    Deputy Prime Minister, Chairman of the Government Commission for Coordination of Work to Eliminate the Consequences of the Emergency Situation Caused by the Crash of Tankers in the Kerch Strait, Vitaly Savelyev familiarized himself with the progress of work to pump oil products from the Volgoneft-239 tanker in the area of Cape Panagia and held a meeting of the Government Commission at the operational headquarters in Anapa.

    “The pumping out of fuel oil from the vessel’s tanks is nearing completion. About 1.3 tons of fuel oil have been pumped out – there was about 1.4 tons of fuel oil in the four tanks in the stern. The pumping out work is on schedule and is scheduled to be completed by Monday morning,” said Vitaly Savelyev.

    After pumping out the fuel oil, specialists will begin dismantling the stern of the tanker on site and its subsequent transportation to the disposal site.

    A protective hydraulic structure has been created around the stern of the Volgoneft-239 tanker, which prevents leaks of oil products from the vessel into the Black Sea and protects the work site from adverse weather conditions.

    During the meeting of the government commission, the results of the work on the elimination of the consequences of the emergency over the past week were summed up; the current status was presented by the first deputy chairman of the government commission, Minister for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters Alexander Kurenkov, Minister of Natural Resources and Environment Alexander Kozlov, head of Rospotrebnadzor Anna Popova, head of Rosprirodnadzor Svetlana Radionova.

    “Work to eliminate the consequences of the emergency situation continues in accordance with the approved interdepartmental plan. At the meeting of the government commission, the results of the work for the past week were summed up, further plans were determined taking into account all the tasks and directions related to the elimination of the consequences of the emergency on land and at sea. The work is on schedule, positive dynamics are visible,” noted Vitaly Savelyev.

    SINGAPORE – More than two years after a Ukrainian woman was stopped at Bangkok’s Suvarnabhumi Airport during an INTERPOL operation with 116 baby tortoises concealed in her luggage, the internationally protected species have been returned to Tanzania as evidence against their smuggler.

    The repatriation of the tortoises signals the final phase of a long-running enquiry into an international wildlife trafficking ring that has led to the arrest of 14 suspects from various countries and tracked down the Ukrainian smuggler after a global investigation.

    A handover ceremony marking the reptiles’ return was held yesterday in Bangkok, attended by high-level officials from Thailand and Tanzania.

    Police Major General Surapan Thaiprasert, Commander of the Foreign Affairs Division at the Royal Thai Police said:

    “Thailand worked closely with INTERPOL and our partners in Tanzania on this significant case. Through our strong detection capabilities, we were able to intercept the smuggler and rescue the tortoises. Their successful return to Tanzania is a testament to our collaborative efforts.”

    Criminal economy

    The trafficking of endangered tortoises is a significant criminal economy, with species removed from their natural habitats, often to be sold abroad as exotic pets.

    The 116 tortoises recovered in Bangkok included pancake tortoises, radiated tortoises and Aldabra giant tortoises, all of which are protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

    Many of the tortoises died after being found in the smuggler’s luggage, despite urgent care provided by Thai authorities. All 116 were nevertheless repatriated as evidence.

    Cyril Gout, Acting Executive Director of Police Services at INTERPOL said:

    “Wildlife trafficking is a serious global threat that disrupts ecosystems and harms communities while enriching organized crime groups. This case demonstrates the resolve of law enforcement internationally to protect vulnerable species, stop illegal wildlife trafficking and bring criminals to justice.  

    “INTERPOL plays a vital role in facilitating coordinated action against wildlife crime and will continue to support our member countries in breaking up wildlife trafficking syndicates.”

    Dismantling a wildlife crime network

    Following her arrest in Bangkok, the Ukrainian smuggler fled Thailand before she could be fully prosecuted. Through intense international police collaboration and an INTERPOL Red Notice, she was located in Bulgaria in March 2023 and extradited to Tanzania three months later.

    Once it was established that the smuggler belonged to a larger wildlife trafficking network, INTERPOL provided investigative and operational support. As a result of these efforts, 14 additional suspects, from countries including Egypt, Indonesia, Madagascar and Tanzania, have so far also been arrested.

    Ramadhan Hamisi Kingai, Director of Criminal Investigation at the Tanzania Police Force said:

    “From the capture of the suspect to the repatriation of the tortoises, these successes were made possible through strong international police cooperation and a collaborative, multi-agency approach facilitated through INTERPOL. Tanzania is firmly committed to addressing wildlife crime and continues to work with other countries to ensure that those responsible are arrested and prosecuted to the fullest extent of the law.”

    Local wildlife officials in Tanzania will quarantine and care for the surviving tortoises before assessing if they can be safely returned to their natural habitats.

    A new national quantum facility, that will house 12 quantum computers, was officially opened by Science Minister Lord Vallance today (Friday 25 October).

    The state-of-the-art National Quantum Computing Centre (NQCC), a 4,000 square meter facility based at the Harwell Campus, will be home to several new quantum computers each designed to push the boundaries of what is possible with this emerging technology. It will house a wide range of quantum computing platforms, uniquely offering open access to industry, academia, and other sectors across the UK. More than 70 staff will be based there, and the Centre will also host an array of opportunities for students – including the world’s first dedicated quantum apprenticeship programme, 30 PhD studentships, summer placements, and crash courses for those in industry.

    Unlike many global counterparts, the NQCC’s systems are not restricted to government ownership or use, enabling anyone with a valid use case to harness its cutting-edge capabilities.     Quantum computing works in a completely different way from the computers we use every day. Ordinary computers process information in a series of simple steps, where everything is broken down into tiny chunks of digital data that represent ‘1’ and ‘0’ or ‘on’ and ‘off’. By manipulating these bits of data over and over again, we can perform calculations and solve problems, but solving complex problems is both energy-intensive and takes a lot of time.

