    Shri Piyush Goyal, Union Minister of Commerce and Industry led the Indian delegation to Adelaide and met Senator Don Farrel, Minister of Trade and Tourism, Australia.

    Minister Goyal co-chaired the 19th India- Australia Joint Ministerial Commission meeting. He emphasised on the tremendous trade and investment opportunities yet to be explored jointly both countries.

    He announced the opening of an Investment, Trade, Technology and Tourism (ITTT) office in Sydney which will have representation of Invest India, NICDIC, Export Promotion and DGFT including private sector (participation by CII). The primary mandate of this office would be facilitating trade issues between investors and businesses on both sides. He stressed on the unprecedented levels of trust and friendship between the two countries as their Prime Ministers met 9 times since May 2022.

    The Minister talked about celebrating 10 years of ‘Make in India’ initiative, which was launched by the Prime Minister of India Shri Narendra Modi in 2014. This initiative was based on the whole of government approach to address the challenges faced by manufacturers in India. Over the last 10 years, India achieved groundbreaking achievements in key sectors like manufacturing, technology, and infrastructure. Shri Goyal emphasised how ‘Make in India’ and ‘Future Made in Australia’ could be synergistic in their approach.

    He also spoke about the 4 D strengths of India—Decisive leadership, Demand of 1.4 billion aspirational Indians, Demographic Dividend with average age of India being 28.4 years, and Democracy.

    Shri Goyal flagged outstanding issues of ECTA for early progress including timely conclusion of Mutual Recognition Agreements (MRAs) in Services and Organics amongst others.

    Shri Goyal acknowledged on building more people to people engagements and increasing aviation connectivity between the two countries.

    He emphasised on how India offers an array of aspirational and highly skilled workforce with cutting edge knowledge, which could befittingly complement Australia’s demand in professional services.

    Both countries set a target of achieving 100 billion dollars trade by 2030. The committee also discussed greater cooperation at multilateral and other forums- G20, IPEF and WTO including the Domestic Services Regulation issue.

    The committee aimed for expediting the conclusion of CECA with a greater flow of goods and services along with increased investment for people and businesses on both sides.

    In a comprehensive press conference held today the Union Minister of Ports, Shipping and Waterways Shri Sarbananda Sonowal, presented an extensive overview of the significant milestones achieved by the Ministry during the first 100 days. The conference was aimed at showcasing the Ministry’s contributions toward transforming India’s maritime sector and aligning with the vision of Maritime India Vision 2030 and Maritime Amritkaal Vision 2047.

     

    The event began with a detailed address by the Secretary of the Ministry of Ports, Shipping & Waterways, Shri T.K. Ramachandran, followed by the Minister’s remarks, both of which emphasized the Government’s proactive steps in revolutionizing India’s maritime infrastructure.

    Shri Sarbananda Sonowal commenced his address by acknowledging the unwavering guidance of Prime Minister Shri Narendra Modi, whose vision of ‘Ports for Prosperity and Ports for Progress’ has become the cornerstone of India’s maritime transformation. He highlighted that PM Modi’s focus on holistic development and his mantra of ‘Transformation through Transportation’ are leading to a complete overhaul of India’s maritime landscape.

    “Prime Minister Shri Narendra Modi Ji’s focus on holistic development and his mantra of ‘Transformation through Transportation’ are creating a paradigm shift in India’s maritime sector. This Government’s commitment to strengthening maritime infrastructure is paving the way for unprecedented economic growth and generating significant employment opportunities across the country. Waterways are becoming the new highways of India.”

    He further elaborated on the major initiatives taken by the Ministry under the guidance of PM Modi, highlighting that these are geared toward enhancing port infrastructure, improving ease of doing business, promoting sustainability, and creating employment opportunities.

    “After 25 years since the establishment of Kamarajar Port, the addition of Vadhvan Port marks a significant milestone in India’s maritime journey, alongside the recent notification of Galathea Bay as a major port. In the next five years, MoPSW projects container handling to reach an impressive 40 million TEUs, creating 2 million job opportunities across the country. JNPA alone will scale up its handling capacity from the current 6.6 million TEUs to 10 million.”
     

    “Recognizing the strategic importance of shipbuilding and ship repair, the Ministry is developing dedicated clusters in Maharashtra, Kerala, Andhra Pradesh, Odisha, and Gujarat. We are also allocating more than 3,900 acres in Kandla and VOC Port for the development of hydrogen manufacturing hubs, positioning India as a leader in clean energy. Additionally, we are eagerly looking forward to the upcoming ‘Sagarmanthan: The Great Ocean Conference,’ which will be held in Mumbai this November, further emphasizing focus on ocean sustainability and blue economy growth.”

    The Minister, Shri Sarbananda Sonowal, presented the Ministry’s accomplishments, focusing on flagship projects that will enhance India’s maritime capabilities and contribute to overall sector development. He underscored the foundation of Vadhvan Port, India’s first major port project of the 21st century, poised to become one of the largest all-weather deep-water ports with a capacity of 298 MMTPA.

    This mega port is expected to create 1.2 million employment opportunities and place an Indian port among the top 10 container ports globally, significantly improving international shipping connectivity and reducing transit times and costs.

    Another key project highlighted was the Tuticorin International Container Terminal on the East Coast, which will serve as a major transshipment hub, saving up to USD 200 per container and providing an estimated annual foreign exchange savings of USD 4 million.

    The Ease of Doing Business Initiatives introduced several reforms, including the establishment of the Indian Maritime Centre (IMC) to foster policy and operational synergy, the Indian International Maritime Dispute Resolution Centre (IIMDRC) to streamline maritime dispute resolutions, and the Sagar Aankalan Guidelines to benchmark port performance, enhancing global competitiveness. Additionally, the commencement of operations at Cochin Shipyard’s International Ship Repair Facility (ISRF), equipped with state-of-the-art ship lifts and workstations, positions India as a global leader in the ship repair market.

    The Ministry also successfully executed a landmark Deendayal Port Encroachment Drive, reclaiming 200 acres of encroached land for port-led industrial development. The performance of major ports has improved, with traffic increasing by 4.87% in 2024, and Visakhapatnam Port ranking among the top 20 in the World Bank’s Container Port Performance Index. As part of Greening Initiatives, the Ministry launched the Green Tug Transition Programme and allocated land for green hydrogen projects at Deendayal Port. In cruise tourism, the International Cruise Terminal at Visakhapatnam was operationalized, boosting both domestic and international maritime tourism prospects.

    The Secretary of the Ministry of Ports, Shipping, and Waterways, Shri T.K. Ramachandran, provided a comprehensive overview of the Ministry’s strategic initiatives. He highlighted key reforms aimed at strengthening maritime infrastructure, driving investment, and enhancing ease of doing business.

    “In the first 100 days of this Government, the Ministry has taken bold steps to implement key reforms, such as the establishment of the Indian Maritime Centre and the Indian International Maritime Dispute Resolution Centre, both of which will bolster India’s standing as a global leader in maritime infrastructure and logistics. We are on track to achieve the ambitious goals of the Maritime India Vision 2030 and Maritime Amritkaal Vision 2047, which focus on sustainable growth, enhanced connectivity, and improving the ease of doing business”, mentioned Shri TK Ramachandran, Secretary, MoPSW.

    During the press conference discussions from the 20th Maritime State Development Council Meeting held in September 2024, where the development of mega shipbuilding parks across various states was a focal point was mentioned. Additionally, MoPSW’s sanctioning of the Upgradation of Nagapattinam Port Infrastructure project in August 2024 was noted, which aims to launch a passenger ferry service between Nagapattinam (India) and Kankesanthurai (Sri Lanka), enhancing regional connectivity, trade, tourism, and economic opportunities.

