    The Vice-President of India, Shri Jagdeep Dhankhar, today said that Bharat is quickly jettisoning the colonial mindset, we are now defying the earlier deified colonial ideas and symbols and Indian public administration should have Indian characteristics distanced from colonial mindset, aligning with our aspirations post independence.

    While addressing the gathering at the 70th Annual Meeting of the General Body of Indian Institute of Public Administration (IIPA), New Delhi today, Vice-President underlined, “Indian public administration should have Indian characteristics distanced from colonial mindset aligning with our aspirations post independence. Look at the overall trajectory, more so in the last decade.”

    “We are now defying the earlier deified colonial ideas and symbols. King’s way is now Kartavya Path and Race Course Road is Lok Kalyan Marg. Netaji now stands in the canopy where once King George’s statue was there. The ensign of India Navy was changed to include our tricolor. 1500 colonial-era statutes are not on the law book anymore.

    The new criminal laws — Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam — have unshackled Indian Criminal Justice system from colonial legacy. It is a monumental and revolutionary change that the ‘Dand’ Sanhita has now become the ‘Nyaya’ Sanhita, effecting improvements to protect victim’s interests, carry out prosecution efficiently, amongst many other aspects. Bharat is quickly jettisoning the colonial mindset. Now you do not need English to learn medicine or technology”, he added.

    Recalling the ‘Panch Prans’ iterated by the Prime Minister during his Independence day speech in 2022, Shri Dhankhar stated, “…Prime Minister reminded us that we need to build an India free of colonial mindset. To that end, he gave panch pran or five resolves. (a) a resolve of developed India, (b) Removing any trace of the colonial mindset, (c) Taking pride in our legacy, (d) Our strength of unity, and (e) Fulfilling the duties of citizens with honesty. Our public administration would be out of sync with national mood and spirit if it does not imbibe these values”.

    Highlighting the importance of emotional intelligence and soft skills among public officials, Shri Dhankhar said, “Focus more on emotional intelligence of its trainees. Developing soft skills, emotional intelligence, and cultural competence among public officials is crucial so that officials can understand the struggles of the marginalized and the underprivileged; design and implement policies that truly address those challenges”.

    As we progress into a new era of governance, data must be at the forefront of our decision-making process. Evidence-based studies are essential to understand the impact of various welfare policies.

    In his address, Shri Dhankhar further emphasized the need to enhance civil servants’ problem-solving abilities and reinforce ethical leadership, stating that while ethical standards are fundamental to our civilization, they require constant nurturing to withstand temptation.

    Emphasising on the importance of technology adoption in public administration, he said, “Our training programs [IIPA’s] and research initiatives should focus on emerging technologies like artificial intelligence, blockchain, and data analytics, while ensuring their ethical and responsible implementation in public service delivery. The cornerstone of effective public administration is continuous learning and capacity building.”

    Drawing attention to the concern of digital marginalisation and need of an inclusive approach, Shri Dhankhar underlined, “However, while embracing technology, we must also ensure that it does not create further divisions. Rapidly advancing technology can exclude the most vulnerable sections of society. Therefore, our approach should be inclusive and inspired by ‘antyoday,’ ensuring that technological advancements reach all corners of our population.”

    Stressing on the need for data driven and evidence based studies to asses impact of welfare measures, Shri Dhankhar underlined “As we progress into a new era of governance, data must be at the forefront of our decision-making processes. Evidence-based studies are essential to understand the impact of various welfare policies. Assessments based on empirical evidence will not only enhance the credibility of our institutions but also build public trust in governance. It will also give a befitting reply to those who are not ready to accept the phenomenal rise of Bharat and leave no stone unturned to taint and tarnish our institutions!”

    “As we integrate technology, we must prioritize cyber security and data privacy. An environment of trust must be fostered where citizens feel that their information is secure and used responsibly”, he added.

    Recognizing women’s exemplary administrative acumen and hailing the passing of Women’s Reservation Bill, Shri Dhankhar remarked, “This decision not only acknowledges the leadership potential of women, but also fulfills a profound aspect of Social Justice. I strongly believe increasing participation of women in policy making will promote empathetic and sensitive governance”.

    The Vice-President pointed out that while India is a land of fairs and festivals, these celebrations are sometimes marred by avoidable mishaps, underscoring the crucial role IIPA can play in sensitizing district administrations at the national level. He emphasized that with proper anticipatory measures and advanced planning, particularly regarding amenities and safety, such incidents can be minimized.

    Shri Surendra Nath Tripathi, Director-General, IIPA, Shri Sunil Kumar Gupta, Secretary to the Vice-President of India and other dignitaries were also present on the occasion.

  • MIL-OSI Asia-Pac: Department of Biotechnology has successfully completed Special Campaign 4.0

    The Department of Biotechnology, in collaboration with its autonomous institutions & PSUs, successfully completed Special Campaign 4.0. The Scientific Cadre Unites, Divisions and its AIPSUs made a significant contribution to the Special Campaign 4.0 organized by the Department of Administrative Reforms & Public Grievances (DARPG).