    By contrast, quantum computers allow quantum information to be represented in multiple states at once – meaning it can be both ‘on’ and ‘off’ at the same time, allowing them to tackle complex problems in much less time. This means they have the potential to solve complex computational problems in seconds, minutes, or hours—tasks that would take today’s supercomputers years, decades, or even millennia, if they could solve them at all.

    Speaking at the International Electrotechnical Commission (IEC) annual meeting in Edinburgh earlier this week, Lord Vallance set out how the government is committed to supporting quantum companies to scale up, driving innovation that will fuel economic growth, strengthen the NHS, and position the UK as a clean energy leader. He also discussed how the UK’s commitment to working with other countries on global standards is helping to speed up innovation.

    Recent initiatives, including £100m for new quantum research hubs and funding for five Quantum Centres for Doctoral Training, which will train over 300 PhDs in the next four years, highlight the government’s dedication to advancing quantum leadership and ensuring the UK remains at the forefront of this rapidly evolving field.

    As a central part of the UK’s ten-year quantum programme, the Centre will play a central role in building the UK’s quantum ecosystem by supporting the development of quantum hardware, software, and applications. It is supported through an initial £93 million UKRI investment, delivered through the UKRI Engineering and Physical Sciences Research Council (EPSRC) and Science and Technology Facilities Council (STFC). UKRI has also invested a further £50 million, including through the Technology Missions Fund.

  • MIL-Evening Report: Going down a Wikipedia rabbit hole? Science says you’re one of these three types

    If you’ve ever gone to look up a quick fact and just kept browsing from one article (or page, or video), to another, to another – then you know the feeling of “going down a rabbit hole”. This experience of curiosity-led online wandering has become synonymous with the free, user-created encyclopedia Wikipedia.

    Founded in 2001, Wikipedia is today one of the world’s most popular websites. With more users than Amazon, Netflix, TikTok or ChatGPT, the site is a go-to source for people to learn about and discover new interests.

    In new research involving more than 480,000 Wikipedia users in 14 languages across 50 countries, US researchers led by Dale Zhou at the University of Pennsylvania studied three distinctly different ways of going down the Wikipedia rabbit hole. These “curiosity styles” have been studied before, but not in such a large, diverse group of people using Wikipedia “naturalistically”, in daily life.

    The research may help us better understand the nature and importance of curiosity, its connections to wellbeing, and strategies for preventing the spread of false information.

    Wikipedia: first controversial, now mature, always popular

    When Wikipedia was new in the early 2000s, it sparked controversies. People such as librarians and lecturers voiced concerns about Wikipedia’s potential for platforming untrue or incomplete information.

    Today, the factuality of Wikipedia’s existing contents is less concerning than questions of bias, such as which topics the site’s volunteer editors deem noteworthy enough to include. There are global efforts to fill gaps in Wikipedia’s coverage, such as “edit-a-thons” to add entries on historically overlooked scientists and artists.

    Part of what made Wikipedia groundbreaking was how it satisfies people’s intrinsic learning needs by inviting navigation from page to page, luring readers into rabbit holes. This, combined with the site’s participatory approach to creating and verifying pages, sparked its rapid growth. These qualities have also sustained Wikipedia as a predominant everyday information source, globally.

    Research about Wikipedia has also evolved from early studies comparing it to the Encyclopedia Britannica.

    This new study examines data about Wikipedia readers’ activities. It looks at the different “architectural styles of curiosity” people embody when they navigate.

    Busybodys, hunters and dancers

    The new study explores the “knowledge networks” associated with the three main styles of curiosity: busybody, hunter and dancer. A knowledge network is a visual representation of how readers “weave a thread” across Wikipedia articles.

    As the researchers explain:

    The busybody scouts for loose threads of novelty, the hunter pursues specific answers in a projectile path, and the dancer leaps in creative breaks with tradition across typically siloed areas of knowledge.

    Earlier research had shown evidence of busybodies and hunters, and speculated about the existence of dancers. The new study confirms that busybodies and hunters exist in multiple countries and languages. It also details the dancer style, which has been more elusive to document.

    The researchers also identified geographical differences between curiosity styles.

    In all 14 languages studied, busybodies tend to read more about culture, media, food, art, philosophy and religion. Hunters in 12 out of 14 languages tend to read more about science, technology, engineering and maths.

    In German and English, hunters were more drawn to pages about history and society than busybodies. The opposite was true in Arabic, Bengali, Hindi, Dutch and Chinese.

    Dancers were identified by their forward leaps between disparate topics, as well as the diversity of their interests.

    The research team points out we still have much to learn about how curiosity is shaped by local norms. Relating these results to gender, ethnicity, access to education, and other elements will paint a fuller picture.

    Curiosity is beneficial, generally … and we have more to learn

    Overall, this study supports the benefits of freer, broader browsing and reading. Following our curiosity can help us become better informed and expand our worldviews, creativity and relationships.

    At the same time, people sometimes need closure more than they need exploration. This is not a bad thing or a sign of narrow-mindedness. In many situations there are benefits to moving on from information-seeking, and deciding we’ve learned enough for now.

    Endless curiosity can have downsides. This is especially true when it’s motivated not by the joy of learning, but by the discomfort of uncertainty and exclusion. As other research has found, for some people, curiosity can lead toward false information and conspiracy theories. When information has a sense of novelty, or a hint of being hidden by powerful elites, this can make it more appealing, even when it’s not true.

    The new study emphasises that different curiosity styles do not lead simply or universally to creativity or wellbeing. People’s contexts and circumstances vary.

