    Development Minister sets out new UK approach to development at G20 meeting in South Africa

    The UK is resetting its relationship with countries in the Global South and helping countries exit the need for aid, as Baroness Chapman attends the G20 Development Ministerial Meeting in South Africa.

    The UK is resetting its relationship with countries in the Global South and helping countries exit the need for aid, as Baroness Chapman attends the G20 Development Ministerial Meeting in South Africa today (Friday 25 July 2025).

    This follows the publication of ODA allocations earlier this week (Tuesday 22 July 2025), which indicate how the UK is going to spend its aid budget for the next year.

    The UK will move from being a donor to a genuine partner and investor, ensuring every pound spent on aid delivers for the UK taxpayer and the people we support.

    Economic development underpins the UK’s new approach, to help countries grow fairer, more resilient economies and ultimately exit the need for aid, in support of the government’s Plan for Change.

    The Minister saw this in action yesterday (Thursday 24 July 2025) as she visited an Agristar farm which produces macadamia nuts in Mbombela, eastern South Africa. British International Investment (BII), the UK’s development finance institution, is supporting Agristar to expand – supporting jobs and growth and helping to stock British supermarket shelves. 

    The Minister also visited a UK supported care centre for survivors of gender-based violence in Mbombela, alongside South African Minister for Women, Youth and Persons with Disability, Sindisiwe Lydia Chikunga. The centre is supported by a multi-donor fund which has seen increased backing from South African and international private investors. The innovative funding approach has supported over 200 community-based organisations in South Africa working to prevent violence in schools and communities and provide response services for survivors of gender-based violence. This demonstrates the UK and South Africa’s shared commitment to gender equality and women’s empowerment.

    By mobilising private finance and empowering partners to take charge of their own development, the UK is moving away from a paternalistic approach to aid.

    The Agristar farm in Mbombela, which the Minister visited yesterday, has benefitted from UK investment as part of the Just Energy Transition Partnership (JETP). BII support has enabled the macadamia nut producer to expand its operations across Africa, invest in measures to mitigate climate risks, and support nearly 400 jobs. BII is also supporting Agristar’s expansion into Malawi.

    BII, which aims to make a return on its investments, has so far supported 92 companies in South Africa and over 35,000 jobs.   

    Its success highlights how the UK’s investment in international development is driving green growth and jobs, boosting global prosperity and stability to help create the conditions to deliver the government’s Plan for Change at home.   

    The Minister will also announce today a new £2 million commitment to support local agribusiness projects by partnering with South African investment funds to drive more private finance for the farming sector.

    In G20 talks on tackling illicit financial flows, the Minister will highlight how money and assets siphoned away as part of criminal activity deprive lower-income countries of vital resources which could otherwise support growth and development. The Foreign Secretary is leading a campaign against illicit finance, mobilising the best UK expertise and international partnerships, so dirty money has nowhere to hide. This is also vital to deterring threats to the safety and security of Britain, as part of the government’s Plan for Change.

    The 55th International Physics Olympiad (IPhO) has concluded in Paris. Five Russian schoolchildren won three gold and two silver medals at the prestigious intellectual tournament.

    Deputy Prime Minister of Russia Dmitry Chernyshenko and Minister of Education of Russia Sergei Kravtsov congratulated the children on their successful performance.

    “On the instructions of President Vladimir Putin, we are creating all the conditions for revealing the talents of children and young people, and once again our schoolchildren have proven that Russians are the best! At the International Physics Olympiad in Paris, the Russian team won medals, and most of them were of the highest value. In total, this year our children have already won 21 medals at prestigious international Olympiads. This is a worthy result not only of the persistence and work of the schoolchildren themselves, but also of the systematic work of teachers.     According to the results of the 55th International Physics Olympiad, gold medals were awarded to Mikhail Aronov (P.L.     The International Physics Olympiad is an annual international intellectual tournament for secondary school students.     The United Nations Secretary-General, António Guterres, arrived in Sevilla, Spain, on Sunday, 29 June, to take part in the Fourth International Conference on Financing for Development (FFD4), which was being co-hosted by Spain and took place from 30 June to 3 July.

    In the afternoon, he met with His Majesty Don Felipe VI, King of Spain.  They discussed ongoing efforts to advance the international financing for development agenda.  During the meeting, the Secretary-General expressed his deep gratitude for Spain’s unwavering commitment to multilateralism and the UN system, as well as its leadership role in international cooperation and as a permanent bridge builder between the North and the South.

    In the evening, the Secretary-General attended a dinner hosted by H.H.M.M. the King and Queen of Spain.

    On Monday morning, 30 June, the Secretary-General had a bilateral meeting with the President of the Government of Spain, Pedro Sánchez Pérez-Castejón.  They discussed efforts to advance international financing for development and Spain’s cooperation with the UN in this regard.  The Secretary-General expressed his deep appreciation for the magnificent organization of the Conference and Spain’s warm hospitality.

    Soon after, together with President of the Government of Spain, the Secretary-General met and greeted Heads of State and Government.  This was followed by a family photo.

    Then, also with the President of the Government of Spain, the Secretary-General welcomed Don Felipe VI, King of Spain, and Queen Letizia.

    The Secretary-General then delivered remarks during the Conference’s opening session and underscored that financing is the engine of development, and right now, this engine is sputtering.  He warned that the 2030 Agenda for Sustainable Development, our global promise to transform our world for a better, fairer future, is in danger.

    The Secretary-General stressed that the Conference wasn’t about charity, it was about restoring justice and lives of dignity.  He also added that the Conference wasn’t about money, it was about investing in the future we want to build, together.

    Speaking to the media afterwards, in a joint press encounter with the President of the Government of Spain, the Secretary-General underscored that with the adoption of the Sevilla Commitment document, countries are proving their dedication to getting the engine of development revving again.  Above all, he added, Sevilla was about solutions and finding these solutions at a divided and difficult moment for the human family.

    The Secretary-General said that it was his hope that the collective efforts in Sevilla can inspire and motivate the countries of the world to work as one to solve other global challenges.

    In the afternoon, at the launch of the Sevilla Platform for Action, the Secretary-General highlighted that the Platform offers an ambitious, action-oriented response to the global financing challenge.  He pointed out that in the midst of a world of division, conflict and economic uncertainty, the Platform contains more than 130 specific initiatives that demonstrate what we can achieve by working together.

    Soon after, at the opening of the International Business Forum, the Secretary-General underscored that by uniting public and private sector leaders, regulators and development banks, we can ensure that the Conference is not an end, but rather a beginning.

