  • MIL-OSI USA: NASA’s Hubble Finds that a Black Hole Beam Promotes Stellar Eruptions

    In a surprise finding, astronomers using NASA’s Hubble Space Telescope have discovered that the blowtorch-like jet from a supermassive black hole at the core of a huge galaxy seems to cause stars to erupt along its trajectory. The stars, called novae, are not caught inside the jet, but apparently in a dangerous neighborhood nearby.

    The finding is confounding researchers searching for an explanation. “We don’t know what’s going on, but it’s just a very exciting finding,” said lead author Alec Lessing of Stanford University. “This means there’s something missing from our understanding of how black hole jets interact with their surroundings.”

    A nova erupts in a double-star system where an aging, swelled-up, normal star spills hydrogen onto a burned-out white dwarf companion star. When the dwarf has tanked up a mile-deep surface layer of hydrogen that layer explodes like a giant nuclear bomb. The white dwarf isn’t destroyed by the nova eruption, which ejects its surface layer and then goes back to siphoning fuel from its companion, and the nova-outburst cycle starts over again.

    Hubble found twice as many novae going off near the jet as elsewhere in the giant galaxy during the surveyed time period. The jet is launched by a 6.5-billion-solar-mass central black hole surrounded by a disk of swirling matter. The black hole, engorged with infalling matter, launches a 3,000-light-year-long jet of plasma blazing through space at nearly the speed of light. Anything caught in the energetic beam would be sizzled. But being near its blistering outflow is apparently also risky, according to the new Hubble findings.

    The finding of twice as many novae near the jet implies that there are twice as many nova-forming double-star systems near the jet or that these systems erupt twice as often as similar systems elsewhere in the galaxy.

    “There’s something that the jet is doing to the star systems that wander into the surrounding neighborhood. Maybe the jet somehow snowplows hydrogen fuel onto the white dwarfs, causing them to erupt more frequently,” said Lessing. “But it’s not clear that it’s a physical pushing. It could be the effect of the pressure of the light emanating from the jet. When you deliver hydrogen faster, you get eruptions faster. Something might be doubling the mass transfer rate onto the white dwarfs near the jet.” Another idea the researchers considered is that the jet is heating the dwarf’s companion star, causing it to overflow further and dump more hydrogen onto the dwarf. However, the researchers calculated that this heating is not nearly large enough to have this effect.

    “We’re not the first people who’ve said that it looks like there’s more activity going on around the M87 jet,” said co-investigator Michael Shara of the American Museum of Natural History in New York City. “But Hubble has shown this enhanced activity with far more examples and statistical significance than we ever had before.”

    Shortly after Hubble’s launch in 1990, astronomers used its first-generation Faint Object Camera (FOC) to peer into the center of M87 where the monster black hole lurks. They noted that unusual things were happening around the black hole. Almost every time Hubble looked, astronomers saw bluish “transient events” that could be evidence for novae popping off like camera flashes from nearby paparazzi. But the FOC’s view was so narrow that Hubble astronomers couldn’t look away from the jet to compare with the near-jet region. For over two decades, the results remained mysteriously tantalizing.

    Compelling evidence for the jet’s influence on the stars of the host galaxy was collected over a nine-month interval of Hubble observing with newer, wider-view cameras to count the erupting novae. This was a challenge for the telescope’s observing schedule because it required revisiting M87 precisely every five days for another snapshot. Adding up all of the M87 images led to the deepest images of M87 that have ever been taken.

    Hubble found 94 novae in the one-third of M87 that its camera can encompass. “The jet was not the only thing that we were looking at — we were looking at the entire inner galaxy. Once you plotted all known novae on top of M87 you didn’t need statistics to convince yourself that there is an excess of novae along the jet. This is not rocket science. We made the discovery simply by looking at the images. And while we were really surprised, our statistical analyses of the data confirmed what we clearly saw,” said Shara.

    This accomplishment is entirely due to Hubble’s unique capabilities. Ground-based telescope images do not have the clarity to see novae deep inside M87. They cannot resolve stars or stellar eruptions close to the galaxy’s core because the black hole’s surroundings are far too bright. Only Hubble can detect novae against the bright M87 background.

    Novae are remarkably common in the universe. One nova erupts somewhere in M87 every day. But since there are at least 100 billion galaxies throughout the visible universe, around 1 million novae erupt every second somewhere out there.

    The Hubble Space Telescope has been operating for over three decades and continues to make ground-breaking discoveries that shape our fundamental understanding of the universe. Hubble is a project of international cooperation between NASA and ESA (European Space Agency). NASA’s Goddard Space Flight Center in Greenbelt, Maryland, manages the telescope and mission operations. Lockheed Martin Space, based in Denver, Colorado, also supports mission operations at Goddard. The Space Telescope Science Institute in Baltimore, Maryland, which is operated by the Association of Universities for Research in Astronomy, conducts Hubble science operations for NASA.

    In a new study, a team of U.S. National Science Foundation-supported researchers suggests that 4 billion years ago, plate tectonics likely looked closer to what we experience today than previously thought. The team published its findings in the Proceedings of the National Academy of Science.

    The team studied the mineral zircon from two of the oldest pieces of intact crust — dating 4.0 to 2.7 billion years old — and discovered that ancient plate tectonics, or how the continents move around and interact with each other, was likely just as diverse as it is today.

    “Plate tectonics makes our planet uniquely dynamic on a solar system scale,” said Emily Mixon, the study’s lead author and a researcher at the University of Wisconsin–Madison. “It has been hypothesized that because plate tectonics is important for moving carbon and water around on long time scales, it might be important for how life evolved on Earth.”

    Moving continents are destructive — crustal rocks are destroyed and recycled. To reveal the ancient processes behind tectonics, the researchers studied zircons, which are physically durable and resistant to chemical alterations.

    More specifically, they studied zircons in the 3.9 – 2.7-billion-year-old Saglek-Hebron Complex and 4.0 – 3.4-billion-year-old Acasta Gneiss Complex and found that instead of a linear progression of tectonic styles, from volcanic lavas and magmas pushing down crust into the mantle followed by plates colliding into each other and pushing oceanic crust down to the mantel, many different styles coexisted, just as they do today.