    Shri Sarbananda Sonowal, outlined the Ministry’s upcoming priorities aimed at further enhancing India’s maritime sector. Key initiatives include the commencement of work on the International Container Transshipment Port (ICTP) at Galathea Bay, Great Nicobar Island, which will serve as a major transshipment hub. To strengthen India’s self-reliance in shipbuilding, the Shipbuilding Financial Assistance Policy will be expanded, along with the establishment of a Maritime Development Fund to boost domestic ship ownership. The Ministry is also set to enhance operational efficiency through digitalization with the EBS portal (Port Operating System), which will go live at five major ports, reducing logistics costs and streamlining operations.

    The notification of the Merchant Shipping Bill, incorporating international best practices for vessel safety, marine pollution, and maritime liabilities, was also mentioned, alongside the Coastal Shipping Bill, which seeks to foster a competitive coastal shipping environment, reduce transportation costs, promote Indian vessels, and integrate maritime transport with inland waterways.

    On the sustainability front, the Harit Nauka scheme will promote the transition to green fuels for inland vessels, and hydrogen-powered vessels will be manufactured at Cochin Shipyard. Additionally, the Cruise India Mission will be launched to position India as a premier cruising destination, with the operationalization of the Mormugao Port cruise terminal in Goa to accommodate growing domestic and international cruise tourism.

     “As we continue our journey under the visionary leadership of Hon’ble Prime Minister Narendra Modi Ji, we remain committed to transforming India’s maritime sector. With our focus on enhancing infrastructure, ease of doing business, and sustainability, we are driving the country toward becoming a global maritime powerhouse”, added Shri Sonowal.

    The Ministry of Ports, Shipping & Waterways is resolutely focused on achieving the goals set forth under the Maritime India Vision 2030. The efforts are directed toward ensuring sustainable growth, fostering innovation, and creating employment opportunities that will drive India’s maritime sector to global prominence.

    The press conference concluded with a Q&A session, providing a platform for the media to engage directly with both the Minister and the Secretary.

  • MIL-OSI Asia-Pac: DRDO & IIT Delhi develop ABHED Light Weight Bullet Proof Jackets

    Defence Research & Development Organisation (DRDO), along with researchers of Indian Institute of Technology (IIT) Delhi has developed Light Weight Bullet Proof Jackets named ABHED (Advanced Ballistics for High Energy Defeat). The jackets have been developed at the DRDO Industry Academia Centre of Excellence (DIA-CoE) at IIT, Delhi.

     

     

    These jackets have been created from polymers and indigenous boron carbide ceramic material. The design configuration is based on characterisation of various materials at high strain rate followed by appropriate modelling and simulation in collaboration with DRDO.

    The armour plates for the jackets have passed all necessary R&D trials as per the protocols. The jackets meet the highest threat levels, and are lighter than the maximum weight limits stipulated in respective General Staff Qualitative Requirement of the Indian Army. With minimum possible weight of 8.2 kgs and 9.5 kgs for different BIS Levels, these modular-design jackets having front & rear armours provide 360o protection.

     

     

    Based on the selection-criteria matrix, some Indian industries were shortlisted for Transfer of Technology and handholding. The Centre is ready to transfer the technology to three industries.

    Congratulating DIA-CoE on the achievement, Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat stated that the Light Weight Bullet Proof Jacket exemplifies the effective ecosystem of successful defence R&D by DRDO, academia and the industry.

    The DIA-CoE was formed by modifying Joint Advanced Technology Center of DRDO at IIT Delhi in 2022 to involve Industry and Academia for defence R&D. It has been actively pursuing various projects on advanced technologies, involving DRDO scientists, academic researchers & industry partners.

    Union Minister of Minority Affairs and Parliamentary Affairs Shri Kiren Rijiju along with Shri George Kurian, Minister of State for Minority Affairs today participated in Swachhata hi Seva Campaign at CGO Complex, New Delhi. All the officials of the Ministry of Minority Affairs actively participated in the event. The Minister emphasized that it is a regular exercise at the Ministry to keep the environment neat and clean .

     

    On the occasion,  Ministers also planted sapling of a tree under “Ek Ped Maa ke Naam”. Ministry of Minority Affairs has a target of 1000 Cleanliness Target Units (CTUs) and the Department is moving towards achieving that target.

    Ministry of Statistics & Programme Implementation is releasing the employment related statistics in the formal sector covering the period September 2017 onwards, using information on the number of subscribers who have subscribed under three major schemes, namely the Employees’ Provident Fund (EPF) Scheme, the Employees’ State Insurance (ESI) Scheme and the National Pension Scheme (NPS).

    1. Employees’ Provident Funds Scheme:

    The total number of new EPF subscribers during the month of July 2024 is 10,52,143, which was 10,56,867 during the month of June 2024.

      1. Employees’ State Insurance Scheme:
      • The newly registered employees and paying contribution under the ESI scheme during the month of July 2024 is 16,61,836 which was 16,33,848 during the month of June.

    2.3 National Pension Scheme (NPS):

    • The total number of new contributing subscribers under NPS during the month of July 2024 is 62,880 which was 64,799 during the month of June 2024.

    CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR) signed an MoU with the Gurugram University on 24thSeptember 2024 at the NIScPR’s Vigyan Sanchar Bhawan, Pusa Campus, New Delhi. This MoU will open up new windows for the both the institutions in the service of society. The key areas of this memorandum of understanding are science communication, STI policy research, traditional knowledge and many more. On the occasion of this MoU signing, the Director of CSIR-NIScPR and Vice Chancellor of Gurugram University shared their views about the significance and need of this MoU.

    Shri Rajesh Kumar Singh Roushan, Controller of Administration, CSIR-NIScPR and Dr. Rajiv Kumar, Registrar, Gurugram University signed and exchanged the MoU. Dr. Sarala Balachandran, Chairperson, Department of Chemistry; Dr. Dwivedi, Head, Nursing; and Dr. Rakesh Yogi, Chairperson, Media Studies, Gurugram University also joined the program. CSIR-NIScPR has seven decades legacy of science communication and science policy research. On 13th-14th November 2024, CSIR-NIScPR in collaboration with Gurugram University is going to organise an International Conference on Communication and Dissemination of Traditional Knowledge (CDTK-2024). Last date for early bird registration for CDTK-2024 is 30thSeptember 2024.

    Union Minister of State for Panchayati Raj Prof. S. P. Singh Baghel will inaugurate National Conference on the Panchayats (Extension to Scheduled Areas) Act, 1996 (PESA) tomorrow at Dr. Ambedkar International Centre (DAIC), New Delhi. The inaugural session of the PESA Conference will feature a special video message from the Union Minister of Panchayati Raj Shri Rajiv Ranjan Singh alias Lalan Singh. Secretary, Ministry of Panchayati Raj Shri Vivek Bharadwaj, Secretary, Ministry of Tribal Affairs Shri Vibhu Nayar and Panchayat representatives and functionaries from ten PESA States and representatives of organizations will also be present in the occasion. This significant event will be focused on the upliftment of tribal communities.

    The inaugural session will include addresses from Prof. S. P. Singh Baghel, Union Minister of State for Tribal Affairs Shri Durgadas Uikey, Panchayati Raj Ministers from Himachal Pradesh, Madhya Pradesh and Telangana, Shri Vivek Bharadwaj and Shri Vibhu Nayar will deliver the keynote address during the valedictory session.

