    Thank you, thank you, thank you.  (Applause.) 
    I’m sure you’re clapping because I’m the last speaker. 
    Well, that was worth that partial comment — or concert.  You know what he said on the way out?  Can I tell them, pal?  He said, “If I get a Grammy, I’m going to give it to you,” the only guy in this whole darn church who can’t sing a note.  (Laughter.)
    My dad used to have a band and sang.  He said, “Joey, I don’t know where the hell you came from.  You can’t carry a tune.  You can’t sing.  You can’t dance.  I don’t know where you came from, but I love you anyway.”  (Laughter.)
    Father MacMillan, thank you for everything.  Thank you for — for being so good to us. 
    President Clinton, President Obama, distinguished guests; the Kennedy family, children, grandchildren, great-grandchildren, and extended family, it’s been an emotional journey listening to all of you.  When I knew I was going to be the last speaker, I thought, “How did that happen?”  Because, you know, it brings back so many memories. 
    Ethel was always there for so many people, and she played an essential role in my life as well — maybe a little different than with others.  She was there as soon as I entered political office in 1972 as a 29-year-old kid before I got sworn in. 
    I was in her brother-in-law’s office — Teddy’s office — hiring staff — I was only 29; you had to be 30 years old to be sworn in, and I wasn’t 30 yet — when I got a phone call from the fire department in my — by my house saying there had been an accident.  A tractor-trailer had broadsided my wife’s automobile, Christmas shopping with a Christmas tree on top, on December 18th, and killed my wife and killed my daughter, and my boys weren’t expected to live. 
    When I lost my family — and she was there.  Joe, your mom was there then — then.  
    As soon as I got elected president, I received a letter from your mom.  The letterhead was titled Mrs. Robert Kennedy, and in her very neat handwriting, she had written that she took great comfort in knowing the country was in good hands. 
    She had no idea, for a 29-year-old kid in that circumstance, how much it meant.  Because as some of you know — Bill knows — I didn’t plan on sticking around after that accident. 
    She said she was honored and proud there was a bust of her husband, Bobby Kennedy, in my office, the Oval Office. 
    I have only two political heroes in my life: Dr. King and Bobby Kennedy.  Not a joke.  So, I didn’t realize — my two colleagues from the — who were president know — you get to pick what you want in your office, and I wanted to be able to see both of them from my — from the Resolute Desk by the fireplace: Dr. King and Bobby Kennedy.
    And days later, I received another letter from her that I’ll always remember, and I know all of you look forward to each year: a valentine card — a valentine card.  Which, in our house, Valentine’s Day is known as “Jill’s holiday.”  (Laughter.)
    Like Ethel, Jill is a practical joker.  This was no surprise — it was no surprise that Jill loved Ethel’s card that year, which said — I’m not sure the hundred others who receive it felt the same way because, apparently, she sent that card — she sent it to everyone that year.  (Laughter.)  It was a picture of me and Ethel surrounded by hearts.  (Laughter.)  Oh, you think I’m kidding.  I — it meant a lot to me, I’m telling you.
    Printed — the language on the card, it said — in the printed language of the card, it said, “I’m not Biden my time waiting for you, Valentine.”  (Laughter.)  And then in her handwriting, she says, “‘Cause he’s no ordinary Joe.”  (Laughter.) 
    I don’t know how many of you got that damn valentine, but I tell you what, it meant a lot to me.  (Laughter.)  I’ve received a lot honors in my life, but that might be the best one I’ve ever received.  (Laughter and applause.)
    You know, yes, Ethel was Mrs. Robert Kennedy.  She was one of my politi- — he was my — as I said, one of my political heroes.  But I always knew her as Ethel Kennedy, a hero in her own right.  I loved Bobby Kennedy.  I’ve only met him once when I was in Syracuse law school and he was campaigning.  But I — I just — I admired him so damn much. 
    I’ve told John Kerry this, my buddy.  I — I could picture Bobby at my kitchen table with my dad and my mom.  I could picture him there.
    But, you know, Ethel was a hero in her own right, full of character, full of integrity and empathy — and genuine empathy. 
    She was full of laughter and joy and light.  She was a great athlete in her own right, for real.  She was a mother.  Literally, there was nothing, from my perspective and, I suspect, most of you, that she couldn’t do — nothing.
    Four years later, after I had gotten — after Bobby — she lost her beloved Bobby, she invited me and my boys to her home after the accident left my family broken, having lost my wife and daughter, my boys barely making it.  Along with Teddy, she got me through a time I didn’t want to stick around.  I wanted no part of being in the Congress or the Senate.  I mean it.
    I’d spoken to my governor, because we had elected a Democratic governor, to find a replacement for me.  But Teddy and Ethel Kennedy would hear nothi- — none of it. 
    You know, the fact is, like she did for the country, Ethel helped my family find a way forward with principle and purpose. 
    We saw how she picked up Bobby’s cause and stamped her own mark on the country.  Marching for civil rights, as you heard about today, and working to end poverty at home, attempting to secure peace abroad, and so much more.  She once said, “For anyone to achieve something, you have to show a little courage.  You’re only on this Earth once.  You must give it all you’ve got.”
    Reminded me of my mom.  My mom used to say, “Joey, courage lives in every heart, and one day you’ll be called upon.  Be ready to stand up.”  And that’s not — that’s from Catherine Eugenia Finnegan Biden, and she meant it.  She meant it.
    For over 50 years, with Ethel’s own iron will and moral courage, she gave it everything she had, and we’re a better nation and a better world because of Ethel Kennedy. 
    Let me close with this.  On a Sunday in May this year, I delivered a commencement speech at Morehouse College in Atlanta.  I noted that had we been in church that day, there’d be a reflection about the resurrection and redemption.  We remember Jesus was buried on Friday, and on Sunday, he rose again.  But we don’t talk nearly enough about that Saturday when his disciples felt all hope was lost — all hope was lost. 
    In our lives and in the life of the nation, we have those Saturdays — and thank God your mom, your grandmom, your great-grandmom was — was there for me — to bear witness to the day before glory, to see people’s pain and not look away.  But work is to be done on Saturday, is to move pain to purpose.  How can faith get a person, get a nation through what is coming? 
    Well, my message to all of us here today and to the entire the country is look to Ethel Kennedy’s faith. 
    To the Kennedy family — presumptuous of me to say this and maybe sound inappropriate, but to the Kennedy family, the Biden family is here for you, as you’ve always been for us.  You changed the life of my boys.  You really did.
    When I lost my son Beau, he was attorney general of the state of Delaware.  And he volunteered to join the National Guard as attorney general.  You either have to be state property or federal property.  And he temporarily gave up his office to go with his unit for a year in Iraq.  And unfortunately, I was in — in out — in and out of Iraq, as Barack knows, because — and Afghanistan 30-some times.  And I got to see him several times.
    But the bad news was he was about a quarter to a half mile away from a burn pit — 100 yards long, 10 feet deep, burning everything from waste to — everything, poisoning the air.  And he came home with Stage 4 glioblastoma and he died.  Your mom was there then too. 
    I apologize.
    So, from the Biden family to the Kennedy family, the hymn that’s very close to our heart based on the 91st psalm, it goes like this: “May he raise you up on eagle’s wings and bear you on the breath of dawn, and make you to shine like the sun, and hold you in the palm of his hand.” 
    May God bless Ethel Kennedy, and may we — she re- — may be — she be reunited with the blessed pieces of her soul in Heaven.

