  • MIL-OSI Security: U.S. Navy Unit in Singapore Recognizes Guyana, Brooklyn Native as Top Sailor

    Once a young boy from Brooklyn, petty officer first class Jamal Thompson’s journey began with the dreams of his Guyanese parents who sought freedom, democracy, and prosperity in New York City. As he grew up, he found solace in the cheers for the New York Yankees and the rhythm of music from Nas. Venturing south to Gordon State College in Barnesville, Georgia, he not only found love in meeting his future spouse, but also discovered his calling by joining the U.S. Navy. Fast forward seven years, Brooklyn’s finest, Thompson, stood tall as he was honored with the prestigious title of the 2023 U.S. Navy Sailor of the Year (S.O.Y.) for Commander, Logistics Group Western Pacific/Task Force 73 (COMLOG WESTPAC/CTF-73) in Singapore. Equipped with a no-nonsense New York state of mind, Thompson was unanimously recognized as S.O.Y. by senior leaders for operating as a personified Swiss Army knife, successfully balancing five jobs simultaneously in a single calendar year.
    “I’m honored to be the CTF-73 Sailor of the Year, yet, I take more pride in serving and caring for my Sailors,” said Thompson. “Whether it is ensuring their award recognition or helping them achieve their goals, I’m there to serve and support. Whether their ambitions are to be a chief petty officer, a commissioned officer, or to transition to the corporate world, I take pride in helping junior personnel reach their professional goals, whether in the Navy or after.”
    Thompson practices what he preaches, as in 2023, he operated as second in command for CTF-73’s human resources (admin) department, where he approved hundreds of urgent travel claims for personnel. He also served as a victim’s advocate for the command’s Sexual Assault Prevention and Response (SAPR) program while operating as the then-elected president of the non-profit first class petty officer association (FCPOA). Thompson continued setting the example by also leading weekly early morning group fitness sessions for fellow Sailors and Marines through a program called Sailor 360, and stood over 100 hours of security watch — often on nights and weekends.
    “Sailor 360 coordinator is my favorite collateral duty because I can impact the entire command with just 30 minutes of morning fitness,” said Thompson. “It’s a great way to let our hair down because of the physicality of the workouts before we all start the workday. I never waste anyone’s time because I truly enjoy helping co-workers improve themselves physically, mentally, and spiritually.”
    The six-foot four Brooklynite who grew up in a predominantly Caribbean-cultured household, credits his unmatched work ethic to his upbringing and “humble beginnings, where I saw a lot of people financially struggle,” he said.
    According to the American Forces Network (AFN), Thompson is among the approximately 19 percent of Hispanic Americans currently serving in the Armed Forces today. Cuban-born Secretary of the Navy Carlos Del Toro echoed this year’s theme, ‘Pioneers of Change: Shaping the Future Together’, when he said, “Hispanic Americans have had a profound and positive influence on our country. As we discover more of these stories and honor their ultimate impact, we enrich our understanding and strengthen our collective identity.”
    Thompson identifies as Guyanese-American or Afro-Latino, with his collective South American, Caribbean, and North American identities making him the man he is today. A man whose profound influence is strengthening the U.S. Navy by investing in his fellow Sailors in Southeast Asia.
    When Thompson isn’t juggling multiple roles, he says he likes to enjoy the sights and tastes of Singapore with his spouse and young children because “it reminds me of home with the train system and the melting pot of different cultures. You can walk the streets of downtown and hear countless different languages: Malay, Mandarin, Tamil, French, Japanese, or English. Singapore feels a lot like New York.” Thompson says he also enjoys the Lion City’s spicy Indian cuisine as it “reminds me of the food I ate growing up like Roti and Chicken Curry,” he said.
    While Thompson is more than 15,000 kilometers from the Big Apple and over 17,000 kilometers from South America, he says childhood lessons from his heritage are always with him, regardless of his geographic location. Thompson says he was taught, “Haz con los demás, lo que te gustaría que te hicieran a ti, or in other words, ’Just pay it forward.’ We don’t need to backstab or belittle to get ahead in the workplace. If you continue to work hard to the best of your ability, everything will work itself out.”
    Thompson is living proof of how the U.S. Navy is strengthened by the diversity and inclusion of our people from the rich tapestry of the United States. Thompson plans to continue his humble servant-style leadership at his forthcoming duty station in Spain where he aspires to promote to the rank of chief petty officer.

    Excellencies, Honored Guests, Ladies and Gentlemen,

    Welcome to the IMF, and welcome to the eleventh annual Michel Camdessus Lecture—our signature lecture series on central banking.

    Let me also welcome our speaker today: the President of the European Central Bank, Madame Christine Lagarde. Christine’s extraordinary professional standing and personal charisma have earned her remarkable prominence, respect and admiration all over the world. She needs no introduction — least so here, at the IMF. Welcome home, Christine!

    During your years at the helm you led the Fund through turbulent times — the aftermath of the Global Financial Crisis, and the Euro area sovereign debt crisis.

    And you steered the Fund to adapt to a changing world — by broadening the institution’s perspective on the macro-criticality of inequality, governance, gender, and climate; and by making sure the quotas reform is advanced, so the Fund can better represent its membership. During COVID the social spending floors introduced in 2018 made a material difference in Fund support to the membership. 

    I am immensely grateful for the fortune to come after you and advance your legacy. I am also a direct beneficiary of your relentless pursuit of breaking new ground for women — first woman-chair at Baker McKenzie, first woman-Minister of Economy and Finance in France, first woman-Managing Director of the Fund, first woman-President of the ECB. I can vouch from experience that when you break the glass ceiling it is so much easier for the next woman to come!

    Of course, another indelible mark you left at the Fund is the creation of the Michel Camdessus Lecture series!

    So, on behalf of all of us here today: thank you for your friendship, leadership, and exceptional contributions to our entire membership. And thank you for gifting us the Camdessus Lecture series and coming to give one today.

    Cautious Optimism about a Soft Landing

    Before I turn the floor to you, let me briefly reflect on developments in the world since last year’s Camdessus Lecture.

    This has been a year of determined action of central banks — of synchronized tightening of monetary policy to address the surge of global inflation. Not popular, but necessary.

    Despite of it, inflation remained stubbornly high and it generated in some places concern about the effectiveness of monetary policy.

    Fast forward to today, and we are clearly in a better place.

    Inflation has declined significantly, to or near target in many economies. It is the result of resolute actions of central banks, as well as fading supply shocks. The forces of monetary policy transmission have re-asserted themselves in the end.

    We are in a better place, but we can’t be complacent. First, in many countries, services inflation is persistent, and inflation could yet tip upwards.

    Second, in more shock-prone environment, we simply don’t know what surprise may hide around the corner. Since COVID and Russia’s invasion of Ukraine, it has become clear central banks need to scan the horizon beyond monetary and financial sector developments.

    Above all, as we know central bankers face a balancing act. They must ensure that inflation sustainably returns to target — and remain there — while avoiding the risk of excessively tight policies. This is particularly important in a world faced with a low growth/high debt conundrum.

    Yet, we can be reasonably confident we have entered the “last mile” in the fight against inflation, allowing most central banks to enter an easing cycle—with ECB in June and the Fed this week marking the most important developments.

    Over the last year at the Fund we have been on the side of the “softlanders” — a win against inflation without a sharp global downturn. In fact, while clearly weaker than we would want, economic activity has been remarkably resilient: we are projecting global growth to be more than 3 percent this and next year.

    Structural shifts and Monetary Policy

    So what next? The fight against inflation has come against the backdrop of four and a half years of extraordinary challenges for central banks.

    And while inflation is retreating, rates are going down and recession appears unlikely, challenges will abound. We are living in a more shock-prone world, a world in which geopolitical considerations turn into geo-economic fragmentation, and a world of tremendous structural shifts due to the green and digital transformation.

    In this new world, central banks must be vigilant to the potential for shocks to unleash powerful inflationary forces and create difficult tradeoffs.