    The aims of the campaign was to improve cleanliness of the offices and clearing pendency in the MP’s references, references from State Governments, Inter-Ministerial references, Parliamentary Assurances, PMO references, Public Grievances and PG Appeals etc. Besides, records of the offices were reviewed and action was taken for weeding out/retention ‘following CSMOP, GFR and Public Record Act, 1993’. More than 108 cleanliness campaigns were conducted and pending PMO/MP’s references were disposed of during the period. 59 Public Grievance petitions and 10 Public Grievance appeals were cleared. The offices earned revenue amounting to Rs 15,16,404/- on disposal of scrap and redundant items. 84,200 sq feet space has been freed. Besides, 8 rules/processes has been simplified. With regard to record management, this Department along with its organizations, reviewed 9152 physical and 814 efiles out of which, 5200 physical files have been weeded out and 328 efiles have been closed.

    The Department of Biotechnology has not only done the cleanliness and disposal of pendency, but also showed various best practices during the Special Campaign 4.0 viz. organizing awareness program on Fire Protection and Prevention (by BRIC-IBSD), wonderful creative work (namely- “Waste to Wealth”) from the waste iron rods/materials left during the construction sites (by BRIC-NIAB) etc.

    The Wildlife Crime Control Bureau (WCCB) of the Ministry of Environment, Forest and Climate change has constituted a team to enquire into the death of ten elephants in Bandhavgarh Tiger Reserve of Madhya Pradesh. The team is conducting an independent enquiry in the matter.

    Further, the State Government of Madhya Pradesh has also constituted a five-member State level committee, to enquire into the matter and submit a report to the Government. The five-member committee is headed by APCCF (Wildlife). The committee has members from civil society, scientist and veterinarian. The matter is also being enquired into by the Head of State Tiger Strike Force (STSF). The STSF has combed the forests and the adjoining villages and is conducting an in-depth enquiry about the incident.

    The Principal Chief Conservator of Forest and Chief Wildlife Warden, Madhya Pradesh is camping in Bandhavgarh and supervising the enquiry and actions being taken in the matter. On the other hand, Additional Director General of Forests (Project Tiger & Elephant) & Member Secretary, National Tiger Conservation Authority, along with AIG NTCA, Nagpur, have visited the sites and held discussions with the State officials on the various related issues and probable cause of the deaths of elephants.

    As per the preliminary information shared by the concerned officers from the State of Madhya Pradesh, the death of the elephants may be because of poisoning. The final cause of death shall only be ascertained after through enquiry, detailed Postmortem reports, results of histopathological and toxicological reports and other corroborative evidences. Further, preventive measures are being taken to avoid possibilities of such incidents by the State officials and monitoring of other elephant herds in and around Bandhavgarh reserve has been enhanced as informed by the officials.

    Background

    The patrolling staff of Bandhavgarh Tiger Reserve detected the death of four elephants in Salkhania beats of Pataur and Khiatuli range of Bandhavgarh Tiger Reserve in Madhya Pradesh on 29.10.24. On further combing of the adjoining areas, six more elephants were found sick or unconscious in the vicinity. The field staff and local veterinary officers started medication of the sick elephants, which was supported by a team of veterinarians from the School of Wildlife Forensic and Health (SWFH). The services of Dr. A. B. Srivastava, Retired Head of SWFH was also taken. The opinion of veterinarian and faculty at Wildlife Institute of India (WII), Dehradun was also taken.

    However, four sick elephants succumbed to death on 30.10.24. Further, even after continuous medication and treatment, remaining two sick and unconscious elephants lost their lives on 31.10.24. Out of those dead ten elephants, one was male and nine were female. Further, amongst the ten dead elephants, six were juvenile/subadults and four were adults. The information revealed that the herd of thirteen elephants had raided the Kodo millet crop in the vicinity of the forest.

    The postmortem of the ten elephants was done by a team of 14 veterinarians/wildlife veterinarian. The viscera after the postmortem have been sent to IVRI Izzatnagar, Bareilly and FSL, Sagar for toxicological and histopathological investigations on 01.11.24. However, the blood and other samples were sent to SWFH on 30.10.24, while treatment of the sick elephants, have prima facie indicated the presence of toxins in the samples sent.

    Raksha Mantri Shri Rajnath Singh called upon Indian youth to indigenously develop high-end technologies, which the country imports, to realise Prime Minister Shri Narendra Modi’s vision of Viksit Bharat. He was addressing the 65thFoundation Day celebrations at Indian Institute of Technology (IIT), Kanpur on November 02, 2024.

     

    Raksha Mantri described ‘technology’ as the biggest factor behind the rapid changes taking place in every field today, with countries competing to master niche tech, such as Artificial Intelligence, to establish an edge in the current geopolitical scenario. Explaining it further, he pointed out that based on technological developments, there are three groups of countries – the first are at the pinnacle in advanced tech; the second have reached a stagnant state and third are at a stage of technological take-off.

    Placing India in the third group, Shri Rajnath Singh stated that the nation is today surging towards the top position in technological advancements. He stressed on the need to get a hold on high-end technology, urging the young ignited minds to realise their potential and contribute to the country’s progress. He termed institutions like IIT Kanpur as academic engines, which can provide a dynamism to India in the present competitive environment, and place it among the first set of countries.

