  • MIL-OSI Submissions: Russia-Ukraine Conflict – 3-year mark of war in Ukraine: Here’s the Data

    Approaching the three-year mark since Russia’s full-scale invasion of Ukraine on February 24, Physicians for Human Rights (PHR) and its Ukrainian partners share new data, resources, and experts available for interview to support your team’s coverage of this upcoming milestone.  

    PHR and partners have systematically documented attacks on health in Ukraine through a database and interactive map (attacksonhealthukraine.org). 

    A staggering 1582 attacks on health care facilities, workers, and infrastructure have been perpetrated since February 2022. We are currently analyzing recent attacks and will again update the map ahead of the three-year mark – if you would like a preview of the upcoming data release please let us know.  

    Additionally: a first-of-its-kind report published last month by PHR and Truth Hounds details how Russia’s widespread and systematic attacks on Ukraine’s energy grid have harmed health care workers and endangered patients. 

    92% of 2,261 Ukrainian health care workers we surveyed report experiencing power outages at their health care facility due to attacks on energy infrastructure. The report documents how Russia’s assault on Ukraine’s energy infrastructure led to interrupted or delayed surgeries, forcing surgeons to operate in darkness illuminated only by flashlights; failures in life support systems; discontinued flow of water to hospitals; diagnostic and treatment equipment becoming unusable; patients experiencing panic attacks and cardiac arrhythmia due to lack of power; impeded maternal care service delivery; and other impacts on health care provision. 

    Previously, a case study by PHR and partners documented how Russian authorities have systematically sought to target Ukraine’s health care system to cement their control over the civilian population in Ukrainian territories under occupation.  

    PHR and our medical and human rights partners across Ukraine have conducted a wide range of research and advocacy since the full-scale invasion began, from attacks on health care to supporting survivors of conflict-related sexual violence in Ukraine. PHR experts routinely brief policymakers across Ukraine, US, Europe, and the UN system on human rights in the country. 

    PHR experts are available as sources for your reporting on Ukraine and the upcoming three-year mark. This includes Uliana Poltavets, who leads PHR’s Ukraine work from Kyiv and has co-authored all publications noted above. Poltavets can share insights about efforts to hold Putin and Russian military officials accountable for war crimes; the impacts of attacks on the energy grid and hospitals; and the need for sustained international support for Ukraine.  

    In addition to Poltavets, PHR has a wide network of Ukrainian and international clinicians, researchers, and advocates with whom we can also connect you to support your reporting.   • MIL-OSI Security: New Jersey Man Pleads Guilty to Attempting to Provide Material Support to al Shabaab

    Danielle R. Sassoon, the United States Attorney for the Southern District of New York, announced today that KARREM NASR, a/k/a “Ghareeb Al-Muhajir,” pled guilty to attempting to provide material support to al Shabaab, a designated foreign terrorist organization before U.S. District Judge Analisa Torres.

    U.S. Attorney Danielle R. Sassoon said: “Karrem Nasr devoted himself to waging violent jihad against America and its allies. Inspired by the evil terrorist attack perpetrated by Hamas on October 7, 2023, Nasr, a U.S. citizen, traveled from Egypt to Kenya in an effort to join al Shabaab so that he could execute his jihadist mission of creating death and destruction.  Now, instead of perpetrating a deadly attack in the name of a foreign terrorist group, Nasr resides in federal prison.  I thank the career prosecutors of my office and our law enforcement partners for their extraordinary work in disrupting this plan and bringing a terrorist to justice.”

    According to the allegations in the court filings and statements made in Court:

    NASR is a 24-year-old U.S. citizen who moved from New Jersey to Egypt in or about July 2023.  Starting in at least in or about November 2023, NASR repeatedly expressed his desire and plans to join al Shabaab, a designated foreign terrorist organization that has attacked Americans and American allies around the world, and wage jihad, including in communications with an FBI confidential source (the “CS”), who was posing as a facilitator for terrorist organizations.[1]

    In communications exchanged with the CS and postings that NASR made online, NASR stated that he had been thinking about engaging in jihad for a long time, and he was particularly motivated to become a jihadi by the October 7, 2023, Hamas terrorist attack in Israel.  For example, in communications with the CS, NASR stated that the number one enemy was “evil America,” which he called the “head of the snake.”  In social media posts, NASR warned that “Jihad” was “coming soon to a US location near you,” posting airplane, bomb, and fire emojis:

    In further communications with the CS, NASR expressed his intent to join al Shabaab to receive military training and engage in jihad, that he was prepared to kill and be killed, and that he specifically aspired to be a martyr for the jihadist cause.  For example, NASR stated “I would like to become a martyr in the sake of Allah. . . .  I think in coming years, inshallah we are going to see here big events in Egypt and the other Arab countries.  Inshallah if this happens; I will come back to Egypt, inshallah to help the Muslims in Egypt in their struggle to establish here in Egypt.”

    Beyond his online postings and communications with the CS, NASR took specific and targeted steps in his effort to join and receive military training from al Shabaab.  Among other things, NASR made flight and lodging reservations for travel to Kenya, where he planned to meet members of al Shabaab for further travel to Somalia to join and train with the terrorist group.  In addition, the day before his flight, NASR told the CS that he planned to delete data from his cellphone and computer to ensure that if he were detained, law enforcement would not be able to recover evidence of his jihadist activities from those devices.  On December 14, 2023, as planned, NASR flew from Egypt to Kenya, where he then planned to transit into Somalia to join and train with al Shabaab.  Later that day, NASR was taken into custody by Kenyan authorities.  On December 28, 2023, NASR arrived in the U.S.

    NASR, 24, of Lawrenceville, New Jersey, pled guilty to attempting to provide material support to a designated foreign terrorist organization, which carries a maximum sentence of 20 years in prison.  NASR is scheduled to be sentenced by Judge Torres on June 30, 2025.

    The maximum potential sentence in this case is prescribed by Congress and is provided here for informational purposes only, as any sentencing of the defendant will be determined by a judge.

    Ms. Sassoon praised the outstanding efforts of the Federal Bureau of Investigation (“FBI”)’s New York Joint Terrorism Task Force, which principally consists of agents from the FBI and detectives from the New York City Police Department.  Ms. Sassoon also thanked the FBI’s Legal Attaché Office in Nairobi, Kenya, the Counterterrorism Section of the Department of Justice’s National Security Division, the Department of Justice’s Office of International Affairs, and the Kenyan Directorate of Criminal Investigations, including the Anti-Terrorism Police Unit and the Joint Terrorism Task Force-Kenya, for their assistance.

    This case is being handled by the Office’s National Security and International Narcotics Unit.  Assistant U.S. Attorneys Camille L. Fletcher, Kimberly J. Ravener, and Stephen Ritchin are in charge of the prosecution, with assistance from Trial Attorney Jennifer Burke of the Counterterrorism Section.

    KRISTY McBAIN, MINISTER FOR REGIONAL DEVELOPMENT, LOCAL GOVERNMENT AND TERRITORIES: It’s a pleasure today to welcome Minister Jason Clare to Goodstart Jerrabomberra where 90 places a day are filled, and we have a wait list. Jerrabomberra is the heart of the Queanbeyan region, it’s fast growing, and this childcare centre is one of many that have benefitted from the Albanese Labor Government’s Cheaper Childcare plan.

    We know families right across our region have benefitted from this, and it’s so great to be able to introduce Minister Clare to the wonderful staff here, the wonderful centre manager and State manager and the wonderful kids that come here each and every day to enjoy this beautiful centre.

    JASON CLARE, MINISTER FOR EDUCATION: Thanks very much, Kristy. It’s absolutely fantastic to be with you here at Jerrabomberra at the Goodstart Centre here. You are an absolutely fantastic Member of Parliament, and we are so lucky to have as part of the Albanese Labor Government and this community is lucky to have you as their Labor Member.

    When we were elected two and a half years ago, childcare costs had sky rocketed, childcare costs under the Liberals went up by 49 per cent over just under a decade, and that was double the OECD average.

    We’ve cut the cost of childcare now for more than a million Australian families. In the first 15 months of our Cheaper Childcare laws this has meant that for an average family on about 120 grand a year combined income with one child in early education or care saved them about 2,700 bucks, and that’s real money that’s making a real difference for families right across the country.

    And when we were elected two and a half years ago childcare workers were leaving the sector in droves, that’s the truth of it, and we’re now starting to see that turn around. Data that’s been released today shows that vacancy rates in the childcare sector are down 22 per cent, and at Goodstart, where we are today, all of their centres across the country, we’re seeing job applications now jump by 35 per cent, and expressions of interest jump by 50 to 60 per cent. Vacancy rates at Goodstart Centres are down by a massive 28 per cent.

    So that’s fantastic news. It shows that when you pay people more, more people want to do the job, and there aren’t many jobs that are more important than the work that our early educators do, getting young people ready for school.

    If we win the next election, the next big thing that we need to do is build more centres where they don’t exist at the moment and help to make sure that more young people get the chance that the children we’ve met here today get, help young people who can’t get into early education and care now, either because there’s no centre in their town, or because they can’t get access to the subsidy through no fault of their own.

    And that’s why if we win the next election, we’ll set up a $1 billion fund to build more centres in the outer suburbs and in the regions where they don’t exist at the moment, and implement a three day guarantee, to guarantee that every child who needs it will get access to three days a week of government supported early education and care.

    Why? To make sure that more children are ready to start school, because the evidence is, that if children spend more time in early education and care in centres like this, they’re more likely to start school ready to learn.

    And just while talking about school, last week the Prime Minister announced that South Australia and Victoria have become the fifth and sixth States to sign up to our public school funding and reform agreement, the Better and Fairer Schools Agreement, that’s along with WA, Tassie, ACT, the Northern Territory and of course now South Australia and Victoria.

    On the weekend, teachers backed this agreement, on the weekend principals backed this agreement, and now today the Business Council of Australia backed this agreement. This is real funding, to fix the funding of our public schools, and it’s not a blank cheque, it’s tied to real reform; things like phonics checks in Year 1 and numeracy checks in Year 1 to identify children who might already be falling behind, and then using that funding to make sure that children who do fall behind catch up early, because we know that children who catch up early are more likely to go on and finish high school.

    So, it’s backed by teachers, backed by principals, backed by the business community. The only people that are against it are Peter Dutton and the Liberal Party, they’re against cutting the cost of childcare for Australian parents, they’re against pay rises for childcare workers, they’re against building more childcare centres where they don’t exist, and they’re against fixing the funding of our public schools and tying that funding to evidence based teaching and real reform to help more young children to catch up, keep up and finish high school.

    Happy to take some questions.

    JOURNALIST: When do you expect that Queensland and New South Wales will sign on to that school agreement?

    CLARE: I won’t give you a date, but negotiations are going well.

    JOURNALIST: Fresh polling is showing that it’s really tight. Are your cost-of-living measures cutting through with the voters?

    CLARE: We know that Australians are doing it tough, a lot of Australians are doing it tough, that’s why creating a million jobs is really important, that’s why cutting inflation by more than half is really important, that’s why boosting real wages is really important as well.

    We’re making progress, there’s more work to do, but the evidence that came out on the weekend shows that if Peter Dutton had been the Prime Minister of Australia for the last 12 months, Australian families would be over $7,000 worse off.

    Why? Well, because he was against the tax cuts that delivered a lot of support for Australian families, he’s against cheaper childcare, he’s against cutting the cost of medicine, he’s against lifting real wages, he’s against cutting the cost of people’s energy bills through that $300 rebate, and when you add all that up, it means that Aussie families would be thousands and thousands of dollars, $7,200, worse off under Peter Dutton.

    JOURNALIST: On the School Agreement, so New South Wales and Queensland you would assume are trying to get more than 25 per cent. Are you open to that?

    CLARE: Don’t assume that. But I’m not going to negotiate through the media. What’s important here is that we fix the funding of our public schools, and we tie that to the sort of reforms that are going to help make sure that more kids that fall behind can catch up and keep up and finish high school.

    Private schools, non government schools are funded at the level that David Gonski said they should be at, public schools aren’t, and this agreement is about fixing that, but also tying that to real targets and real reforms.

    The current agreement doesn’t do that. There aren’t any real targets, there aren’t any real reforms. I want to make sure that we fix the funding of our schools and tie it to the sort of reforms that we know work. I want this money to get results.

