    Washington, D.C. – On the anniversary of the October 7th terrorist attack on Israel, U.S. Senator Roger Marshall, M.D. joined a resolution sponsored by Senator Joni Ernst (R-IA) fully condemning the Iran-backed Hamas terrorist regime for its actions, supporting the forever survival of Israel, and calling for the safe release of American hostages. Every Republican senator has cosponsored this resolution. 
    Senate Republicans stand united in opposing violent antisemitic protests and Iran-backed Hamas’ use of rape as a weapon of war. The Senators also reiterate Israel’s right to defend itself and emphasize the importance of denying Hamas the ability to reconstitute in the region to ensure the horrific events of that day are never repeated.

We will never forget those lost in the evil attacks and continue to pray for the safe return of those still held captive by Hamas.     Terrorism is an ongoing threat in Kuwait. There is a continued threat of attacks in the Gulf region, including on Western interests, residential compounds, military, oil, transport and aviation interests. Places of worship have been attacked in the past. Further attacks are possible and could be indiscriminate.

    New Zealanders in Kuwait are advised to maintain a high level of personal security awareness, particularly in public places known to be frequented by foreigners.

  • MIL-OSI New Zealand: Lebanon struggles to cope as over a million people flee Israel’s military invasion

    The Lebanese authorities, communities and humanitarian agencies are struggling to shelter and provide the necessities of life to over one million people fleeing Israel’s airstrikes and invasion to the south, Oxfam said today.
    Oxfam is working with local partners in Lebanon and alongside other aid agencies as part of the government’s humanitarian response plan following Israel’s invasion of Southern Lebanon and aerial bombardment.
    Oxfam assessments in shelters across Lebanon have found people most need mattresses, bedding, and cooking and sanitation items. Women also need sanitary pads, towels, and underwear. Oxfam and partners have started distributing some of this aid as well as water.
    Gheith Bittar, Executive Director for Oxfam partner SHIFT – Social Innovation Hub, said more displaced people are arriving by the day and he fears shelters may buckle under the strain.
    “The shelters are not ready to host the number of IDPs we are taking on and 629 are already full. They are public schools that are not equipped to be shelters and we are facing problems. For example, we don’t have hot water for showers. We will get to a point where we won’t be able to cope. Without funds, we cannot sustain our support to the shelters. The ground invasion will only increase the number of IDPs, and we have already seen an increase in the number of displaced people on a daily basis with the continuous bombardment. The situation will only get worse as winter approaches.
    “People are coming to us traumatised. Most of them have lost their houses and relatives. Some of them were scared because of the scale of bombardment as they were fleeing, and many others because of their fear of the unknown coming to a new city. People are suffering, they have many, many, issues to think about,”
    Oxfam says without a ceasefire the greenlight by Israel to a ground invasion in southern Lebanon will likely lead to a further escalation of the conflict and fighting, that will cause even more destruction of communities and inflame an already volatile region.
    “The ground invasion and bombardment that includes Beirut and the southern suburbs will create a serious challenge for the humanitarian system in a few short days. People are being forced to flee with little to no notice, and often having to leave everything behind to shelters that are inadequate or sharing crowded homes with few essential supplies. None know when they can return. Without a ceasefire the number of people desperately in need will only grow, as will their needs. The shelter system is set to collapse if there is no peace on the horizon,” said Oxfam’s Lebanon Country Director, Bachir Ayoub.
    “The needs of people in Lebanon who’ve been injured, traumatised and displaced, in fear of what the future might hold for them, are already huge. No other solution other than a ceasefire can alleviate the crisis they are facing,” Ayoub said.
    There must be an end to this violence. All parties must stop fighting. We need safe space to get people the aid they need,” he said.

    Israel, the Occupied Palestinian Territories and Iran: Security Situation

    On 7 October 2023, rockets were fired from Gaza across southern and central Israel, including Tel Aviv and Jerusalem. There is currently a large-scale ongoing conflict occurring in areas of southern Israel close to the border with Gaza and within Gaza. Israel has expanded its ground operations in Gaza and military operations are ongoing.

    There are also ongoing Israeli military airstrikes in southern Beirut and southern Lebanon as well as regular exchanges of mortar and artillery fire. We are providing more information on the security situation in Lebanon here.

    The security situation remains highly volatile and fluid. New Zealanders should leave Israel, the Occupied Palestinian Territories, Lebanon and Iran now, while options remain available. International borders (air and land) could close at short notice. Your travel may be impacted.

    Regional tensions in the Middle East are high and could escalate quickly, and the security situation could deteriorate further with little or no notice. In an attack or other armed conflict, you should follow the advice of local authorities. Increased tensions may also result in airspace closures, flight cancellations and diversions and other travel disruptions.

    Demonstrations and unrest linked to the situation in the Middle East are occurring in countries worldwide. If you’re travelling overseas, it’s important to be aware of your surroundings and follow the instructions of the local authorities. Monitor local and international media for information about possible safety or security risks.

    Lebanon: Security Situation

    The security situation in Lebanon continues to be volatile. There are ongoing Israeli military airstrikes in southern Beirut and southern Lebanon. Israeli military ground operations in southern Lebanon are likely to continue. Tensions are high and the conflict could deteriorate quickly or spread to other areas in Lebanon with little warning. Your ability to move to safety could be impacted. We continue to advise that New Zealanders do not travel to Lebanon. If you are currently in Lebanon, our advice remains that New Zealanders should leave now.

    New Zealanders in Lebanon are strongly encouraged to register their details with the Ministry of Foreign Affairs and Trade to receive the latest advice and information.

    Flight availability is now limited, and increasingly expensive. We encourage New Zealanders in Lebanon to continue working with airlines and their travel agent to secure departure bookings as soon as they become available. When we become aware of flight opportunities for New Zealanders we are communicating these via the SafeTravel registration system.

    New Zealanders who wish to depart Lebanon should ensure they have valid travel documents and, if required, appropriate visas for onward travel.

    Be prepared to shelter in place for an extended period. Make sure you have enough supplies including food, water, medicine, radio, torches and batteries. Know where your identity documents are, including your passport.

  • MIL-OSI China: Gaza turned into graveyard after ‘brutal’ year: UN agency

    The year-long “brutal” war has turned the Gaza Strip into a graveyard for tens of thousands and a sea of rubble, the UN agency for Palestine refugees said Monday.

