    Bangkok (Agenzia Fides) – Those who, fleeing from Myanmar devastated by civil war, cross the border with Thailand in search of peace, with the desire to start a new life, are migrants, often illegal. The flow of migrants from former Burma to Thailand has been recorded for many years, since there was a dictatorial military regime in power in Yangon, before the democratic season that began in 2016. Now, after the new military coup of 2021 and, with the recent law of compulsory recruitment in the Burmese army, many young people have tried to leave the country, choosing to go to neighboring countries in Southeast Asia, especially Thailand (see Fides 7/6/2024). Some enroll in schools, universities and courses of study, asking for a student visa; for others the only way is to go underground, with the hope of finding work and regularizing their status. The Thai government has always tried to stem the phenomenon and implemented policies of rejection, creating detention camps for migrants or refugee camps guarded by the police, not allowing refugees to integrate into society. In the past four months, the policy of rejection has materialized with the arrest of almost 200,000 citizens of Myanmar. As reported by the Thai Ministry of Labor, the police authorities have inspected 18,000 workplaces and other locations to check the documents of 256,213 migrant workers. According to the department, among the workers arrested because they were considered “illegal migrants” there were over 193,000 citizens of Myanmar, 39,000 Cambodians, 15,000 Laotians, and over 7,000 of other nationalities. About 1,830 illegal migrant workers have been prosecuted, while others have been fined and taken to detention camps pending repatriation. The Burmese military junta announced that about 1,000 Burmese workers were repatriated from Thailand in August. According to the NGO “Myanmar Humanitarian Action Center” it is a roundup of unprecedented scale. The Thai government has said that the controls on illegal migrant workers are necessary “to protect job opportunities for Thai citizens”. Thai law already prohibits migrant workers of any nationality from working in 27 specific occupations reserved for Thai citizens (such as passenger transport, traditional Thai massage, hairdressing, interpretation and money transfer services). Thailand is home to about two million people from Myanmar who work in agriculture, hospitality, fishing, manufacturing and other sectors. Many live without documents after crossing the border as illegal immigrants, hoping to obtain a “Certificate of Identity,” issued by a Thai government office that allows them to remain in the country and work regularly. If they do not have that certificate, migrants are repatriated but, as soon as they return to Myanmar – reports “Myanmar Humanitarian Action Center” – they are imprisoned or enlisted in infantry divisions of the Burmese army and sent to the front lines. In a situation of civil conflict, repatriation represents a serious threat to their lives, the organization notes. Then there are the Burmese refugees (about 100,000) who live permanently in refugee camps set up by the Thai government along the border between Thailand and Myanmar and closed to the outside. According to data from the United Nations High Commissioner for Refugees (UNHCR), since 2021 the number of these refugees has continued to grow, due to the civil conflict in Myanmar. It should be noted that Thailand has not acceded to the 1951 Refugee Convention and does not have a specific national legal framework for the protection of refugees and asylum seekers. Those Burmese refugees are, therefore, stuck in Thailand in a legal and social “limbo”, while the government does not issue them permission to move to third countries, where they would like to go.     • GET FLOOD INSURANCE – Most homeowners insurance policies don’t cover flood damage. Protect your investment by purchasing flood insurance for your home and contents, even if you do not live in a high-risk flood zone.
    • ELEVATE UTILITIES ABOVE BASE FLOOD ELEVATION (BFE) – Elevate or floodproof mechanical units, furnaces, water heaters, electrical systems, and other utilities on masonry, concrete, or pressure-treated lumber at least 12 inches above the BFE. 
    • REPLACE CARPETING WITH TILES – Tiles are more flood-resistant than carpet. Using tile or other flood-resistant materials in areas below the BFE can help reduce water damage.
    • INSTALL FLOOD VENTS – Install flood vents in foundation walls, garages, and other enclosed areas to allow water to flow through, drain out, and lower the risk of structural damage. 
    • USE FLOOD-RESISTANT INSULATION AND DRYWALL – Flood-resistant insulation and drywall will help minimize damage and can be easily cleaned and sanitized. 
    • PREVENT SEWAGE BACK-UP – In some areas, flooding can cause sewage to back up through drainpipes in your home. Consult with a plumber and, if applicable, invest in a sewer backflow valve to prevent this potential health hazard.