    At the moment in public schools, over the course of say, you know, the last eight years or so, we’ve seen the percentage of kids finishing high school drop from 83 per cent to 73 per cent. Just think about that for a second. That’s happening at a time where it’s more important to finish school than it was when we were little.

    We’ve got to turn that around if we’re going to make sure that more people get a chance to go to TAFE and university and get the jobs that are being created today. That’s why this funding is important, but that’s why the reforms that it’s linked to are just as important.

    JOURNALIST: The States that signed on to it earlier, are they now pushing for 25 per cent as well, and will you grant that?

    CLARE: I’ve already spoken to those States, and we will offer to them the same deal, which is we’ll lift our offer from 20 to 25 if they get rid of that 4 per cent which is usually aligned to things like capital depreciation costs. So, we’re having great conversations with states like WA and Tassie.

    JOURNALIST: Is there a willingness though to go above 25 per cent for the two states that have paid off, and then does that open up the chance for increased funding for other states?

    CLARE: No. That’s why when I answered your previous question, I said don’t assume that the States are asking for more than 25 per cent. What the states have been asking for, for the last 12 months is that we increase our offer from 20 to 25 per cent, and we said, “Yeah, we’ll do that, but we need you to chip in as well”.

    It’s always been my view that the Commonwealth’s got to chip in and the states have to chip in as well. That’s why we’re saying to the states, if we can lift our funding from 20 to 25 per cent, let’s get rid of that other 4 per cent, which is used for things like capital depreciation that don’t actually go to real funding for schools at the moment.

    JOURNALIST: Is the absolute cap 25?

    CLARE: Well, again, I’m not going to go into the details of the conversation, but we’re not talking beyond 25.

    JOURNALIST: How exactly are you going to address high rates of absenteeism due to bullying or mental health issues, do you actually have a stepped plan in place for the next school year?

    CLARE: Yep. This is a complicated thing. There is absolutely no place for bullying in our schools. That’s why the work that we’re doing in putting together a National Bullying Action Plan with the states is so critical, so important; that’s why getting rid of mobile phones in schools is so important; that’s why the ban on access to social media for young people under the age of 16 is so important as well.

    We know fundamentally that children are less likely to be at school if they’re suffering from bullying or they’re suffering from mental health challenges. And young people with mental health challenges, by the time they’re in Year 9 are about a year and a half to two years behind the rest of the class, and less likely to finish school.

    And so the sort of things that we want to tie this funding to are early intervention when children are young at primary school to make sure that they keep up and catch up, but also more investment in things like mental health workers and paediatric nursing support in our schools.

    That investment in health is not just about health, it has real education outcomes as well.

    JOURNALIST: Donald Trump overnight said that   sorry, a couple of days ago said that he proposed “cleaning”   unquote   “cleaning out Gaza and resettling Palestinians”. What is the Government’s response to that?

    CLARE: The Government’s position for a very, very long time, I think since December of 2023, has been to call for a ceasefire in Gaza, and we’re glad that that has finally happened. We want to see an end to the killing in the Middle East, we want to see trucks come in with food and with medicine and with aid. We want to see the hostages returned.

    JOURNALIST: And what about resettling Palestinians though? What is your response directly to that suggestion that they should be moved to Jordan or Egypt?

    CLARE: The position of the Australian Government, which I think is still the position of the Opposition as well is that we believe in a two-state solution, two countries living side by side, two peoples living side by side in two nations where people can live in safety and security without having to go through checkpoints or fear that their lives will be taken from them the next day.

    JOURNALIST: Just on that language though, you know, “cleaning out”, do you think that’s triggering language or insensitive language?

    CLARE: Repeating my previous answer, we want two peoples able to be live side by side in safety and security.

    JOURNALIST: Do you have a set price tag on the number of those professional healthcare workers you want in schools?

    CLARE: No, there’s no set number, but this investment in South Australia’s an extra billion dollars over the next 10 years, in Victoria it’s an extra two and a half billion dollars over the next 10 years.

    The agreements that we’re striking with the states are all going to be slightly different depending on the needs in those states, but it’s designed to invest in real practical reforms that we know are going to get the results that we need.

    Just to add to what we’re talking about here, we’re talking about fixing the funding of our public schools. Now one in 10 children at the moment, when they sit for their NAPLAN tests in third grade, are identified as being below the national average, so one in 10   sorry, below the national minimum standard, so one in 10. But amongst children from poor families, from really disadvantaged backgrounds, it’s one in three, and most of those children go to public schools.

    So our public schools are the places that do the real heavy lifting where the challenge is three times as big, and they’re the ones that were underfunded at the moment. We want to fix that funding and tie that funding to help those children to catch up and keep up and finish high school.

    JOURNALIST: On that pay rise for early educators, do you know how many centres have used that as an excuse to immediately increase their fees by 4.4 per cent?  

    CLARE: Here’s the thing, they can’t, because a condition of getting the funding for the pay rise is they can’t increase their fees by more than 4 per cent.

    JOURNALIST: Yeah. That’s why I’m asking how many have increased their fees to that 4.4?

    CLARE: I suspect that most centres will increase their fees somewhere between zero and up to that 4 per cent over the next 12 months. The key thing is they can’t go beyond that, and that’s a big part of this deal. Number one, we want to make sure that the money goes to the worker, not the centre, and number two, in order to get that funding, they cannot increase their fees by more than 4 per cent.

    JOURNALIST: Do you know how many though have hit that cap?

    CLARE: It’s too early to give you that number.

    JOURNALIST: This billion-dollar strategy for outer suburbs and regional areas, do you have any hotspots, any, you know, regional areas that you’re concerned about that don’t have enough facilities?

    CLARE: You can look at data that shows where there are what’s called sometimes “childcare deserts” right across the country. This fund is designed to help to make sure that we build centres where they’re needed most, and in particular, if you look at the Productivity Commission report released last year it talks to this, it’s the outer suburbs, and it’s in Regional Australia.

    Just talking to the team at Goodstart here is the only childcare centre in Jerra that provides full service from six week old children right through to four year olds.

    JOURNALIST: I did just want to ask you about – there was evidence at a Parliamentary Committee last week about an online meeting of ANU to delete the Nazi salute. The investigation to my understanding is that they found that that wasn’t the case. What else do you think was happening there?

    CLARE: I make the general point, whether it’s at ANU or whether it’s at QUT that there is absolutely no place for the poison of antisemitism in our universities or anywhere in this country or anywhere in the world.

    There is a commemoration that’s just happened of the 80th Anniversary of the Holocaust and Auschwitz. You know, in the lifetime of our grandparents we’ve all seen the true terror of what antisemitism can wreak and there is no place for it, and that’s why I’ve made it very clear to every university leader in the country that they must enforce their Codes of Conduct, and that includes saying that directly to the Vice Chancellor of QUT.

    JOURNALIST: Do you believe though that it was appropriate that an ANU student who went on radio said that terrorist designated organisation, Hamas [indistinct] unconditional support was able to overturn her expulsion on appeal. You’ve just spoken about the poison of antisemitism; we have a growing issue in Australia. Is that an appropriate thing to do?

    CLARE: No.

    JOURNALIST: Are we any closer to a governance review   what’s the latest with the university governance review?

    CLARE: Yeah, last week we announced the members of the panel that will be responsible for implementing that review.

    JOURNALIST: Are you confident with the members of that panel?

    CLARE: I am.

    JOURNALIST: And then I might just Ms McBain something if that’s okay.

    CLARE: Sure.

    JOURNALIST: [Indistinct] would like to see councils auctioning off properties. What do you think of this decision?

    McBAIN: Look, every Council has the opportunity to take action when someone doesn’t pay rates for a period of time. My understanding, and it was a unanimous decision of Queanbeyan-Palerang Council to take this route, is that these rates have been unpaid for more than five years. A lot of those properties that attempted to make contact by door knocking them, letter boxing them, serving them, there’s been no contact made with any of those individuals for a variety of reasons. It is an avenue open to them, but as I said, it’s a unanimous decision of Queanbeyan-Palerang Council to take this action, which I’m sure that hasn’t been done lightly either.

    JOURNALIST: Are you concerned about the financial stability of councils if they are having to resort to methods like this just to try and stay out of debt?

    McBAIN: Look, I think when you look at it, it’s about a million dollars in unpaid rates that they are going to attempt to recruit through auction. I don’t think this goes anywhere near dealing with some of the ongoing issues that councils have, but what we’ve done since we’ve been in government, you know, there’s been more collaboration with local councils than in any time before that.

    I’ve personally met with over 250 councils either in their communities or in Canberra or at a Local Government Association conference. We have doubled Roads to Recovery funding and that means regional councils across the country have now more money than ever before to deal with road issues.

    Across Eden Monaro that’s $26.3 million extra for our local councils resulting in over $65 million for roads alone. We’ve increased road black spot funding, we’ve created the new safer local road and infrastructure program, $200 million a year, you know, we’ve been really putting our shoulder to the wheel making a difference for local councils, and just last week I was able to announce $27.2 million for Marulan Sewer Treatment Plant, you know, which is something that Council had called from but hadn’t been supported in getting.

    So, the Albanese Government takes seriously the priorities of local councils and local communities and we’ve been delivering for all of them.

  • MIL-OSI USA: January 28th, 2025 Heinrich: Trump’s Blockade on Federal Funding Pummels New Mexicans and American Economy