    “Twelve months of brutal war have transformed the Gaza Strip into an unrecognizable sea of rubble and a graveyard for tens of thousands of people, among them far too many children,” Philippe Lazzarini, commissioner-general of The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), said on social media platform X on the first anniversary of the Gaza conflict.

    “One year has passed, and not a day goes by without families in Gaza being subjected to unspeakable suffering, as forced displacement, disease, hunger, and death have become the daily norm for 2 million people trapped in a bombed-out and besieged enclave,” Lazzarini said.

    “Children have been the first and most to suffer. Beyond the killing and injury, every child in Gaza is traumatized, many with life-long invisible scars. More than 650,000 children are losing another year of learning. Instead of being in classrooms, they are sifting through the rubble in despair and fear,” he said.

    Lazzarini noted that the Middle East is “sinking deeper into conflict, killing, and sheer horrors.”

    “The expansion of the war into Lebanon is wreaking havoc on civilians, many forced to relive traumas of the past,” he said.

    Israel has been launching a large-scale offensive against Hamas in the Gaza Strip to retaliate against a Hamas rampage through the southern Israeli border on Oct. 7, 2023, during which about 1,200 people were killed and about 250 taken hostage.

    The Palestinian death toll from ongoing Israeli attacks in the Gaza Strip has risen to 41,909, with injuries up to 97,303, Gaza-based health authorities said in a statement on Monday.

  • MIL-OSI USA: Ernst Grades Biden-Harris Middle East Policy an “F”

    WASHINGTON – On the one-year anniversary of the barbaric Oct. 7 attacks by Iran-backed Hamas, U.S. Senator Joni Ernst (R-Iowa) analyzed Joe Biden and Kamala Harris’ five goals for the Middle East outlined in their 2022 National Security Strategy.
    Based on their selected objectives of supporting allies, deterring adversaries, promoting regional stability, strengthening partnerships, and protecting basic human rights, Senator Ernst detailed how the White House has come up short at every turn. She pointed out that they have withheld critical weapons from our ally Israel, allowed Houthi rebels to terrorize shipping lanes, let Iran reap billions from illicit oil sales, neglected to build upon the historic Abraham Accords, and failed to properly condemn Hamas’ use of rape as a weapon of war.
    “Mr. President and Madam Vice President, you have succeeded in none of the five objectives you set out for the Middle East. If this were a graded test, you would receive an F,” wrote Ernst. “Despite the fantastical claims by your Secretary of State last week, your administration’s strategy has put the United States in a much weaker geopolitical position today than it was four years ago. The American people, our servicemembers, and our allies and partners deserve better.”

    Background:
    On October 7, 2023, Ernst was in the Middle East and went into Israel just days after Iran-backed Hamas’ attacks to show her support for our ally.
    Since then, she has kept up the pressure to bring the hostages home, held the Biden-Harris administration accountable to their “ironclad” commitment, and continued to stand with Israel.
    In January 2024, Ernst returned to the Middle East and advocated for the release of the hostages in meetings with senior leadership and lead negotiators in Egypt, Israel, Qatar, and Bahrain.
    In May 2024, she was in Israel when she received reports that the United States withheld an ammunition shipment to Israel and immediately demanded answers from President Biden to hold him accountable for his “ironclad” commitment to our greatest ally in the Middle East.
    In September 2024, Ernst traveled to Israel, Jordan, Saudi Arabia, Egypt, and Qatar to secure a deal that ensures the survival of Israel, destroys Hamas’ ability to reconstitute in the region, and brings the American hostages home.

  • MIL-OSI United Nations: Statement by UNFPA Executive Director, Dr. Natalia Kanem on the suffering of women and girls in the Middle East

    Today marks one year since the horrific 7 October terror attacks by Hamas and other armed groups on Israel in which more than 1,250 people were killed, hundreds taken hostage and acts of egregious sexual violence reported. This has been followed by Israel’s deadly military campaign in Gaza, where months of relentless bombardment and ground operations have killed more than 41,000 people – most of them women and children – and caused untold pain and destruction. 
     

    More than 2 million people in Gaza lack the basic necessities to survive – sanitation, health care, shelter, electricity and protection. Families have been forcibly displaced multiple times, moving from one unsafe place to another, with no escape and no home to which to return. Two million people have lost everything, their neighborhoods reduced to rubble. Around 96 per cent of the population faces crisis levels of hunger or worse. At the same time, the situation in the occupied West Bank, including East Jerusalem, continues to deteriorate. Life for millions in Palestine, Israel, and now across the region has changed forever. The rights and dignity of women and girls have been severely compromised. 
     

    The 155,000 pregnant women and new mothers in Gaza struggle every day to keep themselves and their babies alive, with the healthcare system in ruins and facilities deprived of the supplies they need to operate. Women’s chances of miscarriage or dying in childbirth have trebled. New mothers have spoken to us of giving birth alone in their tents at night; or seeking early Caesarean sections for fear they won’t survive until their due date.
     

    In conflict, it is vulnerable civilians who suffer most – pregnant women, children and newborns; the sick, the elderly, people living with disabilities.
     

    Among those affected are our colleagues, who continue to assist the vulnerable, despite having lost family members and their homes.
     

    More than 280 aid workers have been killed since the conflict began. 
     

    As families are packed into overcrowded, unsanitary temporary shelter areas, with no clean water or soap available, menstruation is impossible to manage. Some 10.3 million menstrual pads are needed every month in Gaza, yet nowhere near enough are permitted entry.
     

    Amid this suffering, UNFPA and its partners have helped around 45,000 women give birth safely since October 2023.  We are operating six mobile maternal health units in Gaza, which are equipped to manage obstetric emergencies, including Caesarean sections. UNFPA has also distributed reproductive health kits with medicines, equipment and supplies to support safe births, and deployed teams of midwives and healthcare workers to provide essential antenatal and postnatal care.
     

    UNFPA is deeply concerned for the safety and wellbeing of all women and girls caught up in the conflict. The situation they face is beyond catastrophic. It is time for the international community and all parties concerned to forge a future without fighting, where lives, homes and communities can be rebuilt. We need a ceasefire now. All parties must adhere to international humanitarian law and international human rights law. All hostages and all those arbitrarily detained must be released immediately and unconditionally. Rapid, safe and unimpeded humanitarian access to all in need must be guaranteed. 
     