    ASHINGTON – On October 15, the U.S. Department of Homeland Security (DHS), through U.S. Immigration and Customs Enforcement (ICE), conducted its second charter removal flight to the People’s Republic of China (PRC) of Chinese nationals this year.  The first large charter removal flight since 2018 was conducted in June in close coordination with the PRC’s National Immigration Administration. This week’s flight demonstrates the Department’s continued commitment to pursuing sustained cooperation with the PRC and other international partners to reduce and deter irregular migration.  

    DHS continues to enforce U.S. immigration laws and deliver tough consequences for those who enter unlawfully. This includes swiftly returning those without a legal basis to remain in the United States, while encouraging the use of lawful pathways. On June 4, President Biden issued a Proclamation to temporarily suspend the entry of certain noncitizens across the southern border. As a result, since June 4 the Border Patrol’s encounters have decreased more than 55%, and DHS has operated more than 398 international repatriation flights through the end of August to more than 140 countries—including the PRC. 

    “Intending migrants should not believe the lies of smugglers – Chinese nationals without a legal basis to remain in the United States are subject to swift removal,” said Secretary of Homeland Security Alejandro N. Mayorkas. “The Department of Homeland Security will continue to strengthen consequences for individuals unlawfully entering our country and enforce our nation’s laws.”

    DHS regularly engages counterparts throughout the hemisphere and around the world to accept repatriations of nationals without a legal basis to remain in the United States and takes other steps to reduce irregular migration; promote safe, lawful, and orderly pathways; and hold transnational criminal networks accountable for abusing our lawful trade and travel systems, and the smuggling and exploitation of vulnerable people. Over the last year, DHS has removed individuals to a range of countries around the world, including Colombia, Ecuador, Peru, Egypt, Mauritania, Senegal, Uzbekistan, India, and the PRC. As a result of these efforts, DHS removed or returned more individuals in FY2024 than any year since FY2010. Efforts to expand removal flights continue.

  • MIL-OSI Global: Béla Bartók: pioneering Hungarian composer who fused folk melodies with classical music

    Considered one of the great composers of the 20th century, the deeply expressive Béla Bartók synthesised elements of folk music of Hungarian and related cultures into classical forms, producing a style that was both individual and influential.

    Through Bartók’s music, powerful elements of local folk melodies are performed and heard in concert halls worldwide. For the 80th anniversary of the composer’s death coming up in 2025, the University of Plymouth’s Musica Viva – of which I am founder and director – is planning a series of concerts celebrating the notion of the “music of home” as brought to life by Bartók, by including one of his pivotal works in every concert. His Piano Sonata, String Quartet No. 3, String Quartet No. 5 and Music for Strings, Percussion and Celesta will all be performed by leading artists.

    From the start, the young Bartók, born in 1881, displayed a fascination with music, and his widowed mother encouraged his musical gifts. When the family moved to Pozsony, a former region of Hungary that now lies mostly within Slovakia, he began a formal musical education and attended concerts for the first time.

    As an 18-year-old student of piano and composition at the Budapest Conservatory, Bartók immersed himself in the musical dramas of Wagner and the orchestral works of Liszt. But his primary focus was the piano, and he became known as a pianist of extraordinary abilities, playing the music of Chopin, Liszt and Robert Schumann.

    During his last years as a student, nationalist currents in Hungary – which had been suppressed since the uprising in 1848-1849 – became resurgent. Caught up in this movement, Bartók devoted considerable thought to issues of a national music.

    It is not surprising that under this influence and that of the music of Richard Strauss, his first major composition in 1903 was a vast symphonic poem called Kossuth, a Hungarian “Hero’s Life” – whose ten tableaux depict events of the 1948-49 war of independence. This work was followed by the Liszt-inspired Rhapsody for Piano and Orchestra in 1904.

    Bartók’s interest in folk music grew to the point at which he and his friend and fellow composer Zoltán Kodály travelled throughout central Europe, Turkey, and north Africa to collect folk melodies. Bartók wrote five books and many articles on folk music.

    He considered his most interesting finds to be from isolated Hungarian communities living among the foothills of the Carpathian Mountains, where he encountered and recorded authentic, untainted Magyar folk music. His fascination with the unbridled spirit of this music helped him gradually develop a compositional style in which he fused folk elements with highly developed techniques of classical music more intimately than had ever been done before.

    Between the two world wars Bartók performed as a concert pianist, touring Britain, the US and the former USSR, and was prolific as a composer. Elements of his style include melodic lines derived from eastern European folk music; powerful forward-leaning rhythms in irregular meters with off-beat accents; strong control of form; and harmonies which, although primarily focused on one key, often include elements of multiple keys thereby creating a sense of musical tension.

    Paramount among his piano works is his only Piano Sonata, written in 1926, which is also his largest composition for solo piano. It was composed during a particularly prolific year during which he also composed his First Piano Concerto, Out of Doors Suite and Nine Little Piano Pieces – all works which he included in his own public performances.

    The Sonata is in three movements and follows a classic sonata form – a lively first movement, a slower second movement and an energetic finale in which the lively main theme recurs in different guises. The full resources of the piano are used in creating a wide spectrum of expression, from incisive detached clusters of notes to smoothly flowing lyrical melodic lines.

    Throughout, the music is inspired by Bartók’s ethnomusicological (social and cultural) research. Although the themes are not folk melodies per se, they imitate their style in terms of melodic shaping, searing dynamics, driving rhythmic features and harmonic content. The piano is used in new percussive ways that often seem a vivid portrayal of folk passions. At the time this was groundbreaking.

    Bartók’s contribution to the musical repertoire is immense. He composed six String Quartets, Sonata for Two Pianos and Percussion, a large canon of solo piano music as well as chamber music, and an opera, Bluebeard’s Castle. The Concerto for Orchestra, three Piano Concerti, and the Violin Concerto are all masterpieces in large-scale musical forms.

    Bartók emigrated to the US in 1940 and found temporary employment at Columbia University. His health deteriorated along with his financial situation, although his friends Joseph Szigeti and Fritz Reiner arranged for the Koussevitzky Foundation to commission him to write the Concerto for Orchestra in 1943 and the Sonata for Solo Violin in 1944, which provided temporary relief from a dismal situation.

    Bartok died on September 26, 1945, with the score of his Viola Concerto unfinished, but he left behind an unparalleled canon of music that is deeply expressive and vital to our musical understanding today.

    “Good riddance to the vile head of Hamas and the architect of its barbaric October 7th terrorist attack against Israel- the worst mass murder of Jews in a single day since the Holocaust. Yahya Sinwar has finally gotten his comeuppance and the Middle East is one step closer to peace with this monster gone,” said Congressman Lawler.

    Congressman Lawler is one of the most bipartisan members of the 118th Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties.

    WASHINGTON — Speaker Johnson released the following statement after the leader of Hamas, Yahya Sinwar, was eliminated by the Israeli Defense Force.

    “Justice has once again been served by the brave men and women of the Israeli military. Yahya Sinwar, the vile, disgusting person who orchestrated the October 7th massacre, is dead. Sinwar’s life was the embodiment of evil and marked by hatred for all that is good in the world. His death brings hope for all those who seek to live in freedom, and relief to Israelis he has sought to oppress. 