    More than 500 participants from across the ten PESA States are expected to attend the day-long National Conference, which marks the second National Conference on PESA, following the success of the first National Conference on PESA held on 18th November, 2021. The PESA – GPDP Portal and Seven Specialized Training Modules will be launched to enhance the effectiveness of Gram Panchayat Development Plans and training initiatives. The Ministry of Panchayati Raj has developed comprehensive training modules on the Provisions of the Panchayats (Extension to Scheduled Areas) Act, 1996 – widely known as the PESA Act. To ensure these modules reach every corner of the Scheduled Areas, PESA States have been encouraged to translate them into local languages and dialects, enabling greater accessibility at the grassroots level. This year’s National Conference on PESA aims to promote holistic and inclusive development in PESA villages through Gram Panchayat Development Plans (GPDPs) while strengthening PESA Gram Sabhas. In alignment with this goal, the Ministry has strategically integrated innovative digital initiatives, resulting in the launch of the PESA – GPDP portal – a transformative step towards digital governance for tribal communities.

    The Ministry of Panchayati Raj is emphasizing the importance of PESA for Local Governance in the Fifth Schedule Areas. The conference gives emphasis to the Government’s commitment to implementing PESA effectively, empowering tribal populations and ensuring that the benefits of relevant Government Schemes are accessible at the grassroots level. This initiative reflects the first 100 days of the current government and aims to mainstream tribal welfare in alignment with the vision of Prime Minister Shri Narendra Modi.

    The conference will include panel discussions on key topics, such as “PESA Gram Sabha: Visualising the Way Forward”, “Strengthening the PESA Economies: Forest Rights Act (FRA), Minor Forest Produce (MFP) and Minor Minerals” and “Empowering the Last Mile: Saturation of PESA Training Modules and Effective IEC”. Participation from organizations like TEER Foundation, Akhil Bharatiya Vanavasi Kalyan Ashram (ABVKA), TRIF India, Teesari Sarkar Abhiyan will provide valuable insights during Technical Sessions.

    The PESA Conference emphasizes a whole-of-the-government approach to integrate a whole-of-the-society strategy for PESA implementation. There will be a concerted focus on Information, Education and Communication (IEC) interventions to empower and expedite the implementation of PESA. The Ministry of Panchayati Raj has taken firm steps to collaborate with all stakeholders to empower tribal communities and strengthen their participation in governance.

    Employees of National Textiles Corporation participated in Essay Writing Competition on the theme ‘Swachhata Hi Seva” and organized a mass cleanliness drive.

    Jute Corporation of India

    Under Swachhata Mein Jan Bhagidari, employees of Jute Corporation of India cleaned the Godown at Departmental Purchase Center. Swachhata theme-based Drawing Competition was conducted in Schools for creating awareness & importance of Swachhata in everybody’s life.

    As part of Swachhata Hi Seva, awareness activity related to Cyber Hygiene was conducted at the offices of Cotton Corporation of India.

    ‘Swachh Bharat Cultural Fests’ for Local & regional art, culture, music & dance forms of office space conducted by Office of Development Commissioner (Handlooms) along with field offices i.e. Weavers’ Service Centre (WSC) and Indian Institute of Handloom Technology (IIHTs) under Swachhata Hi Sewa Campaign (SHS).

    EPFO conducted a country-wide consultation with all its Zonal and Regional Offices on 25thSeptember,2024 on the Government’s recently declared Employment Linked Incentive Scheme. Zonal and Regional offices of EPFO had been directed by the Ministry of Labour and Employment to hold extensive consultations with various stakeholder bodies, associations and with EPFO’s existing employers for their suggestions and feedback on the various aspects of the scheme which was announced in this year’s budget.

    Pursuant to these directions, the field offices held detailed deliberations with trade unions, employers’ associations, various chambers of industry and youth associations. Through these discussions the field offices gathered vital feedback and suggestions while also making a note of their queries.

    The meeting was chaired by Smt. Sumita Dawra, Secretary, Labour and Employment. It was attended by senior officials from the Labour Ministry, EPFO and all the field offices. The queries were mainly centered around some provisions of the scheme on which clarifications were provided by the officers of the Ministry to the field offices during the meeting.  It was also emphasized that the scheme finalisation was at an advanced stage and that the queries raised by various stakeholders would be kept in mind and duly clarified in the final scheme draft.

    Secretary, Labour & Employment stressed on the need for the field officers to fully understand the various provisions of the scheme and to hold regular interactions with employers’ and employees’ associations to give the required push to the scheme.  It was stressed that the EPFO officers should own the scheme in true spirit and make all out efforts for advocacy of the scheme to give the scheme the desired impetus.

    The Government of India has announced Special Campaign 4.0 from 2nd October to 31st October 2024 with a focus on Swachhta and reducing pendency in the Government.

    Special Campaign 4.0 drives have been started wherein all the organizations under the Ministry of Textiles are promoting cleanliness. The Ministry is conducting extensive cleanliness drives to enhance workplace hygiene and ensure a cleaner environment. The reducing Pendency component of the campaign aims to prioritize the disposal of outdated files both physical and digital, to streamline operation and improve record management.

    Special campaign 4.0 is being executed in two phases: the Preparatory Phase and the Implementation Phase. During the Preparatory Phase, from September 14th to September 30th, 2024, preparations are done to ensure the smooth execution of the campaign. The Implementation Phase will follow from October 2nd to October 31st, 2024, focusing on active implementation and monitoring.

    The Ministry of Textiles is dedicated to making Swachhata, a routine practice and remains committed to addressing public grievances promptly. By participating in Special Campaign 4.0, the Ministry aims to set new benchmarks in cleanliness and efficiency, further contributing to cleaner and more effective governance.

    During the last year Special Campaign 3.0, various activities were undertaken to promote cleanliness and reduce pendency within government operations. During the campaign, mass cleanliness drives were successfully done at 431 sites by encouraging public participation. A comprehensive review of over 41,000 files (physical and electronic) was carried out, about 10,000 physical files were weeded out and over 1800 e-files were closed. As a result of this diligent review process, approx. 69,793 square feet of space was freed and revenue of Rs.18, 82, 995/- was generated by the disposal of scrap and other redundant material. As part of its sustainable practices, the Ministry also organized a cloth donation drive, placing collection bins at Udyog Bhawan, where officials actively participated in the initiative.

    Union Minister of Textiles, Shri Giriraj Singh in the presence of Union Minister of State for External Affairs & Textiles, Pabitra Margherita, launched India-specific fashion trend book, “Paridhi 24×25” a bilingual web portal of VisioNxt and the AI Taxonomy e-book on 5th September 2024. The event saw participation from more than 150 industry leaders from fashion, textiles and retail as well as notable craftsmen and weavers from various craft clusters. VisioNxt has produced 60+ micro trend reports, 10+ close-to-season trend reports, 3+ research papers, and the first ever AI Taxonomy book of Indian wear categories to date.

    VisioNxt has positioned India globally among countries that predict fashion trends, increasing the visibility of Indian fashion vocabulary and identity while reducing dependence on international trend agencies. India’s entry into the forecasting space will reduce dependence on global forecasting agencies, provide unique insights into Indian fashion consumers, integrates India’s strength in information technology with textiles, and combines artificial and human intelligence.

