Al-Mashat, Minister of Planning, Economic Development and International Cooperation, held intensive bilateral meetings with development partners and government officials during the United Nations Financing for Development conference in Spain. The meetings focused on discussing ways to strengthen joint economic relations and reviewing the outputs and outcomes of the Fourth International Conference on Financing for Development.

    The Minister of Planning, Economic Development and International Cooperation met with Ambassador Claver Gatete, Executive Secretary of the United Nations Economic Commission for Africa (UNECA). 

    During the meeting, H.E. Dr. Al-Mashat emphasized the significance of maintaining an open and cooperative dialogue on Debt Sustainability Analysis (DSA), particularly as developing countries strive to achieve the dual goals of financing development and maintaining financial sustainability. 

    She highlighted Egypt’s commitment to evidence-based policymaking and expressed appreciation for UNECA’s role in promoting regional approaches to debt dialogue and capacity building.

    H.E. Dr. Al-Mashat affirmed that UNECA plays a pivotal role in fostering regional debt dialogue and providing technical support to member states. By providing knowledge and resources, the commission helps countries improve their financial strategies and develop debt management systems, thereby enhancing their ability to address economic challenges.

    The two sides discussed ways to develop joint relations. H.E. Dr. Al-Mashat reiterated Egypt’s keenness to benefit from the technical expertise and knowledge resources provided by UNECA to refine policies and support inclusive growth. She also highlighted Egypt’s commitment to leverage UNECA’s support in the field of macro-planning to achieve sustainable development and promote inclusive growth.

    Economic and Social Commission for Western Asia (ESCWA)

    In another context, H.E. Dr. Rania Al-Mashat met with Ms. Rola Dashti, Executive Secretary of the UN Economic and Social Commission for Western Asia (ESCWA), to discuss a number of cooperation files.

    During the meeting, the two parties reviewed potential areas of cooperation and support between the Ministry of Planning, Economic Development and International Cooperation and the United Nations Economic and Social Commission for Western Asia (ESCWA). 

    H.E. Dr. Rania Al-Mashat confirmed the depth of relations between the two sides and the diversity of cooperation files to include a number of vital issues.

    H.E. Minister Rania Al-Mashat pointed to the tools developed by ESCWA in the areas of financing, costing, budgeting, and improving debt management. She stressed Egypt’s interest in and the importance of these tools, especially in light of the recent launch of Egypt’s Integrated National Financing Framework (E-INFF).

    H.E. Dr. Al-Mashat pointed out the role of the Ministry of Planning, Economic Development and International Cooperation and its responsibility for managing public investments. She outlined that the AI-powered budgeting tool developed by ESCWA could contribute to guiding optimal public spending decisions to achieve sustainable development goals and accelerate their implementation, in line with Egypt’s commitments, national priorities, and Egypt Vision 2030.

    H.E. Minister Al-Mashat underscored the importance of cooperation with ESCWA to bridge data gaps, as development gaps are linked to financing gaps, making it essential to monitor these gaps accurately. 

    H.E. Dr. Al-Mashat also noted the Ministry’s role in chairing the Ministerial Committee for Entrepreneurship, which includes various relevant entities. 

    She indicated potential avenues for cooperation in this area, especially given ESCWA’s endeavors to support small and medium-sized enterprises and boost their capabilities in e-commerce.

    The two sides also discussed the possibility of ESCWA supporting the Central Agency for Public Mobilization and Statistics (CAPMAS) by providing innovative ideas and mechanisms to enhance preparations for the upcoming population census.

    By the end of 2025, thanks to the national project “Infrastructure for Life,” more than 1,000 km of regional and local roads leading to national parks, reserves, and wildlife sanctuaries in Russia will be brought up to standard, Deputy Prime Minister Marat Khusnullin reported.

    “High-quality roads with safe interchanges and convenient roadside services play an important role in the development of tourism infrastructure. This is especially important for auto tourists who explore regions by car. The more comfortable the routes, the more accessible interesting places are for guests, including remote natural attractions and reserves. According to the national project “Infrastructure for Life”, this year it is planned to bring more than 1 thousand km of regional and local roads leading to protected areas up to standard; 151 road facilities are included in the work program,” said Marat Khusnullin.

    Convenient and safe road infrastructure is becoming one of the drivers of development of ecotourism in Russian regions.

    “This year, under the federal project “Regional and Local Road Network”, we will renew 2 thousand km of regional and local roads leading to tourist attractions: architectural monuments, historical sites and, of course, unique natural complexes. Work will be carried out on 434 road facilities,” said Transport Minister Roman Starovoit.