    “Let this be a reminder to Hamas and all those who were involved in the October 7th attacks: you may try to terrorize and intimidate, but those who live under the banner of freedom will never surrender. The eternal flame of liberty and the faith of the Jewish people will never be snuffed out by the darkness of barbarism and the cruelty of antisemitism.

    “Still, the death of this man is not the end of Israel’s fight for survival.     “Yahya Sinwar is dead.

    “I continue to pray for an end to the fighting in Gaza and a better future for both Palestinians and Israelis – with real security and prosperity for all in the region.

    “Sinwar, the leader of Hamas and the architect of the barbaric October 7th attacks, has the blood of thousands of innocent Israelis, Palestinians, Americans, and countless others on his hands. Sinwar was an evil, genocidal man whose preeminent goals were the elimination of the State of Israel and the murder of the Jewish people.     NREL Hosts 24th Pyrheliometer Comparisons for North American Region

    Say you are in the market for solar panels for the roof of your home. You are researching the different types, especially noticing the efficiency that they claim. How do you know that you can trust that number?

    Or let’s say you want to build an entire solar array. You need a loan from the bank, but they want to know how much energy you think you are going to get from your array to make sure they make a wise investment. How do you know how much energy you are going to get?

    The same answer applies to both of these scenarios because what we are talking about is traceability: the ability to trace your measurement back to a standard source that is common to everyone. The person who sold you the solar panels and the bank that agreed to invest in your solar farm both rely on a traceable measurement, and NREL plays a major role in providing just that.

    From Sept. 21 to 27, groups of scientists and engineers from around the globe gathered at NREL’s Solar Radiation Research Laboratory (SRRL) on the top of South Table Mountain in Golden, Colorado, for the 24th NREL Pyrheliometer Comparisons (NPC). While Colorado is a destination for many people, NPC’s participants do not just come for the stunning views and the clear skies. As the regional leader, NREL keeps its reference instruments calibrated directly to the World Radiometric Reference and World Infrared Standard Group. Since 1996, NPC has been a gathering place for people from across the globe to calibrate their reference instruments to the world standard.

    On the first day of the NPC, participants from Saudi Arabia set up their active cavity radiometers (ACRs) in the morning to begin measurements.

    Studying Solar Energy Is Part of What Unites Us

    One expert in the field, Tom Stoffel, is a former NREL employee. Tom began working at NREL when it was just beginning as the Solar Energy Research Institute (SERI) in the late1970s, and he played a major role in establishing NREL as the region’s leader in pyrheliometer comparisons. Tom still comes back to the comparisons every year to share his insights and to join the participants with whom he shares a passion for solar measurement.

    “Solar radiation measurements are the basis for understanding Earth’s primary energy source,” Stoffel said. Knowing how much of the sun’s power is available on Earth is crucial for solar and climate research and for the solar industry in general. Since the beginning of time, people have studied the sun and harvested its power for everything from basic needs like heating something to eat and telling time to today’s advanced uses for powering our homes and cars and, moreover, to understand and detect the changes in the Earth’s radiation budget for climate studies.

    Measuring the sun’s power remains one of the most difficult-to-define physical measurements. As researchers strive to get more and more precise measurements, they also need to ensure that the measurements used are compliant with international standards. This area of research lies at the origins of NREL’s work when it was once the Solar Energy Research Institute, and it still guides the laboratory’s mission today seeking to transform energy.

    A clock runs one hour behind Mountain Daylight Time to align with solar noon, when the sun is at maximum elevation, keeping participants aware of progression throughout the day. The number below the time indicates the current stable irradiance reading.

    What Is It Like Attending NPC?

    Affectionately referred to as the “sun nerds convention,” NPC serves as a World Meteorological Organization regional comparison for maintaining traceability, hosting participants who seek compliance with the International Organization for Standardization requirements for interlaboratory calibrations. Participants set up their instruments on the top of South Table Mountain and, beginning at sunrise, they start taking solar irradiance measurements in groups of 49 observations at 30-second intervals.

    Researchers at the SRRL analyze the data to provide participants with a ratio of their instrument’s measurement to the NREL reference group that allows them to calibrate their instruments to the World Radiometric Reference. Maintaining this traceability to the world standard allows participants to take their instruments back to their organizations and continue doing the important work of solar resource assessment, climate change studies, and atmospheric research with the assurance that their measurements are aligned with the world standard.

    As an example, the U.S. Department of Energy’s (DOE’s) Atmospheric Radiation Measurement (ARM) program personnel James Martin, Jim Stow, and retired Craig Webb participated in this year’s NPC to maintain its traceability of radiometric measurement. This supports the ARM program in closing the gap between the radiative transfer models and solar irradiance measurement.

    NPC participants set up and validate data collection to verify that solar alignment is not lost during the measurements. They need precise solar alignment to ensure they are measuring the full solar irradiance (i.e., the full power of the sun).

    Collaboration at the Event

    After attending this event, participants leave with more than just calibrated instruments. Collaboration and networking are an equally important part for this tight-knit industry to share valuable information about their work across all different industries and in different parts of the world.

    Logan Soldo, one participant at this year’s event from the National Oceanic and Atmospheric Administration in Boulder, Colorado, commented on the value of the opportunity to collaborate.

    “Even just sitting here and learning from all of these people who have been around a lot longer than me is valuable,” Soldo said. “I feel like I’m learning so much.”

    Charles Robinson from Sandia National Laboratory remarked on how he is grateful for the mentorship he has received in this field. His mentor was mentored by one of the men who was at the very first international comparisons back in the 1960s, and Robinson was still using one of those original instruments at NREL’s comparisons.

    Participants from EKO Instruments attended this year’s NPC. EKO manufactures many of the trackers that NREL uses, which orient the ACR to point directly at the sun.

    Tom Kirk of Eppley Laboratories said that he enjoyed the opportunity to be in person with his clients who bought Eppley’s instruments and help them with their instruments in a more hands-on way.

    Erik Naranen of ISO-CAL North America, “a proud member of the sun nerds convention,” remarked on the value of being together with others in the industry. Many of the participants remarked similarly on the value of hearing from some of the experts in the field and being grateful for the chance to spend so much time with them to share their passion for accurate solar resource measurement.

    Future Directions

    The future of metrology is bright because of the work being done by NREL and many others in the field. Their goal is to have the most precise measurements possible to ensure that the research is as sound as possible. Measuring the sun’s power is still a difficult task. But when people know their instruments are sound, they can lay a strong foundation to push the envelope of climate and atmospheric research.

    More than a dozen ARCs are lined up on the top of South Table Mountain, making simultaneous solar irradiance measurements with one another.

    At the XII International Sports Forum “Russia – Sports Power” in Ufa, a plenary session on the topic “Sport – a comprehensive view of the future” was held. Russian President Vladimir Putin spoke at it.

    “The prospects and the future of world sports really need serious, substantive discussion, a joint search for an answer to the question of how to overcome the difficult challenges of our time, prevent a split in the international sports family, cleanse sports of vulgar politicization, double standards, perverted rules, humiliating discrimination, including on the basis of citizenship and nationality of athletes,” the head of state emphasized.

    The moderator of the plenary session was Deputy Prime Minister Dmitry Chernyshenko.

    At the beginning of his speech, he quoted the President’s words: “Our country has been and remains one of the leading sports powers on the planet, the birthplace of great athletes, victories and records.” The Deputy Prime Minister noted that successes in the development of sports are achieved thanks to the synergy of efforts at all levels – government bodies, sports federations, societies, leagues, clubs, the media, as well as the contribution of the citizens themselves.