    Later in the afternoon, the Secretary-General held a series of bilateral meetings, including with the President of the Republic of Ecuador, Daniel Noboa Azín, with the Prime Minister of Nepal, K.P. Sharma Oli, with the President of Estonia, Alar Karis,  with the President of Albania, Bajram Begaj, and the Prime Minister of Ukraine, Denys Shmyhal.

    The Secretary-General also met Deemah AlYahya, the Secretary-General of the Digital Cooperation Organization, and also held a bilateral meeting with Mark Suzman, CEO and Board Member of the Gates Foundation.

    Later in the evening, the Secretary-General attended a cocktail-style dinner hosted by the President of the Government of Spain with Heads of State and Government.

    On Tuesday morning, 1 July, the Secretary-General held a closed-door meeting with Heads of the multilateral development banks, which the President of the Government of Spain also participated, as well as the Deputy-Secretary-General, Amina Mohammed.

    He then had a meeting with Juan Manuel Moreno Bonilla, the President of the Regional Government of Andalusia and the First Vice-President of the European Committee of the Regions, before leaving Sevilla, Spain.

  • MIL-OSI United Nations: World News in Brief: Thailand-Cambodia border hostilities, humanitarian efforts in Syria and attacks across Ukraine

    The dispute dates to 1953 when France first mapped the border, but tensions resurfaced in May after the death of a Cambodian soldier in a border skirmish.

    Secretary-General António Guterres is “following with concern” reports of the clashes, his Deputy Spokesperson Farhan Haq told journalists in New York.

    “The Secretary-General urges both sides to exercise maximum restraint and address any issues through dialogue and in a spirit of good neighbourliness, with a view to finding a lasting solution to the dispute,” he said.

    Inter-agency humanitarian assistance in Syria

    The Office for the Coordination of Humanitarian Affairs (OCHA) led an inter-agency visit to Rural Damascus governorate in Syria on Thursday to assess needs and provide assistance to more than 500 families displaced by recent violence in nearby Sweida governorate.

    The UN agencies visited the Sayyeda Zeinab community and plan to visit the neighbouring Dar’a Governorate in the coming days, where humanitarians are supporting tens of thousands of people displaced by violence.

    In Rural Damascus and Dar’a, OCHA and its partners are expanding protection services for displaced people. This includes psychosocial first aid and case management support for children.

    Also on Thursday, the World Food Programme (WFP) distributed urgent food assistance to displaced families. The agency additionally continues to provide assistance across the country, including to Syrians returning home after a decade of conflict.

    Limited access to Sweida

    On Wednesday, a second convoy from the Syrian Arab Red Crescent (SARC) arrived in Sweida, with UN agencies providing support.

    The convoy included food, wheat flour, fuel, medicines and health supplies. Medical supplies were delivered to the Sweida national hospital, and wheat flour was dispatched to bakeries.

    Across Sweida, Rural Damascus and Dar’a governorates, the UN has distributed over 1,600 dignity kits to displaced women and girls. UN partners are also providing recreational activities, awareness sessions on gender-based violence and support for women and children.

    But despite efforts in neighbouring governorates and increasing support in Sweida, full and direct access to the conflict-ridden governorate itself is limited due to security constraints.

    Nonetheless, the UN is continuing dialogue with Syrian authorities to facilitate direct access to Sweida.

    Nationwide attacks in Ukraine

    OCHA further reported that at least five civilians were killed, and 46 others injured, in attacks across several regions of Ukraine over the past two days.

    Kharkiv in the northeast was one of the more affected regions, where a glide bomb strike injured at least 16 people on Thursday, and fighting killed three and injured five others on Wednesday.

    Additionally, overnight attacks in central Ukraine injured seven people in Cherkasy and four in Odesa City, damaging homes, health centres, schools, shopping areas and a market.

    Civilians in the southern Kherson region, the eastern Donetsk region and the southeast Zaporizhzhia region were also affected.

    Evacuations and humanitarian response

    Following the overnight attacks in Cherkasy and Odesa, aid workers assisted first responders by providing first aid, meals, shelter materials, hygiene kits, emotional support and legal assistance to affected families.

    Amid the hostilities, nearly 600 people were evacuated from the Donetsk region, and, in the past day, another 24 were evacuated from the northeastern region of Sumy.

  • MIL-OSI Security: Defense News in Brief: USS Thomas Hudner Returns from Deployment to 4th and 6th Fleet

    The Arleigh Burke-class guided-missile destroyer USS Thomas Hudner (DDG 116) returned to Naval Station Mayport July 23, concluding a five-month deployment across multiple geographic theaters, including the U.S. 4th and 6th Fleet areas of operations.

    The crew departed Feb. 18, 2025, with their mission focused on strengthening international maritime security and relations with partner nations in the U.S. Southern Command area of responsibility. Shortly after arrival on station, Thomas Hudner welcomed the Honorable Pete Hegseth, Secretary of Defense, who recognized Thomas Hudner’s high-performing Sailors during his tour of Naval Support Activity (NSA) Guantanamo Bay facilities.

    Upon departing NSA Guantanamo Bay, Thomas Hudner conducted trilateral operations in the Caribbean Sea with the Ticonderoga-class guided-missile cruiser USS Normandy (CG 60), the United Kingdom Royal Navy River-class offshore patrol vessel HMS Medway (P 223) and the Royal Netherlands Navy Holland-class offshore patrol vessel HNLMS Groningen (P843), enhancing interoperability among Allied naval forces. Thomas Hudner also conducted freedom of navigation operations off the coast of Cuba, reinforcing the U.S. Navy’s commitment to unity, security, and stability in the Caribbean, Central and South American maritime regions.

    “The crew of Thomas Hudner has consistently proven their unwavering commitment in safeguarding America’s national security interests and maintaining the U.S. Navy’s maritime dominance worldwide,” said Cmdr. Cameron Ingram, commanding officer of Thomas Hudner. “I could not be more proud of my team!”

    Throughout their deployment in the U.S. European Command area of responsibility, Thomas Hudner’s crew trained and engaged in a variety of activities, from maritime security operations to joint exercises with Allied and partner navies in the European theater.

    Thomas Hudner participated in several notable exercises, including Formidable Shield 2025, executed alongside 11 NATO Allies in the North and Norwegian Seas and North Atlantic Ocean. During Formidable Shield 2025, Thomas Hudner executed joint, live-fire Integrated Air and Missile Defense (IAMD) training utilizing NATO command and control reporting structures to enhance interoperability among Allied naval forces.