    WASHINGTON — FEMA announced that federal disaster assistance is available to the San Carlos Apache Tribe to supplement recovery efforts in the areas affected by the Watch Fire from July 10-17, 2024.

    The President’s action makes federal funding available to affected individuals in the San Carlos Apache Tribe. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster. 

    Federal funding is also available to the Tribal Nation and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the fire. 

    Federal funding is also available on a cost-sharing basis for hazard mitigation measures.

    Benigno Bern Ruiz has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Additional designations may be made at a later date if requested by the Tribal Nation and warranted by the results of further assessments.

Alone, each of us is isolated and silenced.” Above all – they add – there is a need to ask for God’s help “so as not to despair, so as not to fall into the trap of hatred.     Beandrarezona (Agenzia Fides) – Contributing to the formation of young people by offering them quality education that gives them equal opportunities compared to other young people in the cities, this is the goal of the Consolata Missionaries’ school (IMC) recently opened in Beandrarezona. “School is a great tool for evangelization in many ways. Although many young people are not particularly interested in religion, through school they can discover the message of the Gospel and their families can also be reached” says Fr. Jean Tuluba, IMC, from the mission of Beandrarezona. “After contact with the local reality we noticed that in Beandrarezona, which is the center of the mission, and in the other villages, there are private and public schools: nursery, elementary and first cycle of middle school, but there were no schools for the second cycle of middle school and high school – he continues. Hence the need, after having spoken with local leaders and parents, to build a secondary school because the young people of Beandrarezona and other nearby villages are forced to leave their families after primary school to continue their studies in the city with a significant economic impact on families and consequently many young people drop out of school to go and work in the fields.” “Among the first 30 students, a good percentage come from other religious confessions. The school also becomes a way to dialogue with other religions through the education we give to their children, since from the beginning these other confessions have placed their trust in us by sending their children to study – the priest points out. After a period of study of the Malagasy language, on October 20, 2019 they began their pastoral service in the new mission of Beandrarezona, created with the arrival of the first three missionaries, Fathers Jean Tuluba (DR Congo), Jared Makori (Kenya) and Kizito Mukalazi (Uganda). “Our mission is the latest parish created in the diocese of Ambanja, in the northwest of the Big Island and is located almost 1,000 kilometers from Antananarivo, the capital of the country,” explains Father Tuluba. “It extends over three rural municipalities and has more than 80 villages, of which only 12 have Christian communities. The villages are very far from each other and the only possible means of transport to visit them is by motorbike, but in most of them you can almost always get there only on foot. To reach some communities we have to walk up to 14 hours. It takes strength and determination to face the difficulties of the roads. Of the 2,587,014 inhabitants (2022 census) of the diocese, only 7% of the population is Catholic and in our mission Catholics are about 3% of the total of 21,170 inhabitants (2018 census). As you can see, it is truly a mission ad gentes that needs our presence and attention”, the missionary remarks. The main activities of the mission are visits to the communities, sacramental catechesis, the formation of catechists, missionary and vocational animation, the formation of young people and children. The majority of the population of the mission is made up of young people and children. In fact, it is estimated that 75% of Madagascar’s population is made up of young people and children. The school, whose construction began in 2021 after the Covid-19 epidemic, was officially inaugurated and opened on September 2, 2024 with the Eucharistic celebration presided over by the diocesan bishop of Ambanja, Francis Donatien Randriamalala, who blessed the building.     