    Highlighting the increasing role of technology in the defence ecosystem across the globe amidst ongoing conflicts, Raksha Mantri said that the use of drones, laser warfare, cyber ​​warfare, precision guided missiles and hypersonic missiles has transformed warfare into a technology-oriented one. “The biggest hurdle in achieving ‘Aatmanirbharta’ in defence is that we are compelled to import some high-end technologies necessary for our items. There is a need to focus on defence application of modern cutting-edge technologies in view of the changing nature of warfare,” he added.

     

    Shri Rajnath Singh assured the Government’s full support in this endeavour and reiterated the commitment to take all stakeholders, including the private sector and academia, together to make India self-reliant in defence. “India has dreamed of becoming a developed nation by 2047 on the strength of our youth. We must put in all our power to realise that dream. There is a proverb, ‘If you want to go fast, go alone. If you want to go far, go together’. We need to walk together to achieve our target,” he said.

    Enumerating the steps taken by the Government to promote self-reliance and innovation in defence, Raksha Mantri spoke about the Innovations for Defence Excellence (iDEX) initiative which provides a grant of Rs 1.5 crore to innovators and start-ups. He added that Acing Development of Innovative Technologies with iDEX (ADITI) scheme was launched to promote innovations in critical and strategic defence technologies, wherein start-ups are eligible to receive grant-in-aid of up to Rs 25 crore for their research, development, and innovation endeavours in defence technology.

    Shri Rajnath Singh added that the Government’s efforts of achieve self-reliance are yielding desired results as the defence exports, which were around just Rs 600 crore ten years ago, crossed a record number of Rs 21,000 crore in Financial Year 2023-24. He exuded confidence that the progress will continue and defence exports will reach Rs 50,000 crore by 2029-30.

    Raksha Mantri pointed out that manufacturing of a technology involves three major steps – ideation, application & production – and institutions like IIT Kanpur can play a big role from incubating ideas to creation of products. He underscored the importance of coming out with products and technologies, which become a necessity for the Armed Forces once they are developed.

    As part of the celebrations, IIT Kanpur hosted a special event on defence innovation, aligning with the vision of ‘Aatmanirbhar Bharat’. Shri Rajnath Singh visited a Defence Research, Product, and Incubation Showcase organised by the Start-up Incubation and Innovation Centre (SIIC) at IIT Kanpur, which highlighted pioneering solutions from 23 SIIC-incubated start-ups, presenting advancements in defence technology such as autonomous systems, AI-driven surveillance, and next-generation communication tools. Raksha Mantri engaged with Start-up founders and research teams at the exhibition stalls, commending their contributions to enhance national security.

    Several MoUs were also signed to strengthen partnerships, including IIT Kanpur’s collaborations with BEML and Hindustan Aeronautics Limited (HAL) to drive advancements in military logistics & defence innovation, and a partnership with Kanpur University to strengthen incubation efforts. Secretary of DDR&D and DRDO Chairman Dr Samir V Kamat presented sanction letters for six transformative DRDO projects, while SIDBI’s Matching Offer for iDEX-funded start-ups further boosted essential funding support.

     

    The event also included key discussions on the country’s latest defence initiatives, such as iDEX’s Defence India Start-up Challenge 12 and ADITI 2.0 Challenges, which provided attendees with valuable insights into the defence innovation landscape. A commemorative tree plantation, led by Shri Rajnath Singh, symbolised IIT Kanpur’s enduring legacy in technological and defence advancement and commitment to sustainability.

    Secretary (Defence Production) Shri Sanjeev Kumar, Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat, Director of IIT Kanpur Prof Manindra Agrawal, Professor-in-Charge of SIIC Prof Deepu Philip, students and distinguished alumni of the institute attended the event.

    Ministry of Culture (MoC), along with its organizations, participated in the Special Campaign 4.0 while focusing mainly on institutionalization of Swachhata and minimizing pendency in Government Offices.

    During implementation phase from 2nd to 31st October,2024, the Ministry achieved 100% targets in carrying out cleanliness drives in all designated 529 sites. 100% files in Record Management viz.12,668 Physical files and 3261 E-files were reviewed. 1167 Physical Files & 470 E-Files have been weeded out and closed, respectively. Revenue to the tune of Rs.31,73,667/- was generated by disposing of scarps. A total of 46876 Sq.ft. area was freed. In addition, 100% Public Grievances; 60% Public Grievances Appeals, 73% MP References 55% PMO References were disposed of. Ministry released 5 Press Statements. 187 Tweets were also issued by the Ministry and its various organizations.

    Digitization of Records

    The National Archives of India(NAI), an attached office of Ministry of Culture, has collections of approximately 34 crore pages. The NAI has a plan to convert all its physical collections into digital and make it accessible to the society online.  NAI has started a digitization programme through outsourcing. NAI has started the work of digitization of 30 Crore pages and uploading the same on Department search portal i.e. www.abhilekh-patal.in. and the work is expected to be completed in two years.  56,07,806 pages have been digitized in the month of October 2024 with complete DMS implementation, Bar-coding and each record have 24 number of indexing field.

    Conservation of Records

    As a part of restorative conservation of records, The National Archives of India (NAI) repaired 2380 number of sheets; stitched and bound 14 vols and 160 files/mics items; and also repaired 44 maps during the period.