    Tourist routes that were previously difficult to access are becoming more attractive as the road network is modernized. In recent years, active work has been carried out in this direction. In addition, without reliable access roads, neither the development of ecotourism nor the prompt work of environmental protection services is possible.

    “Investments in infrastructure are an investment in preserving unique ecosystems. Work at most sites is carried out in a comprehensive manner and includes not only the renewal of asphalt concrete pavement, but also the strengthening of the roadbed and shoulders, the organization of water drainage and a number of other measures that ensure the durability of the road surface. The better the quality of the work, the lower the risk of its repetition. This is the only way to minimize the impact on the natural landscape and ensure a balance between accessibility and the preservation of protected areas,” emphasized Igor Kostyuchenko, Deputy Head of the Federal Road Agency.

    In the south of the Murmansk region, two sections of the Umba-Kandalaksha highway with a total length of more than 7 km have been repaired this year. This is the only road that connects two districts of the Murmansk region. In addition, it is a popular tourist destination. One of the attractions is the Kandalaksha State Nature Reserve, which is included in the list of specially protected natural areas and sites of Russia. The total length of the Umba-Kandalaksha highway is 109 km. Since 2019, it has been gradually brought up to standard. During this time, selected sections with a total length of more than 25 km have been repaired, including a bridge crossing over the Veres stream, located at the 59th km of the road.

    Large-scale works are taking place in the Kargopolsky District of the Arkhangelsk Region. Here, 13.6 km of the Dolmatovo-Nyandoma-Kargopol-Pudozh highway will be overhauled, providing access to the Kenozersky National Park. It plays a huge role in preserving the historical, cultural and natural heritage of the Russian North. In 2004, the Kenozersky National Park was included in the UNESCO World Network of Biosphere Reserves. In addition, people continue to live on its territory, preserving centuries-old original Russian traditions.

    In the Kingisepp district of the Leningrad region, a bridge across the Luga River is being overhauled at the 6th km of the Luzhitsy – Pervoe Maya highway. The old bridge, built in 1958, can no longer cope with the load. Due to the active development of the Ust-Luga port, car traffic here has increased from 600 cars per day to 10 thousand cars. The structure ensures transport accessibility of the Kurgalsky Reserve. It includes the Kurgalsky Peninsula, as well as the adjacent waters of the Gulf of Finland with the islands of the Kurgalsky and Tiskol reefs, Reymosar Island and others. This is one of the most important places of migration stopovers for tens of thousands of waterfowl and near-water birds. Also, at least 45 species of mammals live in the reserve.

    The President of the Council of Ministers, Giorgia Meloni, met at Palazzo Chigi today with the Prime Minister of Malaysia, Anwar Ibrahim, who was accompanied by a delegation of ministers. On the Italian side, Vice-President of the Council of Ministers and Minister of Foreign Affairs and International Cooperation Antonio Tajani and Minister of Defence Guido Crosetto were also present.

    During the meeting, the two leaders reviewed the main aspects of bilateral relations, with particular reference to strengthening cooperation in the areas of defence, energy and investments, also regarding the sector of critical minerals. President Meloni and Prime Minister Ibrahim expressed their satisfaction with the success of the round table on the Italy-Malaysia economic partnership which was held yesterday (2 July).

    The meeting also provided an opportunity for an exchange of views on the main issues on the international agenda, starting with the recent developments in the Middle East, and the role of ASEAN, of which Malaysia currently holds the rotating presidency, in fostering stability and economic development in the Indo-Pacific.

  • MIL-OSI USA: Nigerian National Pleads Guilty to International Fraud Scheme that Defrauded Elderly U.S. Victims

    A Nigerian national pleaded guilty recently to operating a transnational inheritance fraud scheme that defrauded elderly and vulnerable consumers across the United States.

    According to court documents, Ehis Lawrence Akhimie, 41, was a member of a group of fraudsters that sent personalized letters to elderly victims in the United States over the course of several years.  The letters falsely claimed that the sender was a representative of a bank in Spain and that the recipient was entitled to receive a multimillion-dollar inheritance left for the recipient by a family member who had died overseas years before. Akhimie and his co-conspirators allegedly told a series of lies to victims, including that, before they could receive their purported inheritance, they were required to send money for delivery fees, taxes, and other payments to avoid questioning from government authorities. Akhimie and his co-conspirators allegedly collected money victims sent in response to the fraudulent letters through a complex web of U.S.-based former victims, whom the defendants convinced to receive money and forward to the defendants or persons associated with them. Victims who sent money never received any purported inheritance funds.  In pleading guilty, Akhimie admitted to defrauding over $6 million from more than 400 victims, many of whom were elderly or otherwise vulnerable.

