  • MIL-OSI: Q1 2025 Trading Update and Invitation to Earnings Call

    Oslo, 23 April 2025 – DNO ASA, the Norwegian oil and gas operator, will publish its Q1 2025 operating and interim financial results on 15 May at 07:00 (CET). A videoconference call with executive management will follow at 14:00 (CET). Today the Company provides an update on production, sales volumes and other selected information for the quarter.

    Selected cash flow items

    DNO’s share of crude oil from the Tawke license during the quarter has been sold to local buyers as the Iraq-Türkiye Pipeline remained closed. All payments are made in advance of loadings with the vast majority transferred directly into DNO’s international bank accounts.

    In the first quarter, DNO paid a dividend of NOK 0.3125 per share (totaling USD 27.4 million), which represents NOK 1.25 per share on an annualized basis. The Company had no tax payments or refunds during the quarter.

    In early March, DNO announced the transformative acquisition of Sval Energi Group AS and DNO subsequently paid a deposit of USD 22.5 million to the seller. The transaction is expected to be completed mid-year 2025.

    Also in March, DNO completed the private placement of USD 600 million of new five-year senior unsecured bonds. The early redemption of another bond, DNO04 (originally maturing in 2026), was completed on 10 April and did not impact the Q1 2025 cash flow.

    North Sea exploration

    DNO participated in two discoveries on the Norwegian Continental Shelf in the quarter, with combined recoverable resources of 26 million barrels of oil equivalent net to DNO (mid-points of ranges). The Mistral well in PL1119 (10 percent interest) was spudded on 22 December and completed on 25 March, and the operated Kjøttkake well (including a sidetrack) in PL1182 S (40 percent interest) was spudded on 26 January and completed on 27 March. A third well, Horatio in PL1109 (20 percent interest), was spudded on 5 February, completed on 22 March, and was dry.

    Good afternoon everyone.

    Thank you for the opportunity to be here today.

    I want to acknowledge the work the Nelson Tasman Chamber of Commerce does. 

    And I want to acknowledge the Nelson Tasman business community. You are at the heart of your communities, creating jobs, generating income for locals and producing a diverse range of goods and services.

    I always enjoy visiting Nelson and have enjoyed many visits here since becoming an MP.  Your local Mayor and Former MP Nick Smith has made sure of that!  

    But my first iconic Nelson-Tasman experience was not in fact a  Nick Smith related one. 

    I have especially fond memories of kayaking and hiking through the Abel Tasman National Park around 20 years ago with my then boyfriend – now husband – and being dazzled by its majesty, complete with frolicking baby seals, enthusiastic trampers playing 500 in the huts. A Thai green curry and cold beer providing a grand finale at what I think must have been the Park Café Mārahau. 

    My personally memorable experience is not unique. 

    The Nelson Tasman region is a really special part of New Zealand. That’s demonstrated by the number of people who choose to visit here – from around the country and the world, and the number of migrants who choose to move here and make this place home. 

    Like many other areas of the country, the communities of this region are facing both exciting economic opportunities and a range of economic challenges.  

    On the one hand there is so much to feel optimistic about, from your thriving and diverse food and beverage sector, the growing and potential-filled blue economy, your leadership in forestry and wood product manufacturing, and your growing visitor economy, all of which sustain jobs and incomes today and have the ability to deliver even more in future.  

    These growing industries are good news for the future of people here, and, beyond that, will help New Zealand earn the additional revenue we need to fund great health care, education services and physical infrastructure. Like the Hope Bypass, upgrades to Nelson Hospital and repairs to local schools.  

    I’ve had the pleasure today of visiting some of the people leading in these sectors: I spent time at the Cawthron Aquaculture Park and felt excited by their vision for driving forward the Government’s goal of quadrupling the size of the aquaculture sector over the next decade.

    I visited Trinder Engineering and was wowed by their commitment to research, innovation and a positive workplace culture.

    And I visited Pic’s Peanut Butter:  whose story began with a product made in a concrete mixer winning over die-hard fans at the Nelson Farmer’s Market and has now expanded to produce 25,000 jars a day for peanut butter lovers the world over.

    There are good news stories like this across New Zealand, and I think we should all do more to celebrate our great Kiwi success stories.  

    These successes came about because of clever, brave people who decided to take a risk, to take a loan to invest in big ideas, to work hard to make things happen, to hire good people and offer them meaningful careers, to pursue a vision and keep going in the face of adversity.  

    In doing so, these enterprises, and the hundreds like them across Nelson and New Zealand, have supported thousands of people into good jobs, providing income for their families and investments for their communities.  

    They’ve also paid a lot of tax along the way – which has allowed the Government to increase its annual investments in schools, health services, superannuation support, and other essential public services.  

    That contribution by business and hard working taxpayers too often goes unacknowledged:  We all have hopes for new investments and better services, but before we dream up new ways of spending, we first need to collectively earn the dollars required to sustainably fund that spending. 

    Growing regional economies, and successful local businesses are vital to that equation.  Put simply: To deliver the kind of country we all want – with better living standards, better opportunities for our kids and more financially secure families, Nelson and New Zealand needs more success stories like Cawthorn, Trinder and Pic’s.  

    That’s why our Government is so focused on delivering policies that support economic productivity and that give entrepreneurs, employers and firms the confidence they need to invest, hire, expand and grow.  

    That includes getting the basics right, such as low and stable inflation, manageable interest rates and credible fiscal management.  

    It means ensuring the Government doesn’t make it harder to do business by tying people up in red tape, endless consent processes, or sticking rigidly to rules that simply don’t make sense. 

    These sensible policy approaches are the base from which we will deliver better choices and investments in the years ahead.  

    I have enormous optimism in New Zealand’s economic growth potential.  

    We are a safe, secure country with established trading relationships and a global reputation as a good place to do business.  

    We are blessed with abundant natural resources – everything from ocean to freshwater, fertile land to minerals and temperate weather.  

    In a world worried about food security, we feed more than 40 million people with levels of efficiency and sustainability that are the envy of the world.  

    We have a long history of stable democracy, strong institutions and rule of law.  

    We’ve produced world-leading scientific breakthroughs, send rockets to space and continue to produce some of the world’s best digital effects.

    There are many reasons for New Zealand to be optimistic that better times are ahead.  

    Even so, I’m not a total Pollyanna.  

    I’m conscious of the challenging economic circumstances many people in Nelson, and around the country for that matter, have experienced in the past few years and in some cases continue to experience.  

    Local employers and households have come through a post-Covid period of very high inflation and rapidly rising interest rates. 

    High inflation and high interest rates aren’t just numbers for economists – they’ve had big human impacts:  elevating the cost of living, and putting a handbrake on business activity, with significant impacts for people’s jobs and incomes.  

    Our country has also been left with a sea of debt and red-ink in the Government books that will take time to repair.  

    The post-Covid ‘structural deficit’ has left a big gap between what the country needs to fund to deliver on the spending commitments we’ve made and what we need to earn to pay for that spending. 

    In effect, the Government is borrowing billions to bridge the gap, with a $13 billion deficit this year and forecasters anticipating deficits in future years too.  

    That obviously can’t go on forever, or else our kids and grandkids will be left with unsustainable debt and considerable economic uncertainty.  

    That’s why our Government is working carefully to bring the country’s finances back into balance: so we can start to pay down our debt and create better buffers for the future.  

    We want to ensure New Zealand is financially strong and resilient enough to effectively respond to whatever the future may throw at us: be it earthquakes, extreme climatic events or other events outside our control. 

    Restoring that fiscal balance, while continuing to increase investment in essential front line public services, requires careful prioritisation and some tough – but unavoidable –  choices.

    Believe me – I too would love the freedom to throw today’s Budget constraints out the door – but I’m always conscious that the dollars we spend today eventually need to be repaid.  Freedom today could mean serfdom tomorrow.

    The good news is that New Zealand has in recent months been turning the corner in our post-Covid recovery.  

    Inflation has been brought back under control, interest rates have dropped 200 basis points, exports have been growing, commodity prices have improved, tourists have been returning and business and consumer confidence has been on the up.  

    That growth is positive for Kiwis’ jobs and incomes and for the Government’s books.  It provided a welcome backdrop as the Government started putting together this year’s Budget.  

    But, there’s a but. As you know, the world economy is now facing further headwinds, with United States trade policy changes, counter-tariffs, retaliatory measures, tariff pauses and still unfolding estimates of what this could all mean for global and regional growth.  

    Uncertainty abounds.

    The impacts for New Zealand are twofold.  

    On the one hand, there is the first-order impact for our exporters who now face the prospect of higher tariffs being charged for them to export their goods to the US.  

    I know many exporters are finding it very difficult to see through the noise and plan for what might lie around the corner for them.  

    I think for example of the wine exporters of the Nelson-Marlborough region, who are nervous about the many implications different tariff regimes could have for their existing customers and for the way wine is traded around the world.  Will they be competing with more European wine in the UK?  Will they be better placed in a relative sense in the US?  

    It’s simply too soon for wine exporters to know and this makes it very difficult for them to plan.  

    Direct tariff impacts may well be uneven from firm to firm, sector to sector and market to market.  