    Appraisal of Records

    Ministry of Home Affairs, Ministry of Railway, Ministry of Coal and Directorate General CRPF, New Delhi have intimated NAI for appraisal of 680, 1366, 81 and 102 files, respectively. NAI has initiated action for joint appraisal of the above files as per provisions of Public Record Act & Rules.

    Record Management Training

    The following Training Programmes in Record Management were conducted by National Archives of India during Special Campaign 4.0 :-

    1. 178th Orientation course on Records Management for the Central Government officials/Departmental Records Officers was conducted for three days from 23-25 October 2024 at NAI, Records Centre, Jaipur. 27 participants from various Ministries/ Departments like Ministry of Finance, Ministry of Heavy Industries, Ministry of Defence, Atomic Energy, Archaeological Survey of India and PSUs etc. participated in this orientation course.

     

     

    2.As part of special campaign 4.0, a workshop/training session on ‘Records Management’ was conducted by NAI at Ministry of Coal on 18th October, 2024. Approximately 40 participants including ASO, SO and US level officers attended the workshop.

     

     

    Exhibition

    The National Archives of India organized an exhibition titled “सुशासन और अभिलेख ” as part of Special Campaign 4.0 for Swachhata. The exhibition was inaugurated by Hon’ble Culture Minister Shri Gajendra Singh Shekhawat on 1st October 2024 at NAI and remained open for public viewing till 30th October, 2024.

    Best Practice:

    Adding a creative dimension to the SHS Campaign,2024 and Special Campaign 4.0 some of the Organizations of Ministry of Culture have undertaken the following initiatives with citizen involvement and collective action as part of good practice:-

    1. Waste to Art Initiatives by National Council for Science Museums (NCSM) by engaging community in the waste to art initiatives: –
      1. 3 days Waste to Art Exhibition organized at National Science Centre, New Delhi, a Unit of NCSM, from 24th to 26th September,2024.

     

     

    b) Shadow Art piece crafted from discarded electronic, electrical & spare parts,  and A Coffee Table Book curated by NCSM Hqrs, Kolkata using waste material.

    Today, Administrator Samantha Power spoke with United Nations Secretary-General António Guterres about humanitarian responses to urgent crises in Sudan and Gaza, the detention of aid workers in Yemen, and developments in Somalia and Haiti. 

    Administrator Power thanked Secretary-General Guterres for his engagement with President of the Sovereign Council of Sudan Abdel Fatah al-Burhan to open the Adré border crossing point to Sudan from neighboring Chad, which is essential for the ability to scale assistance to hundreds of thousands of people experiencing famine. She noted her concern that Sudanese authorities have not yet agreed to keep this critical corridor open past the November 15 expiration of the agreement. Administrator Power and Secretary-General Guterres also spoke about the crucial importance of United Nations agencies and partners engaging the Sudanese Armed Forces and Rapid Support Forces to ensure safe, unhindered access for humanitarians across lines of conflict, to reach the 25 million people in urgent need of assistance. 

    The Administrator and the Secretary-General discussed the dire humanitarian crisis in Gaza, and efforts to significantly increase the amount of assistance reaching civilians, including in Northern Gaza. 

    Administrator Power and Secretary-General Guterres discussed the Houthi detention of UN, diplomatic, and NGO staff in Yemen. The Administrator noted strong concern about the recent referral of several detainees for criminal prosecution on false charges of espionage and urged the UN to continue exploring all diplomatic channels for their release. They also discussed the necessary steps for sustained and effective support for international efforts to stabilize worsening security situations in Somalia and Haiti. The Administrator underscored the support of Haiti, the U.S., and other countries for transitioning the Multilateral Security Support Mission in Haiti (MSS) to a UN Peacekeeping Operation.

    COMPOST REIMBURSEMENT PROGRAM ACCEPTING APPLICATIONS

     

    HONOLULU – The Hawaiʻi Department of Agriculture (HDOA) is accepting applications for the Compost Reimbursement Program for Fiscal Year 2025, which may reimburse agricultural producers for the cost of purchasing compost, including transportation costs.

     

    Act 231 was passed by the State Legislature during its 2024 session and Governor Josh Green, M.D., released funding totaling $400,000 in August 2024. Farming and landscaping operations may apply for reimbursement of up to 50% of the cost of compost purchased between July 1, 2024, and May 1, 2025. Reimbursements under this program are not to exceed $50,000 per qualified applicant.

     

    Under the reimbursement program, compost must be purchased from a certified processor, retailer or wholesaler licensed to do business in Hawaiʻi. In addition, certified Hawai‘i processors are limited to those companies regulated under the Hawaiʻi Department of Health Solid Waste Management Program. 

     

    “The cost of compost is a major expenditure for many farming operations,” said Sharon Hurd, chairperson of the Hawaiʻi Board of Agriculture. “This reimbursement program can help to prevent the spread of coconut rhinoceros beetles and other pests by providing an incentive to purchase compost from certified compost operators, which are required to treat all compost for pests prior to sale.”

     

    Qualified agricultural operations include commercial agriculture, aquacultural facilities, livestock, poultry, apiary and landscaping activities. Applicants must also provide a W-9 tax form, sample invoice and proof of compliance with federal, state and county tax and business regulations. The deadline to submit invoices is May 1, 2025.