    Each of us, like Goldilocks, can follow our curiosity to find not too much, not too little, but the information that is “just right”. The researchers also hint at evidence for a spectrum of new curiosity styles beyond the main three, which will surely spark more research in future.

    Stay curious and enjoy the rabbit hole

    This study also suggests ways Wikipedia (and sites like it) could better support curiosity-driven exploration. For example, rather than suggesting pages based on their popularity or similarity to other pages, Wikipedia could try showing readers their own dynamic knowledge network.

    As a Wikipedian would say, this new study is noteworthy. It shows how smaller-scale, exploratory research into people’s reading and browsing can be translated to a much larger scale across languages and cultures.

    As AI becomes more influential and the problems of misinformation grow, understanding technologies that shape our access to information – and how we use them – is more important than ever. We know YouTube recommendations can be a radicalising pipeline to extremist content, for example, and ChatGPT is largely indifferent to the truth.

    Studying Wikipedia readers reveals a rich picture of people’s freely expressed, diverse online curiosities. It shows an alternative to technologies built on narrower assumptions about what people value, how we learn, and how we want to explore online.

  • MIL-OSI Australia: Joint press conference – Apia, Samoa

    Anthony Albanese, Prime Minister: I’ve just come from the opening session of the Commonwealth Heads of Government meeting here in Samoa. And apart from what was a rather extraordinary cultural display, including all the countries of the Pacific, including Australia, the speech of His Majesty King Charles was, of course, a highlight. King Charles spoke about the existential threat of climate change to our region. He also spoke about the need to not divide, but to come together in our common interest as a Commonwealth. And it was very well received by the heads of government and by the delegates to this important conference that comes at an important time, and the first time, of course, that CHOGM has been held here in the Pacific. We also heard from the Prime Minister Fiamē, and I was able to have a bilateral meeting with the Samoan Prime Minister this morning, after which, I had a bilateral meeting with the Prime Minister of the UK, Keir Starmer, as well as I had a range of informal meetings while we were waiting for CHOGM to occur, with other Commonwealth leaders. The Pacific is, of course, a global leader in climate action, and Australia respects and supports that leadership. The meeting that we had today with the Prime Minister of Samoa, and other Pacific partners who we discussed with, was about galvanising action in our region, and it will be front and centre of the next two days deliberation. Australia and the United Kingdom, of course, are old friends, but we’re also close friends. And more than friends, we’re partners, and I’ve enjoyed a positive relationship with Prime Minister Starmer for some time. It’s the first time we’ve been able to meet face to face as Prime Ministers of our respective nations. We today discussed, importantly, our new climate and energy partnership that we will be delivering on. We have a common view about the challenge, but also the opportunity, that climate change action represents. We both are on the path to net zero through the transition, and we see that as an opportunity for new industries, new jobs and a new industrialisation of our respective countries. From Australia’s perspective, of course, a future made in Australia, from the UK’s perspective, a future made in the UK. And there’s a real opportunity for us to develop technologies together to make a difference, as well as look at cooperation in areas such as climate finance. The new partnership will allow us to explore cooperation right across the board in all of these areas. Today, also, we’re announcing grants on our Australia-UK Renewable Hydrogen Innovation Partnership Program. This is six companies in Australia, six companies and entities in the United Kingdom, cooperating and collaborating to make a difference with the emerging green hydrogen industry that has such promise to play a critical role in the transition to net zero, in the production of green metals, in a range of areas that will make a difference of lowering our emissions whilst producing new industries and new jobs and new opportunities for Australia, but also for the United Kingdom. Of course, we also discussed AUKUS and the progress that we are making together. And in December, the Foreign Minister and Defence Ministers of both countries will meet, and that will be the next step in making sure that we continue on that pathway, the optimum pathway, for the delivering of AUKUS, and both of us expressed our support for the progress that has been made. I will hand to the Foreign Minister, and then we’re happy to take some questions.

    Penny Wong, Minister for Foreign Affairs: Thanks very much, Prime Minister. Look, it’s fantastic to be here with the Prime Minister for the Commonwealth Heads of Government Meeting. Obviously I had the Foreign Minister’s track yesterday and today is the important Head of Government Meeting, and it’s been a fantastic opportunity to engage with all members of the Commonwealth. Can I just say in relation to the partnership the Prime Minister has announced with Sir Keir Starmer, the Prime Minister of the United Kingdom. This is the Prime Minister’s first formal bilateral with the incoming government, and what a cracking start. Straight away, we’re set to work, working together on transforming our economies, on dealing with not just the existential threat, which is climate change, but all that we need to do economically for our own economies and for the world. So it’s a very exciting announcement that the Prime Minister is making today.

    Prime Minister: Happy to take some questions.

    Journalist: Prime Minister, the Prime Minister of Tuvalu has said that Australia is not doing enough to curb fossil fuel emissions. What do you say to that?

    Prime Minister: Well, I had positive discussions with Prime Minister Teo and other Pacific leaders here. They recognise that the challenge of climate change doesn’t mean that you can just flick a switch and act immediately. We need to make sure that energy security is prioritised in order to make sure that we have that support going forward. But we’ve worked very closely with our Falepili agreement with Tuvalu. The Prime Minister of Tuvalu was in Perth recently as well to pick up the vessel which will provide support there in Tuvalu. And I must say that the feedback I’ve had from Pacific leaders has been very welcoming of Australia’s leadership here in the Pacific when it comes to climate action.

    Journalist: Can I ask you further about climate change? Because the King’s speech was very interesting on the existential threat. He made some very dire warnings about what climate change could lead to without, well, global action, and I guess that means an agreement here. Now the King is usually meant to be above politics, isn’t he, but climate change is a very political issue. And in fact, politicians like Nigel Farage, for instance, once likened him to an eco-loony for taking a position on climate change. Admittedly, before he ascended the throne. Has he gone too far and beyond his official duties by being so political about climate change, or is he absolutely right to warn of division and conflict?

