This bill will prohibit aid and assistance to the Armed Forces of Lebanon until the governing authorities in Lebanon rescind their recognition of Hezbollah as well as their allied political wing, Loyalty to the Resistance Bloc, and affiliated militia group, the Amal Movement. “While the world celebrates the demise of Hassan Nasrallah, the United States must remain vigilant to the threat of Hezbollah. Until the people of Lebanon can live free of Hezbollah’s terror and persecution, long-term peace and stability in the Middle East will remain out of reach,” said Rep. Steube. “As the Trump administration works to forge closer ties between Israel and the Arab world, Congress must do its part to contain Iran and eliminate its terrorist network. My PAGER Act will ensure U.S. tax dollars never end up in the hands of Hezbollah.”The PAGER Act bars federal funding to the Armed Forces of Lebanon until the Secretary of State certifies to Congress that:

    The Lebanese government no longer recognizes Hezbollah and other organizations linked to Iran.
    Individuals affiliated with Hezbollah or other organizations linked to Iran are banned from serving in ministerial positions.
    Lebanon is in compliance with UN Security Council Resolution 1559 to remove Hezbollah and other militia groups from their territory. 
    The Lebanese Armed Forces terminates its relationship with Hezbollah, Iran, and all foreign terrorist organizations.
    Lebanon destroys all weaponry supplied by Iran and its affiliates.
    Lebanese courts agree to dismiss all charges against Americans unjustly persecuted for shedding light on Hezbollah’s influence.

    The PAGER Act will also bar U.S. funding and support for the United Nations Development Programme in light of their corrupt financial ties to top Lebanese military officers. It will also provide Congress with biannual reports on Hezbollah’s status in the region. 
    The bill has received support from numerous organizations, including The American Mideast Coalition for Democracy (AMCD) and The Endowment for Middle East Truth (EMET).
    “The American Mideast Coalition for Democracy fully supports the PAGER Act put forward by Congressman Greg Steube (R-Fla.). AMCD believes that by pressuring the Lebanese government and Lebanese Armed Forces with a limited time to disarm Hezbollah and other militias, as has been called for by the United Nations in UNSC Resolution 1559 of 2004, progress can be made toward re-establishing a functioning, pluralistic civil society in Lebanon,” said Tom Harb, Co-Chair of the American Mideast Coalition for Democracy.  “AMCD applauds the fact that this bill will condition US funding to the LAF to positive action. The time limit is key to forcing the disarmament of Hezbollah, which has been delayed for years and has allowed the infiltration of the Lebanese government and armed forces by terrorists. Stern, Founder and President of the Endowment for Middle East Truth.“The Lebanese Speaker of the House, Nabih Berri has very strong ties to Hezbollah and to its Hezbollah Shia ally, Amal. This enabled Hezbollah to name 4 Cabinet ministers, including the very important Ministry of Finance, Yassin Jaber, someone who is strongly affiliated with Hezbollah. Beyond that, we would like to see the Lebanese Armed Forces finally exercise some strength and disarm Hezbollah, which has been demanded by both UN Security Council Resolution 1559,which was introduced in 2004, and UN Security Council 1701, introduced in 2006. It is far time that the political, governmental, and economic infrastructure within Lebanon free itself of the Iranian and Shia influence of the Amal movement and of Hezbollah.”

    WASHINGTON, D.C.  – Today, Representative Val Hoyle (OR-04) joined 69 other House Democrats in calling for the immediate resignation of Secretary of Defense Pete Hegseth, after new reporting from The Atlantic made clear he shared classified information on Signal, an unapproved and unsecured communications platform.

    The letter was addressed to Secretary of Defense Pete Hegseth, Secretary of State Marco Rubio, Director of National Intelligence Tulsi Gabbard, and National Security Advisor Michael Waltz.

    Dear Secretary Hegseth, Secretary Rubio, Director Gabbard, and Mr. Waltz,

    We write to express grave concern over your handling of sensitive information regarding military operations in Yemen and potential risks to our servicemembers carrying out this mission. The Atlantic reported that their Editor-in-Chief Jeffrey Goldberg was added to a Signal group chat on March 13 titled “Houthi PC small group.” Fortunately, an American journalist was added and not anyone who could have used this information to cause significant harm to the United States.

    As more evidence has come to light, the misconduct in the group chat has become further undefendable and inexcusable. You all jeopardized the lives of servicemembers. There must be accountability starting with the immediate resignation of Secretary Hegseth.

    The degree of incompetence, carelessness, and irresponsibility is difficult to underscore. It is incomprehensible that the heads of the world’s most powerful government were unknowingly sharing secret military plans and knowingly using an unsecure communications method to do so. A bad actor or foreign contact could have easily been added to this Signal group instead of Mr. Goldberg. This experience was so absurd that Mr. Goldberg thought it more likely to be a disinformation campaign or artificial intelligence than several key members of our government, many who sit on the National Security Council.

    This encounter calls into question the way in which this operation was discussed. It was reported that classified or highly sensitive information was being shared over Signal. Information that if leaked to the wrong sources could have resulted in dire national security consequences. As the article goes on to state, there are legitimate questions on whether laws like the Espionage Act or laws on preserving official federal records were violated.

    If you had not added a non-government individual to this Signal group, then this breach would never have come to light. This does not inspire confidence that other classified communications have been handled through proper channels or that this national security team is taking these issues seriously.

    We hope you understand the gravity of this situation. The decisions you make have a significant impact on our national security and the safety of our servicemembers. We will be demanding accountability and transparency in what transpired. For the sake of our national security, we ask that you fully and willingly cooperate with Congress in any forthcoming hearings or investigations.

    CAMBRIDGE – This week at the King Open School in Cambridge, Congresswoman Ayanna Pressley (MA-07) joined Joshua Miller of the Boston Globe for a live, fireside chat about the news of the day, the Trump administration’s latest actions, and the future of progressivism in the United States. In the wide-ranging discussion titled “What do we do now? A conversation with Congresswoman Ayanna Pressley,” Rep. Pressley discussed her personal journey in politics, the harm of the Musk-Trump agenda, and how Democrats can and must fight back.

    On Rep. Pressley’s parents and upbringing:

    REP. PRESSLEY: I grew up raised in a single parented household with the righteous role-modeling of a mother who was a proud Democrat, a super voter. Just to give you a little insight into my upbringing, my mother never read me stories about anyone coming to save me. She read me the speeches of Barbara Jordan and Shirley Chisholm. So, I get it honest. And she, you know, taught me early on that to be Black is something beautiful and to be proud of, but that I was being born into a struggle, and she had an expectation that I would do my part in that struggle, in the work of liberation for Black and all marginalized people.

    So two other quick things I would say that really informed the work that I do from my origin story.  I grew up on public transportation. It’s one of the reasons why I’m so passionate about transit justice. It truly is at the intersection of everything. My father is a brilliant man who battled substance use disorder and a heroin addiction and cycled in and out of the criminal legal system, and it was incredibly destabilizing, and there was great shame and stigma that I carried about that not understanding at the time that it was a disease. But my father, while incarcerated, attained two advanced degrees, came out, attained his PhD, and went on to become a college professor, a dean of a college, and a published author. And so, by my father’s example, that is why I’m so passionate about family reunification and those bonds and re-entry programs and Second Chance Pell Grants – recognizing that there are so many brilliant people whose gifts are dying on the vine that are unjustly incarcerated because my father should have been met with culturally competent on-demand care, not incarceration.

    And now as for my mother, in addition to the ways in which she poured into me – reading the speeches of Barbara Jordan and Shirley Chisholm, being a tenants rights organizer through the Urban League of Chicago – I also had an incredible education with a front row seat into the indignities and injustices that my mother experienced as a Black woman and because I’m an only child, and it was really just sort of me and my mom versus the world. You know, it takes a lot of children to grow up and become an adult to see the humanity in their parent. I was there for my mother’s heart breaks. I was there for her hardship. I was a latch key kid home alone as young as five years old, and she would say, “You cannot tell anyone you were here alone, because they will take you away from me.” But she couldn’t afford childcare, right? I was also there when my mother was battling uterine fibroids, and the healthcare system would delegitimize her pain. She was forced into a radical hysterectomy when she did not need it, and I also remember the day she collapsed on the street because she returned to work too early and had not fully recovered.

    And so, I saw the ways in which a broken government and broken systems and policy violence were showing up in my mother’s life every day. And so as far as my education, your parents are your first teacher. So, both through the consciousness of my parents and through the landscape that they navigated, I received an incredible education.

    On Rep. Pressley’s journey in politics:

    REP. PRESSLEY: I came here in 1992 to attend Boston University, so school is what brought me here. I like to say Chicago is the city that raised me, and Boston is the city that changed me. You know, it was in Boston that I sort of better crystallized my purpose, the contribution I wanted to make in the world.

    And I was very active on campus, Student Government President, President of my College. I was charged with organizing a Martin Luther King Day celebration at Boston University. It was called a day on, not off, because it always bothered me that people treated it as an extended weekend, and because I had seen how many people worked for so long to make that a holiday.

    So I said, I’m going to invite Congressman Joseph P. Kennedy II and Congressman Barney Frank to this event. And I said, I believe in the – I’m an Aquarius, so I’m really into manifestation. And I said, I am going to get an internship with one of them. So, they both came into the room, and I’m just going to tell the truth, because I’ve said it to his face: Barney Frank scared the shit out of me. He was a complete curmudgeon. And I just was like, he’s brilliant. I love everything he’s doing on banking. That’s a no go. Okay. And so, you know, Congressman Joseph P Kennedy II greeted me with a “Hiya, pal!” and I said, this is the way I’m going. And my mother, who was very politically astute, had taught me all the work that Congressman Kennedy was doing on redlining. And so I approached him, and I said, I’d like to intern in your office. I secured this internship in his Roxbury satellite office. I showed up with a briefcase from Goodwill that was permanently locked. I never figured out that – I never figured out that combination. But I thought it was important to look the part. Ladies, do y’all remember a store called Hit or Miss? Okay, so I went to Hit or Miss, got my first little work situation, walked in with that permanently locked attaché case, landed that internship, and that internship changed the trajectory of my life.

    Now, I should say, at that time, internships were unpaid, and most interns were the kids of donors. And so I’m so grateful that we have, now, through a lot of organizing, changed that to open it up so there’s no gate keeping, and all of our interns are paid a living wage.

    So I was a student at Boston University, started as an intern for Congressman Kennedy. Ultimately, I was hired, and I became a constituent services Social Security liaison, advocating for our most vulnerable, our seniors, our veterans. Then I went on to work for United States Senator John Kerry for 11 years, and then served on the Boston City Council for eight years.

    I’m not new to this, I’m true to this – and I’ve been doing this work of electoral politics and movement building, the work of freedom that my mother demanded of me for a very long time. So thank you to the Commonwealth of Massachusetts for changing my life. It is also here where I found the love of my life, who is from Cambridge. So thank you Cambridge for the gift of my fine ass husband. But it was, it was here that I found the love of my life, put down roots, grew a family as well. 

    On the Republican government budget bill:

    JOSHUA: I want to talk about Democrats who seem very split, speaking of fight like hell, who seem very split between the House and the Senate these days, between the vanguard and the old guard. Why is there this split, and which of these two constituencies do you think will win out? And the context for this is the Senate passed the government funding bill that every single Democratic Representative, but one, voted against in the House. And the Senate, Chuck Schumer – I’ll let you describe what happened and how you see it. 

    REP. PRESSLEY: Does anyone know what the word trifling means? It was trifling, it was outrageous, it was a betrayal. And this goes right back to the point I was making earlier, that when Democrats have the power, no matter how limiting your tools are in this moment, you have to leverage and exhaust every single one of them – because the American people are exhausted, and we need to be exhaustive.

    The reason why there isn’t a narrative that the Democrats are out there fighting like hell is exactly because of reasons like that. Chuck Schumer stood with me and others in front of the Department of Treasury for, for an agitation, a mobilization effort, and linked arms with us and said, “We will win.” Not like that, Chuck – no, we won’t. No, we won’t.

    So again, the other thing is that [Republicans] presented a false narrative that there were two options: this Republican manufactured shutdown, because that’s exactly what it was – they’re the reason we were on the brink of a shutdown which no one wanted – or this dangerous spending bill that is going to be a tsunami of hurt that everyone is going to feel. And that’s inaccurate. That was a false choice, because the Democrats had a 30-day stopgap spending bill that was on the table that we were ready to vote for.

    JOSHUA: So you think Democrats had leverage that they did not use?

    REP. PRESSLEY: Absolutely, and I don’t know how you win any fight when you started out by ceding ground. But I want you to know this is what I mean, because I hold myself accountable. When this vote was going down, or, you know, hours before it, and I was on the phone myself and my colleagues, we were calling Democratic senators and saying, “Hold the line.” I went on television and appealed to them as well. And I said, if you don’t want to listen to me, listen to your constituents. Listen to the appeals and cries of your constituents.

    Y’all, the Massachusetts 7th Congressional District is an incredible district and one of the most unequal in the country. I have 220,000 Medicaid recipients in my district. 30% of the people the Commonwealth of Massachusetts are Medicaid recipients. So this is a denial of health care. People will get sicker, and people will die. I’m not being hyperbolic. Those are the facts. So you’re supposed to do everything.

    The problem is that there was a false narrative that was presented that the choice was between this Republican rip off to cause harm to the people this country, to pat the pockets of billionaires, or this Republican manufactured shutdown. And that’s not true. So again, I’m very unhappy and very worried about the fallout of this.

    Now you asked about the generational divide and that kind of thing. So two things. Again, I worked for Senator John Kerry 11 years. John Kerry was best friends with John McCain. This is not your grandma’s Republican Party, and I think that there are some Democrats that are still stuck in an old frame of bipartisanship being the goal. And I’m not a dolt, I understand the legislative process and why we need some of them again, appealing to people of conscience. I will sit at the table and work with anyone who is serious about progress and about the safety, the preservation and the health of our shared constituents, but so far, they have proven that they are unserious.

