions be marked by empathy, compassion. I have no doubt that the enormous potential of the differently challenged or physically challenged whom the Prime Minister has rightly given a name Divyang. Divyang is expression of divinity. A greatest respect to human being. The nation will flourish with your participation. History is a proof that disability has not tamed human spirit. Human spirit that which is in you cannot be tamed, you can overcome daunting situations. Mountains have been climbed. Rivers have been crossed. Records have been set in Paralympics. I have had the good fortune to see in India International Paralympic Games.

    The talent which is there in this group, the group before me is a source of inspiration and motivation for all who think they are abled because they have vision, they can hear, they can speak. As I said you are the gifted once with the real vision that vision is a precious jewel. Let me tell you the greatest scientist of our generation who changed understanding of physics, professor, Stephen Hawkins he was challenged and who does not know Helen Keller. She had difficulty in speaking and listening, but she turned out to be one of the greatest authors. I see all around Stephen Hawkins and Helen Kellers in our country. I have seen them myself. Our mission, therefore has to be very clear and that is in our Constitution. We have to provide a life of dignity, purpose and fulfilment. Fortunately, Prime Minister Narendra Modi is committed in mission mode to serve the cause of Divyang.

    He has got them in vote, in elections, in governance, in every walk of life. He has created policies that allow our Divyang to fully exploit their potential, their talent and realise their dreams. Let me tell you some of the schemes that make us proud, inclusive governance and Viksit Bharat is not possible without your participation. Democracy will be incomplete and suffer a great void without your satisfaction to use your talent. In 2016, as was indicated by our friend and the nation passed Rights of Person with disabilities. This was in 2016, the third year of Prime Minister‘s regime. The purpose was to facilitate their voting, special queues, voting from home, braille features on EVMs and numerous other initiatives. This has increased quality of participation in our democratic process. Election commission of India has gone a great length to enhance it. Reservation in education increased in premier institutions also from 3 to 5%. I am personally aware and delighted when a Divyang gets into Indian foreign service, Indian Administrative Service. Indian Sign Language Research and Training Centre set up in 2015 and National Institute of Mental Health Rehabilitation in 2019 are steps in the right direction.

    Centre for disability sports is being set up at Gwalior for specially abled citizens. Boys, and girls, Paralympics that are in four categories dealing with different disabilities are now global event in which Indian participation is getting glorified. Accessible India campaign, Sugamya Bharat Abhiyan launched in 2015, the result is all institutions. The infrastructure has to be friendly for Divyangjans.This as a matter of fact is a social responsibility which I am happy to note is being discharged by everyone.

    We all need to converge to bring out the best in our divyangjan. This requires special educators, special curriculum and methodologies. It is time, we employ technology, artificial intelligence, advanced technologies, so that this very valuable category of human resource can optimally perform.

    One of the most delightful moment which me and my wife, Dr. Sudesh had when we went to an autism school in Delhi, the school initiated by Rashmi Das. She took up the challenge in a passion mode, in a mission mode. She executed the project which is world class. It is there that I came to know that autism is a different kind of a challenge where you require a different kind of ecosystem. I have no doubt Rashmi Das Institute in Autism will soon be world class because we need to not only hand hold, emotionally hand hold. We need to give company to them. It is only a matter of time when we will find their touch of hand with us will convey energy to us. They will give us more than they will take from us.We need to be highly sensitive to their health requirements. We need to evolve a mechanism that engages in a system which is efficient, seamless, helpful, affirmative and productive for them. We must always ensure they must not have isolation. They must have company. That will be soothing either side. Sometimes they may require counseling, but who does not require counseling?And therefore, community engagement not with a sense of sympathy, but with a sense of empathy. Community engagement on a level playing field. Community engagement which allows them to express themselves in music, in art, in games, in sports and other aspects. I am sure all steps will be taken because government has provided futuristic affirmative policies to hand hold this category.

    Our journey to build inclusive Bharat, developed Bharat, A Bharat of our dreams cannot fructify unless your dreams are satisfied.On your own, you are capable to catalyze your dreams but others should not come in the way. In this great effort, NGOs have a greater role to play. The role should not be cosmetic or surface scratching. The role must be achievement oriented. CSR funds must be committed for development of this category. Let each one of us contribute because each one of us has a role to play. As policymakers, we have two distinguished Parliamentarians and Deputy Chairmen of the Rajya Sabha here. Great role as policymakers, as educators, advocates, caregivers, or simply as compassionate human beings. Let us discharge this divine obligation and ensure that the world is a good place to live for our dear Divyangjans.