    “Understanding how tectonics worked early in Earth history is key for identifying when and how we got the styles of modern tectonics we see today, and how these styles might be expected to look early in planetary development for other possibly habitable planets,” Mixon said.

  • MIL-OSI USA: NASA’s Artemis Science Instrument Gets Tested in Moon-Like Sandbox

    On Sept. 9 and 10, scientists and engineers tested NASA’s LEMS (Lunar Environment Monitoring Station) instrument suite in a “sandbox” of simulated Moon regolith at the Florida Space Institute’s Exolith Lab at the University of Central Florida in Orlando.

    Lunar regolith is a dusty, soil-like material that coats the Moon’s surface, and researchers wanted to observe how the material would interact with LEMS’s hardware, which is being developed to fly to the Moon with Artemis III astronauts in late 2026.

    Designed and built at NASA’s Goddard Space Flight Center in Greenbelt, Maryland, LEMS is one of three science payloads chosen for development for Artemis III, which will be the first mission to land astronauts on the lunar surface since 1972.

    The LEMS instrument package can operate both day and night. It will carry two University of Arizona-built seismometers to the surface to perform long-term monitoring for moonquakes and meteorite impacts.

    Biographies

    Dr. Michael Carroll
    Representative for Alberta

    Dr. Michael Carroll is a 20th-century diplomatic historian specializing in Canadian and American foreign relations, United Nations peacekeeping and Canadian history. He holds a Master of Arts (History) from Carleton University and a Ph.D. (History) from the University of Toronto. He has been Chair of the Department of Humanities at MacEwan University since 2019, where he has taught since 2007. He previously taught at the University of Victoria and Seiwa University in Japan.

    Dr. Carroll has a special interest in public history and has been engaged in recording and preserving oral histories for over twenty years. Collegial governance at MacEwan has also provided him with the opportunity to serve extensively on academic and community committees, as well as those serving the wider historical profession. He is the author of numerous publications, including Pearson’s Peacekeepers: Canada and the United Nations Emergency Force, 1956-1967.

    Ms. Karen Aird is a member of Saulteau First Nations in northeast B.C. through her mother and now resides in Kamloops. Since 2018, she has been the Heritage Manager with the First Peoples’ Cultural Council, a program she developed from the ground up that provides grants, resources, research and training for B.C. First Nations.

    Ms. Aird began her career as an archaeologist, overseeing large-scale archaeology projects. She then owned a consulting firm specializing in cultural heritage management. In 2012, she co-founded the National Indigenous Heritage Circle and served as president for two terms.

    Her experience includes participation in national and international conferences, high-level government meetings and negotiations, and community-based cultural heritage research.     The State University of Management held a business game “IT – hands and eyes of the engineer of the future” for schoolchildren of grades 10-11 as part of the Advanced Engineering Schools “RosGeoTech” project of GGNTU.

    The meeting was opened by the Head of the Department for Coordination of Scientific Research of the State University of Management, Maxim Pletnev, who introduced the guests to the activities of the RosGeoTech Scientific Research School, which covers such areas as alternative energy, power engineering, oil and gas, autonomous unmanned and robotic innovative systems.

    The head of the RosGeoTech PISh, Andrey Luzhetsky, also addressed the participants with a welcoming speech.

    As part of the business game, schoolchildren learned the basics of programming, computer science concepts, digital technologies, software, operating systems, and much more. The children also tried their hand at testing and system analysis.

    Such events help participants to make an informed choice of specialization and technologies in the future, as well as improve their skills in the chosen direction.

    Adriemilly Rigo wasn’t feeling well. “To tell you the truth, I was very sedentary, I didn’t practice sports much, and I didn’t take care of myself very well,” she says. 

    She had gained weight, felt fatigued and developed chronic migraines. Then her doctor told her she had fatty liver disease, a serious metabolic condition that if left untreated can lead to liver failure. 

    Rigo was scared. So, when her supervisor asked her if she wanted to try out a new health and wellness app offered by their company, she signed up. After following the healthy meal advice and starting an exercise program, her symptoms are under control, and she is feeling better than she has in ages. “It’s been wonderful for me,” says Rigo. “Now I challenge myself more and more every day.” 

    Rigo is prioritizing her health with help from a generative AI-powered app called RadarFit. Launched in 2020 by a trio of female entrepreneurs, the Brazilian tech startup has already amassed more than one million users with a unique gamification strategy designed to incentivize healthy habits.   

    While it serves individuals, too, RadarFit’s focus is providing a comprehensive health and wellness program to corporate customers. “For companies, we solve the problem of high costs from employee health problems and having to invest a lot in health benefits,” says Chief Executive Officer Jade Utsch Filizzola.

    Like many countries experiencing rapid urbanization, Brazil is grappling with high rates of heart disease and metabolic conditions, such as diabetes and non-alcoholic fatty liver disease, also known as steatohepatitis. The prevalence of non-alcoholic fatty liver disease (NAFLD) in Brazil is estimated to be around 35.3 percent, the highest in Latin America, compared to 25 percent worldwide, according to the Global Burden of Disease database. While costly to treat and potentially deadly, many chronic conditions, including NAFLD, can be prevented – or even reversed – with proper diet and exercise, according to the Journal of Hepatology. That’s one reason why more companies like Rigo’s have signed up for RadarFit. In a few short years RadarFit has enrolled over 60 corporate customers – and is on track to have 80 commercial clients by the end of this year.

    Powered by the Microsoft Cloud, RadarFit runs on Microsoft’s Azure OpenAI Service and uses Microsoft Copilot Studio to automate marketing, and analyze data and user feedback.