    According to the Deputy Prime Minister, sport is a powerful tool for interethnic dialogue, a means of building peace, friendship, and cooperation, including in the international arena.

    “Russia always remains true to the principle: sport is a universal language of communication, and it should be outside of politics. For our part, we consistently defend the ideals of fair, open sports competition and continue to strengthen our sports sovereignty. Now we are all consolidated around our President and are using this moment to build a modern sports management system, involving all industry participants, including public organizations, in key processes,” Dmitry Chernyshenko emphasized.

    Russia continues to develop new formats of international competitions, free from the jurisdiction of politicized international sports organizations. One of the most striking examples is the “Games of the Future” project.

    The Deputy Prime Minister stressed the importance of developing sports infrastructure and increasing the level of public involvement in physical education and sports.

    “President Vladimir Putin set the task of involving 70% of our citizens in regular physical education and sports by 2030. To achieve this goal, the Strategy for the Development of Physical Education and Sports was adopted, which defines the main areas of development of the industry until the end of the decade. We see that the results are already truly tangible. Today, more than 56% of people are involved in physical education and sports, and the provision of sports facilities has reached 61.5%. There are about 350 thousand sports facilities of various levels in Russia. Funds for the creation of non-capital structures are also planned in our budget law. This is more than 19 billion, which will allow us to build 350 sports facilities annually,” said Dmitry Chernyshenko.

    In 2023, 72 major sports facilities were put into operation. The plan for this year is another 85. Under the federal project “Business Sprint”, about 150 smart sites and modular halls were opened last year, and another 97 are planned for this year.

    There are about 24 million people registered in the GTO system. About 11 million of them successfully passed the standards and received badges.

    Acting Prime Minister of the Republic of Bashkortostan Andrey Nazarov shared Bashkortostan’s experience in supporting non-governmental organizations in the sports industry.

    “Along with supporting state and municipal sports institutions, we involve and support non-governmental organizations. There are 133 public associations of physical culture and sports orientation registered in the republic, of which 122 are accredited regional sports federations,” said the acting Prime Minister.

    Unity of Fields, a self-proclaimed pro-Hamas, anti-American “direct action network,” promotes acts of militant violence and propaganda against supporters of Israel. The pro-terrorist beliefs and actions of this group, including encouraging attacks on buildings and individuals, prompt a thorough investigation.    
    U.S. Senator Marco Rubio (R-FL) sent a letter to U.S. Department of Justice Attorney General Merrick Garland urging a full investigation into Unity of Fields for acts of domestic terrorism before additional harm or actions jeopardize the United States or its citizens.
    “Unity of Fields runs counter to any of the beliefs and rights which underpin our country’s constitutional system and endangers citizens. As such, I look forward to your prompt investigation into Unity of Fields as you hold them accountable to the fullest extent under the law.”

    Dear Attorney General Garland:
    I write with concern about the increasing violence promoted by groups such as Unity of Fields, formerly Palestine Action U.S., which explicitly support Palestinian terrorism and other anti-Israel, anti-American, and antisemitic terrorist organizations. I request that you immediately open a domestic terrorism investigation into Unity of Fields and utilize all resources available to hold this group accountable under the law.
    As you may know, Unity of Fields is an “anti-Zionist ‘direct action network’” focused on promoting acts of violence and protest against individuals or organizations that the group considers supportive of Israel, Zionism, or American imperialism. Prior to August 2024, the organization was called Palestine Action U.S. and served as a chapter for the United Kingdom-based Palestine Action. In an article originally published in May 2024, Unity of Fields highlighted several beliefs that underpin their movement. Specifically, the group calls for increased escalation in its activities, including no longer disavowing any action in pursuit of its Marxist, anti-Zionist, anti-American agenda, building up militancy infrastructure, and adherence to the belief that the “revolution will come within our lifetimes” as they “will make sure of it.”
    Further, the group encourages the study of revolutionary material in preparation for continued action against the United States and Israel. Specifically, Unity of Fields promotes the writings of Palestinian revolutionary and suspected terrorist Bassel Al-Araj, Mao Zedong’s On Guerilla Warfare, the United States Army Counterinsurgency Manuel as well as numerous other works focused around promoting and conducting insurgencies. The ultimate purpose of the group and its readings is “to open a new front against the US Empire [and] to build the international popular cradle of resistance.”
    Unsurprisingly, Unity of Fields’ efforts have contributed to a recent trend in increasing violence and vandalism against private property and individuals. On their X account, Unity of Fields promoted and encouraged violence in the name of Palestine and anti-Zionism, including a recent attack on the CCNY Advanced Science Research Center and individuals adhering to the belief that “Zionists don’t deserve to live,” even while claiming their organization “doesn’t do actions.”
    Under 18 U.S. Code § 2331, “domestic terrorism” is defined as any activity which “involves acts dangerous to human life that are in violation of the criminal laws” and includes the intent “to intimidate or coerce a civilian population” or “to influence the policy of a government by intimidation or coercion.” Further, the Federal Bureau of Investigation (FBI) developed various terms and methodologies for investigating domestic terrorism threats and plots. Specifically, the FBI views a domestic terrorism plot “as a combination of criminal activity and planning that collectively reflect steps toward criminal action in furtherance of a domestic ideological goal.” A historical view of the Palestinian Resistance Movement demonstrates that violence has become a crucial element of the movement, especially between 1970 and 1973. This is seen among various terrorist spokes of the movement: Hamas, the PLFP, and the Islamic Jihad. Unity of Fields have been outspoken in transitioning into a militant propaganda organization and have cited Houthi Ansar Allah saying, “[t]he meaning of the unity of the fields is that we are all one hand, one leadership, one direction, one goal, and one approach, and any attack on any of the components of the Axis [including Hamas, Islamic Jihad, Houthis, and various Shi’ite groups in Iraq and Syria] is considered a direct attack on us.”
    When comparing Unity of Fields’ own statements and actions to existing government standards for investigating these threats, I believe Unity of Fields should be investigated for any violations of the law before additional harm or actions jeopardizes the United States or its citizens. By rejecting nonviolent means and fully embracing revolutionary and insurgent related tactics as a means of pursuing its hateful beliefs, Unity of Fields runs counter to any of the beliefs and rights which underpin our country’s constitutional system, and endangers citizens. As such, I look forward to your prompt investigation into Unity of Fields as you hold them accountable to the fullest extent under the law.

    As co-chairs of the Congressional Latino-Jewish Caucus, we write to highlight the vital role that the Jewish and Latino communities both play in our nation and South Florida, which we have the honor of representing, but also to the American identity as a whole. Within the framework of Hispanic Heritage Month, we celebrate the close partnership that exists between both of our communities and urge cooperation to address the common challenges that make this partnership so crucial.

    Immigration has played a pivotal role in America’s social fabric. Our families and many of our constituents escaped repressive regimes, whether in Cuba, Nazi Germany, the Soviet Union, or Venezuela, to pursue life in a land with freedom and opportunity. Latinos and Jews have contributed greatly to American business, culture, science, sports, public service enhancing every aspect of our diverse society.