    Let me conclude by a quote from Mahatma Gandhi: I quote, “The best way to find yourself is to lose yourself in the service of others.” Unquote. Let us dedicate ourselves to the service of those who look for us, who look us for support and solidarity, not sympathy.

    On my own behalf and that of my wife, Dr. Sudesh Dhankhar I can assure you in our own way we will look for opportunities to contribute and will be in touch with this Institute.

    I wish all of you a great future because no nation in the world has risen in last 10 years as Bharat has risen. The jump that Bharat has taken by economic upsurge, infrastructure growth, deep technological penetration, and improvement in the lives of ordinary people by toilet, by gas connection, by piped water, by connectivity of rail, road, air. And this makes our Bharat at the moment most aspirational country in the world that challenge requires every human resource in the country gets opportunity of expression, your expression and dialogue with you will define a sense of our civilization. Helping this category Divyang will turn out to be nectar for the persons who are doing it.

    Amended Rules to promote the ease of living and livelihood

    Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Amendment Rules, 2025 under the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 have been notified by the Ministry of Electronics and Information Technology (MeitY) today. This amendment has been done to help in improving transparency and inclusivity in the decision-making process.

    Expanding Aadhaar Authentication for Ease of Living

    The amendment seeks to enhance the scope and utility of Aadhaar authentication to further promote good governance, social welfare, innovation, and knowledge dissemination allowing the usage of Aadhaar for improving service delivery and thereby enhancing ease of living for residents and enabling better access to various services for them. The amendment would help people seamlessly avail the services of e-commerce, travel, tourism, hospitality and health sector etc. being provided by entities other than government entities also.

    The amendment enables both government and non-government entities to avail Aadhaar authentication service for providing various services in the public interest for related specific purposes like enablement of innovation, spread of knowledge, promoting ease of living of residents and enabling better access to services for them. This will help both the service providers as well as the service seekers to have trusted transactions.

    Streamlined approval process for Aadhaar Authentication requests

    Any entity seeking Aadhaar authentication will be required to apply with the details of intended requirements to the concerned ministry or department of the Central or the State government in a format being made available on a portal for this purpose. The applications will be examined by UIDAI and MeitY will issue the approval based on the recommendation of UIDAI. The concerned ministry or department of the Central or State Government will notify the entity for Aadhaar usage after receiving confirmation from MeitY.

    This amendment is expected to enhance access to efficient and streamlined Aadhaar-enabled services for individuals. It will encourage the development of innovative digital solutions leveraging Aadhaar authentication and strengthen partnerships between the government and other entities for improved governance solutions.

    The National Conference on Good Governance in Gandhinagar, Gujarat, reinforced the government’s vision of technology-driven governance, process re-engineering, and proactive public service delivery. He highlighted the Gujarat model of governance as a benchmark in bridging the gap between government and citizens through integrated service portals and digital innovations.

    A major highlight of the conference was the presentation of 16 award-winning projects from the Government of India and 9 award-winning projects from Gujarat, underscoring pioneering initiatives in smart governance infrastructure. Discussions focused on the implementation of integrated command and control centers, real-time urban service monitoring using IoT (Internet of Things), and AI-based predictive analytics for decision-making. These advancements are shaping the future of governance, ensuring efficient, transparent, and data-driven solutions for citizens.

    Dr. Jayanti Ravi, Additional Chief Secretary (Revenue), Government of Gujarat, highlighted Gujarat’s efforts in digitizing healthcare service delivery, particularly for frontline health workers. She emphasized the challenges faced by ASHAs (Accredited Social Health Activists), FLWs (Female Health Workers), and ANMs (Auxiliary Nurse Midwives) due to manual data collection and introduced TeCHO, a mobile and web-based application aimed at real-time data capture, automated alerts for high-risk cases, and beneficiary tracking. Launched by Hon’ble Prime Minister Narendra Modi, the platform has significantly improved healthcare data accuracy and coverage.

    Another key theme discussed was digital identity frameworks, including Aadhaar-based authentication, e-KYC services, and blockchain-enabled transactions, which have simplified welfare disbursements, licensing, and documentation while enhancing transparency and reducing corruption.