    The impact of RadarFit on the health of employees has “been a big surprise to us,” says Samuel Lopes Fontes, who overseas finance and HR at Cooabriel, Rigo’s employer. Under persistent but friendly prompting from the RadarFit app, says Lopes Fontes, “people who claimed they didn’t have time to go to the gym started exercising and waking up earlier so they can take care of themselves.” In another turnaround, colleagues are asking the company to stock more fresh fruit and vegetables in the employee kitchen.  

    Two years ago, 27 of Cooabriel’s 470 employees signed up for RadarFit. Now as word has spread, 59 are taking part, and in the first six months of this year, health complaints have fallen by half, says Lopes Fontes.

    Prompted by RadarFit’s AI-generated app, Lopes Fontes, who, like Rigo, also developed fatty liver disease (although his was caught much earlier) improved his diet, started running more and says his doctor has since declared his disease in remission.

    Of course, there are thousands of apps and websites dishing out health and wellness advice, and many more millions of people who aspire to live healthier lifestyles but fail to follow through.

    That’s where gamification comes into play. “The root cause of the difficulty of achieving a healthy life is the lack of immediate results,” says Filizzola. Even if a person puts in 60 minutes of exercise or eats a healthy meal, “they don’t instantly get the health and body they want,” she says. “This lack of immediate reward is what triggers the lack of motivation.”

    So RadarFit uses generative AI, combined with a points system, to incentivize healthier choices. Anonymized user data captured from the uploaded images of meals and other activities is used to generate “tags” – or labels – that generate personalized recommendations based on each healthy habit registered by users. An avatar that “learns” from user input recommends meals and physical activity tailored to individual health goals. Points awarded for healthy choices can be exchanged for donations to social or environmental causes or redeemed for products like appliances and electronics.

    Different point categories recognize that some tasks are more difficult than others. For example, a 15-minute workout earns 3 points, while a 60-minute or longer workout can be worth 9 points.     Bern, 26.09.2024 – Cyberthreats play an important role in today’s tense geopolitical climate, but they have long been an everyday risk for businesses and governments. The National Cybersecurity Conference held today highlighted how a comprehensive approach can be taken to tackle cyberthreats. In her opening remarks, President Viola Amherd stated that the foundations for cybersecurity are now in place so that emphasis can now be placed on setting strategic priorities. The conference, organised by the National Cyber Security Centre (NCSC) and the Swiss Security Network (SSN), was attended by over 280 participants from business, science, and cantonal and federal offices.

    In an increasingly networked and digital world, the lines between national security and everyday operational security become blurred. Cyberattacks are criminal offences that must be countered through a combination of protective measures and law enforcement. At the same time, the significance of such attacks often extends beyond that of a criminal act, as cyberattacks are deliberately employed as a strategic instrument in conflicts.

    For this reason, the National Cyberstrategy (NCS) covers the entire spectrum of cyberthreats and their effects. It aims to strengthen protection against cyberthreats in Switzerland and promote cooperation between government institutions, the private sector and civil society. This strategy and its challenges were discussed at the 2024 National Cybersecurity Conference. The event was jointly organised by the National Cyber Security Centre (NCSC) and the Swiss Security Network (SSN) in Bern and was attended by leading experts from various areas of cybersecurity.

    The conference was opened by President Amherd. In her speech, she emphasised that having a national cyberstrategy was a key element of national security policy and that it served as an opportunity to enhance Switzerland’s appeal as a location for business and research. With the National Cyberstrategy and the new structures put in place at the DDPS to address cyber-related matters, a solid foundation has been laid allowing greater attention to now be directed towards setting strategic priorities in cybersecurity. The independent steering committee established in June this year ensures that strategic responses to emerging threats are developed in a timely manner. The reporting requirement for critical infrastructures adopted by Parliament will also make it possible to better assess the threat situation and warn operators at an early stage.

    Talks with cybersecurity experts

    Maya Bundt, Chair of the newly formed NCS steering committee, presented the role and work of her committee. The coordination team then provided a progress report on the implementation of the National Cyberstrategy. The presentations were followed by a lively panel discussion with Pälvi Pulli, Deputy State Secretary for Security Policy, Hannes Gasser, Member of the Board of CH++, and Michel Bonsera of Cargologic AG. The discussion highlighted the importance of addressing cyberthreats both in day-to-day operations and at the security policy level.

    Practical tools and solutions

    In addition to high-level discussions, the 2024 National Cybersecurity Conference provided an insight into the work of the NCSC. Workshops on incident management, vulnerability management, reporting centres and awareness campaigns presented practical tools and solutions to help organisations become more resilient to cyberthreats. The workshops were designed to be interactive, giving participants the opportunity to share their experiences and challenges, and provide feedback on existing tools.

    Importance of cybersecurity training for governments

    Jen Ellis, founder of NextJenSecurity from the UK, closed the conference with a keynote speech. She spoke about the importance of training governments in cybersecurity and emphasised the need for continuous collaboration between external experts, researchers and government institutions to address the ever-changing threats in the digital space.

    Voices of communities at the heart of plan to tackle discrimination and social exclusion.

    Improved access to housing, education and health services and tackling discrimination are at the heart of a new Gypsy/Traveller Action Plan agreed between the Scottish Government and COSLA.

    The voices of Gypsy/Travellers have helped shape the Plan, which acknowledges improvements in many of these areas, but recognises further progress needs to be made.  

    The Scottish Government and COSLA will work with stakeholders to take forward measures in the Plan.

    Key actions in the plan include:

    • Supporting Local Authorities to provide more and better accommodation, by taking steps for funding to be accessed under the Affordable Housing Supply Programme from 2026-27, and ensuring planners understand the needs of Gypsy/Traveller communities
    • Measures to remove barriers to education and improve educational outcomes for Gypsy/Traveller children and young people
    • Improving Gypsy/Travellers’ access to and experience of healthcare
    • Working to remove barriers to accessing benefits and build understanding among employers of the inequalities faced by Gypsy/Travellers, with practical tools to support recruitment and retention.
    • Challenging prejudice and discrimination and helping communities to influence decision-making

    Improving the Lives of Scotland’s Gypsy/Travellers Action Plan 2024-2026

    The Ministerial Oversight Group on Gypsy/Travellers, co-chaired by the Minister for Equalities and COSLA’s Spokesperson for Community Wellbeing, will oversee the work of the action plan and provide a forum for members of Gypsy/Traveller communities and stakeholders to engage in the discussion.