Jerusalem (Agenzia Fides) – The catastrophe that is devastating the Holy Land and the entire Middle East «did not begin on October 7, 2023». The cycles of violence that have generated the tragic present experienced also in the land of Jesus «have been unending, beginning in 1917, peaking in 1948 and in 1967, continuing ever since, until today». Now the furious retaliation of the Israeli military force «can destroy and bring death», but «it cannot bring the security that the Israelis need», because peace can return «only when the tragedy of the Palestinian people ends».These are words imbued with lucid realism, pain and at the same time hope “against all hope” in the document-appeal issued by the Latin Patriarch Emeritus of Jerusalem Michel Sabbah and the members of the group “Christian Reflection” one year after the massacres committed by Hamas against Israeli Jews on October 7, 2023, a massacre that opened the new turmoil of death and annihilation that sucks entire peoples and drags the entire world towards the abyss of global war.“We are staring into the darkness”After a year of relentless war, «as the cycle of death continues unabated» Patriarch Sabbah and the members of the reflection group feel the urgency «to seek out the hope that comes from our faith» while admitting that they are «exhausted, paralyzed by grief and fear. We are staring into the darkness» while «our beloved Holy Land and the entire region are being reduced to ruins» and «daily we mourn the tens of thousands of men, women and children who have been killed or wounded especially in Gaza, but also in the West Bank, Israel, Lebanon and beyond in Syria, Yemen, Iraq and Iran». In Gaza, the tragic description of events continues, «homes, schools, hospitals, entire neighborhoods are now heaps of rubble. Disease, starvation and hopelessness reign». In all of this – the authors of the document ask – «has the Zionist dream of a safe home for Jews in a Jewish state called Israel brought security for Jews?»International Absence«Shockingly» Patriarch Sabbah and members of Christian Reflection note «the international community looks on almost impassively. Calls for ceasefire and an end to the devastation are repeated with no meaningful attempt to reign in those wreaking havoc. If the international community is absent – the document continues – Christians, despite their helplessness and small numbers, are called to be confident in the Resurrection of Christ even in the current tragic situation.What is taking place – the document insists – «is not a religious war. We must stand alongside all those, Muslims, Jews, and Christians, who seek to put an end to death and destruction»Sabbah and his companions in the reflection group turn to Christian leaders, «to our bishops and our priests for words of guidance. We need our shepherds to help us discern the strength that we have when we are together. Alone, each one of us is isolated and reduced to silence». Above all – they add – there is a need to ask for God’s help «so as not to despair, not to fall into the trap of hatred. Our faith in the Resurrection teaches us that all human beings are to be loved, equal, created in the image of God, children of God and brothers and sisters of one another». For this reason, «our schools, hospitals, social services are places where we care for all in need, indiscriminately». And faith in Christ «makes us spokespeople for a land without walls, without discrimination, spokespeople for a land of equality and freedom for all, for a future in which we live together».Ending the Palestinian tragedyWith lucid realism, the authors of the appeal-document recognize that peace will only be possible «when the tragedy of the Palestinian people is brought to an end». For this reason, there is a need for «a definitive peace agreement between these two partners and not temporary ceasefires or interim solutions».Israel’s massive military force «can destroy and bring death, it can wipe out political and military leaders and anyone who dares to stand up and oppose occupation and discrimination. However, it cannot bring the security that Israelis need. The international community» they add «must help us by recognizing that the root cause of this war is the negation of the right of the Palestinian people to live in its land, free and equal».«We are one people, Christians and Muslims. Together», the document addressed to the Palestinians continues, «we must seek the way beyond the cycles of violence.   • MIL-OSI Canada: Prime Minister Justin Trudeau meets with General Secretary and President of Vietnam Tô Lâm

