    The President of the Republic met with the President of the Palestinian Authority, Mr. Mahmoud Abbas, this Wednesday, September 25, 2024, on the sidelines of the United Nations General Assembly in New York.

    The President of the Republic first expressed his most sincere condolences to the President of the Palestinian Authority and to the Palestinian people in the face of the intolerable human toll among the civilian populations in Gaza and the West Bank.

    The President of the Republic subsequently welcomed the adoption by the UNGA of the Palestinian resolution on the ICJ advisory opinion on the illegality of the Israeli occupation, which France fully supported. He specified that Israeli colonization was a violation of international law that hindered any diplomatic solution and that must end as soon as possible. France remains determined to adopt new sanctions against violent settlers, in conjunction with its partners.

    The Head of State also reminded President Abbas that France’s priority remained obtaining an immediate and lasting ceasefire in Gaza, stating that this was the only possible way to free the hostages, protect the populations, allow unhindered access for humanitarian flows through all crossing points to civilian populations and work towards a political solution. He specified that only the two-state solution was capable of bringing a just and lasting peace to the Palestinians and the Israelis and of guaranteeing peace and security for all in the region. France continues to work on this with all the partners of the Arab Contact Group and with its international partners.

    In this context, the President of the Republic reiterated France’s full support for a strengthened and reformed Palestinian Authority, capable of exercising its responsibilities over all the Palestinian Territories, including Gaza. In this regard, he welcomed the formation of a new government and the work it has already accomplished in this regard. He also specified that he was passing on continuous messages to the Israeli Prime Minister so that Israel stops obstructing the transfer of revenues from the Palestinian Authority, which hinders the proper functioning of the Palestinian government.

    The situation between Lebanon and Israel since October 8th, 2023 is intolerable and presents an unacceptable risk of a broader regional escalation. This is in nobody’s interest, neither of the people of Israel nor of the people of Lebanon.  
    It is time to conclude a diplomatic settlement that enables civilians on both sides of the border to return to their homes in safety.
    Diplomacy however cannot succeed amid an escalation of this conflict.  
    Thus we call for an immediate 21 day ceasefire across the Lebanon-Israel border to provide space for diplomacy towards the conclusion of a diplomatic settlement consistent with UNSCR 1701, and the implementation of UNSCR 2735 regarding a ceasefire in Gaza
    We call on all parties, including the Governments of Israel and Lebanon, to endorse the temporary ceasefire immediately consistent with UNSCR 1701 during this period, and to give a real chance to a diplomatic settlement.  
    We are then prepared to fully support all diplomatic efforts to conclude an agreement between Lebanon and Israel within this period, building on efforts over the last months, that ends this crisis altogether.

The exchange of fire since October 7th, and in particular over the past two weeks, threatens a much broader conflict, and harm to civilians. We therefore have worked together in recent days on a joint call for a temporary ceasefire to give diplomacy a chance to succeed and avoid further escalations across the border. The statement we have negotiated is now endorsed by the United States, Australia, Canada, European Union, France, Germany, Italy, Japan, Saudi Arabia, United Arab Emirates, the United Kingdom, and Qatar. We call for broad endorsement and for the immediate support of the Governments of Israel and Lebanon.

  • MIL-OSI China: Israeli airstrikes in Lebanon on Wednesday result in 51 deaths, 223 injuries

    The death toll from the continued Israeli airstrikes on Wednesday across Lebanese rose to 51, with injuries up to 223, according to the Lebanese Health Ministry.

    The ministry confirmed casualties in several locations across southern and eastern Lebanon, including Bint Jbeil, Ain Qana, Qabrikha and Tebnine.

    Military sources, speaking on condition of anonymity, told Xinhua that Israeli warplanes targeted approximately 90 villages and towns in southern and eastern Lebanon. Among the casualties was Kamel Karaki, a photojournalist for Lebanese Al-Manar TV, killed in a strike on the southeastern village of Qantara.

    Meanwhile, local media reported at least seven fatalities and 16 injuries from strikes near Beirut, with three deaths in Maaysrah, northeast of the capital, and four in Joun, Chouf district.

    The Israel Defense Forces (IDF) reported that Hezbollah fired a surface-to-surface missile at Tel Aviv early Wednesday, triggering sirens in the city and surrounding areas. The IDF said it intercepted the missile using the David’s Sling defense system, with no injuries or damage reported. The military later stated it had struck the Hezbollah launcher in southern Lebanon’s Nafakhiyeh.

    In a statement, the IDF announced that it had called up two reserve ground brigades to the Israel-Lebanon border following a “situational assessment,” adding that the troops would be deployed for “operational activities on the northern front.”

    It noted that the mobilization would “enable the continuation of combat against Hezbollah, the defense of Israel, and create the conditions for northern Israel’s residents to return to their homes.”

    This surge in violence follows Israeli bombardments on Monday and Tuesday, the most extensive Israeli attacks on Lebanon since 2006. Official figures indicate the two-day strikes have killed more than 550 and wounded around 1,800 in Lebanon.

    On Tuesday, an Israeli airstrike on a residential building in Beirut’s southern suburbs killed Hezbollah commander Ibrahim Muhammad Qubaisi and five others, according to the Shiite militant group.

    The escalation comes after last week’s explosions targeting communication devices across Lebanon, which left dozens dead. The cross-border conflict between Israel and Hezbollah has been ongoing since Oct. 8, 2023, following Hamas’s attack on southern Israel.

  • MIL-OSI China: Death toll from coal mine explosion in E. Iran rises to 50

    The death toll from a coal mine blast in the eastern Iranian province of South Khorasan has risen to 50 after one of the injured succumbed to his wounds, the official news agency IRNA reported on Wednesday.

    Of the 16 workers injured in the mine explosion in Tabas County, two were in critical condition, with one declared dead after suffering brain death, IRNA quoted Mohammad-Ali Akhoundi, director general of the provincial crisis management headquarters, as saying.

    The explosion occurred Saturday night in a mine tunnel about 540 km southeast of Tehran, triggered by a sudden rise in methane gas. At the time, 65 workers were present in the mine, the report quoted Akhoundi as saying, revising the initial figure of 69 workers.

    Thousands of Lebanese and Syrian families fled Lebanon for Syria as Israeli airstrikes continued, said the Office of the United Nations High Commissioner for Refugees (UNHCR) on Wednesday.

    According to a statement issued by the UN Refugee Agency, hundreds of vehicles were backed up in queues at the Syrian border, with many people arriving on foot, carrying whatever belongings they can. Large crowds, including women, children and babies, reportedly waited in line after spending the night outdoors in falling temperatures. “Some carry fresh injuries from the recent bombardments,” the statement added.

    Filippo Grandi, the UN High Commissioner for Refugees, expressed deep concern over the ongoing violence, stating that the bloodshed was taking a heavy toll, displacing tens of thousands of people from their homes.

    He highlighted the plight of families who had previously fled the war in Syria, only to now face bombings in the country where they had sought refuge. Grandi urged the international community to prevent further scenes of despair and devastation, warning that the Middle East could not endure another displacement crisis. He emphasized that protecting civilian lives must be the top priority.

    Israel has carried out its most extensive bombardment of Lebanon since 2006, starting on Monday, resulting in over 550 deaths and more than 1,800 injuries nationwide. The attacks have also forced thousands of residents in Lebanon to flee their homes.

    The UNHCR, along with its partners, has been present at border crossings, offering essential supplies such as food, water, blankets, and mattresses to incoming refugees, said the statement.

    The Palestinian death toll from ongoing Israeli attacks on the Gaza Strip has risen to 41,495, according to Gaza-based health authorities in a statement on Wednesday.

    In the past 24 hours, the Israeli military killed 28 people and wounded 85 others, bringing the total number of injuries to 96,006 since the conflict erupted in early October 2023.

    In a separate statement, the health authorities reported receiving about 88 unidentified bodies from the Israeli side, adding the Israeli side did not provide any information about their identities, the locations where they were recovered, or the time of death.

    The authorities have suspended procedures for receiving the bodies until complete data is available to identify the deceased and notify their families, as this is considered a fundamental right, the statement added.

    Israel launched a large-scale offensive against Hamas in Gaza in retaliation for a Hamas attack through the southern Israeli border on Oct. 7, 2023, which resulted in approximately 1,200 deaths and around 250 hostages taken.

    The Labour Government began exploratory trade talks on this agreement in September last year and represented a deepening of bilateral relations between our two countries.

    “The UAE is a significant trading partner for New Zealand, with exports approaching $1 billion per annum,” said Labour trade spokesperson Damien O’Connor.

    “The UAE is also a hub for New Zealand Inc operations into the region and a key component of New Zealand’s air connectivity to the Middle East and beyond.

    “An agreement with the UAE and Gulf Cooperation Council was the next step following the UK and EU free trade agreements Labour concluded in government, and conclusion by the National Government is another great step forward in trade opportunities for our exporters.”