    Bipartisanship is not the goal. The goal is justice. The goal is impact. And there are some people, again in their punditry and analysis of the election outcome, who have said the country sent a message that they want to see bipartisanship. Well, again, I reject that, but let’s say that were true, that was a partisan bad faith spending bill the Democrats had no input on that, and that’s exactly why it should have been stopped and rejected while we continued the work of negotiating for a bipartisan compromise.

    So I want to say that there’s some Democrats that are stuck in an old frame. And then secondly, I ran for Congress because – and was elected under Trump’s first occupancy – and I ran because I felt the time demanded activist leadership, that it was not going to be enough to just vote the right way, that we were going to have to agitate, we were going to have to organize, we were going to have to resist, and that’s the moment we find ourselves in now.

    How Democrats can fight the Musk-Trump agenda:

    JOSHUA: Just in the last few days, the administration seemingly defied a direct federal court order. President Trump called for the judge’s impeachment. He said he no longer considers some pardons issued by Joe Biden to be valid. Definitely pressure testing the system in a big way. And I’m wondering because your constituent asks – what can you substantively do as a Member of Congress in the minority party in a not seeming to be so co-equal branch of government. In the face of all of it, what can you do? And what are you doing?

    REP. PRESSLEY: Fight like hell.

    You know, I keep returning to the words of Cecile Richards – daughter of you know, the great Ann Richards, Governor of Texas – leader of Planned Parenthood. I co-chair the House’s Reproductive Freedom Caucus. And when she was in the throes of her cancer fight, she was still out there organizing and fighting, and people said, “What are you doing here?” And she said, “There will come a time where the question will be asked, ‘What did you do when everything was at stake for the country?’” And she said, “the only acceptable answer will be everything that I could.”

    And so I keep returning to that, because the strategy of this hostile White House administration in the midst of an active hostile government takeover is to overwhelm. It is to shock and awe. It is to get you to believe that these proposals, most of which are lawless, are inevitable, and in that overwhelm, that you will concede and that you will be resigned to a mindset of indifference and of inaction. That is the strategy. When we say that their strategy is to flood the zone, that is why these executive orders are coming out fast and furious. They mean to overwhelm us. They mean to suppress any organizing. They mean to suppress any outcry or resistance, which is why Donald Trump has now instructed them to not even do town halls.

    So as part of our strategy, what’s happening now? Democrats are doing town halls in Republican districts to say that I will come here and be accountable to you, be accessible to you.

    But the Republicans, it bothers me, because people keep asking me, do you see any opportunities for bipartisanship? Are we in the same reality? Where is there a party for bipartisanship? They are operating, Republicans in the House as cowards, complicit cowards, in wholesale harm to our shared constituents. They are operating as a cult. So no, I don’t see any opportunities. Because people that define government efficiency by making people hungrier, poor and sicker are not my kind of people.

    So the Democrats, our defensive strategy is litigation, and we are winning a number of court cases. The second is legislation. So you take, for example, Elon Musk, unelected billionaire, his little grubby hands all over our data. We introduce the Taxpayer Data Protection Act. We just need three Republicans, and we can move legislation. Their majority in the House is just [three] Republicans, so we’re just appealing to them as people of conscience, do the right thing by the people who elected you and not operate with this fealty and loyalty to Donald Trump and cowering under his politics of retribution.

    So our strategy is litigation, which again, we’re winning a number of the cases. Our defensive strategy – legislation and agitation and organizing. And as a member of the Committee on Oversight and Reform, I’ve been conducting real time oversight by showing up and resisting and agitating in the face of these dangerous and draconian proposals from dismantling our federal agencies to the unjust massive firing of our dedicated federal workers.

    Why Democrats lost the 2024 election:

    JOSHUA: You’ve been a Member of Congress now for six years, and this is not your first time as a progressive Democratic Representative during a Trump administration. But a lot more of the country voted for him this time around, and even in your district, one of the very most progressive, he did better last year than in 2020. Why do you think Donald Trump picked up more votes here and across the country in just about every group with voters knowing who he is?

    REP. PRESSLEY: The reason why this isn’t an easy question is because we don’t all agree about why we lost. So what I see happening in real time. And I worry about is that Democrats will reflexively say: you know what, we need to moderate our aspirations. They’ll buy into this shallow punditry that we lost on social issues. I reject that categorically.

    I believe we lost because it was more important to a lot of people to preserve white supremacy. And they were very skilled at advancing othering and a scarcity mindset. And so people knew that harm would come if they believed even a third of what was laid out in Project 2025, which was not a blueprint. It is a playbook which we see playing out in real time, but they just thought that they would be exempt from the harm.

    And then I imagine there are people who believed what he told them, that he was going to lower the cost of prescription drugs and groceries and housing. So for people who did vote for Trump, I know no one gave him a mandate to operate with what I would consider the godlessness, the lawlessness and the callousness that he is in this moment. No one gave him that mandate.

    And then I’m going to say another reason why I believe he won and we lost, Democrats, and we need to remedy this quickly. In my opinion, [Democrats] are afraid of power, and when you operate with scared power, it’s like having no power at all. We have had the House, we have had the Senate, we have had the White House, and we reserve the filibuster. We did not restore voting rights. We did not pass George Floyd Justice in Policing, and so many of the things that I could name. Donald Trump, even if he is just about moving fast and breaking things – he is transparent about the fact that he wants the power, he wants to amass the power, he wants to wield the power, he wants to manipulate, abuse, and exploit the power, but he wants the power – and in order for us to effectively rebuild this party and this coalition of voters, we have to also offer an affirmative – so that, I have to say, come back home and let’s, let’s rebuild this party. Because we need to get the gavel. We need to be back in power. Because when we have the power, we are going to do what, right?

    I know Democrats have always had the better policies. We know that we have a messaging problem. The Republicans have played the long game of building a mass communications ecosystem that they have put money behind. They had a long game of not just the Supreme Court that they’ve enlisted as co-conspirators in their extremist march, but they also went after federal judgeships, district judgeships. And so to quote my brilliant Chief of Staff, Sarah Groh – Democrats don’t need any more policies. We need more strategy.

    So yeah, I think we have to be unapologetic in the pursuit of power, and this is not the time to moderate our aspirations. This is not the time to play small. Democrats win when we deliver, when people feel the impact of our policies. Not because they read it in a press release, but because their life is improved by a permanent Child Tax Credit, by affordable and accessible child care, by access to fresh and healthy foods. Democrats win when you feel the impact of our policy.

    So in my mind, we should go as far and as deep as the hurt. This is not the time to moderate.

    And then finally, I’ll say, in this moment, as I try to distill a path forward, I find it helpful to look back and to look at movements and to look at earlier chapters in the Civil Rights Movement, which we are still very much in, to be clear. And what I have gleaned from studying those earlier chapters in the Civil Rights Movement is that every movement needs three things. You need imagination. So we’re doing radical work, but you have you need a radical dream. You need a North Star. Secondly, strategy. So you need imagination. You need strategy. And here’s the hard one, stamina. You need stamina. So those are just some of the things that I’ve been reflecting on.

    How everyday people can stay engaged:

    JOSHUA: We got 37 pages worth of constituent questions from your constituents. So I want to get to a few of them, and a big theme of them, of the hundreds of questions that came in was that people are scared and they’re angry and they’re looking to you, asking, what can they do to push back? What specifically can they do? People wrote in and said they used to feel like they could call their representative, they could call their senator, and it would make a difference. They don’t believe that anymore. What can they do to pushback? 

    REP. PRESSLEY: Yeah, okay. First, I never want to dissuade you from calling, because even when you feel that it’s not impactful – it is. And I think you should call in two ways. First, if you reject something that we’re doing, make it known. But this is the part that doesn’t always happen. If you agree with something we’re doing, affirm that, because when you do that, it fortifies that member to continue taking those stances and doing those things. And other colleagues take note. Okay, so I want to encourage you to both express what you disagree with, but also affirm what you do agree with.

    Then, educate yourself. There’s so much mis- and dis-information. Again, they’ve got an anti-freedom agenda. They want to control what you read, what media you access. They want to perpetuate lies and propaganda. So, educate yourself. That is huge, because the country is getting a civics lesson on steroids in real time. The fear that you talk about, the fear that I hear from constituents who are telling their child what to do if they come home and they’re not there whose house they should go to instead. Elders that are carrying all their medications around in case they are deported. People afraid to go to medical appointments, to work, their places of worship, children not going to school. The fear is palpable. It is real, and it is justifiable – and even when these lawless executive actions have been introduced and they’ve been beaten back, there’s still a chilling effect. So even if that executive action does not become law, people are moving as if it is. And that’s why educating yourself is so very important.

    The third thing is, I keep returning to the pandemic and the things that we stood up in that moment, infrastructure, mutual aid, rapid response. These are the sorts of things that we need to stand up in this time. Get to know your neighbors. Dr. King posed that urgent question in one of his final writings – Where do we go from here: Chaos or Community? Well, we’re in a moment of chaos, cruelty and callousness, and we have to choose community every single time to fortify ourselves, to strategize, to take care of one another, mutual aid. So those are some of the things I would offer sort of at a macro, but also at a micro. 

    How we can remain hopeful:

    JOSHUA: My final question for you tonight, Congresswoman, what gives you hope?

    REP. PRESSLEY: Okay, what gives me hope? There’s an affirmation that one of my siblings in the movement gifted me during Trump’s first occupancy. And I say it every single day, and I want to give it to you because it is in this room, it is in this movement, that I find hope. We have to continue to choose community. It’s how we fortify one another. And as I said, we need to keep the imagination so it’s not just about radical work. It’s about radical dreaming, and it is about radical love, and we’re going to need community in this room and our neighbors more than ever before.

    So the affirmation I want to leave with you is the following: “I choose the discipline of hope over the ease of cynicism. I choose the discipline of hope over the ease of cynicism. And I choose fortitude over fatalism.”

    So I leave that with you, and I will just say – in the midst of this constitutional crisis, this civil rights crisis, where they’re coming to roll back gains and progress, and they’re coming for every single one of our rights – my appeal to you, I beg of you, is to not give them your joy too.

    Washington, DC – Congressmen Dan Goldman (NY-10) led 5 of his colleagues in sending a letter to Attorney General Pam Bondi demanding she appoints an independent special counsel to investigate the security breach involving senior Trump officials sharing classified military plans on an unsecured messaging app. 

    Under the Espionage Act, the unauthorized disclosure of national defense information is subject to penalties, including fines or imprisonment. Specifically, the statute criminalizes the transmission of classified information to unauthorized individuals. Additionally, the Federal Records Act prohibits the removal, alteration, or destruction of records documenting federal agency activities, a regulation Mr. Waltz seemingly violated by setting all messages to automatically delete after a specified period. At this juncture, it remains unclear whether former President Trump or senior members of his administration are broadly utilizing Signal chats to circumvent both the Federal Records Act and the Freedom of Information Act. 

    “This egregious breach of security protocol – from an Administration whose leader was criminally charged with violating laws related to classified materials and who once called for a political opponent to be jailed for possessing classified materials on a private email server – is unacceptable and demands an immediate and independent investigation. This security breach may run afoul of multiple laws, including those requiring the proper protection of classified information and requiring that all official communications be preserved,” the members said. 

    Jeffrey Goldberg, editor-in-chief of The Atlantic, was inadvertently added to a Signal chat titled “Houthi PC Small Group” by National Security Advisor Michael Waltz on March 13th. Signal, an unsecured messaging platform, is susceptible to surveillance by foreign adversaries, including China, Russia, and Iran. The chat contained 18 other senior officials from the Trump Administration, including Vice President Vance, Secretary of Defense Hegseth, Director of National Intelligence Gabbard, and CIA Director Ratcliffe. 

    Given the potential violations of the law and AG Bondi’s position in the Administration, the members demand the appointment of an independent special counsel to avoid conflicts of interest.  

    “As Attorney General, it is your responsibility to uphold criminal laws that protect the security of our nation and its military. It is also your duty, as you acknowledged during your Senate confirmation hearing, to enforce these laws impartially, including by avoiding the appearance of conflicts of interest. We trust that you will act swiftly and decisively by appointing a special counsel to investigate this breach and, if warranted, prosecute anyone who knowingly and willfully violated our criminal laws, putting at risk the safety and security of our most sensitive secrets and our servicemen and women. Thank you for your attention to this critical matter,” the members concluded.

    Dear Attorney General Bondi, 

    We write to express our shock and disgust at the recent alarming report about the most senior officials in the Trump administration sharing classified military operations plans with a reporter on an open-source, commercial messaging app, as detailed in The Atlantic article, “The Trump Administration Accidentally Texted Me Its War Plans.” This remarkably careless and dangerous episode calls into question the integrity of our national security procedures and the security of our most sensitive military and intelligence information. Given the gravity of this error and the need for independent review, we believe that your appointment of a special counsel to investigate the conduct of these senior administration officials in this case is both urgent and necessary. 

    According to Jeffrey Goldberg, the editor-in-chief of The Atlantic, National Security Advisor Michael Waltz added Goldberg to a Signal chat entitled “Houthi PC small group,” which included a principals committee of 18 of the most senior members of the Administration – including Vice President JD Vance, Secretary of Defense Pete Hegseth, Secretary of State Marco Rubio, Secretary of the Treasury Scott Bessent, Director of National Intelligence Tulsi Gabbard and CIA Director John Ratcliffe, among others. On this group chain that included a journalist, Secretary Hegseth included a detailed tick-tock from Central Command of a highly classified planned military strike in Yemen. Signal is an unsecure messaging app likely targeted by surveillance from adversaries such as China, Russia, and Iran; indeed, we are lucky that the Houthis did not receive the detailed plans with sufficient time to prepare a counterattack, jeopardizing the security of our servicemen and women. 