    And while we’re proud of the success we’ve achieved as Americans, we haven’t forgotten our roots, including those still struggling for freedom and opportunity. We are proud diaspora communities with strong ties to our ancestral lands. Shared values of family, faith, and respect for human rights have united our communities and animated Jewish and Latino leadership from the civil rights movement to the fight for a fair and lawful immigration system. These close bonds to our nations of origin position our communities to play a crucial role in driving the United States’ pursuit of justice at home and abroad.

    We still have work to do.

    Here in the U.S., we are committed to working to ensure that our communities are safe from anti-Jewish and anti-Latino hate. As members of Congress, we’ve worked on bipartisan legislation to combat such hate, including the Khalid Jabara and Heather Heyer NO HATE Act, which became law in 2021. This important legislation provides grants to state and local governments to enforce hate laws, and to keep more accurate records on hate crimes.

    According to surveys, 87% of American Jews have observed increased antisemitism in the U.S. since the Oct. 7 attacks. Both antisemitic and anti-Latino/Hispanic hate crimes reached record highs in 2023. The Federal Bureau of Investigation’s (FBI) 2023 Hate Crimes Statistics Report found that hate crimes against Jews increased a staggering 63% year over year, while those targeting Latinos surged by 10.7% last year as well. We’ve seen the horrific damage that can be inflicted by individuals radicalized by hateful conspiracy theories, from the murderous rampage that killed eleven Jews at the Tree of Life Synagogue in Pittsburgh to the vicious attack against Latinos at an El Paso Walmart that killed 23 people.

    Additionally, we must work together to bring home the hostages held by the foreign terrorist organization Hamas, a proxy of the terrorist state of Iran. It is unconscionable that a year later, nearly 100 hostages remain in brutal Hamas captivity. Some of these hostages are both Israeli and Latino— holding dual citizenship from countries like Argentina and Colombia. We call on Hamas to release them now.

    In Latin America, the democratic opposition movements in Cuba, Venezuela and Nicaragua continue to be persecuted by brutal, authoritarian regimes.

    In Cuba, courageous activists demand human rights and democratic change, but many of the July 11, 2021 protesters remain imprisoned.

    In Venezuela, despite all available evidence pointing to the election victory by the opposition, Maduro refuses to face the truth. We strongly condemn the Maduro regime’s actions to subvert Venezuela’s once-democratic institutions, which has resulted in nearly eight million Venezuelans being forced into exile—many of whom have resettled in our communities.

    In Nicaragua, religious freedom has been quashed, with clergy forced into exile in unprecedented numbers, including the forced exit of the entirety of Mother Theresa’s order in Nicaragua.

    We also roundly denounce these regimes’ shameful persecution, antisemitism, and delegitimization of their small Jewish communities, sentiments that are unfortunately reflected by other leftist governments in the region like Colombia.

    Additionally, Russia and Iran, which support transnational repression and amplify racist and antisemitic extremism to sew divisions, have made our world a more dangerous place.

    That’s why our communities must continue working in partnership and solidarity to combat hate, promote freedom and oppose dictators and violent organizations that defy our values. We’ll keep building bridges between Jewish and Latino Americans because we believe they can help guide our nation toward a just future.

    Within the framework of Hispanic Heritage Month, let’s celebrate our common bonds while continuing to look out for one another.

  • MIL-OSI Global: World Update: how the Middle East conflict could escalate

    Vladimir Putin’s regular threats about his nuclear arsenal have focused minds on the existential threat his nuclear weapons still represent. But it’s the volatility of the situation in the Middle East that has added a worrying degree of uncertainty to the international situation.

    A year after the brutal Hamas attack on Israel – and after months of tit-for-tat missile attacks between Israel and Iran – Israel has commenced a ground invasion of Lebanon which pits the Israel Defense Forces (IDF) directly against Iranian proxy Hezbollah.

    At the same time, the government of Benjamin Netanyahu is pursuing an ever more drastic campaign against Hamas in Gaza. It is now reportedly planning to expel all residents from the north of the enclave in order to establish a military zone there. Meanwhile it has ramped up its attacks on the Iran-backed Houthi rebels in Yemen and against Iranian proxies in Syria.

    All-out war between Israel and Iran remains unthinkable, even as questions are raised about Iran’s nuclear ambitions. And yet, as any historian will tell you, the wrong combination of miscalculation, errors of strategic judgement and failures of diplomacy to cause things to escalate with alarming rapidity.

    In 1997, Austrian economist Friedrich Glasl published a model of conflict escalation which is generally accepted as the best study of how disagreements can develop into disastrous warfare. It maps, in nine stages, how a conflict can develop from tension between antagonists to a situation into which the warring parties plunge “together into the abyss”.

    Matthew Powell, a historian of warfare, compares Glasl’s model to the situation between Israel and Iran. He assesses the two antagonists have have reached stage seven, “where they are launching limited blows against each other while avoiding direct confrontation. Both want to make their adversary consider whether the cost of continuing is worth the potential rewards that can be gained”.

    Powell believes that both sides presently seem keen to remain at arms length for fear that a direct conflict could plunge them – and their allies – into the aforementioned abyss.

    For longtime Middle East analyst Paul Rogers, one of the key issues governing the likely future of the conflict is likely to be the domestic politics of Israel. He has watched the country move steadily to the right over more than 50 years, to the extent that the Netanyahu government is now heavily influenced by religious nationalists. Netanyahu has depended for two years on the support of some of the more extreme elements on Israel’s political fringe in order to stay in power.

    These hardliners, Rogers writes, are willing to subvert Israeli democracy itself in order to realise their dream of “Messianic Judaism”. A byproduct of this dream would be to push the Palestinian population out of Gaza, which would be a disaster for regional stability. The irony is that by making war on Lebanon, Netanyahu has managed to improve his standing with the Israeli people and is no longer as dependent on political hawks.

    Campaign in Lebanon

    Of course, what may be good for Netanyahu is a disaster for Lebanon, where the death toll is rising daily and more than one-quarter of the population has been displaced.

    While Israel’s air force has launched 140 airstrikes across the country, most of the activity has focused on the border areas in the south of the country, where the IDF is reported to be clearing villages, perhaps in anticipation for setting up a buffer zone there.

    Over the past fortnight there have been repeated incidents where the IDF have – apparently deliberately – targeted units of the United Nations Interim Force in Lebanon (Unifil). This peacekeeping force was set up in 1978 and has the mandate to enforce the UN’s resolution to prevent clashes between Israel and Hezbollah in southern Lebanon. Netanyahu has demanded that Unifil move its peacekeepers out of the conflict zone, but so far the UN troops, led by France and Spain, have refused to leave their posts.

    Vanessa Newby and Chiara Ruffa, with input and advice from former senior Unifil political and civil affairs officer John Molloy, (formerly of the Irish Defence Forces) have been tracking the incidents. Most recently they involved an IDF tank firing on a Unifil watchtower and has resulted in a growing number of casualties among the peacekeepers.

    Newby and Ruffa believe that Israel wants to remove Unifil from southern Lebanon because it wants to carry out its operations without the scrutiny of an international observer. They also speculate that the sheer number of forces being moved by the IDF into south Lebanon indicates that Israel may be planning to occupy a swath of territory beyond what its military has described as a “limited, localised, and targeted” operation.

    Meanwhile tensions are rising between Hezbollah and other sections of Lebanese society. We’ve seen this before, and it has never gone well, writes Mohamad El Kari, who has witnessed the challenges to security in Lebanon firsthand as a translator.