    The Dairy Companies Association of New Zealand (DCANZ) welcomes the announcement of a trade agreement between the United Arab Emirates (UAE) and New Zealand. The deal will deliver the complete elimination of all dairy tariffs from day one.
    “New Zealand exported approximately NZ$ 700 million worth of dairy products to the UAE in the last year, making it our 10th largest dairy market. Eliminating all dairy products provides important certainty to continue growing this trade,” says DCANZ Executive Director Kimberly Crewther.
    “DCANZ congratulates Trade Minister Todd McClay and New Zealand trade negotiators on this outstanding achievement. They have demonstrated that high-quality agreements that eliminate all dairy tariffs are still possible even in an increasingly complex international environment.”
    A 2023 report from Sense Partners estimated that New Zealand dairy tariffs were subject to over NZ$ 1 billion of tariffs across all markets and that 86% of global dairy consumption occurred behind tariff barriers of 10% or more. This included ongoing tariffs in some markets where New Zealand has trade agreements, such as the European Union and Japan.
    “The UAE agreement is a positive step towards a less protectionist international environment for New Zealand dairy products. We strongly encourage the Government to continue pursuing such high-quality outcomes with other negotiating partners, including upgrading existing trade agreements that have not yet secured dairy tariff elimination.”

    New Zealand exporters will welcome the news of a new free trade agreement between New Zealand and the United Arab Emirates signed today, says ExportNZ.
    “The deal between the UAE and NZ looks to be a comprehensive agreement between our two countries, and the immediate tariff reductions will be warmly welcomed by NZ businesses exporting goods and services into the Gulf State,” ExportNZ Executive Director, Josh Tan said.
    “Once enforced, the FTA will eliminate 98 per cent of tariffs on NZ goods entering the UAE, streamline customs entry for goods, and will help to reduce other barriers to trade.”
    NZ’s current main exports to the UAE include dairy, meat, industrial products, horticultural products and tourism.
    “The deal will also open up new opportunities in both in the UAE and further into the Middle East, as the UAE acts as an important hub in the region for travel, imports and exports, and business,” Josh Tan said.
    “We congratulate the negotiators on both sides for taking this agreement from launch to signature in four months – a record time.”

    “Today’s announcement of a possible trade deal with the United Arab Emirates is not a cause for celebration”, says NZCTU Te Kauae Kaimahi President Richard Wagstaff. “There is no evidence of a deal with no enforceable rights for workers, protections against forced labour or modern slavery. Nothing has been noted abut enhancing the rights of women in the UAE.”

    “We don’t currently know the real value of the deal. No National Impact Analysis or economic analysis has been made public. The International Trade Union Confederation states the UAE has one of the worst records for absolute denial of fundamental workers’ rights. No Independent Trade Unions are allowed under UAE law, nor is there any right to strike. One thing we do know is that this deal does nothing to help tackle climate change.”

    “We will be working with the Government, parliament, and allies to highlight the problems that this trade deal will create. Migrant workers in the UAE make up 88 percent of the overall workforce, yet they have little or no protections at work. This agreement does nothing to protect them. We should send this agreement back so that a properly enforceable trade deal can be signed,” said Wagstaff.

    WASHINGTON – After a report revealed the Biden-Harris administration underbudgeted promises to veterans by $15 billion, U.S. Senator Joni Ernst (R-Iowa), a combat veteran, blasted the White House for handing over $293 million to the Taliban and having no clue how many millions it gave to Chinese labs for risky research.
    After the Biden-Harris administration lost track of tax dollars being sent to mad scientists in China, Ernst is introducing the Chinese Laboratory Accountability and Watchful Spending (CLAWS) Act, which would require the Office of Management and Budget to annually disclose all taxpayer-funded research conducted in China.
    “Joe Biden and Kamala Harris are undervaluing our heroes and underwriting our adversaries,” said Ernst. “When you ask why there are millions for the Taliban and China but not enough for veterans, it appears the cat has this administration’s tongue. We can claw back taxpayer dollars by ending support for terrorist groups, exposing all funding for batty experiments in China, and giving our veterans the highest quality of care.”
    “Taxpayers have a right to know how much of their money is being recklessly shipped to Chinese animal labs that butcher beagles, poison puppies, and supercharge viruses in cruel and dangerous experiments.     Background:
    Over the past four years, Ernst has led the charge in conducting oversight investigations exposing the millions of taxpayer dollars being paid to laboratories and institutions in China and led the successful effort to defund and debar China’s Wuhan Institute of Virology.
    She is the sponsor of the Accountability in Foreign Animal Research (AFAR) Act banning taxpayer funding of animal research in Chinese, Russian, and Iranian labs.
    Last month, Senator Ernst blasted the White House for sending $293 million to the Taliban and amended her TRACKS Act to track and publicly disclose any tax dollars the Pentagon sends to the Taliban or any other foreign adversary.
    Last week, she championed the Protecting Regular Order (PRO) for Veterans Act to hold the Department of Veterans Affairs accountable for a Veterans Benefits Administration budget shortfall of $15 billion.

    Statement by Foreign Secretary David Lammy at the UN Security Council meeting on the situation in Lebanon.

    This is a moment of maximum danger.

    We are on the brink. The precipice. At a few minutes to midnight.

    We talk of the risk of full-scale regional war but the truth is we are already witnessing conflict on multiple fronts.

    In Gaza. In the West Bank. In Lebanon. And the Red Sea.

    The strikes in recent days have taken 550 lives in Lebanon. 

    The death of civilians, women and children. 

    The UN workers killed. 

    The Hizballah rockets that have killed Israelis are just the latest in the cycle of pain, anguish and loss.

    President, 

    As we face the abyss, this Council has a duty to speak with one voice.

     And we must say that the rockets must stop now. The air strikes must stop now. Talks must start now. With an immediate ceasefire on both sides now.

    It is time to pull back from the brink.

    President,

    A full-blown war is not in the interests of the Israeli or the Lebanese people.

     And that is why within hours of last week’s strikes I called for an immediate ceasefire between Lebanese Hizballah and Israel. 

    Since then, we’ve worked closely with the US and France to formalise a wider demand for the ceasefire and a political plan to implement it.

    And at the UN in New York, the Prime Minister and I have been urging our G7 and other partners to do the same.

    Our priority must be a political solution in line with Resolution 1701. It is our duty to do all we can to exert maximum diplomatic pressure so Israeli and Lebanese civilians can return to their homes. So lives can be saved. So security can return to Northern Israel and Southern Lebanon. So that daily life can begin to return.

    Now let me be clear.

    The United Kingdom condemns Hizballah’s attacks on Israel over the last 11 months, which have driven more than 60,000 people from their homes.

    There was no justification for these attacks.

    They have brought misery to ordinary people in Lebanon and Israel.

    And they have done nothing to end the conflict in Gaza or secure Palestinian statehood.

    And Iran, nothing justifies supplying weapons to terror groups in defiance of this Council. 

    We call on Tehran to use its influence and urge Hizballah to agree a ceasefire.

    President,

    For the people of Israel and for the people of Lebanon, a brilliant, multicultural and tolerant nation taken captive by an armed militia that puts itself before the Lebanese people, we must come together to bring this conflict to an end.

    In 2006, this Council acted in the interests of peace and security. All parties need to embody that same spirit today.

    By coming together, act now to bring this conflict to an end.

    To stop the cycle of destruction. 

    To stop the loss of yet more innocent lives. 

    And to stop this conflict from exploding into full-blown war and open a path to peace. 

    That is what we need.

    WASHINGTON, D.C. – U.S. Sen. Ted Cruz (R-Texas) sent a letter today urging Federal Energy Regulatory Commission Chairman Willie L. Phillips to appeal the U.S. Court of Appeals for the D.C. Circuit’s decision vacating permits for the Rio Grande liquified natural gas (LNG) project and Texas LNG project.
    In the letter, Sen. Cruz wrote, “The decision sets a chilling precedent that will harm the development of infrastructure for projects related to all forms of energy, directly undermining American energy security and therefore national security. If the permits are not reauthorized, over 7,000 high-paying jobs will disappear, and roughly $24 billion in investments in the Rio Grande Valley will be lost.

    “Since 2016, America has become the largest exporter of LNG in the world, passing competitors such as Russia and Qatar. This achievement was made possible through the work, innovation, and investment of private companies willing to fund and build capital-intensive projects. That progress has now been put at acute risk by the court’s decision.”