    And they must grapple with ongoing structural changes in the financial sector and the broader economy.

    We must urgently invest in understanding how the growing importance of non-bank financial institutions could affect the transmission of monetary policy and create new tradeoffs between price and financial stability.

    As you do in ECB (and we do at the Fund), we need to recognize the rapid increase of climate-related financial stability risks and the tremendous growth and jobs potential of greening the economy.

    We must manage the gains and the disruptions of AI, which could provide a major impetus to productivity growth but also increase inequality if not accompanied by supportive policies. And we need to monitor how further advances in digitalization transform the financial landscape. Digital assets, including central bank digital currencies, stand out as potential game changers.

    Last but not least, the conduct of fiscal policy is and will remain relevant to the job of central bankers — complicated by the higher levels of public debt.

    Christine, in such a rapidly changing environment, your lecture on structural shifts and monetary policy could not be more timely.

    With your exceptional career, you are uniquely positioned to consider the future of monetary policy strategies and toolkits, both conventional and unconventional.

    You have often said that your experience as an elite athlete in the French synchronized swim team helped define your managerial style. You have embraced collaborative leadership. You value discipline, endurance and strategic planning.

    And you always act with grace under pressure. These are all essential qualities for a central banker — especially one blessed to do the job in such interesting times!

    WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Tina Smith (D-MN) announced they secured significant federal funding for Rush City Regional Airport for infrastructure improvements. The grant provides $1,729,897 to reconstruct 4,400 feet of Taxiway A pavement that has reached the end of its useful life.
    “Rush City Regional Airport is an essential link for residents and businesses in Chisago County and beyond,” said Klobuchar. “This federal grant will make needed infrastructure updates to ensure the airport can continue serving travelers for years to come.”
    “I’m glad to see the Biden-Harris administration once again delivering for travelers in Minnesota and around the country,” said Smith. “Small and regional airports like the Rush City Regional Airport are vital parts of their communities and this funding will go directly towards repaving the runway so it is safe and functional for travelers.”
    This funding is from the Airport Improvement Program (AIP), which provides federal grants for airport infrastructure projects such as runways, taxiways, signage, lighting, and markings.

    WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Tina Smith (D-MN) announced they secured significant federal funding for Falls International Airport located in International Falls, MN. for infrastructure improvements. The grant provides $3,635,242 to reconstruct 19,400 square yards of the existing general aviation apron pavement, shift Taxiway C1 by 50 feet to bring the airport into conformity with current standards, and reconstruct 220 feet of Taxiway B1 pavement.
    “Falls International Airport is an essential link for residents and businesses in Northern Minnesota, Canada, and beyond,” said Klobuchar. “This federal grant will make needed infrastructure updates to ensure the airport can continue serving travelers for years to come.”

  • MIL-OSI NGOs: Joint Statement: Tunisia is Not a Place of Safety for People Rescued at Sea

    In view of the rampant human rights violations against migrants, asylum seekers, and refugees in Tunisia, especially those who are Black; Tunisia’s lack of an asylum system; the Tunisian government’s crackdown on civil society, judicial independence, and the media; and the impossibility of fairly and individually determining nationalities or assessing the protection needs of migrants and asylum seekers while at sea, it is clear that Tunisia is not a safe place for the disembarkation of people intercepted or rescued at sea. The ongoing cooperation between the European Union (EU), EU member states, and Tunisia on migration control which includes reliance on the possibility to disembark people rescued or intercepted at sea in Tunisia – similar to previous cooperation with Libya – is contributing to human rights violations.

    European policies to externalize border management to Tunisia are supporting security authorities who are committing serious violations. They are also obstructing people’s rights to leave any country and to seek asylum, containing refugees and migrants in countries where their human rights are at risk. Moreover, disembarkation in Tunisia can endanger individuals and expose them to serious harm, and further puts refugees and migrants at high risk of collective expulsion to Libya and Algeria, which can violate the principle of non-refoulement. The establishment on 19 June 2024 of the Tunisian Search and Rescue Region (SRR), called for and supported by the European Commission, risks becoming another tool to violate people’s rights rather than a legitimate fulfillment of the responsibility to protect safety at sea. Mirroring its cooperation with Libya, the EU and its member states’ engagement with Tunisia may have the effect of normalizing serious violations against people seeking protection and undermining the integrity of the international search and rescue system by twisting it to serve migration control purposes. 

    As humanitarian and human rights organizations, we call on the EU and its member states to terminate their cooperation on migration control with Tunisian authorities responsible for serious human rights violations at sea and in Tunisia. Search and rescue NGOs and commercial ships should not be instructed to disembark anyone in Tunisia. 

    Widespread and repeated violations of human rights

    Findings from Tunisian and international organizations, as well as UN bodies, over the past two years indicate that Tunisia cannot be considered a ‘Place of Safety’ for people intercepted or rescued at sea, most notably Black people as defined by the 1979 SAR Convention, the Maritime Safety Committee (MSC) and UN bodies.

    Despite being party to the 1951 UN Refugee Convention, Tunisia has no national asylum law or system. People who enter, stay in, or exit the country irregularly are criminalized by law. Following interceptions at sea or after arbitrary arrests on Tunisian territory, Tunisian authorities have repeatedly abandoned refugees, asylum seekers, and migrants in the Tunisian desert or remote border regions with Libya and Algeria. These practices can amount to unlawful collective expulsions, demonstrate a total disregard for refugees’ and migrants’ right to life, and may violate the principle of non-refoulement. People expelled face the risk of serious human rights violations in Libya and onward expulsions from Algeria to Niger. According to reports citing information from the UN, Tunisian security forces have notably rounded up people presumed to be irregular migrants on land and directly transferred them to Libyan authorities, who subsequently subjected them to arbitrary detention, forced labour, extortion, torture and other ill-treatment, and unlawful killings.

    According to the accounts of refugees, migrants and asylum seekers documented by Amnesty International, Human Rights Watch, OMCT, and Alarm Phone, Tunisian authorities at sea have committed abuses and put lives at risk during boat interceptions – including by high-speed manoeuvers threatening to capsize the boats, physical violence, firing tear gas at close range, and colliding with the boats – followed by a failure to systematically ensure individualized assessments of protection needs at disembarkation. Tunisian authorities have also subjected refugees, asylum seekers and migrants to torture and other ill-treatment in the contexts of disembarkations, detention, or collective expulsions.

    At the same time, several international and local organizations, human rights defenders and lawyers have reported an alarming deterioration of civil liberties and fundamental rights in Tunisia, impacting both the migrant population and Tunisian citizens.. Since 2021, the country has witnessed a significant rollback of human rights, characterized by a dismantling of institutional safeguards for their protection, an erosion of judicial independence and a clampdown on freedom of expression, association and peaceful assembly. The disembarkation in Tunisia of Tunisian nationals intercepted or rescued at sea, which could include people fleeing persecution, torture or other serious harm and intending to seek asylum abroad, could effectively deny the right to seek asylum to those in need of international protection. 

    The European Union’s complicity in human rights abuses

    Despite the documented human rights violations by Tunisian authorities, the EU and its member states have stepped up their support for Kais Saïed’s administration. Through the Memorandum of Understanding signed in July 2023, the EU promised Tunisia 1 billion Euros, including 105 million EUR dedicated to border and migration management, effectively in exchange for preventing sea departures towards Europe, which includes people in need of protection. With the implementation of a Tunisian Search and Rescue Region (SRR), the Tunisian government has met a long-standing priority set by the EU. While on the one hand this represents a formal step towards the fulfillment of Tunisia’s responsibility to protect life at sea, the reality is that European Rescue Coordination Centers (RCC) will now refer boats in distress within the Tunisian SRR to the Tunisian RCC, reinforcing a gradual disengagement of EU actors in favor of actors with a poor human rights record.