    “The Justice Department’s Consumer Protection Branch will continue to pursue, prosecute and bring to justice transnational criminals responsible for defrauding U.S. consumers, wherever they are located,” said Assistant Attorney General Brett A.     On June 17, Akhimie pleaded guilty to conspiracy to commit mail and wire fraud. Akhimie faces a maximum penalty of 20 years’ imprisonment.

    This is the second indicted case related to this international fraud scheme. Seven other co-conspirators from the United Kingdom, Spain, and Nigeria have previously been convicted and sentenced in connection with this scheme. On Nov. 1, 2023, the Honorable Kathleen M. Williams sentenced Ezennia Peter Neboh, who was extradited from Spain, to 128 months of imprisonment. On Oct. 20, 2023, Judge Williams sentenced another defendant who was also extradited from Spain, Kennedy Ikponmwosa, to 97 months of imprisonment. Three other defendants who were extradited from the United Kingdom also received prison sentences. Judge Williams sentenced Emmanuel Samuel, Jerry Chucks Ozor, and Iheanyichukwu Jonathan Abraham to prison sentences of 82 months, 87 months, and 90 months, respectively, for their roles in the scheme.  Amos Prince Okey Ezemma was paroled into the United States from Nigeria and was sentenced in July 2024 to 90 months imprisonment for his role in the scheme. Lastly, on April 25, the Honorable Roy K. Altman sentenced Okezie Bonaventure Ogbata, who was extradited from Portugal, to 97 months of incarceration for his role in the scheme.   

    USPIS, HSI, and the Consumer Protection Branch are investigating the case. Senior Trial Attorney and Transnational Criminal Litigation Coordinator Phil Toomajian and Trial Attorney Josh Rothman of the Justice Department’s Consumer Protection Branch are prosecuting the case.     New easier British citizenship route for Irish citizens launched

    Irish people living in the UK can soon benefit from this new British citizenship route.

    Irish people living in the UK will soon be able to apply for British citizenship under a new easier, cheaper route, strengthening the unique relationship between the two countries.  

    Migration and Citizenship Minister Seema Malhotra visited Belfast today (3 July) to formally welcome the commencement of the British Nationality (Irish Citizens) Act 2024.  

    The new route, part of the act, makes it easier for Irish citizens to become British. Applicants will be subject to a more streamlined application process and will not be required to demonstrate knowledge of English language or sit the Life in the UK test. 

    The registration fee will be 50% cheaper than for other nationalities, at £723 for adults and £607 for children. Children looked after by the local authority will be processed free of charge, as will those who can credibly demonstrate they can’t afford the application fee. 

    Migration and Citizenship Minister Seema Malhotra said: 

    The UK and Ireland enjoy a close and continued shared history and geographic links that have fostered deep cultural connections and family ties across generations. 

    This new route represents the unique relationship between our two countries and builds upon the Common Travel Area arrangements that have benefited citizens of both nations for decades. 

    I am pleased the route will enable eligible Irish nationals who have made their home in the UK to fully participate in British society while maintaining their Irish citizenship.

    Under nationality birth rights in the Good Friday Agreement, people born in Northern Ireland to a British citizen, Irish citizen or a settled person have the right to hold British and Irish nationality.  

    From 22 July 2025, which is when the British Nationality (Irish Citizens) Act 2024 comes into force, Irish citizens living in England, Scotland, Wales, Northern Ireland, the Channel Islands and the Isle of Man will be able to apply for British citizenship under this new, easier route.  

    An Irish citizen will be able to register as a British citizen where: 

    • they can show they have been living in the UK for the previous 5 years 

    • during the 5 years, they must have not been absent for a total of more than 450 days 

    • during the final year, they must have not been absent for more than 90 days 

    • during the 5 years, they must have not been in breach of the immigration laws 

    • they are of good character

    • Austria has experienced two successive years of recession under weak domestic and external demand, triggered by the energy price shock and subsequent euro area monetary tightening. Despite weak demand and some easing in labor market conditions, inflation at around 3 percent year-on-year still exceeds inflation in the euro area by about 1 percentage point, with sticky services inflation and the lapsing of energy price relief policies causing headline inflation to rise. The fiscal deficit widened to 4.7 percent of GDP in 2024 due to the weak economy, lagged effects of inflation, and one-off expenditures, among other factors, resulting in an increase in public debt to 81 percent of GDP.
    • The growth outlook continues to remain weak for 2025, reflecting planned fiscal consolidation and heightened global trade barriers and trade policy uncertainty. A return to growth is expected from 2026 onwards, though the medium-term growth and fiscal outlook faces significant headwinds from demographic aging and sluggish productivity growth.
    • The outlook is subject to risks in both directions. Downside risks to growth predominate, including from increased global trade policy uncertainty and protracted weak sentiment. Upside risks include a faster-than-expected rebound in private demand or easing of global trade tensions.