    Thomas Hudner also conducted several port visits and collaborative operations with Norway, the United Kingdom, Spain and Greece, reinforcing the U.S. Navy’s commitment to unity, security and stability in the region. During the 81st anniversary of D-Day landings in Normandy, Thomas Hudner also had the honor of representing the U.S. Navy and hosting a reception with Adm. Stuart B. Munsch, commander, U.S. Naval Forces Europe-Africa, and various other distinguished government and military leaders in the European theater.

    Following operations in U.S. 6th Fleet’s northern flank, Thomas Hudner was assigned to conduct national tasking in the Eastern Mediterranean supporting Operation Cobalt Shield.   • MIL-Evening Report: 3 reasons young people are more likely to believe conspiracy theories – and how we can help them discover the truth

    Conspiracy theories are a widespread occurrence in today’s hyper connected and polarised world.

    Events such as Brexit, the 2016 and 2020 United States presidential elections, and the COVID pandemic serve as potent reminders of how easily these narratives can infiltrate public discourse.

    The consequences for society are significant, given a devotion to conspiracy theories can undermine key democratic norms and weaken citizens’ trust in critical institutions. As we know from the January 6 riot at the US Capitol, it can also motivate political violence.

    But who is most likely to believe these conspiracies?

    My new study with Daniel Stockemer of the University of Ottawa provides a clear and perhaps surprising answer. Published in Political Psychology, our research shows age is one of the most significant predictors of conspiracy beliefs, but not in the way many might assume.

    People under 35 are consistently more likely to endorse conspiratorial ideas.

    This conclusion is built on a solid foundation of evidence. First, we conducted a meta analysis, a “study of studies”, which synthesised the results of 191 peer-reviewed articles published between 2014 and 2024.

    This massive dataset, which included over 374,000 participants, revealed a robust association between young age and belief in conspiracies.

    To confirm this, we ran our own original multinational survey of more than 6,000 people across six diverse countries: Australia, Brazil, Canada, Germany, the US and South Africa.

    The results were the same. In fact, age proved to be a more powerful predictor of conspiracy beliefs than any other demographic factor we measured, including a person’s gender, income, or level of education.

    Why are young people more conspiratorial?

    Having established conspiracy beliefs are more prevalent among younger people, we set out to understand why.

    Our project tested several potential factors and found three key reasons why younger generations are more susceptible to conspiracy theories.

    1. Political alienation

    One of the most powerful drivers we identified is a deep sense of political disaffection among young people.

    A majority of young people feel alienated from political systems run by politicians who are two or three generations older than them.

    This under representation can lead to frustration and the feeling democracy isn’t working for them. In this context, conspiracy theories provide a simple, compelling explanation for this disconnect: the system isn’t just failing, it’s being secretly controlled and manipulated by nefarious actors.

    2. Activist style of participation

    The way young people choose to take part in politics also plays a significant role.

    While they may be less likely to engage in traditional practices such as voting, they are often highly engaged in unconventional forms of participation, such as protests, boycotts and online campaigns.

    These activist environments, particularly online, can become fertile ground for conspiracy theories to germinate and spread. They often rely on similar “us versus them” narratives that pit a “righteous” in-group against a “corrupt” establishment.

    3. Low self-esteem

    Finally, our research confirmed a crucial psychological link to self-esteem.

    For individuals with lower perceptions of self worth, believing in a conspiracy theory – blaming external, hidden forces for their problems – can be a way of coping with feelings of powerlessness.

    This is particularly relevant for young people. Research has long shown self esteem tends to be lower in youth, before steadily increasing with age.

    What can be done?

    Understanding these root causes is essential because it shows simply debunking false claims is not a sufficient solution.

    To truly address the rise of conspiracy theories and limit their consequences, we must tackle the underlying issues that make these narratives so appealing in the first place.

    Given the role played by political alienation, a critical step forward is to make our democracies more representative. This is best illustrated by the recent election of Labor Senator Charlotte Walker, who is barely 21.

    By actively working to increase the presence of young people in our political institutions, we can help give them faith that the system can work for them, reducing the appeal of theories which claim it is hopelessly corrupt.

    More inclusive democracy

    This does not mean discouraging the passion of youth activism. Rather, it is about empowering young people with the tools to navigate today’s complex information landscape.

    Promoting robust media and digital literacy education could help individuals critically evaluate the information they encounter in all circles, including online activist spaces.

    The link to self-esteem also points to a broader societal responsibility.

    By investing in the mental health and wellbeing of young people, we can help boost the psychological resilience and sense of agency that makes them less vulnerable to the simplistic blame games offered by conspiracy theories.

    Ultimately, building a society that is resistant to misinformation is not about finding fault with a particular generation.

    It is about creating a stronger, more inclusive democracy where all citizens, especially the young, feel represented, empowered, and secure.

    WASHINGTON, D.C. – Forty-five years ago, at the Lake Placid Olympic Games, a team of young American hockey players took the ice and achieved the impossible, winning against the seemingly unbeatable Soviet Union National Team. The Soviets were four-time defending Olympic gold medalists, stacked with seasoned professionals. Team USA, both the youngest-ever U.S. national team and the youngest in the tournament, stunned the world with a 4-3 victory in what became known as the “Miracle on Ice.”

    Now, a congressional effort is underway to recognize these players with a Congressional Gold Medal, the highest civilian honor bestowed by Congress. U.S. Senator Kevin Cramer (R-ND) introduced and U.S. Senator Amy Klobuchar (D-MN) cosponsored legislation to award the Congressional Gold Medal earlier this year. In April, the House of Representatives unanimously passed the legislation, with over 300 cosponsors.

    Together, Senators Cramer and Klobuchar penned an op-ed in The Hill urging their Senate colleagues to pass the legislation to honor this historic team.

    Let’s Honor the 1980 ‘Miracle on Ice’ US Olympic Team with Congressional Gold Medals

    In 1980, the world was fraught with political division, economic shifts, and global conflict. The Cold War loomed large, American hostages were being held in Iran, the Soviet invasion of Afghanistan had stoked international anxiety, and the United States was in the midst of a painful recession at home.

    Yet at this time of uncertainty, a single hockey game brought us together as Americans. On February 22, 1980, a team of young athletes, mostly college students, took the ice in Lake Placid and achieved the impossible against the seemingly unbeatable Soviet Union National Team.

    The Soviets were four-time defending Olympic gold medalists, stacked with seasoned professionals. Team USA, both the youngest-ever U.S. national team and the youngest in the tournament, stunned the world with a 4-3 victory in what became known as the “Miracle on Ice.”