    The much-anticipated National Institute of Fashion Technology’s (NIFT) Begusarai Extension Centre was officially inaugurated today by the Union Minister of Textiles, Shri Giriraj Singh. The inauguration was accompanied by the launch of a three-day workshop focused on imparting basic tailoring and garment-construction skills to participants. The Minister, along with other dignitaries, visited key facilities including the pattern-making section, garment construction lab, and classrooms, where he interacted with the trainee participants, encouraging them to make the most of the learning opportunities provided at the centre.

    During the event, a Memorandum of Understanding (MoU) was signed between NIFT and National Skill Development Council (NSDC) in the presence of the Shri Giriraj Singh. The Minister in his address mentioned the establishment of NIFT Begusarai Centre which will lead to inclusive growth of the marginalised society of the nation. He emphasised on the role of NIFT in building a strong craft led skilled work force which acts as an important part of the fashion industry. He further shared his plans for the development of the Textile sector how it can play a measure role in making India an economic superpower.

    Begusarai Extension Centre successfully completed its first workshop from 17 to 19th of September 2024 in which 31 ladies from Jeevika self-help group were trained in an intensive workshop for basic cutting and tailoring for beginners. The workshop was very well received and all the participants very keenly attended and learnt many new methods and designs.

    At the Global Textile Summit in 2017, the Prime Minister highlighted the gap in the availability of India-specific real-time trend insights for industry stakeholders. In response, VisioNxt — a Trend Insights and Forecasting Initiative, was conceived and established at NIFT with the support of the Ministry of Textiles. The initiative focused on delivering trend insights and forecasting for the Indian fashion and retail market.

    VisioNxt is India’s first-ever initiative that combines Artificial Intelligence (AI) and Emotional Intelligence (EI) to generate fashion trend insights and forecasts. It identifies, maps, and analyses geo-specific trends, reflecting the positive plurality, cultural diversity, and socio-economic nuances of India while collating comprehensive trends and insights to support weavers, manufacturers, retailers, domestic businesses, homegrown designers, and fashion brands.     Under the 100-day programme of the Ministry of Textiles, an international conference-cum-exhibition titled ‘Viksit Bharat- Technical Textiles for Sustainable Growth & Development’ was organized by Ministry of Textiles on 6th and 7th September in association with Federation of Indian Chambers of Commerce & Industry (FICCI) and Indian Technical Textile Association (ITTA) at New Delhi, India under its flagship scheme National Technical Textiles Mission.

    The event was inaugurated by the Union Minister of Textiles, Shri Giriraj Singh. The inaugural session was also attended by Minister of State for Textiles, Shri Pabitra Margherita and Secretary, Ministry of Textiles, Ms. Rachna Shah and Chairman, ISRO and Secretary, Department of Space, Dr. S Somanath. While inaugurating the conference, the Minister emphasized on increasing importance of man-made fibres and technical textiles in all spaces of life, both at the global and domestic level.

    The 2-day event comprised of 6 panel discussions focused on the areas of employment, innovation, social impact, quality and standard, and the future direction of the technical textile industry. A CEO roundtable session, chaired by the Union Minister of Textiles, was also held on the Day-1 of the event. The event witnessed significant participations from government representatives, industry leaders, representatives of research organizations and Startup founders.

    The Minister stated that the Government is fully dedicated in the development of the technical textiles industry of India and has taken various steps such as launch of National Technical Textiles Mission, PLI Scheme for MMF Fabric, Apparel and Technical Textiles, etc.

    Highlighting the key initiatives taken under the NTTM mission, the Minister stated that 156 research projects have been sanctioned including development of Carbon fibers and other Specialty fibers. Under the Mission, 06 guidelines have been launched for providing support and financial assistance for upgrading the laboratory facilities in Prominent Educational Institutions, for enhancing skill development through industry and academia collaboration, for providing internship to students for bridging the gap of academia and industry, to Government Research Bodies/institutions for research and development in the sector, to facilitate indigenous production/assembly of machinery for upgrading the technology in the sector, and to commercialize new ideas/techs in the sector by creating a startup eco system in the Country.

    11 Start-Ups under the National Technical Textiles Mission (NTTM) were launched during the Conference. The approved Start-Up projects are focused on key strategic areas of composites, sustainable textiles, medical textiles, and smart textiles. A grant of approx. INR 50 Lakhs is being provided to each of these Start-Ups, under the ‘Grant for Research & Entrepreneurship across Aspiring Innovators in Technical Textiles (GREAT)’ scheme of NTTM.

    The GREAT scheme was launched in August 2023 with the aim to develop the Startup Ecosystem in Technical Textiles in India. The guideline focus on supporting individuals and companies to translate prototype to technologies & products including commercialization.

    After successful introduction of Eri culture in castor growing areas of Gujarat and considering the farmers’ response, as a part of 100-day activities under the Viksit Bharat initiative, the Eri sericulture promotional project was launched on August 10, 2024, at Sardarkrushinagar, Palanpur, aiming to encourage castor-growing farmers in Gujarat’s Banaskantha, Mehsana, Patan, and Sabarkantha districts. Union Minister of Textiles, Shri Giriraj Singh, inaugurated the event, attended by Minister of State for Textiles, Shri Pabitra Margherita, and Secretary, Ministry of Textiles, Ms. Rachna Shah.

    Gujarat Eri promotional project launched on 10th August 2024

    The project is designed to help farmers adopt sericulture as an additional income-generating activity, expanding Eri culture in an area rich in castor plants. The event attracted over 1,200 participants, including 860 registered farmers, staff and students from SDAU, and media representatives, alongside officials from the Central Silk Board.  

    The Eri promotional project launched in Gujarat has seen significant progress so far.  An awareness campaign in the major castor-producing districts of Banaskantha, Mehsana, Patan, and Sabarkantha reached 112 villages, with 2,136 farmers showing interest. A village-level training program engaged 817 farmers, while four late-age rearing houses and an Eri Chawki Rearing Centre (CRC) are being established to support rearing operations. Additionally, four Sericulture Resource Centers (SRCs) were set up to provide hands-on training to farmers.

    Awareness campaign through LED display vehicle

    The primary goal is to evaluate, optimize, and popularize Eri culture technologies of CSB’s Research Institute “Central Muga Eri Research & Training Institute (CMER&TI), and practices in collaboration with the Kalyan Foundation. The project will focus on 100 selected farmers and aims to integrate Eri silk production with castor cultivation, enhancing farmers’ incomes. Based on the response received from the current project, the subsequent phase /project with additional 500 farmers will be introduced to Eri culture in Gujarat, expanding the initiative and establishing Gujarat as a significant Eri silk producer.

     

    Gujarat, with its extensive castor cultivation (6.52 lakh hectares), has the potential to become a key Eri silk production hub by promoting Eri sericulture, the project not only provides an additional income source for castor farmers but also contributes to the sustainable growth of the silk industry in the state. The collaboration between the Central Silk Board, the Gujarat government, and local farmers is expected to drive substantial economic and social benefits, potentially transforming Gujarat into a hub for silk production. The success of this initiative could also inspire other states, which would help to expand Eri sericulture across India and sericulture expansion in non-traditional areas.

     

    Through this project, CSB envisions Gujarat becoming a major contributor to India’s Eri silk production, boosting the state’s economy and enhancing the country’s silk industry as a whole.

    The Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers, Government of India is going to organize Special Campaign 4.0 for improving Swachhata and disposal of pending references from 2nd October – 31st October, 2024, on the lines of the Special Campaigns held in the preceding 3 years.