    Today, Prime Minister Justin Trudeau met with the General Secretary and President of Vietnam, Tô Lâm, on the margins of the 19th Sommet de la Francophonie.

    The Prime Minister and the President discussed the ongoing implementation of Canada’s Indo-Pacific Strategy and the Canada-Vietnam Comprehensive Partnership. They underlined areas for enhanced co-operation, including regional security, climate change, clean energy, and sustainable development. Prime Minister Trudeau raised consular issues and the importance of advancing the promotion and protection of human rights. Both countries reiterated their commitment to the principle that disputes must be resolved peacefully and in accordance with the international law.

    The Prime Minister and the President discussed ways to expand bilateral trade and investment through the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. The two leaders also underscored the importance of collaborating within the Francophonie forum.

    Prime Minister Trudeau and President Lâm reaffirmed the strong partnership between Canada and Vietnam, including through strong people-to-people ties, and they agreed to remain in close and regular contact.

    Parents, Guardians, Students, Teachers, Administrators and School Trustees Encouraged to Nominate Exceptional Educators: Altomare


    Nominations are now being accepted for the 2024-25 Manitoba’s Excellence in Education Awards to recognize exceptional achievements in education, Education and Early Childhood Learning Minister Nello Altomare announced today. 

    “On World Teachers’ Day, I want to celebrate Manitoba educators across the province who work tirelessly every day to help young Manitobans learn, grow and reach their full potential,” said Altomare. “Manitoba’s Excellence in Education Awards provides an opportunity to celebrate the inspirational stories of K to 12 educators who make a difference. It’s an honour to recognize their dedication to their students and communities.” 

    Nominations are open until Dec. 5. Nominees must be educators who hold a valid, permanent Manitoba teaching certificate and work directly with kindergarten to Grade 12 students in a school setting daily. 

    Awards will be presented in the following categories:

    • teaching excellence award;
    • outstanding new teacher award;
    • outstanding team collaboration award;
    • outstanding school leader award; and
    • premier’s award for excellence in education.

    Nominations will be reviewed by a selection committee that includes representatives from across the education sector and Manitoba Education and Early Childhood Learning. 

    Award recipients will be honoured at a ceremony in the spring, added Altomare.

    Today, Parks Canada and the Historic Sites and Monuments Board of Canada commemorated the national historic significance of Penman Textile Mill at a special plaque unveiling ceremony at Penman Manor in Paris, Ontario. Penman Textile Mill, located in Paris, Ontario, was once the cornerstone of the Penman Manufacturing Company, Canada’s largest producer of woollen knit goods at the end of the 19th century. Established in 1868 by John Penman, the mill’s story illustrates the evolution of the textile industry in the region as well as broader trends in industrialization in Canada.

    By 1887, the firm expanded to include a new mill across the Grand River. These developments along with the operation of other firms in the area established the Grand River Valley as the heart of the Canadian knit goods industry. Penman Textile Mill’s early operations encompassed a broad array of yarn and knitwear production, and later evolved to specialize in hosiery. By the late 1890s, the mill had a significant impact on employment in the community, and in the early 1900s, a significant portion of the workforce was made up of unmarried British women who were recruited for their skill with hosiery machines and knitted fabric.

    Founder John Penman acquired other mills in Ontario and Quebec before selling the firm which became Penmans Limited in 1906. In 1965, Penmans became part of the Dominion Textile Company. The Nith River mill was sold in 1970 and repurposed over the years, including being converted into a residential property in the early 2000s, which allowed for the preservation of the exterior architecture of the mill. Though this site no longer contributes to the manufacturing of textile goods, it remains a symbol of the industrial development which took place across Canada throughout the 19th and early 20th centuries.

    The Government of Canada, through Parks Canada and the Historic Sites and Monuments Board of Canada, recognizes significant people, places, and events that shaped this country as one way of helping Canadians connect with their past. By sharing these stories with Canadians, we hope to foster understanding and reflection on the diverse histories, cultures, legacies, and realities of Canada’s past and present.

    • Penman Textile Mill was designated as a national historic site in 1989. 

    • Following a fire in 1874, John Penman constructed a 4-storey mansard roofed brick mill building, along with other mill buildings, which came to be known as Penman’s No. 1 Mill. 

    • The Historic Sites and Monuments Board of Canada plaque commemorating Penman Textile Mill will be unveiled in Paris, Ontario, located on the lands and territory of the Anishinaabeg, including the Mississaugas of the Credit First Nation, the Haudenosaunee, including the Six Nations of the Grand River, and the traditional territory of the Attiwonderonk. Today, Paris is home to many First Nations and Métis peoples.

    • Created in 1919, the Historic Sites and Monuments Board of Canada advises the Minister of Environment and Climate Change regarding the national significance of persons, places, and events that have marked Canada’s history. To date, more than 2,250 designations have been made nationwide. 

