  • MIL-OSI China: US to halve its troops in Syria

    The United States will roughly halve its troops in Syria to less than 1,000 in the coming months, said a U.S. military official on Friday.

    “Today the secretary of defense directed the consolidation of U.S. forces in Syria,” said Pentagon spokesman Sean Parnell in a statement, “This deliberate and conditions-based process will bring the U.S. footprint in Syria down to less than 1,000 U.S. forces in the coming months.”

    He added that the U.S. Central Command will “remain poised to continue strikes against the remnants of IS in Syria.”

    Over 5,000 U.S. troops have been deployed in Iraq to support the Iraqi forces during the battles against the Islamic State (IS) militants since 2014.

    The troops were part of the U.S.-led international coalition against IS targets in both Iraq and Syria.

    The Syrian government has repeatedly accused the U.S. forces of stealing Syrian oil and depriving the Syrians of their own resources amid a harsh economic situation caused largely by the U.S. sanctions.

    The U.S. forces have established various bases in the oil-rich areas in northeastern Syria’s Al-Hasakah province and took control of the oil and gas fields there.

  • MIL-Evening Report: Mediawatch: Jailed Australian foreign correspondent’s life spread across the big screen

    In 1979, Sam Neill appeared in an Australian comedy movie about hacks on a Sydney newspaper.

    The Journalist was billed as “a saucy, sexy, funny look at a man with a nose for scandal and a weakness for women”.

    That would probably not fly these days — but as a rule, movies about Australian journalists are no laughing matter.

    Back in 1982, a young Mel Gibson starred as a foreign correspondent who was dropped into Jakarta during revolutionary chaos in The Year of Living Dangerously. The 1967 events the movie depicted were real enough, but Mel Gibson’s correspondent Guy Hamilton was made up for what was essentially a romantic drama.

    There was no romance and a lot more real life 25 years later in Balibo, another movie with Australian journalists in harm’s way during Indonesian upheaval.

    Anthony La Paglia had won awards for his performance as Roger East, a journalist killed in what was then East Timor — now Timor-Leste — in December 1975. East was killed while investigating the fate of five other journalists — including New Zealander Guy Cunningham — who was killed during the Indonesian invasion two months earlier.

    The Correspondent has a happier ending but is still a tough watch — especially for its subject.

    Met in London newsrooms
    I first met Peter Greste in newsrooms in London about 30 years ago. He had worked for Reuters, CNN, and the BBC — going on to become a BBC correspondent in Afghanistan.

    He later reported from Belgrade, Santiago, and then Nairobi, from where he appeared regularly on RNZ’s Nine to Noon as an African news correspondent. Greste later joined the English-language network of the Doha-based Al Jazeera and became a worldwide story himself while filling in as the correspondent in Cairo.

    Greste and two Egyptian colleagues, Baher Mohamed and Mohamed Fahmy, were arrested in late 2013 on trumped-up charges of aiding and abetting the Muslim Brotherhood, an organisation labeled “terrorist” by the new Egyptian regime of the time.

    Six months later he was sentenced to seven years in jail for “falsifying news” and smearing the reputation of Egypt itself. Mohamed was sentenced to 10 years.

    Media organisations launched an international campaign for their freedom with the slogan “Journalism is not a crime”. Peter’s own family became familiar faces in the media while working hard for his release too.

    Peter Greste was deported to Australia in February 2015. The deal stated he would serve the rest of his sentence there, but the Australian government did not enforce that. Instead, Greste became a professor of media and journalism, currently at Macquarie University in Sydney.

    Movie consultant
    Among other things, he has also been a consultant on The Correspondent — now in cinemas around New Zealand — with Richard Roxborough cast as Greste himself.

    Greste told The Sydney Morning Herald he had to watch it “through his fingers” at first.

    “I eventually came to realise it’s not me that’s up there on the screen. It’s the product of a whole bunch of creatives. And the result is … more like a painting rather than a photograph,” Greste told Mediawatch.

    “Over the years I’ve written about it, I’ve spoken about it countless times. I’ve built a career on it. But I wasn’t really anticipating the emotional impact of seeing the craziness of my arrest, the confusion of that period, the claustrophobia of the cell, the sheer frustration of the crazy trial and the really discombobulating moment of my release.

    “But there is another very difficult story about what happened to a colleague of mine in Somalia, which I haven’t spoken about publicly. Seeing that on screen was actually pretty gut-wrenching.”

    In 2005, his BBC colleague Kate Peyton was shot alongside him on their first day in on assignment in Somalia. She died soon after.

    “That was probably the toughest day of my entire life far over and above anything I went through in Egypt. But I am glad that they put it in [The Correspondent]. It underlines … the way in which journalism is under attack. What happened to us in Egypt wasn’t a random, isolated incident — but part of a much longer pattern we’re seeing continue to this day.”

    ‘Owed his life’
    Greste says he “owes his life” to fellow prisoner Alaa Abd El-Fattah — an Egyptian activist who is also in the film.

    “There’s a bit of artistic licence in the way it was portrayed but . . .  he is easily one of the most intelligent, astute and charismatic humanitarians I’ve ever come across. He was one of the main pro-democracy activists who was behind the Arab Spring revolution in 2011 — a true democrat.

    “He also inspired me to write the letters that we smuggled out of prison that described our arrest not as an attack on … what we’d actually come to represent. And that was press freedom.

    “That helped frame the campaign that ultimately got me out. So, for both psychological and political reasons, I feel like I owe him my life.

    “There was nothing in our reporting that confirmed the allegations against us. So I started to drag up all sorts of demons from the past. I started thinking maybe this is the universe punishing me for sins of the past. I was obviously digging up that particular moment as one of the most extreme and tragic moments. It took a long time for me to get past it.

    “He’d been in prison a lot because of his activism, so he understood the psychology of it. He also understood the politics of it in ways that I could never do as a newcomer.”

    “Unfortunately, he is still there. He should have been released on September 29th last year. His mother launched a hunger strike in London . . . so I actually joined her on hunger strike earlier this year to try and add pressure.

    “If this movie also draws a bit of attention to his case, then I think that’s an important element.”

    Another wrinkle
    Another wrinkle in the story was the situation of his two Egyptian Al Jazeera colleagues.

    Greste was essentially a stranger to them, having only arrived in Egypt shortly before their arrest.

    The film shows Greste clashing with Fahmy, who later sued Al Jazeera. Fahmy felt the international pressure to free Greste was making their situation worse by pushing the Egyptian regime into a corner.

    “To call it a confrontation is probably a bit of an understatement. We had some really serious arguments and sometimes they got very, very heated. But I want audiences to really understand Fahmy’s worldview in this film.

    “He and I had very different understandings of what was going … and how those differences played out.

    “I’ve got a hell of a lot of respect for him. He is like a brother to me. That doesn’t mean we always agreed with each other and doesn’t mean we always got on with each other like any siblings, I suppose.”

    His colleagues were eventually released on bail shortly after Greste’s deportation in 2015.

    Fahmy renounced his Egyptian citizenship and was later deported to Canada, while Mohamed was released on bail and eventually pardoned.

    Retrial — all ‘reconvicted’
    “After I was released there was a retrial … and we were all reconvicted. They were finally released and pardoned, but the pardon didn’t extend to me.

    “I can’t go back because I’m still a convicted ‘terrorist’ and I still have an outstanding prison sentence to serve, which is a little bit weird. Any country that has an extradition treaty with Egypt is a problem. There are a fairly significant number of those across the Middle East and Africa.”