    The atrocities must end. The fate of humanity does not belong in the hands of those wielding weapons. It must rest with women and young people and their allies standing together to wage peace.

    Algeria

    Terrorism
    There is a high threat from terrorism in Algeria. While the threat is greatest in remote mountainous regions and rural areas, attacks can occur indiscriminately anywhere, at any time.

    In recent years, there have been several attacks, primarily against Algerian government interests and security forces, but civilians have been killed or injured also. On 16 January 2021, two four-wheel drive vehicles triggered two Improvised Explosive Devices, killing 5 civilians. On 14 January 2021, a roadside bomb killed 5 Algerian citizens in Telidjane, Tebessa province, on the border with Tunisia. Al Qaeda claimed responsibility for placement of the landmine, but denied that they were targeting civilians.

    Al-Qa’ida in the Islamic Maghreb (AQIM) and similar groups have signalled an intent to target foreigners and Western interests. There have been attacks on foreign oil and gas operations in the Sahara resulting in foreigners being taken hostage and killed. Further attacks are possible.

    New Zealanders in Algeria are advised to maintain a high degree of personal security awareness at all times, keep a low profile and stay alert to local developments. We recommend adhering to any restrictions and instructions issued by the local authorities.

    Kidnapping
    There is a risk of kidnapping outside of the main cities, particularly in the Kabylie region in north east Algeria, border areas in the south and east and remote regions in the Sahara. Foreigners have been taken hostage, and in some cases executed. Further kidnappings are possible.

    We strongly advise against unnecessary travel to remote areas and against all travel to the border regions near Libya, Mali, Mauritania, Niger and Tunisia due to the heightened risk of kidnapping. New Zealanders in Algeria are advised to seek professional security advice before travelling to areas of particular risk and ensure appropriate personal security protection measures are in place. 

    Civil Unrest/Political Tension
    Protests and demonstrations are a frequent occurrence and can be triggered by political and economic developments, and events in both Algeria and the wider region. New Zealanders in Algeria are strongly advised to avoid any political gatherings, protests and demonstrations, as even those intended as peaceful have the potential to turn violent with little warning.

    Comply with any instructions issued by the local authorities, including any curfews. Monitor local and international media, review personal security plans and be aware of your surroundings. If unexpectedly in the vicinity of a protest or demonstration, exercise caution and leave the area quickly.

    Local Travel
    New Zealanders in Algeria should ensure they put in place appropriate personal security protection measures. Local police are able to provide further advice on the security situation and necessary security arrangements. It is advisable to notify police of travel to any remote locations, accept any security escort you may be offered and co-operate with authorities.

    New Zealanders travelling in Algeria should avoid travelling outside the major cities by road, due to security concerns, particularly at night when there is a heightened risk. Authorities will likely want to know your travel plans when travelling outside major cities and may assign police to protect you. Take particular caution after dark. Where possible, avoid public transport and travel by air. Accommodation should be prearranged and at a place where a high level of security is provided.

    Crime
    The crime rate in Algeria is moderate. Street crime is prevalent in Algeria and foreigners may be specifically targeted due to their perceived wealth. Bag-snatchings, muggings and theft from hotel rooms and cars are common in larger cities. Only stay at international hotels that provide a high level of security.

    New Zealanders are advised to exercise particular vigilance in crowded or public areas. Avoid showing signs of affluence and keep personal belongings secure at all times. Avoid walking in isolated areas or alone at night, as risks increase after dark.

    There is a threat of banditry, particularly in the Tamanrasset and Illizi provinces in southern Algeria, and other areas away from major highways. Bandits have used illegal blockades to stop and rob vehicles.

    General Travel Advice
    New Zealanders are advised to respect religious and social traditions in Algeria to avoid offending local sensitivities. Modesty and discretion should be exercised in both dress and behaviour.

    Homosexuality is illegal in Algeria and convictions can result in prison sentences.

    Algeria does not recognise dual nationality. This limits our ability to provide consular assistance to New Zealand/Algerian dual nationals.

    New Zealanders travelling or living in Algeria should have a comprehensive travel insurance policy in place that includes provision for medical evacuation by air. 

    New Zealanders in Algeria are strongly encouraged to register their details with the Ministry of Foreign Affairs and Trade.

    SEATTLE, WA — U.S. Representative Pramila Jayapal released the following statement regarding one year since the October 7th attack:

    “One year ago today, Hamas committed a horrific terrorist attack on Israel that brutally killed nearly 1,200 people, wounded more than 5,000, and took 251 individuals hostage — many of them children. I strongly condemned Hamas for the attack and called immediately for a return of all hostages.  

    “In the year since October 7, 2023, hundreds of hostage families have watched, waited and advocated for the return of their loved ones; hoping and praying every day for the good news that they would see their loved ones released and returned home. Far too few have gotten that news, and far too many have seen their loved ones killed, leaving behind crushed hopes, devastated families, and deep, lasting pain and emptiness.

    “I’ve made it a priority to meet with many of the hostage families, including in my own district, and to hear their stories and bear witness to their grief.  As a parent, I have wept with those parents who braved the unbearable pain of not knowing what had happened to their children to summon the resilience, courage and determination to come and advocate to Congress that the US government do all it could to bring them home.

    “Here at home and across the country, our Jewish community has also been overtaken by grief, fear and trauma.  Hate crimes against Jewish Americans have surged, including in the most sacred of places: synagogues and other places of worship. Antisemitic tropes have re-emerged, reminding us that the absolute necessity of eradicating antisemitism—indeed, all forms of hate and discrimination—is painstaking and requires constant education and re-education of all of our communities.  Every American of every political stripe must be a part of this.  There is no protection for any of us unless we fight for all of us.  As Dr. Martin Luther King Jr. said: An injustice against one is an injustice against all.

    “I have always believed in achieving peace through diplomatic means, to de-escalate and to recognize that returning violence with violence that injures more innocent civilians—even in the most horrific of circumstances— only solidifies and fosters hate and makes it even more impossible to achieve peace and security for all involved.  That is why I have advocated so strongly for a ceasefire, a return of all hostages, an end to the killing of innocent Palestinians, and a brokered peace plan with real accountability for all parties that provides security and self-determination for both the Israeli and Palestinian people.  Without that, no one can be safe and tens of thousands more innocent Israeli, Palestinian, Lebanese and other civilians will die.  