    By supporting an increased role for the Tunisian Coast Guard (National Guard) – without any human rights benchmarks or monitoring system in place, nor arrangements to ensure that rescued people are disembarked in a place of safety which cannot be Tunisia – the EU is contributing to a risk of further serious human rights violations at sea and in Tunisia against refugees and migrants and people at risk of persecution in the country.

    Humanitarian space for search and rescue (SAR) NGOs will also be further curtailed, if European RCCs instruct SAR NGOs to liaise with the newly established Tunisian MRCC for disembarkation, which they may refuse to respect the principle of non-refoulement. The UN refugee agency, UNHCR, has noted that vessels at sea are not the appropriate place for determining protection needs. Under international maritime law, states have the primary responsibility for coordinating rescues within their SRRs and for arranging disembarkation in a place of safety, which may be another state.

    European support of human rights violations must end

    These developments follow the pattern witnessed in Libya since 2016. In addition to material, technical and political support, the EU and Italy supported the establishment of a Libyan SRR and MRCC, thus leading to a transfer of SAR responsibility to the Libyan Coast Guard and increased pullbacks and disembarkations in Libya, all while being aware that this would expose refugees and migrants to a serious risk of horrific and deadly violations in Libya. Both the Italian government and EU institutions have not only continued this cooperation, but sought to extend it to other countries, including in Tunisia.

    We therefore urge the EU and its member states to:

    • Call on Tunisian authorities to end human rights violations against refugees, asylum seekers, and migrants, including urgently with regards to life-threatening and unlawful collective expulsions.
    • Call on Tunisian authorities to end the crackdown on civil society.
    • Ensure that SAR NGOs and commercial ships are not instructed to disembark people they rescue at sea in Tunisia, given the risks of human rights violations there, and given that fair individual assessments concerning these risks cannot be made at sea. Tunisia cannot be considered a place of safety for people rescued at sea under applicable international law.
    • Terminate financial and technical support to Tunisian authorities responsible for serious human rights violations in relation to border and migration control.

  • MIL-OSI Russia: HSE to Expand Cooperation with Agency for Strategic Initiatives to Develop Advanced Solutions

    The Higher School of Economics hosted the Day of Acquaintance between the University and the Agency for Strategic Initiatives (ASI). The parties presented their research and analytical projects and outlined areas for joint work.     First Vice-Rector, Director Institute for Statistical Studies and Economics of Knowledge (ISSEK) of the National Research University Higher School of Economics Leonid Gokhberg, opening the meeting, noted that the focus of the cooperation between the university and ASI is neurotechnology, development of regions and cities, artificial intelligence, digital transformation, etc. The university has strong teams of scientists in many disciplines, modern databases on various aspects of the country’s socio-economic development have been formed, Leonid Gokhberg emphasized. HSE teachers and research staff annually publish more than 3 thousand articles in leading world journals, including 40% of all Russian reports on artificial intelligence at international A* conferences, and also carry out more than 600 research projects.

    HSE is one of the most important partner universities for the Agency for Strategic Initiatives, which has the potential to develop breakthrough solutions, which is extremely important for ASI, said Georgy Belozerov, Deputy Director General of ASI. “We are not a financial institution, we do not allocate money, but we help overcome administrative barriers that can hinder the emergence and implementation of new initiatives,” he said. Georgy Belozerov believes that an important task of ASI is to identify and scale up successful regional practices and transfer advanced experience to other territories.

    During the meeting, representatives of ASI and HSE presented promising projects. Thus, Director of the Center for Creative Economy Development of the Agency for Strategic Initiatives Ekaterina Cherkes-zade believes that the creative economy can become one of the key drivers of the country’s development. “We are striving to build a new block of the economy so that artists in Russia are not hungry, so that creative industries influence the social sphere and related industries,” she said. Among the possible joint areas of work, Ekaterina Cherkes-zade highlighted strategies and forecasts for the development of creative industries until 2030 and 2036 and the creation of regulations aimed at stimulating the creative economy.

    Director of the ASI National Ratings Center Mikhail Utkin noted: “The main objective of our ratings is not to rank, but to offer the best solutions.” Currently, the center, in cooperation with the HSE, is improving methods in accordance with new challenges, including refining indicators and algorithms for their calculation. A promising task for joint efforts is the creation of an evidence-based information base.

    HSE representatives spoke about fundamental and applied projects. Director of the HSE ISSEK Center for Strategic Forecasting Mikhail Goland reported on the preparation of the report “Scenarios for the Development of the Russian Economy in the Context of Geopolitical Turbulence” dedicated to the analysis of possible scenarios for the development of key areas of the economy and social sphere for the period up to 2030-2036. The report is updated annually, it is registered as know-how, and access to it is provided under a license. A number of large state and private companies have already acquired the corresponding licenses. Along with the report, HSE specialists regularly prepare accompanying materials, including reviews of Russian and foreign forecasts, unique databases, specialized consensus forecasts based on a survey of more than 500 leading Russian experts, and quarterly reviews of the Russian economy and social sphere in 14 key areas. Access to all of this analytics is provided to businesses on a commercial basis.

    HSE Director for Regional Cooperation Natalia Ryazantseva recalled that HSE projects are being implemented in 62 regions of Russia. The university has implemented 250 urban and regional development projects, created integrated systems for monitoring and forecasting key indicators of the socio-economic development of regions and cities. They objectively reflect the development of entrepreneurship and human potential, demographic processes and the situation on the labor market. Particular attention was paid to projects for the integrated development of territories. Striking examples of the university’s developments were the renovation projects of Norilsk and the expansion of its green and park areas, as well as the creation of a health quarter on the basis of the National Center of Medicine in Yakutsk.

    Deputy Director of the HSE ISSEK Pavel Rudnik added: “Machine learning and big data analysis methods play an increasing role in our research on regional development. Thus, to assess a wide range of socio-economic development indicators in an automated mode, we actively use the ISSEK system for intelligent analysis of large volumes of dataiFORA“.

HSE scientists have created a neuroorthosis based on the principles of neurofeedback to restore motor functions of the upper limb in children with congenital or traumatic motor disorders, allowing for faster return of arm and hand functions.     AI-Driven Innovations for Smarter Experiences
    Samsung is integrating AI across its portfolio to enhance customer experiences. The company announced plans to extend One UI beyond mobile devices to become the software experience for all Samsung consumer products.
     
    “As we want more people to benefit from AI experiences, we will be expanding a selection of these Galaxy AI experiences beyond our flagship devices into our A series and continue to bring Galaxy AI to the entire Galaxy ecosystem,” said Sally Hyesoon Jeong, Executive Vice President and Head of Framework R&D, Mobile eXperience (MX) Business.

    Editor’s note: This week, at the Google Responsible AI Summit in Paris, our VP of Trust & Safety Laurie Richardson delivered a keynote address to an audience of experts across academia, industry, startups, government and civil society. The following excerpt has been edited for brevity.

    AI has the potential to solve big challenges, from saving lives by predicting when and where floods may occur, to transforming our understanding of the biological world and drug discovery. However, in order to realize these opportunities, it is critically important that we build and maintain trust in AI’s potential.

    That’s why, as people begin to use AI in their daily lives, we are building technology in ways that seek to maximize benefits and minimize risks.

    Our AI Responsibility Lifecycle

    Our Trust & Safety teams are pioneering testing, training and red-teaming techniques to ensure that when our GenAI products go to market, they are both bold and responsible. Every day, we learn more about how to test for safety, neutrality, fairness and dangerous capabilities, and we’re committed to sharing our approach more broadly.

    This year we launched our AI Responsibility Lifecycle framework to the public. This is a four-phase process — covering Research, Design, Governance and Sharing — that guides responsible AI development end-to-end at Google.

    Detecting abuse at scale

    Our teams across Trust & Safety are also using AI to improve the way we protect our users online. AI is showing tremendous promise for speed and scale in nuanced abuse detection. Building on our established automated processes, we have developed prototypes that leverage recent advances, to assist our teams in identifying abusive content at scale.