    In continuation of its commitment to governance reforms, the DARPG launched the biannual e-journal, ‘Minimum Government, Maximum Governance (Vol 1 & 2),’ showcasing National e-Governance Award-winning initiatives. Additionally, Union Minister Dr. Jitendra Singh and Gujarat’s Hon’ble Minister of Finance, Energy & Petrochemicals, Shri Kanubhai Desai, launched the State Collaboration Initiative (SCI) Portal, furthering cooperative governance across states.

    The conference reaffirmed the Centre-State collaboration in scaling digital governance innovations for more inclusive, efficient, and technology-driven public administration.     The Telecom Regulatory Authority of India (TRAI) has conducted a webinar on the need of good digital connectivity inside buildings and TRAI’s “Regulation on Rating of Properties for Digital Connectivity, 2024 “ with representatives from Real Estate Regulatory Authorities (RERA) from States and UTs on 30th January 2025.

    The webinar was chaired by Shri Anil Kumar Lahoti, Chairman TRAI. The webinar was attended by total 116 participants, including representatives from Real Estate Regulatory authorities across 24 States and UTs, senior officers from TRAI HQ and  regional offices of TRAI.  

    Chairman, TRAI in his opening remarks, emphasised the need for collaboration with Real Estate Regulatory Authorities who can play a pivotal role in addressing the digital connectivity issues inside buildings.

    A presentation covering various provisions of the regulations including process of registration of digital connectivity rating agencies and property managers, digital connectivity rating steps and rating criteria was given by Shri Tejpal Singh Advisor TRAI. The queries of RERA representatives were replied by TRAI Officers.

    The webinar also deliberated upon possible areas of collaboration between TRAI and Real Estate Regulatory Authorities. The webinar was appreciated by the representatives of RERA who desired the need of further similar interactions with all stakeholders.

Addressing the inaugural session of the World Forum of Accountants organised by the Institute of Chartered Accountants of India (ICAI) in New Delhi on January 31, 2025, Shri Rajnath Singh termed ‘new set of skills, including critical thinking, emotional intelligence & adaptability’ as an essential requirement in today’s times.

    Underscoring the extraordinary pace of technological advancements, Raksha Mantri stated that the corporate landscape was once dominated by large, centralised organisations, and this status quo has been challenged by the active surge in the number of start-ups. He pointed out that transnational trade is now a reality, with organisations growing larger and more intricate, resulting in information explosion.

  • MIL-OSI United Nations: Activities of Secretary-General in Switzerland, 20-24 January

    On Monday, 20 January, United Nations Secretary-General António Guterres departed New York for Switzerland. He arrived in Davos on Tuesday morning to attend the annual World Economic Forum.

    On Tuesday evening, the Secretary-General participated in a leadership dialogue on digital and emerging technologies where he promoted the recently adopted Global Digital Compact as a tool that provides a new framework to help ensure that technology benefits all of humanity — guided by strong guardrails that minimize risks, while amplifying the benefits.  He called on the private sector, the philanthropic community and Member States to work together, with their relative strengths, to ensure that artificial intelligence (AI) serves its highest purpose:  advancing human progress, equality and dignity for all countries and all people.

    The Secretary-General finished the day by delivering remarks at a dinner organized by the Global Investors for Sustainable Development.

    Early on Wednesday morning, the Secretary-General delivered an address to the World Economic Forum.  He outlined how climate change and ungoverned AI are two profound threats that demand much more attention and intelligent collaboration than they are receiving as they threaten to upend life as we know it.

    He also used very pointed language at the parts of the private sector that are actively backtracking on climate goals.  You are short-sighted and on the wrong side of history, Guterres said.

    “To the corporate leaders who remain committed to climate action,” the Secretary-General went on to say, “your leadership is needed now, more than ever.  Do not back down.  Stay on the right side of history.”

    Regarding artificial intelligence, the Secretary-General underscored how, through the Global Digital Compact, the United Nations is working with Governments, industry, and civil society to ensure that AI becomes a tool of opportunity, inclusion and progress for all people.

    In remarks at a discussion afterwards with Børge Brende, President and CEO of the World Economic Forum, the Secretary-General said that we have witnessed in recent days in Gaza an example of robust diplomacy that should be recognized.  (See Press Release SG/SM/22528.)