    Greste told Mediawatch his conviction was even flagged in transit in Auckland en route from New York to Sydney. He was told he failed a character test.

    “I was able to resolve it. I had some friends in Canberra and were able to sort it out, but I was told in no uncertain terms I’m not allowed into New Zealand without getting a visa because of that criminal record.

    “If I’m traveling to any country I have to say … I was convicted on terrorism offences. Generally speaking, I can explain it, but it often takes a lot of bureaucratic process to do that.”

    Greste’s first account of his time in jail — The First Casualty — was published in 2017. Most of the book was about media freedom around the world, lamenting that the numbers of journalists jailed and killed increased after his release.

    Something that Greste also now ponders a lot in his current job as a professor of media and journalism.

    Ten years on from that, it is worse again. The Committee to Protect Journalists (CPJ) says at least 124 journalists and media workers were killed last year, nearly two-thirds of them Palestinians killed by Israel in its war in Gaza.

  • MIL-OSI China: U.S. tariffs threaten Arab non-oil exports: UN agency

    A sharp rise in U.S. trade protectionism is placing Arab economies under mounting pressure, endangering 22 billion U.S. dollars worth of non-oil exports, according to a policy brief released Saturday by the United Nations Economic and Social Commission for Western Asia (ESCWA).

    Jordan emerges as the most vulnerable, with nearly a quarter of its total exports bound for the United States. Bahrain is also flagged due to its heavy dependence on aluminum and chemical exports to the U.S. market.

    Meanwhile, the United Arab Emirates could see disruptions to roughly 10 billion dollars in U.S.-bound re-exports, a result of U.S. tariffs on goods originally produced in third countries, said the brief.

    The ESCWA brief also warns of growing financial strains across Gulf Cooperation Council (GCC) economies, which are contending with a sharp drop in global oil prices.

    Further financial challenges loom for non-GCC states. ESCWA projects that Egypt, Morocco, Jordan, and Tunisia will collectively face an additional 114 million dollars in sovereign interest payments in 2025, driven by rising global bond yields amid investor uncertainty. These higher borrowing costs risk tightening national budgets and delaying development initiatives, it said.

    Earlier this month, U.S. President Donald Trump signed an executive order amid widespread opposition, imposing so-called “reciprocal tariffs” on its trading partners worldwide.

    The second round of indirect talks between Iran and the United States concluded on Saturday in Rome, capital of Italy, with Oman’s mediation, according to Italian media.

    The atmosphere of the talks was described as “constructive,” and the next round is expected to take place in the coming days, Italian Rai News reported.

    The talks took place at the Omani Embassy in Italy and lasted nearly four hours. The format of the dialogue remained “indirect,” as in the first round, Rai News reported.

    Scottish Green MSP Ross Greer has called for soldiers fighting in Israel’s occupation forces to be prosecuted under Scots law for the crime of genocide against the people of Palestine.

    Mr Greer is calling for the Scottish Government to use an existing law, the International Criminal Court (Scotland) Act 2001, to ensure that Israeli soldiers who are UK citizens or residents and who are present in Scotland are held accountable for their role in the 18 month long assault.

    The Act made it a criminal offence under Scots law to engage in genocide, crimes against humanity and war crimes. It can be used for prosecutions even if the crime was committed outside of Scotland.

    Mr Greer said:

    “Israeli forces have inflicted a genocide on the people of Gaza, the gravest crime mankind is capable of. Over 18 months of bombings, executions and deliberate starvation they have murdered tens of thousands of Palestinians, including at least 15,000 children.

    “The soldiers of Israel’s occupation forces come from all over the world, including from here in the UK. They must be held individually accountable for their role in the worst war crimes and atrocities of this century. No Scot should be able to travel across the world to participate in a genocide and then return home without consequence.

    “We know that the UK government will not act to uphold the law. They have armed, supported and enabled the killing right from the start, but Scots law is clear on our responsibility to act.

    “There can be no hiding place for those who have participated in a genocide. Any UK citizen or resident who has taken part in the war should know that they will be prosecuted if they return to Scotland.”

    A group of leading lawyers including Michael Mansfield KC recently submitted a dossier of evidence against ten Britons serving with the Israeli occupation forces to the Metropolitan Police in London, alleging targeted killing of civilians and aid workers, including by sniper fire, and indiscriminate attacks on civilian areas, including hospitals.

    The identities of the ten individuals have not yet been made public and it is unknown if any live in Scotland.

    The Secretary-General is gravely concerned about the airstrikes conducted by the United States over the course of 17 and 18 April in and around Yemen’s port of Ra’s Isa, which reportedly resulted in scores of civilian casualties, including five humanitarian workers injured. Humanitarian assistance has been mobilized to support nearby health facilities. He is also alarmed by reports of significant damage to the port infrastructure and of possible oil leaks into the Red Sea. 

    The Secretary General is also deeply concerned about the ongoing missile and drone strikes conducted by the Houthis against Israel and in the Red Sea and calls on the Houthis to cease such attacks immediately. He also underscores that Security Council resolution 2768 (2025) related to Houthi attacks against merchant and commercial vessels must be fully respected.
    The Secretary-General recalls that international law, including international humanitarian law as applicable, must be respected at all times, and he appeals to all to respect and protect civilians as well as civilian infrastructure.

    The Secretary-General remains deeply troubled about the risk of further escalation in the region and continues to urge all to exercise utmost restraint. The Secretary-General also reiterates his call for the immediate and unconditional release of all the UN and other personnel arbitrarily detained by the Houthis.

  • MIL-OSI USA: Congressman Crow Introduces Bipartisan Bill to Strengthen VA Health Benefits for Veteran Firefighters

    WASHINGTON — Congressman Jason Crow (D-CO-06), a former Army Ranger who served three combat tours in Iraq and Afghanistan, has introduced new bipartisan legislation to strengthen health care benefits for veteran firefighters. 

    Studies have shown that firefighters, as a result of their career, are more likely to suffer from certain illnesses, including higher rates of cancer. However, the VA currently does not recognize the direct connection between military firefighting and higher rates of illness incidence beyond one year following active duty, resulting in denials of VA health care claims.

    Congressman Crow’s Michael Lecik Military Firefighters Protection Act would create the presumption that military veteran firefighters who become disabled by serious disease – including heart disease, lung disease, and certain types of cancer – contracted the illness due to their service in the military, allowing them to be approved for VA health care. 

    The legislation was also introduced by Congressman Don Bacon (R-NE-02).

    “I know from my days as an Army Ranger that military firefighters protect the safety of everybody in our ranks,” said Congressman Crow. “Too many of our military firefighters have been denied VA health care for conditions connected to their service, and that’s unacceptable. That’s why I’m introducing bipartisan legislation that expands their access to the care they deserve.”

    “After nearly 30 years in the Air Force, I’ve witnessed hundreds of heroic military firefighters who put their own lives on the line by carrying us out of burning buildings or jets and exposing themselves to toxic substances and deadly fumes,” said Congressman Bacon. “Creating the presumption that those who become disabled from serious disease contracted the illness while serving in the military allows the VA to treat thousands of military firefighters that would normally not be covered. This bill changes that. I fully support this mission, and I will continue to work with Rep. Crow to not only get this over the finish line, but to honor the life of former USAF firefighter, Michael Lecik, to which this bill is named after.”