    WASHINGTON – U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, is condemning President Trump’s unlawful direction to unilaterally blockade all federal grant funding.
    “Our economy, our healthcare system, our schools, our law enforcement and fire departments, our newborns, our elders, our veterans – everyone, everywhere in New Mexico. President Trump is attempting to shove all of this over a cliff,” said Heinrich. “In New Mexico alone, Trump’s blockade on federal funding will make it impossible for thousands to pay rent on February 1st, force tens of thousands of New Mexico students to drop out of college without Pell Grant funding, close hundreds of preschool programs across the state, deprive 7 out of 10 New Mexico children their daily lunch, and cut off federal Medicaid reimbursement – impacting 7 out of 10 nursing home residents, 55% of newborn births, and all health care providers in our state.”
    Heinrich continued, “Trump is clearly willing to pummel New Mexicans and the American economy for his twisted and deranged agenda and fragile ego. But the Constitution is clear: the president cannot override, delay, or rescind Congress’s funding laws. We passed these laws to help working families get ahead and put food on the table and create jobs New Mexicans can build their families around. I will fight like hell to undo this brazen, barbaric blockade from this wannabe dictator and his weird billionaire lackeys.”
    The Constitution explicitly gives Congress, not the president, the power of the purse. The president does not have the power to override spending laws that Congress has passed and the president has signed into law. Article I, Section 9, Clause 7 of the Constitution says: “No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law.” Fact sheets from the Senate and House Appropriations Committees detailing how presidents lack power to unilaterally override congressional spending laws and deny enacted funding to communities can be found here and here.
    Examples of the impacts of this funding blockade:
    PUBLIC SAFETY: Grants for law enforcement and homeland security activities will cease to go out the door, undermining public safety in every state and territory.
    DISASTER RELIEF: Public assistance and hazard mitigation grants from the Disaster Relief Fund (DRF) to state, tribal, territorial, and local governments and non-profits to help communities quickly respond to, recover from, and prepare for major disasters will be halted—right as so many communities are struggling after severe natural disasters, including Roswell flooding and Ruidoso fires and severe storms and wildfires in Florida, Georgia, North Carolina, and California.
    INFRASTRUCTURE PROJECTS: All federally-funded transportation projects across the country—roads, bridges, public transit, and more—will be halted, including projects already under construction.
    COMBATTING THE FENTANYL CRISIS: Funding for communities to address the substance use disorder crisis and combat the fentanyl crisis will be cut off.
    988 SUICIDE AND CRISIS LIFELINE: Funding for the 988 Suicide and Crisis Lifeline, as well as grants for mental health services, will be cut off.
    MEDICAL RESEARCH: There will be immediate pauses on all funding for critical health research, including research on cancer, Alzheimer’s disease, and diabetes, as well as clinical trials at the NIH Clinical Center and all across the country—disrupting lifesaving and often time-sensitive research.
    EMERGENCY PREPAREDNESS: Critical preparedness and response capability funding used to prepare for disasters, public health emergencies, and chemical, biological, radiological, or nuclear events will be frozen.
    FIREFIGHTING: Grants to support firefighters across the country will be halted—this includes grants that help states and localities purchase essential firefighting equipment.
    HEAD START: Funding for Head Start programs that provide comprehensive early childhood education for more than 800,000 kids and their families will be cut off. Teachers and staff would not get paid and programs may not be able to stay open.
    CHILD CARE: Child care programs across the country will not be able to access the funding they rely on to keep their doors open.
    K-12 SCHOOLS: Federal funding for our K-12 schools will be halted. School districts may not be able to access key formula grant funding including Title I, IDEA, Impact Aid, and Career and Technical Education, which would pose tremendous financial burdens on schools in the middle of the school year.
    HIGHER EDUCATION AND JOB TRAINING: Millions of students relying on Pell grants, federal student loans, and federal work study will have their plans to pursue postsecondary education and further their careers thrown into chaos as federal financial aid disbursements are paused.
    HEALTH SERVICES: Federal funding for community health centers that provide health care for over 30 million Americans will be immediately frozen, creating chaos for patients trying get their prescriptions, a regular checkup, and more.
    SMALL BUSINESSES: The Small Business Administration will have to halt loans to small businesses—including those in disaster ravaged communities in North Carolina, Texas, and Florida.
    VETERANS CARE: Federal grants to help veterans in rural areas access health care and grants to help veterans get other critical services, including suicide prevention resources, transition assistance, and housing for homeless veterans, will be cut off.
    NUTRITION ASSISTANCE: Millions of American families and children who rely on nutrition assistance programs like SNAP, WIC, and school lunch programs will be left hungry as funding is cut off and non-profits who provide additional assistance lose federal funding.
    TRIBES: Funding to Tribes for basic government services like health care, public safety, law enforcement, Tribal schools, housing, and food assistance will be halted.
    PREVENTING VIOLENCE AGAINST WOMEN: All Violence Against Women Act (VAWA) grants, as well as funding for victims assistance and state and local police, will be cut off.
    U.S. COMPETITIVENESS: Existing grants to support research for AI and quantum computing will be halted and any new grant funding would be paused—undermining U.S. innovation and competitiveness with China and putting American jobs at risk.
    ENERGY JOBS: Grants for critical energy projects nationwide will be cut off—halting billions of dollars in investment nationwide and jeopardizing good-paying American jobs. The Department of Energy Loan Program Office will halt loans in 28 states, impacting hundreds of thousands construction and operations jobs.
    FOOD INSPECTIONS: Some states will have to take on the full financial burden of ensuring the nation’s meat supply is safe if federal cooperative agreements for meat inspection are halted.
    SUPPORT FOR SERVICE MEMBERS: Support for a host of Department of Defense financial assistance and grant programs supporting service members and their families will be halted, including the Fisher House, Impact Aid, community noise mitigation, ROTC language training, STEM programs, and the USO.
    WEAKENS MILITARY READINESS: Grants and other assistance appropriated to strengthen military effectiveness and defense capacity will be halted, including Defense Production Act support for the defense industrial base, basic research grants necessary to advance key technologies, and small business support to strengthen supply chains.
    AMERICANS OVERSEAS: Programs that track and combat the spread of infectious diseases, create business opportunities for American companies in emerging markets, combat terrorism, and counter the influence of China, Russia, and Iran—and efforts to ensure the safety and security of Americans implementing these programs—are all suspended and could be terminated.

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.), member of the Senate Armed Services Committee, wrote to Mr. Michael Duffey, nominee for Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) of the Department of Defense (DoD), ahead of his confirmation hearing, with serious concerns about his record, which include violating the law, disregarding Congressional authority, and his involvement in Project 2025. Mr. Duffey also played a direct role in Trump’s withholding of funding to Ukraine, an action that resulted in the impeachment of Donald Trump. It is especially alarming given he would oversee a DoD requested acquisition budget of $311 billion and procurement programs already at high-risk for fraud, waste, and abuse. 

    Mr. Duffey’s Role in the Unlawful Freezing of Aid to Ukraine

    In December 2019, President Trump was impeached for high crimes and misdemeanors for illegally seeking assistance from Ukraine to help him win the 2020 election against President Joe Biden. In his role at the Office of Management and Budget (OMB), Mr. Duffey helped President Trump block aid to Ukraine in an effort to pressure them to open an investigation into President Biden. He did so despite under-oath testimony and emails showing that career officials raised concerns with him that this could violate the law and disrupt DoD’s ability to train and equip Ukraine to strengthen their security forces. The Government Accountability Office (GAO), a non-partisan independent government watchdog, concluded that freezing this aid violated the Impoundment Control Act of 1974

    “Your actions in the course of these events give the strong appearance that you knowingly violated the law and the Constitution – and that you were an important participant in events that ultimately resulted in the President’s impeachment,” said Senator Warren.

    Duffey’s Disregard for Congressional Authority and Oversight

    Mr. Duffey also refused to comply with a deposition request as part of the impeachment inquiry and ignored a subpoena from the three House committees that led the impeachment inquiry. His refusal to comply with the subpoena – at the direction of President Trump – was so significant that it was one of the reasons that President Trump was charged with the second article of impeachment for Obstruction of Congress and that Mr. Duffey was listed by name in the impeachment resolution.

    Duffey’s Direct Involvement in Project 2025

    Mr. Duffey also had direct involvement in Project 2025, developing several policies for the report. One of the chapters Mr. Duffey contributed to calls for “using government contracts to push back against woke policies in corporate America.” The senator raised concerns about whether Mr. Duffey would use his position to police the personnel and Human Resources decisions of defense contractors, rather than prioritizing government contracts that advance U.S. national security and support our servicemembers. Project 2025 also calls for “reducing the number of procurement competitions” and a new system that allows decision makers of federal contracts to “bypass unnecessary departmental regulations.”  

    “I am concerned by whether these policy plans will reduce necessary competition and favor the biggest – or most politically connected – defense contractors,” wrote Senator Warren

    Duffey’s Plan to Address Risks of Waste, Fraud, and Abuse in DoD Acquisition

    Given Mr. Duffey’s past behavior, especially that which led to President Trump’s first impeachment, the senator raised concerns about whether he will ensure DoD contracts are awarded fairly and based on the best interests of taxpayers and national security. 

    Already, DoD’s acquisition program has been a target of “contracting-related fraud schemes” and DoD’s contracting processes have been found to be “vulnerable to waste, fraud, and abuse.” This concern is heightened as major DoD contractors, including Lockheed Martin and Boeing, made donations to President Trump’s second inauguration in order to ingratiate themselves with the new administration in an effort to avoid regulation and win government contracts.

    “[I]f you are confirmed…the Senate would be supporting the confirmation of an individual who has shown disregard for the Constitution, Congressional authority, and our nation’s laws,” concluded Senator Warren. She requested his written answers to questions by February 3, 2025. 

    Senator Warren has led efforts, including bipartisan action, to hold DoD accountable and transparent to ensure taxpayers are not being price gouged and the defense industrial base remains resilient:  

    • In January 2025, Senator Warren sent Elon Musk, Chair of the Department of Government Efficiency (DOGE), a letter detailing over 30 proposals that would cut at least $2 trillion of wasteful government spending over the next decade.
    • In September 2024, Senator Elizabeth Warren (D-Mass.), a member of the Senate Armed Services Committee, along with Senators Mike Braun (R-Ind.), Mike Lee (R-Utah) and Chuck Grassley (R-Iowa), reintroduced the Streamline Pentagon Spending Act, bipartisan legislation to repeal statutory requirements to provide unfunded priorities lists, reduce wasteful reporting burdens, and enhance civilian oversight over the budgetary process.
    • In May 2024, Senators Warren, then-Chair of the Senate Armed Services Subcommittee on Personnel and Chuck Grassley (R-Iowa), then-Ranking Member of the Senate Committee on the Budget, led a letter with Mike Braun (R-Ind.) and John Fetterman (D-Pa.) demanding the Department of Defense (DoD) provide answers about military contractors’ price gouging tactics that cost the Pentagon billions of dollars every year in overpayments. 
    • In May 2024, at a hearing of the Senate Armed Services Subcommittee on Strategic Forces, Senator Elizabeth Warren (D-Mass.), raised concerns about DoD contractor, SpaceX, which is owned by Elon Musk, undermining U.S. allies and national security goals. Senator Warren questioned Mr. John D. Hill, Deputy Assistant Secretary of Defense for Space and Missile Defense, about SpaceX’s work to stop its Starlink technology from being illegally acquired by Russia. These illegal terminals may have provided Russia a major advantage in their invasion of Ukraine.  
    • In March 2024, at a hearing of the U.S. Senate Armed Services Committee (SASC), Senator Warren questioned General Anthony J. Cotton, USAF, Commander of United States Strategic Command about significant cost overruns and mismanagement of the Sentinel program. 
    • In February 2024, Senator Warren and Representative Garamendi (D-Calif.), sent a letter to Secretary of Defense Lloyd J. Austin III, expressing concerns with the Department of Defense’s (DoD) insufficient review process for consolidation in the defense industrial base and the resulting impact on supply chains, innovation, and national security.
    • In November 2023, after reports that defense contractor TransDigm refused to provide cost and pricing information needed to prevent price gouging of taxpayers and the DoD, Senator Warren and Representative Garamendi sent letters to the DoD and TransDigm, pressing them to provide transparency on cost and pricing data to ensure that taxpayers aren’t being overcharged for expensive DoD contracts. 
    • In August 2023, Senator Warren, then-Chair of the Senate Armed Services Subcommittee on Personnel, Senator Richard Blumenthal (D-Conn.), and Senator Lindsey Graham (R-S.C.), met with President Volodymyr Zelenskyy and top officials during a visit to Kyiv, Ukraine on August 23rd. The congressional delegation’s trip coincided with Ukraine’s Independence Day celebration on August 24th and demonstrated strong bipartisan support from the U.S. Senate for the Ukrainian people in the face of Russia’s brutal and illegal invasion. 
    • In July 2023, at a hearing of the Senate Armed Services Subcommittee on Personnel, Senator Warren called out the Department of Defense for wasting billions in taxpayers dollars due to price gouging by defense contractors for services and in health care, and identified opportunities for cost savings when DoD buys personnel-related goods and services. 
    • In July 2023, Senator Warren sent a letter to Secretary of Defense Lloyd Austin and Director of the Defense Health Agency, Lieutenant General Telita Crosland, regarding a series of DoD Inspector General reports finding that the DoD is failing to prevent price gouging and overpayments to contractors in the TRICARE health program.
    • In June 2023, Senator Warren, Senator Mike Braun, and Representative Garamendi reintroduced the bipartisan Stop Price Gouging the Military Act which would close loopholes in current acquisition laws, tie financial incentives for contractors to performance, and provide the Department of Defense the information necessary to prevent future rip-offs.
    • In May 2023, Senator Warren and Representative Garamendi sent letters to Boeing, TransDigm, and the Department of Defense, calling out the defense contractors for their refusal to provide cost and pricing data to the Department of Defense (DoD), as required by law. The lawmakers also called on DoD to take action to address these contractors’ refusals to provide cost and pricing data. 
    • In October 2022, Senator Warren obtained a commitment from DoD not to increase contract prices due to inflation.
    • In October 2022 Senator Warren sent a letter to DoD urging them to insist on receiving certified cost or pricing data to justify any contract adjustments.
    • In June 2022, Senator Warren and Representative Garamendi introduced the bicameral Stop Price Gouging the Military Act, which would enhance DoD’s ability to access certified cost and pricing data. Part of Senator Warren’s legislation was incorporated into the FY 2023 National Defense Authorization Act reported to the Senate.
    • In March 2022, at a SASC hearing, Senator Warren criticized DoD for failing to consider alternatives to the Sentinel program in order to justify unsustainable nuclear weapons spending.
    • In September 2020, Senator Warren and Representative Ro Khanna (D-Calif.) formally requested that the Department of Defense (DoD) Inspector General (IG) investigate reports that the Pentagon redirected hundreds of millions of dollars of funds meant for COVID-19 response via the Defense Production Act (DPA) to defense contractors for “jet engine parts, body armor and dress uniforms.”
    • In May 2020, Senator Warren wrote to the Department requesting clarification on how the Department would prevent profiteering following a recent change to increase payments to contractors in response to the COVID-19 pandemic.
    • In August 2017, Senator Warren traveled to Eastern Europe and Germany to learn more about plans to counteract Russian efforts to damage European democracies.
    • In May 2017, Senator Warren wrote to the DoD Inspector General, requesting an investigation into TransDigm for potential waste, fraud, and abuse in the military spares market.
    • In October 2015, Senator Warren visited Ukraine and other European countries for a visit focused on economic issues and the Syrian refugee crisis.