    There will inevitably be both swings and roundabouts. For example, I spoke to a beverage manufacturer in Wellington last week who’d just taken a large order from China, as importers there were looking to find alternatives to US products which they expect will carry much higher tariffs into the future.  

    The Government has moved swiftly to gather the best possible information and insights about these unfolding implications for our exporters, relying on our incredible network of diplomats and representatives around the world.  

    Officials are addressing queries from exporters, have hotlines established, are delivering information webinars and are working with individual firms to help them understand the practical implications of tariffs, including for firms who have manufacturing in third countries or product already en-route to the US.  

    New Zealand Trade and Enterprise is currently providing tailored support to a group of 1000 larger exporters, including access to their in-market staff, their network of private sector exporters and financial advice.    

    For now, most business appear to be looking to navigate through the initial uncertainty rather than making dramatic changes in response.

    The Government will keep providing exporters with information and advisory support and assess impacts as more certain information becomes available.

    Beyond direct tariff effects, the second-order impact for the New Zealand economy is what forecasters are now predicting will be more financial uncertainty, potentially increased inflation pressure and a lower growth trajectory for the global economy and many of the countries with which New Zealand trades.  

    These are just forecasts at this stage, and, once again the actual impacts are still unclear.  Put simply though: all these developments will make New Zealand’s economic recovery harder.  

    We can’t wish that away.  

    What we can do is focus on the things we can control.  

    This means it is more important than ever that New Zealand offers a predictable, steady approach to our economic and fiscal management.  

    In an unstable world we need to stay the course with responsible policies that provide stability, support investment and make us an attractive place for the world to trade and do business with.  

    New Zealand has the opportunity to position ourselves as a safe haven, and to continue our long history of honouring existing trade agreements and forging new ones.  

    Earlier this year, well before “Liberation Day”, I released the Government’s Going for Growth framework which sets out 88 policy actions to do just that.  These actions are grouped under the Government’s five key thematic growth pillars.  

    Promoting global trade and investment was a key pillar then and it’s a key pillar now.  

    Our goal is to double the value of New Zealand exports within a decade so we are working to grow and strengthen our trade relationships around the world. 

    The Prime Minister kicked off the year in Dubai signing a new trade agreement with the United Arab Emirates and trade talks with India, soon to be the world’s third largest economy, are underway.

    At the same time, we are making it much easier for New Zealand to benefit from international capital and investment. 

    A new agency, Invest NZ, is being established to welcome international investment into New Zealand, and the Overseas Investment Act is being reformed to make it easier for businesses to receive new investment, grow and pay higher wages.  

    There are four additional pillars in the Government’s Going for Growth agenda:

    • Developing talent
    • Competitive business settings
    • Innovation, technology and science; and
    • Infrastructure for growth

    I encourage you to check out the full plan online but let me make just a few remarks about each.  

    Developing talent:  This is about making the most of our most important asset, human capital, getting back to basics and arresting the woeful decline in the literacy and numeracy skills of our school leavers. 

     We simply can’t be the wealthy country we want to be if too many of our school leavers emerge from the school system without the basic skills they need to succeed in the modern world. 

    We’ve already acted to stop the slide and re-introduced structured literacy and maths to our schools, ensuring kids are receiving instruction in ways that work.  We’re bringing practical knowledge and skills back to the curriculum and reporting on performance. 

    At the same time, we’re tuning-up our vocational education system to make it more responsive to industry and regional needs, and to ensure people wanting to acquire skills for a new trade or industry have good choices for upskilling. This means ensuring institutions like the Nelson Marlborough Institute of Technology can be locally nimble and responsive.  

    Competitive business settings:  This is about both cutting red tape and ensuring we have rules that foster competition between big firms to deliver a better deal for New Zealand consumers. 

    In my view, in recent years New Zealand has in too many areas of life become stultifyingly risk-averse, and we now have a spaghetti of costly and complex rules and regulations that are holding back sensible development and clever ideas.  

    The Government has already zeroed in on a key target in this regard: the Resource Management Act.  

    We’ve passed a new fast-track law to bypass the burdensome court process and accelerate the yes for dozens of major projects that, if approved through a streamlined panel process, will drive jobs and growth across the country.  

    In this region, three projects have been identified as potential fast-track initiatives.  

    They include the Hope Bypass, already confirmed as a Road of National Significance in our land transport plan, with a proposal to alter the existing designation and acquire additional land outside that designation. 

    They also include the Maitahi Village housing development, including plans for a commercial centre and retirement village.  I’m advised that this project is already being progressed through the fast-track panel process, with final decisions still pending.  

    The Mapua Housing Development, is also listed as a fast-track project with potential to enter the process. I’m advised that project would include up to 320 residential allotments, a recreational reserve, a community amenities building and parking, a wetland and restoration of the Season Valley stream.   

    Beyond the fast-track process we are also working at pace 

    to replace the Resource Management Act as a whole.  

    We’re advised our plans will deliver a 45 per cent reduction in administrative and compliance costs. 

    We’ve also worked quickly to lessen the regulatory burden on the agricultural sector. We back farmers, and we don’t want unwieldy rules stopping them making sensible decisions for their farming businesses.

    Reform of the Health and Safety at Work Act is underway to reduce box ticking exercises and compliance costs. 

    The other aspect of this work is in the competition space. 

    Everyday Kiwis, visiting OECD economists and Ministers around our Cabinet table share concerns about the concentration of large businesses in some of our major industries, with mounting evidence that competition has suffered as a result, and that New Zealand consumers are missing out on a fair deal.

    You’ll probably have noticed that we’re acting to improve competition in the banking and grocery sectors and we’ll have more to say about those as well as other sectors in the coming months. 

    Innovation, technology and science:  This is about not only the Government’s investment in science but also the steps we’re taking to make it easier for businesses and industries to pursue their own innovation agendas. 

    Government science institutions are being streamlined into four much more commercially focused entities that will ensure our taxpayer investment in science is connected with the needs of a growing economy.  

    We’re also thinking hard about what we can do to incentivise New Zealand businesses to invest in the new machinery, technology and equipment that will lift productivity in the years ahead.  

    We know that faster-growing countries tend to have more ‘capital intensity’ in their businesses, which helps drive productivity.  I’m keen to unlock more of that in New Zealand and am considering the best ways to support it.

    Finally, infrastructure for growth. Roads, ports, hospitals, schools and more. 

    New Zealand has an infrastructure deficit that is reducing productivity and living standards. 

    We need to catch up with the rest of the world when it comes to how we plan, fund and build modern infrastructure.  

    We are putting together a 30 year National Infrastructure Plan and a new national infrastructure agency.  Just last week we released New Zealand’s first health infrastructure plan, which sets out a national, long-term approach to renewing and expanding the country’s public health facilities.  

    Instead of building single, large-scale structures, the plan proposes a staged approach – delivering smaller, more manageable facilities in phases. This will mean patients benefit from modern healthcare environments sooner, while providing greater certainty around delivery timeframes and costs.  

    And yes, rest assured, redeveloping Nelson Hospital is a key priority for the Government. Work is already underway to expand the Emergency Department at Nelson Hospital, and earthquake strengthening of the George Mason Building is also underway. The $10.6 million ED expansion project is designed to meet the growing demand for emergency care in the area as part of the wider redevelopment programme for the hospital.

    The Health Infrastructure Plan highlights the need for increased bed capacity at Nelson Hospital, earthquake strengthening, a new energy centre and a refurbishment of the George Mason Building. These improvements are key to ensuring the hospital is able to deliver timely and quality healthcare for the people of Nelson. These stages of development of course remain subject to future Budget funding allocations.  

    Conclusion

    Taken together, all of this work represents a significant economic change agenda.  

    I doubt all of this will be welcomed by everyone. 

    It’s easy to say no to a new mine, to say no to concerts at Eden Park, to say no to more tourists, to say no to more housing, to say no to change. But cumulatively all those little “no’s” add up;  they add up to a smaller, poorer country.  

    New Zealanders can’t afford that.  We have to make it easier to get things done in this great country.  We have to deliver on our untapped potential. We owe that to our kids.

    Let me finish on a positive note: New Zealand faces some significant challenges and those challenges have only grown in recent weeks. 

    But if I could choose to be any country at this particular moment in time, I would choose New Zealand. 

    Our Government has a plan, and our plan will mean a stronger, growing economy and that growth will mean New Zealanders can live better lives. And that is what it is all about. Thank you and I look forward to your questions.