    Prime Minister: His Majesty is very passionate about the world in which he lives and about the responsibility that we have to future generations. It’s an issue which has characterised his public comments over a long period of time. He also made very strong comments in the Great Hall in Canberra. And in most parts of the world, with very few exceptions, climate change is above politics. It is about existential threat that exists to countries like Tuvalu and Kiribati. It’s about the world in which we live. It’s about our native fauna and flora. It’s about the natural disasters that we were warned would increase in intensity and in frequency. And that is precisely what we are seeing in Australia, but in other parts of the world as well, increased impact of climate change, whether it be rising sea levels, increased cyclones, increased bushfires, increased droughts, we are seeing the impact of climate change, that’s recognised by scientists around the world, and indeed one of the first world leaders to recognise the challenge of climate change and the need to act was Margaret Thatcher.

    Journalist: The King also talked about misinformation and the dangers of social media. It’s an area your government has worked on reform for. Have you discussed this topic with the leaders here today, and do you consider this an endorsement from the King?

    Prime Minister: Well, His Majesty, of course, speaks for himself, and he made comments about the world in which he resides. And social media is having an impact. It’s having an impact around the world, and much of that impact, of course, is positive. The capacity to communicate with each other is an important one. The use of new technologies to get information out there can be very important, but we also know that there can be a very negative impact as well. With misinformation, we’ve seen the use of artificial intelligence, including, fake information, and indeed, fake videos and a range of materials. And we know that social media when it comes to young people is having an enormous impact, and that’s what my government is doing. It’s something that we see discussed, I think, at the site of every tennis court on the weekend, netball court, football oval, swimming pool, we see parents after school, they’re very concerned about this impact. And I think that the fact that His Majesty, King Charles, is very conscious about the modern world and prepared to engage in debate about that discourse is, I think, of course, up to him, but it’s something that I think brings him credit.

    Journalist: If I could just ask, Keir Starmer and others have talked about conflicts, including that in the Middle East. Jim Chalmers has talked about the need for a ceasefire in the Middle East to prevent persistent global inflation. Do you agree that a ceasefire would go some way to doing it?

    Prime Minister: Well, we have been very clear about our view, and it’s a view we signed with Sir Keir Starmer and other leaders in the 13 countries that signed up to the statement some time ago. Quite clearly, we do need a resolution. We have said very clearly that we also want to see the hostages released. We want to see both Israelis, but also Palestinians and Lebanese to be able to live in peace and security. I note that Secretary Blinken is there in the region, and the Secretary of State has played a critical role in trying to bring about a reduction in conflict in the region, and we certainly wish him well,

    Journalist: Just, obviously, the legacy of colonialism is being discussed, and there are calls from African and Caribbean nations for Britain to pay reparations or engage in a process of reparatory justice for the evils of slavery. It’s something the UK Prime Minister has ruled out, but given Australia’s own history of black birding, is it something you’d support other Commonwealth nations in calling for, or at least for truth telling processes?

    Prime Minister: Well, the Australian Government has recognised black birding for a number of decades now. Paul Keating in 1994 said that black birding represented a sorry chapter in Australia’s history, and it does. What my government is focused on very much is a forward agenda of, how do we close the gap? How do we make a difference when the gap is there between Indigenous and non-Indigenous Australians in so many areas? We need to do better.

    Journalist: Prime Minister, just briefly back on climate change, if that’s all right. The King also spoke about the way that climate change could fuel social division and inequalities between nations. Is this something the Government’s examined in our own region, as temperatures rise and as natural calamities increase, the way that, for example, water shortages or other problems could fuel conflicts between countries, and given the ONA has done some assessment on this, ONI rather, sorry. Why should that assessment not be made public to the Australian people?

    Prime Minister: Because ONI that’s the job that it does so, I think with respect Stephen, you know the answer to why intelligent briefings are just that. But we know as well, it is no secret, and the Australian Government has made information available. That is one of the contexts of the discussions that take place at places like the Pacific Island Forum and indeed, CHOGM here, as well as bilateral visits. We’ve had visits, if you speak about the region, from the leaders of Papua New Guinea, Samoa, Tuvalu, Tonga, a range of countries in our region, Fiji too, since I’ve been Prime Minister, it’s always front and centre. And there is an equity aspect to climate change because of its impact is not even across the board, and so it is part of the context of the debate is making sure that Australia and those countries that, of course, are largely responsible for the emissions which are there, have a greater responsibility to act. That’s something that’s been recognised in, that’s part of the UN Framework Convention on Climate Change. We need to act together as the world. And I think that was a theme of, Commonwealth essentially means common good, and it is something that was a theme of His Majesty’s speech. And I think it was a very fine speech, which will be well received by Commonwealth nations.

    Journalist: Could I ask Minister Wong about the work with women that you’ve been doing over the last couple of days. The Queen has obviously, you know, spoken extensively about ending violence in the Pacific against women. When we talk about Australia engaging with the Pacific nations, we often talk about rugby league. What’s our in with women to help the Pacific, a platform for us, for Australia to help the Pacific?

    Minister Wong: Well, thanks for the question. I appreciate it. And you know, one of the points that I made yesterday and Her Majesty also made, is that if you’re serious about progress and development and peace, then you have to ensure you deal with women’s experience of violence, women’s access to education, women’s access to economic empowerment. In other words, a country cannot be all that it could be unless women and girls are enabled to fulfil their potential. We’ve really sought to integrate this work into our development assistance programs. And so you will see in Australian development programs, there’s a much greater emphasis than under previous governments, on making sure that there is a perspective around gender. In other words, if you’re funding an economic initiative, what is needed to enable women to participate as well as men? Education, similarly, what is the infrastructure needed for women and girls to participate so there is no peace and stability and prosperity without women taking their full place in a society. And we’ll continue to talk with the region about that.