    In the 2022 Census, 3,343 people in Scotland identified as belonging to the Gypsy/Traveller ethnic group, representing 0.06% of Scotland’s population.[1] However, organisations working with these communities estimate the true Gypsy/Traveller population size could be as high as 15,000 to 20,000.  

    Testimonies from Gypsy/Traveller communities shared with the Scottish Human Rights Commission in 2023 underlined experiences of racism and discrimination, challenges with accessing services and poor quality accommodation impacting their physical and mental health negatively.

    I’m deeply saddened by the passing of William “Bill” Lucy. He was a pillar of both the Civil Rights and Labor Movements, a pioneer, a mentor, and a visionary not just for social justice but for the nation as a whole. He inspired me to dedicate myself to building and strengthening connections between the Civil Rights and Labor Movements.

    Bill built his career on his willingness to help others and stood shoulder to shoulder with figures like civil rights pioneer Dr. Martin Luther King Jr. and freedom fighter Nelson Mandela. He was there in South Africa, after 20 years of fighting, to witness Mandela elected President. He spent four decades as the International Secretary-Treasurer of AFSCME and co-founded the Coalition of Black Trade Unionists (CBTU) where he served as its inaugural president.

    Just a few months ago, I presented Bill with the inaugural NAACP Legacy Award. for his service on the NAACP National Executive Board. I’m thankful that he got to “receive his flowers” while he was alive and enjoy the adoration and praise he so richly deserved.

    Bill will be remembered by millions for the impact he had on their lives. And, though I mourn his loss, I remain thankful for the opportunity to have experienced his wisdom, love for working people, and drive for a better future for all.

  • MIL-OSI United Nations: West and Central African Countries Advance Human Mobility and Climate Change in National Plans

    Geneva/Lomé, 25 September – Countries across West and Central Africa are taking decisive steps towards address the growing challenges of human mobility and climate change through efforts to integrating these into their national policies. This initiative marks an important milestone for the region as it moves toward more holistic, and policy driven climate action. 

    As the region grapples with rising climate-related displacement, with over 1.2 million people displaced by the recent flooding alone in 2024 compared to 624,700 people internally displaced the previous year. With the World Bank projection of up to 32 million climate migrants by 2050, governments are increasingly recognizing the need for comprehensive, forward-looking climate strategies. By prioritizing human mobility in national plans, countries are better positioned to address the dual challenges of climate change and displacement, ensuring that policies not only mitigate climate impacts but also support communities on the move.

    At a recent gathering, climate negotiators from West and Central African nations came together to discuss the critical link between climate change and human mobility. The event, co-hosted by the International Organization for Migration (IOM) alongside several United Nations agencies and environmental organizations, focused on equipping participants with the tools to integrate mobility concerns into their national adaptation plans (NAPs) and climate commitments (NDCs). This comes even as the United Nations Antonio Guterres called on all countries during the ongoing 79th session of the United Nations General Assembly (UNGA) to produce national climate action plans by 2025 to address global climate change.

    “The reality we face today is stark, climate change is not a distant threat but a growing challenge that intensifies existing vulnerabilities and creates new ones,” said Mr. Leonardo Santos Simão, Special Representative for the United Nations Secretary-General and Head of the UN Office for West Africa and the Sahel. “In West and Central Africa, extreme weather events, prolonged droughts, and rising sea levels are displacing entire communities and exacerbating competition for scarce resources.”

    The three-day event saw participants identify key opportunities to integrate human mobility considerations in climate negotiations, both at national and international levels, particularly in the lead-up to COP29 in November.  These discussions were crucial, as nations in the region seek to integrate climate-related migration and displacement into their broader climate resilience strategies.

    The event significantly featured active participation of young climate leaders and migrants from the region. They shared firsthand insights into the impact climate change is having in their communities, highlighting challenges such as increased flooding, shrinking arable land, and disrupted transhumance routes. Their innovative perspectives on integrating human mobility into national policies emphasize the need for inclusive, youth-driven solutions in regional climate strategies.  These insights underscored the urgent need for national policies that not only address climate change but also protect vulnerable populations forced to move by its impacts.

    “This training was an incredible chance for young advocates like myself to connect with experts and share ideas on the challenges we face. Integrating climate-related human mobility into our national policies is a big step forward,” said Mariam Hamzat, a climate and sustainability advocate from Nigeria.  “It’s up to us to keep pushing for these changes in West and Central Africa.” The event fostered collaboration among the nations, strengthening regional approaches to human mobility and climate change. By training negotiators to advocate for these issues at national levels and international platforms like COP 29 and amplifying the voices of young leaders, West and Central African countries are laying the groundwork for more inclusive, resilient climate policies that account for the growing realities of displacement in the region.

    “I have been impressed by the level of engagement of participants throughout the workshop, as well as with the willingness to keep on learning and understanding what human mobility entails in West and Central Africa”, observed Hind Aïssaoui Bennani, IOM Regional Specialist on climate mobility.

    The event was conducted in partnership with the United Nations Framework Convention on Climate Change (UNFCCC) Regional Coordination Centre for West and Central Africa, the United Nations Office for West Africa and the Sahel (UNOWAS), and the United Nations Environment Programme (UNEP), and in collaboration with NDC Partnership and the International Union for Conservation of Nature (IUCN).

  • MIL-OSI Security: Defense News: Pacific Partnership 2024-2 Concludes Mission in Kosrae, Federated States of Micronesia

    The nine-day Kosrae mission stop brought more than 40 participants from Australia and the United States together to increase humanitarian assistance and disaster relief (HA/DR) preparedness in the Indo-Pacific.