  • MIL-OSI New Zealand: Aid cuts threaten the lives of 110,000 children with severe malnutrition reliant on emergency treatment from Save the Children

    At least 110,000- severely acutely malnourished children supported by Save the Children in 10 countries could be left without access to life-saving ready-to-use emergency food and nutrition programmes as aid cuts hit supplies in coming months, according to a Save the Children analysis.
    Globally, one in five deaths among children aged under 5 are attributed to severe acute malnutrition, making it one of the top threats to child survival. Community-based programmes combining medical treatment and therapeutic foods, including a fortified peanut paste, have a 90% success rate.
    Ready-to-Use Therapeutic Food (RUTF) is an energy-dense, micronutrient paste typically made using peanuts, sugar, milk powder, oil, vitamins and minerals that is packaged in foil pouches with a long shelf life and no need of refrigeration. Over the past 30 years this emergency therapeutic food has saved the lives of millions of children facing acute malnutrition [1] [2].
    At a time when global hunger is skyrocketing [3], the current global supply of RUTF is already not even meeting 40% of global needs, Save the Children said, leaving millions of children without access to this life-saving intervention.
    In 2024 there were large-scale breaks in the supply of RUTF as rising malnutrition rates drove up demand and due to disruptions in global supply chains and insufficient funding. This situation is expected to worsen in 2025. An analysis by Save the Children of the 10 countries forecast to have the biggest gaps in supplies found 110,000 malnourished children could miss out on this vital treatment by the end of the year. RUTF supplies are expected to run out in many locations from next month due to a lack of funding.
    Globally at least 18.2 million children were born into hunger in 2024, or about 35 children a minute, with children in conflict zones from Gaza to Ukraine, to Haiti, Sudan to the Democratic Republic of the Congo (DRC), struggling daily to get enough to eat. Famine has been declared in several parts of Sudan where people are resorting to eating grass to stay alive.
    Hannah Stephenson, Head of Hunger and Nutrition at Save the Children, said:
    “Right now, funding shortfalls mean essential nutrition packs are not reaching the children who desperately need them. We know we have the expertise and the track record to reach children around the world but what we urgently need now is the funding to ensure children can receive life-saving treatment. We are running out of time, and t his will cost children’s lives.
    “We also need to see long-term commitments to tackle the root causes of hunger and malnutrition, or else we will continue to see the reversal of progress made for children.”
    In Kenya, one of the countries where Save the Children treats acute malnutrition cases, 18-month-old Ereng has just recovered from malnutrition with treatment from Community Health Promoter Charles, who was trained in basic healthcare by Save the Children.
    Lomanat and Daniel, Ereng’s parents, walked for several kilometres to reach Charles’ clinic. The family are pastoralists, but recent droughts have killed their livestock, and the family now has no sustainable income and no reliable food source.
    They know how important treatment is for children like Ereng, who gained 2.4 kgs (5.3 pounds) in two months once she started receiving nutrition treatment using the fortified peanut paste which has about 500 calories in each portion. Lomanat said:
    “Our  child was in a very bad shape, and the doctor helped by giving her peanut paste. I am very happy, because she is cured.”
    In Somalia, where Save the Children also treats child with acute malnutrition, 7-month-Mukhtar- arrived at a health centre in Puntland after contracting flu which led to breathing difficulties and malnutrition.
    His mother Shamso, 40, who has eight other children, feared her son would not survive with the family struggling after drought killed all but six of their herd of 30 goats. But after receiving medical care and treatment for malnutrition with peanut paste, Mukhtar recovered and returned home.
    “His condition was serious when I brought him in and I didn’t expect him to reach the town alive ,” said Shamso. “My biggest worry is the children, whether my own, those of the relatives or those of my neighbours. When drought comes, it follows that hunger will strike.”
    Children are always the most vulnerable in food crises and, without enough to eat and the right nutritional balance, they are at high risk of becoming acutely malnourished.
    Malnutrition can cause stunting, impede mental and physical development, and increase the risk of contracting deadly diseases.
    About 1.12 billion children globally – or almost half of the world’s children – are unable to afford a balanced diet now, according to data from Save the Children released last month.
    In 2025, Save the Children aims to treat 260,000 children for severe acute malnutrition at outpatient sites in 10 countries that are now experiencing therapeutic food shortages.
    Save the Children is urgently trying to raise $7 million to provide 110,000 severely malnourished children with life-saving RUTF and the critical services needed to treat malnutrition 1 including skilled health workers, community follow-up, immunizations, safe spaces for treatment, safe water, hygiene and sanitation support.
    In the United States, actress and Save the Children ambassador Jennifer Garner launched her #67Strong4Kids campaign on her birthday last week. For #67Strong4Kids she is running a mile a day for 67 consecutive days to raise awareness about Ready-to-Use Therapeutic Food (RUTF). The amount $67 covers a six-week course of RUTF that treats a child suffering from severe acute malnutrition and potentially saves their life.

    Three experts have been appointed as independent reviewers, making it easier and more affordable for New Zealanders to operate in the aviation sector, Acting Transport Minister James Meager says. 

    Mr Meager today announced the appointment of Kevin Short, Rob MacGregor and Ashok Poduval as the three reviewers for the new independent review function for aviation decisions.

    “All three appointees are highly skilled professionals, with decades of aviation and leadership experience between them across both the public sector and the private sector,” Mr Meager says.

    “Kevin Short offers extensive leadership and experience in assessing and testing highly technical information. He is the former Chief of Defence Force and was previously a senior officer within the Royal New Zealand Air Force.

    “Rob MacGregor brings 50 years of aviation experience within New Zealand and internationally, including former roles as Chief Executive of Texel Air and as an airworthiness inspector for the CAA New Zealand and Qatar.

    Ashok Poduval is a highly experienced aviation professional who has served as Chief Executive of the Massey University School of Aviation since 2005 and was most recently the President of the Aviation Industry Association.

    The independent review function was established by the Civil Aviation Act which came into force on 5 April 2025. Independent reviewers have recommendatory powers, with the Director of Civil Aviation having final decision rights.

    The reviewers have been appointed for three-year terms, expiring on 31 March 2028. 

    “The new function offers opportunities that will make it easier and more affordable for aviation sector participants in New Zealand to access fair outcomes and challenge decisions that have a significant impact on their livelihoods, such as cancelling or suspending a pilot’s licence,” Mr Meager says.

    “The independent review function provides an alternative option for people wanting to appeal an aviation decision through the courts and is intended to enhance transparency and accountability within the aviation regulatory framework.

    “Being able to have decisions reviewed independently will now mean those people won’t incur these costs and delays, and they’ll have the opportunity for a quick, cost-effective determination.”

  • MIL-OSI China: China’s zero-carbon industrial parks light way to greener future

    Along a nearly-500-meter asphalt road shaded by a glimmering canopy of photovoltaic panels, new energy vehicles travel back and forth. Some pull over at the roadside charging station powered by the solar array.
    This eco-friendly scene, especially fitting on Tuesday, the 56th Earth Day, is part of a broader zero-carbon initiative at a 100-hectare industrial park in Liyang, a county-level city under Changzhou in east China’s Jiangsu Province.
    Since beginning operations in June last year, the park has installed around 77,000 square meters of photovoltaic panels, generating 5.2 million kilowatt-hours of green electricity annually. To achieve net-zero carbon emissions, the park is diversifying its clean energy sources to include wind and hydro power, according to Li Jie, general manager of State Grid Liyang Electric Vehicle Service Company, one of the park’s key developers.
    Carbon-free industrial parks aim to achieve zero carbon emissions by integrating clean energy, green architecture, smart management systems and circular economy practices. China’s Central Economic Work Conference, which outlined the national priorities for 2025, called for ramped-up efforts to promote a green transition across all sectors, including the establishment of a group of zero-carbon industrial parks.
    According to Wu Wei, an associate professor at the China Institute for Studies in Energy Policy at Xiamen University, such parks not only drive low-carbon development but also enhance enterprises’ innovation capability, energy efficiency and informatization level, serving as a key engine for China’s high-quality economic growth.
    Zero-carbon practices power ahead
    According to the city’s action plan, Changzhou aims to build more than 10 near-zero-carbon parks and more than 15 near-zero-carbon factories from 2024 to 2026.
    Among the pioneers in this plan is Nari-Relays Electric (NR Electric), a local power electronics company. By leveraging AI and cloud computing to monitor and optimize energy use in real time — from water and electricity consumption to photovoltaic output and environmental conditions — the company has cut over 21,000 tonnes of carbon dioxide emissions and saved nearly 7,300 tonnes of standard coal since 2023.
    Thanks to these efforts, the cost reduction and efficiency improvement have saved NR Electric nearly 20 million yuan (about 2.77 million U.S. dollars), according to the company.
    As microgrids are a cornerstone of zero-carbon parks’ operation, Changzhou has completed 39 microgrid projects with a total investment of 1.18 billion yuan and plans to construct more such projects in the coming years.
    Beyond Changzhou, moves to go carbon-free are gaining momentum across China. In 2022, Shanghai released an action plan for a zero-carbon demonstration park in its Minhang District. In 2024, a plan was unveiled to build a zero-carbon park in Beijing’s Daxing District. Provinces and regions like Guangxi, Yunnan and Fujian have included zero-carbon park construction in their 2025 government work reports.
    China has pledged to peak carbon emissions by 2030 and reach carbon neutrality by 2060. With the advancement of the dual carbon goals, it is expected to see a surge in zero-carbon parks in 2025, said Ding Hong, vice president of Jiangsu’s provincial society of the urban economy.
    “Advances in distributed solar photovoltaics, energy storage and smart energy management platforms will significantly lower costs of zero-carbon parks’ construction and operation, and profoundly change China’s energy utilization mode,” Ding said.
    Low-carbon innovations go global
    In Jiangsu’s Suzhou Industrial Park, a joint China-Singapore zero-energy building fitted with rooftop photovoltaic panels, small wind turbines and an AI-controlled lighting and climate system showcases the possibilities of future urban architecture.
    Built using sustainable materials, the structure is part of the China-Singapore Green Digital Hub, a 6.7-billion-yuan project launched last November to boost green industries and emerging services.
    According to Li Wenjie, deputy director of the institute of urban development at Suzhou Industrial Park, the zero-energy building has been certified by standards organizations in both the United States and Singapore. “This highlights that China’s carbon reduction technologies have gained worldwide recognition,” he noted.
    China’s green technologies are now reaching global markets. NR Electric, for example, has provided energy storage solutions to over 30 countries, including Britain, Japan and Saudi Arabia. At Britain’s Richborough Energy Park, its technology has helped reduce carbon emissions by over 10,000 tonnes — the greatest reduction among all battery energy-storage projects in the country in 2024.
    Currently, China is collaborating on green energy projects with over 100 countries and regions. According to the International Renewable Energy Agency, the average global cost per megawatt-hour for wind power has plummeted over the last decade by over 60 percent, and by 80 percent for solar power.
    China has made remarkable progress in its green transition and technologies, said Erik Berglof, chief economist at the Asian Infrastructure Investment Bank, during this year’s Boao Forum for Asia held in late March. He noted that its journey offers a blueprint for sustainable development that other countries can follow.