    Notwithstanding Secretary Hegseth’s prototypical denial of the clear facts by attacking Mr. Goldberg, the Trump Administration has confirmed the authenticity of the text chain. This egregious breach of security protocol – from an Administration whose leader was criminally charged with violating laws related to classified materials and who once called for a political opponent to be jailed for possessing classified materials on a private email server – is unacceptable and demands an immediate and independent investigation. This security breach may run afoul of multiple laws, including those requiring the proper protection of classified information and requiring that all official communications be preserved. 

    Under 18 U.S.C. § 798 of the Espionage Act, unauthorized disclosure of national defense information can be punished by a fine or imprisonment. Specifically, the statute criminalizes any of the following uses of classified information: communicating the information or making it “available” to unauthorized persons; publishing the information in any manner; or using the information in any other manner that goes against U.S. interests or benefits a foreign entity. To successfully prosecute an individual under 18 U.S.C. 798, the government must prove the following elements of the crime beyond a reasonable doubt: (1) the information in question is classified; (2) the disclosure was unauthorized; and (3) knowledge and intent of the disclosure – unless it is an act of reckless negligence. As the first two elements are undoubtedly met, an investigation is necessary to determine whether there is evidence that reckless negligence occurred. 

    Separately, the Federal Records Act (44 U.S.C. § 31) requires federal agencies to maintain records documenting their activities, ensuring safe storage and efficient retrieval, and disposing of records according to agency schedules. In the event that records have been unlawfully removed, destroyed, or altered, Section 3106 mandates that federal agency heads notify the Archivist of the United States and initiate action with the Attorney General to recover unlawfully removed records, or the Archivist will do so if the agency head fails to act. In this case, Mr. Waltz set the messages to be deleted after one or four weeks. An investigation is required to determine if there were any protocols set in place to preserve these records, and whether other such Signal chats are being used to circumvent the Federal Records Act and possibly the Freedom of Information Act (FOIA). 

    Further, the Department of Defense (DOD) has an express prohibition on the use of Signal as a means of transmitting non-public DOD information unless previously authorized. As the head of the Department, Secretary Hegseth’s adherence to DOD’s own regulations is, of course, essential as an example to those who serve under him. Moreover, an investigation is needed to determine whether other classified information or materials have been shared on Signal by the Secretary of Defense or other members of DOD. 

    Given the fact that those included in the Signal group include the Vice President, other cabinet officials, and the most senior officials in the White House, it is self-evident that you, as a similarly-situated politically appointed cabinet official, cannot conduct an investigation without the appearance of a conflict of interest. Under 28 CFR § 600.1, the Attorney General is required to appoint a special counsel when she determines that criminal investigation of a matter is warranted and that investigation by a United States Attorney’s Office or litigating Division of the Department of Justice (DOJ) would present a conflict of interest; and it is in the public interest to appoint an outside Special Counsel. Here, this standard is easily met. 

    As Attorney General, it is your duty to enforce criminal laws designed to protect our nation’s and our military’s security. It is also your duty, as you acknowledged at your Senate confirmation hearing, to impartially enforce our criminal laws, including by avoiding the appearance of conflicts of interest. We trust that you will take swift and decisive action by appointing a special counsel to investigate this breach and, if appropriate, charge anyone who knowingly and willfully violated our criminal laws, jeopardizing the safety and security of our most closely held secrets and our servicemen and women. Thank you for your attention to this critical issue.

    Today, Congressman Jerrold Nadler (NY-12), the most senior Jewish Member of the House of Representatives, issued the following statement ahead of a Senate Foreign Relations Committee hearing on former Gov. Mike Huckabee’s nomination as U.S. Ambassador to Israel:

    “Governor Mike Huckabee is woefully unfit to serve as the United States’ ambassador to Israel. A vote by any Senator for Huckabee is a vote for enacting policies that are counter to American interests, Israel’s vital character as both a Jewish and democratic state, and Israel and the region’s long-term security. A vote for Huckabee is a vote to empower a Christian nationalist vision for American foreign policy.

    “Huckabee, like President Trump, has a disturbing history of spreading dangerous, unfounded fantasies that not only jeopardize U.S. interests but also destabilize global relations, as evidenced by his brazen denial of the existence of the Palestinian people. During his 2008 presidential campaign, he said that there is “no such thing as a Palestinian.”[1] Huckabee has said the two-state solution is “unworkable” and that any Palestinian state needs to be “outside” of the Land of Israel. Also similar to Trump, Huckabee has spoken about the Israeli-Palestinian conflict in terms of “real estate” and suggested that there is “plenty of land” for a Palestinian state in neighboring countries like Egypt, Syria, or Jordan. He has also peddled offensive Holocaust comparisons when, in 2015, he said the Joint Comprehensive Plan of Action (JCPOA) would “take the Israelis and march them to the door of the oven.”[2] In this moment of tumult in the region, we cannot afford a United States ambassador with such dangerous views.

    “Huckabee’s positions are not the words of a thoughtful diplomat—they are the words of a provocateur whose views are far outside international consensus and contrary to the core bipartisan principles of American diplomacy. In one of the most volatile and violent areas in the world today, there is no need for more extremism, and certainly not from the historic ambassador’s post and behind the powerful seal of the United States. All those committed to Israel’s future and a vision of a prosperous Middle East must band together to oppose Mike Huckabee’s nomination.

    “I urge my colleagues on the Senate Foreign Relations Committee not to advance his nomination, and should his nomination come to the floor, I implore every Senator to vote a resounding no.”

    The Israeli military confirmed on Thursday that it killed Hamas spokesperson Abdul Latif al-Qanou in an overnight airstrike in northern Gaza.

    In a statement, the military described al-Qanou as “one of Hamas’ key inciters,” accusing him of using media platforms for propaganda, psychological terror, and spreading false information about Hamas’ activities both within and outside Gaza.

    Earlier on Thursday, Hamas said al-Qanou was killed in an airstrike on his tent in Jabalia, northern Gaza. Several other individuals were reportedly injured in the strike, according to Hamas-run Al-Aqsa television, citing health officials.

    Hamas vowed that the killing of its spokesperson would only strengthen its resistance efforts.

    Al-Qanou died when an Israeli missile struck his tent in Jabalia refugee camp at dawn on Thursday. His death is the latest in a series of high-profile Hamas figures targeted by Israel as part of its ongoing assassination campaign.

    Israeli airstrikes resumed on March 18 after the ceasefire agreement between Israel and Hamas, which had been in effect since Jan. 19, collapsed.

    Following the breakdown of the truce, Israeli forces launched ground operations across southern, northern, and central Gaza. The death toll from this latest escalation has exceeded 855, according to Gaza-based health authorities.

    The naval forces of China, Iran and Russia conducted a joint exercise code-named “Security Belt 2025” near Iran’s Chabahar Port from March 9 to 13, a Chinese defense spokesperson said Thursday.
    Under the theme “Building Peace and Security Together,” the three sides dispatched over 10 vessels, as well as special operation forces and diving units to join the exercise, which focused on counter-terrorism and counter-piracy operations, said Wu Qian, spokesperson for the Ministry of National Defense, at a press conference.
    The exercise tested tactical command coordination and joint operational capabilities of the participating forces, and deepened military trust and practical cooperation among the three countries, the spokesperson said.
    Noting that China, Iran and Russia have successfully conducted five joint maritime exercises since 2019, Wu said China is willing to actively engage in maritime security cooperation with all parties, and make new contributions to global and regional peace and stability.

    As crises flare across global hotspots — from geopolitical conflicts to rising protectionism — a strikingly different scene unfolded in the coastal town of Boao in southern Chinese province of Hainan.

    Amid the tranquility of the small town, the Boao Forum for Asia (BFA) annual conference opened with a timely theme: “Asia in the Changing World: Towards a Shared Future,” offering a rare space for cooperation and dialogue in an increasingly fractured world.

    “Our world is experiencing far greater instability and uncertainty,” Chinese Vice Premier Ding Xuexiang said at the conference’s opening ceremony on Thursday morning.

    Ding, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, called for strengthening mutual trust, enhancing win-win cooperation, promoting economic globalization and safeguarding the free trade system.

    Since Tuesday, when the BFA annual conference began its panels and sub-forums, the world has witnessed a series of escalating crises.

    U.S. President Donald Trump announced plans to impose 25 percent tariffs on all vehicles and auto parts imported into the United States, a move seen as expanding trade protectionism. In the Middle East, Yemen’s Houthi group launched fresh attacks on a U.S. aircraft carrier in the Red Sea and “military targets” in the Israeli city of Tel Aviv. Meanwhile, in East Asia, deadly wildfires engulfed parts of the Republic of Korea (ROK), claiming lives and causing damage.

    Against this backdrop, Boao became more than just a venue for speeches; it became a space for confronting common challenges. Participants delved into issues that transcend borders, from building an open global economy and accelerating modernization in the Global South to addressing the climate crisis, demographic shifts, and the implications of artificial intelligence (AI).

    Asian economic integration

    Addressing the opening ceremony, Ding said that significant progress has been made in building an Asian community with a shared future over the past decade.

    He added that regional economic integration has been strengthened, and Asia’s share in the global economy is steadily rising.

    Highlighting the profound global transformations and the rise of unilateralism and protectionism, BFA Chairman and former UN Secretary-General Ban Ki-moon described the “Asian miracle” as, to a large extent, a product of globalization, free trade, and open regionalism.

    Asian economic integration, many speakers noted, is gaining momentum, with regional frameworks like the Regional Comprehensive Economic Partnership (RCEP) serving as a cornerstone for deepening economic ties.

    The RCEP has emerged as an important anchor for global free trade, said Kuang Xianming, deputy head of the China Institute for Reform and Development, adding that the world’s largest free trade agreement keeps opening up regional markets and advancing regional liberalization.

    The RCEP includes 10 member states of the Association of Southeast Asian Nations (ASEAN) and its five free trade agreement partners, namely China, Japan, the ROK, Australia, and New Zealand.

    Signs of growing cooperation were also seen in a recent high-level economic dialogue between China and Japan, which reached 20 consensus points on collaboration in areas such as green development, environmental protection, and elderly care services, among others.

    Meanwhile, a BFA report identified China and ASEAN as the most appealing economies in Asia. It noted that the inward and outward foreign direct investment dependence of Asian economies on the region itself reached 49.15 percent in 2023, underscoring the region’s growing economic interdependence.

    Answers for an uncertain world

    For many participants, the BFA annual conference was more than just an event for Asia. It served as a reminder that, amid global turbulence, platforms for dialogue and trust-building still exist and still matter.

    The Global South, whose economies contribute 80 percent to world economic growth, took center stage at the meeting.

    South-South cooperation today is greener, smarter, and more inclusive, said Xiaojun Grace Wang, Trust Fund Director of UN Office for South-South Cooperation, calling on the Global South nations to seize this era’s opportunities by enhancing collaboration on digital and data-driven solutions for sustainable development.

    Climate change and the governance of emerging technologies also dominated conversations.

    Helena McLeod, deputy director general and head of the Green Growth Planning & Implementation Division at the Global Green Growth Institute, underscored the vital role of legislation in accelerating the global green transition. “The legislative approaches have to be addressed, and that includes the carbon pricing and pollution control policies.”

    On AI, experts have warned of the risks of unregulated development. “If countries fail to anticipate and manage the risks of AI, they may find themselves inadequately prepared when challenges arise,” said Zeng Yi, a researcher with the Institute of Automation of the Chinese Academy of Sciences.

    China’s reform and opening up continue to draw global attention. Since launching the drive in 1978, the country has transformed from an impoverished nation into a market-oriented economic powerhouse, driving high-quality development and creating opportunities shared with the rest of the world.

    Its GDP grew by 5 percent year on year in 2024, ranking among the world’s fastest-growing major economies while continuing to contribute about 30 percent to global economic growth.

    China’s resolve to deepen reform and opening up, Ban noted, has bolstered confidence in inclusive globalization and an open world economy, injected fresh impetus into a strong and balanced global recovery, and created new opportunities for international cooperation.

    “Opening up is a distinct hallmark of Chinese modernization,” Ding said, adding that the country will steadily expand institutional opening up, further improve market access for foreign investors, and expand trials to open sectors such as telecommunications, medical services, and education.

    “We warmly welcome businesses from all countries to invest and operate in China, participate in the process of Chinese modernization, and share in China’s development opportunities,” he added.

    While addressing the opening ceremony of the Boao Forum for Asia (BFA) Annual Conference 2025, Lao Prime Minister Sonexay Siphandone emphasized that as the world faces numerous challenges, Asian countries must continue to strengthen regional and global connectivity through infrastructure development, and bolster policy coordination and people-to-people exchanges so as to promote mutual understanding and trust.

    Muhammad Yunus, chief adviser to Bangladesh’s interim government, said in his speech, “The destinies of Asian countries are intertwined.”

    It is crucial to enhance cooperation in areas such as finance, trade, agriculture and talent exchange to jointly chart a clear roadmap for common prosperity and a shared future, Yunus added.

    Also addressing the forum, Abdulrahman Al-Fageeh, CEO of Saudi Basic Industries Corporation, said that the alignment between Saudi Arabia’s Vision 2030 and China-proposed Belt and Road Initiative has opened doors for foreign investment and technological exchange.

    He called for closer collaboration among countries to promote the free flow of expertise, goods and capital spanning multiple industrial sectors.