  • MIL-OSI Security: Two Sentenced And A Third Individual Pleads Guilty For Armed Robbery Of A U.S. Postal Service Mail Carrier

    Tampa, Florida – U.S. District Judge Charlene Honeywell has sentenced Jordan Murray (20, Tampa) to nine years and six months in federal prison for armed robbery of a postal mail carrier and brandishing a firearm in relation to that crime. Jordan Brown (21, Tampa) was sentenced to two years and six months in federal prison for aiding and abetting the theft of a postal key and that a firearm was used during that crime. The court also ordered $1,531.99 in restitution be paid to the mail carrier. A third co-defendant, Darine Underwood, a/k/a “Droc” (Tampa, 20), has pleaded guilty to armed robbery of a postal mail carrier and brandishing a firearm in relation to that crime, and is awaiting sentencing. 

    According to court documents, on September 5, 2023, a United States Postal Service (USPS) mail carrier was delivering mail at an apartment complex in the Tampa area when he was approached by Murray and Underwood who were wearing masks and gloves. Murray and Underwood forcefully took the mail carrier’s postal keys while brandishing a firearm. Murray and Underwood then fled to a vehicle, driven by Brown, to leave the crime scene. The investigation revealed that Brown was going to be paid to drive them to and from the robbery and Murray and Underwood were going to sell the postal keys. 

    This case was investigated by the U.S. Postal Inspection Service and the Hillsborough County Sheriff Office. It is being prosecuted by Assistant United States Attorney Ilyssa M. Spergel.

    Democratic Republic of the Congo
    Turning to the Democratic Republic of the Congo. This morning the Secretary-General spoke to the President of the Democratic Republic of the Congo, Félix Tshisekedi, as well as with the President of Rwanda, Paul Kagame. During his conversation with the President of Rwanda, they discussed the situation in the DRC, with an emphasis on the protection of civilians.
    This afternoon, at 3pm, the Security Council will meet to discuss the situation in the country. Vivian van de Perre, the Deputy Special Representative for Protection and Operations for the UN peacekeeping operations – MONUSCO – is expected to brief from Goma.
    On the ground, in Goma, the security situation remains extremely volatile. M23 forces are inside the city and UN peacekeeping personnel and troops have largely been forced to take shelter in bunkers.
    Medical facilities in Goma are reportedly overwhelmed, and essential services are disrupted.
    Currently, M23 forces control the airport and there are real risks of breakdown of law and order in the city. The Mission has also seen credible reports of prisoners who have escaped from the Goma prison, as well as looting by civilians. Non-essential UN personnel have been temporarily relocated from Goma and the surrounding area.
    The movement of essential supplies and personnel is an urgent concern. Armed clashes continue in multiple regions, including Masisi, Rutshuru, and Nyiragongo, further displacing civilians and complicating humanitarian efforts.
    Peacekeepers also report that protests in Kinshasa over the ongoing situation in eastern DRC have turned violent, with demonstrators setting fires outside UN premises [MONUSCO and UN agencies] and targeting several embassies. Looting has also been reported in Kinshasa.
    For its part, the Office for the Coordination of Humanitarian Affairs tells us that the humanitarian situation in and around Goma remains worrying. Hospitals in Goma continue to be overwhelmed, struggling to manage the influx of wounded people.
    Two ambulances from a local NGO were targeted in the city of Goma today while attempting to evacuate wounded people.
    According to humanitarian partners, there are also reports of gender-based violence; the looting of property, including several humanitarian warehouses; and humanitarian and health facilities being struck in the fighting.
    Electricity and water supplies are still disrupted. The phone network is operational, but the Internet is not.
    OCHA reiterates that all parties must do all they can to spare civilians in military operations. Schools, hospitals and other civilian infrastructure must be protected.
    If the situation remains calm tomorrow, aid workers are planning to resume their efforts to respond to the enormous humanitarian needs.
    WFP tells us that access to food in Goma has been impacted. They remain focused on supporting the 7.1 million most vulnerable women, men, and children and also aim to resume delivering assistance as soon as circumstances allow.

    Paris Agreement
    The United States of America notified the Secretary-General, in his capacity as depositary, of its withdrawal, on 27 January 2025, from the Paris Agreement of 12 December 2015.
    The United States had signed the Paris Agreement on 22 April 2016 and expressed its consent to be bound by the Agreement by acceptance on 3 September 2016.
    It then withdrew from the Agreement effective on 4 November 2020, before accepting it again as of 19 February 2021.
    According to Article 28, paragraph 2, of the Paris Agreement, the withdrawal of the United States will take effect on 27 January 2026.
    The UN reaffirms its commitment to the Paris Agreement and to support all efforts to limit the rise in global temperature to 1.5 degrees Celsius.

    Deputy Secretary-General/Travels
    The Deputy Secretary-General, Amina J. Mohammed, attended the second and final day of the Africa Energy Summit in Tanzania today. In her opening remarks, she called on the African leaders present to advance energy access by 2030. To realize this vision, the Deputy Secretary-General stressed the need for strong institutions, effective multilateral cooperation and investments from the public and private sectors to scale up implementation of energy projects.
    The Deputy Secretary-General engaged with Heads of State and Government, ministers, and other high-level representatives to discuss cooperation with the United Nations towards achieving the 2030 Agenda and the Paris Agreement.
    She will return to New York on Wednesday.

    The Competition Commission of India has approved the proposed acquisition of up to 72.64%shareholding in ITD Cementation India Limited by Renew Exim DMCC.

    The proposed combination involves the following:

    1. Acquisition by Renew Exim DMCC (Acquirer) of approximately 46.64% equivalent to 8,01,13,180 shares of the total issued and voting equity share capital of the ITD Cementation India Limited (Target).

     

    1. Pursuant to the SEBI (Substantial Acquisition of Shares and Takeovers) Regulations, 2011 (as amended) (Takeover Regulations), the Acquirer has launched an open offer for further acquisition of up to 4,46,64,772 fully paid-up equity shares having a face value of INR 1 (Indian Rupee One) each, representing approximately 26% of the Voting Share Capital of the Target (Open Offer).

     

    The Acquirer is incorporated in Dubai, United Arab Emirates and belongs to the Adani group. The Acquirer is a holding company engaged in the business of investment in commercial enterprises and management. The Acquirer does not have any operations in India.

    India-Oman Joint Commission Meeting held; leaders focus on enhancing bilateral cooperation in trade, investment, technology, food security and renewable energy

    Union Minister of Commerce & Industry Shri Piyush Goyal concludes successful visit to Oman

    Union Minister of Commerce and Industry, Shri Piyush Goyal concluded a successful visit to the Sultanate of Oman from 27-28 January 2025.

    During the visit, Shri Goyal co-chaired the 11th Session of the India-Oman Joint Commission Meeting (JCM) with H.E. Qais bin Mohammed Al Yousef, Minister of Commerce, Industry, and Investment Promotion of Sultanate of Oman. The JCM saw productive discussions on enhancing bilateral cooperation in trade, investment, technology, food security, renewable energy and other key areas. The Minister held a productive bilateral meeting with Minister Qais during which he undertook a detailed review of the bilateral trade and economic relations between India and Oman and identified concrete steps to further strengthen the mutually beneficial business ties.

    The two Ministers also exchanged views on a bilateral India-Oman Comprehensive Economic Partnership Agreement (CEPA), which is under advanced stages of negotiations. Both Ministers agreed to expedite the discussions for an early signing of the CEPA which will be a new milestone in bilateral trade relations and has the potential to significantly scale-up two-way trade and investments.

    On the sidelines of the visit, both sides signed the Protocol to amend the India-Oman Double Taxation Avoidance Agreement (DTAA), aligning it with international standards on cross-border taxation, simplifying tax procedures, and promoting greater cooperation in tax matters.

    Minister Goyal called-on His Highness Sayyid Asa’ad bin Tarik Al Said, Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty on January 28, 2025. HH Sayyid Asaad had led the Omani delegation to India for the G-20 Summit in September 2023.

    Shri Goyal also held bilateral meetings with H.E. Sultan bin Salem Al Habsi, Minister of Finance, and H.E. Ali bin Masoud Al Sunaidy, Chairman of the Public Authority for Special Economic Zones and Free Zones (OPAZ), to deepen economic ties.

    The Minister participated in the India-Oman Joint Business Council (JBC) meeting which was hosted by the Oman Chamber of Commerce and Industry (OCCI), with support and participation of a delegation from FICCI. The JBC, which is traditionally held on the sidelines of the India-Oman JCM, provided an excellent platform for wide ranging discussions among the two business communities and provided exposure to investment opportunities and incentives of both India and Oman.

    Shri Goyal met with a select group of CEOs and business leaders of Oman at a Business Roundtable hosted by the Ambassador of India at the Indian Embassy premises. This interaction provided an opportunity for the Minister to directly engage with key business leaders of Oman to apprise them of the India opportunity and seek their suggestions for bilateral cooperation.

    Minister Goyal also addressed the Future Leaders Programme at the Royal Academy of Management, Oman, highlighting India’s growth story and sharing insights on leadership and its role in shaping a better world.

    The Commerce Minister visited the Sultan Qaboos Grand Mosque in Muscat which is an icon of cultural and architectural heritage of Oman.     With a ceasefire agreement between Hamas and Israel approaching, it is of paramount importance that the international community mobilises to secure funding for the reconstruction of the Gaza Strip to rebuild the homes, hospitals, roads, schools and critical infrastructure that have been destroyed. The EU clearly has a critical role, as a humanitarian actor, to ensure the rebuilding of Gaza. The Commission is therefore asked to specify the following:

    Does the Commission intend to create a Gaza facility in order to mobilise and coordinate the desperately needed financing for the reconstruction of Gaza?

  • MIL-OSI Europe: Answer to a written question – Provision of assistance to Syria in 2024 under the NDICI-Global Europe programme – E-002442/2024(ASW)

    The Commission’s programming of 2024 non-humanitarian assistance aligned with the Council conclusions of 16 April 2018[1], emphasising that EU aid must benefit Syrian population without benefits accruing to the Syrian regime.

    The fall of the regime reshaped the situation, making a Syrian-led, inclusive political process in the spirit of the United Nations (UN) Security Council Resolution 2254[2] a priority for an inclusive and peaceful political transition.

    The EU support initiatives pipeline is guided by commitment to inclusiveness, respect of human rights, including women’s rights, protection of religious and ethnic minorities and fostering peaceful transition.

    On 13 December 2024, the Directorate-General for European Civil Protection and Humanitarian Aid Operations announced[3] that the Commission mobilised EUR 4 million in additional aid to address the most urgent humanitarian needs of people, bringing total support to EUR 163 million in 2024.

    The special measure for 2024[4] allocates EUR 36 million to critical areas like health, education, civil documentation, housing, property rights, civil society and justice.

    Assistance targets areas with acute needs and significant numbers of returning refugees and internally displaced persons, as well as on the creation of conditions for safe, voluntary and dignified returns of Syrian refugees, as defined by the UN High Commissioner for Refugees.

    The EU collaborates with UN agencies, Member State agencies, Syrian-led and international non-governmental organisations, maintaining regular dialogue with civil society across Syria and in the diaspora.

    As the situation evolves, the EU will adjust its approach, if needed, in response to the actions and policies of the new authorities, with the overarching aim of supporting the Syrian people and ensuring an inclusive transition and sustainable peace and stability.

  • MIL-OSI Security: Gunman Sentenced to Prison for Drug Trafficking Crime that Killed Two People

    SALT LAKE CITY, Utah – Rafael Antonio Torres, 21, of West Jordan, Utah, was sentenced to 10 years’ imprisonment, and five years’ supervised release for a January 2023 shooting in which two people were shot and killed.  

    The sentence, imposed by U.S. District Judge Dale A. Kimball, represents the mandatory minimum sentence allowed by law. Torres was originally charged by indictment in March 2024.

    According to court documents and statements made at his change of plea and sentencing hearing, Torres admitted to discharging a firearm during and in furtherance of a drug trafficking crime. Information presented at sentencing revealed that on January 31, 2023, Torres and a relative had met in the parking lot of a Taylorsville apartment complex with a potential customer seeking to purchase THC vape cartridges.  Shortly before midnight, Taylorsville police responded to multiple calls of “shots fired” and located two deceased men in a vehicle that had crashed into a snowbank. Witnesses described a third person, later identified as Torres, fleeing from the vehicle’s rear seat.