    He fears that Israel’s assassination of Hezbollah leader Hassan Nasrallah will kick off a bout of factional infighting that could seriously destabilise a country that is already showing signs of serious social and political instability. In some areas, Kari writes, people were dancing in the streets at the news of Nasrallah’s death. Not a good sign for Lebanon’s fragile stability.

    90 seconds to midnight

    All this talk of escalation had me reflecting on history. I grew up during the cold war under the shadow of the nuclear threat. As a schoolboy in the 1970s, I was taken to a nuclear bunker where, in the event of a nuclear attack on the UK, key personnel would have sheltered as they ran secure communications.

    As a student in the 1980s, I shared a house with several women who would spend weekends at Greenham Common airbase where they protested against the presence of nuclear weapons there. I remember the gallows humour with which we greeted the government’s Protect and Survive campaign, which encouraged building makeshift nuclear shelters under the stairs.

    The peace movement of the day adapted the campaign into the slogan “protest and survive” and the Raymond Briggs graphic novel When the Wind Blows darkly lampooned the government’s advice with its portrayal of an elderly couple following the government’s instructions with predictably tragic results.

    In 1984, Britain was horrified by the BBC film, Threads, a docudrama based on the idea of a nuclear attack on Sheffield. The premise called for a confrontation between Nato and the Warsaw Pact after a US-sponsored coup in Iran. It showed how quickly an international crisis could degenerate into global nuclear conflict and, in turn, how quickly societal collapse was likely to follow.

    Then in the 1990s the nuclear threat seemed to diminish. The collapse of the Soviet Union and treaties to limit the spread of nuclear weapons and decommission existing stockpiles meant that, for most of us anyway, the idea of a nuclear holocaust receded to almost nothing.

    The BBC recently screened the film again, to mark its 40th anniversary, and has made it available for streaming on iPlayer. The Independent’s preview of the screening noted that the Doomsday Clock, which atomic scientists use to indicate how close the world is to nuclear disaster, is set at 90 seconds to midnight, the closest it has ever been. The scientists said that conflicts in Ukraine and Gaza, with the prospect the latter might spread across the Middle East had made the world a much more dangerous place in 2024. And so it has come to pass.

    Philosopher Mark Lacy was shown the film as a schoolboy and doesn’t intend to watch it again. But he’s an expert in the changing nature of warfare and he has seen how conflicts can explode out of “accidents, miscalculations and errors of strategic judgement”.

    He is concerned that, unlike in the cold war where events were largely controlled by “rational actors” who were all too aware of the potential for “mutually assured destruction” and made their calculations accordingly, today’s leaders may not act with the same circumspection. And this is what makes the world a much more dangerous place.

    Today, Hamas leader and architect of the October 7th attacks on Israel, Yahya Sinwar, was killed in a targeted military operation conducted by Israel, the Israeli Defense Forces (IDF) confirmed. 

    “The world is safer today thanks to the Israeli military operation that eliminated Hamas leader Yahya Sinwar. American citizens have been killed by Sinwar and his terrorists, and his death today is justice for the families of his victims. I will continue to stand with Israel as it fights to free the remaining hostages and defeat Hamas,” said Congressman John Moolenaar.

    Sinwar organized the attacks against Israeli civilians on October 7, 2023, where Hamas brutalized communities in southern Israel. Hamas killed more than 1,200 innocent civilians, and took 254 people, including 12 American citizens as hostage on October 7.

  • MIL-OSI USA News: Statement from President Joe  Biden on the Death of Yahya  Sinwar

    Early this morning, Israeli authorities informed my national security team that a mission they conducted in Gaza likely killed Hamas leader Yahya Sinwar.  DNA tests have now confirmed that Sinwar is dead.  This is a good day for Israel, for the United States, and for the world. 

    As the leader of the terrorist group Hamas, Sinwar was responsible for the deaths of thousands of Israelis, Palestinians, Americans, and citizens from over 30 countries.  He was the mastermind of the October 7th massacres, rapes, and kidnappings.  It was on his orders that Hamas terrorists invaded Israel to intentionally – and with unspeakable savagery – kill and massacre civilians, a Holocaust survivor, children in front of their parents, and parents in front of their children. 

    Over 1,200 people were killed on that day, the deadliest day for Jews since the Holocaust, including 46 Americans.  More than 250 were taken hostage, with 101 still missing. That number includes seven Americans, four of whom are believed to still be alive and held by Hamas terrorists.  Sinwar is the man most responsible for this, and for so much of what followed.  

    Shortly after the October 7 massacres, I directed Special Operations personnel and our intelligence professionals to work side-by-side with their Israeli counterparts to help locate and track Sinwar and other Hamas leaders hiding in Gaza. 

    With our intelligence help, the IDF relentlessly pursued Hamas’s leaders, flushing them out of their hiding places and forcing them onto the run.  There has rarely been a military campaign like this, with Hamas leaders living and moving through hundreds of miles of tunnels, organized in multiple stories underground, determined to protect themselves with no care for the civilians suffering above ground.  Today, however, proves once again that no terrorists anywhere in the world can escape justice, no matter how long it takes.

    To my Israeli friends, this is no doubt a day of relief and reminiscence, similar to the scenes witnessed throughout the United States after President Obama ordered the raid to kill Osama Bin Laden in 2011.

    Israel has had every right to eliminate the leadership and military structure of Hamas. Hamas is no longer capable of carrying out another October 7.

    I will be speaking soon with Prime Minister Netanyahu and other Israeli leaders to congratulate them, to discuss the pathway for bringing the hostages home to their families, and for ending this war once and for all, which has caused so much devastation to innocent people.  

    There is now the opportunity for a “day after” in Gaza without Hamas in power, and for a political settlement that provides a better future for Israelis and Palestinians alike.  Yahya Sinwar was an insurmountable obstacle to achieving all of those goals. That obstacle no longer exists. But much work remains before us.

    Earlier this week, I had the privilege of speaking with representatives of your countries here in New York.

    Today I want to speak to you directly.
     
    I want to say to you what I said to them: 

    I am full of admiration and gratitude to the men and women of UNIFIL. 

    I am so proud of you — and I know your countries are proud of you, too.

    You should know that here in New York, we are all very aware of your bravery during some of the most challenging moments in the history of UNIFIL.

    I have been crystal clear:  the safety of United Nations personnel is our highest priority.

    And all parties have an obligation to ensure the safety of our personnel.

    The inviolability of UN premises must be respected, at all times.

    Attacks against UN peacekeepers are completely unacceptable.

    They are in breach of international law, against international humanitarian law and may constitute a war crime.

    Despite all the challenges, UNIFIL remains in its positions.

    Every day you keep the blue flag flying — and ensure the primacy of international law. 

    I am in constant contact with General Lázaro – assessing the latest developments. 

    Our path forward is clear.

    We need an immediate ceasefire and the full implementation of resolution 1701.

    The men and women of UNIFIL are tirelessly working to give our diplomatic efforts a fighting chance.