    “The Pacific Partnership team is honored to have returned to Kosrae for the first time since 2011 to conduct the largest annual U.S. Navy multinational humanitarian assistance and disaster relief preparedness mission in the Indo-Pacific.” said U.S. Navy Rear Adm. Brent DeVore, commander, Joint Region Marianas and commander, U.S. Naval Forces Marianas. “We cherish the longstanding, close relationship between Australia, the U.S. and the Federated States of Micronesia so it’s wonderful to be here to see firsthand how our friendship continues to grow.”

    During the mission stop, the team held 21 medical events including optometry exams and handing out more than 550 pairs of eyeglasses; installing dental chairs; three community health events, training 110 community members in basic lifesaving skills; and conducted subject matter expert exchanges in a wide variety of disciplines.

    “Pacific Partnership has given thought to the well-being of our friends and our neighbors, and to the idea that when we work together, we benefit and we all grow stronger,” said Hon. Jennifer Johnson, U.S. Ambassador to the Federated States of Micronesia. “On behalf of the American people, I say thank you. What you’ve done here is highly impactful for our dear friends, the people of Kosrae.”

    At the invitation of the host nation, the U.S. Coast Guard held boating safety workshops to share expertise and best practices for at-sea activities in Kosrae communities.

    The host nation outreach team organized 19 community engagements consisting of school visits, U.S. Navy recruiting events, an interfaith dialogue session, and concerts with the Pacific Partnership Band, composed of musicians from the U.S. Pacific Fleet Band and the Royal Australian Army Band.

    Engineering efforts included subject matter expert exchanges in coastal erosion and water purification, including site surveys to examine potential improvements on the drinking water infrastructure in Kosrae. The team also assembled a playground at a local elementary school.

    “Pacific Partnership 2024-2 in Kosrae has surpassed all expectations in terms of impactful outcomes for my people,” said Kosrae Gov. Tulensa Palik. “So, on behalf of the people of Kosrae, I say to you, thank you for a job well done.”

    Now in its 20th iteration, the Pacific Partnership series is the U.S. Navy’s largest annual multinational HA/DR preparedness mission conducted in the Indo-Pacific. Pacific Partnership works collaboratively with host and partner nations to enhance regional interoperability and disaster response capabilities, increase security and stability in the region, and foster new and enduring friendships in the Indo-Pacific.

  • MIL-OSI United Kingdom: TRA investigates imports of tin mill products from China

    The TRA has initiated a new investigation into tin mill products from China, following an application asking for an anti-dumping measure to be imposed.

    The Trade Remedies Authority (TRA) has initiated a new investigation into tin mill products imported to the UK from China. This follows an application from Tata Steel UK asking for an anti-dumping measure to be imposed.

    Tin mill products are often used in packaging and are known for their paint adhesion, as well as high heat resistance, sturdiness and recyclability. They are made through flat rolling iron or non-alloy steel and coating that with tin. They can also be subsequently coated in plastic or chromium.

    The applicant, Tata, has alleged that imports of tin mill products from China are being dumped into the UK, and that these dumped imports are causing injury to the UK industry.

    The period of investigation for this investigation will be 1 April 2023 – 31 March 2024.

    The TRA found that during the period of investigation, imports of tin mill products from China represented 5.3% of the UK market share, while the UK industry held 46% of the market.

    Mikhail Laletin, a second-year student at the Faculty of Forensic Science and Law in Construction and Transport at SPbGASU, has served in the 76th Division of the 104th Airborne Assault Regiment of the Airborne Forces in the Special Military Operation Zone. Today, he is getting a higher education and does not rule out that after graduation he will continue to serve as an officer.

    “Higher education provides knowledge and advantages not only in the civilian sphere, but also in the army. A person with higher education is an officer. I am getting a sought-after specialty at a prestigious university and I do not rule out that after graduating from the university I will continue military service. Because until the goals of the SVO are achieved, I cannot be calm about my future and the future of our people, our Fatherland,” says Mikhail.

    Mikhail not only knew that there was such a profession as defending the Motherland, but also looked closely at it: he wanted to enroll in a military school. But then he decided to get a civilian specialty. He recalls how in 2020, as an applicant, he and his friends chose SPbGASU. First of all, the guys evaluated the university from a practical point of view: the university is known for its high quality of education, affordable tuition fees, demand for graduates in the labor market, and convenient location. But everyone made the choice of faculties in accordance with their interests.

    “History and politics are topics that have always interested me. Jurisprudence is important in matters of politics. In addition, I continued the dynasty – my mother and sister graduated from law school. Having received a diploma, perhaps in the future I will get a second higher education – in history,” adds Mikhail.

    In 2022, when the SVO began, he volunteered. He says there were good reasons for that. First of all, he is a patriot and knows the history of his country well.

    “I cannot remain indifferent to how they are trying to rewrite our history from the outside and how the ideology of Nazism is spreading. I stand for traditional values and want to live in a society in which a child has a mother and father, and not parents number one and two. They want to break up our country, divide it, as they did with the Russian Empire and the USSR. Therefore, we must achieve our goals in the SVO. For us, Russians, this is literally a matter of life and death. I am concerned about my fate, the fate of Russia and its people, so I am ready to make my own contribution to its defense,” said Mikhail.

    He recalls how he, a young man from civilian life, was surprised by the attitude of the fighters, how they maintained their fighting spirit even in the most difficult situations. It was here that Mikhail fully felt such a sincere attitude towards each other and truly understood what military brotherhood is.

    “At the front, the line between superior and subordinate, between commanders and soldiers is erased. Here we are all like brothers, everyone is ready to lend a shoulder to another at any moment, both during a combat mission and in any situation. This is the strength of our army,” Mikhail concluded.

    WASHINGTON — Since 1936, the last Sunday in September has been designated as Gold Star Mother’s Day to recognize and honor those who have lost a child while serving our country in the United States armed forces. In 2009, fallen service members’ families were officially recognized and added by presidential proclamation, renaming the observance to Gold Star Mother’s and Family’s Day. Each year, the president signs a proclamation reaffirming our commitment to honor the individuals “who carry forward the memories of those willing to lay down their lives for the United States and the liberties for which we stand.” This year, on September 29, 2024, we pay tribute to those mothers and families who have sacrificed so much.