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA), a member of the Senate Armed Services and Foreign Relations Committees, joined 15 Senate colleagues in a letter calling on the Chairs of the Senate Armed Services Committee, Senate Select Committee on Intelligence, and Senate Foreign Relations Committee to hold hearings to investigate why members of President Trump’s Cabinet—including the Vice President and Secretary of Defense—were recklessly and illegally discussing classified military operations on unsecured devices. The senators also criticized the incompetence and carelessness of how Trump officials mishandled the situation and inadvertently added a journalist to the group chat.

    “We write to you with grave concern regarding the recent revelations reported in The Atlantic about the Trump Administration’s reckless handling of classified information about U.S. military operations,” wrote the senators. “This gross mishandling of highly classified information has weakened our national security and could have put at risk American lives, particularly the men and women involved in the military strikes in Yemen.”

    The senators continued, “It is even more outrageous that members of the Trump Administration – from the President to Cabinet officials who were part of the Signal group – have tried to downplay, mislead, and excuse this reckless and likely illegal behavior. During a recent Senate oversight hearing featuring Director of National Intelligence Tulsi Gabbard and CIA Director John Ratcliffe, Senators and the American people were left with more questions than answers following the officials’ testimony and repeated evasions.”

    “This raises pressing questions regarding the possible spillage of classified information to an uncleared reporter and onto unclassified devices which can be hacked by foreign intelligence agencies, the irresponsibility of high-ranking Administration officials, and the increased risk this created for U.S. troops who carried out the strikes,” wrote the senators. “For this reason, we are calling on the Senate Armed Services Committee, the Senate Foreign Relations Committee, and the Senate Select Committee on Intelligence to hold joint or separate hearings to investigate this matter fully and get to the bottom of why members of the National Security Council were using unclassified, internet-connected smartphones and channels to discuss highly sensitive military information, when there are known ways to tamper with unclassified devices and when it is possible that dozens of foreign intelligence agencies are targeting the unclassified smartphones used by these senior U.S. government officials.”

    On Monday, just hours after the release of the first the Atlantic article, Kaine and 13 of his colleagues sent a letter to President Trump demanding answers about the unsecured group chat, the violation of security protocols, and the potential violations of the law.

    We write to you with grave concern regarding the recent revelations reported in The Atlantic about the Trump Administration’s reckless handling of classified information about U.S. military operations. According to the reporting and the screenshots provided in the original story and a second piece published the following day, the Vice President of the United States, the Secretary of Defense, the Secretary of State, the Director of National Intelligence, the National Security Advisor, and other key national security officials discussed classified information about imminent U.S. military operations using internet-connected smartphones that were not approved for discussing classified information, via a commercial, unclassified messaging app called “Signal.” Planning military strikes using consumer-grade, internet-connected smartphones is reckless and illegal because they can be hacked by foreign governments. Additionally, due to their inexcusable carelessness, a reporter was added to this Signal chat and was provided access to incredibly sensitive information about future military operations that included planned air strikes on terrorist targets. This gross mishandling of highly classified information has weakened our national security and could have put at risk American lives, particularly the men and women involved in the military strikes in Yemen.

    It is even more outrageous that members of the Trump Administration – from the President to Cabinet officials who were part of the Signal group – have tried to downplay, mislead, and excuse this reckless and likely illegal behavior. During a recent Senate oversight hearing featuring Director of National Intelligence Tulsi Gabbard and CIA Director John Ratcliffe, Senators and the American people were left with more questions than answers following the officials’ testimony and repeated evasions.

    Since that initial hearing, and as a direct result of Administration officials’ attempts to downplay the severity of the breach and the importance of the information disclosed, additional reporting from the Atlantic has been published containing further details of what was actually discussed, which included strike planning and explicit operational details like specific timing, types of aircraft used, and sequencing of events related to the pending attack on the Houthi terrorists, any of which could have jeopardized the operation and endangered servicemembers if it had fallen into the hands of our adversaries in advance. This raises pressing questions regarding the possible spillage of classified information to an uncleared reporter and onto unclassified devices which can be hacked by foreign intelligence agencies, the irresponsibility of high-ranking Administration officials, and the increased risk this created for U.S. troops who carried out the strikes.

    For this reason, we are calling on the Senate Armed Services Committee, the Senate Foreign Relations Committee, and the Senate Select Committee on Intelligence to hold joint or separate hearings to investigate this matter fully and get to the bottom of why members of the National Security Council were using unclassified, internet-connected smartphones and channels to discuss highly sensitive military information, when there are known ways to tamper with unclassified devices and when it is possible that dozens of foreign intelligence agencies are targeting the unclassified smartphones used by these senior U.S. government officials. The American people deserve answers, and we need to know if there are any other such chat conversations using Signal or any other messaging app or other actions being taken by Trump Administration officials that are putting our national security and military personnel at risk.   • MIL-OSI Australia: Virgin Australia and Qatar Airways integrated alliance authorised, doubling flights between Doha and Australia

    The ACCC has granted authorisation to Virgin Australia and Qatar Airways to allow them to engage in cooperative conduct under an integrated alliance for five years, doubling the frequency of flights between Doha and major Australian airports.

    Under the integrated alliance, the two airlines will commence 28 new weekly return services between Doha and the major airports in Sydney, Melbourne, Brisbane and Perth. Virgin Australia will use Qatar Airways’ aircraft and crew to operate the new services under a ‘wet lease’ arrangement.

    The new services will be in addition to the international services already operated by Qatar Airways.

    “We consider that the conduct is likely to result in public benefits such as adding additional capacity on flights between Australia and the Middle East and is likely to result in minimal, if any, public detriment,” ACCC Commissioner Anna Brakey said.

    “This will likely place downward price pressure on these routes and will also give customers of Virgin Australia and Qatar Airways a greater choice of international flights with additional connectivity and loyalty program benefits.”

    The ACCC released a draft determination on 18 February 2025 proposing to grant authorisation. The majority of submissions from interested parties after the draft determination were in support of authorisation. However, some interested parties raised concerns that the wet lease arrangement undercuts Australian aviation jobs.

    “We consider it unlikely that Virgin Australia or any other Australian airline would commence operating Australia-Doha services on a stand-alone basis in the next five years, even if the conduct was not authorised,” Ms Brakey said.

    “As such, we consider it unlikely that the conduct will result in a material detrimental impact on the Australian aviation workforce.”

    While concerns were also raised by some interested parties that the conduct could reduce Virgin Australia’s ability to enter into partnerships with other airlines, the applicants did not seek authorisation for proposed exclusivity arrangements.

    These arrangements involve the applicants becoming each other’s exclusive interline, codeshare and loyalty partners headquartered in the Middle East or Türkiye and Australia.

    While the exclusivity arrangements did not form part of the conduct for which authorisation was sought, the ACCC considered whether they were likely to result in public detriments causally connected to the conduct.

    “We concluded that the overall impact of the exclusivity arrangements on consumers is likely to be minimal. This is because Velocity Frequent Flyer members will continue to be able to earn and redeem Velocity points on Singapore Airlines services operated globally, including on services to and from Europe, the Middle East and Africa,” Ms Brakey said.

    “Virgin Australia’s arrangements with other airlines on services to and from Europe, the Middle East and Africa will remain unchanged, with the exception of Virgin Australia’s partnership with Etihad Airways, which has been more limited in recent years.”

    The ACCC granted interim authorisation to Virgin Australia and Qatar Airways on 29 November 2024 to enable the marketing and sale of the new Australia-Doha services to begin, with flights scheduled to commence from June 2025. Interim authorisation will remain in place until the final determination comes into effect.

More than ever before, our success as a joint force rests upon our Airmen and Guardians.  We cannot deter or defeat the Chinese Communist Party without space superiority and air dominance.  I was very glad to hear that the administration is moving forward with the Next-Generation Air Dominance program.  With that announcement, President Trump and Secretary Hegseth have taken the first step to maintain our mastery of the skies. 
    Today, our Air Force is suffering through a death spiral.  We have billions of dollars of unpaid aircraft maintenance bills, a shrinking combat fleet, and a munitions shortage we need to fix.
    We created the Space Force just five years ago, and it has grown rapidly.  But we have numerous opportunities to accelerate our space control efforts and support the joint force from orbit.  Dr. Meink’s experience at the National Reconnaissance Office renders him uniquely qualified to ensure the Space Force continues its growth. 
    Managing weapons programs is only one aspect of the job for which Dr. Meink has been nominated.  He will need to take care of our Airmen and Guardians.  All the aircraft and satellites in the world are pointless unless we have the right support system for the people who develop, maintain, and operate those weapons systems. 
    I look forward to hearing Dr. Meink’s plan to maintain space superiority and air dominance in the years to come. 
    Mr. Michael Duffey has been nominated to become the Under Secretary of Defense for Acquisition and Sustainment.  If confirmed, he will face three major challenges.
    First, he will encounter our current acquisition system, which is slow, outdated, and ill-suited to meet the urgent demands of modern warfare.  In my Restoring Freedom’s Forge plan, I outlined a game-changing approach to overhaul this system.  We must streamline processes, embrace innovation, and deliver capabilities at the speed of relevance.  It will take bold leadership to shift the culture of the acquisition workforce.  We must encourage that workforce to leverage its authorities effectively and break free from its risk-averse habits.
    Second, the Department of Defense does not possess the capacity and capability to perform serious industrial base analysis at scale.  If confirmed, Mr. Duffey will need to expand and re-focus existing organizations.  They must improve our ability to answer fundamental questions about industrial policy, re-industrialization, and defense mobilization.
    Third, Mr. Duffey would chair the Nuclear Weapons Council.  His leadership will be critical as we modernize and adapt our long-neglected nuclear forces so they can meet the threat of the rapidly growing Chinese, Russian, and North Korean arsenals.
    I look forward to hearing Mr. Duffey’s views on these three challenges.
    Mr. Emil Michael has been nominated to serve as the Under Secretary of Defense for Research and Engineering.  In other words, he would be the Chief Technology Officer for the Department of Defense.  If confirmed, Mr. Michael must ensure that the bright minds within our innovation ecosystem regain technological superiority against our adversaries, starting with China.  Mr. Michael has worked with Secretary Gates on Iraq and Afghanistan and has been a part of a very small company called Uber.  I believe his diverse experience gives him a unique appreciation for the challenges he will encounter if confirmed to this role.
    We must all ensure that the department has an aggressive vision for innovation.  That vision must resonate throughout the services and result in production at scale.  I look forward to hearing from Mr. Michael about his vision for research and development and innovation.
    Mr. Keith Bass has been tapped to become the Assistant Secretary of Defense for Health Affairs.  This role oversees all Department of Defense health policies and programs.  If confirmed, Mr. Bass would assume the role at a crucial time.  The military health system faces persistent challenges in its structure, staffing, and the delivery of healthcare services.  Mr. Bass has extensive leadership experience as White House Medical Director, as the Director of Medical Services at the CIA, and as the Medical Center Director at the West Texas Health Care System for the Department of Veterans Affairs.  He is well-equipped to address these challenges within the military health system.
    This system must provide routine, peacetime healthcare and simultaneously maintain a state of preparedness for large-scale combat.  The Pentagon faces considerable challenges in recruiting and retaining both civilian and military medical personnel.  This staffing problem directly affects the quality of care provided to service members and their families.   
    I am eager to learn how Mr. Bass intends to tackle these issues and how he plans to equip the military health system so it can deliver top-notch care in peace-time and in potential future conflict.
    With that, I turn to my colleague, Ranking Member Reed.

    Today in a Health, Education, Labor and Pensions (HELP) Committee hearing on antisemitism, U.S. Senator Josh Hawley (R-Mo.) blasted radical Democrats for putting domestic terrorists over the safety of Jewish students on college campuses. He reminded the Committee that American law expressly empowers the Trump administration to revoke the visa of any individual that espouses or supports terrorist activity in the United States.
    He made this point to a witness defending the deportation of Mahmoud Khalil. “Lying on a visa application is not speech. Seeking to assault Columbia university employees and Jewish students is not speech,” argued Senator Hawley. “You are defending an individual who has espoused the destruction of this country, the destruction of the state of Israel, the destruction of Jews, and has taken action in furtherance of the same.”

    “I want to say for the record, I’m glad [Mahmoud Khalil] is gone, and I hope he never comes back,” said Senator Hawley, after reminding the committee that Khalil has been sued by victims of the October 7th terrorist attack in Israel.
    Senator Hawley has long pushed for the removal of any individual that targets Jewish students on college campuses by actively supporting terrorist groups.

  • MIL-OSI United Nations: Amidst Renewed Offensives in Democratic Republic of Congo, Head of UN Presence Says All Parties Must Honour Commitment to Silence Guns, Pursue Peace

    An increasingly volatile situation — driven by resurgent incursions by rebel militia groups — is killing and displacing civilians in the eastern region of the Democratic Republic of the Congo, the Head of the United Nations Mission in that country warned the Security Council today.

    “The political and security context remains very tense,” said Bintou Keita, the Secretary-General’s Special Representative in that country and Head of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).  In the country’s east, the Congo River Alliance and M23 — supported by the Rwanda Defence Force — are consolidating control over the province of South Kivu, threatening to expand into the provinces of Tshopo and Maniema and installing a parallel administration.  All parties must “honour their stated commitment to silence the guns and pursue a peaceful solution”, she stressed.

    Meanwhile, the overall security situation in the provinces of North Kivu and Ituri — where over 60 per cent of MONUSCO forces are deployed — remains volatile.  The Allied Democratic Forces have exploited the security vacuum created by the redeployment of the Armed Forces of the Democratic Republic of the Congo to launch attacks killing hundreds of civilians.  Further, clashes between the Coalition of Congolese Democrats and Zaïre armed groups have escalated in Ituri.  The human-rights situation is also deteriorating, with abuses against civilians — including summary executions — and the 2025 Humanitarian Response Plan is only 8.2 per cent funded.