    Two days later, the team secured the gold medal with a third period comeback win against Finland. Their improbable run gave Americans a renewed sense of pride and unity during a time of deep division and uncertainty.

    To commemorate the 45th anniversary of this iconic moment, we introduced the Miracle on Ice Congressional Gold Medal Act to award the Congressional Gold Medal to the members of the 1980 U.S. Olympic Men’s Hockey Team.

    It is only fitting that we honor this team’s achievement. It had a lasting impact on American history and the game of hockey in the United States. Once enacted, three medals will be displayed at the U.S. Olympic and Paralympic Museum in Colorado, the U.S. Hockey Hall of Fame in Eveleth, Minnesota, and the Lake Placid Olympic Center in New York, commemorating this greatest sports moment of the 20th century.

    As National Hockey League Commissioner Gary Bettman once said, “The most special moments in sports actually transcend the playing surface.” In 1980, the Miracle on Ice was one such moment—when, for one night, there were no partisan divides or regional differences, only a shared celebration of what Americans can achieve together. That night, the Lake Placid Olympic hockey games transcended the sheet of ice where the 20 amateur hockey players battled for victory.

    The House of Representatives has already passed this bipartisan legislation unanimously, with the support of nearly 300 cosponsors. We now ask our colleagues in the Senate to join us in honoring this historic team and the spirit of unity that the 1980 U.S. Men’s Hockey Team inspired at the Olympics in Lake Placid. We urge swift, bipartisan passage of the Miracle on Ice Congressional Gold Medal Act.

    The Portuguese Government has decided to almost double the fees that companies must pay to municipalities – from EUR 125 million in 2024 to EUR 235 million in 2025 – without proper consultation, clear performance goals or the infrastructure needed to improve recycling outcomes. This comes at a time when Portugal is already off track to meet its 2025 EU recycling targets.

    This decision risks undermining the principles of Article 8a of the Waste Framework Directive (WFD)[1], which require extended producer responsibility (EPR) schemes to ensure fair cost allocation, efficient use of funds and clearly defined roles for public and private actors. Instead of reforming a dysfunctional system, the government has simply increased the financial burden on companies.

    The Commission flagged Portugal’s underperformance in its 2023 early warning report and has now opened an infringement procedure (INFR(2024)2145).

    In July 2024, The Financial Times[1] reported that the Commission had dropped infringement proceedings launched in 2021 against France, Spain, Ireland, the Netherlands and Belgium for failing to enforce the EU’s ban on discarding unwanted fish at sea. These proceedings aimed to ensure compliance with the landing obligation, requiring catches, including by-catch, to be landed and counted against quotas. The Financial Times reported that the Commission ‘quietly’ dropped the cases without explanation, and that no evidence was seen that the breaches had been addressed.

    Experts have long warned that undocumented discards undermine quota monitoring and the scientific data underpinning fishing limits. Commission staff working document SWD(2025)0149 of 6 June 2025 echoed these warnings, citing a ‘lack of effective control measures adopted by Member States to date’[2], making such violations ‘very difficult to detect and confirm’. The European Fisheries Control Agency’s 2024 Annual Report[3] also found ‘low occurrence’ of detecting landing obligation infringements, while a recent report by the European Climate, Infrastructure and Environment Executive Agency[4] found ‘ineffective monitoring and enforcement’ of this rule at Member State level.

    Two full city buses collided resulting in dozens of injuries, including to young children, as a result of the workers’ exhausting work schedules. The driver had worked two 16-hour shifts and two 8-hour shifts in the preceding days.

    The New Democracy Government is promoting a new anti-labour bill, which now provides for 13 hours of daily work for one employer. At the same time, an annual arrangement of working hours is being promoted with slashed overtime pay and the effective abolition of summer leave by cutting it into four. In Greece, almost one worker loses their life every week.

    This is an implementation of the anti-worker Directive 2003/88/EC, which provides that employers may employ workers from a few hours a day up to 78 hours a week and for up to 12 days of continuous work without a day off. At the same time, Directive (EU) 2019/1152 on ‘transparent and predictable working conditions’ imposes flexible forms of employment.

    In view of the above:

    • 1.What is the Commission’s position on the fact that the New Democracy Government is imposing an exhausting 13-hour working day on workers, citing the Commission’s 2023 Interpretative Communication, legalising ‘round-the-clock’ work and putting the lives and safety of workers at risk?
    • 2.What is the Commission’s position on the fact that, on the basis of EU directives, the Greek Government is not obliged to make mandatory the collective bargaining agreements that workers have achieved, struggling for permanent and stable employment, with humane working hours of 7 hours-5 days-35 hours, decent wages and health and safety rules in the workplace?

    Reliable and substantiated international reports[1] reveal that a large part of the EU’s IPA funds to Türkiye have been channelled by President Recep Tayyip Erdoğan’s Government into funding espionage operations across Europe. The Turkish Ministries of the Interior and Foreign Affairs are alleged to have used hundreds of millions of euro to gather intelligence against Member States. The issue is further complicated by the fact that Türkiye is becoming a major producer of biometric passports and is already printing passports on behalf of Hungary and France,[2] while cooperation with the new Al-Jolani regime in Syria has also recently been announced.[3]

    In light of the above:

    • 1.What measures does the Commission intend to put in place to monitor the funds received by Türkiye in the framework of pre-accession assistance?
    • 2.Does the Commission intend to request the return of any funds not used for the purposes for which they were granted to Türkiye?

    According to Article 16(8) of Regulation (EU) 2019/943,[1] electricity transmission system operators must ensure minimum levels of available capacity and are not allowed to limit the available volume of interconnection capacity as a means of resolving congestion within their own bidding zone. Exceptionally, derogations may be granted for reasons of maintaining the security of system operations, while avoiding discrimination between intra- and cross-zonal exchanges (paragraph 9 of the same Article).

    The Austrian transmission system operator (APG) has received six consecutive derogations,[2] essentially remaining outside the above requirements. By granting derogations consecutively, this exceptional possibility becomes an established situation, significantly affecting the volume of capacity provided to other states participating in the energy market. This, in turn, affects the price level, creating large differences in electricity prices on the day-ahead markets between South-East and Central Europe, significantly affecting households, businesses and industries in South-East Europe.

    In view of the above:

    • 1.Does the Commission consider the granting to APG of successive derogations justified, given their impact on electricity prices in South-East Europe?
    • 2.Will the Commission collaborate with ACER to end abuse of the derogation?