    The legislation is named in honor of Michael Lecik, a U.S. Air Force firefighter who was diagnosed with multiple myeloma in 2019. Lecik filed a claim with the VA, which was ultimately rejected. He passed away in 2021 at the age of 39. 

    As an Iraq and Afghanistan veteran, ensuring America’s military servicemembers and their families get the appropriate care and resources is a top priority for Congressman Crow. In the 117th Congress, he introduced the Justice Involved Veterans Support Act and supported the PACT Act, which expands health care to millions of servicemembers exposed to toxic chemicals. Congressman Crow also supported the Federal Firefighters Fairness Act, which expands health care to federal firefighters who become disabled by serious disease.

  • MIL-Evening Report: Palestinian solidarity vigil at Easter in NZ as Israeli bombing rages in Gaza

    Peaceful protesters in Aotearoa New Zealand’s largest city Auckland held an Easter prayer vigil honouring Palestinian political prisoners and the sacrifice of thousands of innocent lives as relentless Israeli bombing of displaced Gazans in tents killed at least 92 people in two days.

    Organisers of the rally for the 80th week since the war began in October 2023 said they aimed for a shift in emphasis for quietness and meditation this spiritual weekend.

    “This is dedicated to the Palestine Prisoners’ Day and those who have died, innocent of any crime — women, children, journalists, patients, friends, healthcare workers, those buried under rubble, non-military civilians,” said Kathy Ross of Palestinian Solidarity Network Aotearoa (PSNA).

    “All those starving and needing our help,” she added.

    The organisers created a flowers and candles circle of peace with hibiscus blossoms in an area of Britomart that has become dubbed “Palestinian Corner”.

    Placards declared “Free all Palestinian prisoners — all 10,000 people” and “Release the Palestinian prisoners.”

    Palestinian fusion dancer and singer Rana Hamida, who last year sailed on the Freedom Flotilla boat Handala in an attempt to break the Israel siege of Gaza, spoke about how people could keep their spirits up in the face of such terrible atrocities, and sang a haunting hymn.

    Calmness and strength
    She also described how the air and wind could help protesters seek calmness and strength in spite of storms like Cyclone Tam that gusted across much of New Zealand yesterday on Good Friday causing havoc.

    She spread her arms like wings as Palestinian flags fluttered strongly, saying: “The wind is now blowing in exactly the right direction.”

    Another PSNA organiser, Del Abcede, spoke about the incarceration of Palestinian paediatrician Dr Hussam Abu Safiya, the director of Kamal Adwan Hospital in northern Gaza, who was kidnapped by the Israeli military last December 27 — two days after Christmas – and has been held in detention without charge and under torture ever since.

    “The reason why he was arrested is because he would not leave his hospital or his patients,” she said, adding that he had been held incommunicado for a long time.

    “I want to dedicate a special honour and prayer for him and I hope that he will be released soon.”

    Beaten in prison
    Dr Safiya is suffering from a serious eye injury as a result of being beaten in Israeli prison, his lawyer has revealed to media.

    According to lawyer Ghaid Qassem, Dr Abu Safiya has been classified by Israeli authorities as an “unlawful combatant” but has not yet been charged or received any court trials.

    Despite a global campaign calling for him to be released from prison, Israeli authorities have continued to interrogate and torture Dr Abu Safiya.

    Another speaker at the vigil, Dr David Robie, said he had been a journalist for 50 years and he found it “shameful” that the Western media — including Aotearoa New Zealand — failed to report the genocide and ethnic cleansing truthfully, and in fact was normalising the “horrendous crimes”.

    He called for silent prayer for the at least 232 Gazan journalists killed — many along with their entire families — who had been courageously reporting the truth to the rest of the world.

    Banners at the vigil referred to “Jesus [was] Palestinian – born in Bethlehem” and “Let Gaza live”. One placard declared “Jesus was an anti-imperialist Palestinian Jew who preached (and practised) radical love for all – not a violent bully bigot”.

    Other vigils and protests took place across New Zealand at Easter weekend, especially in Ōtautahi Christchurch.

    ‘Violating’ religious status quo
    Meanwhile, in Jerusalem reports were emerging that Israelis were “taking pride in violating the status quo” with religious traditions at Easter.

    Xavier Abu Eid, a political scientist and former adviser to the Palestine Liberation Organisation (PLO) from occupied East Jerusalem, explained on Al Jazeera that Jerusalem, “has a very central place” in the history of Palestinian Christians.

    “We have to … understand what the Israeli occupation is doing to all Palestinians, because there is a concept. … It’s called the status quo. It’s understood and it’s under a very old agreement, centuries or older than the state of Israel,” he said.

    Under the status quo, “the status of Christian and Muslim holy sites, including Al-Aqsa Mosque, for example, and the Holy Sepulchre, would be respected,” Dr Eid explained.

    Despite this, he said, “Israeli government officials are taking pride in violating the status quo of Al-Aqsa Mosque compound by allowing Israeli settlers to pray in Al-Aqsa Mosque”.

    He said the Israeli authorities are also trying to “turn the Mount of Olives, a very important place for this [Easter] celebration, into an Israeli national park”.

    “So you’re talking about a community that feels under threat, not just from a national point of view with the Israeli government, pushing for ethnic cleansing and annexation, but also from the traditions that religiously we have kept here for generations,” he noted.

    The UN Palestine relief agency UNRWA reports that after 1.5 years of war in Gaza, at least 51,000 Palestinians have been killed, 1.9 million people have been forcibly displaced multiple times, and the Israel military has blocked humanitarian aid from entering the besieged enclave for seven weeks.

    Fremont, CA – April 18, 2025 – On April 7, 2025, the U.S. Food and Drug Administration (“FDA” or “the agency”), classified Q’Apel Medical, Inc.’s (“Q’Apel” or “the company”) voluntary recall of 1,617 units of its 072 Aspiration System (also known under the product name “Hippo”, which includes “Cheetah”; collectively, the “product”) as Class I.
    On February 26, 2025, the company initiated a discontinuation and recall of 1,617 units of its 072 Aspiration System product. The recall was initiated because the company received a Warning Letter from FDA that raised questions about whether the features and characteristics of the distal tip of the Hippo aspiration catheter were within the scope of its 510(k) clearance. Rather than pursue a new regulatory pathway, the company chose to voluntarily remove all affected product lots and discontinue the 072 Aspiration System line as part of its strategic shift toward newer technologies
    Q’Apel has submitted three Medical Device Reportable events for the Hippo product to date; these adverse events include a reported tip detachment, retrieved without patient injury; a vessel rupture; and a vasospasm. Based on the company’s investigation of these events, factors other than the device’s distal tip likely contributed to the reported adverse events.
    Notably, each of these event types is a known risk associated with use of any aspiration catheter and is not unique to the Hippo product. The tip of any aspiration catheter used during a thrombectomy could potentially cause vasospasm and/or vascular injury. In particular, if the tip of an aspiration catheter triggers irritation of the vessel wall, it may manifest as vasospasm, which may be self-limiting or may require treatment (e.g., vasodilatation). Vascular injury may result in a non-flow limiting dissection that requires no intervention and causes no permanent morbidity, a flow-limiting dissection that requires intervention and may be associated with morbidity, or in the extreme case, vessel perforation or rupture which requires intervention and likely results in morbidity or even mortality. If unretrieved, a detached tip of a catheter could result in serious adverse events such as blockage of blood vessels, ischemia of end organs, and death.