  • MIL-OSI Global: How Iran’s government has weaponized sexual violence against women who dare to resist

    In Iran’s 2022–2023 “Woman, Life, Freedom” uprising, women’s bodies quite literally became battlefields.

    The protest movement erupted after the death in custody of 22-year-old Mahsa (Jina) Amini, who was arrested by Iran’s morality police for improperly wearing a hijab.

    Her death became a powerful symbol of the government’s patriarchal control over women’s bodies, and ignited protests that exposed the regime’s use of sexual violence as a weapon of repression.

    Testimonies from survivors, shared despite stigma and fear, revealed harrowing abuses: women protesters were beaten, sexually assaulted, raped (including gang rape and rape with objects), stripped naked and tortured during their arrests, transfers and detention in both official and unofficial sites, and throughout interrogations.

    These were not isolated acts but calculated techniques to punish dissent and instil terror.

    Marking, punishing, controlling women

    One of the most chilling testimonies belongs to a young woman detained during the protests:

    “My friends and I removed our veils in public and we were chanting. The thought never crossed my mind that the security forces would arrest us… From the moment we were arrested, they beat us violently… They told us ‘There is no God here. We are your God.’”

    She was later subjected to a violent gang rape.

    The Iranian government apparently views women’s bodies as territories to be marked, disciplined and punished. Its patriarchal ideology reduces women to bearers of family honour and religious purity, legitimizing state control over their appearance, behaviour and movement.

    As French materialist feminist Colette Guillaumin theorized with the concept of “sexage”, patriarchal systems reduce women to “natural objects” — beings whose bodies, time and sexuality are appropriated and controlled. Nicole-Claude Mathieu further underlined how this appropriation operates across diverse contexts of domination.

    In Iran, these insights help explain how the state instrumentalizes women’s bodies as symbols of ideological domination and as resources to be regulated and exploited. Forcibly veiling or unveiling women, as Guillaumin argued, signifies public ownership over their bodies, transforming their visibility and autonomy into objects of state control.

    The politics of sexual violence

    The Iranian state seemingly perceives unveiled women not merely as disobedient citizens but as bodies that have escaped control and refused their assigned status of possession.

    For this transgression, punishment seeks to annihilate them: through humiliation, torture and rape. Media reports have indicate that security forces have deliberately targeted female protesters’ eyes and genitals, further exemplifying how women are reduced to mere sexual and reproductive objects.

    This targeted violence exposes how, in the eyes of the authorities, women’s identities are crudely reduced to their faces and genitals, symbols of their visibility and sexuality.

    Far from isolated acts, rapes and sexual violence committed by Iranian state forces during the “Woman, Life, Freedom” uprising embody what feminist scholar Catharine MacKinnon defines as a “system of sexual terrorism”, where sexual violence is neither private nor incidental but a methodical instrument of political domination.

    Rape allows the authorities to discipline women who have dissented, to humiliate them and to reassert control over those who dared reclaim their bodies and voices.

    Stigma, silence and legal abandonment

    But sexual violence never ends with the act itself. Its aftermath carves deep and lasting scars in survivors’ lives.

    In Iran, rape survivors endure not only trauma but also social exclusion, stigma and judicial abandonment. The Iranian legal system, which narrowly defines rape under “zina” (fornication), often punishes the victim if she cannot produce four male witnesses. This often silences survivors.

    As another survivor, interviewed by Amnesty International, declared:

    “I will never be the same person again… But I hope that my testimony will result in justice, and not just for me … so maybe we can prevent similar bitter events from happening again in the future.”

    The Iranian government’s obsession with controlling women extends beyond their bodies to systems of surveillance. In 2025, Tehran authorities have deployed 15,000 new AI-powered surveillance cameras, alongside drones and facial recognition technologies, explicitly to enforce compulsory hijab laws.

    In Iran, veiling is not only religious but profoundly political, a public sign of submission to patriarchal rule.

    Meanwhile, executions in Iran have surged to alarming levels, with at least 972 people executed in 2024 alone, the highest in eight years. Among those targeted are women activists, particularly from ethnic minority groups, facing death sentences for their resistance.

    The 2025 report by the United Nation’s Fact-Finding Mission highlights the ongoing cases of Pakhshan Azizi, Sharifeh Mohammadi and Varisheh Moradi, all sentenced to death.

    Their cases, alongside Iran’s skyrocketing execution rate, expose a terrifying pattern of state femicide: the execution of women who dare to fight for gender justice and human rights.

    Global responsibility

    These are not domestic Iranian matters — they are crimes against humanity.

    As MacKinnon reminds us, sexual violence is not private, it is a political weapon and a civil rights violation. The world must act by imposing targeted sanctions on perpetrators, offering asylum to survivors and supporting Iranian feminist movements demanding justice.

    To let these crimes go unanswered is to surrender women’s bodies to impunity. Iranian women have shown extraordinary courage. The global response must match their bravery with action.

    Revenues for the first quarter of 2025 were $1,193 million, a decrease of 12% year-over-year and 11% sequentially. Operating income was $142 million in the first quarter of 2025, compared to $233 million in the first quarter of 2024 and $198 million in the fourth quarter of 2024. Net income in the first quarter of 2025 was $76 million, with a 6.4% margin, a decrease of 32%, or 188 basis points year-over-year and 32%, or 198 basis points, sequentially. Adjusted EBITDA* was $253 million, a 21.2% margin, a decrease of 25%, or 354 basis points, year-over-year and 22%, or 310 basis points, sequentially.     • Drilling & Evaluation (“DRE”)
      • In the UK, Weatherford successfully delivered Logging While Drilling and Formation Pressure Services for Shell on a high-pressure, high temperature well. The well was drilled at 175°c and reached a total depth of 21,000 feet.
      • In the Middle East, Weatherford successfully deployed GuideWave® CLEAR in three wells for an NOC, enabling improved formation evaluation and more precise geo-steering.
    • Well Construction and Completions (“WCC”)
      • In deepwater Brazil, Weatherford successfully installed the first OptiROSS® RFID Multi-Cycle Sliding Sleeve Valve for Petrobras. This system enhances acid stimulation efficiency, improving production and boosting the reservoir’s oil recovery factor.
      • In North America, Weatherford successfully completed 17 field trials of its SecureTrac™ technology with one of the largest multinational oil and gas companies. The tool’s more compact design enables a shorter shoe track, maximizing reservoir exposure and enhancing production potential.
      • In the Middle East, Weatherford successfully deployed the first WidePak™ straddle solution for Gupco in Egypt. The well had been shut for 15 years due to a sustained tubing leak. Following Weatherford’s intervention, the well is now back online and delivering significant production.
    • Production and Intervention (“PRI”)
      • In North America, Weatherford successfully deployed the ForeSite® Regenerative Power for KODA, following a two-month pilot. The deployment delivered significant power savings, demonstrating the technology’s efficiency and value in the field.
      • In North America, Weatherford deployed the ForeSite® Power Regenerative variable-speed drive across key customers, following multiple successful pilots. The implementation delivered significant power savings and reduced carbon emissions. Due to its unique ability to recycle, store, and optimize power, this innovative solution helps control operating expenses for customers.

    Shareholder Return

    During the first quarter of 2025, Weatherford paid dividends of $18 million and repurchased shares for approximately $53 million, resulting in a total shareholder return of $71 million.

    On April 17, 2025, our Board declared a cash dividend of $0.25 per share of the Company’s ordinary shares, payable on June 5, 2025, to shareholders of record as of May 6, 2025.