    Prime Minister: Thanks very much. One more.

    Journalist: Two more?

    Minister Wong: You’ve had one.

    Journalist: The King also said you can’t change the past, which is clear, but do you think the Lidia Thorpe’s outburst or protest in Parliament indicates the Commonwealth collectively has not progressed?

    Prime Minister: Well, Lidia Thorpe’s outburst was, of course, about Lidia Thorpe, and she achieved her objective because I’m getting a question about it now. I thought it was rude, outrageous and entirely inappropriate.

    Journalist: If the ocean declaration is signed tomorrow what would Australia’s commitment be?

    Prime Minister: Well, I’m not going to pre-empt the processes. I’m hoping to end this press conference so that I can go to, the sessions haven’t begun yet, they begin this afternoon. We’ll be working this afternoon in a couple of sessions, but then again, tomorrow. I can indicate about tomorrow, just to get this in your diaries as well, the Pacific Policing Initiative, a number of, particularly Samoa, but other countries as well, have recognised that this is the first time it’s operated. We announced it just months ago. There are 11 countries, 46 police officers, including three from Australia, participating, providing security here. There’s also the people who are looking after me here from the local police, were trained by Australians in the past, and tomorrow, we’ll be first thing meeting with the nations of the Pacific who are participating, because this will be something to really celebrate. This is a great example of how Australia can provide practical support with, of course, the three prongs. One is the joint operations such as this one. The second will be the centre there at Pinkenba in Brisbane, that will provide the training. And then the four Centres of Excellence, one of which will be in Papua New Guinea, another which will be in Fiji. This is an example of Australia really making a difference in the region. And I conclude with that, but to thank all the journalists as well who made the effort to come here. This is an important gathering, and I appreciate, and I think Australia appreciates, the fact that you’re here as well. Thanks very much.

    The Seventh Air Force and Republic of Korea Air Force Operations Command are hosting a combined large force exercise, Freedom Flag 24-1, with U.S., Republic of Korea, and Royal Australian Air Force participants Oct. 21 – Nov. 1, 2024.

    The event is part of an annual training schedule designed to enhance the combined readiness and interoperability of combined air component forces, with large scale, integrated training on advanced, high-end tactics, techniques and procedures against an advanced adversary.

    “Freedom Flag demonstrates the strength of the ROK-U.S. Alliance and the shared commitment of the ROK and U.S. air forces to the defense of the Korean peninsula and the United States,” said Lt. Gen. David Iverson, Seventh Air Force commander. “It enables us to work together to build the readiness we need, to deter our adversaries, and if that deterrence fails, to be ready to prevail quickly in any type of conflict.”

    As Seventh Air Force adapts and adjusts its training focus to ensure continued preparedness, it is shifting its fall and spring major flying training events to be flag-level air exercises, modeled after the U.S. Red Flag exercises, to provide complex, scalable training opportunities to air and joint commanders in the Indo-Pacific region.

    This year’s exercise seeks to improve multinational airpower in two phases, focusing on high-quality, face-to-face planning sessions Oct. 21 to 25, and then executing complex flying scenarios Oct. 28 to Nov. 1, featuring offensive and defensive counter-air, air interdiction, close air support, combat search and rescue, air drops, and aerial medical evacuation missions.

    Military personnel from the ROK Air Force, USAF, U.S. Army, U.S. Marine Corps, and Royal Australian Air Force, assigned to units from across the Indo-Pacific region including the U.S. Special Operations Command Korea and ROK Special Warfare Command, plan to participate in the training. RAAF support will not only include aircraft and aircrew – RAAF air battle managers will also join U.S. and ROKAF air controllers in the Korean Air Operations Center for the first time.

    “Many nations value freedom for their people, and the international, rules-based order,” said Iverson. “Freedom Flag provides a valuable opportunity to train together and raise our readiness to defend those ideals.”

    U.S. aircraft scheduled to participate include the F-16 Fighting Falcon, F-35B Lightning II, A-10 Thunderbolt II, E-3 Sentry, U-2 Dragon Lady, MQ-9 Reaper, MQ-1C Grey Eagle, KC-135 Stratotanker, C-130J Super Hercules, MC-130J Command II, and AH-64 Apache, coming from locations both on and off the Korean peninsula. The RAAF will be providing aerial refueling support with a KC-30A Multi-Role Tanker Transport, while ROKAF aircraft will participate with their F-35A Lighting II, F-15K Slam Eagle, KF-16 Fighting Falcon, FA-50 Fighting Eagle, F-5 Freedom Fighter, KA-1 light attack aircraft, C-130H Hercules, CASA CN-235 and KC-330. Various U.S. and ROK intelligence, reconnaissance and surveillance aircraft will also join the training.

    “This exercise will play an important role in enhancing the readiness of the ROK and U.S. air forces to deter enemy threats through high-level training,” Iverson said. “Although we focus on deterrence, every single day we are ready to defend both the Republic of Korea and the United States together with thousands of Airmen and hundreds of combat aircraft.”

    Combined flying training events like Freedom Flag 24-1 are focused on readiness, not related to any current real-world situations, and are not intended to be threatening or provocative toward any other country.

    For the first time in six years, the 51st Maintenance Group hosted a maintenance immersion tour with Republic of Korea Air Force Airmen to showcase Osan’s maintenance and logistics capabilities at Osan Air Base, ROK, Oct. 21-23, 2024.