  • MIL-OSI NGOs: Inside the hack-for-hire scandal: ongoing saga to uncover potential Exxon-linked cyberattacks intended to derail climate accountability

    Reports of a major hack-for-hire scheme began to appear after the 2019 indictment of an Israeli private investigator, Aviram Azari, and the groundbreaking 2020 research by Citizen Lab into hacking-for-hire groups. Both Azari’s indictment and Citizen Lab’s report found that individuals and groups had been targeted by hackers, allegedly under the direction of private investigators that were working with powerful clients. 

    These clients appear to include DCI Group (DCI), a public relations and lobbying firm based in Washington D.C. One of DCI’s clients at the time the hacking allegedly occurred was ExxonMobil Corporation (Exxon), according to multiple news outlets’ analysis of court documents revealed this January and a source contacted by Reuters. During the same period that hacking occurred, the victims of the hacking appear to have been involved with the #ExxonKnew campaign and associated climate accountability litigation. The hack targets indicate a potential motive to derail momentum behind these lawsuits and #ExxonKnew campaigns, which accused ExxonMobil of knowing about and deliberately hiding or miscommunicating about climate change and the impacts of the industry. 

    Since the investigation of Azari, another private investigator, Amit Forlit, has recently been indicted and appears to be connected to the same hacking scheme involving Exxon based on court documents for both investigators and their business connections with each other at the time hacking occurred. To what extent Azari and Forlit worked together is not yet known, but court documents have suggested they are business associates. The news of Forlit’s involvement became public when the U.S. Department of Justice filed a request for Forlit to be extradited from the U.K. in 2024. DCI and Exxon were not named in the U.S. request to extradite Forlit for alleged hacking involvement, but Forlit’s lawyer mentioned both companies in his defense.

    The source contacted by Reuters provides the most detailed account of what allegedly occurred. According to that account, the hacking scheme began in late 2015, with DCI arranging targets, providing them to Forlit, who then worked with third-party contractors to conduct hacking. Reuters determined that “In an effort to push a narrative that Exxon was the target of a political vendetta aimed at destroying its business, some of the stolen material was subsequently leaked to the media by DCI.” Moreover, the source alleges that the National Association of Manufacturers, an industry group that received funding from Exxon, used hacked material to pressure the U.S. Supreme Court to drop a lawsuit against Exxon, Energy Transfer subsidiary Sunoco, and other oil and gas companies. The lawsuit was filed by the city and county of Honolulu and charges the companies for climate damages.

    Both DCI and Exxon have publicly stated that they were not involved in any illegal activity, including hacking. An Exxon spokesperson told the Wall Street Journal in 2023 that the company “has no knowledge of Azari, had no involvement in any hacking activities and has not been accused of any wrongdoing. To be clear, ExxonMobil has done nothing wrong”. A spokesperson stated that “if there was any hacking involved, we condemn it in the strongest possible terms” to NPR two years later. 

    DCI partner Craig Stevens denied the firm’s involvement in a statement to NPR, saying “Allegations of DCI’s involvement with hacking supposedly occurring nearly a decade ago are false and unsubstantiated… Meanwhile, radical anti-oil activists and their donors are peddling conspiracy theories to distract from their own anti-U.S. energy activities”.

    Neither company has been charged with any wrongdoing, though environmental groups and a few U.S. senators have called for a formal investigation. Initial investigations around Azari involved additional clients that have not been named; Forlit also had other clients though extradition orders focus on his involvement with DCI and Exxon. According to an anonymous source to the Wall Street Journal, DCI partner Justin Peterson commissioned the hacking and was a key connection to Forlit.

    Citizen Lab’s research, as well as court documents against Azari, indicate that there is a large hack-for-hire industry whose clients may include a range of organizations from large oil and gas companies like Exxon, to financial firms, industry groups, and so on. Targets of these hacking schemes include climate groups like Greenpeace, but have also included public defenders, government officials, politicians, financial companies, banks, and others.Citizen Lab did not identify Azari, Forlit, or other individuals working as private investigators who sought hacking services. The investigation of Azari and Forlit came from FBI probes into hacking operations. 

    Despite the sentencing of Azari in 2023, the clients who ordered or benefited from hacking were never named. The Southern District of New York identified that Exxon publicly used hacked material, suggesting they may be a client of the hack-for-hire operations. Many victims of hacking were notified by Citizen Lab during their investigations, however the full extent of the hacking scheme is still unknown.

    The lack of any real investigation by Exxon is another example of the oil and gas industry avoiding accountability. Compounded with their efforts to seek legal immunity using tactics employed by the gun industry, filing SLAPP and other predatory lawsuits against journalists and activists, financially backing anti-protest legislation at the state and federal level, and a decades-long disinformation campaign, the industry may stop at nothing to ensure its dominance. 

    Despite evidence to the contrary, Exxon has continued to deny any involvement in the hack-for-hire scheme being investigated and the full extent of the hack is still unclear. 

    As a result, we are calling on:

    • The U.S. Department of Justice to fully investigate the hack-for-hire scheme.
    • Exxon’s board to commission an independent, internal investigation to determine how Exxon became connected to the hacking scheme, and to identify who may have been involved.
    • Congress to resist all attempts by the fossil fuel industry to secure a “liability waiver” which would grant “immunity” from any effort to hold the industry accountable for climate damages. 

    The details of the hack-for-hire scheme have been revealed over the last six years with research by Citizen Lab and the federal investigation of two private investigators. Clients and benefactors of the hacking have yet to be formally investigated.

    Under-Secretary-General DiCarlo conveyed the support of the United Nations to the parties in fulfilling their obligations under the Cessation of Hostilities Understanding and the full implementation of resolution 1701 (2006) and all other relevant Security Council resolutions, including through UNIFIL and UNSCOL. DiCarlo also reaffirmed United Nations support for the Government of Lebanon as it seeks to advance its critical reform agenda and extend state authority. 

    On 17 April, the Under-Secretary-General visited the UNIFIL peacekeeping mission and its area of operations in southern Lebanon, to see firsthand the impact from the recent hostilities on villages along the Blue Line.

  • MIL-OSI Security: Felon with Firearm Indicted After Arrest for Committing Lewd Act in Northeast

    WASHINGTON – Lawrence A. Jordan, 44, of Washington, D.C., has been indicted on a federal firearm charge as part of the “Make D.C. Safe Again” initiative. The indictment was announced by U.S. Attorney Edward R. Martin Jr., Special Agent in Charge Anthony Spotswood of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and Chief Pamela Smith of the Metropolitan Police Department (MPD).

                Make D.C. Safe Again is a public safety initiative led by U.S. Attorney Martin that is surging resources to reduce violent crime in the District of Columbia. This initiative was created to address gun violence in the District, prioritize federal firearms violations, pursue tougher penalties for offenders, and seek detention for federal firearms violators.

                Jordan was indicted on one count of unlawful possession of a firearm and ammunition by a felon.

                According to court documents, on Nov. 16, 2023, MPD officers were dispatched to the 700 block of 2nd Street, NE, for reports of disorderly conduct. Police encountered the defendant and later removed him from an apartment complex for being a non-resident. Police later escorted the defendant out of a fitness center attached to the apartments. Approximately 40 minutes later, police were called to respond to the same fitness center for reports of a man, later identified as the defendant, committing a lewd act; however, the defendant had left the scene.