    North America

    First quarter 2025 North America revenue of $250 million decreased by $17 million, or 6% year-over-year, primarily from lower activity in DRE and WCC segments, partly offset by higher activity in PRI segment led by Pressure Pumping and Digital Solutions. Sequentially, North America decreased by $11 million, or 4%, primarily from lower US land and US offshore activity, partly offset by higher Wireline activity.

    International

    First quarter 2025 international revenue of $943 million decreased 14% year-over-year and decreased 13% sequentially.

    First quarter 2025 Latin America revenue of $241 million decreased by $129 million, or 35% year-over-year, primarily from lower activity in Mexico, partly offset by MPD and Pressure Pumping activity. Sequentially, Latin America revenue decreased by $71 million, or 23%, primarily from lower activity in Mexico, partly offset by higher MPD and Completions activity.

    First quarter 2025 Middle East/North Africa/Asia revenue of $503 million increased by $6 million, or 1% year-over-year, as higher activity from Completions and Drilling Services were partly offset by lower MPD and Integrated Services & Projects activity. Sequentially, the Middle East/North Africa/Asia revenue decreased by $39 million, or 7%, primarily from lower activity in all the segments, partly offset by higher Integrated Services & Projects and MPD activity.

    First quarter 2025 Europe/Sub-Sahara Africa/Russia revenue of $199 million decreased by $25 million, or 11% year-over-year, primarily from lower activity across all the segments, partly offset by higher Well Services and MPD activity. Sequentially, Europe/Sub-Sahara Africa/Russia revenue decreased by $27 million, or 12%, primarily from lower activity across all the segments, partly offset by higher activity in Drilling Services.

    A joint initiative of the World Trade Organization (WTO) and the International Trade Centre (ITC), the WEIDE Fund is supported by a USD 50 million commitment to empower women entrepreneurs and help them thrive in global markets through the use of digital tools and platforms.
    WTO Director-General Dr Ngozi Okonjo-Iweala emphasized the importance of inclusive access to digital trade opportunities: “Digital trade is reshaping the global economy. Women — including those in developing countries — must be at the forefront. The WTO-ITC WEIDE Fund is about powering growth, innovation and job creation. It reflects the WTO’s broader commitment to sustainable and inclusive re-globalization, where no one is left behind.”
    The WEIDE Fund offers two types of grants:
    Discovery Grant (up to USD 5,000): For early-stage businesses exploring digital trade opportunities.
    Booster Grant (up to USD 30,000): For businesses ready to scale up their digital presence and expand into global markets.
    Beyond financial support, the WEIDE Fund provides technical assistance, mentorship and access to international business networks. The initiative aims to build the long-term competitiveness and resilience of women-led micro, small and medium-sized enterprises (MSMEs) involved in e-commerce, online services, or other forms of digital trade as well as those ready to engage in these activities.
    ITC Executive Director Pamela Coke-Hamilton highlighted the importance of removing barriers for women in global trade: “ITC is committed to breaking barriers for women exporters and ensuring they have the resources needed to succeed in the digital economy. The WTO-ITC WEIDE Fund is an opportunity for women-led businesses to access not only funding but also the expertise and networks critical for long-term success.”
    The WEIDE Fund announced on 7 March the selection of four pilot beneficiary countries: Dominican Republic, Jordan, Mongolia and Nigeria. Business support organizations in these countries were selected from a competitive call for proposals to implement programmes that can help women entrepreneurs expand their business through international trade and digitalization.
    To be eligible for support, women-led businesses must be:
    Registered and operational in the Dominican Republic, Jordan, Mongolia, or Nigeria
    Export-ready and keen to engage in digital trade
    Able to demonstrate potential for business growth and job creation
    The application period runs from 22 April to 18 May 2025 for the Dominican Republic, Mongolia and Nigeria. Applications from Jordan will be accepted at a later stage.
    In each country, the WEIDE Fund collaborates with the following business support organizations (BSOs) to strengthen outreach and local engagement:

    The Deputy Regional Humanitarian Coordinator for the Syria Crisis, David Carden, said, “This is the time to invest in Syria, as the country is in a pivotal stage of transition, to help shape the most self-reliant future for its people and to support safe and dignified returns.”

    The Deputy Humanitarian Coordinator today (21 Apr) briefed the reporters on the humanitarian situation in Syria via video link.

    He said, “Today we have a new Syria. One that’s brimming with hope and opportunity.”

    “While the levels of conflict have subsided in many parts of the country, the humanitarian crisis in Syria is far from over,” Carden said.

    He explained, “More than 16 million people today in need of aid. That is seven out of every ten Syrians. The majority of whom are women and children. Over 40 percent of the needs are concentrated in Idlib and Aleppo. And whilst we have seen a gradual increase in returnees this year, Syria does remain one of the world’s largest displacement crises, with seven million people displaced after ten years.”

    The Deputy Regional Humanitarian Coordinator highlighted that the UN and its partners are doing whatever they can with the resources available, expressing deeply alarm by the lack of funding, “which has already led to the suspension of water and sanitation services in camps, safe spaces for women and girls and other humanitarian activities across Syria,” he said.

    According to his office, to date, the humanitarian community has secured $179 million, less than 9 percent the $2 billion needed to help the most vulnerable until the end of June this year.

    Carden also said, “We sincerely hope that the humanitarian phase will be as short as possible, so we can move towards recovery and reconstruction. And in that context, see the further easing of sanctioned.”

    The position of the Deputy Regional Humanitarian Coordinator for the Syria Crisis will be officially abolished as of Tuesday (22 Apr). This is part of the UN’s transition efforts in a new Syria, with the aim of streamlining the coordinated response under the leadership of Damascus.

    Carden said, “The discontinuation of my post. I hope it also reflects Syria’s trajectory towards a brighter and more stable future. The most vulnerable people in Syria deserve no less and I wish them all the very best.”

  • MIL-OSI United Nations: Committee on the Elimination of Racial Discrimination Opens One Hundred and Fifteenth Session in Geneva

    The Committee on the Elimination of Racial Discrimination this morning opened its one hundred and fifteenth session in Geneva, during which it will review anti-discrimination efforts by Gabon, Kyrgyzstan, Mauritius, Republic of Korea and Ukraine under the International Convention on the Elimination of All Forms of Racial Discrimination.  The Committee heard from a representative of the United Nations Secretary-General and adopted the session’s agenda.

    Antti Korkeakivi, Chief, Human Rights Treaties Branch, United Nations Office of the High Commissioner for Human Rights, and representative of the Secretary-General, opening the one hundred and fifteenth session, paid tribute to the important work of the Committee in promoting and protecting the human rights of all people without discrimination. With the Convention marking its sixtieth anniversary this year, it was an opportunity to explore avenues to generate greater political will and concrete action to fight racial discrimination. 

    Mr. Korkeakivi said a heavy programme of work was before the Committee over the next three weeks, with five major State party reviews; the consideration of five follow-up reports for Croatia, Germany, Morocco, Tajikistan and Uruguay; a half-day of general discussion on reparations for the injustices from the transatlantic trade of enslaved Africans, which would inform a new general recommendation on the topic; consideration of cases under the early warning and urgent action and individual complaints procedures; and meetings with various stakeholders.  He wished the Committee a fruitful and productive session.

    Michal Balcerzak, Committee Chairperson, congratulated Mr. Korkeakivi on assuming his position, and expressed hope that he could help navigate the treaty body system through the stormy weather it was currently facing.  Mr. Balcerzak also said he hoped that, during the session, the Committee would have fruitful interactive dialogues with Ukraine, Mauritius, the Republic of Korea, Gabon and Kyrgyzstan.  He thanked the members of the Committee’s secretariat for their help in facilitating Committee Experts’ work during and between sessions.

    Statements

    ANTTI KORKEAKIVI, Chief, Human Rights Treaties Branch, United Nations Office of the High Commissioner for Human Rights, and representative of the Secretary-General, opening the one hundred and fifteenth session, said the international system was going through a tectonic shift, and the human rights edifice that was built up so painstakingly over decades had never been under so much strain.  Everyone needed to make an all-out effort to ensure that human rights and the rule of law remained foundational to communities, societies and international relations.  Otherwise, the picture would be very dangerous.

    The Secretary-General, in his message on the International Day for the Elimination of Racial Discrimination, warned that “The poison of racism continues to infect our world – a toxic legacy of historic enslavement, colonialism and discrimination.  It corrupts communities, blocks opportunities, and ruins lives, eroding the very foundations of dignity, equality and justice.  Forged amidst the civil rights, anti-apartheid, and decolonisation movements of the 1960s, the Convention sets out concrete steps countries must take to combat racist doctrines, promote understanding, and build a world free from racial discrimination.  Today, it remains a beacon of hope to guide us in dark times.”

    Mr. Korkeakivi paid tribute to the important work of the Committee to monitor the implementation of the Convention and its significant contributions in promoting and protecting the human rights of all people without discrimination.  With the Convention marking its sixtieth anniversary this year, it was an opportunity to explore avenues to generate greater political will and concrete action to fight racial discrimination.