    In a statement to police shortly after the incident, Torres admitted to having been the rear seat passenger, and confirmed that he had been armed with a handgun.  Torres further admitted that he fired at least one round at the front seat passenger.  

    According to court documents, Taylorsville Police recovered THC cartridges and two firearms from the crashed vehicle, one firearm with each of the deceased men. Forensic tests later determined that the two men had shot and killed each other.  Further forensic testing confirmed that a third gun had been fired inside the vehicle. The third firearm, belonging to Torres, was not recovered until months later when a citizen located it under heavy brush and reported it to Taylorsville Police.  

    “This case is a tragic reminder of the deadly consequences of mixing drug trafficking with firearms. Two young men lost their lives and a third must now be imprisoned,” said U.S. Attorney Trina A. Higgins of the District of Utah. “The United States Attorney’s Office will continue to prosecute gun crimes, particularly when they result in a loss of life. I commend the outstanding work of the Taylorsville Police Department and prosecutors for their work in bringing this case to a resolution.”

    “We appreciate the work of the U.S. Attorney’s Office in prosecuting this case, thereby giving some sense of justice to the victims’ families and the community,” said Detective Kevin Barrett of the Taylorsville City Police Department. “As law enforcement partners, the Taylorsville City Police Department and U.S. Attorney’s Office will continue to stand together fighting neighborhood drug crimes, especially when they involve violence.”

    The case was investigated by the Taylorsville Police Department.

    The U.S. Attorney’s Office for the District of Utah prosecuted the case.

  • MIL-Evening Report: As the Myanmar junta’s hold on power weakens, could the devastating war be nearing a conclusion?

    It has now been four years since the Myanmar military launched its cataclysmic coup against the democratically elected government of Aung San Suu Kyi on February 1 2021, starting a civil war that has devastated the country.

    Suu Kyi remains locked up, as do countless other activists and regime opponents. There is no easy resolution in sight.

    Indeed, the country is at a nadir. The war has sparked an economic crisis that has destroyed Myanmar’s health and education systems. Half the population now lives in poverty, double the rate from before the coup. The deteriorating electricity network causes widespread blackouts.

    According to the United Nations, more than 5,000 civilians have been killed and 3.3 million people have been displaced by the fighting. More than 27,000 people have also been arrested, with reports of sexual violence and torture rife.

    Nevertheless, opposition forces – including ethnic armies and the People’s Defence Force militias drawn from the civilian population – have been gathering strength, with a string of victories against the junta’s army.

    The regime now controls less than half the country. And recent strategic losses are weighing heavily on the military leaders, raising questions about whether the government could suddenly collapse like the Assad regime in Syria late last year.

    As the war enters a fifth year, there are two significant things to watch that could determine the country’s future – the battleground gains made by the opposition forces and the state of the failing economy.

    Junta under pressure on the battlefield

    Following the opposition Three Brotherhood Alliance’s battleground successes in late 2023, China brokered a ceasefire between the junta and alliance in northern Shan State.

    When that ceasefire ended last June, the Myanmar National Democratic Alliance Army (MNDAA), one of the members of the alliance, captured the key trading town of Lashio, as well as the junta’s nearby Northeast Regional Military Command. It was the first time one of the 14 regional military commands had fallen to an opposition group in more than 50 years of military rule.

    China has recently brokered another ceasefire between the MNDAA and the military, according to the Chinese foreign ministry. The terms have not been made public, but unless the insurgents relinquish Lashio and the military command – which is unlikely – it won’t alter the balance of power.

    In December, the military lost another command centre in Rakhine State in western Myanmar to the Arakan Army, another member of the Three Brotherhood Alliance. The Arakan Army now controls 14 of that state’s 17 townships.

    The Arakan Army, too, said recently it is open to political dialogue to potentially end the fighting. But it, too, is only likely to stop its military offensives for extremely favourable terms.

    In a major study undertaken in late 2024, the BBC assessed the junta only had full control of 21% of Myanmar’s territory. Ethnic armies and other opposition forces controlled 42% of the country, while the remaining areas were contested.

    In response, the junta has intensified its “scorched earth” tactics in areas outside its control, including indiscriminate and deliberate strikes against civilians. With dwindling reserves of willing fighters, air power is the main combat advantage it holds over the opposition forces.

    Economic woes

    Myanmar’s economic situation four years after the coup shows, starkly, just how much has been lost.

    Myanmar is now experiencing a full-blown economic and currency crisis.

    The incremental gains in economic development, education, nutrition and health care of recent decades have been reversed very quickly. Three-quarters of the population is now living a subsistence existence.

    Many young people are fleeing abroad, joining resistance groups, or eking out dangerous livelihoods on the margins. To make matters worse, the junta activated a longstanding but dormant conscription law last February to boost its dwindling forces. Those who refuse the draft face five years in prison.

    In response to the Arakan Army’s successes, the junta is also isolating much of Rakhine State. This is contributing to widespread poverty and a looming famine, which could affect two million people.

    And in an attempt to control the digital space, the junta enacted a sweeping new cybersecurity law earlier this month. People can now be imprisoned for using a virtual private network or sharing information from banned websites, among many other offences.

    Could Myanmar fall apart?

    The ASEAN regional bloc, chaired by Malaysia this year, has done little to solve the crisis, although it hasn’t accepted the junta’s hollow plans to hold elections this year.

    Disagreements among the ASEAN members over strategy have ensured that little progress has been made. Thailand recently broke ranks to invite the junta’s foreign minister to regional talks about border security, even though the junta currently controls few of the country’s borders.

    An accelerated economic deterioration could contribute to further unrest and drive even more migrants to neighbouring countries. Already, the millions of Myanmar migrants living in Thailand have precipitated anti-migrant protests and mass arrests.

    So, given the combustible state of the country, could the junta’s hold on power suddenly collapse like the Assad regime in Syria last year?

    It’s not likely. Unlike Syria, the opposition in Myanmar is not heavily backed by major international players. China’s support for various insurgent actors comes and goes depending on political calculations, while the United States and European Union have provided little material support.

    In addition, the military has been effectively running Myanmar for 60 years and is well practised in counterinsurgency strategies. Although defections from the military continue, the conscription law is bolstering its numbers of – mostly reluctant – soldiers.

    However, the fall of Syria’s oppressive government – as well as the government in Myanmar’s neighbour, Bangladesh – demonstrates how fragile long-standing regimes can be, particularly when faced with persistent challenges from armed groups and a motivated population.

    And as in Syria, there are fears – particularly within China – that Myanmar could splinter along ethnic lines. The deteriorating security situation has led China to send its own private security corporations to secure its strategic investments in the country and become an active ceasefire deal-maker.

    Even if the junta can be ousted, creating a workable federal system that involves power-sharing among the complex patchwork of ethnic groups will be a difficult task. The question of how to reintegrate nearly a million Rohingya displaced across the border in Bangladesh is another daunting challenge.

    However, for the first time in years, there is optimism that opposition forces could eventually succeed in vanquishing the junta. Then begins the arduous task of rebuilding a shattered nation.

    “Criminals in the world today have an international friend. It’s called the International Criminal Court.

    “The ICC is headquartered in Europe. It claims unchecked power to enforce loosely-defined international law. Its prosecutors are unaccountable.

    “The ICC is a kangaroo court. The U.S. did not ratify the ICC Treaty. Neither the U.S. nor Israel is a member of the ICC. The so-called Court does Iran’s bidding.

    “It has never issued arrest warrants for the leaders of Iran.

    “It has never tried to prosecute Bashar al-Assad, the former dictator of Syria.

    “The ICC embraces the legal fiction and the moral fraud that Israel violates human rights, that sovereignty doesn’t matter, and that Israel has no right to defend itself.

    “Last year, we saw the ICC issue an unjust and unlawful arrest warrant for Israeli Prime Minister Benjamin Netanyahu. Israel’s former defense minister was also targeted.

    “The charges the ICC brought are biased and baseless. The ICC says Israel has committed ‘crimes against humanity.’ It says the Jewish State is intentionally starving and targeting civilians. It says Prime Minister Netanyahu is a ‘war criminal.’

    “Those are absurd and inaccurate claims.

    “Here are the facts.

    “Hamas’s brutal attack on October 7, 2023, was the deadliest single day for the Jewish people since the Holocaust.

    “Israel has a fundamental right to defend itself. America stands with the people of Israel.

    “Israel went to extraordinary lengths to limit civilian casualties. Hamas deliberately hid behind civilians. Hamas uses innocent people as human shields.

    “Israel has allowed hundreds of thousands of tons of food into Gaza. When the food does not reach civilians, it is because Hamas steals it first.

    “Israel is not a member of the ICC. The court has no jurisdiction over it. Israel is a democracy. Israel’s judiciary is robust and independent.

    “Because of this prejudice against Israel, the ICC has also attacked Israel’s allies.

    “In 2020, the ICC started to investigate American service members in Afghanistan for alleged war crimes.

    “President Trump responded swiftly and strongly. He froze the assets of ICC officials who were involved in the corrupt investigation. He also imposed visa restrictions on ICC officials and their families.

    “Former President Biden wrongly and weakly overturned these sanctions. President Trump restored the sanctions on his first day back in office last week.

    “Today, the Senate will hold a critical vote on a bipartisan bill to hold the International Criminal Court accountable. Senator Jim Risch of Idaho and Senator Tom Cotton of Arkansas have been leaders on this issue here in the Senate.

    “Under this bill, any ICC official, employee, or associate who works to investigate, arrest, detain, or prosecute American citizens or our allies will face immediate sanctions.

    “This bill also blocks U.S. funding from ICC. Every penny.

    “Critically, it ensures American taxpayers are not contributing their hard-earned money to a foreign institution that attacks our service members.

    “Passing this bill sends a strong message that America will not tolerate the ICC’s lawfare against Israel. If the ICC attacks America or its allies, the consequences will be swift, serious, and severe.

    The International Islamic Trade Finance Corporation (ITFC) (www.ITFC-IDB.org) is proud to continue its work on the Aid for Trade Initiative for Arab States (AfTIAS 2.0), a program designed to enhance the trade capacity and competitiveness of Arab states. Building on past achievements, AfTIAS 2.0 is focused on empowering small and medium-sized enterprises (SMEs) to navigate global markets and expand intra-regional trade.

    With an emphasis on policy reform and capacity building, AfTIAS 2.0 addresses the core challenges faced by businesses across the region, fostering economic development and facilitating trade.

    The AfTIAS 2.0 program is implemented across 10 Arab countries, all of which are members of the League of Arab States. These countries are the primary beneficiaries of the program, which aims to promote economic integration and sustainable development through trade in the Arab region.

    One of the flagship initiatives under AfTIAS 2.0 is the Jordan Export Launchpad, which aims to equip Jordanian SMEs with the skills and resources to access international markets. In partnership with the Trade Facilitation Office (TFO) Canada and the Jordan Enterprise Development Corporation (JEDCO), the 13-month program offered specialized training to help export-ready businesses succeed globally. The initiative reflects AfTIAS 2.0’s commitment to fostering economic growth and creating jobs across the Arab region by enhancing the export potential of local enterprises.

    The program concluded with a graduation ceremony on October 28th, where 27 trainers received certifications. The event featured key figures, including JEDCO’s CEO, a representative from the Canadian Embassy, and TFO Canada’s Executive Director, who participated virtually.

    Another successful project under AfTIAS 2.0 is the initiative by the Arab Academy for Science, Technology, and Maritime Transport. This project established a comprehensive mechanism and database to support the shipbuilding and repair industry in Arab countries, marking a major achievement in regional collaboration. It underscores the program’s strategic focus on developing key industries to drive economic integration across the Arab world.

    Also, under AfTIAS 2.0, is Egypt’s Training is a STEP towards Exports (STEP) Project. The STEP project is a comprehensive program designed to equip Egyptian youth and SMEs with the necessary skills to successfully navigate the global export market. By providing targeted training in agricultural production and manufacturing, the program aims to enhance the competitiveness of the country’s exports and create new opportunities for economic growth. Through the program, participants will receive valuable guidance on accessing loans and funding to support their export endeavors.