                Days later, on Nov. 23, 2023, police responded to a call of aggressive panhandling in the 1300 block of H Street, NE. There, police arrested a man, later identified as the defendant, for lewd, indecent, or obscene acts. Police then searched the defendant and allegedly discovered him concealing a loaded, semi-automatic pistol on his person.

                The defendant is prohibited from possessing a firearm or ammunition due to a previous felony conviction.

            This case is being investigated by the ATF Washington Field Office and the Metropolitan Police Department. This case is being prosecuted by Assistant U.S. Attorney Joshua Gold.  

            An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: 378 Immigration Cases Filed in the Western District of Texas This Week

    SAN ANTONIO – Acting United States Attorney Margaret Leachman for the Western District of Texas announced today, that federal prosecutors in the district filed 378 new immigration and immigration-related criminal cases from April 11 through April 17.

    Among the new cases, a Mexican national named Cristo Jesus De Nasareth was arrested April 14 by U.S. Border Patrol agents from the Horse Patrol Unit along FM 170 near the U.S.-Mexico border. A criminal complaint affidavit alleges that when asked if he had any weapons on his person, Jesus De Nasareth told the agents he had a pistol inside one of his pockets underneath multiple layers of clothing. Jesus De Nasareth made his initial appearance in a federal court in Pecos on April 17, charged with one count of being an illegal alien in possession of a firearm and ammunition and one count of illegal entry.

    Immigration and Customs Enforcement’s Enforcement Removal Operations (ICE ERO) agents in San Antonio received notification that Mexican national Netsai Moreno-Suarez was arrested for a traffic violation on April 11. Moreno-Suarez was transferred into ICE ERO custody, charged with illegal re-entry. She was previously removed from the United States in August 2023 after being convicted for conspiracy to transport illegal aliens and being sentenced to five years of probation. If convicted, Moreno-Suarez faces up to 20 years in federal prison.

    On April 12, Janet Amanda Gonzales, of San Antonio, was arrested in Kinney County for allegedly transporting five illegal aliens further into the United States. A criminal complaint alleges that U.S. Border Patrol agents observed several individuals laying on top of each other on the backseat of Gonzales’s vehicle as she arrived at an immigration checkpoint near Brackettville. Gonzales allegedly admitted that she was conspiring with other subjects to transport the illegal aliens for monetary gain. A convicted felon, Gonzales was sentenced in April 2021 to two years of probation for exploitation of child/elderly/disabled.

    The following day, April 13, a USBP agent observed multiple people running away from the brush and enter a pickup truck on the side of Highway 277 near Texas Loop 79. The agent performed an immigration inspection on the individuals, allegedly discovering four illegal aliens and U.S. Citizen Roberto Hernandez. A criminal complaint alleges that Hernandez was contacted by a co-conspirator and asked to pick up a group of illegal aliens to transport them to a residence in Del Rio.

    USBP agents arrested Mexican national Arturo Mendoza-Yerbafria near Sanderson on April 15 for illegal re-entry. Mendoza-Yerbafria has been thrice deported, most recently on May 15, 2024 through Laredo Columbia Bridge. He was convicted in March 2018 and sentenced to 366 days in prison for one count of bringing in and harboring aliens.

    Honduran national Efrain Antonio Corroto-Herrera was arrested near Eagle Pass after records indicated he had been previously deported twice, the most recent removal being to Honduras on March 12 through Laredo. Corroto-Herrera was convicted in Austin on Feb. 26 for assault causing bodily injury, for which he received a sentence of 180 days confinement.

    Mexican national Zacarias Bautista-Emiliano was arrested by USBP agents for being an alien illegally present in the U.S, having been previously deported as recently as October 2024 through San Ysidro, California. The October removal was Bautista-Emiliano’s fifth deportation and his criminal history includes a felony conviction in 2013 for lewd or lascivious acts with a child under 14. His criminal record also includes two additional felony convictions: illegal re-entry in New Mexico in 2014 and illegal re-entry in Arizona in 2022. Bautista-Emiliano received sentences of 46 months in prison and 40 months in prison, respectively, for those convictions.

    In Austin, Honduran national Elvin Alexis Canelas-Morillo was placed into federal custody April 17. He pleaded guilty to assault causing bodily injury in a 2023 Travis County case and was sentenced to 179 days confinement. Canelas-Morillo has four prior removals, most recently in April 2022, and a lengthy criminal history that includes multiple immigration convictions, burglary of a building, and evading arrest. He now faces a charge of illegal re-entry.

    Mexican national Heber Vivero-Martinez was also transferred to federal custody in Austin on April 17. Along with three prior convictions for illegal entry, Vivero-Martinez was convicted in 2019 for assault causing bodily injury. At the time of his transfer, he was serving 20 days in the Travis County Jail for a DWI charge. Vivero-Martinez’s immigration record includes two removals in 2013 and four voluntary returns between 2007 and 2009.

    In El Paso, Mexican national Adolfo Martinez-Padron was arrested and charged with illegal re-entry. He has been previously removed six times, most recently March 27 through Del Rio. Martinez-Padron’s extensive criminal history includes two felony convictions for possession of a controlled substance, two DWIs, and assault causing bodily injury to a family member.

    Mexican national Santa Cruz Garcia-Morales was arrested in El Paso as well, having been previously removed from the U.S. four times and granted two voluntary removals. In 2023, Garcia-Morales was convicted in Salt Lake, Utah and sentenced to 180 days in jail for domestic violence in the presence of a child. In May 2024, he was sentenced to 18 months of probation in West Jordan, Utah for aggravated assault.

    These cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with additional assistance from state and local law enforcement partners.

    The U.S. Attorney’s Office for the Western District of Texas comprises 68 counties located in the central and western areas of Texas, encompasses nearly 93,000 square miles and an estimated population of 7.6 million people. The district includes three of the five largest cities in Texas—San Antonio, Austin and El Paso—and shares 660 miles of common border with the Republic of Mexico.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

  • MIL-OSI Global: Trump’s attacks on central bank threaten its independence − and that isn’t good news for sound economic stewardship (or battling inflation)

    Nearly every country in the world has a central bank – a public institution that manages a country’s currency and its monetary policy. And these banks have an extraordinary amount of power. By controlling the flow of money and credit in a country, they can affect economic growth, inflation, employment and financial stability.

    These are powers that many politicians – including, currently, U.S. President Donald Trump – would seemingly like to control or at least manipulate. That’s because monetary policy can provide governments with economic boosts at key times, such as around elections or during periods of falling popularity.

    The problem is that short-lived, politically motivated moves may be detrimental to the long-term economic well-being of a nation. They may, in other words, saddle the economy with problems further down the line.

    That is why central banks across the globe tend to receive significant leeway to set interest rates independently and free from the electoral wishes of politicians.

    In fact, monetary policymaking that is data-driven and technocratic, rather than politically motivated, has since the early 1990s been seen as the gold standard of governance of national finances. By and large, this arrangement, in which central bankers keep politicians at arm’s length, has achieved its main purpose: Inflation has been relatively low and stable in countries with independent central banks, such as Switzerland or Sweden – certainly until the pandemic and war in Europe began pushing up prices globally.

    In comparison, countries such as Lebanon and Egypt, where independence was never extended, or Argentina and Turkey, where it has been curtailed, have experienced more bouts of high inflation.

    But despite independence being seen to work, central banks over the past decade have come under increased pressure from politicians. They hope to keep interest rates low and reap voter gratitude for a humming economy and cheap loans.