    The Navy Gold Star Program provides survivors a safe environment to experience their own unique grief while assessing needs and ensuring appropriate resources are provided. The program supports Gold Star Families while they adjust to the new normal and provides opportunities for remembrance so they will know they will forever be a part of the Navy community.

    SAN DIEGO — The Arleigh Burke-class guided-missile destroyer USS Preble (DDG 88) departed San Diego Sept. 22, 2024, shifting its homeport to Yokosuka, Japan. The move is part of a scheduled rotation of forward-deployed naval forces in the Pacific a permanent change of station move for for the crew and family members.

    Preble replaces USS Benfold (DDG 65), which will depart Yokosuka and shift its homeport to Everett, Washington.

    The forward presence of Preble directly supports the United States’ commitment to the defense of Japan, enhancing the national security of the United States while improving its ability to protect strategic interests. Preble will directly support the Defense Strategic Guidance to posture the most capable units forward in the Indo-Pacific Region.

    The United States values Japan’s contributions to the peace, security and stability of the Indo-Pacific and its long-term commitment and hospitality in hosting U.S. forces forward deployed there. These forces, along with their counterparts in the Japan Self-Defense Forces, make up the core capabilities the alliance needs to meet our common strategic objectives.

    “It has been more than four years since Preble last operated in 7th Fleet,” said Cmdr. Paul Archer, Preble’s commanding officer. “But Preble today is markedly different than the ship that last left 7th Fleet. Armed with the U.S. Navy’s most capable combat system suite, this crew is well-trained and hungry to take our cutting-edge warship west to support national strategic objectives. The Western Pacific is gaining a true asset—unparalleled technical capabilities and more than 300 Sailors excited for this new opportunity.”

    Preble is the sixth ship to be named in honor of Commodore Edward Preble, an early 19th century U.S. Navy hero who served in the Revolutionary War and launched the attack on Tripoli in 1803.

    The ship was commissioned Nov. 9, 2002, in Boston and has been homeported at Naval Base San Diego for nearly 22 years.

    One of Preble’s most notable operations was its 2004 surge deployment in support of the global war on terrorism. It was one of several U.S. Navy, Coast Guard, and coalition ships responsible for patrolling and safeguarding the waters near the Khawr AL Amaya and Al Basrah oil terminals in the Persian Gulf.

    The security environment in the Indo-Pacific requires that the U.S. Navy positions the most capable ships forward. This posture allows the most rapid response times for maritime and joint forces and brings our most capable ships with the greatest amount of striking power and operational capability to bear in the timeliest manner.

    The mission of Commander, Naval Surface Force, Pacific is to man, train, and equip the Surface Force to provide fleet commanders with credible naval power to control the sea and project power ashore.

    The Panasonic Group is promoting a long-term environmental vision, Panasonic GREEN IMPACT (PGI). Complementing initiatives for carbon neutrality and circular economy, Panasonic Holdings Corporation (PHD) is also investing in the nature positive* economy, promoting research and development with green transformation (GX) as a pillar of its growth strategy. In August 2024, Dr. Naoki Adachi, CEO of Response Ability, Inc. and Executive Director of the Japan Business Initiative for Biodiversity (JBIB), sat down with Tatsuo Ogawa, PHD Executive Officer and Group CTO, for a dialogue on the importance of corporate initiatives for nature positive, what the Panasonic Group should be aiming for, and examples of nature positive initiatives within the Group. 
    * Nature Positive: halting and reversing biodiversity loss

    Why corporate commitments to nature positive matter

    The session began with Dr. Adachi explaining why biodiversity is critical to human economic activity:
    The global target agreed to at the 15th Conference of the Parties to the Convention on Biological Diversity (COP 15) in December 2022 is referred to as “nature positive.” With 2020 as the base year, the goal is to stop biodiversity loss and put it on a recovery track by 2030 and to fully restore our ecosystems by 2050.
    Climate change, resource cycles, and biodiversity are all “nature” issues. Ecosystem services—regulating, supplying, cultural, and infrastructure functions—have yielded a variety of benefits to humans but are breaking down under the burden of human economic activity. Biodiversity is “natural capital.” We must acknowledge that our lives and business activities depend on biodiversity—and that if we negatively impact biodiversity, then that natural capital will disappear and human economic activity will no longer be possible.

    The Economics of Biodiversity: The Dasgupta Review, a report commissioned by the UK Treasury and published in 2021, states that “the economy is only one part of the environment (biosphere).” Along with this awareness is the importance of utilizing nature to solve problems in the future—and to do that, we need to increase the amount of nature.
    Companies must hone their technical ability to harness the power and functions of nature and strengthen their managerial skills so they can launch businesses that increase nature.

    What nature positive action is required from Panasonic Group?

    Ogawa asked Dr. Adachi about the direction the Group should take in its nature positive efforts, and shared his own thoughts on the realization of nature positive from a corporate perspective.

    Ogawa: The Panasonic Group’s nature positive initiative is just getting started. What direction should we be taking?
    Dr. Adachi: It’s wonderful that you are broadly disclosing the Group’s impact on nature in the Sustainability Data Book and other publications. I think you can find some clues by reviewing your impact not only within the Group but also across your supply and value chains.
    Ogawa: As a company, our perspective tends to be limited to things that have a direct impact on our business today. Based on our firm understanding of “the concept that biodiversity underlies all economic activity,” we will thoroughly promote our circular economy initiative. By expanding our perspective to the entirety of nature and the planet, we believe that we will be able to create new relationships with partner companies.
    Dr. Adachi: In the coming age of nature positivity, a new market will emerge. I think it would be a good idea to take another look at nature, to make good use of nature to solve problems, and to be conscious of the upfront investment that will be required.