    “One year after October 7, I continue to push for this outcome to save as many lives as possible.  This past year has been filled with so much devastation and loss, including 40,000 Palestinians who have been killed and over 90,000 who have been injured and thousands of Israelis displaced from their homes. Now, we face an escalating regional war in the Middle East, and we must work harder than ever to find a way forward, toward long-term peace and rebuilding in the region.

    “As tensions continue to rise and innocent civilians are killed around the region, we must be clear that our work is both on the global stage but also right here at home in our communities, with each other, through conversation and understanding, through empathy and solidarity.  Let us respect the generational trauma that unites so many otherwise diverse populations.  Let us lead with our hearts to denounce hate, to recognize today the specific trauma of October 7 with our Jewish community, and to recommit ourselves to working for a true and sustained peace for all people.”

    Since the start of this conflict, Jayapal has been a constant advocate for a negotiated ceasefire, the return of all hostages, and the protection of innocent civilian lives:

    • Ten days after the October 7th attack, Jayapal reaffirmed her condemnation of Hamas and first called for an immediate ceasefire.
    • She worked with federal agencies to help evacuate a constituent from Gaza at the outbreak of the war.
    • Jayapal lauded a short-term negotiated ceasefire, which resulted in the return of 50 hostages, and reiterated her call for the release of all hostages and a permanent ceasefire.
    • Jayapal co-led a letter condemning Hamas, calling for Israeli military operations to follow the rules of international humanitarian law, and continuing to work toward peace in the region.
    • Jayapal voted against H.R. 8034, the Israel Security Supplemental Appropriations Act, which provided offensive military aid while humanitarian aid to Gaza was severely limited.
    • Jayapal led an effort calling on the Administration to use all tools possible to dissuade the Israeli government from moving forward with an offensive invasion of Rafah. 
    • She skipped Prime Minister Netanyahu’s Congressional address, instead spending the day with the families of hostages as well as organizations working toward peace and security.

    BOSTON – This evening, Congresswoman Ayanna Pressley (MA-07) joined impacted families, faith leaders, and advocates to observe the anniversary of the horrific October 7, 2023 attack and commemorate the 1,200 Israelis killed by Hamas, the hostages killed and those still kidnapped, and the over 41,000 Palestinians in Gaza killed by the Israeli military over the past year. Congresswoman Pressley issued a statement marking the anniversary of the attack earlier today.

    At the Boston Public Garden, Rep. Pressley joined IfNotNow, faith leaders, and community advocates to deliver remarks at a memorial service to grieve lost Israeli, Palestinian, and Lebanese lives. At the Wang Theater, Rep. Pressley joined Combined Jewish Philanthropies and the Jewish Community Relations Council of Greater Boston for an Evening of Remembrance and Hope.

    Good evening, movement family. And I mean it when I say family.

    We’re all here because we recognize, as one human family, that our destinies are tied. 

    Today is a heavy day. It is a solemn day. 

    The grief and trauma run deep in our communities. 

    I share in your heartbreak. Not only as your Congresswoman but as a woman of faith.

    A faith that affords me clarity, anchoring, a faith that was gifted to me by my mother, now an ancestor.

    My faith is enduring and abiding.

    It is a faith in a power that is greater than me, that is greater than you, that is greater than all of us. 

    It is a faith in the divine, a faith in humanity, a faith in the power and the practice of radical love.

    As someone who grew up in a small storefront church, pastored by my grandfather, I believe in the power of prayer and tradition.

    I believe that we are one human family, and I know that there is something truly powerful and transformative about the beloved, collective community that I’m bearing witness to in this moment.

    A year ago today, October 7, tragedy befell us.

    And today, 365 days later, we are still grieving.

    Grieving for the nearly 1,200 Israeli lives stolen in the horrific attack conducted by Hamas militants.

    Grieving for the over 250 Israeli hostages taken captive, torn away from their families, many of whom have been killed.

    I am grieving for the loved ones and communities they leave behind. 

    I am praying for the remaining hostages’ safe return.

    As people of faith, we believe we are all God’s children—Palestinian, Israeli, Americans alike.

    So I know we are all grieving. We have witnessed devastating losses and held space for the vulnerability that so many grapple with daily, including right here. 

    And we grieve for the Israelis murdered, and for the tens of thousands of Palestinians in Gaza murdered by the Israeli military in the last year.

    That number does not account for those still trapped under the rubble of their homes, their houses of worship, their hospitals.

    That number does not account for those slowly dying of hunger, from infections and from the cold.

    Horrific massacres. Severed limbs. Mass starvation. Forced displacement.

    While bomb after bomb continue rain down. U.S. made bombs. Shameful.

    Every life is a universe. We have been robbed of siblings and cousins, parents and elders, babies, people of flesh and bone who loved and were loved. 

    Today, I’m thinking of a young woman I met named Sara. A brilliant creative with a penchant for black leather jackets like me. 

    A 17-year-old from Gaza. She was severely burned and injured in an Israeli airstrike and her two younger brothers were killed.

    I’m thinking of the children of a mother and father—peace activists—who were murdered by Hamas on their daily morning walk. 

    The mother used to write haikus on her Facebook page. Her last poem was about a flower blooming with kindness and tolerance.

    I sat in horror as American doctors described in graphic detail what they witnessed when they returned from a field hospital in Gaza treating pediatric patients. 

    Every child deserves a future. These are babies who knew only pain for the few precious days and weeks that they were on this earth.

    A five-year-old whose body was covered in burns. A seven-year-old with gunshot wounds to the head and torso.

    No one should ever endure such horror and pain.

    I am outraged and I am heartbroken by the genocide we are witnessing of the Palestinian people. Babies, children, elders, entire generations of Palestinian families decimated.

    And as we reflect on the horrors of the past year, we must remember that are indeed one human family—regardless of religion or nation of birth—and our destinies are tied.

    And if this past year has taught us anything, it is that death and destruction beget death and destruction.

    Vengeance is not a foreign policy doctrine. And diplomacy is the only path forward.