    Trump is one recent example. In his first term as president, he criticized his own choice to head the U.S. Federal Reserve and demanded lower interest rates. After Fed Chair Jerome Powell warned that tariffs are “highly likely” to trigger inflation, Trump lashed out on April 17, 2025, in an online post in which he accused Powell of being “TOO LATE AND WRONG” on interest rate cuts, while suggesting that the central banker’s “termination cannot come fast enough!”

    As political economists, we are not surprised to see politicians try to exert influence on central banks. Monetary policy, even with independence, has always been political. For one thing, central banks remain part of the government bureaucracy, and independence granted to them can always be reversed – either by changing laws or backtracking on established practices.

    Moreover, the reason politicians may want to interfere in monetary policy is that low interest rates remain a potent, quick method to boost an economy. And while politicians know that there are costs to besieging an independent central bank – financial markets may react negatively or inflation may flare up – short-term control of a powerful policy tool can prove irresistible.

    Legislating independence

    If monetary policy is such a coveted policy tool, how have central banks held off politicians and stayed independent? And is this independence being eroded?

    Broadly, central banks are protected by laws that offer long tenures to their leadership, allow them to focus policy primarily on inflation, and severely limit lending to the rest of the government.

    Of course, such legislation cannot anticipate all future contingencies, which may open the door for political interference or for practices that break the law. And sometimes central bankers are unceremoniously fired.

    However, laws do keep politicians in line. For example, even in authoritarian countries, laws protecting central banks from political interference have helped reduce inflation and restricted central bank lending to the government.

    In our own research, we have detailed the ways that laws have insulated central banks from the rest of the government, but also the recent trend of eroding this legal independence.

    Politicizing appointees

    Around the world, appointments to central bank leadership are political – elected politicians select candidates based on career credentials, political affiliation and, importantly, their dislike or tolerance of inflation.

    But lawmakers in different countries exercise different degrees of political control.

    A 2025 study shows that the large majority of central bank leaders – about 70% – are appointed by the head of government alone or with the intervention of other members of the executive branch. This ensures that the preferences of the central bank are closer to the government’s, which can boost the central bank’s legitimacy in democratic countries, but at the risk of permeability to political influence.

    Alternatively, appointments can involve the legislative power or even the central bank’s own board. In the U.S., while the president nominates members of the Federal Reserve Board, the Senate can and has rejected unconventional or incompetent candidates.

    Moreover, even if appointments are political, many central bankers stay in office long after the people who appointed them have been voted out. By the end of 2023, the most common length of the governors’ appointment is five years, and in 41 countries the legal mandate was six years or longer. Powell is set to stay on as Fed chair until his term expires in 2026. The Fed chair position has traditionally been protected by law, as Powell himself acknowledged in November 2024: “We’re not removable except for cause. We serve very long terms, seemingly endless terms. So we’re protected into law. Congress could change that law, but I don’t think there’s any danger of that.” But Trump’s firing of leaders of other independent federal agencies has set up a legal challenge that could affect the Fed, too.

    In the 2000s, several countries shortened the tenure of their central banks’ governors to four or five years. Sometimes, this was part of broader restrictions in central bank independence, as was the case in Iceland in 2001, Ghana in 2002 and Romania in 2004.

    The low inflation objective

    As of 2023, all but six central banks globally had low inflation as their main goal. Yet many central banks are required by law to try to achieve additional and sometimes conflicting goals, such as financial stability, full employment or support for the government’s policies.

    This is the case for 38 central banks that either have the explicit dual mandate of price stability and employment or more complex goals. In Argentina, for example, the central bank’s mandate is to provide “employment and economic development with social equity.”

    Conflicting objectives can open central banks to politicization. In the U.S. the Federal Reserve has a dual mandate of stable prices and maximum sustainable employment. These goals are often complementary, and economists have argued that low inflation is a prerequisite for sustainable high levels of employment.

    But in times of overlapping high inflation and high unemployment, such as in the late 1970s or when the COVID-19 crisis was winding down in 2022, the Fed’s dual mandate has become active territory for political wrangling.

    Since 2000, at least 23 countries have expanded the focus of their central banks beyond just inflation.

    Limits on government lending

    The first central banks were created to help secure finance for governments fighting wars. But today, limiting lending to governments is at the core of protecting price stability from unsustainable fiscal spending.

    History is dotted with the consequences of not doing so. In the 1960s and 1970s, for example, central banks in Latin America printed money to support their governments’ spending goals. But it resulted in massive inflation while not securing growth or political stability.

    Today, limits on lending are strongly associated with lower inflation in the developing world. And central banks with high levels of independence can reject a government’s financing requests or dictate the terms of loans.

    Yet over the past two decades, almost 40 countries have made their central banks less able to limit central government funding. In the more extreme examples – such as in Belarus, Ecuador or even New Zealand – they have turned the central bank into a potential financier for the government.

    Scapegoating central bankers

    In recent years, governments have tried to influence central banks by pushing for lower interest rates, making statements criticizing bank policy or calling for meetings with central bank leadership.

    At the same time, politicians have blamed the same central bankers for a number of perceived failings: not anticipating economic shocks such as the 2007-09 financial crisis; exceeding their authority with quantitative easing; or creating massive inequality or instability while trying to save the financial sector.

    And since mid-2021, major central banks have struggled to keep inflation low, raising questions from populist and antidemocratic politicians about the merits of an arm’s-length relationship.

    But chipping away at central bank independence, as Trump appears to be doing with his open criticism of the Fed chair and implicit threats of dismissal, is a historically sure way to high inflation.

    Windswept dust blanketed southern Iraq and other parts of the Middle East in mid-April 2025. The airborne particles turned skies orange, reduced visibility, and worsened air quality near the ground where people live and breathe.
    Dust activity appears to have increased dramatically on April 14 between 9:30 a.m. and 1:50 p.m. local time (06:30 and 10:50 Universal Time), when the MODIS (Moderate Resolution Imaging Spectroradiometer) on NASA’s Terra and Aqua satellites acquired these images. Dust clouds are especially pronounced over arid regions of southern Iraq and northern Saudi Arabia in the later image (right) and in dust forecasts for the region that day.
    Breathing issues sent nearly 4,000 people to emergency rooms across multiple Iraqi provinces, according to news reports. Al Başrah (Basra) and An Najaf saw approximately 1,000 and 500 of those cases, respectively. Videos published by the BBC captured orange skies, low visibility, and strong winds whipping through those cities. The storm caused authorities to shut down several airports, they reported.
    Powerful westerly winds also carried dust into Kuwait that day. Weather stations measured wind gusts exceeding 80 kilometers (50 miles) per hour, news outlets reported, and Kuwaiti officials announced that schools would hold classes remotely on April 15 to reduce exposure to unhealthy air.
    Dust storms in Iraq are most common during late spring and summer, provoked by seasonal winds that blow from the north-northwest across abundant sources of dust. However, these storms can arise at other times of year, including in winter and spring. In April and May 2022, for example, a series of severe dust storms caused similar disruptions to the region. Declines in water resources may be amplifying the frequency and intensity of spring and summer dust events in Iraq. Dry conditions make it more likely that winds can loft and transport loose material.