    IPC REPORT
    The Secretary-General said that he is alarmed by today’s IPC report findings that high displacement and restrictions on humanitarian aid flows mean that the people of Gaza are facing catastrophic levels of hunger. One year into the conflict, famine looms. This is intolerable, the Secretary-General said.
    Mr. Guterres said that crossing points must open immediately, bureaucratic impediments must be removed, and law and order must be restored so that UN agencies can deliver lifesaving humanitarian assistance.
    Earlier today, the World Food Programme and the Food and Agriculture Organization said that the latest findings of the Integrated Phase Classification (IPC) report, collecting the work of 16 UN agencies and NGOs, make clear that the risk of famine persists across the whole Gaza Strip. Given the recent surge in hostilities, there are growing concerns that this worst-case scenario may materialize.
    Between September and October 2024, the whole territory is classified in IPC Phase 4 – Emergency. About 1.84 million people across the Gaza Strip are experiencing high levels of acute food insecurity, classified in IPC Phase 3 – Crisis – or above, including nearly 133,000 people facing catastrophic food insecurity, which is IPC Phase 5. Acute Malnutrition is ten times higher than before the escalation of the hostilities.
    The report adds that nearly the entire population has been displaced multiple times, risking injuries or death from shelling and aerial bombardments, while many vulnerable groups are unable to relocate or find safe shelter. The majority are living in temporary makeshift camps with an alarming density of almost 40,000 people per square kilometre.

    OCCUPIED PALESTINIAN TERRITORY
    Our colleagues from Office for the Coordination of Humanitarian Affairs warn that the ongoing Israeli military operations in northern Gaza are putting tens of thousands of civilians in grave danger. OCHA stresses once again that civilians in the north and across Gaza must be protected. Moreover, the military offensive in northern Gaza is also choking off people’s access to the essentials for their survival, including water.
    Intense hostilities, evacuation orders, and loss of access to numerous water, sanitation and hygiene facilities in northern Gaza have rendered a number of systems for water production and wastewater collection inoperable. In Jabalya and Beit Lahya, water production from municipal wells is currently at zero. That’s according to our partners, who are also doing everything possible to provide access to water for people throughout Gaza. As of a week ago, they reported that 638 cubic metres of water were being distributed in northern Gaza on a daily basis through water trucking. For your reference, daily water distribution throughout all of Gaza prior to October 2023 was 380,000 cubic metres.
    Meanwhile, in central Gaza, we and our humanitarian partners working to support water, sanitation and hygiene services there are preparing for winter and taking urgent steps to mitigate the risk of flooding. These include rehabilitating wastewater pumping stations in Deir al Balah and removing solid waste and cleaning stormwater channels in An Nuseirat refugee camp. Partners are also rehabilitating drainage systems and working to procure dewatering pumps.
    Also in central Gaza, the World Health Organization reports that the second round of the polio vaccination campaign there concluded yesterday, with more than 181,000 children receiving the vaccine and over 148,000 children getting vitamin A supplements. Eight health facilities in central Gaza will continue to provide polio vaccines for families who were unable to bring their children to be vaccinated over the past three days.
    The second round of the polio vaccination campaign is expected to start in southern Gaza tomorrow.
    Meanwhile, in the West Bank, OCHA warns that Israeli settler violence in the context of the ongoing olive harvest season is threatening people’s safety and livelihoods. Since the beginning of the month, OCHA has documented 32 attacks by Israeli settlers, during which 39 Palestinians harvesting olives were injured and about 600 trees and saplings were vandalized, sawn off, or stolen.

    Speaking to leaders, Parliament President Metsola reiterated Parliament’s unwavering support for Ukraine. She called for a coordinated European approach to ensure the integrity of Schengen.

    On Ukraine

    It has been almost 1,000 days of aggression in Ukraine. We will, and we must, keep standing with Ukraine – and equally we need to reinforce our efforts for peace. A peace that is rooted in freedom; that is anchored in dignity and that is built on justice. A peace that is not a capitulation. A peace that protects our values. Anything less than that is no real peace at all.

    When we talk about Ukraine’s future and putting an end to this terrible war, we need to be clear: only a strong, sovereign Ukraine can achieve that. The European Parliament stands firm in its conviction: nothing about Ukraine without Ukraine.

    Next week the European Parliament will take a final vote in plenary to support Ukraine with an exceptional Macro-Financial Assistance loan of up to 35 billion Euros. Politically and technically, we are proud to have done our work.

    On Middle East

    Alongside the recent escalation in Lebanon, including now involving the United Nations Interim Forces in Lebanon, it is more critical than ever to find a sustainable solution and to do so urgently. Europe has a role to play here and we cannot be found wanting.

    The European Parliament’s position is clear. Our calls for the immediate release of the remaining hostages will remain steadfast. Our calls for a ceasefire will remain resolute. Our efforts towards de-escalation will remain strong. And our work for a real, dignified, sustainable, long-term peace in the region, based on two States that gives real perspective to Palestinians and security to Israel, will remain unwavering.

    We cannot ignore the ripple effects of instability. What happens in Eastern Europe, in the Middle East, in Northern Africa or anywhere else near our borders, does not just stay isolated – it has consequences for Europe. Nowhere is this more visible than in the area of migration.

    On Migration

    The EU Migration and Asylum Pact, which we adopted earlier this year after a decade of political impasse, offers a pathway forward. But it will not work if, in moments of pressure, we undermine what we have built together. That is why it is important that we scale-up efforts to swiftly implement the Pact.

    Our commonly agreed-to framework that protects our borders, but that is also fair with those eligible for protection, that is firm with those not eligible and who must be safely and swiftly returned, and that – critically – is harsh against the trafficking networks, including malign States like Russia and Belarus using hybrid threats, preying on the vulnerable and weaponising migration.

    The nature of these hybrid threats [coming from Russia and Belarus] require us to think outside the box. We must respond to those actors who seek to abuse the systems we built for the betterment of man, against the very humanity they are meant to protect. And we can do so within the parameters of our values and legal frameworks.

    The key here is cooperation. The real solution is a European solution – one that is broad, that is holistic, and that is sustainable. Because only a coordinated European approach can ensure the integrity of our Schengen area.

    Raymore, Mo. – Following recent U.S. airstrikes against Houthi targets in Yemen, Congressman Mark Alford (MO-04) emphasized the critical role that the B-2 Spirit stealth bomber and the men and women of Whiteman Air Force Base play in securing America’s national defense and deterring global threats.

    This is the first time that the U.S. has used bombers against the Iran-backed Houthi rebels. 

    “Whiteman Air Force Base is home to the B-2 stealth bomber, a cornerstone of America’s ability to deter threats and project power worldwide. We’re grateful for the dedicated service members at Whiteman who were vital in carrying out this key strike against the Iran-backed Houthi rebels. The reckless attacks by these terrorists in the Red Sea against global trade and military personnel cannot continue to go unanswered. The men and women of Whiteman are always ready to answer the call,” said Congressman Alford.

    On Wednesday, the U.S. announced it hit Houthi targets in Yemen with long-range bombers in an effort to discourage further attacks against commercial and military vessels in the Middle East.  The strike included U.S. Air Force and Navy assets, including B-2 Spirit bombers. 

    In recent military operations, the B-2 has proven its unmatched capability to penetrate fortified targets. This success highlights the critical role that Whiteman Air Force Base plays in defending the United States.

    “Your baby has failed” isn’t a phrase any parent wants to hear. Yet for parents born with deaf children, babies are labeled failures before even leaving the hospital because they don’t pass mandated hearing tests. The weight and impact of that label is never felt by the hearing population because in an audio-dominant world, there’s no such thing as a mandatory sign language test. It’s no surprise, then, that systems fail to design for what dominant culture does not see or value: the creativity, brilliance, and depth of deaf culture.