    Specific initiatives for becoming nature positive

    The Panasonic Group has multiple initiatives under way to develop and commercialize technologies and realize a nature positive economy, driven by the passion of employees who want to make a positive impact on the environment.
    Let’s take a closer look at three initiatives:

    Bio CO2 Transformation technology “Novitek”

    Bio CO2 Transformation technology uses atmospheric CO2 as the main source to produce a component that stimulates plant growth by harnessing photosynthetic microorganisms. Expected to be commercialized as “Novitek” by the end of FY2025, it can promote decarbonization while stimulating plant growth and increasing crop yields.

    Kojima: We sought a dual vision of reducing environmental burden and creating economic value. When working with nature, the idea is to chain and amplify value in multiple stages, leveraging the power of nature at each stage.Bio CO2 Transformation starts with atmospheric CO2. Even when crops are being sprayed, the system seeks to improve productivity by making use of atmospheric CO2. Depicting this kind of value chain and amplification structure for initiatives that focus on the environment and nature is important. 

    2-step plan to reduce environmental burden and create economic value (value chain/amplification)

    Restoring regional flora—Kusatsu Factory “Forest of Coexistence”

    The Forest of Coexistence covers 13,000 m2 at Panasonic Corporation (Panasonic)’s Kusatsu Factory of in Kusatsu City, Shiga Prefecture and is positioned as an important green space under Panasonic’s Ecological Network Concept, which seeks to contribute to local biodiversity while preserving the landscape.

    Takahiro Nakano, from the General Affairs Department of Panasonic’s Living Appliances and Solutions Company, manages the Forest of Coexistence and explains its significance:
    Nakano: When founder Konosuke Matsushita visited the Kusatsu Factory in 1970, he said, “Kusatsu (Factory) is made with an emotional atmosphere by fully utilizing (or taking advantage of ) nature. In fact, that’s how I want it to be.” Since then, the Kusatsu Factory has been developed as a “park factory” surrounded by greenery and flowers and cherished by local residents, the “most advanced factory in the Orient” that enriches people’s lives.The company introduced the Ecological Network Concept to create a green space in a corner of the site and secure a habitat for wildlife while connecting it with the surrounding green space and waterfront. Known as the “Forest of Coexistence,” development began in October 2011.

    The significance and role of the Forest of Coexistence

    Nakano: The site includes waterfront, grassland, and woodland and serves as a model for “satoyama” (rural spaces in which humans and nature coexist). A team of experts monitors the restoration status of the satoyama environment. Employees manage green areas, monitor for invasive species, and raise seedlings and plant trees. The number of plant and animal species has recovered from approximately 580 species in 2011 to approximately 840 in 2016.

    Nakano: In October 2023, the Ministry of the Environment certified the area as an “OECM (Other Effective area based Conservation Measure) site” and the site was registered in an international database as one of Japan’s OECMs in August 2024.

    Open Innovation “Nawashiro” Initiative

It leverages collaboration with academia, providing resources and mentorship to help emerging technologies develop until they are ready for the market, embodying our dedication to fostering innovation.     Matsumura: Our approach is to study the subject area and then “go into the field for hands-on work.” We analyze data and facts using the knowledge we’ve gained, and then compile the results, hypotheses, and facts we think will be of interest to professors at Kyoto University and other universities with whom we collaborate. Today we are exploring and analyzing the following activities:
    Collaboration with Kyoto University: Understanding the Mechanism of Natural CyclesBased on hill-to-ocean linkage studies, we seek to establish sensing, modeling, and actuation methods for material circulation in forests/soil. We collect and analyze data from sensors that have been installed at various sites.

    After the opening of the Troitskaya metro line, route E10 was extended to the Salaryevo metro station. 23 modern extra-large class buses run between the major transport hub of TiNAO and the center of the capital.

    Special closed-ended type private equity investment company INVL Technology, legal entity code 300893533, the registered address Gyneju str. 14 Vilnius, Lithuania (hereinafter – the Company or INVL Technology), informs that on the initiative and decision of the management company INVL Asset Management, UAB (hereinafter – the Management Company), the General Extraordinary Shareholders Meeting (hereinafter – the Meeting) is to be held on 21 October 2024.

    The Meeting will start at 09:00 a.m. (registration starts at 08:45 a.m.).

A power of attorney issued in a foreign state must be translated into Lithuanian and legalised in the manner established by law. The persons with whom shareholders concluded the agreements on the disposal of voting right, also have the right to attend and vote at the Meeting.

    Shareholder is entitled to issue power of attorney by means of electronic communications for legal or natural persons to participate and to vote on its behalf at the Meeting. No notarisation of such authorization is required. The power of attorney issued through electronic communication means must be confirmed by the shareholder with a safe electronic signature developed by safe signature equipment and approved by a qualified certificate effective in the Republic of Lithuania. The shareholder shall inform the Company on the power of attorney issued through the means of electronic communication by e-mail info@invltechnology.lt not later than on the last business day before the Meeting. The power of attorney and notification must be issued in writing and could be sent to the Company by electronic communication means if the transmitted information is secured and the shareholder’s identity can be identified. By submitting the notification to the Company, the shareholder shall include the internet address from which it would be possible to download software to verify an electronic signature of the shareholder free of charge.

    Shareholders of the Company are urged to use the right to vote on the issues in the agenda of the Meeting by submitting properly completed general voting bulletins to the Company in advance. The form of general voting bulletin is presented at the Company’s webpage http://www.invltechnology.lt section For Investors. If shareholder requests, the Company shall send the general voting bulletin to the requesting shareholder by registered mail or shall deliver it in person no later than 10 days prior to the Meeting free of charge. If general voting bulletin is signed by a person authorized by the shareholder, it should be accompanied by a document certifying the right to vote.

    WorkSafe has uncovered multiple failures that contributed to a teenager’s death on a school caving trip in Northland last year.

    Whangārei Boys’ High School student Karnin Petera drowned in floodwaters from torrential rain at Abbey Caves in May 2023. Sixteen other students on the trip and their two supervisors were lucky to survive.

    Karnin’s parents contacted the school multiple times to express their concerns about the weather in the lead-up to the trip, but were told it would go ahead as the school didn’t expect heavy rain until later.