The shelters are used to house scientific equipment that K–12 students rely on to collect data using GLOBE (Global Learning and Observations to Benefit the Environment) protocols—a set of standardized, internationally recognized methods for gathering environmental data such as temperature, soil moisture, and cloud cover. These observations contribute to a global citizen science database, giving young learners a meaningful role in real-world environmental research.
    Originally, shelters were being ordered from a national supplier to support GLOBE training sessions for teachers in GO (Growth & Opportunity) Virginia Region 5, an economic development region. These training sessions were funded through a generous grant from the Coastal Virginia STEM Hub (COVA STEM Hub), which supports regional collaboration in STEM education. But when the supplier couldn’t keep up with demand, Norfolk Public Schools CTE Specialist Dr. Deborah Marshall offered a bold solution: why not have local students build them?
    That’s when the project truly took off. Under the guidance of Jordan Crawford, students took on the challenge of building 20 high-quality shelters in spring 2024, following precise construction plans provided through the GLOBE Program. Materials were funded by the COVA STEM grant, and the students rolled up their sleeves to turn lumber into lasting educational tools for their community.
    “As an instructor, you look for opportunities that challenge your students, allow them to do things bigger than themselves, and let them see a project through from start to finish,” Crawford said. “This project allowed my students to hone existing skills and build new ones, and I saw incredible growth not just in craftsmanship but in teamwork. The most rewarding part was seeing the impact of their work in real schools.”
    And the students rose to the occasion—taking pride in their work, learning advanced techniques, and developing new confidence. One of the most challenging parts of the build involved crafting the louvers—angled slats on the sides of the shelters needed for proper air circulation. Student Zymere Watts took the lead in designing and building a jig to make sure the louvers could be cut uniformly and precisely for every unit.
    “Building the weather shelters was a fun and challenging task that pushed me to strive for perfection with each one,” said student Amir Moore. “After completion, I was delighted to see the faces of the people who were proud and happy with what we built.”“It was an extreme pleasure working on this project. I would love to work with NIA again,” added LaValle Howard. “I am proud to be a part of this vocational school and team.”Jaymyson Burden agreed: “It was fun and great to be exposed to the carpentry realm and install them in the real world. It was gratifying to know what we have done has an impact.”
    After completing the shelters, the students volunteered to install them at seven Hampton City Schools. Their work completed the full circle—from building the shelters in their carpentry classroom to setting them up where younger students would use them to collect real environmental data.
    Their dedication did not go unnoticed. The team was invited to NASA’s Langley Research Center for a behind-the-scenes tour of the NASA Model Shop, where they met Sam James, a Mechanical Engineering Technician and Fabrication Specialist. James showed the students how the same kind of craftsmanship they’d used is essential in the creation of tools and components for NASA missions. They also learned about NASA summer internships and discovered that their hands-on skills could open doors to exciting careers in STEM fields.
    “It was an honor to help where we were needed,” said student Josh Hunsucker. “Assembling these gave us a new perspective on the importance of duplication and how each step impacts the result. We’re happy to help wherever or whenever we’re needed—it provides a learning experience for us.”Kyra Pope summed it up: “It’s been a great amount of work over the past few months, but it pays off—especially when you’re giving back to the community.”
    According to Dr. Sharon Bowers, Associate Director and Senior STEM Education Specialist for NIA-CISE, the project demonstrates what’s possible when regional partners come together to empower students and educators alike. “The financial support from COVA STEM Hub supported sustained educator professional learning within our STEM learning ecosystem. Work with the Norfolk Technical Center truly made this a real-world, problem-solving experience. This is just the beginning for more collaborative work that will bring the region together to engage educators and learners in authentic STEM learning experiences.”
    This collaboration wasn’t just about building boxes to house thermometers. It was about building bridges—between technical education and science, between high school students and their futures, and between local classrooms and global research. With each shelter they crafted, the students created something that will outlast them, reminding others—and themselves—of what’s possible when learning is hands-on, meaningful, and connected to the world beyond school walls.

    The Arab American community, comprising over 20 nationalities and numerous religious groups, is inextricably woven into the fabric of this state – and this month, California joins the nation in celebrating Arab American Heritage Month by highlighting the profound and wide-ranging contributions of the vibrant communities in all facets of our society.

    Nagi Daifullah, a Yemeni migrant and farmworker who served as a strike captain during the United Farm Workers’ 1973 grape strike, was known for his ability to transcend ethnic and linguistic barriers among workers. Last year, in Tulare County, work began on Nagi Daifullah Unity Park, commemorating his prominence in the history of the labor movement.

    Daifullah’s legacy is reflective of the impact Arab American communities have had on California – changing the course of history by unifying different communities in pursuit of a better world. California is fortunate to have the largest Arab American population in the country, with thriving communities in Los Angeles, San Diego, the Bay Area, and other parts of the state that trace their heritage across the Middle East and North Africa. In 2022, Anaheim officially recognized the district of Little Arabia, making it the first officially recognized Arab American enclave in the country. 

    As we celebrate these many achievements and contributions, we must also recognize the pervasive discrimination and xenophobia the Arab American community faces and has faced – with many suffering in silence, fearing to speak out. This is unacceptable. Our state is leading the charge to protect those under attack for who they are, how they look, or what they believe.

    This urgent work is ongoing with partners throughout the state, including efforts to bolster security at places of worship and cultural centers, make available community-based services to support victims of hate, provide anonymous reporting options for victims and witnesses of hate acts, and other resources to further safety and inclusion for all Californians.

    Whether they’ve called America home for many generations or arrived more recently, Arab Americans have enriched communities across the country and made an indelible impact. During Arab American Heritage Month, we honor the past, present, and future of this community in our California story and rededicate ourselves to ensuring the safety and belonging of Arab Americans across our state.

    Industrial policy is becoming one of the important instruments of structural change in the world to increase the competitiveness of national economies. In order to assess what kind of state support certain sectors receive, Yuri Simachev and Anna Fedyunina from Center for Structural Policy Research HSE University has developed an index of economic complexity of state financial support. The study is presented at XXV Yasinsky (April) International Scientific Conference.

    The conference included a round table discussion entitled “New Industrial Policy: Between Technological Sovereignty and International Cooperation”. Experts from universities and research centers discussed the report by Anna Fedyunina and Yuri Simachev entitled “Priorities and Instruments of Modern Industrial Policy: Subsidies for a Complex Economy”.

    The study notes that attention to the implementation of active industrial policy has increased significantly worldwide, which has become an important tool for increasing the competitiveness of national economies. Thus, references to industrial policy in the media have increased 8 times since the 2000s. The authors note that the most important prerequisites for increased attention to industrial policy instruments are increased competition between developed and developing countries in the markets for complex products, regionalization and expanded use of trade protection instruments, and strengthening of the tasks of technological sovereignty.

    Scholars define modern industrial policy as an attempt by the state to facilitate the flow of resources into specific sectors that the state considers important for future economic growth. In addition, industrial policy aims to improve the business environment and/or the structure of economic activity by sector, technology, and should ensure that, through intervention, the prospects for economic growth and public good are better than those without such intervention.

    It is important that developed countries, contrary to popular belief, also actively use industrial policy. The share of such measures in trade policy increased in developed economies from 11% in 2010 to 53% in 2022, and in emerging market and developing countries — from 9 to 22%. Subsidies have become the key instrument of industrial policy; today, they account for about half of all measures formalized in regulations. Moreover, subsidies are used more often by developed countries, since they have greater financial resources. OECD countries spend an average of 1.4% of GDP on grants and tax breaks and an additional 1.8% of GDP on financial instruments: loans, guarantees, and investments (of which 1.1% of GDP is accounted for by export financing programs).