    Austria faces a challenging economic situation. Following two successive years of recession triggered by the energy-price shock and subsequent euro-area monetary tightening, the growth outlook remains weak for 2025, reflecting sizable planned fiscal consolidation and heightened global trade barriers and uncertainty. GDP is expected to recover more strongly from 2026 onwards under the baseline scenario. Nevertheless, the near-term outlook faces significant risks, including from global trade policy uncertainty and related uncertain financial conditions, which could affect economic sentiment and demand. Inflation in 2025Q1 still well exceeds the euro-area average and is only expected to close the gap gradually by end-2026. While Austria’s external position in 2024 is assessed as broadly in line with the level implied by medium-term fundamentals and desired policy settings, Austria’s competitiveness could be undermined over time if inflation convergence does not occur, which could happen if productivity-adjusted wage growth persistently exceeds the euro-area average. Moreover, headwinds from population aging and sluggish productivity growth will continue to constrain medium-term growth prospects, absent significant reforms. Major new fiscal adjustment measures are also needed over the medium term to put the debt ratio back on a downward path while offsetting rising spending pressures from aging, defense, the green transition, and interest payments.

    The government’s near-term fiscal consolidation measures will help reduce inflationary pressures and slow the rise in debt. The government’s announced fiscal measures for 2025 are expected to lower the deficit and are sufficient for 2025 given the weak economy. If near-term downside risks materialize, the authorities should let automatic stabilizers operate freely to avoid an excessive drag on growth, with measures deployed to protect the most vulnerable in the event of a severe downturn.

    A bold and well-designed package of consolidation measures can yield significant savings over the medium term. The authorities should aim to cut the deficit to below 2 percent of GDP to put the debt ratio on a declining path. To achieving this while offsetting rising spending pressures, the authorities could consider some combination of gradually reducing pension replacement rates, which are among the highest in the EU; limiting public-sector wage increases; increasing health-care spending efficiency; and eliminating environmentally harmful subsidies, along with greater reliance on property, inheritance, gift, and excise taxes—taxes that are all somewhat low in Austria compared to the European average. Gradually increasing the national carbon price could generate additional fiscal resources, help prepare for anticipated higher carbon prices under EU ETS2, and encourage efficient carbon mitigation in service of Austria’s ambitious decarbonization goals.

    Reforms to increase labor supply and reduce regulatory barriers could significantly boost medium and long-term growth. Boosting labor supply by narrowing the gap in full-time work by females and in labor force participation among elderly workers relative to the EU average could offset more than 20 years of demographic aging in terms of the effect on GDP. In this regard, ongoing efforts to provide more childcare are welcome and should be deepened by further expanding childcare and eldercare facilities, undertaking pension reforms that incentivize longer working lives, and continuing efforts to better integrate immigrants into the work force. The growth outlook could be further improved by stepping up efforts to cut red tape in services sectors where regulatory barriers remain high, speed the approval of renewable energy projects, and reduce regulatory bottlenecks in housing supply, including by easing land-use regulations. Measures to promote capital market finance for firms, especially equity financing for young firms at different stages of growth, could foster more innovation and entrepreneurship, as could ongoing efforts to strengthen ecosystems of collaboration between academia and industry.

    Deepening the EU Single Market is also critical for improving Austria’s productivity and economic growth. Intra-EU trade barriers remain significant. Reducing these barriers and deepening the EU Single Market, including through reforms such as Savings and Investment Union and the establishment of harmonized rules for businesses operating in different jurisdictions (i.e., creating and implementing a well-designed common 28th corporate regime) could allow firms to better leverage economies of scale and catalyze financing for innovative ideas. Further energy market integration within the EU would help reduce the level and variability of energy costs. Supporting such reforms is one of the most important steps that Austria could take to boost productivity and growth across both Austria and Europe.