    In this challenging context, she said, MONUSCO remains fully committed to its mandate, protecting civilians and facilitating Government-led consultations with armed groups.  However, the dramatic deterioration of the security situation has seriously impacted discussions between MONUSCO and Congolese authorities on the gradual disengagement of the Mission and the transition in South Kivu. Reiterating that lasting peace in the east can only be achieved through a political solution, she called for the urgent reopening of Goma and Kavumu airports — lifelines for humanitarian efforts and key to the rotation of MONUSCO troops.

    Also addressing the Council was Charlotte Slente, Secretary General of the Danish Refugee Council, who said that her organization has been “racing to respond to the erratic and constant movement of internally displaced persons seeking safety” since the end of January.  The recent explosion of violence in and around Goma has exacerbated the already-dire humanitarian situation in the east and led to 660,000 people being forcibly displaced — in addition to the 6.7 million already displaced across the country at the end of 2024.  “With little notice, families were kicked out of their shelters, forced to leave with nothing but the clothes they were wearing,” she said.

    Detailing the appalling living conditions in makeshift camps, churches and schools, she noted widespread looting, shootings, rampant sexual violence, arbitrary arrests and reports of boys and men being forced to join armed groups.  “One person told us they wake each morning to find new dead bodies on the streets,” she recalled, adding that 98 per cent of her organization’s case management for human-rights violations has been for rape.  And, while humanitarian work is under extreme pressure due to recent funding cuts, the displacement crisis will only worsen.  Stressing the need to ensure safe and voluntary return for internally displaced persons, she also called on the Council to ensure humanitarian access across the country.

    Kinshasa, Kigali Spar Over Causes of Conflict

    In the ensuing discussion, representatives of Kinshasa and Kigali sparred over the causes and culprits driving the worsening conflict, with the representative of the Democratic Republic of the Congo citing the “chaotic” humanitarian situation in east.  He highlighted a series of atrocities perpetrated by the Rwanda Defence Force and M23, including killings, torture, massive destruction and numerous lootings.  The alarming situation underscores the urgent need to implement — “to the letter” — the provisions of resolution 2773 (2025) to end the violence and protect civilians.

    He added that the extent of the violence suggests that “we can no longer allow this crisis to drag out for eternity, claiming that an African problem requires an African solution”.  Doing so, he stressed, would betray international solidarity.  To date, no Rwandan soldier has withdrawn from Congolese territory, and Kigali has shown blatant disregard for the peace process to which Kinshasa has been committed.  Increased pressure — including more robust sanctions — are needed against M23 and its Rwandan allies, he underscored, stating that Rwanda has no right to deploy its army on a sovereign country’s territory.

    However, Olivier Nduhungirehe, Minister for Foreign Affairs and International Cooperation of Rwanda, stressed that the conflict in the eastern region “was not started by Rwanda” — despite burden for the same being placed “squarely” on its shoulders.  The root cause of the violence is the continued preservation of the genocidal militia known as the Democratic Liberation Forces of Rwanda — or FDLR — despite its record of ethnic massacres, child recruitment and destabilization of both the Democratic Republic of the Congo and Rwanda.  In that context, he underscored that “the defensive measures we have put in place will remain until there is a credible framework for long-term security guarantees along our border with the DRC”.

    Calling the case of MONUSCO “particularly troubling”, he said that while today’s report accurately cites abusive armed groups, it shows a clear pattern of bias.  Alarmingly, “MONUSCO provided direct support to the military operation of the DRC coalition, placing itself in a situation of belligerence — even sometimes fighting alongside the same groups it was created to neutralize,” he stressed, adding that the Mission has wildly exaggerated claims of civilian casualties. Nonetheless, MONUSCO can still play a positive role if it abides by its mandate, he said.

    Council Members Urge End to Violence

    As for Council members, the representative of Sierra Leone — also speaking for Algeria, Guyana and Somalia — expressed concern over the “catastrophic” humanitarian situation in the eastern region of the Democratic Republic of the Congo, which is inflicting a severe toll on the Congolese people.  While urging an immediate cessation of hostilities, he nevertheless welcomed recent steps towards de-escalation, particularly the ceasefire announcement by M23.

    He further welcomed the joint road map to peace adopted by the East African Community and the Southern African Development Community (SADC), as well as commitments made by both Kinshasa and Kigali in Doha to remain fully engaged in the Luanda and Nairobi processes.  Stressing that all processes for peace and security in the Democratic Republic of the Congo should align with African-led processes, he stated that external mercenary forces risk exacerbating the situation.

    Multiple speakers today, among them the representative of the United States, denounced the hostilities and the increasingly antagonistic rhetoric coming from Rwandan Government officials and M23 — including threats against senior MONUSCO leadership and false claims that MONUSCO supports the FDLR. Panama’s delegate pointed to reports of M23’s indiscriminate attacks against hospitals, abductions of civilians and gang rapes.

    “There is no military solution to this conflict,” affirmed Pakistan’s representative, calling all sides — particularly M23 — to engage in all relevant African-led processes to reach a peace agreement.  The United Kingdom’s delegate, condemning the capture of the town of Walikale, stressed that the Rwanda Defence Force must withdraw from sovereign Congolese territory.  He also said that M23’s continued restrictions on MONUSCO have hampered the Mission’s ability to deliver key tasks.

    However, the Russian Federation’s delegate pushed back on the “highly dubious” hospitality extended by MONUSCO to members of European private military companies — as the Mission’s mandate to disarm, demobilize and reintegrate former combatants “bears no relation to the events we witnessed thanks to media reporting”.  Given the potential further transition of MONUSCO, the Council must act without allowing the situation to deteriorate due to changes in the configuration of the peacekeeping presence in the country, she stressed.

    On the humanitarian situation, the representatives of France and Slovenia condemned M23’s unacceptable restrictions on MONUSCO and humanitarian actors in Goma and occupied areas of North Kivu.  On that, the representative of Denmark — Council President for March — spoke in her national capacity to call for the immediate reopening of the Goma and Kavumu airports.  Further, she voiced concern over threats and reprisals against human-rights defenders, journalists, civil society and judicial authorities.

    On the diplomatic front, China’s representative welcomed recent direct talks in Qatar between Kinshasa and Kigali, as well as the former’s decision to engage in direct dialogue with M23.  “China always supports African countries in solving African problems in African ways,” he stated.  Greece’s delegate agreed, urging leaders of both countries to re-engage immediately in political dialogue, while the representative of the Republic of Korea called on armed groups to engage in Kinshasa’s “Disarmament, Demobilization, Community Recovery and Stabilization Programme”.

    Also on diplomatic engagement, Angola’s representative noted that, in 2022, the African Union mandated that his country’s President mediate the crisis. However, he recalled that the relevant summit, scheduled for 15 December 2024, did not occur as Rwanda insisted that the M23 issue be addressed, while the Democratic Republic of the Congo held that it did not fit into the framework of the Luanda Process.  Despite impediments, including some foreign to an African solution, the understandings reached within the framework of the Luanda Process constitute a solid political basis for further efforts, he emphasized.

    Burundi’s delegate, for his part, affirmed that only a comprehensive regional solution will put an end to the current crisis and achieve lasting peace.  He also urged the Council to ensure implementation of resolution 2773 (2025), observing:  “Non-compliance with these resolutions risks weakening the authority of this Council.”  He added that failure to respect the territorial integrity of the Democratic Republic of the Congo could set a “dangerous precedent, which some States could make use of to nibble at portions of the territory of other sovereign States”.

  • MIL-Evening Report: Australia’s embrace of independent political candidates shows there’s no such thing as a safe seat

    At the last federal election, Australia elected the largest lower house crossbench in its post-war federal history.

    In addition to four Greens MPs, Rebekah Sharkie from the Centre Alliance and Bob Katter (with his own micro-party), there were ten independent MPs, seven of them new to parliament. These MPs have the freedom and flexibility to vote on every piece of legislation without having to adhere to any party-room pledge.

    Micro-parties and independents also fared well in the Senate in 2022, thanks in part to the fact that we use proportional representation to elect our senators. In a half-Senate election with 40 vacancies, six went to the Greens, one to Independent ACT candidate David Pocock, one to United Australia Party Senator Ralph Babet and one to Pauline Hanson in Queensland.

    Defections during the 47th parliament grew the crossbench even further. Five former Coalition MPs and Senators have moved to the crossbench, one over allegations of sexual harassment, one over the Voice to Parliament referendum and three over bruising preselection defeats.

    Senator Fatima Payman defected from the Labor Party last year, citing problems with the party’s stance on Palestine, and has now set up the Australia’s Voice party.

    Getting elected

    Independents hardly enjoy a level playing field in federal elections. Brian Costar and Jennifer Curtin pointed out in their book, Rebels with a Cause, that independent candidates lack equal access to the electoral roll, do not initially benefit from the public funding that flows consistently to the major parties, and cannot be listed above the line on the Senate ballot paper unless they form a group or party.

    Unless they are party defectors with a seat in parliament already, independent candidates also lack the advantages of incumbency. Previous research from the Australia Institute has shown the dollar value of an incumbent MP’s entitlements (in terms of their salary and those of staff, printing and travel allowances, public exposure), is about $2.9 million per term.

    Once elected, though, Independents have shown the major parties that they can be very hard to beat. Helen Haines and her predecessor as Member for Indi, Cathy McGowan, have won four consecutive elections between them. Zali Steggall, who famously beat former prime minister Tony Abbott in the electorate of Warringah in 2019, has been re-elected once, and the people of metropolitan Hobart have returned former public servant and whistleblower Andrew Wilkie to Canberra five times in a row.

    No safe seats

    Political parties and journalists have conventionally treated certain seats as “safe” (if the winning party’s vote two-party preferred margin was 60% or higher), others as “fairly safe” (if the winning party’s 2PP margin was between 56% and 60%) and others as “marginal” (those won by less than 56% at the previous election).

    But the days of safe and marginal seats are over. These terms belong to an age of two-party contests and more predictable preference flows. As Bill Browne and Richard Denniss of the Australia Institute have pointed out, the major party vote share has now “crossed a threshold” below which the idea of “safe seats” becomes redundant.

    Independent candidates can win with a relatively low share of the primary vote. In 2022, community independent Kylea Tink won the electorate of North Sydney with 25% of the primary vote, having ranked favourably, but not first, on many voters’ ballots.

    Holding on?

    Several contests involving current crossbenchers may prove nationally influential in the event of a hung parliament. Tink, whose electorate has been abolished in a routine redistribution, will not be among the incumbents hoping to hold their seat.

    The Liberal Party, by some accounts, perceives the Perth seat of Curtin, won by community independent Kate Chaney in 2022, as an important litmus test for the future. January saw a “surge in volunteers and donations” for Liberal candidate Tom White’s campaign, according to media reports.

    Elsewhere, the Liberals are attempting to meet incumbent community independents with candidates that more closely resemble them. The Liberal candidate for Warringah, Jaimee Rogers, is, like the sitting member Zali Steggall, a former athlete with a public profile. Wentworth candidate Ro Knox, a former Deloitte consultant, will run against Allegra Spender, whose own pitch for re-election has emphasised tax reform and productivity.

    In Victoria, Monique Ryan, who won the seat of Kooyong from then-treasurer Josh Frydenberg, will this time face Amelia Hamer, a local woman, professional and grand-niece of former Victorian premier Rupert Hamer.

    There are exceptions to that pattern. Former RSL President James Brown was preselected as the Liberal candidate for Mackellar, currently held by community independent Sophie Scamps. And in Goldstein, there will be a rerun of the previous contest between community independent Zoe Daniel and her Liberal predecessor Tim Wilson.

    At least three of the major party defectors in both houses are hoping to keep their seats, too. Gerard Rennick, formerly a Coalition senator who was denied a winnable spot on the Liberal National Party ticket, has registered the Gerard Rennick People First Party ahead of his bid for re-election this year. Rennick has pointed out that this will get his name “above the line” on the Senate ballot paper.

    Former Liberals Ian Goodenough and Russell Broadbent have both indicated they will run as independents to defend their seats – Moore and Monash respectively – from their erstwhile colleagues.

    Room for growth?

    Despite the watershed result in 2022, the crossbench may grow yet. Fundraising group Climate 200 is reported to be backing up to 35 candidates across the country, and an army of volunteers has already begun to mobilise in support.

    Health professional Carolyn Heise will hope that, with the support of the new campaign fundraiser the Regional Voices Fund, her second campaign in the regional electorate of Cowper may land her in parliament alongside Indi MP Helen Haines.

    The retirement of shadow minister Paul Fletcher as member for Bradfield in inner-Sydney makes for a particularly interesting contest in that electorate. Gisele Kapterian, who won Liberal preselection against Warren Mundine, will campaign against community independent Nicolette Boele, who would need a swing of only 5% in her favour to win on her second attempt.

    In Victoria’s western district, community independent Alex Dyson will attempt for the third time to win the seat of Wannon from shadow immigration minister Dan Tehan. Dyson came close in 2022 and would need only a 4% swing (two-candidate preferred) to win this time.

    In 2022, community groups supported independent candidate Penny Ackery in her campaign against then-minister and now shadow treasurer Angus Taylor. The two-candidate preferred vote left the seat “relatively safe” (in old terms), but declining support for the Coalition saw the state electorate of Wollondilly (within Hume’s borders) elect community independent Judy Hannan in a “surprise win” at the 2023 state election.

    There is plenty of potential for surprise victories and shock defeats at the forthcoming election. Community independents are running in at least four Labor-held seats. What should surprise nobody is that every vote in every seat will count on election day.

    MS. KOZACK: Good morning, everyone, and welcome to today’s IMF Press Briefing. It’s great to see you all, those of you here in person and, of course, our colleagues online as well.