    The Department of Chemicals and Petrochemicals, including all PSUs/ABs under its administrative control has initiated efforts and prepared action plans to make the campaign successful as per the guidelines issued by DARPG.

    The ongoing preparatory phase from 16th to 30th Sept is being fully utilized for identification of targets such as Identification of Cleanliness Campaign sites, Planning for Space management and beautification of offices, identifying Scrap and redundant items and their disposal procedure as per GFR, pending references from MP’s, State Governments, Inter-Ministerial references (Cabinet Notes), PMO, Parliamentary Assurances pending for more than 3 months, Public Grievances and Appeals (CPGRAMS as well as grievances received from other sources), Record Management – Review of files/recording and weeding of files/closing of e-files.

    The Department’s focus in the Special Campaign 4.0 will be to review E-receipts and files. 2687 electronic files created prior to 2021 have been identified for review along with 5698 e-receipts. 2443 physical files kept in the record room of the department will also be reviewed for either weeding out or further retention.

    Union Minister of Textiles, Shri Giriraj Singh unveiled the Commemoratory coin, celebrating the Platinum Jubilee of the Central Silk Board (CSB) at Mysuru on 20th Sep 2024. The Central Silk Board has proudly marked 75 years of dedicated service to advancing India’s silk industry.

    The celebrations also witnessed the participation of many dignitaries including Union Minister of Heavy Industries and Steel, Shri H.D. Kumaraswamy; Minister of State for External Affairs and Minister of State for Textiles, Shri Pabitra Margherita; Secretary, Ministry of Textiles, Smt. Rachna Shah; Minister, Animal Husbandry and Sericulture, Govt. of Karnataka, Shri K. Venkatesh; Member of Parliament, Rajya Sabha and Board Member, Central Silk Board, Shri Iranna B Kalladi; Member of Parliament, Rajya Sabha, and Board Member, Central Silk Board, Shri Narayana Koragappa; Member of Parliament, Lok Sabha, Chikkaballapura, & Board Member, Central Silk Board, Dr. K.     During the events commemorating the 75-year journey of the Central Silk Board (CSB), several significant releases and launches took place. A documentary video showcasing CSB’s history was unveiled, along with a commemorative coin celebrating the Platinum Jubilee and a Coffee Table Book titled CSB in the Service of the Nation Since 1949. A postal cover featuring the CSB 75 Years Logo was also released. Additionally, new mulberry varieties and silkworm hybrids, including CBC-01 (C-2038) for Eastern and Northeastern India, as well as CMB-01 (S8 x CSR16) and CMB-02 (TT21 x TT56), were launched to enhance silk production. Four new technologies—Nirmool, Seri-win, Mr. Pro, and a trapping machine—were introduced, alongside the release of 13 books, 3 manuals, and 1 Hindi magazine dedicated to sericulture. The Silk Mark India (SMOI) website was officially launched, and notable exchanges of Memoranda of Understanding (MoUs) occurred between CSB and prominent institutions like ICAR-CIFRI Barrackpore, Jain University Bengaluru, and Assam Agricultural University (AAU), Jorhat, to strengthen cooperative efforts in sericulture research and training.

    The introduction of new mulberry varieties and silkworm hybrids is crucial for enhancing silk production, particularly in Eastern and Northeastern India, thereby diversifying production areas and reducing regional dependency. Additionally, the launch of innovative technologies like Nirmool and Seri-win addresses critical challenges such as pest management, promoting sustainable practices, and increasing productivity.

    Educational resources released during the event will empower farmers with essential knowledge, while the signed MoUs with institutions like ICAR-CIFRI and Jain University facilitate collaborative research and training initiatives. This strategic approach to enhancing infrastructure, market access, and resource availability for sericulture farmers creates a supportive ecosystem for their growth, ultimately aiming to uplift livelihoods and strengthen India’s position in the global silk market.

    The Seri-stakeholders experience-sharing session was also held during two days of celebrations, bringing together all stakeholders in the Silk sector and by-product producers. The session provided a platform for participants to interact and share their experiences regarding the current state of the silk industry. Several key suggestions emerged from the discussions, including the creation of a platform for utilizing sericulture waste in animal feed, pharmaceuticals, and medical applications.

    Participants emphasized the need to strengthen market facilities in sericulture states and stabilize cocoon prices while reducing the influence of middlemen to increase farmers’ margins. They also called for subsidies on sericulture components, along with adjustments to unit costs in line with market inflation.

    The Central Silk Board was set up based on the recommendations of the Silk Panel by the Imperial Govt. on 8th March 1945 to examine the development of silk industry, the Government of Independent India enacted the CSB Act 1948 on 20th September 1948. Accordingly, the Central Silk Board (CSB) a statutory body was set up under an Act of Parliament (LXI) of 1948 to shape the Sericulture Industry on 9th April 1949.

    The Central Silk Board (CSB) is the sole organisation for comprehensive sericulture Research &Development (R&D) and coordinates development programs across 26 States/UTs. The mandated activities of CSB are Research and Development, maintenance of four tier silkworm seed production network, leadership role in commercial silkworm seed production, standardizing and instilling quality parameters in the various production processes, and advising the Government on all matters concerning sericulture and silk industry. These mandated activities of the Central Silk Board are being carried out by the 159 units of CSB located in different States.

    CSB’s R&D institutes have played a pivotal role in developing over 51 silkworm hybrids tailored to different regions and seasons, 20 high-yielding varieties of host plants, and more than 68 patented technologies. Due to CSB’s R&D effort, the country has started manufacturing Indigenous Automatic Reeling Machines, which were earlier imported from China. These advancements have been instrumental in improving silk production, providing valuable tools and techniques for farmers and stakeholders to enhance both quality and yield.

    Through the transformative initiatives of the Central Silk Board (CSB), India has made impressive progress in the silk industry. The nation now ranks as the second-largest silk producer worldwide, with its share of global production jumping from 6% in 1949 to 42% in 2023. Raw silk production has skyrocketed from 1,242 metric tonnes in 1949 to 38,913 metric tonnes in 2023-24. Efficiency improvements are evident, as renditta has decreased from 17 in 1949 to 6.47 in 2023-24, and productivity per hectare of mulberry plantations has risen from 15 kg to 110 kg. Furthermore, silk exports have experienced remarkable growth, with earnings increasing from ₹0.41 crores in 1949-50 to ₹2,028 crores in 2023-24 and reaching over 80 countries.

  • MIL-OSI Asia-Pac: CAQM Sub-Committee for GRAP takes stock of the current air quality of Delhi-NCR

    Delhi’s daily average Air Quality Index (AQI) clocked 235 today as per the 4PM AQI Bulletin provided by the Central Pollution Control Board (CPCB). CAQM Sub-Committee for operationalization of GRAP took stock of the current air quality scenario as well as forecast for meteorological conditions and air quality index made available by IMD/ IITM.

    The Sub-Committee noted that Delhi’s average AQI has already started showing a declining trend as it has improved to 232 at 5PM and is further expected to improve with time. The forecast from IMD/ IITM also indicates light rain showers in Delhi today and in coming few days, thus leading to further improvement in the overall AQI of Delhi in the ‘Moderate’ category.

    After comprehensively reviewing the overall air quality scenario and relevant aspects, it was decided by the Sub-Committee unanimously to watch the situation for a day or more, before invoking actions under Stage-I of GRAP. The Sub-Committee shall keep a close eye on the situation for further decisions.