    ROKAF officers assigned to multiple bases across the peninsula were given the opportunity to tour various facilities such as the 5th Reconnaissance Squadron, the 731st Air Mobility Squadron, as well as the 25th and 36th Fighter Generation Squadrons.

    “This tour provides insights into various career fields and their operational status,” said Capt. Michael Shin, 36th Fighter Generation Squadron sortie generation flight commander. “But it also fosters personal connection among the participants and our Airmen.”

    Throughout the tour, ROKAF Airmen engaged in demonstrations and discussions with Osan AB personnel, gaining critical knowledge about aircraft maintenance, procedures and logistical operations.

    “The systems we were able to see were more similar than I had assumed,” said Capt. Eugene Koo, 15th Special Missions Wing operations support plan officer, “I learned a lot of new things and corrected some misconceptions I originally had.”

    The tour also emphasized the importance of building relationships between the two forces. Informal networking sessions allowed ROKAF and U.S. Air Force members to share experiences and strategies, reinforcing the collaborative spirit that is crucial for joint operations.

    “I enjoyed seeing the differences between our two cultures in a work environment,” said Capt. Yunseok Yang, 5th Aircraft Maintenance Group component maintenance squad leader. “I think it’s important for us to continue to work together and learn from each other.”

    “Venom: The Last Dance,” the newest and final installment in the “Venom” trilogy, hit the Chinese movie market on Wednesday, raking in 67.3 million yuan and setting a record for Marvel movies since the 2019 summer movie season when “Spider-Man: Far From Home” opened to 247 million yuan on its first day.

    Directed and written by Kelly Marcel, “Venom: The Last Dance” is the latest anti-superhero story to hit Chinese theaters and features beleaguered journalist Eddie Brock and his alien symbiote buddy, Venom. In this final installment, Eddie and Venom are frantically on the run, pursued by adversaries including Marvel villain Knull and Xenophage, the deadly insect-like alien species that Knull controls. 

    Besides Knull and his minions, the anti-hero duo are also wanted by law enforcement and military forces experimenting with symbiotes in a massive underground lab within the notorious Area 51, a military base in America that is connected to many extraterrestrial urban legends.

    As the storyline unfolds, the film builds to a climactic battle where either Eddie or Venom must make a sacrifice to save the universe. This theme is encapsulated in the film’s tagline, “till death do they part,” as teased in promotional materials.

    “Venom: The Last Dance” premiered in Chinese theaters on Oct. 23, two days before its North American debut. Amid a prolonged cold period within the Chinese film market, the film impressively grossed over 66.9 million yuan on its opening day. 

    This strong opening highlights the continued charm of the “Venom” series within China, where the first installment of the trilogy earned a staggering 1.87 billion yuan in 2018. While the final performance of this new film remains uncertain, this robust start suggests a significant swift at a time when Hollywood blockbusters have generally been losing traction in the country.

    At the Chinese premiere for “Venom: The Last Dance,” that was held on Tuesday in Beijing, the audience responded warmly after the advanced screening, as the film is visually exciting, action-packed and strikes an emotional chord with moviegoers as the final chapter in the “Venom” trilogy. 

    Inspired by the comics and valuing fans’ input, director Marcel recognized that with “Venom: The Last Dance” being the trilogy’s conclusion it was crucial to deepen the relationship between Eddie and Venom, enriching the film with profound emotional elements. The filmmaker also noted that the duo’s escape journey infuses the movie with cinematic motifs that are usually attributed to road trip movies. 

    To appeal more to the Chinese audience, Sony Pictures Entertainment hired Chinese actor Jia Bing to voice Venom in the Chinese release of the film. They also created promotional materials that were inspired by Chinese culture, such as a poster for the film that is reminiscent of traditional Chinese art and based on the legend of Hou Yi, a divine archer from Chinese mythology who shot down nine of the ten suns, and an animated short produced using AI tools that was in the style of water-ink painting. 

    Besides Jia Bing as the voice of Venom, the film also stars Chiwetel Ejiofor, Juno Temple, Rhys Ifans, Andy Serkis and Peggy Lu, an Asian-American actor who plays Mrs. Chen, a Chinese convenience store owner who befriends Eddie and Venom.

    The film’s protagonist Eddie (Venom) was once again played by actor Tom Hardy, who also took up the roles of writer and producer for the film. Although “Venom: The Last Dance” is intended to be the finale of the “Venom” trilogy, Hardy offered the following tease during a recent press event in Mexico: “Will we ever meet Spider-Man? You know… there are always possibilities. I couldn’t possibly say anything because this is the last movie. Yeah, I would love that.”

    The UK non-food online market is set to grow by 2.9% to reach £106m in 2024, with online penetration forecast to climb to 39%, marking an improvement for the first time since the COVID-19 pandemic, according to GlobalData, a leading data and analytics company. GlobalData anticipates the non-food online market growth will outpace the total retail market, which is expected to increase by 2.1% in 2024.

    Tash Van Boxel, Retail Analyst at GlobalData, comments: “Retailers must diversify online capabilities to take advantage of increased online demand. Enhancing online services will be essential, such as implementing AI powered tools to strengthen apps and websites and improving fulfilment services. Not doing so will expose retailers to fluctuations in footfall, impacting offline demand. A strong online proposition can help retailers convert online browsers to purchase through services such as Click & Collect.”

    As online growth is set to continue, retailers must ensure that delivery services provide good value for money and high efficiency. 85% of frequent online shoppers* would switch away from their favourite online retailer if they could find faster delivery for the same item elsewhere, according to GlobalData’s September 2024 Consumer Views survey**. A further 60% of frequent online shoppers stated that the delivery experience impacts whether they shop at the retailer again.