    Using LLMs, our aim is to be able to rapidly build and train a model in a matter of days — instead of weeks or months — to find specific kinds of abuse on our products. This is especially valuable for new and emerging abuse areas, such as Russian disinformation narratives following the invasion of Ukraine, or for nuanced scaled challenges, like detecting counterfeit goods online. We can quickly prototype a model and automatically route it to our teams for enforcement.

    LLMs are also transforming training. Using new techniques, we can now expand coverage of abuse types, context and languages in ways we never could have before — including doubling the number of languages covered with our on-device safety classifiers in the last quarter alone. Starting with an insight from one of our abuse analysts, we can use LLMs to generate thousands of variations of an event and then use this to train our classifiers.

    We’re still testing these new techniques to meet rigorous accuracy standards, but prototypes have demonstrated impressive results so far. The potential is huge, and I believe we are at the cusp of dramatic transformation in this space.

    Boosting collaboration and transparency

    Addressing AI-generated content will require industry and ecosystem collaboration and solutions; no one company or institution can do this work alone. Earlier this week at the summit, we brought together researchers and students to engage with our safety experts to discuss risks and opportunities in the age of AI. In support of an ecosystem that generates impactful research with real-world applications, we doubled the number of Google Academic Research Awards recipients this year to grow our investment into Trust & Safety research solutions.

    Finally, information quality has always been core to Google’s mission, and part of that is making sure that users have context to assess the trustworthiness of content they find online. As we continue to bring AI to more products and services, we are focused on helping people better understand how a particular piece of content was created and modified over time.

    Earlier this year, we joined the Coalition for Content Provenance and Authenticity (C2PA), as a steering committee member. We are partnering with others to develop interoperable provenance standards and technology to help explain whether a photo was taken with a camera, edited by software or produced by generative AI. This kind of information helps our users make more informed decisions about the content they’re engaging with — including photos, videos and audio — and builds media literacy and trust.

    ​​Our work with the C2PA directly complements our own broader approach to transparency and the responsible development of AI. For example, we’re continuing to bring our SynthID watermarking tools to additional gen AI tools and more forms of media including text, audio, visual and video.

    We’re committed to deploying AI responsibly — from using AI to strengthen our platforms against abuse to developing tools to enhance media literacy and trust — all while focused on the importance of collaborating, sharing insights and building AI responsibly, together.

    African Export-Import Bank (Afreximbank) (www.Afreximbank.com) has approved a US$20.8 million financing facility for Nigeria-based Starlink Global & Ideal Limited to enable the company construct and operate a 30,000-metric tonne per annum cashew processing factory in Lagos.

    According to the facility agreement signed in on July 22, 2024, Afreximbank will provide the funds in two tranches with the first tranche of US$7.48M going toward capital expenditure for the construction of the factory and the second, totalling US$13.25M to be deployed as working capital for the operations of the factory.

    The facility is expected to promote value addition which will guarantee increased earnings to the company while also fostering the creation of about 400 new jobs once the factory becomes operational. It is also expected to support about 40 small and medium-sized enterprises.

    Commenting on the transaction, Mrs. Kanayo Awani, Executive Vice President, Intra Africa Trade and Export Development, Afreximbank, said that by supporting Starlink Global to establish a modern processing facility, Afreximbank is making it possible for Africa to add value to its agro-commodities, thereby facilitating exports and subsequent inflow of much-needed foreign exchange into the continent.

    “We are delighted at this partnership which promises to deliver significant impact on employment in Nigeria.     From October 1 to 4, the Rosneft Research Institute in Ufa held a unique oil and gas conference, “Digital Technologies in Hydrocarbon Production: Modern Challenges.” This year, more than 700 participants from 54 Russian cities registered for the large-scale event.

    On the first day, the conference venue featured an alley of Rosneft’s science-intensive software. Participants were given a unique opportunity to get acquainted with the functionality of 17 software packages designed to support exploration, design, and development of oil and gas fields.

    The conference announced the release of new software “RN-Alpha” for joint modeling of field development, underground and surface infrastructure. With the help of this software, it will be possible to implement a seamless format for data transfer from field developers to designers. To date, 24 software modules and 9 calculation services have been created and tested. More than 200 conceptual design projects have been digitized and loaded into the software database. A distinctive feature of “RN-Alpha” is the prompt calculation of hundreds of options. This helps to make engineering and management decisions quickly and efficiently.

    Right wing separated from airframe in-flight, Radnor Range, Powys, 5 October 2023

    This statement provides an update on the ongoing AAIB investigation into an accident involving a UAS CGT 50 unmanned aircraft at Radnor Range, Powys on 5 October 2023.  During a demonstration flight, the unmanned aircraft suffered a structural failure of the right wing. It entered an uncontrolled descent, striking the ground near to some personnel working on the range.  There were no injuries. 

    The investigation, which is nearing completion, has considered the reason for the structural failure, and for the ground personnels’ proximity to the aircraft’s flight path. A final report will be published in due course.

         Organised by the Innovation and Technology Commission (ITC), the InnoCarnival 2024 (IC 2024) will be held from October 26 to November 3 at the Hong Kong Science Park with the theme of “Let’s Sail with Innovation and Technology”. The event is receiving support from over 75 programme partners, including local universities, research and development centres, government departments and other organisations. Through an array of interesting activities, it aims to promote innovation and technology (I&T) culture. IC 2024 is also one of the Special 75 events and Highlight Events of the 75th anniversary of the founding of the People’s Republic of China.           Speaking at the media preview for IC 2024 today (October 4), the Commissioner for Innovation and Technology, Mr Ivan Lee, said that the Commission has been committed to driving the I&T development of Hong Kong and raising the awareness of I&T culture in the community. He believed that the Carnival was an annual flagship event which could foster popularity of science culture, nurture the young generation’s interest in I&T, and attract more I&T talent in the long run.            The media preview exhibited the research and development (R&D) projects of several participating teams. Project team representatives presented their inspirational ideas, R&D processes, features and functions, and project applications. These projects include the “Flexible Exoskeleton for Load Transportation”, developed by the Chinese University of Hong Kong which provides personalised assistance to the wearer when moving heavy objects to reduce back strain and muscle activity, minimising the risk of lower back pain while maximising comfort and safety; as well as the “Dye Removal from Denim Textile Wastewater by a Combinative Adsorption and Regeneration System” developed by the Hong Kong Research Institute of Textiles and Apparel (HKRITA), which is an environmental-friendly and cost-effective indigo dye treatment method using alumina-based adsorbents as efficient dye-adsorbent materials to remove indigo dye from textile wastewater.           In addition, representatives of Carmel Divine Grace Foundation Secondary School, introduced their anti-phone scam invention for seniors, “ElderDefender”. Equipped with speech recognition technology, the device would make use of artificial intelligence and big data technology to scan phone message to reduce phone scams by issuing a visual alert. This invention earned awards in the Hong Kong Student Science Competition organised by the Hong Kong Federation of Youth Groups, as well as the Second City I&T Grand Challenge organised by the ITC together with the Hong Kong Science and Technology Parks Corporation.           Exhibition booths will be set up at the Hong Kong Science Park to showcase local I&T achievements, some of them with interactive games. Moreover, a diverse line-up of about 150 workshops and webinars across various subjects including artificial intelligence and energy conservation will be available during the carnival.            Prototypes of some of the winning I&T solutions of the Second City I&T Grand Challenge will also be displayed for trial in the IC 2024. To promote an I&T culture and enhance the application of I&T in the community, the second City I&T Grand Challenge was launched in March this year under the theme of “Hong Kong’s Got I&T”. It invited submissions from different sectors of the community to develop I&T solutions focusing on two subjects, namely “I&T for Nature (Yama)” (improving the operation and management of country parks and campsites, and enhancing hikers’ experiences in nature) and “I&T for Community (Community Wellness)” (enhancing support for carers). After rounds of assessment and pitching, over 50 awards under the four categories, which were the Primary School Group, the Secondary School Group, the University/Tertiary Institute Group and the Open Group, were presented at the Grand Pitch in August this year.           All IC 2024 activities are free of charge.     Chief Executive John Lee today led Principal Officials to receive the seasonal influenza vaccination (SIV) and called on the public to get vaccinated early for better protection before the winter flu season.