    Since that horrific day exactly one year ago, I have been clear that diplomacy and saving lives must be the priority.

    As a policymaker, we have a moral, humanitarian, and righteous mandate to save lives.

    And every action taken by policymakers—from Congress to the White House to the Knesset—should be in pursuit of de-escalation, saving lives, and preventing a broader regional war.

    We need a permanent ceasefire now.

    And we must bring every last hostage safely home.

    We must stop sending bombs and bullets that will be used to kill women and children. Not another bomb.

    And we must save lives. We must save lives. In Israel, in Gaza, in Lebanon, and all across the region.

    Tonight, I am holding space for every Jewish, Muslim, Arab, American, Palestinian and Israeli person grieving today.

    Every life is sacred. 

    As Judaism reminds us, every life is a universe. And every life lost to this violence is a tragedy.

    Our moral compass must never waver. 

    Our shared humanity is counting on it. 

    Our destinies and freedoms are tied.

    So today and always, may we continue to pray for peace, to call for peace, to work for peace, to pursue a more just and equitable world.

    Thank you all for the honor of sharing this sacred space with you today. 

    It is an honor to be your interfaith sister in solidarity in the pursuit of justice and healing.

    Since the horrific October 7th attack, Congresswoman Pressley has consistently and stridently called for a ceasefire to save lives, return all hostages, and surge humanitarian aid to Gaza. To date, over 41,000 Palestinians have been killed by Israeli airstrikes and over 100 hostages are still held captive by Hamas in Gaza. Rep.     United Nations High Commissioner for Refugees (UNHCR) Filippo Grandi visited the Jdeidet Yabous crossing on the border between Syria and Lebanon on Monday, Syria’s state news agency SANA reported.

    “I’m at the Syrian/Lebanese border, where a quarter of a million people have crossed since September 23, when Israeli airstrikes in Lebanon escalated,” Grandi said Monday on the social media platform X, adding that more than 1.2 million people have currently been displaced in Lebanon.

    He noted that local authorities, the Syrian Red Crescent, the United Nations, and other partners “are working 24/7 with UNHCR to ensure a humane and efficient welcome” for those arriving in Syria.

    Grandi also mentioned that he has appealed for 324 million U.S. dollars “to meet the needs of all people fleeing from Lebanon to Syria and the families hosting many of them.”

    “This crisis occurs at a time when millions of Syrians live in hardship. Humanitarian and early recovery aid are urgently needed,” he added.

    Earlier on Monday, Syria’s Al-Watan Online newspaper quoted the country’s Directorate of Immigration and Passports as saying that 91,000 Lebanese and 239,000 Syrians have arrived in Syria from Lebanon since Sept. 23, when the Israeli army began conducting intensive attacks on Lebanon in a dangerous escalation with Hezbollah.

  • MIL-OSI China: Humanitarian situation in Lebanon continues to deteriorate

    Driven by increasingly intense exchange of hostilities across the Blue Line, the humanitarian situation in Lebanon continues to rapidly deteriorate, UN humanitarians said on Monday.

    The UN Office for the Coordination of Humanitarian Affairs (OCHA) said it continues to be concerned over attacks on the health system, with airstrikes expanding geographically affecting civilians and civilian infrastructure.

    The office said that according to Lebanese authorities, 36 incidents targeting health care facilities were reported between Oct. 8, 2023, and Oct. 4, 2024. At least 96 primary health care centers, and three hospitals have been forced to close due to the hostilities.

    “Attacks have not only impacted facilities but also health personnel with the World Health Organization putting the number of health workers on duty killed in the same period to 77,” OCHA said. Water infrastructure is also affected with at least 25 water facilities damaged affecting more than 300,000 people.

    The ongoing hostilities and displacement orders continue to displace people, particularly from the south of the country and the capital’s southern suburbs, the office said. The International Organization for Migration has recorded more than 540,000 displaced people since Oct. 8 last year.

    The United Nations and its partners in Lebanon, in close collaboration with the Lebanese government, continues to lead and coordinate relief efforts for displaced and affected populations. OCHA said that on the health front, health partners are supporting the Lebanese health authorities and delivering additional trauma and emergency surgery kits to hospitals. They are also providing medicines.

    “The 426 million U.S. dollars Flash Appeal for Lebanon is currently 12 percent funded with 53 million dollars received,” the office said.

    Meanwhile, the UN Special Coordinator for Lebanon, Jeannine Hennis-Plasschaert, continues her close engagements with all actors, urging an immediate ceasefire and that space be created for diplomatic initiatives, said Stephane Dujarric, spokesperson for UN Secretary-General Antonio Guterres, at a daily briefing on Monday.

    Heavy strikes in both directions across the Blue Line continued through the weekend and Monday, with casualties reported from Israeli strikes including in Beirut and southern Lebanon, he said.

    The spokesperson said the UN Interim Force in Lebanon (UNIFIL) noted in a statement their deep concern with respect to recent activities by the Israeli army immediately adjacent to one of the peacekeeping mission’s position, southeast of Marun ar Ras in Sector West, which is inside Lebanese territory.

    “It is unacceptable to compromise the safety of UN peacekeepers carrying out their mandate handed over to them by the Security Council, and UNIFIL reminds all actors of their obligations to protect United Nations personnel and United Nations property,” he said.

  • MIL-OSI China: Hamas claims killing of Israeli soldiers in Gaza City

    The Al-Qassam Brigades, the military wing of Hamas, announced on Monday that they had killed and wounded several Israeli soldiers in an attack in northern Gaza City.

    According to a press statement from the Al-Qassam Brigades, their members successfully targeted a group of 10 Israeli soldiers with an anti-personnel bomb, resulting in casualties in the area.

    The statement also noted that the brigades observed a helicopter landing for evacuation but did not provide further details about the incident.

    In a separate announcement, the brigades claimed they had targeted an Israeli armored personnel carrier with a “Yassin 105” missile in the Tuwam area, north of Gaza City.

    The Israeli army did not immediately comment on the incidents. However, public Israeli radio reported that military forces in northern Gaza faced significant security challenges and that helicopters were deployed to evacuate wounded soldiers.