    • Together with Parks Canada, the Board ensures that subjects of national historic significance are recognized under Parks Canada’s National Program of Historical Commemoration and these important stories are shared with Canadians.

    • Parks Canada is committed to working with Canadians in our efforts to tell broader, more inclusive stories in the places that it manages.     Prime Minister Justin Trudeau today concluded his participation in the 19th Summit of La Francophonie in Villers-Cotterêts and Paris, France. This visit was an opportunity for him to promote the French language, strengthen Canada’s relations with other member states and governments of La Francophonie, and advance our shared values, such as peace, democracy, human rights and inclusion.

    At the Summit, Prime Minister Trudeau underscored Canada’s commitment to promoting development, security and inclusion in Francophone Africa. To this end, he announced more than $11 million to support initiatives that include improving access to education, the empowerment of women and girls, youth nutrition and overall health, and community safety and security, while strengthening our relationships with Francophone countries in Africa.

    The Prime Minister reaffirmed Canada’s commitment to supporting the modernization of the governance of the International Organization of La Francophonie (OIF) so that it can fulfill its mandate as effectively as possible and with complete transparency, including the promotion of our shared values and the influence of the French language. He noted the work underway to map and identify workforce needs for teaching French and teaching in French. In addition, Prime Minister Trudeau reiterated Canada’s support for Francophonie operators and institutions by announcing a federal investment of nearly $1.6 million. This funding will support scientific research in French, student mobility and youth employability, as well as enrich the diversity of French-language content broadcast on the TV5MONDEplus platform. It will also promote research to enhance the French language and Francophone identities in Francophone cities and encourage the participation of women in Francophone parliaments.

    In the Villers-Cotterêts Call, Canada and other OIF member states and governments called on digital platforms to strengthen their commitments to a safer and more integrated digital space. They also agreed on the importance of promoting the responsible use and development of artificial intelligence and combating disinformation. In this regard, Prime Minister Trudeau stressed the importance of continuing to build strong ties with our partners in the Francophonie in order to build a safer and more prosperous future for our populations.

    As a founding member and second largest donor of the OIF, Canada is firmly committed to supporting the mandate and initiatives of the OIF, particularly to protect and promote the French language and cultural and linguistic diversity. To this end, Canada signed a Memorandum of Understanding on the Cité internationale de la langue française, which aims to promote the richness and diversity of the French language and its role in the world. Through its support for this project, Canada will contribute to promoting minority Francophone communities in the country, deepening exchanges between Francophones in Canada and elsewhere, and making the diversity of the Canadian Francophonie known to visitors to the Cité.

    Building on the progress made during President Macron’s visit to Canada last month, Prime Minister Trudeau also reiterated his commitment to strengthening bilateral relations between Canada and France.

Canada also signed a bilateral collaboration agreement with France on emergency management.     Today, Prime Minister Justin Trudeau met with the President of Côte d’Ivoire, Alassane Ouattara, on the margins of the 19th Sommet de la Francophonie.

    The leaders expressed their interest in working together closely to advance shared priorities within La Francophonie. Prime Minister Trudeau emphasized Côte d’Ivoire’s commitment to the Organisation internationale de la Francophonie, and in particular to chairing its Membership Committee. He also recognized Côte d’Ivoire’s principled stand in condemning Russia’s illegal war of aggression against Ukraine. President Ouattara acknowledged Canada’s positive role in supporting West Africa and the region. The leaders also discussed the ongoing situation in the Middle East.

    The Prime Minister underscored Canada’s commitment to continue strengthening bilateral relations with Francophone countries. The two leaders discussed their shared commitment to increase access to education. They also discussed opportunities for Canadian business in Côte d’Ivoire, particularly in the natural resources, agriculture, infrastructure, and technology sectors.

    The two leaders expressed their concerns over the increasing instability in Western Africa. Prime Minister Trudeau thanked President Ouattara for his leadership in the region and lauded his efforts to welcome refugees from the Sahel.