    The Department of Agriculture and Farmers’ Welfare is participating vigorously in the Swachhata Hi Seva, 2024 campaign being observed from 17thSeptember to  2ndOctober with the Theme of ‘Swabhav Swachhata – Sanskaar Swachhata’ along with all its subordinate/attached/autonomous bodies/Public Sector Undertaking/field offices spread all over the country.

    Secretary, Department of Agriculture & Farmers’ Welfare Dr. Devesh Chaturvedi walked around the Krishi Bhawan and gave instructions along the way. He then took his team outside the Krishi Bhawan campus and cleared the litter of pavements, etc. Dr. Devesh Chaturvedi also interacted with the street vendors and advised them to have dust bins to throw the waste being generated by them.  

    Dr. Devesh Chaturvedi along with his team participated enthusiastically in the drive.

     

    Under “swachhata ki Bhagidari” theme, a ‘Human Chain’ was formed today at Gate No. 2 of Krishi Bhawan, New Delhi. A walkathon was also organised by the Department around premises of Krishi Bhawan. This was followed by a cleanliness drive outside the boundary walls of Krishi Bhawan.

    India’s solar PV module manufacturing capacity increases from 2.3 GW to 67 GW under 10 years of Make In India

    As “Make in India” initiative of Government of India completes 10 years, it has been proven to be a driving force in promoting investment, fostering innovation, and building world-class infrastructure to transform India into a hub for manufacturing, design, and innovation. It continues to play a pivotal role in developing a robust manufacturing sector for renewable energy in the country. One of the key focuses of the Government is to support and incentivize domestic manufacturing in the renewable energy sector. The renewable energy equipment manufacturing sector in India is well-positioned to meet domestic demand and serve the global market through exports, establishing India as a key player in the renewable energy manufacturing space.

    Union Minister for New and Renewable Energy Shri Pralhad Joshi posted on X ” India’s renewable energy sector has contributed immensely to the #10YearsOfMakeInIndia. From PLI to VGF, we are extending all possible support to our domestic industries. We are committed to establishing India as a major global player in the complete value chain of clean energy solutions.”

    Measures taken to promote domestic renewable energy equipment manfacturing

    Several measures have been taken by the Union Government to promote the domestic manufacturing of renewable energy equipment, such as solar PV modules, cells, and upstream components like ingots, wafers, and polysilicon. These efforts also include the manufacturing of wind turbines, electrolysers for green hydrogen production, and battery energy storage systems for utility-scale electricity storage applications.

    The Government’s efforts span financial, fiscal, and policy measures aimed at bolstering domestic production. Financial incentives include the Production Linked Incentive (PLI) scheme for setting up fully or partially integrated manufacturing units for solar PV modules and upstream components. Additional support measures include Viability Gap Funding (VGF) for stationary Battery Energy Storage System projects and incentives for manufacturing electrolysers and green hydrogen production under the National Green Hydrogen Mission. Fiscal incentives include concessional customs duties on inputs required for domestic manufacturing, waivers on import duties for specific capital goods needed for solar PV cell and module production, and impositions of basic customs duties on imports of solar PV modules, cells, and inverters.

    Under Union Minister for New and Renewable Energy Shri Pralhad Joshi, policy measures have been taken through provisions such as the Domestic Content Requirement (DCR) in schemes like PM Surya Ghar: Muft Bijli Yojana, PM-KUSUM, and CPSU Scheme Phase-II, where Government subsidies are provided. Other policies include linking PLI amounts to local value addition, Quality Control Orders for solar equipment, and approved lists of models and manufacturers for solar and wind technologies.

    Boost to Solar PV manufacturing

    Solar PV manufacturing remains a significant focus of the Government’s efforts. The Government is committed to making India self-reliant (Atmanirbhar) in solar PV manufacturing and establishing India as a major player in the global value chain. This commitment is demonstrated by the Rs. 24,000 crores outlay for the PLI Scheme for High-Efficiency Solar PV Modules and additional policy interventions, such as the imposition of basic customs duties and domestic content requirements.

    Since 2014, India’s installed solar PV module manufacturing capacity has grown from 2.3 GW to approximately 67 GW, thanks to various measures under the “Make in India” initiative. This increase makes India capable of meeting domestic demand while also catering to exports. The country has seen rapid growth in solar PV module production capacity, jumping from 8 GW in 2021 to 67 GW per year in the last 3.5 years alone.

    Furthermore, over 48 GW of fully or partially integrated solar PV module manufacturing projects are currently under implementation under the solar PLI scheme. Once completed, these projects will attract an investment of approximately Rs. 1.1 lakh crores and create direct employment for around 45,000 people. The solar PLI scheme will also bring cutting-edge solar PV module manufacturing technology to India, reducing the country’s dependence on imports. With the solar PLI scheme and the Government’s supportive policy framework, India is projected to achieve 100 GW per year of solar module production capacity by 2026, which will not only satisfy domestic demand but also contribute to earning foreign exchange through exports.

    The Hon’ble Vice President of India, Shri Jagdeep Dhankhar today, unveiled a statue of “Pandit Deendayal Upadhyaya” at the Pandit Deendayal Upadhyaya Shekhawati University, Sikar, commemorating the 108th birth anniversary of the esteemed leader. The event also marked the inauguration of the “Pandit Deendayal Upadhyaya Samiti Udyan,” reflecting a commitment to the legacy of one of India’s visionary leaders.

    In his address, Vice President Dhankhar highlighted the contemporary relevance of Pandit Deendayal’s philosophy, stating, “I am immensely pleased to be here. When I received the invitation, I naturally did not envision the significance of what I am witnessing today. I had only the name of a great man in mind.

    Today, I realize the essence of his teachings.”
    Reflecting on the honor of unveiling Pandit Deendayal’s statue, the Vice President noted, “I never imagined I would unveil a statue of Pandit Deendayal Upadhyaya. This is a moment of great privilege, especially on his birth anniversary.” He recalled his connection with the leader’s philosophy, expressing gratitude for having been influenced by his teachings, stating, “His ideals and thoughts are profoundly impactful. We must learn extensively about Pandit Ji and strive to embody his philosophy in our lives”, he noted.

    Emphasizing on the transformative impact of Deendayal Upadhyaya’s teachings, he stated, “His focus was on individual development, empowering individuals to become integral parts of society.” He further stressed the importance of addressing the needs of the last person in society, encapsulated in the concept of Antyodaya, which aims to uplift the most marginalized individuals.

    Shri Dhankhar called for collective action, encouraging students, teachers, and all attendees to participate in the Prime Minister’s initiative to plant trees in their mother’s name. He remarked, “Planting trees in one’s mother’s name evokes a profound sense of connection. I urge everyone here to plant trees within this sixty-acre premise and care for them with guidance from agricultural institutions.”

    “Today, I’m reminded of two visionary leaders who share their birthdays. Pandit Deendayal Upadhyaya and Chaudhary Devi Lal were both selfless thinkers who dedicated their lives to giving back to society,” he said. He recounted how visiting Chaudhary Devi Lal’s statue at the Inspiration Hub of the New Parliament building evoked a deep connection, reminding him how the former Deputy Prime Minister guided him into politics.

    The Vice-President underscored the importance of India’s hard-won independence, urging the youth to reflect on the lessons from the Emergency period. He stated, “We must recognize the significance of India’s independence, achieved with immense struggle. The ‘Samvidhan hatya diwas’ reminds us of how our rights were undermined by one individual and emergency was imposed to safeguard her position, leading to widespread denial of freedoms.”

    Finally, the Vice-President encouraged young people to embrace opportunities beyond traditional pathways, stating, “Never fear failure; it is a natural part of any endeavor. Your opportunity basket is expanding.