    When my parents found out I was deaf, my mother cried, worrying that I would have to navigate the challenges she and my father endured. Like me and my sister, both of my parents are deaf. As author Isabel Wilkerson describes in her book about race, Caste: The Origins of Our Discontents, my parents experienced firsthand how our world is run by a caste system that is “about respect, authority and assumptions of competence — who is accorded these and who is not.”

    From medicine to education, our systems are developed and implemented based on policies, attitudes, and institutional practices. It’s not biology that disables people in the Deaf or Disability community; it is the mismatches between our abilities and designed systems not designed for us. As disability rights activist Haben Girma put it, “They designed this environment for people who can see and hear. In this environment, I am disabled. They place the burden on me to step out of my world and reach into theirs.” Those mismatches place a disability tax on Deaf people at an early age. For example, fighting for accommodations like sign language interpreters for school, work, or receiving healthcare, or having the courage to speak up in the face of discrimination.

    Despite the exclusion, ridicule, and language deprivation — my parents didn’t learn sign language until I entered elementary school because their [hearing] parents were told that they had to ‘talk’ (eg: speech) to succeed in life — they were never without hope. “Deaf people can do anything hearing people can, except hear,” said Dr. I. King Jordan, the first Deaf president of Gallaudet University. When a child endures language deprivation, they don’t get adequate exposure to other forms of effective communication, thus delaying their cognitive, social, and emotional development. Ultimately, having my sister and I would give new meaning to my parents’ personal histories and broaden their perspective in profound ways. As a born failure, I grew up in a world of mismatches, but as desktop computers became more readily available, those mismatches would lead me down a path of using my lived experience to break barriers in society, design and technology.

    Technology cracks the door open

    Growing up, there weren’t really computers in classrooms and since most kids my age didn’t care for them, I was one of the first kids in my area to start using a computer. Since I had limited access to communicate with my classmates, computers helped me fill the time. My first computer was a PowerMac G3 Desktop, gifted by my cousin who ran his own design firm. I tinkered with different programs and video games like Backyard Baseball (1998) and the door to my future slowly opened.

    I got my second computer in 7th grade because my parents were trying to be creative in how I would keep up in class with note taking. Pencil and paper weren’t working for me. My eyes were focused on my interpreter, the whiteboard, and just taking everything in. Couple that with the fact that teachers don’t stop speaking just because you’re looking down to write, and it’s not a surprise that I missed a lot of information. Typing notes was much faster than writing, so my school provided a PC and that widened the doorway to technology. It was a Dell Inspiron 8100 with Windows 2000 that was built like a tank, and it was really heavy! I sank a lot of time on that computer and surfed on the Internet quite often to learn just about anything. Ask Jeeves was my best friend, eventually replaced by MSN search and Google.

    Access to information was my lifeline to learning about the world… and I did it through technology because I didn’t receive my information from conversations around the room. This wasn’t from lack of effort. I took over 15 years of speech training and learned to speak quite well to try and meet people halfway. The problem was, when they responded, I would only partially or pretend to understand, nodding my way through communication mismatches. This led to shallow interactions and pretending didn’t feel good because there was always something lacking — a missed opportunity for true human connection — when people were not willing to meet me halfway. These days, I rarely speak. Primarily using sign language gives me 100% access. I also use a notetaking app using speech-to text on my phone to interface with folks who don’t know sign language.

    Using a Deaf lens at Microsoft

    Designing at Microsoft, I often think about my lived experience and bringing empathy to the mismatches I face daily. I may be an avid user of technology, but there is plenty of room for technology to grow and fill accessibility gaps. I advocate for accessibility not because I want to, but because I have to. Design should be about how Deaf people experience the world, anticipating every need, and shifting left to prevent issues later in the product cycle. Differing lived experiences inform our unique perspectives, creating an exchange that can open opportunities. Overlooked problems get discovered and the approach to solving them become very mindful and effective.

    As a profession, design has evolved tremendously in the past few years, moving from the aspirational towards the functional. UX mismatches in the systems we use still exist because, while they’re made based on a very wide set of users, they still lack all of the necessary elements for me to be accommodated. To solve these problems, we sometimes need to focus on “design for one and solve for many.” In other words, when we focus on designing for a single problem (or disability), it helps us to navigate the problem space writ large using empathy, our lived experiences, and leveraging co-design principles.

    Part of what catalyzed many recent changes in design thinking was the 2020 Pandemic and rapid transition to remote work. For Deaf folks, we quickly found that video conferencing was the great equalizer because for once we were on equal footing with our peers. Meetings were more mindful and easier to track because people couldn’t talk over each other. This made work easier for Deaf people as others modified their behaviors to ensure clear audio or taking turns when speaking in meetings. Deaf people could also rely on captions to figure out who was speaking or catch the dropped information that interpreters may miss due to accents or things being lost in translation. For the first time, millions of people were experiencing Deaf gain. Communication and human connection through technology was improved by the Deaf community because anyone could use those features (including folks forced to mute their audio thanks to a screaming kid in the background!).

    UX for Sign Language View in Teams. The D/HH experience in Microsoft Teams has driven the development of accessibility features like Sign Language View, designed specifically for those who rely on sign language for communication. Through a collaborative, co-design process with the D/HH community and sign language interpreters, we have developed features that ensure sign language users can perform at their best in any virtual collaboration setting. Key enhancements — such as the ability to manage and prioritize a list of signers, improved video quality for clearer sign language visibility, and simplified meeting controls — empowering D/HH users to engage quickly, fully and confidently.

    The creation of Sign Language View in Teams

    One shortfall of this new way of working, however, was the existing captioning solutions. It was painful for my Deaf peers and I to have to turn on captions with each call. Every time, you had to look for and prioritize the interpreters, open the chat window, and then finally be ready to participate in meetings. This design mismatch led to two Deaf employees (myself and a coworker) innovating an UX proposal for Microsoft Teams that would be more accommodating for Deaf users. Sign Language View was born out of a mismatch that we as employees faced daily, to the point that it was weighing on our disability tax. These days, I can now join meetings with less friction than I had before — but there are still more doors to open and work to do!

    With AI, it’s truly an exciting time in tech and so much is yet to be determined. This makes it critical to enter the space with curiosity, humility, and nuance. People in the Deaf and Disabled community operate outside of societal norms, attuning us to gaps often missed by others. That creates a very sensitive, nuanced lens and curiosity is also often at play. When your ability to succeed is determined by how creatively you can hack a system that doesn’t work for you, it necessitates innovation. In totality, this gives us a lens to approach problems in ways that may be more holistic than traditional design best practices.

    Co-design is great, but representation is an even better way to ensure people with lived experiences work directly to solve problems for their own communities. Ultimately, this leads to more equitable products for everyone and potentially more enjoyable ones, too. With sign language, for example, people often see it as a lesser form of communication but it’s highly expressive and an integral part of our cultural identity. People often want to travel to other countries to enrich their own lives by better understanding different ways of living. Living without sound is another way of experiencing life, and Deaf culture has its own social beliefs, behaviors, traditions, art, and values.

    American Sign Language for “empathy” shows two people, one of which is the signer. With one hand close to the heart, both hands sign the word ‘UNDERSTAND,’ showing how sign language can expressively convey empathy for different viewpoints.

    So, of the 90% of deaf children born to hearing parents, what if instead of being given the “bad news,” they were told they now had the chance to dive into a culture rich with language and expression? I think it could help erode the disability tax over time, leading to products and systems that are truly meant for all.