    In Algeria, the AfTIAS 2.0 program is working to strengthen the agri-food and beverage sector through a project focused on improving the business environment for SMEs and enhancing institutional support. This 16-month initiative, launched in collaboration with the Ministry of Trade, ALGEX, and the International Trade Centre (ITC), seeks to bolster Algeria’s export competitiveness and contribute to the country’s achievement of the Sustainable Development Goals (SDGs).

    “Through AfTIAS 2.0, we are dedicated to enhancing the trade capabilities of SMEs in the Arab region, thus driving economic growth and promoting sustainable development,” explained Eng. Hani Salem Sonbol, CEO of the International Islamic Trade Finance Corporation (ITFC). “This program exemplifies our commitment to reducing economic disparities and fostering regional market integration.”

    AfTIAS 2.0 continues to support a wide range of projects across the region, strengthening competitiveness, eliminating trade barriers, and fostering economic resilience. The program works in close partnership with key institutions, including the League of Arab States (LAS) and the United Nations Development Program (UNDP), to ensure that capacity building, infrastructure development, and institutional strengthening remain central to its goals.

    While Many Speakers Support Agency as Lifeline, Israel’s Delegate Says It Failed

    The implementation of Israel’s legislation on 30 January — curtailing the operations of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) — will undermine the ceasefire and sabotage Gaza’s recovery and political transition, a senior UN official told the Security Council today.

    Expressing hope that the long-awaited ceasefire — which began nine days ago — “will hold and then the tremendous suffering in Gaza will subside”, Philippe Lazzarini, Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, welcomed the return of Israeli hostages and imprisoned Palestinians to their families. He also recognized the marked improvement in the flow of humanitarian aid and operating conditions.  As the largest UN presence in Gaza — with 13,000 personnel and 300 premises — the Agency is critical in supporting a shattered population under a ceasefire, he emphasized.

    Yet, in two days, “our operations in the Occupied Palestinian Territory will be crippled as legislation passed by Israel takes effect”, he warned, adding that the fate of millions of Palestinians is at stake. “In the wake of the ceasefire, we must contend with the devastation of the last 15 months and the enormity of the challenges ahead,” he said, pointing to a peer-reviewed study of death by traumatic injury in Gaza, which reveals that the mortality figure provided by the Ministry of Health is “a minimum estimate”.  In fact, 46,000 deaths is likely an undercount by over 40 per cent, with the majority of those killed being women, children and the elderly.  The study also confirms that those who escaped death by bombardment, starvation and disease have emerged shell-shocked.

    Tens of thousands of people are now returning to the decimated north “to search for the living and to bury the dead”, he said, noting UNRWA’s unique mandate to provide public-like services to an entire population. He rejected Israel’s claim that the Agency plays “a negligible role” in providing humanitarian assistance in Gaza and that its services can be transferred to other entities.  UNRWA constitutes half the emergency response, having delivered two thirds of all food assistance, provided shelter to over a million displaced persons and vaccinated a quarter of a million children against polio since October 2023.  Less quantifiable, but critical for the humanitarian response and the ceasefire, is community acceptance:  “Palestinians know and trust UNRWA,” he stressed.

    Furthermore, Israel’s Government is investing significant resources to portray the Agency as a terrorist organization and its staff as terrorists or terrorist sympathizers.  Billboards and ads accusing UNRWA of terrorism recently appeared in major cities worldwide.  The political attacks on the Agency are motivated by the desire to strip Palestinians of their refugee status and erase their history and identity.  Underscoring the need to allow the Agency to progressively conclude its mandate within the framework of a political process, he stated: “We are determined to stay and deliver until it is no longer possible to do so.”

    Jan Egeland, Secretary-General of the Norwegian Refugee Council, recalled his visit to Gaza City in December 2024 and expressed shock at the destruction: clearing over 50 million tons of rubble in the aftermath of Israel’s bombardment “could take 21 years and cost up to $1.2 billion”.  For two decades, children will have nowhere to play in the rubble and debris caused by this war, having to fear unexploded bombs. “The principles of proportionality, distinction and military necessity have been thoroughly violated,” he stated. 

    While his organization managed to have 18 trucks of humanitarian cargo enter Gaza last week, looting and attacks on aid convoys remain a major concern.  He recalled that, on 12 September 2024, the Israeli National Security Council admitted to the Knesset that Israel was no longer issuing visas to employees of international non-governmental organizations — apparently part of a broader effort to undermine humanitarian work in the Occupied Palestinian Territory. However, as the occupying Power, Israel is legally obliged to facilitate humanitarian operations — in Gaza and in the West Bank alike.

    Addressing the urgent humanitarian need, he called for full unrestricted access to northern Gaza, including the immediate opening of the Netzarim Corridor to facilitate the movement of civilians, humanitarian personnel and life-saving supplies.  He further voiced alarm over intensified Israeli military operations and settler attacks across the occupied West Bank, urging the Council to “put all of our energies into achieving a peaceful resolution to the question of Palestine”.

  • MIL-OSI Africa: Peace in Sudan: a fresh mediation effort is needed – how it could work

    Intense fighting has ravaged Sudan since 15 April 2023. The war between the Sudanese Armed Forces and its erstwhile comrades-in-arms, the paramilitary Rapid Support Forces, has created one of the worst humanitarian crises in the world. Famine, displacement and mass atrocities are wreaking havoc in the country.

    International mediation efforts have been lacklustre and fruitless. The United Nations security council has been preoccupied with other crises and blocked by its own divisions. The African Union has created diplomatic groups, a high-level panel and a presidential committee, none of which has been particularly active. It has been very slow in tackling the political process it wanted to lead.

    The US and Saudi Arabia convened several rounds of talks, first in Jeddah, then in Switzerland. The Sudanese Armed Forces delegation failed to turn up in Switzerland. The Rapid Support Forces expressed willingness to talk peace, while simultaneously committing sexual and gender-based violence on a massive scale. The Biden administration only lately slapped sanctions on the top leaders of both forces, Abdelfattah al-Burhan and Mohamed Hamdan Dagalo (also known as Hemedti).

    I have studied civil wars, mediation and peacebuilding for more than 12 years, with a focus on Sudan, including regular visits to the country and the region in the past five years. Based on this experience I have identified five reasons why mediation has failed. These are: the resistance of the conflict parties based on the dynamic nature of the war; continued military and financial aid by their external sponsors; as well as mediation attempts that were too narrow, not viewed as impartial, and lacking in coherence.

    Clearly, a new approach to mediation is needed, not simply a new mediator. Turkey has recently offered to lead talks between the Sudanese Armed Forces and the United Arab Emirates, the main backer of the Rapid Support Forces, but Egypt, Kenya and several multilateral organisations also keep looking for opportunities.

    Any new initiative will have to have certain components if it’s going to succeed:

    • political parameters, ideally set by a parallel civilian political process, of what might come next for Sudan should guide mediators

    • negotiations should take place in secret so that trust can be established

    • back channel communications networks must be established with potential spoilers without ceding undue legitimacy to them

    • a gender- and youth-inclusive approach

    • more effective international coordination

    • consistent pressure on the conflict parties and their external backers.

    Why previous mediation efforts failed

    Firstly, neither the Sudanese Armed Forces nor the Rapid Support Forces have shown significant willingness to stop hostilities.

    The military fortunes of the two sides has waxed and waned. As long as either side feels successful militarily, they are unlikely to commit to sincere negotiations. Outright military victory leading to control of the whole territory (and its borders) remains out of reach for all.

    Secondly, their respective allies have not shown any particular interest in peace.

    External actors have provided military support to the warring parties, and helped finance them. The UAE is the main sponsor of the Rapid Support Forces. The Sudanese Armed Forces cooperates with Egypt, Eritrea, Iran and Russia, for arms deliveries and training. The UAE promised the US to stop supporting the Rapid Support Forces, but the arms flows continued.

    Thirdly, some conflict management efforts were based on a flawed conflict analysis. There were attempts to organise a face-to-face meeting between Hemedti and Burhan, by the Intergovernmental Authority on Development and the African Union. But the war is not primarily a contest of “two generals”. Neither Hemedti nor Burhan has full control of their forces. Nor is a renewed military government acceptable to large parts of Sudan’s vibrant civil society.

    Fourth, mediation efforts suffered because some of the parties saw them as lacking impartiality. Sudanese Armed Forces leaders don’t trust Kenya, whose President William Ruto is closely aligned with the UAE and has, until recently, allowed the Rapid Support Forces to conduct meetings and a press conference in Nairobi. Kenya was supposed to lead the Intergovernmental Authority on Development quartet of mediators, which never really got off the ground. Similarly, Sudan remains suspended from the African Union.

    Finally, there was a competition of mediation platforms, allowing the warring parties to shop for the most convenient forum for them.

    What a path to a ceasefire might look like

    International attention is currently focused on Turkish president Recep Erdogan, who has offered to mediate between the Sudanese Armed Forces and the UAE. The Sudanese Armed Forces has harshly criticised the UAE for its support to the Rapid Support Forces. The offer, then, is based on the assumption the UAE might actually cease that support.

    Any new approach should differ from previous efforts.

    • Mediators should provide a broad sense of political parameters for a post-war (interim) order, ideally with strong input from Sudan’s civilian groups. Those could include a conditional amnesty as well as assurances of personal safety for the top military leaders and of some stake in a transitional period, without promising any blanket impunity or renewed power-sharing.

    But international mediators should grant the warring parties political recognition and legitimacy only in exchange for feasible concessions.

    • Negotiations should take place in secret, allowing confidential exchanges between declared enemies. This is particularly important for the Sudanese Armed Forces given the rivalry among its leadership.

    • Back channel communications should be established to all actors with real constituencies in Sudan, without empowering them unnecessarily. Turkey is well-placed to reach out to senior members of the previous (Bashir) regime who have found exile there. They control large parts of the fighting forces on the side of Sudanese Armed Forces and could prove to be a major spoiler. The armed groups in the so-called “joint forces” would also need to feel somewhat included.

    • Mediators should find ways to include a broad array of civilian actors, in particular women and youth groups. Instead of only targeting “men with guns”, a peace process should be gender-inclusive.

    • Any lead mediator should keep other interested parties such as the EU, the UK, Norway, and the other countries and organisations already mentioned, informed and engaged.

    • Pressure should be kept up by the US, UK and EU on external backers of the two main warring parties, and target both military and financial flows. Policies, including further targeted sanctions, should be as aligned as possible.

    Preparing for a window of opportunity

    There’s no guarantee that the violence would cease even if these conditions were met. The main belligerents are likely to continue their current offensives. The Sudanese Armed Forces will try to oust the Rapid Support Forces from central Khartoum completely. The Rapid Support Forces will keep trying to take El Fasher, the only capital in Darfur not under their control.

    The impending re-capture of Khartoum by the Sudanese Armed Forces may provide an opportunity for a new round of talks, if it comes with consistent international pressure. Mediators should be ready to push for an end to the fighting.

    Today, the Prime Minister, Justin Trudeau, concluded his trip to Warsaw, Poland, where he signed the landmark Canada-Poland Nuclear Cooperation Agreement alongside the Prime Minister of Poland, Donald Tusk.

    Once in force, the Agreement will deepen ties between Canadian and Polish energy sectors, enabling Canadian companies to apply their nuclear expertise to support Poland’s energy transition and enhance energy security for Poland and the region.     The leaders also reaffirmed their commitment to transatlantic security and underlined the importance of providing military, financial, humanitarian, and other support for Ukraine as it continues to defend itself against Russia’s unjustifiable war of aggression.     Minister for Europe and Foreign Affairs Jean-Noël Barrot spoke by phone with his American counterpart, Marco Rubio, on January 27.

    During their conversation, the minister congratulated the Secretary of State on his unanimous confirmation by the U.S. Senate. With the new U.S. administration just taking up its duties, this call gave the ministers a chance to reaffirm their commitment to transatlantic ties and to the strong historic ties between France and the United States.

    The Minister and the Secretary of State discussed several international crises, in particular the war in Ukraine. France and the U.S. share the same goal: a just and lasting peace between Russia and Ukraine. To that end, close coordination between our two countries is more necessary than ever.

    The Minister hailed the U.S. diplomatic efforts that led to a ceasefire in Gaza and the release of hostages held by Hamas. He emphasized France’s desire to help ensure that the next phases of the agreement come to fruition and called for close cooperation between France and the U.S. on the situations in Lebanon and Syria.