    A full day before the group ventured in, MetService had issued an orange weather warning forecasting heavy rain. The school’s own risk assessment for the caving trip noted it would be cancelled in the event of heavy rain warnings. However, WorkSafe found there was no shared understanding among organisers and decision-makers of exactly what heavy rain meant, or when trips would be cancelled.

    Overall, the school Board had ineffective oversight of high-risk activities and critical decisions, and its emergency planning failed to identify the risk of rising water trapping students while caving. The Board fully cooperated with WorkSafe throughout the entire investigation.

    “This tragedy is the worst nightmare of any parent, and could easily have involved multiple casualties. Our heartfelt sympathy remains with Karnin’s friends and whānau who continue to mourn his loss and the survivors who live with ongoing impacts,” says WorkSafe’s Inspectorate Head, Rob Pope.

    “Outdoor education plays a crucial role in providing students with valuable, real-world learning experiences that enhance their overall education. However, there must be gold standard risk management whenever schools take rangatahi into the great outdoors. This drowning should be a moment for every school board in the country to ensure its oversight of outdoor education is robust – and if you’re at all unsure, get an expert involved,” says Rob Pope.

    Education outside the classroom (EOTC) safety management systems should be regularly reviewed by school boards.

    “It is essential that the person responsible for EOTC in each school is registered on the EOTC coordinators database and participates in ongoing professional development, so schools can continue delivering safe, engaging, and high-quality education outside the classroom,” says Education Outdoors New Zealand’s chief executive, Fiona McDonald.

    Schools must manage their risks under the Health and Safety at Work Act 2015. WorkSafe is proactively engaging with the Ministry of Education, Education Review Office, and Education Outdoors NZ to raise awareness of the issues and drive improvements across the sector.

  • MIL-OSI: Baltic Horizon Fund requests for partial early redemption and temporary waiver under the bond terms and conditions

    Baltic Horizon Fund (the Issuer) applies for temporary waiver of debt service coverage ratio covenant in relation to Baltic Horizon Fund EUR 42 million 5-year floating rate bonds maturing in 2028 (ISIN EE3300003235, the Bonds). The current outstanding nominal amount of the Bonds is EUR 22,000,000 as Baltic Horizon Fund has mandatorily redeemed Bonds in nominal amount of EUR 20,000,000 as foreseen under the terms and conditions of the Bonds (Terms and Conditions).

    In the light of the current situation of Baltic economies, the outlook for next year as well as the associated effects on the fund, Baltic Horizon Fund has decided to request the holders of the Bonds (the Holders) to amend and lower the debt service coverage ratio covenant in the Terms and Conditions for a period of 24 months starting from 30 September 2024 until 30 September 2026. Baltic Horizon Fund confirms to all Holders that its ability to fulfil the monetary obligations provided in the Terms and Conditions has not been affected.

    Baltic Horizon Fund also applies for a consent to stipulate an additional obligation for mandatory early redemption of the Bonds concerning total nominal amount of EUR 3,000,000  by 7 November 2025.

    Northern Horizon Capital AS as the fund manager has been in contact with the Holders and received preliminary consent for the requested amendments which is now to be confirmed in the official Holders’ written consent procedure in accordance with the Terms and Conditions.

    Holders who were entered in the registry of bond-holders maintained by Nasdaq CSD SE on the preceding business day before initiation of the written procedure, i.e. at the end of business of Nasdaq CSD SE on 25 September 2024, are entitled to vote in the written procedure. All Holders are sent a notice by Triniti Collateral Agent IX OÜ acting as the agent for Holders (the Agent). 

    The consents the Holders are requested to grant are the following:

    1. to amend the undertaking set out in Clause 13.3.1(b) of the Terms and Conditions in the following wording: the Debt Service Coverage Ratio of the Group (i) is above one point ten (1.10) until 31 December 2023 (inclusive), (ii) is above zero point eighty five (0.85) for the period of 1 January 2024 (inclusive) until 29 September 2024 (inclusive), (iii) is above zero point seventy five (0.75) for the period of 30 September 2024 (inclusive) until 30 June 2025 (inclusive), (iv) is above one point zero (1.00) for the period of 1 July 2025 (inclusive) until 30 September 2026 (inclusive), and (v) thereafter as of 1 October 2026 is above one point twenty (1.20);
    2. to amend the undertaking set out in Clause 12.4.1 and to stipulate an additional obligation for mandatory early redemption of the Bonds under Clause 12.4.1(c) of the Terms and Conditions concerning Bonds with a total nominal value of EUR 3,000,000 by 7 November 2025;
    3. to introduce an amendment fee to the Terms and Conditions payable by the Issuer to the Holders for granting consent to request no 1 as described above in total amount of EUR 95,000 (i.e., total amount payable to all Holders jointly) and payable within 10 business days as of the decision for the amendment of the Terms and Conditions.
    4. to introduce an amendment fee to the Terms and Conditions payable by the Issuer to the Holders for granting consent to request no 2 as described above in total amount of EUR 200,000 (i.e., total amount payable to all Holders jointly) and payable together with the completion of the additional mandatory early redemption (i.e., at or before 7 November 2025).

    Voting can be carried out by sending the filled-in voting form to the Agent by mail, courier or e-mail no later than 23:59 (EET) of 1 October 2024. The notice sent by the Agent along with the voting instructions, the voting form and template Power of Attorney are attached.

    For the quorum to be reached and the resolution taken the Holders representing at least 55% of the nominal amount of the Bonds should vote and Holders representing at least 2/3 of the nominal amount of the Bonds participating in the voting need to be in favour of the decision. Once a requisite majority of consents have been received by the Agent, the relevant decision shall be deemed to be adopted, even if the time period for replies has not yet expired. Information about the decision taken will be sent by notice to the Holders, published on the website of Baltic Horizon Fund and published by way of stock exchange release. If the request is approved by the Holders it will be binding on all Holders whether they participated in the voting or voted against the request or not, in accordance with Clause 16.12 of the Terms and Conditions.