    Today, India is seen as the favorite destination for investment and opportunity, not solely due to government jobs but a broader horizon of possibilities”, he noted.

    The Ministry of Development of the Northeastern Region (MDoNER) is organising the Northeast Trade and Investment Roadshow in Bengaluru on September 26, 2024, starting at 5 PM at the Four Seasons Hotel. The event will be graced by SHRI JYOTIRADITYA M. SCINDIA, Hon’ble Union Minister of Communications and Development of the Northeastern Region, Government of India.

    Senior officials from MDoNER, including Shri Chanchal Kumar, Secretary, and Sushri Monalisa Dash, Joint Secretary, will also be present, along with representatives from various Northeastern states.

    The event is being organised in collaboration with State governments of Northeastern, FICCI (Industry Partner), and Invest India (Investment Facilitation Partner).

    This marks the fourth major Roadshow in Bengaluru, featuring presentations from representatives of the eight Northeastern states: Assam, Arunachal Pradesh, Tripura, Mizoram, Manipur, Meghalaya, Sikkim, and Nagaland. They will highlight various investment opportunities in their respective states.

    Key investable sectors include IT & ITES, Healthcare, Education & Skill Development, Sports & Entertainment, Tourism & Hospitality, and Energy—all crucial for the region’s economic growth.

    The Northeast Investors Summit, organised by MDoNER, aims to attract investments and stimulate economic development. Previous roadshows in Mumbai, Hyderabad, and Kolkata received strong participation, while the State Seminar at Vibrant Gujarat drew significant interest from potential investors.

    To build on these efforts, MDoNER held a signing and exchange of MOUs event for the North East Investors Summit on March 6, 2024, at Vigyan Bhawan, New Delhi, facilitating Business-to-Government (B2G) meetings with senior officials from state governments.

    The Roadshow in Bengaluru is expected to attract many potential investors eager to be part of the growth journey in North East India.

    [WASHINGTON, D.C.] – Yesterday, combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Armed Services Committee (SASC) who served in the Reserve Forces for 23 years before retiring at the rank of Lieutenant Colonel—joined the Elizabeth Dole Foundation’s 9th Annual National Convening to highlight the ways Congress can better address and respond to the challenges facing our nation’s more than 14 million military and Veteran caregivers. During a fireside chat at the conference this week, Senator Duckworth also discussed the many ways she’s working to support military families and Veterans to help ensure they have the high-quality care they deserve and have earned through their service.     “I know from personal experience that we can’t afford for our troops who are in harm’s way to second guess what might happen to them or their family if they become wounded—it hurts our military readiness,” said Senator Duckworth. “Supporting caregivers and supporting the VA isn’t just about doing something humanitarian. It’s about the safety and security of our nation.”

    At this year’s annual conference, the Dole Foundation also unveiled a new RAND study that shows the number of military and Veteran caregivers in the U.S. has increased by nearly 9 million over the past decade, and that these caregivers’ health is at risk as they tend to Veterans and Wounded Warriors at home. The significant increase of military and Veteran caregivers across the country and the health risks associated with their work underscores the need for more support from federal programs to help caregivers do these critical jobs.

    Duckworth is a fierce advocate for our servicemembers, Veterans and their families. She recently helped secure $2.9 billion to support family caregivers of disabled Veterans and the expansion of the program to include pre-9/11 Veterans in the Fiscal Year 2025 spending bills. In March, Duckworth also announced that she helped secure $2.4 billion to expand benefits and services for military and Veteran caregivers to include health care and mental health services, training adapted to the Veterans’ individual care needs and a direct stipend payment as part of the Fiscal Year 2024 spending bills.

    WASHINGTON – U.S. Senator Jim Risch (R-Idaho) today introduced the Modern Firearms Safety Act, which would prohibit states from enforcing handgun rosters. These lists of pre-approved handguns require manufacturers to include costly features like microstamping, loaded chamber indicators, and magazine disconnect mechanisms on firearms, preventing law-abiding citizens from purchasing the firearm of their choice.

    “Unconstitutional handgun rosters create unnecessary, burdensome requirements for firearm manufacturers while undermining the Second Amendment,” said Risch. “The Modern Firearms Safety Act stops Democrats arbitrary handgun catalogs and protects law-abiding gun owners’ right to bear arms.”

    Several states, including California, New York, Maryland, Massachusetts, and D.C., have recently enacted unconstitutional handgun rosters. A 2024 federal district court ruling found California’s handgun roster requirements unconstitutional.

    Risch is joined by U.S. Senators Mike Crapo (R-Idaho), Mike Braun (R-Ind.), Shelley Moore Capito (R-W.Va.), Bill Cassidy (R-La.), John Cornyn (R-Texas), Kevin Cramer (R-N.D.), Steve Daines (R-Mont.), John Hoeven (R-N.D.), Roger Marshall (R-Kansas), Markwayne Mullin (R-Okla.), and Thom Tillis (R-N.C.) in introducing the legislation.

    “Those on the Left continue to use every creative avenue possible to stifle Second Amendment rights and restrict gun ownership for law-abiding citizens,” said Crapo. “These practices must stop.”

    “Blue states look for every avenue to ban guns for law-abiding citizens,” said Cassidy. “Requiring unnecessary and imaginary modifications that don’t improve safety is just another tactic out of this playbook. The Second Amendment is a Constitutional right that shouldn’t be infringed upon just because of the state in which you reside.” 

    “Trying to impose unnecessary and overly stringent requirements on what features handguns must have is a blatant attempt to strip away core constitutional rights,” said Cornyn. “This legislation ensures law-abiding gun owners in Texas can continue to exercise their Second Amendment right in a safe and responsible way without being subject to impractical restrictions.”

    “Our Founding Fathers were clear—the right to keep and bear arms shall not be infringed,” said Daines. “Forcing Americans to outfit their firearms with onerous and costly features is a clear attempt to undermine the Second Amendment and law-abiding citizens’ constitutional rights, and it must stop.”

    “I am proud to join Senator Risch in our fight against the Democrats’ never-ending attack on our Second Amendment rights and our constitutional freedoms,” Marshall said. “The Modern Firearm Safety Act will end the unconstitutional gun grab currently underway in far-Left states like California, New York, Maryland, and Massachusetts. Our legislation rightfully blocks Democrats from enforcing illegal handgun roster requirements designed to target law-abiding Americans.”

    “This commonsense legislation safeguards the Second Amendment rights of law-abiding citizens by eliminating unnecessary barriers to purchase firearms,” said Tillis. “I am proud to support responsible gun owners by introducing this legislation, which aims to prevent government overreach and uphold our constitutional freedoms.”

    The Modern Firearms Safety Act has received support from the Congressional Sportsmen’s Foundation, National Shooting Sports Foundation (NSSF), and National Rifle Association (NRA).

    1. The Common Agricultural Policy (CAP) provides support instruments for the promotion of regional products. Member States may , through their CAP Strategic Plans (CSPs) , support investments in processing and marketing of agri-food products and non-agricultural activities . CAP supports c ooperation for short supply chains or the participation in and promotion of quality schemes with links to the territory as well as to a traditional know-how. Similar tools could be also supported by Leader[1], on a territorial level through a bottom-up approach. Design and implementation of those tools is defined by Member States in their CSPs.

    Setting up an inducive framework for the development of short supply chains initiatives could be considered as part of further measures to strengthen the position of farmers in the supply chain, which the Commission announced in March 2024[2].