    Hawai‘i hires for the hit series earned more than $31 million in total wages; workforce training also provided to local interns 

     

    HONOLULU – The pulse-pounding new drama “Rescue: HI-Surf,” a co-production of John Wells Productions, Warner Bros. Television and FOX Entertainment, continues to further opportunities for Hawai‘i’s creative talent. Native Hawaiian filmmaker Erin Lau directs the seventh episode of the North Shore O‘ahu-set series as it follows the personal and professional lives of local lifeguards. Airing on FOX November 4, 2024, the episode marks Lau’s directorial debut in the network television space, furthering her impressive writer/director/producer credits across high-profile branded content and award-winning short films.

    Exploring themes of redemption, legacy and identity, Erin Lau’s dynamic body of work is known for empathetic storytelling. Since graduating from Chapman University’s MFA program, she has honed her craft through opportunities with the Sundance Institute, Tribeca Studios and Women in Film among others. Lau’s work has screened at more than 50 film festivals globally. Her Chapman thesis, “The Moon and the Night,” received support from the Sundance Native Lab and the Criterion Channel. Her short film, “Inheritance,” premiered at the 2022 Tribeca Film Festival and won the Oscar-qualifying Best Hawai‘i Short Award at the 42nd Hawai‘i International Film Festival. Through Jubilee Media, Lau has directed content for global brands such as Google.

    Pathmaster uses AI to support the key tasks of mine detection and classification, while the Mi-Map application enables operators to analyse high-resolution sonar data covering hundreds of square kilometres, either in real time or after the mission, with greater efficiency than ever before. AI algorithms analyse sonar images to detect and classify potential mines much more accurately and over significantly larger areas.          The Director of Health, Dr Ronald Lam, and the Controller of the Centre for Health Protection (CHP) of the Department of Health (DH), Dr Edwin Tsui, visited Hong Kong Young Women’s Christian Association Tai Hon Fan Nursery School this morning (November 4) to view the implementation of the school outreach seasonal influenza vaccination (SIV) service and appealed to parents to arrange early SIV for their children with a view to having better protection in the coming influenza season in winter.     It is the first time for the school to choose to provide both injectable inactivated influenza vaccines (IIV) and live attenuated influenza vaccines (i.e. nasal vaccines) (LAIV) as the hybrid mode. Forty-two pupils received SIV during the vaccination activity. The DH procured and delivered the vaccines in advance, while a Public-Private-Partnership Team visited the school today to provide vaccination to the schoolchildren.     “To boost the SIV coverage rate among schoolchildren, modified arrangements have been made under the SIV School Outreach Programme (SIVSOP) this year. Kindergartens and child care centres can choose to provide both IIV and LAIV at the same or different outreach vaccination activities. We are delighted with the smooth outreach vaccination service under the new arrangements. According to local experience, school outreach can double the rate of receiving SIV, effectively strengthening the immunity barrier of schoolchildren. We look forward to continuous and full support from schools and parents, as home-school co-operation has been of vital importance in enhancing vaccination coverage,” Dr Lam said.     Dr Tsui added that SIV is one of the most effective means to prevent seasonal influenza and its complications, as well as greatly reducing hospitalisation and death. For schoolchildren, it can also reduce absenteeism and is beneficial for their personal health and learning. As the weather becomes cool, and with reference to previous surveillance data, the CHP expects that activity of COVID-19 and seasonal influenza may increase at the end of the year, and more school outbreaks will be reported. The CHP has noticed that some schools still have not arranged SIV outreach activities. We strongly urge schools that have yet to enrol in the SIV outreach programme to arrange SIV outreach activities as soon as possible to protect students and reduce the chance of influenza outbreaks in schools. For eligible children not receiving SIV through school outreach activities, parents should arrange vaccination for their children at clinics of private doctors enrolled in the Vaccination Subsidy Scheme.     Dr Lam stressed that all persons aged 6 months or above, except those with known contraindications, are recommended to receive SIV for personal and family protection. As of October 27, the vaccination coverage rate for children aged 6 months to under 2 years was at a low level of about 8.4 per cent. To strengthen vaccination services and boost the SIV coverage rate among children aged 6 months to under 2 years, the DH’s Maternal and Child Health Centres (MCHCs) are open to all children aged 6 months to under 2 years for SIV this year. Children aged 6 months to under 2 years can receive SIV services at any MCHCs when they are attending appointments. Parents may also book an appointment for their children to receive vaccinations at designated MCHCs via the online booking system: booking.covidvaccine.gov.hk/forms/sivfhs/index.jsp. Parents are advised to arrange SIV for their children as early as possible to protect health of their children. In addition, co-infection of COVID-19 and influenza is possible, and high-risk individuals should receive booster COVID-19 vaccine at appropriate times.     Under the SIVSOP, secondary schools, primary schools, kindergartens, and child care centres can arrange outreach vaccination teams to provide free SIVs to schoolchildren. The DH will provide vaccines to participating schools and subsidy of $105 per dose to doctors.           In addition, schools can also invite doctors to arrange outreach services for injectable IIV and/or nasal LAIV on their campuses under the Vaccination Subsidy Scheme School Outreach. Participating schools can select a doctor and make arrangements for the outreach activity, including the type of vaccine provided. The Government will provide a subsidy of $260 per dose to the doctor. In addition to schoolchildren, other individuals such as school staff and students’ parents can also receive SIVs during the outreach vaccination activity.     At present, around 890 kindergartens and child care centres (81 per cent), 620 primary schools (93 per cent) and 410 secondary schools (80 per cent) have joined the SIV School Outreach Programmes. As of October 27, 2024, around 640 schools have completed the first dose vaccination, and more than 145 400 students have received SIV under School Outreach Programmes.           “The DH has always maintained close liaison with our partners. Through concerted efforts from the education sector, healthcare sector, parents and other stakeholders, a total of about 204 100 doses of SIV have been administered for children aged 6 months to 18 years under various SIV programmes, accounting for 22.3 per cent of overall vaccination coverage rate. We urge early childhood educators to join hands in appealing the parents to arrange for their children to participate in SIV, and at the same time to play their part in educating parents on the importance of vaccination to encourage more young school children to get vaccinated. With increased vaccination coverage, the protection for children could be strengthened,” Dr Lam said.     As of October 27, about 331 800 doses of seasonal influenza vaccines had been administered via the Government Vaccination Programme and 496 600 doses via the Vaccination Subsidy Scheme.   • MIL-OSI China: China’s import expo attracts record-breaking participating countries, exhibitors