    In recent months, Ireland has revived the so-called Occupied Territories Bill[1], which aims to restrict or fully prohibit the importation to Ireland of any goods produced in Israeli settlements, including those in the West Bank and East Jerusalem. However, according to Article 3(1)(e) and Article 207 of the Treaty on the Functioning of the European Union (TFEU), only the EU institutions may adopt trade restrictions or embargoes. Individual Member States are therefore not allowed to impose unilateral trade restrictions. Moreover, previous Commission statements[2] on an earlier version of the bill mentioned how it would be in breach of EU trade rules.

    The Netherlands plans to tax the waste sector an additional EUR 567 million annually from 2028. This disproportionate levy will make waste treatment in the Netherlands economically unattractive, leading to the displacement of waste to other Member States and third countries where treatment standards are lower. That will heighten the risk of waste being landfilled instead of being used for energy recovery in waste incinerators and recycled, resulting in higher methane emissions at EU level. The impending reduced treatment capacity will undermine not only the circular transition, but also cross-border circularity clusters, cross-border cooperation, regional heat supply and CO2 capture (CCU and CCS).

    Article 16 of Directive 2008/98/EC requires Member States to cooperate on an integrated network of waste installations so as to ensure EU-wide self-sufficiency.

    • 1.How is the Commission safeguarding Article 16 of Directive 2008/98/EC, now that fiscal pressure is disrupting cooperation with neighbouring border regions and could lead to a reduction in regional waste treatment capacity?

    In recent years, according to the European Forest Fire Information System, more than 500 000 hectares of natural area have been destroyed by forest fires in the EU, with Italy, Spain, Greece and Portugal among the most affected countries.

    The EU promotes initiatives such as the exchange of good practices and the Civil Protection Mechanism, but these instruments are insufficient and fragmented, and do not have any structural impact on the most vulnerable territories.

    In particular, volunteer firefighters, who are key to managing forest fires, suffer from lack of training, recognition and job stability, limiting their ability to work effectively and safely.

    In the light of this:

    • 1.Will the Commission fund training courses and specific programmes to offer stable conditions to volunteer firefighters and professionally integrate them into the Member States’ national bodies?

    On 5 May 2025, the Commission announced the ‘Choose Europe’ initiative. According to statements made by Commission President Ursula von der Leyen, this programme, with a budget of EUR 500 million, intends to attract researchers to Europe from countries outside the EU. However, the Commission failed to reveal the exact source of funding for this initiative. Furthermore, based on the Commission’s legal proposal, the Council implementing decision (EU) 2022/2506, prohibits 21 Hungarian universities and one Austrian university from receiving European research and development and innovation (RDI) funding. In practice, this significantly hinders these universities’ participation in Horizon Europe, even as consortium members.

    • 1.Can the Commission clearly identify all the budgetary sources that are funding this programme, and what criteria does the Commission intend to use to award the grants?
    • 2.Does the Commission consider the introduction of a new funding programme for researchers outside the EU while denying EU-based researchers access to European RDI funding a fair practice?
    • 3.Can the Commission unequivocally state that funding originally allocated to support EU-based scientists and research is not being reallocated to researchers from non-EU countries?

    Members of the FISC Subcommittee will travel to Nicosia (Cyprus) from 15 to 17 September 2025. The delegation, led by the Chair, Mr Pasquale Tridico, will meet with representatives of key institutions, such as the Ministry of Finance, the Tax Department and the Standing Committee on Financial and Budgetary Affairs of the House of Representatives, as well as stakeholders from the private sector, trade unions, experts and civil society.

    July 11, 2025Prime Minister Keir Starmer of the United Kingdom and President Emmanuel Macron of France met in London on July 10 for the 37th UK-France summit. In a declaration issued after their meeting, the two leaders said that European security was inextricably linked to the Indo-Pacific and that they would strengthen their coordination and work together for a free, open, and sovereign Indo-Pacific. They also jointly reaffirmed their commitment to peace and stability in the Korean Peninsula, in the South and East China Seas, and in the Taiwan Strait, calling for the peaceful resolution of cross-strait issues. Minister of Foreign Affairs Lin Chia-lung sincerely welcomes and appreciates this declaration.The fact that the leaders of the United Kingdom and France once again expressed their commitment to cross-strait peace and stability following a similar statement released after the G7 leaders’ summit in June demonstrates that maintaining Taiwan Strait peace and stability has become a matter of international consensus.     July 20, 2025On July 18, the French government released its newest Indo-Pacific strategy report (La stratégie indopacifique de la France), which pointed out that China’s growing assertiveness in the Taiwan Strait and the South China Sea was undermining security in the Indo-Pacific region. The report warned that a high-intensity conflict in the Taiwan Strait would have major repercussions, such as on the global economy, and would run the risk of expanding to other areas. In addition, it reaffirmed the French government’s commitment to preserving cross-strait peace and stability, as well as its opposition to any unilateral attempts to change the status quo by force, threat, or coercion, and called for the peaceful resolution of cross-strait disputes.While the 2022 version of the report noted France’s concerns over tensions across the Taiwan Strait, this year’s version added France’s high regard for cross-strait peace and stability and opposition to unilateral changes to the status quo. Minister of Foreign Affairs Lin Chia-lung deeply appreciates and welcomes the statements in the new report.The joint declaration following the UK-France summit on July 10, France’s the National Strategic Review 2025 of July 14, and the updated Indo-Pacific strategy all express concern over and support for cross-strait peace and stability, demonstrating that the issue has become a matter of international consensus and interest. Upholding the spirit of integrated diplomacy, Taiwan will continue to strengthen collaboration with France and other democratic partners to jointly defend freedom and democracy and safeguard peace and stability in the Indo-Pacific.