    The financial sector remains healthy and macroprudential policies are broadly appropriate, but continued vigilance on potential credit risks is warranted. Banks face potential credit risks, including from nonfinancial corporates affected by the rise in global trade barriers and trade policy uncertainty. To mitigate these risks and prepare for an expected normalization of bank profits from recent highs, the authorities should continue to encourage banks to value collateral conservatively, ensure adequate risk provisions, and remain prudent in profit distributions, including to build resilience to shocks and invest in infrastructure to safeguard against cyberthreats. Regarding the borrower-based measures for residential real estate lending, which are set to lapse in July 2025, the new government should consider legislation to adopt these measures as permanent instruments, as they are consistent with international standards for prudent underwriting. Meanwhile, supervisors should remain vigilant that banks adhere closely to the proposed lending guidelines that will replace the borrower-based measures. Regarding CRE risks, the introduction of the SSyRB set at 1 percent of CRE assets is welcome, and the authorities should continue their efforts to close macroprudential CRE data gaps. The current setting of the CCyB at zero remains appropriate given weak credit growth. Implementing key outstanding recommendations from IMF staff’s 2020 Financial System Stability Assessment would further strengthen the framework for financial sector oversight and safety mechanisms.

    The May increase in the goods and services deficit reflected an increase in the goods deficit of $11.2 billion to $97.5 billion and a decrease in the services surplus of $0.1 billion to $26.0 billion.

    I am reminded of the late John Hume, who said: “The basis of peace and stability, in any society, has to be the fullest respect for the human rights of all its people.”

    However, today, I speak to you not about my story, but the story of the proud people of Qatar.

    I am often asked, What guides Qatar’s efforts, from Gaza to Afghanistan, from Lebanon to Ukraine, Some have claimed that Qatar does this for its own gain. This cannot be further from the truth.

At that difficult moment, while we were discussing with the Emir options of what our next move will be, he decided that as long as thankfully no lives were lost in the attack, none shall be lost. The choice was restraint.
    And I must be clear: Qatar chose restraint from a position of strength, not weakness, because we prioritized regional stability and the well-being of all in our region, over rhetoric and pity show of force.

    And frankly speaking, we do not want to be among the countries who are in the club preaching something and doing something else. So we are trying to at least practice what we preach.

    We have long warned of the dangers of regional spillover and of how the reckless behavior of Israel risked widening the conflict beyond repair. The price of ignoring those warnings is being paid not only in Gaza but across the region.

    The ever-expanding conflicts in our world today have put to the test the ideals and principles that are supposed to secure international peace, the blatant violations of international law, and especially international humanitarian law that are ongoing, with very little accountability and complete impunity perpetrated by members of the United Nations are increasing every day. The erosion of trust in the international order and norms. Nowhere is it safe.

    Nowhere is that tragedy more visible than in Gaza. The images from there are unbearable. The loss is unspeakable. Yet in the face of devastation, His Highness the Amir has remained unwavering in his commitment to the people of Gaza, whether it be through continuous aid, actively working towards peace, or defending their dignity in the international arena.

    The Minister for Enterprise, Tourism and Employment, Peter Burke has launched the fourth and final Update Report on the White Paper on Enterprise Implementation Plan, marking the conclusion of a two-year implementation period that began in 2023 and went through to 2024.

    This report showcases the significant progress made across 40 strategic initiatives underpinned by 93 activities, with over 90% now delivered or on track for completion this year. The White Paper’s 15 key target metrics also show strong performance, particularly in areas such as employment, regional investment, and exporting.

    “It is excellent to see the progress that has been made across Government in realising the ambitions and objectives set out in the White Paper on Enterprise,” said Minister Burke. “This marks a period of sustained success for Irish enterprise, built on sustainability, innovation and productivity.”

    Advancements across digital transformation include the launch of the Grow Digital portal supporting SMEs in mapping their digital journey with over 10,000 page visits. Over €1.9 million was disbursed through European Digital Innovation Hubs, benefiting 337 companies with access to research infrastructure and technical expertise. AI adoption among SMEs increased from 8% in 2023 to 14.9% in 2024.

    In terms of net zero, Ireland’s Offshore Wind Strategy, Powering Prosperity, has been implemented with 38 of the 40 actions underway and €312.6 million was approved under the Growth and Sustainability Loan Scheme.

    Innovation and enterprise growth highlights included the €32 billion target for Irish owned company exports in 2023 which was exceeded at €34.57 billion, with the sector further supported by 90 High Potential Start-Ups (HPSUs) in 2024. The Knowledge Transfer Boost Programme was launched with €33.4 million to support spinouts and innovation.

    From a regional development perspective, 234 FDI projects were secured in 2024, with 58% located outside Dublin. Full employment was maintained across 2023 and 2024 with the Smart Regions Scheme and National Clustering Programme progressing toward a 2025 launch.

    Minister Burke went on to say, 

    “This fourth update report marks the completion of the implementation period for the White Paper on Enterprise. I will shortly commence the development of Enterprise 2035, a Programme for Government commitment to develop a new enterprise strategy with the ambition of enterprise growth and job creation over the coming decade. This work will complement wider efforts across Government to place Irish enterprise on a footing to grow and compete over the long-term in the face of international economic developments. I am currently developing an Action Plan on Competitiveness and Productivity which will address areas including innovation, infrastructure, regulation and costs, scaling of SMEs, and regional development.”