    Dear Chairman Willie L. Phillips:
    On August 6, 2024, the U.S. Court of Appeals for the D.C. Circuit vacated reauthorizations for the Rio Grande LNG and Texas LNG projects and remanded the issue to the Federal Energy Regulatory Commission for further proceedings.
    We write today to urge you to pursue an appeal and seek a stay of the decision pending the outcome of that appeal.
    State and local officials across Texas had already done extensive work related to the two projects. The Rio Grande LNG project already started construction a year ago. The Texas LNG project was less than two months away from securing enough offtake commitments for achieving a final investment decision.
    The decision sets a chilling precedent that will harm the development of infrastructure for projects related to all forms of energy, directly undermining American energy security and therefore national security. If the permits are not reauthorized, over 7,000 high-paying jobs will disappear, and roughly $24 billion in investments in the Rio Grande Valley will be lost.
    There is no precedent for this decision. Charles McConnell, the former Assistant Secretary of Energy at the Department of Energy in President Barack Obama’s Administration says “If allowed to stand, the precedent from this ruling would be absolutely draconian to investment progress.”
    The decision itself, as well as its unprecedented nature, will have far-reaching and negative cascade effects. The Brazos Island Harbor Channel Improvement Project, a $400 million project to deepen the Brownsville shipping channel from 42 to 52 feet, will likely stop. Over $20 billion in economic investment and 31 million tonnes per annum of liquified natural gas (LNG) exports will be wiped out. More broadly, if project developers come to believe that federal permits can be overturned due to procedural missteps by the regulator, apart from any actions or fault by the developers, U.S. infrastructure projects will slow and stall.

    Hell is breaking loose in Lebanon.

    As I told the General Assembly yesterday, we should all be alarmed by the escalation. 

    Lebanon is at the brink. 

    Of course, the Blue Line has seen tensions for years. 

    But since October, exchanges of fire have expanded in scope, depth, and intensity.

    Hizbullah and other non-state armed groups in Lebanon and the Israel Defense Forces have exchanged fire on an almost daily basis – with Hizbullah indicating that they would require a ceasefire in Gaza to cease hostilities.

    The exchanges of fire have been in repeated violation of Security Council resolution 1701. 

    The daily use of weapons by non-State armed groups is in violation of Security Council resolutions 1559 and 1701.

    Lebanese sovereignty must be respected and the Lebanese state must have full control of weapons throughout Lebanese territory.  We support all efforts to strengthen the Lebanese Armed Forces.

    Madam President,

    Since October, nearly 200,000 people within Lebanon and over 60,000 from northern Israel have fled their homes.

    Many lives have been lost.

    All this must stop.

    The communities of northern Israel and southern Lebanon must be able to return to their homes, and live in safety and security, without fear.

    Madam President,

    Since the emergency Council session on Lebanon on 20 September – in the wake of the remote detonation of pagers and hand-held radios used by Hizbullah across Lebanon – hostilities have escalated dramatically.

    The past weekend saw heavy exchanges of fire endangering civilians on both sides of the Blue Line — with Israel Defense Forces striking approximately 400 Hizbullah targets in Lebanon, while Hizbullah launched hundreds of missiles, rockets and drones into northern Israel.

    Monday was the bloodiest day in Lebanon in a generation. 

    The Israel Defense Forces said that it struck some 1,600 Hizbullah targets.

    Many civilians were killed, and many, many more were injured.

    Since then, Israel continued its deadly strikes across Lebanon, including in the southern suburbs of Beirut.

    Hizbullah targets. Lebanon’s Ministry of Public Health reported that 569 people were killed on Monday and Tuesday — including 50 children and 94 women.  Over 1,800 people were injured.

    Lebanese authorities report a total of 1,247 deaths since October.

    Two colleagues from UNHCR were among those killed in yesterday’s bombing.

    Today, further strikes killed at least another 50 people and injured more than 200.

    Meanwhile, roads are clogged as families desperately seek safety.

    Many are stranded at the Beirut airport.

    The Ministry of Interior of Lebanon has reported that over 90,000 people have fled southern and eastern Lebanon towards Beirut and the northwest, with 30,000 people in shelters.

    At least $170 million are needed to respond to growing numbers of displaced and mounting humanitarian needs.

    The people of Israel have endured also repeated attacks from Hizbullah and others.

    According to Israeli officials, since last October, more than 8,300 rockets, around 1500 anti-tank missiles and hundreds of explosive unmanned aerial vehicles have targeted Israel — with 49 Israeli deaths and hundreds injured. 

    Hizbullah continues to launch drone and increasingly high calibre missile and rocket attacks on military targets and residential areas in Israel.

    Earlier today, they launched a ballistic missile targeting Mossad headquarters near Tel Aviv.  

    The ongoing rocket attacks have injured several people in Israel, with homes and other structures damaged.

    Les efforts diplomatiques se sont intensifiés afin de parvenir à un cessez-le-feu temporaire – permettant l’acheminement de l’aide humanitaire et ouvrant la voie au rétablissement d’une paix plus durable.

    En début de semaine, la coordinatrice spéciale de l’ONU pour le Liban, Mme Jeanine Hennis-Plasschaert, s’est rendue en Israël pour des consultations, insistant sur le fait qu’une escalade militaire n’était pas dans l’intérêt de personne.  

    Le Chef de mission et Commandant de la Force intérimaire des Nations unies au Liban – la FINUL – le Général Aroldo Lazaro, est resté en contact étroit avec les parties, soutenant l’accès humanitaire partout où cela est possible et continuant d’appeler à une désescalade immédiate.

    Malgré les conditions dangereuses, nos soldats de la paix restent en poste.

    Afin de réduire les risques pour le personnel de la mission, la plupart du personnel civil a été temporairement transféré au nord du fleuve Litani.

    Madam President, Excellencies,

    Hell is breaking loose in Lebanon.

    As I told the General Assembly yesterday, we should all be alarmed by the escalation. 

    Lebanon is at the brink. 

    Of course, the Blue Line has seen tensions for years. 
    But since October, exchanges of fire have expanded in scope, depth, and intensity.

    Hizbullah and other non-state armed groups in Lebanon and the Israel Defense Forces have exchanged fire on an almost daily basis – with Hizbullah indicating that they would require a ceasefire in Gaza to cease hostilities.

    The exchanges of fire have been in repeated violation of Security Council resolution 1701. 

    The daily use of weapons by non-State armed groups is in violation of Security Council resolutions 1559 and 1701.

    Lebanese sovereignty must be respected and the Lebanese state must have full control of weapons throughout Lebanese territory.  We support all efforts to strengthen the Lebanese Armed Forces.

    Madam President,

    Since October, nearly 200,000 people within Lebanon and over 60,000 from northern Israel have fled their homes.

    Many lives have been lost.

    All this must stop.

    The communities of northern Israel and southern Lebanon must be able to return to their homes, and live in safety and security, without fear.

    Since the emergency Council session on Lebanon on 20 September – in the wake of the remote detonation of pagers and hand-held radios used by Hizbullah across Lebanon – hostilities have escalated dramatically.

    Diplomatic efforts have intensified to achieve a temporary ceasefire – allowing for delivery of humanitarian relief and paving the way for the resumption of more durable peace. 

    We fully support these efforts. 

    Earlier this week, the United Nations Special Coordinator for Lebanon –
    Jeanine Hennis-Plasschaert – travelled to Israel for consultations, underscoring that military escalation is in no one’s interest.   

    The Head of Mission and Force Commander of the United Nations Interim Force in Lebanon, UNIFIL – General Aroldo Lazaro – has continued his close engagement with the parties, supporting humanitarian access wherever possible and continuing to urge immediate de-escalation.

    Despite the dangerous conditions, our peacekeepers remain in position.

    To mitigate the risk to mission personnel, most civilian personnel have temporarily relocated north of the Litani River.

    A few critical staff members remain in the mission’s area of operations, together with the Blue Helmets.

    I want to reiterate our sincere gratitude to our peacekeepers – civilian and military – who serve along the Blue Line, as well as to all the troop-contributing-countries.

    Madam President,

    The UK and Welsh Government have announced £1 billion of investment into Shotton Mill in North Wales.

    • Major joint investment in Deeside will safeguard 147 jobs and create a further 220.
    • Shotton Mill will become UK’s largest recycled paper manufacturer helping the UK’s transition to net zero and creating jobs in green industries of the future.
    • Stronger relationship between UK and Welsh Government delivers boost to local economy.
    • Announcement comes ahead of Investment Summit which will bring together international business leaders to boost growth.

    A major investment of over £1 billion in the redevelopment of Shotton Mill in Deeside, North Wales, will safeguard 147 jobs and create a further 220 when fully commissioned, the UK and Welsh governments have confirmed today [Thursday 26 September].

    Cabinet ministers from both the UK and Welsh government will visit the historic industrial centre of Wales to meet with members of Eren Holdings, who acquired Shotton Mill in 2021. There, they will hear more about the site’s transformation, which will turn the area into the UK’s largest paper manufacturing site.

    The announcement comes ahead of the Investment Summit next month which will make clear that the UK is “open for business” as the UK government resets relations with trading partners around the globe and creates a pro-business environment that supports innovation and high-quality jobs at home and supports our mission to deliver growth.