  • MIL-OSI United Nations: Israel UNRWA ban will undermine Gaza ceasefire, Security Council hears

    The implementation of new laws banning the UN Palestine refugee agency, UNRWA – set to take effect on Thursday – will heighten instability and deepen despair in the occupied Palestinian territory, the Security Council has heard.

    Briefing ambassadors in New York on Tuesday, UNRWA Commissioner-General Philippe Lazzarini warned that the laws passed in October last year jeopardize the lives of millions of Palestinians and risks undermining the fragile ceasefire in Gaza.

    They require that UNRWA cease its activities in the territory of the State of Israel – including the occupied West Bank, Gaza and East Jerusalem as the Knesset defines it, in defiance of international law – as well as restricting any Government contacts with the agency or anyone acting on its behalf.

    Curtailing our operations now – outside a political process, and when trust in the international community is so low – will undermine the ceasefire. It will sabotage Gaza’s recovery and political transition,” Mr. Lazzarini said.

    He called for a “decisive intervention” by Council to support peace and stability in the occupied Palestinian territory and the broader region.

    Disastrous consequences

    Mr. Lazzarini further stressed that the full implementation of the Knesset legislation will be “disastrous”.

    In Gaza, undermining UNRWA’s operations would compromise the international humanitarian response, he said, adding that it would also degrade the capacity of the United Nations just when humanitarian assistance must be scaled up.

    “This will only worsen the already catastrophic living conditions of millions of Palestinians.”

    Unique role

    UNRWA was established by the UN General Assembly to provide humanitarian and other essential services to Palestine refugees until a political solution is reached. Read our explainer on how the Gaza war has impacted UNRWA services, here.

    Mr. Lazzarini emphasised that its work cannot simply be transferred to other entities, as its scale and trusted relationship with communities are unmatched.

    “The Agency’s mere presence brings stability amid profound uncertainty,” he said. “Undermining UNRWA will sabotage Gaza’s recovery and any prospects for peace.”

    In East Jerusalem, where the Knesset legislation calls for the immediate expulsion of UNRWA, 70,000 patients and 1,000 students will lose access to health and education services.

    Mr. Lazzarini also noted that the legislation coincides with plans to expand illegal settlements on the land currently used by the Agency.

    Financial and political challenges

    Compounding these threats are severe financial constraints, with key donors reducing or suspending contributions.

    Mr. Lazzarini appealed for urgent funding to sustain UNRWA’s operations, warning that its lifesaving work could abruptly end without sufficient resources.

    He also highlighted a disinformation campaign spearheaded by Israeli authorities that falsely accuses the Agency of supporting terrorism. Such propaganda, he said, undermines UNRWA’s neutrality and puts its staff at risk.

    Call to action

    In conclusion, Mr. Lazzarini urged Security Council members to push back against the Knesset legislation, ensure continued funding for UNRWA, and advocate for a genuine political pathway to address the plight of Palestine refugees.

    “UNRWA was always meant to be temporary,” he said.

    “A fair and lasting political solution would allow the Agency to conclude its mandate, ensuring that its vital services are handed over to a functioning Palestinian state.”

    The Africa-Paris Declaration, forged during the 2024 Invest in African Energy (IAE) Forum in Paris, was a pivotal moment in Africa’s quest for sustainable energy solutions. Aimed at strengthening the continent’s energy transition while addressing the urgent issue of energy poverty, the declaration set ambitious targets for expanding access to clean, affordable and reliable energy. With the 2025 edition of the forum approaching, now is the time to reflect on the progress made since the Africa-Paris Declaration and assess how these initiatives are shaping Africa’s energy future.

    Increased Engagement in Africa

    In the months following the declaration, international investors, development banks and private equity firms have shown a steadfast interest in the African energy market. A key milestone was the launch of the Africa Energy Bank by the African Export-Import Bank and APPO, marking the creation of a first-of-its-kind institution designed to fund and facilitate energy initiatives across the continent. Several final investment decisions were successfully closed, including Shell’s $5.5 billion Bonga North deepwater project. Additionally, strategic partnerships, including new PSCs signed by Panoro Energy in Equatorial Guinea and BW Energy in Gabon, highlight how international collaborations are accelerating energy development and creating new opportunities for exploration and production. This increased engagement is key to addressing the financing gap that has long hindered the growth of Africa’s energy sector.

    Natural gas continues to play a central role in Africa’s energy strategy as a transitional fuel. The Africa-Paris Declaration underscored its importance as a bridge between traditional energy sources and renewable energy. Over the past year, significant strides have been made in natural gas exploration and LNG exports. Notable developments include Senegal’s Greater Tortue Ahmeyim LNG reaching its first gas production, the Republic of Congo’s first LNG exports to Italy from the Congo LNG project, Nigeria’s UTM FLNG receiving its construction license, and Angola’s Sanha Lean Gas Connection project achieving first gas, among others. These initiatives are not only crucial for advancing Africa’s energy transition, but also serve as powerful drivers of economic growth by creating jobs and advancing infrastructure development.

    Meanwhile, countries like South Africa, Egypt and Morocco are at the forefront of wind and solar energy development, with momentum expected to build as they meet renewable energy targets and explore new growth opportunities. These investments are driving a shift toward cleaner, more sustainable energy in Africa, though challenges remain. High costs of renewable technologies and insufficient grid infrastructure continue to hinder expansion, underscoring the need for more investment in off-grid and mini-grid solutions.

    Investment Gaps Persist 

    Despite these advancements, Africa still faces significant investment challenges. The financing gap for large-scale energy projects remains substantial and while the private sector has become more engaged, many projects still struggle to secure the necessary capital. In particular, the cost of financing remains high due to the perceived risks associated with energy investments in Africa. This is where continued efforts to de-risk investments and foster public-private partnerships are critical to unlocking the continent’s full energy potential. Institutional capacity continues to be a challenge for many African countries. While progress has been made in improving regulatory frameworks, there is still a need for clearer policies, streamlined permitting processes and better enforcement of regulations. Governments must continue to strengthen their institutions to effectively implement energy projects and create an enabling environment for both local and international investors.

    With the IAE 2025 forum just months away, industry stakeholders have an opportunity to reflect on the progress made since the Africa-Paris Declaration and determine next steps for the continent’s energy future. The forum serves as a platform for government officials, industry leaders and financial institutions to renew commitments, share success stories and address ongoing challenges. While the road to universal energy access and a sustainable energy future is long, the declaration has set the framework for a collective effort that can lead to meaningful change. With the right investments, regulatory frameworks and political will, Africa can emerge as a global leader in energy innovation and sustainability.

  • MIL-OSI Global: Armenia and Azerbaijan are at loggerheads again – here’s why tensions are rising

    Azerbaijan’s president, Ilham Aliyev, has launched a fierce verbal attack on Armenia, which he has called a fascist state. “Fascism must be destroyed,” he said in an interview on local TV networks on January 7. “Either the Armenian leadership will destroy it, or we will.”

    This rhetoric is strongly reminiscent of baseless claims used by Vladimir Putin about Ukraine to justify Russia’s invasion. He has claimed that Ukraine must be “denazified”.

    There are also reports that Azerbaijan’s acquisition of advanced Israeli weapons have increased recently, according to Israeli journalist Avi Sharf, national security, cyber and open source intelligence editor at Israeli news outlet Haaretz.

    Armenia and Azerbaijan have a long history of conflict over Nagorno-Karabakh, a region within Azerbaijan until recently mainly populated by Armenians. The first war between them in the 1990s led to the establishment of a self-proclaimed Armenian republic, which no country recognised.

    Then, after a 44-day war in 2020, Azerbaijan took control over most of the enclave. The rest was conquered in September 2023, prompting Armenians living there (more than 100,000 people) to flee to Armenia.

    In the last few months Aliyev accused Armenia of preparing a “war of revenge”. Since its devastating defeat in the second Karabakh war in 2020, Armenia has taken steps to strengthen its defences. Among other things, it has made significant arms purchases from France. This has also provoked Aliyev to criticise France and its president, Emmanuel Macron.

    But, although Armenia has been trying to reduce Azerbaijan’s military advantage through reforms in the army and arms purchases, the country is still militarily inferior to its neighbour. Any military confrontation is likely to result in an early defeat for Armenia.

    The argument from Azerbaijan is clearly that if there is conflict in the region, it will be part of an Armenian “preparation for a war”. Baku suggests that therefore the responsibility for any conflict would lie with Armenia and those who arm the country (in particular, France). It’s possible that this rhetoric is intended to legitimise some kind of military action.

    Because of escalating tension in the past few years, Armenia invited the European Union to monitor the border between the countries. This was to help address Azerbaijani accusations that Armenia was preparing for war, and to monitor, and prevent, shootings along the border.

    Over the past two years Azerbaijan has denied these unarmed EU observers permission to operate on its territory, so they were only able to work from the Armenian side. It has also strongly condemned the EU for this mission.

    The EU monitors have been in place since February 2023, and should be due to withdraw next month. Armenia has suggested the EU monitors continue but Baku has made clear it wants them removed.

    So, why might Azerbaijan want to reignite tensions with Armenia? One point of contention between them is access to the “Zangezur corridor”, a land connection between Azerbaijan and its autonomous republic, Nakhichevan,.

    Long-running regional conflict

    Azerbaijan has long demanded access to, and control of, this route. The natural corridor runs through Armenia’s Syunik region (in Azerbaijani “Zangezur”, hence the Zangezur corridor). Armenia has declared its willingness to open up transport connections throughout the region – including between Azerbaijan and Nakhichevan – but opposes a corridor through its territory that it does not control.

    The south Caucasus (the region including Georgia, Armenia and Azerbaijan) has long been an area that Putin sees as part of his sphere of influence. After the break-up of the Soviet Union, Russia tried to keep the region relatively calm, but in 2020 Putin allowed the war to continue until Armenia was defeated, before putting pressure on Aliyev to stop. Three years later, Azerbaijan took what was left of Nagorno-Karabakh while Russian peacekeepers looked on.

    Armenian concern over what it sees as Russian bias towards Azerbaijan has led Yerevan to increasingly turn towards the west. On January 14 2025, a “strategic partnership charter” was signed between Armenia and the US, which includes an economic and defence partnership, but whether the new Trump administration will want to build on, or even ignore, that relationship is not yet clear.

    In what is considered an important symbolic move Armenia is also currently negotiating with Russia over the removal of its Federal Security Service (FSB security service) guards along the Armenian border in an attempt to reduce reliance on Moscow for its security. Armenian prime minister Nikol Pashinyan said in 2024 that the nation would pull out of the Russian-led Collective Security Treaty Organization in another move that signals Armenia’s increasingly fragile relationship with Moscow.

    Will there be a war?

    The EU has meanwhile strengthened relations with Armenia.

    While Azerbaijan may have escaped international fallout over the attack on Nagorno-Karabakh in the autumn of 2020, and over the ethnic cleansing of the enclave’s Armenian population in 2023. But if a new war led to a large-scale attack on Armenia it would unlikely to be ignored by the west.

    Despite the west’s minimal reactions to Azerbaijani incursions across the Armenian border in May 2021 and September 2022, in 2025 there is more international focus on the region and on the potential consequences of ignoring what’s going on around Russia’s borders.

    Although military intervention from the west is unlikely, the possibility of sanctions against Azerbaijan could be enough of an incentive for Aliyev to try to maintain the peace.

  • MIL-OSI Global: Five reasons why vertical farming is still the future, despite all the recent business failures

    Plant factories are failing, with multiple companies closing or going bankrupt in recent months. This includes the largest vertical farm on the planet, in Compton, Los Angeles.

    Owned by San Francisco-based startup Plenty, the farm opened in 2023 to grow salads in partnership with Walmart. It was mothballed at the end of 2024, with the company citing the rising cost of energy in California as a major problem.

    Despite raising over US$1 billion (£802 million) from investors, the company’s value has reportedly plummeted from US$1.9 billion to below US$15 million. It now aims to focus solely on strawberry production in Virginia.

    New York-based Bowery Farming also halted all operations in late 2024, having previously being valued at US$2.3 billion. Fellow American vertical farmers AeroFarms, Kalera and AppHarvest have similarly filed for bankruptcy in the past two years, as has the UK’s Growing Underground, among various others.

    Clearly these are major setbacks. Year-round illuminated greenhouses and stacked, controlled-environment warehouses for producing food have been hailed as a sustainable alternative to traditional farming, promising fresh food close to populations.