    In this connection, several events were held to commemorate the International Day for the Elimination of Racial Discrimination and the sixtieth anniversary.  The Committee Chair, Mr. Balcerzak, participated in person in commemorative events at the United Nations General Assembly and the Human Rights Council, presenting a joint statement led by the Committee together with 10 other mechanisms.  The Office of the High Commissioner would continue to support the Committee in its objectives for the yearlong anniversary campaign.  It had created a website on the anniversary, which presented a list of commemorative activities that would be updated throughout the year. 

    The High Commissioner’s annual report on the rights of persons belonging to national or ethnic, religious and linguistic minorities, presented to the fifty-eighth session of the Human Rights Council last month, extensively referenced the Committee’s assessment of the realisation of minority rights and acknowledged the important contribution made by the Committee in advancing the adoption of comprehensive anti-discrimination legislation worldwide.  Last December, the United Nations Network on Racial Discrimination and Protection of Minorities organised a community-of-practice on the Committee’s general recommendation 37 to discuss how countries could use it to eliminate racial discrimination in the context of health. 

    Further, the Expert Mechanism on the Rights of Indigenous Peoples, in its 2024 study on mechanisms to achieve the United National Declaration on the Rights of Indigenous Peoples, underscored the relevance of the Committee’s jurisprudence in protecting the political and cultural rights of indigenous peoples. The study highlighted how the Committee’s work reinforced the principles of the Declaration and strengthened the role of international treaty bodies in holding States accountable for respecting the collective rights of indigenous peoples.

    In December 2024, the General Assembly proclaimed 2025-2034 as the Second International Decade for People of African Descent, with the theme “People of African descent: recognition, justice and development”.  The Office of the High Commissioner had continued consultations to inform the implementation of its agenda towards transformative change for racial justice and equality. 

    The session of the Working Group of Experts on People of African Descent in December 2024 also focused on reparatory justice.  Their report would be presented at the Human Rights Council session in September 2025. The Working Group organised yesterday a panel to commemorate the sixtieth anniversary of the Convention. Also, in December 2024, the Permanent Forum on People of African Descent held its first regional consultation on the draft United Nations Declaration on the Human Rights of People of African Descent in Barbados.  The fourth session of the Permanent Forum held last week focused on “Africa and people of African descent: United for reparatory justice in the age of Artificial Intelligence”. 

    Additionally, the International Independent Expert Mechanism to Advance Racial Justice and Equality in Law Enforcement would hold its fourth session from 5 to 9 May 2025 in Geneva.  It would discuss “addressing systemic racism against Africans and people of African descent in the criminal justice system” in preparation of its thematic report on the same topic.

    In March 2025, the Office of the High Commissioner organised a regional consultation for Europe on racism in sports in Belgium.  The second consultation for the Latin American region would take place in Mexico. The outcomes of these regional consultations would inform the High Commissioner’s report on a world of sport free from racism, racial discrimination, xenophobia, and related intolerance, to be presented at the Human Rights Council’s September session.

    The fifteenth session of the Ad Hoc Committee on the elaboration of complementary standards to the Convention was continuing efforts to elaborate an additional protocol to the Convention aiming at criminalising acts of a racist and xenophobic nature.  This session would focus on concrete provisions related to the prohibition and criminalisation of such acts, procedural guarantees for indicted persons and the protection of victims.  The session also included a commemoration of the sixtieth anniversary of the Convention. 

    The Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance would present two thematic reports on intersectionality from a racial justice perspective, and combatting the glorification of Nazism, as well as a report on her country visit to Brazil, at the fifty-ninth session of the Human Rights Council in June 2025.

    The past year had been particularly challenging for the treaty body system.  In addition to chronic resource constraints, the liquidity crisis continued to hamper the planning and implementation of the Committee’s work. The Office was doing its utmost to ensure that this Committee and other treaty bodies could implement their mandates, including by highlighting the direct impact that resource limitations had on human rights protection on the ground.  Nevertheless, all indications pointed to a continuation of the difficult liquidity situation for the foreseeable future.  While all treaty bodies had been able to hold their first sessions, the outlook for the rest of the year remained uncertain, both in terms of plenary meeting and visits.  The Office would inform the Committee when it received information regarding its second session for the year.

    Despite these challenges, the treaty body strengthening process remained active.  It reached a key moment with the adoption in December of last year of the biennial resolution on the treaty body system by the General Assembly, which invited the treaty bodies and the Office to continue to work toward a regularised schedule for reporting and to further use digital technologies.  However, the biennial resolution did not endorse the proposal for an eight-year predictable schedule of reviews.

    In concluding remarks, Mr. Korkeakivi said a heavy programme of work was before the Committee over the next three weeks, with five major State party reviews; the consideration of five follow-up reports for Croatia, Germany, Morocco, Tajikistan and Uruguay; a half-day of general discussion on reparations for the injustices from the transatlantic trade of enslaved Africans, and the ongoing crimes against people of African descent, which would inform a new general recommendation on the topic; consideration of cases under the early warning and urgent action and individual complaints procedures; and meetings with various stakeholders.  He wished the Committee a fruitful and productive session.

    NOUREDDIN AMIR, Committee Expert, said that he had been fighting all forms of racial discrimination for half a century, including as the Committee’s former Chair.  Despite his failing eyesight, he would continue to breathe life to the Committee’s struggle against racial discrimination.  The world was in a sorry state, Mr. Amir said.  The Committee needed to ensure that the international community was fully cognisant of what was happening in the world today. Murders were being committed in Palestine, in Gaza.  What could the Committee do to put an end to these crimes against women and children. This situation beggared belief, yet it continued.  People needed to be held accountable.  The Committee had a responsibility to continue to fight for its mandate.

    The Prime Minister Shri Narendra Modi  highlighted the growing ties between India and Saudi Arabia, in an interview with  Arabnews. Shri Modi described Saudi Arabia as a trusted friend and strategic ally, emphasising the significant expansion of bilateral relations since the creation of the Strategic Partnership Council in 2019.

    The Prime Minister’s Office wrote in a post on X:

  • MIL-OSI Europe: EIB Water Sector Fund doubles in size with support from the Netherlands

    The European Investment Bank (EIB)’s Water Sector Fund has received a significant boost from the Dutch government with a €31 million contribution, doubling the fund’s size. This substantial commitment, provided through the Dutch state-owned development financier Invest International, will bolster the EIB’s capacity to provide technical and financial support for high-impact water investments in low and lower-middle-income countries.

    The new funding will be specifically used to enhance water security in Jordan through the Aqaba-Amman Water Desalination and Conveyance project.

    The Minister of Planning and International Cooperation, Zeina Toukan, commended the Dutch government, Invest International, and EIB’s Water Sector Fund for their support of this critical project as part of the Team Europe initiative on Green Economy. “This project will provide an important source of water and contribute to enhancing economic development in Jordan.”

    “We are proud to partner with the EIB in supporting the Aqaba-Amman Water Desalination and Conveyance project through the Water Sector Fund. This investment is vital for enhancing water security in Jordan and addressing water challenges, which have been exacerbated by regional conflicts and climate change. The investment demonstrates our commitment to addressing global challenges through innovation and collaboration,” said Ms. Petra Vernooij Invest International’s Director for Public Infrastructure.

    “This significant contribution from the Netherlands underscores our shared commitment to ensuring access to safe and sustainable water resources,” said EIB Vice-President Gelsomina Vigliotti. “The Water Sector Fund plays a crucial role in mobilising finance for essential projects, and this new funding will allow us to expand our impact in Jordan.”

    The Water Sector Fund, established by the EIB and the Dutch government, targets projects in regions where public authorities have limited resources to develop adequate water infrastructure. The fund’s technical assistance and advisory services support institutional skill development, project preparation, and innovative solutions, investment grants help to decrease the total funding needs for the promoter at given investment project costs. The Water Sector Fund provides financial instruments to leverage private and public investment in water, sanitation, and hygiene projects and is open to further contributions from donors seeking to promote a greater impact in this sector.

    This new €31 million contribution represents the fourth agreement between the EIB and the Netherlands to support the Water Sector Fund.

    The contribution is earmarked for the Aqaba-Amman Water Desalination and Conveyance project, Jordan’s largest water generation scheme. This project aims to address the country’s dire water scarcity by generating 300 million cubic meters of potable water per year. The project includes the development of seawater abstraction, desalination, and water conveyance infrastructure. The fund’s contribution will be disbursed as an investment grant, blended with a sovereign loan already agreed with the EIB and project financing expected to be finalised later this year.

    The Ministry for Planning and International Cooperation of Jordan and Dutch government announced the grant support for the Aqaba-Amman Water Desalination and Conveyance Project during a signature event in Amman. The funds will be channelled through the EIB’s Water Sector Fund.

    “Making additional, non-ground water available through desalination is crucial for water security,’ said Harry Verweij, Ambassador of the Kingdom of the Netherlands to Jordan. ‘The Netherlands is proud to partner with the EIB and Jordan in the Aqaba Amman Water Desalination and Conveyor Project. This will secure future supplies of drinking water, including for vulnerable communities, and support economic growth in the country.”

    The EIB is one of the world’s largest lenders to the water sector, providing over €33 billion for water investment over the last decade. The Water Sector Fund’s innovative financial structure has helped to mobilize additional funding from other investors to share risks and accelerate project development.