    Mr Lee and some of the officials also received the COVID-19 booster jab at the same time.

    The Chief Executive said it is the best time to receive the SIV for effective protection in the coming year against the influenza strains predicted by the World Health Organization in preparation for the impending winter and summer influenza seasons.

    He noted that through the concerted efforts of various stakeholders in the community under the Government’s leadership, 1.87 million doses were administered under various government vaccination programmes in the 2023-24 season – a record high 20% increase from the 2022-23 season.

    “I hope the vaccination rate in this season can reach even greater heights so as to build a more robust protection barrier in society to safeguard citizens’ health.”

    Mr Lee added that high-risk priority groups should also receive an additional COVID-19 booster six months after the last dose or COVID-19 infection, whichever is later, to enhance protection and reduce the risks of serious complications and death.

    Secretary for Health Prof Lo Chung-mau, who had earlier received the SIV and COVID-19 vaccination, was also present to show his support.

    Prof Lo said: “Various SIV programmes commenced on September 26 to provide free or subsidised SIV for eligible people. I urge members of the public to act now and receive the SIV in October.”

    Special arrangements were made under the Seasonal Influenza Vaccination School Outreach Programme this year, wherein kindergartens and childcare centres can choose both injectable inactivated influenza vaccines and live attenuated influenza vaccines (LAIV) (ie nasal vaccines) for the same or different outreach vaccination activities.

    Additionally, a pilot scheme was rolled out in which LAIV will be provided for the first time to primary and secondary schools that had indicated earlier this year their preference for arranging LAIV for their students.

    To offer greater convenience for receiving the SIV this year, the Government specifically designated additional vaccination venues for citizens’ selection.

    Elsevier has published updated lists of the most cited scientists in the world over the past year and throughout my entire scientific career.

    Stanford University (USA) annually collects and analyzes information from the international scientometric database Scopus about the most authoritative scientists. When compiling the ratings, both qualitative and quantitative citation metrics are taken into account. The obtained information is posted on the Elsevier website. According to the company, the scientists presented in the lists make up 2% of the most influential scientific specialists. Among them are 13 SPbPU scientists.

    Nine of the university’s researchers were included in both rankings at once: the most cited authors at the end of 2023 and for their entire research career. The greatest successes were achieved by:

    Prime Minister Shri Narendra Modi will visit Maharashtra on 5th October. He will travel to Washim and at around 11:15 AM, he will perform Darshan at Jagdamba Mata Temple, Poharadevi. He will also pay tribute at Samadhis of Sant Sevalal Maharaj and Sant Ramrao Maharaj in Washim. Thereafter, at around 11:30 AM, Prime Minister will inaugurate the Banjara Virasat Museum, celebrating the rich heritage of the Banjara community. At around 12 noon, he will launch several initiatives related to the agricultural and animal husbandry sector worth around Rs 23,300 crore. At around 4 PM, Prime Minister will inaugurate and lay the foundation stone for various development projects worth over Rs 32,800 crore at Thane. Thereafter at around 6 PM, from BKC Metro Station, he will flag off the Metro train scheduled to run from BKC to Aarey JVLR, Mumbai. He will also undertake a ride in the metro between BKC and Santacruz stations.

    PM in Washim

    In line with his commitment to empower farmers, Prime Minister will disburse the 18th instalment of the PM-KISAN Samman Nidhi worth about Rs 20,000 crore to around 9.4 crore farmers. With the 18th instalment release, the total funds released to farmers under PM-KISAN will be around Rs 3.45 lakh crore. Further, Prime Minister will also launch the 5th instalment of NaMo Shetkari Mahasanman Nidhi Yojana disbursing about Rs 2,000 crore.

    Prime Minister will dedicate to the nation more than 7,500 projects under the Agriculture Infrastructure Fund (AIF), worth over Rs 1,920 crore. The major projects include custom hiring centres, primary processing units, warehouses, sorting and grading units, cold storage projects, post-harvest management projects among others.

    Prime Minister will also dedicate to the nation 9,200 Farmer Producer Organizations (FPOs) with a combined turnover of around Rs 1,300 crore.

    Further, Prime Minister will launch the Unified Genomic Chip for cattle and indigenous sex-sorted semen technology. This initiative aims to increase availability of sex sorted semen at affordable price to farmers and reduce the cost by around Rs 200 per dose. Unified Genomic Chip, GAUCHIP for indigenous cattle and MAHISHCHIP for buffaloes, have been developed along with genotyping services. With the implementation of genomic selection, young high-quality bulls can be identified at an early age.

    Further, Prime Minister will dedicate five solar parks with a total capacity of 19 MW across Maharashtra under Mukhyamantri Saur Krushi Vahini Yojana – 2.0. During the programme, he will also honour beneficiaries of the Mukhyamantri Majhi Ladki Bahin Yojana.

    PM in Thane

    In a major push to boost urban mobility in the region, Prime Minister will inaugurate and lay the foundation stone of key metro and road projects. Prime Minister will inaugurate the BKC to Aarey JVLR section of Mumbai Metro Line – 3 worth around Rs 14,120 crore. This section will have 10 stations, of which 9 will be underground. Mumbai Metro Line – 3 is a key public transport project that will improve commuting between Mumbai city and Suburbs. Fully operational line-3 is expected to cater to about 12 lakh passengers daily.

    Prime Minister will lay the foundation stone of Thane Integral Ring Metro Rail Project to be constructed at the cost of around Rs 12,200 crore. The total length of the project is 29 km with 20 elevated and 2 underground stations. This ambitious infrastructure project is a key initiative to address the growing transportation needs of Thane, a major industrial and commercial hub in Maharashtra.

    Prime Minister will also lay the foundation stone of Elevated Eastern Freeway Extension from Chheda Nagar to Anand Nagar, Thane worth around Rs 3,310 crore. The project will provide seamless connectivity from South Mumbai to Thane.

    Further, Prime Minister will lay the foundation stone of Phase-1 of Navi Mumbai Airport Influence Notified Area (NAINA) project worth around Rs 2,550 crore. The project comprises construction of major arterial roads, bridges, flyovers, underpasses and integrated utility infrastructure.

    Prime Minister will also lay the foundation stone of Thane Municipal Corporation to be constructed at a cost of around Rs 700 crore. The high rise administrative building of Thane Municipal Corporation will provide benefits to citizens of Thane by accommodating most Municipal offices at a centrally located building.

    Prime Minister Shri Narendra Modi will release the 18th instalment of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme on 5th October 2024 in Washim, Maharashtra. This significant event will see over 9.4 crore farmers across the country receive direct financial benefits, amounting to more than ₹20,000 crore through Direct Benefit Transfer (DBT) without involvement of any middlemen.

    The occasion will be attended by prominent dignitaries, including Governor of Maharashtra, Shri C.P. Radhakrishnan, Minister of Agriculture, Government of India, Shri Shivraj Singh Chouhan, Union Minister of Fisheries, Animal Husbandry and Dairying, Rajiv Ranjan Singh, Chief Minister of Maharashtra Shri. Eknath Shinde, Deputy Chief Ministers Shri Ajit Pawar and Shri Devendra Fadnavis and Minister of Soil & Water Conservation, Shri Sanjay Rathod, who is also the Guardian Minister for Washim and Yavatmal districts. Around 2.5 Cr. farmers will join the event including those at 732 Krishi Vigyan Kendras (KVKs), over 1 lakh Primary Agricultural Cooperative Societies and 5 lakh Common Service Centres across the country through web cast. Special events will also be organised in the States/UTs celebrating the day of the release as PM-KISAN Utsav Divas.