    The Secretary-General also participated in the annual off-the-record “IGWELL” lunch organized by the World Economic Forum, and he also continued with a number of bilateral meetings, including Félix-Antoine Tshisekedi Tshilombo of the Democratic Republic of the Congo, the Prime Minister of the Kurdish Autonomous Province of Iraq, Masoud Barzani, and also the President of the Inter-American Development Bank, Ilan Goldfajn.

    The Secretary-General also participated in the annual off-the-record IGWELL lunch organized by the World Economic Forum.

    AIKEN, S.C., Jan. 31, 2025 (GLOBE NEWSWIRE) — Security Federal Corporation (the “Company”) (OTCBB: SFDL), the holding company for Security Federal Bank (the “Bank”), today announced earnings and financial results for the quarter and year ended December 31, 2024.

    The Company reported net income available to common shareholders of $3.0 million, or $0.94 per common share, for the quarter ended December 31, 2024, compared to $3.6 million, or $1.12 per common share, for the fourth quarter of 2023. Year-to-date net income available to common shareholders was $8.9 million, or $2.77 per common share, for the year ended December 31, 2024, compared to $10.2 million, or $3.14 per common share, for the year ended December 31, 2023. Both the quarterly and year-to-date decreases in net income available to common shareholders were primarily due to increases in the provision for credit losses and non-interest expense, as well as the payment of preferred stock dividends during 2024, which were partially offset by increases in net interest income and non-interest income.

    Fourth Quarter Financial Highlights

    • Net interest income increased $818,000, or 7.8%, to $11.3 million as the increase in interest income exceeded the increase in interest expense.
    • Total interest income increased $1.9 million, or 10.1%, to $20.2 million while total interest expense increased $1.0 million, or 13.0%, to $9.0 million during the fourth quarter of 2024 compared to the same quarter in 2023. The increase in interest income and interest expense was the result of higher market interest rates and increased average interest-earning assets and interest-bearing liabilities.
    • Non-interest income increased $77,000, or 2.8%, to $2.8 million during the fourth quarter of 2024 compared to the same quarter in the prior year primarily due to an increase in gain on sale of loans.

  • MIL-OSI Global: Leonardo da Vinci’s incredible studies of human anatomy still don’t get the recognition they deserve

    The mere mention of Leonardo da Vinci evokes genius. We know him as a polymath whose interests spanned astronomy, geology, hydrology, engineering and physics. As a painter, his Mona Lisa and Last Supper are considered works of mastery.

    Yet one great achievement that frequently goes unrecognised is his studies of human anatomy. More than 500 years after his death, it’s time this changed.

    Leonardo is thought to have been born on April 15 1452 in Anchiano, a small hamlet near the town of Vinci, close to Florence. His mother was a 16-year-old peasant girl called Caterina di Meo Lippi, and his father was Ser Piero da Vinci, a 26-year-old notary.

    Being illegitimate, the young Leonardo was only permitted an elementary education in reading, writing and arithmetic. He was also barred from becoming a notary, but this worked out to his advantage. Instead of being constrained by life as an officiate, he was free to be creative and explore the world of nature, satisfying his insatiable appetite for knowledge.

    The human anatomy became one of his great interests. This was seeded during his time as an apprentice in Andrea del Verrocchio’s bottega (studio) in Florence, where studying the human form was crucial for achieving realistic depictions.

    Creating detailed anatomical drawings required precise sketching skills and the ability to accurately depict the structures being studied. As Leonardo’s fascination grew, he would delve deeper into anatomy as a discipline.

    Pioneers

    This traces back to the 2nd-century Greek physician Galen of Pergamum, whose anatomical descriptions were mostly based on insights he had gained through dissecting animals and studying wounded gladiators. However, he did no human dissections – they were illegal during his time – and many of his extrapolations from animal to human anatomy were wrong.

    It wasn’t until the 14th century that anatomy and medical science advanced thanks to the start of systematic human cadaver dissections. The physician Mondino de Liuzzi, who practised the first public dissections of human cadavers at the University of Bologna, published the first modern anatomical text, Anathomia Corporis Humani, in 1316.

    The text was mostly descriptive in nature, like that of Galen, lacking drawings to illustrate anatomy. Subsequent texts on the subject during the 14th and early 15th centuries did contain drawings, but these were basic and unrealistic.

    Leonardo advanced this discipline through his remarkable observational skills, knowledge of perspective and, most notably, his outstanding drawing abilities. His anatomical sketches were unlike anything seen before. For example, his sketches of the muscles of the arms and human skull are comparable to illustrations in today’s medical anatomy texts.