    Van Boxel continues: “Online shoppers value the delivery experience and will switch away to competitors if the experience goes sour. Prioritising cost-effective delivery methods is crucial for retailers to retain customers, ensuring shoppers have options, such as next-day delivery and nominated-day delivery at reasonable prices. Retailers must also be cautious about which couriers they partner with, as shoppers will look elsewhere if the only available courier has proved to be unreliable in the past.”

    Social media will play a vital role in the growth of the non-food online market, as consumers increasingly shop directly through social media platforms. 49.0% of UK consumers use Instagram, and 30.9% use TikTok, according to GlobalData’s October 2024 survey. Usage is highest among Gen Z consumers, with 88% using Instagram and 74% using TikTok.

    Van Boxel concludes: “Social media is growing as a retail channel, but given the variation in usage among the generations, retailers need to cater their content on each platform to reach their target audience. As younger consumers utilise Instagram and TikTok more than their older counterparts, retailers must tailor content to this demographic. For example, collaborations with content creators are more likely to resonate with younger consumers who are more trusting of social media reviews than sponsored posts announcing new product launches, which may capture all age groups. Personalising marketing campaigns and content will be key to growing retailers’ customer bases and bolstering online traffic.”

         The Buildings Department (BD) launched Building Safety Weeks 2024 today (October 26), with a view to promoting building safety messages to the public through a series of activities, as well as working continuously with the public and the building industry to create a safe and sustainable living environment for the community.
     
         Speaking at the opening ceremony of Building Safety Weeks 2024 held at the BD Headquarters, West Kowloon Government Offices, the Permanent Secretary for Development (Planning and Lands), Ms Doris Ho, said that the Government is committed to enhancing building safety in Hong Kong, particularly addressing the issue of building dilapidation.  A regular inspection programme has been implemented by the BD since the first quarter of this year to inspect the external walls of 360 higher-risk buildings each year, and to use drones and smart technologies to quickly assess the condition of building external walls and carry out emergency works where necessary. The Government also continues to implement a series of building rehabilitation assistance schemes to assist owners in fulfilling their maintenance responsibilities. Moreover, the Government is reviewing the Buildings Ordinance (BO) to explore, among others, increasing penalties and streamlining enforcement procedures. As stated in the Policy Address just delivered, the Government will soon put forward elderly-friendly building design proposals for consultation. One of the themes is to foster a safe and comfortable living environment for the elderly.

         Ms Ho said that while it is the Government’s responsibility to improve building safety through policy review and measures, members of the public should also enhance their awareness of building safety and comply with government policies, so that the intended policy objectives can be achieved. She hoped that through the Building Safety Weeks 2024 promoting building safety, the community would work together to build a more liveable environment for Hong Kong.

         The Director of Buildings, Ms Clarice Yu, outlined the future direction of the BD at the opening ceremony. She said that the Government will put forth proposals to amend the BO and launch a public consultation later this year. The proposed amendments will include enhancing the deterrent effect against non-compliance with notices under the Mandatory Building Inspection Scheme, repair orders, removal orders and unauthorised building works, as well as strengthening the registration and disciplinary systems of contractors. It will also propose to increase the types of exempted works and minor works under the BO. The BD will render full support to the Development Bureau in taking forward the work. Meanwhile, the BD will step up enforcement in accordance with the current BO and continue to work with the industry to promote preventive building maintenance through various promotional and educational activities to enhance owners’ awareness of the importance of proper maintenance of their own properties to avoid building dilapidations.
     
         Ms Yu said that the BD has long committed to enhancing its services through innovative technologies, including the launch of Stage 3 of the Electronic Submission Hub (ESH) on June 30 this year to accept all types of plan submissions and related applications, facilitating the instant transmission of documents and communication between relevant departments, organisations, and building professionals, thereby enhancing work efficiency and significantly reducing paper consumption. The BD also launched in March this year the Building Information Modeling Area Tool to enable the industry to conduct automated checking of floor areas against the requirements under the BO, thereby enhancing quality and accuracy of the submissions of building plans. The BD will continue to play the role as a facilitator and strive to streamline the vetting procedures to assist the building industry in enhancing speed and efficiency in building developments. The industry is also encouraged to make use of innovative technologies to improve the built environment.
     
         Building Safety Weeks is a major event of the BD’s annual public education and publicity efforts, which include the BD Inno Tech Open Day held today at the BD headquarters. In addition to thematic talks, the Open Day also included various exhibitions covering the ESH, the “WIN SAFE” mobile application, digital rebound hammer tests for concrete, water seepage tests, the use of drones and artificial intelligence to assist in external wall inspections of old buildings, etc to enable the public to have a more comprehensive understanding of the BD’s daily operation, as well as to promote building safety and foster a building safety culture.
     
         In celebration of the 75th anniversary of the founding of the People’s Republic of China, the Open Day featured “Learning about 75 Building Plans” as a special activity for the public to learn how to inspect building and minor works records through the BD’s Building Records Access and Viewing On-line system. The first 75 successful registrants were given a copy of the building plan, the structural plan and the drainage plan of their own residential unit for free.
     
         Another highlight of Building Safety Weeks is the Building Safety Symposium, which will be held on November 1 at the Y-Theatre, Youth Square, Chai Wan. The theme of this year’s symposium is “Building for Our Future: Smart Technologies for Building Safety and Sustainability”. Representatives from the building industry, the property management sector, the Government and academia will exchange views on the application of innovative technologies to enhance the safety of buildings and construction works.
     
         Moreover, the BD will hold the Building Safety Carnival on November 9 and 10 and November 16 and 17 at Tuen Mun Town Plaza and Olympian City 2 respectively, with an aim to help members of the public acquire proper building safety knowledge through playing simple games.