    SHANGHAI, Nov. 4 — On Tuesday morning, the Chinese commercial hub of Shanghai will once again assume its role as the host for the newest edition of the globe’s first national-level exposition dedicated to imports.

    Now, the China International Import Expo (CIIE) stands as a telling example of China’s steadfast opening up and an unmissable opportunity for foreign enterprises to tap into the Chinese market.

    Despite challenges and uncertainties in the global economic landscape, over the past seven years, CIIE has steadily grown.

    The first six editions of CIIE have generated a total intended transaction amount exceeding 420 billion U.S. dollars. Additionally, over 1,130 foreign enterprises and investment promotion organizations have conducted targeted connections across the country.

    This year, the business exhibition will be held at the National Exhibition and Convention Center (Shanghai), covering more than 360,000 square meters — equivalent to 50 standard soccer fields — and hosting 3,496 exhibitors from 129 countries and regions.

  • MIL-OSI Global: Nigel Farage, AI and the revolt of the squeezed middle: class politics is about to get messier than ever

    The neglect of working-class voters in the past few decades has had profound consequences for British political life. Disillusioned with the two main parties, many have turned to Nigel Farage’s Reform and others are simply not voting at all.

    With the next election likely to be a tight race in many key constituencies, something must be done to win these voters back.

    But as we find out in the fifth and final part of Know Your Place: what happened to class in British politics, a podcast series from The Conversation Documentaries, the relationship between class and voting could be about to become even more complicated. So it’s difficult for any party to know how to put an electoral coalition together.

    Paula Surridge, professor of political sociology at the University of Bristol, has identified what she calls cross-pressured voters as a key demographic in post-Brexit British politics. These are people who are probably economically left wing – they want better public services and wealth redistribution – but who are more right wing on social issues such as immigration and crime and punishment.

    In a system like we have in Britain, where we’ve got first past the post and two big parties to choose from, that creates lots of swing voters who, when economics is their priority as we saw in 2024, they might lean more to Labour. When immigration or Brexit or something along that dimension is their priority, they might lean towards the Conservatives or a party like Reform.

    Appealing to such voters is therefore a real challenge. And while the perception is that they’ve flocked to Farage, Surridge says that’s not the full picture at all.

    Many working-class voters were prioritising economic issues, public services. They don’t, on the whole, vote Reform for that reason. The voters for whom immigration was absolutely their most important issue, which are a much smaller group, they were very likely to vote Reform.

    Reform came second in 98 constituencies – 89 of which ended up going to Labour. A lot of those constituencies were won on wafer-thin majorities, and they should be considered highly at risk in the next election. So working out how to appeal to cross-pressured voters is key.

    The bigger challenge, however, is winning voters back from the sofa. The truth is that there is a more salient class divide in Britain: who actually votes at all.

    According to Oliver Heath, professor of politics at Royal Holloway, University of London, who has tracked the history of turnout and class over the past 20 years, working-class voters are staying away from the ballot box. The first real signs of this were in 2001, when Tony Blair won a second term with a turnout of 59%, one of the lowest in British history.

    2001 was when turnout fell off a cliff … and it dropped across all segments of society. But since then, turnout has rebounded quite a large extent amongst middle-class voters, but stayed very low amongst working class voters.

    For decades working-class communities were assumed to vote Labour, and so Labour gave them relatively little political attention. Now, the tables have turned and its Labour constituencies in the Red Wall that are some of the most competitive in the country. But it won’t be easy for Labour to bring these voters back on side, says Heath.

    Even after the great implosion of the Conservatives, the votes haven’t gone back to Labour. So, it’s hard to rebuild those connections once they’ve come undone.

    Meanwhile, Rosie Campbell, professor of politics at King’s College London, warns that we can’t presume to know what middle-class voters will do either.