    Launched on 24th February 2019, the PM-KISAN scheme provides ₹6,000 annually to landholding farmers in three equal instalments. The Prime Minister will release the 18th instalment of PM-KISAN on 5th October. With the 18th instalment release, the total disbursement under the scheme will exceed ₹3.45 lakh crore, supporting more than 11 crore farmers nationwide and further reaffirming the government’s commitment to rural development and agricultural prosperity.

    In Maharashtra, about ₹32,000 crores have been transferred to around 1.20 cr farmers in 17 instalments of the scheme which is second highest among all the States in India. In the 18th instalment, around 91.51 lakh farmers will receive the benefits of over ₹1,900 crore.

    Alongside the PM-KISAN instalment distribution, the Prime Minister will also release the additional benefit of around ₹2,000 crore to   the  farmers of  the Maharashtra under the 5th instalment of the Namo Shetkari Mahasanman Nidhi Yojana, to further support their efforts.  

    Further, as a significant step for boosting agricultural infrastructure, the event will witness the dedication of several projects completed under the Agriculture Infrastructure Fund (AIF) in the first 100 days of New Govt. The Agriculture Infrastructure Fund (AIF), launched in 2020, is a medium to long-term debt financing facility aimed at enhancing post-harvest management infrastructure and community farming assets. The scheme provides one lakh crore rupees in loans to eligible borrowers with a 3% interest subvention and a credit guarantee facility. Over the last 100 days, more than 10,066 Agri-infrastructure projects have been sanctioned nationwide, involving a sanction of of  ₹6,541 crore (including 101 projects for FPOs with a sanctioned amount of ₹97.67 crore). Additionally, 7,516 projects with a total sanction of ₹1,929 crore have been completed, including 35 FPO projects valued at ₹13.82 crore will be dedicated. These projects are strengthening the agricultural infrastructure, improving storage, and processing and logistics facilities, and enabling FPOs to scale operations, significantly benefiting farmers and the agricultural sector on the whole.

    To establish a strong value supply chain and support small, marginal, and landless farmers, the Government of India launched the Central Sector Scheme (CSS) for the formation and promotion of 10,000 FPOs, covering every block in the country. To date, around 9,200 FPOs have been formed, benefiting 24 lakh farmers, including 8.3 lakh women and 5.77 lakh ST and SC beneficiaries. These FPOs now have a combined annual turnover of over ₹1,300 crore, and they will also be dedicated by the Prime Minister to the nation during the event.

    In alignment with the Prime Minister’s vision of ‘Make in India’ and ‘Atmanirbhar Bharat’, an indigenous sex-sorted semen production technology will also be launched at the event. This affordable technology aims to increase the availability of sex-sorted semen for farmers, reducing the cost by approximately ₹200 per dose. Additionally, the Prime Minister will launch a Unified Genomic Chip – the ‘Gau Chip’ for cattle and ‘Mahish Chip’ for buffalo – developed by the Department of Animal Husbandry and Dairying (DAHD). This chip, tailored for Indian breeds, will enable farmers to make informed decisions on animal selection by identifying young, high-quality bulls at an early age, improving the efficiency of dairy farming in India.

    Looking ahead, the Prime Minister will also lead the e-Distribution of Letters of Award for around 3,000 MW under the KUSUM-C (MSKVY 2.0) scheme and the e-Distribution of Social Development Grants to Gram Panchayats. Five solar parks with a total capacity of 19 MW will be dedicated to the nation under MSKVY 2.0, contributing to sustainable power solutions and providing farmers with daytime electricity and an additional income source through land leasing.

    The 5 Solar parks are as follows:

    (i)   Dhondalgaon, Cha. Sambhaji Nagar-3 MW

    (ii)  Bamni Bk. Nanded – 5 MW

    (iii)   Kondgiri, Kolhapur – 3 MW

    (iv) Jalalabad, Akola – 3MW

    (v)  Palshi Bk. Buldhana – 5MW

    Exhorts the industry to reduce import to export ratio with a target-oriented approach

    Raksha Mantri Shri Rajnath Singh has reaffirmed the Government’s commitment to empower India’s defence industry by working hand-in-hand with them, and realise Prime Minister Shri Narendra Modi’s vision of making the country a global manufacturing hub. Addressing the seventh annual session of Society of Indian Defence Manufacturers (SIDM) in New Delhi on October 04, 2024, Raksha Mantri described the ongoing Russia-Ukraine conflict as a reminder to build a strong defence industrial base, which can be bolstered and expanded with time.

    Shri Rajnath Singh asserted that the Government, in its third consecutive term, will provide a renewed thrust to its ongoing efforts towards developing a robust, innovative and self-reliant defence ecosystem. He enumerated the steps taken to attain ‘Aatmanirbharta’ in defence, including creation of defence industrial corridors in Uttar Pradesh & Tamil Nadu, issuance of positive indigenisation lists (PILs), corporatisation of Ordnance Factory Board, handholding of private industries by DRDO, and unveiling of Defence Acquisition Procedure 2020.

    On the 10 PILs notified with over 5,500 items, Raksha Mantri stated that the idea is to equip the Armed Forces with platforms/equipment manufactured on Indian soil. Terming the lists as dynamic & not static, he exhorted the industry to achieve complete self-reliance for these items within the stipulated time, and keep shortening the list. He also urged them to assess and identify products that can be added to the PILs in view of the rapid changes being witnessed in the field of defence across the globe.

    Shri Rajnath Singh emphasised that due to the Government’s efforts, an environment conducive to ease of doing business in the country has been created, and a target set for making India’s defence industry export-oriented. While he lauded the major contribution of the private sector in taking the defence exports to a record high of over Rs 21,000 crore in Financial Year (FY) 2023-24, he called upon the industry to keep in mind the export and import figures, and strive to reduce the ratio between the two with a target-oriented approach. 

    Raksha Mantri expressed happiness over the fact that the annual defence production touched a record high of Rs 1.27 lakh crore in FY 2023-24. While the share of DPSUs was Rs one lakh crore, private companies contributed with about Rs 27,000 crore. He stated that there is a huge scope for increasing the share of private industries, and the next target should be to bring their participation to at least half of the total defence production. He promised full support of the Government in achieving this target.

    Highlighting the Government’s focus to encourage foreign companies and Original Equipment Manufacturers (OEMs) to invest in India or open joint ventures with the private industry, Shri Rajnath Singh called upon SIDM to prepare a roadmap for collaboration on a firm-to-firm basis. He was of the view that the Indian industry has the potential of bringing niche technologies or processes to India.

    Recognising the potential of small & medium enterprises (SMEs) and start-ups in the defence sector, Raksha Mantri acknowledged the challenges they face in achieving ease of doing business. He urged SIDM to work closely with the government to address ground-level issues & help these enterprises to play a larger role in defence manufacturing. “It is important to ensure that our policies translate into ease of doing business at the ground level. SIDM can help in identifying the practical challenges faced by start-ups and SMEs so that we can address them,” he said.

    Shri Rajnath Singh urged the industry to invest more in cutting-edge technologies, such as artificial intelligence (AI), cyber defence, & autonomous systems. “India’s defence industry must keep pace with global trends and focus on high-end technology. There is a need to increase investments in areas like AI & autonomous systems, which will define the future of warfare. The government is ready to provide all necessary support,” he said.

    During the session, Raksha Mantri also presented the SIDM Champion Awards, which recognise outstanding achievements in defence manufacturing. He termed the awards as a reflection to the dedication & excellence of Indian manufacturers, which will serve as a benchmark for best practices in the sector.

    Chief of Defence Staff General Anil Chauhan, Secretary (Defence Production) Shri Sanjeev Kumar, SIDM President Shri Rajinder Singh Bhatia and captains of the industry were among those present on the occasion. The theme of the session was ‘Empowering Indian Defence Industry: Catalysing Exports and Indigenous Innovation’. It served as a forum for stakeholders to discuss India’s growing role as a global defence exporter and innovation hub.