    According to Leonardo’s biographer, Giorgio Vasari, the artist “was one of the first who, with Galen’s teachings, began to bring honour to medical studies and to shed real light upon anatomy, which had until that time been shrouded in the deepest shadows of ignorance”.

    Leonardo was the first to depict a detailed study of the human spine, showing its natural curvature and correctly numbered vertebrae. He drew and described nearly all the bones and muscles of the body in beautiful detail, as well as investigating their biomechanics.

    His studies on the heart combined both experimentation and observation. Using an ox’s heart to understand blood flow though the aortic valves, Leonardo poured molten wax into the surrounding cavities to make a wax cast, from which a glass model of the heart was made. He then pumped water mixed with grass seeds through this model to visualise the flow pattern. From this experiment, he concluded that the vortex-like flow of blood through the aortic valves was responsible for closing them during each heartbeat.

    Over 450 years later, in 1968, scientists used dyes and radiography methods to observe this blood flow and prove that Leonardo was correct. A study in 2014 using MRI (magnetic resonance imaging) also demonstrated that he had provided a strikingly precise depiction of these vortex-like flows.

    Shortcomings

    Leonardo may have dissected around 30 human corpses during his lifetime. Most took place at the Santa Maria Nuova hospital in Florence, and later at the Santo Spirito hospital in Rome. The fact he didn’t have more human cadavers to study probably helps to explain why he also got things wrong.

    In addition, Leonardo was very influenced by Galen, through his readings of both Mondino de Liuzzi and the Persian writer Avicenna (c980-1037), while also dissecting animals such as dogs, cattle and horses to fill in human anatomical gaps.

    This approach is evident in his study of the male and female reproductive system, as I found when carrying out a detailed review of his work in this area. Misconceptions included the presence of three channels in the penis for semen, urine and “animal spirit”. The prostate gland is also missing in all his sketches of the male reproductive system. Meanwhile, he made the uterus spherical (derived from cow dissections), and similarly misrepresented the fallopian tubes and ovaries.

    Even then, Leonardo still got a lot right. He correctly depicts the position of the foetus in the uterus, and the umbilical cord anatomy. He also correctly argued that penile erections were caused by blood engorgement and not by air or “vital spirits” flowing into the penis, as suggested by Galen.

    Where he got things wrong, Leonardo’s shifting focus may also have played a part. His restlessness, disorganised notes and unfinished work suggest ADHD (attention deficit hyperactivity disorder). Equally, this may also explain his boundless curiosity and incredible creativity.

    Despite his shortcomings, Leonardo’s anatomical studies were centuries ahead of their time, rivalling modern standards. His work in this area might have been more appreciated had he published it in a book: he had planned one, and is said to have been collaborating with the Renaissance physician and professor, Marc’Antonio della Torre.

    Unfortunately, this was cut short with Marc’Antonio’s death in 1511. Leonardo died in 1519 at the age of 67, and while his gifts to the world have received endless attention, his important contributions to anatomy remain overshadowed, and deserve greater recognition.

  • MIL-OSI Global: DeepSeek claims to have cured AI’s environmental headache. The Jevons paradox suggests it might make things worse

    AI burns through a lot of resources. And thanks to a paradox first identified way back in the 1860s, even a more energy-efficient AI is likely to simply mean more energy is used in the long run.

    For most users, “large language models” such as OpenAI’s ChatGPT work like intuitive search engines. But unlike regular web-searches that find and retrieve data from anywhere along a global network of servers, AI models return data they’ve generated from scratch. Like powering up a nuclear reactor to use a calculator, this tailored process is very inefficient.

    One study suggests the AI industry will be consuming somewhere between 85 and 134 terrawatt-hours (TWh) of electricity by 2027. That’s a similar amount of energy as the Netherlands consumes each year. One prominent researcher predicts that by 2030, over 20% of all electricity produced in the US will be feeding AI data centres (huge warehouses filled with computers).

    Big tech firms have always claimed to be heavy investors in wind and solar energy. But AI’s appetite for 24/7 power means most are developing their own nuclear options. Microsoft even plans to revive the infamous Three Mile Island power plant, scene of America’s worst ever civil nuclear accident.