    The Welsh Government has provided nearly £13 million in funding alongside £136 million in support from UK Export Finance (UKEF), the UK government’s export credit agency.

    Business and Trade Secretary Jonathan Reynolds said:

    This is a massive vote of confidence in the Welsh economy and this government’s plans to make Britain the destination of choice for investments in the industries of tomorrow. This transformative investment will not only support local skilled jobs but raise living standards in the community.

    The deal being announced today is testament to what can be achieved when the Welsh and UK governments work hand in hand. 

    We’re also proud to celebrate National Manufacturing Day, where we recognise the tremendous innovations taking place right across the sector, not least here in Shotton Mill.

    Once fully operational, instead of transporting paper waste many hundreds or thousands of miles overseas to be processed it will be turned into recycled packaging here in Wales. This, alongside the nature of the technology, means a net reduction in carbon emissions equivalent to emissions from 190,000 homes a year.

    Our £13million support will help ensure this is delivered whilst safeguarding and creating local jobs and ensuring that the community is at the heart of the business’ success for many years to come.

    Eren Holding is a leading containerboard and corrugated cardboard manufacturer from Turkey and ranks among the leading producers in Europe. Their plans will see Shotton Mill become the UK’s largest paper-manufacturing campus, boosting UK paper production by recycling wastepaper which would otherwise go overseas or into landfill.

    The plant will produce nearly 100% recycled paper and will have an environmentally friendly production model as it purifies its own wastewater, recycles and reuses it in the system, helping to create good, highly paid jobs in the green industries of the future.

    UKEF supported by issuing a guarantee which allows HSBC and UBS to arrange debt financing for the project. 

    The Eren investment is expected to boost Welsh and UK exports in paper, with UKEF support offered on the understanding that Shotton Mill will export 10% of its turnover within 5 years. This is also expected to reduce UK reliance on imports of paper.

    Hamdullah Eren, Senior board member of the Eren Holding Group said:

    “Production at our new plant at Shotton Mill will be based on state-of-the-art technology, making this the most advanced paper campus in Europe. Our custom-built plant will deliver sophisticated and sustainable manufacturing solutions well into the 21st century. This is the first major Eren Holding cap ex project outside Türkiye and we are delighted to have chosen Deeside as an ideal location to meet our ambitions for growth. We are putting down deep roots on a site of historic industrial significance. We believe this new plant will bring prosperity, leadership in our industry, and long-term employment prospects that will be the pride of Deeside, Wales and Türkiye.”

    Northeast Wales is a key industrial centre, with Deeside being one of the largest industrial parks in Europe. Shotton steelworks once operated on site, with industrial activity at the Mill dating back over 100 years.

    The investment represents a new lease of life for the site and will support economic stability in Deeside and the North Wales area as both governments look to deliver long-term, sustainable, growth right across the UK.

    The announcement also falls on National Manufacturing Day as the government celebrates the nation’s first-class manufacturing industry. The UK government’s upcoming modern industrial strategy will back workers and give international investors the confidence they need to invest in Britain, creating jobs and growth across the UK.

    The UK remains an attractive destination for green investment and this announcement will help create jobs, grow the economy and export high-quality, sustainable goods around the world.

  • MIL-OSI New Zealand: New Zealand concludes trade agreement with the UAE

    New Zealand and the United Arab Emirates have concluded negotiations on a trade agreement, which will unlock economic opportunities for Kiwi exporters and create stronger supply chains with one of our most important trading partners in the Gulf region.

    This agreement was concluded in just over 4 months following the launch of negotiations on 7 May this year, making this New Zealand’s fastest-ever trade agreement negotiation, and the most trade liberalising of any of the UAE’s CEPAs to date. 

    “This shows the Government’s commitment to opening doors and reducing costs and barriers for Kiwi exporters,” Mr McClay says. 

    The announcement follows formal talks between Trade Minister Todd McClay and his UAE counterpart Minister of State for Foreign Trade Dr Thani bin Ahmed Al Zeyoudi in Wellington.

    “Our Comprehensive Economic Partnership Agreement (CEPA) with the UAE will eliminate duties on 98.5 per cent of New Zealand’s exports immediately on entry into force, rising to 99 per cent within three years. This will create new opportunities for New Zealand businesses in the dynamic UAE market, contributing to our ambitious target of doubling exports by value in ten years,” Mr McClay says. 

    “The UAE is a key export destination and hub in the Gulf region. In the year to June 2024, two-way trade was valued at NZ$1.3 billion. The UAE is one of our largest markets in the Middle East, and a top 20 export market overall.” 

    New Zealand dairy exports to the UAE amounted to $718 million, industrial products $237 million, red meat $46 million, horticulture $44 million, and tourism $31 million. 

    New Zealand imported $152 million of products and services from the UAE over the same period, including plastics, carpets, travel services and glass.

    In addition to removing tariffs, the CEPA includes new commitments which will provide greater certainty for New Zealand services exporters when operating in the UAE. 

    The CEPA’s Investment Facilitation chapter, and a Bilateral Investment Treaty concluded alongside the CEPA, will together provide a framework for broadening and strengthening our investment relationship and help increase two-way investment with the UAE. The agreement does not include Investor-State Dispute Settlement (ISDS).

    Professional services, education services, and the audio-visual and gaming sectors, as well as engineering and environmental services will all benefit from this Agreement.

    The CEPA also includes chapters on intellectual property, sustainable development, labour, sustainable agriculture, climate, and on indigenous trade. We have also secured New Zealand’s Treaty of Waitangi exception to allow us to meet treaty obligations. 

    H.E. Dr Al Zeyoudi says New Zealand is a long-standing and highly valued trade partner of the UAE. 

    “The Comprehensive Economic Partnership Agreement will further strengthen our bilateral relations and boost private-sector opportunity in both nations. The conclusion of our CEPA is also an important step forward in realizing our shared ambition to secure long-term prosperity for our peoples and nations alike.”

    WASHINGTON – Today,U.S. Senator Tommy Tuberville (R-AL) delivered a floor speech criticizing the Biden-Harris administration for prolonging the unwinnable war in Ukraine at the expense of American taxpayers. Sen. Tuberville also discussed why the history of NATO is inconvenient for the Biden-Harris administration’s narrative. In the speech, Sen. Tuberville highlighted that Ukraine is becoming desperate, which could have dire consequences.