    This reduces the need for transportation, which together with other issues in traditional farming such as soil degradation and forest clearing see it contributing around 20% of the greenhouse gases that lead to planetary warming and climate change.

    Multiple new indoor-farming companies sprang into life in the past decade, driven by significant venture capital. They harnessed the latest in LED lighting and hydroponic and aeroponic growing systems, using land and water ten to 100 times more efficiently than in a field and with far fewer pesticides.

    Initially developed to grow leafy greens and microgreens, these farms have more recently turned to higher value produce including herbs, strawberries, tomatoes and grapes.

    Among the reasons for the business failures are rising energy costs; the fact that traditional farming is cheaper, making it hard to compete on price; and the fact that rising interest rates have made financing more expensive.

    Together with other challenges such as high energy consumption and finding enough skilled labour, many opponents are writing this sector off as a fad that is unlikely to ever make a big impact on food security.

    This ignores success stories, such as JFC and Grow-up Farms, which are regular suppliers to the UK supermarkets. But more broadly, there are various reasons why the critics are likely to be wrong:

    1. We’re still early

    Vertical farming has been proving itself by “learning by doing” for the past decade. Kicked off by Nasa space scientists seeking to grow food in hostile environments with zero gravity and heavy radiation, this field is still highly experimental.

    New technologies like this one often conform to the Gartner hype cycle, where big initial expectations are rarely met, leading to a trough of disillusionment. Following this, the benefits start to crystallise as new players enter the market and mainstream adoption begins.

    Vertical farming is only a very small proportion of total farming, but it looks very likely to flourish given the need to reduce greenhouse-gas emissions, and the threats to food security from climate change and population growth. In addition, the costs are likely to be reduced by the arrival of much more renewable energy at cheaper prices in years to come.

    2. Heavy plant demand is coming

    Society stands on the edge of an unprecedented transformation as it shifts away from fossil fuels. We’re going to move to a circular bioeconomy, in which green plants will be central as feedstocks for everything from aviation fuels to alternative proteins to vaccine production to plant-based plastics.

    All this means greater pressure on land resources for food production, and an enhanced need for vertically stacked agriculture that recycles water and nutrients and requires fewer chemicals.

    3. Science is on its side

    Unexpected scientific discoveries continue to drive vertical farming. For example, tunable wavelength LEDs have shown that certain spectral bands can affect crops profoundly.

    Far-red light, which is just beyond visible red light, promotes growth and flowering, raising lettuce yields by 30%, for example. Blue light can improve shelf-life and nutritional quality, even enhancing certain plant chemicals known to help prevent cancers.

    The significance of these discoveries has yet to be fully realised, but by the complete control of the farming environment that indoor farming makes possible, we will be able to more easily tailor food quality for the betterment of people and the planet.

    4. It’s horses for courses

    Growing leafy greens indoors in California, as Plenty did, was always going to be challenging. This is the state where they invented the iceberg lettuce, where wall-to-wall sunshine and even temperatures enable farmers to grow enough salad greens to supply the whole of the US.

    Contrast Singapore, where only 6% of fresh produce is locally grown. This has prompted the government to develop the “30 x 30” goal to supply 30% of nutritional needs by 2030, with vertical farming a key part of the strategy.

    Similarly the United Arab Emirates imports over 90% of its food, and is looking towards a future that includes vertical farming. The UK and much of northern Europe, where the outdoor growing season is short and land is limited, can also benefit from these technologies (and indeed, do already).

    5. Baby and bathwater

    Unlike the cutting-edge LED-illuminated, stacked warehouses, intensive hydroponic greenhouses have been operating commercially for decades. The Netherlands leads the way in supplying year-round fresh produce from these structures, and is now the second biggest food exporter in the world.

    Even in the UK, its common for such greenhouses to supply potted herbs, tomatoes and strawberries all year round.

    These are a half-way house to vertical farming, and are also likely to be in greater demand in the coming decades. They could well extend their reach to supply fresh nutritious food to places where food security may be particularly challenged, such as Africa, south Asia and the Middle East.

    I want to offer my condolences again to all UN and humanitarian staff who have been killed in this conflict, including 273 members of your team, Philippe. 

    President, after 15 months of conflict, we now stand at a rare moment of hope for Palestinians and Israelis. Thanks to the tireless efforts of the United States, Qatar and Egypt we have a ceasefire deal that has seen seven hostages returned, reunited with their families and an end to the violence in Gaza that has claimed so many Palestinian lives.

    We cannot and must not forget the suffering that has brought us to this moment. Lives brutally cut short by Hamas. Men, women and children abducted from their families – many of whom are still being held while their loved ones suffer in anguish. 

    This conflict has also seen over 47,000 Palestinians killed. At least 35,000 children are thought to have lost one or both parents. And an estimated 20% of the population has been left with lifelong disabilities. 

    The levels of destruction in Gaza are beyond belief.

    We must turn the page on this cycle of violence. I want to highlight key actions to support this. 

    It is vital that we now see the release of all remaining hostages, and a sustained ceasefire to allow us to move from phase one of the agreement through to further phases. Only then can we achieve a lasting peace.

     We welcome reports that there has been an increase in humanitarian aid into Gaza. This needs to be sustained and complemented by much-needed supplies of commercial goods.  

    To support this vital effort, my Minister for Development has today announced a further $21 million in funding to ensure healthcare, food and shelter reaches tens of thousands of civilians and to support vital infrastructure across the Occupied Palestinian Territories.

    However, the implementation of Knesset legislation on UNRWA risks upending this humanitarian response as well as threatening the fragile and hard-won gains made through the ceasefire deal.

    The vital work of UNRWA in ensuring that Palestinians have access to education and healthcare must also be protected in Gaza as well as the West Bank and East Jerusalem. These represent the most fundamental of human rights.

    For this reason, the United Kingdom urges Israel, once again, to ensure that UNRWA can continue its lifesaving operations and provision of essential services across the Occupied Palestinian Territories.

    We call on Israel to work urgently with international partners, including the UN, so there is no disruption to this vital work. Israel is obligated under international law to facilitate humanitarian assistance by all means at their disposal. We stand ready to work alongside Israel, the UN and our partners to assist.

    We also call on UNRWA to continue to deliver their commitment to neutrality.  Implementation of reforms to strengthen their neutrality remains critical. We welcome UNRWA’s commitment to fully investigate any allegations against their employees and the continued implementation of the Colonna Report’s recommendations. We have earmarked over $1.2 million of our funding to UNRWA to support their implementation.

    President, the UK will play our full part in the coming days and weeks to seize the opportunity of this ceasefire for a better future. To ensure it leads to a credible pathway towards a two-state solution in which Israelis and Palestinians can live side by side in peace.

    Thank you, Mr President,

    The United Kingdom welcomes the steps taken by Iraq in 2024 to implement the Yazidi Survivors Law, a groundbreaking piece of legislation and an important first step to provide justice for survivors.

    We urge the Government to ensure the protection of freedom of expression and freedom of peaceful assembly, and to strengthen legal protection guarantees for journalists, the media and civil society.

    We recommend that Iraq:

    1. Protects the right to freedom of assembly, including by holding accountable any perpetrators of violence against protestors.

    2. Strengthens the capacity and independence of the judicial system to investigate and prosecute perpetrators of sexual violence, and provide effective and necessary support for victims.

    3. Ensures that amendments to Iraq’s Personal Status Law, including the code to be subsequently developed, are in line with Iraq’s International Commitments on women and children’s rights.

  • MIL-OSI USA: Attorney General James Secures $450,000 from Companies Selling Home Security Cameras that Failed to Secure Private Videos

    NEW YORK – New York Attorney General Letitia James secured $450,000 from three companies that distribute eufy home security video cameras for failing to secure consumers’ private home security videos. The companies, Fantasia Trading LLC, Power Mobile Life LLC, and Smart Innovation, LLC distribute a line of video cameras, video doorbells, and video smart locks under the eufy brand. An investigation by the Office of the Attorney General (OAG) found that video streams from the cameras were not always securely encrypted and could be accessible to anyone with the relevant link without authentication. The settlement requires these companies to take steps to ensure stronger protections for customers’ data and pay $450,000 in penalties and costs.

    “New Yorkers buy home security cameras to protect themselves and their homes,” said Attorney General James. “The eufy cameras’ poor data security allowed anyone to access people’s security camera footage, defeating the purpose of having a home security system. Today my office is taking steps to ensure eufy cameras’ developers improve their data security so that New Yorkers home security footage is private and protected.”

    In November 2022, a security researcher publicly disclosed tests indicating that marketing claims about the eufy products’ security and “end-to-end encryption” of data might not be accurate. The OAG opened an investigation focused on a line of eufy-branded internet-enabled video cameras, video doorbells, and video locks distributed by Fantasia Trading, Power Mobile Life, and Smart Innovation. The marketing for these home security products assured consumers that their data would be kept private and secure.

    The OAG’s investigation revealed that, in certain situations, video sent over the internet from eufy home security products was not protected by end-to-end encryption, and that at least a portion of the connection did not use any type of encryption at all. The investigation also uncovered that an active video stream could be accessed by anyone with the relevant URL, without authentication, and that it may have been possible to deduce the URL without obtaining it from a user. The companies had not previously identified these security vulnerabilities because they did not have the necessary processes in place to test their safeguards or to identify risks to the security and privacy of consumers’ video.

    As a result of this settlement, Fantasia Trading, Power Mobile Life LLC, and Smart Innovation will pay $450,000 in penalties and costs and take steps to ensure the eufy home security products they sell better protect consumers’ private videos. The agreement requires that the companies regularly substantiate that the developer of the eufy home security products:

    • Maintains a comprehensive information security program designed to protect the security, confidentiality, and integrity of consumer information;
    • Uses secure software development processes, including the use of third-party tools for testing software for security vulnerabilities;
    • Maintains a vulnerability management program that includes regular penetration testing and vulnerability testing; and
    • Implements appropriate encryption processes, including the encryption of video in storage and in transit.

    Today’s announcement continues Attorney General James’ efforts to protect New Yorkers’ personal information and hold companies accountable for their poor data security practices. Last month, Attorney General James secured $500,000 from an auto insurance company for failing to protect New Yorkers’ data.  In November 2024, Attorney General James and DFS Superintendent Adrienne Harris secured $11.3 million from GEICO and Travelers for having poor data security. In October 2024, Attorney General James secured $2.25 million from a Capital Region health care provider for failing to protect the private information and medical data of New Yorkers. In August 2024, Attorney General James and a multistate coalition secured $4.5 from a biotech company for failing to protect patient data. In July, Attorney General James launched two privacy guides, a Business Guide to Website Privacy Controls and a Consumer Guide to Tracking on the Web, to help businesses and consumers protect themselves. In April 2023, Attorney General James released a comprehensive data security guide to help companies strengthen their data security practices. In January 2022, Attorney General James released a business guide for credential stuffing attacks that detailed how businesses could protect themselves and consumers.

    This matter was handled by Assistant Attorney General Nathaniel Kosslyn, Senior Enforcement Counsel Jordan Adler, and Deputy Bureau Chief Clark Russell of the Bureau of Internet and Technology, under the supervision of Bureau Chief Kim Berger. The Bureau of Internet and Technology is a part of the Division for Economic Justice, which is led by Chief Deputy Attorney General Chris D’Angelo and overseen by First Deputy Attorney General Jennifer Levy.

    UK Statement at Iran’s Universal Periodic Review at the Human Rights Council in Geneva. Delivered by the UK’s Human Rights Ambassador, Eleanor Sanders.

    Thank you, Mr President.

    The United Kingdom welcomes Iran’s engagement with the UPR.

    We have noted President Pezeshkian’s election campaign comments on human rights issues, including the negative implications of hijab enforcement and internet filtering.

    We remain deeply concerned about Iran’s failure to uphold its international legal obligations. In particular, its violent enforcement of mandatory veiling, intimidation of human rights defenders and journalists, and discrimination against minority groups. 

    We recommend that Iran:

    1. Guarantees all individuals, but especially those facing charges carrying the death penalty, a fair trial, consistent with obligations under the International Covenant on Civil and Political Right, including access to a lawyer of their choosing.

    2. Grants access to Human Rights Council mandate holders, including the Special Rapporteur on Iran.

    3. Ratifies the UN Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment.