    In 2023, the fund supported its first private equity fund, the Water Access Acceleration Fund. The fund is currently active in sub-Saharan Africa, with projects in developing countries around the globe also eligible.

    The EIB is expected to sign a grant agreement with the Jordanian government for this project in the coming weeks.

    Two years ago, the Vice-President of the Commission / High Representative and Commission representatives presented an anti-corruption package[1]. At that time, the Commission tabled a proposal for an anti-corruption directive, which is currently going through the legislative procedure[2]. Since then, no concrete action has been taken on the matter by the Council and the Vice-President / High Representative.

    In the meantime, Parliament last week adopted important reports containing the anti-corruption provisions which I proposed: report on human rights in the world[3], CSDP[4] and report on the CFSP[5]. In the last case, my amendment introduced a comprehensive and specific provision on the risks posed by corruption in the EU’s external relations, with cross-party support from almost the entire European Parliament, as confirmed by the roll-call votes[6].

    The recent corruption scandals in Brussels, relating to Chinese and Qatari companies, only confirm that large state-backed corporations do not shy away from the use of corruption to influence EU policies and win key contracts. At the same time, work is ongoing in Washington on new guidelines and a revision of the Foreign Corrupt Practices Act (FCPA)[7]. All of this requires a firm EU response.

    The Secretary-General intends to travel to Rome to attend the funeral of Pope Francis. When we have more details we will share them.

    MOTHER EARTH DAY
    Today is International Mother Earth Day. In his message, the Secretary-General said Mother Earth is running a fever with last year being the hottest ever on record.
    We know what’s causing this sickness, he said, referring to the greenhouse gas emissions humanity is pumping into the atmosphere, but we also know the cure. All countries must create new climate action plans that align with limiting global temperature rise to 1.5 degrees Celsius – it is essential to avoid the worst of climate catastrophe, he said.
    And as a reminder, tomorrow the Secretary-General, together with President Lula of Brazil, will convene a group of Heads of State and Government for a virtual closed-door meeting to discuss strengthening global efforts to tackle the climate crisis and accelerate a just energy transition. The Secretary-General is expected to deliver some remarks on climate to you at the Security Council stakeout after the meeting. We’ll share more details as we have them.
    And what better way to celebrate Mother Earth Day than with a fashion show. We are unveiling a new tour guide uniform collection this evening at 6:15 p.m. during a fashion show in the Sputnik area of the Visitor’s Lobby. This is a collaboration between the Government of Sweden, the UN Office for Partnerships, the UN Department of Global Communications, and students from the Swedish School of Textiles at the University of Borås. This partnership reflects a shared commitment to sustainable lifestyle, fashion and innovation. Designed with natural fibers, renewable materials, and low-impact production methods, the uniforms embody a fusion of creativity, inclusivity, and environmental responsibility. We look forward to seeing our tour guides in their new uniforms, they have the toughest job in the building.

    SENIOR PERSONNEL APPOINTMENT
    The Secretary-General is appointing of Ian Martin of the United Kingdom as Head of the Strategic Assessment, as part of his UN80 initiative, of the United Nations Relief and Works Agency for Palestine Refugees, that you all know as UNRWA.
    The Secretary-General is tasking Mr. Martin with conducting the Strategic Assessment in order to review UNRWA’s impact; implementation of its mandate under present political, financial, security and other constraints; and, consequences and risks for Palestine Refugees.
    As you all know, Ian Martin has had a distinguished service within the United Nations. He was involved in a number of strategic reviews, most recently as the Lead of the Independent Strategic Review of the UN Mission in Somalia and before then as a member of the
    High-Level Independent Panel on Peace Operations. We will share that announcement with you.

    OCCUPIED PALESTINIAN TERRITORY
    Meanwhile on the ground in Gaza, the situation continues to worsen. Our humanitarian colleagues report that hostilities across the Gaza Strip are continuing, with a devastating toll on civilians and critical infrastructure. Earlier today, local authorities reported attacks by Israeli forces that struck several heavy machinery vehicles across Gaza, halting solid waste and rubble removal services.
    Despite the ongoing hostilities and despite the fact that aid has not come in for more than 50 days, we and our partners are doing what we can to support people throughout the Strip. In Gaza City yesterday, the acting Humanitarian Coordinator for the Occupied Palestinian Territory, Suzanna Tkalec, led a mission to Al Shifa Hospital, where she and partners viewed work underway to install a desalination plant to serve dialysis patients at the facility.
    Our partners also report that several people suffering from severe acute malnutrition have been admitted to hospitals for treatment this week, with cases on the rise.
    Despite extremely low supplies, some 180 community kitchens in Gaza continue to operate every day. However, many of these kitchens are at imminent risk of shutting down since stocks are being depleted. Because of lack of cooking gas, families are resorting to burning plastic to cook their meals.

  • MIL-OSI Europe: Answer to a written question – Continued EU financial support to the UN Relief and Works Agency for Palestine Refugees in the Near East – P-000354/2025(ASW)

    The Commission does not have any evidence related to the Israeli hostages being held in Gaza in the United Nations Relief and Work Agency for Palestine Refugees in the Near East’s (UNRWA) premises and encourages those who have information on this allegation to formally notify UNRWA.

    The Commission notes that UNRWA was forced to vacate all its installations in the northern part of the Gaza Strip and had no control over them for months.

    In accordance with international humanitarian law, it is fundamental that the principle of neutrality — including as regards UNRWA’s installations — is upheld by all parties of the conflict.

    The Commission takes neutrality issues very seriously. The Commission has been working in the last months with UNRWA to enhance the neutrality processes and controls systems of the Agency.

    The Commission has been monitoring, in parallel, the implementation of the action plan presented by UNRWA on the recommendations of the United Nations Independent Review Group report[1], as well as the recommendations stemming from the EU system audit.

    The Commission will continue to closely monitor the implementation of these actions to guarantee that the Agency works in full compliance with the principles of international humanitarian law, including neutrality.

    The EU remains committed to supporting UNRWA, providing both financial and political support, to enable UNRWA to fulfil its mandate.

  • MIL-OSI Europe: Answer to a written question – Türkiye’s purchase of Eurofighter Typhoon jets jeopardises Europe’s external security – E-002775/2024(ASW)

    The EU is fully committed to a comprehensive settlement of the Cyprus problem, within the United Nations agreed framework, in accordance with all relevant United Nations (UN) Security Council resolutions and in line with the principles on which the EU is founded and the acquis. It remains crucial that Türkiye commits and actively contributes to such a peaceful settlement, including its external aspects.

    The EU attaches particular importance to resumption of and progress in the Cyprus settlement talks in further enhancing EU-Türkiye cooperation[1].

    Welcoming the recent steps taken by the UN Secretary-General towards a resumption of settlement talks, the EU remains ready to play an active role in supporting all stages of the UN-led process, with all appropriate means at its disposal[2].

    The control on the export of arms by Member States is subject, inter alia[3], to the Council Common Position 2008/944/CFSP[4]. Under its Article 2(5)(b), when assessing export licence applications, they shall take into account the risk of use of the items against forces of other Member States.

    In line with EU’s Strategic Compass for Security and Defence and the Joint Communication on the State of play of EU-Türkiye political, economic and trade relations of November 2023[5], the High Representative/Vice-President remains committed to developing a mutually beneficial partnership with Ankara.

    This requires equal commitment on Türkiye’s side to advance on a path of cooperation, sustained de-escalation and to address EU concerns.

    On Palm Sunday (13 April 2025), around 30 people, including children, were killed and more than 100 injured by a despicable Russian missile strike that used cluster munitions, which have rightly been condemned as contrary to any fundamental human principle.

    On the same day, having given an evacuation order just twenty minutes before the attack, Israel bombed the Christian Al-Ahli Hospital, putting the last functional medical facility in Gaza City out of use and also killing three people, including a child.

    Both massacres show complete disregard for the principles of international humanitarian law and are part of a series of violations of human rights and human dignity which should constitute a line in the sand for EU action on the international stage, as established in Article 21 TEU, the consistency of which is a prerogative of the Council, among others.

    In the light of these atrocities:

    • 1.Will the Council condemn the use of cluster munitions and any attempt to justify their production, use and deployment as a military deterrent?
    • 2.Will it block the proposal for a decision on the position to be taken on behalf of the EU in the EU-Israel Association Council on the extension of the EU-Israel Action Plan for a further two years?

    Asia Cultural Co-operation Forum+ 2025 promotes cultural co-operation 
    The theme of the Forum is “Connect, Create, Engage: Bridging Cultures for All”. Officiating at the Panel opening today, the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, highlighted that the world has undergone rapid and vigourous changes and technological advancement is something inevitable. A people-oriented approach should be adopted to promote the arts and cultural development, i.e. to connect more with people, to create more for people and to engage more people. Making good use of Hong Kong as an East meets-West centre for international cultural exchange and the largest art trading centre in Asia, Hong Kong will surely continue to work hard to make our name card more shiny and tell good stories of Hong Kong.
     