    QUESTIONER: Thank you very much, Julie.  Minister Luis Caputo announced this morning in Argentina that the Argentine government had agreed with the IMF staff amount of $20 billion for the new program.  I’m sure you know this was a very highly unusual announcement.  I wanted to know first if this was coordinated with the IMF, if you had agreed with Mr. Caputo to release this information?  Second, if you can confirm that the actual amount of the program that’s been discussed is $20 billion.  Then the IMF has a lot of internal processes before a program is actually announced, so could this number change through that process?  And if you can give us a sense of the timing before the actual staff-level agreement announcement and eventually the board meeting and that’s all.  Thanks. 

    MS. KOZACK: Okay, very good. Thank you. Other questions on Argentina. 

    QUESTIONER: Mr. Caputo said the disbursement will be $20 billion.  Will it be a single disbursement, just one single disbursement?  Thank you, Julie.

    MS. KOZACK: Okay, thank you. Let’s go online.

    QUESTIONER: Hi, good morning.  Well, we are all referring to the speech of Caputo, which was a big surprise in Argentina at least.  So one of the rumors that Minister Caputo denied was that the IMF was demanding a 30 percent devaluation.  My question is, does the IMF believe an exchange rate correction is necessary?  Thank you, Julie. 

    MS. KOZACK: Thank you.

    QUESTIONER: Yes.  Hi, Julie.  Thank you.  So my question is, first of all, if you can confirm how much of the $20 billion dollars are going to be freely available?  And second, if there is any certainty at this stage of the negotiations whether the new program will include modifications to the current exchange rate regime, as the market and private sector seem to have considered in recent days?  Thank you.

    QUESTIONER: Good morning.  Well, I would like to know if a scheme of exchange rate bands is being considered in this agreement and if the agreement implies an increase in depth with the IMF?  And finally, if there is a technical agreement already done?

    MS. KOZACK: Okay, thank you. Anybody else want to come in on Argentina? Okay, let me go ahead and take these questions. 

    So first I want to just start by saying, and this is consistent with our previous statements, that Argentina has embarked on a truly impressive stabilization program.  And the country has shown that it’s determined to steer the — the authorities have shown that they are determined to steer the economy toward a more sustainable path. 

    Since the end of 2023, inflation has declined thanks to a very large fiscal consolidation and steps to heal the Central Bank’s balance sheet.  These measures have been complemented by deregulation, market reforms, and the elimination of distortions and some controls.  The reforms are starting to bear fruit.  Despite the sharp macroeconomic adjustment, economic activity is recovering strongly, real wages are increasing and poverty is declining.  This decline in poverty also reflects, of course, a significant increase in social assistance to vulnerable groups.  There is also a shared recognition between the Fund and the authorities that now is the time to move to the next steps of the authority’s stabilization plan. 

    In this regard, significant progress has been made in reaching understandings toward a new IMF supported program.  And this has followed intense and productive discussion, and those include in-person meetings in Buenos Aires and also here in Washington, D.C.  And at the Fund we have engaged at all levels. 

    What I can say now is that discussions on a new Fund supported program are very advanced and those discussions include discussions around a sizable financing package.  The size of that package is ultimately to be determined by our Executive Board, but I can confirm that discussions are focusing on a sizable package. 

    As for our processes, we do have a set of processes that we always follow when engaging with country authorities on a program.  And as part of these routine internal processes, we have also been engaging with our Executive Board.  With respect to the policies that will be covered under the program, as we’ve noted in the past here, discussions are still ongoing on the specific policies that will be covered under the program. 

    What I can say is that to sustain the gains that have been achieved so far by the authorities, there is a shared recognition about the need to continue to adopt a consistent set of fiscal, monetary, and foreign exchange policies while fostering further and furthering growth enhancing reforms.  And what I can also say is that we will keep you updated as discussions continue. 

    QUESTIONER: What about the amount?

    MS. KOZACK: So with respect to the amount, the amount or the size of the program will be determined ultimately by our Executive Board. What I can say today is that discussions are focused on a sizable financing program.

    And in terms of your question about single disbursement versus a phased disbursement, as with all of our programs, disbursements will come in tranches over the life of the program.  But the exact phasing and the size of each tranche is also, of course, part of the discussions that are underway. 

    QUESTIONER: The number is okay?

    MS. KOZACK: All I’m saying now is that the discussion is around a sizable financing program. That’s what I can say today.

    QUESTIONER: Thank you, Julie. 

    MS. KOZACK: Okay. Let’s go here.

    QUESTIONER: Thank you so much, Julie.  So I would like to ask you about the IMF prospects on the Russian economy.  Does the IMF plan to update its outlook on Russian GDP growth in 2025 during its next review?  What is the overall perspective on inflation easing signs?  Does the IMF plan to highlight any changes in potential monetary policy from the Central Bank?  And what is, from the IMF perspective, the current level of business activity in the Russian economy?  Thanks. 

    MS. KOZACK: Okay, thank you. On Russia.

    QUESTIONER: The Central Bank of Russia has maintained its key interest rate at 21 percent since October 2024 to combat inflation.  How does the IMF assess the effectiveness of this high-interest rate policy in controlling inflation?  And what are the IMF’s projections for Russia’s inflation trajectory in 2025 and what factors are expected to influence these trends?  Thank you. 

    MS. KOZACK: Great. Thank you very much. Are there any other questions on Russia?  Okay. 

    What I can say about the Russian economy is that our assessment is that the Russian economy was affected by overheating in 2024 and growth was driven by private consumption, which was supported by a tight labor market, fast-growing wages, and buoyant credit from the banking system into the economy.  This overheating also reflected strong corporate investment.  Fiscal policy did play a role in driving growth. 

    In 2025, what I can say is, and here I’m quoting from the January WEO, and I can confirm that we will be updating the projections for Russia, as with all countries for the April WEO.  But in January, we said we expected a slowdown in 2025 as the impact of tighter monetary policy took hold and the cyclical recovery ran its course, meaning that the boost to growth waned into 2025.  So in January, we had growth slowing from 3.8 percent in 2024 to 1.4 percent in 2025.  And again, that assessment will be updated as part of the WEO. 

    Now, with respect to inflation in particular, inflation in Russia remains high.  It is well above the Central Bank of Russia’s target, which is 4 percent.  And this partly reflects the tight labor market and also strong wage growth.  Currently, we are not seeing signs of an easing of inflation, although the projections that we had in the January WEO did suggest an easing of price pressures in the coming year.  And of course, just to reiterate that our assessment of Russia, the Russian economy, will be updated as part of the WEO. 

    QUESTIONER: Thank you, Julie.  My question is on the inflation expectation at the global level, not only U.S. but also in Japan recently, inflation expectation raised substantially up.  And how much are you concerned about such movement translating into the real inflation and, in the near future, given the tariff policies conducted by U.S. Administrations?  Thank you. 

    MS. KOZACK: Thank you. So what I can say on inflation at the global level, and this is, again, I’m going to be quoting here from our January and October WEOs. So what we expected at the time of our January WEO update was that global inflation would continue to decline.  We expected in January that it would reach 4.2 percent in 2025 and 3.5 percent in 2026.  And at that time, we expected that advanced economies would achieve their inflation targets earlier than emerging market economies. 

    Now, since that January update, what we have seen is greater than expected persistence in inflation.  And so this is a key factor that will be taken into account as we are updating not only our growth projections in the April WEO, but also our inflation projections.  And what this means for central banks and policymakers is, of course, that agile and proactive monetary policy is going to be needed to ensure that inflation expectations remain well anchored.  And of course, we’ll have a full discussion of inflation developments at the time of the WEO. 

    QUESTIONER: Hi.  Thanks, Julie.  I’m wondering if you can weigh in a bit on President Trump’s announcement yesterday of universal car tariffs of 25 percent.  This is going to send shock waves through a production system throughout the world that provides employment to millions of people, and supports economies all over.  I know it’s early to gauge the exact impact of what this would mean, but I’m wondering if you can talk directionally about how this could start to impact countries, particularly emerging markets that are in that supply chain.  Thanks. 

    MS. KOZACK: Thank you. Same topic, right?

    QUESTIONER: Thank you.  We have seen the impacts of the — sorry, let me start over again.  So following up on what David said regarding the tariff, how do you see the impact on these on economies — on the African continent in particular?  And also, you know, we are seeing more of nationalism and protectionism.  It’s from the U.S., and it’s spreading around the world as well.  So how concerned is the IMF regarding these. 

    QUESTIONER: Just to follow up.  In terms of the WEO that you’re preparing, how will these tariff actions be filtered into that in terms of inflation projections as it raises costs, does the IMF sort of see these as a one-time jump up in price level or is it going to contribute to ongoing inflation?  Thank you. 

    MS. KOZACK: Same topic?

    QUESTIONER: Thank you, Julie.  As a result of all the policy that we are witnessing right now, can the IMF rule out any risk of recession in the United States in 2025, 2026, or if we are not talking about annual decline, could you see any risks in quarter estimates? 

    MS. KOZACK: Okay, so let me say a few — respond to this set of questions.

    What I can say today is, we’ve seen several new developments on the trade front over the past several weeks and of course yesterday we had announcements about tariffs on the auto sector.  And the U.S. administration has also noted and announced that it will — that there will be new announcements coming next week on April 2nd. 

    What  I can say today is that we are in the process of assessing the impact of all of these announcements, and we will continue to do that work in the context of our World Economic Outlook that will be released as I noted in April. 

    We have previously noted that for countries like Mexico and Canada that if sustained tariffs could have a significant effect on Mexico and Canada, a significant adverse impact on Mexico and Canada.  For other regions and groups of countries, we’re in the process of undertaking that analysis at the moment. 

    What I can say about the way or the process by which this will be incorporated into the WEO, the way the process works is we will look at all of the announcements and economic developments and data up until as far as we can into the process.  But at some point, there will need to be sort of a cutoff date after which we’re no longer able to incorporate new information.  We’re not there yet.  But at some point in the process there will be a date after which we just for production processes, need to kind of stop the churning of the data. 

    What the WEO will then have is a very clear exposition of what is incorporated into our baseline forecast, our main forecast.  We’ll talk about the assumptions that are included and any policy announcements and actions that are included in the baseline forecast.  Anything that occurs after our cut-off date will be discussed in qualitative terms or as part of the risks section of the report.  But we will aim, of course, in that report to be very clear about what is incorporated into the forecast and what is not incorporated into the forecast.  And of course, you will have an opportunity the week of the Annual Meetings to not only read the WEO, but we will have a press conference led by our Economic Counselor to answer detailed questions around the forecast.  And we will also have the press conferences of our regional area department heads to talk to answer specific regional questions. 

    And just maybe on the question about the U.S. economy, just to say perhaps a few words.  What I can say now is that the performance of the U.S. economy has been remarkably strong throughout the recent monetary policy tightening cycle.  Activity and employment exceeded expectations, and the disinflation process proved less costly than most feared.  And this was our assessment at the time of our January WEO.  Since then, of course, there have been many developments.  Large policy shifts have been announced, and the incoming data is signaling a slowdown in economic activity from the very strong pace in 2024.  All of this said, recession is not part of our baseline. 

    Let’s now move online. 

    QUESTIONER: Thank you, Julie, for taking my questions.  My question is on Sri Lanka.  Sri Lanka’s Central Bank Governor has hinted, also suggested that the heavily indebted state-owned enterprises should be listed in the Colombo Stock Exchange as part of a program to perform these enterprises.  What is the IMF’s take on such a proposal given that the program also calls for extensive reforms in SEOs — I beg your pardon, SOEs? At the same time, $334 million was approved by the IMF Executive Board recently.  Has that tranche been given to Sri Lanka?  If not, why?  Thank you. 

    MS. KOZACK: Okay. Any other questions on Sri Lanka online? Okay, let me take this question on Sri Lanka. 

    So first, let me just step back on Sri Lanka.  First, I’ll say that on Friday, February 28th, the IMF Executive Board approved the Third Review under the EFF (Extended Fund Facility) arrangement for Sri Lanka.  And this provided the country with immediate access to $334 million of support.  So, yes, once the Board approved that Third Review, the $334 million was made available to Sri Lanka to support its economic policies and reforms.  And with this $334 million, it brings total financial support from the IMF to Sri Lanka to $1.34 billion. 

    What I can also add is that reforms in Sri Lanka are bearing fruit.  The economic recovery is gaining momentum.  Inflation remains low in Sri Lanka, revenue collection on the fiscal side is improving, and international reserves are continuing to accumulate.  Economic growth reached 5 percent in 2024, and that was after two years of economic contraction.  And we do expect the recovery to continue in 2025 in Sri Lanka.  These are all very positive developments for Sri Lanka and for the people of Sri Lanka. 

    All of this said, the economy still does remain vulnerable, and therefore it is critical that the reform momentum be sustained to ensure that macroeconomic stability and debt sustainability are durably achieved. 

    And with respect to your specific question, I don’t have anything for you on that regarding the SOEs, but we’ll come back to you bilaterally. 

    I have one question here online from Shoaib Nizami from ARY News TV.  And the question is, when will Pakistan receive Climate Resilience Funds?  So before I turn to this, are there any other questions on Pakistan?  Okay, let me talk a little bit about Pakistan then. 

    So again, just stepping back to explain where we are with Pakistan.  On September 25th of 2024, the Executive Board approved a 37-month EFF arrangement for Pakistan, and it was for $7 billion.  The First Review took place… the First Review mission took place recently, and a staff-level agreement on the First Review was reached on March 25th.  And in addition to reaching a staff-level agreement on the EFF arrangement for the First Review, there was also a staff-level agreement reached on an RSF, a Resilience and Sustainability Facility, that was also reached on March 25th.

    Under the EFF part – so I’m going to talk about both of them.  So the EFF part, which is the First Review under the program, once approved by the IMF’s Executive Board, that would enable Pakistan to have access of about $1 billion for that disbursement.  For the RSF over the length of the arrangement, again subject to approval by the IMF’s Executive Board, the staff-level agreement references an amount of $1.3 billion and that access will be over the life of the RSF, delivered in tranches. 