  • MIL-OSI Asia-Pac: 13 private properties receive Gold Awards for best landscape design and maintenance (with photos)

         Winners of the Best Landscape Award for Private Property Development 2024, organised by the Leisure and Cultural Services Department (LCSD), were announced at a prize presentation ceremony today (October 4). Thirteen private properties with outstanding landscape design and quality horticultural maintenance received Gold Awards. Thirty Merit Awards and 12 Environmental Efficiency Awards were also given out at the ceremony to commend organisations for their efforts in greening and enhancing public awareness of green issues.
     
         Addressing the ceremony, the Director of Leisure and Cultural Services, Mr Vincent Liu, said the Best Landscape Award, held once every two years, is one of the LCSD’s major activities to promote greening. The award aims to honour private property developments that excel in landscape design and horticultural maintenance.
     
         Mr Liu added that to offer members of the public more green space, last year the LCSD planted over 500 flowering trees in Sha Tin Park and along Shing Mun River and Yuen Long Nullah. Over the next five years, 2 500 additional trees will be planted in leisure venues and along roads across all the 18 districts to create more flower-viewing hotspots. Also, the LCSD has started to systematically replace senescent Acacia confusa with other flowering trees, in compliance with the Development Bureau’s guidelines. This serves the dual aim of reducing the risk of tree collapses and satisfying public interest in flower appreciation. Replacement work has started in Victoria Peak Garden, Sai Kung and Kwun Tong; by the end of the year, around 400 trees are expected to be planted.

         Apart from planting trees and shrubs, the LCSD has been organising a wide range of community engagement and public education activities. The Best Landscape Award is a notable example. The response to this year’s competition was fervent, with close to 200 nominated entries received. Each entry had its own characteristics, demonstrating the immense efforts made by the participating organisations in greening.
     
         In terms of landscape design, the winning projects integrated distinctive landscape features, large trees, seasonal flowers and plants to create a natural and soothing haven. Rooftop gardening and vertical greening concepts were also employed to enhance greenery coverage.
     
         As for horticultural maintenance, some winning projects highlighted plant care and adopted a variety of environmentally friendly measures to promote environmental awareness and green living. These served to reduce the effects of urban heat island and also offer comfortable greening spaces to residents.
     
         The prize presentation ceremony was held at the Hong Kong Convention and Exhibition Centre today. Other officiating guests included representatives from the co-organisers. They were the President of the Hong Kong Institute of Architects, Mr Benny Chan; the President of the Hong Kong Institute of Landscape Architects, Mr Paul Chan; the Chairman of the Professional Green Building Council, Mr Kenneth Yun; the President of the Hong Kong Association of Property Management Companies, Dr Edmond Cheng; Vice President of the Institute of Horticulture (Hong Kong) Mr Kingsley Choi; and the Chairman of the Planning and Development Division of the Hong Kong Institute of Surveyors, Mr Victor Ng.
     
         The competition presented awards in five categories. The Gold Award winners are as follows:

    (1) Large-scale Domestic Property (with a site area of 20 000 square metres or above)

    ii) Properties between six and below 21 years of age: Valais

    Nine Inmates Earn Certificates, Degree Graduation Ceremony Honors First Inmate to Earn AA While in Custody

    HONOLULU — The Women’s Community Correctional Center (WCCC) in partnership with Windward Community College (WCC) hosted a graduation ceremony Wednesday, Oct. 2, 2024, for nine women who earned a Certificate of Competence in WCC’s Mental Health Technician Program.

    One of the nine women also earned her Associate of Arts degree in Liberal Arts, the first woman at the correctional facility to receive an AA degree while in custody.

    Honored guests attending the ceremony in the WCCC Maunawili Cottage courtyard included: Department of Corrections and Rehabilitation (DCR) Director Tommy Johnson; Dr. Michael K. Champion, senior advisor for Mental Health and the Justice System, Office of the Governor; State Rep. Lisa Marten (D – Waimānalo, Keolu Hills, Lanikai, portion of Kailua) State Rep. Linda Ichiyama, member of the House Committee on Corrections, Military and Veterans; Honolulu Councilmember Esther Kia‘aina who represents District 3 (Windward O‘ahu); and WCC Chancellor Ardis Eschenberg.

    During the event, Director Johnson addressed the graduates and said, “We all make mistakes in life but the content of our character is better defined by what we do after that. To move forward, to put those things behind us. To show people we’re not that person that they think we are, that we can change.”

    “We’re so proud of you. No matter what, never give up,” he added. 

    “This should be the beginning of your educational journey, not the end, and likewise, your achievements represent the start of opening doors to new and exciting paths forward to change the trajectory of your lives and those of your loved ones that supported you through your period of incarceration and positive changes forward,” Director Johnson said.

    Inmates’ Sarah Liaszenik,Tamila Alcoran, Mickie Kolo, Necia Hao, Ashley Nihipali, Juanita Grammer, Randikeli Banagan, Charisse Lawelawe and Ewalani Cluney earned a Certificate of Competence in the Mental Health Technician Program. Seven of the nine inmates attended Wednesday’s graduation ceremony.

    Individuals in the program earned nine college credits that encompass two required courses: Survey of Psychology and Conflict Resolution and Mediation and one elective psychology course. 

    In addition to earning a Certificate of Competence in the Mental Health Technician Program, Kolo, 52, received her Associate of Arts degree in Liberal Arts, the first woman to receive her AA degree awhile in custody at WCCC.

    “It was hard work and a long journey for me. It took a lot of discipline and a lot of focus and a lot of perseverance,” Kolo said after the ceremony. Earning an AA degree and certificate helped Kolo gain a positive outlook where she aims to continue her education and work as a case manager when she reenters the community.

    The nine graduates are participants of the WCC Pu‘uhonua Program which provides incarcerated individuals the opportunity to earn college credits through coursework and classes taught by WCC staff.

    WCCC Warden Ione “Noni” Guillonta said, “I’m very proud of them, all nine of them.” The AA and Mental Health Technician programs, Guillonta added, are examples of the efforts by WCC, WCCC and DCR’s Corrections Program Services – Education Services’ staff to better prepare inmates to transition back into the community when released from custody.

    WCC Chancellor Ardis Eschenberg said she is thankful for the partnership with DCR to help change the lives of female inmates. At the ceremony, Eschenberg addressed graduates: “Your palapala (degree) is your gateway to your next dream. It is a testament to your knowledge, your skills, your abilities and hard work. I wish each of you big dreams.”

    WASHINGTON — As search and rescue, power restoration and communications capability remain top priorities throughout the Southeast, FEMA has already helped thousands of Hurricane Helene survivors jumpstart their recoveries with more than $10 million in flexible, upfront funding. 

    More than 4,800 personnel from across the federal workforce are deployed and more than 1,000 are from FEMA. To date, FEMA has shipped over 8.8 million meals, more than 7.4 million liters of water, 150 generators and more than 225,000 tarps to the region.

    Today, President Biden will be in North Carolina and Vice President Harris will be in Georgia meeting with community leaders and first responders. FEMA Administrator Deanne Criswell will remain in North Carolina to oversee response efforts and ensure the federal government provides urgent and extensive support to Asheville and surrounding areas.

    President Biden has approved a Major Disaster declaration for 24 counties and cities in Virginia. This declaration comes in addition to areas of Georgia, Florida, North Carolina and South Carolina. Disaster survivors in these areas can begin their recovery process by applying for federal assistance through FEMA.

    People with damage to their homes or personal property who live in the designated counties should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. 

    There are three ways apply for FEMA assistance: 

    Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Hurricane Helene.  

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has more than 850 trained disaster workers providing comfort and operating shelters. They are also helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by visiting the Red Cross Hurricane Helene Reunification page, where you can enter pertinent information about the person you’re looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children.

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist. 

    North Carolina 

    President Biden will visit today to survey damage and meet with community leaders and first responders. So far, FEMA has received over 30,000 applications and provided more than $2.6 million to survivors. 