    The Al-Qassam Brigades also stated they targeted the “Sderot” area in southern Israel, along with military gatherings and operational centers east of Rafah city, using several “Rajum” short-range missiles with a 114-mm caliber. No casualties or damage were reported from these missile launches.

    Earlier on Monday, the Al-Qassam Brigades declared their readiness for a protracted conflict against Israel in the Gaza Strip.

    “We choose to continue a long and painful war of attrition against Israel,” Al-Qassam Brigades spokesman Abu Ubaida said in a video statement marking the first anniversary of Hamas’ Oct. 7 assault on Israel. He emphasized that the ongoing battles have demonstrated the effectiveness of this strategy.

    Ubaida claimed that Hamas has inflicted significant damage, saying, “On all fronts of combat and throughout Gaza, we have killed and targeted hundreds of soldiers, destroyed Israeli vehicles, and refined our tactics.”

    The northern Gaza Strip has been subjected to heavy Israeli air and artillery bombardment since Sunday, coinciding with the army’s announcement of a ground operation in Jabalia, northern Gaza, aimed at Hamas.

    The conflict, which began on Oct. 7, 2023 with a Hamas attack on southern Israel that killed 1,200 people, has entered its second year. Israel’s subsequent military campaign in Gaza has resulted in nearly 42,000 Palestinian deaths, according to Gaza health officials.

    MR. SULLIVAN:  Thank you all for having me here today. 

    Ambassador Herzog, Mike, thank you — both for your hospitality here and for a year that has been difficult and challenging, but you have always stayed committed to the strength of the U.S.-Israel relationship and see it as larger than any two people, and I’m grateful to you for that.

    And it means a lot to me that I’ve been invited here to mark this solemn occasion with all of you.

    As you know, President Biden spoke with President Herzog earlier today, and he shared his deepest condolences with the President and the people of Israel as they commemorate this godawful anniversary. 

    He lit a candle in the White House together with the First Lady, and they said a prayer in remembrance of those lost, loved ones massacred by terrorists who exalted in the assault and murder of innocent Jewish men, women, and children. 

    Perhaps for the first time ever, this morning, the traditional mourning prayer, El Malei Rachamim, was read in Hebrew in the quiet of the residence of the White House.  One line from that prayer, as many of you know: “God full of mercy…grant rest on the wings of the Divine.” 

    The thousands of miles between Washington and Israel do not feel so distant today.  As the President shared in his statement this morning, we grieve with the families and communities who are still in mourning, just as we share in the excruciating pain of those whose loved ones are still held hostage by Hamas, including American citizens. 

    I’ve spent a lot of time with the families of the American hostages over the past year.  I remain humbled by their resilience and their courage.  Instead of succumbing to the dark paralysis of grief, they are working every day to secure the return of their loved ones — always thoughtful, always constructive, always pushing us hard, as they should. 

    I look around this room and I see colleagues here that I’ve gotten to know very, very well through these challenging times.  In the days that followed October 7th, our defense, intelligence, and national security teams were in constant touch.  At President Biden’s direction, we moved military assets into the region, including carrier strike groups with their destroyer escorts and air wings, the finest on the planet, to protect U.S. forces in the region and, yes, to support the defense of the State of Israel. 

    I traveled with President Biden to Israel on October 18th, the first president to visit Israel in a time of war.  And I was with him this past Tuesday.  He was scheduled to be in the Oval Office for his annual Rosh Hashanah call with Jewish leaders.  Instead, he was in the Situation Room, where, for the second time in five months, he ordered the U.S. military to take action to defend Israel from a significant attack by Iran. 

    Side by side, U.S. naval destroyers joined Israeli air defense units in again intercepting a rainfall of inbound missiles — ballistic missiles from Iran.  We thank God we were successful in rendering that attack ineffective, but we remain highly vigilant to the further threats and attacks from Iran and its proxies, including Hamas, Hezbollah, and the Houthis.

    Backed by the ironclad security partnership of the United States, Israel has demonstrated its remarkable capacity, including through impressive operations that killed terrorists with Israeli and, yes, with American blood on their hands. 

    The challenge going forward is to turn tactical wins in battle into a strategy that secures Israel’s people and its future.  That takes real discipline, it takes courage, it takes foresight to match the conduct of war to a clear and sustainable set of objectives and to turn tactical advantage into enduring strategic gains.  That is never easy, but it’s imperative, and we are here to work with you on that. 

    Because as I look around this room, I see colleagues that I haven’t just gotten to know in the crucible of the past year but in the work that preceded it, a project to make real the vision of broader peace, stability, and economic connectivity across the Middle East and to make real a future where Israelis and Palestinians can live alongside one another in security, dignity, self-determination, and peace.

    As the President said in his statement this morning, “I believe that history will also remember October 7th as a dark day for the Palestinian people because of the conflict that Hamas unleashed that day.  Far too many civilians have suffered far too much during this year of conflict — and tens of thousands have been killed, a human toll made far worse by terrorists hiding and operating among innocent people.” 

    Ambassador Herzog spoke in his remarks of the Jewish commandment that every innocent life has value, whether it’s American or Israeli, Lebanese or Palestinian.  Every innocent life.

    In my family, we read the poet John Donne, who said, and I quote, “Any man’s death diminishes me, / because I am involved in mankind.”  And we have to bring that spirit to this conflict as well. 

    We have continued to actively pursue a pathway to a future where Israel enjoys normalized relations with all of its Arab neighbors, where Palestinians have a state of their own, and where Israel’s security is assured forever. 

    And we have continued to stand strong against the antisemitism that still burns in America, around the world, and that has gotten oxygen since October 7th, as the Ambassador said.  And we will continue, from the President through every member of his administration, to stand firmly against it. 

    I’m not blind to the difficulties of this moment.  I’m not blind to their deep roots.  The challenges are many.  The suffering and trauma is real, and it’s with me always.  And no one is ever criticized for predicting that things will only get worse in the Middle East.  The hard thing is to push past the hopelessness and put the pieces down that build toward a genuinely brighter future, even as we navigate the heightened risks and exacting human toll of the present day. 

    This is a focus of my own conversations, President Biden’s conversations, the Vice President’s conversations, the Secretary of State, every member of our team, with leaders across the Middle East who recognize that this future I’m describing can still be the ultimate legacy of October 7th.  And we stand ready to work with all of you, everyone here, everyone of good faith across the region. 