    The commitments set out in the White Paper on Enterprise, published in 2022, represent an ambitious vision for enterprise policy in the period to 2030, which will work to enable Irish-based enterprise to succeed through competitive advantage founded on sustainability, innovation and productivity, delivering rewarding jobs and livelihoods. 

    The 15 target metrics in the White Paper on Enterprise cover the Government’s ambitions across the areas of employment and seven identified priority policy objectives:

    1. integrating decarbonisation and net zero commitments;
    2. placing digital transformation at the heart of enterprise policy;
    3. advancing Ireland’s FDI and trade value proposition;
    4. strengthening the Irish-owned exporting sector;
    5. enabling locally trading sectors to thrive;
    6. stepping up enterprise innovation; and
    7. building on Ireland`s existing strengths and opportunities.

    Following publication of this fourth and final update report, the Department of Enterprise, Tourism and Employment will commence the development of Enterprise 2035. Enterprise 2035 was set out in the 2025 Programme for Government as a new enterprise strategy with the vision for a long-term ambition for enterprise growth and job creation over the coming decade.

    This policy will supersede the White Paper on Enterprise, maintaining a focus on building on Ireland’s strengths as an open economy with strong trade and foreign direct investment, a vibrant innovation ecosystem and a resilient labour market, while also adapting to new challenges in an increasingly uncertain world.

  • MIL-OSI Russia: “Steel Camels” are gaining momentum on the Eurasian Continent

    BEIJING, July 3 (Xinhua) — The Silk Road served as a channel for trade and economic interaction between the East and West, and currently China-Europe freight trains provide uninterrupted freight traffic on the Eurasian continent.

    On June 10 this year, China-Europe freight train 75052 departed from Jiaozhou Station in Qingdao City, Shandong Province, East China.

    Thus, the total number of China-Europe freight train departures has exceeded 110,000, and the value of the cargo they transported has exceeded 450 billion US dollars. For 61 consecutive months, the monthly number of trips has consistently exceeded a thousand.

    If two thousand years ago camel caravans paved the Silk Road, today the “steel dragon” rushes along the golden transport corridor Asia-Europe, demonstrating the dynamics of openness. China-Europe freight trains are becoming a stable driver of high-quality development.

    INCREASING INTENSITY

    Between 2016 and 2024, the annual number of China-Europe freight train departures increased from 1,702 to 19,000, and the value of goods carried increased from an average of US$8 billion to US$66.4 billion.

    Three established route lines, namely western, central and eastern, already pass through China. China-Europe train services have been launched in 128 cities in China, and the number of regular routes on a fixed schedule, which start from the coastal ports of Dalian, Tianjin, Qingdao, Lianyungang and other harbors, has reached 28.

    Outside China, the diversified development of this transport channel is facilitated by the countries located along its routes. In particular, trains reach 229 cities in 26 European countries and more than 100 cities in 11 Asian countries.

    In the western direction, new routes were opened in the framework of international rail-sea combined transportation through the Baltic, Caspian and Black Seas. In the eastern direction, uninterrupted connections were ensured with the new international land-sea trade corridor, the golden waterway of the Yangtze River and seaports, which created new transport corridors in the framework of multimodal rail-sea transportation between East Asia, Southeast Asia and Europe.

    INCREASING EFFICIENCY

    Freight train 75052, which departed on June 10, carried LCD displays, refrigerators and other household appliances. Over the past 10 years, there has been an evolution of product names: from clothing and footwear to the “new three” (electric vehicles, lithium batteries, solar panels), household appliances and high-tech equipment.

    The growing diversity and cost of cargo require increased transportation efficiency. In recent years, given the specifics of transportation organization, the maximum number of cars in one China-Europe train running at 120 km/h has been increased to 55, and the maximum gross train weight to 3,000 tons. Close cooperation with customs authorities has made it possible to optimize the accelerated customs clearance scheme for trains, reducing customs clearance time from half a day to less than 30 minutes, with the fastest clearance taking only a few minutes.

    China Railway Container Transport (CRCT) has set up subsidiaries in Kazakhstan, Germany and other countries, deepening cooperation with local railway authorities and logistics companies to develop bilateral cargo flows.

    DEEPENING INTEGRATION

    Thanks to the new logistics corridors opened by China-Europe freight trains for the interior regions of Asia and Europe, the countries along the route are actively integrating into the open world economy. Spanish wine, Dutch cheese, Thai durian, Laotian bananas have become everyday goods for the Chinese. Electronics, electric cars and everyday goods from China reach Europe faster and at more attractive prices.