    In addition to the speeches given by Miss Law and Vice Minister of Culture and Tourism, Mr Gao Zheng in the Panel, participating cultural ministers and senior officials from Bahrain, Bangladesh, Brunei, Cambodia, Georgia, Iran, Kazakhstan, Korea, Laos, Nepal, Pakistan, Singapore, Slovak Republic, Thailand, United Arab Emirates and Vietnam also took turns to speak.

    The Acting Chief Executive, Mr Chan Kwok-ki, hosted the gala dinner for the delegations as well as local cultural leaders. Local musicians, all-inclusive orchestra and a cappella choir were invited by the forum to perform in the dinner, showcasing a blend of Chinese and Western traditional and contemporary music, demonstrating to the guests the diversified and vibrant of art and culture scene in Hong Kong.
     
    In his speech at the dinner, Mr Chan pointed out that the Government has been actively fostering the city’s development into an East-meets-West centre for international cultural exchange with the clear national support in the National 14th Five-Year Plan. With its unique advantage of blending Chinese and Western cultures and its extensive international connections, Hong Kong will become a “super connector” and “super value-adder” between the Mainland and the rest of the world.
     
    The delegations attending the forum visited the Hong Kong Museum of Art and Oil Street Art Space (Oi!) yesterday (April 21). They will attend the plenary session and visit the Hong Kong Palace Museum in the West Kowloon Cultural District tomorrow (April 23).
     
    The Asia Cultural Co-operation Forum has been held since 2003 with the aim of promoting cultural co-operation and exchanges among regions. Drawing on the success of past forums, this year’s forum is themed “Connect, Create, Engage: Bridging Cultures for All” and has expanded its scale. In addition to inviting more Asian countries to participate, Belt and Road countries outside of Asia are invited to participate for the first time to further promote cultural exchanges with countries in the region.

    Union Minister of State for Minority Affairs, Fisheries, Animal Husbandry and Dairying, Shri George Kurian today inaugurated the orientation-cum-training programme of selected Haj deputationists of Haj 2025 for two days on 22ndand 23rdApril, 2025 at SCOPE Complex, Lodhi Road, New Delhi. In his inaugural address, the Minister of State, appreciating the role of Haj deputationists as crucial enablers in successful Haj operations, exhorted the deputationists to perform the duties assigned to them with utmost sincerity and commitment.  In total, 620 deputationists (266 administrative and 354 medical) have been selected this year in order to assist CGI Jeddah in effective Haj management in Saudi Arabia with the objective of serving Indian Haj pilgrims.

    These deputationists have been selected through a rigorous selection process and during the orientation-cum-training programme, they are being trained on different issues including overview of Haj operations, role of deputationists, health issues, crowd and disaster management, and the Haj Suvidha App before being deputed to Saudi Arabia. Special emphasis is being made to acquaint  the deputationists with the functioning of Haj Suvidha App, which was introduced during Haj-2024 and played a crucial role in information dissemination and grievance redressal of Indian Haj pilgrims. Building on the success of the App during Haj-2024, the Government intends to further realise its potential by effectively providing training to the deputationists.

    Further, since management of the Indian Haj pilgrimage is the largest logistical exercise managed by Government of India outside the country’s borders, the orientation-cum-training programme for Haj deputationists would contribute towards  helping Indian pilgrims in successfully performing Haj.

  • MIL-OSI United Kingdom: Additional support provided for Middle East appeal

    First Minister announces boost for humanitarian aid.

    First Minister John Swinney has announced an additional £300,000 funding will be provided to support humanitarian aid efforts in the Middle East through the Disasters Emergency Committee (DEC) Appeal and Scottish charities, SCIAF and Mercy Corps.

    This funding, delivered through the Scottish Government’s Humanitarian Emergency Fund programme, will help provide urgent assistance to those affected by the ongoing conflict, including food, clean water, medical care, and shelter for displaced individuals in Gaza, the West Bank, Lebanon and Syria.

    The announcement was made by the First Minister during a parliamentary debate on the international situation in which he also called for Scotland to champion the benefits of international trade, cooperation, and solidarity during this period of international turbulence.

    The First Minister said:

    “I’m pleased to announce a contribution of £240,000 through our Humanitarian Emergency Fund to the Disasters Emergency Committee’s appeal for the Middle East, along with £30,000 each for Scottish charities, SCIAF and Mercy Corps for their responses in Lebanon and Syria.

    “This is in addition to the £250,000 that we provided to this appeal last November and comes at a time when humanitarian needs continue to increase across Gaza, the West Bank, Lebanon and Syria.

    “I believe that wherever we can, we do what is within our power to de-escalate and support recovery from disaster and conflict in our deeply interconnected world.

    “Investing in the wellbeing of the international community is also an investment in our national wellbeing and security and I make no apology for doing so in these turbulent times.”

    The First Minister added:

    “At a time when the US, the UK and other donors have slashed their aid budgets, we in Scotland are committed to continuing to support our Global South partner countries, and more widely to responding to humanitarian emergencies globally.

    “Though we recognise the amounts Scotland contributes may be small in the face of growing need, we will do all we can to ensure it has maximum impact. Scotland will continue to act as a good global citizen.”

    DEC spokesperson Huw Owen said: “This additional donation to the DEC Middle East Humanitarian Appeal from the Scottish Government through its Humanitarian Emergency fund is hugely welcome. 

    “The Appeal has now raised close to £4 million here in Scotland, over £45 million UK wide, which also includes many generous individual donations from the public.  We are hugely grateful for this support.

    “It will bolster DEC charities and their expert local partners’ continuing efforts in Gaza and the wider region, working in incredibly challenging circumstances, to reach the most affected communities with medical care, food and clean water as well as psychological support for traumatised children and their families.”

    Background:

    Humanitarian needs across the Middle East continue to escalate, with nearly half of the population of Gaza facing emergency levels of food insecurity and water, shelter and medicine in desperately short supply. By providing this funding, the DEC and its member charities can ensure that when the current blockade of Gaza is finally lifted, those needs can be addressed without delay.

    The DEC appeal for the Middle East launched on 17 October 2024 and the Scottish Government’s previous contribution of £250,000 supported DEC and partner organisations in delivering humanitarian aid across the region.

    Since the appeal’s launch, generous donations from the public have helped deliver lifesaving assistance, and further contributions remain essential to sustain these efforts.     I write to apprise you of developments in Yemen and the broader Middle East region.
    Houthi militants operating from bases in Yemen have perpetrated piratical aggressions against shipping and have continued to threaten and attack United States forces in the airspace and waters in and around Yemen. I will no longer allow this band of pirates to threaten and attack United States forces and commercial vessels in one of the most important shipping lanes in the world. We will act to keep Americans safe. Consistentwith my commitment to defend United States forces and to uphold navigational rights and freedoms, I directed the Department of Defense to take several actions concerning the Houthis in Yemen, described below.
    First, I directed the Department of Defense to move additional forces equipped for combat into the Middle East to enhance the defensive capabilities available to United States forces and facilitate necessary military actions. These forces include capabilities for air and missile defense of Israel and of locations hosting United States forces as well as fighter, support, and reconnaissance aircraft to enable strikes on Houthi targets. The additional forces have deployed to countries in the Middle East region as detailed in the attached classified annex.
    Second, at my direction, forces under United States Central Command have commenced large-scale strikes in Houthi-controlled areas of Yemen to eliminate the capabilities the Houthis use for attacks on United States forces and commercial ships in the Red Sea and surrounding waters. United States Navy ships and aircraft, along with United States Air Force bombers, fighters, and unmanned aircraft, operating in and around Yemen, have participated in these strikes. Targets have included Houthi leadership and equipment, command and control facilities, and munitions storage facilities. We will continue these decisive military operations until the Houthi threat to United States forces and navigational rights and freedoms in the Red Sea and adjacent waters has abated.
    I am providing this report as part of my efforts to keep the Congress fully informed, consistent with the War Powers Resolution (Public Law 93-148).     TEL AVIV, Israel, April 22, 2025 (GLOBE NEWSWIRE) — Enlight Renewable Energy (“Enlight”, “the Company”, NASDAQ: ENLT, TASE: ENLT.TA), a leading renewable energy platform, announced that it has signed an agreement with Vishay Israel Ltd. for the supply of electricity valued at approximately $105m for a period of 12 years, and includes an option to significantly increase consumption volumes over the life of the contract.

    Vishay joins other leading entities in Israel that have signed clean electricity supply agreements with Enlight in recent months, including the Weizmann Institute of Science, NTA Metropolitan Mass Transit, Amdocs, Big Shopping Centers, SodaStream, and Applied Materials.

    Enlight, which owns the largest portfolio of renewable energy assets in Israel, is leading the transition of the country’s economy to clean power following the electricity market’s deregulation, which allows large consumers to enter into direct supply agreements with power producers.

    The agreement with Enlight will help Vishay,  one of the world’s largest manufacturers of discrete semiconductors and passive electronic components, to significantly reduce its electricity costs Israel. In addition, the related reduction in emissions will be equivalent to planting approximately 740,000 new trees per year or removing about 17,000 fuel-powered vehicles from the road each year.