    The backlash of the middle class in some areas against the Conservatives in what you would expect to be traditional Conservative heartlands is really interesting. And I think what it’s showing is that social change and demographic change are shifting our political landscape.

    All this means that British politics is more fractured than ever, according to John Curtice, senior research fellow at the National Centre for Social Research.

    It looks as though our politics isn’t two-party politics now, and it’s never looked less like two-party politics at any stage since 1945 … therefore there are many potential options as to how things might play out.

    One of those options is a radical disruption to the class system itself, potentially triggered by artificial intelligence. A question that Curtice is asking himself:

    Will class inequality still be articulated through the difference between people in working-class jobs and those in middle-class jobs, or those people who are very much at the creative end of middle-class jobs, who AI are probably not going to be able to replace, and those who are not quite in the same position?

    In other words, AI has the potential to split the middle class and redefine the entire occupational structure of the UK. What will that do to our political preferences? It’s all to play for.

(“180 Degree Capital”) (NASDAQ: TURN), noted today that the average discount between its estimated daily net asset value per share (“NAV”) and its daily closing stock price during October 2024 and year-to-date through the end of October 2024, were approximately 20% and 20%, respectively.1 This discount was approximately 15% on October 30, 2024.

    Good morning.

    It gives me great pleasure to welcome you all to this year’s CBS Board Retreat.

    Before I proceed further, I would like us to acknowledge one of our own, who unfortunately left us unexpectedly yesterday. Graham Adeline was a vibrant young man with a promising future in the Research and Statistics Division. He will surely leave a void in the lives of all of us who have known and interacted with him. My heart is heavy, and I would like us to observe a minute of silence to honour his memory.

    Since our last retreat held in November of last year, we have seen some changes in the composition of our Board. We bade farewell to three Board Directors – two having arrived at the end of their tenure, and one following amendments to the CBS Act; I was re-appointed in the post of Governor and Chairperson of the Board; and we welcomed two new members amongst our ranks, notably Second Deputy Governor Mike Tirant and Board Director Jean-Paul Barbier, both formerly members of the CBS team.

    Our deliberations over the next two days will provide a unique opportunity for us to step back from our routine responsibilities, reflect on our strategic direction, and engage in thoughtful discussions that will shape the future of our institution.

    We find ourselves in a world where uncertainty is not just a phase but a constant. Being a forward-looking institution, it is essential that the Central Bank adopts a long-term view in navigating this evolving environment with a sense of purpose and resilience. As you are aware, we are currently undergoing an exercise to integrate sustainability-related risks and opportunities into our decision-making framework, ensuring that our strategies are aligned with global trends and regulatory expectations.

    The landscape of payments is also shifting beneath our feet. From sunsetting legacy systems to the rise of cryptocurrencies and digital assets, the infrastructure challenges we face are complex but surmountable. We must be prepared to lead in this area, ensuring that our payment systems remain secure, resilient, and future-proof. Furthermore, with our ongoing building projects, business continuity will be a central theme, ensuring that we remain operationally sound as we modernise our physical and technological infrastructure.

    At the core of these discussions is the need to bring more efficiency into our operations and streamline our decision-making processes. Efficiency will not only improve our internal performance, but also enable us to respond to external pressures with greater agility and foresight.

    Over the course of this retreat, we will dive into several key areas that are critical to the Bank’s success. First, we will review our organisational performance, assessing where we stand today and identifying areas for improvement. Second, succession planning will take centre stage. As we move forward, ensuring a smooth and thoughtful leadership transition is essential for maintaining stability and continuity within the Bank.

  • MIL-OSI: FTC Solar Announces 1GW Tracker Supply Agreement with Dunlieh Energy

    AUSTIN, Texas, Nov. 04, 2024 (GLOBE NEWSWIRE) — FTC Solar, Inc. (Nasdaq: FTCI) (“FTC Solar”), a leading provider of solar tracker systems, and Dunlieh Energy, (“Dunlieh”) announced today that FTC will be supplying trackers for over one gigawatt of solar projects for Dunlieh beginning in 2025.

    The first project expected under the agreement is the Situla Energy Project, a 500-megawatt utility-scale solar and battery facility under development in Banner County, Nebraska, approximately 30 miles east of the Wyoming border. In addition to providing clean, renewable energy, the project is expected to generate more than 225 local construction jobs and contribute more than $1.4 million annually in nameplate capacity taxes, most of which will go to local schools and the county. Tracker delivery on the project is expected to begin in the second half of 2025.

    The United States has deep economic ties to the Western Hemisphere. Through the Americas Partnership for Economic Prosperity, the Biden-Harris Administration’s premier economic initiative for the region, the United States is strengthening and expanding our efforts to enhance regional competitiveness by focusing on the drivers of bottom-up and middle-out economic growth that will create good-quality jobs and more resilient supply chains.
    The Americas Partnership for Economic Prosperity (known as the Americas Partnership or APEP) launched at the Summit of the Americas in 2022, includes member countries that represent90 percent of the hemisphere’s GDP and nearly two-thirds of its people.
    At the inaugural Leaders’ Summit on November 3, 2023, President Biden and leaders of the eleven other Americas Partnership countries—Barbados, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, Mexico, Panama, Peru, and Uruguay—deepened our shared commitment to ahemisphere that is among the most dynamic economic regions in the world.  During the past year, Ministers from the Trade, Foreign Affairs, and Finance tracks have met to set goals and develop priority workstreams to intensify regional economic cooperation.  U.S. Trade Representative Katherine Tai, Secretary of State Antony Blinken, and Secretary of the Treasury Janet Yellen all hosted their Americas Partnership ministerial counterparts to drive inclusive sustainable growth and strengthen critical supply chains in semiconductors, medical supplies, and clean energy and critical minerals.