    On the morning of July 22, President Lai Ching-te met with a cross-party delegation from the Oireachtas (parliament) of Ireland. In remarks, President Lai stated that Taiwan and Ireland are both guardians of the values of freedom and democracy. He indicated that Taiwan will continue to take action and show the world that it is a trustworthy democratic partner that can contribute to the international community, saying that we look forward to building an even closer partnership with Ireland as we work together for the well-being of our peoples and for global democracy, peace, and prosperity. A translation of President Lai’s remarks follows: Deputy Speaker John McGuinness is a dear friend of Taiwan who also chairs the Ireland-Taiwan Parliamentary Friendship Association. Thanks to his efforts over the years, support for Taiwan has grown stronger in the Oireachtas. I thank him and all of our guests for traveling such a long way to demonstrate support for Taiwan and open more doors for exchanges and cooperation. Europe is Taiwan’s third largest trading partner and largest source of foreign investment. Ireland is a European stronghold for technology and innovative industries. Just like Taiwan, Ireland is an export-oriented economy. Our industrial structures are highly complementary. In remarks, President Lai thanked the committee for choosing to visit Taiwan for its first trip to Asia, demonstrating the close ties between Taiwan and Europe. President Lai emphasized that Taiwan, standing at the very frontline of the democratic world, is determined to protect democracy, peace, and prosperity worldwide. He expressed hope that we can share our experiences with Europe to foster even more resilient societies. A translation of President Lai’s remarks follows: Firstly, on behalf of the people of Taiwan, I extend a warm welcome to your delegation, which marks another official visit from the European Parliament. The Special Committee on the EUDS aims to strengthen societal resilience and counter disinformation and hybrid threats. Having been constituted at the beginning of this year, the committee has chosen to visit Taiwan for its first trip to Asia, demonstrating the close ties between Taiwan and Europe and the unlimited possibilities for deepening cooperation on issues of concern. We are not being threatened because of what we do, she emphasized, but because of what we are; and thus there is no reason for not working more together to face these threats and attacks. Committee Chair Loiseau said that Taiwan has valuable experience and good practices in the area of societal resilience, and that they are interested in learning more about Taiwan’s whole-of-society approach. They in Europe are facing interference, she said, mainly from Russia, and they know that Russia inspires others. She added that they in the EU also have experience regulating social media in a way which combines freedom of expression and responsibility. In closing, the chair said that they are happy to have the opportunity to exchange views with President Lai and that the European Parliament will continue to strongly support relations between the EU and Taiwan.     President Lai meets President of Guatemalan Congress Nery Abilio Ramos y Ramos  
    On the morning of July 17, President Lai Ching-te met with a delegation led by Nery Abilio Ramos y Ramos, the president of the Congress of the Republic of Guatemala. In remarks, President Lai thanked Congress President Ramos and the Guatemalan Congress for their support for Taiwan, and noted that official diplomatic relations between Taiwan and Guatemala go back more than 90 years. As important partners in the global democratic community, the president said, the two nations will continue moving forward together in joint defense of the values of democracy and freedom, and will cooperate to promote regional and global prosperity and development. A translation of President Lai’s remarks follows:  I recall that when Congress President Ramos visited Taiwan in July last year, he put forward many ideas about how our countries could promote bilateral cooperation and exchanges. Now, a year later, he is leading another cross-party delegation from the Guatemalan Congress on a visit, demonstrating support for Taiwan and continuing to help deepen our diplomatic ties. In addition to extending a sincere welcome to the distinguished delegation members who have traveled so far to be here, I would also like to express our concern and condolences for everyone in Guatemala affected by the earthquake that struck earlier this month. We hope that the recovery effort is going smoothly. Official diplomatic relations between Taiwan and Guatemala go back more than 90 years. In such fields as healthcare, agriculture, education, and women’s empowerment, we have continually strengthened our cooperation to benefit our peoples. Just last month, Guatemala’s President Bernardo Arévalo and the First Lady led a delegation on a state visit to Taiwan. President Arévalo and I signed a letter of intent for semiconductor cooperation, and also witnessed the signing of cooperation documents to establish a political consultation mechanism and continue to promote bilateral investment. This has laid an even sounder foundation for bilateral exchanges and cooperation, and will help enhance both countries’ international competitiveness. Taiwan is currently running a semiconductor vocational training program, helping Guatemala cultivate semiconductor talent and develop its tech industry, and demonstrating our determination to share experience with democratic partners. At the same time, we continue to assist Taiwanese businesses in their efforts to develop overseas markets with Guatemala as an important base, spurring industrial development in both countries and increasing economic and trade benefits. I want to thank Congress President Ramos and the Guatemalan Congress for their continued support for Taiwan’s international participation. Representing the Guatemalan Congress, Congress President Ramos has signed resolutions in support of Taiwan, and has also issued statements addressing China’s misinterpretation of United Nations General Assembly Resolution 2758. Taiwan and Guatemala, as important partners in the global democratic community, will continue moving forward together in joint defense of the values of democracy and freedom, and will cooperate to promote regional and global prosperity and development. Congress President Ramos then delivered remarks, first noting that the members of the delegation are not only from different parties, but also represent different classes, cultures, professions, and departments, which shows that the diplomatic ties between Guatemala and the Republic of China (Taiwan) are based on firm friendships at all levels and in all fields. Noting that this was his second time to visit Taiwan and meet with President Lai, Congress President Ramos thanked the government of Taiwan for its warm hospitality. With the international situation growing more complex by the day, he said, Guatemala highly values its longstanding friendship and cooperative ties with Taiwan, and hopes that both sides can continue to deepen their cooperation in such areas as the economy, technology, education, agriculture, and culture, and work together to spur sustainable development in each of our countries. Congress President Ramos said that the way the Taiwan government looks after the well-being of its people is an excellent model for how other countries should promote national development and social well-being. Accordingly, he said, the Guatemalan Congress has stood for justice and, for a second time, adopted a resolution backing Taiwan’s participation in the World Health Assembly.     President Lai meets delegation led by Foreign Minister Jean-Victor Harvel Jean-Baptiste of Republic of Haiti
    On the morning of July 8, President Lai Ching-te met with a delegation led by Minister of Foreign Affairs Jean-Victor Harvel Jean-Baptiste of the Republic of Haiti and his wife. In remarks, President Lai noted that our two countries will soon mark the 70th anniversary of diplomatic relations and that our exchanges have been fruitful in important areas such as public security, educational cooperation, and infrastructure. The president stated that Taiwan will continue to work together with Haiti to promote the development of medical and health care, food security, and construction that benefits people’s livelihoods. The president thanked Haiti for supporting Taiwan’s international participation and expressed hope that both countries will continue to support each other, deepen cooperation, and face various challenges together. A translation of President Lai’s remarks follows: I am delighted to meet and exchange ideas with Minister Jean-Baptiste, his wife, and our distinguished guests. Minister Jean-Baptiste is the highest-ranking official from Haiti to visit Taiwan since former President Jovenel Moïse visited in 2018, demonstrating the importance that the Haitian government attaches to our bilateral diplomatic ties.     President Lai meets delegation from 2025 Taiwan International Ocean Forum
    On the afternoon of July 1, President Lai Ching-te met with a delegation from the 2025 Taiwan International Ocean Forum (TIOF). In remarks, President Lai noted that the people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. He expressed hope that their visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. A translation of President Lai’s remarks follows: I want to thank our guests for coming here to the Presidential Office. The 2025 TIOF will take place tomorrow and the day after, and I thank you all for making the long trip to Taiwan to attend the event and share your valuable insights and experiences. This year’s forum will focus on strategies for strengthening maritime security and pathways to achieving a sustainable blue economy. By attending this forum, our guests are highlighting their commitment to safeguarding the oceans, and beyond that, taking concrete action to demonstrate support for Taiwan. I once again offer deepest gratitude on behalf of the people of Taiwan. Taiwan holds a key position on the first island chain, is one of the world’s top 10 shipping nations, and accounts for close to 10 percent of global container shipping by volume. As such, Taiwan occupies a unique and important position in maritime strategy. For Taiwan, the ocean is more than just a basis for survival and development; it is also an important driver of national prosperity. In my inaugural address last year, I spoke of a threefold approach to further Taiwan’s development. One of these involves further developing our strengths as a maritime nation. Our government must actively help deepen our connections with the ocean, and must continue to promote green shipping, a sustainable fishing industry, marine renewable energy, and other forms of industrial transformation. It must also make use of marine technology and digital innovation to create a new paradigm that balances environmental, economic, and social inclusion concerns. This will help enhance Taiwan’s responsibilities and competitiveness as a maritime nation. Taiwan is surrounded by ocean, and our territorial waters are a natural protective barrier. However, continued gray-zone aggression from China creates serious threats and challenges to peace and stability in the Taiwan Strait. Our government continues to invest resources to deal with increasingly complex maritime security issues. In addition to building coast guard patrol vessels, we must also step up efforts to build underwater, surface, and airborne unmanned vehicles and smart reconnaissance equipment, so as to demonstrate Taiwan’s determination to defend democracy and freedom and commitment to maintaining peace and stability in the Taiwan Strait. Oceans are Taiwan’s roots, and provide the channels by which we engage with the world. The people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. The TIOF was first launched in 2020, and has now become an important platform for enhancement of cooperation between Taiwan and other countries. I hope that our distinguished guests will reap great benefits at this year’s forum, and further hope that this visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. Chairman of The Washington Times Thomas McDevitt, a member of the delegation, then delivered remarks, noting first that July 4th, this Friday, is Independence Day in America. Independence is a sacred, powerful word which has great meaning in this part of the world, he said. Chairman McDevitt indicated that Taiwan has truly become a global beacon of democracy and a key partner for many nations. He then quoted President Lai’s 2024 inaugural address: “We will work together to combat disinformation, strengthen democratic resilience, address challenges, and allow Taiwan to become the MVP of the democratic world.” Chairman McDevitt went on to say that he appreciated the president’s speech with regard to his philosophical depth, sensitivity, and both moral and political clarity. He said that he was deeply moved by the speech, but within a few days of it, China responded with military activities and many threats. The chairman then emphasized that we are in a civilization crisis. Chairman McDevitt mentioned that President Lai has begun a series of 10 lectures, and remarked that they would help the world to understand the identity and the nature of Taiwan, as well as the situation we are in in the world. On behalf of all the delegation, Chairman McDevitt thanked the president for his leadership in dealing with these issues thoughtfully. Chairman McDevitt concluded with a line from the Old Testament which states that if the people have no vision, they will perish. He said that he believes Taiwan’s president has led the people of Taiwan, and the world, with a vision of how to navigate this great civilization crisis together.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem.     On July 14, the French government released its National Strategic Review 2025, which mentioned the Taiwan Strait and Taiwan six times. The report noted that China has continued to strengthen its military capabilities, increase the intensity of military exercises around Taiwan, exert pressure on Taiwan through military force and other means, and fuel tensions and instability in the region. 