    “Mr. President, 
    I rise today to talk about the un-winnable war in Ukraine, which has already cost American taxpayers billions of dollars. 
    Now, anyone who dares question the Uni-Party’s narrative on the war in Ukraine is obviously going to get criticized. That’s OK. The media has been complicit in pushing this narrative. Think about [it]: when was the last time you saw live footage on the ground in Ukraine? It’s rare because Ukraine is losing and is losing badly.
    This comes after we just gave Ukraine $60 billion dollars more of taxpayer money earlier this year to prolong this war. 
    I see President Zelensky, a Uni-Party puppet, is here begging, begging for more money on [the] campaign trail with Kamala Harris. It feels like he’s here every other month demanding more and more taxpayer money. That’s because he knows that the money spigot will cut off if Kamala Harris doesn’t win in November.
    Look, this subject is too important to go unaddressed. Over the last several months, I’ve asked multiple high-ranking members of the Biden-Harris administration to articulate what it is trying to accomplish in Ukraine. Just tell us. Tell us what it will cost and how we plan to achieve these results. Basically, I’m asking: what is our game plan? Not one official in this administration has answered my questions clearly. Not one. 
    One of the most interesting responses I received was from Secretary Austin himself, Secretary of Defense. He says, ‘We want to see Ukraine remain a sovereign, independent and democratic state that has the ability to defend itself in its territory and deter aggression.’ Ok. Secretary Austin continued, stating that it is the administration’s goal to bring Ukraine into NATO while simultaneously blaming Russia for NATO’s past expansion. 
    Now, here’s when the DC establishment really, really gets upset. I’m going to review a few undeniable facts about NATO’s history. Predictably, the Uni-Party will accuse me of spewing Russian propaganda. But these are the facts and that’s what we have to go by. We can’t shy away from them. 
    NATO was formed 75 years ago in 1949 as a defensive alliance to counter the communist Soviet Union. It was wildly successful in that it maintained peace through deterrence throughout the cold war. NATO helped us win the Cold War and dissolve [the] communist Soviet Union. When the Cold War ended in 1991, Ukraine instantly became the world’s third-largest nuclear power. Ukraine. Following a series of negotiations, Ukrainians agreed to give up their nuclear weapons in exchange for security guarantees from both Russia and NATO. Territorial integrity and political independence.
    These efforts were successful because they included assurances by many, many heads of state, including our own, that would no up-eastward expansion of NATO towards Russia would ever happen. It was over. At that time, there were 16 NATO members. Today, 33 years later, after this agreement, there are 32 NATO members. Even though in 1991 we agreed to no more eastward expansion, we broke the agreement. We, NATO and the United States. NATO has expanded eastward seven times since that agreement in 1991. The largest expansion in 2004 included two countries that share a border with Russia: Estonia and Latvia. Today, NATO includes three countries that border Russia. Six NATO members are former Warsaw Pact members. The bulk of this expansion happened before Russia annexed Crimea and invaded part of Ukraine in 2014.
    Again, these are all the facts. All play a part in the NATO story and Russia’s response to it. Here’s another fact: NATO’s expansion was on NATO’s terms, separate and apart from any Russian input or activity. Let me read that again. NATO expansion was on NATO’s terms, separate and apart from any Russian input or activity—contrary to Secretary Austin’s claims. Ask yourself: How would the U.S. react if China or Russia entered a mutual defense organization with Mexico or Canada? How would we react? What if they started basing troops or participating in military exercises just miles from our homeland?
    Having covered a brief history of NATO, let’s ask logical follow-up questions that we should always ask before involving ourselves in any armed conflict. First, how far are we willing to take this proxy war with Russia? How far are we? Did we think about that before we got into this? Are we [as] committed to winning as Russia’s President is? Vladimir Putin? Are we committed to winning? What happens if the momentum turns? What happens if it turns against Ukraine and Russia starts making real gains, as it appears is happening today. Will the U.S. send more taxpayer money? More weapons? Will NATO send troops? Will the United States send troops? What’s the plan? 
    War is a serious business. We should understand that by now. You don’t half-ass your way into one and certainly don’t half-ass your way out of one. That doesn’t seem to resonate around here.
    Since the Russian offensive began, we have sent more than one $174 billion taxpayer dollars to Ukraine, one of the most corrupt countries in the world. Recently, the Biden-Harris administration announced their intent, their intent, to send an additional $700 million taxpayer dollars to Ukraine in cash. Are you kidding me? Why on earth would we give cash to the most corrupt country on the face of the planet? 
    So, after all that, after the last two and a half years of funding billions of taxpayer dollars, getting hundreds of thousands of people killed, what do we have to show for it? The war has only gotten worse. Hundreds of thousands are dead. Ukraine is becoming more desperate, as its forces are [experiencing] widespread insubordination and even mass desertion. We don’t hear that on TV. We don’t hear that in this propaganda media. Over six million Ukrainians have fled the country, have run, have left their country.
    Ukraine is playing with fire, now seeking to conduct offensive operations deep inside Russia. Why? You can’t win. Most recently, Ukraine launched a drone attack that struck in Moscow. What are we trying to do— start World War III? Most recently, Ukraine launched a drone attack that struck several other office buildings in Moscow. Adding to the uncertainty of this situation, this administration’s current policy towards Ukraine has all the hallmarks of every Biden-Harris foreign policy decision that has preceded it: weak planning, disastrous results, zero leadership. This administration never considered the consequences of Ukraine losing. How can that ever happen?
    This is really sad. It’s sad for the United States of America. It’s sad for the taxpayers. It’s sad for our military. It’s sad for our allies and it’s sad for NATO. Some of [his] Democratic colleagues have said, ‘Joe Biden never made a correct decision in foreign policy in forty years.’ Well, he hadn’t broke that. 
    Biden-Harris administration has dumped billions of dollars also into the lap of Iran. Removed the terrorist designation from the Houthis, who by the way, we’re fighting against right now, but they’re ‘not terrorists.’ Alienated one of our most important friends, Saudi Arabia. And they’ve executed the disastrous Afghanistan withdrawal that unnecessarily cost the lives of Americans. All this weakness was a direct signal to our adversaries: ‘Now is the time to make your move.’ And that’s exactly what our adversaries China, Iran, Russia, and North Korea are doing.
    China today tested another ballistic missile into the Pacific Ocean. They’re preparing. Russia now has pounced on Ukraine. Whatever you hear in the media, it’s not true. It is a slaughter. Iran has released its proxies and terrorized the Middle East. Our ally Israel is fighting for its life against Hamas following the gruesome October 7th attack almost a year ago. The Houthis, the Houthis, are a bunch of people that live in the mountains, have been emboldened to attack ships, which has negatively impacted global trade. We can’t even beat the Houthis and we’re trying to create more wars. China has stepped up its aggression in the China Sea. We’re losing influence across the globe, especially in South America and Africa where the Chinese and the Russians are taking over. We’re leaving leaps and bounds.
    So, let’s be very clear. Despite the administration’s incompetence, I still believe Putin was wrong to invade Ukraine. I think we all do. He should have withdrawn his forces immediately after it started. Putin is responsible for his actions, and he has made no secret of the fact that he sees Ukraine as historically a part of Russia. 
    At the same time, I do not think that Ukraine’s border is more important than ours—not even close—which we have been completely […] neglecting the last three and a half years.
    We have been overrun, [at the] southern border, northern border, and from airplanes all over the world flying into our cities. It’s an embarrassment.
    We do not need the administration to enable Ukraine to use offensive weapons and strike deep into Russia. That cannot happen. We are on the cusp of a nuclear war. Nobody seems concerned: ‘It won’t happen.’ Yes, it will happen. Putin has told us it will happen if you continue this. This would only escalate this conflict to an entirely new level that none of us can ever imagine. Do you think this offensive would convince Putin to come to the table and negotiate a peace agreement? Well, I would hope we would go, but we do not seem to want to make a peace agreement. We had better and we’d better do it in the very near future. This will provoke him to [use] even more deadly weapons if we continue to attack within their borders, costing more and more lives. NATO and the U.S. would be forced to respond as a result. We’re trying to create a war. 
    We must consider these questions thoroughly before we involve ourselves in another one of these crazy conflicts that should never happen. Improvising won’t cut it. Now is the time for the U.S. to lead and negotiate a peace to the end of this bloody war. I keep hearing people say, ‘well, we’re building equipment for our military.’ Yeah, right. Or our men and women are not losing their lives. We’re getting close to it. We’re getting very close.
    Now look, I come from a military state in the state of Alabama. We build everything. We have thousands of troops. I want it to be well-funded and well-equipped if we ever have to fight a war. We need a lethal killing machine to deter other aggression. That’s what a military is about. This is not about defunding our military. I want our military laser-focused on protecting Americans and not woke DEI initiatives. And it’s not about abandoning our allies either. We need to support our allies.
    It’s about this administration funding a proxy war with no plan, zero, no plan on how to stop it, or how to win it. The Biden-Harris administration needs to negotiate a peace agreement now. Immediately, or there will be huge, disastrous consequences coming in the very near future.

    Madam President, Excellencies,

    Hell is breaking loose in Lebanon.

    As I told the General Assembly yesterday, we should all be alarmed by the escalation. 

    Lebanon is at the brink. 

    Of course, the Blue Line has seen tensions for years. 

    But since October, exchanges of fire have expanded in scope, depth, and intensity.

    Hizbullah and other non-state armed groups in Lebanon and the Israel Defense Forces have exchanged fire on an almost daily basis – with Hizbullah indicating that they would require a ceasefire in Gaza to cease hostilities.

    The exchanges of fire have been in repeated violation of Security Council resolution 1701. 

    The daily use of weapons by non-State armed groups is in violation of Security Council resolutions 1559 and 1701.

    Lebanese sovereignty must be respected and the Lebanese state must have full control of weapons throughout Lebanese territory.  We support all efforts to strengthen the Lebanese Armed Forces.

    Madam President,

    Since October, nearly 200,000 people within Lebanon and over 60,000 from northern Israel have fled their homes.

    Many lives have been lost.

    All this must stop.

    The communities of northern Israel and southern Lebanon must be able to return to their homes, and live in safety and security, without fear.

    Since the emergency Council session on Lebanon on 20 September – in the wake of the remote detonation of pagers and hand-held radios used by Hizbullah across Lebanon – hostilities have escalated dramatically.

    The past weekend saw heavy exchanges of fire endangering civilians on both sides of the Blue Line — with Israel Defense Forces striking approximately 400 Hizbullah targets in Lebanon, while Hizbullah launched hundreds of missiles, rockets and drones into northern Israel.

    Monday was the bloodiest day in Lebanon in a generation. 

    The Israel Defense Forces said that it struck some 1,600 Hizbullah targets.

    Many civilians were killed, and many, many more were injured.

    Since then, Israel continued its deadly strikes across Lebanon, including in the southern suburbs of Beirut.

    Hizbullah targets. Lebanon’s Ministry of Public Health reported that 569 people were killed on Monday and Tuesday — including 50 children and 94 women.  Over 1,800 people were injured.

    Lebanese authorities report a total of 1,247 deaths since October.

    Two colleagues from UNHCR were among those killed in yesterday’s bombing.

    Today, further strikes killed at least another 50 people and injured more than 200.

    Meanwhile, roads are clogged as families desperately seek safety.

    Many are stranded at the Beirut airport.