    Despite Google’s ambitious target of being carbon neutral by 2030, the company’s AI developments mean its emissions have climbed 48% in the past few years. And the computing power needed to train these models increases tenfold each year.

    However, Chinese start-up DeepSeek claims to have created a fix: a model that matches the performance of established US rivals like OpenAI, but at a fraction of the cost and carbon footprint.

    An environmental game changer?

    DeepSeek has created a powerful open-source, relatively energy-lite model. The company claims it spent just US$6 million renting the hardware needed to train its new R1 model, compared with over $60 million for Meta’s Llama, which used 11 times the computing resources.

    DeepSeek uses a “mixture-of-experts” architecture, a machine-learning method that allows the model to scale up and down depending on the complexity of prompts. The company claims its model can also store more data and be trained without the need for huge amounts of expensive processor chips.

    In reaction, US chip manufacturing and energy stocks plummeted following investor concerns that AI companies would rethink their energy-intensive data centre developments. As the world’s largest supplier of specialist AI processors, Nvidia saw its share price fall by US$589 billion, the biggest one-day loss in Wall Street history.

    Paradoxically, as well as upsetting the performance of US tech stocks, improving the energy efficiency of AI platforms could actually worsen the industry’s environmental performance as a whole.

    With tech stocks crashing, Microsoft CEO Satya Nadella tried to bring a longer-term perspective: “Jevons paradox strikes again!” he posted on X. “As AI gets more efficient and accessible, we will see its use skyrocket, turning it into a commodity we just can’t get enough of.”

    The Jevons paradox

    The idea that energy efficiency isn’t always a good thing for Earth’s resources has been around for well over a century. In 1865, a young Englishman named William Stanley Jevons wrote “The Coal Question”, a book in which he suggested that Britain’s place as an industrial superpower might soon come to an end, due to its rapidly depleting coal reserves.

    But to Jevons, frugality was not the solution. He argued: “It is wholly a confusion of ideas to suppose that the economical use of fuel is equivalent to a diminished consumption. The very contrary is the truth.”

    According to Jevons, any increase in resource efficiency generates an increase in long-term resource consumption, rather than a decrease. Because greater energy efficiency has the effect of reducing energy’s implicit price, it increases the rate of return – and demand.

    Jevons offered the example of the British iron industry. If technological advancements helped a blast furnace produce iron with less coal, profits would rise and new investment in iron production would be attracted. At the same time, falling prices would stimulate additional demand. He concluded: “The greater number of furnaces will more than make up for the diminished [coal] consumption of each.”

    More recently, the economist William Nordhaus applied this idea to the efficiency of lighting since the dawn of human civilisation. In a paper published in 1998, he concluded that in ancient Babylon, the average labourer might need to work more than 40 hours to purchase enough fuel to produce the equivalent amount of light emitted by a modern lightbulb for one hour. But by 1992, an average American would need to work for less than half a second to produce the same.

    Throughout time, efficiency gains haven’t reduced the energy we expend on lighting or shrunk our energy consumption. On the contrary, we now generate so much electric light that areas without it have become tourist attractions.

    Warming and lighting our homes efficiently, driving our cars, mining Bitcoin and, indeed, building AI models are all subject to the same so-called rebound effects identified in the Jevons paradox. And this is why it will be impossible to ensure a more efficient AI industry actually leads to an overall reduction in energy use.

    A Sputnik moment

    In the 1950s, the US was horrified when the Soviets launched Sputnik, the first space satellite. The emergence of a more efficient rival caused America to allocate more resources to the space race, not less.

    DeepSeek is Silicon Valley’s Sputnik moment. More efficient AI will probably mean more distributed and powerful models, in an arms race that is no longer made up only of US tech giants. AI offers superpower status, and the floodgates may now be fully open for the UK and other global competitors, as well as China.

    What’s for certain is that in the long term, the AI industry’s appetite for energy and other resources is only going to increase.

  • MIL-OSI Global: DeepSeek: what you need to know about the Chinese firm disrupting the AI landscape

    Before January 27 2025, it’s fair to say that Chinese tech company DeepSeek was flying under the radar. And then it came dramatically into view.

    Suddenly, everyone was talking about it – not least the shareholders and executives at US tech firms like Nvidia, Microsoft and Google, which all saw their company values tumble thanks to the success of this AI startup research lab.

    Founded by a successful Chinese hedge fund manager, the lab has taken a different approach to artificial intelligence. One of the major differences is cost.