    But this future, as you all know and has been shown to us so many times, is far from assured.  We have to work to make it so. 

    So, may God protect our troops and watch over the hostages.  May the memory of those lost be a blessing, just as the joyousness of their lives remains our light and inspiration forward.

    China will provide emergency humanitarian medical supplies to Lebanon under the request from the Lebanese government, a spokesperson of the China International Development Cooperation Agency (CIDCA) said Tuesday.
    The situation in Lebanon and Israel has escalated recently, and explosions of communication devices and airstrikes occurring in various parts of Lebanon have resulted in a large number of casualties, spokesperson Li Ming noted in a statement released by the CIDCA.

  • MIL-Evening Report: Partisanship dominates as federal parliament fights over Middle East war

    Federal parliament has split on partisan lines over the Middle East crisis, just a day after the anniversary of the Hamas atrocities against Israelis.

    After discussions between Anthony Albanese and Peter Dutton failed to reach agreement, the government’s wide-ranging motion passed the House of Representatives with the Coalition voting against it.

    The Greens abstained from voting. Almost all the crossbench voted with the government, although “teal” MP Allegra Spender said “I wish that we as a parliament could come together and lead unitedly”.

    The division between Labor and Coalition over the escalating war has increasingly widened over recent months, with Dutton giving unqualified backing to Israel’s strategy and using the issue to paint the prime minister as a “weak” leader.

    The government, while backing Israel’s right to defend itself, has had a more qualified position, including supporting calls for a ceasefire.

    The long motion reiterated “unequivocal condemnation” of the Hamas’ terror attacks, and called for the immediate release of the remaining hostages.

    It condemned antisemitism “in all its forms and stands with Jewish Australians who have felt the cold shadows of antisemitism reaching into the present day”.

    It also recognised the number of Palestinian civilians killed in Gaza, and supported international efforts to provide humanitarian assistance in Gaza and Lebanon.

    It condemned Iran’s attacks on Israel and recognised Israel’s right to defend itself.

    Backing international efforts for a ceasefire in Gaza and in Lebanon, the motion reaffirmed “support for a two-state solution, a Palestinian State alongside Israel, so that Israelis and Palestinians can live securely within internationally recognised borders, as the only option to ensuring a just and enduring peace”.

    As well, the motion recognised the deep distress the Middle East situation was causing many in Australia.

    Albanese told parliament the government would continue to call for de-escalating the violence and conflict in the region. “Tragically, we are seeing the situation worsening.”

    “Further hostilities put civilians at risk. We cannot accept the callous arithmetic of so-called acceptable casualties.”

    Dutton said the motion was supposed to be about what had happened on October 7.

    “The prime minister is trying to speak out of both sides of his mouth.”

    “There has been a position of bipartisanship on these issues, and your predecessors would have had the decency to respect the Jewish community in a way that you have not done today. And for that, prime minister, you should stand condemned.”

    He accused Albanese of rejecting the opposition’s position “for his own political domestic advancement”.

    A later attempt by Dutton to move his alternative motion was shut down by the government.

    In the Senate Greens senators held up placards with the words “SANCTIONS NOW”. Some Greens wore keffiyehs.

    Crossbencher Lidia Thorpe accused Foreign Minister Penny Wong of being “complicit in genocide”.

Modern desalination systems can be integrated with nuclear power plants. This allows for the efficient use of their heat and electricity to obtain fresh water, making the process more economical. Autonomous desalination plants were also presented, which are especially important for remote regions where access to water is limited.

    Representatives of the private institution “RMS” shared their experience of implementing water purification technologies at international facilities, emphasizing the importance of reusing water in industry to reduce its consumption. These solutions not only save resources, but also help minimize the impact on the environment, reducing environmental risks.

    Particular attention was paid to hybrid desalination technologies that combine evaporation and membrane filtration methods, which increases the reliability and efficiency of the process. At the end of the meeting, an interactive business game was held for foreign students. The best team received memorable prizes.

    The expert meeting became part of the developing cooperation between the university and Rosatom, aimed at popularizing Russian scientific and engineering thought among foreign students. Such an alliance in the international arena helps not only to attract students, but also creates a comfortable environment for development and adaptation both in education and in a professional career.

    The Botvinnik Chess Club of SPbPU organized an open international interuniversity online chess tournament INTER SEP-24 as part of the Interuniversity Team Battles series. More than 1,000 people took part in the event.

    The chess players included representatives from Russia, Turkey, Bangladesh, Argentina, Kenya, Australia, Switzerland, Fiji, Brazil, India, Ghana, South Africa, Great Britain, Kazakhstan, Liberia and Mexico.

    The organization and conduct of the tournament was carried out by Polytech students Ruslan Barseghyan, Makari Yanchev, Alexey Arkhipovsky, Alexander Khvoshchev, Alena Makovkina, Alexey Aktyufeev, Daniil Agalakov, Lev Bystritsky, Artem Mkrtchyan, Elizaveta Khazagaeva, Anna Sukhova, Anastasia Kotova, Daniil Podreshetnikov, Bogdan Sivov, Angelina Velichko, Anastasia Bulyuk, Denis Zhdanov and Anastasia Kondratyeva.

    As a result, the AITU team from Astana took first place. The representatives of the Baikal State University from Irkutsk came in second. The third place was awarded to the TUSUR team from Tomsk.

    With permission, Mr Speaker, I will make a statement on the conclusion of negotiations on the exercise of sovereignty over the British Indian Ocean Territory. 

    On Thursday 3 October, my Right Honourable Friend the Prime Minister and Mauritian Prime Minister Jugnauth made a historic announcement. After 2 years of negotiations, and decades of disagreement, the UK and Mauritius have reached a political agreement on the future of the British Indian Ocean Territory.

    Mr Speaker, the treaty is neither signed nor ratified. But I wanted to update the House on the conclusion of formal negotiations at the earliest opportunity.

    Members will appreciate the context. Since its creation, the Territory and the joint UK-US military base on Diego Garcia has had a contested existence. In recent years, the threat has risen significantly.

    Coming into office, the status quo was clearly not sustainable. A binding judgement against the UK seemed inevitable. It was just a matter of time before our only choices would have been abandoning the base altogether. Or breaking international law.