    The 2022 version of the policy document also stated that China’s military expansion had threatened the status quo across the Taiwan Strait. However, this year’s report devoted more attention to China’s threats against Taiwan. It also expressed France’s concerns regarding Taiwan and cross-strait security. Minister of Foreign Affairs Lin Chia-lung warmly welcomes and deeply appreciates the strategic review. 

    Through the report, France has once again expressed concern over cross-strait security and reiterated the importance of Taiwan. The review follows from the joint declaration issued after President Emmanuel Macron of France met with Prime Minister Keir Starmer of the United Kingdom in London on July 10 for the 37th UK-France summit. In the declaration, the two leaders reaffirmed their commitment to peace and stability in the Taiwan Strait. 

    The Ministry of Foreign Affairs emphasizes that Taiwan, as an indispensable member of the Indo-Pacific region, will continue to work with France and other democratic partners to defend freedom and democracy and staunchly uphold peace and stability across the Taiwan Strait and in the Indo-Pacific.

    On July 18, the French government released its newest Indo-Pacific strategy report (La stratégie indopacifique de la France), which pointed out that China’s growing assertiveness in the Taiwan Strait and the South China Sea was undermining security in the Indo-Pacific region. The report warned that a high-intensity conflict in the Taiwan Strait would have major repercussions, such as on the global economy, and would run the risk of expanding to other areas. In addition, it reaffirmed the French government’s commitment to preserving cross-strait peace and stability, as well as its opposition to any unilateral attempts to change the status quo by force, threat, or coercion, and called for the peaceful resolution of cross-strait disputes.

    While the 2022 version of the report noted France’s concerns over tensions across the Taiwan Strait, this year’s version added France’s high regard for cross-strait peace and stability and opposition to unilateral changes to the status quo. Minister of Foreign Affairs Lin Chia-lung deeply appreciates and welcomes the statements in the new report.

    The joint declaration following the UK-France summit on July 10, France’s the National Strategic Review 2025 of July 14, and the updated Indo-Pacific strategy all express concern over and support for cross-strait peace and stability, demonstrating that the issue has become a matter of international consensus and interest.

    Operation Grayskull Eradicated Four Dark Web Child Abuse Sites and Led to the Convictions of 18 Offenders to Date, Who Have Collectively Received More than 300 Years in Prison

    Today, the Justice Department announced the results of Operation Grayskull, a highly successful joint effort between the Department of Justice and the FBI that resulted in the dismantling of four dark web sites dedicated to images and videos containing child sexual abuse material (CSAM). To date, the operation has led to the convictions of 18 offenders, including a Minnesota man who was sentenced yesterday to 250 months in prison and lifetime supervised release for his involvement with one of these dark web sites. He was also ordered to pay $23,000 in restitution.