    Okay.  Kyle, you had a question in the room. 

    QUESTIONER: Good morning.  Kyle Fitzgerald with the National.  So, following the recent staff visit to Lebanon, the IMF and Lebanon agreed to remain in close contact on a new economic reform program.  I was just wondering if you could provide more clarity on what the next steps are and what a potential timeline for this looks like.  Thank you. 

    MS. KOZACK: Okay, very good. With respect to Lebanon, I also have another question online which I am going to read out loud. It is from Sabine Oawais from Annahar (phonetic).  There are two questions here.  The first is when does the IMF anticipate the signing of a program with Lebanon?  What prior actions must the Lebanese government take before reaching final agreement?  The second is, given Lebanon’s ongoing economic challenges, what specific reforms does the IMF see as critical for stabilizing the country’s financial system and securing a sustainable recovery? 

    Before I respond on Lebanon, are there any other questions on Lebanon?  Okay.

    So on Lebanon, an IMF fact-finding mission visited Lebanon from March 10th to 13th.  And on that mission, the staff welcomed the authority’s request for a new IMF-supported program to support the authority’s efforts to address Lebanon’s significant economic challenges.  We have received, obviously, this request for a new program.  We’re working with the authorities to help them develop their comprehensive economic reform program.  The engagement and discussions with the Lebanese authorities are ongoing. 

    And in terms of what is needed, what I can say is that first and foremost what is needed is a comprehensive strategy for economic rehabilitation.  This is going to be critical to restore growth, reduce unemployment and improve social conditions.  The authority’s reform program is going to need to be focused on fiscal and debt sustainability, financial sector restructuring, international reserves are continuing to accumulate.  Economic growth reached 5 percent in 2024, and that was after two years of economic contraction.  And we do expect the recovery to continue in 2025 in Sri Lanka.  These are all very positive developments for Sri Lanka and for the people of Sri Lanka.

    And in terms of what is needed, what I can say is that first and foremost what is needed is a comprehensive strategy for economic rehabilitation.  This is going to be critical to restore growth, reduce unemployment and improve social conditions.  The authority’s reform program is going to need to be focused on fiscal and debt sustainability, financial sector restructuring, governance improvements, and reforms to state owned enterprises.  And critically, it’s going to be important to enhance data provision, to improve transparency and to inform policymaking.  And that is the latest update that I have on Lebanon.  We’ll of course keep you updated and I just want to reassure that we are fully committed to working with the Lebanese authorities and the engagement is ongoing and constructive. 

    Let me go online.  We have a few online before I come back to the room.  And I have another question to read here, which is on Egypt.  The question on Egypt is how do you assess the Egyptian economy right now, taking into consideration the impact of geopolitical tensions in the Middle East region? 

    So let me say a few words on Egypt, but before I do so, are there any other questions on Egypt?  So on Egypt, first, I just want to start by saying that on March 10th, the IMF’s Executive Board concluded the 2025 Article IV consultation and completed the Fourth Review under the EFF arrangement.  This enabled the authorities to draw $1.2 billion.  The Executive Board at that time also approved the RSF arrangement, which paves the way for Egypt to access about $1.3 billion over the life of the RSF. 

    Now, with respect to the specific question, our projections for growth, and this is the question about the impact on the Egyptian economy of tensions, our projections for growth in inflation for the next fiscal year — Egypt uses fiscal year, so it’s a 2025-2026 fiscal year — indicate a growth rate of 4.1 percent.  And this is an increase from 3.6 percent in the previous fiscal year.  And on the inflation side, we expect inflation to continue a downward trajectory and reach 13.4 percent by the end of this period.  We’ll be looking to update these projections for Egypt as part of our update in April of the World Economic Outlook.  And of course, those projections will take into account any recent developments. 

    What I can say more broadly for Egypt is that the main economic impact on Egypt of the tensions in the region has been through disruptions in the Red Sea and the disruptions to revenues through the Suez Canal.  Trade disruptions in the Red Sea in Egypt since December of 2023 have reduced foreign exchange inflows from the Suez Canal by about $6 billion in 2024 alone for Egypt.  And the volume of transit trade is about one third of pre conflict levels.  And so this has of course, adverse spillovers to growth in Egypt and also to fiscal revenues in Egypt.  That is the main area that we’re focused on in terms of how Egypt is being affected by the tensions in the region.  And of course, we’ll continue to closely monitor that as part of our deep and constructive engagement with Egypt. 

    QUESTIONER: Yes, thank you, Julie.  Can you hear me all right? 

    MS. KOZACK: Yes, we can hear you.

    QUESTIONER: Just a quick follow up on Argentina.  You mentioned the amount of discussion will be sizable.  I appreciate we can’t discuss what a final figure might be at this point, but can you confirm that Argentina has requested a loan package of around $20 billion or at least discussed a similar figure as Minister Caputo said this morning. 

    MS. KOZACK: Look, I’m not — just as with the other questions in terms of the ongoing discussions, I’m not going to get into the details of those discussions. They are ongoing. And I can simply confirm that the size of the final package for Argentina will be determined by our Executive Board and that the discussions are for a sizable financing package. 

    QUESTIONER: I want to look at the Caribbean specifically on this one.  With the U.S. proposing to tariff Chinese vessels to the tune of $1.5 million docking to an extent in the U.S., what recommendations or how does the — what does the IMF foresee in terms of potential economic fallouts for Small Island States within the Caribbean region going forward?  And this is in keeping with the tone of questions in the room there.  Do you foresee any potential — or what recommendation would the IMF give to Small Island States, especially those in the Caribbean region, about potential inflation as you look towards the future and tariffs “here is the name of the game” from the United States?

    MS. KOZACK: I’d say like with all of the other impacts of recent developments, we will be discussing this in our World Economic Outlook. But also, I think importantly for the Caribbean, we will have a discussion around regional developments by our Western Hemisphere Department.  And that discussion will, of course, cover the specific impacts on the Caribbean. 

    What I can say today about the Caribbean is to just give a sense of where we stood in our latest forecast, which was in January of 2025.  At that time we expected that growth in the region would be normalized.  So, what we saw in the Caribbean was a kind of rapid recovery after the Pandemic.  And now we’re seeing a normalization phase, or at least that was our assessment in January.  And we expected real GDP growth to reach 2.4 percent in 2025, which would have been about the same as in 2024.  What we saw on inflation again in January was that it had moderated significantly in 2023 and 2024 and that inflation in the Caribbean had returned to pre-Pandemic levels.  So of course, we will then incorporate any of the recent developments in our revised forecast, which will be coming out in April, and we can have a — we’ll have a fuller picture at that time. 

    But just to say a few words on the policy advice, our policy advice for the Caribbean has been more broadly to continue to pursue sustainable fiscal policies to continue to rebuild policy buffers and to strengthen the resilience of domestic economies and institutions.  We also encouraged Caribbean economies to accelerate investment in infrastructure and to implement necessary reforms to boost growth.  And again, we will have a fuller update in January — I mean, sorry, in April. 

    I see some more questions coming online for me to read.  I have a question online on Kenya.  And the question says at the end of the Eighth Review, and I assume under the program, Ms. Gita Gopinath stated, Kenya’s economy remains resilient with growth above the regional average, inflation decelerating and external inflows supporting the shilling and a buildup of external buffers despite a difficult socioeconomic environment.  What has changed since then that has prevented completion of the Final Review under the program? 

    So, before I move to Kenya, are there other questions on Kenya?  QUESTIONER: Thank you, Julie.  Yes, on Kenya, if there’s any details on, on why that last review was ditched as, as my colleague asked, and did they fail to meet any of their targets?  And can we expect any update on, on a request of a new program?  MS. KOZACK: Okay.  I don’t see anything else on Kenya.  So let me give this update on Kenya. So we did recently have an IMF staff team recently visited Kenya for a staff visit.  We did issue a statement on March 17th and in that statement, what was noted is that the Kenyan authorities and the IMF reached an understanding that the Ninth Review under the EFF and ECF programs would not proceed. 

    Where we — what I can say more generally is that the authorities, policy, agenda, and reform programs have been supported by the IMF and they have helped improve Kenya’s economic resilience.  As was stated in the first question, the external position has indeed strengthened over the past year and inflation has eased. 

    All of this said, fiscal challenges do remain amid continued revenue shortfalls and the materialization of additional spending pressures.  And what this is going to require is a reassessment of the medium-term fiscal consolidation strategy to ensure that fiscal sustainability can be preserved.  These challenges will require more time to resolve, and the IMF has therefore received a formal request for a new program from the authorities.  And we are going to — we are, our team is engaging on this request of the authorities, and they remain closely in contact with the authorities.  We’ll provide additional details as we have them.  I can just add that we do remain committed to supporting Kenya’s efforts to realize its full economic potential. 

    QUESTIONER: So I was wondering if you could provide an update on Nigeria, Senegal, and Zambia.  I know the Managing director met with the Finance Minister of Zambia yesterday.  So if you have any update that you could provide regarding the debt restructuring.  And on Senegal, there was a release that was issued yesterday by the IMF defining, confirming that there was a significant underreporting of the fiscal deficit.  How did the IMF miss that information and how do you plan to ensure that it doesn’t happen?  And are you looking to change your methodology? 

    MS. KOZACK: So, on Nigeria, what I can say is [that] the first Deputy Managing Director, Gita Gopinath, traveled to Abuja and Lagos on March 3rd and 4th. She met with Finance Minister Edun, Central Bank Governor Cardoso, as well as civil society groups and private sector leaders. And she also participated in an event with students at the University of Lagos.  Our staff are planning to travel to Nigeria next week in preparation for the 2025 Article IV Consultation.  The authorities’ policies to stabilize the economy and to promote growth are welcome, and they will, of course, need to be accompanied by targeted social transfers to support the most vulnerable populations. 

    We do recognize the extremely difficult situation that many Nigerians face.  And for that reason, I just want to emphasize that completing the rollout of cash transfers to vulnerable households is an important priority for Nigeria, as is improving revenue mobilization domestically. 

    And that is the latest that I have on Argentina and not will — not Argentina, I’m looking at Rafael — on Nigeria, and we will have, of course, more after the mission completes its work.

    MS. KOZACK: Now on Senegal, what I can say on Senegal is, you know, we are actively engaged with the Senegalese authorities and a staff team, which included experts from several different IMF departments, visited Senegal on March 18th through 26th. And they released the statement, of course, that you referred to at the end of that mission. The purpose of the mission was to advance efforts to resolve the recent misreporting case. 

    I think, as we have discussed here before, Senegal’s Court of Auditors released its final report on February 12.  The Court confirmed that the fiscal deficit and public debt were under-reported over the period 2019 to 2023.  And we’re also, our team is also working closely with the authorities to resolve those — that misreporting case and to look at what measures can be taken to ensure, of course, that it doesn’t happen going forward, what are the root causes, and what needs to be done to support Senegal as it seeks to move forward.

    What I can also add is that we collaborate.  The IMF collaborates closely with member countries in all of our engagements, but at the end of the day, it is the member country that is responsible for providing us with accurate and comprehensive data.  While we are partners in the process, it is really the primary responsibility of the country authorities to ensure that the credibility and the quality of the data is accurate.  And we do, of course, for countries that are finding shortcomings in data quality or data accuracy or who want to improve their data reporting, we do offer technical assistance through our experts to help support countries that are interested in improving their data provision. 

    QUESTIONER: Can I quickly ask, regarding that, about the technical support that you provide?  How much — how many African countries are taking advantage of? 

    MS. KOZACK: It is a good question. I do not have the numbers in front of me, but we can certainly come back to you bilaterally. Overall, the continent of, you know — well, Sub-Saharan Africa, the region of Sub-Saharan Africa, is a heavy user of technical assistance services.  How [many] of those are in the area of data and statistics, I do not know.  But we can certainly come back to you bilaterally with that information

    And then on Zambia, I don’t have an update here for you, but we can come back to you bilaterally on Zambia.

    QUESTIONER: Thank you, Julie.  And I am sorry for bothering you a third time in a row.  It is about the Black Sea Grain Initiative.  I presume that it is too early to assess, but from the IMF perspective, how can potential moratorium on strikes on the Black Sea between Russia and Ukraine contribute to global trade, food security, and overall, does the IMF monitor the current ongoing discussions on this topic?  MS. KOZACK: Okay, very good.  So, on this one, what I can say is, of course, we are closely monitoring the discussions around the Black Sea.  I do not have a full assessment, of course, now.  What I can say is that there is quite a bit of global trade that goes through the Black Sea.  I think the number is about 7 percent.  And also, we know that some of that global trade is concentrated in key food commodities like wheat.  And to the extent that there is a, let us say, improvement in the ability for transit through the Black Sea, particularly with respect to important global food commodities, that should help ease food shortages globally.

    The UN Children’s Fund (UNICEF) issued a warning on Thursday over the terrible impact on youngsters of renewed Israeli bombardment and the total aid blockade.

    UNICEF’s Rosalia Bollen, who’s on the ground there, said that hundreds of children had been killed and injured – some with severe burns, shrapnel lodged in their bodies, fractures and amputations.

    “Even on 18 March with that very heavy, intense bombing, children still kept hope because they thought maybe it’s a one-off, but it’s not,” she told UN News.

    “The attacks continue, the airstrikes continue, tank shelling, shooting and displacement orders continue…people keep being pushed around with very few belongings.”

    ‘Inhumane ordeal’

    The head of the UN’s Palestine refugee relief agency, now outlawed by Israeli although continuing to operate inside the shattered enclave, said everyone feared the worst is yet to come in Gaza.