    Driving investment and expanded entrepreneurship by leading efforts to train an inclusive and diverse cohort of entrepreneurs and connect them with financing opportunities. 
    The Americas Partnership Investor Network was launched at a July 2024 White House meeting hosted by National Security Advisor Jake Sullivan. As part of the Network, a diverse group of angel and venture capital investors pledged to collectively invest more than $1 billion in early-stage companies and entrepreneurs in Latin America and the Caribbean by 2030.  The Inter-American Development Bank’s innovation and venture arm, IDB Lab, contributed $300,000 toward implementation of this Investor Network by the Uruguay Innovation Hub and Endeavor, creating new opportunities for the region’s next generation of high-impact entrepreneurs.  
    The inaugural cohort of 46 impact enterprises from Colombia, Costa Rica, Mexico, and Panama graduated from USAID’s CATALYZE Americas Partnership Accelerator program, with the next cohort of 119 impact enterprises from Barbados, Chile, Costa Rica, Ecuador, Peru, and Uruguay in the training pipeline.  The program’s work across 10 target countries has mobilized the first $1.5 million of the investment goal of at least $20 million in two years.
    Canada’s AcelerarMe Program is providing training and mentoring to businesswomen in Colombia, Costa Rica, Ecuador, Panama, Peru, and Mexico, executed by the Thunderbird School of Global Management.  The program aims to graduate an estimated 450 entrepreneurs by 2026.  Already, two active cohorts have completed the majority ofthe training and four new cohorts will begin training in January 2025.
    In 2024, Americas Partnership countries supported Small and Medium Enterprises (SMEs) through the Americas Partnership SME Inclusive Trade Inventory, including programs which assist micro-SMEs, that are owned and led by women, Indigenous persons, minorities, and those from historically underrepresented and underserved communities.  This fall, Americas Partnership governments held a Best Practices Exchange to strengthen knowledge-sharing among APEP countries. 
    Advancing economic competitiveness and supply chain resilience for Americas Partnership economies.
    The Department of State has driven inclusive and sustainable growth by providing up to $7 million to the IDB’s Biodiversity and Natural Capital Facility.  This Fund for Nature is supporting Americas Partnership member countries with technical cooperation to mainstream climate, biodiversity, natural capital, and nature-based solutions into economic development plans and investments.  
    To bolster semiconductor production capabilities across the Western Hemisphere, the Department of State, in collaboration with the IDB, unveiled the CHIPS ITSI Western Hemisphere Semiconductor Initiative.  This groundbreaking initiative, supported through the CHIPS Act International Technology Security and Innovation (ITSI) Fund, is enhancing semiconductor assembly, testing, and packaging capabilities in key Americas Partnership countries, beginning with Mexico, Panama, and Costa Rica.  Under the initiative, Costa Rica, Panama, and the Dominican Republic signed MOUs with Arizona State and Purdue Universities to expand their skilled semiconductor workforce. 
    The U.S. International Development Finance Corporation (DFC) and IDB Invest have supported almost $2 billion worth of projects in APEP member countries over the past year.  In addition, DFC and IDB Invest launched the Americas Partnership Platform to facilitate co-investments, and added a $30 million technical assistance facility to support new and existing projects under the Platform.
    The Inter-American Development Bank delivered a “Phase I” report to Americas Partnership members in June 2024 to evaluate and enhance members’ competitiveness in the three priority supply chain sectors (semiconductors, medical supplies, and critical minerals).  This report highlighted the scale of the nearshoring opportunity in our region, while identifying areas where targeted policy innovations and infrastructure improvements will attract additional investment.  In the next stage, the IDB is engaging policymakers and other stakeholders throughout the region to develop concrete, country-specific policy recommendations in a set of “Phase II” reports. 
    Americas Partnership countries launched the Americas Partnership Clean Hydrogen Working Group, co-led by Chile, Uruguay, and the United States.  Backed by the Department of State’s Power Sector Program, the Working Group seeks to ensure the Western Hemisphere is a global leader in clean hydrogen development and deployment as countries seek to meet their national clean energy and climate goals. 
    APEP countries have led a wide range of initiatives on key member priorities.  For example, Ecuador and Peru have joined forces to promote sustainable food production.  The Dominican Republic has led an effort to promote transparency and integrity in the public sector.  Chile is spearheadingexpanded cooperation in civil and commercial space affairs. Supported by agencies like the U.S. Trade and Development Agency (USTDA), Americas Partnership countries are also aiming to improve regulatory systems and market access for essential medical products across the region.
    In the year since the November 3, 2023 Leaders’ Summit, the Biden-Harris Administration has worked together with the members of the Americas Partnership for Economic Prosperity to take concrete steps towards fulfilling the hemispheric vision of economic prosperity for all of our citizens.