    The Ministry of Interior of Lebanon has reported that over 90,000 people have fled southern and eastern Lebanon towards Beirut and the northwest, with 30,000 people in shelters.

    At least $170 million are needed to respond to growing numbers of displaced and mounting humanitarian needs.

    Madam President,

    The people of Israel have endured also repeated attacks from Hizbullah and others.

    According to Israeli officials, since last October, more than 8,300 rockets, around 1500 anti-tank missiles and hundreds of explosive unmanned aerial vehicles have targeted Israel — with 49 Israeli deaths and hundreds injured. 

    Hizbullah continues to launch drone and increasingly high calibre missile and rocket attacks on military targets and residential areas in Israel.

    Earlier today, they launched a ballistic missile targeting Mossad headquarters near Tel Aviv.  

    The ongoing rocket attacks have injured several people in Israel, with homes and other structures damaged.

    Les efforts diplomatiques se sont intensifiés afin de parvenir à un cessez-le-feu temporaire – permettant l’acheminement de l’aide humanitaire et ouvrant la voie au rétablissement d’une paix plus durable. 

    Nous soutenons pleinement ces efforts. 

    En début de semaine, la coordinatrice spéciale de l’ONU pour le Liban, Mme Jeanine Hennis-Plasschaert, s’est rendue en Israël pour des consultations, insistant sur le fait qu’une escalade militaire n’était pas dans l’intérêt de personne.  

    Le Chef de mission et Commandant de la Force intérimaire des Nations unies au Liban – la FINUL – le Général Aroldo Lazaro, est resté en contact étroit avec les parties, soutenant l’accès humanitaire partout où cela est possible et continuant d’appeler à une désescalade immédiate.

    Diplomatic efforts have intensified to achieve a temporary ceasefire – allowing for delivery of humanitarian relief and paving the way for the resumption of more durable peace. 

    We fully support these efforts. 

    Earlier this week, the United Nations Special Coordinator for Lebanon –
    Jeanine Hennis-Plasschaert – travelled to Israel for consultations, underscoring that military escalation is in no one’s interest.   

    The Head of Mission and Force Commander of the United Nations Interim Force in Lebanon, UNIFIL – General Aroldo Lazaro – has continued his close engagement with the parties, supporting humanitarian access wherever possible and continuing to urge immediate de-escalation.

    Despite the dangerous conditions, our peacekeepers remain in position.

    To mitigate the risk to mission personnel, most civilian personnel have temporarily relocated north of the Litani River.

    A few critical staff members remain in the mission’s area of operations, together with the Blue Helmets.

    I want to reiterate our sincere gratitude to our peacekeepers – civilian and military – who serve along the Blue Line, as well as to all the troop-contributing-countries.

    Madam President,

    WASHINGTON, D.C. – Today, U.S. Senator Pete Ricketts (R-NE), a member of the Senate Committee on Foreign Relations, introduced five pieces of legislation aimed at combatting the influence of the Chinese Communist Party (CCP) in America’s agriculture and financial sectors.
    “The CCP is the single greatest threat to America’s national security and financial independence,” said Senator Ricketts. “A CCP-led world would mean coercion instead of choice, tyranny instead of liberty, and dictatorship instead of democracy. The only way to combat this threat is with a strong, strategic, all-of-government approach. These bills move us closer to that.”
    The Securing American Agriculture Act bolsters and protects our domestic food and agriculture supply chains and reduces America’s reliance on foreign adversaries.
    The Protecting Endowments from our Adversaries Act disincentivizes endowments from investing in adversarial entities flagged by the U.S. Government as threatening to our national security.
    The No Capital Gains Allowance for American Adversaries Act eliminates tax breaks for investments made in companies based in China, Russia, Iran, North Korea, and Belarus.
    The PRC Military and Human Rights Capital Markets Sanctions Act prevents Wall Street firms from using Americans’ investment dollars to effectively underwrite the CCP’s human rights abuses and aggression.
    The No China in Index Funds Act prevents index mutual funds from holding Chinese stocks.

    BACKGROUND:
    Securing American Agriculture Act – The PRC’s strategic control over crucial sectors of our food and agricultural supply chain poses a serious national security threat. In recent years, the PRC gained significant market share in the production of essential agricultural inputs like vitamins, veterinary pharmaceuticals, and crop protection tools. China now controls over 90% of vitamin C and vitamin B6 production and up to 85% of amino acids used in animal feed.
    Losing access to these key inputs could drastically reduce agricultural productivity, increase food prices, and undermine domestic food security. A University of Wisconsin-Whitewater study found that, if left unchecked, the PRC’s domination of the amino acids market would destroy 30,000 U.S. jobs and reduce economic activity by $15 billion per year. The Securing American Agriculture Act bolsters and protects our food production supply chain.
    Specifically, the bipartisan bill:
    Requires the U.S. Department of Agriculture, in conjunction with the U.S. Trade Representative and the Department of Commerce, to conduct an annual threat assessment of critical food and agricultural supply chains.
    Requires the Secretary of Agriculture to provide recommendations to mitigate potential threats from the PRC and for legislative and regulatory actions to reduce barriers to domestic critical input production.
    U.S. Representatives Ashley Hinson (R-IA-02) and Elissa Slotkin (D-MI-07) haveintroduced companion legislation in the House.     Protecting Endowments from Our Adversaries Act (PEOAA) – U.S. University endowment dollars have helped fund technology behind the CCP’s surveillance of Uyghur Muslims in China. Many endowment fund portfolios own Chinese stocks listed on American exchanges, either directly or indirectly. Tax-advantaged endowment dollars are supposed to be used to lower tuition costs and improve education, not to fund our adversaries.
    Specifically, the bill:
    Imposes a 50% excise tax on initial investments in adversarial entities on the Entity List, Military End User List, Unverified List, or FCC Covered List.
    Imposes a 100% excise tax on the realized gains derived from listed investments one year after an entity is listed.
    Applies to private college and university endowments over $1 billion.

    No Capital Gains Allowance for American Adversaries Act – According to a comparative analysis of capital gains tax rates by the Law Library of Congress, many countries have investment incentives not applicable to some foreign investments. For example, China provides investment incentives through its tax code, but foreign investments are eligible only with the pre-approval of the Chinese government. The No Capital Gains Allowance for American Adversaries Act stops subsidizing our adversaries’ investments in the United States. 
    Specifically, the bipartisan bill:
    Eliminates the capital gains tax break for investments in companies based in China, Russia, Belarus, Iran, and North Korea.
    Eliminates a related tax break, the “step-up in basis” at death, for investments in such companies.
    Requires disclosure to the Securities and Exchange Commission (SEC) that no tax breaks are available for these stocks.
    U.S. Representatives Brad Sherman (D-CA-32) and Victoria Spartz (R-IN-05) haveintroduced companion legislation in the House.

    People’s Republic of China (PRC) Military and Human Rights Capital Markets Sanctions Act – A recent report identified 144 Chinese companies, or their affiliates, whose practices were so adverse to U.S. interests that it is illegal for Americans to buy their products. Most of these companies have been found to violate human rights. Others play an integral role in the CCP’s military-industrial complex. While buying the products of these companies is illegal, it is still legal to buy their stock. The PRC Military and Human Rights Capital Markets Sanctions Act fixes this problem.
    Specifically, the bipartisan bill:
    Prohibits Americans from purchasing, selling, or holding publicly-traded securities of companies that appear on sanctions lists or have an affiliate on the sanctions list.
    Prohibits Americans from purchasing, selling, or holding publicly-traded securities that are derivatives of securities issued by a sanctioned company.
    Prohibits Americans from purchasing, selling, or holding securities that provides investment exposure to a publicly-traded security issued by a sanctioned company or affiliate.
    Requires divestment from the prohibited securities within 180 days.

    No China in Index Funds Act – Index mutual funds minimize their expenses by simply investing in all the companies in a certain market sector, without looking closely at the individual companies. There are unique difficulties in evaluating the risks of investing in Chinese companies. Americans should not invest in these companies without carefully evaluating the risk. The No China in Index Funds Act will keep these hard-to-evaluate Chinese stocks out of index mutual funds.
    Specifically, the bipartisan bill:
    Prohibits index funds from investing in Chinese companies.
    Requires index funds to divest from such investments within 180 days.