    “For nearly three weeks now, the Israeli authorities continue to ban the entry of any humanitarian aid or basic commercial supplies,” Philippe Lazzarini said in a social media post.

    “Under our daily watch, people in Gaza are again and again going through their worst nightmare. An endless unleashing of the most inhumane ordeals.”

    Also on Thursday, the UN World Food Programme (WFP) warned that hundreds of thousands of Gazans risk severe hunger and malnutrition as food stocks dwindle and borders remain closed.

    WFP now has approximately 5,700 tons of food stocks left in Gaza, which is enough to support operations “for a maximum of two weeks”, the agency said.

    The agency has decided with the deteriorating security situation, rapid displacement of people, and growing needs, to distribute as much food as possible, as quickly as possible in Gaza:

    • Food parcels: WFP plans to distribute food parcels to half a million people; the reduced size parcel will feed a family for roughly one week.
      • Bakeries: Wheat flour supplies are sufficient to support bread production for 800,000 people for five days only. Currently 19 of 25 WFP-supported bakeries remain operational, and many struggle with severe crowd control issues as fear of bread shortages spreads throughout the Strip.
      • Hot meals: WFP has supplies to support 37 kitchens across Gaza cooking 500,000 hot meals per day for the next two weeks.
      • Fortified biscuits: WFP has emergency stocks of fortified biscuits – enough  for 415,000 people – which can be used as a last resort if all other food stocks are exhausted.   

    WFP and partners have positioned more than 85,000 tons of food commodities outside Gaza, ready to be brought in if border crossings are opened.

    UNRWA continues to provide healthcare and medical services in its health centers in Gaza.

    Clear and present danger

    Intensified hostilities continue across the Strip, killing and injuring people and severely constraining the ability of humanitarian workers to provide life-saving support, said UN Spokesperson Stéphane Dujarric, briefing journalists in New York.

    Since Israel’s ground operation commenced in Rafah on Sunday, several ambulances belonging to the Palestinian Civil Defense – as well as the Palestine Red Crescent Society – were hit trying to rescue the wounded and their crews became trapped in the area.

    Contact with the teams was lost, but several casualties have been reported,” he added.

    Yesterday, a UN humanitarian and Red Crescent team attempted to extract any casualties and recover the ambulances, but they were unable to reach the area.

    “Health workers, including first responders, should never be targeted,” Mr. Dujarric said. “Civilians fleeing fighting must be allowed to do so safely, and they must be allowed to return voluntarily when the situation allows it.”

    More people in Gaza are being forced to flee, and displacement orders now cover 18 per cent of Gaza’s territory again.

    “The UN and our partners are responding to people’s deepening needs as the situation allows it, but the complete closure of the crossings for the entry of cargo, which includes humanitarian aid – coupled with the ongoing hostilities – is making all of this increasingly challenging,” the UN Spokesperson underscored.

    Waiting at the border

    Tens of thousands of tents and hundreds of thousands of shelter items are waiting to enter Gaza, and many families forced to flee are unable to bring any of their belongings, further intensifying the shelter crisis.

    “Dwindling shelter stocks in Gaza are completely insufficient to meet the immense needs,” said Mr. Dujarric.

    Meanwhile, the World Health Organization (WHO) warns that the health system in Gaza is in freefall.

    Health partners report that essential supplies for mass casualty incidents need to be restocked due to the sharp increase in trauma cases and the severity of injuries.

    WHO reports there are fewer than 500 units of blood available, when 8,000 are needed every month.

    Your Excellency, Åsmund Aukrust, Minister of International Development,

    Excellencies and Colleagues,

    It is a great honour for the UN Office for Disaster Risk Reduction to be organizing this high-level forum with the Kingdom of Norway. I would like to start by expressing my deep appreciation to Norway for hosting this forum and for its leadership on the topic of finance – both for disaster risk reduction and for sustainable development, especially in the context of the ongoing negotiations ahead of the 4th International Conference on Financing for Development. 

    I am also thankful to Norway for serving as co-chair of the Group of Friends for Disaster Risk Reduction, which is critical to supporting the work of UNDRR as we race towards the 2030 deadline of the Sendai Framework for Disaster Risk Reduction.

    Indeed, as we look around the world, it is clear that we must accelerate the implementation of the Sendai Framework to protect people and sustainable development from the growing impacts of disasters.

    Countries, rich and poor, are facing disasters that are larger and more destructive. This is partially driven by an increase in extreme weather events, but it is also driven by risk-blind investments, which increase the exposure and vulnerability of people and assets. The end result is more expensive disasters, which are a threat to economic prosperity and sustainable development.

    Over the last five years, global economic losses from disasters have increased on average by 25%. This increase represents tens of billions of additional losses each year.

    We have seen this manifest on one end of the spectrum with the recent California wildfires, which were reportedly the most expensive disaster in the history of the United States. 

    On the other end of the spectrum, we have seen war-ravaged Syria suffer approximately $5 billion US dollars in damages as a result of the 2023 earthquakes, and the Libyan city of Derna largely swept into the Mediterranean as a result of severe floods. This is on top of the loss of life, which was in the thousands, and continues to be felt most acutely by the Least Developed Countries. 

    When we add on top of these direct costs, the cost of slow-onset events and the indirect impacts of disasters, such as productivity losses, compromised health, and disrupted education, the total cost of disasters is likely in excess of a trillion US dollars a year.

    Moreover, as disaster costs increase, insurance companies are pulling out of high-risk markets, even in developed economies. For instance, “nonrenewal notices” of home insurance in the United States surged by nearly 30% from 2018 to 2022 to more than 600,000 a year.  And in developing countries, much of the losses, are not even covered by insurance, driving more people into poverty. 

    Even humanitarian assistance, which is a measure of last resort for many affected countries, is becoming scarcer. In 2024, only 43% of the budgeted needs were funded.  This year, the gap will likely be higher.

    Therefore, to reduce the burden of disasters, avoid a spiral of decreasing insurability, and limit humanitarian needs, it is essential that we invest in disaster risk reduction. 

    This means increasing dedicated funding to disaster risk reduction, while also ensuring that all other development investments are risk-informed. 

    At this Forum, we will dive into this issue in detail. And to help set the stage, I would like to briefly review where these investments could come from, starting first with domestic resources. 

    Domestic public funds are the primary source for investments in DRR. Early warning systems, resilient hospitals, and other DRR investments tend to have a public good nature, meaning that they benefit society but are difficult for investors to capture direct financial returns. 

    Yet, our research shows that only a limited share of the public budget, less than 1%, is allocated to DRR and that current spending only meets in most countries 10 to 25% of the needs, leaving a significant gap. 

    Although resources are limited, countries have an opportunity to make public spending more efficient and impactful by further integrating disaster risk reduction in public finance. This requires a conscious effort to create a ring-fenced budget allocation for DRR to empower responsible agencies, while also mainstreaming DRR in sectoral plans. To that end, we recommend the use of appropriate accountability mechanisms, including budget tagging and tracking of DRR-related expenditures. 

    We also need to reinforce synergies across government, for instance between the Ministries of Environment and National Disaster Management Authorities, to break silos and optimize the use of climate and DRR-related financing. Similarly, we need to ensure that finance is available both at the national and sub-national levels, as many investments happen locally.

    That said, it is important to consider that many developing countries face unique challenges that constrain their ability to scale up investment in DRR – and that is high levels of debt. 

    Since 2010, debt in developing countries has grown twice as fast as in developed countries, and they face much higher borrowing costs. 

    At the same time, disasters fuel debt in affected countries. For example, a recent study from the Inter-American Development Bank shows that debt levels in the Caribbean are 18% higher three years after a severe storm than normally expected. 

    These outcomes can be mitigated by pre-arranging financing mechanisms ahead of disasters, such as contingency credit lines, disaster-related clauses in sovereign debt instruments, and risk-transfer instruments. These mechanisms allow for a quicker recovery, thus limiting the impact on growth and the economy. 

    The second primary source of finance is the private sector. 

    On average, the private sector is responsible for about 75% of a country’s investment in assets, such as factories and real estate. If those investments are risk-blind, they will lead to the creation of new disaster risks and exacerbate existing ones. We see this, for instance, through the expansion of urban development into hazard-prone areas or the construction of infrastructure that is not disaster-resilient. 

    This can be avoided through regulatory frameworks, risk information, and financial incentives to make private investment risk-informed and to create markets for resilience-building solutions. 

    We should also better leverage the financial sector, which has played a limited role thus far in DRR financing. For example, the rapid rise in the green bond markets has only had a limited impact on driving investments into adaptation and resilience, in part due to the lack of market standards and taxonomies. These market standards are necessary for the emergence of financial instruments, such as resilience bonds, and to guide investor decisions. 

    Similarly, the local banking sector can play a role in supporting small and medium businesses to access finance for investment in resilience-building, including through blended finance mechanisms. 

    In this regard, I am happy to report that UNDRR has been pioneering some work in this area, including the development of a “Resilience Taxonomy,” in partnership with the Climate Bond Initiative, and the launch of a guide for adaptation and resilience finance, which we developed with Standard Chartered Bank and KPMG.

    The third and final major source of finance is the international community, specifically through the provision of Official Development Assistance. This is an area that is currently under stress but remains critical for many developing countries, and its promotion is one of the seven targets of the Sendai Framework.

    Looking at the data, we see that, between 2019 and 2023, only 2% of ODA projects had DRR as an objective. And within the humanitarian sector, we find that the amount of funding for disaster prevention and preparedness has actually gone down over the years – from an already low level of 3.6% between 2015 and 2018, to 3.3% between 2019 and 2023. 

    These trends show an imbalance between the increase in disaster risks around the world and the limited international funding being allocated to Disaster Risk Reduction.

    Such funding is critical to protecting development gains and reducing humanitarian needs, and for some of the most vulnerable countries, they are unable to invest in DRR without international assistance.

    With that overview, I believe we at this Forum have a unique opportunity to address some of the biggest challenges around DRR financing. And to help guide our discussions, I would like to suggest that we aim to make progress on three main objectives:

    First, the development of a national-level Roadmap for DRR financing systems to help countries raise the funds they need. 

    Some of the questions we would need to answer are: what key elements should be included in such a roadmap and what has worked, or not worked, in countries? 

    Second, explore international actions that we can commit to together. 

    For example, what initiatives or partnerships can emerge from this Forum on DRR Financing? How can we better leverage existing international cooperation to strengthen DRR? And how can we ensure the integration of DRR in the global discourse on financing, in particular, in the upcoming 4th International Conference on Financing for Development? 

    And third, what more can be done to ensure that all investments are risk-informed and do not lead to disasters

    For public sector investments, how can we encourage the alignment of economic development plans with DRR strategies to avoid the creation of new risks? And what reforms or changes are needed to encourage risk-informed investing in the private sector?

    I think it is fair to say that this is a lot to cover over two days. That said, given the calibre of the participants, and the leadership of our host, I am confident that we can achieve concrete outcomes. 

    In closing, I want to again thank Norway for making this Forum possible at a critical time when financing is the single challenge that unites the disaster, climate, development, and humanitarian domains. The unique advantage of disaster risk reduction is that it can simultaneously strengthen all the other domains because of its emphasis on reducing vulnerabilities and building resilience.

  • MIL-OSI USA: Finding Clues in Ruins of Ancient Dead Star With NASA’s Chandra

    People often think about archaeology happening deep in jungles or inside ancient pyramids. However, a team of astronomers has shown that they can use stars and the remains they leave behind to conduct a special kind of archaeology in space.
    Mining data from NASA’s Chandra X-ray Observatory, the team of astronomers studied the relics that one star left behind after it exploded. This “supernova archaeology” uncovered important clues about a star that self-destructed – probably more than a million years ago.
    Today, the system called GRO J1655-40 contains a black hole with nearly seven times the mass of the Sun and a star with about half as much mass. However, this was not always the case.
    Originally GRO J1655-40 had two shining stars. The more massive of the two stars, however, burned through all of its nuclear fuel and then exploded in what astronomers call a supernova. The debris from the destroyed star then rained onto the companion star in orbit around it, as shown in the artist’s concept.

    With its outer layers expelled, including some striking its neighbor, the rest of the exploded star collapsed onto itself and formed the black hole that exists today. The separation between the black hole and its companion would have shrunk over time because of energy being lost from the system, mainly through the production of gravitational waves. When the separation became small enough, the black hole, with its strong gravitational pull, began pulling matter from its companion, wrenching back some of the material its exploded parent star originally deposited.
    While most of this material sank into the black hole, a small amount of it fell into a disk that orbits around the black hole. Through the effects of powerful magnetic fields and friction in the disk, material is being sent out into interstellar space in the form of powerful winds.
    This is where the X-ray archaeological hunt enters the story. Astronomers used Chandra to observe the GRO J1655-40 system in 2005 when it was particularly bright in X-rays. Chandra detected signatures of individual elements found in the black hole’s winds by getting detailed spectra – giving X-ray brightness at different wavelengths – embedded in the X-ray light. Some of these elements are highlighted in the spectrum shown in the inset.
    The team of astronomers digging through the Chandra data were able to reconstruct key physical characteristics of the star that exploded from the clues imprinted in the X-ray light by comparing the spectra with computer models of stars that explode as supernovae. They discovered that, based on the amounts of 18 different elements in the wind, the long-gone star destroyed in the supernova was about 25 times the mass of the Sun, and was much richer in elements heavier than helium in comparison with the Sun.
    This analysis paves the way for more supernova archaeology studies using other outbursts of double star systems.
    A paper describing these results titled “Supernova Archaeology with X-Ray Binary Winds: The Case of GRO J1655−40” was published in The Astrophysical Journal in May 2024. The authors of this study are Noa Keshet (Technion — Israel Institute of Technology), Ehud Behar (Technion), and Timothy Kallman (NASA’s Goddard Space Flight Center).