    Founder John Penman acquired other mills in Ontario and Quebec before selling the business to become Penmans Limited in 1906. In 1965, Penmans was incorporated into the Dominion Textile Company. The Nith River Mill was sold in 1970 and has been converted over the years, including into residential property in the early 2000s, preserving the mill’s exterior architecture. While the site no longer contributes to the manufacturing of textile products, it remains a symbol of the industrial development that took place across Canada during the 19th and early 20th centuries.

    The State of Neuchâtel has decided today to authorize the shooting of an isolated wolf. The individual attacked and killed, on the night of October 4 to 5, 2024, a heifer in Val-de-Travers, at the place called Mont de Boveresse. The shooting authorization will be implemented by wildlife police officers.

    Wolf attacks on livestock continue in the Jura Arc. The last predation recorded in Neuchâtel occurred during the night of 4 to 5 October 2024. A heifer of approximately 5 months was killed by a wolf in a pasture, at the place called Mont de Boveresse. Warned by the farmer this Saturday morning, the wildlife wardens immediately went to the scene to carry out the usual assessments.

    According to the observations made on site, the predation was carried out by a single individual. It took place a few hundred meters from a previous attack that had taken place ten days before, which was probably the work of the same individual. Observations of an isolated individual have also been made recently in the Brévine Valley.

    Predation on cattle constitutes significant damage within the meaning of federal legislation on hunting and the protection of wild mammals and birds. A decision was therefore taken to shoot the isolated wolf reported in the Mont de Boveresse and Brévine Valley area. In accordance with federal law, the decision of the State of Neuchâtel will be valid for 60 days. It is transmitted to nature protection organisations and published in the Official Gazette.

    The cantons may authorise the shooting of wolves causing significant damage, provided that reasonable protective measures have been taken in advance. For cattle, the measures required by federal law concern the protection of calves under two weeks old. The heifers recently killed in Val-de-Travers are therefore considered protected.

    Finally, it should be noted that the shooting permit issued today does not concern individuals from the cross-border pack of Jougne/Suchet. The latter occupies a territory located mainly in Vaud and in neighbouring France which extends into the territories of Côte-aux-Fées and Verrières. The measures to be implemented concerning this pack, which caused significant damage this autumn in both France and Switzerland, are currently under discussion with the Confederation and the canton of Vaud.

    Three people are unaccounted for following a crash in Marlborough overnight.

    Emergency services were alerted to the crash at the intersection of State Highway 1 and Bush Road, Tuamarina at 1.45am.

    A car with five occupants crashed off the road into the Tuamarina River.

    Two of the occupants were able to get out of the car and make their way to safety.

    They are reported to have suffered moderate injuries and were transported to hospital.

    Three other occupants remain unaccounted for.

    The Police National Dive Squad is being deployed and is expected to arrive in Marlborough around midday.

    One lane of State Highway 1 is closed and stop/go traffic management is in place.

    Full closures of State Highway 1 may be required at some points during the day. 

    Motorists are asked to expect delays and allow extra time for travel.

The Department of Enterprise, Trade and Employment is liaising with Cork County Council, and I would like to reassure business owners that Government will stand ready to provide support.

    “We have previously provided this support through the Emergency Business Flooding Schemes for Small Businesses where businesses, through no fault of their own, have been impacted by flooding events and could not get access to insurance cover. In this event, I will be working across government to reopen this scheme and provide assistance to our much-valued local businesses at this difficult time.”

    Police are appealing for the public’s help after an incident near Gisborne Police station early this morning.

    About 4.50am, a Police unit was leaving the station and observed a dirt bike sitting outside the station.

    The rider was holding a lit incendiary device.

    Upon seeing the Police unit, the rider dropped the device and fled on the dirt bike.

    Efforts to locate the bike and its rider have so far not been successful.

    Fortunately, there was no damage to any property, or any injuries.

    The item has been examined and our enquiries are ongoing.

    Police would like to hear from anyone who may have seen a larger white dirt bike, possibly with yellow trim, in the vicinity of Gladstone Road and Customhouse Street early this morning, or who might have information about the incident or who was involved.