    Yuri Simachev and Anna Fedyunina developed an index of economic complexity of state financial support (IESFS), which reflects the complexity of product groups/activities receiving state support: the higher the IESFS, the more technologically complex the sectors supported. The study showed that, in general, those countries with a more complex economy tend to provide more assistance to relatively simple (within the country’s economy) sectors for the purpose of equalization and greater sustainability, while those countries with a simpler (less competitive) economy are more motivated to develop more complex sectors.

    Russia is characterized by the highest relative complexity of state support (which is comparable with Vietnam and China) in the group of countries with similar economic complexity. Iran, under sanctions, has placed its bets on developing its own technologies. Mexico and Malaysia are among those lagging behind in the “complexity” of state support, since their economies are connecting and use the effects of friend-shoring (transfer of production activities from other countries). For the United States, with its leadership in economic complexity, support for relatively simple sectors that provide employment (for example, metallurgy) is politically significant.

    “Developed countries are redistributing the rents of technological leadership to achieve sectoral convergence, while emerging market countries are trying to find new sectoral and technological opportunities for rapid growth to escape the middle-income trap and reduce the distance with leading countries,” the researchers conclude.

    The Polytechnic University took part in a strategic meeting of the Ministry of Science and Higher Education of the Russian Federation dedicated to the development of the Russian-African Network University (RAFU). Representatives of the Polytechnic University presented a report on the activities of the consortium, noting key achievements and plans to strengthen cooperation with African countries. The meeting was held in the board room of the Ministry of Education and Science of Russia with the participation of more than 50 RAFU universities, including Moscow State University, MGIMO, RUDN University, MPEI, RSUH, MGRI.

    Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky emphasized the role of SPbPU in the development of the project in his speech: Two years ago, at the Russia-Africa economic forum, the baton of coordinating RAFU was passed to St. Petersburg Polytechnic University. During this time, the consortium has made a qualitative leap: today it includes 90 Russian and 45 African organizations from 15 countries. The Summer Multidisciplinary University, which we are holding for the fourth time, has become a key project. However, it is important to move forward – to develop higher education programs, network formats and double degrees. SPbPU, which has serious experience in this area, can become a driver of such changes.

    Vice-Rector for International Affairs of SPbPU Dmitry Arsenyev focused on the transformation of RAFU into a multifunctional platform: We consider RAFU not only as an educational project, but also as a tool for accessing scientific, personnel and youth resources. Over two years, we have managed to expand the geography, create a working project office and hold dozens of events. The next step is the integration of network programs and quotas, which will enhance the practical benefits of the consortium for Russian-African relations.

    Head of the RAFU project office Maksym Zalyvsky presented the consortium’s achievements. An important step was the update RAFU website, which has evolved into a working tool with 14 sections, an online catalog of 120 courses, and regularly updated news. To promote the consortium brand, RAFU days were held in Mali and Morocco, where information centers were opened, as well as large-scale sessions at the St. Petersburg International Economic Forum, the Youth Festival, and the Russia-Africa Summit.

    Maxim Zalyvskiy paid special attention to the Summer Multidisciplinary University of RAFU, which in four years has increased the number of participants from 100 to 300 people, and the geography – from 10 to 33 countries. The program has shifted focus from cultural and historical tracks to professional internships and advanced training with the participation of industrial partners, such as the Mali Artificial Intelligence Center. In 2025, 20 educational programs are planned, some of which will be associated with a project dedicated to the development of a concept for reforming higher engineering education in Mali. Russian universities are participating in the development of a concept for the creation and curricula of educational programs for the new Polytechnic University of Bandiagara in priority areas of development of Mali. The speaker especially noted the initiative creation of network master’s programs with universities in Egypt, Algeria, Zimbabwe and other countries, as well as the development of ten joint Russian-African projects in 2024, which the Russian Ministry of Education and Science annually supports with grants.

    The participants of the meeting discussed initiatives to allocate quotas for African students within the framework of network programs and the significant role of the project in developing cooperation with African countries. They emphasized the importance of RAFU as an effective tool for interaction and made proposals for optimizing the consortium’s work aimed at increasing its practical impact.

    The universities participating in RAFU highly appreciated the work of SPbPU as the coordinator of the consortium. Polytechnic will continue to expand the partner network and introduce new formats of cooperation aimed at the sustainable development of the regions of Russia and Africa.

    Summing up the meeting, Konstantin Mogilevsky proposed creating scientific laboratories for assessing colonial damage on the basis of leading universities participating in the RAFU consortium — a project capable of strengthening the expert status of the association. The participants also agreed to hold regular meetings of the RAFU presidium to develop strategic decisions, operational planning and strengthen partnerships with African countries.

  • MIL-OSI China: Israeli strikes kill at least 39 in Gaza

    At least 39 Palestinians were killed and dozens more wounded in Israeli strikes across the Gaza Strip on Thursday, according to the Gaza-based civil defense.

    Mahmoud Basal, a spokesperson for the civil defense, told Xinhua the Israeli attacks targeted several locations, including shelter tents, schools repurposed as refugee camps, and residential homes. Women and children were among the casualties, he said.

    The Israel Defense Forces (IDF) said it struck a command and control center in Jabalia and, over the past 48 hours, had targeted more than 110 locations across Gaza.

    “Among the targets struck were terrorist cells, military compounds used by Hamas, and additional militant infrastructure,” the IDF said in a separate statement.

    Gaza’s health authorities said 40 bodies and 73 wounded individuals were brought to hospitals across the enclave in the past 24 hours. The total number of Palestinians killed since Israel resumed its military offensive on March 18 has risen to 1,691, they added, bringing the overall death toll since the conflict began in October 2023 to 51,065.

    Separately, a Palestinian prisoner from the West Bank died after being transferred to an Israeli hospital, the Palestine Liberation Organization’s Commission of Prisoners’ Affairs and the Palestinian Prisoners’ Club said in a joint statement.

    Musab Adili, 20, from the city of Nablus, died Wednesday night at Soroka Medical Center. The cause of death was not disclosed. Adili was arrested by Israeli authorities in March and sentenced to one year and one month in prison, the statement said.

    He is the 64th Palestinian prisoner to die in Israeli custody since Oct. 7, 2023, according to the statement, including at least 40 detainees from the Gaza Strip.

  • MIL-OSI China: UN sees US-Iran nuclear talks as ‘good sign’

    The United Nations views the second round of negotiations between the United States and Iran this weekend as “a good sign,” and hopes it will yield positive results, a UN spokesman said on Thursday.

    The second round of U.S.-Iran indirect negotiations will be held in Rome on Saturday, according to the Iranian Foreign Ministry. The two sides will discuss Tehran’s nuclear issues and Washington’s sanctions.

    “We very much hope that the dialogue between the United States and the Islamic Republic of Iran yields a positive outcome, which we’re seeing the lowering of tensions in the Gulf region, in the Middle East, and between the two countries,” Stephane Dujarric, spokesman for the UN secretary-general, said at a daily briefing.

    “We understand that there will be a second round from what I’ve seen, I think this weekend, which in itself is a good sign,” he said. “We will obviously be following it very closely.”

    In early March, U.S. President Donald Trump sent a letter to Iranian leaders, proposing negotiations on Iran’s nuclear program, while Iran later agreed on indirect talks.

    The first round of U.S.-Iran indirect talks was held in the Omani capital of Muscat last week. The White House said in a statement that the discussions were “very positive and constructive.” Iranian Foreign Ministry described their talks as “constructive.”