    As of today, more than 62% of originally reported power outages have been restored. Nearly 8,000 crews continue to assist with remaining power restoration efforts. 

    Cellular restoration continues to improve, with less than 50% of cellular sites down as of today. Ten counties, down from 17, have 50% or more cell sites down. Two Federal Communications Commission surveillance teams are conducting inspection operations on equipment in targeted counties. 

    To date, FEMA has helped provide 67 total Starlink to the state, including 3 Starlinks for the Eastern Band of Cherokee Nation and 4 Starlinks for critical lifeline locations as determined by the state. 

    As of today, search and rescue teams have conducted nearly 1,500 structural evaluations and over 1,660 human and animal interactions including rescues, evacuations and other assistance. Additional federal search and rescue teams are enroute to support the mission.

    Voluntary organizations are supporting mass feeding operations with bulk food and water deliveries coming via truck and aircraft delivery.

    Four additional shelters opened yesterday, totaling 29 shelters with over 1,000 occupants. 

    The Salvation Army has provided over 1,000 meals, 1,900 snacks and 1,900 beverages to survivors. Mobile feeding operations continue to help survivors in heavily impacted areas.

    The North Carolina National Guard has delivered 12 aircraft pallets, totaling more than 100,000lbs of food and over 38,000lbs of water to Asheville. 

    Information for Residents: 

    • Residents should not travel to western North Carolina to keep the roadways clear for search and rescue teams and utility crews. 
    • Residents can get in touch with loved ones by calling 2-1-1 or visiting unitedwaync.org to add them to search and rescue efforts. 

    Florida

    Today, FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    In Florida, FEMA has received over 85,000 applications for assistance and has provided more than $4.8 million to survivors. 

    The U.S. Army Corps of Engineers is conducting either debris assessments or water/wastewater assessments across seven counties. 

    The American Red Cross is conducting direct emergency feeding and working with feeding partners to provide distribution in support of partner production. Sixteen shelters remain open with over 500 occupants. 

    The Salvation Army has 29 active mobile feeding units serving meals and distributing supplies in nine counties. 

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions. 

    Georgia

    Vice President Harris will visit Richmond County today to survey damage and meet with the community. As of today, more than 60% of originally reported power outages have been restored.

    In Georgia, FEMA has received over 60,000 applications for assistance. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    The Salvation Army has 26 active mobile feeding units providing meals and support to 10 counties in the affected areas. 

    The American Red Cross is conducting direct emergency feeding and working with feeding partners to provide distribution in support of partner production. One new shelter opened yesterday, totaling 8 shelters with over 500 occupants. 

    Team Rubicon continues route clearance operations in Ray City. 

    Residents can find resources like shelters and feeding sites at gema.georgia.gov/hurricane-helene.

    South Carolina

    Today, Disaster Survivor Assistance teams will begin canvassing impacted communities across the state, meeting survivors where they are, to register for FEMA assistance. 

    As of today, more than half of originally reported power outages have been restored, including all Trauma 1-level hospitals. 

    In South Carolina, FEMA has received over 70,000 applications and distributed more than $4.4 million to survivors. 

    The state has established a Mass Feeding Task Force to include multiple voluntary agencies. FEMA is supporting the state’s feeding mission with Meals Ready to Eat and drinking water. 

    Information for Residents: 

    • Residents with questions on Hurricane Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133.
    • Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information.

    Virginia 

    Last night, President Biden approved a major disaster declaration for the commonwealth. 

    Residents in Giles, Grayson, Smyth, Tazewell, Washington and Wythe counties and the independent city of Galax can begin applying for assistance today. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster.

    Damage assessments are continuing in other areas and more counties and additional forms of assistance may be designated after the assessments are fully completed.

    Tennessee

    In Tennessee, shelter and mass feeding operations are ongoing. The Salvation Army has provided over 250 meals, 60 snacks and more than 180 beverages to survivors. 

    Eight shelters remain open with decreasing populations, as people are able to safely return home. 

    Power and cellular restoration continues to improve. Now less than 0.2% of customers are without power and less than 15% of cellular sites are down. As of today, there are no counties with 50% or more cell sites out.

    More than six million Americans are living with Alzheimer’s. Alzheimer’s costs our nation an astonishing $360 billion per year, including $231 billion in costs to Medicare and Medicaid. If we continue along this trajectory, Alzheimer’s is projected to claim the minds of 13.8 million seniors by 2060 and nearly surpass $1 trillion in annual costs by 2050. In 2022, family caregivers provided 18 billion hours of unpaid care for loved ones with dementia.

    In 2011, Senator Susan Collins authored the National Alzheimer’s Project Act (NAPA) with then-Senator Evan Bayh (D-IN).  NAPA convened a panel of experts, who created a coordinated strategic national plan to prevent and effectively treat Alzheimer’s disease by 2025. The law was set to expire and needed to be reauthorized to ensure that research investments remain coordinated, and their impact maximized.

    The NAPA Reauthorization Act will:

    • Reauthorize NAPA through 2035 and modernize the legislation to reflect strides that have been made to understand the disease, such as including a new focus on promoting healthy aging and reducing risk factors.
    • Update language in recognition of the need to include underserved populations, including individuals with Down syndrome, who are at increased risk for Alzheimer’s as they age.

    This bill is endorsed by the National Down Syndrome Society, the National Down Syndrome Congress, and LuMind IDSC Foundation.

    The Alzheimer’s Accountability and Investment Act will:

    • Continue through 2035 a requirement that the Director of the National Institutes of Health submit an annual budget to Congress estimating the funding necessary to fully implement NAPA’s research goals.
      • Only two other areas of biomedical research – cancer and HIV/AIDS – have been the subject of special budget development aimed at speeding discovery.

    Senator Collins authored the NAPA Reauthorization Act with Senator Mark Warner (D-VA) and the Alzheimer’s Accountability and Investment Act with Senator Ed Markey (D-MA). Both bills are cosponsored by Senators Shelley Moore Capito (R-WV), Jerry Moran (R-KS), Lisa Murkowski (R-AK), and Debbie Stabenow (D-MI).

    The NAPA Reauthorization Act and the Alzheimer’s Accountability and Investment Act are endorsed by the Alzheimer’s Association and UsAgainstAlzheimer’s.

    In July, we introduced an early view of generative search in Bing, and today we’re taking the next step as we continue to evolve our vision of the future of search.

    With the introduction of generative search, Bing utilizes AI to deliver a truly unique experience by not only optimizing the search results but also how those results appear in a cohesive layout. This transformation is more than aesthetic; it’s about creating a seamless experience that empowers you to explore, learn, and find information in new ways.

    The search engine has also remained at the core of where humans turn to answer a question. That’s why today we’re rolling out an expansion of generative search to cover informational queries such as “how to effectively run a one on one” and “how can I remove background noise from my podcast recordings.” Whether you’re looking for a detailed explanation, solving a complex problem, or doing deep research, generative AI helps deliver a more profound level of answers that goes beyond surface-level results.

    You can explore the look, feel, and capabilities of generative search in Bing in the US by simply typing “Bing generative search” into the search bar. You’ll be met with a carousel of queries to select and demo, allowing you to experience how generative search can deliver more relevant and comprehensive answers for a wide range of topics.

    You can also try generative search for other queries through the “Deep search” button on the results page. While we’re excited to give you this opportunity to explore generative search firsthand, this experience is still being rolled out in beta. You may notice a bit of loading time as we work to ensure generative search results are shown when we’re confident in their accuracy and relevancy, and when it makes sense for the given query. You will generally see generative search results for informational and complex queries, and it will be indicated under the search box with the sentence “Results enhanced with Bing generative search” as you can see in the GIF below.

    Bing generative search is just the first step in upcoming improvements to define the future of search. We’re continuing to roll this experience out slowly to ensure we deliver a quality experience before making this broadly available. We also continue to ensure there are additional citations and links that enable users to explore further and check accuracy, which in turn will send more traffic to publishers to maintain a healthy web ecosystem.