    The rise of industry and the development of China-Europe freight trains go hand in hand. For example, the Ereenhot checkpoint in the Inner Mongolia Autonomous Region is currently accelerating the transformation of a transit economy into an industrial economy. It has formed a cross-border logistics network that attracts industrial clusters in the production of auto parts, woodworking, etc.

    “China-Europe freight trains with high efficiency, stability and environmental friendliness are changing the architecture of regional economies,” said Li Tiegan, a professor at Shandong University.

    The ‘steel camels’ demonstrate China’s commitment to building an open global economy and promoting common prosperity. -0-

         It is my great pleasure to join you all today at the Launch Ceremony of the Order Routing Service under the Integrated Fund Platform operated by the HKEX.
     
         Digital infrastructure is key to the operation and development of the modern-day capital market. Today’s launch ceremony signifies a solid step in the construction of a market-wide infrastructure for our fund management industry leveraging the advancement in technology.
     
         For the first six months of this year – 2025, the Hong Kong stock market’s daily turnover reached HK$240 billion on average, up 118 per cent year on year. We also saw 44 IPOs (initial public offerings) raising a total of HK$107 billion, surpassing the annual figure of 2024 by 22 per cent and assuming a leading position in the world’s IPO fund raised during the same period this year.
     
         Fund flows in the collective investment scheme and asset management space are equally active. As of end-March 2025, for Hong Kong-domiciled funds, an overall net inflow of about HK$343 billion was recorded over the past 12 months, representing an increase of 285 per cent year on year. The AUM (assets under management) surged by close to 40 per cent, and the number of licensed corporations providing asset management services rose by about 5 per cent.
     
         As our capital market continues to grow in depth and breadth, we need to maintain the robustness and nimbleness of our backbone infrastructure to keep up with the demand and cater for future development. Legislative framework and regulatory regimes also have to be refreshed from time to time in order to bring out the growth potential in the marketplace and remove bottlenecks and inefficiencies that may exist.
     
         For example, to enrich the suite of products that can be made available to the market, the Government has amended the Securities and Futures Ordinance and enacted a new piece of legislation to introduce the open-ended fund company or OFC and limited partnership fund or LPF regimes to enable funds to set up in company and limited partnership forms. The diversified fund structures have been well received. As of the end of May this year, over 560 OFCs have been set up, and nearly 1 150 LPFs have been established in Hong Kong.
     
         In addition, we keep enhancing our connectivity with the Mainland market. For example, since the launch of the Cross-boundary Wealth Management Connect (WMC) 2.0 in the Guangdong-Hong Kong-Macao Greater Bay Area in February 2024 which, among other enhancement measures, allowed the investment quota per investor to go up to RMB3 million, there has been a significant increase in the number of investors and amount of cross-boundary fund remittances. As of end-May 2025, some 158 000 individual investors participated in the WMC. Cross-boundary fund remittances amounted to over RMB115 billion, around seven times increase compared with WMC 1.0.
     
         We are also expanding our international network. Two ETFs (exchange-traded funds) tracking Hong Kong indices were listed on the Saudi Exchange last year. In May this year, we saw Asia’s first investment-grade sukuk ETF listing in Hong Kong, as well as a new Mutual Recognition of Funds arrangement reached with Ireland.
     
         All these market development initiatives are going hand in hand with the upgrading of our financial market infrastructure. The HKSAR (Hong Kong Special Administrative Region) Government has been working with parties concerned to establish paperless, straight-through and one-stop integrated digital platforms for the provision of financial services, taking advantage of fintech developments and the rise of blockchain and AI. The goal is to increase efficiency and lower costs. As a key market operator, the HKEX has an important role to play in this, and we are very pleased to have the HKEX’s active participation and partnership in this journey.
     
         The implementation of an uncertificated securities market in Hong Kong, for example, will be a significant step towards modernising our securities market. It will allow individual investors to own securities in their names without a paper certificate and manage transactions through a digitalised platform. The Government, in collaboration with the Securities and Futures Commission and the HKEX, has completed all the relevant legislative work this year, with a view to launching the regime in the first half of 2026 following market preparations.
     
         Moving from securities to funds, I am glad to note that the first phase of the Integrated Fund Platform, the Fund Repository, has received positive responses for its comprehensive coverage and ease of use. I am also very pleased to note that the second phase of the Platform, the Order Routing Service launched today, has attracted the participation of major banks, transfer agents, brokers and fund houses. Leveraging the Communications Network developed jointly with the Shenzhen Stock Exchange, the Order Routing Service provides end-to-end transmission of subscription and redemption orders among fund distributors and transfer agents. I understand that development work on additional functionalities in the next phase, including nominee services and facilitation of payment and settlement, is under way.
     