    The development costs for Open AI’s ChatGPT-4 were said to be in excess of US$100 million (£81 million). DeepSeek’s R1 model – which is used to generate content, solve logic problems and create computer code – was reportedly made using much fewer, less powerful computer chips than the likes of GPT-4, resulting in costs claimed (but unverified) to be as low as US$6 million.

    This has both financial and geopolitical effects. China is subject to US sanctions on importing the most advanced computer chips. But the fact that a Chinese startup has been able to build such an advanced model raises questions about the effectiveness of these sanctions, and whether Chinese innovators can work around them.

    The timing of DeepSeek’s new release on January 20, as Donald Trump was being sworn in as president, signalled a challenge to US dominance in AI. Trump responded by describing the moment as a “wake-up call”.

    From a financial point of view, the most noticeable effect may be on consumers. Unlike rivals such as OpenAI, which recently began charging US$200 per month for access to their premium models, DeepSeek’s comparable tools are currently free. They are also “open source”, allowing anyone to poke around in the code and reconfigure things as they wish.

    Low costs of development and efficient use of hardware seem to have afforded DeepSeek this cost advantage, and have already forced some Chinese rivals to lower their prices. Consumers should anticipate lower costs from other AI services too.

    Artificial investment

    Longer term – which, in the AI industry, can still be remarkably soon – the success of DeepSeek could have a big impact on AI investment.

    This is because so far, almost all of the big AI companies – OpenAI, Meta, Google – have been struggling to commercialise their models and be profitable.

    Until now, this was not necessarily a problem. Companies like Twitter and Uber went years without making profits, prioritising a commanding market share (lots of users) instead.

    And companies like OpenAI have been doing the same. In exchange for continuous investment from hedge funds and other organisations, they promise to build even more powerful models.

    These models, the business pitch probably goes, will massively boost productivity and then profitability for businesses, which will end up happy to pay for AI products. In the mean time, all the tech companies need to do is collect more data, buy more powerful chips (and more of them), and develop their models for longer.

    But this costs a lot of money.

    Nvidia’s Blackwell chip – the world’s most powerful AI chip to date – costs around US$40,000 per unit, and AI companies often need tens of thousands of them. But up to now, AI companies haven’t really struggled to attract the necessary investment, even if the sums are huge.

    DeepSeek might change all this.

    By demonstrating that innovations with existing (and perhaps less advanced) hardware can achieve similar performance, it has given a warning that throwing money at AI is not guaranteed to pay off.

    For example, prior to January 20, it may have been assumed that the most advanced AI models require massive data centres and other infrastructure. This meant the likes of Google, Microsoft and OpenAI would face limited competition because of the high barriers (the vast expense) to enter this industry.

    Money worries

    But if those barriers to entry are much lower than everyone thinks – as DeepSeek’s success suggests – then many massive AI investments suddenly look a lot riskier. Hence the abrupt effect on big tech share prices.

    Shares in chipmaker Nvidia fell by around 17% and ASML, which creates the machines needed to manufacture advanced chips, also saw its share price fall. (While there has been a slight bounceback in Nvidia’s stock price, it appears to have settled below its previous highs, reflecting a new market reality.)

    Nvidia and ASML are “pick-and-shovel” companies that make the tools necessary to create a product, rather than the product itself. (The term comes from the idea that in a goldrush, the only person guaranteed to make money is the one selling the picks and shovels.)

    The “shovels” they sell are chips and chip-making equipment. The fall in their share prices came from the sense that if DeepSeek’s much cheaper approach works, the billions of dollars of future sales that investors have priced into these companies may not materialise.

    For the likes of Microsoft, Google and Meta (OpenAI is not publicly traded), the cost of building advanced AI may now have fallen, meaning these firms will have to spend less to remain competitive. That, for them, could be a good thing.

    But there is now doubt as to whether these companies can successfully monetise their AI programmes.

    US stocks make up a historically large percentage of global investment right now, and technology companies make up a historically large percentage of the value of the US stock market. Losses in this industry might force investors to sell off other investments to cover their losses in tech, leading to a whole-market downturn.

    And it shouldn’t have come as a surprise. In 2023, a leaked Google memo warned that the AI industry was exposed to outsider disruption. The memo argued that AI companies “had no moat” – no protection – against rival models. DeepSeek’s success may be the proof that this is true.