    Today, with colleagues, I introduced Joint Resolutions of Disapproval seeking to block certain arms sales to Israel. The Senate will vote on these resolutions when it reconvenes in November. Let me explain why these arms sales must not proceed.
    Israel clearly had the right to respond to Hamas’ horrific terrorist attack on October 7th, which killed 1,200 innocent Israelis and took hundreds of hostages. But Prime Minister Netanyahu’s extremist government has not simply waged war against Hamas. It has waged all-out war against the Palestinian people, killing more than 41,000 Palestinians and injuring more than 95,000 – 60 percent of whom are women, children, or elderly people. Netanyahu has bombed hospitals and schools, starved children, destroyed infrastructure and housing stock, and made life unlivable in Gaza. The United States must end its complicity in this atrocity.
    Sending more weapons is not only immoral, it is also illegal. The Foreign Assistance Act of 1961 and the Arms Export Control Act lay out clear requirements for the use of American weaponry – Israel has egregiously violated those rules. American weapons have been used indiscriminately, and several of the systems included in these sales are responsible for a large number of civilian casualties. There is a mountain of documentary evidence demonstrating that these weapons are being used in violation of U.S. and international law. It is also clear that Israel has blocked U.S. humanitarian aid, making it ineligible for U.S. security assistance under Section 620I of the Foreign Assistance Act.
    There are also clear policy reasons not to proceed with these arms sales. For months, the Biden Administration has been trying to reach a ceasefire deal that would secure the release of the hostages and allow more aid to flow into Gaza. Every time an agreement appears close, Netanyahu introduces new demands and sinks the deal. It is clear that Netanyahu is prolonging the war to cling to power and avoid prosecution for corruption. Meanwhile, his government has also overseen record illegal settlement expansion in the West Bank and unleashed a wave of violence there that has killed nearly 700 Palestinians, including 150 children, and several Americans over the last 11 months.
    And now the world must contend with the dramatic escalation in Lebanon.
    President Biden has emphatically called for de-escalation and said that a “full-scale war is not in anyone’s interest.” He has underlined that a ceasefire for hostage deal in Gaza is the key to a diplomatic solution to the wider conflict. That is the policy of the United States: to pursue a ceasefire for hostage deal that will prevent further escalation, stop the killing and the rocket attacks, allow displaced people to return to their homes sooner, and finally bring the hostages home.
    Netanyahu has resisted these calls. Instead, at every stage of this conflict, when presented with the choice between military escalation and diplomacy, Netanyahu has chosen to escalate to preserve his coalition at home.
    For all of these reasons – moral, legal, and strategic – sending more weapons to Netanyahu’s extremist government is unacceptable. That is why many of our closest allies have already stopped offensive arms transfers. Congress must now act to uphold U.S. and international law and use our leverage to advance U.S. policy goals.

  • MIL-OSI USA: Senator Wicker Raises Alarm Over Damaged Navy Oiler in Arabian Sea

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., the highest-ranking Republican on the Senate Armed Services Committee, released the following statement in response to press reports that the Navy’s fleet oiler USNS Big Horn was damaged off the coast of Oman in the Arabian Sea:
    “I am troubled about reports that the Navy’s sole fleet oiler in the CENTCOM region has been rendered temporarily inoperable. If we cannot fuel our ships, our capabilities will be greatly diminished,” Senator Wicker. “The Big Horn’s problems also speak to a larger challenge – we are woefully in need of a larger logistics fleet, which is the lifeline for our global military presence. I hope this incident serves as a wake-up call that it is high time to fix our shipbuilding industrial base and support our merchant mariners.”
    Senator Wicker posed the following questions to the Department of Defense:
    Where did the Big Horn take damage?
    What is the initial damage assessment for the Big Horn?
    What was the cause of the damage (weather, navigator error, etc.)?
    Can the Big Horn operate under its own power?
    What is the estimated time required for the repair of the vessel?
    Is there another vessel able to fill the capability gap? If so, when will it be in the area?
    Does the administration support additional executable funding for fleet oilers in the FY25 appropriations process?
    Senator Wicker noted the following facts related to shortfalls in the U.S. Navy’s logistics fleet:
    Senator Wicker’s recent “21st Century Peace Through Strength” report calls for adding funds for an additional T-AO fleet oiler, as well as investments into modular CONSOL adapter kits and related equipment to allow commercial ships to replenish Navy vessels.
    Senator Wicker’s budget amendment that passed through the Senate Armed Services Committee markup of the FY24 National Defense Authorization Act included $398 million for fleet oiler advance procurement.

    The Protecting American Agriculture from Foreign Adversaries Act of 2024 would: 

    1. Permanently include the Secretary of Agriculture as a member of the Committee on Foreign Investment in the United States (CFIUS) with respect to covered transactions involving agricultural land, agricultural biotech, or the transportation, storage, and processing of agricultural products.
    2. Authorize the Secretary of Agriculture to report both agricultural land transactions that involve foreign persons of China, North Korea, Russia, or Iran, and transactions that require AFIDA reporting to CFIUS. 

    This bill is sponsored by the Indiana Farm Bureau, American Farm Bureau, Indiana Soybean Alliance, Indiana Corn Growers Association, and the National Cattleman’s Beef Association.

    Union Minister of Minority Affairs and Parliamentary  Affairs, Shri Kiren Rijiju briefed media about the significant achievements of the Ministries  of Minority Affairs and Parliamentary Affairs at a press conference held  today  in  CGO Complex,New Delhi  . Shri George Kurian, Minister of State for Minority Affairs was also present on the occasion .

    Shri Rijiju highlighted the following key accomplishments of the Ministry of Minority Affairs during the first 100 days of the Government :

    Lok Samvardhan Parv:

    Union Minister for Minority Affairs, inaugurated the ‘Lok Samvardhan Parv’ which was organized as part of the 100 days’ programme by NMDFC, of the Ministry of Minority Affairs. The Parv was organised to showcase the schemes, programmes and achievements of the Ministry and to highlight the activities undertaken in convergence with partner organisations and success stories under its various schemes. A Credit Plan of National Minorities Development & Finance Corporation (NMDFC) for extending credit of over Rs.1000 crores to over 2.5 lakhs beneficiaries during 2024-25 was also released by the  Minister.

    Signing of MOUs between National Minorities Development & Finance Corporation (NMDFC) and three Banks and state Skill Development Missions of three States:

    MOUs between NMDFC and Indian Bank, Union Bank of India and Punjab Gramin Bank were signed for implementation of various schemes of NMDFC through these banks. This would facilitate in extending loans in the un represented areas.

    Announcement of package for Laddakh and interaction with beneficiaries of NMDFC:

    • In the Union Territories of Jammu & Kashmir and Ladakh, Minister for Minority Affairs, participated in a Beneficiary Interaction Programme held in Kargil on 14th July, 2024. Organized by the Jammu & Kashmir and Ladakh Finance Corporation (JKLFC) in collaboration with the National Minorities Development and Finance Corporation (NMDFC).
    • The programme highlighted a strong commitment to fostering socio-economic development of Minority communities through financial assistance and support.
    • The sanction of Rs. 10 crore was announced to the Sindhu Infrastructure Development Corporation (SIDCO) and Rs. 21.00 crores to JKLFC for the financial year 2024-25.

    Launch of PM VIKAS:

    “Pradhan Mantri Virasat Ka Samvardhan” (PM VIKAS) is an integrated scheme of the Ministry of Minority Affairs converging its five erstwhile schemes namely Seekho aur Kamao, USTTAD, Nai Manzil, Nai Roshni, and Hamari Dharohar. The PM VIKAS scheme aims towards socio-economic upliftment of minorities through various initiatives, including:

     

    • Providing skill development training in courses covering both modern and traditional job roles.
    • Organizing capacity-building workshops for artisans.
    • Preserving the Intangible Cultural Heritage (ICH) of minority communities.
    • Promoting minority women’s leadership and entrepreneurship.
    • Educational support to minority youth through National Institute of Open Schooling (NIOS)
    • Addressing infrastructure needs in convergence with the Ministry’s PMJVK scheme.

    Additionally, the scheme will facilitate credit linkages by connecting beneficiaries with loan programs offered by the National Minorities Development & Finance Corporation (NMDFC). Beneficiaries would also be supported for market linkages through EPCH (Export Promotion Council for Handicrafts) to enhance their livelihood.

    Launch of Haj Suvidha App:

    1. A game changer in Haj Management during Haj-2024.
    2. Provides the pilgrims access to training content, accommodation and flight details, baggage information, an emergency helpline (SOS), grievance redressal, feedback, language translation, and miscellaneous information and services related to the pilgrimage and also facilitates better coordination and control of the pilgrims by the Indian administration in KSA.
    3. Has been a great enabler in better grievance redressal and dissemination of information, and also for a more cohesive response mechanism from the administration.
    4. The application process from aspiring pilgrims has also been onboarded onto the App for Haj-2025, thereby taking another important step towards the objective making the App an end to end digital solution for the pilgrims.
    5. A bilateral visit to Saudi Arabia is proposed to improve coordination and cooperation between the authorities in India and Saudi Arabia w.r.t. Haj administration.

     

    Preparation of Operational Manual for conducting of Urs for Durgah Khawaja Saheb, Ajmer:

    Urs of Khawaja Moin ud din Chishti, a complex logistics event, organised and made successful by the close coordination of the Durgah Committee, the District Administration, the various religious functionaries and the general Public.