         The development of an efficient and vibrant fund distribution ecosystem will drive market efficiency and lower transaction costs. This would in turn benefit end-investors and help realise our vision as the world’s top asset management hub and strengthening our status as an international financial centre. I congratulate the HKEX and its partner organisations on reaching this milestone and look forward to the full operation of a one-stop Platform encompassing the entire functionalities taking heed of user experience and stakeholder feedback.   • PM Modi receives Ghana’s highest civilian award, now honoured by 24 countries

    Prime Minister Narendra Modi, who is on a five-nation tour, was on Wednesday conferred with Ghana’s highest civilian award — the Officer of the Order of the Star of Ghana.

    The honour was bestowed during his landmark visit to the West African nation, the first by an Indian Prime Minister in over three decades.

    With this, PM Modi has now received the highest civilian honours from 24 countries, the most by any Indian leader. These prestigious accolades include Russia’s Order of St. Andrew, the UAE’s Zayed Medal, France’s Grand Cross of the Legion of Honour, the Maldives’ Rule of Nishan Izzuddin, as well as similar recognitions from Nigeria, Cyprus, Fiji, and others.

    Accepting the award, PM Modi dedicated it to the 1.4 billion citizens of India, particularly its youth, rich cultural traditions, and diversity. He also highlighted the deep-rooted ties between India and Ghana, built on a shared foundation of democratic values and mutual respect.

    The State of Qatar has participated in the Eighth Plenary and Closing Sessions of the Fourth International Conference on Financing for Development, held in Seville, Spain.

    HE Minister of State for International Cooperation Maryam bint Ali bin Nasser Al Misnad, represented the State of Qatar in both sessions.

    The conference concluded with the adoption of a comprehensive document affirming that financing for development should not remain synonymous with traditional aid, but rather should transform into a sustainable investment approach that leads to the creation of opportunities and economic growth in developing countries.

    The document noted that reforming the global financial system is an urgent necessity, including enhancing the representation of developing countries in international financial institutions, improving borrowing conditions to align with development capabilities, and imposing fair taxes on wealth and environmentally polluting activities.

    The document noted that reducing inequality between and within countries can only be achieved through transparent and equitable financing that takes into account the needs of vulnerable and marginalized groups.

    In this context, it emphasized that the global debt crisis must not impede development.

    Therefore, the document supported innovative mechanisms, including debt-for-development or climate investment swaps, automatic debt service suspension in emergencies and disasters, and the establishment of a global debt registry to enhance transparency and accountability.

    It is worth noting that the Doha 2023 Declaration established the framework for the principles of economic justice and support for least developed countries, while the Seville Declaration is expected to operationalize these principles through a multilateral implementation platform based on innovative financing tools and new development alliances.

    The Doha 2023 Declaration affirmed the recognition of accumulated challenges and acknowledged that least developed countries are suffering from accumulated crises, including the repercussions of the COVID-19 pandemic, climate change, rising debt, lack of financing and investment, and fragile supply chains.

    The Doha Declaration also included a comprehensive vision for development through 2031, encompassing a program of six priority tracks: investing in human capital (health, education, and social protection), accelerating digital transformation, addressing climate change and enhancing resilience, supporting integration into the global economy, strengthening governance and institutions, and mobilizing resources and concessional financing.

    The Doha 2023 Declaration also called for enhancing access to concessional financing and grants, debt relief or cancellation, increasing the share of least developed countries in global trade, and accelerating the implementation of the Sustainable Development Goals (SDGs).

    The Seville Declaration represents a pivotal link in a series of global initiatives and establishes a new phase of investment- and equity-based development financing, in preparation for the in-depth review of the international community’s commitments to least developed countries, which will be held in Doha next November.

    Luis Vassy, President of Sciences Po, has appointed Paul-André Rosental as Scientific Director. 

    Paul-André Rosental is a University Professor at Sciences Po, where he has served as Director of the Centre for History since 2022. His research focuses on the history of the biopolitical domain, a broad field encompassing social protection, demography, migration, and public health. With a deeply interdisciplinary academic background, he is the author of several books published both in France and internationally, as well as over one hundred scholarly articles — including around thirty in medical journals. In this field, he has led a major project funded by the European Research Council, rooted in his work as a historian, which has had a tangible impact on occupational health policies in both France and the United States. Paul-André Rosental serves on numerous scientific advisory boards in France and abroad, notably within the Population Europe network in Berlin and the French Institute for Public Health Research (IReSP).