         Organised by the Innovation and Technology Commission (ITC), InnoCarnival 2024 (IC 2024) is being held from today (October 26) to November 3 at the Hong Kong Science Park. Under the theme “Let’s Sail with Innovation and Technology”, this year’s carnival features a number of exhibits of local innovation and technology (I&T) achievements. IC 2024 is also one of the signature events to celebrate the 75th anniversary of the founding of the People’s Republic of China.

         Officiating at the opening ceremony of IC 2024, the Financial Secretary, Mr Paul Chan, said that the theme of IC 2024 matches the Hong Kong Special Administrative Region Government’s policy in fostering economic diversification by creating a favourable environment for emerging industries to develop via technology. He said that I&T are not out of reach; rather, they are closely related to daily life and can produce substantial benefits. The Government has strived to enhance the I&T ecosystem of Hong Kong over the past few years, while the Chief Executive also announced multiple measures to promote the development of the technology industry in last week’s Policy Address.
          
         Mr Chan continued that it is also necessary to elevate the foundation of popularising science to have a vibrant local I&T development, while the InnoCarnival serves as a good opportunity to foster popularising science among the public. In fact, the carnival is not only an I&T event for the public to enjoy but also a platform for programme partners, especially start-ups, to realise their dreams. He believed that different activities in the carnival will inspire people’s interest in I&T and cultivate more talent to join the I&T field and contribute to Hong Kong and the country.
          
         Speaking at the ceremony, the Secretary for Innovation, Technology and Industry, Professor Sun Dong, acknowledged that popularising science culture is crucial for developing the I&T ecosystem in Hong Kong, while the carnival undoubtedly serves as an event to foster science education for all. He expressed special thanks to universities, research institutes and government departments for their enthusiastic participation in the carnival. He noted that universities and research and development (R&D) centres have been the backbone of the I&T ecosystem of Hong Kong, which have spawned a number of disruptive technologies in the past and nurtured many outstanding scientific talents, while government departments have responded positively to the development of Hong Kong into a smart city in recent years by utilising technology in their daily work. He said he believes that the annual InnoCarnival, where programme partners showcase their I&T achievements with pride, presents a good opportunity for technology education for the public.
          
         The Hong Kong Federation of Youth Groups and the Hong Kong Science and Technology Parks Corporation are campaign partners of IC 2024. The event is receiving support from over 75 programme partners, including local universities, R&D centres and platforms, government departments and other organisations, which have set up booths at the Hong Kong Science Park, showcasing a series of I&T achievements and interactive games. Also, a diverse line-up of about 150 workshops and webinars across various subjects will be available during the carnival, with the aim of showing the public the importance of I&T in people’s daily lives.
          
         In addition, to celebrate the 75th anniversary of the founding of the People’s Republic of China, some significant scientific research projects in co-operation with Mainland institutions will be displayed, including the “Hong Kong Youth Scientific Innovation”, the world’s first large-scale artificial intelligence model scientific satellite jointly developed by the Chinese University of Hong Kong and ADA Space with funding support from the Innovation and Technology Commission; “Surface Sampling and Packing System”, a space instrument developed for the Chang’e-6 by the Hong Kong Polytechnic University to assist the country in completing the world’s first lunar far-side sampling mission; and the “Digital Deep-sea Typical Habitats (DEPTH),” an initiative under the United Nations’ Decade of Ocean Science for Sustainable Development led by the country and participated by the Hong Kong University of Science and Technology.          Furthermore, 23 winning I&T solutions and some of the prototypes of the second City I&T Grand Challenge will also be displayed for trial in the carnival. To promote an I&T culture and enhance the application of I&T in the community, the second City I&T Grand Challenge was launched in March this year under the theme “Hong Kong’s Got I&T”. It invited submissions from different sectors of the community to develop I&T solutions focusing on two subjects, namely “I&T for Nature (Yama)” (improving the operation and management of country parks and campsites, and enhancing hikers’ experiences in nature) and “I&T for Community (Community Wellness)” (enhancing support for carers). After rounds of assessment and pitching, over 50 awards across four categories, which were the Primary School Group, the Secondary School Group, the University/Tertiary Institute Group and the Open Group, were presented at the Grand Pitch in August this year.

  • MIL-OSI Asia-Pac: InnoCarnival 2024 opens

    Financial Secretary Paul Chan today officiated at the opening ceremony of the InnoCarnival 2024, which is being held from now until November 3 at the Hong Kong Science Park.

     

    Organised by the Innovation & Technology Commission (ITC), the event features exhibits showcasing local innovation and technology (I&T) achievements under the theme “Let’s Sail with I&T”.

     

    In a speech, Mr Chan said that I&T is relevant to daily life and can produce substantial benefits. He added that the Government has strived to enhance Hong Kong’s I&T ecosystem over the past few years, and that the Chief Executive announced multiple measures to promote the sector in last week’s Policy Address.

     

    Mr Chan asserted that it is necessary to elevate “popularising science” in the public imagination in order to nurture I&T development locally, and that the InnoCarnival offers an opportunity to achieve this.

     

    He added that besides being an event for the public to enjoy, the carnival is a platform for programme partners, especially start-ups, to realise their dreams. He said that it will inspire people’s interest in I&T, encouraging more talent to join the sector and contribute to Hong Kong and the country.

     

    The carnival is supported by over 75 programme partners, including local universities, research and development centres and platforms, government departments, and other organisations. The partners’ booths showcase various I&T achievements, in addition to interactive games.

     

    A diverse line-up of about 150 workshops and webinars, ranging across various subjects and demonstrating the importance of I&T in people’s daily lives, will be staged during the carnival.

     

    To celebrate the 75th anniversary of the founding of the People’s Republic of China, a number of significant scientific research projects carried out in co-operation with Mainland institutions will be on display.