    Urs provides a major boost to the economy of Ajmer and benefits the Small and Medium businesses and generating income and employment. For the first time, an Operational Manual to codify and standardize the conduct of Urs of Khawaja Moin-ud-din Chishti has been made, to ensure a smooth and satisfactory experience for the countless pilgrims who throng Ajmer during Urs.

    Usage of Digital Technology for facilitating pilgrims in various aspects of Durgah Khawaja Saheb, Ajmer:

    Ministry of Minority Affairs has also developed a DKS Suvidha Mobile App & a Web portal for Durgah Khawaja Saheb.

    This Web Portal and Mobile Application shall allow pilgrims from far flung corners of the Country unable to visit Ajmer to participate in the activities of the Durgah and feel the warmth and blessings of the Khawaja Gharib Nawaz.

    Launch of Jiyo Parsi Web Portal:

    The “Jiyo Parsi Scheme Portal” was launched by  Minister of Minority Affairs on 13th August, 2024.

    The Portal would enable them to apply online, check the status of their application and to receive the financial assistance online through Direct Benefit Transfer (DBT) mode.

    Adopting circuit based approach targeting minorities within minorities:

    MoMA is adopting a circuit-based approach for growth of minorities within minorities especially Parsis, Buddhists, Jains, Sikhs. For the same, the projects have been undertaken and sanctioned for Buddhist community and for Jain, Sikh and Parsi Communities across States/UTs such as Ladakh, Himachal Pradesh, Arunachal Pradesh, Sikkim, Uttarakhand, Delhi, Gujarat, Madhya Pradesh and Maharashtra amounting to Rs.401.37 Crore.

    Aanganwadi to Artificial Intelligence:

    PMJVK has also enhanced its approach in terms of sanctioning of projects. Now the Scheme, apart from civil infrastructure, has also brought digital infrastructure under its purview. As part of this, with continued financial support for Aanganwadi centres, MoMA takes an instrumental initiative under its PMJVK to grant 100% finance for boosting AI through 5G & Cyber Security labs at NIT Jalandhar ensuring trained workforce for digital India.

    Integration with Gati Shakti Portal:

    These 100 days have also been focussed towards strengthening of the existing ecosystem through digitized Scheme processes and evaluation mechanisms. Under PMJVK, to ensure optimum utilisation of funds, MoMA has initiated use of PM GatiShakti portal to include needy areas under the scheme. This will add in ensuring zero overlaping of efforts and identify the areas of implementation.

    The Scheme is also working towards strengthening of on-ground monitoring of infrastructure assets as it has taken a stride in geo-tagging of all its infrastructure units across States/UTs on BHUVAN Portal of ISRO / NRSC in addition to presence of these units on PM GatiShakti portal. In continuation of digitization initiative, new PMJVK web-portal for overall digitised approval processes is also being developed.

    Bhashini technology adaptation for a minority language:

    The Ministry of Minority Affairs has successfully integrated the BHASHINI initiative into its official website, minorityaffairs.gov.in. By incorporating Web Translation of BHASINI platform, the ministry aims to provide multilingual access to its services and information, ensuring that citizens from diverse linguistic backgrounds can easily navigate and engage with government programs. This implementation underscores the government’s commitment to fostering inclusivity and enabling equal access to resources for all communities.

    The head of the Red Cross and Red Crescent Societies (IFRC), Jagan Chapagain stressed the need to be “equally appalled” by attacks on both national and international humanitarians, reiterating “the humanitarians must be sacred.”

    Chapagain spoke to reporters today (24 Sep) on the sideline of the 79th Session of the General Assembly in New York.

    He said, “Since January, 30 Red Cross and Red Crescent volunteers and staff members had been killed while on duty, while wearing Red Cross and Red Crescent emblems, under the Geneva conventions, they had protective value.”

    Seventeen of those staff members were killed in Palestine, eight were killed in Sudan.

    The IFRC Secretary General added that twenty-seven of them died violently, rather than just an accident.

    Chapagain highlighted that media reports coverage often was overwhelmingly of attacks on international staff instead of national staff.

    He said, “As you know, the national humanitarians have access. They come from the communities. They don’t need visa. They don’t need to travel for days or weeks to be there, and if they come from the communities, lot of time they are trusted. They know the people, they know the people affected. They know the actors on the ground. And for any humanitarian action to be successful, to be efficient, to be effective, the role of these local humanitarians is paramount.”
    Chapagain reiterated, “We need help from the governments and others to make sure that the local humanitarian workers are protected and the people of the institution whose actions lead to the killing of the humanitarians are somehow influenced – to stop that.

    Union Minister of Textiles, Shri Giriraj Singh unveiled the Commemoratory coin, celebrating the Platinum Jubilee of the Central Silk Board (CSB) at Mysuru on 20th Sep 2024. The Central Silk Board has proudly marked 75 years of dedicated service to advancing India’s silk industry.

Additionally, new mulberry varieties and silkworm hybrids, including CBC-01 (C-2038) for Eastern and Northeastern India, as well as CMB-01 (S8 x CSR16) and CMB-02 (TT21 x TT56), were launched to enhance silk production. Four new technologies—Nirmool, Seri-win, Mr. Pro, and a trapping machine—were introduced, alongside the release of 13 books, 3 manuals, and 1 Hindi magazine dedicated to sericulture. The Silk Mark India (SMOI) website was officially launched, and notable exchanges of Memoranda of Understanding (MoUs) occurred between CSB and prominent institutions like ICAR-CIFRI Barrackpore, Jain University Bengaluru, and Assam Agricultural University (AAU), Jorhat, to strengthen cooperative efforts in sericulture research and training.

    The introduction of new mulberry varieties and silkworm hybrids is crucial for enhancing silk production, particularly in Eastern and Northeastern India, thereby diversifying production areas and reducing regional dependency. Additionally, the launch of innovative technologies like Nirmool and Seri-win addresses critical challenges such as pest management, promoting sustainable practices, and increasing productivity.

    Educational resources released during the event will empower farmers with essential knowledge, while the signed MoUs with institutions like ICAR-CIFRI and Jain University facilitate collaborative research and training initiatives. This strategic approach to enhancing infrastructure, market access, and resource availability for sericulture farmers creates a supportive ecosystem for their growth, ultimately aiming to uplift livelihoods and strengthen India’s position in the global silk market.

    The Seri-stakeholders experience-sharing session was also held during two days of celebrations, bringing together all stakeholders in the Silk sector and by-product producers. The session provided a platform for participants to interact and share their experiences regarding the current state of the silk industry. Several key suggestions emerged from the discussions, including the creation of a platform for utilizing sericulture waste in animal feed, pharmaceuticals, and medical applications.

    Participants emphasized the need to strengthen market facilities in sericulture states and stabilize cocoon prices while reducing the influence of middlemen to increase farmers’ margins. They also called for subsidies on sericulture components, along with adjustments to unit costs in line with market inflation.

    The Central Silk Board was set up based on the recommendations of the Silk Panel by the Imperial Govt. on 8th March 1945 to examine the development of silk industry, the Government of Independent India enacted the CSB Act 1948 on 20th September 1948. Accordingly, the Central Silk Board (CSB) a statutory body was set up under an Act of Parliament (LXI) of 1948 to shape the Sericulture Industry on 9th April 1949.

    The Central Silk Board (CSB) is the sole organisation for comprehensive sericulture Research &Development (R&D) and coordinates development programs across 26 States/UTs. The mandated activities of CSB are Research and Development, maintenance of four tier silkworm seed production network, leadership role in commercial silkworm seed production, standardizing and instilling quality parameters in the various production processes, and advising the Government on all matters concerning sericulture and silk industry. These mandated activities of the Central Silk Board are being carried out by the 159 units of CSB located in different States.

    CSB’s R&D institutes have played a pivotal role in developing over 51 silkworm hybrids tailored to different regions and seasons, 20 high-yielding varieties of host plants, and more than 68 patented technologies. Due to CSB’s R&D effort, the country has started manufacturing Indigenous Automatic Reeling Machines, which were earlier imported from China. These advancements have been instrumental in improving silk production, providing valuable tools and techniques for farmers and stakeholders to enhance both quality and yield.

    Through the transformative initiatives of the Central Silk Board (CSB), India has made impressive progress in the silk industry. The nation now ranks as the second-largest silk producer worldwide, with its share of global production jumping from 6% in 1949 to 42% in 2023. Raw silk production has skyrocketed from 1,242 metric tonnes in 1949 to 38,913 metric tonnes in 2023-24. Efficiency improvements are evident, as renditta has decreased from 17 in 1949 to 6.47 in 2023-24, and productivity per hectare of mulberry plantations has risen from 15 kg to 110 kg. Furthermore, silk exports have experienced remarkable growth, with earnings increasing from ₹0.41 crores in 1949-50 to ₹2,028 crores in 2023-24 and reaching over 80 countries.