    If you oppose the deal, which of these alternatives do you prefer? Doing this deal – on our terms – was the sole way to maintain the full and effective operations of the base into the future.

    Mr Speaker, this must be why, in November 2022, the then Foreign Secretary, the Right Honourable Member for Braintree, initiated sovereignty negotiations. It’s also why my immediate predecessor, Lord Cameron of Chipping Norton, ultimately continued with those talks.

    Under the previous government there were 11 rounds of negotiations, the last one held just weeks before the General Election was called.

    So, in July, this government inherited unfinished business. Where a threat was real, and inaction was not a strategy. Inaction posed several acute risks to the UK.

    First, it threatened the UK-US base. From countering malign Iranian activity in the Middle East to ensuring a free and open Indo-Pacific, it is critical for our national security. Without surety of tenure, no base can operate effectively – nor truly deter our enemies. Critical investment decisions were already being delayed.

    Second, it impacted on our relationship with the US, who neither wanted nor welcomed the legal uncertainty, and strongly encouraged us to strike a deal. I am a trans-Atlanticist. We had to protect this important relationship.

    And third, it undermined our international standing. We are showing that what we mean is what we say on international law and desire for partnerships with the Global South. This strengthens our arguments when it comes to issues like Ukraine or the South China Sea.

    Mr Speaker, further legal wrangling served nobody’s interests but our adversaries’. In a more volatile world, a deal benefited us all, the UK, US and Mauritius. This government therefore made striking the best possible deal a priority.

    We appointed Jonathan Powell. As the Prime Minister’s Special Envoy for these negotiations, he has worked closely with a brilliant team of civil servants and lawyers. Their goal was a way forward which serves UK national interests, respects the interests of our partners, and upholds the international rule of law.

    This agreement fulfils these objectives. It is strongly supported by partners, with President Biden going so far as to “applaud” our achievement within minutes of the announcement! Secretary Blinken and Secretary Austin have also backed this “successful outcome” which “reaffirms [our] special defence relationship”.

    And the agreement has been welcomed by the Indian government and commended by the UN Secretary-General.

    In return for agreeing to Mauritian sovereignty over the entire islands, including Diego Garcia, the UK-US base has an uncontested long-term future. Base operations will remain under full UK control well into the next century.

    Mauritius will authorise us to exercise their sovereign rights and authorities in respect of Diego Garcia. This is initially for 99 years, but the UK has the right to extend this.

    And we have full Mauritian backing for robust security arrangements including preventing foreign armed forces from accessing or establishing themselves on the outer islands.

    The base’s long-term future is therefore more secure under this agreement than without it. If this were not the case, I doubt the White House, State Department or Pentagon would have praised the deal so effusively.

    This agreement will be underpinned by a financial settlement that is acceptable to both sides. Members will be aware the government does not normally reveal payments for our military bases overseas. And so it would be inappropriate to publicise further details of these arrangements at this stage.

    Mr Speaker, the agreement also recognises the rights and wrongs of the past. The whole House would agree that the manner in which Chagossians were forcibly removed in the 1960s was deeply wrong and regrettable. Mauritius is now free to implement a resettlement programme to islands other than Diego Garcia.

    The UK and Mauritius have also committed to support Chagossians’ welfare, establishing a new Trust Fund capitalised by the UK and providing additional government support to Chagossians in the UK. And the UK will maintain the pathway for Chagossians to obtain British Citizenship.

    Furthermore, Mauritius and the UK will now establish a new programme of visits to the archipelago for Chagossians. 

    This agreement also ushers in a new era in our relations with Mauritius. A Commonwealth nation and Africa’s leading democracy. We have agreed to intensify cooperation on our shared priorities, including security, growth and the environment. 

    The agreement ensures continued protection of these islands’ unique environment, home to over 200 species of coral and over 800 species of fish.

    Finally Mr Speaker, I want to reassure the House, and all members of the UK family worldwide, that this agreement does not signal any change in policy to Britain’s other Overseas Territories.

    British sovereignty of the Falkland Islands, Gibraltar and the Sovereign Base Areas is not up for negotiation. The situations are not comparable.

    This, Mr Speaker, has been acknowledged across our Overseas Territories. Fabian Picardo, Chief Minister of Gibraltar, vocally supported this agreement, stating that there is “no possible read across” to Gibraltar on the issue of sovereignty.

    Similarly, the Governor of the Falklands has confirmed that the historic contexts of the Chagos Archipelago and Falklands are “very different”. The government remains firmly committed to modern partnerships with our Overseas Territories based on mutual consent.

    After Mauritian elections, the government will move towards treaty signature. And it is then our intention to pursue ratification in 2025, by submitting the Treaty and a Bill to this House for scrutiny.

    This is a historic moment, a victory for diplomacy. We have saved the base. We have secured Britain’s national interests for the long-term.

    #Gaza: Hassan Hamad, one of the last journalists still reporting from the northern enclave, was killed yesterday, in a targeted Israeli strike, according to RSF’s information, as he was about to send footage from home after a report.

    Before the strike, the freelance reporter had been covering an Israeli incursion into the camp for Media Town, which began on Saturday night. According to his X account, his last messages were published shortly before his death.

    In the preceding months, Hassan Hamad had told his colleagues and others that he had received threats in the form of a text message on his phone on May 13, 2024, and multiple phone calls ordering him to leave the northern Gaza Strip or risk being killed. The young reporter refused to comply and continued to work until his final moments.

    The tragic death of Hassan Hamad marks the disappearance of one of the last accessible sources of information in the north of the Gaza Strip. Impunity must end.

    The Spanish Government has recently relaxed its criteria for regularising irregular migrants by introducing a residence permit for illegal immigrants with a work contract[1].

    To be eligible, they must have lived in Spain for at least 2 years, have a clean criminal record and have an employment contract for just 20 hours per week – criteria that are particularly lax. Alongside this scheme are 12-month residence permits for migrants undergoing training in sectors with shortages, despite the fact that few of them actually obtain long-term employment.

    This increase in regularisations could, however, encourage the exploitation of migrants and spread of criminal networks. Indeed, in June 2024 the police dismantled a large network involved in distributing fake work contracts[2].

    In addition to making immigration more appealing, these regularisations – adopted unilaterally – allow migrants to move freely within the Schengen Area.