    2. There is no specific administrative burden for direct marketing and sale of products as they do not need any prior authorisation, and the Commission has no intention of changing this situation.

    3. The CAP can help improve farmer’s competitiveness in the EU internal market, including vis-a-vis imported products, by better integrating them into the agri-food chain through quality schemes, adding value to agricultural products, promotion in local markets and short supply circuits, and supporting producer groups and inter-branch organisations.

    Union Minister of Jal Shakti, Shri C.R. Paatil, will be visiting Odisha tomorrow to take part in activities for the ongoing Swachhata Hi Seva (SHS) campaign. Joined by the Chief Minister of Odisha, Shri Mohan Charan Majhi, the visit will focus on assessing the State’s performance in sanitation, cleanliness, ODF Plus Model declaration and improved waste management systems.

    Key Highlights of the Visit

    The visit will begin at Suando village, the birthplace of Utkalamani Pandit Gopabandhu Das, a noted social reformer of Odisha, where the Union Minister will take part in a tree plantation drive as a part of the SHS campaign under Ek Ped Ma Ke Naam. The dignitaries will be visiting the Utkalamani Memorial Museum, following which they will visit the Bidyadharpur village, to engage with beneficiaries of the Individual Household Latrines (IHHL) programme and assess the various sanitation assets created under SBM(G).

    A convention will be held at Biraramachandrapur GP for Village Water and Sanitation Committee (VWSC) members, during which the VWSC Training Manual will be launched. The event will include demonstrations of water testing by women’s self-help groups (SHGs) and award distribution to best-performing Gram Panchayats.

    Review of Sanitation and Waste Management Progress

    During the visit, the Union Minister will review Odisha’s ongoing progress under SBM-G, where 65.88% of villages have been declared ODF Plus Model villages and 91.38% villages have arrangements for greywater management and 70.69% villages have arrangements of Solid Waste Management. While substantial progress has been made in the state, the way ahead will ensure ODF Plus Model verification for all villages by December 2024. The Minister’s visit will also enable the State’s ongoing efforts in furthering forward linkages for expediting use of plastic waste in road construction and ensuring ODF sustainability apart from involving SHGs in O&M of sanitation assets.

    Public Engagement and Mass Participation

    The visit comes in the backdrop of the ongoing Swachhata Hi Seva (SHS) 2024 campaign, which is seeing massive participation across all 314 blocks of Odisha. This campaign is ongoing from September 17 to October 1, with the culmination on Gandhi Jayanti, commemorating the 10th anniversary of the Swachh Bharat Mission.

    Under the Swachhata Hi Seva campaign, Odisha has planned for 25,376 events, transformation of 2003 Cleanliness Target Units (CTUs) and 314 SafaiMitra Suraksha Shivirs across its rural areas. Out of these 11,799 events have already been completed seeing a participation of 20.7 lakh people till date. This number reflects the ongoing efforts that are being made to involve local communities in taking ownership of their sanitation systems and ensuring that the gains made through Swachh Bharat Mission are sustained.

    On September 26, 2024, a major ‘Safai Mitra Suraksha Shivir’ event across 314 blocks will be held to promote the safety and welfare of sanitation workers across the state.

    The visit by the Union Minister of Jal Shakti is a testament to the Government’s resolve to drive the message of cleanliness across rural India and ensure that the vision of Sampoorna Swachh Bharat becomes a permanent reality.

    WASHINGTON, D.C. – Today, U.S. Senators Marsha Blackburn (R-Tenn.), Mark Kelly (D-Ariz.), John Cornyn (R-Texas), and Tammy Baldwin (D-Wis.) introduced the Secure School Buses Act to ensure school bus manufacturers tied to foreign entities and countries of concern, including the Chinese Communist Party (CCP), do not receive federal funding:

    “Under current law, federal funding for public transit is banned from going to companies tied to U.S. adversaries like the Chinese Communist Party, but the requirements do not apply to federal funding for school buses,” said Senator Blackburn. “Our Secure School Buses Act would close this dangerous loophole and safeguard national security and our nation’s students.”

    “The Clean School Bus Program has provided school districts in Arizona and throughout the country opportunities to modernize their school bus fleets, while supporting bus manufacturers based here in the United States,” said Senator Kelly. “This bill ensures companies that receive state support from the Chinese government can’t take advantage of this program to unfairly compete against American manufacturers. We’ve taken these same steps to protect public transit systems, and now it’s time we apply the same standard to the buses carrying our kids to school every day.” 

    “It is unacceptable for adversarial nations to receive any benefit at the expense of American taxpayers,” said Senator Cornyn. “This bill would prohibit federal dollars from going to subsidiaries and spin-offs of predatory entities in China and other countries of concern that don’t have our interests at heart, and I’m glad to support it.”

    “When we use taxpayer dollars, we should be investing those dollars back into American businesses, workers, and communities – not sending money overseas to adversaries like China,” said Senator Baldwin. “I’m proud to work with my Democratic and Republican colleagues to ensure taxpayer investments in our children’s school buses won’t line the pockets of bad actors like China and give them a competitive edge over our workers and businesses.”

    BACKGROUND:
    • Several years ago, the Environmental Protection Agency (EPA) established the Clean School Bus Program to replace existing school buses with electric models. According to the EPA, they have awarded almost $3 billion in taxpayer funds through this program. Troublingly, certain companies in the electric bus industry have ties to the CCP and other foreign entities of concern.
    • Localities can currently use their federal funding to purchase buses from companies with ties to these foreign entities of concern, with some of these companies marketing buses specifically for the Clean School Bus Program. In the past, Congress has made clear that no federal taxpayer dollars should go to companies with ties to our adversaries.
    • While federal funds are prohibited from going to companies with ties to the CCP and other foreign entities of concern for public transit, there are no such prohibitions for the procurement of school buses. If these products are not safe enough for public transit, they certainly are not safe enough for our nation’s children.
    • Senator Blackburn has worked extensively on the national security risks posed by Chinese-made connected cars and electric vehicles proliferating in the United States, due to many Chinese companies’ subservience to the CCP. The same holds true for these electric bus companies with ties to the CCP and other foreign entities of concern.

    SECURE SCHOOL BUSES ACT:
    • The Secure School Buses Act would prohibit the award of federal grant funding to school bus manufacturers with certain ties to a foreign entity of concern.
    • This legislation is endorsed by the Alliance for American Manufacturing and Heritage Action.

    The Union Minister for Information and Broadcasting Shri Ashwini Vaishnaw took part in a series of events as part of the Swachhta Hi Seva, 2024 campaign at Soochna Bhawan hosted by Central Bureau of Communication (CBC), emphasizing the importance of cleanliness and environmental stewardship.

    The minister administered oath to officers and staff of Ministry of Information and Broadcasting at Soochna Bhawan where participants committed to promoting cleanliness and sustainable practices within their spheres of influence.

    In continuation of the ‘Ek Ped Maa ke Naam’campaign launched by Prime Minister Shri Narendra Modi, a sapling plantation drive was also initiated by Shri Ashwini Vaishnaw highlighting the dual objective of cleanliness and environmental conservation. He also distributed saplings to the employees and underlined individual responsibility towards the environment.

    The Minister was accompanied by Shri L Murugan, Minister of State for Ministry of Information and Broadcasting, Shri Sanjay Jaju, Secretary, Ministry of Information and Broadcasting, Chairperson, Press Council of India, officers from the Ministry of Information and Broadcasting,  Media heads from other wings of M/o I&B and officers/officials in large number were also present during the events.