  • MIL-OSI Security: Celebrating Unity: Yongsan-Casey and Dongducheon celebrate ROK-US friendship at Camp Casey

    U.S. Army Garrison Yongsan-Casey and Dongducheon city host a joint ROK-U.S. Friendship Festival on Camp Casey and in Dongducheon, South Korea, Sept. 28.

    Over 4,000 South Korean citizens, ROK and U.S. Army Soldiers and government employees attended the festivities both on and off post in the fall afternoon, with endless entertainment, food and fun into the late evening.

    Many Dongducheon and ROK/U.S.military leaders were in attendance including Col. Edward Cho, U.S. Army Garrison Yongsan-Casey Commander; Mayor Park Hyung Deok, Dongducheon Mayor; Honorable Kim, Sung Won, National Assembly of Dongducheon, Yangchu, Yeongcheo; and Kim, Seong Ho, Dongducheon City council chairman.

    “The ROK-U.S. alliance has been in effect for over 74 years, and we’re more than just neighbors here in Dongducheon city,” said Cho. “The relationship is much deeper than that. It brings me great joy to see everyone together here as one community, celebrating life together.”

    This year marks the 17th Dongducheon ROK-U.S. Friendship Festival, an empowering resource between the two nations in the city that has been home to Camp Casey since 1951. The Eighth Army Rock Band performed Korean and American hits on both stages, while South Korean pop singer “Ailee” headlined the night along with many other very talented traditional performers and entertainers.

    “Today’s festival carries even greater significance as we celebrate Korean-American friendship with the opening of Camp Casey during this year’s U.S. Military Fall Festival,” said Park. “I hope you take the opportunity to move freely between the base and Bosan-dong Friendship Plaza, sharing and appreciating each other’s cultures as good neighbors.”

    Many Soldiers, kids and families played various games including cornhole and rock climbing, and took part in face painting and bounce houses at Stewart Field. The Downtown Casey food court was available for Korean visitors as well who enjoyed American restaurants, some for the first time ever.

    “It was great seeing the local community enjoying the festival,” said U.S. Army Pfc. Jackman Bartow, assigned to 503d Military Police Detachment, 19th Expeditionary Sustainment Command. “I especially enjoyed getting to talk to the community about what we do as K-9 handlers, and I know Dexter (military working dog) definitely enjoyed the attention and atmosphere.”

    Dongducheon city and Camp Casey will continue to organize and support events throughout the year that build upon the well-developed camaraderie shared among both communities.

    The highlight of the on base festival concluded with an awe inspiring 10-minute of fireworks show at Stewart Field, wowing attendees and creating a lasting memory of the celebration.

    Summary

    The Federal Bureau of Investigation (FBI) and Department of Homeland Security (DHS) are issuing this Public Service Announcement to highlight potential threats in the United States from a variety of actors in response to the one-year anniversary of the HAMAS attacks on Israel on October 7, 2023, and consistent calls by foreign terrorist organizations (FTOs) to their supporters seeking to provoke violence in the West.

    Threat

    The FBI and DHS assess the one-year anniversary of the October 7, 2023, attacks that initiated the ongoing Israel-HAMAS conflict, as well as any further significant escalations in the conflict, may be a motivating factor for violent extremists and hate crime perpetrators to engage in violence or threaten public safety. Over the past year, we have observed violent extremist activity and hate crimes1 in the United States linked to the conflict. Jewish, Muslim, or Arab institutions — including synagogues, mosques/Islamic centers, and community centers — and large public gatherings, such as memorials, vigils, or other lawful demonstrations, present attractive targets for violent attacks or for hoax threats by a variety of threat actors, including violent extremists and hate crime perpetrators. Such actors may view the anniversary as an opportunity to conduct an attack or other high-profile, illegal activity.

    FTOs and other violent extremists likely will continue to exploit narratives related to the conflict to call for lone attackers to conduct violence in the United States. Online messaging associated with FTOs and other violent extremists highlighting the one-year anniversary of the October 7 attacks could motivate threat actors across ideologies, including those who espouse violent anti-Semitism and Islamophobia, to engage in violence. Individuals inspired by this online messaging could act alone to commit an attack with little to no warning.