    “Today’s announcement sends a clear warning to those who exploit and abuse children: you will not find safe haven, even on the dark web,” said Acting Assistant Attorney General Matthew R. Galeotti of the Justice Department’s Criminal Division. “These offenders thought that they could act without consequences, but they were wrong.  Thanks to the relentless determination of our prosecutors and law enforcement partners we have exposed these perpetrators for who they are, eliminated their websites and brought justice to countless victims.”

    “This operation represents one of the most significant strikes ever made against online child exploitation networks,” said FBI Director Kash Patel. “We’ve not only dismantled dangerous platforms on the dark web, but we’ve also brought key perpetrators to justice and delivered a powerful message: you cannot hide behind anonymity to harm children.”

O’Byrne for the Southern District of Florida. “Thomas Peter Katsampes and his co-conspirators ran some of the darkweb’s most heinous networks, enabling horrific crimes against innocent victims, but Operation Grayskull has shut these sites down and delivered justice. We applaud the FBI and our international partners for their tireless work, and let this be a clear warning: we will relentlessly pursue and prosecute anyone engaged in such atrocities, no matter how they attempt to cover their tracks.”

    Thomas Peter Katsampes, 52, of Eagan, Minnesota, pleaded guilty to conspiracy to advertise and conspiracy to distribute child pornography on Feb. 27. According to court documents, Katsampes joined a dark web site dedicated to CSAM in 2022, advertised and distributed CSAM over the website, including CSAM depicting prepubescent children, and eventually worked his way up to a staff position on the web site, which, among other things, involved moderating the site, enforcing the site’s rules for posting CSAM, and advising the site’s users about how to post CSAM.

    In addition to Katsampes, eight individuals have been convicted and sentenced in the Southern District of Florida for their involvement in running the primary site targeted by Operation Grayskull.

    Matthew Branden Garrell Raleigh, North Carolina

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography.

    Sentenced on Aug. 1, 2023, to 20 years and 10 months in prison and ordered to pay $158,500 in restitution to victims of his offense.

    Robert Preston Boyles Clarksville, Tennessee

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography.

    Sentenced on Aug. 15, 2023, to 23 years and four months in prison and ordered to pay $7,500 in restitution to victims of his offense.

    Gregory Malcolm Good Silver Springs, Nevada

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography.

    Sentenced on Aug. 22, 2023, to 25 years and 10 months in prison and ordered to pay $93,500 in restitution to victims of his offense.

    William Michael Spearman Madison, Alabama

    Pleaded guilty to engaging in a child exploitation enterprise.

    Sentenced on Jan. 23, 2024, to life in prison and ordered to pay $123,400 in restitution to victims of his offense.

    Joseph Addison Martin Tahuya, Washington

    Pleaded guilty to engaging in a child exploitation enterprise.

    Sentenced on April 18, 2024, to 42 years in prison and ordered to pay $174,500 in restitution to victims of his offense.

    Joseph Robert Stewart Milton, Washington

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography.

    Sentenced on April 18, 2024, to 23 years and 9 months in prison and ordered to pay $19,500 in restitution to victims of his offense.

    Keith David McIntosh Grand Rapids, Michigan

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography, both as a person with a prior conviction for possession of child pornography.

    Sentenced on Dec. 19, 2024, to 55 years in prison.

    The website’s leaders advertised and distributed CSAM, promulgated rules for the website, enforced the rules by banning or scolding users who violated them, held staff meetings, recruited members to serve as staff members, recommended users for promotion, edited and deleted user posts, praised individuals for participating in and contributing to the website, kept records of CSAM posts made by individual members, and paid for and maintained the website servers, among other things.

    Operation Grayskull resulted in the dismantling of a total of four sites dedicated to images and videos depicting child sexual abuse. These websites were some of the most egregious on the dark web, and they included sections specifically dedicated to infants and toddlers, as well as depictions of violence, sadism, and torture. The websites also contained detailed advice on how to avoid detection by law enforcement – for example, by using sophisticated technologies.

    In other judicial districts around the country, nine additional individuals have been convicted for their involvement with these websites, including the following:

    • Charles Hand, of Aberdeen, Maryland, was prosecuted in the District of Maryland and was sentenced to 14 years in federal prison;
    • Michael Ibarra, of Wenatchee, Washington, was prosecuted in the Eastern District of Washington and was sentenced to 12 years in prison;
    • Clay Trimble, of Fordyce, Arkansas, was prosecuted in the Eastern District of Arkansas and was sentenced to 18 years in prison;
    • David Craig, of Houston, Texas, was prosecuted in the Southern District of Texas and was sentenced to nine years in prison;
    • Robert Rella of Chesapeake, Virginia, was prosecuted in the Eastern District of Virginia and was sentenced to five years and eight months in prison;
    • Samuel Hicks, of Fort Wayne, Indiana, was prosecuted in the Northern District of Indiana and was sentenced to 16 years in prison;
    • Richard Smith of Dallas, Texas, was prosecuted in the Eastern District of Texas and was sentenced to 14 years in prison;
    • Patrick Harrison, of Grand Rapids, Michigan, was prosecuted in the Western District of Michigan and was sentenced to five years and ten months in prison.
    • Thomas Gailus, of Webbers Falls, Oklahoma, was prosecuted in the Eastern District of Oklahoma, and his sentencing is pending.

    Two other individuals in the United States died before being charged for their involvement with the websites. The operation also resulted in arrests in the United Kingdom, the Netherlands, Italy, Germany, Estonia, Belgium, and South Africa.

    The FBI’s Child Exploitation Operational Unit and Miami Field Office, West Palm Beach Resident Agency investigated the cases.

    Acting Deputy Chief Kyle P. Reynolds and Trial Attorney William G. Clayman of the Justice Department’s Child Exploitation and Obscenity Section (CEOS) and former Assistant U.S. Attorney Gregory Schiller of the Southern District of Florida coordinated the operation and prosecuted the defendants in the Southern District of Florida.

    Substantial assistance for the cases prosected in the Southern District of Florida was provided by FBI Field Offices and Resident Agencies in Huntsville, Alabama; Reno, Nevada; Clarksville, Tennessee; Raleigh, North Carolina; Madison, Wisconsin; Tacoma, Washington; Grand Rapids, Michigan; and Minneapolis, Minnesota; CEOS’s High Technology Investigative Unit; and the U.S. Attorney’s Offices for the Northern District of Alabama, District of Nevada, Middle District of Tennessee, Eastern District of North Carolina, Western District of Wisconsin, Western District of Washington, Western District of Michigan, and District of Minnesota.
